Well I'd like to amend the agenda uh for the executive session for real estate and for that to occur after public comments. [0:14:52, 0:15:05]: The presentation, which is number one, on the twenty twenty census update. Um I'd like to amend the agenda that that be postponed until our work session on the twenty ninth of August. Mr. Curry had uh go out of town on business, so for the twenty ninth of August. Is there any discussion? [0:16:02, 0:16:04]: No discussion. All in favor? [0:16:05, 0:16:06]: All in favor? [0:16:07, 0:16:08]: Thank you. [0:16:11, 0:16:25]: Okay, at this time we're going to adopt some minutes of the special call meeting of June twelfth, twenty seventeen, of the council meeting that was held on June twelfth, twenty seventeen. [0:16:52, 0:16:53]: Thank you, Council. [0:16:56, 0:17:16]: At this time uh we have three very special people in our audience that I would like to um ask to just stand up and maybe walk up front so they might have a word or two they would like to say. We would like to formally introduce to our community three of our um law enforcement officers who are here this evening. [0:17:16, 0:17:31]: If um the first one I'm gonna introduce is the deputy Henry County Police Chief, Mark Emmerman. And Mark, we're glad to have you. If you have anything you'd like to say or say to us, feel free to come to the microphone. [0:17:37, 0:17:57]: Mayor Neal and uh council just wanna say thank you for the invite and uh to have continued communication with the board. I'm glad we got to have these uh other gentlemen come up here with me. We have made some recent changes in leadership what had a direct effect on the uh law enforcement in Stockbridge with the new precinct commander. [0:17:57, 0:18:14]: along with a uh new uniformed patrol commander. Uh we want to have them come up so they can see who the uh new go to people are here for Stockbridge. So we're excited about the leadership changes and working with Stockbridge to make Stockbridge one of the safest cities in uh Georgia and we're excited about it. [0:18:15, 0:18:16]: Thank you. [0:18:19, 0:18:29]: And I know it's noisy in here, so I'm gonna talk really loud and introduce uh our uh new post commander in Stockbridge, Captain Bolton. [0:18:30, 0:18:31]: [1116.5, 1117.4]: Yeah, very good. [0:18:37, 0:18:39]: [1120.0, 1140.0]: Thank you for having us here tonight. Uh my name is Jason Bolton. I have recently been appointed the captain here out of the Stockbridge Precinct. Of course, uh being on the North End, we pretty much cover everything north of Jodoko Road all the way up to Ellenwood, which of course includes the city of Stockbridge here. Uh just a little bit about myself. I'm a lifelong resident. [0:19:00, 0:19:20]: of Henry County, so I definitely have uh even more than a professional interest in the well being of our county, but a personal interest as well. Grew up here, went to school here. Um I'm excited to be the uh precinct commander up here in Stockbridge and I handed a bunch of my cards out tonight, but anything that I can do for anybody [0:19:19, 0:19:24]: feel free to stop by or give me a call, I'll be happy to help you with. Thank you very much. [0:19:28, 0:19:35]: Also I would like to introduce to you the new major who is up in our community, Chuck Simmons. [0:19:40, 0:19:41]: [1181.9, 1201.9]: Uh yes, Jason Bolton, you you have a great captain there. He he's a he's a good not only a good officer but a good leader and he will do you a good job up here. Uh and uh good or bad, you're gonna see more of me of me up here as well. Uh I wanna be a part of this, I want to be a part of uh Jason's uh uh team up here. So you'll you'll definitely start seeing me [0:20:01, 0:20:07]: anymore in in some of your uh meetings and so forth like that. We have a great police department. [0:20:07, 0:20:26]: But a great police department can't do anything without the community help. It's gotta be combined effort. Uh I mean we can get so far, but I promise you without community we're not gonna make a real impact without doing that. So I think you're gonna see more of that. I think you've already seen the beginnings of that and I want that to continue. So thank you very much. Thank you so much. [0:20:31, 0:20:51]: Law enforcement officers are in the room. I would like to also say thanks to all of the law enforcement officers who come and help us with our meetings, and that we are all working together, and so we really want all of uh us to be uh have the backs of our law. [0:20:51, 0:21:09]: law enforcement and we want to be a community that they don't even uh have to come out. But occasionally they get called out but we want to be the best people we can be in Stockbridge so that our c uh police officers can brag on us too. So thank you so much for all you do to help us. [0:21:14, 0:21:22]: At at this time we're gonna move forward and I'm gonna ask our clerk if we have any uh comments, any [0:21:22, 0:21:26]: Public comments anyone would like to make. [0:21:29, 0:21:30]: Eldred Reed. [0:21:40, 0:21:44]: Meldred, if you could uh speak loudly. Yes. [0:21:45, 0:21:47]: My name is Mildred Reed. Can you hear me? [0:21:47, 0:21:55]: Five thirty Creek View Overlook. I'm here for two c a quite one question and one comment. The question is directed to the mayor. [0:21:55, 0:22:03]: Uh have you assigned an RFP for the Carame Hambrick Cultural? I'm not expecting you to answer it. [0:22:03, 0:22:05]: And just ask him a question for the record. [0:22:06, 0:22:26]: uh so that we can receive a proposal. The next comment would be uh as a board member of the Downtown Development Authority and on the Main Street, I highly recommend and support the RSVP memorandum of understanding that's going to be presented a little later on by Kira Harris. [0:22:26, 0:22:28]: Rags. Thank you. Thank you. [0:22:29, 0:22:49]: Do we have other speakers? There are no further comments. No further comments. At this time I'm going to ask for um a motion to go into executive session and I apologize to those of you who will be left here just for a few minutes, but we have something very important uh regarding real estate that we need to [0:22:49, 0:23:06]: to go into executive session about will come out after that and report back to you uh if any motion is made in the meeting. So at this time do I hear a motion for executive session. Mayor make a motion for executive session to discuss real estate. [0:23:06, 0:23:07]: Second. [0:23:10, 0:23:15]: Uh, let me ask our attorney, do we have anything else tonight that we want to [0:23:15, 0:23:28]: uh address an executive session or we're gonna do that later in the evening. Okay, we're gonna do this one thing right now and then we'll come right back out. All right, we have a motion to discuss real estate. Do I hear a second to that motion? [0:23:29, 0:23:36]: Second. Uh Pro Tem Ford. And any discussion? If not, all in favor? [0:23:37, 0:23:44]: Okay. If anyone would like to get up and walk downstairs and uh where it's cool, we will come and get you the moment we come out. [0:23:45, 0:23:49]: You can go back down on one level if you'd like, if you're too high. Thank you. [0:24:10, 0:24:11]: [1453.7, 1457.1]: [0:24:25, 0:24:30]: [1517.3, 1518.2]: Thanks. [0:38:27, 0:38:29]: So [0:38:42, 0:38:51]: [2340.0, 2360.0]: And maybe states have a character. [0:39:30, 0:39:45]: I I'm gonna do it today. Yeah, I'm gonna see that. [0:40:05, 0:40:14]: [2670.0, 2673.0]: [0:46:30, 0:46:33]: Okay. [0:46:34, 0:46:35]: Yeah. [0:46:55, 0:46:57]: [2819.0, 2835.0]: [0:57:45, 0:57:48]: [3515.0, 3516.2]: [1:00:10, 1:00:13]: [3875.0, 3877.9]: [1:04:38, 1:04:40]: [3976.1, 3979.7]: Your next one [1:06:22, 1:06:23]: Okay. [1:06:26, 1:06:27]: Yes sir. [1:06:35, 1:06:40]: I mean there's a [1:07:22, 1:07:27]: Ladies and gentlemen, at this time we are going to ask uh for [1:07:28, 1:07:32]: a motion to end our executive session that we just held. [1:07:32, 1:07:34]: Do I hear a motion? [1:07:35, 1:07:36]: Do I hear a second? A second. [1:07:37, 1:07:38]: Is there any discussion? [1:07:40, 1:07:42]: If not, all in favor. [1:07:45, 1:07:51]: Okay. At this time I'm gonna ask for a motion to reconvene the meeting currently in the chamber. [1:07:51, 1:07:53]: Second, excuse me. So move. [1:07:54, 1:07:56]: Uh do I hear a second? [1:07:57, 1:07:57]: A second. [1:07:58, 1:08:01]: Okay, I have a motion and a second. Is there any discussion? [1:08:02, 1:08:04]: If not, all in favor. [1:08:05, 1:08:12]: All right. At this time we're going to go um to hear of variants that is being presented. [1:08:12, 1:08:14]: Yes, ma'am. Well, is it on? [1:08:16, 1:08:36]: Going to be presented by our community development director Camilla Moore. Good evening, Mayor, members of council. Staff brings before you tonight a Baron's request for a public hearing. It's VR seventeen ten s that's on the screen. The applicant is D D and Discounts, thirty-one highway [1:08:35, 1:08:55]: 138 West, Stockbridge, Georgia. The agent is Roger Ally, 701 Executive Court, Suite Awoodstock, Georgia. The location is the shopping center on Highway 138 West between North Henry Boulevard and Walter Way. Landlot 71 of the 12th District. Parcel S03-05-001-000. [1:08:55, 1:08:56]: zero zero. [1:08:57, 1:09:17]: What the applicant is requesting tonight is two things in terms of a variance. One, a request for the increase in square footage of the main wall sign for maximum available of one hundred square feet to the requested amount of two hundred eighty-one point one square feet. That was the first request. The second request is for an increase number one [1:09:17, 1:09:35]: wall signs for the allowed amount of one one wall sign by code to two two wall signs. The proposed use is commercial, the current land use is commercial. This particular item went before the um zoning advisory board on the twenty seventh. And here's the follow. [1:09:36, 1:09:46]: This is an aerial of the location of the site. As you know, it is in the Big Lot Plaza, right there in the main shopping center. [1:09:47, 1:10:00]: This is a copy of the zoning map that shows you the parcel of the entire commercial site which has Big Lot, Errands, and this particular post site for DD discount. [1:10:01, 1:10:05]: This is the one hundred square foot sign what [1:10:05, 1:10:09]: was there or initially came in. [1:10:11, 1:10:15]: And this is a two ninety two six square foot sign as they proposed. [1:10:17, 1:10:22]: And this is the site photo. So I want to stay on this particular slide for a moment. [1:10:22, 1:10:42]: Henry County Department of Planning, they recommend denial. And the reason why they recommend denial is that apparently at some point in time, I guess within the last year or so, the City of Stockbridge redid your sign ordinance. So therefore you modified the size of some of your signs. However, what did not take into account is [1:10:42, 1:11:02]: where you have strip plazas with existing signs that are already there. So what do you do in order to make a shopping mall look consistent in terms of the signage? And that's why we wanted you to look at the big lot sign. If we go according to what you did with your signed ordinance [1:11:02, 1:11:22]: This sign will be much smaller than your big lot sign. So therefore when you're riding down the street, your eyes are gonna be a little bit off because you'll see the big lot and you will see the other big signs, but you ask for something smaller. So what the zoning advisory board and what the staff is recommending is that on the first [1:11:22, 1:11:27]: requests we keep them consistent with what's out there. [1:11:27, 1:11:47]: Which is what Big Lot and everyone else has. That's why we gave you that particular uh image there. However, uh both the zoning advisory board and the staff recommend denial on their second request. We don't think they should have any more wall signs that we feel that what is there the one is appropriate. But [1:11:47, 1:12:07]: We did agree in terms of visibility. This is coming up more and more across the city of Stockbridge as these science requests come in. Apparently, we set a precedent, and we are going to have to decide whether or not we're going to be consistent with the precedent or what we're going to do about setting the precedent. And so staff in the zone of [1:12:07, 1:12:27]: Board of Appeal, I mean uh feel um zoning advisory board feels that we just need to be consistent. So therefore both groups are recommending approval of the first one with the following conditions: an increase in the square footage of main wall side from maximum allowable one hundred square feet to the requested amount of two hundred eighty-one square feet, not to increase [1:12:27, 1:12:34]: approach into the decorative building facade, which is attached a photo that we've given you in your packages to [1:12:35, 1:12:55]: That applicant must obtain proper business license from the City of Riverdale Business Services Division. The property and suite must meet our development standards. The business may not extend to occupy a different and a greater area of land, and the plan review process needs to be complied with. Those are the conditions that both the zoning advisory board and our staff. [1:12:54, 1:12:56]: Mm. [1:12:58, 1:13:03]: Oh, I'm so sorry. Sorry, Gridge. It's a real bad habit when you miss the place so long. [1:13:04, 1:13:05]: So [1:13:06, 1:13:11]: Those are recommendations. Any questions of staff before you open it for public comment? [1:13:13, 1:13:14]: Uh yes, ma'am. [1:13:15, 1:13:25]: I w I would simply say this. I mean uh my my initial thought process is I would probably be against both of them because [1:13:25, 1:13:26]: No. [1:13:26, 1:13:29]: And I know my attorney probably gonna chew me up. [1:13:30, 1:13:30]: Ha ha. [1:13:32, 1:13:36]: So let me let me recoil that real quick. But you know [1:13:36, 1:13:41]: I I I prefer the smaller size. Uh uh I really do. [1:13:42, 1:14:02]: Um I probably the big light sign is probably too too large. I wouldn't say that I wanted to go in that direction to up the sign, so I would probably say that the big lot signs is too small. I mean, i if as far as being consistent is concerned, if we set the president as that we're gonna go down to what we [1:14:02, 1:14:06]: We changed the business standard too. Is that isn't that being consistent too? [1:14:07, 1:14:27]: Well I think what most planning departments across the country do, uh Councilman, is that they go with what the logo does. In other words, McDonough and certain companies, some companies can vary in their size. So what we did we actually call headquarters and we call to get a number across the country [1:14:27, 1:14:29]: country and this is their standard sign. [1:14:30, 1:14:34]: And so just like Big Lot is a standard sign in terms of width and district. [1:14:35, 1:14:42]: What I want you to keep in mind is that as you ride down this highway, one hundred thirty eight at forty five miles an hour [1:14:42, 1:14:51]: being able to see them in the plaza is gonna be crucial because we don't want a business and a tenant in there and then they're not successful. [1:14:52, 1:14:56]: So that was one of the things that the commission talked about as well. Mayor. Mayor. [1:14:57, 1:15:00]: Yes, we have a question from Ms. Robinson. [1:15:02, 1:15:22]: I'm looking um'cause you have the Dollar Tree as well. Um so it seems like it's the same size as the big lots. Um I would like for it to be some consistency. Um when you're coming I don't I mean it seems like these look like they're major stores versus when I'm looking at the others. [1:15:22, 1:15:39]: Right. Um so it's like you have the Dollar Tree, the big lots, and then you would have the D Ds um as the major Yeah, your anchors. Right. Anchors. So I would like for it to be consistent. Um so whatever we're gonna decide tonight, I mean coming down, you know [1:15:39, 1:15:57]: one hundred eight, we just need to be consistent with. Right. And let me just add to that, if you go to most of your shopping malls, Macy's, Davison's, your anchors normally have the bigger signage. The same thing applies to your sh strip malls. You're gonna have anchors in there and they normally and traditionally have larger signage. [1:15:58, 1:16:18]: Mayor, one follow up question. In terms of um uh what we're doing here, um in terms of what we're trying to accomplish on the one thirty eight overlay, I mean uh there's no there's no requirements in terms of our zoning in terms of actual colors or anything like [1:16:18, 1:16:38]: like that at this point and then I guess just the word discount in large letters. But there's no um there's no there's nothing in the uh current zoning standards to prevent uh the uh to require neutral colors uh for this and is that in the update. [1:16:38, 1:16:58]: But let me just say this and legal may be able to wear in way in, but normally when you deal with someone's logo, mm-hmm, we don't have the authority to change someone's logo. So this blue what you see is their actual branding and their logo. So while we may be able to change the color of the building and put those to neutral colors, I [1:16:58, 1:17:10]: don't think we have the legal right to tell McDonald that their their artists can't be yellow or that some other logo has to be changed or bleppy's can't be green. Um [1:17:10, 1:17:18]: Okay, a follow up on that is that the I'm not I'm not meaning the logo itself, but around it it's yellow. Is that what the intent is? [1:17:18, 1:17:36]: Well what we gave you in your package that is their logo and I can't remember if there's yellow around it or not. Um but whatever their logo is is what we are doing or allowing. But oh no. That's just gonna be the facade. That's just the facade, I'm sorry. That's just um this document [1:17:38, 1:17:41]: Right. Uh they were just showing let me go back. [1:17:42, 1:17:44]: That particular one was just showing where the sign was gonna go. [1:17:45, 1:17:51]: Talking about that right there. Right. Right. No, they're just showing where the sign was gonna go so that you can see the difference. [1:17:52, 1:17:52]: Mayor. [1:17:53, 1:17:54]: Mm-hmm. [1:17:54, 1:18:00]: Whether yellow is okay. Okay. Okay. So it's not gonna change. No, sir. [1:18:01, 1:18:03]: We have another question by Councilman Blount. [1:18:05, 1:18:08]: My concern is that also that um [1:18:08, 1:18:13]: you know, y we can't change those registered signs. Um [1:18:15, 1:18:21]: But how will we word this and uh when will we get something that we're writing up as a city because [1:18:22, 1:18:24]: We can't change their logo. [1:18:24, 1:18:33]: But in a p in the event that we're given special variances, how do we are we how when are we gonna see something that we can write up that's gonna cover us? [1:18:34, 1:18:54]: from future litigation pertaining to these type of situations that we can say for this particular plaza, let's go with this, but what happens to the plaza down the street,'cause I've been to other cities mm and they've had places like Home Depot and and and whatnot but the but the signage was different. You didn't take their logo away but the signage [1:18:54, 1:19:14]: The th the sign is the sign was yeah. Yeah, the monument sign might have been different, but on the Home Depot building it's a big Home Depot. I haven't seen a Home Depot with the small letterings. What you may see different though is the sign monument along the street. Right. You'll see a smaller monument sign, but traditionally every Home Depot I've ever seen has the big [1:19:13, 1:19:33]: Home Depot on the bill. Let's take a search of JC Pitt and I'm saying what are we putting in place that are putting in place that are gonna cover us. In our overload in our overlay district right now for one hundred eight, we're going to address the signage as it relates to the corridor as [1:19:33, 1:19:53]: as it relates to consistency. So therefore you won't have to have variances once those are adopted. It would address those areas where they're inconsistency and make sure that those anchors that when space becomes available that consistency stays based on the visual character of that strip mall. [1:19:53, 1:19:59]: Is that something that's coming pretty quick because once we go down this road [1:20:00, 1:20:16]: You know, it's i I don't want it to end up being a slippery slope for the Well I think we have a public hearing tomorrow night. That's the one thirty eight overlay district. How soon they move on that, I think they're supposed to be finished by I think the first of October. I think when they're saying the consultant is saying that that will be complete. [1:20:19, 1:20:21]: Are there other questions by the council? [1:20:22, 1:20:22]: Manuel. [1:20:23, 1:20:24]: Uh Miss Gantt. [1:20:25, 1:20:43]: I I just want for clarification purposes, you were stating too um that it was staff's recommendation that we approve for the size of the sign change and deny the second request for the second wall sign. What did you also mention an additional condition upon that first [1:20:44, 1:21:04]: No, we just uh you know one of the prom we've added some additional conditions because we've realized for some reason the city of Stockbridge never required in their conditions to say you gotta get a business license, you gotta comply with this, you gotta comply with that. And those are things that should be there because what we run into is that when people come to the case. [1:21:04, 1:21:05]: come in they would say, Well [1:21:06, 1:21:23]: It never said I had to get a business license. It never said I had to do this for the review process. And so rather than keep an applicant guessing, we've decided to add uh conditions, you know, two, three, and four to be standard for everything that comes before you to make sure that those other areas that we're in we're in compliance with. [1:21:25, 1:21:28]: Right, are there other questions from the dais? [1:21:29, 1:21:34]: If not, we'll start over on this side and find out if we have any people for. [1:21:35, 1:21:36]: Or a yes. [1:21:37, 1:21:38]: The variants. [1:21:42, 1:21:51]: We'll go to the middle section of the chamber. Are there any people in the audience that have any opinions for or against? [1:21:52, 1:21:53]: The ordinance. [1:21:56, 1:21:58]: I see Miss Reed coming up. [1:22:04, 1:22:24]: Thank you, Mildred Reed. Um, after listening to the presentation, I am for the variants to increase, make the sign larger. I've gone past there uh daily. And I look at how small the sign is and also the fact that it is an anchor and a large store is will be conducive to the size of the building. [1:22:24, 1:22:25]: Thank you. [1:22:25, 1:22:27]: So I'm for as a citizen. [1:22:27, 1:22:28]: Thank you, Ms. Reed. [1:22:29, 1:22:36]: Do we have anyone over on the right side that has an opinion for or against the ordinance? [1:22:37, 1:22:39]: If not, Miss Moore. [1:22:39, 1:22:40]: Where do we go from here? [1:22:44, 1:22:52]: Mayor, if you could ask for someone to make a motion to accept the recommendation of staff along with the conditions that we've specified. [1:22:52, 1:22:56]: Anyone planning to make a motion? Mayor Neal. [1:22:57, 1:23:01]: I move that we um accept the variance um [1:23:02, 1:23:03]: Oh. [1:23:03, 1:23:19]: Varance from sign regulations requests for an increased square footage of main wall sign from maximum allowable of a hundred square feet to the requested amount of two hundred and eighty two hundred and eighty one point one square feet. [1:23:20, 1:23:23]: All right. Uh our attorney has a question. [1:23:32, 1:23:37]: The motion that the staff has asked for is the variance with the additional conditions set forth. [1:23:37, 1:23:44]: to include the variants um with the I mean to include the uh conditions that are set forth by the staff. [1:23:45, 1:23:46]: Okay. [1:23:46, 1:23:51]: All right. We have the variance and the conditions. Do we have a second? I'll second that. [1:23:51, 1:23:54]: We have a second by Pro Tem Ford. [1:23:54, 1:23:58]: Is there any further discussion from the dais? Yes. [1:23:59, 1:24:06]: All right, Mr. Alexander. I just want the public to know that I am against this and um I don't want to go down this slippery slope. [1:24:07, 1:24:13]: As Mr Blount said, in terms of um you know, the signage, uh we have this um [1:24:14, 1:24:34]: complex or this division and you know we set the sign ordinance for a reason. We set the ordinance because we were dissatisfied with signs in the community and how they represented us. I don't see how it advances the cause of moving Highway one hundred eight ahead [1:24:34, 1:24:45]: to have a giant D D's discount sign or giant dis big lot sign um available for anyone. That does not promote the the [1:24:46, 1:24:56]: the image that I I would like to see uh transform in this corridor, it just actually plays into what is already there, which is why I will vote against this. [1:24:57, 1:25:00]: Right, thank you. All right, we've all right, Councilman Blount. [1:25:01, 1:25:05]: Let me make a correction on s I um because [1:25:06, 1:25:26]: I'm for the signage if we're gonna come forward with the bearance um uh contractual bearings that the city can use for this signage. Uh and it's consist and I'm for it because it's consistent with the other signage that are already there. So that's why I'm for it because it's it's consistent with already there. [1:25:26, 1:25:30]: [5131.8, 5134.8]: Okay. Are there any other comments from the dais? [1:25:35, 1:25:52]: All right. Thank you, Mayor. I appreciate it. I also like to say that uh because the the staff remec uh recommended approval based on the consistency needed for that, so uh I'm in I'm in compliance with that as well. So I I I think that uh that's that made the decision for me in this aspect, but thank you. [1:25:54, 1:25:55]: Are there other comments? [1:25:56, 1:25:58]: If not, all in favor? [1:26:00, 1:26:01]: All opposed? [1:26:03, 1:26:04]: Does the record show that [1:26:05, 1:26:08]: Councilman Alexander was the only one voting no. [1:26:11, 1:26:13]: At this point, um [1:26:14, 1:26:25]: That'd be number. We're gonna go into our new business for the evening and the first thing we're going to ask our Main Street director to come up, Kira Harris Braggs. [1:26:27, 1:26:35]: And she's going to present um to the council to approve the Main Street R S V P memorandum of agreement. [1:26:45, 1:26:50]: Good evening, Mayor Neal and Council members. Um I come before you this evening [1:26:51, 1:26:59]: to get your support for s the signing of the MOU between the City of Stockbridge and the Carl Vincent Institute of Government. [1:27:00, 1:27:02]: At the University of Georgia. [1:27:02, 1:27:09]: in support of our RSVP program, the Renaissance Strategic Visioning and Planning Program. [1:27:10, 1:27:29]: Earlier this year I was um I came before you all and asked permission to go forward with applying for this program and we applied and were accepted into the program along with two other municipalities in the state of Georgia which included Ring Gold and Jessup. [1:27:30, 1:27:44]: We would like to move forward with our planning for the downtown and an MOU is required between ourselves, the city of Stockbridge and the Carl Vincent Institute. [1:27:45, 1:27:52]: Okay. Um, thank you very much. I wanna make a comment just for the point of the audience before we um [1:27:53, 1:28:13]: call for the vote. This uh grant would be paid for out of funds that are available from our hotel motel tax money that uh we keep a portion of our money goes to the uh chamber, forty three point five percent of our money goes to them for advertising stock bridge. However [1:28:13, 1:28:20]: Ever this is money in our Treasury set aside for such projects so we do have the money and um [1:28:21, 1:28:23]: I at this time I would like to [1:28:23, 1:28:25]: Ask if there are any [1:28:25, 1:28:28]: Anybody have a motion to move forward? [1:28:29, 1:28:40]: Appreciate it, Mayor. I'd like to make a motion that uh the council approves the Main Street RSVP memorandum of understanding uh with the call Vincent Institute of Government. [1:28:40, 1:28:41]: I second. [1:28:42, 1:28:45]: I ha hear a motion and a second. [1:28:45, 1:28:47]: Is there discussion on this item? [1:28:51, 1:29:06]: Okay. Um I actually have um a question if it's allowable that I could ask Ms. Braggs. Could you define for the benefit of the public and the council the parameter of where this design work will cover? [1:29:07, 1:29:08]: Yes ma'am. This [1:29:09, 1:29:29]: Particular area will be defined as the Main Street district, which is bordered by Ty Street, Lee Street, and goes over to Clark Park and is also bordered by First Street at this time. We will also continue the map of this area. It will include a [1:29:29, 1:29:45]: an area of about a block on e additional on each side. Um even though that is not the main street district, it is the downtown district and we would be getting recommendations for that additional area for future growth. [1:29:46, 1:29:54]: One other question I have, do you have any idea the time frame that it will take for us to get this document back, this design? [1:29:55, 1:30:03]: Um yes ma'am, we are going to be starting with a kickoff meeting for the steering committee that we're currently putting together in October. [1:30:03, 1:30:12]: And then the focus groups and other um community input meetings will be um occurring in the month of November. [1:30:12, 1:30:21]: And we expect to have a plan back from the Carl Vinson Institute by late February or early March. [1:30:22, 1:30:29]: All right, thank you. Okay, we've had discussion. If there's no further discussion, all in favor, please raise your hand. [1:30:30, 1:30:33]: All right, thank you so much. Thank you very much. [1:30:39, 1:30:45]: At this time we're going to call our public works director, Deshus Aaron, to the podium. [1:30:45, 1:30:48]: He is going to present for us um [1:30:49, 1:30:55]: some engineered restoration uh in engineered restoration work that he will explain to us. [1:30:59, 1:31:00]: Good after uh [1:31:01, 1:31:14]: Good evening Madam Mayor and Council. Um this is a issue that the city has been dealing with for a long time, both with the municipal building and city hall. So one of the things I did when I got here is [1:31:15, 1:31:35]: uh met with Mr. Harris when he was here, but there's several files on what's been going on with the municipal building and city hall. And so I asked one of our consultant engineers, Falcon Design, to look at remedies for this situation. We've tried a lot of things and they haven't worked, but I've asked Mr Skip Leighton [1:31:35, 1:31:52]: with Faffin Design to come and present this because I asked him if he had any advice on how we can go about correcting this problem and he's worked with this company before and I'll let him come and explain the process that they will be using to resolve this issue. [1:31:59, 1:32:08]: Good evening, Mayor and Council. As Mr Deshus uh Mr. Aaron said, uh we were asked to put our two cents into the problem. [1:32:08, 1:32:09]: Uh [1:32:10, 1:32:15]: Traditional methods have been employed multiple times on the b this building and the municipal court. [1:32:16, 1:32:18]: And we're aware of what has gone on in the past. [1:32:19, 1:32:39]: We were looking at something that was more out of the box. Uh it's it's an epoxy injection system that creates basically a curtain wall. Uh it's very little uh damage to the structures. It's usually just injection of points along the perimeter. And uh I have never used this application. [1:32:39, 1:32:51]: application for this specific type of unit, but I've used it for cutoff walls and dams. It stops the water from migrating. It's that simple. Uh and the people that uh if you're [1:32:51, 1:33:03]: have given you this proposal, this is all they do. They use these different epoxy techniques. We've used them for uh stopping water moving through concrete tanks, that type of structure. So [1:33:04, 1:33:06]: They do it all the time in Atlanta. [1:33:07, 1:33:18]: They're they're very knowledgeable in what they're doing. Uh there's no guarantees. There's never a guarantee with it. But uh this is probably one of your best options at this point in time. [1:33:20, 1:33:24]: Okay. Uh council members, you've heard [1:33:24, 1:33:28]: Um skip's recommendation that is coming from Falcon Design. [1:33:29, 1:33:31]: And uh at this time [1:33:32, 1:33:35]: if you are willing to go through I'm gonna read the [1:33:35, 1:33:36]: The um [1:33:38, 1:33:39]: Um [1:33:40, 1:34:00]: The item that I need for you to consider for a vote, council consideration to approve engineered restoration ink for waterproofing services at the municipal court in the amount of twenty-eight thousand and city hall in the amount of three thousand eight hundred dollars. Um this has been brought to us by both our engineer. [1:34:00, 1:34:20]: Falcon Design, our public works director, Dashus Aaron. This uh will be coming from SPLOS funds and the uh SPLOS 3. We have numbers for all of our SPLOSS funds. This will be coming from SPLOS 3, and it is reallocate reallocating some funds in SPLOS. [1:34:20, 1:34:27]: That would be permissible to use for this project. Does anyone have a motion to go forward with this item? [1:34:28, 1:34:28]: The mood. [1:34:29, 1:34:33]: Have a motion by the Proteum. Do I hear um a second? [1:34:33, 1:34:34]: Second. [1:34:34, 1:34:36]: Of a second by Ms. Robinson. [1:34:37, 1:34:37]: Uh [1:34:38, 1:34:58]: Is there a discussion at this time from anyone? Yes. Cook. In terms of we've been going through this, we talked about it earlier with someone uh I talked about the the building was built in two thousand and nine. Okay. We are where we are, we're in this position. What are the guarantees or the [1:34:58, 1:35:05]: Yeah. [1:35:05, 1:35:13]: One calendar year. As I said, with any project of this nature there are no guarantees. Uh even if we did the massive [1:35:14, 1:35:16]: It type of uh uh [1:35:17, 1:35:33]: infrast infrastructure that we would do. You know, our recommendation if you don't do something like this would be to excavate all the way to the footing of every building that's impacted, put down the membrane layers, put it down a drainage layer, put down a collection system, do all of that. You're talking about [1:35:33, 1:35:41]: tremendous expense and devastation to that area for a while. Uh again, this is one of those in out they're done [1:35:41, 1:35:42]: But [1:35:43, 1:35:45]: They are the experts. [1:35:46, 1:35:49]: They're the ones that came up with the plan after seeing the building. [1:35:49, 1:35:50]: And [1:35:50, 1:35:53]: All I can tell you is in all our experience with them [1:35:54, 1:35:55]: They've never failed. [1:35:57, 1:35:59]: Okay, further discussion from the dias. [1:36:00, 1:36:15]: Yes, um Mayor Neil, I I have a couple of questions. We've had these issues in the past and we've had recommendations to get these buildings fixed and we can't guarantee it. So [1:36:15, 1:36:20]: Um I guess my concern, especially when it comes to the municipal building [1:36:20, 1:36:21]: Um [1:36:22, 1:36:30]: whether or not how much more money are we gonna put into this particular type of project and who recommended [1:36:31, 1:36:43]: last year or the year before. I mean we keep we've had several contractors already. I think we've had one last year here in Stockbridge recently. I mean in the city hall. Um [1:36:43, 1:36:55]: And we were told, you know, this is gonna be guaranteed fix, guaranteed fix and w they've never had any problems like this before where they haven't been able to fix and solve the problem. [1:36:55, 1:36:57]: And the problem is still here. [1:36:58, 1:37:11]: So uh I don't know if you guys recommended the last contractor we had or not. Um but I I do want council to make note that, you know, w w we are [1:37:11, 1:37:18]: uh continually trying to fix this issue for years now, more than five years. [1:37:18, 1:37:20]: Um and so [1:37:20, 1:37:24]: We we really need to consider that after this go round. [1:37:25, 1:37:45]: Well just to answer your question, we were not the people that recommended what has been done in the past. As a matter of fact, back when the back parking lot was changed on the building, that was one of our projects, and your former public works director asked us for some input at that time about the drainage and we gave him basically the exact [1:37:45, 1:37:51]: Uh, [1:37:51, 1:37:52]: And that's all I can tell you. [1:37:53, 1:37:53]: Mayor. [1:37:54, 1:37:56]: Okay. Ms. Robinson. Um [1:37:57, 1:38:00]: With that information, um, do we have [1:38:01, 1:38:16]: record of who did, you know, in the last few years and is it w there was a warranty or, you know, I mean we just can't you know, with that being brought, you know, I didn't know that that took place, but if that did, we should have some kind of warranty. [1:38:16, 1:38:24]: Yeah, we're pulling all those files so that we can review those. This particular contract comes with a one year warranty. Um [1:38:25, 1:38:45]: It does not address damage or anything that results from the failure of the system, but it does look at repairing the system. I'm not sure that th that really is is adequate, but that's what they're offering. But we are going to look back at the other uh to see what can be done. But if we're outside of warranty then [1:38:46, 1:38:47]: We may restart. [1:38:48, 1:38:59]: One follow up please. Okay. One more question for Mr Alexander. I just I know you probably said it and I probably oh. Is there a a any level [1:38:59, 1:39:05]: that you can go to that offers a guarantee. Is there any level of work? [1:39:05, 1:39:12]: that you can do that can provide some greater guarantees than what you're offering us today. [1:39:12, 1:39:16]: Uh well first of all I'm not offering anything but the uh [1:39:17, 1:39:31]: Even if you did the massive excavation that I suggested as the the end all be all, there's no guarantees with that. If if somebody didn't apply something correctly, if somebody cuts a liner when it's being put in, things of that n [1:39:31, 1:39:39]: There's no guarantee. Uh the one year warranty that uh this particular company is offering is about the best you'll get from anyone. [1:39:42, 1:39:47]: Okay, we've had lots of discussion. Is there further discussion? Otherwise I'm gonna call for the vote. [1:39:48, 1:39:50]: All in favor. [1:39:52, 1:39:53]: Well, [1:39:53, 1:40:00]: We have three. Do I have any to abstain? What what was the amount? I didn't he I didn't hear the amount. I'm sorry. [1:40:01, 1:40:05]: The amount of the project is um [1:40:05, 1:40:07]: Thirty six [1:40:08, 1:40:13]: A twenty eight hundred I mean twenty eight thousand three hundred for the council [1:40:14, 1:40:20]: I mean for a city hall and then three thousand eight hundred for the court. Okay. Okay. [1:40:20, 1:40:23]: All right, so we're gonna call that vote again. [1:40:23, 1:40:25]: Both. Okay. [1:40:27, 1:40:28]: Okay. [1:40:28, 1:40:29]: All in favor? [1:40:31, 1:40:32]: Opposed? [1:40:33, 1:40:34]: Abstain. [1:40:34, 1:40:38]: One abstaining, Mr Alexander. Thank you so much. [1:40:38, 1:40:54]: Okay, we're moving on to the next item that's gonna be number item number five, uh council consideration to approve task release number three under Master Engineering Services Agreement between the city of Stockbridge and Carter Sleuth. [1:40:54, 1:41:05]: Mm for S C A D A water system improvements in the amount of thirty six thousand six hundred dollars and that's gonna be presented by Deshrus Aaron, our public works director. [1:41:06, 1:41:26]: Madam Mayor and Council, this is another project that was identified in SPLOSS uh skater system for the water and wastewater system. So we're coming before you tonight to ask that you uh approve for us to move forward with this spLOS project. This is like the third or fourth sploss project that we're doing. We're moving the [1:41:25, 1:41:30]: projects forward, but we just need your approval so we can continue to move forward. [1:41:31, 1:41:34]: Okay, let me explain. This also is a project [1:41:35, 1:41:43]: that will be coming from SP SPLIS three funds and so the money is available to do this project. [1:41:44, 1:41:45]: Mayor Neal. [1:41:46, 1:41:57]: I move that we approve of the task release number three under Master Engineer Service Agreement between the City of Stock Bridge and Carter Swim and the amount of thirty six thousand six hundred dollars. [1:41:57, 1:41:58]: Thank you. [1:41:58, 1:42:03]: Okay, we have a motion and a second by Mr. Blount. Is there a discussion? [1:42:06, 1:42:09]: Okay, we have no discussion at this time. I'll call for the vote. [1:42:10, 1:42:11]: All in favour? [1:42:12, 1:42:13]: Okay. [1:42:13, 1:42:15]: Five zero. Thank you. [1:42:16, 1:42:19]: Thank you, Madam Mayor and Council. Okay, thank you. [1:42:22, 1:42:34]: Okay, our next one, um our numbers I think have been switched. We're going to uh an item called Tyler Ingers Ingergov Intergov and that's number six. [1:42:36, 1:42:56]: And that will be presented by Ms. Moore. Yes, ma'am. Mayor and Council, what we have before you tonight is a request to repurchase software for the entire development division. Currently there is no software that allows code enforcement to talk to business license, to talk to planning, to talk to GIS. And we currently have a contract with Tyler Industry. [1:42:56, 1:43:16]: Industries and EGov is the module that allows us to purchase so that we can all connect and talk to each other. And then that also allows us for when permitting gets going, it allows for all of the information, even from permitting and building, to be in the same system, along with code enforcement plans. [1:43:16, 1:43:20]: planning, GIS, and business services. [1:43:21, 1:43:35]: Okay, and a question, do you know where your money's coming from for this project? Uh yes ma'am, I think we um for all of these we've got with I think you always tell us to get with uh treasurer and we got with the treasurer and she's identified it. [1:43:36, 1:43:36]: Okay. [1:43:37, 1:43:38]: Right? [1:43:39, 1:43:59]: How much is the software menu? How much is the software? The initial start up is thirty two thousand and that's for the implementation and make sure that all of the module for the five divisions are up and then after that it goes to a maintenance agreement of four thousand a year. So that initial start up is normally what costs you and then it goes down to [1:43:59, 1:44:00]: For a year. [1:44:01, 1:44:07]: So this project uh outlay thirty two thousand, ongoing four thousand and okay. [1:44:08, 1:44:12]: All right. Do I hear um a motion on the floor to support the [1:44:13, 1:44:16]: Presentation. Anybody gonna support it? [1:44:16, 1:44:29]: Mm, Mandy, I one one other question. I heard you say that you've already spoken to the treasurer and so it's been taken care of. Is it coming out of general funds or SPLOS funds? It's actually coming out of my budgets for my divisions. Okay. [1:44:30, 1:44:50]: Okay and having said that and answer that, Mayor Nera, I move that we approve this software um on behalf of the for the development department. Um in the initial uh amount start up around thirty two thousand and thereafter each year four thousand dollars maintenance like per year. [1:44:50, 1:44:53]: Okay. We have a motion on the floor. Do I hear a second? [1:44:53, 1:44:56]: [6296.9, 6316.9]: Is there a discussion further? Yeah, yes. I support this measure. I just want to make sure the public understands and all we understand. Give us maybe like a couple of bullet points of the benefits so uh taking us into the next realm here is to the stone age. So let me give you an example we can't. [1:45:16, 1:45:18]: Code enforcement. [1:45:18, 1:45:38]: Stockbridge is one of the first cities I know that didn't have any code enforcement software. So our guys are actually riding around with a paper and pen, in essence. And so therefore, if there is a citation that needs to be given from the planning director, right? I have to wait to either email them or call them and say, I need [1:45:38, 1:45:58]: For you to go by this site. What this software will allow me to do is to talk to my code enforcers and put the request of inspection in the system. So when they get up every day, there will be a whole list. Let's just say you email and say, look, this is a site we need for them to go by. It goes into the system. And once it goes into the system, it [1:45:58, 1:46:18]: It allows us to monitor the time that it takes code enforcement to respond, and it allows us to print a report so that at the end of every month, Mayor and Council, if you say, Can you give me a report of code enforcement activity? How many citations, what were the properties that were cited, we will be able to [1:46:18, 1:46:27]: print a report. And that software does the same thing for every single division, for business services as well as for GIS and for planning. And for permitting. [1:46:28, 1:46:30]: Okay. All in favor. [1:46:31, 1:46:32]: Okay, thank you. [1:46:33, 1:46:53]: We have one more. This one uh Miss Moore will also be uh presenting it. It's about permitting and this we have been told by Miss Moore is revenue neutral, so no money involved, just need permission to move forward. Yes, ma'am. Uh as we talked initially about bringing services in back from Henry County, uh the first [1:46:53, 1:47:13]: One that we agreed upon was building and permitting. And so staff put out an RFP to be bidded on, and Abbott's was the one that was selected. And we're bringing this before you tonight to adopt so that we can go ahead and get the contract approved. And we're trying to, we were hoping to do a start date of September the 1st, but it just depends. [1:47:13, 1:47:33]: on how soon they could set up, but it is revenue neutral and I think for the first time we will have an opportunity to know what projects are coming into the city of Stockbridge. Rather than waiting on Henry County to tell us, because permitting starts first, we will have an opportunity and we will be able to give you a list of the projects. [1:47:33, 1:47:33]: Yeah. [1:47:34, 1:47:38]: All right. Do I have a motion to support uh the permitting changes? [1:47:40, 1:47:40]: Yeah. [1:47:40, 1:47:51]: I got this. Okay, thank you. Yes, I'd like to make a motion that the uh vendor or contractor Abbott uh uh be approved or permitted and building inspections uh here in the city of Stockbridge. [1:47:51, 1:47:52]: A second. [1:47:52, 1:47:56]: Okay, we have a motion and a second. Is there further discussion? [1:47:57, 1:47:59]: No discussion. All in favor? [1:48:01, 1:48:02]: Thank you. [1:48:02, 1:48:07]: And we're gonna move on to item eight that is regarding added um [1:48:08, 1:48:14]: um the Falcon cheerleaders to come out to one of our food truck events. [1:48:17, 1:48:21]: [6501.9, 6521.9]: I'm calling number eight. We'll go back and pick up the other one. Uh Falcon cheerleaders will be coming out for the um food truck event. I believe that's on the twelfth of September. Is that correct? Yes. Okay. And that is a nine hundred and fifty dollar charge, but that will be taken out of the funding for the food. [1:48:41, 1:48:45]: truck project that they already have set up. [1:48:45, 1:48:45]: Uh [1:48:46, 1:48:48]: Do I hear a motion for that? [1:48:48, 1:48:49]: So [1:48:50, 1:49:10]: Or we have a motion for nine hundred and fifty dollars for the Falcon cheerleaders to join into the food truck event on the twelfth of September. And I would like to ask at this time for a motion. I mean for a second. I'll second that. All right, we have a motion and a second. Is there any discussion from the I just want to make sure the public does understand [1:49:09, 1:49:25]: This is for the Falcon players, the cheerleaders and Freddie Falcon, uh the mascot of the Falcons. Uh so it'll be a complete uh great opportunity for them to come and visit uh on the South Side here in Stockbridge. [1:49:26, 1:49:26]: Okay. [1:49:28, 1:49:30]: What's next boy after we take a book? [1:49:32, 1:49:37]: Okay. All right. Uh comment now from Mr. Blount. [1:49:38, 1:49:43]: Oh the finding for this w where is the finding coming from for this again? [1:49:43, 1:49:46]: It's already allocated. It's already it's been allocated. [1:49:49, 1:49:52]: Okay. We've had some discussion. All in favor? [1:49:54, 1:50:02]: Okay, thank you for your vote. We have one last um presentation that's gonna be brought to us by our attorney regarding a feasibility study. [1:50:02, 1:50:22]: Madam Mayor, you have a proposal that was put in the packet for a deannexation fiscal impact study um to be done by the Carl Vinson Institute. The uh quote is a flat fee of twenty thousand seven hundred dollars. Um this would require an agreement to be negotiated [1:50:22, 1:50:42]: and put in place and we uh would want that done literally in the next day or two to get that signed so they could get started immediately. The only issue that I have, which I'm gonna have to have a discussion with Carl Vinston uh Institute staff, they've uh estimated a completion time of four months. [1:50:42, 1:51:02]: months but in my prior discussions with them they thought it could be done a lot sooner. Um four months would still uh be done in time for the legislative session, but we'd like to have it a lot sooner um especially considering that the staff has already compiled most of the data. So uh we would ask for [1:51:02, 1:51:19]: a motion to approve uh entering into a contract with Carl Vincent Institute for the amount of twenty thousand seven hundred dollars. The amount would come out of the planning um uh budget uh for funds that aren't expected to be expended this year. [1:51:20, 1:51:22]: Okay. You've heard the um [1:51:23, 1:51:36]: uh description of the study for Carl Vincent that basically is to certify all the financials that have been compiled by our treasurer that are going over for certification to them. Uh do we have discussion from the Dais? [1:51:37, 1:51:38]: Fair nail. [1:51:38, 1:51:43]: Yes, ma'am. Go ahead. Please. I use the calcamin Blount. Go ahead. [1:51:43, 1:51:47]: Okay. She passed. All right. We have another question. Mr. Blount. [1:51:47, 1:51:52]: This is um this feasibility study is something that's been on the table. [1:51:52, 1:51:53]: Thanks. [1:51:53, 1:51:55]: Since January at least. [1:51:56, 1:52:03]: Um and why we haven't moved forward with this feasibility study up until now and rushing it, I have no idea. [1:52:04, 1:52:08]: But this has been the the wishes of the council and I would like the public to know that. [1:52:08, 1:52:20]: This has been the wishes of the councils for a long time. And when I'm being told by our mayor that we will wait on the feasibility studies from the city of Eagles Landing, [1:52:20, 1:52:31]: This is where we don't agree because we have had this on the table for quite some time and we when we request to ask for information for this [1:52:31, 1:52:37]: The information pertaining to it being done should have been given to us by now, not that we're doing it. [1:52:39, 1:52:42]: Thank you, Mr. Blount, for your comment. Any other comments? [1:52:43, 1:53:03]: If not, all in favor. I have a comment. Okay. Uh Ms. Robinson. Um just to follow up with Councilman Blount, I mean the information was given to a group of you know, we said it to staff, um, not just one person. So hopefully moving forward, you know, we're not just looking at one person to bring this back. We look at [1:53:03, 1:53:23]: staff along with the mayor since the mayor's name was mentioned to work together to bring this back because to my understanding that's what council said around the table um to staff as well. So that way if we work together as a team that means if somebody is missing something, the other will pick it up. Okay? So that's that's just my take [1:53:23, 1:53:23]: On it. [1:53:24, 1:53:25]: Thank you. [1:53:26, 1:53:31]: Are there any other comments? If not I'll call it, Mr. [1:53:32, 1:53:37]: The public you elected us to govern the city together. [1:53:37, 1:53:57]: You elected us to keep the city together. I personally have every intention of making sure that we do that. And um you know the only way that we're gonna do that is that if we work together, all six of us, in order to move these initiatives forward. Because people are watching us and to see [1:53:57, 1:54:17]: see how the cohesiveness on this council is and for us to be able to work on problems together as a unit is extremely is extremely important. This issue there's nothing been more pressing the than the City of Eagles land the proposed City of Eagles Landing uh come before us. [1:54:17, 1:54:25]: and we have to be a united team in order to say that we do not want to see this move forward and to also ensure [1:54:26, 1:54:36]: that we're in lockstep because every time we're not in lockstep the public is judging that and making judgments on the fact uh o of the cohesive leadership of the city. [1:54:38, 1:54:45]: Okay. Any other comments? If not, I'll call for the vote. All in favor, please raise your hand. If anybody made a motion. [1:54:47, 1:54:50]: We were in discussion. We were in discussion. We did not make a motion. [1:54:52, 1:54:59]: Okay. All right. Let's go back. We we did our discussion first. Uh uh do I have a motion? I have uh Mayor. [1:55:00, 1:55:01]: [6901.9, 6917.9]: Mayor. Okay. I'd like to make a motion on to approve uh the amount suggested by a city attorney so we can move forward with the feasibility study on the impact on the devastating impact of the proposed City of Eagles Landing with Carl Vincent Institute. [1:55:18, 1:55:21]: Okay, we have a motion. Do I hear a second? I second. [1:55:21, 1:55:26]: Have a second by Miss Robinson and at this time is there further discussion? [1:55:27, 1:55:29]: If not, I'll call for the vote. All in favor. [1:55:31, 1:55:32]: All right, thank you all for your vote. [1:55:34, 1:55:34]: Thank you. [1:55:38, 1:55:57]: At this time we're going into some discussion items. I know it's awfully hot. I apologize for that. It's uh taking its toll on us up here at the Dais, but and I know it is on you out there. But at this time we're going to go to discussion item about the Carrie May Hambrick Cultural Arts Center. [1:55:58, 1:56:01]: And that will be presented by Councilman Blonett. [1:56:02, 1:56:07]: Yes, I would like us to uh we've torn down um [1:56:07, 1:56:12]: the um old bank building and we've asked to move forward with the [1:56:13, 1:56:23]: getting a design company here, putting a RFP out for a design company to come in here to give us some designs on and and to move forward and to putting something in this place. [1:56:24, 1:56:44]: Um I would like us to get a timeline on when we would get a RP out for a design company to come in and I would like us to move go ahead and move forward with what we're gonna do with this uh with this property and not have it uh just to sit idle and us to w focus on uh going to other areas rather than focus on what we already have as have our [1:56:43, 1:56:45]: identify to move forward with that. [1:56:46, 1:57:00]: Uh uh to benefit Mr Blount, I wanna ask a question of our Main Street director in the back, um, talking about the building that has been taken down. Will that be in your design area? [1:57:01, 1:57:06]: Would that reach into the design area? Did you hear the question? Okay. [1:57:12, 1:57:32]: It is all planned for um the Carrie May Hambrick Cultural and Enrichment Center to be a part of the area that is going to be included in our planning. Um they will make suggestions with regard to um ingress, egress, that sort of thing, but as far as the actual design of the building that [1:57:32, 1:57:37]: That would have to be done by an outside consultant or designer. [1:57:39, 1:57:44]: Uh any comments? Mayor Neil. Yes, sir. I asked that our um [1:57:45, 1:57:50]: Uh Mr Neil and uh I mean I'm sorry, Mr Um [1:57:51, 1:58:03]: Aaron as well as uh Donald would come up and talk to us about what we can do to get an RFP design up as well as get some information in regards to where we are. [1:58:05, 1:58:09]: While while they're coming, I wanna ask a question if I could. Um [1:58:10, 1:58:21]: Are we going to involve the public, Mr Blount, in getting input from the arts community and uh are we gonna involve our community development department to [1:58:21, 1:58:41]: Um how we how are we gonna find out what the public would like us to have included in this? The public has already shown us what they want. We have nothing in this city for our youth, we have nothing in this city for our elders. The public has already spoken. We want facilities to facilitate those people right now in our city where they don't have to go outside of the city of Stockbridge. [1:58:41, 1:59:01]: in order to enjoy themselves, whether they're young, middle aged, or old, uh older. So those things have already been identified, and this is why I'm coming forward now to say if they've already been identified, uh age group has already been put on the table, then let's go ahead and get an RFP out and let's go ahead and move the project forward. It's not a money situation. [1:59:01, 1:59:09]: It's about moving this project forward. So I would like to know what is the RP uh process and getting this thing moved forward. Mayor. [1:59:11, 1:59:15]: I just want to add some a clarification. When we're saying public [1:59:15, 1:59:17]: I mean we [1:59:17, 1:59:37]: putting it out to say this is a public hearing regarding this or is this just something where someone individually just said this is what we want, you know, community activists. Typically how that would work is what I shared with the mayor. I would like for us to visit a couple of centers so that you [1:59:37, 1:59:57]: you can get an idea of what you want in it and then what we will do is take those ideas because we gotta know what uh let's say you may want a gym, you may want um arts, whatever you want, then once you'cause there's a couple, I think there's one in Henry County, there's one up in Riverdale, there's one over in South Fulton. [1:59:57, 2:00:17]: that gives you the idea and what I share it with, I'd like for us one day within the next week or so to take you guys on a tour so that you could go in and pick, I want that, I want that, I want that. So because before you do an RFP, the consultant is going to ask you what is your wish list. And then once you give them your wish list, [2:00:17, 2:00:37]: Then that consultant will bring your plan back with all of your wish lists in it so that you can put out on the street for someone to actually do the design work based on your wish list. And then when the consultant puts that out, then you can actually have what they call the little charettes where you can invite people in and say this is what the consultant is. [2:00:37, 2:00:57]: consultant these are the renderings of the new facility, what it's gonna look like, and then just have people to do comments on it. But in order for the RFP to go out, we need to know what your wish list is going to be and we would like to take you to a couple of facilities so that you could see if you want a pool, if you want, you know whatever you want. [2:00:57, 2:01:17]: that. I'm in agreement with that and when we say a week or so, let's go ahead and put some dates on, get some dates established when we're gonna make these trips because that's been the we we're idle without dates. Let's go ahead and put some dates down when we're gonna make these trips and when we're gonna make this happen and and so we can move forward as quick as we can. [2:01:17, 2:01:37]: For an RRP to make this happen. The citizens of Stockbridge are in need for some for something here for them to enjoy. And we're in a position to give it to them, and so I want that to happen, as well as my other colleagues. We've been talking about this for a while, so if we can get some dates together, I would love to hurry up and see those dates. Let's make those trips. [2:01:37, 2:01:41]: trips and let's make some things happen in the city to make it more vibrant than what it is right now. [2:01:41, 2:01:42]: Yeah. [2:01:43, 2:01:56]: Um, let's go ahead. I think all three of'em have something they want to say. Uh would you let Kira go next? I think she's got something to add on to her comment and then we'll hear from our public works and our procurement officer. [2:01:58, 2:02:18]: I just wanted to say that from a Main Street standpoint, our advisory board has had several work sessions with regard to um the types of amenities that we would like to have in the downtown and those things will be considered during the RF RFP RSVP process. [2:02:18, 2:02:38]: Um we will be having focus groups and they will be talking about these types of things. But it is our I guess our um what we are advocating for is that an arts and cultural district be created in the downtown area that is anchored by the Merrill Manners Conference Center, the Carrie May Hambrick [2:02:38, 2:02:57]: Cultural Arts and Enrichment Center, the Ted Strickland Center, and the library there. So we want to make sure that those things are being considered when the Carrie May handbrick discussions are had and Main Street plans to be a part of that. Thank you. All right, let's go to our public works director. [2:02:57, 2:03:17]: But I just want to let everybody know that the legwork has been done, so whatever you want to put on the site, the phase one has been done, everything was fine, the site assessment has been done, so you can put whatever type of building on that site, but it's just gonna take some site work to get it ready to build, but everything is ready to go, it's just designing the building. [2:03:18, 2:03:18]: Thank you, sir. [2:03:19, 2:03:20]: All right, Mr. Raleigh. [2:03:22, 2:03:24]: Good afternoon, Mayor and Council. [2:03:25, 2:03:38]: The only thing procurement needs is a methodology methodologies, scope of work and any type of milestones that we actually see f um for forthcoming at this time. [2:03:39, 2:03:40]: Okay. [2:03:40, 2:04:00]: Uh Mr. Blount, I think you see you've got a staff of people that are ready to roll with you and push this out. If we do it the right way we'll end up with a product that we'll all be proud of. Are there other questions? Yes. Okay, Mr. Alexander. I think I'm listening to the entire process and we just approved monies [2:04:00, 2:04:20]: To do an extensive downtown master plan, which we passed last year, uh you know, a master plan as well, but the RSVP plan is designed to do encompass the whole downtown. I think we already made a mistake in putting the fountain at East [2:04:20, 2:04:40]: Atlanta Road that prohibits us from doing something. What if the RSVP comes back and makes a suggestion that we move the location or that we slightly move the location um of this facility or they give us several indications on what they want to do? That's what the map [2:04:40, 2:05:00]: Master plan is all about. What can be the timetable to say, okay, in the next couple of weeks will we have s uh some of these in place so we can keep the the aggressive timetable, but in terms of overall composition of downtown, isn't that what the master plan [2:05:00, 2:05:08]: plan is for. Well your master plan is visioning but they're not necessarily gonna dictate that you necessarily move a building. [2:05:08, 2:05:28]: Um it's just gonna give you a vision of what they think the conceptually where everything should be placed. Um so but typically if you have an existing site that you normally want to rebuild on, they don't normally come in and say, Well, you need to change your site. Not saying that it's not possible, but that's typically not what you [2:05:28, 2:05:48]: You're going to see, but in your master plan, because you've already designated a site for rebuilding, your master plan would take into consideration that you have that land located for that project and then include that in their master plan. Absolutely. A short follow-up. In terms of what we're doing right now, I think uh we have a [2:05:48, 2:06:08]: lot of decisions to make. Do we want to put a pool in an art center or do we want to have two separate buildings, which would be my suggestion. Because those types of things as we go around to do trips. Are we looking at, you know,'cause I know we have an agreement or we had a um you know a theater company in there. It [2:06:08, 2:06:28]: If you try to do one size fits all with one building, you end up not serving um the greater good for anybody. So I think this council needs to have some decisions. What are your thoughts processes on because again, we got to know what components are gonna go into this building, right? I think that's why the tour is so [2:06:28, 2:06:48]: Important because once you see what other communities have done and the combinations that they have within those buildings, it will give you some idea. You may look at ten different buildings or ten different developments and you may take something from all ten in terms of what you want to be in your building, but until you come up [2:06:48, 2:07:08]: with what you want to be in the building. That has nothing to do with your master plan in terms of the features inside. You have to decide before an RFP goes out, what is it that you want, the amenities that you want that to be in that building that will help shape the RFP for it to go on the street. [2:07:09, 2:07:26]: Okay. Are there other questions? Mr. Ford. Thank you. Uh I'm gonna follow up on what Mr Aaron mentioned, uh if I got it right about the build the land is is structured where you can build anything. I guess my concern is we'll probably find out from the uh when we go by and do the visit, but can this building b have a basement? [2:07:26, 2:07:28]: Or is it going to be a slab? [2:07:32, 2:07:48]: No sir, I wouldn't want to put a basement in this building because you'd have to excavate to actually have a basement. Most of the time when you have a basement it's on an area where the back slopes off but this doesn't. It's pretty much level throughout the site, so it would be on the ground and I prefer not to have that. [2:07:48, 2:07:51]: All right. All right. Thank you very much. Appreciate it. [2:07:51, 2:08:11]: Yes ma'am Miss Robinson. Um thank you for staff. I mean it's a process and I heard you Kira from Main Street. Uh you know, I would like for it to be a arts downtown. I have mis mentioned it some of the colleagues and our attorney. Um you know, we're saying community centers with you know, with a pool, whatever. I I've [2:08:11, 2:08:15]: notice there's land by the corner of Ty and Wilson. [2:08:15, 2:08:35]: Um there's there's land that's been there that is right there in the community that I would like that I mentioned to the attorney to look at for other like saying we have a second building. So I thank you for saying let's go take a tour um because we do have opportunity right here in our own community if let land and all of that is available. [2:08:35, 2:08:55]: Um but I do would like for our downtown to you know connect like she said with the Merrill Manders and having a cultural arts bringing people in um performing arts whatever it should be in that area. So I'm in agreement with that. So thank you, Miss Morris. So hopefully you can go ahead and like I said if next [2:08:55, 2:09:11]: week I'm ready um so that way we can take that tour. But we have a lot of opportunity for our community to get this done. If it's not just one building well then we can at least do two buildings to make this happen for our community if that's so what our council decides. [2:09:12, 2:09:30]: Okay, thank you all for helping us understand the process. Thank you. Okay, we're going to item seven and that's gonna be brought to us by Councilwoman Gantt and this is to talk about another possibility in our downtown and that is about a splash pad design. [2:09:31, 2:09:51]: Well um Mayor Neil, thank you. I don't want us to um I've been talking about this for a while now, um, to have a splash pad uh uh and possibly a splash pad that converts over to an ice rink. But now that we have the procedures down, um we've spoken to um Mr. Aaron [2:09:51, 2:10:11]: prior to as well as Ms. Moore. This is probably something that we can talk a lot more in detail on during the retreat. And maybe get some I I'm not trying to push it off. I definitely want it to happen. But the I'm assuming, and Ms. Moore maybe you can answer this, that some of the [2:10:11, 2:10:12]: Um [2:10:12, 2:10:22]: The same procedure that we're dealing with with the Carrie May Hambrick building will be a very similar procedure for our splash pad and ice rink. [2:10:22, 2:10:28]: Well ac testing, no? Yes. The splash pass is actually easier. [2:10:28, 2:10:48]: than the building. Uh I sent each of you an email. We sent out I think it was to eight companies, eight or nine companies across the US who does splash pads. And so hopefully by the end of next week all of you will have your nice big stack of books of splash pad designs. And then again once you get [2:10:48, 2:11:08]: go through and pick your wish list of the items that you want to be a part of your splash pad, then it's just a matter of picking, putting on an RFP with those items and one of those vendors will probably bid on it. And the time frame to get a splash pad should be a lot quicker once you get [2:11:08, 2:11:10]: the books and once you pick the items that you want. [2:11:10, 2:11:20]: Uh and what what would a time frame look like? Um, could you give us an estimate if we we start looking at these next week once we get our binders? When you get your [2:11:21, 2:11:41]: See. When you get your binders next week, we're still in August. So if you give yourself a deadline to do in one of your work sessions, if all of you want to talk about your top three designs and elements, and if you guys could come to some consensus on everything that you want in the splash pad by your second [2:11:41, 2:11:43]: Week in September [2:11:43, 2:11:56]: then we should be able to take the scope or develop a scope for those items that you want in your splash pad and should have that out, which means that you should have an award by your mid October. [2:11:57, 2:12:08]: Which means that they should begin constructions'cause these are pretty easy. You could foreseeably have construction start at the end of October. Thank you so much. Um I would like to remind uh Miss Moore [2:12:08, 2:12:28]: who gave you all that great information and all the counsel that we will be in retreat talking about our budget coming up. Money doesn't grow on trees, so we are all gonna have to work together to figure out what we can afford when. So um you know, until Santa Claus comes, just keep [2:12:28, 2:12:48]: Keep in mind that what we're talking about tonight is discussion and then we'll move forward with our projects as the money. Well May Mayor Neil, if I may, um we've already looked at the funds through SPLOS and we've allocated those funds and we've talked about it over and over and over again. So we have [2:12:48, 2:13:08]: SPLOS funds that are available and they've already been pointed out. And we've also discussed it at past retreats as well as um more recently I think we met with you one on one as well as with the group to talk about what SPLOSS funds were available and they were there. Yes, not opposed to it. I'm just saying we're to [2:13:08, 2:13:19]: the public. We're having our retreat right away for budget and we'll all be working together to try to find out how we can move some of these great projects forward. Thank you. [2:13:19, 2:13:34]: Okay, now we're gonna go on to our next item. This is Development Performance Bonds presented by Councilman Alexander. Yes, I guess I had um spoken with Ms. Moore and uh Mr. Williams via email. [2:13:34, 2:13:54]: Because uh what we see throughout Henry County and Stockbridge in itself is a failure to perform by developers who start subdivisions, promise the world, they show you this big, elaborate, pretty picture of the grand pool and [2:13:54, 2:14:08]: and the amenities that go with it and then by the time the project is over that b that uh that developer may have bought bowed out and then a new developer may have come into uh the premises. [2:14:09, 2:14:29]: I just want to begin the discussion as we talk about updating our zoning and um requirements and our regulations to protect uh the homeowners that buy homes here in the city of Stockbridge. If a builder promises you certain infrastructure, certain [2:14:29, 2:14:49]: amenities, green space, uh or those items. I want to though talk about those items and put them on the table. Uh if we could uh have uh a little discussion about that, maybe Miss Moore or Mr. Williams could kind of chime in on what the available options are to add some protection [2:14:49, 2:14:58]: sections in our codes uh so homeowners aren't given a bait and switch type of uh presentation when they buy a home. [2:15:02, 2:15:06]: Our attorney, Mr. Williams, is going to answer that question. [2:15:07, 2:15:16]: I'll just repeat some of the the concepts that um I shared with Councilman Alexander via email. Um [2:15:16, 2:15:17]: Generally [2:15:19, 2:15:33]: It's not something that cities or counties get involved in where developers promise say a a a clubhouse or a swimming pool or other parked type features along with the subdivision. Um [2:15:34, 2:15:35]: And then if they don't [2:15:36, 2:15:44]: fulfill that promise, typically that's an issue between the purchasers of the home, a homeowners association, and the builder. [2:15:45, 2:15:48]: Um, you typically don't see governments [2:15:49, 2:15:58]: require performance bonds of the builders so that if the builder for whatever reason is unable to meet that obligation then the city would [2:15:59, 2:16:05]: uh essentially call that bond and finish those amenities on behalf of the developer. [2:16:06, 2:16:26]: conceptually perhaps that's something that could be done. Um we do do that in the case of certain uh features that benefit the overall community, such as roads, um other types of infrastructure that s um cities and governments generally provide, whether it's uh retention [2:16:26, 2:16:37]: ponds, roads, things of that sort. Um it it's again it's unusual. That's something that we need to give careful consideration to. Um [2:16:38, 2:16:41]: Uh and that's kind of where we left the conversation. [2:16:41, 2:17:01]: Right. Um if I could continue for just a second. Now what Mr Williams explained to me and I think that I got the concept right is that if the performance bond is required then the bond would actually cover the actual expenses that the homeowners were promised. [2:17:01, 2:17:21]: The city's responsibility may be to call the bond to actually spend the money and plan the project. I honestly think that that would be the least that we could do if the bond was going to pay for the promises in that community for our citizens because as uh you know a realtor myself home [2:17:21, 2:17:23]: owners buy based on promises. [2:17:24, 2:17:44]: And those promises being made, if you were promised that these items were going to occur, uh if you were promised sidewalks and the sidewalks didn't come, or you were promised uh the clubhouse or the pool or the tennis courts and they never came, that money would be available. In my opinion, it would be advantageous. [2:17:44, 2:18:04]: For the city to have those amenities inside the subdivision for those residents and at basically no cost to this to the city except for planning the projects out as well. There's always going to be some risk, and I understand, I appreciate Mr. [2:18:04, 2:18:11]: Mr uh Williams for explaining that out to us, but those funds would be available that did not have to come from the city coffers. [2:18:13, 2:18:21]: Okay, thank you for that discussion item. We're gonna move forward to another one that Mr uh Alexander wants to speak on, affordable housing. [2:18:22, 2:18:40]: Yes, thank you so much. One of the things that we see as uh I'm guilty of promoting growth and development is when that growth and development does actually come to the city, what happens is that uh property values increase, which is a good thing. [2:18:40, 2:18:56]: rental rates increase, which is a good thing. I have seen rental rates take a quantum leap in the last three or four years uh in the in the main in the Henry County area and in the Stockbridge area and at some point [2:18:56, 2:19:09]: Uh I'd probably like Miss Moore to talk about this a little bit, is uh what are some requirements that we can put in place uh for uh for affordable housing in some of the um development agreements. [2:19:14, 2:19:34]: Uh yes, you could do it a number of ways. You can actually look at your zoning and your lot size. Because a lot of times if you have smaller lots, sometimes that means you can get a smaller house. So we could do that through our land use, we could do that through the square footage in terms of what we will allow. That's one way. Another way that we could do that is if the city chooses [2:19:34, 2:19:54]: To have any tax allocation districts, if we decide to do any of those tax incentive programs, then as a part of those districts, you can require a certain percentage of your housing stock to be set aside for low to moderate income. So everybody doesn't know but Atlantic Station has a 20% set aside of affordable house. [2:19:54, 2:20:14]: housing. So anytime you overlay a particular area with a tag, then you can come in and mandate that that occurs. So as we continue to grow and we have these planned communities that we're talking about, the city may want to look at providing a tax incentive in order to ensure that we get that percentage of affordable housing. [2:20:14, 2:20:34]: Okay, as we continue with the these discussions as far as updating our zoning requirement, is it too late to put that in there at this point or we're actually getting ready to do the comp plan. We put out the RFP and so there is a housing and affordable housing element. I don't know if each of you got a chance to look at it, but is the affordable housable uh [2:20:34, 2:20:40]: afford a affordable housing is an element as a part of that comp plan. [2:20:42, 2:20:50]: for the next item and that's going to be um by councilman alexander again he wants to talk about the youth and senior services. [2:20:50, 2:20:52]: Or center. A center. [2:20:53, 2:21:04]: Thank thank you so much, Mayor. And I think as part of what we've been talking about, which is a overall master plan for downtown, is that and uh the entire city itself. [2:21:05, 2:21:10]: we have some real serious decisions that we need to make as a council. [2:21:11, 2:21:20]: We can try to put together this one building that encompasses everything and tries to be everything to everybody. [2:21:20, 2:21:40]: Or we can make the decision uh with these budgetary discussions coming up that we would actually build what most people actually do, which is a youth senior recreation center separate from the art center. Those are two separate uses uh in the community. Hampton uh just built [2:21:40, 2:22:00]: built a senior recreation center in combination with Henry County. You know, this these ideas come about because connecting the senior population to the growing uh youth and millennial population is very beneficial because it keeps the seniors alive and it provides wisdom for the young people. [2:22:00, 2:22:20]: as uh the seniors enjoy the interaction and so do the y uh the younger kids enjoy uh the interactions at all. I had a subsequent discussion uh with Councilwoman Robinson about actually putting the facility in the Tye Street area uh in a community that is underserved and [2:22:20, 2:22:40]: and an underprivileged so that it would be in walking distance up downtown and be available to um have services available to the community. Uh nothing could be better than that senior youth center with a indoor pool inside the facility, something that is sorely missing [2:22:40, 2:22:49]: inside our our city here. Uh many of us sit back and we say, Okay, we feel fortunate that we have a swimming pool in our subdivision. [2:22:49, 2:23:09]: But that swimming pool and that clubhouse in your subdivision belong to residents. There are many neighborhoods, underprivileged neighborhoods inside of Stockbridge that do not have these amenities available for them. And you know what? When a child dies or drowns unnecessarily because they don't have facilities to participate. [2:23:09, 2:23:29]: Participate in. In terms of economic development, this center could be that as well, because there is no facility for our swim teams in Stockbridge to currently participate in. There's none. They go over to Clayton County in order to compete. We have several swim uh teams in the community that have [2:23:29, 2:23:49]: have to travel at parent expense over to Clayton County in order to uh partake in such a great activity. The if you separate the two units into a arts center and then the senior arts and senior recreation center, you get more uses. Because when you have a boys and girls [2:23:49, 2:23:50]: Girls club. [2:23:50, 2:24:10]: which could be pr the the the priority to run these programs for us. They at each of their facilities they have an indoor swim facility, they have coaches, they have administrative offices available and they also have pro the surrounding property for a ball field for the kids to use in their community. And what [2:24:10, 2:24:30]: What that does it is as it is the meeting place in the community. I think we've heard it more times than not from the Boys and Girls Club and their slogan that between three and seven is the most dangerous time in kids' lives. And having that facility be available in the community would be of great benefit uh to us all. And I like to say [2:24:30, 2:24:33]: see us uh take a look at that at the retreat. [2:24:34, 2:24:46]: Okay, thank you Mr Alexander. We have one more thing. One of our popular items that we hear around here a lot is about an amphitheater and that's gonna be also presented by Councilman Alexander. [2:24:47, 2:25:07]: Yes, thank you so much. And I think the conversation that we had earlier speaks to these components. Uh we could we put them on the agenda to keep these to keep them alive, to make sure that they're always out there in the public forefront and that we plan on meeting with the citizens to discuss every single intricate. [2:25:07, 2:25:27]: detail of what you want to see in these particular projects. It is mandatory in terms of my opinion that during the charrette we understand what the public wants to see, that we take visits to campuses such as select uh suggested by uh community development director [2:25:26, 2:25:46]: to actually scout out what we want. I would even suggest is to go as far as to maybe add uh maybe the Main Street panel or the Downtown Development Authority to include them in these discussions and these trips so they can provide valuable input and it's not just geared toward the options that the council [2:25:46, 2:26:06]: would present that the whole process. We charge the Main Street Board and the Downtown Development Authority Board with um contributing and being uh volunteers uh to economic development and uh improvements in our city. They need to be at the table when these decisions [2:26:06, 2:26:26]: Are made on absolutely all of these projects. I think we uh kind of identified that we want the amphitheater to be uh on the ball field, which is back here behind uh City Hall, and I'm in agreement with Councilwoman Gantt that we have talked about these numerous times. We just need to put our foot in [2:26:26, 2:26:46]: the ground and to go ahead and to move forward with the master plan so we can have uh actual locations and designs and an actual footprint for all of these projects. You know, uh it could be easy for me to sit here and say, Okay, well let's wait to the retreat. Well we had a retreat [2:26:46, 2:26:48]: The last two years. [2:26:48, 2:27:08]: We have the same projects written down on those lists for the last two to three years, yet the i issue is there's been no follow through and there's been no action taken among those. We have the funding here in the city. We have uh in excess of fifteen million dollars in SWAT funds to move. [2:27:08, 2:27:28]: forward with these projects and I'm in agreement that that time has come now. The public has waited long enough for us to move forward and to make solid decisions on what we need to do uh with all of these projects. We we can be fiscally responsible and deliver these projects to you [2:27:28, 2:27:48]: One of the debates going on today is that we have in our city and with surrounding residents uh proposing a a new possible city is that we these amenities that should have been taken care of long time ago in the city have not been moved forward with. It is incumbent. [2:27:48, 2:28:08]: Upon this council at the retreat to set dates, certain times on all of these projects to move them forward this year after the retreat so we can make sure that we do not have any more slippage in time and that we deliver upon the promises that we have made to our [2:28:08, 2:28:09]: Yeah. [2:28:09, 2:28:15]: Thank you, Mr Alexander. Uh at this time we're gonna ask if we have any comments from our city clerk. [2:28:17, 2:28:28]: No, I have a comment on Mr. Alexander's discussion. Okay, I apologize. Um Mr. Blount wants to comment on Mr. Alexander's. Uh really quick, I just want to go back and let the citizens know. [2:28:28, 2:28:36]: that I agree with Mr. Alexander. We have identified funding for many projects in this city that are not moving forward. [2:28:37, 2:28:45]: And I call on staff and everybody that we've identified these projects to to move these projects forward wherever there's a hindrance. [2:28:46, 2:29:02]: I believe that this council, being the legislative branch of this city, we need to know what those hindrances are. So if we need to make a decision to get those projects moved forward, then those are the decisions we have to make. We was elected to progress this city in the best way we see uh fit. [2:29:03, 2:29:15]: With your input, with the citizens' input, and I believe that we need to move these uh projects forward. They have uh been identified, the funding has been identified, so now we need to find out where's the hindrance to these projects. [2:29:16, 2:29:19]: Okay, thank you Mr Blount. Now we'll go to the clerk. [2:29:20, 2:29:26]: Um thank you, Mayor. Uh and council, I just wanted to uh let the public know that next week [2:29:27, 2:29:37]: Monday through Friday, August twenty first through first through August twenty fifth, the city will be qualifying candidates for election for our municipal [2:29:37, 2:29:45]: election coming up in November and the times are eight thirty to four thirty. We'll be closed from one to two for lunch. Again that's next week. [2:29:46, 2:29:53]: Monday through Friday, August twenty first through August twenty fifth. All information is on our website. Thank you. [2:29:54, 2:30:06]: Thank you, Madam Clerk. At this time I'm gonna start down on this end, since we've heard Mr Alexander talk for a while and we're gonna come this way tonight. I'm gonna l uh start with Miss Robinson, if the council has comments. [2:30:07, 2:30:09]: Yeah. Yes, thank you, Mayor. [2:30:09, 2:30:23]: Um I wanna thank everyone for coming out. I do have a question. I was looking at our list and maybe the clerk can tell us is that overlay meeting gonna be here'cause it's on here twice. It gonna be here or the Ted Strickland. It's gonna be [2:30:25, 2:30:43]: All night it's here. Okay. Showing twice two different locations in the discussions. There there's a town hall which is for the D annexation, those meetings, and then there is the highway one hundred thirty eight overlay, those public hearings and [2:30:44, 2:30:48]: Uh we have two different things going on August the fifteenth. [2:30:48, 2:30:51]: I'm not sure about that. No. [2:30:51, 2:30:52]: Ted Strickland. [2:30:53, 2:31:04]: Right here. In the front it says overlay. Yeah, it's it the Ted Stri August fifteenth, City Hall. Then the second page it says overlay stakeholder meeting, same day at Ted Strickland. [2:31:05, 2:31:18]: So I just wanna make sure it is City Hall. Okay. August the third. Tomorrow it's definitely City Hall. Okay. Okay. So we're clear on that. City Hall. I just wanna thank everyone for coming out. Um [2:31:19, 2:31:39]: We have a lot of good things going on in the city. We just came back from our fall, um not our fall but our retreat, I mean our convention in Jekyll Island with um council, learned a lot of things, learned a lot of things about some of my colleagues, um and I appreciated that convention because it helped [2:31:39, 2:31:59]: with a lot of things to try to understand, you know, to listen to what our each person has to say when they're saying it. But also want to say to staff thank you so much because I know at one point we started this last year with our retreat but the funding just and wasn't out there. But now that the funding has come forth that we do [2:31:59, 2:32:19]: So I just thank each and every one of you for going through the process and I know now that we'll be able to move forward with a lot of projects. But it's you know, I just understand that there is a process and once we get through the process I know staff would definitely guide us and tell us what is next and what we need to do. [2:32:19, 2:32:25]: to do to move forward. So I just wanna say thank you to staff for working so hard on what you do each and every day. [2:32:27, 2:32:29]: Okay. Miss uh Gantt. [2:32:30, 2:32:50]: W well, um first I wanna thank everybody for coming out and then I wanna ask if we can move the meeting tomorrow to test Strickland if it's gonna be this hot in here. I don't see a reason to have our citizens in a sweat box. I'm sorry, it's hot folks. Um I I wanna uh want council hopefully you guys will consider that. [2:32:49, 2:33:09]: And we can put some uh maybe post it. I'm sure people would understand it's just one one block one walk away across the tracks and you know, at least let people allow people to be comfortable. So um that is a a big concern of mine. We've you know, this is pretty high. [2:33:09, 2:33:29]: hot. In addition to that, uh we did we actually went to Jeckwa Island for some great training, municipal training this past week and and it was awesome. Um you know in addition to that um we have all these community events and things that are going on [2:33:29, 2:33:33]: on and I just want to sincerely thank [2:33:33, 2:33:51]: each and every staff member for all the support and everything that you've provided. Um we've come a long way and it it it's it would continuing to grow. So just wanted to say thank you for attending and hopefully we will agree to move this meeting to tomorrow. [2:33:52, 2:33:59]: Mr. Fulwarden. Thank you, Mayor. Appreciate it. Uh I want to say that uh I look forward to the budget retreat in later on this week. [2:33:59, 2:34:19]: And I'm pretty sure we can come to some type of solution and make some things move forward for the FY twenty eighteen. I will say though the youth and center youth and senior center in a separate location outside of the cultural arts center will be a uh nice little discussion because I'm not totally sold on them being uh separated, but we'll we'll talk about it. [2:34:19, 2:34:39]: it obviously and we'll see. Outside of that, citizens I'm glad that uh you're here. Keep us keep engaged, keep the faith, uh believe in the city council, especially as we continue to um fight for the city, uh to protect our boundaries and our city borders and our city limits there against the proposed city Eagles landing. So um and we'll continue [2:34:39, 2:34:59]: to have these uh open forums and town halls to discuss that to get the information out there and we need your support on that as well uh because obviously I nor the council I will say is not in in in uh agreement with any de annexation and or losing our economic corridor that helps fund the city primarily. Uh so uh we're a sovereign city and we want [2:34:59, 2:35:00]: [9301.1, 9306.5]: uh with all the boundaries and then some additional boundaries for us per se as a group. [2:35:07, 2:35:09]: So um keep the faith. Thank you very much. [2:35:10, 2:35:11]: Mr. Blythe. [2:35:12, 2:35:32]: I concur with thanking everyone for coming out and those that are still viewing. Um as this city strive to uh continue in this economic uh uprise that we have uh for as our stability in this city, I would ask anyone that if you get anything in the mail pertaining to um the situation we have with [2:35:32, 2:35:52]: the deannexation um trying to be infiltrated in our in our city that you would send your paperwork in uh as soon as possible. We will have more literatures coming out. We will have more banners being we will have banners being put up and uh we're just in uh we're in the fight for what's right. And what's right is that we created this city. We created [2:35:52, 2:36:12]: the wealth in this city and we created we helped to bring business in this city and the citizens want to be in the city of Stockbridge. I live in the city of Eagles Landing myself and I was never asked if I wanted to be D annexed out of uh into uh another area. So I'm totally against it. I'm fighting for the city of Stockbridge. I asked everyone to [2:36:12, 2:36:20]: You continue to keep us in your prayers and fight for those issues that are more important most important to you and right now is to keep our city whole. [2:36:21, 2:36:27]: Yeah, I'd like to give Mr. Blount this uh opportunity to say he lives in the city of Stockbridge. [2:36:28, 2:36:29]: Stood of Eagles Landing. [2:36:30, 2:36:31]: Miss Smoke there. [2:36:32, 2:36:33]: Well that's the same. [2:36:34, 2:36:54]: I I just wanted to say tonight, uh I my heart is heavy and I'm sure everybody has been keeping up with the news in the last few days and the just the heinous acts that took place up in Charlottesville, Virginia. Um just a stain on America. And uh I was [2:36:54, 2:37:14]: I was encouraged to see the Islamic Society of South Atlanta come out tonight and give the invocation, sending out the message that the city of Stockbridge is a very inclusive community, uh welcoming all of our citizens and just knowing that we welcome everybody with open arms and we change. [2:37:14, 2:37:20]: every single citizen and every single religion uh in our community. [2:37:20, 2:37:40]: I just want to say to everyone, say a prayer for that young hero uh who gave her life uh being hit by a car in in a peaceful protest uh in the United States of of America. That's just totally unacceptable. And we should all just pray for her family and pray for [2:37:40, 2:37:55]: Pray for all of the victims uh that were um that were injured in the in this heinous attack and condemn and denounce that type of activity in the United States of America, here in Stockbridge and everywhere. [2:37:57, 2:38:17]: Thank you, Mr. Alexander. Um I do want to stress a couple of things um that are on the agenda. These are meeting dates, so if you did not pick up an agenda when you came in the room, be sure to pick one up as you leave and that will outline the f the future town hall meetings on the [2:38:17, 2:38:37]: issue of uh the proposed City of Eagles Landing to s to support the city's position that we win this battle. So we invite the public to come out and to learn more about this issue and learn the facts as we know them as prepared by our financial. [2:39:57, 2:39:59]: Financial treasurer.
