[0:13:18, 0:13:23]: There are a multitude of opportunities for permit violations over the course of a year. [0:13:23, 0:13:25]: Achieving this is no easy feat. [0:13:26, 0:13:31]: Facilities that achieve gold award status for five consecutive years become platinum award winners. [0:13:31, 0:13:35]: But it only takes one single violation on any day in a year. [0:13:36, 0:13:38]: To get knocked out and have to start all over again. [0:14:44, 0:14:48]: Thank you. [0:14:48, 0:14:51]: Y'all letting us do what we do. Thank you. [0:14:58, 0:15:01]: At at this time we're going to um [0:15:01, 0:15:05]: Call on Pastor John Duberry if he's in the audience. [0:15:08, 0:15:10]: Maybe not in the audience. [0:15:10, 0:15:20]: Well, I'm gonna hold off on the invocation and we're we're going to uh do the pledge to the flag just in case Pastor Duberry comes in in a moment. [0:15:20, 0:15:23]: So at this time let's all stand and pledge the flag. [0:15:30, 0:15:40]: [945.0, 946.0]: [0:15:47, 0:15:49]: We're gonna go ahead and call the road. [0:15:55, 0:16:00]: Councilman Alexander. Present. Councilman Blount. Here. Mayor Neal. [0:16:00, 0:16:04]: Here. Mayor Pro Tam Ford. Present. Councilwoman Gantt. Present. [0:16:04, 0:16:05]: [967.1, 969.0]: Let the record reflect. [0:16:09, 0:16:12]: Councilwoman Gantt is not in attendance. [0:16:12, 0:16:14]: Councilwoman Robinson. Present. [0:16:15, 0:16:16]: Mayor Neil, you have a quarrel. [0:16:19, 0:16:23]: Okay, we have a quorum. At this time do I hear a motion to adopt the agenda? [0:16:24, 0:16:25]: So [0:16:25, 0:16:26]: Do I hear a second? [0:16:28, 0:16:28]: Second. [0:16:30, 0:16:32]: Okay. Uh all in favor? [0:16:32, 0:16:33]: Dis discussion, please. [0:16:33, 0:16:34]: Oh, sorry. [0:16:34, 0:16:41]: I didn't think you wanted to discuss the agenda, but that's okay. I'm teasing. Um, if there is no is there any discussion? [0:16:42, 0:17:02]: Yes, I'll I'll make the discussion point. Discussion point is actually under new business number five. Deals with the City Stockbridge Ethics Code. Uh that is something I think that uh that we had just got a document here tonight indicating some things about that just as we came in tonight. I think that's something that we as a council should discuss initially before we discuss publicly. [0:17:02, 0:17:10]: in in the public discuss initially, come to a resolution, then tell the public what we've done. Besides that, the uh ethics board is actually meeting [0:17:10, 0:17:30]: um later on this we I think the meeting on Wednesday and they may have some things that in that that parti that yeah on Wednesday this Wednesday they may have some things in that particular meeting uh that would be uh pertinent to any type of discussion that we need to have in reference to this topic here, this aspect. That's what Okay. Are you making a motion that we remove that item [0:17:30, 0:17:42]: Well the motion was already made in a second for the agenda. I just this is part of the discussion phase. I would like to see it gone, but I didn't make the motion. I can't reverse the motion. I just this is my point why I have discussion on this city. Okay. Councilman Blount. [0:17:43, 0:17:46]: Yes, I um I concur with Mayor Pro Tem. [0:17:46, 0:17:55]: Uh we do have an at this board that will be having a meeting on the uh fourteenth and this information d did just come to us. [0:17:56, 0:18:00]: Uh I think that when we look at information that it would be given to us in a timely fashion to [0:18:01, 0:18:04]: make the appropriate considerations for those inf for that information. [0:18:05, 0:18:17]: And um we just haven't had I haven't had a chance to look over the information to make a uh a good decision, uh a wise decision on what was proposed, what is proposed in that uh change. [0:18:18, 0:18:24]: Mayor. Okay. Ms. Robin. I think it was is there a possibility that our attorney could make the [0:18:25, 0:18:45]: pres presentation so that way we'll at least know if we're not voting on anything, but at least you're bringing it forth so that way, you know, even the audience will know, knowing the um the previous what we've just encountered here in the city with ethics complaints, maybe he can just, you know, give an overview so that way we can go back [0:18:45, 0:18:48]: And if we can discuss it later, is that a possibility? [0:18:48, 0:19:08]: That that that's certainly up to the the council to decide. I I can give an overview of of what's proposed and you have two alternative uh ways to address what was proposed. I can either do that now or I can do that as part of the discussion. Um and I'll just say for the record that it it's it's my [0:19:08, 0:19:16]: My fault that you're getting this tonight. I intended to get this to you all last week and it just didn't happen. That's my responsibility. [0:19:16, 0:19:20]: Um but the the uh [0:19:20, 0:19:31]: So it's up to you if you want me to review it tonight and y'all can vote on it later or what have you. That it's it's your I I have another councilman, Councilman Blount, that would like to make a comment. [0:19:31, 0:19:35]: Um I'm in agreement with Mayor Pro Tem. Uh I don't think it's [0:19:36, 0:19:42]: uh a a good time to to bring this up and we have a an ethics board meeting on the fourteenth. [0:19:42, 0:20:02]: Uh in all due respect to Councilwoman Robinson's uh request, I would ask that we would move forward without and take a vote on this uh agenda item because I don't think it's a time to discuss it and we just got the information on it. So even if you read it off, it'll be just like me reading it, but yet you st uh still have to make a decision on it. [0:20:02, 0:20:03]: Okay. [0:20:05, 0:20:06]: You have a comment, Councilman? [0:20:07, 0:20:19]: Ladies and gentlemen, the the the discussion here is we uh have entertained uh a motion that I put uh that we put on the agenda because we just spent ten thousand dollars of your money. [0:20:20, 0:20:40]: on a bogus or or frivolous ethics complaint and we're trying to be good stewards of the citizens' money. Uh it's pretty simple. Uh debates between council members should never be sent to the ethics board. They should be sit down and discussed behind closed doors. It's a option A. [0:20:40, 0:20:46]: And option B because complaints among council members cost the city money. [0:20:47, 0:20:55]: And two consenting adults should be able to sit in a private room amongst the five of us and discuss any issues that we have. [0:20:55, 0:21:15]: uh and then come to a resolution before putting them before the public and uh uh at an expenditure of some ten thousand dollars. This is not complex this is not a complex proposal. It simply says that that any uh interaction between the two of us uh or any council members [0:21:15, 0:21:34]: would be referred and handled behind how adults handle situations behind closed doors so that we can keep the city's business out of the press and not spend ten thousand dollars of your money. Um I think uh Mr Williams can't be a little bit more of your minutes for that discussion. [0:21:35, 0:21:41]: I think you've used two of your five minutes for uh four minutes, four or five minutes already. [0:21:42, 0:21:52]: Okay. All right. Let let me ask if um if if who made the motion would like to go forward. [0:21:52, 0:21:53]: with your [0:21:54, 0:22:00]: Um with your motion to approve the agenda or or do you want to withdraw that motion? [0:22:00, 0:22:02]: Oh w I I wanna move forward with it. [0:22:03, 0:22:07]: Beg your pardon? Move forward with it. [0:22:08, 0:22:13]: All right, we had a second. Does the person who made the second want to move forward with this? [0:22:14, 0:22:15]: Adam. [0:22:18, 0:22:28]: Who made the who Yes ma'am, I did. You want to move forward? All right. We've had a discussion. Is there any other discussion before I call for the vote? Yes, I have a question for our city term. [0:22:28, 0:22:29]: All right. [0:22:29, 0:22:31]: We have a question for the city attorney. [0:22:32, 0:22:39]: Um, as our attorney when we make statements as frivolous votes, uh frivolous ethics complaints, [0:22:40, 0:22:51]: Is there in the records that not only there was there five ethics complaints against Councilmember Elton Alexander, but wasn't that also an ethics complaint filed by Councilmember El Elton Alexander? [0:22:51, 0:22:53]: That is in the record. [0:22:53, 0:22:54]: Thank you. [0:22:55, 0:22:57]: Okay. Is there any further discussion? [0:22:57, 0:22:58]: Yes. [0:22:58, 0:22:59]: Mayor. [0:23:00, 0:23:00]: Please go ahead. [0:23:02, 0:23:07]: We rece just for the public to know, we received a visit um [0:23:07, 0:23:08]: From [0:23:08, 0:23:10]: Georgia Municipal Association. [0:23:10, 0:23:16]: And we were actually advised to not have complaints against council members. [0:23:17, 0:23:20]: And that is what we're trying to discuss right now. [0:23:20, 0:23:24]: Nothing about citizens' complaints against council members. [0:23:24, 0:23:25]: But against [0:23:25, 0:23:27]: Council members against council members. [0:23:28, 0:23:30]: And if we can have that discussion [0:23:30, 0:23:41]: And if we're not voting on it, that is fine. But I would like for our attorney to bring forth the information so that we all sitting on this dais will know leaving tonight [0:23:42, 0:23:45]: what we need to do going forward. [0:23:45, 0:23:54]: We have a meeting with our board. They may need to know this information'cause it's public. But if we're gonna allow our attorney to just give us the information [0:23:55, 0:23:58]: I would still like to remain to hear from him, please. [0:23:59, 0:24:04]: Okay, we have um um a motion and a second. [0:24:04, 0:24:13]: But we have a request from a council member to hear from the attorney. So would you come to the podium and uh make the presentation and then we'll call for the vote. [0:24:16, 0:24:17]: Yes, ma'am. [0:24:17, 0:24:22]: The proposal is to provide that whenever [0:24:22, 0:24:25]: one or more council members have a [0:24:25, 0:24:29]: ethics complaint or a potential ethics complaint against another council member [0:24:30, 0:24:31]: That that complaint [0:24:31, 0:24:35]: would not automatically go to the ethics board. [0:24:35, 0:24:37]: and and there are two alternative ways for handling that. [0:24:38, 0:24:40]: Alternative A says that [0:24:41, 0:24:47]: And I'll just read it. It it's the same language as is is in our current ethics code, but there's an additional [0:24:47, 0:24:48]: provision. [0:24:49, 0:24:49]: Normally [0:24:50, 0:24:53]: once a complaint is filed with the city clerk. [0:24:54, 0:24:56]: It comes through the Mayor and Council. [0:24:56, 0:24:58]: And then it automatically goes [0:24:58, 0:25:02]: to the Board of Ethics. Um but this says provided however [0:25:02, 0:25:16]: that complaints made by one or more members of the council against any other member of the council shall not be forwarded to the Board of Ethics, but shall be processed by the Council in a manner consistent with Article two of the city charter. [0:25:16, 0:25:24]: Um, as you all know, Article two of the city charter has a provision in there relating to conflicts of interest. [0:25:24, 0:25:27]: relating to essentially the the charter [0:25:27, 0:25:29]: um ethics um [0:25:29, 0:25:30]: Rules. [0:25:30, 0:25:34]: And there's already a provision for disciplinary matters in the Charter. [0:25:35, 0:25:36]: So what this would say is [0:25:37, 0:25:41]: if there's a complaint between one or more or among one or more of you [0:25:41, 0:25:43]: That would go [0:25:43, 0:25:49]: um um to the city council and be handled as provided in the Charter. That's option A. [0:25:49, 0:25:54]: Option B is similar, but there's a there's a a minor wrinkle. Let me just read. [0:25:54, 0:26:08]: Option B says provided, however, that complaints made by one or more members of the Council against any other member of the Council shall not be forwarded to the Board of Ethics unless referred to the Board of Ethics by a majority vote of the Council. [0:26:09, 0:26:17]: If the Council opts against referral of any such complaint, it shall thereafter be processed by account by the Council in a manner consistent with Article two of the city charter. [0:26:18, 0:26:21]: So this is just a two step process. So option D would say [0:26:22, 0:26:34]: If if a matter comes to you all, um, you know, one council member files uh a complaint against another council member, then the other council members would decide whether or not they want to handle that as [0:26:34, 0:26:38]: consistent with the charter or whether or not to refer it to the ethics board. So it's just an option. [0:26:39, 0:26:40]: Um [0:26:40, 0:26:43]: uh as between option A and option B [0:26:43, 0:26:47]: Um your city attorney is neutral. I think it would work either way. [0:26:47, 0:26:55]: And as a matter of fact, I would just state for the record, what's already in the record, that two years ago when y'all were discussing this [0:26:55, 0:26:56]: After [0:26:56, 0:26:59]: The then slew of complaints that had [0:26:59, 0:27:00]: uh arisen [0:27:00, 0:27:03]: Um one of which involving your former mayor. [0:27:03, 0:27:10]: Uh it's on the record that the city attorney's office at the time and I was sitting in that seat recommended [0:27:10, 0:27:13]: uh that you consider abolishing your ethics [0:27:13, 0:27:23]: board altogether because the council wasn't utilizing it up to that point and many cities that do utilize it face some of the very situations that [0:27:24, 0:27:30]: the argument can be made we have experienced in the last year or so that you get a slew of complaints [0:27:30, 0:27:33]: over and over again, some which have merit, some that don't. [0:27:34, 0:27:34]: Um [0:27:35, 0:27:38]: But if you look at the model ethics code [0:27:38, 0:27:43]: All the ethics board can do is make a recommendation back to the Council in the first place. [0:27:43, 0:27:44]: So [0:27:45, 0:27:46]: The the argument we've made [0:27:47, 0:27:51]: um that I've made to all of my previous uh clients is very much the same. [0:27:52, 0:27:56]: that your ethics ordinance is problematic because it becomes [0:27:57, 0:28:00]: It can often become a political tool used [0:28:00, 0:28:01]: against [0:28:01, 0:28:05]: either each other or from members of the community, all that sort of stuff. [0:28:05, 0:28:06]: Um [0:28:07, 0:28:15]: So that was the recommendation. Then I would probably make the same recommendation were you to ask me. However, if you want to keep it, [0:28:15, 0:28:18]: Here is an option that y'all can consider [0:28:19, 0:28:20]: Um [0:28:20, 0:28:24]: the net effect of which probably ends up being very much the same as what you have now. [0:28:25, 0:28:27]: It either goes through that export or it doesn't. [0:28:27, 0:28:29]: It's as simple as that. [0:28:29, 0:28:30]: Another question. [0:28:30, 0:28:35]: Okay. We have a question by Councilman Blount of our attorney. [0:28:36, 0:28:42]: One of the pr one of the main um situations that we've had since I've been in office [0:28:43, 0:28:49]: is that we have a loquacious council member that has been out there into the public. [0:28:50, 0:28:53]: When we start to move o in this direction [0:28:54, 0:28:58]: What we're telling the voters is that I'm gonna hide from you. [0:28:59, 0:29:04]: the transparency that you need to know to understand the type of person that we voted in. [0:29:05, 0:29:10]: And so this what what you're saying with that option A or B or one or two [0:29:11, 0:29:18]: It takes the transparency from the voters to see what's actually going on with the people that they voted into office. [0:29:19, 0:29:20]: I don't want to put [0:29:21, 0:29:40]: myself or any other council member behind closed doors, I think the transparency needs to re be rema remain, whether it's with the ethics board or not, so these citizens can see who they have voted into office. So does these the options you're giving us putting it behind closed doors and it resolves nothing as we've seen. [0:29:42, 0:29:42]: Uh [0:29:43, 0:29:45]: Okay. Is that more of a comment? [0:29:46, 0:29:46]: Um [0:29:47, 0:29:50]: I believe so. I don't know if you're asking me a question. I [0:29:50, 0:29:55]: The options you're giving us between t council members [0:29:55, 0:30:10]: Because you've seen in the past what have happened, this uh those two options put behind closed doors the character that they that the citizens have put in office. [0:30:11, 0:30:11]: Um [0:30:12, 0:30:18]: The intended purpose as I understand it and I'll I'm speaking somewhat for Mr Alexander, but the intended purpose [0:30:19, 0:30:21]: as I understand it is to [0:30:21, 0:30:24]: attempt to resolve some of the conflicts [0:30:24, 0:30:26]: that occur among council [0:30:27, 0:30:28]: within the council [0:30:29, 0:30:30]: Um [0:30:30, 0:30:36]: And that is consistent with some of the advice you've been given in your training. That when you all disagree [0:30:37, 0:30:37]: Yeah, we [0:30:37, 0:30:44]: they have advised that you disagree as much as possible in private so that you can work as a team in public. [0:30:45, 0:31:04]: That's the advice. Um and that is and I uh f forgive me for speaking on your behalf, but that is what he has stated, and I believe that is the net effect of this, is that yes, that some disputes would happen would be resolved or the attempt would be made to resolve those behind closed doors. With all due respect, with that being said. [0:31:04, 0:31:15]: But when you have a council member when we want to talk about Georgia Municipal Association training, the first thing we all learn is stay out of the media. Yes, sir. But when we have a council member that says he is the media [0:31:16, 0:31:20]: then there's a problem of conflict like that, with that conflict with what you're asking us. [0:31:22, 0:31:23]: Um [0:31:24, 0:31:27]: I have to be careful with my words. All all I can say is this that [0:31:28, 0:31:37]: the advice that you get it from GMA and the other training is fairly consistent and and I think we've all said it in a different way. [0:31:37, 0:31:38]: Um [0:31:39, 0:31:41]: So at the end of the day [0:31:42, 0:31:46]: You know, my advice to the council is to [0:31:46, 0:31:50]: listen to what your colleagues across the state have all have all said. [0:31:51, 0:31:54]: and to try to resolve some of this amongst yourselves without [0:31:55, 0:32:01]: you know, having it discussed in the media. And that applies equally to all of you. And it's not aimed at any one person [0:32:02, 0:32:02]: Um [0:32:03, 0:32:10]: you know, I'm I'm not gonna get involved in the politics, but we know what's being said out there about various members of the council. [0:32:10, 0:32:15]: And one in particular, and there's no need for me to repeat that other than the say [0:32:16, 0:32:25]: you know, that person is, you know, proposing that you all heed the advice. This is one way of doing it, it's not the only way. [0:32:25, 0:32:28]: Perhaps another way would be for all of you all and I [0:32:28, 0:32:31]: Forgive me but for all of you to try to get along better. [0:32:31, 0:32:33]: And you wouldn't need to do this, to be honest. [0:32:34, 0:32:54]: Mayor. I would like to thank the attorney for the explanation and uh remind you that we are not talking about this specific item at this point. We're simply trying to approve the agenda for the evening. We've spent twenty five minutes trying to figure out if we're gonna approve the agenda. So at this time [0:32:54, 0:33:03]: With the permission of the council, I would like to call for the vote. It will leave this item on the agenda for the evening. All in favor? [0:33:04, 0:33:06]: Please raise your hand. [0:33:07, 0:33:09]: All right. All opposed. [0:33:11, 0:33:12]: Yeah, mayor. [0:33:14, 0:33:16]: You know? [0:33:17, 0:33:23]: Okay. I've been reminded by the Pro Tem that I am to break the tie. I do know that. I knew that ahead of time. [0:33:24, 0:33:44]: But I want to say this. This has carried so much discussion tonight. I am going to ask that this uh go to back to our attorney and we're gonna work on this and I hope you'll forgive me, Councilman Alexander, but I'm gonna vote for us to uh go back and discuss [0:33:44, 0:33:56]: us this um and be prepared for our next meeting to vote. So please forgive me out uh councilman, but I'm gonna vote for us not to hear this tonight. [0:33:57, 0:34:07]: So Madam Mayor, uh we're interpreting your vote as a no against the agenda as it's drafted, so a motion would need to be made to adopt an amended agenda. [0:34:08, 0:34:09]: Okay. Um [0:34:10, 0:34:11]: Mayor Neil. [0:34:12, 0:34:14]: I would like to adopt a new agenda. [0:34:14, 0:34:15]: Okay, thank you. [0:34:17, 0:34:19]: All right. Do I hear a second? [0:34:19, 0:34:20]: Thank you. [0:34:21, 0:34:22]: All in favour. [0:34:23, 0:34:24]: New agenda. [0:34:25, 0:34:32]: And Madam Mayor, I'm I'm interpreting the new agenda as an agenda without item five. That is correct. [0:34:33, 0:34:33]: Okay. [0:34:38, 0:34:47]: Okay. At this point we're going to move forward. We need to approve minutes from April tenth, April nineteenth, and April twenty fifth. [0:34:48, 0:34:49]: Do I hear a motion? [0:34:51, 0:34:51]: Yeah. [0:34:52, 0:34:57]: I'll make a motion that we approve the minutes from uh april tenth, april nineteenth and april twenty fifth. [0:34:57, 0:34:58]: Do I hear a second? [0:34:59, 0:35:05]: All right, I have a motion and I have a second to approve these three sets of minutes. All in favor? [0:35:07, 0:35:08]: [2111.5, 2124.2]: At this time we are going to um allow people to come up for public comments and I'm gonna turn to our uh City Clerk, Vanessa Holliday, and ask if we have people who have signed up. [0:35:24, 0:35:30]: And remind the public that we have three minutes per comment and you'll watch the clock here. [0:35:30, 0:35:35]: Mayor Neal, if you don't mind, I will go over the rules. Okay. Thank you. [0:35:36, 0:35:38]: Um you were to state your name and address for the record. [0:35:39, 0:35:48]: Address your remarks to the mayor or presiding officer and or city council. Respect all members of the elected body, officials and staff. [0:35:48, 0:35:54]: Defamation, unruliness and or swearing will not be tolerated while meetings are in sessions. [0:35:55, 0:35:58]: The first um person to speak is Veronica Ingram. [0:36:01, 0:36:03]: Ms. Ingram, if you will come to the podium. [0:36:07, 0:36:08]: Good evening, Mayor. [0:36:09, 0:36:11]: I'm Veronica Ingram. I live in [0:36:11, 0:36:12]: One sixty pine branch. [0:36:13, 0:36:14]: And start ridge. [0:36:15, 0:36:19]: Uh I am the prayer coordinator for Kyle of America National Day of Prayer. [0:36:20, 0:36:21]: I attended the um [0:36:22, 0:36:25]: Two thousand and fifteen, Governor um [0:36:26, 0:36:29]: Um Patriots Day proclamation. [0:36:29, 0:36:32]: And I was the only citizen from Henry County that was there. [0:36:33, 0:36:38]: And uh the governor signed a proclamation that he wants Patriots Day to be [0:36:38, 0:36:53]: honored in every county in Georgia. It was signed into law in at um with President Bush in two thousand and one, but there has to be uh volunteers that will volunteer within the county to organize that. [0:36:54, 0:36:59]: And our prayers organizations were already organized in every county in America. [0:36:59, 0:37:05]: And so our organizations have stepped up to say that we will provide the volunteers [0:37:05, 0:37:07]: to help each county organise that. [0:37:07, 0:37:14]: and um I have fourteen counties to organize but I live here in Henry County and last year we did have our our first meeting [0:37:15, 0:37:16]: And I've met with um [0:37:17, 0:37:17]: Uh [0:37:18, 0:37:21]: new commissioner and that she she was at that meeting and [0:37:21, 0:37:25]: Um so I met with her and she wanted me to [0:37:25, 0:37:33]: to meet with um each of the mayors and get a c kind of a coordinator. And our next um [0:37:34, 0:37:37]: um Patriots Day is going to be [0:37:37, 0:37:37]: Uh [0:37:38, 0:37:40]: September the tenth. [0:37:40, 0:37:44]: which is a Sunday night at six PM at the um [0:37:45, 0:37:46]: Heritage Park. [0:37:47, 0:37:47]: Yeah. [0:37:48, 0:37:49]: Harper Arena. [0:37:50, 0:37:52]: uh so that we don't interfere with [0:37:53, 0:37:56]: Uh everybody else in the county that wants to have s other [0:37:56, 0:37:59]: things that's on the eleventh and when um [0:37:59, 0:38:03]: We will try each year to probably do it on a Sunday night for that reason. [0:38:04, 0:38:07]: so that more people in the county can come to it. [0:38:07, 0:38:12]: uh the governor they all wanted to always be in a public place [0:38:12, 0:38:30]: that represents the whole county and so we felt like that Heritage Park would do that and with it being on a Sunday night it would give a lot more opportunity for most of the people to be um in attendance to that. It will incorporate all the things about being a patriot that [0:38:30, 0:38:33]: organizes us or helps us to um [0:38:35, 0:38:38]: to work together in unity in the county. [0:38:38, 0:38:40]: And they said if we have [0:38:40, 0:38:42]: one day set aside for patriots that [0:38:43, 0:38:49]: that we're getting together every year and organizing that it will give us an opportunity for any of the Patriots and [0:38:50, 0:38:51]: Henry County to work together. [0:38:52, 0:38:56]: And for all the leadership to have a a real strong um citizen base. [0:38:57, 0:39:00]: to solve a lot of different problems within the county. [0:39:00, 0:39:04]: And there's a lot of help that's come to the county. [0:39:04, 0:39:05]: Um [0:39:06, 0:39:08]: A lot of us were called to Washington D C [0:39:09, 0:39:11]: right before the election and then [0:39:11, 0:39:13]: Um there's just a lot of help for cities. [0:39:14, 0:39:20]: And they said that cities are the most dangerous place to live and Atlanta is one of the most dangerous. [0:39:20, 0:39:21]: And um [0:39:22, 0:39:25]: They want to use this Patriots Day for us to organize citizens to [0:39:25, 0:39:27]: to really solve a lot of these problems. [0:39:27, 0:39:30]: All right, thank you for that message. Mayor. [0:39:30, 0:39:30]: Can we [0:39:31, 0:39:32]: Can I make a comment? [0:39:32, 0:39:52]: Uh yes. I spoke with her earlier and this is a good opportunity for the city to get involved because we were talking about our um pastors in the area as well and also for us to be supportive of this. So um that's something that if we want to discuss later then we can discuss it later. Yes we will. [0:39:52, 0:40:12]: Can I also make a comment? Yes. The other thing I'd like to mention is of course Pictures Day is September eleventh, based on nine one one uh nine eleven, I'm sorry. And uh what it amounts to uh last year the city of Stockbridge celebrated uh the nine one one ceremony, a remembrance I should say. Actually it was on a Sunday, and it's a city event now, it's a funded city event. [0:40:12, 0:40:27]: So we'll pl we're gonna be in the process of of planning that again uh and actually it falls on that Monday. So you're working on the September tenth, the Sunday, so other you mentioned so other people on can actually do the remembrance on the actual day and we're gonna plan that here in the city itself. [0:40:27, 0:40:31]: uh for that. So thank you very much. I appreciate that. It'd be the second year we've done that. Thank you. [0:40:32, 0:40:36]: Any other comments? Thank you so much for bringing us that message. [0:40:37, 0:40:42]: I would like to say there is a lot going on in Henry County uh pertaining to unity. [0:40:43, 0:40:49]: Uh you may not know about it but there are uh there's another organization called uh Unite. [0:40:49, 0:40:53]: А вис стрил. [0:40:53, 0:41:00]: that the churches and everybody's working together. So anyone that wants to be a part of that, be sure to um [0:41:00, 0:41:06]: speak with her after the meeting and um and and just in case you might like to go find out more. [0:41:07, 0:41:09]: Thank you. Any other speakers? [0:41:09, 0:41:11]: Ms. Marilyn Flynn. [0:41:18, 0:41:22]: Could we get our microphones if her please about the flare? [0:41:22, 0:41:22]: There we go. [0:41:24, 0:41:30]: Doctor Flynn, if you'd like you can use or you can come to the podium either way. Okay? [0:41:39, 0:41:45]: Thank you. Mayor Neal, members of the Council. Uh [0:41:46, 0:41:47]: On Saturday. [0:41:47, 0:41:49]: I looked it up on the website. [0:41:50, 0:42:00]: uh to see if the meeting for the fourteenth Board of Ethics had been scheduled. It wasn't there. And then I noticed the agenda for this evening. Um [0:42:04, 0:42:13]: I was interested to learn what the council member was to discuss that they were to discuss the Stockbridge Code of Ethics. [0:42:13, 0:42:15]: I'm glad I was here. [0:42:16, 0:42:18]: this evening to see this initial [0:42:19, 0:42:20]: Conversation. [0:42:20, 0:42:22]: I have some concerns. [0:42:22, 0:42:29]: It is these concerns that cause me to ask our ethics board to schedule a discussion with council members. [0:42:30, 0:42:32]: Being a city of Ethics is more than a name. [0:42:33, 0:42:36]: From my perspective, we are not there yet. [0:42:37, 0:42:43]: I realize you, the members of the council, have the right to remove me from the board for making these statements. [0:42:43, 0:42:45]: But I will say it anyway. [0:42:45, 0:42:53]: I speak as an in individual and I want to see Stockbridge become the standard by which cities of ethics are measured. [0:42:54, 0:42:58]: As I see it, we have the city charter, a code of ordinances. [0:42:58, 0:43:01]: and a code of conduct which guides the [0:43:01, 0:43:04]: operation of this municipality. [0:43:05, 0:43:06]: Each deals with ethics. [0:43:07, 0:43:08]: But they are not definitive. [0:43:09, 0:43:13]: Since there since there is a principle that codes and ordinances [0:43:13, 0:43:15]: Cannot conflict with the Charter. [0:43:16, 0:43:19]: The Council needs to codify the code of conduct. [0:43:19, 0:43:22]: And then be sworn to abide by the code. [0:43:23, 0:43:31]: I will go so far as to make it a part of the oath of office. I know there is a question about infringing on free speech [0:43:31, 0:43:34]: But what I hope to see is civil discourse. [0:43:35, 0:43:38]: Foul language and name calling is not problem solving. [0:43:39, 0:43:41]: No, I was a teacher for forty three years. [0:43:42, 0:43:47]: Uh you may be surprised to know that teachers do not have the right to free speech. [0:43:48, 0:43:49]: They can speak out. [0:43:50, 0:43:52]: against any action of a board. [0:43:53, 0:43:54]: If they are breaking the law. [0:43:55, 0:43:57]: But they don't speak out. [0:43:57, 0:43:58]: With gossip. [0:43:59, 0:44:04]: They don't disparage the school system. Those are grounds for dismissal. [0:44:05, 0:44:07]: I really encourage you. [0:44:08, 0:44:10]: to come to the meeting and all citizens [0:44:11, 0:44:14]: to come to the meeting on Wednesday evening at six PM. [0:44:14, 0:44:17]: so that we can move forward. [0:44:17, 0:44:18]: And [0:44:20, 0:44:22]: Develop a process that is civil [0:44:23, 0:44:26]: Objective, honest and fair. Thank you. [0:44:29, 0:44:30]: Thank you, Mrs. Flynn. [0:44:30, 0:44:32]: Do we have another speaker? [0:44:35, 0:44:37]: Mr. Alfonso Thomas. [0:44:38, 0:44:39]: Mr. Thomas. [0:44:43, 0:44:43]: What I water. [0:44:45, 0:44:46]: Point of order. [0:44:47, 0:44:53]: Oh, sorry, I didn't hear you. [0:44:54, 0:45:04]: Would you repeat that question? Yes, Mr Thomas has been in receipt of a letter from me, the mayor. [0:45:05, 0:45:08]: I have not received it, but do note it. [0:45:09, 0:45:15]: Uh please [0:45:15, 0:45:17]: Please Alexander. [0:45:18, 0:45:21]: Um let Mr. Thomas go forward. [0:45:21, 0:45:35]: And I uh in fact, uh before Mr Thomas starts, so that the audience will know what is being discussed, a letter was sent to Mr Thomas signed by the mayor on june sixth. [0:45:36, 0:45:41]: This letter serves as a follow up resulting from the may thirtieth City Council meeting. [0:45:42, 0:46:02]: During that meeting you made a number of comments directed against Councilman Elton Alexander, which upon further examination violated the rules established by public comments. You are hereby warned not to violate the rules for public comments in the future. To continue to do so may result in your forfeiting your request. [0:46:02, 0:46:05]: your right to speak at future council meetings. [0:46:05, 0:46:10]: Please carefully consider this request that you govern yourself appropriately in the future. [0:46:11, 0:46:15]: This letter was prepared for me by the city attorney. [0:46:16, 0:46:17]: Please go ahead, Mr. [0:46:18, 0:46:20]: My name is Alfonso Thomas. [0:47:12, 0:47:13]: on the business district. [0:47:14, 0:47:16]: by attracting people [0:47:16, 0:47:20]: to the downtown area to attend arts [0:47:20, 0:47:22]: including tourists. [0:47:25, 0:47:27]: The arts will increase [0:47:28, 0:47:29]: A sense of [0:47:29, 0:47:31]: Connectivity [0:47:31, 0:47:33]: For all neighborhoods. [0:47:35, 0:47:39]: It will provide an experience of civic engagement. [0:47:39, 0:47:41]: [2862.0, 2863.0]: From schools. [0:47:44, 0:47:45]: youth organizations [0:47:46, 0:47:47]: Businesses. [0:47:47, 0:47:50]: churches and many other groups. [0:47:51, 0:47:55]: A cultural facility can be used for [0:47:55, 0:47:56]: programme in [0:47:57, 0:47:58]: Production [0:47:58, 0:48:00]: Presentation, exhibits. [0:48:01, 0:48:02]: For music. [0:48:02, 0:48:03]: There is [0:48:03, 0:48:04]: Theatre [0:48:04, 0:48:05]: Literature. [0:48:06, 0:48:08]: Historical and science museum. [0:48:09, 0:48:12]: concert halls and art gallery. [0:48:14, 0:48:17]: In reviewing the mission statement [0:48:17, 0:48:20]: on the front of your agenda [0:48:20, 0:48:23]: I just underline a couple of things. [0:48:23, 0:48:25]: It says to provide [0:48:26, 0:48:26]: Leadership. [0:48:28, 0:48:29]: Services [0:48:30, 0:48:32]: quality of life for citizens [0:48:33, 0:48:34]: Business atmosphere. [0:48:35, 0:48:36]: Sustainability [0:48:37, 0:48:38]: Tourism. [0:48:38, 0:48:40]: and cultural events. [0:48:41, 0:48:44]: I do not see this in the city of Stockbridge. [0:48:45, 0:48:46]: And this is what's lacking. [0:48:47, 0:49:04]: Uh it's an opportunity that this municipality is not providing for citizens of Stockbridge. I'm here tonight to encourage this council to move forward with the resolution for the RFP for design for the Caribbean Hamburg Culture Center. Thank you. [0:49:05, 0:49:05]: Thank you. [0:49:12, 0:49:16]: Are there any other speakers? Um the last speaker is Mr. Melvin Fulton. [0:49:32, 0:49:42]: Greetings to the Mayor and the other council members. My name is Melvin J. Fulton. I live at one one seven Rosenwald Circle, Stockbridge, Georgeshire. [0:49:44, 0:49:46]: As you know we had a building that was uh [0:49:47, 0:49:48]: Along to the first state bank. [0:49:49, 0:49:50]: operations. [0:49:50, 0:49:52]: Before they was destroyed. [0:49:52, 0:49:54]: It was so honored. [0:49:55, 0:49:57]: That Ms. Kerr, May Hamburg. [0:49:57, 0:49:59]: The name that's carabi. [0:49:59, 0:50:00]: Uh May Hamburg. [0:50:01, 0:50:02]: perform at Art Center. [0:50:03, 0:50:04]: The building destroy it. [0:50:04, 0:50:07]: Not the words what it was standing for. [0:50:07, 0:50:09]: Perform the arts for the culture center. [0:50:10, 0:50:13]: of stock grid. They had many things it did in there. [0:50:14, 0:50:15]: You can destroy [0:50:16, 0:50:19]: A soul, but the spirit continued to left us on. [0:50:19, 0:50:26]: And we want that continue to live on in the legacy of Miss Carra May Hambury, put the name on the building. [0:50:26, 0:50:33]: Because of the fact that she did so many things not only in the neighborhood but for the city of Stockbridge. [0:50:34, 0:50:39]: She sponsored a baseball team. She was like a financial advisor to many people. [0:50:39, 0:50:42]: And every time they had the election for the city of Southbridge [0:50:43, 0:50:53]: When as I know it, Ted of Rip would come down to her place business and ask her suggestions of what she wants you know, decis decision. [0:50:55, 0:50:57]: This would be an everlasting honor and [0:50:59, 0:50:59]: The [0:50:59, 0:51:01]: Appreciate you. [0:51:01, 0:51:05]: that we maintain the name of Ker Mayhemrick. [0:51:06, 0:51:09]: on this performing arts. Because I know once you destroy the buildings that [0:51:10, 0:51:11]: You come up and say. [0:51:11, 0:51:12]: Oh, what we gonna do now? [0:51:12, 0:51:14]: What what what what's happening? [0:51:14, 0:51:16]: So I would like to [0:51:17, 0:51:25]: for the council members and the council mayor to keep her name focused on that building. Thank you very much. [0:51:26, 0:51:27]: [3089.1, 3090.7]: Comment okay? [0:51:31, 0:51:51]: I I would just like everybody to know uh that the that was um addressed to myself. Let me help you to understand uh what we're doing here. Uh the particular building that we're discussing will probably not be built for another two years, maybe three. At that time the council will [0:51:51, 0:51:52]: [3112.6, 3132.6]: uh what name to choose for the building or allow the name to remain the same. Uh no one, including myself, has made a proposal to uh check make a name at or name the facility at this time because it is not legally possible for this council to bind a pre [0:52:12, 0:52:30]: a a um uh the future council to name the building. So at this point it would be a waste of all of our time to actually come up and name or name the facility or suggest a name. Right now the the facility has the current name. [0:52:31, 0:52:41]: It hasn't been changed. It's still named Carrie May Hamburg. And until this A council or this council moves forward with actually making a proposal [0:52:41, 0:53:01]: the name will not be changed. At the time when the uh council is the building is built and dedicated, the council at that time will determine the appropriate name. It was simply a suggestion because it is truly my belief that there will be multiple buildings built. There won't be there will [0:53:01, 0:53:21]: There will be a senior rec center, if I have my way, in my opinion, there will be a boys and girls club, there will be arts, there will be all of the above, because this council is determined to fulfill those services and go out with that RFP. We've already said that. [0:53:21, 0:53:33]: She was a servant to the community. And bringing this up in twenty seventeen, right before an election, when this council can't even make that decision, is politicizing the name of this great servant. [0:53:34, 0:53:38]: Thank you, Mr Alexander. Did I see Mr. DeBerry come in the room? [0:53:40, 0:53:58]: I'd like to c this is a good time to call Pastor John Dewberry up. I think everybody would like to be our hearts would like to be lightened and this is the man that can do it. So come up and pray for us. [0:53:58, 0:54:18]: That's all stand. I first of all I want to apologize to the city council for my tardiness. I was I had a board meeting in Augusta and I left Augusta at three o'clock and I think everybody in Augusta left at three o'clock to come home. So I've been sitting in traffic for quite some time and I do apologize for that. But I am in and you guys really [0:54:18, 0:54:19]: [3260.3, 3262.7]: Yeah, I re you I really do. You um [0:54:23, 0:54:25]: I was listening to a guy. [0:54:25, 0:54:40]: by the name of Dr. Tony Evans, which is a good friend of mine, and he was talking about the government and and it's so funny how I come in and this is what we're dealing with. And he made a comment that I thought was very well spoken and it I think it could be used here. If the decisions that you're gonna make [0:54:41, 0:54:45]: all about you, then you got elected for the wrong reason. [0:54:45, 0:54:45]: Yeah. [0:54:47, 0:54:49]: It's all the decisions you make [0:54:50, 0:54:52]: are going to point towards you. [0:54:53, 0:54:55]: You got elected for the wrong reason. [0:54:56, 0:55:00]: Because if you elected the people had confidence in you. [0:55:01, 0:55:05]: that you had the best interest for all the people, not just for you. [0:55:07, 0:55:09]: Father, we we seek your [0:55:10, 0:55:12]: Your wisdom, but we also seek your hand. [0:55:13, 0:55:17]: Father, with just the little bit that I've heard tonight, I do see that your hand is needed. [0:55:18, 0:55:25]: It's needed mightily because of the fact that there are decisions that are being made that only that you can give the final outcome on. [0:55:26, 0:55:32]: Father, in your divine words you said in First Corinthians fourteen forty, you said let all things be done decently. [0:55:32, 0:55:33]: And in order. [0:55:34, 0:55:38]: And nothing will go forward from this council unless they're all on one accord. [0:55:38, 0:55:41]: And Father, I pray that you bind them together. [0:55:41, 0:55:45]: Place your hands around them and hold them steadfast. [0:55:45, 0:55:48]: Allow them to see you more than they see each other. [0:55:49, 0:55:56]: Father, there's so many things that they're discussing tonight that are gonna impact the future, but it's also things that are impacting today. [0:55:57, 0:56:17]: It's touching people's lives today. And Father, we pray for the wisdom and the decisions that are going to be made. And Father, I lift up each council person. I pray and ask that you just touch their hearts, but also touch their homes so that they can see the safety that you're providing for them. And I pray for the uh the mayor. I pray and ask you to put your arms around her as well and allow [0:56:17, 0:56:21]: her to see your hand as she continues to serve the people as well. [0:56:21, 0:56:35]: And Father, I thank you for an opportunity to be able to speak on your behalf to your people. I thank you because you are a gracious and loving and kind God. And I pray and ask now, Lord, that you let the remaining time of this meeting be one of beneficial to each individual here. [0:56:35, 0:56:38]: So that they can be used for your kingdom as they leave this building. [0:56:39, 0:56:45]: But not your presence. I ask it all in your Son Jesus Christ's name we do pray. Amen. [0:56:47, 0:56:49]: Pani Przewodnicząca. [0:56:51, 0:56:55]: All right, are there any other comments before we move on? [0:57:00, 0:57:02]: Councilman Blount, I think, has a comment. [0:57:04, 0:57:06]: When we talk about um [0:57:06, 0:57:08]: Well we're talking about issues [0:57:09, 0:57:14]: And one of the things I ought to always remind people that I'm a council member second in my life. [0:57:15, 0:57:16]: I'm an associate minister first. [0:57:17, 0:57:23]: I'm a servant. I'll never be a politician in the way that you would see politician. I'm out there serving. [0:57:24, 0:57:26]: And so when we talk about a person like Karen May Hambrick [0:57:27, 0:57:34]: a person that served the community, of course we're gonna have a passion for that building being renamed even though it was torn down. [0:57:35, 0:57:40]: We also want that legacy to go on in that position, whatever is going to be rebuilt. [0:57:41, 0:57:53]: We can sit up here all night and play politics and this and do whatever. And I've always said if I'm never elected to even come back and sit in this seat I'm still gonna do what I've always done, that's serve the community. [0:57:53, 0:57:58]: And that's why I got elected to serve the community. And so when we have disagreements [0:57:58, 0:58:05]: Let those disagreements be ended with the battlement of the citizens in in mind and not personal gain. [0:58:05, 0:58:10]: And I think that's where the problem is lying right now, that we want personal gain [0:58:10, 0:58:14]: When we have any time we have disagreements, we're not always gonna agree on the same thing. [0:58:15, 0:58:27]: But we can come to a conclusion or respect in some kind of manner without namesling, without all this other stuff, and without a perception to you all that we have no idea what we're doing. [0:58:27, 0:58:31]: when we have to deal with millions of your splot monies and your tax dollars. [0:58:31, 0:58:40]: So I wanna say don't let this be indicative of what we are. What we are a service to you all. We do have a lot coming for the city of Stockbridge. [0:58:41, 0:58:44]: Thank you. Any other comments before we move on? [0:58:44, 0:58:50]: At this time we are going to um hear from um [0:58:50, 0:59:05]: um about the Kinsley Grace Aquatic Center and Lou Martin who's the president of the Kinsley Grace Foundation is coming up to tell us some exciting news and if you would, Lou, come on up to the podium and [0:59:05, 0:59:08]: Bring us up to date on the Kinsley Grace Aquatic Center. [0:59:15, 0:59:26]: Thank you, Mayor Neal, Madam Mayor, President Pro Tem, Mr Ford and other council members, thank you all for inviting us tonight to inform you where we're at. [0:59:26, 0:59:30]: uh with the Kinsley Grace Foundation aquatic center. [0:59:30, 0:59:45]: Uh we're gonna do it kinda as a presentation that we normally do to to everyone. Uh we've got different board members that'll be presenting each section to you tonight to bring you up speed uh as to what and where we're currently at, okay? Thank you. [0:59:52, 0:59:54]: Hello, my name is Mickey Turpin. [0:59:55, 0:59:58]: I want to thank you for your time. I am fourth generation. [0:59:58, 1:00:00]: in the city of Stockbridge. [1:00:00, 1:00:06]: Um my great grandfather and grandmother lived right down the road. He was postmaster. His his journey went from [1:00:06, 1:00:18]: Stockbridge on the other side of the bridge all the way to Miller's Mill. My grandfather was Harold Ross Turpin. He was superintendent of Henry County Schools in the fifties. Smith Barnes was built under his leadership. [1:00:18, 1:00:27]: My father's Bill Turpin and he owned Real to Reel recording studios that was right down the street for many years which put Stockbridge on the map musically. [1:00:27, 1:00:36]: which is really cool. And I have the opportunity to run a community magazine, our community magazine called We Are Henry. I hope you've seen the magazine. I hope you like it. [1:00:37, 1:00:38]: Um [1:00:39, 1:00:47]: I am also a graduate of Stockbridge High School class of nineteen ninety three, the last class to graduate across the street here. [1:00:47, 1:00:49]: at Stockbridge High School. [1:00:50, 1:00:59]: But the reason I'm here is there was a person who was fifth generation in my family, Kinsley Grace Kirby. She was tragically killed on june eighth, twenty eleven. [1:00:59, 1:01:02]: She was pronounced dead at Piedmont Henry. [1:01:02, 1:01:07]: She was a citizen of the city of Stockbridge. She was given three times a lethal dose of lidocaine. [1:01:09, 1:01:13]: Through that horrible tragedy we had an outpouring of love through our community. [1:01:14, 1:01:15]: And [1:01:15, 1:01:18]: um money given to the family. [1:01:18, 1:01:31]: Well my brother in law in his wisdom had everything planned for and he did not need that money and we wanted to know what we could do to uh better the lives of not only the citizens of Stockbridge, but Henry County and the state of Georgia. [1:01:32, 1:01:35]: And since swimming is a love of [1:01:35, 1:01:36]: Kinselease. [1:01:36, 1:01:41]: and the love of her families, we decided to start a journey to build the aquatic center. [1:01:42, 1:01:50]: Um that journey has been sad, happy, and everything in between. But here we are today, thank you so much for your time. [1:01:51, 1:01:52]: Um [1:01:52, 1:01:59]: with what we thought was a lot of money and if it was in my hand and I was going on vacation, it would be a lot of money. [1:02:00, 1:02:05]: Um but with the grand scheme of what we are trying to do turned out to be a little bit of money. [1:02:05, 1:02:08]: But it allowed us a C to get our five O one C three. [1:02:09, 1:02:14]: to get attorneys to get the ball rolling, to get renderings, to get the county to donate some land. [1:02:15, 1:02:17]: Um and get things going. [1:02:17, 1:02:19]: Um I wanted to tell y'all [1:02:20, 1:02:21]: Where we started. [1:02:21, 1:02:22]: And while I'm here [1:02:23, 1:02:26]: I want to introduce one of our board members, Doug Jerkson. [1:02:26, 1:02:31]: We have a gentleman in our community who is a two time Olympic gold medalist. [1:02:32, 1:02:39]: a bronze medalist and is on the board of directors for the Kinsley Grace Aquatic Center to make sure that this facility [1:02:39, 1:02:46]: is not just a good facility for the people of Stockbridge and Henry County to swim swim in, but for competitions [1:02:46, 1:02:53]: to be held here where people from all over the south east can come here and swim. Um Doug, would you please come up? [1:02:55, 1:02:55]: Thank you. [1:03:03, 1:03:06]: Good evening, Councilman and Councilwoman. [1:03:07, 1:03:16]: Thank you for giving me the opportunity to speak with you tonight. Again, my name is Doug Jertsen, and I've been a Henry County resident since the year 2000. [1:03:16, 1:03:22]: I became a Kensley Grace board member in two thousand fifteen in April of twenty fifteen. [1:03:23, 1:03:27]: As Mickey stated, I'm a two time United States Olympian, three time Olympic medalist. [1:03:28, 1:03:29]: And currently [1:03:29, 1:03:34]: I've been a full time swimming coach with the club team here in Atlanta, the Atlanta area. [1:03:35, 1:03:36]: uh since nineteen ninety three. [1:03:37, 1:03:39]: My family has been involved in Georgia swimming. [1:03:39, 1:03:41]: Since nineteen seventy six. [1:03:42, 1:03:43]: Um [1:03:43, 1:03:51]: Last last summer I was able to be fortunate enough to coach a two thousand and sixteen United States Olympian Amanda Weir to a silver medal. [1:03:52, 1:03:54]: in the four by one hundred Freestyle Women's Relay. [1:03:56, 1:03:57]: That being said. [1:03:58, 1:04:01]: In my humble opinion, swimming is a lifelong sport. [1:04:02, 1:04:06]: Water safety education is something that needs to be taught to everyone. [1:04:06, 1:04:07]: Period. [1:04:08, 1:04:14]: Drowning is the leading cause of death for children ages one to four, according to the C D C. [1:04:15, 1:04:20]: Unfortunately we know this all too well because last week we lost two children in Bartow County. [1:04:20, 1:04:22]: that were under the ages of four. [1:04:23, 1:04:27]: On average, ten people drown each day in the United States. [1:04:28, 1:04:35]: And of those each year under the age of fourteen, the number is averages three hundred and ninety. [1:04:35, 1:04:36]: That's staggering. [1:04:38, 1:04:49]: Drowning fatalities in African American and Hispanic communities with children between the ages of five and fourteen are three times higher than their Caucasian peers. [1:04:51, 1:04:52]: according to the United States swimming. [1:04:53, 1:04:57]: which is our governing body that has four hundred thousand members and growing. [1:04:58, 1:05:05]: Seventy percent of African American children and sixty two percent of Hispanic children cannot swim. [1:05:07, 1:05:10]: Eighty percent of all US drowning victims are male. [1:05:11, 1:05:12]: regardless of age. [1:05:14, 1:05:19]: In those United States families of non swimmers, either mother or father [1:05:20, 1:05:20]: Um [1:05:21, 1:05:25]: If that's the case, nineteen percent of those children go on to learn how to swim. [1:05:26, 1:05:26]: So that [1:05:26, 1:05:29]: Statistic just keeps getting narrower and narrower. [1:05:31, 1:05:31]: Um [1:05:32, 1:05:47]: Drowning is a silent killer. Most children who drown in pools have been out of sight for less than five minutes from either a parent or a guardian or someone over the age of eighteen. Half the time they're within twenty five yards of an adult when this happens. [1:05:48, 1:05:52]: Submersion takes anywhere from twenty to sixty seconds. [1:05:52, 1:05:53]: before drowning occurs. [1:05:55, 1:05:56]: Participation [1:05:57, 1:06:04]: informal swimming lessons can reduce the risk of drowning by eighty eight percent for children ages one to four. [1:06:06, 1:06:11]: USA Swimming's Make a Splash Foundation, which started in two thousand seven. [1:06:12, 1:06:16]: to date has provided four point nine million swimming lessons. [1:06:16, 1:06:22]: and life saving education through its eight hundred and fifty network partners nationwide. [1:06:23, 1:06:33]: The USA Swimming Net uh Make a Splash Foundation has also provided four million dollars in grants through its local partners for free and low cost swimming lessons. [1:06:34, 1:06:38]: These are things that we could do at the Kensley Grace Aquatic Centre. [1:06:39, 1:06:43]: We could also take care of seniors with our therapy pool. [1:06:44, 1:06:46]: with arthritis in water aerobic classes. [1:06:47, 1:06:48]: We could also [1:06:48, 1:06:50]: Take care of veterans. [1:06:51, 1:06:53]: with rehabilitation opportunities. [1:06:55, 1:06:56]: We could also serve [1:06:57, 1:06:58]: be less fortunate. [1:06:59, 1:07:04]: and the handicapped children in our community as well with the [1:07:05, 1:07:06]: Intelligent design in our [1:07:07, 1:07:13]: therapy pool to gain access and zero entry for children in wheelchairs and that are handicapped. [1:07:15, 1:07:18]: The ability for us to take care of our community [1:07:20, 1:07:21]: And to do something great. [1:07:21, 1:07:22]: is at hand. [1:07:23, 1:07:30]: And with that, I'm going to give that to Neil Daniel, who's another member of our sta our of our board executive board. [1:07:34, 1:07:35]: Right. How are you doing, sir? [1:07:37, 1:07:38]: Thank you, Doug. [1:07:38, 1:07:43]: Um, I'm Neil Daniel. I've lived in Henry County for twenty years. [1:07:43, 1:07:45]: I'm also um [1:07:45, 1:07:47]: So Vice President of the Kinsley Rights Association. [1:07:48, 1:07:53]: I am also a business owner on Kirby G's Diner down at McDonough and we've been open nine years. [1:07:53, 1:07:54]: And [1:07:54, 1:07:58]: What I'm here to tell you today is we're not building a swimming pool. [1:07:59, 1:08:01]: And not building an aquatic center. [1:08:01, 1:08:04]: We're building an economic engine that this county does not have. [1:08:05, 1:08:10]: We are looking at ways to keep our residents here. Let me give you an example. [1:08:10, 1:08:12]: All of the schools here. [1:08:12, 1:08:18]: There's currently eight, no, ten that have swimming swimming teams. Those teams are going out of county. [1:08:19, 1:08:22]: We're sending our sploss dollars out of county. [1:08:22, 1:08:25]: We're sending our East Loss dollars out of County. [1:08:26, 1:08:27]: By building an aquatic center. [1:08:28, 1:08:31]: here in county, we're actually bringing those back. [1:08:31, 1:08:35]: At the same time, we're reducing cost to our county because we're actually [1:08:36, 1:08:41]: the county is bussing kids out, so we want to reduce their costs as well. [1:08:41, 1:08:47]: What's really important to you guys here on the council that we really want to do, I'll tell you tell you a secret. [1:08:47, 1:08:51]: You don't have to see but two numbers on this sheet. Look on the very top page up here and you'll see it says [1:08:52, 1:08:54]: A hundred, a hundred and twenty five and three hundred. [1:08:55, 1:09:03]: Those are the the number of expected visitors we're talking about. On the low end a hundred, middle a hundred and twenty five, upper end three hundred people per month. [1:09:04, 1:09:07]: Now Ms Neal, you were with us when we went to Georgia Tech. [1:09:07, 1:09:10]: One of the things that w I found interesting is we talked to George Tech. [1:09:10, 1:09:12]: When we made these numbers up. [1:09:13, 1:09:16]: And we did some research, talked to other aquatic centers. [1:09:16, 1:09:19]: We found what we thought would be a [1:09:19, 1:09:22]: an average of about one meat per month. [1:09:23, 1:09:26]: coming in. When we talk to Georgia Tech, they have three per week. [1:09:26, 1:09:33]: coming in. Now we're not Georgia Tech, but it certainly that changes the dynamics dramatically. Even if you change [1:09:33, 1:09:35]: A meat to have two per month [1:09:35, 1:09:37]: Each team has twenty kids. [1:09:38, 1:09:43]: You can do basic math here. Twenty kids, ten teens is four is uh two hundred, right? [1:09:43, 1:09:48]: So if we double that, that's four hundred. We've already exceeded the numbers in that last column over there. [1:09:49, 1:09:58]: So what we're doing is building an economic engine that affects your sto spots dollars and your ability to do things here in this county. More importantly we're changing the qual the quality of life. [1:09:59, 1:10:01]: We have no pools in Henry County. [1:10:02, 1:10:05]: We don't there's nobody even more close that has anything like this. [1:10:05, 1:10:06]: So [1:10:06, 1:10:10]: We're not only affecting your hotels, but we're also affecting your businesses. [1:10:10, 1:10:13]: There's no place to send people to have reh rehabilitative therapy. [1:10:13, 1:10:16]: Pete Monthry has to send'em out. So [1:10:16, 1:10:22]: The opposite's gonna happen once we open this up, you're gonna see businesses come in that want to be impacted. So [1:10:22, 1:10:30]: If I can't employ you to think of anything, look at the economic impacts of what we're trying to do here. We're building an economic engine that you can benefit from. [1:10:31, 1:10:31]: Yeah, look. [1:10:39, 1:10:49]: As you can see over here we have our renderings of of the facility itself. The one on your right is how uh we've designed the outside the look. [1:10:49, 1:11:09]: Lou, how about turning around where you can use the mic so we can record you? Okay. Um the our renderings over here, uh the outside of the building on the right side is kind of how we've designed uh the outside to look. Um the one on the left is actually you can see inside uh the facility. [1:11:09, 1:11:25]: that has the um Olympic pool and the therapy pool in it. And then the next view on the left is from the seating area or uh or uh we have an observation deck up there that you can look over. Now the second [1:11:26, 1:11:30]: one that the young lady's holding for us helping us out there. [1:11:30, 1:11:35]: It's not just an aquatic center, folks. That's got an outside lazy river. [1:11:36, 1:11:38]: A zero splash pad [1:11:38, 1:11:40]: And an outdoor poop. [1:11:40, 1:11:49]: So it's not just an aquatic center, it's a place families can go and enjoy a day through the summer months. So it's uh [1:11:49, 1:11:54]: Uh it meets all the family members o of Henry County, whether you [1:11:54, 1:12:13]: need therapy, you want to spend some time with your family in an outing, have lunch. There'll be places you can have lunch there. There's a full snack bar, you can have picnics. So it's just not for the people that want to swim. Uh like a professional swimmer. [1:12:13, 1:12:18]: I have marketing packages for each one of the council members if you like one. [1:12:18, 1:12:24]: But the Henry County's come to us and offered this piece of property a valued a little over two million dollars. [1:12:25, 1:12:34]: Our soft cost is fast approaching two million dollars with engineering costs, drawings, uh, et cetera on the soft cost of construction. [1:12:35, 1:12:44]: We're asking each city in Henry County for a contribution of five hundred thousand dollars to address those soft cost items. [1:12:46, 1:12:47]: Um [1:12:48, 1:13:02]: This is we're sit th I I'm not sure if any of you know, but we're the way we're raising the money is using naming rights to this facility. Um and that is included in our marketing packages which we're encouraging [1:13:03, 1:13:04]: Any trust. [1:13:05, 1:13:17]: families, businesses that would like name and rights that will be on this facility or some part of this facility uh for the next twenty to fifty years is how we plan on raising the money. [1:13:19, 1:13:24]: If I can answer any questions for you, please feel free to ask. Yes. Yes sir. [1:13:25, 1:13:29]: Yes, uh Councilman Alexander. [1:13:29, 1:13:49]: Yes, sir. I'd like to thank you all. I thank Ms. Daniel. I think you've we met a few times before at the county commission meetings and uh as w advocated for this project. This is something that I've supported on my personal uh social media pages for a long time now. I want to see you succeed. I think uh it'll be [1:13:49, 1:14:09]: I guess the question has been all the time since you all chose to go all private uh contributions, is that uh how is that going and what is it what is are we were we moving in the right direction to be able to get it and is there a time [1:14:09, 1:14:25]: timetable where we can kinda see our way through because there was a tremendous amount of funding that needed to be acquired uh and and um is there consideration in asking for the next floss perhaps to to kinda assist with that? [1:14:26, 1:14:46]: Uh Mr. Alexander that's uh uh what we're approaching on some cases right now is to look at maybe splos money from the cities. Um we've gone fully private. We've had some meetings with some major corporations that have a place of business here in Henry County. Um those have gone well. [1:14:46, 1:14:55]: We've had not got any denials uh from these people. They're they're still working on their budgets because uh when these companies [1:14:56, 1:15:02]: donate money this way, they can take a percentage of that [1:15:02, 1:15:04]: and use the tax deduction. [1:15:05, 1:15:11]: The rest of it they will use through their marketing budget for the remainder of the time that they've got the name and rights. [1:15:12, 1:15:16]: So we're headed in the right directions. We got uh some meetings. [1:15:17, 1:15:19]: Matter of fact, we got some more meetings this month. [1:15:19, 1:15:37]: with two more businesses here in Henry County um about naming rights. They've called us back since our Georgia Tech tour uh that are very interested in in some of the naming rights that we have in our marketing package. Families can get involved um for [1:15:38, 1:15:48]: I mean we've got all kinds of of small donations that you can provide. Um and on most donations uh from [1:15:48, 1:15:49]: The um [1:15:50, 1:16:02]: wall of one hundred is what we callin' it. Uh we're taking all those families that donate that two thousand dollars. They'll be a wall of one hundred and we're guaranteeing people's money. [1:16:02, 1:16:08]: Uh we're not starting this facility unless we've got the money raised. We do not want to [1:16:09, 1:16:29]: uh go out and seek debt to ra to build this facility, uh which we don't believe that we want to do. Uh we don't want to take people's money and dig a hole and say, oh, we've run out of money. Uh so most of these donations we're actually escrowing the people's money uh with her [1:16:29, 1:16:40]: Heritage Bank and LPL Financial. So the money's being held. I mean we're not here trying to pat our own pockets. Every board member here is a volunteer. [1:16:40, 1:16:47]: We all got jobs during the day and we do this during the day and at night trying to raise money to build this for the citizens of Henry County. [1:16:48, 1:16:49]: Mayor. [1:16:49, 1:16:52]: Uh yes. Um Miss Robinson. [1:16:53, 1:16:53]: This is [1:16:54, 1:17:02]: an outstanding opportunity for Henry County. Um not just Henry County but all of our students, our schools, seniors, [1:17:03, 1:17:23]: The visit to Georgia Tech was just an awesome visit. Um it was an eye opener. So um can you talk a little bit about what we discuss? Um because a lot of times when cities are doing that, some benefits that can be offered to their employees, if any, um if you know, for its participation, for is the entry, um because [1:17:23, 1:17:39]: a lot of times like you said you can have parties or something that the cities can be of you know offered um for their employees. Um was that something you all discussed with this five hundred thousand or you didn't discuss it? Yes ma'am we did. And um [1:17:41, 1:17:43]: This is the way we kinda look at it. [1:17:43, 1:17:44]: First on board. [1:17:45, 1:18:00]: there's some good negotiation tools to be provided and we're we're very good negotiators and I'm sure you are too. So uh with that five hundred thousand dollars and being hopefully the first city to jump in and show the other cities that Stockbridge is a leader [1:18:01, 1:18:08]: um there there are are some perks that we can discuss for the the City employees, maybe for the first year. [1:18:08, 1:18:12]: Uh so we're open to discussions of of any item. Um [1:18:13, 1:18:33]: as far as like for the city for health for your insurance. Uh if your uh city employees are are going and swimming on a regular basis. I know some health plans give you a discount, so that would help the city save some money. Uh I'd like to speak to to the elderly uh our senior citizens because I am one of them. [1:18:33, 1:18:36]: And also to the vets out there. [1:18:36, 1:18:56]: There is nowhere for our veterans or our seniors to go in this county for low impact aerobics, for physical therapy and water therapy. Uh we it currently we have uh uh Dr. Jan Adams who has been uh a school teacher in Henry County and her specific role has been in [1:18:56, 1:19:16]: into physical therapy with the children that are handicapped. She is now on our board and she is fully imposed on this therapy pool uh being her uh that's her little baby I guess she's taking real control of that and uh some of the stories she can tell us about kids uh once they [1:19:16, 1:19:24]: get in the water, how their body becomes free to move about in the water when they're combined to a wheelchair. [1:19:26, 1:19:29]: Any any other questions from the uh council? [1:19:30, 1:19:33]: Uh Councilman Blount and then we'll go to Councilman Ford. [1:19:34, 1:19:38]: Yes, I'm um very familiar with the attributes to having a pool because um [1:19:39, 1:19:43]: Years ago I used to work with Head Start and I understand about early childhood development with the [1:19:43, 1:20:03]: Teaching them swimming about the uh uh water therapy for the elderly. I mean we could go on and on. Right. Yes. Um we do have a downtown development authority and a Main Street division with L CI plans already in place. Um have you all looked at because I'm I must be missing something, I don't see what proposed locations or is it [1:20:03, 1:20:05]: [4805.7, 4825.7]: jumps in first gets the uh gets it in their city. How's that work how does this work? The the we've already arranged right now uh with the county. The county has offered us uh it took a long time to get a piece of property, uh but the county offered us twenty one acres uh uh at the end of the street [1:20:25, 1:20:28]: where uh the county administration building is at [1:20:29, 1:20:45]: and McDonough Parkway dead ends at Mercer, uh universities across the street. So w we have twenty one acres there, uh and we're currently moving forward with that twenty one acres um uh right now. [1:20:46, 1:20:49]: So you're saying the location is gonna be actually in McDonald's? [1:20:49, 1:20:53]: Well it's it's it's not in the city. It's actually uh [1:20:55, 1:20:56]: It's [1:20:57, 1:21:00]: It's county land. Yes, sir. It's not in the city of MacGonner. [1:21:02, 1:21:02]: Okay, so [1:21:02, 1:21:06]: Yes, sir. We've already uh gotten to twenty one acres. [1:21:07, 1:21:27]: Councilman Fort Ward. Thank you, Mayor Mayor. I appreciate it. Actually I appreciate the briefing, I'm pretty sure we all do. Uh actually you had just asked one of my questions already, the location,'cause I thought I might have missed that, but I didn't, but I I know where it's gonna go now. Uh I'd like to get received one of those pamphlets also. Um I'm not quite a senior, but I'm closer to being a senior than I am a youngster. [1:21:27, 1:21:47]: and I'm also a veteran so uh so I I like the aspect of those as well. Uh so uh I think it's a great idea. Obviously five hundred thousand dollars from the city I'm not sure how we can do that but uh we'll probably kick around think about it and and figure out how we can accommodate and be part of this process. Thank you for the briefing. I really appreciate it. Thank you and we love to [1:21:47, 1:21:48]: To meet with you at any time. [1:21:51, 1:22:07]: Are there any other questions before Mr. Yeah, just a one brief question. Again, we were I d I don't think we kinda got around to the point of where are you on the fundraising and then you have to g is I think we have to get to what, twenty five or something like that? [1:22:10, 1:22:30]: Yes, sir. It's uh th this l again, this is not just a swimming pool, this is an entire facility. It's twenty five million dollars for the entire project. Um currently uh we've had uh uh three hundred thousand dollars of material in showers and stuff donated by Toto U. [1:22:30, 1:22:50]: USA. They've contributed that. They've contributed a hundred thousand dollars in tile. Um we have some individual families that have donated to the Wall of One Hundred. And again, uh we're trying to meet with the major companies here in Henry County, giving them the first opportunities since they are in the county to [1:22:50, 1:22:52]: Give back to the community. So [1:22:52, 1:22:56]: those meetings, like I said, we haven't got a no from any of'em. They're just kinda like [1:22:57, 1:23:01]: contemplating their budgets, I guess, going for next year is where we're at. [1:23:03, 1:23:04]: We haven't we haven't gotten [1:23:05, 1:23:08]: Somebody to give us a cheque for twenty five million yet. [1:23:08, 1:23:28]: Yeah, just thinking at the time as as the next blossom, maybe that's kinda something countywide or we could probably look at to because it's i we want you to succeed. I want you to have those funds. So we want to do everything possible because even though we we need multiple swimming facilities here. We're talking about putting one in this city, but [1:23:28, 1:23:38]: But at the same time yours was world class. We want to see you succeed, so you know, to get that discussion going about the the next watch would probably be very helpful. [1:23:38, 1:23:43]: Thank you very much. All right. Thank you, Mr. Martin. I would like to honor the um [1:23:44, 1:23:50]: The family of Kinsley Grace and if I think we have some family members here, I'd like to ask'em all to stand. [1:24:00, 1:24:20]: You so much. At this time we're going to move on with our agenda and go into new business and I'm gonna call our um HR director up and ask uh Renee Wheeler if she will come and talk to us about author authorization to approve the city's health and benefits pack. [1:24:20, 1:24:23]: package effective july one, twenty seventeen. [1:24:28, 1:24:38]: Good evening, Mayor and Council. Um I have Mr. Wendell Strickland who is our insurance broker and he's gonna make a presentation regarding our health insurance benefits. [1:24:38, 1:24:41]: um and renewal that will go into effect july first. [1:24:42, 1:24:43]: Okay, Mr. Sturckland. [1:24:45, 1:24:47]: If we can get this teed up. [1:24:47, 1:24:53]: Good evening, Mayor, Council. I'm Wendell Strickland. I'm the uh CEO and founder of Strong Side Solutions, your healthcare consultant and broker. [1:24:54, 1:24:59]: We're pleased to be your broker this year and we've been working very hard with your staff. They've done a fantastic job with us this year and [1:24:59, 1:25:04]: And taking uh a relatively high renewal making it uh much better. So we've actually got some good news for you. [1:25:07, 1:25:19]: Um a little bit about our company is you know we help um cities, counties and private employers uh lower the healthcare costs. We we provide broker services and administrative services that help them manage those uh insurance programs. [1:25:19, 1:25:26]: And uh we also deliver compliance solutions. There's a lot of uh rules we have to follow these days and so we work really hard with your your group to do that. [1:25:27, 1:25:31]: Um, I believe in your packages you have an executive summary. [1:25:32, 1:25:36]: Um I don't know if you got the PowerPoint, but we certainly have it here. Um and so we've made um [1:25:37, 1:25:56]: uh uh an executive summary and recommendations on the benefit plans. This is just kind of a summary of that. Uh we have uh we go to market every single year on every single product for you guys and make sure that you uh meet all of your requirements for bidding the insurance and making sure you have the right and proper coverages for the best price. And so we have uh received proposals or declinations from the marketplace. [1:25:56, 1:25:57]: And as um [1:25:57, 1:25:59]: Ms. Wheeler said you're uh [1:25:59, 1:26:02]: changes that we're recommending will take effect on july first. [1:26:04, 1:26:24]: So this year in our marketing efforts um we sent everything to the appropriate providers uh again to ensure lowest cost and best benefits. Uh it shows that you guys are meeting your fiduciary responsibilities of sending these things out, making sure it goes out to the marketplace and and getting those bids back. We went to all of the fully insured uh carriers in the marketplace and got multiple plans back from them. We went to all of your uh level funded plans. [1:26:23, 1:26:43]: All your captive, eighteen stop loss markets and six TPA. So we really uh did a very diligent job of getting this out to the marketplace. Um the City of Stockbridge had 158% utilization this year. That means for every dollar you gave Cygna they spent a dollar fifty eight in covering your claims. So you were what we call a high utilization year. Uh they were in kind of two buckets. You had two shock loss claims that were really kind of [1:26:43, 1:26:55]: unavoidable this year. Um but they were uh about one hundred eighty thousand dollars and you have three ongoing prescription drug claims that we we want to implement some prescription drug savings programs to kind of get a control of that for the coming year. [1:26:55, 1:27:01]: Um your renewal came out originally at a thirty percent renewal which was about a two hundred and twenty six thousand dollar increase. [1:27:01, 1:27:06]: We were able to bring that down to twelve percent, which is about an eighty one thousand dollar increase and we had budgeted [1:27:06, 1:27:12]: I believe uh last year for this year about an eighteen percent. So we were coming in on under budget. We think that's a good [1:27:12, 1:27:14]: uh a good result of our efforts. [1:27:15, 1:27:24]: Uh just to let you see the plans that we're we're recommending are the exact same plans you have now. The one you have with Cigna now we're just recommending that you renew it with Cygna. This is just a quick look at those. [1:27:24, 1:27:26]: Uh same plan, same benefit coverages. [1:27:27, 1:27:29]: And then here at the bottom you'll just see how it kinda went from [1:27:29, 1:27:32]: current to renewal to final negotiated. [1:27:35, 1:27:55]: Uh part of your um benefit plan is the health reimbursement arrangement. This is where the city splits the deductibles with the employees. This allows us to lower the overall cost of the plan. We've had in place now for four or five years, probably a long time. It's worked very, very well. It kind of looks like this. Um the bottom numbers are what your employees are responsible for, the top numbers are what the city is responsible for. [1:27:55, 1:28:00]: possible for and again you just kinda split it with them and this is a way that we are able to keep down premiums. [1:28:01, 1:28:21]: Going really quickly, is this okay? Are we going at the right pace? Okay. All right. I I love insurance. I can talk for hours. I'm sure you might not love it as much as I do. So I'll try to keep it uh uh succinct. Um so our recommendation would be, uh and I'll I'll make a final recommendation at the end, is that we renew a CINAH, um that we maintain the current plan, the current benefits, uh the the [1:28:21, 1:28:41]: current health reimbursement arrangement and the current wellness programs in that we implement two um prescription drug savings programs in addition to this. There are no cost to the city. They're really kind of uh programs that uh help the employees get lower costs and lower costs to the uh to the city. One is basically switching about three hundred drugs to mail order. We can get those usually between um [1:28:41, 1:29:01]: ten to fifty percent cheaper just by switching them to mail order. Um the employees just have to fill out a an application, a manufacturer's coupon and sometimes we can even get those drugs for free. So we'll bring some people on s on staff and if if we want to fill out manufacturers coupons, we'll help them fill it out and then we'll send into the manufacturer and sometimes they have programs will actually just gift them to you for a year. So that's a really good [1:29:01, 1:29:18]: program. The other program is a teledoctor visit. If you do one of these teledoctor visits once a year, it allows us to reprice these prescription drugs at a little bit more of a discount throughout the whole year. It's kind of transparent to the employees, but it does lower the overall cost. So those are two of the programs that we would recommend adding this year. [1:29:21, 1:29:30]: I'm sorry. I'm sorry. The the drug program you were talking about, is that is that something inclusive to the package or is that something already in the package that if that we're accepting? [1:29:33, 1:29:43]: Mm-hmm. We just recommend just implementing those. It's just really it's just filling out manufacturers' coupons and taking a wellness visit that gives us some discounts. Oh, okay. Yeah, yeah. [1:29:46, 1:30:03]: So all of the other lines, um dental originally came out with a six percent increase, we were able to get that down to zero. Vision, we had a forty-eight month guarantee, so we're still under a rate guarantee there. Basic life, voluntary life, short-term and long-term disability, we were able to negotiate to a zero percent increase. So those are real good. [1:30:05, 1:30:25]: So before I make a recommendation, are there any just any questions in general about the process or the work we've done? And you could really give a hand to your staff because they have worked overtime this year to make sure that we uh worked hard to get these renewals down and to get a really good benefits plan. And it was really important to us, I think, this year not to change the benefits again and and make the employees enroll in a new carrier. So we think we did a [1:30:24, 1:30:26]: Really, really good job of doing that. [1:30:28, 1:30:28]: Looks like [1:30:29, 1:30:30]: Um [1:30:30, 1:30:31]: At this time [1:30:33, 1:30:37]: If we don't ha do we have any questions? All right, Mr. Alexander. [1:30:37, 1:30:43]: I would like to I want to understand what the uh process is because um [1:30:43, 1:31:03]: Were there competitive bids taken from multiple or do we just negotiate with Cygna? How does this work? I know we say we didn't want to change, but um I think we were uh we were with United Healthcare up until last year, but um so I saw some information on Cygna. Did we take multiple bids? [1:31:03, 1:31:10]: Absolutely. So what we do is we take um certain information, uh censuses, and we're not going to be able [1:31:11, 1:31:18]: claims utilization and im information and we develop a bid package. We take that bid package and we send it to all of the full insured markets. [1:31:18, 1:31:20]: all of the level funded markets. [1:31:20, 1:31:22]: Um I think we said um [1:31:23, 1:31:25]: Uh let's see. [1:31:26, 1:31:27]: Um [1:31:28, 1:31:45]: Right. Um I got them right here. And and so we we brought this back and we we generated uh an analysis and this is kind of what we're looking at. So yes, we had uh literally hundreds of plans that we looked at and they kinda come to your team like this. So um this would be an analysis of the your current Cigna plan. [1:31:47, 1:31:50]: This would be an analysis of uh Aetna. [1:31:53, 1:31:57]: This would be analysis of Blue Cross Blue Shield and all the plans and and certainly there were a lot more but we just [1:31:58, 1:32:01]: You know, at some point in time there's just you don't look at ones that are two. [1:32:01, 1:32:01]: Uh [1:32:02, 1:32:03]: Too much of a change. [1:32:04, 1:32:06]: [5527.1, 5530.9]: Um United Healthcare uh was actually the closest one to [1:32:11, 1:32:11]: Signa. [1:32:11, 1:32:14]: Uh but what happened here was they had um [1:32:14, 1:32:32]: a lower co insurance which resulted in higher uh deductibles and higher total out of pocket expenses. So we thought that even though it was twelve percent, which is the equivalent of the CINAH renewal, that having a lower co insurance and higher deductibles and higher out of pocket expenses w was not a a better move to the employees, it was a worse move to the employees. [1:32:32, 1:32:46]: Um and then there were a bunch more that just were much, much higher and we just didn't include them in this package. And then we did the same thing for uh you know, for your dental plan, for your vision plan, for your basic life, for your voluntary life. [1:32:46, 1:32:48]: Um volume life raids. [1:32:49, 1:32:52]: short term disability and long term disability. So literally, um [1:32:53, 1:32:57]: you know, there were really about a there were hundreds of options that we kinda went through. [1:32:57, 1:33:03]: But at the end of the day, uh Cigna had the best plan for the best raids um out of out of everybody in the marketplace. [1:33:05, 1:33:06]: Okay. [1:33:06, 1:33:08]: Um any other questions? [1:33:09, 1:33:11]: All right. At this time, um [1:33:11, 1:33:23]: The council do I hear a motion that the council authors authora authorize the approval of the city's health benefits package as presented. [1:33:24, 1:33:24]: Mayor. [1:33:25, 1:33:26]: Yes. [1:33:26, 1:33:27]: I approve that we [1:33:28, 1:33:31]: I approve that we authorise the uh [1:33:31, 1:33:36]: Uh health and benefits package, in fact of july first, twenty seventeen that's presented. [1:33:37, 1:33:44]: With sigma. I'll second. I'll second. Do I hear a second? Mr. Ford, we have a motion and a second. All in favor? [1:33:45, 1:33:47]: All right, thank you. [1:33:47, 1:33:51]: Thank you very much. Thank you very much. For all your hard work, all of you that worked on that. [1:33:52, 1:34:08]: Um at this time we're gonna move on and um we have two items. I'm gonna we're gonna call our public works director, Deshus Aaron, up. These are both budgeted items in our budget that you will be hearing about at this time. [1:34:15, 1:34:16]: Good evening, Madam Mayor and Council. [1:34:17, 1:34:24]: At the at the last meeting Council gave consensus to move forward with the design of a stormwater improvement project. [1:34:24, 1:34:30]: And we're just coming tonight to asking for an official vote so that we can continue to move forward with that item. [1:34:30, 1:34:47]: at a cost of nineteen thousand four hundred and fifty dollars for Falcon Design to design the stormwater improvement at Hillcrest Street and Bowen Street. As I mentioned at the last meeting, this is one of the streets that's on our 2017 LMIG list. And we want to get this repaired before the street is resurfaced. [1:34:48, 1:34:55]: Okay. Uh do I have here a motion to approve this budgeted item? Simple. [1:34:55, 1:34:57]: I hear a motion. Do I have a second? [1:34:57, 1:34:58]: Second. [1:34:58, 1:35:01]: I believe I heard a second from Ms. Robinson first. [1:35:01, 1:35:06]: Uh so all is there any discussion on this before we move forward? [1:35:07, 1:35:09]: Okay. All in favour? [1:35:10, 1:35:14]: Thank you for your vote. All right, we have another item, item number four. [1:35:14, 1:35:32]: Yes, Madam Mayor. I'm sure everyone is familiar with the brick paper that we have on East Atlanta Road. We've had a lot of issues with it in that you got a device that was placed in an area where it's not really meant to function on the heavy traffic. So we've had issues with it breaking and things of that nature. So [1:35:32, 1:35:43]: We uh met with our engineering and one of the things that they're using now is stamped asphalt. It'll look like the brick paper, it'll give you that look, but it'll be more durable. [1:35:43, 1:35:46]: than what we currently have there. And we had a price of [1:35:47, 1:35:48]: Eleven thousand [1:35:49, 1:35:56]: five hundred and thirty three dollars from Wild Wildcat Striping. They've done work for the city in the past and they've wanted two vendors in the area that [1:35:57, 1:36:06]: do this type of work and it's not an a abnormal price for this type of work and I'm just asking mayor and council to approve for us to go ahead and repair that. [1:36:06, 1:36:09]: Do I hear a motion? [1:36:10, 1:36:30]: All right. First have a question from Mr. Ellison. But the issue is if you go back with brick you're gonna have the same issue. [1:36:29, 1:36:34]: Those are not meant for roads that have heavy traffic. They're more [1:36:35, 1:36:41]: decorative than functional. They're useless for low impact streets, say in your subdivision or in uh [1:36:42, 1:36:45]: in a area like say in a shopping center or something like that. [1:36:46, 1:36:51]: But it's not meant for a road like East Atlanta where you have eighteen wheelers and the amount of traffic that you have every day on that road. [1:36:52, 1:36:54]: What I see is I see up in Fairview [1:36:55, 1:37:15]: they have some type of it's not the same type of material. But they had them actually they laid the asphalt and then they cut it out and then they went back and that actually is a major four lane road where they actually have brick there versus that. Are you familiar uh familiar with that type of um [1:37:14, 1:37:23]: But this this is a more durable product than than that. Like I said, this is what most people go with when you're on the road with heavy traffic on it. [1:37:24, 1:37:28]: Okay. Any other questions? I have a question uh by Mr. Ford. [1:37:29, 1:37:49]: That's just I'll tell you what, uh and I was th things along the same lines as Councilman Alexander there. The cost factor here caught me. I'm like the the bricks right outside City Hall here. And I was just thinking it was awfully awful lot of money for that small section. Um but you said that if I understand you already said that there were uh one or two companies. So you only got this company [1:37:49, 1:38:02]: and uh the other company that bid, you that's one of the third company actually can replace this. They couldn't find one I guess. Well, this is one of the two companies that the engineer has worked with and they've done work for the city, replicable work in the past. [1:38:02, 1:38:06]: And for the cost is reasonable for what they're doing and [1:38:07, 1:38:08]: We can drag it out and [1:38:08, 1:38:12]: get another quote or two m try to get two more quotes but [1:38:12, 1:38:26]: based on conversation with the engineer and and other people I've talked to, it's a reasonable price for for what they're doing. Cause also involved in that cost is you gotta have traffic control out there on that road. So that's uh that's included as well. [1:38:28, 1:38:41]: Any other questions? Yeah, I'm once we'll put you sorry, Mayor. Okay. I hear ya and I I don't doubt you. It's just it just the cost just caught me. It just you know, uh all right. I just thought it was awfully expensive for what we got to do. [1:38:41, 1:38:43]: But anyway, thank you. [1:38:44, 1:38:48]: All right, I have a question for Ms. Robinson. [1:38:49, 1:38:55]: Well, I say it's only like two companies in the area. I can contact the other one, but it's gonna be similar. [1:38:56, 1:38:56]: I mean [1:38:57, 1:39:00]: Eleven thousand not that's not a a substantial cost for work of that type. [1:39:03, 1:39:06]: All right, I have questionably from Mr. Blount. [1:39:07, 1:39:27]: Um I I talked to you about this when we had talked about the type of material and you'cause we was my concern was the look that from crossing over and you said that the material they're br they're bringing in is gonna be a higher quality and it'll have that same look but it'll be more stability to the road. If we go with Wildcat um [1:39:27, 1:39:42]: Do we have any type of uh warranty or guarantees with this over a period of time? Yes, sir. But like I said, this is what people are traditionally l using now is stamp asphalt that looks like bricks. [1:39:42, 1:39:49]: And it has the same look and feel as brick, but it's not brick and it's more durable than what we currently have. [1:39:49, 1:39:58]: But m real quick, but w if we go with Wildcat over what what kind of time do we have that they say and that [1:39:58, 1:40:09]: Because it is a high high travel road. It it's it's just like asphalt. It'll last just as long as as asphalt. It is asphalt but it's just got the stamp design that look like it's brick. [1:40:09, 1:40:17]: But I'm saying but if it's something happens to it in a certain period of time, is it the cost on the city or is Wildcat giving us any time? Okay. [1:40:19, 1:40:21]: Okay. [1:40:22, 1:40:25]: Then do I hear a motion to move forward on this item? [1:40:27, 1:40:30]: [6044.0, 6045.1]: Do I hear a second? [1:40:45, 1:40:45]: Thank you. [1:40:46, 1:40:48]: All right, I hear a motion and a second. All in favor. [1:40:50, 1:40:53]: All right, thank you for your vote. [1:40:53, 1:41:00]: Okay. At this time uh do I hear any closing comments from city council members? [1:41:00, 1:41:05]: First let me before we do this, let me ask our uh attorney, do we need to go to executive session? [1:41:06, 1:41:12]: We have a very brief uh executive session for a few updates um primarily personnel matters. [1:41:13, 1:41:15]: Okay, then at this time um [1:41:16, 1:41:26]: Rather than have closing comments, let me uh ask if we can get us to executive session. Do I hear a motion to go into executive session? [1:41:29, 1:41:37]: I hear a motion. I think I heard a second of it. Madam Mayor, this would be for personnel, real estate, and litigation, just just in case. [1:41:37, 1:41:44]: Did I hear a second? Second. I hear I heard a motion and a second uh to go to executive session. Any discussion? [1:41:46, 1:41:47]: If not, all in favor? [1:41:49, 1:41:53]: Okay, we're going into executive session. Sounds like we won't be long if you want [1:41:55, 1:41:56]: But yes. [1:41:56, 1:41:59]: Was it a four vote? Okay. [1:41:59, 1:42:03]: All right. Well audience, we'll be back as soon as possible. [1:42:11, 1:42:12]: Mr Tyrone, how are you doing, sir? [1:42:13, 1:42:17]: But what, why, why do you [1:42:21, 1:42:35]: [6158.5, 6178.5]: [1:42:58, 1:43:05]: [6194.1, 6195.1]: [1:43:40, 1:43:50]: Yeah. [1:44:19, 1:44:21]: [6264.1, 6276.1]: Oh smiling, you don't have to do it. Okay, so I'm not going to be able to [1:44:37, 1:44:42]: Yeah, um [1:44:43, 1:44:50]: Uh I don't know. Yeah. [1:44:53, 1:44:57]: Yeah, yeah. [1:45:05, 1:45:06]: I don't know. [1:45:09, 1:45:29]: [6329.6, 6333.4]: [1:45:40, 1:45:46]: Yeah, [1:45:55, 1:46:06]: Yeah, it's a good deal. [1:46:09, 1:46:19]: Yeah, it's a high end. [1:46:24, 1:46:41]: Yeah, I'm sure it's a very important thing. [1:47:15, 1:47:28]: [6455.0, 6474.4]: Yeah, that's what you can make out of the last time. [1:47:55, 1:48:14]: [6498.2, 6518.2]: But no, I really don't know about that. Oh yeah. [1:48:38, 1:48:58]: [6538.1, 6550.0]: [1:49:16, 1:49:36]: [6575.9, 6591.3]: [1:49:54, 1:50:12]: I don't think it'll have a whole lot. [1:50:25, 1:50:27]: [6629.6, 6649.6]: [1:50:49, 1:51:09]: Well we didn't have so uh [1:51:09, 1:51:10]: Yeah. [1:51:10, 1:51:30]: Oh yeah, I'm not talking about it. [1:51:30, 1:51:50]: [6709.9, 6729.9]: Yeah, I think that's about it. [1:52:09, 1:52:29]: [6749.8, 6769.8]: Yeah, really. [1:52:49, 1:53:09]: [6789.7, 6800.1]: [1:53:29, 1:53:49]: [6829.9, 6832.8]: [1:53:57, 1:54:00]: [6840.3, 6848.2]: [1:54:10, 1:54:30]: It's not really not a good one. [1:54:30, 1:54:40]: [6890.0, 6910.0]: [1:55:15, 1:55:35]: [6934.9, 6942.6]: It's good. [1:55:44, 1:55:55]: [6960.7, 6971.9]: [1:56:12, 1:56:25]: But then we're making a lot of people. [1:56:30, 1:56:50]: [7010.0, 7030.0]: [1:57:09, 1:57:25]: Yeah. I think the most uh this happened. [1:57:25, 1:57:45]: Yeah, you definitely want to find it [1:57:45, 1:58:05]: Well you actually have to do it. [1:58:04, 1:58:24]: Yeah, I know I've talked about it. But you think on the deck wrong. [1:58:24, 1:58:44]: And then we're going to do it. And then [1:58:44, 1:58:55]: [7135.0, 7155.0]: So they're not really fun. [1:59:15, 1:59:27]: [7170.9, 7190.9]: It's very funny. Yeah. [1:59:50, 2:00:10]: [7210.7, 7230.7]: And they have to share up the navigation. [2:00:30, 2:00:39]: It is uh [2:00:39, 2:00:45]: [7255.5, 7257.7]: Yeah. [2:01:05, 2:01:21]: [7281.8, 7301.8]: But yeah, I asked them what all these things have. This is the last one. [2:01:41, 2:02:01]: Oh yeah, I'm not going to be able to outdo it. [2:02:03, 2:02:17]: Oh yeah, I don't know. [2:02:30, 2:02:40]: Okay. Okay. [2:02:55, 2:03:02]: [7385.2, 7390.0]: [2:03:18, 2:03:38]: [7417.9, 7437.9]: [2:03:57, 2:04:17]: Oh yes, but then I think that's all. [2:04:19, 2:04:39]: [7479.3, 7499.3]: [2:04:59, 2:05:19]: And the people have something about it. [2:05:19, 2:05:25]: [7535.0, 7555.0]: [2:05:55, 2:06:15]: [7574.9, 7580.0]: I would have done that. [2:06:20, 2:06:40]: Yeah. [2:06:40, 2:07:00]: Tell me about the individual. [2:07:00, 2:07:17]: [7638.4, 7645.0]: [2:07:25, 2:07:45]: Oh yeah, I think I'm not saying that's what I'm doing. [2:07:45, 2:07:50]: Oh yeah, [2:07:55, 2:08:10]: And if you want to hear that. [2:08:20, 2:08:40]: [7720.0, 7740.0]: But you are [2:08:59, 2:09:10]: Yeah. [2:09:10, 2:09:30]: I mean you might have to do that. [2:09:30, 2:09:50]: [7789.9, 7795.0]: [2:10:00, 2:10:20]: [7820.0, 7840.0]: [2:10:39, 2:10:56]: [7856.8, 7876.8]: [2:11:16, 2:11:20]: The deal uh also. [2:11:23, 2:11:43]: And it's not too early. [2:11:43, 2:12:03]: So yeah. I mean that you can do that. [2:12:03, 2:12:23]: Well actually maybe it's just a function. [2:12:23, 2:12:43]: Yeah, the new scale is not like [2:12:43, 2:12:47]: My name is where I want to go. [2:12:49, 2:13:00]: That's the idea. [2:13:20, 2:13:40]: It's not possible every time you can actually have to be like. [2:13:40, 2:14:00]: And on every side of that on this side, I mean the track of the world. [2:13:59, 2:14:13]: Okay, [2:14:14, 2:14:21]: And they raise her out of the I think that was a good one. [2:14:22, 2:14:31]: And they don't know. [2:14:32, 2:14:42]: So we have a record now and stuff we're going to have to have. [2:14:43, 2:14:46]: I don't think that people. [2:14:47, 2:15:00]: [8105.2, 8107.1]: Okay, [2:15:10, 2:15:14]: Yeah, we're not really [2:15:16, 2:15:18]: I think that one. [2:15:18, 2:15:21]: We created all the things. [2:15:23, 2:15:31]: But the whole thing is [2:15:31, 2:15:43]: I think I'm not even looking at the [2:15:47, 2:15:51]: [8151.6, 8155.0]: Yeah, that will work. [2:16:05, 2:16:07]: Yeah, yeah. [2:16:10, 2:16:12]: It's not really funny. [2:16:15, 2:16:21]: Oh, yeah, but if you don't want to make it out, you're going to have a [2:16:30, 2:16:31]: [8193.7, 8195.1]: [2:16:36, 2:16:40]: Yeah. [2:16:56, 2:17:00]: No, right now. [2:17:06, 2:17:14]: And I think that was a very important thing.
