[0:03:05, 0:03:08]: Deals with lighting, street power street lighting. [0:03:09, 0:03:09]: Yeah. [0:03:10, 0:03:10]: Okay. [0:03:11, 0:03:12]: All in favor of the motion, please indicate. [0:03:14, 0:03:21]: I'm okay with that. Okay. I'll oppose. I abstain. Okay, four zero one. Motion's been passed. Four zero one. May thirteenth would be it. [0:03:23, 0:03:29]: All right, um on that note, five is out. [0:03:33, 0:03:39]: Now I need a motion to uh to um to approve the agenda for the this evening, please. [0:03:43, 0:03:45]: Mr Barnes will move. Is there a second? [0:03:47, 0:03:49]: Okay, Mr. Thomas Second Offer, please indicate. [0:03:51, 0:03:54]: Okay, it's been an announced decision. Thank you very much. Let's move on. [0:03:55, 0:04:06]: All right, what you have before a review of the minutes. Review of the April 8th minutes council meeting at that time. To review those, we'll approve this at our next council meeting in May. [0:04:06, 0:04:07]: Okay. [0:04:08, 0:04:11]: Uh Madam Clerk, any comments, uh public uh comments at all? [0:04:15, 0:04:16]: Okay. [0:04:20, 0:04:27]: Okay, thank you very much. On a quarter reporting, first quarter transportation update presented by Mr Gonzalez. Sir please sir. [0:04:44, 0:04:47]: And welcome back, by the way, sir. [0:05:27, 0:05:30]: [333.0, 334.3]: That doesn't make more sense. [0:05:34, 0:05:37]: Well wait, wait, I got it confused. I got it confused. [0:05:40, 0:05:45]: Oh nothing to do with the streetlights. Nothing. We got the way from work. [0:05:50, 0:05:54]: [355.0, 375.0]: Um today uh presented uh for the update from my reputation advisory group. Um we discussed the past few months. It's pretty some of the ongoing and just give you an update. Um some being project updates. Um one of the previous uh meetings we had [0:06:14, 0:06:29]: was with some questions about the uh the uh impact study for i certainly five commercial vehicle is i have an update off that um some transit uh service updates uh transport change planning and then um just some other member thought [0:06:30, 0:06:31]: Yes, ma'am. [0:06:34, 0:06:39]: Do not can you hear me now? Okay. [0:06:40, 0:06:42]: One of the things with uh [0:06:44, 0:06:45]: Uh little blind here. [0:06:47, 0:07:07]: One of the updates we have here are the major projects around the city. Um one, the major one being unfortunately the Rock Quarry Road project being delayed till September 2024 due to uh environmental permitting. Um it's just uh we'll keep an update on that if if anything changes. Uh the Western Parallel Project uh [0:07:07, 0:07:27]: Connector. Um G Dots almost finished uh acquiring the the right-away on that. Hendry County staff has been helping with that. Uh the new interchange at I-75 at Bethlehem Road is still scheduled for construction at twenty-twenty-five. Um and then there was a c I think I'll be there was comments on uh State Route 42 widening. Um [0:07:26, 0:07:41]: One of them, the one that goes from the the Walmart at 138 to I six I six seventy five will be completed uh twenty twenty seven. Um the other one's a long term uh product uh state route uh forty two widening. [0:07:44, 0:07:55]: Another update we had was that there was the LMIG projects that were awarded in February. So you'll saw send some paving around the county for those projects. [0:07:59, 0:08:19]: One of the updates provided here would be the I-75 commercial vehicle lane. There was concern about the the tie-in, the end of the project uh at one, say Route 155, how it would be the impact when the once construction is open on that. Um, the overall uh summary of the study that was completed. [0:08:19, 0:08:29]: tweeted uh spot sponsored by the county is that the new project will not adversely affect the local traffic. And one of the main reasons is [0:08:30, 0:08:50]: Let's see if the plan come up. Main reason is that the project being two lanes of commercial vehicle lanes will begin in in Macon and drop down to one lane around the Bethlehem uh road interchange section and it'll become a one-lane. [0:08:50, 0:09:00]: lane auxiliary lane for about three miles. So that'll allow the opportunity for vehicles to come in and out of of that particular lane as the uh as the traffic emerges. [0:09:02, 0:09:09]: These are some, this is the the location where it should begin the lane drop at the interchange. [0:09:11, 0:09:19]: As it goes down about two about two point eight miles, a little less than three miles, it will drop off at uh the summit exit. [0:09:19, 0:09:22]: But then pick up again uh on the on ramp. [0:09:23, 0:09:33]: Uh to I seventy five from the summit exit to uh two eighteen. Um there'll be a one mile stretch, uh another opportunity for vehicles to come in and out to merge. [0:09:38, 0:09:39]: Oh see what [0:09:46, 0:09:48]: Another update we had was the transit. [0:09:48, 0:09:49]: Let's go. [0:09:50, 0:09:51]: Yes. Yes, councilman. [0:09:56, 0:10:10]: Is the the two point eight miles that once uh becomes one lane from a after just north of Bethlehem will become one lane, uh new lane, all the way and it'll drop off. I wonder if I can [0:10:10, 0:10:13]: It'll drop off right at the the off ramp. [0:10:14, 0:10:18]: This there's a whole new new lane coming. I don't know if you can see my my pointer. Um [0:10:20, 0:10:20]: But [0:10:21, 0:10:26]: And then there'd be a gap, but then the the arm ramp. [0:10:26, 0:10:33]: uh to the interstate will actually be instead of be emerging, it will be a auxiliary lane and drop off at the the next exit down. [0:10:33, 0:10:34]: Uh two eighteen. [0:10:38, 0:10:57]: And this was a the study um encompassed uh the h the whole area based on traffic studies, uh using GDOT methodology. Um they came to the conclusion that it will not make it worse, it will it'll actually be improving, but of course it'll be much better if the project ended at I-675. [0:10:57, 0:11:17]: Um unfortunately, if it were to extend, it would be another five hundred and forty million dollars. Plus, if you uh consider the fact that these project is a P3 public-private partnership, it could be close, it would be closer to one point uh four billion or so. That's one of the reasons that it would be ideal. [0:11:17, 0:11:19]: Ideal to extend it all the way to I six seventy five. [0:11:28, 0:11:31]: Uh next updates be the transit update. Um [0:11:32, 0:11:52]: The county, uh the tran uh the transit department uh is operating uh micro transit service within the my uh McDonough zone area. Uh one-way rides are five dollars. Um I don't know if they have plans to expand uh that program. Um Mr. Uh Salters uh with the transit director. [0:11:51, 0:12:06]: H hasn't didn't indicate that yet. Um the other topic is the new fixed route bus service. There were some questions I believe on the last meeting uh where where it would be. Um I did I do have some information. [0:12:07, 0:12:27]: I would have put it on the slides, but I received it after the fact. But there is still tentative. There are there are locations already identified, uh along along uh Patrick Henry coming up to uh Eagles Landing through the air um the hospital through the Rockware Road, um downtown uh Stockbridge, uh all the way [0:12:27, 0:12:47]: Leading to the I-75 uh express park and ride bus location. Okay, excuse me for a second. So the that's the kind of route in which it's taken. So the bus stops along and stop along the route line stop bridge, but you don't have a pinpoint location to share? I have tentative location, uh, but they're they're they're not complete yet, but uh Mr. Salter's uh Ty Salter's. [0:12:47, 0:12:47]: [768.3, 781.8]: Well Henry County provide me just tentative location. I can provide those. I can send that those too. Yeah, I appreciate it. If you can filter that through us through the through the clerk and the city manager, if you can filter that through us so we at least have an idea what points the points you're talking about. Yes, sir. Okay, thank you. [0:13:06, 0:13:23]: The other is the service updates. This again, this is the um uh the fixed route locations. Um we had updates on the uh the next boss that's coming up the with the vote occurring November uh 5th of this year. [0:13:28, 0:13:48]: Another topic we uh we spoke about is uh the county um soliciting funds from ARC, uh federal state federal funds. Um this particular my apologies. Uh this particular chart wasn't complete at the time. I did receive more information, one more closely with the [0:13:48, 0:14:08]: Eagles Landing Project is gonna be close to about ten million dollar resurfacing project with eight million uh sis solicited funds uh from the state uh feds. Um the remainder two million will be split between the county and the city. I believe it's a sixty forty uh match. [0:14:08, 0:14:10]: For that partict. [0:14:13, 0:14:24]: You got you have a question, sir? Yes. Go ahead, please. Is this this is the proposal? It's not been is there or is it been approved? It's not been approved. It's been solicited. It's been submitted. Yes. Thank you. Yes, council. [0:14:28, 0:14:48]: Again, the microservice, the bus stop. Um this particular program that the the the county's uh doing is the uh creative bus stops. Um these are will be part of the uh the fixed bus stop routes. Um Mr. Salters, we actually had our uh uh a regular meeting yesterday. [0:14:48, 0:15:08]: had actually provided more information on those. They're gonna be soliciting information if they have any uh to the city. Um these particular bus stops will actually be more unique to each location, um particularly if it's uh a school, they would like may perhaps put some books, uh have some local artists uh there create each of the bus stops. [0:15:08, 0:15:26]: Um one idea that came about and this is uh was an idea from from the transit director is pr uh having the stop here at the amphitheater, perhaps perhaps put in music or or something, but it's more in discussion with the city. Uh well they will want more input from from the the city on that. [0:15:32, 0:15:52]: Uh another program they're they're uh doing is the the county is the wayfinding plan. It's uh unique um signs uh as as the the county starts to uh develop uh the trails program. These will be signs that people will recognize uh having a uniform color shape for an [0:15:51, 0:15:59]: And it some of them will be part of the different cities will will tell you where you're at on a particular location. So they're they're working on that as well. [0:16:02, 0:16:18]: Uh the this uh the next topic is the connected vehicles technology uh deployment. This is a grant that the county received uh placing devices on fire trucks and at at certain intersections. This is a pilot program. [0:16:18, 0:16:19]: Um [0:16:19, 0:16:36]: It's still not not online. They do they they have been installing it d throughout the county, uh which will um eventually when it comes online uh allow uh emergency vehicles to uh easily uh better uh cross intersections, uh high high capacity or [0:16:38, 0:16:50]: Um in those areas like that. Okay, question for you. On not online yet. The time frame they're waiting for G dot on that one. Um they were [0:16:50, 0:16:57]: Let's see, they haven't had a timeline yet. But I I can find more information on that maybe. Sure, it'd be great if you can. Thank you. [0:17:00, 0:17:01]: That no. [0:17:01, 0:17:02]: All right. [0:17:06, 0:17:26]: There's another uh plan in action with Henry County. Um they received uh grant money for this particular safety action plan. Um these the there's been an increasing amount of traffic incidents in the in the county. Unfortunately, it's going on the wrong trend. So this plan will actually uh help identify. [0:17:26, 0:17:46]: locations, uh of course working with the cities, uh locating uh locations that are uh high accident prone and finding ways to to address those different measures and so this this plan will take a whole bunch of uh not not necessarily a band-aid but try to find ways uh to to improve those locations [0:17:46, 0:17:48]: You know, with the limited uh funds available. [0:17:51, 0:17:57]: I do have a question. It mentioned that the all four cities were invited to participate in that plan. [0:17:58, 0:18:01]: Майстейн є с [0:18:01, 0:18:12]: Well, let me take one that particular program, the safety action, actually they're waiting for FHWA uh to sign off and then they'll they'll be reaching out to the cities on that one. Thank you. [0:18:18, 0:18:38]: And this is uh the last of the topics. One of the things that uh as we uh as the group was developed, we were trying to figure out, feel our way what what roles we have. And one of the things that came about is uh some suggestions either from the the council, mayor, or amongst uh citizens which attend the uh transportation advisory. [0:18:38, 0:18:58]: group and one of them was the traffic impact study on I75. So one of the things is as as we work together and there's there's initiative things, I can uh express those in the meetings and we can see if there's opportunities for um for for funding those or for finding ways to uh to find solutions for let's say a particular intersection that's [0:18:58, 0:19:01]: having issues or um things like that. [0:19:05, 0:19:25]: And this is more information on our tag means we have on the website. It shows some funding opportunities, how Sam Baker and his group uh work with diff the different studies they do, uh transportation, uh it's a lot going on so in the the website. [0:19:25, 0:19:27]: [1171.4, 1176.3]: Okay. Council, questions you have for Mr. Gonzalez at all? No. Yes, sir. Go ahead, please. [0:19:37, 0:19:41]: Gonzalez great seeing you again, sir. Likewise, sir. Thank you for your presentation. [0:19:42, 0:19:49]: Um, I vaguely heard you say in the Henry County bus stop created placemaking plan. [0:19:49, 0:20:09]: Uh did I understand you to say something about a stop at the amphitheater tentatively? Yes, counselor. Yes, I'm not sure. Could you elaborate on that a little bit? Uh the there's still a work uh it's still tentative, it's still a draft. Um I'm speaking with Mr. uh Ty Salters with the transit, uh he's the transit director. Uh he [0:20:09, 0:20:29]: They're still tentative and I was asking when you know will it become more is in a few in a few weeks it should be more concrete, but they're still working on the stops and learning um which best placement of those. But I do have he did provide a list on tentative locations. I don't I I don't know if uh they the der uh transit often has been direct in contact [0:20:29, 0:20:37]: w with with with the the council and the mayor, but uh I do have the uh attentive list of of bus stop locations. [0:20:38, 0:20:58]: I know this is preliminary, but do you have are there any discussions as to dates as far as if there's a concerts with with na I'm asking this and you may not know the answer to this, but um are there talks core coordinating the stops or the routes? Uh [0:20:58, 0:21:01]: I [0:21:01, 0:21:21]: I honestly don't do not think it's still attentive. I don't know if they've gotten to that level yet. I know they've considered a lot other factors. Um w one of the things are going to the to the hospital, uh providing stocks, but I do not know it'll it'll be something I can reach out to uh Mr. Salters on that to see if there's anything dealing with how what factors [0:21:21, 0:21:34]: uh determine the stops if if you have consideration that would they be considering, you know, concerts, things like that for high m more high volume um traffic. Because reading I was asking that and I was just wondering if [0:21:35, 0:21:37]: If constrate goers [0:21:38, 0:21:40]: New of the schedule. [0:21:41, 0:21:43]: And the schedule was pretty reliable. [0:21:44, 0:21:50]: And if concert goes, say if they were parking at a particular parking ride. [0:21:50, 0:22:00]: and then just catch this route to come and then to catch it back to wherever they park. I I don't know if it's gonna be coordinated that way. [0:22:01, 0:22:03]: If it is [0:22:03, 0:22:17]: I think that would be great for uh the parking situation and the traffic situation that we have here in the city centered around uh the nights of concerts. And I just want to see could you um [0:22:18, 0:22:31]: Get some more information on the tentative plan and see if it sorta fits into this mode. Uh m mister Salters, he's been great to work with, so I I will I will reach out and see what information he has and I'll afford any [0:22:32, 0:22:52]: Mr. Thomas, what I believe will happen, he'll check into that, but I believe this is only during the course of the of the uh normal five-day uh week and during business hours, I believe. But he'll double check it to make sure. But I believe that's what it is. Yes, sir. I think what the appropriate thing to do is is as he said, it is in a tentative place. [0:22:52, 0:23:12]: Landing stage, correct? Yes. Probably none of that has been worked out. So if that is our desire, Mr. Our Vol he is our volunteer. Right. If the appropriate recourse would be to go to the city manager and say, we would like to see this bus route stop at the amphitheater at on these routes. [0:23:12, 0:23:32]: So we could make some core have some coordination with the city and perhaps the amphitheater or uh certain events that we have in the city. And I would wish every city would do that. McDonald would probably want to coordinate on the geranium fest and that kind of thing. Atlanta Motor Speedway would probably want to do that. But I think if we [0:23:32, 0:23:52]: Want to pursue that angle, we should have Mr. Gardner go to uh Miss Matthews and the whole team, Mr. Salter, and make that recommendation. Sounds like a worthy recommendation, but to execute that, the city manager would probably be the place. We just want to first put too much on you. You you come here, you you uh volunteer the [0:23:52, 0:24:05]: information for us but it's my pleasure. Absolutely we appreciate it. Thanks. And this is this is a time to do it too. If it's tentative, there's be a well I think they would be a much yes. Good deal. Any other questions? Yeah, Miss Barber go ahead please. So [0:24:06, 0:24:16]: Mayor Fort, you just asked this question, or you made the comment about the operations of this bus. Is this only gonna be available Monday through Friday? [0:24:16, 0:24:30]: That part I uh do not know since it's tensitive I I was just trying to get information whether whether what information was available. Um that was the what he provided and there's still i it's still weeks away for any kind of finalization on the on the uh the bus stops. Okay. [0:24:31, 0:24:31]: So [0:24:32, 0:24:35]: We shouldn't expect that this will be a twenty four hour service. [0:24:37, 0:24:46]: I I would I could not tell you on on that part from them. But I I can reach out. I'm sure you will have that information. They're working on it, they've been working on it for a while, so [0:24:46, 0:24:54]: Is it unrealistic to um think that it would run on the weekends, at least on Fridays and Saturdays? [0:24:54, 0:24:55]: Yeah. [0:24:56, 0:25:00]: Up until How are you? Eleven or twelve. [0:25:01, 0:25:13]: Um I don't at this point, I don't think it's going to be a twenty four hour bus service like Motto. Um that's it's Henry Transit, you know, they currently do on call service, but they are going to s expand [0:25:14, 0:25:34]: um how they operate, but I don't think it's gonna be a twenty-four hour service. Um and I will find out from Mr. Salter, because as he s as Mr. Gonzalez said, they're still trying to finalize um which direction they're gonna be going in as it relates to scheduling and routes and all of that. And so once we meet with them, we're gonna [0:25:34, 0:25:54]: determine okay, these are our hard fast stops and then when does it run? And I will share that information as soon as I get it from Mr. Salter with Council so you guys will know. And we'll make sure that if it's going to run in the evening times and in conjunction with our concerts, that would be good to make sure they have those dates. So for the folks who want [0:25:54, 0:25:57]: want to take transit they can do that without having the Uber if it [0:25:57, 0:25:58]: It's moving in their direction. [0:26:00, 0:26:20]: 'Cause I think right now it's mostly some of our main state routes that they're looking at and a few few um Henry County high roads. Yes. And if I'm not mistaken, I don't think McDonough is participating or wanted to participate at this point. It it uh the stop does before. [0:26:20, 0:26:40]: begin in um in McDonough. I think this is the Henry County facilities. I don't think, yeah. McDonough. Excuse me. And um at the time she was kind of taken aback by the whole transit issue and some of the community [0:26:40, 0:26:42]: communicate but um [0:26:42, 0:27:00]: I don't know if they're fully on board but I'll be able to get that information to you guys. But yes, we definitely want to participate. That's been told that we would love to participate and we'll coordinate to make sure that, you know, as best we can that if they're running in those dates and times of our concert to date, that'll be a good thing for our residents to be able to take take advantage of. [0:27:02, 0:27:08]: Uh quite go ahead. Got another question. Let us Mr. Garner, don't leave yet. I I I d look could you come back for a second? [0:27:09, 0:27:09]: Yes. [0:27:13, 0:27:33]: Let us not believe for one second that we can't make recommendations. We just they're not being they're they're asking for feedback on this as well, right sir? Yes. We we're that we don't just have to take what they give us. This is the time to step up and to ask for what we want. You know, our citizens. [0:27:33, 0:27:53]: Citizens pay the pay into this role as Henry County citizens as well. So taking on Councilman Thomas's suggestion, I would ask that we we as the council would suggest that you, Mr. Gardner, go to the go to the transit system operator and the county. [0:27:53, 0:28:13]: And say these are the suggestions, these are our needs. Now whether they act upon them or not, these are the suggestions that we're made that will coordinate with what we're doing. I don't want you to go in there like, yeah, okay, well, tell me what it is and I'm gonna bring it back to the council. I want you to go in there and make some suggestions that will benefit. [0:28:13, 0:28:16]: the citizens. Certainly. Yes, sir. [0:28:18, 0:28:38]: Yes, Mar Marble, go ahead, please. Is there a cost associated with these services? Um, to the city or municipalities? I know it's your five dollar fee to the citizens, but is there your five dollar one just for that one? Microtransit, that's more local units and app for that particular one. This bus service, I d uh [0:28:38, 0:28:58]: The funding, I don't have to check on that. Um I I don't even know if it you be in pain w as you ride the bus. So um I'll have to check on the funding. Okay. As a municipality, is there an expectation from the county for funding from each of the cities who participate in this? [0:28:58, 0:28:58]: Yes. [0:28:59, 0:29:05]: Not that I know of. Okay. Thank you. But I'll I'll de I'll make sure I effort that and get that back to you guys. Thank you, sir. You're welcome. [0:29:08, 0:29:10]: Any other questions from Mr. Gonzalez? [0:29:12, 0:29:21]: Okay, seeing none. Okay. Thank you, sir. Appreciate it. Thank you. Obviously we gave some re recommendations, some thoughts here and uh city manager take charge and work with you on that in the county. All right. Thank you very much. Appreciate it. [0:29:22, 0:29:24]: Okay, well we have a consent agenda. [0:29:25, 0:29:45]: A request, the first one, request for use in the Merrill Manters Conference Center on Sunday, June 2nd, 2024, from 2 p.m. to 5 p.m. a Father's Day event hosted by Councilwoman Yolanda Barbera. Number two, request for use of the amphithia green room on Wednesday, August 21st, 2024, from 4 p.m. to nine p.m. [0:29:45, 0:30:05]: P.M. for a brokers open event hosted by Citywide Development Authority. And number three would be the request the use of the council chambers and the Levi Meeting Room for the annual Youth Council senior ceremony and banquet. And uh the youth council will select a date when both spaces are available. It says here. So that's the consent agenda. [0:30:05, 0:30:07]: [1808.4, 1828.4]: Um so move from the squadron. I would request that uh the first two items be removed from the consent agenda so I can ask some questions of the city manager about the usage at Merrill Manders as one member of the council. If one item is asked to be removed, it has to be removed. So the first two should be removed. [0:30:29, 0:30:30]: I would [0:30:30, 0:30:49]: Hold on a second here. Okay, so first of all sh she made a motion. I it wasn't a second. I don't think it was a second. Okay, so but if you're re you're requesting that uh items one and two be removed for discussion. For discussion. I would imagine that for to do that, I would imagine there has to be a second in a and No, no, sir. Not on the Roberts Rule. The consent agenda has to be unanimous. [0:30:49, 0:30:56]: Well I'll tell you what, I wanna ask the attorney. I want to verify everything here first on that notion. [0:31:08, 0:31:09]: Yeah. [0:31:10, 0:31:11]: So anyone count. [0:31:16, 0:31:36]: All right. All right. So on that note that uh what you're saying is one and two, you want one and two to come off and we can vote on we for to discuss that further. And then item number three in reference to the the third request read uh request for the use of the council chairman for the Levi meeting room for the annual U Council Senior Ceremony and Banquet. And once again the U Council [0:31:36, 0:31:44]: Council will select a date where both spaces are available. So that's on the consent agenda. Okay, all in favor, please indicate. [0:31:45, 0:31:46]: Yes, ma'am. [0:31:47, 0:31:50]: S uh uh y was yeah, was I'm sorry. [0:31:51, 0:31:56]: I'm sorry, Mayor. Yes, ma'am, go ahead. I move to approve the consent agenda for item number C. [0:31:57, 0:32:00]: All right. All right, there you go. All in favor, please indicate. [0:32:01, 0:32:04]: All right, see Nancy says on that note. Okay now. [0:32:04, 0:32:19]: Thank you, Madam Clerk. We'll go back to request uh for the use of Merrill Manner's Conference Center on Sunday, June second, twenty twenty four, two to five PM Father's Day event hosted by Councilwoman Yolanda Barber. So there's discussion on this particular item. What's the discussion? [0:32:20, 0:32:24]: Since this is um an item I asked to be added to the agenda. [0:32:25, 0:32:25]: Um [0:32:25, 0:32:31]: As you all recalled at the beginning of the year, the council voted on the council initiative. [0:32:31, 0:32:32]: Cowder. [0:32:32, 0:32:36]: One of my initiatives was for the Father's Day event. [0:32:36, 0:32:38]: It was scheduled for Sunday. [0:32:38, 0:32:39]: June ninth. [0:32:41, 0:32:58]: It was never confirmed with the event staff. So that date has already been booked by someone else. So all I'm asking is that we change all I'm asking is to change the date of my event until Sunday, June second. [0:33:00, 0:33:01]: Okay, Mr. Gardner. [0:33:11, 0:33:31]: Let me just say I certainly support your use of of this for the Father's Day event and most in the uses that we've been doing of the council. But I have sent out an email to you and the event staff so that we could get together and we could have something to entertain what the economic impact was of the [0:33:31, 0:33:51]: amount of times that the mayor and council had actually allocated the free usage of the center and the impact that it was having on the center. I sent it to you, sent it to Miss Jordan and Mr Mr. Conywell so that we could understand because truly when we use this and we allow it to be used for free, that's put put [0:33:51, 0:34:11]: putting us in a position where there's no income from that particular date or and there is no um there's no revenue on that particular date. Merrill Manders has been suffering from a great amount of uh in a matter of fact has been hemorrhaging funds because of the amount of usage that has been [0:34:11, 0:34:31]: Done uh for years and it has not been turning a profit. But each year we see each more and more events being solicited by the members of the council and members of the public for free usage of the facility. So uh do you have some type of info do you have any information available to reply to that? [0:34:31, 0:34:51]: And if not, when would you might be able to do that? As we add this event and then we add the Citywide Development Authority meeting as well, because I believe we subsidized the Merrill Mandis Center with in excess of maybe about$600,000. [0:34:51, 0:34:51]: [2093.2, 2113.2]: So um no we have not efforted that but I can tell you that the impacts of you guys using that facility is probably anecdotally minimal, but I'll be able to get the the staff is working on those numbers for me. Um Miss Kim was out on vacation last week, so we'll have those numbers hopefully I'll bit get them out tomorrow. Um as [0:35:13, 0:35:22]: As it relates to the green room, we don't get requests for the leasing of the green room to any extent. Um, so there's no financial impact. [0:35:23, 0:35:43]: per se for the use of the b of that for that room because it's ninety per ninety nine percent of the time outside the concert series it's empty and unused. So and so we don't get a lot of requests for the use of it for paid perspective. Um as it relates to the Moral Mandis, and I know you guys have heard me say this before, um [0:35:43, 0:36:03]: Um every con every conference center pretty much in the state of Georgia operates at a loss. They they are usually subsidized through hotel motel tax. Whether you're talking about the World Congress Center, the GICC or the Savannah, they do not break even. They're subsidized through hotel motel tax or in some cases [0:36:03, 0:36:23]: Rent a car tax. They just, they're not built to be 100% profitable. The benefit to your community of those is they bring people heads and bed faces in places, which is known in the hospitality industry. But that's pretty much it. I think out of the year, I think council as a whole. [0:36:23, 0:36:35]: whole utilize probably no more than six days out of the whole calendar year for events. But I would say I will definitely definitely get that number to you to the whole council so y'all can see. [0:36:35, 0:36:55]: The the reason that I say that is because uh on a day, particularly weekend dates, when we give the facility away for free, then that's a day that's lost profit. And when we allow a group to come to us and say, Let me use the facility, and then they use the facility for free instead of paying for the facility. [0:36:55, 0:37:03]: facility that has an impact on the system? Two. It has two. Um so if you think about it, yes it might have an impact that it didn't get rented. [0:37:03, 0:37:11]: But it also has another op e equal and opposite effect of if I've never been there before and I like what I see, I might come back and rent it. [0:37:12, 0:37:17]: Right. So there's the other side of that coin that it actually also showcased. [0:37:17, 0:37:37]: um the facility to those folks to know that yes, for some folks they didn't know that it was there, that it is there and it is leasable. And so if they're gonna have an event, I might want to go to the Merman des Center rather than go on to Jonesboro somewhere else. So there's an equal opportunity um side of that coin. It when you guys use it and you bring people from the outside to your events into that [0:37:37, 0:37:44]: facility, that's part of you guys showcasing that when you when you do that. So people sometimes we get repeat. [0:37:45, 0:38:05]: You would get repeat folks who come back and rent it because they say, Hey, I I was here for an event. I enjoyed my time and um I'm gonna hold my event at at this location and and that's how we, you know, that's that circle goes full circle for us. That certainly is something that I would certainly agree with that there is, but the trajectory [0:38:04, 0:38:24]: Of where we are is the subsidy increases every single year that we have to put into the facility. So I would like for you to come back with that data so that we know the next time someone asks for a f for usage of the facility with an additional event, what uh impact that it will have on the fact that we're going to be able [0:38:24, 0:38:33]: on the facility so we can get that trajectory turned around to where we aren't increasing the subsidy each year. So thank you. [0:38:34, 0:38:34]: You're welcome. [0:38:35, 0:38:54]: I would tell you that um it it uh w I know you're gonna check into this Mr. Gardner, but I'm tell you recently uh there's been the first readers um uh activity that's been there. Henry County Chairman had the annual awards b uh board there. Piedmont Henry had the fun recent fundraiser there as well, and then Sheriff Scandas had a another activity there and this is all within the last [0:38:54, 0:39:14]: Thirty days, I think it is. Actually, so I was just gotta curious, what's getting you? So but I'm uh he's been tasked. Mr. Garner's gonna get this the results of of information we need and uh we'll go from there. Just wanna mention those wonderful events that w just recently were in Merrill Manor's. All right, so um Mayor Ford. Yes, sir. I moved to [0:39:14, 0:39:27]: Accept and to allow the use of the Merrill Manders for the Father's Day event. Okay. Sir second that money. I second that. Thank you, sir. No problem. All in favor, please indicate. It's an unanimous decision. Okay. Fantastic. [0:39:28, 0:39:29]: Mayor Ford. Yes, sir. [0:39:31, 0:39:32]: Yeah, so go ahead, please. [0:39:32, 0:39:46]: B, yes. Uh just out of curiosity, um the brokers open event, I noticed there's n no background documentation. I'm just curious what what is that? [0:39:47, 0:40:07]: Mayor, if I may. Go right ahead. Thank you. Um, as a member of the development authority, this is the second annual broker event. What they do is they allow that real estate brokers to come in and discuss land and opportunities for economic development um in the Stockbridge city limits and area and and land [0:40:07, 0:40:11]: land that is available for sale as well. So it's the second one. [0:40:11, 0:40:16]: Thank you. All right. Thanks. Is there a motion to accept this? Yes. So move. [0:40:16, 0:40:25]: I stuck it. Okay. I suck it. No, no problem. So from Alexander to Gand, all favorite please indicate. Now she says, Thank you very much. Okay. [0:40:27, 0:40:28]: We'll move on. [0:40:29, 0:40:38]: Unfinished business. Council consideration to approve the amphitheater parking map for free and paid parking locations and rideshare locations. Mr. Gardner, please. [0:40:47, 0:41:07]: Uh good evening, Mayor Council. Um before you you have a map that illustrates um the parking, both public and um private park um paid parking uh for uh amphitheater goals, concert goals um uh staff wants council to consider approving the [0:41:07, 0:41:08]: uh map. [0:41:11, 0:41:20]: Conversation yeah, can we display the public the map so the public can see it, so they understand what we're talking about, and they understand we have that capability now. [0:41:39, 0:41:39]: Madam City Clerk. [0:42:02, 0:42:02]: I got it. [0:42:19, 0:42:19]: There you go. [0:42:21, 0:42:41]: So the parking that's actually um in conjunction with the amphitheater, which is along East Atlanta Road entrance points, and then the um parking that's directly behind City Hall, between City Hall and the municipal court and community development, those are uh considered uh [0:42:41, 0:43:00]: Um paid parking as part of which uh vendors can purchase as as they go um purchase their tickets. The others are the back parking lots that we currently we completed the lower the northern parking lot this um this winter. So that's parking lot is ready. Um [0:43:01, 0:43:17]: And then we have the parking um just directly behind the amphitheater on Lee Street. That parking is is available and has been available last year. Um we do have work with the uh owners of the uh convenience shopping center. [0:43:17, 0:43:21]: Uh and they allow for us to utilize the parking, so does the school. [0:43:21, 0:43:28]: Um in conjunction with the school principal, we have access to utilize dose parking as well. There's parking on Burke Street. [0:43:28, 0:43:47]: Um and as well as as the property that we own for the tag office uh and the library, um, for folks to be able to park and then off when we aren't aren't having any rainy events, we sometimes allow folks to park um on the three acre site that's directly across the street from from the amphitheater. [0:43:48, 0:43:52]: But that's just lightly highlighted. But those are the public parking, those are the paid parking. [0:43:53, 0:43:58]: What's highlighted in red is paid. What's highlighted in blue is your free parking locations. [0:43:59, 0:44:03]: Mayor Ford. Yes, sir. Go ahead, please. Mr. Gardner, um [0:44:04, 0:44:20]: I brought this forward last year and the last well maybe two seasons ago, concert seasons ago, and I just noticed in your presentation just then you did not mention uh unless I just didn't hear it, uh the [0:44:20, 0:44:23]: Uber and Lyff Parkin. [0:44:23, 0:44:26]: Uh I I think this is very important. [0:44:26, 0:44:28]: I noticed um [0:44:28, 0:44:30]: Last year I believe it was [0:44:31, 0:44:34]: uh concert goes running across the street. [0:44:34, 0:44:36]: Trying to flag down [0:44:36, 0:44:38]: Uh their Uber driver. [0:44:39, 0:44:44]: So I think that uh the the site need to be clearly designated. [0:44:45, 0:44:55]: uh signage and it just need to be known. Uh so far as drop off and pickup. So it need to be well um [0:44:56, 0:44:57]: uh signage. [0:44:58, 0:45:18]: uh and advertise so folks to just know. Because again, as we talk about free parking, paid parking, I think it is convenient for some to be able to uh Uber in, lift in, and we just need to make it convenient for us a designated place. [0:45:18, 0:45:26]: where uh people can actually go to actually um, you know, for these drivers to actually be parked. [0:45:27, 0:45:45]: And I I just don't see that in this presentation. Yes, sir. I and and and my fault I uh didn't catch it. It was on my other map, but we we went to the sophisticated map. But yes, there um and I remember this, there's there was usually a feather banner that sits right next to community development. [0:45:45, 0:45:48]: If I remember correctly, I know we had it one season that had um [0:45:49, 0:45:50]: Right here. [0:45:50, 0:45:52]: Is that the uh the court? [0:45:52, 0:46:04]: Yeah. Um that's the location I think is designated. It wasn't put on here. We'll amend this before we put it ba put it out. Um once approved, we'll have that there as ride rideshare rideshare parking. So how how how do we [0:46:04, 0:46:21]: signage that how do we get that information out. So we have a website, do we what channels do we just make sure this information is out. Yeah. So once you guys approve this map, this map will go up on the concert on the concert map as well as on the city's website. [0:46:22, 0:46:42]: On that website, so you'll be able to see that and we'll I'll make sure we highlight the area next to the um courthouse, the parking right there by community development. That's where the ride share is located at. I know one concert yeah we actually did have a feather banner, the big feather banners like the one that's sitting out here right now. That was out there that had rideshare on it. I don't know if it was there last season, but I think twenty twenty [0:46:42, 0:46:43]: twenty two it was out there. [0:46:43, 0:47:00]: But we'll do you know how many cars or employees or city cars that are parked there on a permanent basis on the weekend? Um there's roughly one, two, probably three, no more than four city vehicles to the park over there. [0:47:00, 0:47:20]: But for a ride share, it it's about exit and entrance. It's not really about stationary parking. Right. So they allow for them to come in, meet whoever that that person is that's uh requesting the the ride share and then drive off. Well the reason I ask because I don't know how many Uber, how many ride share, how many vehicles actually try to get in there. [0:47:20, 0:47:40]: gets out there. Yeah. Because you have a lot of folks that just they're just five, ten, fifteen minutes away. And we may be inundated with that. And I just think we need to be proactive to make sure that um you know we are accommodating and you know for that. Because and and I and I and I and and yes we I need to address that, make sure that areas [0:47:40, 0:48:00]: address because also it's actually free parking as well. So because I've parked there before during concerts and just walk behind community development and come into the concert. But no but i i i if it's free parking so how would how how are the uber and lift cars gonna so uber and lift they're not a if you you know when you use them they're not stationary. [0:47:59, 0:48:01]: So they come in. [0:48:01, 0:48:02]: You know [0:48:02, 0:48:10]: On the app. It you know, they have my picture. But they will be there at least two, four or five minutes, trying to get that [0:48:10, 0:48:26]: Yeah, you the person will be there, but usually the by the time that, you know, it tells you your ride is it's within one minute, two minutes, mm-hmm. And then you go out there and you meet your ride. So that Uber then you jump in and take off. So for the cars that are uh actual park, [0:48:26, 0:48:38]: They're not infringing on that'cause the cars are just sit and wait. But what we could do is we can designate and it's gonna help somebody to be there p to police it.'Cause I'm gonna say, Mr. Garner, I I foresee [0:48:39, 0:48:59]: Cars trying to get in, trying to get out. Those that are parked there, they're trying to get in. When the concentration is over, they're trying to get out. I just really just see a log jam. I'm okay, you know, with every free parking that we can sort of make available, but I just foresee uh a problem as far as traffic jam right. [0:48:59, 0:49:06]: Right,'cause it's tight right there. And you do have that traffic on North Henry uh, you know, going in both directions. So [0:49:07, 0:49:11]: I I know we can sort of work it out, but I just foresee a problem if we don't. [0:49:12, 0:49:26]: think ahead and and and foresee the logistical problem that may occur and try to work that out. Yeah, we'll we'll work with it. But yeah. So that that was uh we forgot I forgot to put that in there, but yes. That was designated. [0:49:26, 0:49:32]: It's a madhouse. Yeah. Everybody's trying to get out. Everybody trying to get out and go. Yes. And even trying to get in. [0:49:32, 0:49:52]: Yes sir. Just saying. Yes, sir. And and yes, you know, that's going to be um problematic either way, whether it's, you know, we get making that left hand turn motion to go west, go east on on North Henry is always gonna be problematic during the events. Um hopefully the rideshare folks will be able to know that, hey, you can actually [0:49:52, 0:50:12]: goes a certain point and come back and and and come back and last question mayor. Go right since um how how many parking spaces would you say are there, even though city employees are parking their car and I know you say you park there sometimes. So how many spaces would you say are there? And the reason I'm asking is how feasible is it for it to be [0:50:12, 0:50:14]: uh free parking. [0:50:18, 0:50:20]: You're referring to the courthouse? Is that what you're referring to? [0:50:20, 0:50:21]: Yes. Okay. [0:50:26, 0:50:29]: It's about twenty five twenty five to thirty parking spaces. [0:50:30, 0:50:42]: Okay. Twenty five to thirty, I think y'all have around a so twenty? Twenty. Okay, so twenty. I was trying to count it from the map. And that's and that's sort of down in the back. So you have the you have the circle area at the back where you can go and [0:50:44, 0:50:51]: Right. I mean you can t it's it's a cold sack. So you can go down, come around, as long as as long as people don't [0:50:52, 0:50:57]: Take advantage of parking in that circle. One way in and one way out. It is one way in, one way out, sir, yes sir. [0:50:57, 0:50:58]: Okay. [0:50:58, 0:51:04]: Well we'll we'll try to work through it, but I think we just need to designate, you know, that space for Uber and Lyft. [0:51:04, 0:51:13]: Yes, sir. That it was already designated and I I'll highlight that so when we put the map out, we're gonna put it out on the uh Stockbridge Amp and we're gonna put it on the city's website as well. [0:51:13, 0:51:25]: All right, thank you. I yield back, Mary. No problem, sir. Appreciate it. I would say d designate that, yeah, absolutely, but I would venture to say that a lot of folks will probably use a front part of the amphitheater to be picked up and dropped off. I would imagine that's gonna happen. [0:51:26, 0:51:37]: Even though we have a designated spot. I got it. But I'm pretty sure that some folks will say, well, just give it straight to the event. After the event, you're gonna have you're gonna have people egressing out at the end of the events are gonna be making [0:51:37, 0:51:40]: The left hand turn and right hand turn motion. [0:51:40, 0:51:41]: But uh [0:51:42, 0:51:46]: I know that the police and and mister Harold was coordinating the traffic flow. [0:51:47, 0:51:47]: Um [0:51:48, 0:51:50]: But you will have some folks who are gonna try to exit. [0:51:51, 0:52:11]: You know, the paid folks are gonna exit out of the two areas, the one further to the south, the one further to the north that's in conjunction with Love Street. So that gives them an opportunity to make, and I think um I don't know if the Harrow's here, it was. Um, when they do the traffic, they're pretty much guiding everybody to make right-hand turns rather than beleaguer traffic by training. [0:52:11, 0:52:29]: trying to make that left hand turn motion. So you have to go around. Um I know they did that one they did that last year. So they're gonna coordinate that and we'll make sure that we highlight the community development parking lot, court parking lot for for White Chair and try to restrict a couple of lots in there for folks to be able to come in. Come on. [0:52:30, 0:52:33]: Any other questions about pre parking or thereabout? [0:52:35, 0:52:36]: Yes, ma'am, go ahead, please. [0:52:37, 0:52:47]: Yes. Mr. Gardner, that area directly across from City Hall. Can you zoom into that area? I see that you have the blue box. [0:52:47, 0:52:49]: But it does not cover [0:52:49, 0:52:50]: Oh. [0:52:50, 0:52:55]: Or the area. Um cities portion. [0:52:56, 0:53:00]: Yeah, so we can hide I we can change that and highlight all of it. Um [0:53:01, 0:53:21]: And like I said, it's it's not o every time that we use it, if we know that there's gonna be a rain event, we don't we don't allow parking over there because we don't want them to tear up the grass. Um so we just restrict it. Um but for the where we have when we have those clear weather events, um we tend to allow for parking and make sure [0:53:21, 0:53:23]: Folks parking to get egress and egress out of there. [0:53:24, 0:53:31]: I didn't know that any of the events they were restricted from parking there last year. [0:53:31, 0:53:40]: They weren't. No, I don't I can't remember if we had any rain events, but I know when we did had forecast for rain, we didn't allow folks to park there in the rain. [0:53:41, 0:54:01]: Okay. Um I remember but for the most part, when it doesn't rain, we do. Now remember we we started a couple of concerts out real good and then had to rain hit us after the fact. Um but for where we got good predictions on those we tend to just go ahead because it's at that point some of it is hard gravel, some of it is grass, especially directly across from us, it's mostly grass going over. [0:54:01, 0:54:16]: Um so as long as folks can get in and out um without tearing up the grass, we we we look into that before we do it. So it's just an additional parking for folks to be closer to the amphitheater to get across. [0:54:17, 0:54:37]: Uh, what in reference to that area you're referring to, because of the quiet zone designation, especially on Love Street, if you're gonna park back there it's gotta be some specific signs of how to get back there because it's a little change now. Yes. In reference to that'cause we got some it's gonna be a little it's not it's not gonna be easy, totally easy to get back there. So for those folks, um [0:54:37, 0:54:41]: Um obviously to get in, uh it's one way. [0:54:42, 0:55:02]: L going north to south. Mm-hmm. So it's one way. So to get back they'll egress back and come up back behind the school and over here on um on the corner at the light. And then be able to disperse left or right at that point. Or go straight ahead. It's gonna have to be designated pretty pretty easy for people to understand how to do that. Because the sign the signs are up, they're designated as [0:55:02, 0:55:04]: One way this direction [0:55:06, 0:55:18]: I will tell you, just leave it to people, right? I literally saw a guy wait until traffic passed the other day and I purposely slowed down to watch'cause I know what his intent was. He was at Ward [0:55:18, 0:55:23]: Rather than turning right as required, he came up the came up the wrong way. [0:55:23, 0:55:28]: sit that sat there and waited for traffic to go by and then drove in the left hand lane [0:55:29, 0:55:46]: to go right at the train tracks where the train the the the dividers are. Went across at that point to go lu go east on on Love Street. That's why it's gotta be designated at least. He's gonna get hit. [0:55:47, 0:55:55]: 'Cause at that point there's nowhere for him to go if he gets stuck on that track. But he chose to make that and all I did was just look at him and say, You know what, and shook my head, you know. [0:55:56, 0:56:01]: Okay. Yeah, Ms. Alzheimer, go ahead, please. Yeah, pull back out to the uh entire map again. [0:56:07, 0:56:27]: Okay. Let us emphasize the two new parking positions that are available on Love Street that were not there before. That certainly would be the preferred area. It's a paved area. You don't have to worry about rain. And those parking lots are designated as free. [0:56:27, 0:56:45]: So anybody who would have come through that uh Lee Street, North Lee Street area, um would think that that should be understanding that we have two new parking lots there, total of ninety-one spaces, I believe, that are now available that were not available. [0:56:48, 0:57:08]: You're talking on the back side of the amphitheater. Right, on the back side of the amphitheater. That's right there. So point to there where North Henry Boulevard is, and that's North Lee Street. Correct? Right. Correct. Yes, sir. Right. So the public, we are, we hear you, and we have may added some additional paved, approved parking areas. [0:57:08, 0:57:28]: On North Lee Street. Certainly you're available to park uh across the street from City Hall, but it's about the same distance to park there in an area where it did start to rain, you wouldn't be in a situation where your car was getting in the mud or in a situation where um [0:57:28, 0:57:48]: The city grass would be dis would be torn up. And folks need to understand if you're out there now and you see this box uh across the street from City Hall, there is no way to cover off of East Atlanta Road. You can't drive over the new curbing that we have on the street. You cannot drive across East Atlanta. [0:57:48, 0:58:07]: Able to come on East Atlanta and then drive right over there to that parking area. You can no longer do that because there is a high curve there and there are some plantings there. So certainly want to make sure everybody understands you cannot access that area across from City Hall uh via East Atlanta Road, correct? [0:58:07, 0:58:08]: Correct. [0:58:09, 0:58:12]: Thank you. Ms. Barber, why you have a motion? Okay. [0:58:13, 0:58:21]: What I'm I'm I'm sorry, you had another question, sir. One last question. Yeah, go ahead, sir. Uh Councilwoman. Uh Mr Gardner. Yes, sir. The [0:58:23, 0:58:43]: Property, the railroad's property uh on ML King Heritage Trail, um, where the where the railroad, what you call that, the uh yardman, yep, right. Right, the storage yard. Um at one point there was a discussion that the city may be able to use [0:58:43, 0:58:44]: Use that. [0:58:44, 0:58:49]: Uh I don't see the railroad using that, it just junk there. So [0:58:50, 0:59:04]: Is that part of any discussion to be able to get that cleared out so the city could use that as free parking? Yes, sir. Cause I think somebody tried to charge one year. [0:59:04, 0:59:14]: Yes, sir. You know, when we first started, I think when I got here, um people were able to park, but then the railroad um put the the um chains up to restrict it. [0:59:14, 0:59:34]: Um and I know why. I mean obviously they don't want if a train derailed it is tearing up that area. Um especially with no permission to do so. But yes, we uh finally was able to land a contact person who I've already reached out to um to discuss ultimately leasing that property out to the city. Um that [0:59:34, 0:59:54]: That and the the property at the end of um at the intersection of First Street and MLK. There's a portion there by by Carby's barbecue. Yeah. Um to lease the city out and allow for us to actually do the improvements, kind of what you see in um Locust Grove. Uh and so we've reached out [0:59:54, 1:00:04]: I've reached out to that person. I actually went over there and spoke to the guys and said, Hey, I need a point of contact to talk about this piece of property. Uh and so they gave me that contact. I left him a message yesterday. [1:00:04, 1:00:24]: Uh we had been searching and scouring the web for somebody in their real estate department and we just kept getting the runaround. But now I actually have a name and a person and a contact um to be able to make uh see we could get a decision made on doing that. We put together a rendering because we were told by Locust Grove, you know, show them where, show them what you're trying to do. [1:00:24, 1:00:44]: Um and they'll pretty much answer you. So we're everyone that Locus Grove gave us as a point of contact, apparently either no longer works for the railroad, uh have moved on to a different division. And so we had to start from scratch. But yes, we've reached out um and we're aggressively trying to get use of that property because it serves two purpose. As we [1:00:44, 1:00:53]: we as we get more businesses downtown, it'll be additional parking for folks for those businesses downtown as well as when we have concerts. Um so that's we're working on that, sir. [1:00:54, 1:00:55]: No problem. [1:00:57, 1:01:05]: Councilwoman Barber Guay, please. Okay. I move to approve the amphitheater parking map for free and paid parking locations. [1:01:06, 1:01:09]: As presented, but with the following revisions. [1:01:10, 1:01:18]: One at the area uh outside of the municipal court for rideshare. [1:01:21, 1:01:26]: And we need the free parking signs there. [1:01:26, 1:01:32]: Two, expand the area, the blue area of the map. [1:01:32, 1:01:38]: that covers the city's property lines directly across the street from City Hall. [1:01:38, 1:01:42]: Yes, sir. And also add the free parking sign. Yep. [1:01:43, 1:01:44]: Three. [1:01:45, 1:01:50]: add signage entitled free parking for all of the designated areas. [1:01:52, 1:01:54]: as you have for free parking. Yes or no. [1:01:57, 1:01:58]: That's it. [1:01:59, 1:02:00]: Is there a second emotion? [1:02:02, 1:02:06]: Okay. The second one, Mr. Thomas Offair, please in the case. [1:02:07, 1:02:09]: Unanimous decision. Thank you very much. [1:02:11, 1:02:16]: New business. Number five, we stayed the thirteenth of uh [1:02:18, 1:02:21]: Actually in May. We'll deal with that in May. [1:02:21, 1:02:41]: Council Consideration number six. Council consideration to approve invitation to bid ITB 2024-002. Walterway Pine View Memorial Park Lyft Station Rehabilitations to SOL Construction LLC Funding Source PLOS$51 Sewer Fund Balance [1:02:41, 1:02:46]: one million four hundred and four thousand eighty six dollars and eighty seven cents. [1:02:47, 1:02:49]: Sewer impact f uh fee. [1:02:49, 1:02:52]: Three hundred thousand dollars for an total amount of two thousand [1:02:53, 1:02:58]: Seven hundred and four dollars and eighty six uh dollars and eighty seven cents. Mr. Aaron, please. [1:02:58, 1:03:18]: Yes, Mr. Mayor and Council. Uh we come before you tonight to ask for your approval to award this bid for upgrades to our wastewater treatment collection system. Currently with the number of projects the city has approved, it's gonna require us to do some improvements on our side. These projects will generate five point five million dollars in impact fees. [1:03:19, 1:03:37]: for the city's uh sewer depart sewer and water department and we want to just con ensure that we remain compliant with our permit limitations and make the necessary improvements to these facilities that have exceeded their serviceable life and so we're asking that you approve this tonight. [1:03:38, 1:03:39]: Questions, Council? [1:03:41, 1:03:47]: Mayor. I move that we approve the um improvements for the wastewater imp plant. [1:03:48, 1:03:50]: To a second of the motion. [1:03:51, 1:03:53]: Second. Okay, Mr. Alison, a second. All favor, please indicate. [1:03:55, 1:03:58]: Opposed. Which one are you, Ms. Barber? I'm sorry. You approve? [1:04:00, 1:04:04]: Okay, this is an amb decision. Thank you very much. Thank you, Mr. Mayor and Council. [1:04:06, 1:04:26]: Council consideration approved the purchase of JCB backhole under source well contract number 02023 JCB with uh West Pro JCB an amount of$130,748.83. Funding sources from the Public Works Department budgeted funds. [1:04:26, 1:04:32]: Yes, sir. Oh well, Mr. Barnes is gonna give this uh this presentation. Thank you, sir. It's yours. [1:04:34, 1:04:54]: Good evening, Mayor Council. Uh Public Works is requesting that uh you approve the funding for the JCB backhoe. Uh we do have a backhoe currently, but it's 20 years old. Um it's not sufficient for what we have in mind. Um, of course, digging. [1:04:54, 1:05:01]: Pushing things off the road. So we're just requesting that you all um take consideration and fund this for us. [1:05:03, 1:05:06]: Okay. Questions, Council. Mayor. Yes, ma'am. [1:05:06, 1:05:26]: Um, so you're saying that it's already budgeted for it in twenty in this year's budget, correct? We've already budgeted for it. Yes. Okay, well, Mayor, I move that we approve the um JCB backhoe under source well contract number zero two zero two two three, JCB with West Pro JCB, in the amount of one hundred and thirty thousand seven hundred. [1:05:26, 1:05:28]: Hundred and forty eight dollars and eighty three cents. [1:05:29, 1:05:29]: Okay. [1:05:30, 1:05:34]: Is there a second second for that motion? Sir. Okay, sir. [1:05:35, 1:05:41]: You have okay, what's your okay, motion was made in second from once again to Gantt to Alexander. Ms. Barber, what's your question? [1:05:41, 1:05:42]: Mr. Aaron or [1:05:43, 1:05:44]: I'm sorry, sir. [1:05:44, 1:05:47]: So last year I'm seeing that [1:05:47, 1:05:48]: Um [1:05:48, 1:06:01]: For this line item it was budgeted fifty thousand. I don't see an actual so I don't know if you all actually purchased one last year or not. Are you looking at the confirm that? Are you looking at the backhoe you said for fifty thousand? [1:06:03, 1:06:05]: I'm looking at the budget worksheet. [1:06:05, 1:06:06]: The budget worksheet. [1:06:09, 1:06:19]: I think we have budgeted two hundred thousand dollars. We have not spent anything on uh what was allocated in the budget, so this is the first expenditure we requested. [1:06:20, 1:06:22]: So in the twenty twenty three budget. [1:06:23, 1:06:26]: This is for the from the twenty twenty four budget. [1:06:26, 1:06:31]: I know. My question is from the twenty twenty three budget. [1:06:32, 1:06:45]: I don't know if you purchased one last year or not. Did you No we didn't. We didn't have it funded in but last year's budget. The actual for twenty twenty three is not reflective here. So that's why I asked. Yes. Thank you, sir. [1:06:49, 1:06:49]: Okay. [1:06:50, 1:06:51]: Any other questions? [1:06:52, 1:06:54]: All favorite motion, please indicate. [1:06:55, 1:06:57]: So a gignamous decision. Thank you very much. [1:07:01, 1:07:02]: One second here. [1:07:05, 1:07:25]: Council Consideration approved the purchase of a Kubota utility cab tractor under source well contract number 031121 KBA with a Mason Tractor and Equipment Company Incorporated. The amount is$55,000, 885 and 26 cents. Funding sources from the Public Works Department. [1:07:25, 1:07:30]: budget of funds. Once again, Mr. Al Barnes, sir, please. [1:07:31, 1:07:51]: Okay, um yes, Public Works is asking that the council approve the purchase of this Kubota utility cab tractor. And what this is actually is a bush haul that will be used to um cut alongside the roads, fields, everything, pretty much the the handle, some of the annexed area that we all include. [1:07:51, 1:08:01]: incorporated. Um also too with using this, this uh help not put a strain on our zero turn lawnmowers that we currently use on some of our ride-of-ways. [1:08:02, 1:08:02]: Yes. [1:08:02, 1:08:19]: Questions will that help in the areas that have that the deep, um I guess runoff or ditch on the sides of the roads, like specifically those areas going up lip and road that have the deep drop off and I know like some of the equipment can't get over into the area. With this equipment [1:08:19, 1:08:39]: No, uh pretty much like this equipment right here where we use mainly you would see like rock quarry, how wide that how wide that area is. And then also too when you come across MLK trail, that big field that's alongside that bridge, that area like that. Um if we put a zero turn out there, you take in maybe [1:08:39, 1:08:54]: two, three hours to cut that versus having a tractor to do that. Um that ditch area that you're referring to that we will mainly use weed eaters for that. So we'll have guys get, you know, saying weed eating down them ditches and stuff like that. And then also to [1:08:55, 1:09:08]: In the near future, a boom or will actually help with that. And that'd be coming hopefully next year. We'll be back up here for that. Yeah, quick. Yeah. Oh, we need that too. So but right now just this'll help as far as the cutting. [1:09:10, 1:09:30]: Mayor. Yes, ma'am. And this is coming again, once again, in the budget that it's actually budgeted for for this year? Correct. All right. Mayor, I would like to make a motion to approve the Kubota utility cab tractor under Source Well Contract 031121-KBA with Mason Tractor and Equipment Company. [1:09:30, 1:09:34]: for the amount of fifty five thousand eight hundred and eighty five dollars and twenty six cents. [1:09:34, 1:09:54]: There's a second motion. Second, I'd just like to have a comment as well. Stand by. Yeah, I certainly appreciate this piece of equipment as you said to be able to uh help us impact those uh right of ways. Uh the areas like we um supplement the contractors [1:09:54, 1:10:14]: uh out there uh as well. A lot of times that debris and growth starts to grow over. This will be able to help to kind of push that back like along campground and some other areas like that. The country to doing a good job, but a lot but a lot of times the overgrowth will start to come in and kind of push back that line. So this will help us to be able to [1:10:14, 1:10:20]: It it will in a sense, but also to [1:10:20, 1:10:40]: That's another piece of equipment, but this will help. This will help for the most part. I mean on the grassy area. On the grassy area, yeah. But then also too, what you're talking about them bushes, hopefully uh we'll have that in the budget for next year. But that's a little bit more expensive equipment. But I'm glad you do have that in your mind. So when we do present that, that's gonna be something as well. [1:10:40, 1:10:41]: [4241.5, 4250.0]: Cut some of them trees back and everything and push that line back as well. Yeah, as mista and and I and I see this all the time when I go to the barber shop. [1:10:50, 1:11:10]: The area in front of Mandley. We only cut maybe like 10 feet in front of that. Certainly would this would help us to be able to cut that area along Walt Stevens right by the barbershop area. Yeah. So that we're not just cutting that 10 feet. We're cutting all the way to the fence of uh of Mandalay, which it tighten that up a lot. [1:11:10, 1:11:10]: Yeah. [1:11:10, 1:11:18]: Any other questions, concerns, discussion? I do. Yes, go ahead please. So I need to ask this again. So is this something that was budgeted last year that you all [1:11:19, 1:11:24]: Did not purchase last year but you Correct. Yes, this would be the same as the the backhoe. [1:11:24, 1:11:27]: Thank you. Um [1:11:28, 1:11:34]: That was it. Okay, motion was made in the second law in favor motion, please indicate unanimous decision. Thank you very much. [1:11:34, 1:11:35]: All right, thank you, Mayor Council. [1:11:36, 1:11:36]: You woke up. [1:11:39, 1:11:59]: Council consideration to piggyback on contract with Gales Incorporated as outlined in Henry County Resolution 23-268 and bid number 24.01 up to the maximum amount of uh one hundred thousand dollars for uniforms and equipment presented by uh major, right? Major Richard Goffrey P. [1:11:59, 1:12:02]: Please, Starbury's police department. [1:12:02, 1:12:08]: Mayor Council, good evening. The item I have you before you is a request for council to approve the [1:12:08, 1:12:28]: Minimum purchasing threshold for our existing piggyback contract with Galls Incorporated. This contract currently exists with Henry County Board of Commissioners, Resolution 23-268 and bid number 24-01. We're asking the threshold be raised from$50,000 to$100,000. [1:12:28, 1:12:29]: [4350.6, 4352.9]: Okay. Questions for Major Goffrey? [1:12:33, 1:12:53]: So kinda if you would just kind of explain to us the what this does for you, because obviously you're saying that the threshold is not high enough in what you're ordering. Yes, sir. Currently, uh as you well know, uh as of January of last year, we added code enforcement to the PD. We purchased our first canine uh last year. [1:12:53, 1:13:13]: Specialized equipment for the canine officer. We added additional positions that includes four additional public safety officers, which we're in the process of hiring. We're also trying to bring on a second police canine officer. So all of that specialized equipment increase the cost is currently within our budget, but we're trying to [1:13:13, 1:13:26]: increase the purchasing threshold to make sure that we're not having to come back before council to make those purchases. Right. So the public understands we went from X number of officers to this to what 82 now or something, I think I saw. [1:13:26, 1:13:32]: So previously we in this last couple of years we've had a significant amount of new officers to the community. [1:13:32, 1:13:42]: Correct. Uh public safety or uh uh sworn officers as well as public safety officers, as well as bringing code enforcement up underneath the PD. All right, thank you. [1:13:43, 1:13:46]: Any other questions from Mr. Godfrey? Mayor Ford. Yes, sir. [1:13:47, 1:13:55]: Uh Major, how you doing, sir? Good sir. How are you? Um I'm a little confused. Um I thought I read this pretty thorough. Um [1:13:56, 1:13:58]: And what I came away with was [1:13:59, 1:14:01]: Uniforms. Yes, sir. [1:14:02, 1:14:05]: And the problem that I'm having is [1:14:06, 1:14:15]: There's been some communication. I don't wanna say too much about this process, but there's been some communication. Um [1:14:16, 1:14:21]: With our interim treasurer as far as um [1:14:21, 1:14:24]: Updates, reports, uh [1:14:24, 1:14:31]: center around financing. And I see that this is request is coming from the general funds. Is that correct? [1:14:31, 1:14:35]: No, so this is just simply raising the threshold. This is not requesting any additional funding. [1:14:37, 1:14:44]: Okay, and I and I guess I must have misread that, but that's how I read it when it indicated the source. [1:14:45, 1:15:00]: It stated general funds on the document. Yes, so that was the first draft. We were looking at requesting uh an a budget amendment, but that was amended to just simply raising the purchasing threshold from fifty to one hundred thousand dollars. So there is no additional funding being requested at this time. [1:15:02, 1:15:12]: So let me get a better understanding. So are the funds already uh within your budget line item? Yes, sir, they are. [1:15:15, 1:15:33]: Okay, so you're asking for a budget amendment. I'm just wondering why the need to come before the council. So we're not asking for a budget amendment. We're asking for the purchasing threshold, which under the procurement code is set at fifty thousand dollars. So we're asking for that uh threshold to be raised from fifty to one hundred thousand dollars. [1:15:34, 1:15:35]: Uh [1:15:37, 1:15:44]: I'm I'm I wanna go back'cause I again I I dent I misread something and I I just wanna go back'cause [1:15:45, 1:15:46]: What I saw was [1:15:46, 1:15:54]: uh budget amendment. Yes, so that was probably the first draft in there that should have been removed and replaced with the second amendment. [1:15:55, 1:15:56]: And seeing what [1:15:57, 1:16:03]: What we have to go on is is what's there. Yes, sir. So if you said it should have been removed then [1:16:04, 1:16:08]: Why wasn't it removed, you know, so I don't um [1:16:09, 1:16:11]: But these are the issues that I'm sort of having. [1:16:12, 1:16:13]: Uh you know. [1:16:14, 1:16:25]: I'm reading where it's it's saying budget amendment, general funds, and those are the terminology, those are the issues that I'm sort of having. And [1:16:25, 1:16:29]: My thought was after I read and studied this was to wait [1:16:29, 1:16:33]: Until we get the report. We're waiting on a report now. [1:16:34, 1:16:37]: Um and I wanted to see the report. [1:16:37, 1:16:40]: Before I prove this [1:16:40, 1:16:42]: Uh especially now. [1:16:42, 1:16:45]: uh outside of the the budget cycle. [1:16:45, 1:16:55]: And so that's sort of this is my taking of so I'm just a little confused why uh information is still in the packet if it should not have been there because [1:16:55, 1:17:13]: This is what I go on. It's what's there and what I read and try to get that understanding. Again, uh I apologize for that. That should have been removed. Uh the current agenda item is only to uh adjust the purchasing threshold from fifty to one hundred thousand dollars. There is no uh additional funds being requested at this time. [1:17:15, 1:17:20]: And I I I guess excuse me for my ignorance, but I'm still trying to get an understanding. [1:17:21, 1:17:24]: The threshold and why [1:17:24, 1:17:30]: The council has to approve this and I don't know, maybe somebody on the council can help me with that. [1:17:31, 1:17:51]: But I'm gonna year, Mayor,'cause I'm I need to go back and read more, but I don't know what's what's relevant in the information that we receive and what's not. But may I'm gonna year at this point, but I do reserve my time to come back and ask some questions. Any questions, any other questions there? Yeah. Well Mr. Gardner, if you've come up [1:17:51, 1:17:53]: Oh or you can answer. [1:18:00, 1:18:20]: Obviously you've been experiencing with this a time or two. Is this what's customary uh and necessary for the to uh be effective in this area and prudent? Yes. So the existing contract is has a fifty thousand dollar limit, which uh under that amount I can sell. [1:18:20, 1:18:20]: Yeah. [1:18:21, 1:18:25]: for any expenditures, but as he said, I think the original contract was for fifty. [1:18:25, 1:18:40]: They're raising it because Henry County's which we're piggybacking off of is a hundred. The additional officers obviously would require that we have to buy more uniforms. And you also have to understand when we let go or an officer leaves, [1:18:41, 1:19:01]: I'm a size large, but the person that replaces me, I can't use their uniform. I have to buy new sets of uniform for the small guy and the medium-sized guy. So that's a new charge for us. So we don't keep our offices like most police departments. We have some that leave, some we terminate. But remember that you also approve for us to get some additional officers. [1:19:01, 1:19:21]: As public safety officers, and we have replacements. And when they come and go, we have to furnish them with new uniforms. So it's not a budget adjustment. I think uh man and I asked the chief, and apparently that was supposed to be removed and it's it wasn't it was still incorporated. But that's what we're asking for. So and if we have [1:19:21, 1:19:41]: To make any changes. If it if it's we have to move something from one budget to another, that's an adjustment that's done administratively. Um if we have to move money from somewhere else, then yes, we would come back to you. But as uh Mr. Godfrey said, at this time they have no, they don't s foresee that. But however, if it does, they at least know we have the authority to go to [1:19:41, 1:19:46]: to the hundred thousand because that's where Henry County is, even though we see they have more offices than we do. [1:19:46, 1:19:50]: But we just want to make sure that that threshold is there and provided to us. [1:19:52, 1:19:53]: Any other questions? [1:19:55, 1:19:59]: So just mayor if I may please. Just to make sure I'm clear. [1:19:59, 1:20:03]: Because the agenda item, as Councilman Thomas mentioned, [1:20:03, 1:20:10]: Does it's marked budget amendment. So this is not a budget amendment. That's correct. It is uh the money is already in the budget for it, number one. [1:20:11, 1:20:16]: And then it says the funding source is the general fund, but we have it again, it's our it's not an amendment. [1:20:17, 1:20:33]: We are only changing the threshold of expenditures. That is correct and who is authorized to spend up to a hundred is this for any type of uniform and equipment or or what? Are we saying, yeah, we're gonna allow the police department [1:20:34, 1:20:43]: to spend up to a hundred thousand on equipment and uniforms and then have another threshold for something else. I I just want clarification on that. [1:20:43, 1:20:52]: No, it's i it it's my understanding is i there obviously ru there's the uniform replacement and I assume that uniform includes [1:20:52, 1:21:11]: For the canine, have you ever seen the canine? They actually have vests that they wear? Yeah, these are for all public safety uniforms, including all of the gear that they wear. Uh this could include, if you chose to do so, even Chief Wells, because it's a public safety uniform. So any public safety uniform purchased through galls, this is what this would be for. [1:21:12, 1:21:12]: Okay. [1:21:13, 1:21:22]: But if you were and it as so long as it's budgeted for, right? Because if you were to amend or you need an additional or you needed a full threshold from there to the spending threshold. [1:21:24, 1:21:44]: Okay, Mr. Barrett, you had a comment, sir? Yeah, I was just just trying to make sure that everybody had a good understanding of everything. And so essentially the budget is still the budget line item. So the total amount for uniforms for the annual fiscal year is the same. Yes, sir. All we're asking for or you're asking for in this is the ability to purchase a larger amount each day. [1:21:44, 1:22:04]: This each time you go to purchase. So hypothetically, say the budget is 500,000. You can instead of spending ten, fifty thousand ten times, you can spend a hundred thousand five times. Is that the same? The original contract with the county was set at fifty thousand. This past year it was raised to three hundred and ninety-five thousand. Obviously, we're not asking for that. [1:22:04, 1:22:18]: that uh because Henry County is a much larger agency. So but again, just for clarity purposes, all we're simply asking for is to raise that purchasing threshold. Um has nothing to do with the budget. We are okay with the budget as we stand right now. [1:22:19, 1:22:28]: I think the first item you had in there was should have been removed, wasn't removed and included is this. If you turn to the second page it actually has the actual one that we have a question you guys to record. [1:22:28, 1:22:45]: So basically, real quick real quick, the expenditures like any time we have something, there's always an um a maximum amount that the departments can spend without getting approval from Mayor and Council. They're just trying to [1:22:45, 1:22:46]: Increase that [1:22:47, 1:23:00]: amount so they don't have to come back for approval to mayor and council all the time for equipment and um uniforms. Correct. And as long as it's in the budget and they can um [1:23:05, 1:23:09]: And if it's needed, this is not coming from the general fund. [1:23:10, 1:23:25]: Budget. Again, we're not asking for any additional funds. This is simply to raise the procurement code, that threshold from fifty to one hundred thousand. Okay. I understand. I just know we keep referring back to this agenda item form and it's incorrect. Correct. Thank you, sir. [1:23:26, 1:23:32]: Yes, uh what I'd like to happen is just for the record, I want the record to be clear. [1:23:33, 1:23:36]: And and for the city clerk to record [1:23:36, 1:23:38]: The actual even though [1:23:38, 1:23:58]: Documents here say something else because it's even talking about uh an unforeseen change in the need. So I'm just saying there's a lot of information here, and one thing I do, I I read the information that's presented, and this is what I base my decision on. But I just want to make sure. [1:23:58, 1:24:15]: that what goes into the record that it is very clear and not what we have here that no funds are coming from the general fund. So um if someone could make a statement and the city clerk could record that I just want to make sure [1:24:16, 1:24:23]: That it is what it is. Yes, sir. We will ensure that the city clerk has the appropriate document in the morning to make sure that the record is correct. [1:24:24, 1:24:26]: So can we could someone read [1:24:26, 1:24:32]: into the record right now so we can make sure this recorded. So Madame Clerk, do you understand? [1:24:40, 1:24:58]: That has the$50,000, which probably is page three in your the third page in your book, that has the$50,000 to a$100,000 threshold change, what still marks by their staff budget amendment. That is what confusion is. But he is saying it's not a budget amendment. [1:25:02, 1:25:03]: Okay. [1:25:06, 1:25:08]: And the general fund would not take a [1:25:09, 1:25:09]: Okay. [1:25:12, 1:25:12]: That is correct. [1:25:14, 1:25:23]: So one one second please. So otherwise what what she just said, he said that's correct. Is that good enough for you, sir? Well i it is it is good, but what I'd like to just say here now though [1:25:24, 1:25:26]: For future references. Okay. [1:25:26, 1:25:27]: Staff. [1:25:28, 1:25:43]: needs to have an understanding that as council and we have to make decisions. Right, right. We only can make those decisions and when we study this document, when we come here at six o'clock, we're prepared to make a decision based on what's before us. [1:25:43, 1:25:52]: And then we get hit with something else, it's really confusing, and we don't know which is which. So I'm just saying to staff. [1:25:52, 1:25:53]: Please. [1:25:54, 1:25:56]: Do your homework and [1:25:56, 1:25:58]: before it come to the council because [1:25:59, 1:26:07]: We make our decision based on what we have and what we have to study in order to prepare for the meeting. [1:26:09, 1:26:13]: And so it's just just real simple, uh, staff. [1:26:13, 1:26:33]: present to us what it actually is so we could make an informed and intelligent decision. Thank you. Mr. Alexander, go ahead. I just wanted to I mean uh are we ready to go now or make a motion. Well I'll just see I'll just you yeah if if you want to certainly I wanted to go ahead and make a motion to lift the limit as described by May [1:26:33, 1:26:53]: Major Goffrey with the ex with the express statement that there will be no additional funds needed from the general fund and that this um is not a budget amendment. We're only changing the uh authorization amount for the police department for uniform. [1:26:53, 1:26:56]: forms up to a hundred thousand dollars. [1:26:57, 1:27:03]: Miss Barber second that all in favor, please indicate unanimous decision. Thank you, sir. Thank you, Major McCaffrey. Okay. [1:27:08, 1:27:18]: Okay, council of consideration approved ordinance to de-annex uh from the corpor corporate limits of the city of Stockbridge the following parcels located in Manderley subdivision. [1:27:18, 1:27:38]: Zero one three A zero one one two eight zero zero five. Zero one three A zero one one three two zero zero zero zero one three A zero one zero six one zero zero zero zero three excuse me zero one three A zero one zero six zero zero zero zero [1:27:38, 1:27:58]: zero zero zero one three A zero one zero five nine zero zero zero zero one three A zero one zero five eight zero zero zero zero one three eight S one three A zero one zero five seven zero zero zero [1:27:58, 1:28:10]: And zero one three A one one two seven zero zero zero and zero one three A zero one one three eight zero zero. Mr Gardner, please. [1:28:10, 1:28:30]: Yes, sir. Uh good afternoon, Mayor and Council. Once again, we have a de-annexation request uh for residents located in the Mandalori Subdivision, uh which is located off of Walt Walt Steve Walt Stevens Drive, Walt Stevens Road. Um the request is in compliance with the state law. [1:28:30, 1:28:45]: Um which requested there has to be at least one area of fifty feet wide that is contiguous with the unincorporated Henry County for the deannexation of that property and any adjacent properties. [1:28:45, 1:28:46]: And these ten properties [1:28:47, 1:28:49]: Meet those requirements under the state law. [1:28:49, 1:28:56]: the new state law, and by virtue of that we are required to vote yes. [1:28:57, 1:29:00]: Okay, any questions for Mr. Gardner? Counsel? [1:29:01, 1:29:06]: I I just wanna understand the requ that we are required to vote yes. What do we vote no? [1:29:08, 1:29:28]: You'll get sued probably. Certainly. So explain to us exactly because the voters voted to in that area to come in and to be absorbed into the city in a majority. So explain to us this law that uh came into fruition that allowed this what [1:29:28, 1:29:45]: What so there's always been a there's always been the opportunity for residents to annex and to de-annex from cities. The the legislature made a change that made it almost mandatory that if you wanted to de-annex you can. [1:29:45, 1:29:57]: Um there are some exceptions, but the thresholds for those exceptions we don't are not there. Um and just like in an annexation request, if I request to be annexed into the city. [1:29:58, 1:30:04]: The county can object on some of on some criteria, but if those criteria are not there. [1:30:05, 1:30:09]: They cannot stop me as a residence from being able to annex into the city. [1:30:09, 1:30:19]: What the legislature did was change that polarity and gave the county the the same right of anybody wanted to de-annex the city, pretty much your hands are tied. [1:30:19, 1:30:21]: You literally have to let them go. [1:30:21, 1:30:23]: Um and yes the voters voted. [1:30:24, 1:30:31]: However, remember that that wasn't a one hundred percent unanimous vote. So there were some people that voted not to be annexed to be annexed into the city. [1:30:32, 1:30:37]: Um and we don't know how the folks in Mandalori vote and we probably won't ever be able to establish that, but [1:30:37, 1:30:51]: These ten residents meet the requirements under the law and are requesting to D annex. Maybe how many how many residents are in the subdivision? Do you know how many homes um I think it's seventy four, I believe. [1:30:51, 1:30:59]: Yeah. So ten residents out of the seventy four. So they don't have an official HOA in the neighborhood? They do. They do. It's part of [1:31:00, 1:31:06]: But but let me say this. So how does ten people vote out of a in out of a out of a whole subdivision? [1:31:06, 1:31:13]: The law allows as as a property owner, you have a you have a rights in property and and that trumps [1:31:14, 1:31:20]: Any requirements. There's certain things the law can't infringe on in terms of your right as a property owner. [1:31:20, 1:31:33]: Um when it goes when we go too far, the courts tend to push back and tell us that that's outside our bounds, right? So I can't tell somebody that they could they only could build a four story house. Can't do that. Um in this case I will tell you [1:31:34, 1:31:38]: Be prepared because this is probably the first wave of about [1:31:41, 1:31:49]: Ten more that'll be f coming with this in the near future. I think it's the intent of the subdivision to move out of the city as a whole. [1:31:50, 1:31:51]: Mm. [1:31:51, 1:31:53]: Yes, ma'am. Go ahead please. [1:31:53, 1:32:07]: Mayor, I was about to say that. Um, so on some of the social media outlets there are um a couple quite a few of the residents that when it was time to vote, they did not want to annex into the city of Stockbridge, but they [1:32:07, 1:32:20]: were annexed into the city. And they actually uh went out and formed petitions not to be in the city limits. They were doing that even when we were talking about annexation. Um [1:32:21, 1:32:29]: The cons w no concern, uh the county manager Sherry Hobson Matthews, on november seventh, twenty twenty three, stated [1:32:29, 1:32:34]: W w right before th there they had a camp commissioner meeting and it looked like [1:32:34, 1:32:37]: The um city of Stockbridge. [1:32:37, 1:32:41]: had received a request to annex property located on Patrick Henry Parkway. [1:32:42, 1:32:58]: But the county commissioners, um Commissioner Vivian Thomas, motioned to object to that annexation, as well as Commissioner Johnny Wilson, and they all voted to object to that six and oh. Then in return [1:32:59, 1:33:19]: right the next under the agenda, right up uh up under it, was the deannexation from the residents from Manderley. And I do believe that there will be others who try to follow suit if they want to. I mean, I peop I believe that people have a right to whether they're not they want to [1:33:18, 1:33:22]: Um [1:33:23, 1:33:37]: I'm an officer of the law, by all means, then they have a right to do so. But what I wanted to point out that was interesting is is that the county commissioners, although they deny the annexation for the city of Stockbridge, [1:33:37, 1:33:41]: When the people wanted to come in the Stockbridge, they approved. [1:33:42, 1:33:46]: this deannexation. And Mrs. Matthews stated [1:33:48, 1:34:01]: She added that once the county approves, the the city still has the right to object, just as we have done in the above annexation. Right? My point is we're better than that. [1:34:02, 1:34:05]: We're not gonna do tit for tat, we're gonna follow the law. [1:34:06, 1:34:08]: On behalf of District One. [1:34:09, 1:34:26]: If there are people who if if by law they're right next door and contiguous to the county and can deannex out, they don't want to be here for whatever reason, whether they said their taxes and things that they were promised wasn't here or given. [1:34:26, 1:34:33]: I'm straightforward. I tell it like it is. I'm black and white and I tell you the truth, whether you like it or not. [1:34:34, 1:34:54]: And we are to abide by the law. And if the law says that's what we shall do, then I'm all for them going back to the county. My con only concern is that there will be confusion in regards to borders. Um, the city of Stockbridge police and the jurisdictions and boundaries there is. That's why we [1:34:54, 1:35:09]: worked on kind of making sure that we made our cities whole in all the way around. So hopefully we can get the word out to other constituents. Listen, it's more about [1:35:09, 1:35:21]: Y it is about your health safety and welfare. It is about when s you call nine one one and the wrong jurisdiction comes, are they obligated to help you? That would be inhumane, right? But [1:35:22, 1:35:42]: Would you you are driving on the city roads just as we're driving on the county roads? But there's no ingress and egress except for on those city roads. So those things are to be taken into consideration in the future. Those are things that you can speak to your lobbyists about. Those things are things that the county should consider when they [1:35:42, 1:35:46]: They vote no and object to us. But we have class and standards. [1:35:48, 1:36:01]: And I feel like if a someone wants the use in their proper to be in the county and don't want to take advantage of the things that we will have to offer or we have to offer, then so be it. I am not offended. [1:36:01, 1:36:07]: Mayor Ford. Yes sir, please. Mayor Ford. Yes sir. Go ahead, please. I call for the vote. Okay. [1:36:08, 1:36:28]: Thank you. I I'm oh did I second or move? Well no, Mr. Barrett just seconded that. Oh how about this my district. Okay excuse me. Can I do that? Okay, excuse me. You're right. It is it is district one. Mr. Thank you. Ms. Thomas, you one I'm I'm I'm okay. I just okay I I gotcha, I gotcha. All right. I move to approve the di the de annexation. [1:36:28, 1:36:35]: Is there a second? Second. Okay, Mr. Berry second. All in favor, please indicate. Okay, damn decisions? All right, good deal. It's done. [1:36:36, 1:36:41]: Oh yes sir. So I I just give the council heads up. Um [1:36:42, 1:36:43]: Yeah. [1:36:44, 1:37:04]: Mandally did their homework. Um, they did. Um, and not everybody that requests is gonna probably be able to meet the threshold to get out. Um, and and that's just the way it is. But there are some areas that will be able to, and we hope that they obviously don't. [1:37:04, 1:37:20]: don't and understand that yes, um Stockbridge is here to provide quarterly level of service. And you're right, we're not gonna do what the county did because when the county object under the law, they were required to notify the Department of Community Affairs. [1:37:21, 1:37:37]: what those objections were under the three or four criteria. They never, on the last three annexations that came into the city, they never filed those paperwork. So in essence, those owners were held hostage for forty-five days plus. [1:37:37, 1:37:49]: in lieu of the county having to meet that standard, which they refused to send any information to DCA, and once DCA was contacted, they informed us that there were no such objections filed with their office. [1:37:50, 1:37:52]: And that's why those annexations proceeded. [1:37:52, 1:38:05]: Um in this case obviously the thresholds are a little bit more tighter for us, um, as it relates to this. Public safety, we can't use those requirements because those c were actually patrolled by county police for [1:38:06, 1:38:17]: Forty years when that was subdivision was built. So we can't use those criteria. So our objectionary areas [1:38:18, 1:38:19]: We can't use. [1:38:19, 1:38:32]: Right, is the hope that folks will understand that yes, we're here, we're providing class A service um to our residents and want to continue to be a part of this um community called the City of Stockbridge. [1:38:33, 1:38:47]: All right, uh we already had a unanimous decision on that. So thank you. Uh congratulations, Mr. Watson. Welcome. Council consideration of the Ethics Recertification Ordinance. Uh Mr. Washington, please. [1:38:53, 1:38:55]: Yeah, I made him feel very little. [1:39:00, 1:39:12]: Good evening, Mayor and Council. This is just a resolution. We're asking for you all's approval. I I understand that you all want to still be a part of the ethics as provided by GMA and the [1:39:14, 1:39:34]: Vote for this would allow us to recertify that we're a member of the ethics program. And there is the only requirements that they show if we have amended our ethics code at all. And the only thing that we have that I found was a resolution establishing a policy with respect to the issuance of censures or reprimands. And if it may [1:39:34, 1:39:38]: and meets you all's approval, we will resubmit for this certification. [1:39:39, 1:39:40]: Okay, questions councillor? [1:39:42, 1:39:44]: Mm so move. Is there a second? [1:39:45, 1:39:48]: Mr. Berry second down. All in favor, please indicate. [1:39:49, 1:39:51]: Unanimous decision. Thank you, sir. [1:39:51, 1:39:52]: Yes, ma'am. [1:39:57, 1:39:59]: Yeah, correct. Thank you very much for that. [1:40:00, 1:40:02]: We'll give f full recognition on that, okay. [1:40:04, 1:40:07]: Announcement upcoming meetings and events. [1:40:09, 1:40:29]: Mayor, if I could, I know this is uh late. Uh are we gonna have we have an executive session tonight? We will have a executive session. Okay, so we'll be having a discussion after the executive session? We if we have to have a discussion, yes it can always be done. Yeah, I just wanna make sure that we can discuss these issues as related to uh the amphitheater. [1:40:29, 1:40:46]: All right, well um do you have a you have a motion? Yes, I want to make sure that uh I want to be able to discuss uh amphitheater operation and ticket pricing uh t this evening on this agenda. A all right, is there a second to that motion? [1:40:48, 1:40:50]: Mayor Ford. Yes, Mayor. [1:40:51, 1:41:01]: To discuss the amphitheater operations, that is not that doesn't qualify for executive session. No, it's not as well. Yep. Oh, okay. [1:41:02, 1:41:16]: What I have a discussion. Are we gonna talk about are we talking about bringing in the public use of alcohol beverages or are we talking about just operations in general because operations. I don't really care to go back down [1:41:17, 1:41:18]: Another rabbit hole. [1:41:19, 1:41:20]: So [1:41:20, 1:41:26]: w wha can we limit the scope of our operations? [1:41:28, 1:41:40]: What's what's the nature of uh what's the nature of the motion so we can see whether or not the council wants to uh discuss this issue? Just talk about ticketing and pricing and the uh ticket ticket pricing at the amphitheater. [1:41:40, 1:41:42]: And pro p potential discounts. [1:41:43, 1:41:47]: All right. And Miss Barber, you second that? That's that's what your hands up for? [1:41:48, 1:41:52]: Okay, that motion is seconds. All in favor of that to be added to the agenda? [1:41:53, 1:42:01]: Okay. What's once again the motion once again the motion is discussion ticketing and potential discounts of uh tickets at the amphitheater. [1:42:03, 1:42:06]: Okay. And Ms. Barber you s still second in that motion? [1:42:06, 1:42:07]: Okay. [1:42:08, 1:42:08]: Any questions? [1:42:09, 1:42:10]: Yes. Go ahead, please. [1:42:14, 1:42:21]: At our last meeting and discussion, we sort of left something on the table. [1:42:21, 1:42:28]: that we not we did not conclude. Okay. Uh in reference to um [1:42:29, 1:42:30]: Alcohol. [1:42:30, 1:42:34]: Okay. And I'm just wondering where are we with that? I know it's [1:42:35, 1:42:52]: It's not um executive session. No sir. But it it's it appears that it it is still in numbers. Okay. And I'm just curious about that. Okay, so what it amounts we have a motion on the floor has been seconded. [1:42:52, 1:42:58]: And uh we can uh vote on that up or down. If there needs to be another motion, another motion can be made if that's the case. Right, sir. [1:42:59, 1:43:02]: I'm the motion is to [1:43:03, 1:43:04]: Okay, it's got T. [1:43:05, 1:43:05]: All right. [1:43:09, 1:43:12]: All right. On that note, all in favor of the motion please indicate. [1:43:14, 1:43:15]: On pause. [1:43:16, 1:43:19]: I oppose. Okay, so motion passed three, two. [1:43:20, 1:43:30]: Okay. And we'll we'll talk about that next before we get into um the actual announcements. But is there still another motion to be another motion to be added to the agenda? [1:43:33, 1:43:53]: Like to uh do another motion for the unfinished uh things as we discussed last week. We were waiting on some financial okay and some reporting that was your mic, your mic's not on, sir. I go ahead, please. You might go ahead. We wanted to add that to it that we also had some information that we were waiting on from the last meeting regarding. [1:43:53, 1:43:56]: [6237.1, 6238.1]: Sales and [1:43:58, 1:44:01]: Of alcohol as well as tickets from the amphitheater. [1:44:01, 1:44:07]: Uh and so wanted to reprise that conversation to see if the u updated requested information is available. [1:44:08, 1:44:09]: I support that. [1:44:09, 1:44:15]: Okay, so from Mr. Berry to Miss Uh Barber, is uh motion be made and seconded. [1:44:15, 1:44:28]: Uh all in favor, please indicate. Mayor real quick. I'm sorry. Why are we discussing that if we're not discussing alcohol bring it whether we're gonna now that we're gonna bring it in? That's just another agenda item added. [1:44:28, 1:44:33]: to discuss when we've already said we're not gonna vote on that tonight. [1:44:37, 1:44:43]: And we we said that the reason why we're discussing it tonight, if we're not gonna vote we're not gonna discuss alcohol. [1:44:43, 1:44:45]: Sale, bring in the public. [1:44:46, 1:45:01]: Yeah inf information data, that's correct. And I believe that uh I believe that uh Mr. Young is here, obviously I know Mr. Young is here and I believe he has a data along with the have a conversation and with the uh city manager. Yes sir. I'll stand by. Yes sir. Well wait a minute. Uh Ms. Gantt. [1:45:02, 1:45:06]: I I I think that it was left in limbo. [1:45:07, 1:45:10]: Um on the policy. [1:45:10, 1:45:12]: And I'm just trying to [1:45:14, 1:45:23]: I just want a decision to be made uh on the on the suggested policy concerning alcohol. I don't know how we [1:45:24, 1:45:27]: you know, discuss that'cause I know it's it's a very uh [1:45:28, 1:45:28]: Uh [1:45:29, 1:45:39]: touchy subject, very sensitive. Uh but I think these are uh issues that we have to resolve'cause I think right now it it it is not resolved and so [1:45:40, 1:45:43]: Uh when when do we attempt to resolve the issue once and for all? [1:45:45, 1:46:05]: Okay, let me do this. We had a special call meeting the other day. And in the special call meeting, I have in front of me the minutes from that special call meeting. Motion to revisit the consideration to approve an ordinance to allow patrons to bring alcohol and ampathe during the concerts with required data of alcohol concessions and ticket sales with documentation to include all manual and computer generated reports. [1:46:05, 1:46:16]: reports to be presented at the april thirtieth, twenty twenty four work session meeting. Motion was made by Councilman Alexander second by Mayor Pro Tem Berry and it was unanimous decision. All five of you said yes. Okay. [1:46:17, 1:46:18]: Okay. [1:46:18, 1:46:23]: All right, I'm ready. That's what all that's what I have in front of me. [1:46:24, 1:46:36]: Call to vote. We did not vote to re bring back the data. To bring back the data. Oh, bring back the data. Right, correct. I I agree. Let's go. [1:46:37, 1:46:43]: So Mayor Ford, yes ma'am. Can we ask if the data is available? Mr. Gardner. [1:46:44, 1:46:46]: Is the data available? [1:46:49, 1:46:50]: But you can't receive it. [1:46:54, 1:47:02]: Yes, ma'am. We have we have data for um twenty twenty three. We were still having difficulties finding the data from and getting information from [1:47:03, 1:47:06]: The former um sponsor vendor um [1:47:07, 1:47:11]: And we're still trying to effort that, but we do have data for twenty twenty three. [1:47:11, 1:47:12]: Okay? [1:47:12, 1:47:13]: Well [1:47:14, 1:47:21]: It wasn't okay, so they don't have was it has it not been sent to the council yet? I don't recall receiving it. [1:47:21, 1:47:33]: Well, remember York was a short turnaround time between Friday and Monday to try to get staff to do this. So we have some information to hand out to you guys if you guys want to discuss it, but [1:47:33, 1:47:34]: Yeah. [1:47:34, 1:47:38]: Бібен вокінстом трантина. [1:47:40, 1:47:53]: Um Mayor Ford. Yes, ma'am. It may be necessary for us to have another special call meeting specifically to address this, because we're not gonna get it all resolved tonight. And I certainly [1:47:53, 1:47:56]: Don't feel comfortable with making decisions. [1:47:57, 1:47:57]: Um [1:47:57, 1:48:00]: based on just what staff is [1:48:01, 1:48:03]: Telling us today without actually [1:48:03, 1:48:17]: Sharing the data for me to review it first. Well w once again, ma'am, I you know, we we did this on Thursday, tox we tossed off on Friday to get it done. If obviously getting it done in lieu of all the other stuff and trying to get [1:48:17, 1:48:35]: the information from the vendors that we could not find. And so we were able to g to get everything for twenty twenty three. We've contacted GRA, um we've looked at our bank statements, trying to make sure we have the information to reflect twenty twenty two, which we we could not we couldn't get. And so [1:48:37, 1:48:38]: My apologies. [1:48:39, 1:48:39]: Okay. [1:48:41, 1:48:41]: All right. [1:48:43, 1:49:00]: So what it what is your red your recommendation for us right now, Mr. Gardner? Of course there are decisions that we need to make before the very first concert. I I agree with if to have if we can have another meeting, I think that'll be good. Um [1:49:00, 1:49:18]: And and hopefully we'll have additional information but we can share and then council can formulate the questions based on the information we have, formulate some uh some questions and then we can meet again to discuss that and I apologize, but we we tried to effort that information. How much time does staff need? [1:49:19, 1:49:39]: Um we've been Harell's been in contact. Um uh Miss Ga Gaines has been in contact with um our folks and they hadn't returned our phone call that we sent on Friday and yesterday and today. And so we're trying to get that information from them. But like I said, we do have the 2023 data. [1:49:39, 1:49:42]: We're just having Poland's finding the twenty twenty-two data. [1:49:45, 1:49:47]: So y you need another week, week and a week ten da week? [1:49:48, 1:49:51]: Um we could come well, we have a meeting and [1:49:53, 1:49:54]: No, I don't want to meet him. [1:49:58, 1:50:00]: What do you what do you what do you talk about, sir? [1:50:01, 1:50:21]: But what what let them answer, please? No, I was saying we we do have our next meeting which is in one, two next official meetings on the thirteenth of the two and a half, two and a half weeks. Um if we get that we can send that if we get it this week, we can send it out. Cr council can formulate any questions they have and then we can answer. [1:50:21, 1:50:33]: those questions on the thirteenth if that's fine by council. Okay. Thank you for that. Miss Ms. I'm done now. You're done? I'm good. So I do have one more question. Go right, please. [1:50:33, 1:50:35]: What date is our first concert? [1:50:36, 1:50:38]: I know it's Mother's Day. [1:50:38, 1:50:39]: Leave Levin. [1:50:41, 1:50:44]: Okay. [1:50:44, 1:50:50]: Okay, so then we have decisions that we need to make before the first concert. [1:50:52, 1:51:00]: So if we're gonna have another special call meeting, um we need to schedule that maybe Monday or Tuesday of next week. [1:51:00, 1:51:06]: Prior to our city council meeting. You can, yes, ma'am. If that's the wish of council, yes. [1:51:06, 1:51:07]: That's just my thought. [1:51:09, 1:51:26]: Right, so how did w w is the information going to help change your decision in terms of what you're going to do?'Cause I mean what what was previously expressed was we needed the twenty twenty two information and if the vendor's not forthcoming, we may never get the information. [1:51:26, 1:51:29]: And and we'll be able to tell you, we you know [1:51:29, 1:51:34]: B by the end of this week, if we don't get it, the likelihood of us getting it is probably nil and [1:51:35, 1:51:39]: fishing it out of what we can was what we were told. [1:51:40, 1:51:45]: that we didn't want. So then that that ties our hand to trying to get actual [1:51:45, 1:51:47]: Receive data from them. [1:51:47, 1:51:48]: Um [1:51:48, 1:52:08]: And we can call a special call meeting any time. So if you get the information, you get it to us and then we can call a special call meeting at any time, correct? Yes, sir. So we don't have to set the date for the meeting. As soon as you get the information, you send it to us and then we can call a meeting. We'll do. [1:52:08, 1:52:13]: That's one thing. And number two, to to execute that we would have to have at least have a quorum present. [1:52:14, 1:52:15]: Correct. [1:52:15, 1:52:29]: So if we don't get anything Thursday afternoon call, you can have it on Wednesday or Tuesday of next week if you so choose if everybody's free and available. Now now we got a couple other things to do. There were motions on the floor. I think there were there there's one excuse me. [1:52:29, 1:52:33]: All right, so there's one motion that was made by Mr Alexander, I believe it was [1:52:37, 1:52:57]: You made most from the data. So are what are you will are you willing to withdraw that? I w I will withdraw my motion for the data based on the conversations we just had with the uh city manager regarding them needing more time to get the data. Okay. All right. So that's that's been now been withdrawn. And I was I don't I guess if you withdrew it that the person of second [1:52:57, 1:53:16]: All right. And the motion that Mr. Alexander made, it passed and that dealt with uh ticket sales. Is that what it was? Yes, sir. I wanted to be able to discuss Okay one hold a second. I just want to get clarified Mr. Alexander. I'm sorry, Ms uh Ms. Halden. [1:53:18, 1:53:28]: Okay, okay. And it pa and it passed three twos is what I understand. Okay. All right. So so it sounds like we're gonna deal with your particular motion. What else do you need to say at this point? [1:53:28, 1:53:34]: Right. We got the we already passed my motion. I just want we we want to go ahead and get started with it. Yes, go right in with discussion. [1:53:34, 1:53:54]: Yes, as we have Mr uh Gardner and Mr Uh Young at the podium right now. Correct uh right now we're tr as we're trying to get ready for our first concert, which is on May the eleventh, um you you provided us with some ticket sales data. I see that we [1:53:54, 1:54:12]: We got some of the pages or d but certainly I would like to enter to know whether we got all of the pages of the particular reports uh to be inclusive of everything that you were given or were we just given a synopsis of what you generated? I'm not sure what you have in your hand. [1:54:13, 1:54:13]: Um [1:54:14, 1:54:15]: Oh yeah. [1:54:15, 1:54:21]: I'm sorry. Do you didn't create these you didn't send these reports? Okay. [1:54:27, 1:54:30]: That was on the dais when we arrived today. [1:54:31, 1:54:34]: It was sent to us via email. I assume that you had prepared this. [1:54:35, 1:54:37]: They're standing, those came from prices. [1:54:37, 1:54:38]: Yeah. [1:54:41, 1:54:54]: That came from that that data came directly from Fresh Ticks as you requested. This came from them in this form, just like this? Yes, sir. No no header no reports, nothing. That's what w when you when you request it, that's what comes over. [1:54:54, 1:55:08]: Okay, in the first report uh that I see on top here, there's two numbers. The first number says fresh tickets three eighty three, the second number, fifty seven thousand five hundred and fourteen dollars. What does that represent? [1:55:09, 1:55:10]: Actual ticket sales. [1:55:10, 1:55:20]: Okay. That's actual ticket sales. And then the then the other number, there they're two level of tickets. So it should equal up to eight hundred and some dollars. [1:55:20, 1:55:39]: So what what is the the three eighty three is the actual tickets? No, uh it's actual tickets that's discounted. We have discount tickets and we also have actual tickets at at the fr at the full price. So the full price total of eight hundred and eighteen t dollar is it eight hundred and eighteen? I'm sorry. I don't have it in front of me in the report. [1:55:39, 1:55:39]: Thank you. [1:55:40, 1:55:58]: So three hundred and eighty-three tickets were sold at some type of discount. Subscribe those discounts. The discount was when we had the the the first sale of our the box office sale. Mm-hmm. And then we went on to full um up to that date until I pulled the report on Monday. [1:55:58, 1:56:01]: Okay, and the four hundred and twenty five represent what? [1:56:02, 1:56:05]: current sale. After the after the first discount. [1:56:05, 1:56:08]: Okay, so those tickets are at full free tier. [1:56:08, 1:56:20]: That's that's exactly what was sold. Okay, now in looking at this report, that's a total of eight hundred and eleven, you said? Yes, sir. And that is uh as of today. [1:56:20, 1:56:34]: As as of no, as of yesterday we had eight we had we sold five more tickets so far. Okay, so and there from what I'm looking at in terms of your attendance figures, we have um sellout concerts here at [1:56:35, 1:56:49]: OJ's thirty six seventy one. I think this baby face total is a mistake. It's got four thousand. So is it you said this general this was fresh tickets, David? That that spreadsheet was not fr fresh ticks. [1:56:49, 1:57:09]: Right,'cause it says four thousand. Right. Now you have previously indicated that there were ten particular sellouts. What classifies as a sellout? I see thirty five hundred for Fantasia, thirty-five, thirty-four,'cause I thought we had a total of thirty five hundred seats. You don't have thirty five hundred seats, you have a total of [1:57:09, 1:57:13]: What what's we have you have a total sellable ticket around [1:57:22, 1:57:23]: Yeah. [1:57:28, 1:57:48]: We have a executive session plan for something else concerning legal, but what my concern is that some of this may also be something that we may need to speak about in executive session. I I just want to make the I I'm just wanna I'll just I'm trying to stick to just the ticket sales in general and the pricing. If I could just ask some subsequent questions, I'll try. [1:57:48, 1:58:08]: Change my line of questioning. But the reason why the reason why I'm saying this though, so just so everybody understands, is that some of this is connected to trade secrets that we're arguing that are not subject to public disclosure. So that's what the concerns is. So we can ask about some of that stuff, but some of that stuff also relates, some of that stuff is interrelated with other stuff. Well, can you just say okay? [1:58:08, 1:58:11]: Do you just stop if that that is actually the case? [1:58:11, 1:58:31]: Yeah, that's fine. Just say objection and and certainly I'll change. So I over the over the weekend. Uh yes, it is. What? So I just think that because there are some parts of this in executive session, even asking a question right now wouldn't be the smartest thing to do. [1:58:31, 1:58:40]: So I just think that we shouldn't talk about this at all until after if we're gonna either talk about it or receive [1:58:40, 1:58:59]: other information because it's it's it's tied to the subject matter in executive session. So I get that we can't talk about certain things, but there is a fine line. And so having to stand up and catch cer certain things and object and think about it. [1:58:59, 1:59:19]: even though it's part of the subject matter, I think we should be very cautious of that in general, uh just in general. And I feel like because it's part of it could be um any any part of it or any [1:59:19, 1:59:24]: Any word or any answer to any question could could attach [1:59:25, 1:59:30]: I think that we should pause this questioning or presentation. [1:59:30, 1:59:42]: at least until after executive session if you guys feel that you need to come back in and ask additional questions that aren't pertaining to executive session, that's one thing. But I don't feel comfortable. [1:59:44, 1:59:53]: with any line of questioning in regards to any topics right now, especially if anything uh based off of what our attorney just stated. [1:59:54, 1:59:58]: Mayor Ford. Yes, sir. Uh I wanna concur with that and [1:59:59, 2:00:04]: My concern as well is and what was stated as well. [2:00:05, 2:00:15]: that a lot of the contracts with the artists was based on ticket sales, ticket amounts. [2:00:15, 2:00:20]: And I think we're going into an area where we're we're jeopardizing. [2:00:20, 2:00:22]: Uh contracts. [2:00:22, 2:00:42]: And I think that's gonna lead into another issue. So I would agree um to have this discussion in executive session. Um just to be safe, and I don't see why we could not just discuss all of this in executive session. Why you have to discuss some of it out here and some in executive session? [2:00:42, 2:01:02]: need to be safe. Well I would say if I could mayor is that this is a public discussion on the amphitheater and what the pricing is. Some of these things can't be discussed in executive session. If it's not regarding legal real estate or personnel they can't be discussed uh in executive session. So I want to make sure [2:01:02, 2:01:22]: sure that we're doing what's necessary. We got people here interested in the particular subject. So I was going to just simply say that Mabel House has a$50 ticket. Oh we and certainly uh Chastain over the weekend announced a$45 ticket. So certainly I wanted to look at doing that. [2:01:22, 2:01:42]: And over the weekend it was suggested uh by Ms. Watson, who is here tonight, that we include a military discount uh for military personnel which we had not uh considered at this point. But certainly I can address what you just said, I mean, real quick without going into major discount. This weekend [2:01:42, 2:02:02]: We've already planned we've we've been planning for the last few weeks, my staff, a box office party again. We're doing major discounts, not based on what we hear in there. We've been planning this for a couple weeks. We're doing major discounts. Basically, we're doing fifty dollar tickets in the in some of the areas, okay? This has already been pre-planned. [2:02:02, 2:02:22]: Not on based on what we hearing on the internet on social media. Um this is something we've been doing for we did a pre-party when we first opened the box office and the first week before the concert, we have already been planning that. So that's gonna take place this weekend. The uh other thing that there's some things that we cannot discuss because [2:02:22, 2:02:42]: Because the ticket prices are based on, which I explained to you all in the last meeting, based on artist contracts, based on the amount of artists. People ask me why the tickets go up. The artist price went up, and I don't want to get into major reasons whose prices went up. There's a reason why our tickets are set the way they are. [2:02:42, 2:02:45]: And we um I've had a conversation with um [2:02:46, 2:03:06]: an expert today and the mayor w witnessed a call and um I couldn't get everybody on the call at the same time. But then we had an expert who from uh an uh a management company, the one in Macon, general manager of Macon, explained about our ticket prices. He's been doing this about thirty years. And he m he mentioned [2:03:06, 2:03:07]: Our ticket prices are low. [2:03:08, 2:03:18]: The based on what he said. Based on what he said, based on what we doing as far based on what he his expertise, he actually said our ticket prices are low. [2:03:19, 2:03:22]: Oh good well. [2:03:22, 2:03:42]: Go ahead, f go ahead. You did say that, but it finish your comments, sir, and I I got something I need to say in the session. Oh, I I'm I do ask questions, sir. Okay. What I'll okay, then fine. What I want to say is if since we had some discussion here, if this if if is the council and meaningful for receive a motion to go in when we go into secondary session, because we have to go in the second session to get deeper dive in this so we make sure we don't cross over. [2:03:42, 2:03:43]: Yeah, will it [2:03:44, 2:03:47]: The answer is yes. Okay, I need a motion. Give me emotions. [2:03:47, 2:04:01]: I make a motion that we move this conversation to executive session to have uh further detailed conversations about uh the finances and the budget and the ticket price sets as well as the discount. [2:04:01, 2:04:19]: Is there a second? I second. Mr. Mr. Umma second, all favorite pleasing the case. You can't do that. You gotta personnel, litigation, and real estate issues. That's it. Legal. Exactly. Some of this has to be the same. But it has no what I'm saying is we have to vote to make a motion to go into executive session for litigation issues. [2:04:19, 2:04:20]: Yes, I want me. [2:04:21, 2:04:41]: Well we we we haven't got that well we can we can mention this now to to go on this extent, but uh but we still got other things to go through. It's attached to the litigation issue. Okay. You can't like specify. Well says this is a potential litigation matter based on contracts that have been signed by the city for the artists, et cetera.
