We also did a swearing-in for various board members from our downtown development authority all the way to our youth council advisory board. [0:03:13, 0:03:15]: So that was our ceremonial portion. Thank you for allowing me to speak to you. Um I wrote some notes here. Um I'm I am speaking on behalf of Ambassadors for Christ Church, which is [0:04:28, 0:04:48]: Located directly on Rock Cory Road. Our church operates a weekly food pantry. I'm gonna forget my notes, forget it. Our church operates a weekly food pantry every Friday, and um I'm actually asking for help because um [0:04:49, 0:05:03]: We feed five to seven hundred um vehicles every Friday right on Rock Cory Road. And um the Rock Cory Road uh Road Widening Project is [0:05:03, 0:05:23]: happening and we are just concerned we just want to best prepare and we're trying to find out the schedule um because it's it's looks like it's gonna happen any time now right in front of the church. I mean we're aware of it. So we're just trying to find out the schedule so we can best prepare. [0:05:23, 0:05:43]: and really try to find out how um we can still have the food pantry because we serve the stockbridge uh area um and what that looks like um with as least impact as possible um so that's why i'm here [0:05:43, 0:05:47]: Um I don't know if this is the right venue, so I respect your time. [0:05:50, 0:05:54]: That's yeah. Yes ma'am. Thank you so much. Yes. [0:05:54, 0:06:14]: Go ahead. Ambassadors for Christ is in the city council district that I represent. Have you spoken with the city manager yet? Um Mr. Edmondson. Not yet. I just meant your I'm sorry. May I just suggest that you speak with him? He um will be able to share with [0:06:14, 0:06:20]: with you information that he has uh regarding the project, that would just be my suggestion. [0:06:20, 0:06:40]: Okay, thank you. So he'll give you a card, ma'am, and um share some information with you. Mayor, if I could, but one moment, please. Go ahead. I certainly would like first of all to thank you for the work that you do. We just uh actually presented um uh a presentation for Miss Linda Jones on there. My com my um not food pantry community. [0:06:40, 0:07:00]: Community development for real people. It is a lot of work. And if you're taking care of 500 cars a week, we certainly want to do anything to impact that. So what we can do to assist you. And then whether we could connect you with connecting Henry, who is also in that realm as well. We certainly want to be able to do that, Cole. So thank [0:07:00, 0:07:10]: Thank you for coming to us and giving us an opportunity to correct the problem. Thank you. Thank you very much. Thank you, Councilmember. I should agree that you my assistant told me about it. [0:07:12, 0:07:20]: And we have an alternative, I think, would be able to help you out. Okay. Awesome. Thank you so much, City Manager. Are there any other public comments? Thank you. [0:07:22, 0:07:26]: Um the next item on tonight's agenda is the consent agenda. [0:07:26, 0:07:29]: Since number item number three was removed. [0:07:29, 0:07:49]: Uh now we will have the Stockbridge Police Department, Georgia Department of Public Safety approved roadways, council consideration to approve the most recently updated list of Georgia Department of Public Safety. Approved road rates authorized for the use of speed detection devices. The update includes the addition of Tie Street from 308 feet north of Misty Ridge Trail to 308 feet north. [0:07:49, 0:07:57]: South of First Street. The approved list will remain in effect through December 31st, 2027, and it's presented. [0:07:57, 0:07:58]: Bye. [0:08:00, 0:08:01]: I see the manage. [0:08:03, 0:08:04]: Or Chief Godfrey. [0:08:06, 0:08:18]: Oh we good? Okay. Council I take a motion. So move. There's a motion. Is there a second? I second. There's a second. All those in favor, please indicate by the sound of aye. Any opposed? So move. [0:08:20, 0:08:23]: Next up, council, we have a public hearing. [0:08:25, 0:08:45]: Adoption of the new City of Stockbridge maps for 2026. Council consideration of the adoption of six new of six new City of Stockbridge maps for 2026, including the following zoning map, overlay district map, future land use map, subdivision, city council districts, and the city limits. These maps have been updated to reflect the recent annexations. [0:08:45, 0:08:53]: Of new properties into the city, the deannexations of other properties from the city within the Manderley subdivision and the rezoning of certain properties. Mr. Anderson. [0:08:54, 0:08:57]: Good evening. Um it should be four maps, Mayor. [0:09:01, 0:09:12]: So we have the um the adoption of the rezoning map for 2026, uh the land use map, the official city limits map, and the overlay districts map. [0:09:15, 0:09:18]: I have six. Okay. All right. [0:09:20, 0:09:24]: So first the the rezoning maps. Um [0:09:26, 0:09:30]: We have um several changes that were made in twenty twenty five. [0:09:33, 0:09:44]: This includes uh annexations, de-annexations, comprehens comprehensive plan amendments, and rezonings. Uh here's uh the map that shows the cases that [0:09:46, 0:10:06]: That made the ch that uh called for changes. We had AX 2024. We annexed two properties into the city. RZ 2024-10 established the zoning of a property as PUD. CP 202409 established the FLU designation of the property as medium density. This this involved [0:10:06, 0:10:17]: Parcel ID number zero eight nine zero one zero zero one zero zero zero uh oh eight nine dash zero one zero zero one zero zero three. [0:10:19, 0:10:31]: Also we had parcel uh S26-0101-4000. Um the zoning ordinance numbers RZ 2025-02. It went from SR to PUD. [0:10:33, 0:10:47]: Uh this was a case right here, had a lot of different um parcels. This was the um the Reeves Creek property. So I'm not gonna read all those um numbers. [0:10:54, 0:11:14]: And on 609-25, we had um parcel zero seven oh dash zero one oh one two thousand and one. Um cake the case number was AX 2024-03, RZ 2024-12, and CP 2024-03, and we had parcel [0:11:14, 0:11:25]: Number 032-0103012 and CP 2024-10 went from high density residential to low density mixed use. [0:11:40, 0:11:56]: And uh this is the official city limits map of twenty twenty six for the city of Stockbridge that we're asking to be approved. And it includes all the new uh annexations, deannexations, and um properties [0:11:56, 0:12:05]: Yeah, the deannexation, the annexation that came into the city and properties that went out of the city. So this is the new s uh city limit map with the new boundaries. [0:12:08, 0:12:12]: And this is the official land use map for twenty twenty six. [0:12:17, 0:12:20]: And here's a cop of the official zoning map of twenty twenty six. [0:12:23, 0:12:29]: And here's the official um overlay zoning map for the city of Stockbridge for twenty twenty six. [0:12:30, 0:12:36]: Yes, ma'am. Mayor. If I can you go back to the zoning map real quick? What's red? What's in red? [0:12:39, 0:12:41]: And blow it up. Um [0:12:52, 0:13:05]: Councilwoman, we have it in our we have it in our binders the high density mixed use. Okay. I was trying to look at the ledger. Yeah. All right, thank you. I'm good. Okay. Yes, sir. Thank you. Yeah, I was trying to find a um better view so I could see the ledger. [0:13:12, 0:13:14]: See it. I see better now. Okay, thank you. All right. [0:13:25, 0:13:26]: Councilman Barber. [0:13:28, 0:13:32]: I wanted to ask on the agenda it mentions the council district maps. [0:13:34, 0:13:48]: But I don't see Yeah, maybe no so we do have uh official council district maps, but I didn't I didn't feel like they needed to be adopted um because we never adopted those, but we do have official um council district maps. [0:13:50, 0:14:04]: Well I was expecting to see um the changes uh as we discussed during the legislative breakfast, especially in my district. Um I asked our Heron County delegation [0:14:05, 0:14:06]: To um [0:14:07, 0:14:07]: Uh. [0:14:08, 0:14:17]: make some adjustments to my city council district so that I'm able to represent my entire subdivision. Mm-hmm because right now [0:14:18, 0:14:23]: One side of my subdivision is being represented by Councilman Alexander. [0:14:23, 0:14:25]: I also mentioned about [0:14:25, 0:14:28]: uh Bake Hove on T Street. [0:14:28, 0:14:31]: Yes, I'm not sure. [0:14:32, 0:14:52]: I wanted to just clean up the boundaries. So I was expecting that there would be some adjustments. When the when the councils when the council districts get redrawn, that's when that those changes will be reflected on the map. Right now we we don't have authority to make those changes until the f the f the um council districts are redrawn and rebalanced and that would happen. Okay in order for that [0:14:52, 0:14:58]: to happen the council has to vote by a resolution authorizing the change and submit it. [0:14:59, 0:15:00]: And usually that [0:15:00, 0:15:01]: Reapportionment office. [0:15:02, 0:15:05]: That is what I was expecting that we would be doing today. [0:15:05, 0:15:06]: Considering [0:15:06, 0:15:09]: The council district map is on the agenda. [0:15:09, 0:15:18]: Y yes, but we don't have authority, uh, Councilmember Barber to to make those changes. Staff doesn't. Who doesn't have the authority? Staff. [0:15:20, 0:15:26]: Th that those changes will happen when the council districts are drawn. Usually I think that will take place in twenty thirty. [0:15:28, 0:15:29]: No. [0:15:29, 0:15:34]: To get the the state would have to the state legislature would have to vote on [0:15:35, 0:15:39]: Okay, so that so that I'm clear and this is for the record, uh Miss Lester. [0:15:40, 0:15:43]: Last year, I believe in November. Um [0:15:44, 0:15:50]: We hosted a legislative breakfast with our Heron County delegation. Yes, I was there. You were there. Mm-hmm. [0:15:50, 0:15:51]: Mr. Edmondson was there. [0:15:52, 0:15:56]: All of us was there. I addressed my concerns with [0:15:56, 0:16:00]: Мс специфікли формай каунсу дистрикт. [0:16:01, 0:16:03]: Those decisions come directly. [0:16:03, 0:16:05]: From the governing body. [0:16:05, 0:16:06]: Us. [0:16:07, 0:16:08]: We're the ones. [0:16:08, 0:16:12]: Who make the request to the state reapportionment office? [0:16:12, 0:16:14]: For those changes. [0:16:14, 0:16:24]: And that is what I was expecting would be happening. That's correct, but now is not the time that the it ha that will occur in twenty thirty. No. Those changes usually occur based on the census. [0:16:25, 0:16:25]: No. [0:16:26, 0:16:31]: Okay. Um that's not what we discussed uh during the legislative breakfast. [0:16:31, 0:16:32]: And [0:16:32, 0:16:35]: I am expecting that Mr. Edmondson [0:16:36, 0:16:39]: Will bring forward those recommended changes. [0:16:40, 0:16:44]: That was discussed during the legislative breakfast. The other uh question I do have. [0:16:45, 0:16:45]: Um [0:16:47, 0:16:56]: You don't list the DDA maps here. So this is just specific for the overlay, the future land use. [0:16:57, 0:16:58]: The subdivision maps [0:17:00, 0:17:05]: And the reason why I'm asking is because Stockbridge um lakes bed and breakfasts. [0:17:06, 0:17:08]: They're the only business. [0:17:08, 0:17:12]: Off of East Atlanta Road that is not included in the DDA map. [0:17:13, 0:17:20]: They're the only business that's left out. So I want to make sure that they are included. They've made that request. Um [0:17:21, 0:17:22]: At least [0:17:22, 0:17:38]: Twice they've spoken to me about it. I don't know if they have come to the D DA to request that they be included, but they want to be included and they're the only business. We have withdrawn being left out. We have withdrawn that map, uh Councilman. We we have we have made that change. [0:17:38, 0:17:41]: They are now included? Yes. Thank you, sir. All right. [0:17:41, 0:18:01]: Thank you. All right. Okay. Yes, sir. That was it. Thank you. Let me say this real quick. First of all, the DDA map has to be approved by the DDA too. So the DDA will be bringing forward the addition of some additional properties, including that one that was mentioned, which was um the bed and breakfast, and then an extension of [0:18:01, 0:18:21]: the downtown boundary that will be coming shortly within the next thirty to sixty days with a resolution uh from the DDA because the DDA map has to be approved by the DDA too. It just can't be controlled by the city because the the DDA is a separate entity from the city. And for clarification purposes, [0:18:21, 0:18:41]: We were at the um legislative breakfast, which was a beautiful event where we had all of the state representatives there. They were very clear in that um the changes that needed to come that that would come to the districts were done uh in 2030 as you had indicated. Now subsequent to that [0:18:41, 0:19:01]: Certainly, uh the council is capable of actually requesting a change to those districts, but it was stated to us it would basically fall on deaf ears if we even if we did send it, because uh the controlling party has no desire to uh change those maps out. That's exactly what [0:19:01, 0:19:21]: What the representative stated to us at this time. And as I don't see a will on this council to do anything different than we're currently doing at this particular point, it would require a vote of this council to approve a resolution. One council member cannot state that they want to see a map submitted. [0:19:21, 0:19:41]: The city council would have to vote to adopt any additional changes, and that will require all of us to give up territory in our districts to be shifted. And basically the fair way that they've done that is based on the 10-year census which was uh indicated to us at the time. So that's [0:19:41, 0:20:01]: That is the position that we are that I certainly support at this point, because it would be very disruptive and it would be a futile attempt at this point when the regislators have already told us that at this point there won't be any changes. We spoke to Representative Douglas, we spoke to uh Senator Dallas. [0:20:01, 0:20:21]: And uh it it did not move. It they indicated that's the best course of action. And we did approve a couple of resolutions that were sent to the state to request funding at our last meeting, as you would know, Mayor, uh request the funding for the recreation center to the state and the [0:20:21, 0:20:24]: the federal government uh as well. So thank you. [0:20:24, 0:20:29]: Okay. Thank you. All right. Is this yes, ma'am? [0:20:30, 0:20:41]: My last comment. Um in addition to the request the requested changes uh to City Council District Forest map, um the original discussion [0:20:42, 0:20:44]: Before the annexation in twenty twenty three. [0:20:45, 0:20:46]: Were for us to [0:20:47, 0:20:52]: have districts in addition to two at large seats. [0:20:53, 0:20:56]: That was also mentioned during the legislative breakfast. [0:20:57, 0:20:58]: Last year. [0:20:59, 0:21:01]: Those two actions I'm expecting. [0:21:02, 0:21:02]: That [0:21:02, 0:21:04]: Mr. Edmondson. [0:21:04, 0:21:06]: We'll bring to the council um [0:21:06, 0:21:07]: Some resolution. [0:21:08, 0:21:09]: Or something. [0:21:09, 0:21:10]: Um to make [0:21:11, 0:21:14]: uh those amendments to the council district. [0:21:14, 0:21:20]: It affects my ability to represent those who've elected me to represent them. [0:21:20, 0:21:22]: So I wanna make sure that they have [0:21:22, 0:21:25]: Adequate representation [0:21:25, 0:21:27]: In the neighborhoods in which they live. [0:21:28, 0:21:29]: That's all. [0:21:30, 0:21:50]: That's for the record. Thank you. Thank you, Councilmember. Uh Ms. Anderson, is this a vote required or is this just the first hearing? Public hearing. Awesome. Yeah. All right. This is a public hearing, everyone. I do have one question, though. I'm sorry. I see a huge block of gray for a heavy industrial use that I have questions about. What what I this math is. [0:21:50, 0:21:53]: Yeah, I was trying to. [0:21:53, 0:22:13]: That doesn't seem correct that we would have a that large a heavy industrial means warehousing and all types of intense uses that would be heavy or light. It says it's in dark gray on the official future land use map. You got a a large block just uh east of highway 42. [0:22:13, 0:22:13]: Two. [0:22:16, 0:22:23]: But I can't see the bare uh the map is so small I can't see the area unless that's just not in the city. [0:22:24, 0:22:28]: Probably not in the city. We don't have much in heavy industrial land. [0:22:28, 0:22:31]: Uh I'm gonna go to the other map. This is the land use map. [0:22:34, 0:22:40]: Do you see what I'm talking about? He is right below right here. It's right there east of uh highway forty two. [0:22:42, 0:22:43]: Yo put [0:22:45, 0:23:05]: It's that great, yeah, the gray area right there. Is that that maybe that's just not in the city? I don't know. Not in the city. Okay, so I I just want to make sure that there's no heavy industrial use uh in in that area that would be in my district and council district four. So certainly um that's not something desirable that we will want to see. Is that right for the other thing? [0:23:05, 0:23:09]: It's not rock warriors, no. Okay. [0:23:10, 0:23:11]: I thank you. [0:23:12, 0:23:14]: Okay, thank you. All right. [0:23:15, 0:23:16]: It's not in the city as indicated. [0:23:17, 0:23:18]: Thank you, sir. [0:23:19, 0:23:19]: This [0:23:22, 0:23:24]: This is a public comment. This is a public hearing. [0:23:25, 0:23:27]: I need to make clarification on [0:23:27, 0:23:33]: Something, cancel my done this piece right here. Where I got my curse on? Mm-hmm. That's the rock quarry. [0:23:34, 0:23:50]: The Rock Quarry is actually east of I mean west of Highway forty two. That's not the Rock Quarry. That's the great the the light gray area would be the Rock Quarry.'Cause this property here is east of Highway forty two, so that couldn't be the rock quarry. [0:23:51, 0:23:56]: But that area that the large portion of that area is not in the city, so I think [0:23:57, 0:24:00]: Okay. Yeah, that's outside the city limits. [0:24:01, 0:24:02]: Inter [0:24:04, 0:24:07]: Good Mayor Polton? Yes, thank you. Uh one more final question. [0:24:08, 0:24:28]: Mr. Anderson, I'm sorry, Mayor. Mr. Anderson, before you leave, I wanted to ask, because it seems like um some of these areas are in the district that I represent, and this is the first that I'm learning of it. What's driving this request to approve these new maps? We're required to adopt we adopt these maps every year, uh, Councilmember Barber. [0:24:28, 0:24:30]: Something we do every year? Thank you, sir. Okay. [0:24:31, 0:24:51]: All right, this is a public hearing. If you are in favor, if you are in the audience and you are in favor of the adoption of the new city of Stockbridge maps, please come up, state your name and address. Go on once. If you are in favor, go on twice. If you are in favor three times. All right. If you are [0:24:51, 0:24:57]: Are against the adoption of the new CDS Stockbridge maps for 2026. Please come up and state your name. Go on once. [0:24:58, 0:25:00]: Going twice? [0:25:02, 0:25:03]: Final call. [0:25:04, 0:25:11]: Public hearing is closed. This is a vote. I would like to make one comment before we go on. Give me one second, sir. Is this a vote? [0:25:11, 0:25:13]: Okay. Go ahead. Uh uh Mayor Putin? [0:25:14, 0:25:34]: Let me just say this to everybody out there who understands. What we're doing right now is critically important. When we have residents complaining about warehouses and truck traffic and stuff like that, these zoning maps dictate what goes in the community. Whether a store goes there, whether a warehouse goes there, whether [0:25:34, 0:25:54]: Mixed use goes there. Uh you know, what we have over in the Jotico area is mixed use. Along Highway 138, we got mixed use. One of the things that this council has intensive intentionally done over the years since we've been here is to go away from warehousing and semi trucks coming into the community. You see very little of that on the map. [0:25:54, 0:26:14]: That's on there has been reduced to the minimum. As I went down, you know, and I see a new interchange number 214 coming, and I'm looking at the south end of the county and I'm looking at tractor trailers back to back, that's something that I generally didn't want to see, and most of the council didn't want to see too. So this is critically important. [0:26:14, 0:26:20]: This dictates when somebody comes to us whether a warehouse goes into the community or not. It's extremely important. [0:26:21, 0:26:22]: Thank you, sir. [0:26:22, 0:26:28]: Council, I'd now accept a motion for the adoption of the new City of Stockbridge maps for twenty twenty six. [0:26:28, 0:26:37]: So moved. Second. All right. There's a motion and a second. All those in favor, please indicate by the sound of I. All right. So moved. Yes, ma'am. [0:26:37, 0:26:38]: You have a question. [0:26:45, 0:26:45]: Oh. [0:26:45, 0:26:47]: Somebody from the public had a question. [0:26:49, 0:26:51]: I know. I'm sorry. [0:26:52, 0:26:53]: There we go. [0:26:55, 0:26:56]: Evening all. [0:26:56, 0:27:13]: I just wanted to clarify one thing that was um mentioned um just so that everyone's on the same page. Um council member um you mentioned um the at large members that would need to go through a charter amendment, which certainly if that's the will of the council, we can work towards that. I just wanted to all be on one accord. [0:27:15, 0:27:15]: Thank you. [0:27:17, 0:27:31]: Council, before we move on to new business, um, we are going to take a full council picture with Ms. Jones and her check that we awarded her during the presentation portion. So if the council can join me on the floor as we take a quick photo. [0:27:35, 0:27:42]: It'll be easier on the floor on the floor of the top. Down here. Down here's better. [0:27:54, 0:28:05]: Yes, so my speech is right. [0:28:50, 0:28:54]: Sorry, ready one, two. [0:28:56, 0:28:58]: With that. [0:29:55, 0:29:55]: Oh. [0:29:57, 0:30:09]: All right. Moving on to new business council. Item number six is council consideration for the proposed Martin Luther King Jr. Way street renaming, which would be presented by Mr. Aaron. Mr. Aaron, please. [0:30:15, 0:30:17]: Where did Miss Gang go? [0:30:18, 0:30:31]: Good evening, Mr. Mayor and Council. This item was placed on the agenda. There was some uh discussion, I would assume, about renaming uh Lee Street to Martin Luther King Junior Way, and that's the item before you tonight. [0:30:33, 0:30:53]: Council, is there any questions? Let me just stuff I could really Go ahead, sir. Okay. This uh certainly that's one of the things that we have endeavored to do here at the council is to make sure that uh we were representative of what the community desired and that um we're trying to be very proactive. We understand [0:30:53, 0:31:13]: That the STEM school is going to complete construction within the next um 12 months. They will the school will actually be finished at the end of 2026 and they're gonna open uh for the school year 2027. We're contemplating changing the name of the street. So [0:31:13, 0:31:33]: We don't want the school to print up a million documents with Lee Street on it, understanding that Lee Street, uh, the name is gonna be changed to Lee Street. Understanding this, and I'm gonna be quite honest with you, okay, Lee Street was named for General Lee, okay? And uh we're we have endeavored and had a discussion many years [0:31:33, 0:31:53]: About eighteen months ago we had another follow-up discussion after that that we're gonna remove a lot of the uh the notations for um that time period or the Confederate generals uh or community and that we're gonna rename some of these streets. This is one attempt in order to do that. Uh the DDS. [0:31:53, 0:32:13]: We'll be proposing that we come take that the council, or there'll be a resolution coming to you requesting permission that we use the park area, which is right next to the police department, to actually do something that we should have done many years ago, which is create a statue for. [0:32:12, 0:32:32]: For Daddy King. We wanna use the municipal park area as the DDA to champion that area, to put the statue right there in that park area, to repurpose that area so that it is that every person that comes through the city of Stockbridge would see the image of Daddy King. [0:32:32, 0:32:52]: And that, you know, a lot of times you come through here, certainly as you come down North Henry Boulevard, you don't really even encounter Martin Luther King Senior Heritage. You don't even encounter it because the bridge goes over it. Certainly the plans call for uh with the new owner having a mural attached to uh the Martin Luther King's. [0:32:52, 0:33:12]: King Senior Heritage Building at Building 10 at the address of 106 Martin Luther King Senior Heritage Trail. That's the red brick building on the end that used to be Rod Oglesvy Realty. The good news is that we have a new clothing retailer that's going to be assuming that property, and they are agreeable. [0:33:12, 0:33:32]: To working with the city to have a mural crafted so that Martin Luther King Sr. will have an actual mural on the property that will be indicated along Martin Luther King Sr. Heritage at that point. Now the vision for the DDA is to craft that statue right there along North Henry Boulevard. [0:33:32, 0:33:52]: So every student that goes to the STEM school passes by that statue of Daddy King every day when they enter the new$73 million STEM school. They will be able to look out their window out of the STEM school and to be able to see Daddy King, the statue of Daddy King. [0:33:52, 0:34:12]: One of the iterations, the final iteration has not been approved by the DDA or the request for the council. So this is a concept. One of the concepts is to have a statue of Daddy King, the adult Daddy King, and little Martin Luther King Jr. at that location. So that again, every student that attends the STEM school. [0:34:12, 0:34:32]: The teacher and the staff as they pass by will pass by that way. Now we know right now that we have a South Lee Street and a North Lee Street as well. Some of the concepts that we have talked about is again changing the name of the street, the North and South Lee Street to Martin Luther King. [0:34:32, 0:34:52]: King to Martin Luther King Jr. Boulevard. Way. Martin Luther King Jr. way. A lot of times we understand we go through Martin Luther King Boulevards and other cities. They aren't exactly representative of the best areas of the city. To highlight this particular area that with Dr. King's name on, [0:34:52, 0:35:12]: To have a$73 million school on one end and the amphitheater entrance on the other end puts it, puts Dr. King on a substantial road that represents excellence and his dream being materialized right here in the city of Stockbridge. Our very own city manager also. [0:35:12, 0:35:30]: uh propose that because as you go around the curve for the stem school, the road actually changes names. The uh when you it was it's Jackson Avenue or something it could right now. So what we would do is the STEM school we know how many of y'all seen the movie Hidden Figures? [0:35:30, 0:35:50]: Right. So that portion leading from Rock Quarry Road to um to the STEM school would be named for Catherine uh w Hamilton, who was one of the hidden figures, uh hit Siddhartha Johnson. Catherine Johnson. John Catherine John I'm sorry, Catherine Johnson, uh for uh one of of of the [0:35:50, 0:36:10]: Hidden figures. So, what better representation that we could that we could have than to have that? Again, initially, the issue is right now the name needs to be changed because the STEM school is going to open at the end of the year. They're creating documents. Also, right now we have wayfinding signage that is being created right. [0:36:10, 0:36:30]: Right now, that we're gonna have to change, and uh we don't want that to be produced and then have to go back and tear it down after it's being put up. And certainly we'd like to have input. Certainly, I've discussed that with the district uh two council member Mr. Cloud uh himself uh over here, and certainly I'll be interested in hearing. [0:36:30, 0:36:50]: Hearing his words as well. But the DDA initially brought this project because we've been, for about 10 years now, we've been trying to get a sufficient way to honor Daddy King in some significant way. Each time we started to climb up this hill, nothing happened. This time we're doing [0:36:50, 0:37:06]: determined that we're gonna get that statue of Daddy King on the prime uh on the prime most highly visible roadway in Stockbridge that no one will pass through Stockbridge without knowing that Daddy King was born and raised here. Thank you. Thank you, Mayor Pro Tem Councilman Barber. [0:37:07, 0:37:11]: Thank you, Mayor. Um this. [0:37:12, 0:37:15]: Proposal I guess. Um [0:37:16, 0:37:29]: It's in my district, the district that I'm duly elected to represent. I have uh a number of concerns. One, no one has come to discuss this with me at all. [0:37:29, 0:37:34]: Um the second one is there are homeowners who will be affected by this. [0:37:34, 0:37:35]: Um [0:37:36, 0:37:38]: That is of concern really to me. [0:37:39, 0:37:41]: Not that I'm opposed to renaming it. [0:37:42, 0:37:43]: But the timing of it. [0:37:43, 0:37:46]: The timing of this, um and without [0:37:47, 0:37:49]: notice to those homeowners who are affected. [0:37:50, 0:37:52]: Із концерний томі. [0:37:52, 0:37:53]: Party. [0:37:54, 0:37:55]: For me. [0:37:55, 0:37:56]: In City Council District Four. [0:37:57, 0:38:02]: This is not one of the priorities that I've submitted. So that's all. [0:38:02, 0:38:05]: Thanks, ma'am. Thank you. Uh Councilman Cloud. [0:38:07, 0:38:27]: Uh yeah, um just uh you know, in my thought process initially I was a little apprehensive uh about this consideration because uh didn't want to necessarily take away from uh Mart Luther King senior trail that's felt like uh Martin Luther King Jr. maybe [0:38:27, 0:38:42]: Just because the senior trail is unique in itself. And so I just thought about it and said, well, I don't necessarily wanna take away from that since we got Martin Luther King senior. Uh, but um after I giving it some thought and considering um [0:38:43, 0:39:03]: the connection and with the statue and all of that together, uh I do uh agree with that. Um I will say that I'm also a proponent of uh letting uh residents know uh that we uh want to uh change the name of the street. Uh [0:39:03, 0:39:20]: So uh yeah, that's my stance on that. So but I guess with with that, there would need to be a timeline because we need to change that as quick as possible. So I do understand we should let the residents know, but we need to do that quickly. [0:39:20, 0:39:25]: Thank you, Councilman Class. Yes, sir. I will follow up. Certainly. [0:39:26, 0:39:32]: Okay, does uh does uh Miss Cant you or Mr. Berry have anything to say before us? [0:39:34, 0:39:54]: So what I would like to say is uh that that the it it does not have to be approved tonight. It certainly could there could be some um outreach uh to the community. I think there's maybe about five homes the on both sides that would be affected, and certainly the property across the street from the STEM school uh is [0:39:54, 0:40:00]: is for sale. And understanding what I just said, the name is name for the Confederate general. [0:40:02, 0:40:22]: We know that, okay? And certainly that's been something that we've endeavored in order to make and to correct for history's sake, to make sure that we understand what we represent as a city, and certainly that that's something that we want to do uh as well. But certainly uh we could um [0:40:22, 0:40:42]: Go ahead and indicate that we're going to change the name of the street and then circle back and then have it be approved at the very next meeting once we uh send out notification to the residents. This the the the time sensitivity of the issue, as I've indicated, is the STEM school will be finished at the end of the year. That means that the [0:40:42, 0:40:56]: school is in the process of creating documents, creating directions to the school, creating GPS and all of the above. We need we have to do that now because we don't want to help them to have to go back and revise all of that. [0:40:56, 0:41:04]: Uh in um'cause so this is very time sensitive. Yes, sir. Thank you for that, Mayor Pro Tem. Any other questions from council? [0:41:04, 0:41:08]: Awesome. Thank you, Mr. Harris. Uh I'll accept a motion. [0:41:08, 0:41:12]: Well, if you you want to make a motion to you make the motion. [0:41:12, 0:41:14]: Yeah, didn't we go? [0:41:18, 0:41:38]: Yeah, I'll I'll make a motion, uh Mayor, to I guess uh table this till the next meeting for approval and notification. Yeah, under the circumstance that we will notify those residents and uh yeah. I have a motion on the floor to table to the federal [0:41:38, 0:41:49]: February work session meeting and to notify the residents that will be impacted. There's a motion and a second. All those in favor, please indicate by the sound of aye. Aye. [0:41:51, 0:41:55]: I oppose and may I add a comment, please, sir, for the record. Briefly. [0:41:55, 0:41:57]: Thank you. [0:41:58, 0:42:03]: So it's not just the homeowners who would be affected by this. There are the duplex that's right across the street. [0:42:04, 0:42:04]: Um [0:42:05, 0:42:06]: Again. [0:42:06, 0:42:08]: No discussions have been had with me. [0:42:09, 0:42:10]: In reference to this [0:42:10, 0:42:13]: So I have concerns that those [0:42:13, 0:42:18]: Homeowners and residents who live on that street are going to be contacting me. [0:42:19, 0:42:23]: They'll be asking me questions about this and I have no idea of [0:42:24, 0:42:25]: What they're doing. [0:42:25, 0:42:33]: So I'm going to oppose this. I believe we need more than just two weeks um to notify those homeowners. In fact [0:42:34, 0:42:48]: I think um there should be an opportunity, um a date time set aside with a public notice board or something outside of that location, letting those homeowners and residents along that area [0:42:48, 0:42:52]: Let them know that the city will be hosting an informational meeting. [0:42:52, 0:42:53]: To share [0:42:53, 0:42:54]: This idea. [0:42:55, 0:42:57]: And two weeks is not enough time. [0:42:57, 0:42:58]: That's all. [0:42:58, 0:43:18]: Thank you, sir. Thank you, Councilmember. The vote is forward one to zero. Council members, next item on tonight's agenda is uh number eight, the Liverable Centers Initiative funding request. The consideration of community developments request for a letter of financial commitment for a local match not to exceed 30,000 to support the [0:43:18, 0:43:25]: City's efforts to compete for a grant from the ARC to undertake a new L C I study for the city. Mr. Anderson. [0:43:25, 0:43:40]: Good evening. We're we're basically asking for um the twenty percent match. We're asking for a hundred and fifty thousand we're applying for a hundred and fifty thousand dollar grant uh for the purpose of updating our 2020 twelve LCI study that was done. [0:43:40, 0:43:44]: So we're asking for a financial commitment that if we receive the grant the city would [0:43:45, 0:43:49]: Um, spend thirty thousand dollars towards that hundred and fifty thousand dollar grant. [0:43:50, 0:43:51]: Yes, sir. Is there any questions from council? [0:43:52, 0:44:12]: Mayor. Yes, Mayor. Just a comment. This is very much so needed. Um and if we have the money in the budget, I'm assuming where the where the funding source is going, we're good to go. Um just got the thumbs up. And so this is something that's needed and it's to operate our city and we definitely need an update done. Thirty thousand um [0:44:12, 0:44:14]: So I would like to make a motion [0:44:14, 0:44:16]: to approve um [0:44:17, 0:44:31]: The uh council's consideration of community development request for a f letter of financial commitment for local match not to exceed thirty thousand in support of our efforts to update our LCI for a new LCI study. I have a motion. Is there a second? [0:44:31, 0:44:32]: Sir. [0:44:32, 0:44:35]: Are those in favor please indicate by the sound of I. [0:44:36, 0:44:56]: All right, so moved. Next up on the agenda is the consideration of community development request for a letter of initial financial commitment for a local match not to exceed 30,000 to support the city's efforts to compete for a grant from the ARC to receive professional planning assistance that aligns with the CDAP's goals of advancing equity. [0:44:56, 0:45:16]: Resiliency and the regional planning priorities. Mr. Anderson. Uh this is similar to the last item. We were asking for a 20% match of our$30,000. We're applying for a$150,000 grant for a planning phase of our downtown pedestrian bike pedestrian study that uh we recently had about a year ago. So this will be the second phase, which would be [0:45:16, 0:45:26]: the planning phase and after the planning phase we could apply for implementation dollars. So we're asking counsel for um a thirty thousand dollar match if we if we're successful in obtaining that grant. [0:45:26, 0:45:27]: Yes. [0:45:27, 0:45:47]: Mayor. Yes, ma'am. I move that we can approve the thirty thousand dollar support requested for the financial commitment and local match not to exceed the thirty thousand and for professional planning assistance that aligns with the C D A P's goals and advancing equity resiliency and regional planning priorities. Is there a second? Second. [0:45:47, 0:45:47]: All right. [0:45:49, 0:45:50]: Yes, ma'am. [0:45:51, 0:45:51]: Um [0:45:52, 0:46:02]: Thank you. I do support this, but I needed to add to the record um to make a correction to one of the documents that you have attached here. [0:46:02, 0:46:12]: Okay. The acknowledgement. Okay. You list the city of Stockbridge Mayor and City Council, but you also list its steering committee members. [0:46:12, 0:46:13]: Um [0:46:13, 0:46:26]: And you listed me and Councilman Thomas, but you didn't include Councilman Alexander. He's been a part of all of the meetings and informational sessions with Path Foundation. [0:46:26, 0:46:28]: Yeah. He has the connection with them. [0:46:29, 0:46:38]: I have attended or participated in a couple of those conference calls or informational sessions, but I have never. [0:46:38, 0:46:56]: served on any steering committee, boards, anything associated with the city. So I wanted to make that correction for the record. Okay. Okay. Councilman Barber's from uh when we when we initially did the bike pad study, you were that's this is for the bike the downtown bike pedestrian study? [0:46:57, 0:47:10]: Remember we we had the meeting, you were in the in the park gathering up people to come to the meeting. Yes, but that wasn't a steering committee. Um that was information sharing with all of the council and those that were available attended the ones that they could. [0:47:11, 0:47:22]: I attended several of them, so did Councilman Thomas. Unfortunately he's not here to speak for himself, but Councilman Alexander has attended all of them. I just wanted for the record [0:47:23, 0:47:37]: There was no steering committee. Okay. Um we just attended, added input and feedback um to kind of move the project along. That's all. Yes, ma'am. Yes, sir. Thank you. All those in favor, please indicate by the sound of aye. Any opposed? [0:47:40, 0:47:41]: Okay, so moved. [0:47:42, 0:47:44]: Thank you, sir. [0:47:44, 0:48:04]: Uh next item is the consideration of a resolution to approve a contract with CPL architects, engineers, and landscape architect for professional planning services to update the city's unified development code. This update should ensure that the UDC remains current, effective, and aligned with the city's long-term development goals. Physical year 2026 funds will be used. Mr. Anderson. [0:48:04, 0:48:24]: Good evening. Um our uh unified development code is approaching five years old. And industry's industry's best practice is that after five years, you do uh an update or refreshing of your code. And at ten years, you write a whole new code, you adopt a whole new code. So we're at the five year point, so we're requesting um [0:48:24, 0:48:44]: uh that the council approve us to enter into contract with CPL to update our uh unified development code. We issued our RFP and um we extended it several times, but we never did get any responses. So we contacted the procurement uh attorney and he stated that we could enter direct solicitation with uh a vendor and uh we [0:48:44, 0:49:04]: went into negotiation with CPL. If you remember about a year and a half ago, our code wasn't in compliance with the zone with the j state of Georgia zoning procedures law. And CPL did the work for us to bring our code um into compliance with the Georgia zoning procedures law. So they're intimately knowledgeable about our our code. [0:49:04, 0:49:24]: And uh we we issued a RFP which was really extensive. Uh uh our code needs a lot of work. Uh that may have been the reason why we didn't get a get a lot of responses or any responses at all, because it was um quite an extensive list of changes that needed to be made. So we had to enter into uh negotiation directly with a vendor. [0:49:26, 0:49:27]: Yes, sir. Any questions from council? [0:49:28, 0:49:40]: Mayor Patem, go ahead. So some of the things that we had talked about and refresh my memory, maybe I think we might the five mile limit on the storage facilities, did we get that approved or no? [0:49:41, 0:50:01]: Uh legal was looking at that. Um Yeah, we've been looking at it for a long time before another storage facility pops up like the one on North Henry Boulevard. But I'd like to get the consensus of the council for us to move forward with the five mile radius uh ban on any new public storage facilities or any type of storage facilities. [0:50:01, 0:50:21]: facilities. We have one on every single block. We had asked staff to um to move forward with that. We asked for a legal opinion some time ago. But what's gonna happen is some more storage facilities are gonna pop up in the meantime. So we need uh we need Mr. Edmondson, could we get that done? So [0:50:21, 0:50:41]: Councilman Alex Alexander, we did look at that with our zoning attorney. The city is only nineteen nineteen hold on. Uh uh it's only nineteen square miles and uh and if we implemented that five mile ban, we would basically rule out we couldn't have any more self storage in the city at all and there might have been [0:50:41, 0:50:44]: some kind of l legal questions about that. So we did look at it. [0:50:45, 0:51:05]: I I certainly do understand that, but we have one almost in every part of the city already now. And they're proliferating our area. So if someone challenged it, then certainly we I'm I'm okay with somebody challenging it. But you know, it's a it's it was disappointing to see that public facil that s storage building going right next to [0:51:05, 0:51:23]: Walmart when we're trying to change North Henry Boulevard and the image and what we're attracting there, another storage house. It was surely disappointing to see that. And right now, today, somebody could propose another one along North Henry Boulevard and we wouldn't be able to do anything about it. So Mr. Emerson, can we move forward with this? [0:51:26, 0:51:46]: Mayor. Yes, Mayor. If I'll make a suggestion, Councilman Alexander, we discuss this later um and put it on the agenda if we can direct staff to put it on the agenda so they can give us at least some suggestions, even if it was less than the five mile radius and it was three miles or two miles or whatever case may be, specifically because we already have a [0:51:46, 0:52:06]: low um square footage of mileage and it I still think it will be applicable to what you're trying to to do. But I think we should um let staff come back to us with all the details. I mean we can talk about it right now but it's not a part of what we're trying to do right at this moment. And I I [0:52:06, 0:52:22]: would like for us to um for for for legal purposes and and to not to you know see I ends up on what we're trying to think about certainly understanding. Mayor Bron let me let Mr. Anderson chime in. I think he wanted to add something to what Councilman Gam was going to say. [0:52:22, 0:52:42]: Well, we have a lot of safeguards in place. Uh'cause most of the city is is in the overlay district and overlay districts present um prohibits those type of uses. You can't put one in the parkway mixed use overlay district and you can't put one in the downtown overlay district. And the parkway mixed use overlay district covers almost the entirety of the city. Uh [0:52:42, 0:53:01]: That particular parcel you're speaking of, for some reason, when they did the maps back in 2022, they didn't include that parcel in the Parkway Mixed Use Overlay District. And it slipped through on a technicality. But m the rest of the city is pretty much protected from a self-storage facility. [0:53:03, 0:53:23]: All right, thank you, sir. Any other questions from council? Yeah, just to follow up. One more. Go ahead, sir. Mr. Evanson, I wanted this to come back to council as been suggested with an implementation of what has been suggested, because in the end, what's gonna happen is in my district or your district or your district, uh w uh [0:53:23, 0:53:38]: a storage facility is going to show up in an area that we did not suspect that it was going to show up and it's going to be creating a problem. Before we've said it, it didn't come back to us, when can we Mr. Emerson, when can we get it to come back? [0:53:39, 0:53:39]: Mm-mm. [0:53:50, 0:54:08]: Uh good evening. I would say definitely during the planning retreat. Uh that would give us more time to definitely uh to reinforce what Mr. Anderson said as well as the legal opinion just to make sure it's airtight so that y'all have the best information possible. So I will uh anticipate that being uh an item doing the planning retreat. [0:54:08, 0:54:11]: Thank you so much, City Manager. At this time, Council Ali I'll entertain a motion. [0:54:12, 0:54:20]: So moved. All right. Well, I moved that we approve the contract appool for consultant for the UDC update to [0:54:20, 0:54:24]: CPL Architects, Engineers and Landscaping. Mr. Anderson. Uh yes, the business compliance office is a new position that was um created in the FY twenty twenty-six budget. Uh so we're basically asking for counsel to uh [0:55:12, 0:55:22]: authorize the powers of the uh business compliance office to issue citation and um other actions deemed necessary by the code for that position. [0:55:22, 0:55:38]: Thank you, sir. Council, I entertain a motion. Mayor. Yes. This is so needed and we probably need to put a lot of teeth in this. [0:55:39, 0:55:59]: Our constituents are going into places and gas stations won't even clean up and allow litter on the grounds. Um I'm I'm very much so for this. And I think that we need to, you know, protect that image. So thank you so much for getting this in in place. And I'd like to make a motion that we approve um the [0:55:59, 0:55:59]: The [0:56:00, 0:56:07]: Municipal code of ordinance to formalize, uh authorize, and codify the duties and enforcement powers of the business compliant officer. [0:56:58, 0:57:00]: Sir. Yes, sir. [0:57:00, 0:57:20]: For clarification, let's do this. Let's make sure that we're very clear. The project that we're working on in 2026 is the Recreation Center. Now, subsequent to that, we might be working on um the Cultural Arts Center. Subsequent to that, but the council has voted to transfer the funds over. TSW will be working on both projects, but let's make it very clear. [0:57:20, 0:57:23]: They're working on the Recreation Center for twenty twenty six. [0:57:24, 0:57:36]: Yes, it will be yeah, it will be included. The recreation center will be the be the primary focus, but they can do work for any there will be on call architectural services.
