What I want to do is that the invocation is going to be given by [0:00:47, 0:01:01]: Uh Reverend Dr. Terrence J. Gaddis. Now if you recall folks at our last meeting we went on and decided to uh appoint our very first City of Stockbridge's very first city chaplain. Well here he is. [0:01:05, 0:01:17]: And uh you'll see him routinely uh for the invocation. There'll be some other pastors up here you'll work with as well and of course he'll be here to give us any type of uh spiritual guidance and assistance to to work with the city council and uh and the city staff. [0:01:18, 0:01:18]: Please sir. [0:01:18, 0:01:38]: Let us pray. Eternal God, we just thank you for truly this is the day that you have made. We thank you for this gathering and these your servants. We love you, we honor you, and we thank you. And it's in the mattress name of our Lord and Savior that we pray. Amen. [0:01:55, 0:01:56]: Okay. [0:01:56, 0:02:09]: But maybe we can say that we just can't have individual media systems on [0:02:10, 0:02:13]: Okay. And you how are you? [0:02:14, 0:02:15]: Roll call, please. [0:02:19, 0:02:20]: Councilman Alexander. [0:02:21, 0:02:22]: Councilman Blount. [0:02:23, 0:02:30]: Present. Mayor Pro Tem Ford. Present. Councilwoman Gantt present. Councilwoman Robinson. Present. Mayor Pro Tem, you have a quorum. Thank you. [0:02:31, 0:02:34]: I need the uh motion to adopt uh the agenda, please. [0:02:34, 0:02:54]: Uh Mayor Pro Tem we need to amend we need to amend the agenda. Okay, go right please. I'd like to um request to amend the agenda adding discussion item number ten under council discussion proposed break uh bed and breakfast presented by uh city manager Michael Harris. And and for that [0:02:54, 0:03:04]: For that I would like to uh delete the item a Boys and Girls Club on the agenda. The uh representative will not be able to make it tonight. Thank you. Is there a second? [0:03:05, 0:03:07]: There we go. There's a second. Any further discussion? [0:03:08, 0:03:11]: All in favor, please indicate. Okay, it's unanimous decision. [0:03:12, 0:03:15]: All right. And what what we have now is review of the minutes. [0:03:15, 0:03:16]: Uh for it. [0:03:16, 0:03:17]: July eleventh. [0:03:18, 0:03:20]: And uh July twenty sixth. [0:03:21, 0:03:26]: Council please review those. See if there's any particular changes that need to be made. [0:03:26, 0:03:27]: Mm. [0:03:28, 0:03:31]: Or recommendations for any changes if whatnot? [0:03:38, 0:03:41]: Yeah, Pro Tem? Yes. That's for a September twelfth vote. [0:03:42, 0:03:49]: I'm sorry? That's for September twelfth. Yes, I understand. Thank you very much for clarification. This right council, we will vote actually vote on this on September twelfth. [0:03:49, 0:03:51]: So is this for your quick review? [0:04:03, 0:04:05]: If there are no comments. [0:04:06, 0:04:08]: This time then I'll move on. [0:04:10, 0:04:15]: That note, uh Madam Clerk, any type of public comments? No public comments. No public comments. [0:04:17, 0:04:35]: And the next point on the agenda was the ceremonial uh process and uh was what we were gonna we were gonna present represent on on on camera and with the in full council, uh the uh actual proclamation uh pr uh a nominating appointing uh [0:04:35, 0:04:48]: Reverend Doctor Tadis uh Terrence J. Gaddis is uh our city chaplain from Mount Olive Baptist Church. And it just so happens that he obviously he's here today, but uh we don't have the proclamation handy, so we're gonna have to reschedule this for another time. Okay? [0:04:50, 0:04:56]: So on that note, a presentation it says here item number one, experience works and that's uh [0:04:56, 0:04:57]: A missile. [0:04:57, 0:04:58]: Wanda Walker. [0:05:00, 0:05:02]: This Wanda Walker. [0:05:03, 0:05:05]: There's no Miss Wanda Walker. [0:05:06, 0:05:07]: And is it um [0:05:08, 0:05:12]: Mike, I gotta ask you, uh is it what was the what was the process here? What was the [0:05:12, 0:05:17]: I d I don't know uh experience works, okay. [0:05:19, 0:05:32]: Well yes, uh they have she requested to be on the agenda. We had confirmed that uh that she was on the agenda, so maybe she's just running late, I'm not really sure. But uh they had requested to be on the agenda and it was confirmed. [0:05:32, 0:05:33]: Okay. [0:05:33, 0:05:37]: Uh Mayor Potem. I can't say, you know, we this is a program that [0:05:37, 0:05:55]: the city actually does currently utilize. Okay. Yeah, we utilize the the um experience works. We have a um we've utilized a few of their um folks within our events, uh mural management events folks that we're we r we continue to use some of their people over there now. I think what she wants to talk about [0:05:55, 0:06:15]: I had a chance to speak with her at the last town hall meeting and I think the next step in the process is transitioning to full time employment. Um so that she mentioned that, something we may want to look at considering, but I did want citizens to know that this is this is a program that we currently utilize now and it's you know certainly it's a benefit for us to be able to utilize. Um [0:06:15, 0:06:35]: those um seniors who are still able and willing and wanting to work and be able to come in into an environment and be able to um assist. So we've used them quite a bit. Uh we've worked a lot with again our our HR manager, Renee Wheeler. She's done a really good job of tapping into that resource and they've done a really good job helping out of at Meralmander. So [0:06:35, 0:06:55]: I think the next step that they want to consider is the transition into full time employment. And you know, we've done some things like that utilizing um some of the temporary staffing agencies and we typically allow them to go through the normal um application process. So they're there certainly would be viable candidates and certainly would likely have a leg up if they want to [0:06:55, 0:07:01]: apply for a position given that they already have some familiarity with the with the city's operations. [0:07:02, 0:07:04]: Okay, thank you for that. [0:07:05, 0:07:08]: Next item under new actually under new business. [0:07:08, 0:07:13]: Uh number two deals with council consideration facade grant application [0:07:13, 0:07:16]: And this is going to be presented by Raul Clark. [0:07:16, 0:07:21]: He's in here in D DA and along with uh Miss Braggs, Main Street Manager. [0:07:21, 0:07:22]: And then I'll see Mr Clark. [0:07:23, 0:07:24]: So um [0:07:25, 0:07:27]: Ms. Braggs, are you available to present this item? [0:07:28, 0:07:29]: Okay. [0:07:39, 0:07:47]: Good evening. Good morning. Mayor Pro Tem, Council members. Um I am here um representing the DDA. [0:07:47, 0:08:01]: um with regard to their facade improvement program, um you all should have received a copy of this facade grant program that they are proposing that would basically provide assistance to [0:08:01, 0:08:15]: um business owners and property owners within the downtown district who want to improve the outside of their buildings, the look or the face of their buildings um to increase um [0:08:16, 0:08:25]: the value not only um as far as the value of the property is concerned but also the value of their curb appeal um in the downtown district. [0:08:26, 0:08:37]: It is a matching funds grant and basically how it would work is um after they had submitted an application, they would um bring that application to the DDA. [0:08:37, 0:08:39]: uh facade grant committee. [0:08:39, 0:08:42]: would look over that particular application [0:08:42, 0:08:44]: And sit down with [0:08:44, 0:09:04]: the applicant to determine what type of improvements they were interested in completing, look at timelines, materials, to make sure that it fits in with the character of the downtown district, and then they would ask them to go forward with getting estimates for the work. They have to have [0:09:04, 0:09:24]: at least two estimates and then go with um the better proposed um contractor to do the work and then they would um pay for those improvements and then re be reimbursed fifty percent of their total costs that were approved by the DDA um facade grant committee. [0:09:24, 0:09:38]: And that's my understanding. And um Councilwoman Gantt sits on the D DA board, um, so she might have some additional comments to add to this particular program that they are proposing. Why what's it? Why she does that? [0:09:38, 0:09:58]: Mr. Clark is coming in right now so he can he can also add his two bit. But anyway, go ahead, Matthew. Well um I just wanted to say that um in speaking with the president, uh I mean I mean uh presiding officer uh Mr. Clark is on his way up. Um when speaking to our chair, um Mr. Clark in regards to the facade grant. [0:09:58, 0:10:18]: Currently, the DDA is thinking that we would ask uh council for the upcoming budget an amount estimated around thirty thousand, and that is for matching funds to the other small businesses that are located in our Main Street and downtown development area. Um and Mr. Clark [0:10:18, 0:10:38]: and and talk to you a little bit about that. We had Ms. Anita Lee and Mr. Carlos Anita Lee Thomas and Mr. Carlos Smith to actually do the research on the facade grants and put this application together. Of course, as Ms. Bragg stated, the grant [0:10:38, 0:10:58]: that we would consider the design of those small businesses, hoping that they would um you know, once we go through the process, they to have more of a cohesive look in our downtown area. And I'll let Mr um Clark go ahead and present further on that. Okay. Actually I didn't really [0:10:58, 0:11:03]: come prepared to present because you guys already had everything. So um what's your questions, I guess. Um [0:11:04, 0:11:23]: Yeah. Good go right ahead. Uh as far as um I guess Miss Bragg might be able to answer this question too. We uh we've had we got two new businesses uh that are interested in the downtown. So at this point we're w w w what was what what is their intentions in uh Pasad grant program? [0:11:24, 0:11:44]: Yes, sir. Um Councilman Alexander, we actually have um two businesses as well. Um I have not talked to the third business yet. Um I just um kind of got that through word of mouth that they're interested, but I'll be visiting them as well to see if they are interested in pursuing the program. Um one thing that is definitely [0:11:44, 0:12:04]: necessary for this program to move forward is going to be the funding. Currently the DDA has um roughly about ten thousand dollars in their account and they are willing um to work with the council to try to set up a matching [0:12:04, 0:12:24]: of that particular monies that they have in their Treasury, um taking four to five thousand dollars and then having you all match that so that they would have a total of um ten thousand dollars or more to work with on the first initial grants for fiscal year twenty sixteen, which would be the last few months in this year. And then [0:12:24, 0:12:40]: um look to you all to um see what would be able to be um possible for them in the fiscal year twenty seventeen if if I'm remembering that correctly and uh Miss Gantt you might know a little bit more. No, that's right. That's exactly what what she just explained. That's exactly how we had everything planned. [0:12:41, 0:12:50]: and laid out for the businesses that are requiring. We were trying to find something that could match their funds initially and this is just to the remaining the end of the year and then [0:12:50, 0:12:55]: based on what the city council wanted to propose back to us for twenty for FY seventeen. [0:12:56, 0:12:57]: We will move forward at that point. [0:12:58, 0:13:05]: Yeah, yeah, go right ahead. How does that work um dealing with individual businesses? [0:13:05, 0:13:10]: versus dealing with individual property owners that may have multiple businesses that want to get involved. [0:13:10, 0:13:11]: I understand it. [0:13:11, 0:13:12]: Yeah. [0:13:12, 0:13:16]: doing the f doing the uh facade grant for individual businesses. [0:13:17, 0:13:23]: How does that work if you're dealing with the property owner that m have multiple businesses in the area? And in on that property. [0:13:23, 0:13:39]: Oh, okay. Well um there's an application for each business owner to fill out. For example, if I am a property owner and I own two parcels or two um businesses in the downtown area, two spaces in the downtown area. [0:13:39, 0:13:52]: I can apply as the property owner to do the facade grant um rehab the facade rehab and apply to the facade grant program or I might have a tenant that has a business in that particular building. [0:13:53, 0:14:13]: If they have a business in the building and I'm the property owner, I have to give them written consent to apply for the facade grant program and that business would have had to be a tenant in that building for a period of time of two years, I think it is, and then they have to have a lease that has at least two more years on that particular [0:14:13, 0:14:25]: property so they won't be completing a um facade rehab and then moving their business somewhere else else. We want to make sure that they are planning to stay there for at least an additional two years. [0:14:25, 0:14:45]: and then move on. Now as far as a property owner having multiple businesses, it is up to the committee to decide whether or not multiple grants will be given to one person. If there's a property owner that has multiple businesses, we want them to go forward and improve the facades of their building. [0:14:45, 0:14:48]: However, if there is another property owner [0:14:48, 0:15:05]: um who is interested in the grant. We're gonna look at how many grants a person has received because if they've received multiple grants and we have someone who hasn't received one, that business, if they meet all of the criteria, would have the priority over someone who had received multiple grants already. [0:15:06, 0:15:07]: Does that answer your question? [0:15:08, 0:15:15]: Yeah, it it it answers it. So you so the uh the actual owner of the or the parcel will have will supersede the business [0:15:15, 0:15:20]: that's actually on the property, what you're saying, as long as there's stipulations that's put in place. [0:15:20, 0:15:29]: But I'm saying how do you how do you keep if you got a property owner that's Ford and the business owner, you know, how do you how do you differentiate those two? [0:15:29, 0:15:39]: Um well the property owner would work with I guess the person who is the tenant who has a business in that property to let them know, hey, we want to change the facade of this building. [0:15:39, 0:15:59]: Hopefully the business that is inside the building would want to have an improved facade just so that they would have better curb appeal for their business. Um if there is, I guess, a disagreement between the property owner and the tenant, then we wouldn't want to move forward with that type of project because then there's discord in that particular space and we would wait until [0:15:59, 0:16:09]: until either that tenant ended their tenancy or the property owner decided what they wanted to do with that tenant if they wanted to move forward with their particular project. [0:16:10, 0:16:10]: Thank you. [0:16:11, 0:16:11]: Mm-hmm. [0:16:12, 0:16:14]: Any other questions from the council? [0:16:15, 0:16:32]: Okay, for for now the it's information safe, but y you want to know whether or not we'll have we'll agree to match the funds. Is what you need to know now or Yes. We'd we would like to find out if um the council would be willing to match the funds that are available within the D D A budget. [0:16:32, 0:16:48]: Again, they have approximately ten thousand dollars in their budget right now and believe so much in this particular program that they're willing to put forward half of what they have to work with in order to make this program go in fiscal year twenty sixteen. [0:16:48, 0:16:52]: um so that we can get these businesses that are poised and ready to go. [0:16:52, 0:17:08]: um funded for their particular focus staff project. I'm only to assume then, uh Mr. Williams, that for us to do that there's got to be some type of agreement that we need to sign off on for one. And number two, I'm kinda curious exactly where we pull that money from to make sure we have a good understanding here. [0:17:10, 0:17:26]: Well as as far as the where there are still again we kept the funds that we received back from the DDA. We've kept those we've kept those segregated, so that would be the source of the funding to be able to utilize for any matching funds. [0:17:26, 0:17:36]: So that would address that and as far as an agreement. We we would definitely want to have a an agreement in place. Um you know, initially w it could cover this, but over the long term [0:17:37, 0:17:37]: Um [0:17:37, 0:17:42]: would recommend having a general intergovernmental agreement with the development authority. [0:17:43, 0:17:43]: [1063.9, 1067.8]: support for all the its activities that you provide funding for. [0:17:49, 0:18:06]: All right. So I'm I would imagine this will generate more questions. Yes it'll go right ahead. Uh so uh this is good news if I'm hearing what I'm what I think I'm hearing is that we need this money so we can move forward right now and this business wants to make this happen. Right now. So this would be very good news. So um [0:18:06, 0:18:26]: If that is the case then I I I think that uh I would recommend that we move forward with it'cause we got somebody ready to move into downtown and we want to establish this uh this facade grant program uh in the right way. Um I do have the questions about we have some questions about um whether or not we had [0:18:26, 0:18:46]: uh the restrictions in place which we were rating on some zoning updates uh to determine that uh just in that agreement I would want the business to be agreeable to the standards that we are proposing to move forward with. As long as that was the case I think we could go ahead. Yeah that was first and foremost. The business is obviously gonna go [0:18:46, 0:18:52]: go through and meet all the requirements with zoning before they even we were really asking them to p have all that in place. [0:18:53, 0:18:56]: as they present and fill out the application for the Passad grant. [0:18:57, 0:19:00]: That way that's one less thing they would have to actually go through. [0:19:00, 0:19:12]: for the approval process. You you have a comment everybody here. [0:19:13, 0:19:33]: Uh okay. Then if if that's the case, I would like to make a motion that we approve the matching funds for twenty sixteen year up to ten thousand dollars for the facade grant to um uh uh um in upon condition that we get an agreement together with the DDA um in regard [0:19:32, 0:19:43]: regards to the facade grant. So just for tw up uh I'm making a motion for I'm sorry, let me back that. Okay. I would like to make a motion that we approve [0:19:43, 0:19:57]: The facade grant matching funds contingent upon some type of agreement between the city and the D DA for the twenty sixteen year up to ten thousand dollars. Circuit. [0:19:57, 0:20:02]: Second down here. Any further second down here? Go ahead. [0:20:03, 0:20:19]: Clear. The ten thousand dollars is five thousand DDA, five thousand city of Stopridge or ten and ten? Ten and ten. So twenty five. Five, I'm sorry. We we we'll take the ten though. [0:20:19, 0:20:35]: I thought it was ten, I'm sorry. Ten total. Ten total. Between the two. Between the two. Okay. Any further discussion? Sure. While we're at this so for the public, how but so the public understands that we're just not robbing this account. Can you tell us how much money is in that account, Ms. Harris? [0:20:37, 0:20:39]: I don't have exact numbers. [0:20:41, 0:20:50]: Yeah, I'm not talking li I I I I know it's well in excess of the five thousand we'll be pulling from, so I think it's I think we may be in [0:20:51, 0:21:00]: in excess of I think we're still above the hundred thousand perhaps. Right. Correct account. Yeah. All right. Thank you. [0:21:00, 0:21:01]: Discussion, Council. [0:21:02, 0:21:20]: Um yes, just so we can consider uh we w uh just so everyone would know, we'll probably have another D DA meeting and discuss and propose to the council for next year for twenty seventeen once we get a a really good study on the businesses and and those who are interested in this so we can kinda [0:21:21, 0:21:21]: Um [0:21:21, 0:21:27]: you know, actually have our budget proposed to council shortly. Okay. Any further conversation, discussion? [0:21:28, 0:21:31]: Okay, we've heard a motion been seconded. All in favor, please indicate. [0:21:31, 0:21:34]: All right, synamous, there you go. Thank you very much. [0:21:34, 0:21:54]: Um Mayor Pro Tem and Council, I also wanted to just let you all know that we are um the meaning the Main Street program has commissioned the DCA um design studio, um Department of Community Affairs design studio, um which is located at UGA Athens, to do a facade study on our damage. [0:21:54, 0:22:14]: So they are going to be making recommendations to all of those who apply for a facade grant about materials, historic look, and just to maintain that historic character. So this is not something where people would be able to just put anything up just because they think it looks good. They will have um historic [0:22:14, 0:22:25]: preservation based guidance with regard to anything that they propose with regard to this facade grant. Okay one second please. Any further questions about what she just said? Anybody? Anyone know? [0:22:26, 0:22:29]: Okay. Thank you very much. Thank you, Mr. Clark. Appreciate it, sir. [0:22:29, 0:22:30]: All right. [0:22:30, 0:22:31]: Uh [0:22:32, 0:22:36]: Obviously Miss Braggs you're not going anywhere. You have the next item, branding recommendations. [0:22:36, 0:22:38]: You can present that uh to the council. [0:22:39, 0:22:40]: Yes, sir. [0:22:42, 0:23:02]: Again, um Mayor Pro Tem and Council, I am here before you all to um talk about the um branding initiative um for the city of Stockbridge. In August, um the Stockbridge Main Street program hosted a meeting and invited a branding professional to come and provide us with an overview uh [0:23:02, 0:23:18]: of um municipal branding, what it would entail to take the city through a branding process. I come to you all today to determine whether or not you as a council would like to move forward with the branding initiative here in the city of Stockbridge. [0:23:19, 0:23:39]: Um if you so if you all do want to move forward with that particular um project, um we would need for you all to decide whether you want to do that in this fiscal year, um get that initiative started or wait until fiscal year twenty seventeen. Um it is my recommendation um as the matter of the [0:23:39, 0:23:59]: Main Street Program Manager to move forward in this fiscal year so that an initial RFP can be created, published, and responded to before the end of the year. This would also allow for enough work to be done on that particular initiative so that we would know potential costs and can better budget. [0:23:59, 0:24:15]: for implementation in f FY twenty seventeen and future annual budgets because this would be something if you all decide to go forward with it would have to be phased out over several years to um have complete implementation across the city. [0:24:15, 0:24:35]: Um in fiscal year twenty fifteen, twenty-five thousand dollars was budgeted by the council for branding initiative. However, in fiscal year twenty sixteen, that item was not budgeted. So to move forward, Council would need to approve a budget amendment to provide the funds needed for initial branding. [0:24:35, 0:24:38]: work in FY twenty sixteen. [0:24:39, 0:24:47]: Okay, thank you for that. I know there's gotta be some questions. I'll start down here, so go right ahead. But yes, uh the recommendation I think [0:24:47, 0:25:07]: Uh everybody would understand that we have a lot of things pending on uh this branding initiative. Uh there's been discussions about wayfinding signage, there's been discussions about having monument signs as you enter the city. We want to um uh on the MLK Senior Heritage Trail [0:25:07, 0:25:15]: uh whether we would have the proper signage with the new logo branding the city uh in a way that is very distinct. [0:25:16, 0:25:36]: And um putting out a message, uh cohesive message. So I think uh if the public understands if you ever tried to find Merle Manders Conference Center, if you've been in the city long enough, there I don't I don't there's no signs directing you to it and part of the the hold up that I've been hearing is that well we been we [0:25:36, 0:25:53]: We don't we we wanna wait until we get the branding done. Well uh could you tell me how to get to the city parks? There's really no signs to tell me how to get to the city parks. So let's hold up uh'til we get to the branding signs. If you go down the Reeves Creek Trail there's no signs there, you know, really indicating [0:25:54, 0:26:14]: uh what the city is all about or defining what's going on. So this branding initiative really takes us in that direction of defining what we want the city to be and making sure that when someone sees our brand they recognize the city of StockRid. So um it's your recommendation that we move forward in this year because we've been [0:26:14, 0:26:34]: Waiting for such a long time, is that correct? Yes, sir. It would be my recommendation to move forward in FY twenty sixteen so that all of the initial um setup, if you will, for the branding initiative could be completed so that the brand um would be available for launch in early FY twenty seventeen. [0:26:34, 0:26:49]: most importantly we would be able to um get costs for moving forward with brand implementation because we have to have the branding company to come whichever professional um is chosen to come into the community there are um [0:26:50, 0:27:10]: different studies that have to be conducted, there are focus groups that have to be completed, and charrettes and um community meetings where we get input from the community at large. So all of this takes time and in order to have all of this completed um in time enough for us to be able to budget in FY twenty seventeen. [0:27:09, 0:27:13]: we need to move as expediently as we possibly can. [0:27:13, 0:27:15]: All right. Questions. [0:27:15, 0:27:21]: I I'd uh have one. A couple actually. What's the estimated cost you think that we need to [0:27:21, 0:27:36]: a draw from out of I guess we'd come out of fund balance here? What would it come out of? No, sir, not in this case. We would be using tourism funds for Okay. For this allocation and we've discussed myself, Ms. Harris Bragg's and Miss Neighbors and I have discussed this and [0:27:36, 0:27:47]: think she's ready to propose a not to exceed amount that we think would be appropriate for this initial phase. And again what's what's key to to note is that this initial phase will help set us up and give some guidelines for [0:27:47, 0:28:07]: all the subsequent phases and the associated um costs of those issues like wayfinding signs, marquee signs, things of that nature. But it is it's a years long process. You're talking about stationary vehicles signage and so it again it's how we phase that out will be critical. Um what's the estimated cost that you come up with [0:28:07, 0:28:08]: Thus far. [0:28:09, 0:28:20]: Um not to exceed twenty five thousand dollars. Hopefully we can do it for less than that, but not to exceed twenty five thousand dollars. And in tourism it in that account, how much is in that particular account now? [0:28:21, 0:28:22]: We have enough for [0:28:22, 0:28:23]: To meet that. [0:28:24, 0:28:25]: Fit the [0:28:25, 0:28:25]: Put the [0:28:26, 0:28:28]: Or on the high side of fifty thousand, I believe. [0:28:29, 0:28:48]: Alright, so that's a pretty simple type of uh uh amendment to go through the process of it. We can bring that back for the next meeting for c uh council's consideration. Okay, so we're not voting tonight on that which will present it because she hasn't done the paperwork on that again. So I want to make sure whether we're in agreement, I suppose. That's the point. All right, so on that note, council, what other kind of questions do you have? [0:28:49, 0:28:57]: And I would imagine that we are in agreement that we want to go forward with this process, is that correct? Yes, sir. All right, so that's what you need from us right now. Is that what you need at this point? [0:28:58, 0:28:59]: Okay. [0:28:59, 0:29:13]: Everybody's good? All right. Thank you, ma'am. Well let me let me uh w uh uh um I was told uh when I asked about the marketing part that you were gonna present on that as as well in terms of [0:29:14, 0:29:27]: Uh maybe the the marketing dollars that we're getting on hotel and motel tax, is that not the case? No. Um I was just specifically speaking to the branding um and moving forward with that, sir. [0:29:27, 0:29:35]: All right. Okay, you're still up for item number four, council consideration, city historical historic preservation recommendations. [0:29:36, 0:29:56]: I am. That's what it says here. I don't know what for. It's on the agenda. You ready? Okay, I'm ready. All right. Okay. Um historic preservation. Um one of the four pillars of the Main Street program on both a national and local basis is historic preservation. It is required by both the state and [0:29:56, 0:30:16]: National Main Street oversight agencies that every Main Street city has what is called a historic preservation ethic. Our cities are graded on how entrenched our historic preservation ethic is and we are scored accordingly. Currently our Main Street program loses about ten [0:30:15, 0:30:24]: points on its accreditation applications every year because we do not have proper historic preservation um [0:30:25, 0:30:43]: infrastructure here and so we would like as the Main Street program like to move forward with putting those things in place. Um it is requested um that we or rather it's my recommendation that in furtherance of placing a priority on historic preservation that the city adopt a historic preservation ordinance. [0:30:44, 0:30:54]: Any city that has enacted a historic preservation ordinance enforces that ordinance through a historic preservation commission, which is established by that ordinance. [0:30:55, 0:30:56]: Further [0:30:57, 0:31:01]: Um this is a precursor for establishing a formal historic district. [0:31:01, 0:31:10]: We have an informal historic district, but it is not registered with the state or nationally as the historic downtown district for the city of Stockbridge. [0:31:11, 0:31:31]: Um I have provided all of you with the sample historic preservation ordinance and information about CLG, which is the certified local government program. And I've also emailed this information to you all. So you'll have written copies copies there on the dais, and then you also have an emailed version. [0:31:31, 0:31:51]: So you'll have an electronic version for your review. In the time between this work session and your next council meeting, I would ask that you read the information. And if you have any questions, be sure to let me know. But the advantages of having the historic preservation ordinance, of course, is that having the historic preservation [0:31:51, 0:32:11]: Commission, but that also makes us eligible for certified local government status. And once we are eligible as a certified local government, we in turn are able to apply for historic preservation fund grants, federal grants, and state grants that are directed toward historic preservation. [0:32:10, 0:32:30]: Preservation and conservation. We're eligible for special preservation-related technical assistance, special training and scholarships for staff, and other benefits that all are packaged in as a CLG benefit. So it is my hope that in order to move forward in a serious manner with historical. [0:32:30, 0:32:35]: preservation in the city of Stockbridge that we do um [0:32:35, 0:32:43]: put together a historic preservation ordinance and commission a HPC and then apply for certified local government status. [0:32:45, 0:32:47]: Thank you. Go right ahead, please. [0:32:47, 0:33:01]: Um thank you, Miss Braggs, for that presentation. And I think we have all discussed this um even at the retreat. Um I'm definitely in favor of moving forward with this. Looks like we have a model ordinance here. As soon as we get um [0:33:01, 0:33:11]: one drafted for z on behalf of the city of Stockbridge. Hopefully we can have it at the next meeting. I I'm all in favor. I I think p this is the right direction we're headed in. Thank you. Thank you. [0:33:11, 0:33:14]: Any other questions, please? No other questions? [0:33:15, 0:33:24]: Thank you very much. All right. Just one more note and uh Mayor Pro Tem and that is that with this ordinance would come a Historic Preservation Commission. [0:33:24, 0:33:44]: And that would need to be definitely considered uh moving forward in fiscal year um twenty seventeen because that particular commission will need a budget and they will also need to um have the appropriate training. And that would occur I would imagine in FY twenty seventeen. So I just want to make sure that that is on your radar if this [0:33:44, 0:33:46]: is um accepted and approved. [0:33:46, 0:33:53]: Okay, question now for you then. How many people are you talking about? There would have to be quite a bit of a few. The minimum is five people. [0:33:54, 0:34:14]: All right, and then this is probably just one training session per year, or is it several different type of training sessions? Um there is a um mandatory historic preservation training that all members have to um complete within two years of their appointment and then there are other trainings um that are offered by GMA, DCA, um um um [0:34:14, 0:34:34]: the National Historic Trust and other organizations that they would be able to attend to just get more expertise on um administering the commi the Historic Preservation Commission. But there's only one that is required that they have. But I would recommend that they would be able to attend other trainings as they become available to them. [0:34:34, 0:34:48]: Yes sir. And then so somehow uh before we do this we would have to announce this and go out to the public for some type of uh query to find out who's interested in uh qualified for this appointment. [0:34:48, 0:34:55]: Once the ordinance has been um approved and put in place, then you would have to canvas the community for participants. [0:34:56, 0:35:00]: And go from there. [0:35:01, 0:35:13]: Mr Williams are drafted up, we'll let's take a look at it. I'm pretty sure we'll approve it. So I'm just trying to think ahead here for a second here. All right, so obviously we have to we have to bu it's some new things we'll have to budget this for two thousand seventeen as we continue down this road. Okay. [0:35:13, 0:35:16]: All right. Uh any more questions from the council? [0:35:17, 0:35:21]: Thank you, ma'am. I appreciate that. Okay, thank you very much. Have a good evening. You too. [0:35:22, 0:35:25]: Um at a number uh six. [0:35:26, 0:35:30]: Uh excuse me, five, I'm sorry. Proposed twenty seventeen fee schedule. [0:35:31, 0:35:35]: This is going to be it says Dale Hall, but he's not here, so this deals with you, Vanessa. [0:35:35, 0:35:45]: Or Mr. Harris. Both of us actually. More time. Mr. Hall had a family emergency, he had to leave out, so I think we're both gonna um we had an opportunity to to meet [0:35:46, 0:35:53]: um kind of by committee myself, um, Madam Clerk, Miss uh Mr Hobb, Mr Williams to kinda go back and review [0:35:54, 0:36:01]: um occupational tax, our our fees associated with occupational tax as well as our park fees and some of our other fees. [0:36:02, 0:36:04]: Um and [0:36:05, 0:36:08]: Overall the goal here is to [0:36:09, 0:36:10]: Amendment. [0:36:10, 0:36:13]: Eventually as we go back to and we amend our [0:36:13, 0:36:30]: our zoning code will be pulling all of the fee schedule out and it'll be a separate fee schedule for everything that we'll be approving um annually. But there's a number of items that were time sensitive that needed to be addressed by the council now as we're moving forward into the into the coming [0:36:31, 0:36:35]: um year as we set our budget and prepare to send notices out for next year. [0:36:35, 0:36:36]: Um so [0:36:37, 0:36:57]: Vanessa and her staff with um Unita Smith Cells have done a tremendous job in gathering information and researching information. You had that included in your packet and is for the consideration of um the proposed new rates as it relates to a number of the business and occupational taxes as well as some of our park rates as well that we think are certainly in line with [0:36:57, 0:37:02]: um other jurisdictions of our size and you can see some of the comparisons I showed in your book. [0:37:02, 0:37:22]: Um but again we think this is appropriate. It's been I don't know how many years since they've been adjusted. Ten in some cases. So they were well overdue. Um certainly not the again do you think this is the appropriate thing and our our parks, you know, consistently get accolades on how well they're maintained and users say that comes at a cost. We [0:37:22, 0:37:27]: [2247.6, 2266.6]: um benches and tables. We've changed out and replaced new grills. So we're constantly adding to the parks to make sure they meet um to stay up to the standards that that have been established. So again we think we um we think what's been done and what's been prepared is certainly uh an appropriate consideration for for the council. [0:37:48, 0:37:58]: All right. Questions. Mayor Poston. Uh I'm definitely in agreement with this because we do have outstanding parks and we have a lot of people that come [0:37:58, 0:38:03]: to uh rent our facilities and I think with our fees when I came in I even [0:38:03, 0:38:08]: stated they were at a all time low. So um in order for us to keep up, you know [0:38:08, 0:38:09]: The expectation [0:38:10, 0:38:15]: of having great parts. I believe we need to definitely do that. So Michael, thank you um for doing [0:38:15, 0:38:27]: all the legwork to get that taken care of. Madam Clerk did all the research. Thank you so very much um for the hard work. Thank you. Take the credit book. Any more questions down here? [0:38:28, 0:38:34]: I would say in looking at these rates it i they were long overdue. [0:38:35, 0:38:38]: And they are still significantly short. [0:38:39, 0:38:41]: of what I'm seeing here. [0:38:41, 0:38:43]: Um as I'm looking [0:38:43, 0:38:46]: At the chart I'm looking at um [0:38:46, 0:38:58]: Jonesboro is one hundred and fifty dollars an hour, uh three hours minimum. That means that is one hundred and fifty dollars, if my math is correct, and we're charging [0:38:58, 0:39:00]: for the full day. [0:39:01, 0:39:08]: uh a hundred and fifty dollars for all day are we charging a hundred dollars for the citi for uh for a city resident. [0:39:09, 0:39:09]: Um [0:39:10, 0:39:18]: I guess we wanted to be show deference and be less um than what those uh cities are but [0:39:18, 0:39:21]: Should we really be taking that short of a shift? [0:39:22, 0:39:42]: behind that and what is the recommendation instead of you know,'cause if you're Jonesboro and you're looking at revenue generation and they're not doing as I don't see any were there any anybody else doing all day because I'm looking here, you know, basically if you do three to four hours now you can divide that in the in a half day and then [0:39:42, 0:39:58]: you can increase the revenue that it would generate because now instead of charging a hundred dollars for all day, Jonesboro is turning that park over, they're charging a hundred and fifty dollars every three hours. So they're making significantly more revenue off of that. [0:39:58, 0:40:18]: And I think I can agree as uh Miss Robinson said, we we're pretty much we've we've been low and I and I'm out at the park on many occasions and I've seen people from Gwinnett, I've seen people from the Cal, I've seen people from all over and there's no there's no mistake about why they're choosing here versus uh [0:40:18, 0:40:30]: other locations. So I guess these are recommendations uh as far as where we could go so there is some flexibility and maybe getting that a little bit closer especially for non residents. [0:40:32, 0:40:42]: Absolutely. Uh and we took that into consideration. What we didn't wanna do w we didn't want to throw people into a tailspan because um going from fifty dollars [0:40:42, 0:41:00]: For the full day, which is what people have paid we already have people lined up waiting to rent for twenty seventeen, but we've told them that there are new fees coming. Um so you know we're going to a hundred and fifty dollars a day as opposed to fifty dollars. So we wanted to still [0:41:00, 0:41:20]: We wanted people to still select our part where we are under the other parks so that we st and at the same time we have more than doubled our revenue. So that's kind of the direction that we were going. It is proposed. It's the council's decision what this final number is and um I have to leave it at that. It's up to you all what we [0:41:20, 0:41:21]: We end up [0:41:22, 0:41:25]: Um with the number, but that's the number that's the reasoning behind what we did. [0:41:26, 0:41:46]: Right. So i if there are possible maybe like staging, okay, we go with stage one, then we may go with stage two if we decide if we decide to maybe do something in additional. Like I said, I I I I my issue is maybe probably even leaving the residents where they are, but non resident [0:41:46, 0:41:47]: Yeah. [0:41:47, 0:41:50]: I don't think we need to leave the resident. [0:41:50, 0:42:10]: As uh Mr. Harris indicated we have to I'm not saying where they are right now. Oh, that's the recommendation of where you are, but doing some adjustment uh for non residents, maybe even going with that fifty dollars in the three hour, or maybe forty dollars for three hours for non residents or something like that. Well certainly um go with council's recommendations. [0:42:10, 0:42:11]: [2532.0, 2532.5]: Uh [0:42:12, 0:42:18]: [2539.1, 2540.3]: Would these fees that perfect? [0:42:20, 0:42:21]: For [0:42:21, 0:42:22]: P [0:42:22, 0:42:28]: Pavilion? Is that the whole part? No, that well no, it's they have a pavilion. They have a [0:42:29, 0:42:36]: You know, we have pavilion A, B, and C at a park. Right. At Gardner Park we have A and B. So that's two separate pavilions. [0:42:37, 0:42:41]: Uh Memorial we have A and B. Plus we rent the gazebo. [0:42:42, 0:42:45]: And then at Clark we have A, B, C, and D. So that's four separate [0:42:45, 0:42:48]: For me. [0:42:49, 0:42:50]: Question down here, ladies? [0:42:52, 0:43:12]: One more thing that I wanted to say was um on the first schedule that you had, this was a ten percent um increase uh compared um we haven't had an increase in these in this area either in a number of years. And I am proposing that you take these increases annually and not let it get so [0:43:12, 0:43:13]: [2594.1, 2611.5]: over this span and keep more um up to date. Yeah. So I don't know if you want to go with this number for this year. We have a s a supplemental increase next year um because it's gonna be a shock to people who have been renting the park as it is. But, you know, again, um [0:43:32, 0:43:35]: We are still we're we've generated j uh an additional revenue. [0:43:36, 0:43:37]: And still keeping our part. [0:43:38, 0:43:40]: Um we feel like we'll be full. [0:43:41, 0:44:01]: for this time and we've separated resident, non resident. We've also separated and given a d a different fee for um in the fall. So is your if you'll notice the months are April through September and then there's a separate section for the winter months. Um we don't even rent'em for half a day as you have to take it for the [0:44:01, 0:44:03]: the full day and pay the full amount for that day. [0:44:03, 0:44:23]: And I can tell you that they're they're booking now for for twenty seventeen, summer of twenty seventeen. So and the thought there was you know, with s a little more favorable rates, we don't have as many bookings during the winter months obviously. So based on the the the break in the price, maybe we can g get more rentals as they fill up in the summertime, maybe we can push [0:44:23, 0:44:36]: push them further into yeah typically through September and October they're booked out, but now if we can push that a little bit more further into late October, November to get some more bookings. I think that would be um beneficial to give them that option, certainly. [0:44:36, 0:44:38]: Councilwoman Robinson. [0:44:38, 0:44:54]: I'm in favor of the recommendation. Um for one, that way we can get notice out to them, advanced notice that it this is what's happening. So that way we're keeping the citizens informed. Um so the increase that she's indicating, I I think that's a great idea. [0:44:55, 0:45:15]: I would also ditto that. I I'd like to weigh this right now and obviously I think we need to look at it next year at this time and uh if you wanna take another increase at that point, obviously the council at that time can look at that and say yes to that as well. But I think it's a good choice, uh at least start because there is some sticker shot'cause gonna be some for folks that you're dealing with and obviously you give them a heads up in reference to [0:45:15, 0:45:35]: uh for po folks that already programmed for twenty seventeen that there's going to be a fee change and then they'll I'm pretty sure it'll probably stay with that. Once you give it to them they'll say, okay fine, fine, fine, we'll deal with that. But um but anyway, I think it's a good recommendations are good. But we'll have a continued conversation I'm pretty sure about this. This is not due to us to r to vote on until next meeting, is that correct? No sir. [0:45:35, 0:45:46]: We would actually ask for a vote tonight because we have to get the renewal notices out this week in order um for us to meet that deadline. All right, so I'm glad there's more more conversation then. [0:45:46, 0:46:01]: You good? Yeah, good. Okay. All right. There we go. So on that note then, uh then they're looking for a decision this evening. So I'm I'm gonna ask for a motion to accept uh the rates the way they are published in front of you. [0:46:02, 0:46:05]: proposed race to make them a a full recommendation and and to approval. [0:46:06, 0:46:07]: Is there a motion for that? [0:46:11, 0:46:19]: Mayor Pro Tem. [0:46:19, 0:46:20]: And uh move that we uh [0:46:21, 0:46:25]: Do the increase that's been presented by uh city clerk. All right, is there a second? [0:46:26, 0:46:29]: I second. [0:46:29, 0:46:30]: [2791.5, 2792.3]: [0:46:32, 0:46:39]: Okay, so okay, wait a minute. So we're gonna do both of them at the same time we're talking about here. [0:46:40, 0:46:45]: Yes. Now make sure we get to the emotion. There we'll go to discussion. One second, please. [0:46:45, 0:46:46]: All right, so [0:46:46, 0:46:54]: In the process you understand what the what your motion should be. We're doing the parks and the and the occupational and the fee schedule itself. Right. [0:46:55, 0:46:56]: Are you comfortable with that? [0:46:57, 0:46:59]: Fine. Okay. [0:47:00, 0:47:03]: Do do we need to restate the motion? We got the motion down properly? [0:47:04, 0:47:05]: That's [0:47:05, 0:47:06]: Yeah. [0:47:06, 0:47:09]: Do we have the written motion motion down properly? Okay, all right. [0:47:10, 0:47:11]: Now discussion, please. [0:47:11, 0:47:11]: Yes, May. [0:47:12, 0:47:18]: Oh I'm sorry, I was looking at um a couple other things real quick. Um [0:47:25, 0:47:45]: I'm I'm okay. You're good? Yeah, well I was looking I had some questions in regards to some of the occupational tax fees and some of the research that I'm seeing here, but I don't I I I would need more research basically on those particular fees. So I the ones I see your attachment, so I'm kinda reading over that real quick. [0:47:45, 0:47:46]: Quick. [0:47:46, 0:47:49]: And I think I have an explanation. [0:47:49, 0:47:51]: So I I should be okay with it. [0:47:52, 0:47:53]: Any further discussion? [0:47:55, 0:47:58]: We have a motion on the floor. Do we need to repeat the motion? We're good? [0:48:00, 0:48:03]: Everybody understand the motion? Okay. All in favor of motion, please indicate? [0:48:06, 0:48:07]: All polls? [0:48:08, 0:48:09]: Sustain. [0:48:10, 0:48:11]: Oh you opposed? [0:48:11, 0:48:12]: Okay, there you go. [0:48:12, 0:48:13]: Four one it passes. [0:48:14, 0:48:14]: All right. [0:48:17, 0:48:17]: Thank you. [0:48:18, 0:48:28]: Thank you. You're welcome. And uh okay, item six, council consideration. City of Startbridge is becoming a partner with Henry County Schools, partners in education program. [0:48:29, 0:48:30]: Councilwoman Gett. [0:48:31, 0:48:43]: Um, yes. I have um provided information in regards to becoming the city of Stockbridge becoming a partner in education. Um [0:48:45, 0:48:46]: And [0:48:47, 0:49:07]: Um what a partner in education is, is basically it helps schools and businesses and and municipalities develop partnerships and relationships with the students. Um the parties commit to specific activities intended to benefit students as well as to improve achievement and accomplishment. [0:49:07, 0:49:27]: improvement of school goals. A partnership can be initiated in two ways. A school can recruit a partner for a business community or a prospective partner contacts either partners in education or an individual school. Businesses, government agencies, and community-based organ organizations are eligible to become partners. [0:49:27, 0:49:47]: and do not need district approop approval. Rather any restriction on partnerships is based on the appropriateness of the proposed activities. One of the things I have here and what I'm proposing is that we as I also attach in this um presentation, you'll see at the end here school [0:49:47, 0:50:07]: partnerships and these are all the school partnerships here in Henry County thus far. Um partners in the education program has been programmed with the Board of Education in the Henry County Chamber. I'm asking that we uh the city of Stockbridge partner with those schools that um [0:50:07, 0:50:08]: Um [0:50:08, 0:50:28]: basically have our students in them. So any school that has um City of Stockbridge residents, whether it's Stockbridge Elementary, Pate's Creek, Red Oak, um Stockbridge Hive, um Woodland, those are the schools that we will partner. We've w we've Cotton Indian, we've worked with them [0:50:28, 0:50:48]: already on a couple of initiatives and in doing a partnership it doesn't mean giving out monetary items. What it means is is that you're committed to excellence and concern for your students. Studies have shown that the growth in education and our concerns with education um have grown tradibly [0:50:48, 0:50:56]: tremendously nationally and that it is a key important role for our city alone. [0:50:57, 0:51:17]: Um schools, if people don't know, uh one of the most important things that we have to keep an eye on as citizens and as council members and government municipal entities is that school people always talk about the appraisal value of their properties. Well one of the very first things that um realtors and and um [0:51:17, 0:51:37]: Um you know, when you look at your comp comps, um, they look at the type of school system you have. So I thought that this would be a great opportunity for us, no other city is doing doing it right now in Henry County, but I hope they come on board for us to develop a relationship with our Board of Education and our Chamber of Commerce [0:51:37, 0:51:57]: Letting our schools know that we're here for them, whether we're reading for them, whether we're supporting them in other manners. There's an issue currently right now that I'm working on about affidavits in our school system. Um one of our schools over uh if you go uh particularly one of the schools I'm talking about, um uh [0:51:57, 0:52:17]: I would go there and you would see tags from Clayton County, DeCab County, Gwinnett County, Rockdale County. You see all these tags from other areas coming over to the schools illegally. And about twenty five percent are on affidavits and have yet to prove that they actually live here. These are things [0:52:17, 0:52:25]: that we as a council can show, hey, Henry County stop bridge doesn't play. Because what the new rules are, there's a test out there [0:52:26, 0:52:30]: From the college and career ready performance index. [0:52:30, 0:52:40]: there's a the score keeping. That's how they keep score on your school alone. And one of the issues you have with the score keeping is that [0:52:40, 0:52:45]: uh on on the ranking of your school is whether the children are party [0:52:45, 0:53:05]: Are they coming to school on time? How neat the school looks. You know, here we are we have recycling programs that we can help with or different things. Well, uh one of the issues I've noticed lately, our school rankings could go down, meaning our property values could go down, which is an effect of right here at our city in City Hall. [0:53:05, 0:53:10]: So it starts with us showing that we care. And what I found [0:53:10, 0:53:11]: is that [0:53:11, 0:53:13]: At one particular school [0:53:13, 0:53:18]: Yeah, the people who are the majority of people who are late have other tags. [0:53:18, 0:53:19]: From other counties. [0:53:20, 0:53:23]: Coming into the school. Twenty five percent. [0:53:23, 0:53:26]: That's taken away from your property taxes? [0:53:27, 0:53:40]: Because they don't pay property taxes, so they're not paying for the education here at our school system. And I just ask that we get on board and show that we will become the first city in Henry County as a partner in education. [0:53:41, 0:53:41]: That's it. [0:53:41, 0:53:48]: Okay. Any further comments, discussion? Go right, please. Yes. Um my my question would be [0:53:48, 0:53:56]: Uh if we're gonna partner with them, there's no financial obligation whatsoever at any point. I mean [0:53:56, 0:54:16]: what is it that we're going to do if we're not I mean we're just basically gonna do a a resolution to say we support you in such and such and we want to work with you because um I agree with you the school system is very important. It should be um one of our number one priorities. But as a tax [0:54:16, 0:54:36]: taxpayer, I know that the millage rate in Henry County is the highest that it can possibly be set by law and it has been that way for the past three years. Uh they have a three hundred million dollar budget. They just got a three hundred and forty five million dollar splash. So money is not the issue. Is [0:54:36, 0:54:56]: uh our involvement. So I wanna what is the greater understanding of what um what we would what what would be required of us per si per se specifically. Well uh what specifically um I would ask that we do a resolution and um I've spoken to the Board of Education [0:54:56, 0:55:16]: uh to some of the staff members over at the Board of Education and the person that's in charge of this is getting me the applications and they're gonna do a a lump group for those sp particularly for the city of Stockbridge, those students that go to schools um that are that live within the city of Stockbridge, um [0:55:16, 0:55:36]: city limits. And what we would do is we would basically do a resolution of support. Now how we determine what that support is, a lot of us are doing that right now. Whether we're reading to the kids or we're taking different information or we're supporting their programs. I know we've given money to Cotton Indian for their um [0:55:36, 0:55:56]: pilot program. I know we have given donated money at one point for a um field trip. I'm not saying to donate, but whatever resources and anything we can do to support and let the schools know we're here as well and the then so be it. That is using our our mouthpiece as a market [0:55:56, 0:56:16]: to whether we can blast on our City of Stockbridge website some of the school's information or facts saying, Hey parents, hey people, if you happen to go to school and you see another county tag there, that's how they're tracking them by the way. I'm not just coming up with something. Um if you see a county tag, take a picture and you're supposed to send it to the Board of Education. That's [0:56:16, 0:56:19]: But [0:56:19, 0:56:36]: These are things that we as council members and as citizens can help to get the word out. So we can stop some of these things because it affects us as well. And so d just the partner alone saying we support you and we're gonna do what we can to help. Okay, I'm okay with that. [0:56:36, 0:56:44]: Yeah. I I I agree. I think that's a good program uh I mean to to put out there a resolution that would do support the schools because uh [0:56:45, 0:56:55]: You know, w we just had a uh the uh principal over at uh Stockbridge Elementary School, Miss Fuller, to retire well not retire, but she moved on to um [0:56:56, 0:57:01]: to to other areas and so to have the newness over there at even at the school across from us. [0:57:01, 0:57:06]: Uh I had started over at the uh Stockbridge Elementary School, the uh doing the uh reading programs. [0:57:07, 0:57:10]: Um I supply a video gaming bus for the top readers. [0:57:10, 0:57:15]: And so to let these schools, surrounding schools know that we're gonna be there supporting them and [0:57:16, 0:57:36]: uh council members are availing themselves to visit the schools when asked, is a it's probably a good feeling for those schools to know that. So I think that this partnership would be uh uh viable in those areas to uh bring uh a collaborative effort to fruition to let them know that we're uh we're there for them for for whatever needs that they have. [0:57:36, 0:57:48]: have um that we can partake in that uh that that most of the needs within uh uh or for these schools aren't is not financial, it's just support of those uh programs that they have already in place. [0:57:49, 0:57:51]: Mr Harris. [0:57:51, 0:58:11]: Yeah, well I'll just kind of piggyback on what Councilman Gann said. She's right. I mean a lot of the th this really just kinda formalizes a lot of the activities that are already currently going on by council members and staff members. Yeah, I looked at under the handout, it it lists a couple of things, how can businesses and organizations help? And they list eight points. And six of those I know we are [0:58:11, 0:58:31]: already currently involved in, whether it's you know providing support for school activities, supporting school activities, certificates and awards for academic achievement. We've been honoring the Gate scholars for a number of years, um making presentations, uh reading in the classrooms, judging concepts in the classrooms, so all those things we're already currently doing. So [0:58:31, 0:58:35]: So I think this really would kind of formalize our position and our support [0:58:35, 0:58:43]: of the uh of the programme and school system overall. Great. Councilwoman Gantt. Good done? I've got Bo Robinson. Yes. That's okay. [0:58:43, 0:59:00]: Um, yes, I'm like with Michael, I thought we were already doing this, so that's good. Um, you know,'cause Stockbridge has been um you know, at Stockbridge High School. I know a lot of things that I've done there. Um so yeah, formalizing it is is excellent job to bring this forth tonight. So that way [0:59:00, 0:59:06]: it will show that Stockbridge is really serious and we're out here for our students and um our community. [0:59:06, 0:59:20]: So thank you. Councilman. Yeah. Excellent. Let's do it. Okay. So otherwise what we need to ask for a resolution. So you can draft that and that can be on the next agenda for our next meeting for that, okay? So we're good any discussion? All right. Good deal. [0:59:20, 0:59:22]: Uh next item. [0:59:22, 0:59:34]: Uh deals with uh council consideration use of Merrill Manor's Copper Center for a holiday job fair and October sixth is a scheduled time frame. Councilman Alexander, please. [0:59:35, 0:59:55]: Thank you, Mayor Pro Tem. Um I'd like to ask Council for permission to use Merle Manders Conference Center uh for our third job fair this year. Uh we've had two successful job fairs. We had Career Expo uh in March and we had uh the youth job fair uh in June. They were [0:59:55, 1:00:15]: We're very successful. Uh in the original job fair we saw over five hundred applicants come through and we had fifteen employers there. Uh in the youth summer job fair we saw over three hundred and forty-five uh young people come through to prepare themselves for the summertime and eliminate the idle mine. [1:00:15, 1:00:16]: An idle time. [1:00:17, 1:00:37]: Uh this will be the third and uh final job fair for this year, but uh our partner Goodwill has been doing such a phenomenal job. I want to uh point out that they're doing a great job. And we always know that uh seasonally that companies start to hire and we're setting up a job fair here at Murr Manor. [1:00:37, 1:00:57]: On October sixth, so that um our we can uh staff up our businesses and we can offer our citizens jobs. I would like to say that uh I can proudly say as a member of this team that our unemployment rate uh dipped as low as six point two percent from seven point five percent in [1:00:57, 1:01:03]: then in eight in previous years it is falling. So the economy is improving in our city. [1:01:03, 1:01:23]: And uh we anticipate it to fall even further. Uh historically the um unemployment rate has ran pretty high here, but that number has been uh shrinking and down to six point two in the latest numbers released the last two days. So I asked the council to approve a Merrill Mandis Conference Center for the holiday uh goodwill stockbridge [1:01:23, 1:01:26]: [3687.9, 3694.4]: No. Uh maybe I might have missed it, uh Councilman Alexander. I'm assuming this is with Goodwill also? Yes, I'm Goodwill, okay. [1:01:35, 1:01:36]: No other questions on it? [1:01:36, 1:01:37]: Okay. [1:01:37, 1:01:40]: What what's the date on that? [1:01:40, 1:01:44]: Yes sir. [1:01:45, 1:01:56]: gonna be required for those the only funding that'll be required is what we've done the previous two times which will be uh meal money. I think we did the two fifty or two three fifty. Three fifty? [1:01:57, 1:02:05]: three hundred for uh meal for the employers. That'll be the only thing that we provide. And they have lunch uh lunch break and they eat during that time. That's it. [1:02:06, 1:02:09]: What did it talk? [1:02:09, 1:02:16]: Uh the times will be starting at ten AM uh to two PM. Ten A. M. to two PM. [1:02:17, 1:02:21]: And they always uh at least ten to fift at least fifteen employers. [1:02:24, 1:02:26]: Okay, any other questions for the Council? [1:02:27, 1:02:27]: From the council. [1:02:28, 1:02:31]: I do not need a motion to accept this uh [1:02:32, 1:02:49]: I'd like to make a motion to approve the usage of Merrmanners Conference Center October sixth for Goodwill Stockbridge Holiday Job Fair with uh three hundred dollars allocated for food for staff and uh the vendors or staff that's on site. [1:02:49, 1:02:53]: Is there a second? There's a second here. Any further discussion? [1:02:53, 1:03:01]: That that money will be allocated out of the miscellaneous funds, correct? Council miscellaneous funds? Yes, that's what we do. Okay. All right. [1:03:02, 1:03:06]: Okay, any further any further discussion? All in favor, please indicate. [1:03:06, 1:03:08]: Okay, okay. [1:03:09, 1:03:09]: [3790.6, 3798.7]: Uh item number eight, uh council consideration, city of Stockbridge established a youth council presented by Councilwoman Robinson, please. [1:03:19, 1:03:21]: Yes. Thank you, Mayor Pro Team. [1:03:22, 1:03:22]: Um [1:03:22, 1:03:42]: We have been having discussions amongst the council. Um we had started started earlier this year, um but got a little delayed so we started back up trying to do our youth council. Um and as all of us that's been true and di real close to us wanting to establish this. Um so [1:03:42, 1:04:02]: what uh we have come up with we're wanting to do a s um city of stockbridge youth council that consists of our city um residents and doing so we decided that we would do ninth grade, tenth, eleventh, and twelfth graders um to be a part of our youth council and they had to be city residents. We would also reach out [1:04:02, 1:04:22]: out to the schools, the counselors, and also the administrators, the principals, so that way they can support and get the word out, so that way we can impact our youth in the community. As doing so, I had reached out or DeVito reached out to our superintendent, Mr. Rodney Bowler and [1:04:22, 1:04:42]: And he explained um that you have to we have to be real careful, you know, on different things if we're taking the scholars out of school um and giving us the directions on what we needed to do. So he had um referred me to several different people and I spoke with these different um people who are very active in Henry County. Um [1:04:42, 1:04:47]: It led me to um the youth leadership um [1:04:48, 1:05:08]: the youth um youth leadership of Henry County. And with youth leadership of Henry County, they actually train the youth um o um different things, what's going on in the county. They train them, their parents, they pay for the training and y they have a waiting list. So with doing so I [1:05:08, 1:05:28]: I I inquired to say after the students are finished with their um training, what do you do? And they said nothing, that's it, that's their graduation. So I basically said this would be a perfect idea knowing that council, um, Stockbridge, McDonough, Locust Grove, and Hampton, we go to GMA, we get trained [1:05:27, 1:05:43]: And I said it would be an awesome idea that we can collaborate together as Henry the cities in Henry County to do an added piece. Of course, Stockbridge, we would do our youth council, um, as we as council fit, how we do our um [1:05:44, 1:06:04]: um bylaws and then the other cities would do their separate bylaws but in in the in the end we'll come together as one under the umbrella of GMA because GMA in October, um October the sixth and seventh, they're starting up a youth council, but it's gonna be a cost. So I s [1:06:04, 1:06:24]: said that instead of Stockbridge being um having to endear the costs, then why not use what we have right here in our county? Um again the youth leadership, Henry, they train them. We could use these scholars as ambassadors for the city because they're already trained. They're sophomores and we were looking at um having [1:06:24, 1:06:44]: our president um or treasurer being in l the left eleventh grade or twelfth grade, giving them the opportunity to serve their cities and with doing so um I reached out um when I reached out to the chamber and um the superintendent they referred me to Don Dunlap who is a part of the uh [1:06:43, 1:07:03]: um of doing a lot with the youth in Henry County. So we met with him and in meeting with him, he's basically gonna be the person to actually tell us what students came out of those programs. And those students that come out of the program then they'll r um he'll give us the names and that when counsel [1:07:03, 1:07:23]: So we would decide on what students we would like to use to be our ambassadors for the city. Keep in mind we would still have our scholars within our city limits from these different schools, which is Union Grove, Dutchtown, Eagles Landing, and Stockbridge High. Those are the four schools that scholars. [1:07:23, 1:07:43]: Live in our city limits. And with doing that, since we've always considered Woodland students that you know I thought were in our city limits, they're not, that I reached out to Hampton, Locust Grove, Council members from there, and McDonough, who is already doing this, and asking them would they like to [1:07:43, 1:08:03]: collaborate because all of these students are so are attending school together or they're doing sports together, they're in a community together, and then that way once we do this collaboration, it will show Henry County coming together doing something different with our youth, uniting so that way we can provide um [1:08:03, 1:08:09]: different things for our um youth because when we had the um [1:08:09, 1:08:29]: different forms on, you know, Black Lives Matter, symposiums, um, Blue Lives Matter, All Lives Matter. We were pulling our public safety so many different ways. We were having different forms and I stated that if we can just collaborate together and we can come together as the cities [1:08:29, 1:08:47]: um here in Henry County we can we can actually work together and put things in place so that way when we do go before um GMA we and um national we can be recognized uh with National Leagues of Cities as one body in Henry County. [1:08:48, 1:09:08]: Right now McDonough, Camellia Vaughn, she's doing a excellent job. She was representing um McDonough, which they also acknowledged her as really being at Henry County. So I say stated she was having a hard time so she had a smaller amount of students. So I said, So why reinvent the wheel? Just use this part to actually enhance [1:09:08, 1:09:28]: what is out there when we work together. So like when Stockbridge goes to Mayor's Day, then that way we can have an ambassador that will show up for Stockbridge based on our bylaws. We can have representation, then Hampton can have representation. So in speaking with them they're all excited. They're wanting to actually um [1:09:28, 1:09:48]: once we if we agree on doing this they want to receive our bylaws and see how we did it because they want to bring it forth in their cities so that way we can um do it all together. They have also asked me if I would speak at our municipal dinner um to let their city managers and mayor and everyone that's a part [1:09:48, 1:10:08]: um key players in the city to make this announcement. So I took the um next step to um ask Mayor Pro Tem, you know, if it's okay, you know, that I can do that to represent, you know, as a representative from Stockbridge to make that announcement. And, you know, so I wanted to be in order with that and he said that would be fine. So I just [1:10:08, 1:10:28]: Wanted to bring that to just show we want to go um have the youth council here in Stockbridge based on our bylaws, but we also want to take it a step further to show the collaboration between our sister cities because when taxpayers they send us to these trainings, their expectation is for us to come back and bring [1:10:28, 1:10:48]: things for our community and for me this is a good opportunity for us to do that to show what we're doing and how we're gonna collaborate together so that way we can do things for our youth. And hopefully with the council you'll um take this in consideration and we can move forward because we have a lot in place [1:10:48, 1:11:08]: Um I'm open to all suggestions and ideas. Um try to email everybody, keep everybody abreast of what's going on. But of course um it's a decision of the council. So hopefully, you know, tonight we can move forward and we can put things in place as our other cities are, you know, anticipating um what we decide. [1:11:07, 1:11:08]: [4268.6, 4271.1]: Okay, thanks. [1:11:11, 1:11:11]: Um [1:11:12, 1:11:14]: Uh can you Councilman Robinson [1:11:14, 1:11:20]: Um kind of tell me what the youth council will be doing here, what would be their [1:11:21, 1:11:21]: Their [1:11:21, 1:11:41]: goals and their purpose and the objective of the youth council, what actually will they be doing here? Okay. Actually if they're a part of Youth Leadership Henry, and I'm not sure if some are aware of Youth Leadership Henry, but they train them with government. What we're trying to do with with our students is getting them involved in their [1:11:41, 1:12:01]: community. So the goal is for them to be involved. We're wanting them to have a voice. We're doing a lot of talk speaking as as adults, but we're not allowing the youth to have their voice. And this is an opportunity to invite them in asking them what their goals are, what would they like to see in their [1:12:01, 1:12:21]: their city and with doing so going to the training um again I I'm not sure if I mentioned but GMA is having a workshop on October the sixth and seventh so this is something new for us as well but we're just wanting to make sure our kids have a voice in doing so um speaking with Davida and and Madame Clerk [1:12:21, 1:12:41]: The good idea is knowing that Davida is executive to council, um, you know, they both agree that it would be good for her to go um along with council. Of course, it would be based on council initiative funds to do that um for its hotel, but we'll go down um to Macon, receive the training, just as we do with GM. [1:12:41, 1:13:01]: May bring the information back so that way we'll be better to equip the youth in the community. But I do want to say um when the youth do come out, we want to have let them have a voice. We already have events in this city. We want to be able to say to them, What would you like to see? So if we have something at food truck, maybe we can say, Okay. [1:13:01, 1:13:21]: Okay, these two weeks or this these two months uh belong to you. How would you like to do it? Um these um students they will come in just like with us, they'll have a president, a treasurer um showing them um how to do government. So they'll have a monthly meeting um as counsel, we'll be able to attend. [1:13:21, 1:13:41]: Mayor Pro Tem we'll let them lead those meetings, decide on different things that they want to take back to their peers because they'll be speaking with their peers in their schools. As I mentioned, want to get the principals and the um counselors involved. I've already been contacted by the PTO, the PTO one. [1:13:41, 1:14:01]: We have a lot of parents who are business minded, work for corporations that are saying that this is a great idea and they're wanting to help help. So once we get out there, the vision is to allow these students to have a voice in their community and not only serve in the capacity in high school, but once they go [1:14:01, 1:14:21]: Off to college or even just saying when it's time to vote, they'll be knowledgeable of the voting process. We'll be able to teach them all of that here in our city. We have everything that's going on. It's our opportunity to allow them to have the platform and also teaching them the right way to [1:14:21, 1:14:24]: be to govern when they are in their respective cities. [1:14:25, 1:14:28]: Uh question. Um, if I understand right [1:14:28, 1:14:29]: The class [1:14:30, 1:14:33]: That's going to be making on October sixth and seventh. You plan to go to that class? [1:14:34, 1:14:40]: It seems though that uh you're gonna take the Vita uh with you at this time, I I assume flight. Are there any [1:14:41, 1:14:44]: Kids, high school kids that you're talking about taking at the same time? [1:14:45, 1:15:05]: We were wanting we were speaking the day in the meeting. Um we were gonna um as mentioned to Mr Dunlap, we were wanting him to get with Davita to tell him what students have already graduated from um the Youth Leadership Henry program. Um and if we can those students or one or two if we can, those they will be the president [1:15:04, 1:15:11]: um to start out in vice president. But I also want to keep in mind want you to um to to state this. [1:15:12, 1:15:13]: Next year [1:15:13, 1:15:16]: we would allow the students [1:15:16, 1:15:36]: to vote because we're trying to teach them government so for the voting process how it works, but to start out knowing that we're on a short time frame, this is the route that I think that is best and again since I have an you know funding in my council initiative, I would like to use that so that way we can have [1:15:36, 1:15:43]: Okay. [1:15:43, 1:16:02]: I I'm only asking so I just want to make sure we're right on this. Council initiative money, can we actually fund a student to travel and and stay overnight? And then what other type of things would we have to do for liability purposes of statements, agreements from parents, things of that nature? Well how else would this involve uh on the legal aspect? [1:16:03, 1:16:03]: Typically. [1:16:04, 1:16:09]: Typically when you you have youth involved, whether it's for a recreation department or whatever, you always get [1:16:10, 1:16:11]: Parental waivers. [1:16:11, 1:16:15]: Um and I don't know if the parents would be travelling with [1:16:15, 1:16:18]: the the kids. So there are things like that that take into account [1:16:19, 1:16:20]: Um but you [1:16:20, 1:16:25]: Can for a program like this use um city funds for [1:16:25, 1:16:28]: Okay. Okay. [1:16:28, 1:16:38]: All right. And also want to add so that way because once we do the bylaws and everything,'cause I hadn't made mention of this, once we um [1:16:39, 1:16:43]: the students become the president and they go through the um [1:16:43, 1:16:56]: the entire process, then that way they'll be able to ride in the city vehicles because they'll be already went through the process just like what we did. Is that what you stated, Madam Clerk? Or no? [1:16:57, 1:17:01]: 'Cause I w'cause I was speaking of trav the travel, how would we take that? [1:17:01, 1:17:06]: Well that that's something that we need to clarify. I just make sure we're right. We'll have to look at that. [1:17:07, 1:17:08]: Mm. [1:17:08, 1:17:10]: I was just saying we'll have to look at that. Um [1:17:11, 1:17:11]: When [1:17:12, 1:17:13]: The uh material we saw [1:17:14, 1:17:16]: originally uh I wasn't contemplating that [1:17:16, 1:17:19]: We would be handling travel, things like that. So we'll have to look at that. [1:17:20, 1:17:21]: Make sure everything's fine. [1:17:21, 1:17:28]: All right. All right. I'm sorry, Madam Clerk, you need to some say something, ma'am? Okay. Yes yes sir, go right here. Councilman Blount. [1:17:29, 1:17:34]: Um, my understanding is that this uh whole process was going through [1:17:34, 1:17:36]: The Community Relations Committee [1:17:37, 1:17:45]: Because as in in previous times when we've said community relations committee that I'm the chairman of [1:17:45, 1:17:49]: I've found that I've gotten less information but yet being [1:17:49, 1:17:50]: Um [1:17:51, 1:18:11]: being looked at because some tasks in the past have not been uh come to fruition and it was laid on the community relations committee. Um I believe that before we move forward any of this because it is short timing and I believe that what is the big rush, uh I believe that we should sit down in a community [1:18:11, 1:18:13]: Relations Committee meeting [1:18:13, 1:18:33]: and discuss all of the all all of the different components to this because I'm hearing even more components to this uh to to uh starting a youth council. Um at this point I believe that a meeting it for the it at the community relations co uh committee is is in order in order that all the information is truly understood by the community relations [1:18:33, 1:18:53]: committee before we start to move and act on any of these uh components and move them forward whether we're spending money moving kids or whatever we're doing because when we talk about six and the October sixth and seventh, uh those are s those are school days. Is there any inner government agreement we need with the uh school boards? I don't know. [1:18:53, 1:19:13]: And so w I think we need to sit down and and it's open to the public and we discuss how to move forward rather than put this thing in a box and say, Hey, let's go and the ti and and w th that's not a big rush for me and I don't know what the rush is for this council right now on this because I think that we need to sit down and have a meeting about [1:19:13, 1:19:15]: All of the components that are involved right now. [1:19:16, 1:19:21]: Okay. Yeah, go right here for I wanna just uh elaborate on [1:19:22, 1:19:23]: Council Blount. [1:19:23, 1:19:43]: Um with all due respect, Councilman Blount, um when we first did our retreat, um we basically stated that we have deadlines and goals that we were trying to do. Um we started this out earlier in the year. The goal was to complete this in April. We're now [1:19:43, 1:20:03]: going into September. Um and I understand people have different things um you know what they're doing, you know, outside and I just feel that, you know, we've delayed this process long enough. Um and even in our recent training um retreat it's basically if we're a part of our team [1:20:03, 1:20:11]: Um it's not a one person just taking all of the credit. It's mainly passing the baton but at the same time [1:20:12, 1:20:32]: it i it consists of all of us. So that's why the communication was there um provided for everyone in the email. Um some conversations was one on one um as well so the transparency has been there but at this point we keep saying what [1:20:32, 1:20:52]: What's the rush? We're waiting. Um, to me our kids are the rush. And we've been having a lot of forums and I just feel that we need I mean, if anybody on the team is just willing to do the footwork, the legwork without just saying, Okay, I did or whatever, it's it's for us. [1:20:52, 1:21:10]: and I just feel that whatever you know has been garnered so far that w if if if is is the case of the council that we want to have a meeting, I just don't want it to be I'm busy, I don't have time. I think this is the discussion that we need to have right now. Because again [1:21:10, 1:21:30]: the d the deadline was in April and we came as a consensus of the group but at the same time it didn't happen. So I'm still a part of that committee and I tried to communicate to everyone but all I'm saying is I just don't want to continue to wait and have our youth waiting when we have the opportunity [1:21:30, 1:21:40]: opportunity to move forward. I mean we're saying um even we're I think the question came up and you stated um [1:21:42, 1:22:02]: about taking the kids out of school. I have that for you. All we have to do through the sip superintendent is g they have a re uh educational filter request. All we have to do is make sure that we have that documentation and we present it. Um and then that way it will cover so it shows that the student [1:22:02, 1:22:22]: We're on an educational field trip. Again, what I was stating was with choosing just for the president, it will eliminate us having to spend extra dollars when these students are a part of our county and they're already being trained. They're coming to us already trained. [1:22:21, 1:22:31]: And I just think the opportunity is now. Um and it and like I said, if anyone wants to add to it, but I just don't want to wait. [1:22:32, 1:22:52]: I just don't want to continue to wait because we went from April now September. Then we say wait, we're gonna miss this opportunity for us to get the actual training for leadership on the youth, youth leadership training that we can get through GMA and not only that being recognized as a city and [1:22:52, 1:23:12]: at GMA just like Mayor's Day as I stated when we go at one of our students who's already trained can bring back information to the students that are not able to go that who we're not able to take to Mayor's Day, but they can come and leave the charge. I just don't want it and and I I guess just [1:23:11, 1:23:31]: to end this, I want it to be about the youth. I want the youth to be able to have a voice. I personally don't want us standing up talking over them. When they can they're trained and they can talk to each other. All we're doing is standing aside, allowing them to have a voice. [1:23:33, 1:23:34]: Yes, sir. Go right ahead, please. [1:23:34, 1:23:45]: Uh as co sponsor of it as at the youth council as well. Miss me and Miss Robertson had uh conversations on this and we definitely the whole council [1:23:45, 1:23:47]: wants to move the youth initiative forward. [1:23:48, 1:24:07]: But in in this instance I kinda I have to agree with Mr. Blount and that we got an email last week with this information on it. And honestly I didn't get to review it until because we were in class eight hours uh in the retreat on Thursday and Friday. I just reviewed it. [1:24:08, 1:24:16]: uh over the weekend myself and I think that we should have an additional meeting to to iron out some of the details that we're looking at. [1:24:17, 1:24:35]: I have some concerns about uh uh the pro the the current setup that is recommended because I understand two things. Uh every time that we attempt to partner with Henry County, short Stockbridge gets the short end of the stick. [1:24:36, 1:24:46]: Our students, our schools are underfunded in this area, w uh in all in in in every capacity of ma everything that happened goes south of here. [1:24:47, 1:25:03]: uh the school, the Academy of Arts and Sciences is in McDonough. Uh every time that we attempt to um we need funding, uh the rehabilitations of the building, it always goes south of here. It is always we get the short end of the stick. [1:25:04, 1:25:24]: Tonight in my discussion we will talk about how the city of Stockbridge is being a donor city for uh marketing in Henry County. Our our tax dollars, our hotel motel funding is being used to advertise the Atlanta Motor Speedway, uh the the Lion, the Tiger and the Bear at Noah's [1:25:24, 1:25:38]: part we're we we uh well yet you can't identify any type of stock bridge specific anything if you go on the internet, print or anything. You cannot identify that. And then the same thing is my concern here. [1:25:39, 1:25:52]: I understand two things. There's a tremendous night and day difference between North Henry County and South Henry County. The students in this area of the county are more urbanized. [1:25:53, 1:26:00]: This area has different challenges uh than you would have in Ola or in Hampton. [1:26:00, 1:26:20]: A one size fits all program that tries to mesh all that together is gonna do a disservice not just to the our students but everybody else. We need this to be about Stockbridge. When I first envisioned this program, I wanted it to be about Stockbridge. I know Mr. [1:26:20, 1:26:40]: Robinson, I trust her, I love her, I'll say that because I know her heart is in the right place, I do. But me and her disagree on this because I know that uh when I'm looking at the budget and I'm looking at how the money is being spent in Henry County, look at our schools and then go and look at the Academy of Arts and Sciences in McGuffin. [1:26:40, 1:26:52]: There's nothing that we can do there. When those decisions are being made, they're not being made in our best interest. This program needs to be stock bridge specific and we need to have control over that. [1:26:53, 1:27:08]: I will further say that I disagree in terms of the overall management. I respect the the contributions that Mr Dunlap has made to the Henry County School System, but Mr. Dunwell was the leading official at Patrick Henry. [1:27:09, 1:27:12]: And the graduation rate there was fifty percent or less. [1:27:13, 1:27:16]: The l it was less than fifty percent. [1:27:17, 1:27:20]: That's not exactly what we want to do or we want to aspire to. [1:27:21, 1:27:41]: I trust the principals and the teachers who are dealing with the students every single day. I want them to as select the initial crop or the initial students coming into the program that work with them every single day, that understand them and that understand their challenges. So I'm not in disagreement with my teammates [1:27:41, 1:27:48]: I just want a little bit more time to kinda sit down and put the details together and maybe have a date certain that we have this done. [1:27:49, 1:28:09]: uh by uh by uh maybe the the work session in September. You know, even though we may not be able to meet October sixth and seventh, there'll be another October sixth and seventh. And you know, GMA has a program, there's other programs as well. I think we just have to look at that. And and I just [1:28:09, 1:28:29]: I do. I I just have a concern when we talk about turning over our money and our students to the political situation in Henry County because it is night and day between what we deal with here in North Henry County and South Henry County and every time we get the short end of the stick. I want [1:28:29, 1:28:49]: This program to be about stock bridge, and I want to take a little bit more time to make sure that that is the case. All right. On that note, uh, member counseling, whenever we're speaking, we need to stay on topic, whatever the topic of the discussion is, try to stay on topic as best as possible. Okay. And the other thing is, is that and maybe um since the uh community relationship is a very important thing to do. [1:28:49, 1:29:09]: Relations committee has not had a opportunity to uh the to work through this process, maybe you need to sub the meeting do that, announce a pu it's a public meet meeting actually. Do that and then if it uh it's still possibly uh Councilman Robinson, if it uh doesn't allow the proper time of planning to take some students with you that you yourself along with [1:29:09, 1:29:29]: uh Miss Robinson provided that she's available and and the count the council is agreeable with that, go down to make and and do some initial groundwork some discussion and things of this nature to get things rolling. Uh but sometime I guess that's a good six weeks maybe so maybe in the next month or so you'll be able to have a meeting with the with the uh uh [1:29:29, 1:29:35]: public relations committee and that would be up to Councilman Blount to call that meeting publicly and then have this discussion at that point. [1:29:36, 1:29:37]: Now any other discussion, please. [1:29:38, 1:29:42]: Go right ahead, please. I just wanted to add to clarify some things. Um [1:29:44, 1:29:49]: Henry County will have no no no [1:29:50, 1:29:51]: input. [1:29:51, 1:29:54]: on what Stockbridge does with our youth. [1:29:55, 1:29:55]: Council. [1:29:59, 1:30:19]: The county was being asked because they have resources of information that would assist us because they're already training scholars who are our citizens and will be able to tell us and identify who they are. No funding [1:30:19, 1:30:22]: was going to be spent toward the county. [1:30:24, 1:30:32]: So I just want our citizens to know that this is the true fact of what was going to happen. Nothing [1:30:32, 1:30:36]: was going to be given to Henry County [1:30:36, 1:30:40]: in regards to Stockbridge Youth Council. [1:30:41, 1:30:42]: Thank you. [1:30:43, 1:30:44]: Any further discussion? [1:30:45, 1:30:58]: Okay. Now so on that note then really th y this is discussion, you were looking originally for a some type of confirmation of vote and reference to move forward I was is my assumption here. [1:30:58, 1:31:15]: Okay. Um I'm I'm thinking along the lines that uh the council is uh is agreeable that this is a good thing, but once again it needs to have further discussion at the committee level before we go forward with uh attacking the funds to it or uh how how we want to slice through this process. [1:31:16, 1:31:17]: Okay. [1:31:17, 1:31:17]: Go right here. [1:31:18, 1:31:25]: Do we need um a consensus for us to attend the David and I to attend the youth training using the [1:31:26, 1:31:27]: Um initiative fines. [1:31:28, 1:31:29]: If you use your [1:31:30, 1:31:35]: funds you don't need the consensus of the group. Okay. That that's that's fine with me. [1:31:35, 1:31:37]: All right. And I I'm in agreement with um [1:31:38, 1:31:42]: having that meeting with my colleagues. As long as I can do that. Thank you. Okay. [1:31:43, 1:31:43]: Sure of another [1:31:44, 1:31:46]: questions of concern, we'll move on to the next topic then. [1:31:47, 1:31:47]: Okay. [1:31:47, 1:32:02]: And that is item number uh nine, deals with marketing program funding utilizing hotel motel tax, Henry County Convention and Visits Borough. Councilman Alexander presented by you you will present this and please let's stay on topic. [1:32:03, 1:32:07]: Thank you, Mayor Pro Tem and uh and I will do that. I'll apologize. Um [1:32:08, 1:32:10]: I just wanted to uh [1:32:11, 1:32:14]: understand the public to understand one thing. [1:32:14, 1:32:34]: is that we collect a hotel and motel tax uh uh revenue and that uh tax is dedicated to tourism product which we did take some of uh previously to fund the branding and marketing uh uh portion uh t that we had [1:32:34, 1:32:36]: Yeah. [1:32:37, 1:32:42]: The discussion is really surrounding this, uh the Convention and Visitors Bureau. [1:32:43, 1:33:03]: uh gets a large sum of that money uh that we collect for the hotel and motel tax. I don't know how many of you citizens when you drive up and down the expressway or you go out of town and as you enter back you see the Eat McDonough, stay McDonough signs or that you see [1:33:03, 1:33:16]: see sp uh city specific signage along the highway and along the expressways. Uh when you go on the internet you see each stay McDonough or you might see various cities. [1:33:17, 1:33:21]: I challenge anybody here tonight when you go home [1:33:22, 1:33:32]: to go on the internet or as you travel throughout the United States of America, anywhere through your various travels, to identify [1:33:32, 1:33:45]: anything stock bridge specific that is being that you can identify that the money that we're turning over to the Convention and Visitors Bureau designates. [1:33:46, 1:33:46]: Okay. [1:33:47, 1:33:51]: Um if if you could find something, please let me know. [1:33:51, 1:34:02]: Uh I asked City Manager Harris and he give me he gave me a number that so far this year uh that number is a hundred and sixteen thousand dollars. Is that correct, sir? [1:34:03, 1:34:23]: And you know, we can take a portion of that money uh and do a marketing program here in the city of Stockbridge where we can actually promote our own city events and we could buy our own uh billboards to uh dictate uh stays in Stockbridge. [1:34:23, 1:34:29]: uh meals in Stockbridge and attractions in Stockbridge uh for tourism. [1:34:29, 1:34:44]: you know, when I you know, I venture these very sites that are being used to market, they're being the money goes into one pot. It goes into that one pot uh that is being marketing Henry County. [1:34:44, 1:34:48]: And even when I go on these sites that are marketing Henry County [1:34:48, 1:34:52]: I don't see the representation that Stockbridge represents. [1:34:52, 1:34:56]: We contribute the largest portion of the money [1:34:57, 1:35:00]: Yet when it comes to our representation [1:35:00, 1:35:05]: It's almost invisible. So it's like we are the donor city [1:35:06, 1:35:11]: providing marketing for almost the entire Henry County, but [1:35:11, 1:35:15]: We're not receiving the benefit that we should in return. [1:35:16, 1:35:30]: Uh just last year we uh just a couple of years ago or even last year we went from went up to eight percent which is the rate uh that we're currently at now. So there is some funding that is available to [1:35:30, 1:35:50]: look into moving some of our funding uh to a stock bridge specific marketing program that will benefit the city in general. As you drive uh I I can't miss it. Every time that I come through Morro and I see that sign that says Eat Stay McDonough or you enter the state of Georgia [1:35:50, 1:36:07]: Even at Ringo, they have a McDonald's sign up there. This is serious business. When you talk about uh funding your city, you need to be represented adequately. And right now, if I'm looking and I'm spending$116,000 and the funding just says [1:36:09, 1:36:10]: Henry County. [1:36:11, 1:36:16]: Or it sa it doesn't really say stock bridge, it really doesn't put us in the best light. [1:36:17, 1:36:24]: We have some great attractions here in Stockbridge that I'd like to see featured and I'd like to see our city put first. [1:36:25, 1:36:27]: I like to see Stockbridge the first. [1:36:28, 1:36:47]: And some of these discussions that I've seen uh go and take place, sometimes when you listen into these discussions, it's almost like Stockbridge is not even part of Henry County. And I'm saying to myself, How did it get to be that way? We deserve better than that. And you know what? If you don't ask for it, you will not receive. [1:36:48, 1:37:08]: Even if we decide not to move in a direction to move all of our money from the Convention and Visitors Bureau, we should do some of it. And in the additional agreement it has been recommended by staff that if we decide to stay in the portion that we decide to stay with them, we should have some specific terms in there dictating that our city is representing. [1:37:08, 1:37:21]: in it with the money and the amount of money that we're contributing. And let me say again that we've contributed a hundred and sixteen thousand that we've collected a hundred and sixteen thousand dollars so far this year. [1:37:22, 1:37:30]: But I can't identify one stock rich specific activity or placement that that money's been spent on. [1:37:31, 1:37:51]: One second please. On that note, I I would think it probably beneficial in a sense for maybe a small number of us or whatnot, maybe set an appointment with the chamber, sit down and and talk over this issue face to face, have some dialogue, and then and and then lay out what we think we need to have and see what how we can accommodate this through some conversation. [1:37:51, 1:37:58]: I mean and and to make some movements in that way in that aspect. So I'm looking forward to doing that. We can't take the whole council but [1:37:58, 1:38:00]: one or two of us along I will say [1:38:00, 1:38:02]: With you, sir. Um Mr Harris. [1:38:03, 1:38:04]: Uh uh to do that. [1:38:05, 1:38:13]: And then if we ever and eventually if it comes to re negotiating some type of contract, then obviously we would have to get Mr Williams involved in that aspect as well. [1:38:14, 1:38:30]: Um yes sir, you you're gonna make a just gonna reiterate that point. With there m myself, Mr. Williams, Ms. Harris Bragg, Mr. Hall, we've had conversations in regards to that already about looking at revamping and re exploring the con the the contract is I can't tell you how old it is. It's ruined. [1:38:31, 1:38:51]: But we need to redeem it. It's been needed to be redone. So not just that, an overall strategy as relates to marketing. I think that's the the the overarching um next book you need to look at. I think from a on a short term basis certainly address the contractual obligations on both sides. [1:38:51, 1:39:11]: sides and then on a long term stand uh standpoint, what do we need how what are we looking at from a strategic standpoint on marketing for the city overall? Okay. Uh councilwoman Ga go ahead please. Well a couple of things. I did want to mention that I did see the tourism once on the billboard for the food truck two seas. I think uh you had mentioned it Mr Alexander [1:39:11, 1:39:31]: and we knew that it came from the chamber from the tourism there, but that was that was something that I did see. However, I would be more so I know you've spoken to them once already. Um I have some of the same concerns as Mr. Alexander has here. Um and I would, you know, would like [1:39:31, 1:39:35]: for maybe Mr Hall since he's our community [1:39:36, 1:39:36]: Um [1:39:37, 1:39:42]: Uh uh since he's uh i in i yeah. A C S. Um [1:39:43, 1:39:59]: that maybe he could give us some policy some procedures in place if we were to to look at if we were to branch off on our own and do our own marketing piece along with um doing this for I mean going going with them and speaking to [1:40:00, 1:40:00]: Um [1:40:01, 1:40:21]: Going and speaking to the chamber and renegotiating. But I mean there's two different ways of of handling that is what I'm from my understanding and um I thank you for bringing that up because it it is a concern. We definitely deserve especially if we're paying more or we're contributing, we definitely [1:40:21, 1:40:41]: deserve some great marketing here. We have some great buildings here, the Ted Strickland, the Merl Manders, some great events here. And um I I have some concerns with that as well. So I I would appreciate if we can get that out there and and find a solution, whether it's for us to have our own or [1:40:41, 1:40:43]: For us to speak with them. So [1:40:43, 1:40:45]: Mr. Mayor. [1:40:45, 1:40:46]: The [1:40:46, 1:40:53]: The city has three options that it it can explore. The the the first option is renegotiate your arrangement. [1:40:54, 1:40:54]: With [1:40:55, 1:40:56]: The Henry County Chamber. [1:40:57, 1:41:01]: Um and and we had already prepared a revised updated agreement [1:41:02, 1:41:05]: months ago and and as part of those discussions. [1:41:05, 1:41:10]: The the second option is to find another organization [1:41:10, 1:41:11]: Um [1:41:11, 1:41:15]: Well the second and third options involve uh you know, using a different organization. [1:41:16, 1:41:24]: The state law governing the hotel motel tax requires that you expend those monies through what they call a destination marketing organization. [1:41:25, 1:41:26]: The city can't just do it itself. [1:41:27, 1:41:32]: Um so you either find another organization which would be an option to, some other marketing [1:41:33, 1:41:36]: type uh organization, another chamber of commerce, if you will. [1:41:37, 1:41:41]: Um or you create your own destination marketing organization. [1:41:41, 1:41:48]: which would be another exercise of, you know, establishing a board and and governance and things like that. [1:41:48, 1:41:49]: Um [1:41:49, 1:41:53]: But that would give you the greatest ability to control. [1:41:53, 1:42:01]: Um but that those are the options that you need to consider and and we've gone through these exercises before and and [1:42:01, 1:42:09]: at the end of the day the m the main thing y you need to do is make sure you're compliant with the state law. DCA is gonna be [1:42:09, 1:42:15]: you know, stepping up its enforcement and and oversight of how these hotel motel taxes are used. [1:42:16, 1:42:17]: Um [1:42:17, 1:42:20]: But you just need to be mindful of the you know, that requirement. [1:42:22, 1:42:27]: All right. Thank you. Yes sir. [1:42:27, 1:42:28]: listening here of that [1:42:29, 1:42:30]: What's been collected. [1:42:30, 1:42:34]: uh only a portion of that about forty three point seven five percent [1:42:34, 1:42:38]: is goes towards the chamber for the C V B board, not the full amount. So [1:42:39, 1:42:43]: A portion of that goes towards them and the remainder of it stays with us and we have [1:42:43, 1:42:51]: And the same thing there's guidelines and criteria on uh on how those funds can be utilized for uh marketing in your city for tourism events. [1:42:51, 1:42:53]: Product development, things of that nature. [1:42:53, 1:43:13]: I would think that what we probably need to do initially is is at least uh try to set up an appointment, renegotiate the contract, um and uh go from there and and and keep open dialogue of course uh with the rest of the council in reference to the uh what they like to see. But uh if the contract's fifteen years old it needs to be re re looked at and and see whether or not if we can [1:43:13, 1:43:20]: uh work it that way besides uh the other options of organizing or getting a home particular firm [1:43:20, 1:43:23]: Um in that aspect. So that's why that's one of the things I'm I'm thinking about. [1:43:24, 1:43:25]: Obviously the council [1:43:25, 1:43:28]: May have some other concerns as well. Go right ahead, Ms. Robinson. Thank you, Mayor Potian. [1:43:30, 1:43:50]: I spoke with um David Gill um the other day'cause when um Councilman w um ro Councilman Ro um Alexander and I were speaking and we were coming back up from Jekyll Island, I didn't see any billboard. So, you know, I was just wanted to get clarity and basically uh it was stated to me we don't have any hotels um and normally that's what [1:43:50, 1:44:10]: you know, drive people to come in and he just um stated that, you know, we can always come and speak with Laura um to let her know because he said if you come there you'll get a better idea of what they can offer um because she couldn't do that when they presented the um a couple of months ago. So he did say if counsel could come. [1:44:10, 1:44:30]: come down and tell them exactly what we're look what we're wanting um because I do want to see a billboard. I mean we have a lot like um councilman g Councilwoman Gantt said, we have nice parks, we have the Merrill Manders, we have the histor you know, the tra Martin Luther King Senior Trail. We have a lot of things and to [1:44:30, 1:44:41]: To me we if we had a digital billboard that would assist us um with new businesses and everything. So if you all could set that up, I would like to attend um one of those meetings. [1:44:42, 1:44:55]: Mayor from Disco Records. To that point, our our Main Street manager, Miss Kerry Harris Brakes, she does sit on the um C V B board and I can assure you that a lot of those same points have been stressed during those board meetings. [1:44:56, 1:45:16]: of you know wanting to see more of Stockbridge and whether it's you know print media, video media and all and all different mediums. So that has been expressed and you're right. I mean I think we all feel the same way, hence that's why we've had those conversations, but you but you're right. I mean we do have several hotels here so that and that's what what's generating those hotel motel fees. So [1:45:16, 1:45:25]: Um we that is again Ms. Luca I think is the one who kinda heads that up, but we have again we have a representative, Ms. Harris Braggs, on the C V B board. [1:45:25, 1:45:26]: We have expressed our [1:45:26, 1:45:28]: our disappointment at not seeing as much [1:45:29, 1:45:29]: Um [1:45:29, 1:45:33]: promotion of stock bridges we as we would certainly like. So [1:45:33, 1:45:53]: I'm sorry. So with that being said, what is your recommendation? I mean since you guys have already did what, you know, well no, I I'm saying, you know, they're they have regular meetings and it's been this as they come up with new initiatives, we're always constantly pushing for making sure that stockers is represented and I think there's been some concern about not seeing the the the level of representation [1:45:53, 1:45:54]: [6355.1, 6375.1]: With that said, I think the next step is kind of Mike I said, you know, let's sit down and go back through the the contractual um um process and see and let's delineate here's what the expectations are and find out what they can do and and work it that way. But um great point. Just just want to make sure the council and citizens are aware that we have had dialogues with with some of their some of their steps. [1:46:15, 1:46:15]: Yeah. [1:46:16, 1:46:36]: Um on the C B V board. Well I'm thinking if you don't mind uh that uh if along with the the council's involvement, along with the my position and involvement, along with renegotiating a contract, have an eye to eye conversation and looking at what the laying out what we'd like to see and how we can work that out. And that it'll probably be helpful in that aspect, but but we have to have that discussion. And I think [1:46:36, 1:46:48]: uh at least uh a couple of council members who go along and be part of this process will probably work, I would I would think. We can't have the whole whole council there because that requires a quorum, it requires a public meeting. But anyway, go right ahead sir. [1:46:48, 1:46:49]: Yes, um [1:46:50, 1:47:08]: Just shortly. Uh I did uh neglect to m uh mention the Choose ATL literature that um uh that was printed out for the council. Uh this is a marketing tool uh that could be available to us as well. And this is part of [1:47:08, 1:47:11]: Real quickly, the um [1:47:11, 1:47:20]: The dynamics in Henry County. Uh you know, there's a large portion of Henry County that does not want to be associated with the city of Atlanta. [1:47:20, 1:47:25]: But any marketing agent in the world will tell you they find Atlanta first. [1:47:25, 1:47:27]: And then they find you. [1:47:27, 1:47:44]: And Choose ATL is w is one of the newest and latest um organizations that are using to market the entire metro uh Atlanta area and to understand that everybody out there is chasing the millennial dollar [1:47:44, 1:47:46]: Look at what they offer [1:47:46, 1:47:47]: Um [1:47:47, 1:47:48]: What the [1:47:49, 1:47:50]: Top [1:47:50, 1:47:53]: Top Mal if you look at page three. [1:47:54, 1:48:01]: It's exposure. Top millennial talent across a hundred ten markets via digital platforms. [1:48:02, 1:48:05]: sixty eight million paid media impressions. [1:48:06, 1:48:09]: Two hundred and twenty three thousand students at top colleges, universities. [1:48:10, 1:48:11]: High employable talent. [1:48:11, 1:48:15]: More than twelve thousand K followers on ATL social media. [1:48:15, 1:48:19]: This organization is well connected with the Atlanta Regional Commission. [1:48:20, 1:48:40]: They're rail connected with Aerotropolis Atlanta that is connected uh that is working on promoting the entire South South Metro Atlanta area and this organization places us in a position where we'll be seen night nationwide and worldwide uh with uh the two proposals that they've made. The two proposals [1:48:40, 1:48:41]: [6521.5, 6523.2]: Uh there is one option [1:48:43, 1:48:47]: with um branded city page including a video [1:48:47, 1:48:49]: And then the other city page [1:48:49, 1:49:09]: with images and telling your story and a video link uh being used and choose ATL is their slogan marketing the region and attacking uh talent and training for um the individual and prom promoting the city of stock ridge specific advertising on that site because now when you go to their site [1:49:09, 1:49:09]: Right. [1:49:10, 1:49:18]: Or the ARC site you can actually plug in different things that you're looking for in different for in a place to live. [1:49:19, 1:49:39]: Uh uh when when we did when I did that last year I did it about twenty times and every time Alpharetta and Roswell came up. I called com I called uh ARC uh executive director, Mr. Hooker, they took the system down'cause I said, you know what, that's not right that every time a North Metro city comes up. So [1:49:39, 1:49:58]: So they re they re kicked it and then they put it back up now and as a part of that we can be featured that every time when someone choose looks into Atlanta or ARC, one of those places they would see Stockbridge as one of the featured cities offering a video and um linkage to our city website. [1:49:58, 1:50:05]: Okay, great. Great. Any other comments? [1:50:06, 1:50:13]: I guess I I'm looking for billboards. So, I mean, is that not something they do they not offer, or is this just advertisement? [1:50:14, 1:50:34]: Oh oh what they offer all of the above. I mean they offer, you know, you know, just like when you g but but the the most effective things they do is like, you know, when you go on any ev site you see these Google ads. So no matter what page you're on, you would see a stock bridge ad, but yes they do have billboards, they have specific events. [1:50:34, 1:50:49]: events and then they they would actually promote your city event as well. So there's different components to it. And before we would sign up for the program we would have them come in and do a full presentation to us. But it's just something for us to consider at this point. [1:50:49, 1:51:04]: That's a good that's a good idea in that aspect to consider it, maybe have'em come down. There's a couple of different options here and and st I'm still thinking that looking at a contract and renegotiate that would be helpful. It doesn't doesn't mean we can't do uh a couple of different things here to promote the city itself. [1:51:04, 1:51:07]: and whatnot. But anyway, any other comments from this end? [1:51:07, 1:51:10]: Okay, gentlemen, over here? Any other comments? [1:51:11, 1:51:13]: Okay. Um [1:51:14, 1:51:15]: Alrighty, so [1:51:15, 1:51:35]: Uh it's nothing that we're in a sense going to vote on, but the direction that we need to uh go in at least to look at the contract, look at two ATL. I believe you take the Alexander you'll take the lead on getting the folks programmed to come down and give a briefing on this? Yes. Okay. All right. And then we'll look at uh also a meeting with the uh folks in the chamber with a couple of members from council. [1:51:35, 1:51:38]: [6698.4, 6699.4]: And whatnot, okay? [1:51:39, 1:51:59]: All right, good deal. On that uh on that note we'll go to item number ten. We added this on, deals with uh the actual uh proposed bed and breakfast establishment and the rezoning issue that uh we have to deal with. Mr Harris, please. Yes, thank you, Mayor Pro Tem, Council members. Um provided a just a a brief map of a proposed location. [1:51:59, 1:52:19]: Something we're excited about. We have um someone who's been working on this for a little while, um location off of Old Conyers Road to bring in a bed and breakfast. I think it'd be a great addition to the to the city. Um there are a couple of of of zoning matters that would need to take place first and you all be this will be coming back to the council for consideration. [1:52:19, 1:52:21]: Um [1:52:21, 1:52:41]: There's three parcels involved. Some of the parcels would need to actually be reverted back to R A and some of them would need to be rezoned, zoning change to C three to allow for this type of use. And there's also maybe some variances. But again, I think it's all very very doable, something we're excited about. The location is kind of in that um public [1:52:41, 1:52:51]: um um area. So it's it's an existing home right now, existing structure right now. They want to take it convert it into a bed and breakfast and I think it just [1:52:51, 1:52:55]: speaks to the fact that, you know, someone saw, you know, the [1:52:56, 1:53:11]: all the offerings here in the city of Stockbridge and thought this would be a good a good venue for it. So again, something we're excited about and and just wanted to bring it to your attention because it will be coming back to the council for consideration on on on some of those zoning matters, rezoning, reversion and and the variance. [1:53:12, 1:53:16]: But didn't know if you have any any general questions that I may be able to have to Councilman Blount, go ahead, sir. [1:53:17, 1:53:21]: I'm excited about bread and breakfast is coming here because uh it it [1:53:21, 1:53:25]: I I when I see those in different communities it it definitely uh [1:53:25, 1:53:28]: has a good side to him. But how does that how does that work? [1:53:28, 1:53:32]: when you have the existing home already in a community like that. [1:53:32, 1:53:33]: Uh when it [1:53:34, 1:53:51]: Well in this case, um the the the loc the parcel that the the structure is on will be will be segregated, it'll be its own so it'll be zoned separately from everything else. So that parcel will need to be zoned in order to be able to meet to be able to do this. So it's a it's a commercial zoning. [1:53:51, 1:53:58]: Y yeah, that's but see that's my question because when you when you start to do the bed and breakfast are in the communities like that [1:53:59, 1:54:01]: then we would have to approve a separate zoning [1:54:02, 1:54:07]: For that. Yes, sir. Because now you gotta deal with not only the the the [1:54:07, 1:54:27]: infrastructure of that site, but the parking and all that now has to be well and that's it's a great point. You know, so part of the rezoning would be making sure you know they'd have to meet all the requirements as it relates to parking, setbacks, all the development standards, but any other things that are conditioned to that particular rezoning, you know, part of that could be specific [1:54:27, 1:54:29]: specifically for this particular type of use. [1:54:30, 1:54:50]: Um but anything else we'll be able to look at all those components to see, you know, what what is it we want to see buffers that may be required in this particular case, all those would be a part of. We can discuss that during the the rezoning case. If there's other concerns that are that are that are prevalent for the council to consider. But the good thing is because it has to go through rezoning [1:54:50, 1:55:06]: you in essence get a get a you get a get you get a you get a swing at the apple, a bite at the apple, if you will, to make sure those things are implemented and and put into place as as a condition of zoning. And once that happens it runs in perpetuity with the land. So it can be specific, the conditions that are implied can be specific for that particular use. [1:55:08, 1:55:09]: Any other questions? [1:55:10, 1:55:12]: Yeah. [1:55:12, 1:55:19]: Yes. A couple of things real quick. How large is the property that it's gonna be uh on? [1:55:20, 1:55:21]: And um [1:55:21, 1:55:30]: What is uh how many room so how many rooms are they talking about having at this particular uh development? So I mean [1:55:32, 1:55:39]: The property in question is approximately three and a half or three point three or three point six, three point seven acres. [1:55:40, 1:55:48]: And I don't believe all of the site plan information has been um [1:55:55, 1:56:00]: Yeah, I can certainly get that information to the council prior to, but there are some [1:56:00, 1:56:02]: Um maximum. [1:56:10, 1:56:21]: I'd have to kinda dig back through the the the report a little bit more, but I can certainly have that information for for the council and make sure you have that information. The number of rooms and things of that nature. Because there's some talk about them also including a like a banquet hall. [1:56:22, 1:56:25]: um within the space as well, once they renovate the house, so [1:56:25, 1:56:45]: Um again it's a fairly large area, but they would still be subject to the conditions as stated. Um the thought would be they could use part of the for some um recreational activities, including weddings as well. Um but I think overall they're looking at within the whole space, once everything's done about eight thousand um square feet. [1:56:46, 1:56:51]: with some small conference room and a small wedding chapel. So those are things that the council may want to consider as well. [1:56:53, 1:56:55]: Council Woman. [1:56:56, 1:57:04]: That wouldn't put that wouldn't put mur Mermanders in as for its competition? That's a good point. You know, there's some things that you know, if it there it [1:57:05, 1:57:16]: I think it's bed and breakfast but also with the ability to be able to to use it as a as a wedding facility as well. We have a couple of them around here certainly already, but that may be something for the council to consider. [1:57:16, 1:57:20]: in their application. Um if there's any restrictions that we think would be appropriate [1:57:20, 1:57:22]: that we can do from a legal standpoint. [1:57:23, 1:57:24]: as a consideration. [1:57:26, 1:57:36]: On that note I w on that note I would think is a business. I mean it's competitiveness. I mean really I I don't think we should deny them on that that aspect. But anyway, go right here, sir. [1:57:36, 1:57:56]: I I would say w the the when we're talking about versus Merromanders, we're talking about I mean, it's not gonna p compete with the ballroom in Meromander. It might compete with like um some meeting space uh to offer. But it what bed and breakfast does offer your city, you know, a break from [1:57:56, 1:58:07]: um the brand driven cookie cutter look or feel and then you have people that seek out those unique opportunities. [1:58:08, 1:58:25]: It would be the only bed and breakfast that I can identify in the area, so it would it would bring something new that would be very distinct about what we're dealing with. If I'm talking about the same the property, there's actually what the lake is right in front of it so there's no resident to be concerned about [1:58:26, 1:58:30]: uh in that in that area, right, it's not gonna be too close to the residences. [1:58:31, 1:58:51]: That's correct. Okay, so you're right. It borders the lake, so there's no immediate adjacent residential there's no immediate ama uh adjacent residential resident I just you know, I of course we want to hear from the applicant to see, you know, have them come in and I'm sure they would at that time. But it's exciting just to hear about the fact that a bed and breakfast [1:58:51, 1:59:08]: us is interested in the city of Startbridge. It really tells you that it's a new day uh that's that they're interested here and that property is very unique. It would be el that would be another tourist attraction to come to the city that we could add to our list of attractions. [1:59:09, 1:59:12]: I just been informed that the owner of the business is here. [1:59:13, 1:59:15]: So if di if you want to come forward, uh [1:59:16, 1:59:33]: You n y you introduce yourself and give your address in a sense and uh she said oh cow your little waiter. Uh Miss Johnson? Yeah, okay. This is Mr. Anita Johnson and again this is just for discussion, it'll be considered more formally for as we go forward later on, so [1:59:33, 1:59:36]: Glad you're here. Yes, I can. All right. [1:59:37, 1:59:52]: Thank you for the opportunity. Good afternoon. I would love to speak on behalf of the uh Bed and Breakfast. Uh we are wanting to boost the tourist industry here in uh Henry County. We've been residents of Henry County for [1:59:54, 2:00:14]: about eighteen years now. Um we obtained this property. It is a unique property. Um to make you familiar with it and I don't have a picture to share with you, but it's directly behind Publix. It um directly behind Publix is the lake that belongs to the property. And uh right [2:00:14, 2:00:19]: Right next to the lake is the house. The frontage of the house is on Old Conyers Road. [2:00:20, 2:00:40]: Uh there are two resident properties right behind this property, which is a part of the rezoning uh that's gonna come before you in a few weeks. They are being rezoned back to RA and just our property is gonna be rezoned or requested to be rezoned to C T [2:00:40, 2:00:51]: three to accommodate the bed and breakfast. The property is not going to be changed at all. It's going to remain a residential setting. [2:00:51, 2:00:53]: We are wanting to [2:00:53, 2:00:54]: Um [2:00:56, 2:01:08]: preserve the residential setting. Uh that's what a bed and breakfast is. It it really is an alternative type of lodging um for [2:01:08, 2:01:21]: people that are visiting the city, not just outsiders but also local community as well. The property is almost four acres as he mentioned. [2:01:22, 2:01:34]: Yes. It only has three bedrooms. Uh currently. We're also looking to add one more bedroom which will be a separate cottage that'll be available. [2:01:35, 2:01:38]: Um so it won't be r very big in nature. [2:01:38, 2:01:39]: Um [2:01:39, 2:01:59]: He mentioned that we are planning to have some special events on grounds. We are planning to partner with the city in many different ways and the chamber be a part of that and maybe host some activities on grounds. It's a beautiful property that lends towards that. But we're also wanting to do um special events [2:01:59, 2:02:19]: ourselves on grounds in recreational nature as well as social events like weddings. We currently have a facility in the city of Morro. It is an event facility that is about 20,000 square feet of meeting space. So this is really an expansion of the [2:02:19, 2:02:21]: That business but [2:02:22, 2:02:38]: uh on a total different level. So we just plan to do weddings only on the grounds of this property. No receptions, strictly weddings, and people are free to go to Merrmanders if they will to host their reception. [2:02:41, 2:02:57]: Any questions? Yes, if I may. Thank you for thank you. You felt real coy over there with me, but you you got all the information. We support ya. I think you can kinda see that. Tell me um as far as uh how what uh how many res how many [2:02:58, 2:03:09]: uh residents do you expect that capacity I mean or or tenants, I mean, or uh on nightly stays, how m how how many people would you be able to hold at one time? Well we're not going to put um [2:03:10, 2:03:30]: any minimum nights of stays uh out up front. Um it's we're only going to require one night, of course, so that we can stay available at least the first year and kinda get a feel of who the market is. Um but being only three bedrooms, we're [2:03:30, 2:03:34]: figuring two adults per bedroom. Okay. [2:03:35, 2:03:47]: So you're talking no more than what six at a time? Okay. So it's pretty small then so but I was thinking we said eight thousand square feet maybe, but at three thousand is not correct. [2:03:47, 2:03:59]: Yeah, the house itself is less than five thousand square feet of space. Okay, four thousand. Okay. Okay, well that sounds good. And Mr. Harris, that's a few more hotel motel tax. [2:04:00, 2:04:03]: Yes, we'll gladly take it. [2:04:04, 2:04:04]: No. [2:04:05, 2:04:09]: Yeah. Okay. Thank you. Then appreciate it. Thank you very much. [2:04:14, 2:04:14]: All right. [2:04:15, 2:04:25]: And we'll now to uh comment and actually say the manager here first and for before you say anything, let me mention this. Th the um the council discussed about wanting to know [2:04:26, 2:04:46]: New hires, new members. Oh, you're gonna do that. Okay. Outstanding. That's why you're a city manager. Outstanding. Yeah, I uh um and that was one of the things that came up. One of the things we've been searching for for quite some time is um to fill the void we've had in our purchasing and procurement um area within our finance department. We went through an exhaustive [2:04:46, 2:04:46]: Search. [2:04:47, 2:04:51]: and um uh Linda and her team and and Miss Renee Wheeler with HR [2:04:52, 2:05:04]: came in and they um again had a number of very very well qualified applicants and we settled on Mr. Donald Riley. He's here tonight. I just want to introduce him to the staff and everyone [2:05:04, 2:05:09]: Um that's him right there. Come on up, sir. Yeah, okay, you gotta come on up. Come on up. [2:05:09, 2:05:10]: Um [2:05:11, 2:05:17]: We're we're feel really fortunate to have him. He brings a a wealth of knowledge and experience to the position. [2:05:18, 2:05:30]: Um I mean literally on day one um I we had R Fs and stuff just kinda laying on the ready waiting for him and you know he's done a great job just kinda jumping in and and getting his feet um [2:05:30, 2:05:31]: Immersed. [2:05:31, 2:05:35]: And and all that is procurement and [2:05:35, 2:05:39]: All right, but uh outside of that, Council, any specific questions you have for gentlemen here? [2:05:40, 2:05:49]: Go right ahead. Um yeah, Mr. Harris said he put you right to work on that exercise equipment at Reed's Creek Trail, so how's that going? [2:05:50, 2:05:59]: Uh right now I got uh I got it on my desk and it's coming right after the uh well, the professional engineering. [2:05:59, 2:06:05]: So it's on the top of the list, sir. So it'll be the second thing that's coming out this week. [2:06:05, 2:06:09]: Okay. Thank you. Welcome. Appreciate you being here. Anybody else? [2:06:09, 2:06:10]: I just want to say welcome. [2:06:11, 2:06:26]: Thank you. Yes. Thank you, ma'am. Absolutely. Just welcome. Yes. To the family. Yes, ma'am. Absolutely. All right. Good deal. Yes. Thank you, sir. We'll we'll be uh appreciate you being here tonight. Now we know we got a name with a face and we're we're good to go. [2:06:26, 2:06:28]: Thank you. Okay. [2:06:31, 2:06:34]: That's all I had. Councilman Alexander, please. [2:06:35, 2:06:49]: Ladies and gentlemen, it's as we hear things are just going and evolving in the city of Stockbridge. We're we're we're not just talking about this thing, we're actually making things happen as a team. [2:06:50, 2:07:10]: Downtown redevelopment is not just a dream. We're accomplishing it. We're putting tangible steps in places to make it happen. We have good team members like uh Miss Harris Kira Harris Bragg working on our Main Street department. We have uh our outstanding D DA members who are dedicated. [2:07:10, 2:07:21]: volunteers. Um Mr. Clark is here tonight and they volunteer their time. Miss Lee is here tonight. They volunteer their time because they love Stockbridge. [2:07:21, 2:07:41]: We have so many team members that are valiant that contribute daily. Miss Mildred Reed, I'm sorry, didn't want to forget about Mildred who contribute their time. If I left anybody out, I'm sorry, didn't mean to do so. But our staff, everybody here at the retreat last week, Miss Miss Holliday doing a great job, Mr. Harris, Mr. Williams, Miss Nate. [2:07:41, 2:08:01]: Neighbors um Miss Wheeler doing a great job. All the team is solid. It's rock solid. We might not always see eye to eye, but I tell you what, we're making tangible steps in the making Stockbridge a world class city and we do that every single day. We wake up [2:08:01, 2:08:08]: We wake up with it and we go to bed with it because we wanna make you proud of what this city represents. [2:08:09, 2:08:19]: If you have a business here and you're watching and you're watching the tape of this meeting, this is the place where you are. [2:08:23, 2:08:29]: Yes, I wanna thank everybody for coming out and I just wanna say I used to I tell my kids all the time, I said, uh [2:08:29, 2:08:31]: If I don't get on your nerves, I'm not sure if you're [2:08:32, 2:08:35]: Then you w then some point in time in life you won't believe I cared about you. [2:08:36, 2:08:56]: So we can find some things in city hall sometimes get frustrating but that's because I believe everybody here and everybody I've talked to I see a passion for this city going forward. I gotta and I see a lot of people involved in every aspect of this city that's uh uh that has a passion for the city of Stockbridge. [2:08:56, 2:09:11]: And that's an awesome thing. So when you have a passion as strong as the as strong as we have here, you're gonna have some clashing, you're gonna have some disagreements, but but the general thing that's gonna happen that that we all gonna are going to see is this explosion of success [2:09:12, 2:09:32]: that I believe is going to happen in this city because this passion along with resources are truly coming together. So I would say to the citizens and everybody here that, you know, time would tell and time is going to show the passion that we have for this city. And so stick with us and I believe that everyone on this council here has a passion for the city. [2:09:32, 2:09:35]: every city worker, every volunteer [2:09:35, 2:09:39]: Everybody's got a passion for the city and it's a beautiful thing to see. [2:09:39, 2:09:43]: Because that's that's what's gonna promote the collaborative effort to move the city forward. [2:09:45, 2:09:46]: Council one again. [2:09:48, 2:09:51]: Thank you. God bless for coming out and good night. [2:09:52, 2:09:53]: Catholic Bobson. [2:09:54, 2:09:55]: Yes. Um [2:09:55, 2:10:15]: Just as my colleague says, tonight was a good night. Um we have a we have a good team. We have a good team and once we um sit up on the panel and we have our discussion and then that way we can move things forward. So I'm excited, especially for our youth, now that everybody knows that this is of great importance that we're gonna be able to work together [2:10:15, 2:10:31]: together um and and real quickly so that way we can get our youth involved and so that way you will see a lot of um new things with our young people. So I'm very excited about it and to our staff, thank you so much for your um hard work and efforts and um [2:10:31, 2:10:36]: Just and everyone that's in attendance tonight, thank you so much to our D D D D D A [2:10:36, 2:10:45]: uh members. Um and I'm excited. I asked the question about the bread and b um bed and breakfast, but I'm really excited about that. So [2:10:45, 2:10:50]: Um I look forward to new things in Stockbridge. So thank you very much. And everyone have a great night. [2:10:51, 2:11:04]: Thank you citizens for being out tonight and keep engaged with us as we continue to move the city forward.
