Okay. So I'm asking going forward respectfully. [0:32:39, 0:32:41]: Whenever anything. [0:32:41, 0:32:44]: On the agenda pertains to city council district four. [0:32:45, 0:32:46]: That I be notified. [0:32:46, 0:32:48]: Prior to [0:32:48, 0:33:08]: The council meeting. Well, it's my understanding I will vote to approve deferring this item. Mo um I would like to also make a motion to defer item number seven, FY 2024, budget amendment ordinance to the May. [0:33:08, 0:33:14]: eight twenty seventh twenty twenty five work session meeting at the Cissure Treasure City Treasurer's request. [0:33:14, 0:33:15]: So second a motion. [0:33:16, 0:33:18]: So uh Mr. Alexander second offer, please indicate. [0:33:19, 0:33:24]: Unanimous decision on that. Appreciate it. All right, once again, uh Miss uh Kent. [0:33:24, 0:33:32]: And I would like to mo I would like to make a motion to amend the agenda to add item number eight, which would be a soccer association project. [0:33:33, 0:33:34]: So second that motion. [0:33:34, 0:33:36]: Sir. Sir. All in favor, please indicate. [0:33:37, 0:33:52]: So you now have a decision there as well. Thank you very much. Council, now I need a motion to adopt the rest of the agenda, please. So moved. Is there a second? Second. Do we got to add that item, remember? I'm sorry? You did already? I did. Okay, yeah, so number eight. The last one was coming. Okay. All right, second. [0:33:52, 0:34:12]: Okay, so from Miss uh Ms. Gantt and Miss Alzheimer in our favor, please indicate. Snaps decision on that one. Okay, fantastic. This will be supper. Told you no. All righty. Okay. On that note, uh, ladies and gentlemen, we had a ceremonial review earlier, and uh we recognize [0:34:12, 0:34:32]: recognize calls proclamation for for Mother's Day. So happy Mother's Day to all you uh ladies out here and hopefully you had a great celebration this past weekend. And of course Mother's Day is probably every day in this country as well, right? National Public Works Week for a public uh knowledge in our public works department and all the public works uh individuals uh [0:34:32, 0:34:52]: [2092.6, 2112.6]: Because we the taxpayers are footing the bill. Per stop bridge ordinance under finance in chapter three under competitive sealed bill, it states any commodity that is expected to cost or generate revenue greater than$50,000 shall be acquired through the competitive sealed bid process, except as otherwise provided in this. [0:35:12, 0:35:32]: Chapter. That's why I'll be requesting the RFP for all vendors and the naming rights for the Stockbridge Amphitheater. Some vendors are registered with Georgia Corporation Division Division, some are dissolved with the GCD, and other businesses I just can't find. What scale was used to hire these vendors if there is no consistency? [0:35:32, 0:35:52]: With a GCD registration. This is a brand new$22 million facility. Why would we not triple check to see if all these businesses companies are registered with the Georgia Corporation Division? This only keeps that vendor safe and the amphitheater protected from any unforeseen lawsuit due to a vendor's error or amphitheater error. [0:35:52, 0:36:12]: With that being said, I have more questions about the vendors list. What is production and concerts? I can't find this company anywhere. We pay production and concerts$521,448.75. What is Ale Parks? I can't find this business anywhere. When I look up parking for the amphitheater, [0:36:12, 0:36:32]: There are three categories prepaid, ride share, and free parking. What exactly are we paying L parks for? We paid them sixty-three thousand one hundred and thirty six dollars. Again, I've requested all this with open records, the contracts between the vendors and the amphitheater along with the RFP for those specific job titles. Houston Transportation Productions. [0:36:32, 0:36:50]: Solution, which is another company in making. What and who are they transporting? We paid them$99,259. Casper Atlanta, which is described as an usher service, I can't find them as well. We paid an usher service$73,519.74. [0:36:52, 0:37:12]: Anthony Starling was paid thirty eight thousand four hundred seventy five dollars to stage chairs, clean the kitchen and pressure washing. mister Starling was paid three thousand two hundred fifty dollars on one event to stage chairs, fifty five hundred dollars another occasion to stage chairs, four thousand another event to stage chairs, and another thirty two fifty dollars another occasion to stage chairs. [0:37:12, 0:37:19]: What chairs is he staging? I tell you this whenever the staging chairs render becomes available, I'll be applying for that. [0:37:21, 0:37:23]: You wanna ask the committee for more time? [0:37:23, 0:37:25]: It's a time. I can ask. Any more time? [0:37:27, 0:37:29]: Okay. [0:37:29, 0:37:32]: [2252.8, 2266.7]: Uh the ho ho he's has his three minute hold on. No I can't. Hold hold on, hold on. Sir y you watch yourself. Thank you. Thank you. Uh who's next? [0:37:50, 0:37:51]: Mayor. [0:37:53, 0:37:59]: Gladys Williams. Oh uh don't r don't relax for a second, please. [0:38:05, 0:38:25]: Good afternoon. Good afternoon. Gladys Williams Tillman, 3351 Windermere Street, Columbus, Georgia. I am here today to speak on behalf of Harold Young with the amphitheater. I've known Harold for many, many years. He and his family. He is a man of integrity, a man of [0:38:24, 0:38:31]: [2311.6, 2315.2]: In the field that I've been in for several years. [0:38:35, 0:38:55]: He knows what he's doing. I stand behind him 100%. If not, I would not bring the money from AFLAC to the amphitheater. Harold is a man of integrity, a man that believes in doing right to the people. And I stand by him 5 million. [0:38:55, 0:38:57]: Thank you. [0:39:05, 0:39:08]: Charlie and Mary Cook. [0:39:12, 0:39:13]: Charlie Mary Cook. [0:39:14, 0:39:16]: So yeah. Okay. [0:39:25, 0:39:26]: Name and address, please. [0:39:26, 0:39:29]: Charlie Cook, two four nine Hillendale Drive. [0:39:29, 0:39:30]: Thank you. [0:39:31, 0:39:51]: Don't have anything to say about the amphitheater. Sounds like a lot of people do. But I'm more concerned about the future of our city. I would hope that we would all want the best for our city. But I've been here for 30 years, and since we joined the city, it was without city limits. I the only thing I've really been happy [0:39:51, 0:39:56]: happy about is the the good fee on the garbage. Um I feel like when I came here before [0:39:57, 0:40:01]: Every city council member except for council member for my district, district four. [0:40:02, 0:40:06]: Said yes to a development in the middle of all these homes. [0:40:06, 0:40:09]: And now there's a development proposed on forty two. [0:40:10, 0:40:15]: Sounds like it was voted down at the commission here at the planning thing. Excuse me. [0:40:16, 0:40:25]: On the seventeenth, but I'm concerned about the way this is going. I would like to know how many developments have been approved in the last three years. [0:40:25, 0:40:26]: How many developers? [0:40:27, 0:40:37]: Is the Battle R firm the only person representing them? And why are they the only one? Why are there no real estate lawyers not in Tucker, but in Stockbridge? [0:40:37, 0:40:54]: or in Henry County. I'd also like to know what the percentage owner oc occupancy of is of all these developments. I mean I know one of the council members said, Well people are moving here, we need to have places for them to go. Well that's fine. But if you don't bill it, they won't come. [0:40:54, 0:41:01]: And I'm been here thirty years and I see all these three hundred thousand dollar townhomes going in. [0:41:01, 0:41:10]: Who in their right mind would want to buy a three hundred thousand dollar town home next to the gun range, next to Walmart, next to the railroad track on uh [0:41:11, 0:41:26]: East Atlanta. I really don't get it. And that's not gonna help my property value. And you know, great for the developers, they're gonna make some money, but how much is enough? You know, if they make nine homes on that nine acres over on forty two, three hundred thousand dollars each is great. [0:41:27, 0:41:44]: Why are they trying to squeeze 90 homes in that same amount of area? That's what I don't understand. And I just wish the city council would be more responsive and have a better plan for what we're doing. We're not gonna be Peachtree City. I understand that. We're not gonna be Eagles Landing. [0:41:44, 0:42:04]: That's too far gone. But can't we have some control on the way things are being developed? And it doesn't appear to me that they are. When they're all these three hundred thousand dollar townhomes, there's no way anybody's gonna live in there forever. It's gonna turn into a renter and they aren't gonna care and they aren't gonna have the long term future of Stockbridge. They're just gonna [0:42:04, 0:42:05]: gonna be transient. [0:42:10, 0:42:13]: I think that's about all I want to say. Thank you for your comments. We'll get back to you. [0:42:21, 0:42:24]: Donnie Hogan or Donnie Hogan? [0:42:34, 0:42:35]: Name and address, please. [0:42:36, 0:42:39]: Donnie Hogan, thirty six forty Eisenhower Parkway. [0:42:40, 0:42:47]: I am Donnie Hogan of Alexander Ballroom, the first vendor that was called out on your last meeting. [0:42:48, 0:42:58]: What the young man did not I wanna clear something up. Um he was correct when he said my LLC was dissolved. [0:42:59, 0:43:10]: But I don't need an LLC to run my business as long as I have my catering license, my insurance. [0:43:10, 0:43:15]: And my uh one hundred health rating, which I consistently get. [0:43:16, 0:43:29]: But I went ahead and updated my LLC because that's what Stockbridge required. If it's required, I do it. But it was not required at the time. [0:43:30, 0:43:46]: So if th the young man would have did a little bit more uh research or however he came to call me out, it's it's a lot of work doing food for that amount of people. I don't get up. [0:43:47, 0:43:54]: at twelve or one o'clock. I get up at four AM to make sure that the artists are taken care of. [0:43:55, 0:44:05]: And that we have no accidents or anybody getting sick with the fool. To me that's what's important. Uh L L C is not going to [0:44:05, 0:44:07]: help anybody that gets food poisoned. [0:44:08, 0:44:13]: You want somebody that's in there that knows what they're doing and knows what temperature. [0:44:14, 0:44:18]: That the food has to be because if one of those artists get sick. [0:44:19, 0:44:21]: You're talking about millions of dollars. [0:44:21, 0:44:22]: Lastly. [0:44:24, 0:44:25]: So [0:44:25, 0:44:32]: I have all my credentials, and if any time anybody wanna see them, please come see me. [0:44:32, 0:44:33]: Thank you. Thank you. [0:44:43, 0:44:45]: Janice Crowell. [0:44:46, 0:44:47]: Tennessee, okay. [0:44:55, 0:44:56]: Name and address, please. [0:44:57, 0:45:06]: Janice Crowell, 128 Prestige Drive, Runner Robins, Georgia. And I'm here on the state of business as well from the Alazana Ballroom being called out. [0:45:06, 0:45:13]: Um last week at the council meeting and also here on the behalf of Harry Young and his family as well. [0:45:13, 0:45:15]: А на лайк чи. [0:45:15, 0:45:16]: Um [0:45:16, 0:45:36]: Donna Hogan with Ellis in the Ballroom is very, very cautious about the people. She treats everyone on the level of where they must be protected. It's about the food, and it's just it's not just about you coming here. We're coming to stop breach. And the people that are the artists that are coming, they come to stop breach. [0:45:36, 0:45:56]: Stockbridge. And I also want to say this, when we come being from Macon in one robins, the people there, we would love to have Harold Young there at the theater there, at the Epic Theater there, because what's happening in Stockbridge, I'm a little jealous. Because what I hear, the rays of the people that are coming, they wanna come down here to Stockbridge to get the food. [0:45:56, 0:46:16]: To get the r respect that all the staff, the staff that Harold has together. It's about bringing a team together that's gonna do the process. And the process that has been done here in in at the amphitheater is nothing but a hundred plus. So I thank God for being able to be here and to see what's happening, because I really would love to see. [0:46:16, 0:46:19]: Thank you. [0:46:32, 0:46:42]: Okay. Sammy and I'm sorry I cannot make out the last name, starts with an M. Sammy. Come on up, sir. Name and address, please. [0:46:45, 0:46:49]: Sammy Murfrey, thirty four eleven Pierce Drive, Atlanta, Georgia. [0:46:51, 0:47:11]: Um, I'm here to speak on behalf of Harold Young. Um a lot of people don't necessarily know him, but for the most part, I like to say that he is a very stand-up person. I've known him about four years. I've been here at the amphitheater for four years. Um I am over the security and I also bridge a lot of the departments um here at the amphitheater. [0:47:11, 0:47:18]: Harrow has assembled what I would call an all star team of contractors and people that put their talents. [0:47:18, 0:47:38]: Um for the city of Stockbridge, week in and week out when we have shows. And for the most part, Stockbridge Amphitheater is an award-winning amphitheater. So you also have to keep that in mind that a person who is a visionary, a person who has a reputation, resources, he has know-how. [0:47:38, 0:47:47]: You can't judge somebody off of what they have in their heart. And he put his heart into it every week. I see it. I see it from the cause that he put into me. [0:47:48, 0:47:58]: He put a group message for everyone together so that way collectively he can share experiences and concerns so that way we're all on the same page. So [0:47:58, 0:47:59]: Stark Bridge. [0:48:00, 0:48:02]: is a championship facility. [0:48:03, 0:48:06]: It's a facility that the people know it, the city of Atlanta knew it. [0:48:07, 0:48:09]: It has put this city on the map. [0:48:09, 0:48:26]: with not only the high profile talent that comes here, but it also creates the exposure for a stock bridge. So a lot of people may not be aware of the ins and outs, the nuts and bolts of how to make an amphitheater work. You only can do it if you qualify. [0:48:26, 0:48:31]: And the leadership of Stockbridge put the most qualified person in place. [0:48:31, 0:48:35]: And he has now been doing it for a third consecutive year. [0:48:35, 0:48:40]: And he's put it together a year that still will get all of the attention of the city. [0:48:41, 0:48:42]: In the southeast United States. [0:48:44, 0:48:52]: So for everything that needs to be said, it can always be said in the open forum, but he should have a chance to speak on any matter for anybody's concern. [0:48:53, 0:48:59]: When it comes up pertaining to the business and the operation of the amphitheater, he can answer anybody, anything at any time. [0:49:00, 0:49:05]: His name shouldn't be slander when you can ask him a question and he can reasonably answer it. [0:49:05, 0:49:07]: His team is here to support him. [0:49:08, 0:49:09]: And at the end of the day. [0:49:10, 0:49:24]: We're all gonna stand for him and stand behind him because I believe in his leadership. I believe in his ability to get the job done, and he's done a phenomenal job. And that's all that's expected from a man of his character and his background. That's my time. Thank you. [0:49:29, 0:49:30]: Mr. Harold Young. [0:49:37, 0:49:57]: Name and address, Harold. Harold Young, 409, Old Mills Court, Macon, Georgia, 31210. First of all, thank you, Counsel and Mayor, for allowing me to be the independent contractor for the Stockbridge Amphitheater. [0:49:57, 0:50:11]: independent contractor when my contract was signed uh years ago, now the fourth year that I've been with you all. I've been with you all from day one. My responsibility is to hire my staff. [0:50:11, 0:50:15]: My contract does not state where they come from. [0:50:15, 0:50:17]: Де до ней се зір the staff. [0:50:17, 0:50:22]: Hire the my my contract states book the talent my contract states [0:50:23, 0:50:23]: Um [0:50:24, 0:50:44]: Sell sponsorships, my contract state signs says naming rights. All of those things are followed upon as a general contractor at for the Stockbridge Amphitheater. I've been with you all, like I said, from day one. Um my staff is here. I didn't ask them, they're not staged. I didn't ask them to come. [0:50:44, 0:50:53]: They decided to come on their own and speak on my behalf. I'm honored and I'm blessed for that. I've been in the entertainment industry for 30 plus years. [0:50:54, 0:50:57]: And my name has not ever been slandered. [0:50:58, 0:51:02]: And I had to get an attorney because of the misinformation that was given. [0:51:02, 0:51:04]: If it's podium. [0:51:04, 0:51:22]: I have never asked any citizen for 30 for a dime on open records request. I do not set the price. I do not say anything. That is not my role to say charge a citizen 30, whatever that amount was. That's not my role. Number two is [0:51:24, 0:51:25]: Hey, calm down, please. [0:51:25, 0:51:28]: Hold on, hold on. [0:51:29, 0:51:29]: No. [0:51:30, 0:51:33]: I w I regain my time, sir. No c keep going, sir. Keep going. Keep going. [0:51:36, 0:51:55]: The Stockbridge Amphitheater, I travel around the United States going to different conferences about stock. When I mention the word Stock Bridge, first of all, me moving from Los Angeles, I never heard of the city Stockbridge. But when I travel going to different conferences, entertainment conferences, they're talking about Stockbridge. Artists are asking to come to Stockbridge. [0:51:55, 0:52:06]: are celebrities are asking to come to Stockbridge because of what you all have put here. You all decided to put this here. I didn't ask to build that. I was I was blessed to get the contract. [0:52:06, 0:52:09]: My staff are stand up people. [0:52:09, 0:52:14]: If if it if they forgot to renew their license, it's my fault because I hired them. [0:52:15, 0:52:28]: If they didn't renew their LLC, it's my fault. I'll take blame for that. I hired them. But when they were so but that wasn't required. I need people that can do the job, that can represent you all, the city of Stockbridge well. [0:52:29, 0:52:34]: I'm a man of God. I'm a family man. I'm a father, a parent, a grandparent. [0:52:35, 0:52:38]: And I stand before I was standing. I [0:52:39, 0:52:43]: Appreciate being a part of Stockbridge. Thank you all very much for your time. Thank you. [0:52:44, 0:52:50]: Okay. Mr. Robert Schul. Mr. Schul Schul? Okay. [0:52:55, 0:53:15]: Name's Robert Schuel. I'm at 253 Shields Road. I'm gonna change the subject. I've been in in front of y'all before. I did a petition to put speed humps on Shields. You guys came back and said you can't do it because of fire trucks. I've been there 13 years. The other day one went down the house. That was probably the tenth. [0:53:15, 0:53:20]: fire truck that went down Shields Road in thirteen years. [0:53:20, 0:53:21]: Okay. [0:53:22, 0:53:27]: If you guys can't do anything, the city of Stockbridge police can't do anything, who do we talk to? [0:53:27, 0:53:34]: How do we get the people to slow down? They're going through there at fifty, sixty miles an hour. There's a resident down the street who's got a charger. [0:53:35, 0:53:39]: And for some reason he thinks once he hits Alpha Davis he can just put the accelerator down. [0:53:40, 0:53:42]: Who do you talk to? [0:53:42, 0:53:47]: Public safety. You guys are in charge of public safety. The police are in charge of public safety. [0:53:48, 0:53:49]: Who do the residents go to now? [0:53:51, 0:53:52]: Something needs to be done. [0:53:54, 0:54:00]: They've got'em over there on North Davis. They've got three of'em on that little r curvy road. This is a straightaway. [0:54:00, 0:54:04]: They're racing down there. Please, please, look into this. [0:54:07, 0:54:09]: We have grandchildren, we have children. [0:54:09, 0:54:19]: Today there was a wild dog running around. I was up by the side of the road. I had to slow somebody down so they it was laying right by the side of the road. The guy kinda looked at me funny, then he saw what was going on. [0:54:20, 0:54:22]: I mean, somebody's gonna get hit. [0:54:23, 0:54:27]: We're talking about putting a uh home care center on that road. [0:54:28, 0:54:29]: That's gonna be an issue. [0:54:30, 0:54:36]: What if people wander off? There's a two acre pond across the street that me and my neighbor own. [0:54:37, 0:54:49]: You've heard in the news, people wandering off and you find them drowned in a pond. There's issues that aren't being addressed that I wish this council and the police department would get on it. [0:54:50, 0:54:58]: And do the job public safety. Thank you. Thank you. We'll look into that. No additional comments, Mayor. No additional comments. Okay. [0:55:00, 0:55:12]: Okay, uh council on the adoption of the minutes, uh adoption of the mo uh the April fourteenth, uh twenty twenty five council meeting minutes, uh April twenty first, twenty twenty five special call meeting minutes, and also April April twenty ninth. [0:55:12, 0:55:15]: Uh twenty twenty five work session minutes. Need a motion accepting, please. [0:55:16, 0:55:18]: So moved. Is there a second? [0:55:18, 0:55:18]: So good. We have an SDS agreement with [1:00:39, 1:00:59]: Where Henry County is the one who does our elections for us, we only do the qualifying. So, in accordance with the recommended guidelines, the board requests that the city of Stockbridge execute the proposed intergovernmental agreement, which outlines the responsibilities of the city as well as those of the board and submit. [1:00:59, 1:01:19]: the signed agreement back to the county elections office no later than May 30th, 2025. The process is that we have to amend our ordinance and show again with this new agreement that it's effective after May 30th and also do a resolution for the intergovernmental agreement. [1:01:20, 1:01:23]: Okay. Thank you for that. Council, any questions? [1:01:25, 1:01:45]: All right, thank you. Um we need we need to vote on this, I would imagine. Yes, yes. Okay, all right. Okay, go ahead, please. Mayor, I move that we approve and we adopt an ordinance author authorizing the Henry County Elections Board to conduct elections, and the city um may request the elections board to perform any or all duties. [1:01:45, 1:02:05]: Duties of a superintendent of election as specified under chapter of title twenty-one of the official code of Georgia annotated, with the exception of the qualification of candidates. Sir second? Mayor, I second. Mayor, okay, Mayor, I mean uh Mr. Berry, if a second now, all fair please indicate Shenancy season. Thank you very much. Okay. [1:02:06, 1:02:19]: Mayor. Yes, ma'am. I move that council consider and approve an intergovernment agreement between Henry County, Georgia and the Henry County Elections Board of Elections and Registration in the City of Stockbridge, Georgia relating to municipal election services. [1:02:20, 1:02:26]: Yeah second. Okay. All right. [1:02:32, 1:02:52]: So otherwise you I I didn't read that one. Oh, I'm sorry, but that was agenda item number five. Six. Six. I'm sorry, Mayor. I she had presented them both at the same time, so I was just let me just read it anyway, right? Okay. Council consideration approved the intergovernmental IGA between Henry County, Georgia and Henry County Elections Board uh Board of Elections. [1:02:52, 1:03:12]: Elections and registration city of Stockbridge, uh Georgia relating to municipal election services. And Miss Holiday presented already and was already passed and approved unanimously. Okay, so next would be dealing with the um Southern Uh Soccer Association project. Uh and I believe that uh Mr. Sanders will be coming forward to present this particular [1:03:12, 1:03:12]: [3800.0, 3820.0]: Good evening, Mayor and Council. Good evening. I'm here before you this evening to discuss the proposed soccer project, which is located off of Village Business Parkway. Uh it's District 5, and that's just off of Eagles Landing Parkway. I'm joined by Mr. Eric Morrison this evening, who is the president of the Southern Crescent Soccer Association, and I'm going to ask him to come up and join us. [1:03:40, 1:04:00]: Join me as we present. What we are looking to do this evening is to get your buy-in for this project, number one, and number two. He is we have forged a partnership. Um, and so there are several grants that he has applied for that will help defray the cost of two fields that are being proposed for this. [1:03:59, 1:04:19]: particular site. And what I'd like to do is allow him the opportunity to take a few minutes and share with you who he is, what the soccer association is all about, and to talk about this grant and some of the things that he's asking the council allow uh um uh uh allow approve for him as he goes forward with this application so Mr. Morrison [1:04:21, 1:04:28]: Thank you, Ms. Sanders. Um name and address please. Uh Eric Morrison, seven thirty seven, Campground Road, McDonough. [1:04:28, 1:04:48]: Thank you. Thank you, sir. Go ahead, please. Um Council Mayor, thank you for giving me the opportunity to talk to you about this today. Um, really quickly, briefly, about who the Southern Crescent Soccer Foundation is and and what I do. Um I'm personally I'm the president of the Southern Crescent Soccer Foundation, which was established in 2018. I'm a retired Army Lieutenant Colonel. I hold an [1:04:48, 1:04:53]: MBA from Mercer University and I'm I'm in a volunteer role. This is um [1:04:53, 1:04:57]: a non-paid position that I do just because I actually thoroughly enjoy doing it. [1:04:57, 1:05:17]: Um the mission of Southern Crescent Soccer Foundation is really about changing the lives of kids. You know, we provide a medium through soccer in order to give positive outcomes for children. We were established in 2018. It really just started with an idea from an individual. I don't know if you ever heard of the organization Soccer in the Streets in Atlanta. They're a very large soccer organization. [1:05:17, 1:05:37]: Does a great bit of charitable work. One of their former officers had approached me about doing something similar in Henry County. I was excited with it. You know, we that conversation turned into a reality. Right now we have over 400 uh youth soccer players playing per season. Um we also run an after-schools program that is free to all students. [1:05:37, 1:05:52]: We serviced over 900 students in elementary schools within Henry County. Most of those schools we service are Title I schools. And we're able to reach out and really mentor some kids. You know, we've had some great success stories over the years. [1:05:53, 1:06:13]: And it's uh it's really been exciting for us. You know, um we've also over the last two years uh we started a recreational program in Ellenwood. They built a two field park up in Ellenwood, which has over four hundred kids planned on it every season now, uh kind of a tracker to what we can do as far as building it in. That's low cost, that's roughly one hundred and seventy dollars a kid. [1:06:13, 1:06:20]: Which is uh pretty cheap, to be honest. That that basically is what our costs are. Um [1:06:20, 1:06:35]: Also through a partnership with the Georgia Revolution Academy, we're able to transition our talented players who have the opportunity to go play professionally or in college, you know, into a much more competitive program. We we allowed$40,000 worth of scholarships per season. [1:06:35, 1:06:43]: uh for that which uh we we use that through we do some fundraising to do that some sponsorship and that's how we uh we provide [1:06:43, 1:07:03]: the large amount of scholarships of these kids. Most of the kids in our program have some sort of a scholarship. And out of that, within the last three years, we've had over 40 kids get free rides to college. And we do that. We have a college coordinator who helps with FAFSA, works with the kids from a time like 13 or 14, says, hey, make sure you keep that 3.25. [1:07:03, 1:07:09]: Make sure you're not getting in trouble. That's part of our mentorship program. We're really trying to help the kids. Um [1:07:11, 1:07:31]: And most recently, what we've done is uh we've partnered with the city of McDonough, and we've we're building a mini pitch. It's currently under construction at Alexander Park now on 2342. If you drive by, you can see the construction, it's right by the pavilion. It'll be done within the next couple of months. Um and that partnership was with Southern Crescent Soccer Foundation, the City of McDonough, and [1:07:31, 1:07:47]: the Atlanta United. Um between the three of us we raised the f the three hundred dollars, three hundred thousand dollars worth of funds it took to build that facility. It's gonna be phenomenal. I'm gonna invite everybody to the opening because it's gonna be huge. Atlanta United's gonna be there. Don't know if you're soccer fans, but it's gonna get a lot of people. It's gonna be a really big event. [1:07:48, 1:07:52]: And um so that kinda brings us to what we're talking about now, which is the uh Eagles Landing Park. [1:07:53, 1:07:53]: You know, um [1:07:55, 1:08:00]: The we're we're talking about having a two field park there which which gives space for four to five hundred children to play. [1:08:01, 1:08:01]: Um [1:08:02, 1:08:03]: You know, yeah. [1:08:04, 1:08:12]: Each season right now we're having to turn dozens and dozens of kids away because we're just out of space. There is nowhere in the county for kids to play soccer. The uh [1:08:12, 1:08:18]: The only county parks that exist are two two fields in Ellenwood and there is a a large fourteen field facility in Hampton, but as you know [1:08:19, 1:08:20]: Stockbridge and Hampton. [1:08:20, 1:08:23]: With our traffic is not an easy drive after work. [1:08:23, 1:08:29]: Um so we really want to start putting stuff more local and really impact a local community. Um [1:08:30, 1:08:50]: You know, what we're hoping to do is partner with the city, you know, to turn those fields into realities. We have a track record already of of you know building good programs for the kids, you know, as I already talked about. We also have a track record right now with working in private public partnerships with what we're doing with the city of McDonough. It's the first time we've ever done it. I'm not gonna lie, it was not an easy lift, but you know, we've [1:08:50, 1:08:53]: We've learned a lot and we're really happy to get through that. [1:08:53, 1:08:54]: And um [1:08:55, 1:08:57]: You know, with this, you know, how does it how does it help the city really? [1:08:58, 1:08:59]: Is that you know [1:09:00, 1:09:19]: If we have a partnership together, we can work on getting grants to help build the fields. Um, we'll definitely provide programming for the fields. You know, example, we get tournaments going in there on the weekends. That is gonna gonna really boost the local economy. You're talking filling up hotels. You know, we're running a tournament right now in Ellenwood next weekend. We have over thirty teams coming. [1:09:19, 1:09:20]: You know, that's [1:09:21, 1:09:41]: Four hundred kids plus their families, they all gotta eat. They all gotta stay somewhere. Now some are local, but those who aren't local, they're staying in local hotels. Which um I refer to more the the new hotel right there off of uh of Rockwari, the true. Don't know where they're all staying, but that's where I thought'em they should stay. Um [1:09:41, 1:09:47]: You're welcome. And then I, you know, so to be an economic boost to the area, you know, we'll also help in maintaining the fields. [1:09:47, 1:09:49]: You know, soccer fields [1:09:49, 1:09:50]: are tough to maintain. [1:09:51, 1:09:56]: Um, to have high level soccer fields and to be completely candid, there's not a high level soccer field in this county. [1:09:57, 1:10:03]: Um there are a handful over in Fayette County. There's a private facility in Rockdale that has some pretty decent ones. [1:10:03, 1:10:13]: Um but Henry County itself we have decent soccer fields. We have playable soccer fields. We don't have high end soccer fields. And if we can build something that's a higher end [1:10:13, 1:10:16]: that will attract more and more people, including [1:10:16, 1:10:18]: You know, if professional teams are out. [1:10:18, 1:10:22]: You know, they're playing Atlanta United or they're here for a tournament. They're always looking for fields. [1:10:22, 1:10:23]: My son [1:10:24, 1:10:29]: Just left, but he was working for Atlanta United for the last three years. And part of his job was logistics of finding fields. [1:10:30, 1:10:32]: The closest fields they could find were in Athens. [1:10:34, 1:10:39]: Yeah, so I mean if you think about that, you know, we have an opportunity in Stockbridge to really [1:10:39, 1:10:49]: You know, plant a flag in Stockword to say, Come to our fields, you know, spend money in our restaurants, spend money in our hotels, you know, become part of our community. And I think it'll attract a lot of people. [1:10:50, 1:10:52]: Good deal. Appreciate it. Thanks. All right. [1:10:53, 1:10:57]: Uh I would imagine we have some conversation. Uh Mr Alexander, go ahead please. [1:10:57, 1:11:17]: I would like to say thank you, Mr. Morrison, for bringing this project forward. Certainly it's excellence, and we want to set the bar really high in Stockbridge, because our motto, right, is to be exceptional, right? In our in our in our in our mission and vision statement. And this is project will help us to be able to do that. And certainly the partners that you brought. [1:11:17, 1:11:37]: to the table will be able to help us establish something we wanted in in the Eagles Landing area of the city, south side of the city as well. But it'll be used by pretty much the whole region. So, you know, I saw yourself on Facebook and McDonald got it done. And what we're bringing here is going to be a two-fields versus a mini pill. [1:11:37, 1:11:44]: It will be a substantial project and a tourism project, we hope, uh as well that we will be able to support. So thank you. [1:11:45, 1:11:48]: Thank you, sir. Any other comments, Council? [1:11:49, 1:11:50]: Okay, Ms. Barber, go ahead, please. [1:11:52, 1:11:53]: Um yes. [1:11:54, 1:11:55]: So [1:11:59, 1:12:06]: I'm reminded of my fiscal responsibility. I need to know funding wise. [1:12:07, 1:12:08]: Yeah, zink. [1:12:08, 1:12:13]: What is it that you're asking for? I know that Mr. Sanders [1:12:14, 1:12:16]: You mentioned um [1:12:16, 1:12:19]: A letter of in kind of some sort. [1:12:19, 1:12:21]: I just need to know. [1:12:21, 1:12:27]: if there is monies attached to that, or is it just the land that the city [1:12:28, 1:12:31]: It's perhaps donating. Is that the income that you're looking for? [1:12:31, 1:12:34]: Um we haven't discussed a donation of land. [1:12:34, 1:12:36]: Umise [1:12:37, 1:12:40]: The um I can tell you how we did it with the city of McDonough. [1:12:40, 1:12:42]: It was a three hundred thousand dollar project. [1:12:43, 1:12:53]: We raised$125,000 on donations. The city of McDonough paid$75,000 and Atlantia 90 kicked in$100,000. [1:12:53, 1:12:57]: Um this project we haven't really bid it out yet. [1:12:58, 1:12:58]: Um [1:12:59, 1:13:00]: Would likely be more than that. [1:13:01, 1:13:09]: Many pitches are very expensive. Also, where we built it there, the the prep of the site was very expensive. It was an old parking lot. It was 75,000 just to strip the parking lot. [1:13:09, 1:13:10]: Um [1:13:11, 1:13:14]: So it would end up being a situation where we do it as a partnership. [1:13:14, 1:13:17]: Um, we're not gonna be able to come up with the [1:13:18, 1:13:35]: I'm this is a guess, don't hold it to me, four hundred thousand dollars by ourselves to build that facility. It's not not not something we could do, at least not in the short term. If we're trying to have it by twenty twenty six or twenty twenty seven, that would be a multi year, you know, raising of funds to do that. Um it took [1:13:35, 1:13:39]: Well over a year for us to raise a hundred and twenty five thousand dollars. [1:13:40, 1:13:42]: А митснат так із [1:13:42, 1:13:57]: It's funny, I went into it very blindly, right? Thinking, oh, people just write checks. That ain't how the world works. People are not just writing you checks. That was fifty dollars here,$75 there,$500 here. It takes a long time to raise that kind of money. We are a nonprofit. Um [1:13:57, 1:14:08]: And we we we raise our money on on donations and grants. Uh most of the money that we actually make within the organization from fees, we give that back to sponsors or to scholarships. [1:14:08, 1:14:14]: That's why I discussed your we're giving$40,000 using sponsorship or scholarships. We give that money back to our families. [1:14:15, 1:14:15]: Um [1:14:16, 1:14:20]: But yes, there would be there'd be a piece for Stockbridge. [1:14:20, 1:14:26]: that the city of Stockbridge would would be involved in and I don't know whether when you're building the park [1:14:26, 1:14:46]: Part of the park would be slowed funding for soccer fields. I don't know how you guys are planning on funding everything. We're saying is we can contribute and help build it and we can program it and fill it up and then we can also help maintain it, which maintenance cost is also, you know, for two fields, two grass fields to maintain them properly, you're talking fifteen to twenty thousand dollars a year. [1:14:46, 1:14:48]: to maintain those fields. That's at a minimum. [1:14:49, 1:14:55]: Um and we're willing to do that. That will be our responsibility to maintain those fields, not the whole park, of course, but those fields. [1:14:56, 1:15:03]: And so there is a we're we're we're giving a lot to the project and also to the community with the programming and providing something for the children. [1:15:04, 1:15:06]: Mm-hmm. [1:15:07, 1:15:16]: I support the idea. I do. It's just um we've already approved our budget for the year. Right. So I'm just [1:15:17, 1:15:26]: Concerned trying to figure out Mr. Sanders, have you met with Mr. Malazi to find out what the funding source would be for this project? [1:15:28, 1:15:48]: I have not yet. Councilman Barber had a formal conversation with him, but we have certainly we certainly intend to have him as a part of the discussion, uh, particularly at whatever point in time it is that we might need to have city funds be a part of the project. So that is a conversation that is going to happen. Okay, so I would suggest that you have a conversation. [1:15:48, 1:15:51]: [4551.8, 4555.6]: This proposal to us um to approve it. [1:15:55, 1:16:01]: We need to know where the funds are coming from. As you know, our budget is pretty tight. [1:16:01, 1:16:11]: This year. So we need to know. We need to be able to identify the funding source. I support this proposal. My concern is how are we gonna pay for it? [1:16:12, 1:16:13]: We [1:16:14, 1:16:16]: We should have learned our lesson. [1:16:17, 1:16:18]: Um from last year. [1:16:18, 1:16:23]: With a lot of unbudgeted items. Sure. And I'm afraid this is one of them. [1:16:23, 1:16:28]: I want to support it, but I'm just Mr. Malazi, are you [1:16:29, 1:16:33]: I need I need to ask you a question, please. Can you come to the podium? [1:16:37, 1:16:46]: Of course I would hope that these are conversations that would be had before the proposal is brought to the council. And I hate to put you on the spot, but [1:16:47, 1:16:49]: Are you able to identify or [1:16:50, 1:16:55]: Think of um a funding source, an account where we may be able to fund [1:16:55, 1:16:57]: This particular proposal. [1:17:00, 1:17:10]: If it's not in the budget it doesn't exist, so what we would do is we'll take from one side depending on your advice to fund what is important. [1:17:11, 1:17:23]: So and thank you for that, sir. Um I'm just I don't know where you would be taking it from. And I certainly don't want you to take it from um one of the projects that may benefit um [1:17:24, 1:17:27]: Something in my district or anyone else's districts. [1:17:28, 1:17:28]: Um [1:17:28, 1:17:34]: So that's that's the challenge that I have, the fact that this is unbudgeted. Um [1:17:36, 1:17:39]: So I'm just trying to figure out how we're gonna fund it. [1:17:40, 1:17:43]: [4665.1, 4666.2]: Okay, so [1:17:47, 1:17:55]: I know Mr Sanders mentioned about TSW and the concept plans. Who's paying for that? [1:17:58, 1:18:15]: Councilwoman, I don't recall the exact fund source right now, but I know that you all at your March twenty fifth meeting did approve for the concept plan for these particular uh uh fields to be included in T S W scope of work that was approved at that that particular meeting. Okay, and how much is that? [1:18:16, 1:18:31]: I don't recall the individual costs for that b for the two fields being added, I can find out if you'd like and follow up. But I don't know off the top of my head. Um let's see. One more question. Mr. Aaron isn't here. [1:18:31, 1:18:32]: Um [1:18:32, 1:18:39]: Were we did we have to amend the master the parts master plan to include this proposal? [1:18:40, 1:19:00]: Not sure if it was a formal amendment, but if I remember what was in the this is in line with the parks master plan in terms of this grease green space amenity. So I'm not sure if a formal uh uh amendment to the plan had to be made. But this use, as I understand it right now, fits in with the overall master plan. [1:19:03, 1:19:14]: Okay. So the prep work you mentioned about the prep work and I'm sorry, I forgot your name. You said that the soccer association, you all would be responsible for the prep work. [1:19:15, 1:19:28]: It's really gonna depend on what our final agreement comes down to, what what we'll be responsible for and what the city will be responsible for. Um like I said with with the mini picture built with McDonough, the city of McDonough said that they would [1:19:29, 1:19:46]: Take care of the prep work and that was about seventy five thousand dollars. I don't have any idea what the prep work would cost on this certain field. Um, it really depends on the what needs to be done. That one was was massive. They were tearing out a huge parking lot. It was a it was a very heavy lift to prep that. Okay. I think what this we're talking about, I d [1:19:47, 1:19:52]: prepping ground, which I would think would be easier to do. Again, I'm not a I'm not a contractor. [1:19:52, 1:19:55]: Seems like seems easier to me, but I the um [1:19:56, 1:19:59]: You know, in addition to the Georgia one hundred grant that we used [1:20:00, 1:20:01]: For Alexander Park. [1:20:01, 1:20:06]: You know, there's uh there's another one called Innovate in Soccer, the US Soccer Foundation. [1:20:07, 1:20:08]: provides grants for. [1:20:08, 1:20:11]: And that is also to build and improve facilities. [1:20:12, 1:20:14]: Uh the issue we run into not a lot of grants. [1:20:14, 1:20:31]: provide building of new facilities. They provide improvement of facilities. So we're we're looking hard on what grants we can see. There's there's some lighting grants out there through um US Soccer. So you know there there's various grants available [1:20:31, 1:20:35]: Once we move forward with the partnership and I'm continuing to to look at'em. [1:20:35, 1:20:54]: But you know the the low-hanging fruit is the Georgia 100 grant. That's the one we've done before. That's the one where if we show that the city is doing part of it and we're doing part of it, it's fairly, I wouldn't say easy to get, but it's easier to get than some of the other grants. And um because we've used it before, I've built a good relationship with them. [1:20:55, 1:21:00]: Окей совоenable to the council? [1:21:01, 1:21:05]: Adopting a resolution in support of this project. [1:21:05, 1:21:10]: And at a later date you can bring us back whatever that budget will be. [1:21:10, 1:21:13]: Um that you're looking for us to [1:21:14, 1:21:31]: I I I'll leave that decision up to the council, ma'am. That's Okay. So then Mr. Anderson then Mr. Sanders then since you brought this to the council. I just need some clarity on how we plan to pay for this. We already don't know what the full cost is. [1:21:31, 1:21:51]: It's I'm glad that he's talking about grants and there are grant opportunities. That is gonna help a lot. I really want to support this. I do. Okay. Help me understand because I don't want to just let her let her finish your comments, please. Let her finish comments. I don't want to just blindly approve something when there [1:21:51, 1:22:11]: There is a dollar amount that is unknown to us. Okay. One of the ways I can answer that question is by saying this. At the beginning of our conversation with the Soccer Association, one of the things that we learned is that the average field costs between$200,000 and$300,000. [1:22:11, 1:22:31]: So that's one cost that I'm fairly familiar with as being the case. Now the sources of funds, admittedly, I cannot answer that question necessarily right now without out having some additional discussion with Mr. Malazzi's office. And of course, I I respect where you're coming from in terms of knowing the cost. Um this project [1:22:31, 1:22:45]: however, came about as a result of as again, as as Mr. Morrison has alluded, a partnership and as I understood it from the beginning and as I still understand it now, this is a partnership where the costs are split. So it's a little early [1:22:46, 1:23:05]: uh at this point to know that without understanding exactly what what we're gonna do. And so the answer to that in my mind is we're gonna do two fields for now. And so if you will notice on the schematic that I sent you, it included more facilities which will be another cost. [1:23:05, 1:23:25]: But for the purpose of right now, the reason the support is being asked from council is because the grant that Mr. Morrison is seeking, the Georgia 100 grant, um, it requires just some baseline information of one, the commitment of in kind, which no money is being asked of council this evening. Number two [1:23:25, 1:23:45]: it needed a letter of support from the mayor, which he's aware of and and has agreed to do. And uh the third item was the the map that you all received by email over between Friday and I guess Saturday whenever you received it. So initially what we're talking about now is capturing that bit of information. That's it. [1:23:47, 1:23:48]: Thank you, sir. [1:23:49, 1:24:09]: Okay, Ms. Alzana, go ahead. I'm stunned. I'm sitting here disappointed in this. And uh because we've had conversations about this. We talked about it with the I call Mr. Malazzi personally and talked about the SPLOS 6 funding, that we certainly did the same thing for public works. We certainly did the same thing for other areas. I had that conversation with both of us. [1:24:09, 1:24:29]: Staff members, yet this is where we are right now. We have five million dollars in an account in SPLOS 6 dedicated to park improvements. This is where we're gonna take the funding from. And Mr. Morrison, I think you'll tell us the money's not due today. It's gonna take a while for us to get to that point through the planning and zoning and various others and the SPLOS. [1:24:29, 1:24:49]: Five is being collected at you know seven hundred thousand dollars, I think, beginning in June, July in that area as we collect the money. So it will become due when we get to the process of where we need the end kind and we need to improve the fields. This is where we are, and that's kind of why how we're gonna find we're gonna do it. The voters approved. [1:24:49, 1:25:09]: A one cent sales tax that's going to generate millions of dollars. And one of the things they asked us for is amenities and parks and competitive playing fields into the city. This is where we are now, and we need this council to step up. As Mr. Morrison has indicated, this will be a top-notch field. [1:25:09, 1:25:17]: For the metro Atlanta area that we can use. I certainly support it and I'd like to go ahead and make a motion for approval. [1:25:18, 1:25:33]: Okay, okay, fine. Did you I thought you did you have something you need to say as as well? Well, I I just I I read the notes. We've had'em for a couple of days now and I thank you for giving me everything in advance to study and it said an in kind donation and that you weren't asking for any monetary [1:25:33, 1:25:36]: thing right now, not for uh [1:25:36, 1:25:51]: the purpose of a budget. I actually know that we do have money set aside for our parks, including the plans. And Mr. Aaron did come here at the last meeting. We talked about this, whether it was the last meeting or the meeting before that, about these professional soccer fields. [1:25:51, 1:25:54]: And one of the things that attracts people [1:25:55, 1:26:14]: Our tournaments. We already know that, right? We know that soccer tournaments, baseball tournaments, football tournaments, whatever the tournament is, it's gonna attract people, but they're not gonna be here permanently. They're here for tourism purposes. They come and spend money at our hotels, they eat at the restaurants, and they have a great time at a professional park. [1:26:14, 1:26:17]: Амі, you're talking about professional fields, that's an opportunity. [1:26:18, 1:26:24]: um to get with an organization I I don't think I can reject that. [1:26:24, 1:26:44]: Especially when no one's asking me for money and it's in black and white. It says in con donations, no money is being asked for, right? That's right. And then we have plans specifically for our parks already anyway. That park in particular. Specifically already talked about the design and how it would fit in. [1:26:44, 1:27:04]: And where it would fit in with the in regards, I think I even question who does the design, does TSW do it, do they do it? What is the case? So we get together and we form that partnership. If he's asking for our support in order to get that grant and say, I have the buy-in of mayor and council, and you've already [1:27:04, 1:27:11]: already given me a memo, a very detailed memo in regards to what is being said, then I'm all for it. [1:27:12, 1:27:32]: Too good, sir. Okay. Yeah. And to echo onto that, I'm very, very excited to do a partnership, especially when it comes to youth programming. I think that's the very fabric of of any city, any community, is that when you see visible youth programming at work, i.e. the soccer program, it it it's a it's a huge attraction. And it also [1:27:32, 1:27:52]: Also affords families uh things for their children to be active in doing because we know idle children leads to all kind of other situations in in our in our society. So uh anytime we can put together some programming, which is I think right now we have a void in Stockbridge of adequate youth programming. [1:27:52, 1:28:12]: be the athletic, uh cultural, performing arts, whatever. So this is another opportunity for us to seize a moment and plant our flag for something that is substantial in support of our youth uh programming. And so I'm I'm definitely in favor of what we're trying to do here and and I'm looking forward [1:28:12, 1:28:18]: Forward to a partnership that can bring more. We need more of this. This is the beginning. This is the precipice of it. [1:28:18, 1:28:23]: But we really need more of this in Stockbridge in Henry County. [1:28:24, 1:28:26]: Hi Ms. Alexander, go ahead, please. [1:28:28, 1:28:39]: uh for approval of as recommended and certainly when that time comes the estimates will be brought back to us and'll be incorporated into the parks master plan uh of the city of stockbridge. [1:28:39, 1:28:55]: Is there a second? Second. Mr. Mr. Berry, second. All fair, please indicate. It's unanimous decision. Outstanding. Thank you, sir. Appreciate it. Yeah. Thank you, Mary. And I do apologize. Co uh Councilman Alexander was right. When you mentioned the Splash 6, I that has slipped my mind, so I do apologize for that, but you I do remember that. The letter serves as a formal uh admission at omission, excuse me, regarding the recent uh patterns of conduct observed during official meetings. [2:00:19, 2:00:28]: The city council, which violates the city Stockbridges charter, code of ordinances, ethic expectations binding all elected officials. [2:00:28, 2:00:33]: In the expectation of the mayor and city council that all elected members maintain a high standard of professionalism, [2:00:34, 2:00:35]: ethic responsibility. Is there a second? Third. Okay, from Ms. Gantt to uh Mr. Alexander, all in favor, please indicate. All opposed. All right. It is accepted. Three votes.
