--- title: Downtown Development Authority date: 2022-10-18 source: 2022-10-18_Downtown_Development_Authority.wav --- [0:00:04, 0:00:24]: Uh hello everyone. This is Roger Custon and this is the October 18th Downtown Development Authority of the City of Stockbridge monthly regular meeting. And we are opening the meeting and waiting for one or two of our board members to join. So we'll start with some uh general updates. [0:00:24, 0:00:33]: Um the um we did get a formal withdrawal from our general counsel, uh Dan McRae, that he will be [0:00:34, 0:00:35]: Um [0:00:35, 0:00:43]: That he will be uh, you know, that he's resigning as or withdrawing as our general counsel, and he's advised us to get another general uh counsel. [0:00:44, 0:00:45]: Um [0:00:46, 0:01:01]: The I did send some information on a mural uh workshop. So this is uh uh an an interesting like uh sort of uh uh intensive art uh program put on by the city of Thomasville where they are um inviting [0:01:02, 0:01:22]: 10 different uh cities, I believe from uh Georgia, to participate in this intensive workshop to uh learn how to use art as a place-making um method for uh cities. And uh cities would have to apply to join. They do uh many. [0:01:22, 0:01:42]: Minimum stipe into$500 to help cover some of the expenses, although that wouldn't cover all the expenses. I think it's um might be a good opportunity for the city of Stockbridge. I think it might line up well with some of the things that we're looking at in terms of the Cultural Arts Center as well as the MLK Senior Memorial. [0:01:42, 0:01:42]: Real. [0:01:43, 0:02:00]: The reason I bring it up in uh uh to this uh group is that it may have uh uh uh you know potential cost impact if the city wants to uh participate either via Main Street or the DDA or through the city directly, then um [0:02:01, 0:02:21]: You know,$500 is not going to cover the cost of three people to travel to Thomasville for three days. So there would probably be uh we need to supplement that with additional funding. And you know, it might be a point of consideration for the DDA or whichever entity is going to sponsor this uh at a [0:02:21, 0:02:29]: At future time, but I wanted to make sure you are aware of it, that that's a potential opportunity for the city of Stockbridge. [0:02:29, 0:02:32]: Any uh points or questions on that so far? [0:02:32, 0:02:37]: Let me let me reply to uh uh Barber one. [0:02:59, 0:03:08]: All right. Um, let's see. Uh Barber will bring up the uh financial worksheet. Um actually that what would involve a decision. [0:03:10, 0:03:20]: Um go ahead and no, I'll wait for Barber for that. So um let me uh turn it over to Secretary's update. Uh Bob, do you have anything you want to share with the group? [0:03:21, 0:03:22]: Uh not at this time, no. [0:03:23, 0:03:24]: All right. Um [0:03:25, 0:03:45]: Kira and as far as the Main Street advisory updates, Kira did say she had a conflict. Tonight is also the third meeting for the Parks City of the Stockbridge Parks Master Plan Group, which I participated in as well. [0:03:45, 0:04:05]: Had their third meeting uh this evening, which is why she was unabanded for uh any updates. And let's see what here. Facade grant update. We're pretty much uh closed with that. The only thing that we're uh pending on right now is the logo development. Um, we did get the finalized logo from Ryman Reason. [0:04:04, 0:04:21]: We just need to pay our final invoice and then we'll get the complete package and then we can start utilizing that in our marketing material. So that's about ready to go. I had one question on the invoice, and once we clarify that question, we'll go ahead and pay that and take care of that. [0:04:21, 0:04:41]: So uh following what would be our agenda, then that would bring us to uh Okay, I have a question. Of course. Okay, actually I had uh Miss McGriggs reach uh out to me, Latonya McGriggs. Actually I had G ask her to contact you. Uh she bought the barbershop on [0:04:41, 0:05:01]: On highway 138, uh across the street. Mm-hmm. Uh right there, you know, there's the title pond place or right there. It's right next to it. So she just bought that. And uh she had inquired about the facade grant. I don't know, and I had asked her to reach out. [0:05:01, 0:05:20]: out to you. I'm not sure if she did or not. She did not. But if you give me her information um between Bob and I, we'll be glad to make sure we contact with her and give her the information. There's information on our website. We didn't update that about six months ago. So it has the current information, but I'll be glad to talk to her. [0:05:21, 0:05:41]: Sure. I just thought it would be good for you to have a chat with her and just kind of talk to her about as a downtown business owner. She just bought the business there. So um you'll see uh you notice that the barbershop is not there anymore. So she plans on having some plans for it. She says she's still trying to decide exactly what she's gonna do with it. So [0:05:41, 0:05:43]: there's a lot a lot of activity. [0:05:44, 0:06:04]: Uh in downtown. Well, I I got the name Barber. What's the last name, Councillor? My name is uh Latanya. Oh, excuse me. A mcgriggs. McGriggs. M C G R I G G S. All right. Well, if you have contact information from Ms. McGriggs. [0:06:04, 0:06:07]: Greg's, I'll be glad to reach out to. Yeah, I'll text it over to you. [0:06:07, 0:06:08]: Very good. [0:06:11, 0:06:22]: All right. And uh let's see if there's anything else as far as updates. Um councilman, I think then uh that would bring us to uh your updates on the agenda if you'd like to share. [0:06:24, 0:06:27]: Well, uh just here one update. [0:06:28, 0:06:32]: That we had another purchase in downtown, which is the standalone building. [0:06:32, 0:06:34]: Yeah, like I say, there is the um [0:06:35, 0:06:55]: The loan of the title fund business there. And then right next to it, the barbershop, uh, Miss McGriggs purchased that property. Uh, she's the owner of it. She's uh said that she was uh going to decide and we should she should know exactly what she's gonna do uh with the building. Um possible uh there's a myriad of possibility. [0:06:55, 0:07:02]: possible usage, all the th all the things that we desire in downtown are on that list. So [0:07:02, 0:07:05]: We'll have to see where where where that goes to. [0:07:05, 0:07:15]: But uh, you know, the city is moving forward. A lot of things are happening. A big thing is happening right now is uh the annexation vote is going on. [0:07:15, 0:07:17]: Uh to close the holes in the city. [0:07:18, 0:07:19]: And uh [0:07:19, 0:07:28]: should the annexation pass, then uh the city will be more whole, especially those areas just south of City Hall near Banks Road. [0:07:28, 0:07:31]: and flip and roll that are no longer in [0:07:31, 0:07:44]: uh the city limits. Uh the one the one business that you will notice a lot of commercial as well. Like right now the holiday in uh on one highway 138 is not in the city limits. [0:07:45, 0:07:47]: Because it's on this seventy five, right. [0:07:47, 0:07:59]: Right. So if this annexation passes, the holiday end would come into the city limits and all that little pocket right there where the Waffle House is, the auto dealership. [0:07:59, 0:08:00]: Uh all of that. [0:08:01, 0:08:02]: Uh Cause [0:08:02, 0:08:05]: And then that apartment complex, which is behind [0:08:05, 0:08:08]: Uh the Kroger on highway one thirty eight. [0:08:09, 0:08:10]: That would come into the city. [0:08:11, 0:08:14]: Uh in everything out to the Clayton County line. [0:08:14, 0:08:16]: Spear Road, all of that. [0:08:16, 0:08:18]: Well, we're coming to the city. [0:08:18, 0:08:19]: That's very exciting. [0:08:20, 0:08:23]: Uh it was uh we had another exciting concert. [0:08:23, 0:08:26]: Downtown the Charlie Wilson concert was sold out. [0:08:26, 0:08:29]: It was standing room only. It was an amazing [0:08:30, 0:08:32]: uh performance there. We had a lot of [0:08:32, 0:08:35]: Influential individuals who were there. [0:08:35, 0:08:48]: Uh that we made contact with uh the GDOT representative Dana Lemon was there. Uh so always good to have Dana in the house to as you know GDOT controls the funding for what we do and uh [0:08:49, 0:08:51]: Certainly that was a good opportunity. [0:08:51, 0:08:54]: Uh Bernice King actually came down. [0:08:54, 0:08:56]: It was great that Bernice King [0:08:56, 0:08:58]: was here. She got to enjoy it. [0:08:58, 0:09:01]: Uh Isaac Ferris came down, so we had [0:09:01, 0:09:20]: uh significant we had uh members of the king family uh that were there they enjoyed the concert thoroughly uh the entertainment that we had and we treated them uh rolled out the red carpet for them they really really really enjoyed the visit we certainly had conversation with them [0:09:20, 0:09:21]: About [0:09:21, 0:09:40]: uh being involved or getting involved with the Cultural Arts Center and the legacy of Daddy King uh in the city. Mayor Pro Tem Thomas invited them. They were his uh part of the uh we worked jointly uh with him and the DDA to actually uh host them. [0:09:40, 0:09:41]: Uh, they were at our table. [0:09:42, 0:09:43]: And we were able to uh [0:09:43, 0:09:45]: Have great conversation with them. [0:09:45, 0:09:49]: What imagine how amazing that would be if the King family actually [0:09:50, 0:09:54]: decided to join us in in the everything that we're trying to do. [0:09:54, 0:09:56]: Uh, to honor Daddy King. [0:09:56, 0:10:00]: Uh it would be absolutely amazing if we were able to do that. [0:10:00, 0:10:02]: uh in a significant way. [0:10:02, 0:10:03]: Um [0:10:04, 0:10:05]: You know, we've had some [0:10:06, 0:10:08]: You know, things take place at uh [0:10:08, 0:10:11]: At various city council meetings where we've [0:10:11, 0:10:16]: move forward with some initiatives that needed to be done, that needed to be tightened up. [0:10:16, 0:10:17]: Um [0:10:17, 0:10:20]: With new development uh coming into the city. [0:10:20, 0:10:35]: We talked about uh we talked about the highway one thirty-eight developments at Spivey Road, uh on both sides of that development. So that should be uh coming into the city should be very um interesting in terms of [0:10:35, 0:10:37]: Uh the flower shop downtown. [0:10:38, 0:10:58]: Uh we should be seeing some significant. I understand a contract has been signed actually on the uh flower shop at 118 Martin Luther King Senior Heritage. And we should be seeing something, uh a restaurant come uh to that location in uh the provider. [0:10:57, 0:11:16]: provider for that rest the the I've understand that it'll be a very nice restaurant. The fire station development is moving forward at this point. The city has all of our stuff out of the fire station and the architect has begun begun uh creating renderings [0:11:16, 0:11:17]: For the developer. [0:11:18, 0:11:38]: And I understand that uh the desire for that location is a restaurant uh as well, which uh the initial plans call for. Uh it'll be it'll be two levels with the main level uh you know space and then an actual rooftop type restaurant. [0:11:38, 0:11:50]: restaurant uh on the second level. The initial rendering that we had seen several years ago with three or four stories, that's not the desired uh outcome, not not the desired uh [0:11:50, 0:12:00]: uh intent at this point. Subject, those things are these things are tentative that could change, but the initial approach is two stories with a rooftop. [0:12:00, 0:12:02]: uh on in a restaurant [0:12:02, 0:12:04]: uh at that particular location. [0:12:05, 0:12:05]: So [0:12:06, 0:12:07]: Uh that's where we are. [0:12:07, 0:12:08]: Uh at this point. [0:12:09, 0:12:20]: If there's any questions or anybody want to update on any additional items, uh the police department facility, uh the renovations have gone extremely well. Uh they're waiting on [0:12:21, 0:12:41]: At this point, for the front windows to be brought in, and then there will be a clear glass door replacing it. Or you know, if you've ever been to the precinct before, there was a solid uh type door there where there was no interior to where you could not view inside. They want it to be open, transparent. [0:12:40, 0:13:00]: So even on the outside, you can see what's going on in the building. There'll be a double door entry, and all of that will be redone. It's going to be beautiful. The total investment on the city's part will be$3.9 million reinvestment in debt. And I don't know if you might have seen we're getting [0:13:00, 0:13:10]: Well the city did um move forward with uh approval of additional work to be done on the master trail plan. [0:13:11, 0:13:21]: and on improvements to North and South Lee Street that will be inclusive of connected trails exiting the amphitheater on both sides of the road. [0:13:22, 0:13:42]: Toward Lee, toward North Lee Street. Uh that would be inclusive of uh a multi-use pass extending all the way down to Bryant Street from North Henry Boulevard, uh, with lighting to be included in both of those packages. Uh that would be inclusive of [0:13:42, 0:14:02]: Of a multi-youth path on South Lee Street, leading down South Lee Street next to what used to be Municipal Park. And then you looked at it, if you saw it, they had the Bobcat out there actually doing a little work now, trying to get things rekindled. [0:14:01, 0:14:08]: uh on that side to move things forward. Apparently we have all the easements in place. We were [0:14:08, 0:14:11]: Still waiting on Georgia Power for to do. [0:14:11, 0:14:31]: uh some utility and lighting rule relocation. One of the things that I found that was very peculiar that I asked for a second look at and we've decided to do it. If you're exiting the amphitheater toward uh North Lee Street, for some reason they put the light poles in the middle of the [0:14:31, 0:14:32]: Uh well. [0:14:32, 0:14:35]: Which made absolutely no sense. [0:14:35, 0:14:38]: Of you're riding a bike on this ten foot path. [0:14:38, 0:14:41]: And the s and the light post is right in the middle of [0:14:42, 0:15:02]: The sidewalk is be very dangerous. So they're going to uh move those light posts to the rear of the sidewalk so the 10-foot path will be usable. And then on the other side of that of there, where the retention pond was, there was no sidewalk. [0:15:01, 0:15:12]: Will be a sidewalk on both sides. So you will literally be able to walk through there, and all of these sidewalks will be connected from North Lee Street. [0:15:13, 0:15:16]: All the way to South Lee Street down to Bryant Street. [0:15:17, 0:15:18]: With lighting. [0:15:18, 0:15:19]: Also [0:15:20, 0:15:38]: uh what we decided to do was to spend a little a little bit of extra money to make sure it was looked right. If you if you know what it looks like when you go to Cumberland and the galleria area and you drive down Carl Parkway near the Cobb Energy Center where you have the black metal poles. [0:15:38, 0:15:45]: uh in type of uh lighting where type of for the signals for the uh turn signal. [0:15:45, 0:15:49]: And for the light for the uh for the turn signal and for the um [0:15:50, 0:15:51]: For the light. [0:15:51, 0:15:54]: We have ordered those to go. [0:15:54, 0:16:14]: At North Henry Boulevard and the new Lee Street. It will have those on there. The lighting will be replaced. And also the crosswalks will be uh the red stamped pavers. So the crosswalks will be highlighted with stamped pavers connecting uh all four. [0:16:14, 0:16:26]: side so it will be sharp and then you will have lighting you will have lighting on top there as well so that whole area will be lit up from North Lee Street to South Lee Street. [0:16:26, 0:16:32]: East Atlanta Road will be done exactly the same way. Those existing light poles that are silver. [0:16:32, 0:16:44]: will disappear. The black metal poles will be installed and then the stamp paper crosswalks uh will be installed. Ten foot paths will be uh or on both sides. [0:16:44, 0:17:04]: And then there will be an actual reader board installed where the near where the fountain is. So when you drive by and we want to announce a concert or anything going on at City Hall, there will be an actual reader board for you to read, a digital board that we can customize with different. [0:17:04, 0:17:20]: different messages that we want to send out to the community. So it's very exciting that that work, that's phase, what I just described to you was phase two. We expect phase one to be getting underway with Easter to resuming along East Atlanta Road. [0:17:21, 0:17:22]: To finish that project. [0:17:22, 0:17:24]: Uh before um [0:17:24, 0:17:44]: During before the uh spring concert series comes up, because it's a lot of intensive work. New lighting will be added along uh East Atlanta Road. I know we had some folks saying it was dark out there during the concert or during the bridge fest. Yes, because many of the lights have been uh disconnected because of the construction, but there will be [0:17:44, 0:17:48]: be new light, new LED lighting out there along East Atlanta. [0:17:48, 0:17:50]: And North and South Lee Street. [0:17:50, 0:17:54]: That will brighten it up and again with the ten foot sidewalks. [0:17:54, 0:17:57]: Uh to be attached. And the most exciting thing is [0:17:58, 0:18:01]: There will be a turn lane edit. [0:18:01, 0:18:05]: Um on the uh East Atlanta road. [0:18:05, 0:18:07]: Uh, between Love Street [0:18:07, 0:18:27]: And uh North Henry Boulevard, because right now when you approach City Hall on East Atlanta, there's only two lanes. So if you wanted to turn right, you can't do that. You got to wait in line, but a part of this discussion will add a full turn lane and it will extend the road all the way down to where the road railroad tracks is. [0:18:27, 0:18:41]: So if you're coming across the railroad tracks from Love Street from downtown, you would take a right and you wouldn't have to get wait on that traffic at all. That dedicated lane would take you the all the way to North Henry Boulevard. [0:18:45, 0:19:05]: Thank you, Councilman. It's a lot of exciting moves. A lot going on. Yes, there is. Yeah. Um going back to the um Charlie Wilson uh concert was uh what was your take on the King family's um uh response to the um the MLK senior [0:19:05, 0:19:11]: uh art project. Did they were they did they seem favorable with that? That that would um well what what's your take on that? [0:19:12, 0:19:19]: Let me just say that Mayor Pro Tem has an outstanding relationship with them and it was a win to have them. [0:19:20, 0:19:27]: uh be in stock bridge and for that discussion to take place, I think we should be seeing something uh develop out of that. Yes. [0:19:28, 0:19:29]: Very good. Thank you for that. [0:19:30, 0:19:31]: Oh great. [0:19:33, 0:19:40]: Uh you get you know, you you you you you see uh famous people and you get to interact with them. [0:19:40, 0:19:44]: They were just they were there, they enjoyed themselves. [0:19:44, 0:19:48]: They were so thankful for that invitation. [0:19:48, 0:19:51]: And they had they just could not say. [0:19:51, 0:20:11]: What a great time they had. They said that over and over again. We will be back. When when can y'all invite us back? So it was an amazing time. You guys gotta join us, man. You you you gotta understand what you are producing, you're selling to be in that environment, just being there, whether you stay for the whole [0:20:11, 0:20:22]: whole concert or not, but just coming in seeing 3,000, 3,200 people in the facility, everybody having a great time and nothing but positivity. [0:20:24, 0:20:24]: Yeah. [0:20:26, 0:20:30]: Thank you, Councilman. Any other questions or comments for councilman? [0:20:33, 0:20:40]: All right, Barber, good evening. I'm sorry. I'm sorry. Any any any update on the I'm sorry, any any update on the railroad, the the quiet zone? [0:20:41, 0:20:42]: Yeah. [0:20:42, 0:20:47]: There's no significant update apparently, you know, we're we're stalled in terms of [0:20:47, 0:21:07]: Uh they changed personnel at uh Norfolk Southern. Uh the city's done all our part. The council voted and it's been approved. So the next step is up to them. And you know, when you're on the railroad timetable, you're on the railroad timetable and and ask the city of McDonough how they have a train stopped on the tracks. [0:21:07, 0:21:10]: Every single day for two hours. [0:21:10, 0:21:12]: And they don't have any bridges. [0:21:13, 0:21:31]: And ask them how it is to deal with the railroad. Literally, you have the city shut down on one side where the train extends across the tracks and no one can move for an hour or two with imagine if that happened to downtown. Imagine what they would do to your business if the train blocked downtown every day for you. [0:21:32, 0:21:33]: Wow. [0:21:34, 0:21:37]: Well, like like you said, it's it's in the railroad's hands. [0:21:38, 0:21:48]: Right. As soon as any anything develops on that, I'll certainly make sure that uh I pass it along. But right now it's it's in their hands and there's nothing we can do until they make a decision. [0:21:49, 0:22:00]: I'm when to proceed. They've even given us the money. They gave us fifty thousand dollars to actually close down that intersection. So they paid us. So it's really up to them what to do next. Yeah. [0:22:04, 0:22:06]: All right. Any other questions for councilman? [0:22:10, 0:22:16]: I wanna make sure Barber tuned in in enough time to see if he had the updates. How you doing, Barber? [0:22:16, 0:22:25]: Um I'm here. I'm hanging in there. Thanks for asking. We did. We've had a no sometimes you need to hear some news. We had one an additional building that was purchased. [0:22:25, 0:22:34]: Downtown on North Henry Boulevard, right there at Tide Street, you have the Georgia Title Pond business. Right next to it, there was a barber shop. [0:22:34, 0:22:53]: That barbershop has been purchased by Latanya McGriggs and she's intentional of bringing us the type of businesses that we want. And uh we shouldn't know within the next few weeks what the desired end is, but her list includes the the two the couple of items that we are looking for downtown significantly. [0:22:53, 0:22:57]: Oh nice. Was that a building owned by the city or did was it a private cell? [0:22:57, 0:23:00]: It was a private sale. Oh nice. Okay. [0:23:01, 0:23:01]: Awesome. [0:23:03, 0:23:19]: All right, so um now that we have a quorum, thank you for joining Barber. Uh we're gonna uh I guess go ahead and take uh roll call, uh Bob, and we'll I guess we'll formally open the meeting so that we can uh vote on the agenda on some other items. [0:23:19, 0:23:22]: Okay. Uh Councilman Alexander. [0:23:24, 0:23:27]: Present. Sorry, I was on the present. [0:23:27, 0:23:30]: Roger Custon. I'm present. Thank you. [0:23:31, 0:23:32]: Maxwell Sears. [0:23:34, 0:23:35]: Barber Richardson. [0:23:35, 0:23:36]: Present. [0:23:37, 0:23:38]: Fran Merritt. [0:23:40, 0:23:42]: Uh Bob Swigert, president. [0:23:44, 0:23:45]: All right. [0:23:46, 0:24:01]: Thank you, Bob. With four members present, that does constitute a quorum and we'll uh I I'm not sure as far as the order whether we mark the meeting as officially opened when we started around 10 after six or to the right now it's 637. Um [0:24:02, 0:24:08]: Um Roger, yes to be a uh official when you have a form. [0:24:08, 0:24:15]: All right, then we will mark it at a quorum at 6 37 p.m. Thank you for that. Um [0:24:16, 0:24:36]: Kira sends her regrets. Uh she has conflict tonight with the uh master plan for the parks and recreation. So first order on the agenda. Uh before we move into approving today, tonight's meeting agenda, I would like to um make a motion to correct an item. It was a copy paste error from the previous. [0:24:36, 0:24:51]: Today's agenda. Item two, guest speakers, was from the previous month. So I want to strike that item. It was to review the Georgia Tech Market Study. So uh other than that, I would um ask that we approve today's agenda. [0:24:51, 0:24:55]: as uh sent via email with uh without item number two. [0:24:56, 0:24:57]: Second. So [0:24:58, 0:24:59]: Thank you. [0:25:00, 0:25:02]: Uh all those in favor, please raise your hand. [0:25:03, 0:25:23]: All right, that's unanimous. Thank you. And we have two meeting minutes to approve. Um, we'll start with the um August 16th uh meeting minutes. We deferred that in our last meeting because it I was late in sending out the meeting minutes and we didn't have enough time to review it. [0:25:23, 0:25:29]: So I'd like to make a motion that we approve the August 16th meeting minutes. [0:25:31, 0:25:32]: Second. [0:25:32, 0:25:34]: Thank you. All those in favor? [0:25:36, 0:25:39]: All right. Barber, are you abstaining abstaining? I am. [0:25:40, 0:25:48]: All right. So we have three in favor, one abstain. I think you were absent at that meeting. All right, very good. [0:25:50, 0:26:02]: Then uh motion to approve the uh September 20th uh meeting minutes, which uh thank you, Vanessa, for uh preparing those. Appreciate the thorough work that you do for the DDA. [0:26:03, 0:26:04]: Second. [0:26:04, 0:26:05]: Thank you, Bob. [0:26:07, 0:26:20]: All right, any discussion? All those in favor, please uh raise your hand to approve the September 20th meeting minutes. Barber, you're also abstaining. Correct. All right, very good. So it's three in favor and one abstain. [0:26:20, 0:26:40]: All right, uh we'll move into the uh the the one thing I will mention about the Georgia Tech Market study is that the final report was prepared. Um Councilman Alexander had some minor feedback to uh highlight the um retail um retail and housing uh impact. They made that edit. [0:26:40, 0:26:47]: And they sent us the final report on Saturday, which I shared with you all. So that is done. [0:26:47, 0:26:50]: Um as far as uh [0:26:50, 0:27:10]: Uh Chairman's comments. The only other thing I want to mention is that we did receive the uh invoice from attorney McCrae, and this was a cumulative invoice for all the work that was done related to the um boundary dispute for the um [0:27:10, 0:27:22]: Purchase and sale of the station, the MLK, the Sylvain land deal, and then the subsequent clarification on the official DDA name. [0:27:23, 0:27:23]: Um [0:27:24, 0:27:44]: My understanding of the purchase and sale agreement, the intergovernmental agreement that was established for that purchase and sale is that the legal cost will be covered by the city. So, uh, but there are some items on that invoice that do pertain specifically to the DDA. So I'm gonna mark up the invoice. [0:27:44, 0:27:56]: to uh filter out the items that do belong to the DDA that we would cover. And councilman, I think we uh you know we will forward the remainder of that invoice over to the city for uh for payment. [0:27:57, 0:27:58]: Okay. [0:27:59, 0:28:02]: Um the [0:28:05, 0:28:13]: That's later on we will approve the uh meeting calendar. So um that leaves us to the treasurer's update. So Barber, um [0:28:14, 0:28:19]: Europe if you want me to present or would you want to present the uh expension? [0:28:19, 0:28:22]: I can present. Do I have uh capability? Yeah, I think so. [0:28:23, 0:28:25]: Let me know if you can see that. [0:28:26, 0:28:34]: It looks yep, we can. Okay, so I know we missed August, but um in the month of August, the only expense that we had was our monthly recurring Zoom. [0:28:34, 0:28:40]: Subscription, which is$40. Um, and then in the month of September, again, the recurring Zoom. [0:28:41, 0:28:45]: subscription as well as we had our uh [0:28:46, 0:28:51]: insurance renewed in the month of September at the cost of a thousand seven hundred and twenty-one dollars. [0:28:52, 0:29:03]: So total expenses for the month of September,$1,671, currently leaving us a net income for the year of$33,854. [0:29:04, 0:29:10]: um gonna go over to the balance sheet to talk about our cash our cash on hand as of September 30th. [0:29:10, 0:29:22]: Uh facade grant,$114,669.65. So far, the only expenses that has come out of that account was the reimbursement for the Fletcher, uh for Fletcher and Sons. [0:29:23, 0:29:35]: And then our operating accounts,$53,190.58 for a grand total of$167,860.23. [0:29:35, 0:29:45]: As far as these were the expenses, the change in cash from August to September was the 1,671. [0:29:45, 0:29:55]: That we discussed on the PL, uh insurance, and then the Zoom monthly subscription. We do have a couple of liabilities that's not reflected here. Excuse me, one is the cost of our logo. [0:29:56, 0:29:57]: Um [0:29:57, 0:30:16]: We will have to get that settled. I think that's like$2,700. And then whatever's going to be the remaining legal fees after Roger separates out uh the city's portion from the DDA portion. So we do have some liabilities coming up. And then I think I don't know if uh Councilman Alexander is gonna have any expenses uh for. [0:30:17, 0:30:24]: Entertainment, I guess, is what we're gonna call that. Um hospitality. Hospitality. I couldn't use the term, hospitality. [0:30:24, 0:30:31]: Yes, we will have some uh costs for that. We had uh supplied food at a couple of concerts. [0:30:31, 0:30:35]: Okay, so then there's some hospitality expenses coming up for that, but I'm pretty sure we have [0:30:36, 0:30:49]: a sufficient budget to cover all of that. The other thing that's not reflected but will be reflected in October, some known expenses is our finally got everything worked out with Renee at GDA. And so that check is in the mail. [0:30:49, 0:30:54]: um to cover all the members of the board and that was for an additional five hundred. [0:30:54, 0:31:00]: Now I guess I don't know how we bring this up to a vote or how this needs to work out, but [0:31:00, 0:31:15]: It's$500 because I initially paid for an individual membership, which was$200. Um, and so she took that$200 and took it off the tab, and the remaining balance was$500. So I guess at some. [0:31:16, 0:31:25]: point uh we can figure out how I can get reimbursed for my membership fee that's uh applied to the board's membership fee. [0:31:25, 0:31:28]: Let me know if you have any questions about that, but um. [0:31:29, 0:31:35]: So the total amount is seven hundred, not five hundred as far as the expense. All right. [0:31:35, 0:31:44]: Yeah. Um I well I think that wasn't clear when we voted on it before because I think we voted to approve the five hundred dollar uh membership. [0:31:45, 0:31:51]: Uh but you know go ahead and express that you know I think it's uh a good value. Is this an annual membership? [0:31:52, 0:31:55]: It is. It is. I don't think I can't remember. [0:31:57, 0:32:03]: Yeah, maybe that is what we I don't know. I don't remember if I knew the total cost at the time for whole board. [0:32:04, 0:32:05]: Um [0:32:05, 0:32:05]: But [0:32:06, 0:32:07]: Whatever y'all decide is fine. [0:32:09, 0:32:17]: Uh well I'm you know if you want to make a motion to go ahead and approve it as a seven hundred dollar expense, um I I certainly support that. [0:32:18, 0:32:19]: May I ask a question? [0:32:19, 0:32:20]: Yes. [0:32:20, 0:32:27]: With it being this late in the year, you're in the fourth quarter, are they gonna charge you that whole seven hundred and then turn around in January you owe that again? [0:32:27, 0:32:28]: No. [0:32:29, 0:32:33]: This is gonna cover us for the rest of this year and next year. Okay. Oh nice. Okay. [0:32:34, 0:32:34]: Some [0:32:34, 0:32:35]: Yay. [0:32:37, 0:32:42]: Good question, because I was concerned about that too, but she was like, no, she's got to go ahead and extend the membership uh for us. [0:32:42, 0:32:49]: So it's it's technically through tw uh December of twenty twenty three. Yes. As far as you understand it. [0:32:49, 0:32:49]: Yes. [0:32:51, 0:33:10]: Well, I guess two things. I think we would include um, you know, if if we feel that this is uh of value, then we, you know, would list that as a line item on our budget and then it wouldn't need to come up for you know a vote each year. Once we vote on the budget, then that expense becomes included. Um, but [0:33:11, 0:33:12]: Like I said, I [0:33:12, 0:33:16]: I'm in favor of supporting this. I've I I you know [0:33:16, 0:33:23]: I've attended many of their events and I know that's a valuable resource for uh our D DA. So I would certainly support the membership. [0:33:26, 0:33:26]: I agree. [0:33:27, 0:33:38]: Do let you wanna go ahead and do this as a as a vote. So we'll we'll oh okay. Is the motion to approve the seven hundred dollars or is the motion to approve the reimbursement? I want to make the right motion. [0:33:39, 0:33:47]: I would say both. So a total expense of seven hundred dollars, which is inclusive of a two hundred dollar reimbursement to you. [0:33:47, 0:33:51]: Okay, so make a motion that we approve the [0:33:51, 0:33:56]: Membership cost of$700, which includes a$200 reimbursement to [0:33:56, 0:33:57]: Barber Richardson. [0:33:58, 0:34:00]: I'll second that. Okay. [0:34:01, 0:34:02]: Second. [0:34:02, 0:34:04]: All right. Any discussion? [0:34:04, 0:34:05]: Questions? [0:34:06, 0:34:07]: I don't know, was it favoring? [0:34:08, 0:34:09]: Pretty small. [0:34:10, 0:34:10]: All right. [0:34:11, 0:34:12]: Thank you, Barber. Appreciate you bringing that up. [0:34:15, 0:34:23]: Uh and I think that concludes any questions about the balance sheet, the cash, the expenses, anticipated expenses, anything else? [0:34:24, 0:34:44]: No, the only comment I have, you've done an excellent job on the presentation, is is that uh during my report, you know, there's been some several significant things that we need to uh the the city just was awarded several significant grants, one for the police department uh$1.2 million, and then another [0:34:44, 0:34:47]: Another grant uh for mental health services for [0:34:47, 0:34:55]: uh one hundred and seventy five thousand dollars that's something we need to get and start having conversations with [0:34:55, 0:35:01]: uh the grant writer or for the city uh to see whether or not it w um [0:35:01, 0:35:05]: The things that we do as an entity might qualify for. [0:35:06, 0:35:09]: grants. I know there's a lot of money and green energy. [0:35:09, 0:35:13]: that type of thing. Um, you know, we're getting charges installed at the amphitheater. [0:35:14, 0:35:24]: uh for ev vehicles that may be something we might be able to incorporate in our area throughout the entire downtown area or there's a lot of [0:35:24, 0:35:30]: In the infrastructure bill that was just passed, there's billions of dollars available for [0:35:30, 0:35:34]: uh infrastructure programs, uh projects, uh EV. [0:35:34, 0:35:37]: Um charging stations, solar. [0:35:37, 0:35:40]: Even vehicles and stuff like that. So [0:35:40, 0:35:43]: We just need to make sure that we're tapping into. [0:35:43, 0:35:46]: additional resources while money is on the table for [0:35:47, 0:35:51]: uh for downtown too for our our uses yeah [0:35:51, 0:35:54]: Is the city grant writer available? [0:35:54, 0:35:55]: Four. [0:35:55, 0:36:15]: Well, that's something that we would need to talk to uh the city manager about to see uh you know what assistance we you know right now Ciara is serving as the staff liaison. So certainly staff members on a regular basis uh apply for grants. So certainly we would need to work through that channel and then talk to the city manager. [0:36:15, 0:36:30]: manager to see whether or not things that we have, whether what we need to do is to look to see what expenditures that we might have or things that we want to do in terms of projects that might qualify, because we just paid for that market study. [0:36:31, 0:36:51]: And I know, you know, the there's plenty of a grants also always available for doing studies and research and that kind of thing. So we need to make sure that we're being leaning forward to look for those types of funds that are available when they are. [0:36:51, 0:36:55]: we would have qualified for uh a for a grant. [0:36:55, 0:36:56]: Yeah, uh huh. [0:36:57, 0:36:57]: Okay. [0:37:00, 0:37:15]: Well, if it's if it's economic, the first thing that comes to mind is that we the you know, you might recall the market study was input for the master plan that we're engaging with TSW. And we we've we had already we'd long ago um [0:37:17, 0:37:23]: Um, you know, approve the proposal for the uh master plan from TSW. [0:37:23, 0:37:32]: Um, but it it's been so long, factors have changed, even the scope has changed to some degree. I think the DDA math has since changed. Um [0:37:32, 0:37:42]: that um they may very well come back and you know revise their proposal to finish out that plan. So [0:37:43, 0:37:51]: That just comes to mind as something that might um might fit uh depending on um the qualifications for the grant. [0:37:51, 0:37:59]: Absolutely. Any and all, you know I know the other grant is that the city got and I think Miss Holliday you can add in uh is that [0:38:00, 0:38:04]: We got a trails plan grant for downtown, right? [0:38:08, 0:38:09]: Can't I can't. [0:38:11, 0:38:13]: That's is that the one that Main Street applied for? [0:38:13, 0:38:17]: Right, it was a hundred it was a hundred and twenty five thousand dollars. [0:38:17, 0:38:22]: uh grant for uh and that's the gent the gentleman had actually came to our last meeting [0:38:23, 0:38:35]: And then uh made a presentation on uh uh actually implementing it. And he told us uh pretty much uh he kind of laid out a timeline. I cannot think of his name. Um [0:38:36, 0:38:37]: I I can't either write off. [0:38:38, 0:38:38]: Yeah. [0:38:39, 0:38:45]: But just just know that uh though that there was a grant as that actually was acquired. [0:38:45, 0:38:46]: uh for connectivity. [0:38:46, 0:38:50]: uh in the downtown. So what they're gonna be doing is studying [0:38:50, 0:38:55]: how to connect our area uh moving forward with the master trail plan. [0:38:58, 0:39:03]: Extremely important. But yes, that was presented at the last council meeting. Yes. [0:39:08, 0:39:11]: All right. Uh Barber, anything else for the group? [0:39:11, 0:39:13]: Oh, I think that's it. Let me start sharing. [0:39:13, 0:39:16]: Any questions for Barber before we move on? [0:39:18, 0:39:38]: Okay, we'd we'd uh covered uh most of the other items on the agenda. So let me move to the I guess the next item we hadn't covered yet is uh new business. So let me uh and the the main item there is just simply or the only item there is to uh approve the 2023 calendar. Uh I shared this via email. [0:39:38, 0:39:41]: with uh everyone prior to the meeting, but we'd go. [0:39:42, 0:39:43]: Yeah. [0:39:43, 0:39:44]: Shit screen. [0:39:46, 0:39:47]: Yep, this is true. [0:39:49, 0:40:05]: All right. Let me know if you can see the screen. It's the 2023 meeting dates. Same pattern as we're following right now, which is the third Tuesday of each month at 6 PM. I did check this against, you know, normal holidays and so forth. [0:40:05, 0:40:17]: Um two things I'll point out that February 14th is Valentine's Day. And you know, just want to point that out. It's not necessarily a holiday, but it can be present a conflict for some individuals. [0:40:17, 0:40:37]: The other thing I'll mention is that uh, you know, never November 21st, because of the way the Tuesday falls, it's uh towards the end of the month, which can uh create a conflict for um, you know, Thanksgiving, those types of things. So um I'd like to um ask for a motion to go ahead and approve the 2023 meeting dates, or if there's [0:40:37, 0:40:40]: any discussion on editing any of these dates. [0:40:42, 0:41:00]: I I move that we approve the the 2023 meeting date. Oh I'm sorry. I was ahead council. I need to make on the 17th. That's actually my birthday. I don't think I'm gonna be in a meeting that day. So on January 17th. [0:41:00, 0:41:13]: uh on that day if you chose to move forward with that. But yeah, on that date I'm probably gonna be doing a little something that evening. It it it's January, correct? Seventeenth, yeah. All right, very good. Um [0:41:14, 0:41:34]: Well, uh we we we can do one of two things. We can edit it now or we can um um or we can approve it as is and then just adjust, you know, so long as I think we give adequate notice of a date change, you know, we we can't we get we just gotta post post public notice the the regular meeting. [0:41:34, 0:41:41]: meeting has changed and now be on such and such date if if we know that that might present a conflict or a risk of not meeting the forum. [0:41:41, 0:42:01]: Well, I'm gonna leave it up to you all because um like like I said, that data will not be available on that particular date. Now, if you wanted to uh go ahead and change it, you could go ahead and change it. But that's um the issue is if you wanted to have the meeting, would you have a quorum? If you could arrange for the quorum, you could go ahead with the meeting, you know. That's right. [0:42:02, 0:42:12]: Um and you know usually we're not running this tight, but uh you know we um that that is certainly a a point of consideration. Um [0:42:12, 0:42:19]: I I suggest we move ahead with the meeting calendar as is. We can always make the adjustment if we think that we're moving into um [0:42:19, 0:42:25]: uh you know risk of not meeting a warm. Um Barber, it looks like you wanted uh you know point one minute. [0:42:25, 0:42:28]: Uh is November twenty first. That's the week of Thanksgiving. [0:42:30, 0:42:32]: November twenty first, let me take a quick look. [0:42:41, 0:42:42]: I don't [0:42:43, 0:42:46]: I don't know when it's last Thursday. Let me find out. When is it? [0:42:48, 0:42:55]: So it's the Tuesday before the Thursday Thanksgiving? Yeah. All right. So yes to answer your question. [0:42:57, 0:43:13]: The the moving the date though can sometimes conflict with either the city council meeting or the city council work session. So I'm a little hesitant to, you know, just pick another date now because without looking, without cross-referencing it with those other calendars. [0:43:13, 0:43:21]: Miss Holliday, do you have the city calendar where you can look and see? I mean, if the city's when is the city meeting? Uh November of twenty twenty three. [0:43:23, 0:43:28]: I prepare that today. So in November, the council will be meeting on November thirteenth. [0:43:29, 0:43:29]: Mm-hmm. [0:43:29, 0:43:32]: On that Monday and the work session will be [0:43:32, 0:43:35]: November twenty eighth, the last Tuesday of the month. [0:43:36, 0:43:53]: Well, certainly we could we could adjust the date and then um make it the fourteenth instead of so I mean, you know, folks gonna be on vacation and doing things for the holidays, you know, I don't that that's I I would be too close to Thanksgiving for me, you know. Instead of the fourteenth. [0:43:54, 0:43:55]: Yeah, I normally [0:43:56, 0:44:06]: I list it as the second Monday of the month and the last Tuesday and then I know except we're noted because there's certain, like you say, specific holidays where we do adjust the date. [0:44:07, 0:44:09]: And we also adjusted during um [0:44:09, 0:44:13]: GMA convention week. Those are the three that typically [0:44:14, 0:44:15]: are adjusted. [0:44:16, 0:44:21]: So on the on the like on the seventeenth, what date is the council meeting that week? [0:44:22, 0:44:24]: Uh you mean in January? [0:44:24, 0:44:37]: Yeah. The ninth. This the council meets on the second Monday, the DDA meets on the third Tuesday. Okay. All right. So since we're editing this, why don't we consider it the tenth the week prior? [0:44:39, 0:44:40]: So [0:44:41, 0:44:54]: How how's that? Now Bob, I know you made a motion for the earlier calendar dates, but we've made two revisions. Oh I can I can withdraw my motion. Yeah. I can withdraw my motion if that's uh [0:44:55, 0:45:00]: All right. So I think that are there any other uh potential conflicts anyone can see? [0:45:01, 0:45:08]: I don't know if it I I don't know if it I don't I don't know if anybody's got a hot date on Valentine's Day. [0:45:11, 0:45:24]: I don't know. I don't know. We want to be meeting well, let's check. You know, it's it's worth bringing it up. So Vanessa, if you wouldn't mind checking the calend the council calendars for February, please. The council is meeting on that Monday before on the third. [0:45:24, 0:45:27]: How is that the second? [0:45:27, 0:45:36]: Yeah. It is. It's the sixth and then the thirteenth is the second Monday. Okay, because this in February the council is meeting on the [0:45:36, 0:45:39]: Yeah, but in February, the third Tuesday is the twenty first. [0:45:40, 0:45:53]: Oh, how did I get to the 14th? That's minus a bit. That's actually the twenty four and the same is the case for March as well. It would be goodness gracious. Thank you all. I was looking at the one here and now I'm doubting my own. [0:45:53, 0:46:03]: January second. Okay, so let me look at this. So April the twenty first, the twenty the eighteenth. [0:46:05, 0:46:13]: May sixteenth, June twentieth, July eighteenth, fifteen. [0:46:14, 0:46:17]: September nineteenth, October. [0:46:18, 0:46:20]: Seventeen. Seventeen. [0:46:20, 0:46:21]: November [0:46:21, 0:46:29]: First, which we changed to the 14th. To the 14th and December 19th. [0:46:29, 0:46:33]: Yeah, everything else looks pretty good. So wait a minute, cause we have a conflict. [0:46:33, 0:46:41]: there on December nineteenth because I had to move the council meeting up to December nineteenth because of the holiday. [0:46:43, 0:46:44]: How about the twelfth then? [0:46:45, 0:46:52]: Okay, so the twelfth is the Tuesday following the city council Monday meeting. Yes. Okay. [0:46:55, 0:47:00]: All right. Well good. That was a good discussion. All right. So we've made [0:47:00, 0:47:06]: Two corrections and three revisions. This is the standing calendar here. [0:47:07, 0:47:09]: Um all right, any other discussion? [0:47:13, 0:47:20]: All right. I'd say we let's move ahead with uh approving it. So Bob, do you feel you wanna go ahead and make a motion to approve this calendar? [0:47:21, 0:47:25]: I I I move that we approve the the calendar as as uh amended. [0:47:26, 0:47:27]: All right, thank you. [0:47:27, 0:47:30]: Thank you, Barber. Any further discussion? [0:47:30, 0:47:31]: All those in favor? [0:47:33, 0:47:42]: All right, that's unanimous. Let me go ahead and save this and uh Vanessa I will send this to you. Okay, I'll get rid of that. [0:47:43, 0:47:44]: Stop the sugar. [0:47:45, 0:48:00]: All right. Let's notice. Uh now we're looking at the uh old business. Um I did mention the Georgia Tech market study, but that does now open up the uh next the planning process for the um [0:48:02, 0:48:15]: um the master plan for the city of Stockbridge with TSW. I have reached out to TSW and asked for a planning meeting for the next steps. And so I'll have a better update by their next meeting. [0:48:16, 0:48:25]: And TSW will be coordinating with the master parks plan too. We discussed that at our last meeting. So they will be engaged with the um [0:48:26, 0:48:31]: with the consultant. So they're working together on the connectivity as well. So everybody's working together. [0:48:32, 0:48:38]: Thank you for mentioning that. I and and this is sort of tying into the strategic planning session we had last June. [0:48:39, 0:48:40]: Um [0:48:40, 0:48:54]: The hot one of the high priorities that came out of that strategic planning session, it was like a first-year priority, was to establish a walking path between Clark Park and the amphitheater through Love Street. [0:48:54, 0:49:06]: And and you know, you've mentioned a couple of things, councilman, as far as you know, grant and uh, you know, I know we already had um you know uh master uh planned for um [0:49:06, 0:49:07]: uh trail plan. [0:49:08, 0:49:12]: Um, but in terms of like seeing it happen. [0:49:12, 0:49:22]: I mean the the trail plane's a you know, citywide trail plan, there's a lot to be done there, but as a priority, if we could focus on that first leg to get [0:49:22, 0:49:28]: Clark Park connected to the amphitheater. Do do you have any thoughts on that or any response to that? [0:49:30, 0:49:48]: Well, certainly downtown's gonna be a priority. Uh what we're gonna do is we're gonna take the results from when T when the Master Parks plan comes back along with TSW to see what uh projects are and then we'll prioriti prioritize them based on that. But downtown is certainly [0:49:49, 0:50:09]: are going to be highlighted. Then we it'll probably be the first projects that will be kicked off. Can I say it will be that particular one? I think that might be the the next closest one because we're taking care of North Atlanta uh East Atlanta Road. We're taking care of Lee Street uh already. So um I'll just say stay tuned. [0:50:09, 0:50:20]: then I'll let you know uh what as things go because we don't want to put get anything and then there's something else planned. So let's see what comes up. But right now say it would probably be a high priority. [0:50:21, 0:50:26]: And um Councilman Alexander, that was driving me crazy to go back and see who that was. [0:50:26, 0:50:30]: It is the council approved the RFP. [0:50:30, 0:50:33]: for the Atlanta Regional Commission grant. [0:50:33, 0:50:36]: To cake and wood to design. [0:50:36, 0:50:38]: and develop a feasibility study. [0:50:38, 0:50:43]: and concept plan for the downtown Stockbridge pedestrian and bike. [0:50:43, 0:50:48]: connectivity. So that's what that was at that meeting. And it was [0:50:48, 0:50:49]: So a grant. [0:50:49, 0:50:52]: It was a hundred and twenty five thousand dollars. [0:50:52, 0:50:56]: And the city has to pay twenty five thousand and the grant was ninety-eight thousand. [0:50:57, 0:51:02]: Right, right. So all of those would be involved the Kick and Wood, T SW [0:51:02, 0:51:07]: Uh and uh the master the the master parks where all of that will be involved and surely. [0:51:08, 0:51:12]: They will be consulting with uh us and they will be consulting with you, Mr. Custin. [0:51:13, 0:51:15]: Very good. Thank you. [0:51:16, 0:51:36]: All right, so that uh as far as old business, the next item is the MLK Senior Memorial Public Art Update. Um, we have made some good progress on the uh proposal for um uh the planning for the MLK Memorial. Uh we are meeting with the uh consultant next week to finalize that proposal. [0:51:36, 0:51:56]: And then once we feel like we've got a ready draft, it'll be both the uh the written sort of report, if you will, which is a brief report, it's about eight, 10 pages. And uh and it'll also be a presentation uh slideshow that we would present to the city council. Once we feel like we have that ready, um uh uh vanilla. [0:51:56, 0:52:04]: Nessa, I'll be reaching out to you to see when we can uh get uh on the council's agenda to present that. All right. [0:52:06, 0:52:07]: Um [0:52:07, 0:52:20]: The DDA logo I mentioned before we did get a finalized design. We just need to uh make the make the uh final payment and then we should get the full package for that. So that's almost ready. [0:52:20, 0:52:21]: And let's see what [0:52:22, 0:52:27]: What's next? We got that. And then I already mentioned the master plan. [0:52:27, 0:52:47]: Um oh then the last item on the um old business is the uh committee to draft the intergovernmental agreement. Um so Vanessa, thank you to you for initiating um with um the city's attorney, uh Mr. Washington, um what the status was. He did [0:52:47, 0:53:05]: respond to our attorney with uh um a couple of uh with a red line uh over the um uh coverage of the legal uh fees. Let me councilman let me explain to you what that what the intent was behind that. So [0:53:05, 0:53:07]: Prior to um [0:53:08, 0:53:24]: us even the DDA even engaging uh Mr. McCrae as our own attorney, it had been sort of a verbal understanding that if we needed, if the DDA needed legal support, that we could leverage the city's attorney if and when needed. [0:53:24, 0:53:26]: Um that's what that [0:53:27, 0:53:32]: um clause was meant to represent. So you know. [0:53:32, 0:53:52]: I the DDA did choose to get their own attorney and I'm glad we made that choice. It helped us out in the last couple of years. But I also like to use the city's money wisely, you know, if there's procedural things that we could just, you know, we just basic questions and things like that. [0:53:52, 0:54:12]: That. If if depending on how the the fun the rate structure is with the city's attorney, it could be a question, you know, if we could leverage the city's attorney for things that might be useful for the DDA and reduce the cost that the DDA is incurring with it with their attorney. Um, that that's what that clause. [0:54:12, 0:54:26]: was meant to address is to have the option of using the city's attorney but not necessarily um i guess require it um so maybe we need to work on the language there but i i just wanted to [0:54:27, 0:54:38]: clarify that with you, councilman, because I know that would be up uh ultimately up for the uh city council's decision on how we word that. Um do you have any questions or response to that or what the intent was there? [0:54:40, 0:54:41]: Yeah, yeah. [0:54:43, 0:54:52]: Uh no, I will just l wait on the interpretation from the attorney. You know, that's what it's gonna really come down to is what they what they what their input is. All right. [0:54:52, 0:54:54]: Very good. And um [0:54:55, 0:54:59]: See if there's anything else. Um I already did that. [0:55:00, 0:55:12]: Those are the main updates. So we'll open up for general discussion. Any updates on the economic development director uh vacancy? [0:55:13, 0:55:17]: I I don't have any update on that. I will try to do that, but I do have another update. [0:55:17, 0:55:21]: At our very last meeting, you know the condition of Burke Street. [0:55:22, 0:55:25]: We have been talking about that. That's been transferred. [0:55:25, 0:55:28]: We transferred funds from the local maintenance uh agreement. [0:55:29, 0:55:31]: And Burke Street will be repaved. [0:55:32, 0:55:37]: Yeah, instead of having that stretch down the middle of it looking like it's looking now. [0:55:37, 0:55:41]: Uh the da it that entire road will be repaved. [0:55:41, 0:55:43]: Which is befitting of what it should be. [0:55:43, 0:55:46]: Actually, I was looking at uh Jim Clark. [0:55:46, 0:55:50]: Jim Clark needs to be repaid too. So at some point we need to [0:55:50, 0:55:53]: Uh, you know, get with the public works and see. [0:55:53, 0:55:58]: what need to be done, but Berk Street really looked bad how it was with that strip. [0:55:58, 0:56:00]: down the middle how they just repay that. [0:56:00, 0:56:05]: So Burke Street will be getting re repaved down st downstrewn downtown. [0:56:07, 0:56:09]: Thank you. I appreciate that. Um [0:56:10, 0:56:15]: Uh Vanessa, have you received any applicants for the D DA vacancy? [0:56:16, 0:56:18]: I have not. I actually um [0:56:19, 0:56:25]: I mean we've been kind of aggressive with advertising this and promoting it when we go out and [0:56:26, 0:56:30]: everything. I don't know if it's the time of the year or what, but uh [0:56:30, 0:56:32]: I've not received anything for the DDA. [0:56:33, 0:56:35]: I have for the planning commission, but not for the D DA. [0:56:36, 0:56:37]: All right. [0:56:37, 0:56:51]: No, that's where we that that's where we need to be helpful. You know, some one of us needs to bring somebody to the table uh as a downtown business owner to be able to uh j you know, the citywide development authority have been kinda [0:56:51, 0:57:11]: What I was have been referring several people to that they didn't qualify for what we were doing, but to go ahead and move forward with that so we could assist of other businesses throughout the city with facade grants and such. Uh so that was kind of I want I was working on that, but certainly I will uh see the d endeavor to see whether we can get another. [0:57:11, 0:57:24]: board member and you should all you all you should all do the same. Exactly. I was I was gonna add to that that you know we we each take it upon ourselves as kind of an act of recruitment to um bring in who we think would be uh [0:57:24, 0:57:28]: uh help you know to support the DDA sort of on the board. [0:57:29, 0:57:45]: You know, you know, the one thing that we need to do with m Miss Holliday, what's the name of the business, the financial business that opened up downtown? I thought someone was going to reach out to them. Um we did a ribbon cutting there. [0:57:47, 0:57:52]: I d I don't I can't tell you right this second, but yes right there on Burke Street. Um [0:57:53, 0:57:55]: We did a ribbon cutting for them. [0:57:55, 0:58:05]: Yeah,'cause they are they are a major company. We need to see whether or not we could get And they moved here specifically. So yeah, they may very well be interested. [0:58:08, 0:58:28]: Let's see. Uh I think uh I will share that. I'll pull it up from my ribbon cutting uh file. Yeah, I think Mr. Peterson was supposed to reach out to them and then of course he's not here any longer. So we would need to make some adjustment. Maybe we could um uh you know, we'll we'll we'll we'll figure it out. But maybe Mr. Custon, you [0:58:28, 0:58:37]: might be able to reach out to them once we get the information going as an official representative uh to uh inquire whether they have any interest in that. [0:58:38, 0:58:40]: I'd be glad to. Thank you. Good idea. [0:58:41, 0:58:48]: um and then um so that's really all i have any other general discussion comments [0:58:51, 0:58:56]: All right. Well I appreciate y'all being here. I appreciate your work on the DDA as always. Um [0:58:57, 0:59:06]: And with that, how about um make a motion to adjourn the meeting? Real quick, uh the things that I wanna say. My town hall is on the twenty-seventh. [0:59:07, 0:59:08]: Um [0:59:08, 0:59:11]: to it inclusive of all public safety. [0:59:12, 0:59:12]: And [0:59:13, 0:59:17]: An economic development update, Miss Richardson. [0:59:17, 0:59:26]: It is a if you want to find out any and everything that is going on in town, this is what we're going to be doing, talking about. [0:59:26, 0:59:32]: uh inclusive of downtown, but the public the uh police chief will be there. [0:59:32, 0:59:33]: The um [0:59:34, 0:59:48]: Uh the sheriff will be there, Mr. Scandrick, Sheriff Scandrick will be there. Uh the E911 representative uh will be there uh as well. All of those individuals and someone from Henry County Police Department. [0:59:48, 0:59:52]: uh should be there and then we will have uh [0:59:52, 0:59:53]: Economic development update. [0:59:54, 1:00:06]: Uh all and it's at the amphitheater in downtown. So we expect a nice crowd to come out to just if they just wanna come and see the amphitheater, you know, it'll be a good opportunity because we're gonna have it at the amphitheater. [1:00:06, 1:00:26]: in uh the center of downtown so we can highlight that and then I actually have us I put us on the flyer okay the DDA so certainly I would uh like for all of the DDA members to attend because I would like for you all to come up be recognized and to talk about [1:00:26, 1:00:27]: about what we do. [1:00:27, 1:00:32]: I would love to. I have an IRS audit that day in Savannah. I won't be. [1:00:32, 1:00:41]: I would I would much rather be at the I'm sure you would. Oh my goodness. So that's October twenty seventh. [1:00:42, 1:00:44]: Mm-hmm. Thursday, October twenty seventh. [1:00:45, 1:00:46]: Seven PM. Okay. [1:00:47, 1:00:48]: I'm I'm sorry. [1:00:48, 1:00:49]: Seven PM. [1:00:49, 1:00:51]: Will you will it be free as well? [1:00:51, 1:00:52]: Thank you. [1:00:53, 1:00:54]: Yes, it will be streamed. [1:00:54, 1:00:56]: Okay, I can probably uh [1:00:57, 1:01:00]: look at it virtually. But yeah, I'd much rather be where you're gonna be. [1:01:01, 1:01:06]: I'm sure, my goodness. Well I'll pray for you. Thank you. [1:01:07, 1:01:10]: All right. Any other closing remarks? [1:01:13, 1:01:16]: All right, that's all we had on the agenda. Um [1:01:16, 1:01:19]: Barb, I think you were about to make a motion to adjourn. [1:01:19, 1:01:32]: Yeah, but um before I do that, I want to apologize. I feel like I wasted you guys time by coming on late. I've been super busy and super exhausted with work. I literally had this meeting at 6 30 on my couch. I don't know how, I don't know why. [1:01:33, 1:01:43]: Please accept my apologies for coming in late. Um, that's not my intention, but with that being said, um yeah, just exhaustion. [1:01:43, 1:01:47]: So I move that we end the meeting at seven fifteen PM. [1:01:49, 1:01:50]: We have a second. [1:01:52, 1:01:53]: Thank you, Bob. [1:01:54, 1:01:56]: All those all those in favor of adjourning, please raise your hand. [1:01:57, 1:02:02]: Thank you all again. I appreciate your work this evening as always. Have a great night. Good night. [1:02:03, 1:02:05]: Thank you. Good night.
