Oh god, cerem ceremony. We had ceremony type of i issues earlier. Giving recognition in special groups. [0:13:17, 0:13:37]: And what it amounts to is that the biggest group that was um uh recognized and I deal with uh the initiative from Councilman uh Al Thomas involving um don't stop uh don't try stop bridge. And that involved the uh Boy Scout Troop 65, involved both the graduate [0:13:37, 0:13:46]: chapters of KK Psi and Omega Sci Fi, um the Stockbridge Youth Council, um the uh let's see here. We had a [0:13:47, 0:14:05]: F H A I believe it was as well. Four H yeah. Four four eight four H okay. And then uh group and then we had a young lady, uh, forgot the young seven year old's name. Uh Diora Jones and her mother, Ms. Lamita Jones, Mr. Charles Wayne, Mr. Glenn Collins and several others. [0:14:05, 0:14:05]: All right. [0:14:07, 0:14:22]: And um we also um uh had the um recognition uh for the leader in me, uh Mr Steve Cash who gave the invocation and in reference to uh uh how well okay, now this is not my phone. [0:14:22, 0:14:27]: And it's uh I don't know, it's left it's left. Is this your phone? Okay. All right. [0:14:29, 0:14:43]: Anyway, so uh Mr uh Steve Cass received special recognition as well for the leader and me for leading that program and and the amount of uh uh advancement and things that have been going on, the educational aspect with Cotton Indian Elementary School. [0:14:44, 0:14:47]: And uh Councilman Alexander uh uh did that. [0:14:48, 0:14:53]: And then uh proclamation was read in reference to the National Day of Racial Healing, which is actually [0:14:54, 0:15:10]: honored on the twenty second of January, but we uh did that tonight and uh Miss Roy uh who was in working with our event staff, Mr. Canywell, um was now able to be here tonight, but I would imagine sometime um of January she'll be with us as well. [0:15:10, 0:15:13]: Those all the ceremonial type of uh [0:15:13, 0:15:17]: I don't see it went on earlier t uh this evening. Um [0:15:18, 0:15:23]: So all those individuals that are still here, could you please stand and be recognized if you're still here for those that times right now? [0:15:32, 0:15:34]: Thank you. Thank you very much for being here. [0:15:35, 0:15:37]: All right. Um [0:15:37, 0:15:42]: On that note, uh Madam Clerk, will we have any public comments at all? Indeed. [0:15:42, 0:15:44]: I'm Miss Mildred Reid. [0:15:45, 0:15:47]: Demus Reed come forward and uh [0:15:48, 0:15:49]: Announce your name and address. [0:15:52, 0:15:56]: And of course, as you give your comments public, uh be respectful in your comments, please. [0:16:00, 0:16:03]: My name is Mildred Reed, 530 Creek View. [0:16:03, 0:16:05]: Overlook stock ridge. [0:16:06, 0:16:10]: I I as a concerned citizen am here regarding [0:16:10, 0:16:13]: some action, the town hall meeting that was taken by councilman [0:16:14, 0:16:15]: Alexander. [0:16:15, 0:16:17]: I was not at the town hall meeting. [0:16:17, 0:16:19]: But I did manage to read [0:16:19, 0:16:21]: And see some videos. [0:16:21, 0:16:24]: It was done on December the fourth. I had another commitment. [0:16:25, 0:16:45]: Now I my questions are, who all in the city of Stockbridge authorized this meeting? Who determined what panelists would participate? Why were some of the panelists allowed to participate when it was and is common knowledge that they did not and do not have the best interests of the city? [0:16:45, 0:16:47]: City of Stockword is hard. [0:16:47, 0:17:03]: I believe in getting the city together as a whole and I believe in unity. I believe also that we should develop a task force throughout the city to include the citizens to help bring unity to Stockbridge. [0:17:04, 0:17:20]: In my opinion, Councilman Alexander is not the person to lead this endeavor. Based on past issues with him, I believe we should make every effort to see that he is not re-elected reelected as official of the city of Stockbridge. Thank you. [0:17:21, 0:17:21]: Yeah. [0:17:25, 0:17:27]: Next uh public uh comments, please. [0:17:29, 0:17:33]: Mr. Ronald Thomas. Thomas, come forward please. Name and address. [0:17:40, 0:17:42]: Thank you, Mayor and Councilman. Glad to be here. [0:17:43, 0:17:46]: I was at the m town hall meeting on December the fourth. [0:17:46, 0:17:54]: And I was glad to be there because this was my first time to get involved between the time that we've had with the Eagle Landing [0:17:55, 0:18:01]: committee has tried to state the party and I'm glad to be here that we've won. [0:18:01, 0:18:15]: And we need to unite ourselves, and that's why I'm here today, to give some type of support for the city of Startbridge. We need to have a coordinated team together to do the things that's gonna make everybody [0:18:16, 0:18:23]: come together and do the things that we need. Now I I love the part of being here in the city of Stockbridge. [0:18:24, 0:18:44]: My name is Ronald Thomas. I've been here since 2001. This is the first time I've come to a state meeting or a city meeting to see how things are. And I want to see things grow just like any other part of Georgia that's out here. If that can take place, then I will be more than happy. [0:18:44, 0:18:52]: happy to do anything that y'all need me to do to bring this thing together and be strong. And the second thing I have, I've been in the city [0:18:52, 0:18:53]: A stop bridge. [0:18:54, 0:18:56]: prior to listening to [0:18:56, 0:19:00]: the part that we've had for the City of Eagles Landing and Stockbridge. [0:19:00, 0:19:03]: I'm in the Winchlaw Equal Summanian Subdivision. [0:19:03, 0:19:11]: We have not got a paved street since two thousand and one. So I did think that [0:19:11, 0:19:20]: The part was splitting it up or coming together, I was gonna get some of that. So that's what I'm here for. What are we gonna get now that this is all over? [0:19:20, 0:19:21]: And thank you for listening to me. [0:19:22, 0:19:22]: Thank you. [0:19:23, 0:19:24]: Okay. [0:19:31, 0:19:33]: Miss Janetta Roberts. [0:19:33, 0:19:34]: Robert [0:19:37, 0:19:38]: Name and address, please. [0:19:47, 0:19:54]: My name is Jeanetta Roberts and I live at eleven oh six Wilmington Way. Um, I'm here to [0:19:55, 0:20:03]: say that I want to commend Councilman Alexander for the work that he's done and holding town hall meetings. Um [0:20:04, 0:20:24]: I n I never been informed by anyone as much as I have by Councilman Alexander. Um I think it was a good idea to um have the town hall. Um I've known him a long time and he's a very transparent [0:20:24, 0:20:33]: parent person. He's gonna ask questions and he's gonna make everything clear. So is it's not trying to [0:20:34, 0:20:42]: smoke scream anything or anything like that and and he's n he's not for lack of better words, he's not a sellout. [0:20:42, 0:20:45]: He's not a sellout at all. I have my [0:20:45, 0:20:46]: Brand here. [0:20:47, 0:20:48]: She's a social worker. [0:20:50, 0:20:51]: She was [0:20:51, 0:20:53]: in the process of [0:20:54, 0:21:01]: Finding a transitional home. That's for underprivileged people. So he is for the underdog. It's for underprivileged people. [0:21:02, 0:21:04]: And uh also [0:21:04, 0:21:05]: Council Now. [0:21:07, 0:21:10]: The word was he was gonna be the troublemaker. [0:21:11, 0:21:14]: But that wasn't true. He sat down and listened to them. [0:21:15, 0:21:17]: He wanted to hear what they had to say. [0:21:19, 0:21:24]: So as far as saying he shouldn't be a elected official, I can't go with that. [0:21:24, 0:21:36]: I really can't and I'm here to support him I think at the town hall. I was born and raised in Atlanta, Georgia. I can understand people passion for their home, but you know what? I can't go back home'cause of genification. [0:21:38, 0:21:41]: But I I'm not I'm not here to say that [0:21:41, 0:21:42]: And uh [0:21:44, 0:21:52]: You can't com compartmentalize things. You gotta look at things as a whole. What affect one is gonna affect the other. So we've got to come together. [0:21:53, 0:21:53]: Um [0:21:54, 0:21:58]: And I would one other thing I'd like to see here is [0:22:00, 0:22:06]: Could we consider having a senior center? Because we really need one within this area, the one at [0:22:06, 0:22:26]: Heritage is really too far to go and Fabio is not really within close proximity. And if we can do something for our elderly and youth, because it's like the babies and the old people, the ones that always put off last. Uh also one other thing I want to keep you long, it's a pothole right there. [0:22:26, 0:22:27]: They are [0:22:27, 0:22:29]: And what carrier? [0:22:29, 0:22:38]: And North Henry that needs to be repaired and if also I'm a resident of Winslow and we would like to have our street paved. [0:22:38, 0:22:40]: Um but [0:22:40, 0:22:42]: Thank you for your time. [0:22:53, 0:22:54]: It's Ariel Shaw. [0:23:06, 0:23:08]: Okay. Uh Cheryl Shaw first. [0:23:09, 0:23:10]: And name and address, please. [0:23:12, 0:23:17]: Good evening. Uh my name is Cheryl Shaw and I'm at one five four Surge Stone Lane. [0:23:19, 0:23:23]: I wanted to uh mention that I believe that the um [0:23:23, 0:23:43]: meeting that Councilman Alexander had on December 4th was impactful. I just believe also that there are other individuals that are concerned and want to have a part in watching Stockbridge moving forward in a greater capacity. [0:23:43, 0:24:03]: And I know there was some disagreement there, but my hope is that we would not, if you will, cry over spilled milk, but that if we would move forward and make sure that possibly even some of those other individuals that were very concerned be [0:24:03, 0:24:05]: A part of [0:24:05, 0:24:25]: you know, voicing their opinion or like this previous gentleman spoke of, having a large role in, you know, making an imprint and s in uh what has to be done and what need needs to be done to move Stockbridge forward. Um I thought it was impactful. There are key leaders there from the school district. [0:24:25, 0:24:36]: and so forth and so on that, you know, have insight and foresight as to, you know, what's going on, so they could, you know, put that out there. Um and so [0:24:36, 0:24:44]: My thought is if we would have more meetings and we can have all our councilmen and women there, it would be awesome. Um [0:24:44, 0:24:47]: in leading us forward. Thank you. [0:24:55, 0:24:56]: Mr. Ariel Shaw? [0:25:01, 0:25:03]: Aim and address, please. [0:25:05, 0:25:22]: Ariel Shaw, one five four Sartstone. Um I was actually one of the panelists um called on by Councilman Alexander on a Sunday evening after church to speak on that Tuesday. Um I believe that the reason he won it [0:25:22, 0:25:42]: that particular panel was individuals from both sides of the fight. That was what I understood. Um I agreed because I agree with things that move our city forward. Um and that's my mother. And just as she has stated, um I think it's essential that we do everything [0:25:42, 0:25:44]: [1544.4, 1559.6]: as um leaders in this community to move the city forward. I also and I understand you know there have been a lot of um concerns about districts, but I am in favor of districts just so that we are very clear on who [0:26:00, 0:26:08]: we need to hold accountable for our particular area. So that I hope that you will take that into consideration and um thank you for your time. [0:26:19, 0:26:21]: Quentin McChristian. [0:26:28, 0:26:29]: Name and address, please, sir. [0:26:32, 0:26:41]: My name is Quentin McChristian. I live at 108 Whitaker Drive here in Stockbridge. I'm here to express some concern about uh council districts. [0:26:41, 0:26:48]: Uh right now we as a citizen of Stockbridge I feel like I can reach out to any of the council members and get a response. [0:26:49, 0:26:54]: as opposed to having a single council member and being unable to [0:26:54, 0:27:04]: reach out to the other four and be t and and maybe be told you only have you can only talk to this one council member. So I I I'm not in favor of [0:27:04, 0:27:24]: council districts from that perspective. Also I'm concerned that it will create an environment in which council members are fighting for resources instead of every fighting for resources specifically for their district as opposed to fighting for all of Stockbridge. It will cause I think a competition for limited resources among districts. [0:27:24, 0:27:24]: [1646.0, 1646.9]: That's what I think. [0:27:34, 0:27:35]: Catherine Gilbert. [0:27:41, 0:27:42]: Name and address, please. [0:27:45, 0:27:50]: My name is Catherine Gilbert. I live at 120 Willowhill Lane, Stockbridge. [0:27:50, 0:27:54]: I've been live I've living I've lived in Stockbridge for twenty years. [0:27:54, 0:27:56]: I served on this council. [0:27:57, 0:28:01]: for four years between two thousand eight and two thousand twelve. [0:28:03, 0:28:08]: There were there were some issues back then. We've had issues moving forward. [0:28:09, 0:28:16]: We've tried to address them. I am here to speak to the need for council districts in this city. [0:28:17, 0:28:30]: In fact, I believe we should have six council districts. I've heard things things thrown out about uh uh four council districts and and two at large, in addition to the mayor at large. [0:28:32, 0:28:37]: I ran on council districts when I ran back in two thousand seven. [0:28:37, 0:28:51]: And there was a a a groundswell of people who believed that it would be much more equal representation for our city. At that time the city was a little over ten thousand in population. [0:28:51, 0:28:53]: We are well over twenty thousand now. [0:28:55, 0:29:04]: You don't ha you're not stuck talking to only one councilman if you have a council representative of your district. You are represented by a councilman in your district. [0:29:05, 0:29:09]: You can talk to any elected official at any time. [0:29:09, 0:29:12]: And you should and should expect an answer. [0:29:14, 0:29:20]: I also am in a great proponent of CIDs, Community Improvement Districts. [0:29:21, 0:29:36]: When I was in training through the my my s uh term as as city councilman, I learned about CIDs. And I learned that those areas of the Atlanta Metro region that are prospering to the highest level [0:29:37, 0:29:38]: Have CIDs. [0:29:39, 0:29:41]: All it takes from you [0:29:42, 0:29:45]: is an enabling ordinance. [0:29:46, 0:29:47]: That's all we need. [0:29:49, 0:29:50]: To move forward. [0:29:51, 0:30:07]: And what I've heard from some people on council is that, oh no, you bring the CID to us and then we'll consider it. It take it there's an investment, not only in time, but in in resources, financial resources, to organize the CID. [0:30:08, 0:30:17]: And to organize it and bring it to the council and then not know that the council will approve it and wonder, well, if they will or if they won't, nobody's going to take that risk. [0:30:18, 0:30:20]: And I don't blame them. [0:30:21, 0:30:26]: Districts, CIDs, those are tops on my list of priorities. [0:30:29, 0:30:29]: Thank you. [0:30:35, 0:30:37]: Miss Marilyn Flynn. [0:30:58, 0:31:02]: Name and address, please. When you get time, name an address, please. [0:31:19, 0:31:32]: Good evening, Mayor, Council members. My name is Marilyn Flynn. I reside at 521 Country Club Drive in Stockbridge. I've been a resident of Stockbridge for twenty-eight years. [0:31:34, 0:31:36]: Merry Christmas to all of you. [0:31:36, 0:31:42]: My first business tonight [0:31:43, 0:31:47]: is to request an investigation and an explanation. [0:31:47, 0:31:52]: of actions being taken to recover from the recent contentious campaign. [0:31:53, 0:31:59]: to save the city of Stockbridge. What I am able to deduct from social media and word of mouth [0:32:00, 0:32:03]: is disturbing to me. It seems to me [0:32:03, 0:32:07]: the mode of attack is lack of transparency. [0:32:08, 0:32:09]: I can't tell what's going on. [0:32:11, 0:32:13]: I want to congratulate [0:32:14, 0:32:16]: uh the city council as a whole [0:32:17, 0:32:18]: including all of the staff. [0:32:19, 0:32:22]: who led the efforts to save our city of Stockbridge. [0:32:22, 0:32:28]: The forums which were organized and implemented by Randy Knighton and Camilla Moore [0:32:28, 0:32:31]: We're very professional and very informative. [0:32:32, 0:32:38]: I'm certain there were many others here in City Hall that contributed to their vic to our victory. [0:32:39, 0:32:40]: I thank them also. [0:32:41, 0:32:51]: Most of all, I praise the citizens of Stockbridge for their strong support to defeat the efforts of our former failed politicians and staff. [0:32:52, 0:33:12]: It was an overwhelming victory led by citizens like Yolanda Barber, Linda Mitchell, Alicia Miller, Roberta Richardson, Monica Johnson, Catherine Swearinger, Yolanda Allen, Trina Baines, Mildred Reed, Louise Griffith, Art Priston, Rashawn George, and many others who worked twenty four hours. [0:33:12, 0:33:15]: four seven to defeat the referendum. [0:33:16, 0:33:26]: In fact, if there was any benefit gained in this horrible threat to the destruction of our city, it is that we have identified so many intelligent and [0:33:26, 0:33:27]: Energetic. [0:33:27, 0:33:30]: Creative young people who stepped up [0:33:30, 0:33:35]: as productive activists and possibly prospective city leaders. [0:33:36, 0:33:47]: Now why is the Council insulting these dedicated citizens to endure a panel discussion by people who have a history of making trouble for the city? [0:33:47, 0:33:49]: Remember the saying fools [0:33:50, 0:33:52]: Fool me once, shame on me. [0:33:53, 0:33:54]: For me twice. [0:33:54, 0:33:56]: I mean I turn it around. [0:33:57, 0:33:58]: For me once. [0:33:58, 0:33:59]: Shame on you. [0:34:00, 0:34:02]: Fool me twice, shame on me. [0:34:02, 0:34:05]: Remember the mock trial of Mayor Stewart? [0:34:06, 0:34:08]: Remember the failed Stockbridge DDA? [0:34:09, 0:34:14]: I include my experiences with the Eagles Landing Community Association. [0:34:14, 0:34:20]: Remember the illegal process they followed to get their referendum bills through the legislature? [0:34:21, 0:34:26]: Unfortunately, ma'am, your three minutes are up. Unless the council wants to grant her additional time. Mayor. [0:34:27, 0:34:28]: How would I [0:34:28, 0:34:31]: All right, go right in. Go right in. [0:34:32, 0:34:35]: What these all have in common [0:34:35, 0:34:38]: are Robin Bushman, Kathy Gilbert and Judy Smith. [0:34:40, 0:34:48]: Shame on the council for giving these three a platform to promote their issues before you invited the citizens who have proven their loyalty. [0:34:49, 0:34:54]: My personal opinion is to urge the Council to give careful study [0:34:54, 0:34:56]: to the method of districting. [0:34:57, 0:34:58]: Do not use [0:35:03, 0:35:12]: The computer at the Capitol that uses political party or race as a variable and results in gerrymandered districts. [0:35:12, 0:35:15]: Study the Obama holder recommendations. [0:35:16, 0:35:29]: We don't have to rush into this. I was here uh in two thousand ten when they had the new census and the new districts were drawn and the variables they put in were political. [0:35:29, 0:35:32]: And that's why we have so many gerrymandered districts. [0:35:33, 0:35:34]: Take it slow. [0:35:34, 0:35:35]: Let's study it. [0:35:36, 0:35:37]: And please involve [0:35:38, 0:35:39]: uh the citizens. [0:35:42, 0:35:43]: I'm asking [0:35:45, 0:35:55]: Do not allow the formation of any tax supported entity that is not directly accountable to the public, such as CIDs and ELCA. [0:35:56, 0:35:57]: As I understand it. [0:35:58, 0:35:59]: Uh [0:35:59, 0:36:04]: The CID is initiated by the business owners themselves. [0:36:04, 0:36:08]: We have a situation under ELCA where they have [0:36:09, 0:36:12]: uh membership on that board of two businesses. [0:36:14, 0:36:23]: Those two seats on the ELCA board are now filled by Kathy Gilbert. I don't know what her business is. [0:36:24, 0:36:25]: Uh she is at large. [0:36:26, 0:36:31]: and one other business person that doesn't come to the meetings. [0:36:31, 0:36:32]: And [0:36:32, 0:36:37]: they have difficulty collecting the membership dues from the businesses. [0:36:37, 0:36:42]: So I can't understand when one councilman says that they're [0:36:42, 0:36:43]: working [0:36:43, 0:36:48]: behind the scenes to get that D D A on one hundred thirty eight started. [0:36:48, 0:36:51]: I want to see all of this done transparently. [0:36:54, 0:36:55]: I'm therefore asking [0:36:56, 0:36:59]: That you investigate and let us know how and why. [0:37:00, 0:37:05]: This is happening. Please. Merry Christmas. Merry Joseph. [0:37:18, 0:37:19]: Mr. Londa Barber. [0:37:33, 0:37:34]: Name and address, please. [0:37:37, 0:37:41]: Yolanda Barber, four four one Gresham Drive, Stockbridge. [0:37:46, 0:37:48]: Good evening, Mayor. [0:37:48, 0:38:00]: Mayor Pro Tem and Council members. I'm Yolanda Barber. I've already given you my address. I am also chair of coalition to keep Stockbridge together. I'm here tonight speaking from my own perspective. [0:38:00, 0:38:09]: On Tuesday, December 4th at 7 p.m., I attended what was advertised to be a Stockbridge Unity Town Hall, presented by Councilman Elton Alexander. [0:38:10, 0:38:15]: The title of the forum is what got my attention. However, the agenda also included a list of topics. [0:38:16, 0:38:36]: District Accountability for City Council, Eagles Landing Park, planned to attract upscale development, fiber optics in place, new businesses coming soon. When I arrived, I was surprised to see a couple of the leaders of Eagles Landing movement, Kathy Gilbert and Judy Smith, along with several other individuals I was not familiar with, sitting at a table in front of the room facing. [0:38:36, 0:38:50]: an audience of people. I was open and ready to hear the discussions on unity. However, Mr. Alexander repeatedly reiterated that we would not discuss what has happened in the past. The vote has already taken place. We need to move on. [0:38:51, 0:38:54]: even before anyone from the audience were given the opportunity to speak. [0:38:55, 0:39:15]: Throughout the meeting, Mr. Alexander made statements about the desires of the leaders who sought to create the proposed city of Eagles Landing. His statements were as if he was paying homage to them. Mr. Alexander even stated in his own words, I never doubted their love for their community one bit. I was flabbergasted, but not totally. After all, Mr. Alexander has been [0:39:14, 0:39:18]: undermined every effort to keep our city together. [0:39:18, 0:39:32]: by sending private messages to citizens in an attempt to convince them convince them to make demands on the city in order for them to vote no on the Eagles Landing referendum. After sitting through roughly thirty to forty five minutes of the meeting, [0:39:32, 0:39:52]: Mr. Alexander made the statement speaking about the leaders of the Eagles Landing Movement, they tried to change the name of the city and continued to ramble on about the vote, the vote to create the proposed new city. But he kept reiterating, we're not going to talk about the past. But when an individual from the audience challenged him by saying that's not what they did, pilot for what [0:39:52, 0:40:06]: it was. They tried to take fifty percent of Stockbridge. He became defensive and continued to state we will not talk about the past. All the while he spoke about the past and would switch the subject by attempting to shift everyone's focus on moving forward with his agenda. [0:40:07, 0:40:27]: I attended this forum for the purpose of talking about unity, not to push his and supporters of the proposed City of Eagles Landings agenda. The supposed unity town hall took place two days shy of one month after the November vote. To expect that I can move on 28 days after I fought to keep my community together is a [0:40:27, 0:40:28]: [2429.2, 2434.3]: And the fact that the leaders of the proposed city were invited to have a seat at the table [0:40:34, 0:40:38]: in order to make future demands was alarming and appalling. [0:40:39, 0:40:52]: It was even more shocking to hear Kathy Gilbert state that she had reached out to Andy Wilch to discuss district representation. Why is that kind of attitude of undermining our elected officials that got us in this situation? [0:40:53, 0:41:11]: I don't want to go back down the road, but I'm prepared. I'm prepared to send my to defend my city again and again if I have to. While those leaders and supporters of the proposed city of Eagles Landing may be anxious to get involved in moving the city of Stockbridge forward, this entire community needs time to heal. [0:41:11, 0:41:16]: I've spent the past ten months, every single day, fighting to keep my city together. [0:41:17, 0:41:25]: Understandably I'm still very sensitive, emotional, and have developed a level of aggression and still on the high alert. [0:41:26, 0:41:35]: Mr. Alexander, you and I don't know each other personally, but I am cordial when I'm in your presence, whether it be a handshake or a head nod. [0:41:37, 0:41:40]: I make an attempt to acknowledge you. Wouldn't you agree? [0:41:40, 0:41:41]: Absolutely. [0:41:41, 0:42:01]: Sir, I question your motives and your intent for the betterment of this entire community as a council member. Your focus has been on yourself and the interests of a few, and not for the majority of the citizens here in Stockbridge. Whatever good you've done is sh overshadowed by the constant embarrassment and shame you bring to this council and the entire community of Stockbridge. During your unity form, [0:42:01, 0:42:06]: You indicated that you are a statesman. Let me read you the definition of statesman. [0:42:06, 0:42:26]: Marion Webster defines statesmen as one who's versed in the principles of art of government, a wise, skillful, and respected political leader. While you might think you're a wise and skillful political leader, you've officially lost my respect. It was during this Unity Town Hall that solidified it for me. I passionately express my disappointment that no one [0:42:26, 0:42:33]: on the panel was there to speak for me, meaning the approximately 18,000 residents who were shut out of the voting process. [0:42:35, 0:42:37]: It's it's been five minutes. [0:42:38, 0:42:43]: I'll give it a dish. I just need to let her finish. Thank you. [0:42:47, 0:43:07]: No one was on the panel to speak for me, meaning there are approximately eighteen thousand residents who were shut out of the voting process. You immediately became defensive by looking for the name card you made for Art Christian who did not attend to show that you have reached out to someone who could speak for me. News flash. Art Christian serves as chair of the ballot committee, citizens to keep stock rich. [0:43:07, 0:43:27]: Together. He does not speak for me or the coalition to keep Stockbridge together. You even went as far as saying that you were disappointed that others didn't attend. But you never, not once, thought to say, Yolanda, I speak for you. I'm your councilman. I hear you. I see you. What they did wasn't right, Yolanda. Let's talk afterwards. [0:43:27, 0:43:27]: [2608.8, 2628.8]: I need you to understand this. Every council seat is an at-large seat. I've watched you advocate for the desires of your subdivision and for those who live in the Eagles Lane area. But what about the other areas throughout this community? At this meeting, you validated it for me in front of everybody. Quite frankly, you, sir, are not the one who should be leading a forum on the United States. [0:43:48, 0:43:49]: On unity. [0:43:50, 0:43:56]: You posted on various social media sites that your latest town hall was amazing. It was anything but that. [0:43:56, 0:43:59]: Approximately ten plus people left your meeting discussed it. [0:44:00, 0:44:20]: As it pertains to district representation, I support it and I do agree it needs to happen. But before the city can truly draw district lines, the donut holes should be closed. I have a friend who lives in Winsong. While ninety percent of the houses in the city of Stock are in the city of Stockbridge, her house is left in unincorporated Henry County. I have several other friends who live off base. [0:44:20, 0:44:24]: Banks Road, Southgate and Walton, who are in unincorporated areas of county. [0:44:25, 0:44:45]: We've had to educate them about the fact that their addresses may say Stockbridge, but they are in fact an unincorporated resident of Heron County and all of their service are provided by the county. The number of citizens throughout this entire community who are confused about whether or not they are or are not a resident of the city should be a topic of discussion for this council. [0:44:45, 0:45:03]: It was even more apparent to me when we canvassed 27 subdivisions and three and a half apartment complexes. We had to tailor our message based on the neighborhoods, all of which were in the boundaries for the proposed new city. Some were incorporated Stockbridge, some were unincorporated Henry County, and some subdivisions had both. [0:45:03, 0:45:23]: After years of gerrymandering in this community, cleaning up the boundaries should be a top priority and will require time after the holes have been filled. City officials should review censors reports on the population and true makeup of our community so that district maps can be drawn more accurately. Don't put the cart before the horse. Why are there discussions of [0:45:23, 0:45:37]: district representation now. The city officials for Stockbury submitted a compromise to the Georgia legislature earlier this year to stop the proposal for the new city from moving forward. It was rejected by the leaders. Now it appears as though Mr. Alexander [0:45:37, 0:45:46]: It's trying to push the agenda of those same people who lost their fight. The leaders of Eagles Landing and their supporters will not steer the direction of this city. [0:45:47, 0:46:03]: Progress is made when all are included. Every citizen in this community, no matter where they live, holds a stake in the priorities that will be set going forward. While the other agenda items mentioned during the Unity Town Hall may have been important to some, they are not priority for the majority of the citizens in this community. [0:46:03, 0:46:23]: The City of Stockbridge already has already has great plans that have been improved for the upcoming year. The amphitheater, the Jodico Road Project and others. I'm excited and I personally plan to be more involved in watching how things progress. Not only will I wa be watching the progression of the projects, I'll also be closely watching the actions of every single electoral. [0:46:23, 0:46:25]: elected official who's sitting here today. [0:46:26, 0:46:29]: The expectations are all too high. [0:46:30, 0:46:33]: It will require all of you to work together for the greater good of this community. [0:46:33, 0:46:53]: On November twenty eighth, at the request of Councilman John Blount, members of both ballot committees that were formed to advocate for keeping Stopperage together were invited to meet with Mr. Blount, along with the city manager and assistant city manager. They thanked everyone for their work in the community and wanted to give us the opportunity to discuss our thoughts, ideas, any concerns in moving the city forward. [0:46:53, 0:47:13]: One idea in particular was mentioned, and I'd like to move forward with it. It was the Stockbridge Alliance. This committee or group would serve as the liaison between the city government of Stockbridge and the board members and the officers of HOAs and neighborhoods throughout the community. As I canvassed the community, there were many of the officers of the HOA. [0:47:13, 0:47:22]: Who are either inactive, disengaged, withholding information, and/or uninformed or misinformed. As a result, [0:47:23, 0:47:37]: Residents were left clueless or relied on others who were grossly misinformed. Thank goodness we were able to direct them to the next scheduled community forum to get the real facts. This alliance would share in the responsibility of effectively communicating information to residents. [0:47:38, 0:47:40]: There's a need for this type of community right now. [0:47:40, 0:47:45]: Can I count on each of you to support to support this initiative? And thank you so much for your time. [0:48:01, 0:48:08]: Okay. On that note, point of order. Point of order. Stand by a second, please. [0:48:08, 0:48:23]: We took notes and all those comments, so what'll happen is that we'll be able to respond accordingly on those comments. In reference to uh responding right now to those comments, uh if the council wants to do that you have uh opportunity of doing your closing remarks. We're not gonna do that at this point. [0:48:23, 0:48:31]: Okay, thank you very much. All right, on that note, uh old business public hearing, third reading and adoption of the operating budget. [0:48:31, 0:48:34]: Ms. Knighton, please. Ms. Knighton and John Wiggins, please. [0:48:49, 0:48:50]: Completed fine. [0:48:51, 0:48:53]: That's that's [0:49:04, 0:49:05]: Yeah. [0:49:14, 0:49:15]: Mm-hmm. I think so. [0:49:23, 0:49:24]: Yeah. [0:49:26, 0:49:28]: That can't be. [0:49:45, 0:49:45]: Everything. [0:49:47, 0:49:48]: Take them. [0:49:52, 0:49:53]: I got my list right here. [0:50:19, 0:50:27]: Mayor Council, uh thank you for the opportunity again. We're coming to present the third reading of the twenty nineteen proposed budget, which is on the [0:50:29, 0:50:29]: Happened. [0:50:33, 0:50:36]: Which is on uh should be on the screen before you. [0:50:37, 0:50:40]: Um we'll go over the twenty nineteen proposed budget. [0:50:43, 0:50:44]: I think I'll run here. [0:50:45, 0:50:46]: Uh [0:50:46, 0:50:47]: Okay. [0:50:48, 0:51:07]: All right, we will start, as we always do, uh, with the vision statement and the mission statement for the city of Stockbridge, to be the most progressive business and family-oriented community in Metro Atlanta with a focus on enhanced quality of life initiatives which promote a sustainable live-work-play environment. And the mission statement [0:51:07, 0:51:27]: is consistent with that vision statement to provide visionary leadership in superior municipal services that enhance the quality of life for citizens while creating a welcoming business atmosphere focused on sustainability and expansion of tourism and cultural events. The vision and mission statement are important because they go directly to what is proposed in the twenty nineteen [0:51:27, 0:51:38]: budget to sustain the city in next year in order to provide the many services and activities which our citizens expect of us. [0:51:39, 0:51:51]: Also, the the City of Stockbridge Values and the Acronym of Peace, Professionalism, Excellence, Adaptability, Communication, and Ethics. [0:51:52, 0:52:12]: Here are many of the services that the City of Stockbridge provides, including code enforcement, building inspections, permitting, water and sewer, sanitation service, road maintenance. This is just a glimpse of some of the services that the city provides, and the budget speaks to all of the services that the city puts forward. [0:52:12, 0:52:28]: This is an overview of the proposed general fund budget at$10.879 million. You can see the overarching departments and what each one is proposed for 2019. [0:52:29, 0:52:31]: I'll highlight a few things here. [0:52:33, 0:52:45]: These are also your enterprise funds. As you can see, these are specific funds that are marked for specific services which the city provides. [0:52:47, 0:53:07]: These are proposed new positions in the twenty nineteen budget, including a fire marshal, which is proposed to provide plan review support, also inspection, annual inspections for the commercial businesses throughout the city. Building and permit coordinator, again, this uh function is primarily to hand is is primarily to handle um uh [0:53:07, 0:53:27]: those who come through the permitting process to ensure they have a liaison and have a point of contact as they matriculate through the permitting process. As you know, we took over permitting from Henry County just about a year ago and as that function has grown, we are proposing these two positions to help support [0:53:28, 0:53:48]: Uh businesses and prospective businesses who come in to either develop or receive permits from the City of Stockbridge. We also propose a purchasing supervisor, which is a reclass position for the purpose of overseeing the inventory clerk. An inventory clerk is proposed to provide major responsibility. [0:53:48, 0:53:56]: Responsibilities for maintaining and updating inventory records and developing efficient inventory management practices. [0:53:59, 0:54:08]: Here are also uh some major components of uh of the budget uh and uh primarily are the items uh that um [0:54:09, 0:54:29]: cause the increase in the overall budget, contingency at 150,000. The budget currently does not have a pure contingency. Those are for most likely for any emergency situation that needs to be addressed. Exit beautification, this is to ensure that the gateways coming into the city are properly maintained. [0:54:29, 0:54:46]: This is abatement, this at$50,000, which is proposed to provide seed money and evaluation of properties that may be derelict or in dilapidated conditions. Health benefit increase and dental increases are absorbed in this budget. [0:54:47, 0:55:06]: and not proposed to be passed on to uh to staff. Uh also the annual COLA for staff at five percent, and then information technology upgrades at fifty thousand dollars, and then amphitheater management startup at fifty thousand dollars. We expect the amphitheater uh to break ground uh sometime in the first quarter of next year. [0:55:10, 0:55:29]: A few adjustments that I uh would propose to you, um one is including seventeen thousand dollars in financial administration to account for GMA dues and also potentially National League of City dues, um, and then uh$3,000 uh to the Main Street budget to be consistent with uh previous year's uh actuals. [0:55:30, 0:55:38]: And then also to reduce consultant fees and financial administration from fifty thousand down to thirty thousand. [0:55:38, 0:55:57]: And then um the fire marshal salary while it was in the previous budgets that you saw in the body of the budget, it w it was not included uh as a matter of um uh calculation error was not included in the summary report. And so I wanted to point those uh items uh out to you. [0:55:57, 0:56:07]: Uh and with that uh you have the proposed budget before you and uh we seek uh uh any further question, discussion uh regarding the matter. [0:56:08, 0:56:09]: Can't find any questions for [0:56:09, 0:56:12]: Mr. Knight, Councilman Alison, go ahead, sir. [0:56:12, 0:56:26]: Yes, sir. I appreciate this and this is the third reading of the budget, so everybody should understand before the questions come before you, you will be given the opportunity to speak and understand one thing. If it's not in this budget, it's not going to happen. [0:56:26, 0:56:29]: No matter what we say, and no matter what we do. [0:56:29, 0:56:49]: If it's not in the budget, it's not going to happen. Um, Mr. Knighton, I would like for you to speak specifically to a couple of items uh that we talked about. Uh we talked about expressway exit maintaining those exits because that drives our economic development and keeps Stockbridge city tax. [0:56:49, 0:57:04]: tax free. One of the things that we need to do is we need to make those exits safer. We had discussed with business owners during the Highway 138 overlay meeting and uh with the Eagles Landing community having uh [0:57:05, 0:57:25]: street light districts uh along one thirty eight because uh with the with the new um overlay plan standards have been raised but when you come outside of Fairfield Inn, our new hotel over there, it is black dark and it does not does not seem safe. So what is it that we can do to commit some [0:57:25, 0:57:32]: funds uh in there because uh there's there's uh we talk we we ex talk to the business owners about [0:57:32, 0:57:39]: uh having a lighting plan and a plan over there. Maybe Miss Moore can speak to it about [0:57:39, 0:57:46]: during the Highway 138 overlay, what can we do with this budget in order to impact that? [0:57:46, 0:58:06]: Well I certainly invite Miss Moore to speak to that as well, but one of the things I think we uh also need to be cognizant of is the um uh jurisdictional boundaries. Uh on 138, as you know, it goes through various jurisdictions, Henry County, City of Stockbridge, but also Clayton County as well, for the areas that uh are in the city of Stockbridge. Um [0:58:06, 0:58:22]: I think that that is something that can be considered. However, it's also something that business owners may need to consider in terms of them potentially funding those lighting apparatus that would be a part of that corridor. [0:58:23, 0:58:40]: Um and also there needs to be coordination with those other jurisdictions to ensure that there is um an adequate flow of lighting from one jurisdiction to the other. It certainly would not be beneficial if one jurisdiction had a certain lighting plan and another one did not. And so I think that those discussions would have to be um [0:58:41, 0:59:01]: uh included in any further discussions about uh a lighting plan for those particular corridors. We have raised the standards and we hope that in and of itself will provide an opportunity for and mandate for business owners to provide certain uh amenities and uh landscaping along those corridors. So I think that in of itself will help. But if there's a specific [0:59:01, 0:59:07]: specific lighting plan, there are other mechanisms that perhaps uh could be a part of any further discussion, including CIDs actually. [0:59:08, 0:59:28]: Okay, a actually yes,'cause we had discussed, talked about the CID for Highway one hundred thirty eight. Uh I think Councilwoman Robinson had led the charge at a very public meeting that we had had here at City Hall with Chairman Jeff Turner of Clayton County, Henry County, everybody was here uh at the table because we understand [0:59:28, 0:59:48]: understand one thing, Highway one hundred eight is the gateway uh to Stockbridge in the Henry County and people judge us on what that appearance is. And folks should just understand that it's not going to change overnight. We've changed the standards, but it's gonna take years. And the city needs to do everything that we can do to to to make that happen. [0:59:48, 1:00:08]: My second question is in regards to sidewalks and trails for the city. We have corridors along Flippin Road, Rock Quarry Road, along my area, Peach Drive, that have no sidewalks. These areas need to be examined. [1:00:08, 1:00:28]: And explore, we passed collectively as this council what's called the Master Trail Plan, so that we would have connected trails all over the city of Stockbridge. This council did that. At some point we passed that plan, but it's been dusty on the shelf in order for us to move forward with the [1:00:27, 1:00:47]: that plan we have to allocate some monies in the budget in order to do that. So you had spoken to me maybe about SWAS five. What about some uh some other fund swass five and other funding to add sidewalks along flipping road uh as well because I had spoken with the board uh [1:00:47, 1:01:07]: uh the Arabia Mountain Board and they um are w more than willing to have the Panola Mountain Trails connect here to Henry County and then on the other side they're more than willing to have the Lake Spivey trails expand and come down Walt Stevens because Walt Stevens did not have any sidewalk. So tell us about the the potential fund [1:01:07, 1:01:27]: Funding uh for sidewalks and how how would we do that? In terms of an overall master trail plan, I would not necessarily recommend uh having that type of funding source in a general fund budget, which is designed to handle the day-to-day operations over the course of a year. Because it's more of a capital improvement item, I would certainly certainly recommend that. [1:01:27, 1:01:47]: end uh having that as a discussion in Splost 5, uh not only for the City of Stockbridge, but also for Henry County, because as you know, connectivity is the major feature of a trail and ensuring that Henry County, for instance, or other jurisdictions who have existing trails or planned trails that we can connect to those, I think would be the prudent thing to do. So [1:01:47, 1:01:55]: So I think that that discussion is more of a capital improvement discussion, primarily through a splost five, which I think is an opportunity to address some of those matters. [1:01:55, 1:02:15]: Okay, well I appreciate that and one last question if I could. Uh in terms of we're working on it's up for the public and we got people here that need to understand what we're doing to move the city forward. Talk about the hundred thousand dollars that we put in the budget to rewrite all of the zoning code and then the sign ordinance and all of that. [1:02:15, 1:02:17]: Because these [1:02:18, 1:02:38]: Subpar developments look for low and weak zonings. So talk about that so folks can understand what we're trying to do in order to raise the standards here in Stockbridge. Sure, we appreciate everybody who took part in the comprehensive planning process. The first one that was done specifically for the city of Stockbridge, we s we certainly uh commend the [1:02:38, 1:02:58]: For taking that move to develop our own comprehensive plan which sets out overarching land uses for the city of Stockbridge for the next 20-year period. Underneath land uses generally comes your zoning. Zonings are more specific, they get into the details, design standards, building setbacks, other developments. [1:02:58, 1:03:18]: development standards, uh lot sizes, those types of things which generally follow uh a land use completion. And so we do have a hundred thousand dollars in the proposed budget for a rewrite of the or a writing of the zoning code that would help to ensure that the vision for the city of Stockbridge in terms of actual development on the ground is commensurate [1:03:18, 1:03:22]: uh with the high standards that I believe the uh elected body would want to see. [1:03:22, 1:03:23]: Thank you, sir. [1:03:24, 1:03:44]: On that note, I've got a couple of comments myself here. First of all, a couple years back, uh I believe we already passed a ordinance in reference to CIDs. So to help us with that process. So that's already there. Um and number two is that on reference to the trail plan, I believe that was approved in two thousand sixteen, put put on unfortunately [1:03:43, 1:04:03]: put it on the on the shelf and I would recommend that before we even think about um talking with seriously about s some other agencies mountain or the common trail we need to actually sit down as an organization and open that up and discuss among the council how we want to do this on capital improvement but also what we want to tackle. [1:04:03, 1:04:23]: first before we kind of go outside of the jurisdiction of of the council itself. And then once we have that decision and we have that discussion and then if we think it's necessary to involve outside agencies, so be it. But I think that's something we need to sit down and talk about first before we really kinda take that next step. All right. Yes ma'am we're ready. I just want to make a comment [1:04:23, 1:04:43]: since my name was mentioned in that CID. That actually took place in twenty sixteen with the resolution so that way everybody everyone will understand. Not only was Clayton at the table, um G Dot was also at the table. Um tried to bring everyone so that way we'll have a full understanding that was a town hall for the citizens. [1:04:43, 1:05:03]: So that way the citizens will know the impact that it will do for our community. Um not only that, uh we had change of arms in our city manager at the time. So then we had Miss Moore when she came in. We also tried to do an another update and I Miss Moore myself and their attorney we went to visit [1:05:03, 1:05:23]: So we just want to make sure that you understand this is something that's been in the works, the discussions, and we want to be careful about what we're doing um before we bring it to the citizens again. So that was our initial town hall in 2016. [1:05:23, 1:05:38]: then it will become it will come up again so that way the citizens will be able to understand the process a little further. So um again the resolution was done. Um so I just want to up abreast everyone who wasn't there in twenty sixteen. [1:05:38, 1:05:38]: Thank you, Mayor. [1:05:39, 1:05:51]: Any other comments this far? Yes, sir. Yes, thank you, Mr. Mayor. Uh Mr. Knight, as you are aware, you and I have met uh several times about the budget. Um [1:05:52, 1:05:55]: I raised some concerns [1:05:55, 1:05:59]: You spoke to some of them um in your presentation. [1:05:59, 1:06:00]: Um [1:06:01, 1:06:04]: that deals with a proposed adjustment schedule [1:06:05, 1:06:06]: Uh where you [1:06:07, 1:06:13]: go in and make some changes um according to concerns of council. [1:06:14, 1:06:15]: Um [1:06:15, 1:06:17]: We removed [1:06:18, 1:06:20]: Uh an agenda item [1:06:20, 1:06:28]: uh that is still in the budget. I know you did not make reference to that in the uh adjustment schedule. [1:06:28, 1:06:32]: Uh and I think we do need to to do just that. Um [1:06:35, 1:06:39]: There are a couple of things and you and I spoke again today and I mentioned to you that [1:06:39, 1:06:59]: I still have some concerns about some things and um we schedule to continue to to talk about some of these things. I won't go into the details of some of these things. What I'd like to do to with council, uh this is the third reading. I would like to motion that [1:06:59, 1:07:08]: That uh we do not approve of this budget on this night, but to come back on the uh eighteenth. [1:07:08, 1:07:23]: to approve and let's make sure that um all of our questions are answered. Um I there are some things that I needed to speak to uh Mrs. Moore. [1:07:24, 1:07:26]: And Mrs. Cato. [1:07:26, 1:07:32]: who is the chair of the uh Stockbridge Association of Businesses. Um [1:07:33, 1:07:35]: And I will say that I have [1:07:36, 1:07:36]: Um [1:07:37, 1:07:43]: had a conversation with several board members of the youth advisory board. [1:07:44, 1:07:47]: and um they expressed some concerns [1:07:48, 1:08:03]: For me, I am just not ready to approve of this budget until there's a little bit more clarity for me. And I think um, you know, you and I have met several times and I just want to commend you for um [1:08:04, 1:08:24]: seeking those answers to my question during the research, um the fact that we did remove one of the agenda items um which I don't have a problem with. I understand the process. Uh I will say here and now that I am in favor of the [1:08:23, 1:08:43]: the uh youth council going forward. Um when I came on council, well before I came on council, um back in December I raised some issues. I still have some of those issues that I want to express. Um I am in favor of the uh SAB. Um no doubt [1:08:43, 1:09:03]: about that. I think we need to uh work with that organization because that is an entity that we do need here in the city of Stockbridge. I just do have some questions. I know um Mrs. Cato have been meeting with some council members, um just hadn't got around to me yet. But I just wanted to go on record say I am in [1:09:03, 1:09:05]: Favor. Um [1:09:06, 1:09:26]: There are some preliminary steps as well as you know, uh Mrs. Moore know also that there are some preliminary steps that we need to take and I think we are in the process of of taking those and you and I talked about uh setting aside uh funds for that particular program [1:09:26, 1:09:46]: And I'm in agreement with that. So it's not like um we're not going to fund it. Um I just want everyone to understand that it will be set aside until uh the proper steps are taken to put that entity in place. So with that, mr uh mr nine, now uh go back [1:09:46, 1:10:06]: back to my original motion and I don't I don't know if it if we really need a motion. There's no motion to approve. So um I don't know if I need to make a motion not to approve. Step by Ms. Attorney, I mean this is a public uh public hearing so I have to engage the public and I was going to do that once the council has finished their question. [1:10:06, 1:10:26]: Now, if there's going to be a motion and and it's a second and it is and to delay this, I mean I gotta make sure I get the public in it somewhere. So I don't know if I need to do this now. You're correct. You advertise the uh current hearing for tonight, so you need to after hearing and if you want the public to be able to speak. [1:10:30, 1:10:32]: [4234.8, 4254.8]: Well what I'd like to do if possible if this makes sense to uh uh to also uh councilman Thomas, I'd like for us to go through the process, what questions we have and then ask the public, you know, make sure they speak, and then if we still need to go ahead and and delay it for what we can do at that point. Uh but I want to make sure that I engage the public as well. Are you are you escarable? Okay. [1:10:54, 1:11:03]: Correct process. Okay. Mayor. You were done, sir? Okay. Mayor. Um I just want to make a one comment in regards to the budget. [1:11:03, 1:11:23]: It is um not true that once you do the budget, once we adopt the budget, we can't change the budget. We we don't like doing that often, um but we've had quarterly um where we've reviewed the budget before. [1:11:23, 1:11:43]: or and have had and have had to make changes or if we come up with a project then that is amendable and we have done it before. So um it's nothing unusual. I just want you all to know that. And in regards to the budget or in regards to projects in general, um we did something [1:11:43, 1:12:03]: really unique this year that I think has stuck and and and Mayor Ford kinda mentioned in that process. This year we pinpointed four target goals that we were gonna really aim and focus on. One included the amphitheater, two the defeat of Eagles Landing and other projects that we're working on, including [1:12:03, 1:12:07]: the art centre, maybe moving the some of the money [1:12:07, 1:12:20]: based off of a referendum of wells and and the fire station and things that are underway. And the whole objective of that is if we focus and pinpoint on a few projects at a time [1:12:20, 1:12:40]: then we can actually get them accomplished and when we check them off the list we can add another project on. Because we have so many great ideas. There's so many things that you want to do from the sidewalks to the Senior Center, what I which I think is excellent, to all kind of things we want, but the [1:12:40, 1:13:00]: council we have our retreats and then we look at what is a priority for the community, what is a priority for the city for those target lists and we ask that our city manager and his admin and staff team get together and focus on those particular projects so that we can actually get [1:13:00, 1:13:20]: them accomplished. And ladies and gentlemen, that is exactly what happened this year. So I just want to give you a heads up on what we agreed to as a council on the process of focusing and and as a team. And I think we all agreed to that unanimously at that time. Thank you, Mayor. [1:13:20, 1:13:40]: I just wanna follow up so everyone will understand. Um I'm just kinda concerned that this youth council has come up um concerns within this budget. I would like everyone to understand our youth was here today. Um they supported um Councilman Thomas. This has been an ongoing battle. [1:13:40, 1:13:50]: um of what the youth council needs, what they should be doing. I will say that the youth council from the city of Stockbridge has been very um [1:13:50, 1:14:10]: positive entity here in the city has been on this uh front page of the Times and the Herald four times this year doing outstanding. These are our young people which arise in tenth, eleventh, and twelfth graders. I have not had any concerns brought to me directly from Councilman Thomas. [1:14:10, 1:14:30]: To sit down and talk to see what the problem is. I do have an advisory board and I ask each and every one of you to please, next Wednesday here in our Levi Room at 6:30, please come and see the advisory board in action. Tomorrow, the young people have their [1:14:30, 1:14:50]: meeting at six o'clock. You are welcome. That is in the Levi room as well. Please get engaged. Their budget is eighteen thousand dollars a year. Okay? Eighteen thousand. And a lot of times with that it's there, but money has gone back because we didn't use it. So it is good for us [1:14:50, 1:15:10]: to have the monies if needed because we went from seven ambassadors for the city to 17 ambassadors. And again, I will say this is an educational moment, a teachable moment for them to know what's going on in their community to allow them to be future leaders in our community. [1:15:10, 1:15:30]: So when we're talking about changing the budget for our young people but we're increasing for concerts or anything like that, it's just unbalanced to me because we're we're we're raising leaders and I want us to have that understanding to know that that should be the most important thing for this community. [1:15:30, 1:15:50]: So if any of my colleagues, I will say it again to in in front of all of our citizens, if there is a concern, because we do have an advisory board, and if there was a problem, then a lot of things wouldn't have gone forth. We wouldn't have been able to um be on the Times or the Herald four times. So if we [1:15:50, 1:16:00]: we're gonna be transparent, please come to me. Have that conversation because if there's one or two, we do have an advisory board just like this council that will vote. [1:16:00, 1:16:20]: Okay? They will vote to say what they will and will not do. It doesn't come from Councilwoman Robinson. I'm just the liaison. So they have the lead to vote to say yes or no what they would like to do. And these are citizens just like you. So if you wanted to apply and be on that board, please do, because it's gonna come around. [1:16:20, 1:16:40]: around where our citizens can be a part of that board. And right now, as you saw today, these young people they leave from school, they have other extra curricular activities that they do at school, but they were here, they were eager to serve their city. So please get involved with them. Just let everyone [1:16:40, 1:16:51]: know up here that it's important and like I said it's eighteen thousand dollars and we have seventeen students that are definitely doing things great in our community. Thank you. [1:16:52, 1:16:53]: Cast one I was down good question. [1:16:53, 1:17:05]: Yes, uh this is the budget. It's very important. We just need to make sure that we're blanching out everything. Mr. Knighton, um in the series of the past few years even predating you [1:17:06, 1:17:26]: The city has consistently generated a two million dollars surplus year after year uh with uh we're transferring that money to the fund balance. Now we have amassed eighteen million dollars, which is almost twice the city budget when we have projects that we could uh complete or [1:17:26, 1:17:46]: different things. We have fifteen million dollars in splash money sitting in the budget. I would like for you to speak to do we anticipate a budget surplus this year in this particular budget? Because uh you know we went up from nine to ten million but consistently year after year the city is [1:17:46, 1:17:50]: growing and we've been generating two million dollar surpluses. [1:17:51, 1:18:00]: The monies that could be spent. In in the most recent years, yes. Uh there's been in fact the last year is about two point six million. I will say and will provide some caution. [1:18:01, 1:18:07]: I don't expect that to happen in the coming year simply because there have been a number of capital obligations that have been made. [1:18:07, 1:18:27]: And there's also a major unexpected event that we had to deal with this past year that certainly would eat into the fund balance. And so I would provide that caution, but yes, over the past several years our fund balance has grown. It is very healthy right now, but there's still some capital obligations that have already been made. [1:18:27, 1:18:33]: need with respect to some of the things that um we have done and some of the things that we hope to do in the coming year. [1:18:33, 1:18:45]: Uh to speak to that and further is that just say based on percentages, Henry County has a twenty five percent fund balance, that's their rule. [1:18:45, 1:19:05]: Right now this city has two almost two hundred percent. Now that's a good thing to save money. Exactly there is. It's good to have a rainy day fund. But sometimes your rainy day fund can be too conservative in that you don't have you're not spending enough money on things that are going on in the city because to have two years [1:19:05, 1:19:25]: budget if we didn't collect another tax dollar. I I just want to make sure that we're we're spending appropriately and do what we need to do. Next I would like you to speak to uh we have fifteen million dollars in splashed. Fifteen million dollars. We have eighteen million dollars in reserve. What how is it? [1:19:25, 1:19:27]: That was a question, Mr. Uh [1:19:27, 1:19:41]: Jackson asked me about how why we have so much fun. The reason that in my opinion, the reason that we have so much money in the budget is because we haven't completed projects. You all voted on a splost. Um [1:19:42, 1:19:48]: I think it was in uh twenty fourteen you voted on a splot or twenty thirteen you voted on a splot. [1:19:48, 1:20:08]: That splash was to collect twenty million dollars. That splash to date has collected maybe about sixteen million. See, if you look at the city of McDonough, the city of McDonough has completed about eighty percent of their splash projects. Guess how many splash projects percentage we are at? We're at about ten percent. [1:20:08, 1:20:18]: And this is year six. This is year five. Next year we'll be asking you to vote again to improve SPLOS 5. [1:20:19, 1:20:21]: We're still at we're about [1:20:23, 1:20:31]: fifteen to twenty percent of splash four. And next year we're gonna be asking you to approve the next splash. Most every city [1:20:31, 1:20:39]: neighboring city around us. They're at about seventy five to sixty five, somewhere uh uh everybody's above fifty. [1:20:39, 1:20:40]: We're at twenty. [1:20:41, 1:21:01]: I know that we dealt with Eagles Landing and a lot of other things, but we have many projects on the board. Now we have things that we talk about here in terms of the city, but listen, I'm sorry. Yes, I pushed like the Dickens to get the amphitheater uh into this budget and to move around and to make sure that we did that. Because we have the [1:21:01, 1:21:21]: money to do it with. We have the money in this budget, should we bite the bullet to do other projects too? We can't simply continue to do one project a year. How do you get caught up, Mrs. Knighton, if you're doing one or two projects a year and SWAS is over 12 months from now and we got how how [1:21:21, 1:21:40]: How do we uh what is the plan in order to catch us up on these projects? Sploss funds can can can can continue to be used even after the life of the SPLOS for sp specific projects. There's a period of time that those pl funds can be used. The other thing I would mention, along with the comprehensive plan which was approved a few months ago, was a capital improvement plan. [1:21:40, 1:21:48]: We have a capital improvement plan which spells out which projects may be prioritized over the coming years and those funding sources. [1:21:48, 1:22:08]: The other thing that we have is with uh SPLOST four, which we are currently in, uh there have been money spent for infrastructure. In fact, we've got a major infrastructure project that will be undertaken here very shortly, as was approved by the council a few weeks ago related to a sewer system upgrade. But also there are some funds that we are uh we are currently exploring of [1:22:08, 1:22:27]: of how we m perhaps can reallocate some funds and see if those funds can be better utilized given our current situation as opposed to when SPLOST was originally approved. Certainly we have a window before us for the next year plus it spend those SPLOST funds and I think we've got the right plan and the right people in place to do it. [1:22:27, 1:22:28]: Thank you, sir. [1:22:29, 1:22:30]: Councilman Blount, please. [1:22:30, 1:22:31]: Um [1:22:33, 1:22:34]: I just wanna say that we um [1:22:35, 1:22:38]: You know, over the last three years that I've been on this council [1:22:39, 1:22:59]: A lot of times we've been diverted from what we are you know, what we want to do as a council into what we needed to do. Um, I wouldn't compare us to McDonough because Mac McDonough and didn't have to fight to be McDonough. And when you talk about developers that are everything's been put on hold and you're gonna see a slingshot of things going on in the city because no developer wanted to come. [1:22:59, 1:23:19]: So we're moving a lot of things together and also we're bringing the first time. [1:23:19, 1:23:39]: Bringing forward a road and sidewalk project that that now is gonna start in January that is gonna be analyzing all the roads and sidewalks and that money's gonna be paid also. So a lot of things are being moved. But we have to m we have to be real realize that in the last two over two years, Cedar Stockbury has been fighting for something. We will fought for Jodie. [1:23:39, 1:23:43]: We then we f then we fought two years to keep our city whole. [1:23:43, 1:24:03]: So it ha it has been a discredit to discredit to our citizens, which could look like that, but the perception is is is void because we have been fighting to move things forward. And the city has been moving things forward. A lot of things that we couldn't talk about because it was in the developmental stage. But the city has been spending money. We have to caution ourselves to know that even though we have money to spend, [1:24:03, 1:24:23]: spin we have to still spend it wisely and once you all start to see those projects come to fruition you'll be glad of what you're about to see and I believe the city is is moving in the great direction and and that's the thing that we're gonna move toward right now. So just you know just let's enjoy the ride right now because we do have the money now to move forward with the things we talked about. We talk about a community center uh a culture art [1:24:23, 1:24:43]: Center, moving with the amphitheater. We're talking about fixing the roads, we're talking about fixing the sidewalks, we're talking about our uh wastewater treatments that that's that's so antiquated that it needs so much is need to be done in the city of Stockbridge, now it's time for us to start moving. Now it's time for us to start moving. So those funds that we're talking about, thank God we do have them so we can get things done. [1:24:45, 1:25:04]: Um I just wanted to say as the past finance chair and Councilman Blount is absolutely correct, from twenty fourteen to uh twenty fifteen we were in a battle for the D D. A from the minute I was sworn in. We didn't know how much money we had. [1:25:04, 1:25:10]: We didn't know anything at that point in time and all of our property [1:25:10, 1:25:13]: Everything had been transferred over. [1:25:14, 1:25:34]: Then after we finish that battle, we get into the Jodico battle, which a the actual that's a private developer who wanted to annex in to our city voluntarily. Then after that, we went from that to the Eagles Landing issue, which as of just this [1:25:33, 1:25:41]: past month we just actually thank God the citizens voted that referendum down. And [1:25:42, 1:26:02]: What that says is is that we have had to be financially, physically responsible. If had we went out splurging with money that we didn't know what was in our future, then i you know, we we really needed to know where we were headed. And so it wasn't in that we have great projects on its way. [1:26:02, 1:26:17]: Um and we have plans and we've been planning. We never stop planning. We continue to work. But at the same time you want to make sure you're not going broke either. So I just want you to know what's really going on here. [1:26:18, 1:26:36]: All right, I think that's probably all the comments at this point uh for the council. So what I'd like to do is open up to public hearing and uh so we're gonna start with uh uh comments for, positive comments for the budget. Okay, I'm gonna start on this part, my my left side. Anybody on this side wants to make any comments? [1:26:37, 1:26:37]: Come on up. [1:26:38, 1:26:42]: Name name this is four now. This is four. Okay. All right. [1:26:43, 1:26:44]: Name and address, please. [1:26:49, 1:26:52]: Okay, my name is Oswyn Jackson. [1:26:52, 1:26:56]: And I live in three eleven Viceroy Curve in Stockwich, Georgia. [1:26:58, 1:26:59]: Uh [1:27:00, 1:27:04]: Again, I want to commend you on an excellent job, excellent presentation of your budget. [1:27:05, 1:27:07]: And when I asked the question last month [1:27:08, 1:27:10]: How did you amass that much money? [1:27:11, 1:27:17]: I didn't mean it to sound like I wanted you to spend the money. I just simply asked a simple question. [1:27:17, 1:27:20]: How did you go from zero m dollars and [1:27:21, 1:27:24]: Twenty fifteen to eighteen million dollars. That's all I asked. [1:27:28, 1:27:29]: Thank you, you're what? [1:27:30, 1:27:32]: Any other positive comments from the very left side? Anybody else? [1:27:33, 1:27:38]: On the middle section, positive comments in reference to the budget. In the middle section, anybody? [1:27:38, 1:27:41]: Over here to my right. Any positive comments at all for the budget at this point. [1:27:42, 1:27:48]: All right. Any comments that may be potentially negative uh from anybody on this left side, on this side? [1:27:49, 1:28:09]: Anybody? Point. Point of order. Yes. Maybe they just need to understand you can speak for things that you want to be added to the budget or you want to see added. All right. Well anyway. Anybody have any comments that they'd be uh for or add, whatever the case may be. Anybody? [1:28:09, 1:28:09]: By the middle. [1:28:10, 1:28:11]: But any more. [1:28:11, 1:28:12]: He'll be on the right side. [1:28:13, 1:28:30]: Okay, well the public comments are closed at this point. And then uh on that note, uh some conversation we had earlier makes me think that there is a motion that needs to be made and and uh seconded and potentially the further discussion on what we do with the budget for tonight, will we approve or disapprove the budget itself. So [1:28:30, 1:28:33]: What I will ask for, Council, is a motion to [1:28:34, 1:28:34]: Approved budget. [1:28:37, 1:28:50]: Mayor Mayor. Yes sir. Two things. Um one I needed to recognize that Mayor Pro Tem Gan had joined the meeting. And secondly, I recorded that as a motion. [1:28:51, 1:28:52]: We're close for this emotion. [1:28:52, 1:28:57]: Mr Thomas. Yeah, but I don't think it was seconded though. It was not. It was late. Is that not a motion on the [1:28:58, 1:29:00]: No. Okay. [1:29:00, 1:29:12]: Mayor. And I and that's why question w because I want to get through the public comments first and then if that's still the case, this is what I'm coming to now. Okay. Mayor. Yes, ma'am. I move that I I like to make a motion that we um [1:29:13, 1:29:18]: continue our budget hearing until our next work session. [1:29:18, 1:29:20]: Okay. Is there a second? [1:29:21, 1:29:22]: Mr. Mayor. Yes sir. [1:29:23, 1:29:25]: I'm sorry, go ahead. Uh is there a second? [1:29:27, 1:29:27]: I second. [1:29:27, 1:29:28]: Okay. [1:29:28, 1:29:29]: Any further discussion? [1:29:29, 1:29:49]: Yes. Well right here. So if we do uh d uh move along with uh delaying this, we at this third fourth hearing I thought there were three, but I guess you c is it want to make sure that that's appropriate. If we still wanted to add something or subtract something at that s at that point, uh the fourth meeting is how that that [1:29:49, 1:29:50]: That's appropriate. [1:29:53, 1:29:54]: Mm-hmm. [1:30:01, 1:30:21]: Alright,'cause I'm seeking I had a couple of the residents who talked about paving uh in the Winslow subdivision, which happens to be my subdivision. I've listened to the board talk about this for fifteen years, fifteen consecutive years without one street being paved. I'd like to see that change. Um I'm I don't want to get my street paved. [1:30:20, 1:30:40]: So my streets off the list. I told him that first up, don't put my street on the list. But the b developer left our neighborhood uh only putting down one coat, never did go back and put the second coat down. So all of our streets are deficient, yet we went fifteen years without having one street paved. So it is appropriate [1:30:40, 1:30:45]: appropriate at that point to still be able to ask the ads uh some some of those streets. [1:30:52, 1:30:52]: But [1:30:52, 1:31:12]: Well let me I know Mr. Knight's gonna say something, but what it amounts to if you look at the agenda, it's on the agenda for further discussion anyway, we get we get past this point, the the inference uh uh discussion about paving will come up. It's in the agenda for tonight, regardless. Okay? It's gonna come up. All right, so we we got a a motion and a second. Any further discussion? [1:31:13, 1:31:18]: This is in sense to delay or continue on this third hearing. [1:31:18, 1:31:20]: Okay. All in favor of motion, please indicate. [1:31:21, 1:31:22]: I'll post. [1:31:23, 1:31:31]: Sustain. You sustain. Mayor, just to uh to be clear, is that date [1:31:32, 1:31:35]: Twelve eighteenth. Twelve, yes, the eighteenth of this month. [1:31:36, 1:31:37]: It's our n work actually our work session. [1:31:38, 1:31:38]: Time for it. [1:31:39, 1:31:46]: All right, thank you. Okay. On that note, old business, council consideration to approve the 2019 meeting schedule. [1:31:46, 1:31:48]: Miss Holliday, please. [1:31:50, 1:31:51]: Good evening. [1:31:52, 1:31:55]: I am presenting the proposed [1:31:56, 1:32:14]: Schedule of twenty nineteen public meetings for the mayor council. There are no changes proposed for the Monday meeting that's held here in the chamber at six o'clock, second Monday of every month, as prescribed by the Charter. What has been proposed [1:32:14, 1:32:16]: is the work session meetings. [1:32:17, 1:32:22]: And this m this item was presented at the work session on November twenty-seventh. [1:32:23, 1:32:35]: And at that time there were recommendations from the governing body. We had two members that had made the recommendation that the work session meeting be held [1:32:36, 1:32:38]: At six o'clock PM [1:32:38, 1:32:41]: on Tuesday, six o'clock here in the chamber. [1:32:42, 1:32:48]: And we had two members of the governing body ask that the meetings be held at [1:32:48, 1:32:51]: four o'clock here in the council chamber. [1:32:52, 1:32:58]: We had members recommend that the meeting be held here at six o'clock. [1:33:00, 1:33:02]: In the chamber. Did I say that already? [1:33:02, 1:33:03]: And [1:33:04, 1:33:23]: We had members that wanted it to remain in the Levi Room at four o'clock, so leave those meetings as is. And what's been added as an additional option is six o'clock in the Levy Room. That's what has been presented on to the clerk's office. I'm happy to answer any questions that you may have. [1:33:24, 1:33:25]: We'll raise your question, please. [1:33:26, 1:33:41]: Uh question. I thought that um one of the options were was to um the day uh the day change to a Monday. Monday and last Monday. I thought I thought that was not presented to the clerk's office and okay, so [1:33:42, 1:33:47]: If that is on the table, the first item in your books is the council [1:33:48, 1:33:50]: Uh agenda timeline. [1:33:51, 1:33:56]: And that was based on your meetings being held on Tuesday. The only thing that was presented to the clerk was [1:33:57, 1:33:59]: Changing the time. [1:33:59, 1:34:01]: And the location. [1:34:01, 1:34:03]: So and the entire [1:34:04, 1:34:09]: I along with the executive assistant to the mayor and council and your events team [1:34:09, 1:34:13]: has coordinated the city's events calendar for the year. [1:34:13, 1:34:18]: And that was based on your meetings being held on Tuesday. We didn't know the location or the time. [1:34:19, 1:34:20]: But we had it [1:34:20, 1:34:22]: And the calendar [1:34:22, 1:34:23]: That's Tuesday. [1:34:24, 1:34:44]: So that would have to be redone. Well, I I'll think and your the agenda timeline would have to be. I would think uh and Councilman Blount mentioned that but I don't remember us talking about a day changing the day either. I don't know whether or not that's even a consensus of the council to even change the date. I mean the the day of the week for the work. Right. Mayor. Yes, ma'am, go ready, please. I'm right to make a move. [1:34:44, 1:34:59]: motion that we um uh that we have our regular scheduled council meeting on Mondays, um the s the normal second Monday of each month as written already in the charter and [1:34:59, 1:35:00]: On the [1:35:01, 1:35:06]: last Monday of each month at six o'clock PM in the Leave Out Room. [1:35:07, 1:35:08]: Okay, wait. [1:35:08, 1:35:13]: I mean not Monday, last Tuesday of each month in the Leave Our Room at six o'clock PM. [1:35:15, 1:35:17]: Okay, um [1:35:18, 1:35:19]: That's option number. [1:35:20, 1:35:20]: Four. [1:35:21, 1:35:21]: No. [1:35:22, 1:35:27]: If you are in agreement, that's option number four. If everyone will take a look at that, that's option number four. [1:35:27, 1:35:47]: So six o'clock and six o'clock are my motions. One is on Monday, the main meeting, our our regular scheduled Monday meeting, and the last meeting would be on the Tuesday of each month at six o'clock PM in the leave I room. That's my option number four. I second that. Okay. Motion to make second further discussion on that. [1:35:47, 1:36:01]: I I support this measure, but I I would like to know what the audience thinks, um to see what'cause the meeting was at four. I didn't support that, but I would like to see whether we might be able to take some comments to see what the public wanted to see. [1:36:02, 1:36:14]: Well, I I tell you what, um it's pretty interesting on that note because normally we have public comments, we have the open uh op uh open comments on on the budget. So in this aspect uh I I I'm gonna tell you what I'm gonna I'll then I'll just point out. [1:36:15, 1:36:17]: Yeah. I've been denied it I'll officially deny that. [1:36:18, 1:36:38]: Well I support it. I just want to see what folks do. Any yes ma'am. Yes sir. Clarify the motion. The motion is option number four. It's work work session will be the last Tuesday at six o'clock in the Levi meeting room. And of course the the second Monday of each month is the council chambers, which is our the by by charter. We have to do that. That's it's option number four on on your [1:36:37, 1:36:38]: document here. [1:36:39, 1:36:41]: It's been motion motion made and seconded. [1:36:42, 1:36:42]: Any further discussion? [1:36:43, 1:36:47]: Okay, all in favor of that particular oh I'm sorry, you have it some commissary? [1:36:47, 1:36:54]: Yeah, um I just think that we're gonna change the time to six o'clock. I me personally I would prefer them both to be back up here then. [1:36:55, 1:36:57]: We're gonna change it to six o'clock in the evening, huh? [1:36:57, 1:36:59]: That's what's gonna be on the floor. [1:37:00, 1:37:06]: What okay, but the motion okay, I got your comments, but the motion's been made and s uh made and seconded. But any additional comments? [1:37:06, 1:37:07]: Okay. [1:37:07, 1:37:27]: Mr. Yes sir. I i in her motion didn't she in Mrs. um not she but uh councilwoman Gantt uh in her motion uh motion to move the work session meeting to here. No, she said Levi. I said Levi because it was it was personal and it's it's although it's small, I mean if we had a lot [1:37:27, 1:37:47]: large crowd, I guess we could make a motion and move it upstairs. But we're at we're at a work session and I the quaintness of the whole objective of being downstairs around in the round table surrounding with staff and the admin team is to be able to talk across from each other. Even though it has [1:37:47, 1:38:07]: hasn't necessarily worked out as unf informal as I would love for it to be, kinda like our retreats. Um but right now I I just keep it in the Levi room. If if it's a larger crowd we can always ask even when they're when the here when we go into session, we can make a motion to move it upstairs. I I [1:38:07, 1:38:08]: believe that's appropriate. [1:38:08, 1:38:20]: Mr. Mayor, comment. Uh I I'm not in favor of the smaller room um claustrophobia for me. I think [1:38:20, 1:38:40]: Uh it's a state of mind as far as relaxed atmosphere. I'm in favor of the work session being a relaxed atmosphere, council members getting up, talking to each other, moving around. It's a state of mind. I I don't think the location has anything to do with it. But I just don't like the the the small room, the tightness, um [1:38:41, 1:39:01]: I don't like even if we have to wait and then if you got a overflow of citizens then you got to move upstairs. I'd just rather for both meetings to be here. I'm okay with the time but but I just don't like the tight quarters. All right. But again, I I I just think it's it's a state of mind as far as to whether you relax the atmosphere, you move around. [1:39:01, 1:39:12]: You talk. It's just a state of mind for me. Okay, once again t option number four is what's on the on the what's been motioned done. Is there something else, Mayor? Yes, Mayor, I would like to withdraw my mo amend my motion. [1:39:13, 1:39:15]: And change it. [1:39:15, 1:39:28]: to six o'clock PM in on Tuesdays. The only part that changes, six o'clock PM on the last Tuesday of the month in the ch um council chamber. Okay, so that's option number [1:39:28, 1:39:30]: You said six o'clock. [1:39:30, 1:39:31]: So that's option number two. [1:39:31, 1:39:32]: Here we go. [1:39:34, 1:39:37]: That need a be if you mentioned that does it need a second on that, sir? We [1:39:38, 1:39:39]: Okay, a second, please. [1:39:40, 1:39:41]: That's it. There you go. [1:39:41, 1:39:42]: Any further discussion? [1:39:43, 1:39:45]: What we're talking about is option number two. [1:39:45, 1:39:54]: W which makes the work session six o'clock right here in the council chambers on last Tuesday of the month. So did you ask for additional comments? I yeah, you can have additional comments sir if you need it. Okay. [1:39:54, 1:39:57]: Only thing I just want to reiterate for us as a council. [1:39:58, 1:40:05]: Let's make it a relaxed atmosphere. We are the ones that's making the work sessions [1:40:05, 1:40:06]: Delphy. [1:40:06, 1:40:08]: So let's just make it relax. [1:40:09, 1:40:10]: And just do it. [1:40:10, 1:40:12]: Thank you. All right. Any further comments? [1:40:13, 1:40:17]: Option two is what's on the uh what's part of the motion now. So all in favor of option two, please indicate. [1:40:19, 1:40:33]: Okay. All right. Fantastic. Makes m Miss Holliday's job easier now. So sir, could I I was just sent a message that the video's not on to so they couldn't watch it online. Is the video streaming? No idea. [1:40:35, 1:40:36]: Can we check? [1:40:37, 1:40:38]: Yeah. [1:40:39, 1:40:41]: It's it's just not okay. [1:40:44, 1:40:45]: Very good. [1:40:47, 1:40:51]: Well you would say uh screaming line. [1:40:51, 1:41:11]: Okay. New business uh council consideration approved the two thousand nineteen municipal court arraignment calendar. Ms. Holiday, please. Yes, um this is another notice that uh has to be publicized. Um the court calendar for twenty nineteen and those dates are listed um currently [1:41:11, 1:41:22]: court is being held here in the chamber as renovations are still happening at the municipal court building. They're expecting to um have those meetings [1:41:22, 1:41:30]: Here probably we'll start at the court with their first March meeting, but we'll move here if in the event um those [1:41:31, 1:41:37]: the building is finished before then and we would advertise appropriately uh depending on where that court session is going to be held. [1:41:38, 1:41:39]: Mayor. [1:41:40, 1:41:47]: I would like to move that we approve the twenty nineteen municipal court arraignment calendar. Second. Okay. Any further discussion? [1:41:49, 1:41:50]: All favorable motions please indicate. [1:41:51, 1:41:52]: Fantastic. Thank you. [1:41:53, 1:41:58]: Council consideration to approve the two thousand nineteen voting schedule. Ms. Holliday, please. [1:41:59, 1:41:59]: Right. [1:42:01, 1:42:13]: Okay, so before you there are uh two options regarding the twenty nineteen municipal voting schedule. We have an election uh coming forward in twenty nineteen. [1:42:13, 1:42:25]: and what's proposed I I've had many conversations with the Henry County um elections office and what is proposed in option number one is the [1:42:26, 1:42:45]: Early voting, the first week of early voting would take place at the Henry County Elections Office. That's what one Saturday also at the Henry County Elections Office. And then the next week would be the next what is that? The next two weeks would be at the uh wait a minute, that's one week, I'm sorry. [1:42:46, 1:42:54]: One, two, three, four, five. Two weeks of early voting. Let me go back. Option number one. Two weeks of early voting at the Henry County Elections Office. [1:42:55, 1:43:15]: a Saturday at the Henry County Elections Office and the final week of early voting to be held at the Henry County Elections Office and here in Stockbridge at the Municipal Court with of course your uh on election day you voting at your regular polling office. Option number two [1:43:15, 1:43:21]: has two weeks of early voting at the Henry County Elections Office. [1:43:22, 1:43:24]: Two Saturdays. [1:43:24, 1:43:27]: Um one at I mean two Saturdays [1:43:28, 1:43:38]: at the Henry County Elections Office and here at the Stockbridge Municipal Court and the third week of early voting at the Stockbridge Municipal Court and Henry County Elections Office with your [1:43:39, 1:43:42]: Election day voting at your regular polling place. [1:43:44, 1:44:04]: Sir. Council got questions? Yes, uh if I'm hearing you correctly, Miss Holiday, this is this is uh this is something new for Stockbridge. That um on the the polling places will be open on election day uh here. The normal polling places will be open because we've been voting at one general location. [1:44:03, 1:44:06]: And so what um [1:44:07, 1:44:10]: In terms of this this is not the municipal? [1:44:10, 1:44:29]: On the municipal. Right. So on the municipal election this is all about the polling play early early voting. Right. There's two weeks of early voting at the Henry County elections office and then the third week of early voting, one at the el elections office and here at the court. We're accustomed to having a early voting here at the court. [1:44:30, 1:44:46]: And then you go to your regular polling place on election day. Right, that's what I'm saying. I remember w in the election the last municipal election everybody was voting at Merrill Manders. So what I'm saying is that this is if the if the Well let me tell you why. That's because we have a county [1:44:47, 1:45:07]: Sploss item on the ballot. That's the difference. You're correct. That is the difference. Why that's different this year. Absolutely. So ladies and gentlemen, this this is uh something that I have talked to the clerk about is that you know, it was not okay for me personally that we were voting at one location uh at the last election with [1:45:07, 1:45:12]: thirty th almost thirty thousand people trying to vote. Uh in this particular election it will be different. [1:45:13, 1:45:33]: Uh all of the regular voting locations will be open. Uh I don't want to just see it this upcoming year. I would like to see it every single year. At Hickory Flat, Flippin' Elementary, Red Oak Elementary. This year, all of those folks will be [1:45:33, 1:45:53]: able to vote. In the past, I remember in twenty uh fourteen I think it was, I went out to Hickory Flat Elementary and I was trying to vote in the city elections and I couldn't vote. They said you need to go they only have one location. So this is a significant in that we should have a much larder larger voter turnout. [1:45:53, 1:46:03]: this particular year s because everybody is able to vote uh at their regular polling location. That that's that's outstanding. So that is a awesome thing that we should [1:46:04, 1:46:05]: Well let me explain. [1:46:06, 1:46:08]: Once you start voting at [1:46:09, 1:46:29]: different when you open up different polling locations, I know you're talking about m that going forward. That's something that has to be coordinated by not only with our city but also with the county and the Secretary of State's office. So that's not something we'll be able to do for this we won't be able to do that in this one as far as because we have to assign individuals to a [1:46:29, 1:46:34]: pollen location. So it's likely going to be the twenty twenty-one [1:46:34, 1:46:37]: uh municipal election before we're there. [1:46:38, 1:46:52]: 'Cause we won't have a we won't have a municipalation in the even year. It's the next odd year. Well, it's what I'm just saying, it just kinda I guess it's saying all polling locations will be. No, no, no, I don't mean for twenty nineteen. I mean when you're saying going forward in the future. Mm. [1:46:52, 1:47:02]: Then you were talk because you spoke with me about opening up additional polling locations. That would be twenty twenty one because we would have to coordinate that with the county and the secretary of state's office. [1:47:03, 1:47:04]: Mr. Plunk, please. [1:47:04, 1:47:07]: Mayor, I motion to approve uh option number two. [1:47:08, 1:47:09]: Is there a second? [1:47:11, 1:47:13]: Second. Second over here. [1:47:14, 1:47:34]: All right, further discussion. Yes, Mayor. Um, Miss Holliday, I'm looking at the voting schedule and so the first two weeks, just so everyone know, is in the county as it has been. Nothing has changed. There's no new anything. The only thing I think I see different is that there's no Sunday voting. Is there a reason [1:47:33, 1:47:37]: for that or is it something that you had to coordinate with the county? [1:47:38, 1:47:50]: It because the county is running this particular election because the city does not have any resources that they have to commit to this particular one. If we want [1:47:50, 1:47:51]: Sunday voting. [1:47:52, 1:47:53]: The city will have to pay for it. [1:47:54, 1:47:56]: And the city will have to staff it. [1:47:57, 1:47:59]: So that would be an option number three. [1:48:00, 1:48:09]: if you wanted to do that. It would probably cost you around five thousand dollars. Well I well, my concern was I just know that we've had it in the past and [1:48:10, 1:48:30]: I don't know why the county didn't set it up this way and it for the for now. And I think that's something that doesn't start here in Stockbridge. That's a county issue that citizens and everyone else would have to draw their concerns on. And so y you know, we have to know whose jurisdiction on what and what we're [1:48:30, 1:48:36]: we're arguing for. And right now we're basically stating that [1:48:36, 1:48:46]: um we'll have one Saturday out of the entire elections to be able to vote and that would be the only day out of the weekend to vote. Correct? [1:48:49, 1:48:52]: There's supposed to be two Saturdays. There's supposed to be two? [1:48:53, 1:48:54]: On option number two. [1:48:54, 1:49:01]: On option number two there are one. It's it is, just the date is not right. The date's not right. Got it. There's two. [1:49:01, 1:49:12]: Okay. Well I haven't I'm I have there's been enough motion I'm ready to vote whenever you are. Explanation though. You said there's two Saturdays. And that's is that two Saturdays and option number two? [1:49:12, 1:49:15]: There is two Saturdays in option number two. [1:49:16, 1:49:21]: Uh Mayor. I have to clarify today what the okay superintendent [1:49:22, 1:49:23]: But I know that there are two. [1:49:24, 1:49:41]: All right. And option two. So if you would like to wait and do this on the eighteenth, if you want to see that in writing. There are two. Councilman uh uh thank you, Mayor. So you're saying option two. I see a Saturday in Henry County. [1:49:42, 1:49:44]: I see a Saturday. [1:49:44, 1:49:46]: Which is that same Saturday. [1:49:47, 1:49:48]: And stop bridge. [1:49:49, 1:49:51]: But that's where you said the dates are incorrect? [1:49:52, 1:49:59]: No, that's you will still have that. There's an additional thing. Okay, with that. That needs to be highlighted. I I I don't recall. [1:49:59, 1:50:02]: Off the top of my hand. Okay. So basically [1:50:03, 1:50:05]: My question is, will there be a Sunday date? [1:50:06, 1:50:08]: There's not a Sunday day proposed. [1:50:08, 1:50:13]: If there is a Sunday, the city would bear the full cost of that Sunday. [1:50:13, 1:50:18]: Which is five thousand. The county that's an estimate. The county is not opting to have a s a Sunday. [1:50:19, 1:50:22]: That would be a cost that the city would have to incur. [1:50:24, 1:50:34]: So have we do we have um data to show data if our citizens were voting on us Sunday? Is that too difficult? Very low? [1:50:35, 1:50:47]: That would tell me if our citizens are showing up on Sundays then that would be a better day for them'cause I want to make sure that we're doing it in line with what's conveniently best for them. It was it was very nice. [1:50:49, 1:50:52]: Got a motion on floor is a second any further discussion. [1:50:53, 1:50:55]: All in favor of the motion please indicate. [1:50:55, 1:51:05]: And I just want to clarify that that would be with the corrected Saturday day. And the it denows this is option two. Thank you. [1:51:06, 1:51:11]: Okay, council consideration approved the city's 2019 holiday schedule. [1:51:11, 1:51:12]: Ms. Holly, please. [1:51:18, 1:51:38]: This is a calendar for 2019 for the city's closing for the holidays. That's January 1, New Year's Day, January 21st, MLKing holiday, April 19th, Bid Friday, May 27th, Memorial Day, July 4th, Independence Day, September 2nd, Labor Day, November 28th, Thanksgiving, and the day following. [1:51:38, 1:51:39]: Following November twenty ninth. [1:51:40, 1:51:43]: Christmas Eve, December twenty-fourth, and Christmas Day, December twenty-fifth. [1:51:44, 1:51:45]: Mayor. [1:51:46, 1:51:58]: I move that we approve the City of Scott Bridge twenty nineteen holiday schedule. Second. Okay, we've got a second as well. Any further discussion? All favor please indicate. Thank you. Okay. [1:52:01, 1:52:08]: Okay. Council consideration to approve selection of grants writer. Miss Renee Wheeler, please. [1:52:24, 1:52:26]: Good evening, Mayor and Council. [1:52:27, 1:52:36]: What you have before you is a recommendation for the Grant Writer services. [1:52:36, 1:52:38]: We have um interviewed [1:52:39, 1:52:59]: Two companies of the three that submitted bids um for the service and the azimuth uh company is the one that has the most experience in doing grant research and providing services to municipals and public sector. Um [1:52:59, 1:53:00]: Organizations. [1:53:01, 1:53:11]: Um they have a large staff which would be able to help us hit the ground running and obtaining any type of private, public [1:53:12, 1:53:21]: or federal grants versus the other uh company that we had spoken to. They have been um in business since two thousand ten. [1:53:22, 1:53:29]: and they have encompassed over three thirty-eight million dollars of grants in twenty eighteen with eighty-one clients. [1:53:30, 1:53:32]: So staff is recommending that we [1:53:32, 1:53:34]: um provide [1:53:34, 1:53:36]: To be to this company. [1:53:36, 1:53:38]: On a one year basis. [1:53:38, 1:53:41]: But thirty five thousand that's a this one time charge. [1:53:41, 1:53:42]: Yes, just for the year. [1:53:44, 1:53:49]: up to thirty five thousand, depending on the number of grants we move forward on. [1:53:50, 1:54:00]: That's the that's the budget we put in there for that. Mayor. I'd like to go ahead and make a motion to accept this recommendation to approve the grant writer as this. [1:54:01, 1:54:21]: The second? Second. Here you go. Second. Here. Any further discussion? Yes. I I just want folks to understand when you see that this council is doing some different things. There's millions of dollars of grants that that w that we have left laying on the table. This is a significant move because [1:54:21, 1:54:41]: Cobb County, Gwinnett County, and Fulton County are like sharks. When the money goes in the water, they're on it. We've been leaving dollars on the table year after year after year, and now we're getting into the game. There's plenty of money for beautification projects, uh, different types of projects to help with [1:54:41, 1:54:50]: funding on the youth facilities and stuff like that that we have been missing out on. So this is very significant and I just want you all to understand that uh [1:54:50, 1:55:02]: We're trying to bring every last dollar we deserve in terms of transportation and everything to this community because those north side communities have been getting the monies that we should have been getting all along. [1:55:03, 1:55:04]: Any further discussion? [1:55:06, 1:55:08]: Okay. All in favor of the motion please indicate. [1:55:10, 1:55:10]: Okay. [1:55:11, 1:55:11]: Yeah. [1:55:13, 1:55:14]: Okay. [1:55:15, 1:55:16]: Thank you. [1:55:16, 1:55:17]: 401. [1:55:18, 1:55:19]: Thank you. [1:55:20, 1:55:28]: Council consideration to approve the 2019 water sewer rate scheduled effective one January 2019. Mr. Aaron, please. [1:55:29, 1:55:42]: Yes, good evening, Ms. Mayor and Council. We come before you tonight to ask you to approve the two thousand and nineteen water and sewer rates. They will remain the same as they were in FY two thousand and eighteen. There will be no increase. [1:55:43, 1:55:44]: Motion to approve. [1:55:44, 1:56:04]: Okay, is there a second? Second. Is there further discussion? Home paper please indicate? Thank you, Mr. Aaron. That's that's one of the probably the easiest things you've ever done, right? Yes. No increase. Council consideration to approve the addition of sidewalks and assessment for FY 2019 street assessment. [1:56:04, 1:56:24]: Mr. Aaron, please. Yes, Mr. Mayor, there was money set aside in the uh splotch four for streets assessment and we want to include sidewalk assessment as a part of the street assessment so that we start a schedule for both our streets and our sidewalk. So we're asking Mayor and Council to approve that tonight. [1:56:24, 1:56:31]: and also that there might be some additional funding that will be required, but we won't know until we [1:56:31, 1:56:51]: put out the RFP for the for the work, but the last road assessment that was done by Jacob Engineering was done for eleven thousand dollars and some change. That was in two thousand and fourteen. So we're asking council, we've got twenty six thousand SPLOS four to allow us to proceed with having [1:56:51, 1:56:55]: road and sidewalk assessment done in twenty and nineteen. [1:56:55, 1:56:57]: Yes, sir. Go right, please. [1:56:57, 1:57:05]: I ask the council consideration to approve the additional addition to the sidewalks assessment for the uh and the street assessment presented by uh Mr. Daci's era. [1:57:06, 1:57:26]: Sir second. Second. There you go. Any further discussion? Yes. Mr. Aaron, I just want to make sure that we are doing everything possible. Uh that we're we have a we passed the highway corridor plan, which is all the major highways now require a ten foot path uh for new development along with the [1:57:26, 1:57:34]: city and then uh lesser streets require a eight foot path versus building five foot sidewalks. [1:57:34, 1:57:54]: Five foot sidewalk in the state of Georgia it is illegal for anybody under t uh over twelve to ride on a sidewalk. That's why you need eight foot pass in order for you to ride your bike on. So there's these uh these assessments as they go along or they take in the highway corridor plan uh in the [1:57:54, 1:57:57]: the con the consideration has that been implemented already? [1:57:58, 1:58:18]: Uh Councilmember Alexander, this is for the maintenance of the current sidewalks that we have. If we want to decide to move forward with the program of adding sidewalks, then that would be an additional project that would be funded through other sources, but this is just for maintenance of sidewalks and streets. [1:58:18, 1:58:38]: And uh Mr. Knighton and and one of the things that you all did say about this uh assessment that's gonna be put out is that it's gonna go throughout the community and look at those start with those areas that are uh uh are at risk for us injuries or and sidewalks that are at risk for for the community and you all are gonna start there and work your way down. So [1:58:38, 1:58:44]: Um I you know, I I applaud you all because this is gonna go out throughout the all all the community uh in Stockbridge. [1:58:46, 1:58:53]: Further questions from Mr. Aaron on the subject. No. All in favor of the motion please indicate. Okay. Unanimous. Thank you, sir. [1:58:54, 1:59:00]: Okay, council consideration approved to the 2019 Elm Mig Street Servicing, resurfacing. [1:59:01, 1:59:21]: Mr. Please. Yes, Mr. Mayor. Uh in in November two thousand and fourteen the city of Stockbridge had a street assessment conducted by Jacob Engineer and since that time the city has been following that uh assessment that was prepared and that's how we generate the list to resurface streets and [1:59:20, 1:59:40]: It allows you to have sound engineering practice and principles and it takes subject subjectivity out of how you select streets. There were a number of criteria that were used to rate the different streets in Stockbridge. And one of the things staff has done is to ensure that we resurface streets. [1:59:40, 1:59:45]: throughout the city and not just focus on one particular area but [1:59:46, 2:00:06]: We're asking that you will approve this list tonight. We've got it submitted to GDOT by January 1st. We'll have another assessment done in in 2019, and so we'll know how we go forward with resurfacing streets in the future. And I just think as long you're following sound and [2:00:06, 2:00:22]: engineering principles of how you rate and resurface your roles, I think it's better for the citizens of Stockbridge because we're addressing the concerns that really need to be addressed. And I'm just asking for approval to submit this list to G Down. [2:00:22, 2:00:29]: Mayor. Yes, ma'am, go ready at the same time. I move that we approve um the twenty nineteen El Mig street surfacing [2:00:30, 2:00:44]: Okay. Any further discussion? Yes. Now I brought up earlier that um I know my particular subdivision, Winslow at Eagles Landing, the Summit at Eagles Landing, several other subdivisions. [2:00:45, 2:01:05]: Have not had streets paved in a decade. Now I know we're using uh strategies in order to make sure that uh it's done correctly, but my HOA board, which I'm not a member of, brought to me that our streets were paved, uh, and then the developer basically left town and filed bankruptcy. [2:01:05, 2:01:16]: see before applying a top coat. So there's a two to three inch gap between the sidewalk, between the uh driveways and then the actual pavement itself. Now [2:01:16, 2:01:30]: You know, but what they're telling me is that makes the streets defective all on their own because then they'd never received the second coding where we're having subdivisions that are being paved around. I talked to the HOA uh [2:01:31, 2:01:51]: uh president over at the summit and he's telling me the same thing. Look, I haven't had a street paved in de in a decade. And I I just don't understand how it is that certain subdivisions we got five roads on here. They got other subdivisions have roads year after year after year. Now I've seen uh the garden [2:01:51, 2:02:11]: What is the gardens on Eagle on uh right at their at Eagle's Landing on Rock Court get paved year after year after year? So explain to the residents who spoke earlier why how it is that one subdivision gets street after street after street paved and then there's one that can go fifteen years without the [2:02:11, 2:02:31]: I have in one street pay. It just doesn't seem equitable that one subdivision can have multiple roads paved and then some subdivisions don't have any streets paved for year after year. So I I I I I think that you know you endeavor to do the right thing, but I have to look at this provider and say, how is it that streets in one street [2:02:31, 2:02:39]: subdivision can go fifteen years and then the streets in the other subdivision they get paved every two to three years. [2:02:40, 2:03:00]: Well based on the evaluation and assessment that was conducted all the streets within the city of Stockbridge received a grade. And they're paving those streets based on the grade that they received. And so the worst streets go first and that's how it goes. And one of the things about your neighborhood, I did go out there, one of the things [2:03:00, 2:03:18]: I've been in public works for eighteen years, I noticed is that your subdivision is pretty much built out and the streets are in pretty good condition because if they were substandard it would have been a lot of damage that would have occurred when the supply trucks came in, the concrete trucks and all of those things. The roads [2:03:18, 2:03:38]: You know, from an aesthetic standpoint you might have a crack or two, but that doesn't determine if the road is safe or not. The underlying factor is the safety of the road and not the cosmetic appearance of the road. And I've been in municipalities where I brought this up last year when we got ready to approve the roads that if council will [2:03:38, 2:03:58]: wanted to go to a format where they determined the roles that were resurfaced and and nobody wanted to go to that format. And I think when you take subjectivity out of it, I've been in a community where council chose their roles and I had a councilman twelve years I was there. Two of them their roles were resurfaced four times because they didn't like the idea if you fix the pot [2:03:58, 2:04:18]: hole you had a utility leak or anything like that. They wanted the road to always look pristine. But the format that you're using it addresses your worst streets first. And I just think once we have this reevaluation, we've researched a lot of streets in the last two years since I've been here in the last three we've [2:04:18, 2:04:32]: done fifteen miles of resurfacing. So I think some of those streets that have not come to to the top or made the list will be on the next evaluation you have done. But I think if we start deviating from it then [2:04:33, 2:04:53]: then it gets us in a place I don't think we really wanted to be because once we stray away from sound engineering practices to evaluate our roads, it just leads us down a road I don't think we're with a follow up if I could. Tell me uh what what they brought to me was that um in the summit and in uh Winslow [2:04:53, 2:05:07]: And in the terrorists even is that that was th that was right before the housing crisis and those developers took off without putting down the top coat. So how does not putting down the top coat affect it? [2:05:08, 2:05:23]: No, uh when I went out there I didn't I didn't see a lot of that. I didn't I went on all the streets. But this list for two thousand and nineteen it has one, two, three, four, five s one, two, three, four, five. Seven streets in the terraces that w will be resurfaced. [2:05:24, 2:05:26]: In two thousand and nineteen. [2:05:26, 2:05:30]: The terraces at Eagles Lane. Right. The summit's not on there either, is it? [2:05:30, 2:05:31]: No, sir. [2:05:31, 2:05:31]: [7533.7, 7534.2]: Yeah. [2:05:35, 2:05:47]: Councilman Alexander, I I'm sorry to hear about that. Um I have a question for you. One, who is the developer? And two, have you reached out to them or tried to reach out to them? [2:05:47, 2:06:02]: There was uh the developer filed bankruptcy and went out of business right before the housing crisis like uh the Summits developer did as well. Who is the developer though? Uh the developer was as defunct, they were Makar homes. [2:06:05, 2:06:25]: Yeah, um Mr Aaron, this this Ail Mag uh approval is that's separate from what we're gonna be doing starting with the evalu um devaluation assessments in January though, right? Because we're contracting this out. So this how does this play a role with this?'Cause it's in my opinion that's something separate that [2:06:24, 2:06:44]: We're gonna it is separate. Uh by industry standards you usually do an evaluation every five years. So 2019 would make five years since the last one was completed. So we'll re-evaluate all of the streets and we'll include the ones that were resurface and they will be at the bottom of the list and the ones that are currently on the list that [2:06:44, 2:06:47]: They will move up based on the new rating. [2:06:49, 2:06:55]: Okay, but but the assessments and I know you saying every five years, but the assessments that start in January [2:06:55, 2:06:58]: That assessment's gonna come back to us. [2:06:58, 2:07:08]: with a determination of what needs to be done now and how we pour the funds out to get it done though, right? That's separate from what we're doing right here. Yes, sir. Yes. So so yeah, no, for sidewalks and streets. [2:07:09, 2:07:29]: So d we're talking two different two different entities that's gonna do the assessment. One is assessment is already done and one is we're gonna start the assessment of the sidewalks and the streets. And then we're gonna and they're gonna show us the the the greatest need to the lease, which a list that can be totally separate from what this is. Yes, sir. We're finishing up the current assessment that was completed. [2:07:29, 2:07:41]: in December of twenty fourteen. This is the last year of resurfacing under that assessment. Going forward it'll be the assessment that was conducted in two thousand and nineteen. Contracted by who we put in place to give us Okay. [2:07:43, 2:07:43]: Mm. [2:07:44, 2:07:49]: Mayor Ford, if I may, sir, I just want to make sure the board the council is aware [2:07:50, 2:07:56]: Previously, uh the funding source to supplement LMIG was through Splast. [2:07:56, 2:08:00]: That's supposed splashed funds have run out, and splashed four, I believe it is. [2:08:01, 2:08:01]: Yeah. [2:08:02, 2:08:05]: What she would be approving here is to use [2:08:06, 2:08:10]: Fund balance funds to help supplement road paving. [2:08:11, 2:08:11]: Be aware of that. [2:08:12, 2:08:13]: Yeah. Thank you. [2:08:15, 2:08:16]: Further questions from the council? [2:08:17, 2:08:29]: W well after that, yes. Okay. Um the what would be the S well I s I see the six hundred thousand dollars. Six hundred thousand other fund balances would be yes. Yes. [2:08:31, 2:08:34]: And otherwise we would have to wait until the next boss. [2:08:35, 2:08:41]: That is right. Yes, if you want to pave the number of rows that you see here on this list, that is correct. [2:08:43, 2:09:03]: The consensus that we're getting from the community, at least on my end, what I'm getting from the community is that they want their roads done, they want their sidewalks done. And the taxpayers say they want their money spent on it. So if it's had to come from side in my opinion, if it has to come from fund balancing then we're getting [2:09:02, 2:09:09]: Given what they're paying their money into. Right. And I just want to make the clarification that in the previous years it's been done by SPLOS funds. This would be different. [2:09:11, 2:09:15]: There. Thank you, sir. Um I I guess it's [2:09:16, 2:09:23]: If we're saying there's more streets that need to be done, is that something if it's coming out, we just need to go ahead and take care of them? [2:09:24, 2:09:34]: Well I think this list is good if you want to move forward with this list and then next year as was mentioned next quarter or so of next year we would have a new fresh assessment. [2:09:34, 2:09:38]: ratings of roads and sidewalks uh in terms of repair [2:09:39, 2:09:45]: And that will better position us to determine, you know, the priorities going forward and how much fund should be allocated. [2:09:46, 2:10:03]: So what about the ro'cause I saw on the county they had theirs as the roles that they're gonna be doing. I saw Davis role that was on there. Um, is that something that's a part of our list? Are we doing the same or are we communicating with the county as well on the roles that they're doing? [2:10:03, 2:10:04]: part of their plan. [2:10:05, 2:10:13]: Uh no ma'am. Uh Davis Road is a county maintained road, so the city wouldn't be spending funds to resurface Davis Road. [2:10:14, 2:10:17]: I think the the further your question is when the county [2:10:18, 2:10:18]: Um [2:10:19, 2:10:25]: is is providing m either maintenance or or repaving or resurfacing a road. [2:10:25, 2:10:33]: or um doing sidewalks, there should be some level of communication that takes place if in fact there is an area that connects to the city. [2:10:34, 2:10:35]: that we can partner with the county. [2:10:36, 2:10:41]: Um I've seen that in other jurisdictions as something that we probably need to explore more with Henry County, honestly. [2:10:41, 2:10:42]: Thank you. [2:10:44, 2:10:45]: Before the colour. [2:10:46, 2:10:46]: Questions. [2:10:47, 2:10:57]: Right. So uh out of curiosity then, the next assessment that will start sometime next year, that also that funding will also come out of fund balance for that or is that supposed to be us? [2:10:57, 2:11:00]: No splas. No, this will be splosed. We have splash money for that. [2:11:01, 2:11:04]: You can do one of two options. G Dot gives you [2:11:05, 2:11:13]: a prorated share is like two hundred and eighty thousand dollars I think for this term and then you gotta have a thirty percent match. [2:11:13, 2:11:14]: So [2:11:15, 2:11:18]: If you just wanted to do that, you can do that. [2:11:19, 2:11:26]: if you so choose to say, Hey, well we just wanna commit eighty thousand dollars but it's it's less roads because [2:11:27, 2:11:28]: When you do resurfacing [2:11:28, 2:11:35]: You get better prices the more quantities you have. The smaller quantities you have, the prices are higher. [2:11:36, 2:11:36]: So [2:11:37, 2:11:43]: Alright, uh council, I need a motion to accept what uh Mr. Aaron proposed to us and ref rest of these particular [2:11:43, 2:11:46]: streets that have been identified for twenty nineteen. [2:11:46, 2:11:47]: Resurfacing. [2:11:48, 2:11:48]: There are a motion. [2:11:49, 2:11:53]: I have a motion by Gantt and Bob. And the second it, okay. [2:11:53, 2:11:55]: All right. So all in favor of motion, please indicate. [2:11:58, 2:11:58]: Or [2:11:59, 2:12:00]: Opposed? [2:12:00, 2:12:01]: Okay, four one to pass. [2:12:06, 2:12:14]: Okay, Mr. Aaron, um council consideration to approve the transportation enhancement agreement that says for Davis Road Sidewalk Project, sir. [2:12:15, 2:12:28]: Yes, uh Mr. Mayor, this has been a a two-year project for me trying to secure easements to install the sidewalk on Davis Road. We've had numerous meetings and teleconferences with G Dot we're in. [2:12:29, 2:12:49]: in the process of losing funding for it and if we didn't secure the e-spin's cost the bid is gonna be awarded in March of 2019. So the transportation enhancement agreement is required by GDOT saying that you would not discriminate. You will follow all the rules and regulations outlined by Got [2:12:49, 2:12:54]: in order to receive the money. You've had the money since two thousand and twelve. [2:12:55, 2:13:13]: And like I said, it's been a two-year project just to secure the eastments to go from Highway 42 to Shields Road. And we just got the last one, I think, about two months ago. So we're just asking to move forward to sign this agreement which will allow us to be at this project. [2:13:13, 2:13:13]: Good. [2:13:14, 2:13:34]: I I thought I would just my question was about Davis Road. Was that did I say something? Did you said But the county is resurfacing Davis Road, but the city had a TE grant they applied for to install a sidewalk from high [2:13:34, 2:13:36]: Highway forty two down to Clark Park. [2:13:36, 2:13:49]: And so the city could never secure the easements from the residents from Shields Road to Clark Park. So G Dot presented two options. Either you return the money, which the city received. [2:13:49, 2:14:09]: Or you shorten the length of the project to encompass the area where you receive the easements. So we received the easements from Highway 42 to Shields Road. So when Mr. Harry Harris was here, it was his recommendation that we proceed with that portion and then at a future date start meeting with [2:14:09, 2:14:15]: with the residents from Shields Road to Clark Park to finish that sidewalk if that's what the city wanted to do. [2:14:17, 2:14:37]: I'm a bit confused just like Councilwoman Robinson is'cause I was under the assertion that part of Davis Road, the up to Merrill Manders and just a little bit past, was in the city limits. It was paved two years ago. I was told by the previous city manager it was paid by the city. So I'm a little confused at that'cause they they only paid the part [2:14:37, 2:14:45]: that was in the city limits. They didn't pay all of it. They just paid the part past Merrill Manders right to the city limits sign and stopped. [2:14:45, 2:15:05]: There is a portion of Davis Road that's in the city and a portion that's in the county. I've had conversations with the county. They wanted to know what we did from the the city limits portion so that they can match that portion when they do from SEALs Road to Highway 42. So we've had that conversation of how much asphalt we installed. [2:15:05, 2:15:05]: Oh. [2:15:06, 2:15:09]: how much milling we did on the road so it would be consistent. [2:15:09, 2:15:11]: Okay. [2:15:15, 2:15:35]: Any questions for Y yes, as far as this sidewalk project is concerned, now as we've had several discussions about the sidewalk project, we're building this as a five foot sidewalk and with a ditch. We're not installing curb and gutter. We're just we're building it as a ditch. That seems to be outdated to me. [2:15:35, 2:15:55]: I'm trying to I understand that the project was initially applied for in 2012, but we're trying to do things better in a manner that would be proficient moving us forward. So building this project, leaving a ditch instead of adding curve and gutter to the project, and also if we [2:15:55, 2:16:08]: did add the curb and gutter, we might actually be able to achieve a eight foot path there instead of a five foot sidewalk because we would use that area with the curb and gutter to expand the sidewalk so it could [2:16:08, 2:16:11]: create part of our master trail plan. So [2:16:12, 2:16:15]: Talk about the the the the [2:16:15, 2:16:17]: The if the just the [2:16:18, 2:16:20]: Building the project with a ditch. [2:16:20, 2:16:21]: Versus [2:16:22, 2:16:23]: Building it with curb and gunner. [2:16:24, 2:16:44]: This project was approved in 2012. The city was allocated a little over$600,000. And that's going to only cover the cost of Highway 42 to Shields Road, a five foot wide sidewalk. If you wanted to do something in addition to that, the city would bear the expense of the additional three feet along with the [2:16:44, 2:16:45]: Curb and gutter. [2:16:48, 2:17:08]: Uh I'm a and it would be a substantial cost. Yeah, I'm assuming you're having to analyze that how much that would cost and where the funding would come from if we wanted to do something like that, I'm assuming. Well discussions I've had with the engineering firm that did the design, it would be in the million dollar range just from Shields Road down. Can we get the number? Could we could you bring the number? [2:17:07, 2:17:10]: [8231.0, 8243.7]: But e I can do that but G Dot is only gonna approve and then you might be required to get obtain additional easements and I say it's been a two year process just to get these easements for [2:17:24, 2:17:25]: what we currently have. [2:17:26, 2:17:26]: So [2:17:28, 2:17:46]: And I say it was approved in two thousand twelve before the city adopted their master trail plan. But in and most most roads like these arterial collector roads, you don't normally have curb and gutters with those'cause they're more rural, they're not within city limits. So [2:17:47, 2:17:53]: That's the reason why most of those roads don't have curve and gutter unless they're a a major state thoroughfare like North Henry. [2:17:53, 2:18:12]: On Highway one thirty eight. Would you how much time would it take for you to get the number and then bring it back to us so we'll make it a completely informed? If the number's too much then we just say, you know, wait we don't want to do that. But how how long would it take you to obtain the number and then bring it back to us so that we can approve this? [2:18:13, 2:18:23]: Well, what I'm asking tonight is G Dot either gonna be at the project or you say we don't wanna do the project. And this transportation enhancement agreement is [2:18:24, 2:18:44]: an agreement you signed say you will not discriminate you'll follow G dot rules. So if you say, Well, we wanna hold off this project is scheduled to bid in February. Right, so I'm saying it's gonna take you longer than a couple of weeks to get the get the information? It could take two to three weeks to to get numbers as to [2:18:44, 2:18:52]: how how much it would cost to add an additional three feet plus curve and gutter from how from forty two down to Shields Road. [2:18:53, 2:19:02]: Uh just it's up to the will of the council. I will wait the two or three weeks just to make a sound decision, but it's up to every the the entire body, not just me. [2:19:02, 2:19:13]: Um question for Mr Knighton. I I don't know if you know the answer to this. In our trail plan, is that has that been identified? Do you have any idea that that rules been identified in our trail plan at all? [2:19:13, 2:19:16]: I'm not sure, Mayor. [2:19:17, 2:19:19]: Okay. Any other questions from the council? [2:19:21, 2:19:36]: What I'm sorry, I have a question. W what is staff recommendation that we approve this tonight? Yes, I i in order to meet the guidelines and the deadlines that G Dot has imposed on us, like I said, this been six going on seven years in the making. Okay. [2:19:37, 2:19:44]: Thank you. Um have we made we haven't made a motion. Um, Mayor, I'd like to make a motion that we approve this [2:19:45, 2:19:45]: Um [2:19:46, 2:19:50]: The signing. [2:19:50, 2:19:51]: There's second. [2:19:52, 2:19:53]: A second. [2:19:53, 2:19:54]: Okay. [2:19:55, 2:20:07]: Any further discussion? I I would like to s hear at least what our community development director has to say about building the project with with a ditch versus curb and gutter just to kind of get a second opinion. [2:20:07, 2:20:27]: Well, one thing I would mention to you if you try curb and gutter from that, then you gotta do curb and gutter as well from Shields Road to Clark Park to keep the uniformity of the sidewalk project and the road itself. So And also you would be installing curve and gutter on a s county maintained road from [2:20:27, 2:20:28]: Forty two C Us. [2:20:30, 2:20:32]: And so he asked for Miss Moore to come forward, I guess? [2:20:33, 2:20:34]: What ways? [2:20:35, 2:20:55]: It is what what it typically is done is to go ahead and approve what he has before you tonight, but in addition to that, have an assessment with the cost of what it would be if you want curb and gutter. In other words, go ahead and adopt what he has tonight and in addition of our street assessment, you can get the numbers and as we move forward in our capital improvement plan for next year [2:20:54, 2:21:08]: whatever those numbers come in as, particularly as I talk about the ADA that's before you, then that could be become a part of your cap improvements in terms of funding that to do it in conjunction but not delay what he's having before you tonight. [2:21:08, 2:21:12]: Can we amend the motion to do that, to add that language? [2:21:13, 2:21:13]: Brett. [2:21:15, 2:21:24]: I I think that's separate and I also think that that might be something that they could do on their own depending on the cost. So I I wanna keep my motion as is. [2:21:24, 2:21:25]: Okay. Any further [2:21:26, 2:21:41]: I just want to make sure what from the staff standpoint, that is the correct language as Miss Kent has stated, that it it does not need to be in the motion. It can be added at a later date if we wanted to do that. And you're agreeable to to get the numbers for us? [2:21:41, 2:21:50]: Yes sir, but my only concern is you would be making improvements to a county road to add curve and gutter and that additional three feet. [2:21:51, 2:21:54]: Uh are you agreeable to get the numbers for us, sir? [2:21:56, 2:22:16]: Mayor. Yeah, what amounts to city managers, yeah. City managers city managers may want want to sign in on this as a point manager. But let me come to if this I want to go on this point. Yeah. Mine is just real quick. I mean if it's a county road it's just a matter of again having um reaching out to the county to see what [2:22:16, 2:22:22]: needs to be done. I mean that that's to me that's not hard. That's something that we should be doing anyway. [2:22:23, 2:22:23]: Yeah. [2:22:24, 2:22:32]: Second sir. Anything you need to say, sir? Yes, sir, go right ahead. Okay. Uh we have a motion. We have a second. Right. Good. I call for the vote. Okay, no problem. [2:22:32, 2:22:36]: So we have a motion on the floor, ten seconds. So all in favor of the motion please indicate. [2:22:37, 2:22:39]: In hands. Okay. Good to start. [2:22:39, 2:22:42]: Mayor. And a motion we take a five minute recess. [2:22:44, 2:22:49]: All right. I don't know. Is there a second for that? I guess uh second [2:22:50, 2:22:53]: Check and then okay, five minute recess. I guess we need to take take a break here. [2:22:53, 2:22:54]: Uh [2:22:54, 2:22:58]: Anybody is it is the council uh all in favor of motion, please indicate. [2:23:00, 2:23:00]: Well [2:23:01, 2:23:03]: Oh all all family. [2:23:04, 2:23:05]: We got'em we got all polls? [2:23:06, 2:23:15]: I think we we have a one, two. I I did three. All right. Ms. Jackson. All right. No problem. Five minute break of this. [2:23:15, 2:23:16]: Fourth. [2:23:17, 2:23:21]: Four. Four. No, this one was the exiguously. [2:23:22, 2:23:24]: You guessing executive suite, right? Yeah. [2:24:13, 2:24:13]: What? [2:24:19, 2:24:20]: I'm sure. [2:24:21, 2:24:23]: Well, I'll touch on. [2:24:41, 2:24:49]: I would ask if everyone please do not leave. We have a lot of information that we need to discuss, so please don't leave. [2:24:49, 2:24:50]: Thank you. [2:25:14, 2:25:15]: What you're saying. [2:25:20, 2:25:21]: Bay. [2:26:04, 2:26:05]: But [2:27:35, 2:27:36]: It feels more pretty. [2:27:49, 2:27:50]: And you have it. [2:28:40, 2:28:47]: I think it's funny. She says she's gonna have a remote C is gone and she's gonna be. [2:28:59, 2:29:11]: It's fun. Somehow uh called the buzzword yeah yeah the buzzword is more unique button but anyway. [2:29:30, 2:29:49]: Yeah, that's fine because what what happened is I'm I one of my messages coming from Jimmy World. She's she was Lenny and I had a meeting discovery uh at the morning with uh Nazis and raised the chair. Yeah, so I thought that was a problem with that underneath, but uh see the workers. [2:29:59, 2:29:59]: Uh yeah. [2:30:01, 2:30:02]: Quite a bit to go. [2:30:04, 2:30:07]: See one, two, three, four, five, six, seven. [2:30:08, 2:30:12]: Right. It was pretty quick. [2:30:15, 2:30:16]: I don't know. [2:30:18, 2:30:25]: Right, so then I think it's about [2:30:29, 2:30:30]: Okay. [2:30:40, 2:30:42]: That's right. [2:30:45, 2:30:46]: One more time. [2:30:53, 2:30:54]: Yeah, it's fine. [2:30:55, 2:31:03]: What about two o'clock? Late. Oh in the morning. I'll put the notes out and contact them. [2:31:05, 2:31:06]: Where is uh [2:31:07, 2:31:10]: I love it. How's that an hour still Alex? [2:31:11, 2:31:14]: It's mold. We got to ha we actually have a quorum. [2:31:14, 2:31:17]: But uh Miss Moore. [2:31:19, 2:31:29]: Yeah next presenter is Ms. Moore. Council consideration approved the city and stopbridge ADA Self Evaluation Transition Plan. Ms. Moore, please. [2:31:30, 2:31:50]: Okay, I th the fee schedule was before that? Fourteen? Yeah, well. Yes, number fourteen. Right. I'm sorry, excuse me. Started the guy. All right. Okay. Correct. Uh good evening, Mayor and Council. What staff is bringing before you tonight or have before you consideration is [2:31:50, 2:32:06]: is the fee schedule for 2019. As you know, last year we brought over uh building, permitting, we're getting ready to bring over planning, and this is the fee structure for all of the areas of community development including the cemetery. [2:32:08, 2:32:09]: Okay. [2:32:09, 2:32:14]: Appreciate it. Mayor you go back to this. I'd like to make a motion that we approve the twenty nineteen fee schedule. [2:32:15, 2:32:16]: Just a second. [2:32:17, 2:32:18]: Any further discussion? [2:32:21, 2:32:22]: All in favor, please indicate. [2:32:24, 2:32:24]: Okay, there we go. [2:32:26, 2:32:46]: Appreciate it's approved. Council consideration approved the city of Stockbridge ADA self-evaluation and transition plan. Okay, so what I would like to share with the mayor and council is a couple of things. Apparently this year GDOT decided that all of the cities in Henry County needed to do a ADA assessment. [2:32:46, 2:32:57]: of its streets and its buildings. What we have before you tonight to consider for adoption and sending to GDOT is the transition plan. [2:32:57, 2:33:07]: What I would like to talk about specifically, we ran you a printout, uh the clerk gave it to you, uh the language uh is in bigger type that deals with the ramps. [2:33:08, 2:33:28]: And then the other portion in the document deals with your streets. Needless to say that this is an expensive endeavor simply because you deal with the American with Disabilities Act. So therefore we must bring all of our buildings and all of our streets and ramps into compliance with ADA. Just on the ramps of [2:33:28, 2:33:48]: Alone is about$2.5 million. So, what I've talked to the treasurer about is one of the things that we would like for Mayor and Council to do is to consider putting every funds or all of the dollars that are left over in every year into your capital improvement plans. That way we can [2:33:48, 2:34:08]: And eventually get to this and other projects that you talk about. I think the issue before today was the reason why there was so much money in fund balance was because we did not have a cap improvements plan. Because typically you will have a smaller fund balance based on the ratio that you talked about, and majority of all your other monies that are unspent are [2:34:08, 2:34:28]: are normally in your capital improvement plans, which address any issues that deal with infrastructure. Because the amount of your ramps is$2.5 million, what staff is recommending that no more remaining monies go into fund balance, but all of your unspent monies go into your capital improvement projects budget. [2:34:28, 2:34:48]: budget so that we can tackle this issue of ADA. As you know if we don't come in compliance with ADA all federal and state dollars stop. We have tried to span this out over a multi over a 10 year period so that you can the city can gradually get to paying all [2:34:47, 2:35:07]: off and uh the areas that need to be paid off as it relates to bringing everything up to ADA accessible. But I will tell you from talking to D dot today, they're reasonable, but it is necessary. So again, the ramp portion is about two point three million. That is in your documentation. The portion that deals with your street. [2:35:07, 2:35:27]: That is a whole different issue and it's going to cost a lot more money. And so I just wanted to make Mayor and Council aware of that. But what you're adopting tonight is the document that will be transmitted to GDOT tomorrow that basically outlines the plan for the city of Stockbridge to come into compliance with ADA accessibility within the next 10 years. [2:35:27, 2:35:28]: Yeah. [2:35:29, 2:35:29]: Where [2:35:30, 2:35:36]: One one second please. Um Mr Blount uh got my attention first. Two quick questions. What what do you say is two point what million? [2:35:36, 2:35:38]: Uh, there's a green sheet and Kenneth [2:35:38, 2:35:39]: Where [2:35:39, 2:35:40]: Come on up. [2:35:40, 2:36:00]: Um Kenneth and Abbott did the study forwards. The first part of the document, Miss Vanessa showing you that, that is a portion that's about 2.3 million. That actually deals with your buildings. If you would look at that, so for instance, over in your municipal court, down at the back door when you come out the back, that needs to be ADA accessible in terms of how you get in. [2:36:00, 2:36:20]: Out of the court. Over at the Merrill Manders, when you look at this as your public bill is in that green sheet, the assessment says that you're not ADA compliant as it relates to the buildings, which is City Hall, Merrill Manders, Municipal Court, all of your parks, the bathrooms that are in the parks, all of the city-owned properties. [2:36:20, 2:36:40]: Properties that have structures, that's what's in your green sheet. And those are the estimates there. When you get out into your streets in terms of our streets, whether or not a person that's trying that's blind and trying to cross the street, if they're city streets, we have to make sure that that person can get across the street if they cannot see. And so those [2:36:40, 2:36:45]: figures are going to change because based on the schedule that we've given you in there. [2:36:46, 2:36:51]: That would depends on the bid and how they're bidded how it's bidded out. Is it an unfunded mandate? [2:36:52, 2:36:59]: Yes, because that's what the state and feds do, but ADA accessibility compliance is now both a federal and a state. [2:37:00, 2:37:01]: Mayor. [2:37:01, 2:37:21]: Right. One second please. Did you you were done, right? Oh no, I had just a poll. Well uh because this is my first time hearing about this study, where did this start? Oh, it because I'm guard. We actually got this in August, I think it was. She called us up and she's like, Hey, y'all got about thirty days to get this in or no more funding. It was like we've never done one. [2:37:21, 2:37:41]: I mean why do we have to do one? And she was like, Well, none of the cities in Henry County has ever done it. Why they never told us to do it to now. Uh so we actually asked for an extension because we knew that we couldn't do anything in thirty days, and we asked G Dot to give us until the end of the year, and then they did. And then we got about the business of going [2:37:41, 2:37:47]: out and doing an assessment of all the buildings and of all the streets. So it kinda it kinda surprised us. [2:37:47, 2:37:57]: There were other you know other jurisdictions throughout the state as well that that were made were provided with this notification back in August and it was quite [2:37:57, 2:38:17]: conversation among city managers as well and other jurisdictions. So just like many other jurisdictions, in order to do this right and make this assessment, we did ask for a delay to the end of the year and have gone through and obviously they've gone through and provided a very thorough assessment of buildings and roadways, streets and so forth that we would need to um model [2:38:17, 2:38:21]: modify or address if you will over the next several years. [2:38:21, 2:38:35]: And so that's just the plan. And then every year, I think within the study, we did a minimum amount, uh, but then we are gonna have to as we move forward as part of our capital improvements budget is to you know bring those areas into compliance. [2:38:36, 2:38:36]: Mr. How's that please? [2:38:37, 2:38:57]: I I think that this is just something that we have to do. This is not something that we'll require delay. It's mandated basically by the federal government or all our federal funding will be cut off. So I want to make a motion to move forward with uh um this particular because it's bringing us into twenty eighteen. [2:38:57, 2:39:17]: eighteen and twenty nineteen. And that's where where we need to be at. So I make a m make a motion to approve this with ADA compliance. Okay. Back to you uh maple cham you have something you need to say. I uh this is just a motion to make sure that we select [2:39:17, 2:39:37]: That's correct that is required. Not the actual suggestion of dumping all our extra general funds over, correct? Because I'm not in favor of that for certain reasons. Oh no, not general funds. What we were saying is that every year when you have unspent monies, I mean the question the biggest question has been that's how our [2:39:36, 2:39:56]: our general fund expands. I guess we're going to do that. But that's how your fund balance I mean our fund I'm sorry. That's how fund balance expands. It's gotten to be eighteen million. And I I understand that. But we also discussed why our fund balance was at eighteen million. Because you didn't have some and at right. W we had other things going on actually. [2:39:56, 2:40:16]: And so uh I just wanted to make sure that we're not voting on that at this time. No, no, no. What staff were saying is that you always ask how do you pay for it. Okay. What I was telling the mayor was in addition to have our amphitheater over there, our arts cultural center, our senior center, all of those projects that we're doing never should have been a part of fund balance. [2:40:16, 2:40:36]: They should all have been a part of your capital improvements plan. So if you had$11 million in your CIP, then people won't be saying, What are you doing with so much money in your fund balance? You can literally say, look at our capital improvement plans. We've got an amphitheater, we've got an art center, we've got all of those capital improvement projects. We got the street improvements, you got your [2:40:36, 2:40:56]: the sidewalks. All of those are CIP projects. So my response was that if you start moving your money towards projects, those are going to show up in your CIP, including your ADA, and then your fund balance truly becomes a fund balanced rainy day fund and then your capital improvements is actually for your projects. For the project. [2:40:56, 2:41:12]: Okay, I gotcha. All right, thank you. Mayor, I just want to say thank you for finally breaking that down. Okay. Thank you. Okay. [2:41:12, 2:41:12]: Thank you. [2:41:14, 2:41:27]: Good on this side. Any other further questions? My motion has been seconded. All in favor of motion please indicate. Okay, there we have it. Thank you very much. Appreciate it. Okay. Council consideration to approve cities branding. [2:41:29, 2:41:30]: Uh here, Miss Braggs, please. [2:41:41, 2:41:42]: [9717.5, 9718.6]: Send me a little bit on. [2:42:01, 2:42:02]: I saw my laptop. [2:42:15, 2:42:19]: Isn't that coming up there? I feel like [2:42:24, 2:42:25]: The shows. Yeah. [2:42:30, 2:42:31]: I was about to close and then do it again. [2:42:32, 2:42:35]: We'll go to bed. Okay. I gotta bring it back. [2:42:37, 2:42:39]: I'm just gonna start on my [2:42:40, 2:42:44]: Oh hello, it's not doing it. [2:42:46, 2:42:52]: When it's powerful. [2:42:54, 2:43:00]: Can we start the computer? Where is the right there? [2:43:03, 2:43:05]: That would be a refresh. [2:43:07, 2:43:07]: Mr Mayor. [2:43:08, 2:43:12]: Yes, yes sir. If I may, while they are uh working on the presentation. [2:43:13, 2:43:33]: I do want to take uh the moment to announce that we will uh likely have a delayed opening tomorrow morning uh due to expected uh inclement weather and ice on the roads. Henry County government has um also uh confirmed a delayed opening and I believe the school systems as well. So um in an effort to be uh cautious. [2:43:33, 2:43:35]: Yes. [2:43:36, 2:43:40]: We are likely going to have a delayed opening in the morning at ten o'clock A. M. [2:43:41, 2:43:42]: Yeah, thank you. [2:43:44, 2:43:45]: Yeah. Mm-hmm. [2:43:58, 2:43:59]: Okay. [2:44:00, 2:44:02]: Good evening, Mayor and Council. [2:44:03, 2:44:23]: I appreciate this opportunity to bring forward the branding initiative that we will have been working on. As you all know, Stockbridge has been working with Rhyme and Reason Design Group to create our first ever city brand. And I'm excited to show you some of the great options that we have. [2:44:23, 2:44:24]: Come up with the right. [2:44:24, 2:44:44]: I ask that you hold any comments and questions to the end of my presentation as some of your queries may be addressed during the presentation. We have um Scarlett Rosier here, who is the founder and director of operations for Rhyme and Reason, and she has graciously agreed to answer any questions that you may have that I [2:44:44, 2:44:49]: I'm not able to answer, so I did want you all to know that she is here with us today. [2:44:54, 2:45:10]: If I can take you back to the beginning of our process, after much community engagement, input, and research, our Rhyme and Reason consultants were able to cull out brand descriptors that effectively shaped our pathway toward our brand identity. [2:45:11, 2:45:28]: In addition, Rhyme and Reason also developed a visual brief that further shaped the evolution of our brand. The document looked at who we are as a city, key markets, our unique characteristics, and identified various focus areas. [2:45:29, 2:45:47]: As part of the branding process, we also wanted to create a tagline. When it comes to the city's brand tagline or slogan, as some people call it, we must agree that this should be a few words or short phrase that makes the city state and people's memories. [2:45:47, 2:45:59]: Note that an effective branding tagline not only stays on people's minds, but it also evokes a mood and creates a special bond with that particular committee community. [2:45:59, 2:46:05]: Our tagline that we would like to propose to you today is You're in Good Company. [2:46:06, 2:46:26]: We took into account Mayor and Council's strong desire to be open to business while also highlighting Stockbridge as a prime place to live, work, and enjoy. This tagline is welcoming to potential new businesses, residents, and [2:46:26, 2:46:35]: visitors. It also reaffirms to our current community stakeholders that they are part of something good, something really good. [2:46:36, 2:46:44]: We want them to remember that they are a part of something that matters and that others want to be a part of this as well. [2:46:46, 2:46:48]: The proposed b brand colour palette [2:46:50, 2:47:10]: is a selection of colors that we feel play well with the current city seal. They have meaning and can stand alone when utilized in a monochrome or single color use. This is something that we definitely have to consider when we are doing printing and doing promotional [2:47:10, 2:47:11]: Items as well. [2:47:13, 2:47:31]: The first color that is proposed is all that jade. It's from the green family, and green is most associated with the color, is most associated with life, growth, renewal, harmony, freshness, safety, a healthy environment, and energy. [2:47:31, 2:47:39]: It is also traditionally associated with money and finance, which works well with our goals of attracting commerce. [2:47:41, 2:47:47]: The second color, red orange. From the red family, red is the color of extremes. [2:47:48, 2:48:08]: On one end of the spectrum, the color is fire, passion, love, energy, and adventure. And on the other end of that spectrum, universally designated as to announce danger or convey recklessness, but also great power and strength. So we've tempered the color red with the color orange, which represents infinity. [2:48:08, 2:48:14]: enthusiasm, fascination, happiness, creativity, determination, and success. [2:48:16, 2:48:21]: So finally we'll get to the color gold, which yellow. [2:48:22, 2:48:36]: is in the yellow family and is a precious metal which represents wealth, grandeur, and prosperity. So what other color would better exemplify what we are trying to do in the city of Stockbridge with regard to economic development and success? [2:48:38, 2:48:40]: So now we get to option one. [2:48:42, 2:48:44]: This direction lets us look at [2:48:45, 2:48:47]: An option that can be considered. [2:48:47, 2:48:59]: And that is Stockbridge, you're in good company. This logo is clean, fresh, progressive, has nothing gimmicky that would compete with the current city seal. [2:48:59, 2:49:19]: Its bold serath font conveys strength. It's timeless and extremely readable at a distance. The secondary font is bold, playful, and adds a casual element to the overall visual. The gentle slope of the word stockbridge, which is adjacent to the hard edge brushstroke. [2:49:19, 2:49:38]: provides a mature and identifiable homage to our city's bridge. By using the simple brush strokes instead of an actual graphic of a bridge, which could be kitschy, it allows for a creative expression that signifies moving forward and working together. [2:49:41, 2:49:49]: This is some examples of monochromatic uses and ways to manipulate the mark without compromising the mark's integrity. [2:49:51, 2:50:01]: This is also some examples of the brand typefaces where you see them in their entirety along with the color palette that has been selected. [2:50:04, 2:50:19]: Here we have the brand logo in several different iterations. When it's put into motion via signage, promotional items, your mind's eye can see how it works in the community. You can picture it in various iterations all over the city. [2:50:25, 2:50:34]: That concludes direction one and we will now move into an informal logo that shows you another option that we can look at. [2:50:38, 2:50:45]: Direction 2 is going to be similar but has subtle differences that change the entire feel of the brand. [2:50:49, 2:50:58]: As you can see, it's a more laid-back approach. It's straightforward, bright, and friendly, yet it still has a strength to it. [2:50:59, 2:51:11]: The dominant font does not have the serifs of the other font, so it's more modern and airy. Again, it's also very timeless and extremely readable at a distance. [2:51:11, 2:51:31]: The secondary font is also bold but a little more playful and adds a casual a casual element to the overall visual. Again, the gentle slope of the word stock bridge over the more playfully rounded brush strokes this time evoke the bridge but not without some levity. [2:51:31, 2:51:47]: on here as well that using the simple broke stroke brush strokes instead of the actual graphic gives you that creativity that we're looking for that gives us that cleanness and freshness that again will stay with us for many years to come. [2:51:49, 2:51:58]: Here again are some different iterations of how to utilize the MARC in different settings, monochrome and other manipulations. [2:52:00, 2:52:07]: And again we have our brand typefaces where you can see all of the letters, the entire alphabet, how it would be depicted. [2:52:09, 2:52:15]: And again, this is less formal, but it makes a very bold statement and has definite readability. [2:52:17, 2:52:22]: We look at this mark in different iterations in promotional kinds. [2:52:22, 2:52:36]: promotional spaces and also on signage. That's what brings this mark to life. Just looking at uh looking at it on paper doesn't give it the depth that you see when it's actually put into use throughout the community. [2:52:41, 2:52:43]: Now this concludes direction two. [2:52:44, 2:52:46]: And it also concludes mine. [2:52:46, 2:52:47]: Presentation. [2:52:47, 2:52:49]: And I thank you for your attention. [2:52:50, 2:52:51]: [10373.6, 10376.0]: Well let me let me start this off there. Mm-hmm. [2:52:56, 2:52:59]: Um the color scheme I I personally like that. [2:52:59, 2:53:19]: the the the more casual letter stop bridge uh with the with the the lines underneath if they're offset uh kinda like that. But you're in good company doesn't seem to hit me much. I mean I I d I I it doesn't t it doesn't grab me. It I think in a sense our tagline needs to do at uh have something with the historic nature of the city [2:53:19, 2:53:39]: itself we're approaching our centennial and also the fact something that may show or indicate diversity in the city itself. But you're in good company doesn't do anything for me personally. That's just my take on it. Okay. Well once again you know you when you think about your tagline you want something that's not necessarily miring you in the past but is moving you [2:53:39, 2:53:59]: forward. We'll have our centennial, that's true, but that's an occurrence that happens once every hundred years or so. So we've got to think positively toward moving forward. And we want something that's going to be timeless, that's not necessarily attached to any kind of per historic perspective or point of view. [2:53:59, 2:54:19]: Again, You're in Good Company is not only talking about just being in a good place, but it's also inviting business to come to Stockbridge because we want to improve our economic development situation and we also want to make sure that we are being inviting and open to not only businesses but people in [2:54:19, 2:54:23]: visitors, people who would be here as residents and businesses as well. [2:54:24, 2:54:26]: So be it. Any any other comments at all? [2:54:35, 2:54:47]: Well, I can see what we have stuff. It's not like I I I like what we do in terms of the car feeding as the very series, I suppose you like maybe a green code with the sort of stability. [2:54:49, 2:54:55]: No what did you worry Europe? [2:54:56, 2:55:16]: And we've played around with it. We first started with in good company without the your, um, which kind of sends the same message but doesn't have that contraction um there that you're kind of having a problem with. Um that's something that can be adjusted if the in good company um speaks to um you all as a council. [2:55:16, 2:55:31]: And this is something that, again, is based on research and community input as to what resonated with people who were asked to contribute to our community outreach groups. [2:55:33, 2:55:34]: Any other comments? [2:55:34, 2:55:54]: So now all actuality you're you're asking for approval tonight, is that right for this? To move forward with an option, you all have to select an option or you can select not to go with an option. But I would prefer that we start moving forward because we would like to launch this branch as soon as possible because there are other things within our communication scope that are depended [2:55:54, 2:55:57]: dependent upon this particular brand. [2:55:58, 2:56:01]: Yes sir. You got a comment? Go ahead, sir. [2:56:03, 2:56:05]: The more and more I look at it on different things, I I I like to [2:56:06, 2:56:14]: The bigger font, the fatter font would be um but uh direction one. But I'm kinda with my colleagues that you you're in good company. [2:56:15, 2:56:16]: Kinda doesn't uh [2:56:16, 2:56:17]: Then work with me. [2:56:18, 2:56:18]: Okay. [2:56:19, 2:56:20]: Yeah, yeah. [2:56:22, 2:56:22]: No? [2:56:23, 2:56:24]: Okay. [2:56:24, 2:56:24]: Baby. [2:56:26, 2:56:43]: So so so I guess in a sense this makes a l tough decision maybe. Mhm. Maybe the color scheme's good, we could probably negotiate the how thickness of the star bridge. We like the uh d underneath the the lines, but you're in good company, tag line doesn't seem to resonate thus far with the council that I can see. Okay. Um [2:56:43, 2:56:44]: So [2:56:44, 2:56:46]: I know uh [2:56:46, 2:56:51]: [10612.3, 10625.5]: Uh I'm I'm in agreement. It it does not. The tagline. You're you're in good company, does the tagline. It does, yeah. So Mr Mayor Yes sir. For the citizen, we just want to be clear with this now. [2:57:06, 2:57:08]: We're talking about replacing this. [2:57:09, 2:57:18]: Yes, that's quite no, we're not no. No. That's what I'm saying. So that's what I want to understand, is that we're not replacing this but you may you may see it on [2:57:18, 2:57:28]: I guess these are better examples here, caps, T shirts, et cetera, et cetera. But I just want them to understand I I'cause I saw faces out there too saying [2:57:28, 2:57:40]: I s I saw some smirks. The logo and tagline are the worker bees as far as promotions and community outreach are concerned and for recruitment purposes. The SEAL is your official business mark. [2:57:41, 2:57:44]: So that would be utilized in official points of business. [2:57:44, 2:57:47]: So Mr Mayor, if I may correct that [2:57:48, 2:57:50]: uh in virgin one [2:57:50, 2:57:52]: Star Grid and the underlying [2:57:52, 2:57:54]: Maybe okay. [2:57:54, 2:57:56]: Uh, but you're in good company. [2:57:59, 2:58:04]: think we have to rethink that. I don't have an idea, but um [2:58:05, 2:58:08]: I should have put them just both together. [2:58:08, 2:58:10]: Um thank you. [2:58:10, 2:58:11]: Uh yes. [2:58:12, 2:58:17]: I'm totally off with the color um because we're talking about our community. [2:58:17, 2:58:37]: being at Stockbridge High School, these are colors that I see a lot and I wanna be a standalone because we do have other cities I mean not other cities but uh schools or different entities within our city limits that they attend. Um so it to me this is close to that um to put out through [2:58:37, 2:58:39]: Um [2:58:40, 2:58:56]: And the tagline. I guess the colors for me, um, is too close to the Scott Ridge High School colors and the tagline. That's just my opinion. Um, because we do have other schools in our city limits. So I was hoping that it would be a [2:58:56, 2:58:57]: I guess [2:58:58, 2:59:01]: Something different than these colors. [2:59:02, 2:59:21]: But I like the font and all of that, but it's just the colors that's throwing me right now. Okay. And just to comment on the colors, they are a little bit altered from the Stockbridge colors. They're I think Stockbridge colors are green and orange. And these are some diff these are a little um [2:59:22, 2:59:34]: different variations of those colors and we were taking into account the actual city seal because sometimes they will work together um and be iterated um in the same space. [2:59:34, 2:59:35]: Um [2:59:36, 2:59:45]: But the palette was supposed to reflect some different coloring, but at the same time be able to work beside the city seal if necessary. [2:59:47, 2:59:53]: So are we saying that we're okay with the stock bridge and we just want to change I I don't know what we're [3:00:07, 3:00:08]: Mm-hmm. [3:00:09, 3:00:12]: When you say an executive look, what do you mean by that? [3:00:13, 3:00:15]: You got the wrong one up, Ms. Kerr. [3:00:17, 3:00:18]: I said she had the wrong window. [3:00:18, 3:00:23]: So direction one is the w is the direction that most of you are [3:00:23, 3:00:25]: have some affinity to? [3:00:35, 3:00:36]: The four buttons? [3:00:38, 3:00:39]: [10840.5, 10841.4]: Okay. [3:00:41, 3:00:46]: [10850.4, 10854.2]: Mm-hmm. Go ahead. Go ahead. Mayor Fouplan, go ahead first, please. [3:00:54, 3:00:55]: I'm not sure. [3:01:01, 3:01:03]: Okay. [3:01:07, 3:01:27]: Okay. So we need to get some consensus with regard to whether we want to go with direction one or direction two as far as the font choice. We can look at other colors if color is an issue, but we need to know how many absolutely do not like the color, how many like the color, so we can move [3:01:27, 3:01:31]: in a more pr um I like the colour. I like it. [3:01:32, 3:01:33]: Okay. [3:01:35, 3:01:55]: I'm I'm fine with it. I just think we I'm sorry, sir. No, I was I was gonna say if if that's the case, I think the color scheme probably would be fine. Option one with the boldness would probably be fine in this aspect, but I think the the big contentious thing is is the there's a tagline. It doesn't seem to resonate with anybody up there. I mean we gotta we gotta try this again. It seems like I believe that [3:01:55, 3:01:56]: Well, [3:01:56, 3:01:59]: Well that's good. Yeah. [3:02:00, 3:02:00]: Yeah. [3:02:02, 3:02:03]: Mm-hmm. [3:02:04, 3:02:17]: I mean it's that one is very timeless and it's got the seraphonts because it's it's something that'll be very readable and translatable to a lot of different iterations. [3:02:20, 3:02:20]: Yeah. [3:02:23, 3:02:30]: Well, could we just to kinda wrap it up, be can we just since everybody c seemed to be agreeable to it except the uh [3:02:31, 3:02:36]: So option one is the direction I mean direction one is where you are [3:02:36, 3:02:38]: I have more affinity toward. [3:02:38, 3:02:43]: And then the tagline is something that you feel needs to be worked on a bit more. Now [3:02:44, 3:02:45]: That being said [3:02:46, 3:02:48]: I implore all of you. [3:02:48, 3:02:49]: To [3:02:49, 3:02:53]: Help us with this because we have [3:02:53, 3:02:55]: Asked for [3:02:56, 3:02:57]: Feedback. [3:02:58, 3:03:05]: on the taglines and I received some feedback but not all feedback from everyone. So we need to get [3:03:06, 3:03:09]: everyone's participation in this with regard to [3:03:09, 3:03:10]: Um [3:03:11, 3:03:14]: responding to s requests for information. [3:03:15, 3:03:24]: All right, so I imagine you need a motion to accept option one with a caveat in reference to the tagline is what I gather here. Is that what you is that what we need here? [3:03:26, 3:03:34]: If you all want to, I think I I will say that um and I you know, commend Cura and the staff, we we seems like we have made some progress. We made some progress. [3:03:35, 3:03:38]: Uh we've got a little ways to go, but we've made some progress. [3:03:39, 3:03:50]: All right. So I'm I'm uh w what we need I guess is a motion to to help solidify this in this direction. So I need a motion uh for this uh I will say that option one. [3:03:50, 3:03:56]: The bonus and the colors are fine, but the tagline needs to be revised that. [3:03:58, 3:03:59]: Don't move him in a second, all right. [3:04:00, 3:04:01]: Okay, discussion please. [3:04:01, 3:04:13]: Yeah, so when when do you want because you want input, obviously we don't want to be carrying this through. I will send a communication to you all with some requests uh for response and then we can move forward from there. [3:04:14, 3:04:26]: And they probably died. About four or five months ago with a paddle and you also had to We was at battle four or five months ago. [3:04:26, 3:04:29]: Well but I said talent um [3:04:31, 3:04:36]: Yeah, I I I I understand what you I don't think I understood what he said, but that's all right. [3:04:36, 3:04:39]: Yeah. [3:04:40, 3:04:49]: So there's some other options that we can consider. So okay. With regard to tags, okay, there is a motion that's been seconded further discussion on this? Okay. [3:04:49, 3:04:51]: All in favor of the motion please indicate. [3:04:52, 3:04:53]: Uh all opposed? [3:04:54, 3:05:03]: You both all right, four one and passes. Okay. Color, boldness, option one, and you gotta work on a tagline. Okay. All right. All right. Thank you. Thank you. Right, so uh [3:05:04, 3:05:05]: Let's see here what's next year. [3:05:06, 3:05:10]: Council consideration to approve the Main Street Board's amended uh bylaws. [3:05:10, 3:05:14]: I'm still here, so we'll move on to the next thing. [3:05:15, 3:05:35]: Okay. The Main Street staff recommends changes to our current bylaws. Basically, we want to incorporate language that has been ratified by the National Main Street Center so that we stay in compliance with regard to the four-point approach for Main Street programs across the nation. [3:05:35, 3:05:44]: Standardize also our Main Street Advisory Board terms and I have um your books didn't have the proposed bylaws changes. [3:05:45, 3:05:46]: Is that in red? [3:05:46, 3:05:48]: Yes. [3:05:52, 3:06:08]: The majority of it is um again just standardizing language across the board. Um there was some punctuation that needed to be corrected, but I guess the the main thing is the um terms. [3:06:09, 3:06:13]: of um service for the Main Street Advisory Board. [3:06:14, 3:06:16]: I think that is your page six. [3:06:17, 3:06:37]: Um we changed the city council member and the D DA representative for their term as opposed to being a certain number of years of service, it would be their term of service. So as long as they were in that city council or DDA position, they would serve on the board for their term of service. [3:06:37, 3:06:54]: service unless they resign from that particular appointment to the Main Street Advisory Board. That keeps us from having to come every year to reappoint them to the Main Street Advisory Board as the council liaison and the DDA re liaison to our Main Street Board. [3:06:55, 3:07:12]: In addition, because the Stockbridge Main Street Program's representative from businesses within the Main Street District is one of our most important positions on the board, we would like to make that a standardized term as well. [3:07:16, 3:07:32]: Yes, sir. Um when you when you look at the terms for city council member. Um I'm not in agreement that it that it goes to four year term because the council changes every could change every two years. [3:07:33, 3:07:37]: It's for their term of service. So if they're on the council for [3:07:38, 3:07:49]: Yeah, but whoever's put on there, if they have four years on their term, then it doesn't matter if it changes two years later. They're stuck in there for two years without even hav having to vote for n for any whatever changes may happen on the council. [3:07:51, 3:08:05]: No, as long as they're on the council they would serve as our liaison. If for whatever reason they're no longer on the council then You you're saying exactly what I'm saying. I'm saying that if we appoint somebody there and they have four years. Mm-hmm. [3:08:05, 3:08:10]: They're there for four years, but but the council changes every two years. [3:08:10, 3:08:11]: Mm-hmm. [3:08:12, 3:08:18]: But that if that person leaves the council, then you would have to That's not fair to anybody that would come in. [3:08:18, 3:08:23]: because the a c the consensus of the council could change in two years. [3:08:25, 3:08:32]: Yeah. Well I'm just waiting on her to see what see what I'm saying. [3:08:41, 3:08:42]: Or use the top. [3:08:43, 3:08:45]: And so what happened? [3:08:45, 3:08:47]: A council member can [3:08:48, 3:08:56]: down or they can remain on that board through their time and when uh another new house that's coming in [3:08:56, 3:08:58]: After two years. [3:08:58, 3:09:02]: is when they're even if they got let's say that I would [3:09:09, 3:09:29]: But you but you still you're still missing what I'm saying. What I'm saying the council changes every two years. And it wouldn't be fair to any other council member in two years because if they're gonna serve a four year term on here because they're on the board, it wouldn't be fair to any other council member that because the the the council changed [3:09:28, 3:09:30]: [11370.9, 11376.4]: So why are we having someone on the board for the elected official that would be there for four years? [3:09:38, 3:09:41]: Well let me let me let me hear Miss Brags, if you don't mind. [3:09:42, 3:09:51]: Well, I think that the sentiment of the council doesn't necessarily impact or at least I don't see how it it would impact [3:09:52, 3:09:58]: how that person is serving on the Main Street Advisory Board because they were placed on the board at [3:09:58, 3:10:02]: the beginning of their term of service because they had an interest [3:10:02, 3:10:09]: in the Main Street program and the initiatives that we're trying to put forward. So I don't think that that would change necessarily [3:10:09, 3:10:13]: if the councils changes because the individual is still [3:10:14, 3:10:34]: in favor of or in support of the main street programming that they were placed on the board to support is where the conflict can come in. Because if the person is there for four years, but the council changes every two years. That person doesn't have to move, even if someone else wants to become a part of it, even if they've been on the council [3:10:34, 3:10:41]: for two years. You you see what I'm saying? You you're not going to be able to do it. [3:10:42, 3:10:49]: to the public and they can be a part of the Main Street program at any time if there's another council member that wants to [3:10:50, 3:10:53]: be active with mainstream. Okay, okay. Go ahead, Mr. Thompson. [3:10:53, 3:10:59]: Okay, I was I was part of this as you know, Mrs. Brags in the meeting but I do understand Mr. Blount. [3:10:59, 3:11:01]: um issue. [3:11:01, 3:11:04]: And I told him I'm gonna try to help explain it. [3:11:05, 3:11:07]: I think the way he's he's trying to say it. [3:11:09, 3:11:11]: If if a council person [3:11:12, 3:11:13]: His servants. [3:11:13, 3:11:15]: On any board. [3:11:15, 3:11:17]: Four years. Mm-hmm. [3:11:17, 3:11:19]: That person's turn. [3:11:20, 3:11:22]: There's an election in two years. [3:11:22, 3:11:24]: So you may have [3:11:24, 3:11:29]: Two depending on what year it is, it'd be two or it'll be three new members coming on. [3:11:30, 3:11:32]: One of those [3:11:32, 3:11:36]: members may want to be on that board. [3:11:37, 3:11:38]: Yeah, I can see that. [3:11:39, 3:11:41]: But but they are prohibited. [3:11:42, 3:11:43]: Because [3:11:43, 3:11:46]: the person that was elected before them [3:11:46, 3:11:48]: is already maybe serving [3:11:49, 3:11:50]: Two. [3:11:50, 3:11:56]: of their four years. So they're already there. Right. And that's um am I correct, m Mr Bryant? [3:11:56, 3:12:01]: Yes, I think this is what he's saying that it's not fair [3:12:01, 3:12:05]: to a incoming elected official [3:12:05, 3:12:06]: Because [3:12:06, 3:12:17]: the person is already serving is already there and he is there until that term is out, which is probably an another two years. Mm-hmm. [3:12:18, 3:12:21]: And uh I I'm just trying to explain it, even though I voted for [3:12:22, 3:12:24]: uh the term of serve. [3:12:24, 3:12:44]: But I I but I get his point. Yeah. Yeah. I I mean I do understand that that would be a concern. In that instance, I think that the person if they are a new person coming onto the council and they would like to be involved with Main Street, they could speak with that council member who is currently serving to see if they would be willing to [3:12:44, 3:12:44]: Yeah. [3:12:45, 3:12:46]: Step down from the position. [3:12:47, 3:12:47]: Or [3:12:48, 3:12:50]: Again, as I stated before [3:12:50, 3:13:10]: Anyone can come to Main Street meetings, they can volunteer, they can be a part of our Main Street initiatives. You don't necessarily have to have a board position or serve as our formal liaison to be a part of what we do with Main Street. And we have partnerships with different organis different organizations [3:13:10, 3:13:19]: and we invite people to participate fully. Every one of you can participate with Main Street. You don't have to be our formal liaison to do that. [3:13:20, 3:13:22]: Ms. Ms. Braggs. Yes, sir. [3:13:22, 3:13:26]: If someone volunteers for Main Street, are they a voting member? [3:13:27, 3:13:36]: They are not a voting member. That's where the conflict will come in, is that they are not a voting member. I don't care how many people volunteer to participate. [3:13:37, 3:13:57]: And the one of the things that we I think we as a council have always said, if you're put on any of these boards we want to see work put in because we're trying to move the city forward. But if we locked in lock an elect elected official in there for four years and they decide, hey, in four years they're not gonna do anything, there's nothing we can do about it. But it can something can be done about it in two years. [3:13:57, 3:14:00]: Because we have another a new elected body in place. Mm-hmm. [3:14:01, 3:14:09]: That's my point. That's the point I'm trying to make. State I hear your point. State statute for Georgia for the D D A says terms of y of service. [3:14:10, 3:14:11]: So she's just matching. [3:14:12, 3:14:13]: What [3:14:13, 3:14:15]: the D DA board have. [3:14:15, 3:14:22]: So right now I'm on the DA board and unless I resign, I'm on there for my term of office. [3:14:23, 3:14:26]: And that's done by the state of Georgia. [3:14:27, 3:14:47]: So it works at some point. After that first four years then it every two years or so th there will be a swap out thereafter. But that first person I guess could have very well been appointed at with them four years or another person could be appointed at four years. But it i it just depends. Um and I think it it it's [3:14:47, 3:14:50]: a matter of the way you look at it. But right now [3:14:50, 3:14:57]: The state statute for downtown development authority board says terms of service for the years for the council member. [3:14:57, 3:15:17]: Well, if you don't mind, if if that's the case on the for the state of Georgia for the D D A, so be it. But if that's not the case for the main for the main street it's not. And I'm a main street on all actuality. I'm a I'm agreeing with these gentlemen down here. I would think a two year term should be suffice because it comes to the fact that the council would appoint those individuals, the D D D A, Main Street and [3:15:17, 3:15:37]: And to the youth council, things of that nature. And and you should have it probably on the road. And just uh map pro tem as well. Mm-hmm actually. When you come down to that, but that's that's dictated by the charter though. But so the point of it is is I think two years s suffice, four years would be a disservice to incoming folks. Well currently it's one year. So are you currently it's one year. Are you recommending that it be two years? Well it's better than [3:15:37, 3:15:39]: recommend the four years for me. [3:15:40, 3:15:58]: Yes, sir. Well I I just want to say I I I voted for the four years, so I'm I'm not totally against it. My point was I was trying to help uh must have Blount explain his point. But Miss Bragg, maybe you probably need to speak to not only the council representation to the four [3:15:58, 3:16:04]: And I I think it's it's some other in involvement is it's always been eternal. [3:16:04, 3:16:13]: mm uh other board members, not only the elected position, but just other board members total. And I think that's what we were trying to [3:16:13, 3:16:16]: solve the the constant turnover. [3:16:17, 3:16:19]: C turnover and continuity. [3:16:20, 3:16:22]: So that's what we're trying to address here. [3:16:25, 3:16:27]: Any more comments on this way? [3:16:29, 3:16:30]: Alright, so [3:16:32, 3:16:52]: Okay, well let me ask you this. Uh there's everything that you want approved is in red. There's a lot of information in red. But I think the bonus contention is dealing with the positions for the council members. Everything else that's in red I would imagine that we have no further comments about what the different changes that you felt that needed to go in based on the national main street guidance, right? Right, yes. [3:16:52, 3:17:12]: So really I think it's it boils down to the individual that's going to be the council representative liaison as the uh for the main street since the DDA has is mandated by state law saying those that have to be term of service as I've been told, correct? Okay. So on that note you need a motion to approve [3:17:12, 3:17:13]: [11833.8, 11836.6]: Some form of family uh form of fashion. [3:17:16, 3:17:17]: Mm-hmm. [3:17:17, 3:17:20]: Yes sir. Mayor, I'd like to make a motion to approve. [3:17:20, 3:17:24]: You approve it as what? As stated. As stated. Is there a second? [3:17:24, 3:17:25]: A second. [3:17:25, 3:17:26]: Okay. Any further discussion? [3:17:27, 3:17:27]: No. [3:17:28, 3:17:30]: Okay, all in favor of the motion, please indicate. [3:17:32, 3:17:33]: Okay. All opposed. [3:17:35, 3:17:38]: S three two, the actual passes. Okay, thank you. [3:17:40, 3:17:43]: All right, um let's see here. [3:17:45, 3:17:50]: Council consideration to approve the reappointment of members to the Main Street Advisory Board. Mr. Brads. [3:17:51, 3:17:59]: Okay, I have um four members who have requested reappointment to the Main Street Advisory Board. [3:17:59, 3:18:02]: Those members are Shamari Firch. [3:18:02, 3:18:06]: Willie Hopkins, Greg Horton, and Anika Potts. [3:18:07, 3:18:18]: Uh all of these members have been very active and supportive of Main Street programming and initiatives. We're very instrumental in our RSVP work. [3:18:18, 3:18:23]: And I recommend that they be reappointed to the board to continue their service. [3:18:24, 3:18:25]: Yeah. [3:18:25, 3:18:30]: I move that we approve the recommendation from Ms. Bragg. [3:18:30, 3:18:32]: Second. Okay. Further discussion? [3:18:34, 3:18:38]: Favorite motion, please indicate. There you have it. Okay. [3:18:38, 3:18:48]: Okay, thank you very much. Thank you. Council consideration approved use of Tess Strickland Community Center for Bingo Bash, twelve twelve, twenty eighteen. And then to you, Mr. Blount, please. [3:18:49, 3:19:09]: Yeah, I'm just coming to council to approve um the use of the Ted Strickland uh center for uh December the twelfth, uh for the next bingo bash. Uh s it's growing to be a real popular uh event for the seniors. Uh this last event we had almost fifty people uh there and they're having a great time and so uh [3:19:09, 3:19:14]: see it growing even more and more. So um we're gonna figure out a schedule. [3:19:14, 3:19:27]: So I'll figure out a schedule on that pretty soon, but uh right now I'm asking for a uh consideration from the council to uh for the use of the uh test stricklin for um December the twelfth, uh, twenty eighteen. [3:19:27, 3:19:31]: Okay, she says some move down here. You made a motion on move real quick. [3:19:31, 3:19:39]: Second. Yeah. Okay. All right, good deal. Further discussion. Okay, got it. Okay. No problem. All in favor, please indicate. Okay, good deal. Thank you. [3:19:40, 3:19:45]: Okay. Council consideration to approve facility use for 2019 presented by Miss Jackson. [3:19:46, 3:19:47]: Well that she is, all right. [3:19:50, 3:20:00]: Good evening, Mayor and Council. Um excuse me, I stand before you to get approval or for the facility use of twenty nineteen. This is for uh events. [3:20:00, 3:20:06]: where we're utilizing um buildings of the city of Sephridge. [3:20:08, 3:20:11]: It's in your books, I'm sorry, it's D A in your books. [3:20:11, 3:20:13]: Move to approve. [3:20:13, 3:20:15]: Okay. So a second. [3:20:16, 3:20:18]: All right. Any further discussion? [3:20:20, 3:20:21]: Point claim, please indicate. [3:20:23, 3:20:29]: Okay. We're we're I think it's unanimous there. All right. Good deal. Thank you, ma'am. All right. [3:20:31, 3:20:35]: Okay, council consideration to approve resolution regarding establishment of council districts. [3:20:36, 3:20:37]: Mr uh Williams, please. [3:20:39, 3:20:56]: Good evening, Mayor and Council. Um on the uh agenda it's stated as consideration of a resolution regarding uh establishment of council district to approve that. The resolution as drafted, uh while it may appear to be [3:20:56, 3:21:02]: sort of a a resolution against districts. It's really not. It's really sort of a neutral [3:21:02, 3:21:05]: resolution but it does [3:21:05, 3:21:25]: um state in the resolution that the council would consider districts after twenty twenty. And that's sort of you know th the the viewpoint that's being expressed is um several fold. And then we kind of br um break it down. It's really sort of a practical approach to how you would establish [3:21:25, 3:21:45]: Districts if that was something that the council truly wanted to do. It was stated previously that the boundaries in the city of Stockbridge had been confusing. That's something that's you know repeatedly been said over the years, and it actually manifested itself [3:21:44, 3:22:04]: during the uh Eagles Landing referendum where you had folks who thought they were allowed to vote um and they got a ballot that didn't allow them to vote and there was some confusion and we actually had to have some conversations with the Henry County election staff to clarify and I believe they ended up putting signage in the polling [3:22:04, 3:22:24]: locations, um, encouraging people to if you if you're confused or if you're concerned, talk to the staff at first. And and really that's a function of the fact that our our lines have been confusing um over the years because of the nature of of how the annexations have occurred. [3:22:25, 3:22:33]: The second practical issue is that even during the the last couple of years during the [3:22:33, 3:22:53]: the situation with Eagles Landing, we still had communities coming to the city uh requesting to be annexed into the city and and i I think we have at least one application um but but no action was taken on it because we couldn't. We didn't know whether we'd have contiguity, we didn't know [3:22:53, 3:23:07]: anything and certainly would not have been fair to the citizens in that community to annex them in and then only to have them pulled right back out or something like that. So um that confusion um [3:23:08, 3:23:28]: you know, was something we avoided and that's why those applications weren't acted on. And it's my understanding that there are a number of other communities that have expressed interest in coming in and being annexed into the city. So when you have that situation, when you have some discussion about uh continuous [3:23:28, 3:23:44]: continuing the process of trying to clean up the borders where it makes sense, certainly with the consent of those who would be uh uh coming in. Uh that's just another practical issue associated it with it. Then the final big [3:23:44, 3:23:55]: uh practical issue is that we have the twenty twenty census coming up. So even if we were to draw districts now, uh we'd have to turn around and redistrict again after twenty twenty. [3:23:56, 3:24:16]: And the the point of of you know drawing district lines, um you know when you do that, whether we do it downtown with the uh reapportionment office or otherwise, you want you know to have communities that are consolidated and and and areas of community interest, you want to look at [3:24:16, 3:24:36]: at uh common geographical boundaries, natural boundaries, things like that to try to make sure that the districts make sense, they're cohesive. And and it's just very difficult to do that now and and in contemplation of what may happen after the census, where we again you know you have to maintain one man [3:24:36, 3:24:56]: And one vote. You just have practical issues. Um, you know, I would be the first to say, and I've said this to many of you in private, there's no reason to fear districts. There are certainly pros associated with district uh uh representation, and but there are also cons. There are lots of factors [3:24:56, 3:25:16]: That go into it, the most important thing you need to keep in mind is as you consider districts, you need to have as much information as possible. And that may include having some town halls and going to the community and talking to folks and getting their input on you know how the districts might be drawn. At the end of the [3:25:16, 3:25:36]: Today it's a fundamentally political process. The courts have recognized that and it is, you know, there is potential for gerrymandering and all that kind of stuff, and we don't need to go into that here. But yeah, I was asked to draft a resolution that addressed those factors and then stated some sort of time [3:25:36, 3:25:56]: timeline for when you might actually consider it in earnest. And the suggestion that's presented is after any additional annexations have occurred and then after the twenty twenty census is concluded. So that you have some good information that you can sink your teeth into. And that [3:25:56, 3:26:09]: doesn't say that you can't engage with the community while those things are happening. So you can kind of look forward um now so there everyone's prepared. There's an additional practical [3:26:10, 3:26:18]: issue to consider and it is really as it relates to any candidates who would be considering uh running [3:26:19, 3:26:21]: And and this is just a hypothetical. [3:26:21, 3:26:40]: But if you were to establish districts now for the twenty nineteen um uh municipal election, then you would have sort of this weird situation where you don't know what the lines are, people wouldn't know which district they're running in, all that sort of stuff. Um [3:26:41, 3:26:44]: And then you have a secondary issue of what's just saying [3:26:44, 3:26:52]: you know, if you did that then the people who ran previously would they would have to run again. So those who were just elected [3:26:53, 3:27:13]: um whatever the year is twenty seventeen, you know, their terms would be cut short. But that's gonna happen regardless. This is say you do that in twenty twenty one, then the people who ran in twenty nineteen, their terms would be cut short. Um and you know, is that fair to the candidate or the electorate who voted for those people? [3:27:13, 3:27:33]: So having an orderly transition and kind of thinking through this collectively so everyone has plenty of lead time to prepare for. So for instance, if if you set it up for twenty twenty-one districts, if that's the will of council, then the people who run in twenty nineteen know okay it's a two year [3:27:33, 3:27:53]: deal or if you set it up for after the census and let me just step back. The census uh while the count will occur in twenty twenty, all the tabulations and all that stuff really won't be complete until mid to late twenty twenty one. So that the redistricting process for all [3:27:53, 3:28:03]: the congressional districts really begins that will be a task of a twenty twenty two General Assembly. And so the same thing would apply to us. So [3:28:04, 3:28:15]: And again, these are just hypothetical numbers. You all make the final decision. But if you waited until after the uh census data is in, you would be looking at [3:28:15, 3:28:30]: the transition to occur between twenty twenty one and the twenty twenty three municipal election. So that's kind of again try trying to think forward as to practically what the deadlines are in place. So [3:28:30, 3:28:50]: That is kind of the thinking that went into this resolution. Again, at the end of the day, it's a political calculation. It's solely your decision whether you want to go to the General Assembly in twenty or in twenty nineteen or twenty twenty one or twenty twenty three. I mean that's that's your call, but uh this sets it up [3:28:50, 3:28:58]: up so that you factor in any additional annexations and factor in the twenty twenty census. And with that, I yield the floor. [3:28:58, 3:29:01]: Mayor. Go ahead, which is a quick question. [3:29:02, 3:29:13]: Whatever um whatever lines or whatever is set up that the districting would be done through legislation on the lines that they would draw, is that correct? [3:29:14, 3:29:34]: Well, initially. So um typically um when new charters are set up for a brand new city that if they have districts that the general assembly will draw the the first set of lines. And then thereafter when whenever there's redistricting or whatever that would be sort of a home rule function to redraw the lines. [3:29:33, 3:29:45]: based on population at that point. Well and and I'm I'm saying that because my concern is is that when we look at districting that's out of our control [3:29:45, 3:29:48]: We could have another Terry Strickland situation that's still in litigation now. [3:29:54, 3:30:14]: I've done it to number time. It's not out of rural control. Uh typically the way that that does is that the city itself makes a request for redistricting and they themselves get a legislature to meet with them in the redistricting office and there's a consensus of the traditional boundaries in terms of what you want it to look like. Railroad tracks. [3:30:14, 3:30:34]: uh rivers, um you know there are other factors, but you as the city get to make the final decision. The legislature just don't throw out, but what I mean by final decision is based on characteristics, of common boundaries, other factors that come into play. In other words [3:30:34, 3:30:51]: legislature just don't come back and do some lines and say stop bridge these are your districts that's but they didn't let me give a but let me let me give a follow up that's because someone else went to them the people from English landing did the process that I'm telling you. [3:30:51, 3:30:54]: They went to and welcome those folks. [3:30:55, 3:31:05]: and said, we want you to draw the line. I'm just saying if flips on the other side as a city, you get to do the same process. [3:31:05, 3:31:11]: You get to go with your legislator to talk about one, they're going to ask you how many districts you want. [3:31:11, 3:31:31]: As long as the city is the driver, you can't allow somebody else to go to someone in the delegation and say do this for Stockbridge. When Stockbridge decides to do it based on the resolution, Stockbridge needs to be the driving entity. We didn't reject it. [3:31:31, 3:31:44]: Eagles Landing. They didn't want to do that. The maps that Mike and I walk worked on encompassed the proposed City of Eagles Landing, which was portugues of unincorporated Henry County, to make up a new stock reach. [3:31:44, 3:31:45]: Camilla. [3:31:46, 3:31:48]: Excuse me, M Ms Moore, but isn't it true? [3:31:49, 3:32:09]: that the line was redrawn for Ted Strickland. I'm saying for uh uh Brian Strickland. And it was redrawn for Brian Strickland, which is in litigation right now, and when you have an entity that was that has the house, that has the Senate, and that's and has the governor's office, I don't trust none of that for the city of Stockbridge. [3:32:09, 3:32:20]: Different drawing of a map for Senate and House. Okay, that's different from municipal districts. So what they did and what is important to Mr. Strickland, they were drawing a district for the state. [3:32:20, 3:32:40]: Senate and the state house. That's what's in question. Municipal districts are controlled by the municipality or should be, where you and you choose the legislature, the Senator Jones represented, or the Mr. Douglas, and you guys decide one how many districts you want and come in with your character. But the smokes but the smoke screen [3:32:40, 3:32:45]: has always been you can call the numbers, but you're not calling the registered voters. [3:32:46, 3:32:49]: You can say what the numbers are gonna be. [3:32:49, 3:33:03]: But you're not identifying the registered voters in those districts and that's and that's what we're gonna be looking at. That's what that and that's how that's that's what they did. Oh Camilla [3:33:04, 3:33:24]: Well just Mr. Mayor, if I mayor just factually it would take an act of the General Assembly to change our charter to go to districts. So that so in in that strict sense the the General Assembly would have to approve it, but practically in terms of the process, yes, we if if we initiated that [3:33:24, 3:33:44]: we would have a great level of influence in in terms of how the districts are drawn. Um but how you draw the the districts really is a function of the information you have at hand. And what the resolution speaks to is the fact that there is not a lot of information that you can sink your teeth in that would be reliable for [3:33:43, 3:33:55]: a future what what stock bridge will look like. And that's the whole point of this. But yes, you can influence it s more significantly if you are proactive rather than letting it happen to you. [3:33:56, 3:34:07]: Okay. Mayor Four King. Mayor, I'd like to make a motion to approve this resolution and direct um staff to also send copies to our local delegation. [3:34:07, 3:34:27]: There's a second? A second. Further discussion. Yes. We have not finished discussing this particular item. We just uh what I would like to say to this is honestly this is there's a couple of options that we have to explore here. And uh you know honestly, if this council is prepared to say tonight that [3:34:27, 3:34:31]: You're going to uh approve districts in twenty twenty? [3:34:31, 3:34:51]: after the census information and that's the w the route that we're going to go, uh, then I think we could probably work that out. Don't necessarily have to be in twenty nineteen. But if this is just simply a stalling technique to say, okay, we're gonna wait to twenty twenty and then we're not going to do it'cause this council can vote tonight [3:34:51, 3:35:11]: in order to set up districts, right, sir? We can vote tonight in order to move this process forward in order to uh commit ourselves to making that happen. But if this is just window dressing to just say, okay, well we're gonna do it in twenty twenty, but there's no commitment, there's no there's no [3:35:11, 3:35:28]: legis there's no nothing in this resolution to make sure that that voting action is actually backed up uh committing this council or binding this council in order to make that happen. [3:35:29, 3:35:30]: You know, yeah. [3:35:31, 3:35:51]: It's a matter of how you couch that. If if you can't bind a future council to consider anything. Um so but what you could do just for to completely answer your question is you could go to the General Assembly and say, We want council districts but we want it to be effective for the twenty twenty one [3:35:51, 3:35:59]: or the twenty twenty three as well. That's a different issue. Um and then the the lines would be drawn after you had all this data. [3:36:00, 3:36:20]: Right. That that's one option, but you know, part of this and what was alluded to um when I first began is, you know, including some public input into that equation as well, just you know, as was suggested earlier. So And and the letter that this council sent we sent the letter earlier this year. [3:36:19, 3:36:39]: To the representative. Mayor Pro Tem Gantt sent it to uh Andy Welch. So we sent the letter to Andy Welch. Was it legal landing that did? We did. And we said to in that letter, and it stated, you can read it, it's posted, that we wanted fair and equitable rep fair representation. [3:36:39, 3:36:59]: Representation for all of the citizens of the community. And if I may respond, the the the fundamental difference in that situation is in the boundaries that were proposed in that letter, you had a clear set of external boundaries where the the extent of what the combined city would look like. [3:36:59, 3:37:14]: So you could easily draw districts that were that made sense. And right now it that's you know, if you were to look at our current map and try to draw districts that had one man, one vote, the districts would look as [3:37:15, 3:37:35]: If Stockbridge has thirty thousand citizens right now, let's say just round numbers at the math of these we have five districts, right? So if we have five districts, we just simply [3:37:35, 3:37:43]: equally divide those individuals up, right,'cause what, that's five thousand to six thousand people per district. [3:37:44, 3:37:53]: That's equality. That means that there's six thousand people in five districts. So each one of those representatives has somebody [3:37:53, 3:38:02]: All of those six thousand people has one of the people up here that they could go to and that can be done today. They don't have to wait. [3:38:02, 3:38:10]: It might look crazy, but have you looked at District one eleven to see how it looks? Have you looked at District seventeen to see how they look? [3:38:11, 3:38:19]: These legislators in a purely political process, as you said, draw these maps for a political purpose. [3:38:19, 3:38:39]: Our poor point is, as Ms. Moore said, we have control. We dictate what that looks like. So today, even though it might be look like a gerrymander map, surely no one up here would approve a gerrymandate map, but it will be equal that six thousand people would be in five separate [3:38:39, 3:38:44]: districts and when that person had a pothole in district number five [3:38:45, 3:38:51]: They could come to Elton Alexander or District No. 4. They could come to Neet Robinson and say, Miss Robinson, you're representing me. [3:38:52, 3:39:08]: Now, right now the voting process, this is how it works, right? If somebody wanna vote for Councilwoman Robinson, they got three people to pick from, right? They can't just call they could, but it would be it would throw the numbers off. They gonna vote for her, but they're gonna pick two other people too. [3:39:09, 3:39:14]: They're gonna vote for her or they're gonna vote for Miss Gann or Mr. Blount or Mr Thomas and they're gonna have [3:39:14, 3:39:18]: Three people to pick from because it says pick three. If you [3:39:19, 3:39:26]: have districts, you got one person that e each pr each pr each uh district is accountable for. So [3:39:27, 3:39:37]: I just want you to answer the legal question. Could that map be drawn today around the existing city boundaries legally? Yes. [3:39:38, 3:39:58]: Okay. That that's the question that that I wanted to hit on. And I just want to make sure one thing like I said, one final thing is that if this council is willing today to do exactly what he said, which is go forward with the districts, indicating to the legislature we want to do it at a future date, I'm okay with doing that. [3:39:58, 3:40:18]: But don't don't play games up here and say, okay, well let's wait on the twenty twenty census where you have no plans or no uh commitment to say that's what I'm going to do. You're not saying that. You're saying I'm gonna do it in twenty twenty, but when twenty twenty comes, you don't really know that. Go right here, [3:40:18, 3:40:21]: First of all, point of water. Go ahead. [3:40:22, 3:40:25]: The resolution at hand states that [3:40:26, 3:40:41]: We're recommending to the legislators that we are not ready because of A, B, C, and D and E. That's correct. It's been motioned, it's been second. I call for the vote. Okay. Can I? I appreciate that, but I want to make sure everybody gets a little bit more. Thank you so much, Mayor. Um [3:40:42, 3:41:02]: And the reason why I want to speak is because I did reach out to Senator Jones today, uh Representative Douglas, Representative Scott. I reached out to them today um because I wanted them to be clear um knowing where I stand with this because they've been getting some some telephone calls saying where I stand. So I want everybody [3:41:02, 3:41:18]: to know where I stand. The attorney um he and I spoke months ago in reference to the census and we had the conversation to say that that is something that we should wait to have the census and if we have the census it gives the citizens more input. [3:41:18, 3:41:38]: So I wanted them to be clear today because when we did for the last meeting we had it on as discussion and it was taken off and I wanted him to be them to be uh clear to understand that citizens came out in the storm and rain to hear what was already on the agenda. [3:41:38, 3:41:58]: So again, some are here tonight that came in the storm and rain and they have asked me why it is last on the list, knowing that we took it off the last time. So we do have some that asked me the question as well, and they're still here. They we started talking about it at 9.15 p.m. because it's the last item. [3:41:58, 3:42:18]: So again, I want everybody to be clear. I reached out. Some of the representatives stated that that is the best thing to do. Had they received anything from Stockbridge when I asked in reference to the discussion that we've already stated at another town hall and the districts that you and Camilla when you went to the [3:42:18, 3:42:38]: capital and brought back is that correct? Y'all already went and did footwork on what we could do now. Um that was the discussion that I thought we were going to talk about at the last meeting. So what but I'm just saying, so taking it off, it eliminated that. So now we're talking the same thing that I agreed on. So I [3:42:38, 3:42:47]: I want it just to be clear that's where I stand. And also if anybody c um this my colleagues come to any citizen [3:42:47, 3:43:07]: about Councilwoman Robinson, please ask me. Because I don't want it to you to get it second hand. I want you to know where I stand. And that's what I wanted to say. Thank you. And and Mr. Mayor, if if I just wanted to clarify just and I'm not sure I don't think that's what you meant to suggest, but but Camilla or Miss Moore and I have not [3:43:07, 3:43:17]: work on drawing any districts for the current city limits. That the only districts we drew were for the proposed combined. So we've not done anything current for the current district. [3:43:18, 3:43:25]: Airport Tim, go ahead. Oh no, no, I don't I just I had a motion on so I'm ready to call to vote as well. I'm I'm I'm done discussing. [3:43:26, 3:43:46]: You asked me thirty seconds. Yes. Yeah, yeah, you do. I would simply say this. I did not start advocating for districts with the city of Eagles Landing. You could go back to twenty fifteen and you can see in my platform and what I ran on, because I did not believe my section of town was the [3:43:45, 3:43:51]: receiving services that it needed to be. That's it. Didn't just start today or because the Eagles landed. [3:43:51, 3:43:55]: Now, the motion has been seconded. All in favor of motion, please indicate. [3:43:57, 3:43:58]: On favorable motion please in the case. [3:43:59, 3:43:59]: How both? [3:44:00, 3:44:02]: Four one it passes. All right. Thank you. [3:44:03, 3:44:06]: Now, uh Commerce from City Manager, sir. [3:44:10, 3:44:17]: Points uh in uh whether uh receiving information from in the county where it's been asking. [3:44:25, 3:44:33]: Night in the morning we're probably gonna have the um the rain opening uh the city offices in the morning opening at 10 o'clock. [3:44:34, 3:44:36]: Okay. City Clerk. [3:44:39, 3:44:59]: On that note I would just ask that everybody sign up for Code Red because that way you would get weather alerts on your phone via email and whatnot. And I wanted to say that it was a wonderful holiday gala for the city. Uh my grandkids were there and really, really enjoyed it and it was a uh great event and um [3:44:59, 3:45:05]: We're meeting on the eighteenth so I don't have to say Merry Christmas as I was planning uh to in the beginning. [3:45:06, 3:45:08]: Okay. Captain uh Thomas, please. [3:45:10, 3:45:18]: to make all the arguments for uh don't trust government uh take on the debt or uh jobs we've done. [3:45:23, 3:45:24]: Cough and blood. [3:45:24, 3:45:44]: Yeah, I just wanted to reiterate the uh Bingo Bash gonna be on this uh this Wednesday on the twelfth. Um and I just want to thank all the citizens let to know that um we're elected officials and we're here to serve you. We're here to serve the whole body of Stockbridge. And uh so we thank you, definitely thank you all for all your efforts. And I also want to thank uh I told [3:45:44, 3:46:03]: Stevie G, I would uh actually mention him. Stevie G and the Rockers do a toy drive and they hit uh hit a uh record high. Uh Miss Susan Crumble down at Connecting Henry. They had it set up really, really nice and they hit a record high this year. So uh thank you all for those are gay toys and that are supporting this event and it's an awesome event every year. Thank you. [3:46:05, 3:46:05]: Okay. [3:46:06, 3:46:26]: Thank you everyone for coming out. Um I have a new initiative out right now and it's online. You can apply. It is called Welcoming Stockbridge Round Table. And what it is, it will consist of a diverse group of individuals, citizens, different ages, nationalities, cultures. [3:46:26, 3:46:46]: race, you name it, sex. And what we will do is um meet quarterly in regards to ta and talk more about how to embrace all the nationalities and culture that we have here in Stockbridge, from looking at our advertisement on events all the way to some of the events [3:46:46, 3:47:01]: that we have or things that we can do or we can contribute to the community as a whole. So the application is online. Feel free to you can fill the form out online and it's on our City of Stockbridge web page, I believe. [3:47:01, 3:47:03]: Thank you. [3:47:04, 3:47:06]: I wanna thank everybody for coming out tonight. [3:47:07, 3:47:27]: And I really appreciate everything that's happened and that um everyone uh is committed to moving this community forward and that's exactly what we need. So I I hate to say it'cause I always say tune in, but no one can tune in because once again we we can't watch this online. That's not acceptable. [3:47:27, 3:47:47]: We gotta fix that. Because if you're not here, you should be able to get engaged or you should be able to watch the meeting later on. I'm not sure if the provider needs to be fired. I don't know. But we gotta get this fixed and that cannot persist any longer. It's not acceptable to be able to air our meeting and then have a problem every single week. It's not acceptable. I'm not okay. [3:47:47, 3:47:55]: with that. I would like to point out that um my panel and my town hall, I did that from the heart. [3:47:55, 3:48:00]: I know that uh emotions are very, very raw still. I know they are. [3:48:01, 3:48:07]: I know that folks really cared. They they fought deep. They dug down deep for this battle. [3:48:07, 3:48:16]: I was out there uh in twenty six, twenty seventeen, out there trying to get the word out nationwide so folks would partake in this battle. [3:48:16, 3:48:30]: I had a town hall January twenty fifth so folks would understand the gravity of the situation while folks were telling me, Oh, it'll never get out of committee, uh it'll never pass the house, oh it'll never pass the Senate. [3:48:31, 3:48:41]: I was out there fighting for you because I knew one thing that if this bill got going and it got steamed there would be nothing that we could do to fight it. [3:48:43, 3:48:52]: I you can do your own open records request and see that I have repr advocated for us to be down at the state capitol in January. [3:48:53, 3:48:59]: I had advocated for us to take buses down there and start demonstrating on day one, not the last day. [3:49:00, 3:49:04]: It was too late then. The w the w it had got going already. [3:49:04, 3:49:08]: If we had to start in my opinion, if we had to start fighting that battle earlier [3:49:09, 3:49:16]: Then down at the state capitol, in the face of those legislators, we might not have faced the cliff that we were in. [3:49:17, 3:49:19]: I appreciate everybody. [3:49:19, 3:49:21]: Who participated? [3:49:22, 3:49:22]: Yeah. [3:49:24, 3:49:44]: I I appreciate everybody. I I made that announcement at my town hall that it was not okay to talk about the past. But there's been questions that have been raised. Now I would say to to you all this is that we have to move forward. We do. We can't continue to dwell on the past. This community is too [3:49:44, 3:49:52]: twenty years behind our competitors around Metro Atlanta. We don't have a moment to waste. We don't. [3:49:52, 3:50:09]: There's going to be the have communities and the have nots. If we don't get this community moving and I mean quickly to establish ourselves as a foothold here in the in the Metro Atlanta, we're going to get left behind. We're going to be one of the second and third generation communities that deteriorate. [3:50:10, 3:50:12]: We must continue to move forward. [3:50:13, 3:50:23]: I want you to understand coming from my heart is that I love this city no one loves this city is more th than Elton Alexander. No one. Okay. [3:50:24, 3:50:34]: No one loves this city, no one fought for this city any harder than Elton Alexander. Because Elton Alexander went every single day to the wall for it. [3:50:34, 3:50:44]: I fought for you when you didn't even know that you needed to be fought b the the fight needed to be, when people weren't paying attention, when people seemed to not care. [3:50:44, 3:50:54]: when I was convincing my neighbors that they live in Mc in Stockbridge and not McDonough because they have McDonough addresses in this campaign when I first started to run for office. [3:50:54, 3:51:07]: This is a deeply personal situation to me because I really care about the city and I wanted to see it together. Did I do what I did for anybody setting up here? No, I did not. [3:51:07, 3:51:27]: I did it for you sitting out there because I knew that this community needed to be able to stick together. It was a refreshing at that first town hall where we had a hundred plus people show up and the message started to get out to every single person that was out there. I can tell you that I know one thing and that's [3:51:27, 3:51:47]: That's for sure. Is that we cannot move to move to part. Look at Washington right now being polarized. Just because somebody does not agree with you does not mean that you cannot listen to that individual or you cannot uh entertain anything that they're saying just because of who they were. You have to be able to move [3:51:47, 3:52:07]: Move yourself in a position to get yourself where you can hear all sides. Might it have been too early? It possibly could have been. But to me, I don't think there is. When I can see a murder victim on to on television, say 24 hours after that child or daughter has been murdered, saying that I forget. [3:52:07, 3:52:08]: Give that individual. [3:52:09, 3:52:29]: What I can say to them is that thirty days is not too is not too early to start moving moving forward when a murder victim can forgive the person that killed their loved one because that is the that is what God tells you to do. He tells you to forgive and to move on and to get into togetherness. That's what we're doing. [3:52:29, 3:52:37]: No one's doing anything behind the door, beh undercover. It's all wide open for everybody to see and everybody to participate. [3:52:38, 3:52:58]: There were three members on that board who were one hundred percent with us. There was one independent individu there were there was one independent individual and there was two people who were for City of Eagles Land in thirty seconds. And those two people said at the very beginning of the meeting that they were committed to making Stockbridge [3:52:57, 3:53:17]: Startbridge, they said that. Stockbridge, the very best community in Metro Atlanta. Do I know whether to trust them or to be them or to I don't. I'm gonna judge folks on their actions, not on what they do or what they say. I will judge their actions. Thank you. Councillor Robinson, please. Thank you, ma'am. [3:53:17, 3:53:18]: Yeah. [3:53:20, 3:53:40]: Just want to thank everyone again for coming out. Um thank my youth council for being a part of the Don't Trash Stock Ridge Initiative. Um they received their certificates for being supportive for that event. And also um we ha I have my holiday give back, which is my annual. This is the third year. [3:53:39, 3:53:40]: Um [3:53:40, 3:53:57]: that this will be taking place. Have a new location. Um Saturday it will be at Floyd Chapel Baptist Church, when generally it's at Trinity United Methodist Church. But this year I'm partnering with State Representative Sandra Scott and we're gonna be giving out a lot of toiletries. Um [3:53:57, 3:53:58]: The first curm [3:54:00, 3:54:19]: First come for turkeys and um coats and blankets and also toys and that's gonna be from ten to twelve at Floyd Chapel Baptist Church. But also with the toys, the partnership with the Kappa Alpha Psy fraternity will be on that Friday, which is the same day as our um [3:54:20, 3:54:40]: Gala, so there would be no conflict, so that is still a fine e you know to have that at the same time. And then the toilet trees will be Thursday at seven o'clock PM at Savoy Bar and Grill to drop off toiletries, partner with them. Um again, I ask that everyone come out um to the youth council meetings, uh youth meetings [3:54:40, 3:55:00]: Tomorrow at six o'clock P. M. The advisory board meets next Wednesday at 6 30 p.m. I asked that every citizen, every council member to come out and attend those meetings so that way you can um know the facts, know how things are actually ran. I know I've had [3:55:00, 3:55:20]: had um the mayor, Mayor Pro Tem Gantt to attend and also Councilman Alexander. So I'm just asking everyone if you have questions, if you don't want to ask them of me, please come to the meetings so that way you can ask the entire board um and see why they're voting on the actions that you see before you. Thank you. [3:55:19, 3:55:33]: Thank you. Appreciate it. Uh guess what Atlanta? Stockbridge? We got a champion. Yes. Congratulations to the uh Atlanta United for becoming the Major League Championship. Second year in existence. [3:55:33, 3:55:53]: So the curse has been broken as I understand it. Okay? That's fantastic stuff. And uh they're doing great things. And maybe they'll do this again before the any other professional team gets a championship, but we'll see. All right. Actually, uh uh also on a somber note, uh hopefully you have continued prayers for the Henry County Police Officer Mike Smith. [3:55:53, 3:56:11]: who uh was caught up in this uh particular shooting as he was in the Madonna area uh uh uh uh t taking care of his business in the sense of following up on a call. Have no idea how he got shot in the face and the guy that the guy died with the same bullet. Uh so I don't know how that happened, but it happened. [3:56:11, 3:56:31]: So anyway, it minds you it minds me in a sense to make sure that you keep your police officers, your public safety folks, the plot fire department in your prayers at all times, because they are the first line of defense in the sense of the safety of the citizens of uh of the city. And obviously we have an officer with us tonight always to keep us safe. So uh make sure that you keep them [3:56:31, 3:56:51]: And your your prayers as as life goes on. The Christmas gala uh it was fantastic. Uh I thought we had a great crowd out there. And and it shows that the city of Stockbridge is not only what a wonderful last event of the year, is moving on in with a right step in 2019. Very much diverse crowd. I think that's fantastic because the city is [3:56:51, 3:57:09]: diverse it's diverse without a doubt. So that's great. It's great to have that out there and see the folks out there. So look forward for a a two thousand nineteen a wonderful event year and a lot of good projects that we're gonna accomplish as well as get ourselves set for the s off the chain centennium twenty twenty.
