Appreciate it. We'll start over. Okay. Whereas October is National Women's Small Business Month, which means it's time to recognize women-owned businesses everywhere, as well as the outstanding pro progress of female entrepreneurs have made over the years. Whereas the US Small Business Administration is recognizing National Women's Small Business Month [0:05:51, 0:05:59]: And the countless women and small business owners who have per uh pursued their passion and taken a leap into entrepreneurship. [0:06:00, 0:06:04]: Women are a driving force in a nation's economy, starting most with new businesses. [0:06:04, 0:06:13]: They own nine point nine million companies that employ more than eight million people and provide two hundred sixty-four billion in wages uh to employees. [0:06:13, 0:06:22]: Whereas a growing number of women entrepreneurs has not happened by accident, a major contributive contributor to the growth of women-owned small businesses is legislation. [0:06:22, 0:06:42]: That targeted the creation of resources and networks for women. This year, the SBA also celebrates a milestone of 30 years since the passage of the Women's Business Ownership Act, HR 5050, which was aimed at leveling the playing field for women-owned businesses. It officially established the SBA's Women's Business Center, WBA program. [0:06:42, 0:06:42]: Ram. [0:06:43, 0:07:03]: Whereas entrepreneurship is booming for women in the United States and various businesses sectors, women are making a significant impact in professional services, health care, social services, education services, and apparel and accessories industries. And I signed a proclamation along with a clerk Vanessa Holiday. Congratulations. Thank you. So we need to go shift again. Shift again. So shift again down here for the photo, please. [0:07:35, 0:07:38]: Okay. All right. [0:07:45, 0:07:58]: Well I just appreciate the opportunity to represent women. We've been uh in business with a family business and we've been in business for twenty-one years right here in Stockbridge and we're proud of that. [0:07:58, 0:08:02]: What's the name of the thing? [0:08:19, 0:08:39]: Shut up. Next proclamation is uh breast cancer awareness month and it's which is October, so uh obviously uh the pink is the color this month. So uh that's uh I need a bit I've just got a little bit of pink right now. I get more as time goes on. But anyway, now obviously we have a luncheon uh on uh [0:08:39, 0:08:59]: This Thursday, uh honoring and and and uh worshiping and and trying to pay palm homage to those breast cancer survivors. So anyway, if there's anybody, any ladies in here uh that uh breast cancer survivors, as I come on up as I read this if you're a breast cancer survivor, if you're available, any ladies? And of course I've been told and [0:08:59, 0:09:16]: been documented the men also get breast cancer a small percentage though but it's primarily of course a disease where that deals with women. How you doing ma'am? I'm good. Matthew Ford, what's your name? Eminent. Eminently come on over to the side please. Well actually we gotta get screwed down some come on down this way for me. Okay. [0:09:18, 0:09:18]: All right. [0:09:19, 0:09:26]: Breast Cancer Awareness Month, whereas Breast Cancer Awareness Month began in nineteen eighty five as a partnership between American Cancer Society [0:09:26, 0:09:29]: І Imperial Kemikal Inde Industries Farma Suticos. [0:09:30, 0:09:42]: AstraZeneca and whereas sent uh cancer touches every nearly every family in America, nearly three hundred thousand women will be diagnosed with breast cancer this year, and one in eight women in America will be diagnosed with the disease in their lifetimes. [0:09:43, 0:10:03]: And whereas we have made enormous progress in a decades-long fight against cancer, discovering new pro uh prevention and early detection measures and exploring medicines and therapies to extend to save lives. Whereas during breast cancer awareness month, we recognize women and men who courageously fight to survive, detect, treat, prevent, and support survivors. [0:10:03, 0:10:16]: of this devastating disease. And if you are a breast cancer survivor or have been recently diagnosed, October is a great time to be reminded for you, not or you are not alone. We encourage all women and men to find out if they have an increased risk [0:10:16, 0:10:36]: And to learn more about recommended screenings and speaking with your health care providers, early detection and treatment can save lives. Now, therefore, I, Anthony Square, by virtual authority vested in me, as the mayor of the city of Star Base, Georgia. And on behalf of City Council members Elton, Alexander, Ilana, Barber, John Blount, Lakeisha Gantt and Afonso Thomas, to hereby proclaim October as breast cancer. [0:10:36, 0:10:56]: Awareness month, the city of Stockbridge. And we encourage and invite everyone to join us on Saturday, October 14th, in the city's annual uh pink love walk at Clark Community Park as we walk to support the remembrance of those impacted by breast cancer and witness thereof. I have hereunto sent my hand, Grace Seal, the city of Stockbridge, Georgia, on the 9th day. [0:10:56, 0:11:05]: Of October year of our Lord 2023, and once again I signed the proclamation along when I cleared Vanessa Holiday. And I'm gonna use that remote. [0:11:07, 0:11:24]: No, before we go, only if you thought if you had the floor if you want to say anything at all. It's up to you. Well, first I want to thank you guys for honoring us. Okay. Those of us that have went through the um cancer and the breast cancer. And my heart goes out for the ones that didn't make it. [0:11:24, 0:11:39]: And I really wanna thank you guys for just the appreciation and um thank God for allowing me to still be here and cancer free. Okay, fantastic. Fantastic, fantastic. [0:11:45, 0:11:48]: Take this one. Do you want to compete? Okay. [0:12:15, 0:12:20]: [742.6, 762.6]: Okay, uh another proclamation here world mental health day. Is anybody here to receive this? World Mental Health Day. Okay. Let me go ahead and read this proclamation as well, put it in the record. Whereas World Health Organization recognizes World Mental Health Day on October 10th. [0:12:42, 0:13:02]: Of every year. This day is centered around rising awareness of mental health issues around the world and improving mental health care to all populations. Whereas the theme of the 2023 World Mental Health Day is mental health is a universal human right. Whereas mental health problems exist in our lives, with our families, the workplace, and throughout communities, impacting everyone. [0:13:02, 0:13:22]: Pandemic highlighted and exacerbated the global mental health crisis, fueling short and long-term stretches and undermining the mental health of millions. Estimates put on a rise of both anxiety and depressive depressive disorders at more than 25% during the first year of the pandemic. At the same time, mental health services were severely interrupted. [0:13:22, 0:13:30]: And the treatment gap of mental health conditions was widened. Whereas World Mental Health Day is a chance to talk about mental health in general. [0:13:30, 0:13:50]: How we need to look after it and how important it is to talk about things and get help if you or someone you know is struggling. Stigma and discrimination continue to be a barrier of social inclusion and access to the right care, but we can all play our part in increasing awareness about our preventive mental health interventions work. [0:13:50, 0:14:10]: Now uh now therefore I, Anthony S. Florida, virtual authority, invested in me as Mayor of the City of Stockbridge, Georgia. [0:14:50, 0:14:53]: Anybody here receive that? Okay. [0:14:54, 0:14:56]: So domestic violence awareness one. [0:14:56, 0:15:16]: October is domestic violence awareness month, a time when victims, allies, advocates, and the community at large come together to mourn lives lost to domestic violence, celebrate progress, and highlight resources available for victims. And whereas domestic violence is a pattern of abusive behavior that one intimate partner, current or former, uses to gain and maintain control. [0:15:16, 0:15:36]: Control over another. This abuse can occur in the form of physical, verbal, emotional, sexual, and economic control. Batteries often use multiple tactics such as isolation, intimidation, sexual and physical assault, forced substance abuse, insult, threatening, assess the monitoring to control and manipulate victims and survivors. [0:15:36, 0:15:56]: Whereas the massive violence affects millions across the US, regardless of cultural background, ethnicity, sexual orientation, faith, socioeconomic status, ability, educational background, this means it's very likely we all know someone who's a victim or a survivor, and someone who is an abuser. And whereas victims and survivors need comprehensive services, but more so [0:15:56, 0:16:16]: Genuine and non-judgmental support from friends, family, and our community. Whereas educational awareness, education and awareness are critical components of the effort to end test violence, please contact Avon House at 770-954-1008 or the crisis line at 770-954-29 screen. [0:16:16, 0:16:36]: Me 9229 for help and assistance. A witness thereof, I have hereunto set my hand on the great COC Stockbridge, Georgia, on the ninth day of October, year of our Lord, 2023, and I signed once again the proclamation of Monarch Claire, Vanessa Holiday. Okay? [0:16:59, 0:17:17]: We were taking this photo and this picture and recognizing a domestic violence awareness one, something we've been doing for quite some time. Anybody can come up and join us and show support uh for that ballot. If you want to. If that's it. If you want to come up. [0:17:17, 0:17:18]: [1050.0, 1052.5]: Wait. [0:17:35, 0:17:37]: Okay. And these deferrals are at the request of the applicant. [0:37:22, 0:37:30]: Man, he didn't mention seven, which I have in my notes. It was seven, but in my in my notes square was to be heard. [0:37:31, 0:37:38]: No. Well this is uh what what he read is is accurate, sir. Seven's gonna be heard uh seven will be heard tonight. [0:37:39, 0:37:40]: But not twelve. [0:37:43, 0:38:03]: Okay. I need a motion to accept it, please. We had a motion to accept. I think Mr. Ms. Gantt, you sec you second that motion? Okay, all in favor, please indicate. Okay, unanimous unanimous decision. All favor? Unanimous decision. Okay. Thank you very much. Appreciate it. Uh what I have before me also, what do you have before you is adoption of amendments retreat, uh draft retreat minutes? [0:38:03, 0:38:21]: minutes from August 10th and minutes from uh the uh retreat uh draft excuse me the draft minutes from august fourteenth and minutes from the august twenty ninth meeting and also the retreat minutes from from august eleventh. Um so I need a motion to accept those particular minutes please. [0:38:22, 0:38:26]: So more. It's okay. Is there a second? Mr. Blount second to our favorite, please indicate. [0:38:27, 0:38:47]: Okay, thank you very much. Madam Clerk, do we have any public comments at all? There are no public comments, Mayor. Okay. Earlier today, ladies and gentlemen, we had a ceremonial um um part of our our agenda tour this evening, and several different proclamations were read and issued out. The National Women's Small Business Um uh [0:38:47, 0:39:07]: Awareness month was recognized. Domestic Violence Awareness Month was recognized. World Mental Health. Also breast cancer awareness month, which is October. And then uh we had uh two individuals from our medical community that are assigned to our amphitheater during our concerts during concert season and uh Venisa uh [0:39:07, 0:39:27]: Gatewood and Walter Stowers were also uh were also recognized as well for their their quick response to an attendee of our one October concert that occurred a little over a week ago and responded very adequately and and saved that life. Um so we have we recognize all those individuals with proclamations. [0:39:27, 0:39:47]: as well as uh we swore in uh an adult leader for for our youth council that was uh uh showanna davis was sworn in this evening as well and then another young lady for our youth council uh starbridge high school uh student uh jaylen jenkins were also sworn in earlier today congratulations all those individuals [0:39:47, 0:39:51]: schools and individuals that received the proclamations earlier this evening. [0:39:52, 0:40:12]: On that note, uh we have uh do we do actually have a public hearing um item. It would be item number um seven. Um now let's see here. So what I want to in reference to the public hearing, uh there are certain rules that we have for the public hearing. And uh first of all, of course, soft cell phones and electronics. [0:40:12, 0:40:32]: License need to be muted. If anyone wishes, of course, to speak tonight at a public hearing item, please fill out a form available on the table, hand it to the city clerk before approaching the podium. After each case is called, the council will hear from the city staff, followed by applicant or representative regarding the proposed plans for property along along with any other relevant [0:40:32, 0:40:36]: information, the council will be free to ask questions at any time before the vote. [0:40:37, 0:40:51]: Following an applicant, anyone who wishes to speak in favor or opposed to the case will have approximately will have the opportunity to do so. And it says that each side will be allowed to ten minutes total. Additional time can be extended discretion to counsel. And we'll f face that if if it comes up. [0:40:51, 0:40:55]: Please keep comments and presentations professional referring to the facts [0:40:55, 0:40:56]: That are pertinent to the case. [0:40:57, 0:41:00]: Will not allow comments or personal attacks toward any individual group. [0:41:00, 0:41:04]: Please refrain from any applause or comments from the audience during the public hearing. [0:41:05, 0:41:20]: After the presiding officer, which is me in this case, recognizes the speaker, he or she should direct all comments to the presiding officer, and never to members of the council, staff, or the audience. All comments will be made from the podium where you will be required to state your name and address for the record. [0:41:20, 0:41:40]: Please note that these hearings are not debate, and that's not a debate. Other than an applicant, no person may speak more than once. The applicant may reserve part of his speaking time, his or her speaking time as a rebuttal and may speak. [0:41:40, 0:42:00]: next or la and last and may use the the entire ten minutes allowed for the pro side of the application. If questions are raised, the counsel may ask the applicant to address questions and concerns. Presiding officer will call for a motion and a second of the motion and will have any necessary discussion. The matter is not tabled, the presiding officer will call for a vote. [0:42:00, 0:42:20]: And recommend approval or denial for the request. So what we have is which is item number seven, because several items were taken off until November 13th. This is a rezoning case of RZ 2023-02 since Council District 4. Consideration of a request for rezoning of three parcels on north side of Valley Hill Road from RR Rule. [0:42:20, 0:42:40]: Residential to C1 neighborhood commercial to allow for development of a single family detached residential subdivision. The applicant agent is a vet Morrison, representing the developer or builder. The property contains three parcels on Valley Hill Road and are listed below in landlot 92 of District 12 with 17.06 total acres within the city limits of stock. [0:42:40, 0:43:00]: Bridge 258 Valley Hill Road parcel S09-06010000 contains 2.249 acres. Zoned R R Rural Residential. 264 Valley Hill Road. Parcel number S08-010-10000 contains 6.41. [0:43:00, 0:43:20]: Contains six point five two five four acres. Zone RR residential Screamer Row residential parcel number S08-01020000 contains 8.2874 acres. Zone C1, neighborhood commercial. Staff recommendation is approval. [0:43:20, 0:43:25]: Commission recommendations approval as gonna be presented tonight by Mr Anderson. Please sir. [0:43:28, 0:43:29]: Expect uh [0:43:30, 0:43:41]: Like the Nair previously mentioned, uh three properties consist of 17.06 acres. Uh existing on the property now, including single family, single family residence. [0:43:50, 0:43:52]: Here's the aerial photo on the site. [0:43:53, 0:44:13]: And you can see that there are three parcels, and you can see that three parcels are all figures. And uh also keep in mind that these three parcels will have to be combined to create the 17.06 acre lot. Here's a live shot of 258 Valley Road. [0:44:13, 0:44:15]: An existing thing around the building. [0:44:16, 0:44:22]: Here's the last dot 264 value road. It's an existing single family residence. [0:44:25, 0:44:27]: Here's the survey. [0:44:29, 0:44:33]: Also here's a pencil plan that you can see sixteen units flatted out. [0:44:35, 0:44:37]: Sixteen cents a lot by that. [0:44:38, 0:44:42]: Here it's resolved. Uh thing that makes this [0:44:43, 0:44:43]: Yeah. [0:44:45, 0:45:05]: Most important thing that maybe staff consider this um should consider approval for this project is that it's compatible with existing zoning in the A. If you can look to the south, you can see that there's suburban residential zombie there. If you look to the um northwest, you can see some uh suburban residential uh [0:45:05, 0:45:21]: They're a suburban residential all throughout the neighborhood. And also the applicant did not require a comprehensive planning unit. So we will be sticking with the current land use designation of low density residential. And the current density of the project is one unit per acre, which is good. [0:45:23, 0:45:25]: There's a few delays that [0:45:45, 0:45:47]: They're these are the first to do. [0:45:49, 0:45:56]: So it won't be a typical uh cookie cutter type home. These would be some pretty fashionable [0:45:57, 0:46:17]: As you can see. Um like I previously mentioned, staff recommended uh approval of this application because it's consistent with the with the with the land use in the area of uh low density resolution. And um it has a density rate of one point zero acres per unit. [0:46:17, 0:46:25]: And it's consistent with the zone in the area. So staff recommended the food and the applicants here to that. [0:46:25, 0:46:34]: Okay. Um council you have any questions, initial counsel uh questions for Mr. Ryan or Mr. Anderson here or um you know? [0:46:35, 0:46:41]: Yes, ma'am. Go ahead please. Okay, since this is my district, I do have several comments. Um thank you, Mayor. [0:46:42, 0:46:49]: So one of the questions I have is you didn't mention um what the decision from the planning commission was. [0:46:50, 0:46:58]: Okay. It was unanimous. Okay. Sorry about that. [0:47:03, 0:47:12]: Normally um the district representative when a development is being presented or proposed, um the district representative [0:47:12, 0:47:16]: It's kinda given an overview beforehand. I didn't get that. [0:47:17, 0:47:20]: But nonetheless, I know for that area. [0:47:20, 0:47:23]: Valley Hill Road and Davis Road in particular. [0:47:23, 0:47:24]: Um the council. [0:47:25, 0:47:30]: Has already approved a lot of high density developments. I'm concerned about the infrastructure. [0:47:31, 0:47:36]: However, with this development, considering it is single family homes [0:47:36, 0:47:38]: And it's low density. [0:47:38, 0:47:41]: I will consider it. I've spoken with several homeowners. [0:47:42, 0:47:43]: In the area. [0:47:44, 0:47:46]: Single family homes is what they preferred. [0:47:47, 0:47:47]: Um [0:47:48, 0:47:51]: before the council approved the high density [0:47:51, 0:47:55]: multifamily residentials earlier this year. [0:47:57, 0:48:01]: My concern is all of the other proposed developments that are coming. [0:48:02, 0:48:06]: to City Council District Four on Valley Hill Road and Davis Road. [0:48:07, 0:48:12]: I can't support any more developments, especially high density multifamily. [0:48:12, 0:48:13]: developments. [0:48:14, 0:48:17]: Until we have a solid road and infrastructure. [0:48:17, 0:48:18]: Improvement plan. [0:48:19, 0:48:20]: With funds. [0:48:20, 0:48:21]: Allocated. [0:48:23, 0:48:24]: Is there any [0:48:25, 0:48:26]: Um [0:48:26, 0:48:28]: plans of funding [0:48:28, 0:48:30]: Mr. Gardner or Mr. Anderson? [0:48:31, 0:48:36]: To help with the improvements of the roads and infrastructures on Valley Hill Road. [0:48:37, 0:48:39]: This year or next year? [0:48:41, 0:48:52]: Mayor. What's the point of order? The act this is about the rezoning case, uh the ro rezoning number twenty twenty three zero two. I don't want us to get into involved [0:48:52, 0:48:56]: Um, about everything that's going on in Valley Hill Road. [0:48:56, 0:49:11]: If there wants to be a discussion or maybe Councilwoman Barber can talk about that at one of her town halls, but this is not the place to campaign. This is the place to talk about this subject right here on number item number seven, so we can go ahead and move forward with the vote on that. [0:49:11, 0:49:19]: Now she stated she may consider that and we constant we we definitely heard her loud and clear. It also states down here [0:49:19, 0:49:21]: While reading. [0:49:21, 0:49:23]: Like at the bottom as normal. [0:49:23, 0:49:28]: what the recommendations were for the planning commission and the recommendation of approval. [0:49:28, 0:49:33]: on both through the through our department as well as here. It's in black and white. [0:49:33, 0:49:36]: And everyone on Mayor and Council has the responsibility of reading that. [0:49:37, 0:49:38]: What I'm saying to you is [0:49:39, 0:49:58]: That mayor, we shouldn't be talking about Ballor Hill in a broad perspective. This is solely about this property here today. Mayor Forrest. This is not time and place. Please, sir. Go ahead. Since I represent City Council District 4 and I'm responsible for the residents and homeowners in the area. [0:49:58, 0:50:01]: I have a responsibility to speak on their behalf. [0:50:01, 0:50:04]: They have concerns about the roads and infrastructure there. [0:50:05, 0:50:07]: Those are questions that have to be answered. [0:50:08, 0:50:09]: And I want them answered. [0:50:09, 0:50:10]: Publicly. [0:50:10, 0:50:12]: Алатва, хом онезерна хі. [0:50:13, 0:50:15]: They don't have a copy of the agenda. [0:50:15, 0:50:18]: So it's important that we have these conversations. [0:50:18, 0:50:19]: Publicly. [0:50:20, 0:50:21]: That's all. [0:50:21, 0:50:25]: Mr. Gardner has come to the podium, so I like for him. [0:50:25, 0:50:27]: То спік публі. [0:50:27, 0:50:29]: In regards to roads and infrastructure. [0:50:29, 0:50:34]: improvement specifically for that particular area. [0:50:35, 0:50:38]: Hold on, I understand your point or Mr Gardner, go ahead and answer the question, please. [0:50:38, 0:50:42]: So, as this council has been told on numerous occasions. [0:50:42, 0:50:50]: Under Georgia's current zoning procedures law, you cannot deny zoning based on roads and schools. [0:50:51, 0:50:51]: You cannot. [0:50:52, 0:50:59]: Georgia law prohibits there are only four or five jurisdictions in the entire states that are over the population of five hundred thousand. [0:50:59, 0:51:05]: That are allowed to use roads and schools and infrastructure as a basis to deny zoning. [0:51:05, 0:51:09]: So I wanna make sure we keep that so that we don't run a foul of that law. [0:51:09, 0:51:14]: Um as it relates to Rally Hill Road, Valley Hill Road came into the city January first, twenty twenty three. [0:51:15, 0:51:18]: And it was not on the splash list. [0:51:18, 0:51:21]: Or T Sploss list or the El Meg list for Henry County. [0:51:21, 0:51:23]: And as because he came in the city [0:51:23, 0:51:32]: after we have already donated, already allocated those funds for other road projects, it is not on our current SPLOS, T SPLOS or LMEG list. [0:51:32, 0:51:33]: Um [0:51:33, 0:51:36]: We're looking at ways in which we could potentially get. [0:51:36, 0:51:39]: Valley Hill on on on a payment schedule, but at this point [0:51:40, 0:51:41]: As we discussed before. [0:51:42, 0:51:46]: We can do this at the last town hall meeting we had, we discussed the [0:51:46, 0:51:55]: If we we have s plus six vote that comes up next year, we'll start obviously talking about those road improvements that we need to see done. [0:51:56, 0:51:59]: And that list will obviously once it's approved, that Sploss is approved. [0:52:00, 0:52:03]: Well then we'll receive funds in twenty twenty five. [0:52:03, 0:52:19]: If it's the wish of the council you can bond finance in the lieu of to pay for to get major projects done quickly, you can fund those to get those started quickly in twenty twenty five. Um at this point that's the earliest. We're looking at any opportunities we have. [0:52:19, 0:52:37]: But as it relates to our current funding source for roads, it's not on there and it was not on the county's list as well. And I think the county commissioner has spoken to the fact that she's looking to see if we could get some address to make it a participatory process where it's the city and the county putting some funds to make it happen if it does that way. [0:52:37, 0:52:41]: Thank you, Mr. Gardner. I appreciate the explanation. If I may [0:52:41, 0:52:48]: Mayor Ford. Go ahead, please. Okay. Um, so that is one of the biggest concerns that I've heard from [0:52:48, 0:52:50]: The homeowners who live in that area. [0:52:50, 0:52:52]: Um the lack of [0:52:52, 0:52:54]: uh planning or funding for road. [0:52:55, 0:52:56]: And infrastructure improvements. [0:52:57, 0:53:00]: That's what makes it difficult for me to support. [0:53:00, 0:53:04]: Multifamily high high density developments. [0:53:05, 0:53:09]: So of course I support our city's redevelopment plan. [0:53:09, 0:53:13]: Бо і максари when I can't explain to them. [0:53:13, 0:53:15]: Or share with them. [0:53:15, 0:53:17]: Rome projects that's coming. [0:53:17, 0:53:18]: To their district. [0:53:19, 0:53:22]: We have a responsibility to make sure that we are not [0:53:22, 0:53:24]: negatively impacting [0:53:25, 0:53:26]: The quality of life. [0:53:26, 0:53:28]: Other people who live in that area. [0:53:29, 0:53:31]: Mr. Gardner just told us [0:53:31, 0:53:34]: That area was newly annexed into the city. [0:53:34, 0:53:36]: At the beginning of this year. [0:53:36, 0:53:37]: But yet [0:53:37, 0:53:39]: That area specifically. [0:53:40, 0:53:45]: Has seen more proposals for development, high density proposals. [0:53:45, 0:53:47]: This year than any other district. [0:53:49, 0:53:49]: However, [0:53:50, 0:53:52]: The proposal that is before us [0:53:52, 0:53:53]: is a low density. [0:53:54, 0:53:56]: Single family residential homes. [0:53:59, 0:54:05]: I will stick with what we have on the agenda, but I still wanted to address the road and infrastructure. Um [0:54:05, 0:54:07]: Yeah, go ahead, Mr. Blount. [0:54:07, 0:54:14]: Thank you, Mayor. Um one of the things I want to say is that district um district four [0:54:15, 0:54:22]: is the largest district, not because of population, it's because of land mass. [0:54:22, 0:54:26]: And any time you have a any district anywhere because of landmass [0:54:27, 0:54:42]: You're gonna have people looking to come. Henry County is a gold mine and people are trying to come. There was things coming down the pipe with Henry County that are now coming to the city of Stockbridge. One of the things I do in my district, and I've done since I've been on this council. [0:54:43, 0:54:47]: If there's a development that's coming prior to even being in districts, [0:54:48, 0:54:57]: I didn't sit down with developers. I didn't negotiate with developers. I didn't put conditions on developers because you either want the project or you don't. [0:54:58, 0:55:03]: The only project that ever been moved here for дистрік дистрік фору. [0:55:03, 0:55:15]: Conditions was put on that uh developer by the count by the district representative. Even at the council meeting, they asked for us she asked for a swimming pool and they said, okay. [0:55:16, 0:55:18]: I I believe in allowing [0:55:18, 0:55:22]: the district representative to take the lead. [0:55:22, 0:55:31]: But if you're for a development or you're not for development, if you're for the development, don't put conditions on a developer. [0:55:31, 0:55:44]: Because when you put conditions on a developer and then you come here and now you're saying that all this is blowing up, then you either for a development or you're not. I've had development that try to come into district three. [0:55:44, 0:55:48]: You know what I told him? I don't need to meet with you because it's not smart development. [0:55:49, 0:55:53]: But when you meet with them and put conditions on them, they say yes. [0:55:54, 0:56:08]: Then we can sit here all day and play politics with it, but we only agree to the conditions that were set forth for that area, for those for that project by the district representative. That's what's going on here today. [0:56:08, 0:56:28]: Mr. Alexander, great place. Yes, thank you so much, Mr. Anderson. I think what needs to be clarified is, and I think Mr. Gardner, I don't know, maybe you might have the answer. Uh I know that the I think it's between a 50 and 60 million dollar road project for Highway 42 has gotten the let. [0:56:28, 0:56:38]: already. They could start any day now, widening Highway 42 from the Walmart all the way to exit 675, exit number two. [0:56:38, 0:56:44]: That's a fifty to sixty million dollar project. Part of that project includes intersection improvements. [0:56:45, 0:57:05]: I'm almost sure that Valley Hill Road has an intersection improvement in a$50 or$60 million project where they'll because that's what they always do when they have these projects, they analyze each uh interchange and they make recommendations on that. Is there any information that you have on the interchange there being uh improvements? [0:57:05, 0:57:22]: that are part of that pro because it's gonna be four lanes all the way down from the Walmart to exit two. There'll be a ten foot path along it, there'll be street lights and beautification too. So the improvements to the area are in this road project. A a sixty million dollar project. [0:57:22, 0:57:42]: Yes, that's correct, but I don't have the specifics for uh Valley Hill Road. I can get that for you. I can find out tomorrow and get that for you. Right. So any day now we're gonna be looking at track book um earth movement equipment out there starting because they have the let to get started already. So the contractor has been awarded, so they get started. This project is gonna take a couple of years. [0:57:42, 0:58:02]: Years for them to I think three two and a half to maybe three years for them to complete. But everybody needs to understand, and I'm just gonna close by saying this. Okay, and Mayor, you were at the uh grits and grace today. I was sheriff Sheriff Skander spoke very eloquently on this about us growing, correct? Correct. He said pretty much we already know. [0:58:02, 0:58:22]: Well I was gonna well yeah I do recall that, but I I was going to talk about that in my comments at the end, but but but it was very well attended a very well spoken type of conference in this aspect as we continue to get uh education wise, public safety wise, and also with the [0:58:22, 0:58:42]: clergy come together in the community is is growing. Henry County is growing. Stock city stock race is growing. And you're not gonna be able to stop the growth. I mean folks are coming to the South and to the economic development and opportunities that are here in the area. So uh we just gotta be prepared for that as best as possible across the board. Um but anyway, that's that's that's what I was going to say. Yeah I would I just wanted you to ch I just wanted you to [0:58:42, 0:59:02]: I was at I was there, Mayor Pro Tem was there as well. So he spoke very eloquently about this. And to understand, we have eight hundred million dollars secure in traffic improvements for this particular for our county. Our projects are at the end of the list because before we took over, there wasn't very much funding acquired. We have [0:59:02, 0:59:15]: endeavored every day since we took over to acquire funding. We got funding for Rock Quarry Road widening. We got funding for this project and meet and several others around here as well. The problem is it's gonna take time. [0:59:15, 0:59:35]: It is going to take time. But in the state of Georgia, you cannot simply deny, and the sort city manager just told you, based on traffic and uh other requirements. We got to understand, every last one of our districts are getting projects. We got to. They're coming. And we're doing the very best that we can to make these projects move through. [0:59:35, 0:59:40]: And it's it's tough call. But for something like this, for this one right here. [0:59:40, 0:59:55]: We can't stop growing. We can't. I just need to look at everybody and understand and say that. We cannot. When projects come to us, we gotta make very tough choices, but in the end, growth is coming for the same reason that you wanna come, other people are coming. Thank you. [0:59:56, 1:00:16]: You know, I just thought about something. Uh Georgia itself is the eighth largest state population wise in the nation. Got fifty states in the nation, right? Eighth largest population wise. Not the eighth largest area wise, but population wise. And if you think about that, you think about what states are could be larger and population are also larger in area. You know, you have California, New York, Florida. [1:00:16, 1:00:32]: uh Pennsylvania, Michigan, Ohio are all in that list somewhere. You see, but uh it's growth is coming. And I guess it was just announced uh just uh last week that uh once again Georgia is considered for the tenth straight year well the best state to do business with economically in growth. [1:00:32, 1:00:45]: It's a national thing. Ten ten years in a row. The jobs and economic growth. So it's good. So what's coming? Is this happening? Is this happening in the entire state? And it's happening right here here in the county. But anyway, on that note. And the other question for Mr. Ryan Council. [1:00:45, 1:00:46]: Hell. [1:00:46, 1:01:02]: Okay, everybody's good? Okay, so this is actually a public hearing. Uh so oh uh by the way, I'm sorry. Did you yeah, I'm sorry, sir. Did you wanna who who's who is it? Is it Yvonne Morrison? Yeah, what did you need to say anything, sir, to the council at all? You need you you [1:01:04, 1:01:13]: Okay. All right. All right. We'll see if that comes up a little later. All right. On this note, ladies and gentlemen, we're this is a public hearing, so I'm gonna open it up. And uh so [1:01:14, 1:01:34]: We're gonna start with any approvals. Let's start with the uh people that might have comments to approve. And uh we'll start from my very left uh my my very left side. Anybody in this section here that has comments for approval of this particular project? On the very left, in the middle. Anybody? On my right, anybody? Any any anybody? [1:01:34, 1:01:39]: For approval. Okay. So denial or comments and for denial. Anybody on the left hand side? [1:01:40, 1:01:41]: Okay? In the middle. [1:01:42, 1:01:47]: All right. Why don't you line up on this side, ma'am? On that side. Anybody else in the middle? All right. [1:01:47, 1:01:56]: Anybody else on uh yeah on on this side. Yes, ma'am. Come on over and line up on this side please if you can. All right. Any comments uh against or uh disapproval on this aspect? Okay. [1:01:57, 1:02:17]: All right, so we it looks like we have three folks. Okay, so on that note, uh what it is is that um uh w somebody had three people. We we have ten minutes for for the three people itself, so be mindful of that in this aspect. And when you come before the podium, put your name and your name and address, your name and address, and please address me with your comment. [1:02:17, 1:02:18]: Go write it please. [1:02:21, 1:02:41]: Connie Snow, 426, Chase, Marion Way, McDonough, Georgia, 30253. While I understand that our state is one of the top eighth growth areas, there is a thing, such as smart development. And there is a thing as not building all these multi-use developments around here and securing the land and taking it away from people. [1:02:41, 1:02:46]: that can eventually utilize that land to actually create land ownership. [1:02:46, 1:02:53]: I think by allowing this all into our community, we are denying our youth the ability to one day own land. [1:02:53, 1:02:57]: We're creating or increasing a problem that's already existing. [1:02:58, 1:03:00]: And we need to do something better. [1:03:01, 1:03:03]: Thank you, ma'am. Appreciate it. [1:03:04, 1:03:05]: Name and address, please. [1:03:06, 1:03:16]: My name is Susan Grosner. I live at 310 Valley Hill Road, Stockbridge, Georgia. I'm the largest parcel backing up to this project. [1:03:16, 1:03:22]: I have not been notified not one time, not one letter has been sent out, nothing. [1:03:22, 1:03:27]: I've had to take screenshots of other people's letters and get them printed out. [1:03:28, 1:03:29]: Um [1:03:30, 1:03:38]: The gentleman said that he has got sixteen houses going on seventeen acres, then each house will be on one acre. [1:03:38, 1:03:39]: Okay. [1:03:39, 1:03:41]: Well right here you see [1:03:41, 1:03:44]: Where there's gonna be a retention pond, a dog park. [1:03:45, 1:03:50]: A pool, a pickleball court, two pickleball courts, and a clubhouse. [1:03:52, 1:03:55]: My house is about [1:03:55, 1:03:57]: Fifty feet off the property line. [1:03:58, 1:04:01]: I spoke with surveyor today, Julian. Um [1:04:02, 1:04:04]: Put'em on three way with me. [1:04:05, 1:04:06]: And he said that um [1:04:07, 1:04:09]: The poll is gonna be eleven [1:04:10, 1:04:12]: feet off of my property line. [1:04:12, 1:04:13]: Eleven feet. [1:04:14, 1:04:15]: The pool? [1:04:15, 1:04:18]: It's gonna be eighteen feet off the property line. [1:04:19, 1:04:22]: That's gonna leave a distance of about fifty two feet. [1:04:23, 1:04:24]: From my house [1:04:24, 1:04:27]: to a retention pond that causes mosquitoes. [1:04:28, 1:04:31]: A pickleball court that causes noise and [1:04:32, 1:04:38]: And I'd I'd I'm not for this development. I'm not. I have [1:04:40, 1:04:42]: I have I have [1:04:43, 1:04:44]: I have [1:04:45, 1:04:45]: Gotten [1:04:46, 1:04:48]: legal counsel on this. [1:04:49, 1:04:52]: А воно ливнеломент. [1:04:53, 1:04:54]: I'm begging y'all. [1:04:55, 1:05:02]: Not to make me move out of a house that I have spent twenty three years in. Twenty three years. [1:05:03, 1:05:06]: You can look at this survey plat. [1:05:07, 1:05:11]: And you can tell the runoff of that land. [1:05:11, 1:05:15]: The runoff from the rainwater is gonna wash straight on to my property. [1:05:16, 1:05:19]: It goes like this. My property goes like this. [1:05:21, 1:05:26]: Whenever you built whenever they built the two hundred and forty houses back behind me. [1:05:28, 1:05:36]: I'm now six months ago just spent ten thousand dollars with AquaGuard trying to get my foundation right. [1:05:37, 1:05:39]: There's so much rock on Valley Hill Road. [1:05:41, 1:05:47]: Actually just got a boulder out that's probably about as long as this podium up here. [1:05:48, 1:05:50]: Not this one, y'all's podium. [1:05:51, 1:05:56]: Whenever we built our shop on our property, got a huge shop bigger than my house. [1:05:56, 1:05:59]: They said, Okay, thirty feet off the property line. [1:05:59, 1:06:02]: I'm looking at eleven feet. [1:06:03, 1:06:15]: My shop had to be thirty feet off the property line and they're wanting to put a retention pond, a pool, and a pickleball court directly in my backyard. Directly in my backyard. [1:06:16, 1:06:22]: I don't know if y'all are familiar with pickleball, but it causes a lot of noises. A plastic ball plastic ball. [1:06:22, 1:06:24]: With holes drilled in it. [1:06:24, 1:06:26]: And a hard paddle. [1:06:26, 1:06:35]: I have my son, his wife, and his three kids that live with us. It's the ages is four and below. [1:06:36, 1:06:41]: I can't have that next to my family. I'm not going to. [1:06:41, 1:06:45]: Whenever you vote tonight, I am begging you to [1:06:46, 1:06:54]: not to make me move out of my house. I have talked with Julian over here and I have told him that if this passes, I will sell my home. [1:06:55, 1:07:01]: I always wanted and I dreamed of y my son being able to live in the house that he was raised in. [1:07:03, 1:07:09]: I don't think that's gonna be possible. I really don't. And I know development happens. I know that. [1:07:10, 1:07:14]: The two hundred and forty houses back behind me, I know development. [1:07:14, 1:07:17]: But whenever there's that much rock on that land. [1:07:17, 1:07:28]: And I'm sitting there having to s shell out ten thousand dollars. I just got more gravel and more dirt hauled into my house. I didn't I've never received a letter. Never. [1:07:28, 1:07:35]: I wouldn't not have poured that much money into my home if I knew that there was gonna be jackhammer and blasting. [1:07:36, 1:07:40]: Eleven feet away from my house, or fifty two feet away from my house. [1:07:41, 1:07:42]: I never would have. [1:07:43, 1:07:46]: So I I'm I'm really asking y'all. [1:07:46, 1:07:48]: To not pass this through. [1:07:49, 1:07:51]: Thank you. Thank you. [1:07:56, 1:07:57]: Name and address, please. [1:08:00, 1:08:09]: My name is Marian D. Calhoun. I live at five, oh that's my Florida house, 608 Creekstone Court. [1:08:10, 1:08:11]: Jonesboro, Georgia. [1:08:12, 1:08:14]: Stockbridge. Jones Brother or Stockbridge? [1:08:15, 1:08:19]: I'm here because I was invited. [1:08:19, 1:08:23]: by the people to say this. [1:08:25, 1:08:37]: It is sad when she has to beg to stay in her house because you all keep telling us that growth happens. Growth don't have to happen. There are [1:08:38, 1:08:51]: places all around the country, United States, that people move to stay in small towns. Small towns stay small because your county, your local government keeps it small. [1:08:52, 1:08:53]: But when you're motivated by greed [1:08:54, 1:08:56]: And you're motivated by power. [1:08:56, 1:08:58]: You forget about the people. [1:08:59, 1:09:00]: And look around in this room. [1:09:01, 1:09:04]: Вел обов'язки процента з people are white. [1:09:05, 1:09:06]: Look at the board. [1:09:07, 1:09:09]: You people are not listening to them. [1:09:10, 1:09:11]: Because you're black. [1:09:12, 1:09:13]: And you own the board. [1:09:14, 1:09:16]: But when they were white. [1:09:16, 1:09:18]: And we had the same issue. [1:09:18, 1:09:20]: We had an issue with them. [1:09:20, 1:09:23]: So if you're trying to have diversity. [1:09:23, 1:09:25]: And you want to do things right. [1:09:26, 1:09:27]: You listen to these people too. [1:09:28, 1:09:29]: Бікоздей пай таксис. [1:09:30, 1:09:34]: In Stockbridge and they pay taxes in Henry County. [1:09:34, 1:09:40]: And these people have been living in the house probably longer than most of some of y'all moved here, including me. [1:09:41, 1:09:43]: And if you don't want to listen to them [1:09:43, 1:09:49]: And you overthink them and you over process because everybody wants to come in here and bill, bill, bill. [1:09:50, 1:09:51]: These people [1:09:52, 1:09:53]: They get that one time. [1:09:54, 1:09:55]: On November seventh. [1:09:56, 1:09:57]: And they're gonna think about [1:09:57, 1:09:58]: The way you treat'em. [1:09:59, 1:10:01]: Because I think about it every day. [1:10:01, 1:10:03]: I'm an activist, not just for black people. [1:10:03, 1:10:05]: But I'm an activist for people. [1:10:06, 1:10:08]: And right now people are hurting. [1:10:09, 1:10:14]: They can't afford to stay in their houses and the one that wanna stay in their houses, you all are pushing them out. [1:10:15, 1:10:16]: That's ridiculous. [1:10:16, 1:10:25]: You all need to do something. Set up some boards. Get the people on the boards. Listen to what they have to say before you give. [1:10:25, 1:10:32]: our property or our communities to all these people who wanna come in here and build. [1:10:32, 1:10:35]: Thank you. Thank you. All right. [1:10:36, 1:10:47]: All right. All right. So that's all that's all the comments uh for and against. So I'm gonna close the public hearing on that note. All right, so um Mr. Anderson, please. [1:10:47, 1:11:07]: Uh council, you have any other questions for uh Mr Anderson or anything other comments? Okay, well stand by folks, it takes an orderly manner. Ms. Gantt, we're gonna start with you, sir. Ma'am, go ahead please. Thank you. Um a question in regards to the runoff concern at three ten. Um there was one mention of a shop. I don't know what kind of shop it was. [1:11:07, 1:11:10]: Uh might be on her personal property. [1:11:10, 1:11:12]: Might be on her personal property. [1:11:12, 1:11:31]: You it's just a personal property shop? I mean you're saying the shop that she mentioned? Yes. Yeah, it's probably on her personal property. It's on her business. Okay. I didn't know if it was a business or no. Okay. Problem accessory structure. Okay. Um but the concern was the runoff based off of that. But can you explain to us how we make sure [1:11:32, 1:11:52]: Or explain how we have the checks and balances there to make sure that it doesn't incringe on someone else's property. Yes, ma'am. Even after it goes through planning and zoning and it goes through those stages, we have a stringent development review process. It goes through stormwater review, it goes through um fire review, it and it has another review. [1:11:52, 1:11:54]: through planning and zoning. [1:11:55, 1:12:15]: There are checks and balances. Uh there uh there would be no way that we would allow um, like that was previously mentioned, the swimming pool eleven feet from our property line. There's no way we will allow any plan like that to go forward. And um so during the development review process, the plans would be reviewed stringently to check for any types of [1:12:15, 1:12:22]: storm water um issues and things of that nature. And uh the detention pond will be reviewed thoroughly. [1:12:23, 1:12:30]: by our by our civil engineer and um the public works department. So there are several different departments that will review. [1:12:31, 1:12:35]: Okay. Thank you. And in regards to um [1:12:36, 1:12:56]: the setback and r uh you heard her her concern about it being eleven feet close, I believe I have I d I didn't see that on the site playing. And I I wrote it down'cause I I do care. It's not a black and white issue. Let me be very clear. I'm very offended by that. Um I don't take that um I'm very uh um [1:12:56, 1:13:05]: l let me make this very clear. It's all about quality of life and what's in the best interest of Stockbridge, as far as I'm concerned. [1:13:06, 1:13:07]: And so [1:13:07, 1:13:27]: I'm doing my due diligence and I just want to make sure because of the concerns that you made in regards to the encrunch them in cringing on your property the way it sits and having a runoff calm on, I want to make sure that doesn't happen to you. And I want to make sure for my purposes, I want all the information to hear on both sides. And we do have a board. [1:13:27, 1:13:29]: We have what we call a planning and zoning board. [1:13:30, 1:13:50]: And we appointed that board, and that board is with all constituents throughout the city of Stockbridge. Um and I always highly recommend people volunteering to be on specific boards anytime we have a splot, a slot available, and we have several boards that everyone can. [1:13:49, 1:13:53]: [4435.2, 4441.5]: stated that they recommended approval and it's sixteen homes on one acre lots. And right now, [1:14:01, 1:14:04]: That to me was a a breath of fresh air. [1:14:05, 1:14:05]: Considering [1:14:06, 1:14:08]: I found myself battling all the time. [1:14:09, 1:14:10]: People trying to put [1:14:11, 1:14:26]: five homes on one acre or four homes on an acre and trying to do m apartments or town homes. Town homes have become extremely popular. And so, you know, we have to we choose our battles on certain things. But I just want I I heard her and my concerns are [1:14:27, 1:14:28]: How far? [1:14:28, 1:14:31]: Apart, how far feet apart and is it close to her? [1:14:32, 1:14:32]: Her [1:14:32, 1:14:34]: If close to your property's one thing. [1:14:35, 1:14:35]: But [1:14:35, 1:14:55]: Your home, you know, or or uh or something, uh structure is a concern of mine as well. We have uh a chart in uh UDC uh that um that that defines the amount of feet between two different zoning districts from a SR to a RR zoning district, the buffer requirements. [1:14:55, 1:15:05]: There will be more. Yes, ma'am. Okay. All right. Um and I think [1:15:08, 1:15:28]: Um, I think that is uh i all I have to say. The only other comment I have is I am more relieved that no one's coming here trying to build more homes on that property or the properties that's being sold. Um and I'm also [1:15:28, 1:15:46]: um very pleased with the fact that amenities are being offered for such a small amount of homes. Um you're talking less than twenty homes that have to maintain and have an upkeep. Um so that's some pretty high end high end properties. And they they were beautiful. [1:15:47, 1:15:49]: Um, but I did want to make sure [1:15:49, 1:16:09]: that there wouldn't be any encroachments or anything coming on to if if there would have been council member uh we would have he would have had to apply for a variance of some type but we wouldn't approve the varence to be that close to our property line. Okay anyway. All right, thank you. Mr. Blount go ahead please. Thank you, Mayor. Um [1:16:10, 1:16:30]: That was also my concern because um like I said with uh Ms. Barber taking it being her district and me seeing um the acreage per um you know house per acre was really good. Um I [1:16:30, 1:16:41]: I would like to ask the developer what is the total difference from the distance from the pickleball court from the nearest house? [1:16:45, 1:16:52]: No no no, ma'am, you've already had your opportunity to speak. I'm sorry. It's a good developer up here. Thank you. [1:16:54, 1:16:56]: And the reason I'm asking this because [1:16:56, 1:16:59]: And and let me clarify something also. [1:17:00, 1:17:00]: Um [1:17:02, 1:17:22]: I'm I'm I want to say this nice. This council makes decision on what we feel is best for the city of Stockbridge, not a certain people or color, race, or religion. Um and that's what I've seen on this council. If it was about that, I wouldn't be on this council. [1:17:22, 1:17:29]: If it was about that I would expose it on this council. Uh and the reason I'm asking about the pickleball because my neighbor that [1:17:30, 1:17:33]: just move and someone else moved in there. [1:17:33, 1:17:53]: They got a little basketball court and sometimes they dribble two balls at the same time and it can be a little nerve wracking. So I just wanna understand the distancing that's going on here. And if there's a if there's a what type of fencing is it on the back end? [1:17:55, 1:17:55]: Ryan. [1:17:56, 1:17:57]: Right. [1:17:58, 1:18:10]: Ryan, yes sir. Also, while he's looking for that, what type of fencing gonna be on the back end where these amenities are to separate them from the properties? Uh privacy fence. [1:18:10, 1:18:30]: privacy fence. So what's the difference what's the distance?'Cause I didn't I mean I mean for s for for a housing for for a project this size to have those type of amenities um it's I mean hey that's nice if you got a good HOA set up HOA set up with it. [1:18:30, 1:18:35]: But what is the distance from that from their nearest house? [1:18:35, 1:18:37]: With the pickleball court. [1:18:42, 1:18:58]: You you g first you're gonna have the if you look on the on the monitor councilman, you can see um the pickleball court is first and then you got the detention fund behind that. So I I I really don't wanna look at the blueprint, just give me the the numbers if you don't mind, sir. [1:18:58, 1:19:18]: So you're looking at about seventy-five yards from the property line, um, which is three quarters of a football field. So it so the pickleball cost seventy gonna be seventy-five yards from the nearest house? The way it's placed, it's placed in the middle of the the of the uh the site as far as the survey, right in these two areas here. [1:19:18, 1:19:19]: Yeah. [1:19:19, 1:19:39]: Is where the um activity, it doesn't have to be pickleball, but it could be tennis courts. Um and then over here you have your retention pond. All this here is a walking trail. So all along this property line will be a privacy uh fence. There also will be landscape sound buffers. [1:19:39, 1:19:56]: um arborides, evergreens that does uh do a whole lot for um sound, especially those those trees grow up to twenty, twenty five feet tall. Okay. Uh four feet, five feet wide. So it's going to What type of trees are they? [1:19:57, 1:20:17]: The evergreen. They stay green are um Arbivades. Um green giants. Yeah. So it's gonna have a natural I have some that's getting out of control. So you're gonna have a natural landscape fence as well where you so it'll be very private. That's also cuts down on a [1:20:17, 1:20:37]: sound as well. Um this whole development is one of we hope to be a model to do more. We we're not track builders. The city is growing especially when we learn as far as the annex you also have um hospitals and medical facilities and things are a couple [1:20:37, 1:20:37]: I'm in here. [1:20:38, 1:20:49]: And um this is the opportunity to have um that next step nice homes or executive homes here. Wash work here or live here, but have to go [1:20:49, 1:21:09]: to Atlanta to get a nice contemporary home because no offense. I I wouldn't ask this last question is what about the runoff? Is the runoff running toward this so I would build the homes? Every house, um like I do in Brookhaven, all downspouts and gutters. [1:21:09, 1:21:29]: Are going to have their own drainage. We're going to return water coming off the roof back to the natural resources. So each house is also going to have what they call a drainage box, which all gutters are going to be hooked up underneath as they come down, going into a six-inch pipe and going into the ground and spread through a filter. [1:21:29, 1:21:49]: Filtration system. Natural water from the rain is natural water. But I do know rain coming off a roof can accumulate. So we made those provisions for that to happen. As far as the commercial areas, as far as the clubhouse and things, the streets, site engineers with the source systems that they're putting in is making sure that everything's coming off of there. [1:21:49, 1:21:53]: is going to the retention pond. Mind you, that will have a fountain. [1:21:54, 1:22:11]: Having a fountain in the potential pond cuts down mosquitoes because it doesn't make the water standing, it keeps the water moving. And so that's that's another thing that we're putting in to stop stuff like that. So you say it was 75 feet? 75 yards. 75 yards. [1:22:12, 1:22:32]: So with the contingencies, if we put contingencies on there that that this is the seventy five yards, the evergreen buffer, um, the water runoff that's gonna be um and you you f because where you're showing me that the pickleball court or tennis court is gonna be, I see that you have actually two [1:22:32, 1:22:37]: Buffers that are there for that. Okay. [1:22:38, 1:22:47]: So this is right in the middle of this whole plan as far as the pro uh neighboring properties on this red line. This is right here in the middle. [1:22:47, 1:23:07]: So you have an HOA established already for this property? We are uh considering and the yeah uh putting together an HOA, but an HOA that can also allow surrounding uh a certain distance of surrounding neighbors in the area to uh have a membership because this place will have a gym and all that that they [1:23:07, 1:23:17]: can also use it'll have to be a yearly membership, you have a card, get through the gate, and they can also um participate in those amenities. [1:23:18, 1:23:25]: Okay, that's the same thing that kinda goes on in the some other areas I don't I don't wanna do a commercial here. Okay. Um [1:23:27, 1:23:28]: Okay. [1:23:29, 1:23:49]: Thanks. All right, ladies and gentlemen, listen. Uh open up the public meeting for for and against. You had the opportunity to speak. Now the co now we have the builder up here and the council is asking questions. Ma'am, you can put your hand down, please. All right. Now we'll continue on with the question from the council. Mr. Alexander, please. Mayor. Yes. Uh point point of one. Uh I'm not sure. What's the point? [1:23:49, 1:24:09]: point of question. For the council approved if you have one more question that we would approve one more question. I'm okay with that. Well listen let's move on to this aspect first. Mr. Alexander go ahead please uh certainly uh sir I appreciate that let's talk about the uh a lot of these homeowners are probably concerned about their their value sounds like you're talking about a pretty high end [1:24:08, 1:24:28]: development, talk about the price points, the target price points for the development, and talk about um uh the you as you mentioned the this the the the what the stormwater system you're talking about is quite complex. Okay. So talk about the intricacies of these of this community [1:24:28, 1:24:48]: And you mentioned that you built a community like this in Brookhaven, is that correct? Well, actually I'm building, I'm finishing off one in Jonesboro, Spopy Village, which is another gated community uh right down the street from the golf course and the new water park. Um And so I have 10 more houses there and then I'm done. [1:24:48, 1:25:08]: Um this all these homes will be on slabs because we do know that Georgia is one big rock. So we're hoping to cut down. I know the development that um uh my neighbor that I talked to her this morning is really concerned about is what she experienced in the rear, uh what was going on in the past. [1:25:08, 1:25:25]: But it's a lot of basements that they put in there. So I imagine that there was some heavy blasting for that. These are going to be on a slab. Um they're not gonna be no on a basement. So that's hopefully that cuts down minimally on, you know, getting deep. Everything checks out. We'll be going no more than [1:25:26, 1:25:34]: 18 inches to twenty-four inches as far as the foundation just going up. That's a big difference in going eight, nine feet digging in the ground. [1:25:35, 1:25:55]: Um and what was your other question? My my question was the price point of the area and then uh talk about the intricacies of it sounds like a pretty intricate uh design. The price point's gonna be right around five hundred. Okay. Um uh s [1:25:54, 1:25:56]: Uh good. [1:25:57, 1:26:17]: Five hundred thousand dollars. Five hundred thousand. So m right between their the five sixty five, depending on the size. If you look at the site plan, one of the good things about this, every house is gonna be different because each lot is a different size. So y every house is gonna be uniquely different and [1:26:17, 1:26:37]: uh uh personal so the prices would fluctuate as far as now the first couple that we're going to put up is going to be um a model is also going to allow people to come in to actually who are interested to add some designs or things onto their house so uh [1:26:37, 1:26:44]: Um potential buyers will have control on how much more they pay for their house depending on the options that they want. [1:26:44, 1:26:53]: So these types home, these'll have like the the th these are modern home, is it pure that they would ha that's correct? The modern type homes. [1:26:54, 1:27:14]: they say the modern type homes yes contemporary homes yeah so will they have like the roof the upper level decks and that kind of thing on them yes it will also we're um going to um uh we have uh well i my company has a uh a partnership or contract [1:27:14, 1:27:16]: with company called Generax. [1:27:16, 1:27:21]: So we're also going to offer solar, but not the panels. [1:27:21, 1:27:23]: Акші совершенс. [1:27:24, 1:27:39]: looks like shingles, but it's actually um you know, you'd be able to use the sun for to keep, you know, electrical and things down as far as uh the energy efficiency of the house. So we're trying some new innovative things with this as well because we're wide open. [1:27:40, 1:28:00]: So i in in this now obviously certainly a five hundred thousand dollar house would actually help in new construction being in that area, raising the property values of the area. Now if you're starting out at five hundred, obviously there is a all-in deluxe. So we're starting at five hundred, you say five sixty-five, something. [1:28:00, 1:28:02]: [5283.5, 5285.2]: It depends on [1:28:05, 1:28:10]: Prop ballpark, sir. Yes, it def it six six fifty. [1:28:10, 1:28:30]: Okay, six fifty is a and that and that's the so in uh in uh in essence we this particular project, we're talking five hundred to s five hundred and something to about six fifty or so modern homes, well designed um community with uh menities as was described with uh [1:28:30, 1:28:40]: uh so few homes on basically initially I think we said one acre lots. We're talking about what, about three qu after the amenities are added, maybe about a three quarter acre lot. [1:28:40, 1:28:55]: About three, yeah, we have to because each house will have its own drainage system in septic. So we couldn't have a bunch of homes in there even if we wanted to. Okay. Um Okay. I heard you mention that there there would be access. So so it'll be a gated community. Yes, sir. [1:28:56, 1:29:02]: Okay. And then along the frontage, are you okay with adding a ten foot multi use path? [1:29:04, 1:29:24]: Okay, for for access. For access. For access. It will be for the general area of that area. You know, as far as like you have to have just like uh in Jonesboro in Spoby Village, um the residents of Spoby Village can go and use the uh workout facility that was just built in that international park. [1:29:24, 1:29:27]: And there because it's a fifty five and over in Jonesboro. [1:29:27, 1:29:47]: Their membership is five dollars a month, which they love. You know, so we just want to offer that in just the general uh uh community that's there to be able to ask. Don't get me too excited. Now you're saying that this facility will be open to the general public, and it's gonna be don't tell me now, it's not you're not trying to say it's on the level of what [1:29:47, 1:30:05]: you're they're offering up at the Clayton County facility. No, no, it ain't that big. Okay. We're just when we're saying that, we're talking about just the surroundings in just in in this little area. In the little men. It was the reason why we mentioned that is because the last meeting that we had, it was brought up as a suggestion just for [1:30:05, 1:30:06]: Goodwill. [1:30:06, 1:30:13]: You know, so a lot of people all you're you're doing all this and we can't use it. Well if you are a neighboring of that [1:30:13, 1:30:23]: you will be able to use it, you know, because we know people living and have been in their houses for over 20 years, like hurting all that. It's it's personal and change is hard. [1:30:23, 1:30:25]: And we can't [1:30:26, 1:30:46]: Can't please everybody, but we can do as much as we can to offer a a good transition. So and the one my last question is obviously you could have built this community, which sounds like a pretty high-end community anywhere. What made you choose Stockbridge in this particular location? [1:30:46, 1:30:53]: it to afford something nice. I take this whole development and put it in Granette County, I could sell these houses for a million million for two. [1:30:54, 1:31:14]: It's the same house. Location is everything. So um, but we also know putting a house like that also helped raise the value and of the community as well. Thank you. Mayor Temp Mayor Putam Barber, go ahead, please. Yes, sir. Thank you, Mayor. For um, so a couple of the questions that I had, my counsel [1:31:14, 1:31:24]: Councilmates have already asked them. Sir, you're the developer or are you the property owner? I'm not the owner, just the developer. Okay, thank you. Is the property owner here? [1:31:25, 1:31:29]: Uh one of'em is yes. Okay. Good to know. Thank you. Um [1:31:31, 1:31:39]: You mentioned about the price point. If you don't mind, can you put up the design one more time, please? Um [1:31:41, 1:31:42]: So [1:31:46, 1:31:51]: Before the council approved um the two high density [1:31:51, 1:31:55]: multifamily town homes on Davis Road. [1:31:55, 1:31:56]: And Valley Hill Road. [1:31:57, 1:32:01]: А рекоменда да те бі сил фамилий дітач хомс. [1:32:02, 1:32:03]: Instead of the high density. [1:32:04, 1:32:08]: So what you proposed is exactly [1:32:09, 1:32:10]: what I recommended. [1:32:11, 1:32:12]: And was hoping for. [1:32:13, 1:32:13]: Um [1:32:14, 1:32:15]: My issue is now [1:32:16, 1:32:21]: The council already approved the high density townhomes. Now we have this. [1:32:21, 1:32:22]: Um [1:32:22, 1:32:27]: The homeowner who lives adjacent to this property does have concerns. [1:32:27, 1:32:29]: Um legitimate concerns. [1:32:29, 1:32:32]: I have not had an opportunity to speak with her. [1:32:32, 1:32:34]: I'd like to speak with her and the property owner. [1:32:35, 1:32:36]: Just to make sure that [1:32:37, 1:32:39]: Everybody their concerns are [1:32:40, 1:32:47]: addressed. Um I am the district representative of this area. Um [1:32:48, 1:32:54]: I support this development. I do. Um and I'll explain why. [1:32:55, 1:32:57]: The property owner has a right. [1:32:57, 1:32:58]: To their property. [1:32:59, 1:33:00]: [5580.4, 5581.4]: We'd like to do. [1:33:02, 1:33:03]: Um I'd much rather [1:33:04, 1:33:06]: For the property owner to sell their property. [1:33:07, 1:33:09]: to a developer who's going to build [1:33:09, 1:33:11]: Something that's comparable. [1:33:12, 1:33:13]: To the area. [1:33:15, 1:33:18]: Other th much rather than build a um [1:33:18, 1:33:21]: multifamily town homes. [1:33:22, 1:33:31]: We don't want any more townhomes. So this single family detached development is really the better choice. [1:33:31, 1:33:32]: Um [1:33:32, 1:33:36]: That is why I'm saying I support this development. [1:33:36, 1:33:43]: But I know that there are some concerns that need to be addressed before I can a hundred percent. [1:33:43, 1:33:48]: uh vote to approve it. Mayor Ford, I'd like to ask um [1:33:49, 1:33:55]: The owner who lives adjacent to it, she does still have some questions. [1:33:55, 1:34:15]: If you would allow her to just ask her questions or make her comment, please, sir. All right. Okay, Stamp, are you done with your piece right now? We'll get to that. Well, I wanted to say that. I want uh we'll get to that. I hear you. Okay, if you're done right now. I don't know if I'm done. I want to hear what her question is. Okay. Uh Ms. Thomas. [1:34:15, 1:34:17]: Do you have do you have to say anything? Do you have anything you need to say, sir? [1:34:18, 1:34:22]: Well, I I do I I don't know who to address [1:34:23, 1:34:35]: And it may be more of a comment. I I don't know who to address this to, but I do uh sympathize and feel for the homeowner here. And it's it's it's resonated with me very heavy. [1:34:35, 1:34:43]: But um Mayor Pro Tem Barber, and I'm addressing this to you, Mayor. Uh Mayor Pro Tem Barber mentioned [1:34:43, 1:34:52]: something to the effect that she had um spoken with a number of the homeowners and I think she just reiterated that [1:34:53, 1:34:54]: Um [1:34:55, 1:35:07]: they were okay with the singer detached. And I and I think she just confirmed that as well. A and and and that resonated with me as well. And it seemed and and I'm [1:35:07, 1:35:12]: gauging the the comments from the citizens that are here, and I only heard from a couple. [1:35:13, 1:35:33]: uh and and Mrs. Calhoun who I don't think even live in the area. Um so my emotions and and my feelings are a little mixed on this, but I I'm I'm trying to figure out and I think um the reason why the owner was requested to come fall [1:35:32, 1:35:43]: to see what we can do to uh mitigate this issue right here with this one uh particular prop on because even though it may be just one. [1:35:43, 1:35:45]: But in of us [1:35:46, 1:35:47]: Could be that one. [1:35:48, 1:36:00]: And and and I and I and I feel for that. I I I understand your point. Now I and I understand that you can't satisfy everybody. I I get that. But but for us in this situation and and and for me, [1:36:00, 1:36:11]: even though I can only just do what I think is best for the city of Stockbridge and vote my conscience. So but we also here [1:36:12, 1:36:14]: To be able to if we can [1:36:14, 1:36:15]: Fix. [1:36:16, 1:36:17]: An issue. [1:36:17, 1:36:19]: I I think we have to exhaust [1:36:20, 1:36:31]: everything that we can and that's why we're here and that we can exhaust this and fix this then you know we we done a a great deed. If we can't then we just can't. [1:36:32, 1:36:52]: So um my emotions are a little mixed with that, and I'm hearing what Mayor Pro Tem Barber is saying because she has reached out to a number of the homeowners or the residents in that area, and appear that they may be okay with the singing detached. And and and if that is the case, then I would be [1:36:52, 1:37:12]: Little bit more in favor as well, but I still sympathize with this one homeowner because um that that could be mean, that could be any of us. So and it's just mostly pretty much just a comment. And I and I guess when the council allow uh her to come back, we may hear a little [1:37:12, 1:37:31]: bit more about that but maybe I just want to just just make those comments. And I I believe I have a consensus on that. So look what we'll talk about uh it's supposed to be public hearing right so we'll open the public hearing yes yes sir any matter one I'm well stand by I'm gonna get to that okay I'm open a public hearing any comments for any comments for on my very left side [1:37:31, 1:37:51]: Mayor if I may if I may one more okay. I could actually one other thing that I could do is the amenities that these shows in the rear of the property. Um one of the things I like about the owners, they're giving me a broad power to do as much as I could. [1:37:51, 1:38:11]: To try to make people happy. And I know that this issue of the pool and the clubhouse and things being so close back there. Um, we probably could look at putting that in the front of the community. So now it's near the main road, away from everybody. Probably since we're opening. [1:38:11, 1:38:22]: it up to other people might be a better idea, so they're not walking through a private community to go all the way in the back to enjoy the commun the the amenities. They could be in the front. [1:38:22, 1:38:23]: of the building. [1:38:23, 1:38:26]: And therefore they can park their cars in the front. [1:38:26, 1:38:27]: And don't even go through the gate. [1:38:28, 1:38:48]: But with that, all those activities and people coming and all that would be nowhere near her property. And probably the people who are living here is not worried about uh people walking through or driving through to get to the amenities. All right, council listen, I wanna open it back up that if if this individual wants to make a comment. [1:38:48, 1:39:08]: I got it. So I'm opening back up to everybody just in case there's any other comments for or point of order. Point of order, Mayor. What's that? We've had a public hearing that we legally supposed to have. Right. And now the c that now we're at a point where the council is doing comments. Right. I'm okay with the citizen that wants to say something, say something. [1:39:08, 1:39:28]: But we need to finish with this with us with our comments and then we can vote to allow her to speak. But it's not for us to open the public hearing back up. That's out of protocol on how we do public hearings. Because I've always said if we do something one time for one public hearing, then we open it up. [1:39:28, 1:39:48]: door up for every public hearing and I do not want us having two public hearings because we're do trying to do this every time we have a public hearing. Well I understand it but if you I mean you all can overrule me if that's the case. But the point of it is is that if you want her to speak, I'm opening it up. Well mayor I like to motion to overrule during a public hearing again and allow her to speak after we comment. [1:39:48, 1:39:56]: After the council comments. All right. You're making that a motion this time, sir? Yes. I second. All right. All in favor, please indicate? [1:39:57, 1:40:04]: Clarification. [1:40:05, 1:40:09]: And then we'll allow her to ask a question. [1:40:10, 1:40:21]: versus opening the public hearing back up because that sets a precedence for future public hearings that we can do it twice. And I do not want to set that precedence for this council. [1:40:23, 1:40:41]: Comment, Mayor? I I I do agree with that and I do understand that, but I am in favor of once the process goes through that we do allow uh the homeowner to come back and speak. So if that's a part of the motion. That's a part of the motion. Then I'm I'm okay with that. [1:40:42, 1:40:43]: Any other comments? [1:40:43, 1:40:45]: All right, make your motion, sir. [1:40:46, 1:41:02]: I've already made the motion has been second and it's already been voted on, Mayor. Okay, all in favor? Once again, make sure we got all in favor. All right. All all opposed. Okay. So four zero one four one. You opposed. I do, Mayor Ford. I do want to be able to make comments. Oh sure. Um [1:41:02, 1:41:22]: I don't know what the resident may say. She may have a question for me. Okay. So if I wanna respond to her question, I wanna be able to do that. You better respond. All right. Mayor. Mayor, I'm st we're still in the council comment phase and I asked to speak. And the motion was to allow the council listen to the motion, Mayor. [1:41:22, 1:41:30]: That we just voted on. Okay. It's to allow the counsel to finish speaking and then allow her to speak. Go ahead, finish your comment, sir. [1:41:30, 1:41:32]: One of the things I want to say is [1:41:33, 1:41:49]: while we have you up here, because I wanna make sure the concerns and I see that you're very amendable to the concerns of the citizens that live in the area, because it's gone from twenty five feet to seventy five yards. It's gone from [1:41:50, 1:41:52]: Uh it's going to a double buffer. [1:41:52, 1:42:12]: It's actually going to um set you know, with the water runoff that you guys are mitigating that situation. And it's gone from all the blasting to you're not doing basement, you're doing slabs. These are the things that that I appreciate. But only for my last comment on this is that one of the comments that was made on this council. [1:42:12, 1:42:12]: Okay. [1:42:13, 1:42:16]: It said that we don't want any more. [1:42:16, 1:42:17]: Town homes. [1:42:18, 1:42:21]: Each council member speaks for themselves. [1:42:22, 1:42:27]: In your opinion on this council, it's about your private opinion. [1:42:28, 1:42:41]: Don't speak for everyone unless you understand what everyone wants. We are not closed doors to any more townhomes. We're specifically talking about this situation and [1:42:42, 1:42:50]: And mitigating whatever needs to be done. And we're trying to just keep order. And that's what I like to operate in order, decent and in order. [1:42:51, 1:42:55]: So that's why I say after we speak, I would love to hear another your your [1:42:55, 1:42:58]: Final comment, and that's all I have to say. [1:42:58, 1:43:18]: Alright, any other comments from the rest of the council? Just one. Go ahead, sir. The the last thing that I wanna say is I wanna I wanna concur with ms what Mr. Blount just said. We certainly don't wanna send out the message that we're close to any kind of housing. You know, I I I I I I felt something today. I was on a social media post and one of the renters [1:43:18, 1:43:20]: She was really hurt. [1:43:20, 1:43:28]: By the fact that someone ev all of these posts were keep were being made attacking renters. And what she said was. [1:43:29, 1:43:30]: I'm not a bad person. [1:43:31, 1:43:39]: I'm not somebody that's coming come in and destroy your community. Why is everybody saying all the renters are bad and all the homeowners are good? [1:43:39, 1:43:59]: That's not something that we ought to do as to stereotype people and to beat down people. I never forget that I rented myself. I I when I couldn't afford, I rented. There is a segment of the population that has to rent and they shouldn't be beat down upon. And certainly it has to be appropriate for the community. [1:43:59, 1:44:09]: But I don't know uh I we are practicing diversity here, right? Yeah, exactly. That means that we welcome everybody. And as a segment of the population [1:44:09, 1:44:19]: that needs that product because it is an entry-level home for those who can't afford a detached house that costs four hundred or five hundred thousand dollars. [1:44:19, 1:44:39]: And I don't want to ever send out the message that we don't want anybody here who can't afford a single family home because we don't allow townhomes here. That's where we were 20 years ago. That's why you don't see any here. And it was a regressive message that said, We don't want you here. And I never want to send out that message ever. [1:44:39, 1:44:59]: again to anybody because we want to do what's appropriate for the community, but I never want to say we don't want you here. I know you didn't mean it that way, but that's the way that some people might have taken it. Because that young lady was really hurt by she reading these comments and she said, I thought I I didn't know I moved here to be attacked for being a renter. It was [1:44:59, 1:45:19]: Wrong. And when you think about it, I want everybody to sit back and look at themselves and say, what can we do to do to be better? And certainly, what really happens is the landlords in these single-family communities are what the real problem is. That's what the problem is. The renter is not the problem in many of these incidents. [1:45:19, 1:45:39]: It's the fact that these landlords, the corporate landlords, are greedy and they don't take care of those properties like they should be. But when a good development comes to you, where they're gonna take care of the grass, they're gonna cut, they're gonna make sure that the product is taken care of, that's what that's a best case scenario for us and for everybody. And I just don't want to close the door on. [1:45:39, 1:45:41]: Thank you. [1:45:42, 1:45:49]: Airport, I wanted to just move on and allow the homeowner. That that was coming up next. I you raised your hand. Come on, ma'am, come to the po to the podium, please. [1:45:54, 1:45:55]: Name and address. [1:45:55, 1:46:00]: Susan Grosvenor, three ten Valley Hill Road, Stockbridge, Georgia, three zero two eight one. [1:46:00, 1:46:01]: Um [1:46:02, 1:46:03]: Can I use this right here? [1:46:04, 1:46:24]: Okay. On on the property right here, he said that it is seventeen point something acres. There's sixteen houses going on it. Okay. On this that you're seeing, you can see the house up in front of me. Stand by please. Ryan, if you if she's got the same thing that's on the screen, you probably need to show us on the screen what she's referring to. [1:46:24, 1:46:27]: We can't see that from that paper. [1:46:28, 1:46:29]: Yeah, if you guys. [1:46:29, 1:46:32]: Yeah, and you have to sp and pr please speak into the mic as well, ma'am. [1:46:35, 1:46:37]: Is that is that this what she's showing right there? Okay. [1:46:38, 1:46:55]: As you can see that there is um you can see where the property is up in front of me. What you can't see on that is th that my track, the track that I live on. Um he said that it's gonna the the pool and the clubhouse and all that seventy five yards off of the property line. [1:46:55, 1:47:09]: There's no way that that can be seventy five yards off the property line because there is a swimming pool, a clubhouse, the retention pond, and um two tennis court pickleballs, you know, and a dog park. [1:47:10, 1:47:18]: I mean that that takes up I I'm not I I don't know that much about acreage, but that's probably gonna take up about three acres right there. [1:47:19, 1:47:22]: I am I am literally begging y'all this evening. [1:47:24, 1:47:25]: I am prepared. [1:47:26, 1:47:28]: To uproot my whole entire family and sell. [1:47:29, 1:47:30]: If this goes through. [1:47:31, 1:47:35]: So I am asking y'all all to just dig deep in your hearts. [1:47:36, 1:47:38]: And think about the residents of Henry County. [1:47:40, 1:47:43]: е на жест девелмент [1:47:45, 1:47:48]: I've been in my house for twenty three years. [1:47:48, 1:47:50]: I don't want to move. [1:47:50, 1:47:54]: I was born in Stockbridge. I was raised in Stockbridge. [1:47:55, 1:47:56]: I've been here all my life. [1:47:56, 1:47:58]: This is my home. [1:47:59, 1:48:00]: I don't want to move. [1:48:01, 1:48:04]: But I am prepared to if this goes through [1:48:07, 1:48:11]: I thank y'all from the bottom of my heart for letting me talk just one more time. [1:48:13, 1:48:14]: Upset. [1:48:14, 1:48:15]: And I have fed [1:48:16, 1:48:21]: А хол оди про тела фітін єрс. [1:48:22, 1:48:26]: I've got three grandkids that sit at the kitchen table. [1:48:26, 1:48:29]: And watch the deer every single day. [1:48:29, 1:48:33]: And it's something that's special to me and it's something special to them. [1:48:34, 1:48:36]: Can I build it someplace else? Yeah. [1:48:37, 1:48:39]: I can. Do I want to? [1:48:39, 1:48:40]: No. [1:48:43, 1:48:45]: My house means so much to me. [1:48:46, 1:48:49]: And whenever you bring in blasting [1:48:50, 1:48:51]: Whenever you bring in [1:48:52, 1:48:53]: Jack Hammering. [1:48:53, 1:48:55]: From all the rock? [1:48:55, 1:48:58]: It's gonna do nothing but damage my house. [1:48:59, 1:49:01]: Like I said, I've spent [1:49:01, 1:49:03]: Over ten thousand dollars. [1:49:04, 1:49:11]: in the last six months just trying to get my house stable and everything to where it was before the subdivision went in. [1:49:12, 1:49:14]: I know things break down over time. [1:49:15, 1:49:18]: But I'm asking y'all please not to put this through. [1:49:19, 1:49:26]: Thank you. Thank you. All right. Um any other questions uh for the developer or Mr. Addison Council? [1:49:26, 1:49:30]: Mayor Ford. Go ahead, please. I do. I wanted to ask um [1:49:31, 1:49:35]: Considering the other rezoning cases that were on our agenda. [1:49:35, 1:49:37]: All the other ones. [1:49:37, 1:49:41]: were deferred until November thirteenth. I wanted to ask if we can also [1:49:41, 1:49:42]: Deferred this one. [1:49:43, 1:49:44]: Until November thirteenth. [1:49:44, 1:49:47]: Just to give a little bit more time to [1:49:48, 1:49:50]: Talk with the developer. [1:49:50, 1:49:52]: In the homeowner to just give some [1:49:53, 1:49:57]: Considerations before we make a final decision. [1:49:57, 1:50:15]: After the first uh meeting that we had and it was uh talked about, it was brought up that have I talked to anybody around the property? Um and I haven't, but after that first meeting, in between this meeting, um, they have my number. [1:50:16, 1:50:19]: They have called me, they have text mi H spoke to her several times. [1:50:20, 1:50:27]: When she had a question as far as setbacks and everything, I this morning put her on the phone with the site engineers and told her ask any questions that you want. [1:50:28, 1:50:32]: Сайт інженер твол да вотюсі і за пропоз. [1:50:33, 1:50:37]: It is not a definite until we go through and complete the system. [1:50:37, 1:50:57]: So things these are just lines on paper. Things can be changed to a certain point. Um I also offered after she told me the story about her house being damaged, is to get a current um state uh inspection of her foundation. And since she lives that close by, then we'll be willing to do [1:50:57, 1:51:01]: to add a marine policy of liability. [1:51:01, 1:51:10]: And once we got the current status of her foundation, and and and if something like that did damage the foundation. [1:51:10, 1:51:14]: Тим ви хавірс и на марін полісім то фикси. [1:51:14, 1:51:34]: We're trying to be preventative. You know, if things, if it seems like I don't know if it's gonna be any blasting. I don't know, I haven't gotten that far yet. I haven't cleared the land. But if it is, I would tell everybody in the area, hey, I strongly advise to, and we can offer to take down any valuables, pictures, vises, bubble wrapple. [1:51:34, 1:51:49]: to do whatever we can because I don't know the value of this stuff, but I hate for it to be broken, especially when we could have prepared for it in the beginning. So I we have stuck um ourselves out there to be accommodating as we can. [1:51:50, 1:51:55]: Uh right now the financing we've already purchased the property. We we're not paying payments on it. [1:51:56, 1:52:11]: But we need to be able to move because we paid over a million dollars for this property. So um the more time that we prolong this is is costing us and actually will enable us to do the things that we're trying to do to help other people. [1:52:13, 1:52:22]: Okay. Any other comments for a developer or Mr. Anderson? And if not, if no other comments signed in a motion to accept the proposal for this development. [1:52:22, 1:52:24]: Mayor Ford, I'd like to make a motion, please. [1:52:25, 1:52:30]: I'd like to make a motion to table this proposal until November thirteenth meeting. [1:52:31, 1:52:32]: Is there a second motion? [1:52:32, 1:52:33]: I circum. [1:52:34, 1:52:37]: Okay. Mr. Thomas sects that motion. Any further discussion? [1:52:38, 1:52:40]: Yes, sir. Go ahead, please. [1:52:42, 1:52:43]: Mayor, um [1:52:44, 1:52:49]: This council has to make a lot of um tough decisions. [1:52:50, 1:52:55]: What came before us and the concerns that came before us. [1:52:56, 1:53:10]: I see these concerns being um rectified in a lot of ways. The numbers are different and and if we hold you to what you're saying, they're totally I I I live where I live [1:53:11, 1:53:14]: The back of my house is not far from the railroad track. [1:53:14, 1:53:17]: And even a blasting from the rock quarry. [1:53:17, 1:53:22]: I'm I get cracks all around my house. The third I'm on my third [1:53:23, 1:53:30]: whole the whole door, side lamps and everything's been replaced three times because of blasting. [1:53:30, 1:53:49]: And when you tell me that you're mitigating these concerns by offering this insurance that you all would fix whatever, when you're saying that your the distance is different, when you're saying that you're willing to move the amenities toward the front, a lot of things you're doing to say you mitigate the concerns of the community. [1:53:49, 1:53:51]: And l [1:53:51, 1:53:52]: Let me be clear. [1:53:53, 1:53:55]: What you all heard tonight. [1:53:56, 1:53:59]: Is that your council representative says she's okay with this? [1:54:01, 1:54:03]: Сі, амнат, он го банк-форт. [1:54:05, 1:54:14]: She just said tonight right here that she's okay with this. This is the type of development she's been wanting in the district when the other development was approved. [1:54:15, 1:54:19]: This is what came out of her mouth. She's okay with this. [1:54:19, 1:54:24]: See the problem we have is a point of order. And this is what you heard. [1:54:24, 1:54:32]: Mayor Ford. But what's a port order? Can we stick with the item I don't need Councilman Blount speaking for me? Okay. [1:54:32, 1:54:35]: Um what I've asked is that we defer this. [1:54:36, 1:54:38]: Or table this into our next council meeting. [1:54:39, 1:54:39]: All right. [1:54:40, 1:54:42]: All right. [1:54:43, 1:54:48]: I'm not speaking for anyone up here. I'm only reiterating what was said up here. [1:54:50, 1:54:56]: What was said, if something came out of my mouth and someone say what I said, that's what I said. [1:54:56, 1:55:01]: One of the things I tell you all and I say it when projects first come to us. [1:55:01, 1:55:04]: That you either for a project or you're not. [1:55:05, 1:55:08]: And if you as a council representative say I'm for [1:55:09, 1:55:13]: Then then that's what we have to go. That's the starting point for me. [1:55:14, 1:55:20]: All right. Uh yes sir. Go ahead, please. Mr. Thomas. Uh I I want clarification. I know um [1:55:20, 1:55:25]: Mayor Pro Tem motion to defer. Yes. Um [1:55:26, 1:55:27]: in that [1:55:28, 1:55:28]: Uh [1:55:30, 1:55:33]: And I'm addressing this to you of course. Okay, go ahead. Um [1:55:35, 1:55:55]: What what is going to take place uh in the meantime? Um will the owners, developers come back with those conditions to to to rectify and um and I'm and I'm addressing you, Mayor. Yeah, well I was assuming that's what that would happen. I'm I'm assuming that I didn't make the [1:55:55, 1:56:15]: Before I could vote on this, I need to know, even though I second it, even though I need to know what is going to happen, what is the conversation, what is the dialogue that's going to happen in between, uh, in order. I I just don't want to defer this, just to defer it. [1:56:15, 1:56:35]: But if there's going to be some action taken, uh if there's going to be some conditions uh discussed and approved, then I understand that. But I just sort of need to know what is going to happen from tonight until uh the November meeting. Well it's just my assumption that the things that the [1:56:35, 1:56:55]: the that the developer m and mentioned in reference to things he wants to do, things that the changes that he's mentioned publicly and this on is on tape now, that those are things that'd be solidified as my assumption. I mean that's what I would think. But I mean those but but those are already on tape. So I mean I would imagine you can still do those make those changes. Stand by I'm still I'm talking. I'm [1:56:55, 1:57:05]: that uh those things can probably still be f uh finalized based on this conversation because it's all on tape. Okay, in that aspect. That's what my assumption is. Now could could you ask um [1:57:05, 1:57:07]: Uh the gentleman to confirm. [1:57:07, 1:57:08]: Yes, sir, without a doubt. Go ahead, sir. [1:57:09, 1:57:11]: Right now I'm here to seek the approval. [1:57:12, 1:57:20]: Um there will be changes um that I have mentioned today in working with the planning and zoning as far as especially [1:57:21, 1:57:41]: Putting everything in the front. I think that's a good idea, personally, for many reasons. And I think that's the a main point of concern that um I think for the people who will eventually move in here and for the people around to move the amenities in the front. So there are things that we still have to do. [1:57:41, 1:57:51]: do to get through once we get through this meeting to get final approval by planning and zoning. And so um but yeah, I I I stick by everything that I said here. [1:57:52, 1:58:04]: And I believe part of your conversation, uh Mr. Alexander asked you or confirmed but about having a ten foot path, I believe, up front. There's a gated community, so that would I'm assuming that that ten foot front would be out inside the gate for those residents of that particular area. [1:58:04, 1:58:05]: Say that again. [1:58:05, 1:58:13]: Outside, you're talking about outside the gate, not inside the gate. Yes, outside. Okay, all right. All right. Outside the gate it is. Okay. [1:58:13, 1:58:18]: But so that's what I that's why I assume there uh Mr uh Thomas. Mayor Pro Tem, go ahead please. [1:58:19, 1:58:19]: Thank you, sir. [1:58:20, 1:58:22]: Um, I did make the motion to defer. [1:58:22, 1:58:26]: Um this presentation of the proposal into our next [1:58:26, 1:58:27]: City Council meeting. [1:58:28, 1:58:29]: And the reason why [1:58:29, 1:58:30]: I recommend it. [1:58:31, 1:58:31]: To defer it. [1:58:32, 1:58:33]: Is because there is [1:58:33, 1:58:34]: More [1:58:34, 1:58:35]: Due diligence. [1:58:36, 1:58:38]: Um the developer has mentioned he needs to do [1:58:38, 1:58:40]: And it will allow me some [1:58:40, 1:58:42]: Time to speak with the homeowner. [1:58:42, 1:58:43]: And the developer. [1:58:44, 1:58:50]: to make sure that the concerns are addressed. Um, I want us to do this together. [1:58:51, 1:59:01]: I don't want to just be making decisions and forcing things on these homeowners. You'll see most of them support the efforts. [1:59:01, 1:59:04]: As long as they know what the plans are. [1:59:04, 1:59:07]: Um and I want them to feel as though they're part. [1:59:07, 1:59:08]: Of the decision making. [1:59:09, 1:59:11]: This is in my district. [1:59:12, 1:59:15]: This homeowner, if she has any issues with this development. [1:59:15, 1:59:17]: She's gonna be contacting me. [1:59:18, 1:59:18]: After the fact [1:59:19, 1:59:20]: Once they start. [1:59:20, 1:59:21]: Building. [1:59:22, 1:59:24]: She has issues, she'll be coming to me. [1:59:25, 1:59:26]: So I'm asking. [1:59:26, 1:59:28]: For the support of my councilmates. [1:59:29, 1:59:30]: То лісенту персона [1:59:31, 1:59:33]: Who is responsible for representing? [1:59:33, 1:59:34]: These homeowners. [1:59:36, 1:59:39]: Ам респонсел по the homeowners. [1:59:39, 1:59:40]: First. [1:59:41, 1:59:48]: I support development. I support your development, but the homeowner is priority for me. [1:59:49, 1:59:55]: Thank you, sir. I'd like to let the council I'd like to let the council know that the owner of this property [1:59:56, 2:00:00]: The house that you see in the front of this property, that's where he lives as well. [2:00:00, 2:00:02]: So he lives on the property. [2:00:03, 2:00:05]: His brother lives on the other house on the property. [2:00:06, 2:00:07]: They're in your district too. [2:00:07, 2:00:11]: And so um and they're trying to make things better as well. [2:00:11, 2:00:26]: All right. You missed that. Go ahead, please. Call the question or move. But I was gonna do uh as soon as he was done, I was gonna do that. So y you are done, sir, with your comments right now? Yes, sir. Okay. So the motion's on there a motion has been moved and seconded to defer this until November thirteen. All in favor of the motion, please indicate. [2:00:27, 2:00:28]: On pose. [2:00:30, 2:00:35]: Okay, motion fails. Mayor Ford. Motion fails. Mayor Ford. Mayor Ford. [2:00:36, 2:00:41]: Go ahead, Mr. Mayor Mayor, I'd like to make a motion for approval with the contingency [2:00:41, 2:00:48]: of approval of the last plaque or the last conditions being shown to this council. [2:00:49, 2:01:09]: And that's those conditions include having the menages up front, having the uh path put up front, uh doing the insurance with the homeowner, all of these things we just discussed, we need to see that in writing. That's why there's a contingency on this approval. It's approval with [2:01:09, 2:01:10]: Those contingencies. [2:01:11, 2:01:12]: Sir second that motion. [2:01:13, 2:01:25]: I second. Okay. For clarification, there's a ten foot multi-use path along the entire frontage of the property. There's a ten foot multi-use path along the entire frontage of the property. [2:01:26, 2:01:43]: Now the the walking trail will be still in the rear'cause that's the most wooded area. But as far as the clubhouse and the retention pond would also be in the rear. But as far as the clubhouse and the amenities and parking lots and stuff would be a little bit more. [2:01:43, 2:02:03]: The trail you'll be able to is gonna go around the whole property. Right, but the but but but for the public access, we're we're requiring that it be along the frontage of the road. Right. But not that trail. He is a trailer not inside the I'm not talking about inside the property. I'm talking about inside. I'm talking about [2:02:03, 2:02:23]: But the front. It will abide by code coded um setbacks, front and side setbacks, and it'll be placed right there in the front before and then there will be a gate for everyone else to go into. Ryan, do you understand what I'm saying? That that we were just like we required the 10-foot path across the web, then we were required there. [2:02:23, 2:02:26]: Yeah, on the front end. Yeah. Yes, yes sir. [2:02:27, 2:02:41]: All right. Motion made to accept this proposal with all the additional changes that uh recommendations and changes that you agreed to, sir. Okay. Any further comment? What those changes what those changes put in writing. That's correct, sir. I'm sorry about it with the change put in writing. [2:02:43, 2:02:46]: Wait, I didn't know. [2:02:46, 2:03:06]: Comments. Yes. Yes, sir. I I just need to be clear on the condition. Because there were you mentioned evergreen trees, you mentioned a privacy fence. Is that included in what Ryan has and I can just get from him? Or was that brought on tonight? [2:03:06, 2:03:15]: No, but I'm not gonna do that. There were number no, I'm not gonna ask him what he said. It's not conditioned on the site plan. [2:03:16, 2:03:22]: It is currently not. No, it's not currently. Yeah. [2:03:25, 2:03:28]: Yeah. [2:03:29, 2:03:34]: Yeah, ten foot wide sidewalk across the frontage. Yes. Which is required by code anyway. [2:03:36, 2:03:36]: Required. [2:03:37, 2:03:38]: So those were the two main [2:03:39, 2:03:40]: In the two buffers. [2:03:41, 2:04:00]: The two buffers two buffers was in the rear. We don't have to do that now if we bring it in. That's not a condition, it's just a it's been all day. It's required by code. I only mention that because Councilman Blount said with all of the conditions that have been mentioned tonight. [2:04:00, 2:04:08]: my concern are we still talking about the the footage, we're still talking about the good length away from the house though, right? [2:04:08, 2:04:28]: It's in the front now. He's moving the amenities from the from the back that was causing the issue. He's moving those to the front now. Then what then then what type of buffer you say we have from the first I have a twenty five foot it's required by code between S R and R R zoning. It's a twenty five foot buffer that's required by the UDC. [2:04:28, 2:04:48]: So that's standard. So if you want any other buffer, then that would be uh a condition if you want a a larger buffer. But the buffer was wider if the menu Z was in the back with the pickleball court. Is that what you're saying? Yes, but he's moving all the way to the front now. So he'll just comply with the normal code. [2:04:48, 2:04:51]: But he still have more than twenty five feet in the back in the rear. [2:04:52, 2:04:58]: But you don't think we'll have to see how he reconfigures his site. He's it's gonna require a total reconfiguration of the cyclone. [2:04:59, 2:05:03]: Yeah. Yeah. W but this is gonna contingency to approve the site plan anyway. So [2:05:04, 2:05:10]: And and my last thing is the slab rather than a basement, correct? Yes, yes. [2:05:12, 2:05:12]: Is you okay? [2:05:13, 2:05:17]: All right. So we got all those down. Yes. Okay. All in favor of motion please indicate. [2:05:18, 2:05:19]: Opposed. [2:05:21, 2:05:30]: Okay. Oh abstinent. 302. Motion pass. Thank you, gentlemen. 302. All right, we'll move on. [2:05:35, 2:05:55]: To new business actually. We're going to new business. New business is council consideration to approved an increase in annual expenditure amount for the right-of-way landscaping from$200,000 to$300,000. Staff requested$300,000 in this proposal in the FY 2023 budget, but it was reduced to$200,000 in their approval and approved FY23 budget. The annual contract. [2:05:55, 2:05:57]: [7558.0, 7566.1]: L is two hundred uh ninety-four thousand two hundred twenty dollars and fifty two cents. Funding sources from fund balance. Mr. Aaron, please. [2:06:06, 2:06:26]: Uh yes, Mr. Mayor and Council. We come before you tonight to ask that you uh allow staff to increase this uh right-of-way maintenance budget to comply with the contract so that we can continue our right-of-way maintenance on a weekly schedule for roles such as Rock Warry, Campground, Hudson Bridge, Jodie. [2:06:26, 2:06:33]: Flippin', Walt Stevens, Davison Parkway, Old Atlanta Road, East Atlanta Road. [2:06:34, 2:06:42]: Okay, sir, I have a question. Yeah, go ahead please. Now I I go to the same barbershop you go to. You do [2:06:42, 2:07:02]: That and now that Manderley is in the city limits. It is. It is really unattractive that that fent that that grass is not cut to the fence. Okay. It's just cut like five feet and then that grass is like really, really tall when you pass the barber shop to um that. Right. I think you should really we should really consider. [2:07:02, 2:07:13]: consider doing that so that that whole thing is cut to the fence right there at uh where Mandalie I'm personally fine with that. Matter of fact uh Ms. Gand lives in the same community so she sees it all the time as well when she goes down the street. [2:07:16, 2:07:19]: Okay, so I that's I'm fine with that. That's fine with me. That makes sense. [2:07:20, 2:07:20]: That makes sense to me. [2:07:21, 2:07:33]: Add some beautification. Then the beautification board might a actually add some beautification there once we get it cleaned up. That uh that's my suggestion there, but it's not my district, it's Ms. Gantt's. It is a it is a district. So Miss Gantt you have a comment? [2:07:37, 2:07:39]: I don't have any comments because [2:07:40, 2:07:46]: Is this item number thirteen that we're dealing with? Yeah we're we're right, item thirteen, new business. That's right. So [2:07:47, 2:08:07]: I've discussed some of the things that I want with our public works director. I'm I'm pretty confident that some of the things are getting done. I'm I'm excited about the street lights coming down Spear Road and some of the road pavements. And I agree. I want the gr I don't want high grass up right up front, but we will talk about that and get some of those things done. [2:08:07, 2:08:08]: I do [2:08:08, 2:08:13]: Have concerns about this funding source is coming from fund balance. [2:08:13, 2:08:15]: And we're almost to the end of the year. [2:08:16, 2:08:19]: So, what is it that we need right now? [2:08:20, 2:08:21]: [7702.1, 7710.1]: And that we need to add additional hundred thousand dollars to. Well if we don't add the additional, then that weekly right away more will cease because we'll be out of money. [2:08:30, 2:08:50]: What right-of-way are you talking about? The right-of-ways on the road I just mentioned, Campground Road is mowed weekly under this, Hudson Bridge Road, Jodyco Road, Rock Quarry Road, Walt Stevens Road, Flippins Road, Old Atlanta Road, Davidson Parkway, uh East Atlanta Road are the roads that are mowed. [2:08:50, 2:08:53]: Under this. How about it? [2:08:54, 2:08:57]: North Henry? Sorry, and North Henry Boulevard, yes. [2:08:58, 2:08:59]: So do we do your spear road too? [2:09:00, 2:09:01]: Spear Road is done by staff. [2:09:02, 2:09:02]: Okay. [2:09:05, 2:09:25]: Can I ask a question? Well, let me let me do this for a second. How how is this figured into all the rest of the roads we the 91 miles of additional roads we just got in as the one January? Well, the that that's not included in this. Okay. This was in place before we added the additional roads through the annexation. All right. [2:09:24, 2:09:40]: Prior year in 2022 it was$300,000 anyway. It was$300? Yes. Okay. So I'm I'm confused. Why would we take the money out of fund balance when all of this money is in the hotel motel tax that we can use this for? Why are we doing that? [2:09:40, 2:09:46]: We got ho we we we uh we got three new hotels coming. That's okay. Instead of doing the taking the money out of fund balance. [2:09:49, 2:09:56]: Is that something you can answer, sir? Or is that Mr. Gardner does answer this question? That would that'll be either Mr. Gardner or or Mr. Wigan's. [2:10:06, 2:10:10]: Не кансул кансмалександр ви канат уз. [2:10:10, 2:10:18]: Hotel motel tax as we know it for this. You you already have the three percent hotel motel tax that goes into the general fund is commingled. Mm-hmm. [2:10:18, 2:10:38]: But you're talking now about separating out out of the general fund that three percent that typically goes in to fund your economic development and whatever else, that liberal portion of it, right? So even though you're using fund balance, anytime you have savings, some of that savings is attributable to all your revenue sources, whether it's hotel, motel, lost. [2:10:38, 2:10:53]: Fees, fines, and forfeitures. So you even though you're pulling it from that, you're still somewhat pulling it because all of your revenue is commingled in the general fund together to pay for general fund expenses. So to say you wanted to pay for motel motel. [2:10:54, 2:11:03]: You you can't just openly say that like that because and I'm telling you from a community that got in trouble with DCA for council members saying it. [2:11:04, 2:11:05]: We have to [2:11:06, 2:11:21]: way w how you say it. So you have three percent that goes to general fund. You have another one and a half percent that goes to tourist product development. That's your stadiums, your those type of things to bring heads to bed, faces to places. [2:11:21, 2:11:37]: That type of you have another one point something that goes to your DMO and advertising. So just to say hotel motel, we have to be make the most you have to be we have to be kinda cognizant of that. Um but yes. So w you know, to continue this when when we did the budget. [2:11:37, 2:11:38]: We underestimated it. [2:11:39, 2:11:43]: And and it's obviously real short and we're asking to bring that forward. [2:11:43, 2:11:46]: То то континути сервис овертайм. [2:11:47, 2:12:01]: I will tell you that we've changed management of our streets crew and our land and you'll start to see a huge difference in what's going on in terms of our right-of-way maintenance. Um, Mr. Barnes is now heading that that shop. [2:12:01, 2:12:04]: And you already start to see some things happening. [2:12:04, 2:12:10]: Um under his tenure and his leadership and you'll continue to see that happening. I wanna give him kudos to his team too far. [2:12:11, 2:12:14]: Thank you. I'm sorry for s interrupting you, Mr. Gardner. Thank you. [2:12:15, 2:12:28]: Mayor. Well, before you go, I know it's your district, right? Mr. Blount, go ahead please. Uh a qu a question and I think Mr Gardner kinda hit hit on what we were saying because you look at a two hundred thousand dollar budget. [2:12:30, 2:12:41]: And now you're saying with about two and a half months left in a year, we can we need to bring one third of that budget, add one third of what we already putting on there, another hundred thousand dollars. [2:12:41, 2:12:45]: onto that for because we have more right aways. [2:12:46, 2:12:50]: Um somehow I need to find out um how can we [2:12:53, 2:13:04]: Because I don't know the numbers uh versus the work. That's just a big jump from two hundred thousand to almost another half of the two hundred thousand dollars to be added on for two and a half months left in the year. [2:13:05, 2:13:05]: Well. [2:13:05, 2:13:15]: It's some invoices that are outstanding that needs to be paid, but we currently don't have the money to pay it because we're at the the two hundred thousand dollars that's in the purchase order. [2:13:16, 2:13:35]: Yeah, but so you're saying that this this hundred thousand dollars is not to do the extra work, but to c cover invoices as already the work has already been done? Yes. F FY twenty twenty-two the budget was three hundred thousand for right-of-way maintenance. The annual contract is two hundred and ninety-four thousand. [2:13:37, 2:13:55]: And some change, but it got reduced when the budget was approved from three hundred thousand to two hundred. And that's why we have the shortfall and that's why we're coming before council to ask the increase so that we we have money available to honor the contract. [2:13:55, 2:14:06]: And I and I remember the budget being reduced from the three hundred thousand down to the two hundred thousand. But I would ask staff and our city manager to make it clear to this council [2:14:07, 2:14:10]: That there's gonna be an amendment to the agenda. [2:14:10, 2:14:13]: not amendment to the gender, but there's gonna be a change order. [2:14:14, 2:14:15]: For this contractor [2:14:16, 2:14:23]: to suffice for the other hundred thousand dollars if we make the decision that was made by this council. Because [2:14:24, 2:14:42]: the aesthetics of it out front, the perception is that we're taking half of the budget f for a contractor and adding half of it with a month and a half left, when the citizens don't understand that the whole three hundred thousand dollars wasn't approved for it anyway, that you said, I remember [2:14:42, 2:14:48]: n you need it in order to suffice the contract that was already at hand. I mean, I I get that. [2:14:49, 2:15:07]: But now the source is not budgeted. The source is now coming from savings. So I I just wish you all would just make it clear out front. When does this let us know the decision you're making? We're gonna have to come back later and do this. And it's not on you right now, Mr. Aaron, because you didn't vote for it, this council did. [2:15:07, 2:15:19]: We have to make sure that we're putting the funding in place so that this won't happen because the perception is we're taking money out of savings to suffice a contract that should have been funded fully anyway. [2:15:21, 2:15:22]: Ms. Gantt you had a [2:15:23, 2:15:43]: No, Mayor, I just wanted to make a motion. I I I do now understand I wanted to make a motion to approve this request. Um and I uh uh my apologies. I don't want uh Councilman Blount made a a great point. Our budget previously was for three hundred thousand dollars. We've expected [2:15:43, 2:15:44]: Expanded. [2:15:44, 2:15:45]: Our territory. [2:15:46, 2:15:47]: And so [2:15:47, 2:15:48]: Um you know. [2:15:49, 2:16:09]: We want to make sure that the upkeep of our right-of-ways are definitely one of our priorities, besides our downtowns, our downtown area. Um and having said that, I'm gonna move that we approve um agenda item number thirteen from three two hundred thousand to three hundred thousand. [2:16:09, 2:16:11]: Because that's where it has always been. [2:16:12, 2:16:15]: Okay, Mr. Alzheimer's a second then. Mr. Thomas, go ahead, please. [2:16:15, 2:16:25]: Thank you, Mayor Ford. Uh Mr. Aaron, thank you for um entertaining my questions earlier uh on this agenda item. [2:16:25, 2:16:35]: And what I need to be really clear on, and the way you explain this and you sort of alluded to it just then, that [2:16:35, 2:16:38]: You had proposed three hundred thousand. [2:16:40, 2:16:55]: It was reduced to 200. So I guess that lead me into a question to the city manager because I think he made the recommendation to to cut that 100,000 from what you had proposed. That's number one. [2:16:55, 2:16:56]: And and [2:16:56, 2:16:57]: Mm. [2:16:57, 2:17:01]: I wanna make sure that and and and what you told me was that [2:17:03, 2:17:04]: The funds [2:17:04, 2:17:13]: was running had had ran out or was running out. But see, my biggest concern is about the scope of work. Now my question is [2:17:14, 2:17:15]: You are not [2:17:15, 2:17:17]: Suggestion [2:17:17, 2:17:19]: Any additional scope of work. [2:17:20, 2:17:22]: You're trying to finish out. [2:17:23, 2:17:28]: the scope of work that was projected when we approved the budget. I is that correct? [2:17:29, 2:17:30]: Yes, sir. [2:17:30, 2:17:43]: So I know w I've heard some comments about add this and add this and add that, but that is not what's happening. You're just asking for the addition of fund to finish out the scope. [2:17:43, 2:17:47]: What was projected the first of the year, i is is that correct? Yes, sir. [2:17:48, 2:18:08]: But in conversation with the city manager for 2024, we did have discussions, so we've uh increased for 2024. We're proposing an increase because we know we uh uh assume responsibility for ninety-one additional miles of roadway and the and the city manager has agreed with that recommendation because there are gonna be some things that come [2:18:08, 2:18:28]: forward in 2024 that we're gonna have to address that the county wasn't addressing, but residents now that they're in the city, they're expecting the city to perform those services. So we recognize that the scope of services is is going to change and we are making recommendations and plans to remedy and address those concerns. [2:18:28, 2:18:36]: But that is for twenty twenty four, but the present item now is right. But since we have two months to go in twenty twenty three. [2:18:37, 2:18:42]: I I want to y be clear is that we're not adding [2:18:42, 2:18:44]: In his scope of work he [2:18:44, 2:18:48]: for twenty twenty three you're just trying to complete [2:18:49, 2:18:51]: The scope of work that was projected. [2:18:52, 2:18:52]: Uh [2:18:53, 2:19:01]: This year for twenty twenty three, is that correct? Yes, sir. And because what I spoke to you about was the [2:19:03, 2:19:08]: was the on North Henry Boulevard, uh, the hill [2:19:09, 2:19:10]: Um [2:19:10, 2:19:21]: And you sort of you know, your answer to that was that you were gonna go back to your staff and we were gonna you were gonna try to see if we could not um [2:19:22, 2:19:42]: Enhance that now. It seems that and I spoke this to you earlier, that it seems that from time to time the heel has been cut, but now, and I don't know if you went by that today or not, but is it I went by that today myself, but it is not being cut. So and you indicated that you were giving. [2:19:41, 2:19:44]: with your staff and and [2:19:45, 2:19:46]: The city [2:19:47, 2:19:50]: or general maintenance would actually [2:19:50, 2:19:52]: Go back and cut that. [2:19:52, 2:20:09]: Yes. Yes, sir. I had a conversation with Mr. Barnes before I came to the meeting and we did address that. We'll go back to the cutting schedule we had that Mr. Knighton had instituted. So we'll cut it back to that frequency. We'll go back to that. In in twenty twenty three. Yes, sir. [2:20:09, 2:20:29]: Okay, because I do understand where we where we need to go in twenty twenty four, but I wanna make sure uh with this agenda item tonight, we're not adding any more scope of work because if we're gonna add then we need to add that as far as the contractors to cut because if if general maintenance can [2:20:29, 2:20:30]: [8431.5, 8444.2]: then we need to add that to the to the contract list to to get it done. But what you're saying is that we're gonna go back. General maintenance is gonna go back and to make sure that it's being cut. [2:20:44, 2:20:53]: Yes, under the under the previous schedule. Like I said, this year we're not adding anything additional. We know in 2024 we will. We're just trying to complete this year. [2:20:54, 2:21:00]: So lastly, uh and and the city manager, I I'd like to really ask how [2:21:01, 2:21:02]: And what was the reasoning? [2:21:03, 2:21:18]: Um, for the cut, I mean, you know, even though you had um requested or asked for the three and it was cut back to two, I I just w what was the logic in that? And I guess only city manager can answer that. [2:21:20, 2:21:31]: I don't know. I don't I don't I you know I mean only again, only the city manager can answer that. Yes sir. This is what we we do. Not not for you, Mr. Aaron. I under I understand your position. [2:21:32, 2:21:33]: Right. Right. [2:21:35, 2:21:46]: Mr. Alfonso, I cut the budget and obviously we came up short on that and that's my fault and I take responsibility. Okay. Thanks. I mean that's I I just wanted to know that's all and that that's that's a great answer. [2:21:46, 2:21:47]: All right. [2:21:47, 2:21:54]: So you done, sir? That's it? Okay. All right. So on that note, the motion is the main segment. All in favor of the motion, please indicate. [2:21:55, 2:21:58]: N announced decision. Thank you very much. All right. [2:22:00, 2:22:20]: Council consideration approved an increase in the annual expenditure amount for sanitation disposal costs from$500,000 to$1 million. Staff requested$700,000 as proposed in the FY 2023 budget, but is reduced to$500,000 in approval for the FY 2023 budget. The increase is needed due to increased disposal costs from adding the annex remote. [2:22:20, 2:22:39]: residents. The funding source uh is from the sanitation fund balance. Mr. Aaron, please. Yes, Mr. Mayor. Uh and Council, we just come before you tonight. We have the money available in the sanitation fund balance to cover the increased expenditures for solid waste disposal as a result of the annexed areas. [2:22:39, 2:22:54]: Mayor. Yes, ma'am. I make a motion that we approve an increase in the annual expenditure amount of sanitation disposal costs from five hundred to one million, and it's coming out of the sanitation fund balance and it's due to the annexation of new. [2:22:54, 2:22:58]: Um to annexation of properties that came in in January. [2:22:58, 2:23:07]: I second it. Mr. Blount, uh second debt, uh all in favor? Okay, go ahead. How much money is in the sanitation fund balance? [2:23:11, 2:23:12]: A bit of boatload. [2:23:17, 2:23:21]: Sanitation fund balance. Oh, sorry. Good evening, Mary Council. [2:23:22, 2:23:23]: Sanitation fund balance. [2:23:24, 2:23:25]: Um [2:23:25, 2:23:44]: One million three hundred twenty seven thousand one hundred and sixty three dollars. So we got one point three million dollars in this account and we're gonna use five hundred thousand dollars of it. So that's still gonna leave us eight hundred thousand dollars in this fund or c somewhere as close to that. That's correct. So we have thank you. [2:23:45, 2:24:05]: All right, if there's no other questions, all in favor of motion, please indicate. It's announced decision. Thank you very much. Thank you, gentlemen. Appreciate it. And the highlight to me that day was not only all the uh panelists, but also the fact that Ambassador Andrew Young was present and gave some words of wisdom. 90 years, 91 years young. And so he's definitely a civil rights icon and a senior leader. [2:30:30, 2:30:39]: Okay, on that note, ladies and gentlemen, I um what is my understanding we do not have a executive session. Uh so if that's the case, I need to motion to agend the meeting. [2:30:39, 2:30:41]: Some move. Okay. [2:30:41, 2:30:44]: Ms. Gantt, second that all in fair, please indicate.
