And so if you have any comments or additions or subtractions, please get with the the clerk to do that prior to our next meeting when we approve this. Madam Clerk, we have any public comments at all? [0:05:22, 0:05:26]: Okay, on that note then now I need a motion to go into executive session, please. [0:05:26, 0:05:26]: Don't look. [0:05:27, 0:05:28]: Okay, that is for [0:05:29, 0:05:30]: Real estate personnel. [0:05:30, 0:05:31]: Uh huh. [0:05:31, 0:05:36]: I move to go into executive session for personnel, litigation and real estate matters. [0:05:36, 0:05:40]: Thank you very much. Is there a second? Second. Mr. Barrett second all favor, please indicate. [0:05:40, 0:05:43]: Okay, we'll go into the degree station, ladies and gentlemen. We'll be back shortly. [0:05:58, 0:05:59]: Okay, good. [0:06:00, 0:06:03]: All right, council, I need to uh let's reconvene our [0:06:04, 0:06:05]: Council work session. [0:06:07, 0:06:09]: Um and yes, I need them. Yeah. [0:06:09, 0:06:18]: Need to reconvene it. Uh but uh what before I do that though, obviously we need to uh uh need a motion to end our second session, please. Oh [0:06:18, 0:06:31]: From m uh m mr m mr Thomas and Mr Berry, all in favor, please indicate. Well thank you very much. All right. On that note we have nothing to report from that executive session at this point for the public, so I need a motion to reconvene our [0:06:31, 0:06:48]: uh city work session please. So Mr. Alexander, second. Mr. Barring, all in favor, please indicate. Thank you very much. Now we'll continue on and what we have next would be our presentation. Park system plan presentation. Mr. Aaron, please, you're up, sir. [0:06:49, 0:06:52]: And it says here Mr. Peyton Peterson as well with T S W if he's here. [0:07:01, 0:07:08]: Yes, Mr. Mayor and Council. We have uh T S W here tonight to present the schematic designs for the City of Stockbridge Parks master plan. [0:07:10, 0:07:11]: All right, thank you. [0:07:21, 0:07:41]: Good evening. I'm Peyton Peterson. This is Anna Soji. Uh we're both with TSW Landscape Architecture. Tonight, as Mr. Decius said, we'll be presenting the um three parks: Gardner, Clark, and Memorial, schematic design concepts, which is the last phase of work with the master. Um [0:07:41, 0:07:43]: um plan process that we've been working on. [0:07:45, 0:07:51]: And feel free during this presentation to ask any questions um while we're presenting. [0:07:52, 0:08:12]: This here is an overview of the three park locations. As you all are very familiar with, Clark, Gardner, and Memorial Parks. Clark and Gardner Park are on the north side of the downtown district. Memorial Park is on the south side. And you can see the existing [0:08:12, 0:08:21]: Reeves Creek Trail and MLK Heritage Trail that is running through some of these parks and connecting these three parks. [0:08:23, 0:08:28]: I'm gonna turn it over to Anna, who's gonna talk briefly about some community themes that you'll see throughout the parks. [0:08:32, 0:08:42]: Hello. Um like Peyton said, I want to start by talking about some of the community themes that came up um as we were beginning our research and design phase for the project. [0:08:43, 0:08:43]: Um [0:08:44, 0:09:02]: We started with this. Um, we want to start with this because we don't want these parks to feel like any park. We want them to feel uniquely Stockbridge and we want them to be a place of discovery, um, a place that weaves in the story of the place. Um, and so with that, we came up with four. [0:09:02, 0:09:04]: Um themes that are shown up here. [0:09:05, 0:09:06]: Um on the slide. [0:09:06, 0:09:12]: Um, and all of them apply to one or more of the three parks that we're talking about. [0:09:12, 0:09:14]: So first we have railroad heritage. [0:09:15, 0:09:17]: Which of course is what [0:09:17, 0:09:20]: led to the early growth of Stockbridge as a community. [0:09:20, 0:09:40]: Um, this applies to all three parks because um all three parks are actually adjacent to the railroad. Um, so that would be a theme that kind of carries through um all three parks. Um secondly, we have the Tie Street neighborhood history. Um, so that includes both the people, um, like Martin Luther King Sr., who um originate. [0:09:40, 0:09:49]: From the Tye Street neighborhood, as well as the special places like the Floyd Street Baptist Church, Greenfront Cafe, and the historic Rosenwald School. [0:09:50, 0:09:59]: Um thirdly we have the upper Akmolji River basin, as well as the creeks that feed into that system, um, which is home to many unique um [0:09:59, 0:10:07]: aquatic species. And then finally we have um the Piedmont granite outcrops, which is a unique ecosystem to the region. [0:10:07, 0:10:15]: Um and of course is the the ecosystem of Panola Mountain um and also a historic industry of Stockbridge. [0:10:16, 0:10:17]: I'm gonna turn it back to paint. Mm-hmm. [0:10:21, 0:10:21]: Thank you, Anna. [0:10:23, 0:10:43]: All right, the first park we're gonna be looking at is Clark Park. Um, the four vignettes that you see up on the screen, uh I'm not gonna talk much about these, but they're looking at programming, pedestrian circulation, view sheds, and parking of the proposed plan. Uh one of the major elements of Clark Park that we're looking to [0:10:43, 0:11:03]: um do is currently the northern side of Clark Park is heavily programmed with the southern side having less programming. There's a dog park on the south side, but for the most part most of the activity is on the northern side of the creek. So we're trying to spread that programming uh throughout the park. So additional [0:11:03, 0:11:23]: Distribution of programming on the south, bringing it on the south side as well, bringing it closer into downtown and providing a connection into downtown. With the pedestrian circulation, one of the things that we are trying to do is extend that MLK trail. So as it comes from downtown, [0:11:23, 0:11:43]: Town, it's connecting actually to this park, and it's serving as the central spine of this park with activities pulling off of it. And then from a parking standpoint, you have the existing parking at the conference center. We're looking at reconfiguring the park. [0:11:43, 0:11:59]: Parking lot on the northern side of the park for functionality purposes, but we're also looking at consolidating drive cuts on the south side along Davis Road. [0:12:00, 0:12:20]: reorient a new reconfigured parking lot, flex event space that can be open on a daily basis, but also be shut down for events. You'll see that here in a second. One thing to note, from a parking count standpoint, we're not losing any parking with this proposed plan. [0:12:23, 0:12:43]: Um, this is the master plan, and we'll dive into each section here. Uh zoom in in a second. But from a community themes, we're looking at the downtown history, railroad, heritage, MLK, senior legacy, and then Brush Creek, Upper Okmahoge River Basin. Um, for this part. [0:12:43, 0:13:03]: Park, the northern side, as you can see in this blow-up, um, as I mentioned earlier, there's a lot of existing programming on the northern side of the park. There's an the existing parking lot labeled B here that we're reconfiguring. Um, there's an existing playground labeled H that we're expanding upon. And um [0:13:02, 0:13:22]: There's an existing restroom building that we're proposing removing and providing a new restroom building in plaza area labeled EF that can serve as community gathering space and sort of a welcoming node to this park. Going back to sort of the expanded upon expensive [0:13:22, 0:13:42]: existing playground. We have on the right side here where my cursor is, what is a gonna what we're proposing as a railroad themed playground. We have some perspectives of that in a second, but we heard from the community that pavilion space [0:13:42, 0:14:02]: Were highly desired from rentability purposes. If a family wants to have a family reunion or birthday party, smaller and clustered pavilions was preferred over the single large pavilion that's currently out there to date. So on a day-to-day basis, these shade structures are serving as [0:14:02, 0:14:22]: Um areas where small um keep families can gather or kids can take rest in the shade, but they're clustered again so that if someone wants to rent out one or multiple, uh they can for an event. And each uh shade structure has a good vantage point of [0:14:22, 0:14:42]: Of the playground. And then lastly, on the northern portion of uh Clark Park, we heard from the community that there was a desire for a community garden. Um, and that is just south of the reconfigured parking lot labeled C with its own separate um. [0:14:42, 0:14:47]: Restroom and storage facility and potting shed labeled D. [0:14:50, 0:15:10]: Moving to the south side of the park here, um you can see the central spine, which is labeled K. And again, that extends up to the north side of the plant as well. But uh, this is the extension of the MLK trail, and the vision is to eventually uh or to connect this into downtown so that you have a uh [0:15:10, 0:15:30]: Direct connection path into your downtown district. As you come down from downtown along the MLK Trail, the dog park is still in, it's a little bit more uphill to get it out of the flood zone, but it's in that sort of bend of Davis Road and the south. [0:15:30, 0:15:50]: Southwestern portion of the site. We have a flex lawn space, open lawn space with shade structures and a restroom building that's labeled D, E, and F. And then to the right of the new restroom building, we have what is the Flex parking event space spillover. [0:15:50, 0:16:10]: Over which is labeled H. So again, on a day-to-day basis, that can be an open parking lot to serve the daily needs. But it poses the opportunity that you can shut that connection parking lot down at Parkwood. You would still have full access to the conference center parking lot, but you could shut the portion down. [0:16:10, 0:16:26]: that is labeled H for food additional food truck area or tent pop-ups, farmers markets and whatnot. So to spread out that programming because I know that the food trucks get very popular in that upper parking lot. [0:16:28, 0:16:40]: Um we also have the Brush Creek Trail, which is labeled A, that hopefully one day will extend to the neighborhood to the west. [0:16:41, 0:17:01]: Okay. Um the perspectives tell the story a little bit better than the plan view. So this here is looking at an aerial. Um you're on the south side of the park, looking at the MLK trail there, serving as the central spine through the space. Um you can see how it extends across Brush Creek to the northern portion of the [0:17:01, 0:17:21]: site. In the foreground here we have the flex parking lot with the showing how it can be set up for food trucks and that smaller bubble there. We have a tennis court proposed in this one of the things that came out of [0:17:21, 0:17:41]: Public engagement sessions during the mass and planning phase was to have some active recreation in this park. So we do have a tennis court here. Um you can see the flex lawn in the middle there labeled D with um open-air pavilions, again, rentable pavilions um flanking it, and then [0:17:41, 0:17:57]: in the new restroom building on the other side of the lawn. I do want to mention that you'll see brick sort of paving material at major nodes throughout the park. And that materiality is tying back into your downtown architecture. [0:18:00, 0:18:20]: This perspective here is uh looking as if you're on Brush Creek Trail, you'd be coming from the west, um, and it's the intersection of the MLK Senior Trail and Brush Creek Trail. I think this is um um from a vantage point uh you can see how the brick here identifies on the ground plane as [0:18:20, 0:18:40]: A node on a decision-making point. So you could go to the right there and go to downtown, or you can go to the left to the northern portion of the park. We have a little bit more ground-level views of the open-air shade structures and restroom pavilion. And then [0:18:40, 0:19:00]: And uh one of the major concerns that we heard from you all about Brush Creek was that there are snake issues. So we wanted to provide a uh fence barrier to keep people out of the creek area. Um, but we're also proposing uh restoration of that creek um creek bed. [0:19:03, 0:19:23]: This here is looking at the main entrance to on the northern side of Clark Park. You can see the restroom building. All the restroom buildings have the same footprint, so it's a prototype that can be applied throughout all the parks. There's an open air. [0:19:23, 0:19:43]: Air passageway through the middle, and the restrooms actually flank that central sort of paseo there. What that provides us is the opportunity to do some sort of community art and uh storytelling on that blank, what would otherwise be a blank wall. So labeled B. [0:19:43, 0:19:53]: here, um tying again back to the railroad three theme, we would have some sort of mural or collage uh telling the story of Stockbridge's railroad history. [0:19:55, 0:20:15]: You can see here in front of that restroom building we have the patio space that can serve as spillover area for the food truck festivals, for outdoor cafe tables and chairs. And then off behind the [0:20:15, 0:20:18]: The restroom building is the expanded playground space. [0:20:21, 0:20:41]: This here is back on the south side, just the lower eye-level view of the main entrance to the park along MLK Trail. We have a gateway signage serving as a threshold into the park. To the left is the dog park, where there would be multiple entrances off this main spot. [0:20:41, 0:20:58]: And then in the foreground you can see we're using landscaping and a low seat wall to serve as a edge restraint or barrier between the open flex lawn area and the new parking lot. [0:21:02, 0:21:22]: Um going back to Northside, this is the expanded upon playground area. I mentioned uh we are looking at doing railroad uh theme for this playground. This uh is not over the top like Disney World, but we are looking at having some sort of uh ties back to the the local history of Stockbridge. [0:21:22, 0:21:42]: From a play element standpoint, you can see the clusters of open shade structures there that are fronting the playground, also fronting for this one in the bottom right corner, the open lawn space between the playground and the creek. So you can see how someone could. [0:21:42, 0:21:47]: [1310.7, 1330.7]: Moving on to Memorial Park. Currently, Memorial Park is on the west side of the creek there. This plan is looking at not only that side, but the eastern side of the creek, which is currently the transfer. [0:22:10, 0:22:30]: First station property. So what you'll see with that side of the park would have to be acquired. Um, but uh from a programming standpoint, uh as you all know, currently off Wilson Street, you immediately enter a parking lot and the park is [0:22:30, 0:22:43]: south of that parking lot. We're trying to bring the park to the community a little bit better. Um and by doing that, we're trying to expand programming to Wilson Street. And [0:22:45, 0:23:05]: Activate that Wilson Street frontage. From a pedestrian circulation, we have a primary pathway flanking the programming here, running in a north-south orientation and connecting to the Reeves Creek Trail, as well as connecting over to the new site, which is east of uh the creek. From a parking count standpoint. [0:23:05, 0:23:25]: point, uh, we're actually getting a significant number of additional parking with this plan. Uh we have a total of 106. Currently you guys have 48. We're getting 168. So 120 additional parking stalls. 76 of those would be new spaces on the east side. So even if the east side did not happen immediately. [0:23:25, 0:23:29]: you still are getting a surplus of parking with this new design. [0:23:31, 0:23:51]: Um, this is the overall plan. We'll dive into west and east here in a second. Uh, you can see existing to date, you have the existing trail system that is running through the woods down here on the south side and the existing Reeves Creek Trail. Um, those are to remain. The lawn space here in the middle. [0:23:51, 0:24:11]: Middle, which currently has a basketball court on it. Basketball court is getting relocated closer to Wilson Street to again activate that frontage and then bring the neighborhood into the park and the park to the neighborhood. But the lawn space would be a flex lawn, but it is sized to handle a soccer field or a football field if need be. [0:24:11, 0:24:21]: but we're thinking on a day-to-day basis it would just be Flex Lawn. There's a series of pavilions that flank that lawn and a restroom building. [0:24:22, 0:24:42]: And you can see sort of on the east side we're proposing a um splash pad and restroom building separate um from the west. So diving into the west plan here, um the parking lot is getting oriented more in a north-south fashion, again to allow us to bring programming up to Wilson Street. So [0:24:42, 0:25:02]: So when you first enter off Wilson Street, there's an entrance plaza and a gateway lawn space, small area for picnics, and just to add some greenery along the Wilson Street edge. We have the relocated basketball court seating area with shade structures. [0:25:02, 0:25:15]: There's the existing playground area which is labeled G, and we're expanding upon it. And the existing pavilion, which is just to the left of label H is to remain. [0:25:17, 0:25:33]: On the east side uh Memorial Park, this is the um new uh parking lot area and a new um regional sort of splash pad area with restroom building. And we'll dive into those in a second. [0:25:35, 0:25:55]: Uh this perspective here is looking at the uh relocated basketball court. Again, providing shade structures uh for shade seating that's serving as sort of a edge restraint so that ball the balls aren't going out into the parking lot. We're far enough from the parking lot that that shouldn't be an issue, um, but provides [0:25:55, 0:26:15]: Some extra seating there. The mural you're seeing on the actual court itself. Obviously, we would like to work with a local artist to come up with a design for that, but we think that this is a good opportunity to bring some color into the space on the basketball court itself and brand the court with the Stockbridge logo. [0:26:15, 0:26:35]: at uh the center there off in the distance. Um you can see the existing trail. That is an existing trail that kind of goes up the hillside there on the right. But then we have the existed existing expanded upon playground labeled C in the restroom building labeled D off in the background. One thing [0:26:35, 0:26:53]: to note along this edge of the parking lot between the main um promenade walk, pedestrian walkway, uh in the programming is parallel parking spots, which could be also serve as uh festival pop-ups or food trucks if you guys ever decide to have something hosted at Memorial Park. [0:26:56, 0:27:16]: Um this is looking at the uh restroom building expanded upon playground area. Um really very similar to what you saw in Clark Park. We're just pr trying to provide a restroom building immediately to the playground space so that children and families don't have to go too far uh to get to the restroom. [0:27:16, 0:27:36]: And then also provide some sort of outdoor um cafe tables and chairs associated with that structure in case a family wants to bring lunch or something and spend the entire day at the park. For this uh specific restroom building, uh we were looking at the Tie Street neighborhood theme as sort of [0:27:36, 0:27:41]: sort of the historic mural um and storytelling that could happen on the restroom wall. [0:27:43, 0:27:46]: I'm gonna turn it over to Anna who's gonna talk a little bit about the uh splash pad. [0:27:49, 0:28:00]: Okay. So we are now on the other side of the creek, um, the east side of the the property. Um, as Peyton said, so we're looking at the splash pad. [0:28:00, 0:28:04]: And um this is kind of an aerial view showing um [0:28:05, 0:28:06]: The [0:28:06, 0:28:07]: The boardwalk. [0:28:07, 0:28:09]: Um crossing the creek from the east side. [0:28:10, 0:28:10]: Um [0:28:11, 0:28:31]: We have the parking lot, um, expanded parking lot area here and a splash pad, um, as well as restroom building to relate to the splash pad so that, you know, again, people who are using the splash pad don't have to travel very far um to to use the restroom. Um this restroom building is um would be a communal or [0:28:30, 0:28:45]: I'm sorry, these would be single call restrooms, six single-sall uh restrooms in this building. And um similarly to the other restroom buildings, we have um a community art wall on this one with this um [0:28:45, 0:28:51]: Positioning of of the splash pad and the restroom building being uh right by the brush creek. [0:28:51, 0:28:55]: Or I'm sorry, Reeves Creek. Um our theme here is the Reeves Creek and the [0:28:55, 0:28:57]: Akmalje river basin. [0:28:57, 0:28:58]: Um [0:28:59, 0:29:06]: We also have that same theme for the splash pad, uh, where we're celebrating kind of a riparian woodland theme. Um [0:29:08, 0:29:17]: And the splash pad would be approximately four thousand square feet, which would accommodate up to four hundred children um at capacity. [0:29:17, 0:29:23]: Um and we can see a little bit more detail of the splash pad in these images. Um [0:29:24, 0:29:44]: As you can see, we have some fun, artful um kind of structures that both serve as shade as well as components of the splash pad that kind of mimic the uh environment of that riparian woodland. We also have um splash pad structures that celebrate some of the unique aquatic features. [0:29:44, 0:30:04]: That would be found in that environment. We have landscaping as well as artificial turf mounds at the edges of the splash pad to provide both kind of an edge for the space between the parking lot and the actual play area, as well as areas for seat. [0:30:04, 0:30:16]: seating and for parents to stand and sit and watch their children as they play. And you can see a little bit of the pavilion clustering that would happen at the edge of the splash pad as well. [0:30:20, 0:30:40]: Thanks, Hanna. And uh just a note also on the restroom building here at the splash pad, one of the reasons that we were looking at single stalls for this guy would be so that they could also serve as changing rooms for the splash pad. Uh we're thinking that the other restrooms that are this is the same footprint as the other restrooms, but the other restrooms [0:30:40, 0:30:42]: Firms would be more communal style. [0:30:43, 0:30:50]: I'm sorry to interrupt you. I I got a question about that um splash pad. Maybe I'm out of midst it. Just a curiosity thing. Where's the water coming from? [0:30:51, 0:31:11]: Yeah, so this would have to be um a water line that's brought in um from probably it would probably be an extension from the other side of the park or come off of um the road that is just north of here. Um we haven't gotten quite into the details of [0:31:11, 0:31:27]: that yet, but it would be a a potable water line that came into um the splash pad here. Obviously splash pad wouldn't be potable, but um you can do a flow through system or a recycling, recirculating system. We've done them both ways before. [0:31:29, 0:31:32]: All right. Thank you for that. Appreciate it. [0:31:35, 0:31:55]: Um this view is standing on the boardwalk that goes over Reeves Creek, looking back towards the Flex Lawn uh space. And you can see again open shade structures serving as shade pavilions, rentable pavilions, and um the clustering of them and how they're fronting both the flex lawn and [0:31:55, 0:32:02]: And the uh primary promenade walk that connects through the Reeves Creek Trail. So they're dual sided. [0:32:04, 0:32:24]: Okay. Um moving over to Gardner Park. Um from a programming standpoint, uh we have a lot of active recreation being um added to Gardner Park uh with pickleball courts. Uh one of the things that was uh [0:32:24, 0:32:44]: primarily the main difficulty with this park and what drove a lot of the spatial planning that you'll see in a moment was access, particularly as it relates to ADA access. Um so the parking lot which is currently on a large hill, sloped hill, as you all know, is getting [0:32:44, 0:33:04]: Relocated to run parallel to East Alena Road and align the entrance using utilizing the existing entrance of the parking lot, but it's a loop system. So the second entrance is actually aligned with Taylor Drive from a pedestrian circulation. The outer loop sidewalk. [0:33:04, 0:33:24]: of the park will remain mostly as is, but we have this spine running uh north-south here that is essentially serving as the spine of with the activity zones for the sports courts coming off of it. [0:33:24, 0:33:44]: And then going down to a lower playground area here. So with the parking, we are currently you guys do have 12 or 20 parking stalls with this existing parking lot that's on the hill. The reconfigured parking lot only has 15. [0:33:44, 0:34:03]: So we are losing some parking, but uh we're providing a trail connection to Cochrane Park on the other side of the creek here. Um and we actually think a lot of people will utilize that spillover parking area in Cochrane Park to access the lower portion of this park here. [0:34:05, 0:34:25]: So better connectivity to Cochrane parking with this. So this is the overall plan here. You can see how this parking lot is working off East Atlanta Road. And the configuration of this, what this allows us to get is dedicated ADA parking. [0:34:25, 0:34:45]: that um can be accessible to both the tennis courts and this larger pickleball court. So this one pickleball court um here at the bottom is an ADA friendly pickleball court so it's a little bit larger. We have a central restroom building here that has three restrooms. [0:34:44, 0:35:04]: Rooms and some storage. And then we have a upper pickleball court that's at the top of the hill. You'll see there's a lot of grade change happening here. So currently there's about a 10-foot wall, as you all know, that's holding up this existing parking lot. We're trying to break that wall down. [0:35:04, 0:35:12]: and make it much more pedestrian uh friendly from uh navigational purposes and view sheds. [0:35:13, 0:35:27]: Um and then off to the top here we have a natural sort of Panola Mountain Piemont granite um outcrop playground area themed area and then a new bridge in connection to Cochrane Park. [0:35:31, 0:35:51]: Uh this view here is a perspective of pulling in um off of East Atlanta Road. Again, this drive alignment here is utilizing the existing curb cut on East Atlanta Road, so that is in the same location, but instead of traversing up the steep hill and parking about where my cursor is, we're parking down low. [0:35:51, 0:36:11]: Um everything tennis courts are on the same grade as the parking lot uh in the ADA stalls. There's a um ramp that comes up on the side of the restroom building that gets you access to uh the B pickleball court, and then you can see. [0:36:11, 0:36:15]: See off in the distance there the existing uh pavilions. [0:36:16, 0:36:23]: that are to remain. Uh this view here is looking from the top of the hill. Um [0:36:24, 0:36:44]: as if you're coming down uh or a little bit high bird's eye level over the sidewalk from the existing pavilions coming down towards the tennis courts. Those tennis courts I should mention are existing. Um but you can see sort of the layering going on here with the sports courts. You have two pickleball courts flanking a s a central axis [0:36:44, 0:37:04]: uh series of stairs um that is on centered with the tennis courts as the focal point terminating that um sidewalk access there. Uh behind this restroom building and sort of centrally located amongst the three sports courts is a small outdoor um area where [0:37:04, 0:37:24]: there would be tables and chairs for resting or waiting until a sports court open opens up. Um I was joking with Mr. Ford Mayor Ford that that's where I would be after a short round of tennis or pickleball because I'm out of shape. So I would be sitting here viewing uh the sports uh other people [0:37:24, 0:37:25]: [2247.2, 2267.2]: This here is looking the opposite direction. Um, looking up the hill here, you can see because there's such grade change between the tennis courts and that upper sort of pavilion area, we're really trying to um alleviate some of that grade by doing a series of [0:37:47, 0:38:07]: pair of stairs as opposed to one large um staircase. What this allows is a much more pedestrian-friendly experience and view sheds that are open and more advantageous to seeing all the sports courts from one vantage point. [0:38:07, 0:38:27]: So again, this is just looking at this sort of break area behind the restroom building that's centrally located between the sports courts. If you traversed up the stairs and continued on that path, you'd eventually end up at the uh uh existing pavilion cluster at the top of the hill. And then we're thinking that this lower seat wall. [0:38:27, 0:38:33]: again is a way to work with the local artist to provide some sort of mural or artwork in the space. [0:38:37, 0:38:57]: Uh this here is the um natural play area, Panola Mountain Piedmont Granite outcrop sort of inspired. Um this is on the uh downhill side of the tennis court. The existing loop here is kind of in between the tennis court. [0:38:57, 0:39:17]: In this new playground area. There's an existing playground area just to the left of this uh view here. So we're kind of expanding off of that. Um, and you can see from a proposal standpoint where we have sort of these log climber theme um play equipment pieces. [0:39:16, 0:39:36]: pieces as well as bouldering pieces uh that are more for climbing. And then we're thinking that we we're thinking that there's going to be granite from construction that is going to be repurposed as sort of seat walls or seat boulders around the edges. [0:39:36, 0:39:45]: Of the playground. The large boulder you see labeled E itself is actually um reinforced concrete type structure. [0:39:47, 0:40:06]: And um a local example, if you guys want to see a local example of what this boulder can look like, E, uh, we recently completed a project in downtown Douglasville at um the Gray Graystone Amphitheater that has two of these guys. And they they are kids are always climbing all over'em. [0:40:08, 0:40:28]: Um this is just a uh eye level perspective coming down the central path there. Um you can see again uh we're trying to break break down those steep grades, um much more gradual transition between the tennis courts and upper area pickleball courts on either side. [0:40:28, 0:40:39]: side here in uh some sort of wayfinding signage, uh directing people where they are or where they uh with a map and where they may want to go. [0:40:41, 0:40:55]: So Anna touched based on this a little bit with her themes earlier. From an architectural standpoint, the vernacular we're using is tying back to the Greenfront Cafe. [0:40:55, 0:41:15]: Excuse me. In the Rosenwald schools. Um, so you'll see we have the um the pitched roof uh gabled um type uh architecture for the restroom pavilions with um the restrooms actually flanking the central sort of chase here. [0:41:15, 0:41:16]: [2478.8, 2498.8]: Um and from a materiality standpoint, our architects are thinking fiber cement siding, woodlook soffit on top, uh standing seam metal roof and um brick cladding at the base of the restroom building. Uh you can see again here sort of [0:41:38, 0:41:58]: the open area between what would be dedicated men's, women's, uh, family restroom for the majority of the structures. But in the top right here we have what the layout would look like for the one rest larger restroom building associated with the splash pad. [0:41:58, 0:42:08]: and how those restrooms are individual for changing room purposes. Each restroom has uh storage on the backside of each wing there. [0:42:11, 0:42:31]: And then this here is the small restroom building that you just saw as part of Gardner Park. This is uh three individual stalls with storage wrapping um sort of centrally of the building there. Um [0:42:31, 0:42:49]: Architecturally, it relates back s uh stylistically to the larger restroom. On the back side here, there's a built-in bench because this is the area where that sort of resting uh table space is uh for the outdoor seating that's centrally located amongst the sports courts there. [0:42:52, 0:43:12]: And then this is the garden shed with two restrooms, individual stalls that is associated with the community garden back at Clark Park. So on the back side, the side that actually opens up to the community garden, we have uh an extended roof line for shade. [0:43:12, 0:43:28]: where people can pot their plants. Um and then this is a garage door that rolls up so you can actually have a wheelbarrow or something else, shovels um, or potting stations inside this back of this building. [0:43:31, 0:43:51]: Um from a family of signage, uh we're looking at a couple of different signs, wayfinding signage, you are here type maps on this, and then park identifier sign. The park identifier signs would be at the main entrances, um, highlighting um the again the main entrances. [0:43:51, 0:43:56]: to the park from both uh vehicular and trail standpoints. [0:43:58, 0:44:18]: Okay, cost. Um so the the bottom line here, the park system master plan total um numbers you're seeing at the very bottom are the costs that were generated by our cost consultant during the master plan phase. Um [0:44:18, 0:44:38]: And the numbers above are our most recent cost estimations that are based on these plans that you just saw. And you can see the breakdown above. But generally speaking, we're pretty much in line with the park system master plan total. So Clark Park, we're actually [0:44:38, 0:44:58]: Actually coming um a little under the what the park system master plan total was five, four fifty five hundred thousand under. And that's because we took some of the um active recreation pickleball courts out of Clark Park, just because from a uh fitting and working with the site layout, it worked. [0:44:58, 0:45:18]: Work better at Gardner Park. So that's why that number is a little bit lower, and why Gardner Park you see here is a little bit higher because we actually added programming to Gardner Park during this phase that otherwise was not part of the master planning process phase when it was priced. Memorial Park is [0:45:18, 0:45:38]: Is about right on what was anticipated during the master plan um process. Also with Gardner Park, the master plan total uh did not include uh land acquisition and [0:45:38, 0:45:50]: And one of the reasons that this final total number is a little higher is because it's looking at uh land acquisition for a small parcel on the south side of Gardner Park. [0:45:51, 0:45:56]: If you guys do choose to do that. We haven't planned we haven't designed anything there to date. [0:45:58, 0:46:14]: Um that wraps up our presentation. I'm happy to flip back through to anything specific if you guys have questions, comments. Yeah, um that thank you for the presentation. I'd imagine obviously we would have to phase this in certain time to phases here in this aspect as well. But on that note, uh huh. [0:46:15, 0:46:35]: No, no, it's a cow. Okay. Good go ahead who's you you got something, sir? Oh go go ahead, Mr. Alexander. Uh I certainly am ex I I certainly am excited about what I see. Mr. Gardner, will you come up here please? We was uh uh the park's master plan I thought was supposed to include new park space as well. [0:46:34, 0:46:47]: in terms of uh us uh the park space that we're acquiring, especially in the south side of the city with the new parkland that we have acquired, I only see the existing parks being represented here. [0:46:47, 0:47:00]: So this was done prior to us acquiring getting access to that property through the the Henry County Water Authority. So that's the reason why this wasn't incorporated when this was being done and when they presented this. [0:47:00, 0:47:04]: It was happening. We had not acquired that property until last month. [0:47:04, 0:47:24]: Right, I certainly am a supportive of what I see already, but I thought our original scope was we were looking to identify new parkland, we were looking at pocket parks, a very just broad range of the things that we're gonna kinda do in the city. But certainly I'm very impressed with what I see in terms of the trail acquisition. [0:47:24, 0:47:31]: They should have been with Eric Canta. [0:47:35, 0:47:35]: The course. [0:47:37, 0:47:39]: This was a long time ago. [0:47:43, 0:48:03]: I wasn't specifically involved with the master planning process, but the um TSW uh did have stakeholder groups where they met with um various stakeholders and I'm fairly positive and confident in saying that they met with path um with the existing trails and how the best way looking at opportunities to extend those existing trails. [0:48:03, 0:48:07]: trails um to create that trail network plan for Stockbridge. [0:48:07, 0:48:15]: Yeah, as far as that's concerned, you certainly need to look at the plan and may make that available to him. The plan the downtown plan that has been developed. [0:48:28, 0:48:48]: Yes. We'll we'll be sure to um get in touch. I'm supportive of where where we are right now, but I I I just want to see the re the south side of the city represented in our areas uh as well. And as long as we can go along and do that. And Mr. Gardner, has that that that's already been solidified now so we can talk about [0:48:48, 0:48:49]: About it. [0:48:50, 0:48:50]: Yeah. [0:48:50, 0:48:53]: Has it been solidified now so we can talk about it? [0:48:53, 0:48:54]: The [0:48:54, 0:49:02]: The acquisition of the parkland? Yes. Yes. We've we've signed the agreement. Um the mayor signed the agreement as instructed by council. [0:49:02, 0:49:06]: Uh so we we now have access to that property. [0:49:06, 0:49:26]: So that's something that I just mentioned to um prior to coming coming up here I'd mentioned to the dashes. I said I don't think our twelve acre site on s on off of Eagles Island is included. So that's something that obviously we'll be working with TSW um to formulate uh one, we're gonna have to have community meetings. [0:49:26, 0:49:31]: um to talk about what you know what folks want to see in that area. [0:49:31, 0:49:51]: Um so we're gonna open it up to having some community meetings in that area um to get an idea of what they wanna see on the twelve acres and then how we program those twelve acres as part of this program part project. But then furthermore, how do we utilize some of the dollars that we have already identified as part of our splots to make to make the start to start this. [0:49:51, 0:49:53]: process happened to make some of that happen as well. [0:49:55, 0:50:15]: Well as that while we're connecting and I'm sure the stakeholders, I think we went down this line of making sure everybody was on the same page. And you know, we got the wayfinding group working on specific, very identifiable signage. So in this park they have a park sign and that is what [0:50:14, 0:50:34]: Well, as for the trail. So I want to make sure that everybody is on the same page. They're meeting with Sky Design to talk about what those designs are gonna look like. So they're not they're they're consistent with what we see along the roadside, and that they because the designs that they've come up with from Sky are [0:50:34, 0:50:49]: And we certainly want to incorporate that in a parking lot. So any few recognized it when when you guys approved the sky design for for the wayfinding signage, we did approve signages for our existing parks, they which are all consistent. [0:50:49, 0:51:03]: So any new park that comes online, that's the signage that's gonna be attributed to those new parks as they come online. Um that same program that we've already identified for Gardner Park, for um for Memorial Park and for Cochran. [0:51:04, 0:51:24]: Right. So I specifically want meetings set up with you all and Path Foundation and Mr. Gantther and a a just specific meeting to talk about how this works together and then the secondary meeting um with Sky Design. Well they don't have to meet with Sky Design. Because remember you guys have already approved the sign pocket. [0:51:24, 0:51:42]: And that sign package. So once once we get new sign once we get the parks, um the signage we already have the the signage approved for those existing parks to change them out. Okay. So any new park that we have, including the one um in Mr. Berry's district on e on um [0:51:43, 0:52:03]: Off of Eagles Landing and the current park that we just acquired over on Canler Road, when we start that program, those are how those signages will be in line with each of the existing parks that we have now. Right. And that was gonna be the next step. So [0:52:03, 0:52:23]: We're going through now and getting that happened to make sure that that program gets moving. Because obviously we have some funding that's tied with a clock ticking on it to get that going, Opera funds. So we making sure we get those monies allocated so we don't have to return them back to the federal government. Um so we're gonna get that program is starting. So definitely [0:52:23, 0:52:41]: This p all of our existing parks, what they put Sky Design presented to you guys was signage for all of our parks that are consistent, for all of our wayfinding that's consistent, for our entry level that's consistent. So any new parks, whether we acquire today or 10 years down the road, will follow that program. [0:52:42, 0:53:02]: Okay, and now as you mentioned the existing park, the new park that we have open now on Kendler Road, which is not just a dog park. I know we all shouldn't say that, but we have acreage, we have enough space over there to do some active stuff uh as well. I know we have the and the one thing that I did not see is what we have. [0:53:02, 0:53:22]: have at Rees Creek Trail, which is the outside exercise equipment. That is something that has really worked out great over at Rees Creek Trail and certainly should send out the message all over the city, especially in the newer parks. They the park on Canler Road would be perfect for that outside. [0:53:22, 0:53:42]: exercise equipment along with maybe even again a pickleball court or something active to go along with that, but certainly to make sure that we uh are incorporating and taking advantage of the land we own it because the developer uh donated to us uh with the uh logistics project that they worked on. [0:53:42, 0:53:57]: So you all coming to the table and assisting us with programming that part, which is open now, would certainly be inclusive. Cause right now FIFA call it the dog part, but it's not just the dog part. There's so many other opportunities for it. Thank you. [0:53:58, 0:54:00]: Any other questions, Council? [0:54:00, 0:54:03]: Also, um kudos you guys. Yeah, put your mic on, sir. [0:54:05, 0:54:08]: Kudos to you guys'cause I love what you presented and um [0:54:08, 0:54:19]: Really excited to see it come to life. Um I think y'all captured the essence a lot of the essence of uh what Stockbridge is historically and have tied all of that in. I I really love how [0:54:19, 0:54:35]: that was brought together. Uh just as uh Councilman Alexander said, I'm also looking forward to what you're gonna do with the next stuff, the next projects as well. So um just hats off, nothing negative to say here. Just really enjoy the the um schemes and everything that you laid out for us. [0:54:35, 0:54:36]: Thank you. [0:54:37, 0:54:40]: Mayor Ford. Yes, sir. Go ahead. Go ahead, please. [0:54:41, 0:54:52]: I'm I'm going to uh agree with what's been said. It's beautiful. Um my concern though is how do we fund this and how do we [0:54:53, 0:54:54]: Um [0:54:54, 0:55:00]: prioritize for each park the step by step [0:55:00, 0:55:07]: and the implementation. Uh wh what's what's the bottom line for all of the renovation for the all three parks? [0:55:08, 0:55:09]: For all three [0:55:12, 0:55:17]: Again, this includes some land acquisition. Um eighteen and a half. [0:55:18, 0:55:20]: Eighteen five six three? Yes. [0:55:21, 0:55:41]: So, Mr. Gardner, sort of share with us your ideals of how we uh begin to fund and how do we uh begin to implement um each power. [0:55:41, 0:55:45]: instrumentally, how how how do we how do we take the first step? [0:55:47, 0:55:57]: Well, so you guys haven't adopted this yet, so in terms of sitting down and going through the action plan of how we're gonna ta tackle this eighteen point five million? Um [0:55:58, 0:56:12]: Don't have that yet. But what I will say is w we did fund as part of our upcoming SPLOSS program, we did put funding in there for our parks to make improvements in our parks and I forget how much that money is. [0:56:12, 0:56:13]: Um [0:56:14, 0:56:24]: So that's gonna help get the ball rolling. And also how do we leverage that with obviously some additional funding from outside to make some of the stuff happen. But you recognize that this [0:56:24, 0:56:27]: What you see before you is not a to mo it's not a [0:56:29, 0:56:31]: Next year plan. This is a [0:56:32, 0:56:44]: twenty or fifteen year horizon plan and so you're gonna have multiple opportunities to fund these projects to make them come to fruition. It's not something that's gonna happen in five years. There's just no way to any jurisdiction [0:56:45, 0:56:55]: You know, could make something like this accomplish this in a five year window. So this is definitely your long term master plan for the next ever still rising on this plan, I think is it twenty fifteenth? [0:56:56, 0:56:57]: So [0:56:58, 0:57:18]: It's 20. That includes all the paths. All of the pods and everything. So that's you're talking about a 20-year plan horizon, kind of similar to your comprehensive plan, right? Which is a 20-year horizon. But what we can do and what we will do is shrink this down into a implementation plan, kind of what we're doing with the trail system, and say, okay. [0:57:18, 0:57:38]: Okay, what makes sense? Do we start where we could get the most bang for our book, which is usually how you should start? And how do we do that? Is that something that we concentrate on all three parks? What specific projects out of this out of this plan can we plug into the funding source that we get to start making some things happen in each of the parks? [0:57:38, 0:57:42]: So there's equity.'Cause I know that's probably because every park is not located in everybody's district. [0:57:43, 0:57:49]: Right. Um so how do we get equity? The most of our parks currently are stationed in district four and [0:57:50, 0:58:10]: I mean Ms. Barber's district in your district, right? Um, and so with the onlining of uh Kandler Road in Mr. Um Alexander's district, and now with the the um park in Mr. Berry's district, you know, how do we start to make sure we get those parks up and coming? Well, right now [0:58:10, 0:58:16]: Now we know Kennedy Road is pretty much done. We had private investment that made a lot of that happen. [0:58:16, 0:58:36]: in case of Mr the Park and Mr. Berry's district, there is no funding, right? So we've we've got to identify how do we get that. But until the only way we'll know is once we start having those public meetings with the community and getting their feedback and our designers now put that into those design, those requests into [0:58:36, 0:58:56]: a program as you've seen here and then cost it out, will we know what that 12 acres is going to be, what that total cost is going to be, and how we're going to program that 12 ac that 12 acres over time. But that's that's what we're going to, we're going to we're going to look at this and we're going to condense this down and say, hey, how do we get some things happen with the funding that we have? [0:58:56, 0:59:14]: And that's gonna be a f a three a one to five year ratio uh years to get this stuff done. Cause remember our S Plus is six. So we can start making some things happen that people will see, feel in touch. So we know that when the next year comes, we're programming another chunk of our program, our S Plus monies towards this. [0:59:17, 0:59:37]: For the sake of time, I'm not gonna drill down in into Memorial Park. I I think the the rendering presentation is great. I I think Memorial Park may have the the biggest challenge, um, simply because of the issue with uh with parking and and and the creek, but um [0:59:37, 0:59:38]: Yeah. [0:59:38, 0:59:58]: I'm going to look at this a little closer and I do have some question, but again, because of the sake of time, I I really just won't get into it now. But um I'm I do like what I see. I I just I know it's gonna be a challenge. Go ahead, Mr. Garner. And and and the other part too, that that we can [0:59:58, 1:00:05]: could put piggyback off of for additional funding is that area is still considered [1:00:05, 1:00:25]: Uh the block grant. Underserved block grant, which means we can then channel C D B G monies on an annual basis to getting some of these projects happening. Right. We did that in East Point. We utilize our portion of our C D B G monies and then all went all of our CDBG money went to POX. So that's in essence where we could start making [1:00:25, 1:00:45]: And because that area we know qualifies, we can start funding those money just. So we got multiple ways of getting ready. Right. Right. Right. Sir. Go right ahead, please. Thank you. May I give you a little bit of a little bit more. This has been on our table now for over a year. Certainly I think what we need to do is we need to although this [1:00:44, 1:01:04]: This is concept, and certainly things can change. We know that, right? But we we need to really go ahead and approve this portion of the plan, understanding that the concepts are going to change so that we can lock down some of this to move forward so we can go to the next step. [1:01:04, 1:01:24]: County undertook their plan, they passed it within six months. We've been working on this since COVID, about two and it took over two years now. We need to go ahead and move forward with this portion and then task them with the new parks and the additional work. But this portion right here, I think we need to go ahead and um [1:01:24, 1:01:44]: It's f it's phenomenal. We understand that uh that the uh the funding is certainly gonna be a challenge. And I know that we have some some of the trail segments are already in the T Splost already. So some of the trail segments, the funding is already there uh to to uh help implement some of those. And I think we have some [1:01:44, 1:02:04]: Some over we should end up with some overages in many of these categories on our SPLOS and on our T SPLOST to be able to invest in this. And I think some of the communities have endeavored to enter into a comprehensive bond plan to finance. [1:02:04, 1:02:24]: parks over an extended period of time so they could actually see some movement uh on projects like this instead of waiting, you know, 20 years to just go ahead and do that. I know what are you what what have you seen in that area, Mr. Gardner, in terms of communities making commitments to uh park plans. I know that was [1:02:24, 1:02:44]: was I think maybe Roswell or maybe one of the other cities had endeavored on like a 30 or 40 year plan. And they were there was uh some uh bond packages associated with it. So yes. Um so hopefully in the very near future, hopefully between now and and the and our next uh work [1:02:44, 1:03:04]: Session, my goal is to come to you with an opportunity to actually fund some of our major capital projects. And that's through utilizing something we heard today, special district, right? And that would help us really and truly move some projects forward. [1:03:04, 1:03:09]: Specifically dealing with special districts on commercial and industrial areas versus residential. [1:03:10, 1:03:27]: So I know for we uh we met recently a financial advisor myself um went met with a local jurisdiction in the metro area that actually implemented this. Um and they were able to fund a lot of programs through it, capital projects as well. [1:03:27, 1:03:36]: That's an a that's an opportunity for us to be able to raise some additional funding to make this happen on on top of what we're getting through SPLOS and through potential uh C D BG moneys. [1:03:36, 1:03:43]: So are you asking for some direction from the council and to go ahead and approve this tonight or what it Yes, sir. [1:03:44, 1:04:04]: So keep in mind this is a part of the master plan. The master plan does address parts in South, up in Eagles Landing. There's also one off Walt Stevens. There's also some parking parts. If you look at the master plan, this is a schematic plan for the current parts that we have, the improvements. [1:04:03, 1:04:16]: for that. But if you look at the overall master plan, it does address this new parks. So it just identified the areas where you were looking. One was in the Eagles Landing area, as I said, one was in Walt Stevens. [1:04:16, 1:04:23]: I think there's one off of Tide Street somewhere, but there are multiple new parts that are incorporated in the master plan. [1:04:23, 1:04:30]: But this is just a schematic plan that addresses the current parts you have that was pulled out of the overall master plan. [1:04:30, 1:04:43]: So uh councilman, what do you think? Uh is your district uh we uh we've asked or the city manager's asking for some um approval to move forward. Uh is your district like to make the motion or [1:04:43, 1:04:44]: What'd you like to do? [1:04:48, 1:04:52]: I I don't have an issue with the motion. Um [1:04:53, 1:05:13]: The reason I asked the question about the the the funding, and I know uh the community block grant fund will sort of assist Memorial Park for sure. I'm just not sure about the other park because and the reason I asked this question because the figure that I had in my head [1:05:13, 1:05:16]: uh with the m with the master plan was [1:05:17, 1:05:30]: Well over a hundred million dollars. And I understand, you know, twenty years. I do get that. So and I'm not sure what you want us to approve tonight because what I like to see though is a plan of how do we [1:05:30, 1:05:31]: What do we [1:05:32, 1:05:34]: Increment first. [1:05:34, 1:05:37]: What is what are the steps that we're going to take? So really [1:05:38, 1:05:40]: The question there is is out here. [1:05:42, 1:05:44]: And so by making a motion to accept this. [1:05:45, 1:05:46]: Let me ask you this this way. [1:05:47, 1:05:50]: So if we accept this plan tonight. [1:05:51, 1:06:03]: Where do we go from here? In order and I need to get a better understanding of where we go from here in order for me to make the motion. Right. So So so you expi you're you're you're approving the broad plan, right? [1:06:04, 1:06:24]: And so what I mentioned is when you said, Mr. Gardner, how are we gonna bite this? How how how are we gonna how are we gonna eat this, this, this, this, this, this elephant? And so that's where we're gonna condense this down to that one year to five year things that we wanna get accomplished and we know where we're getting the funding sources through, right? So we'll bring that back to you to say, hey, um councilman [1:06:23, 1:06:39]: members, this is how we're going to start to eat this elephant. We're going to start here, here, here, here, and here over the next five years. And this is what we want to do next year. So you'll see it annually. And that's just looking at it a little bit more strategically rather than rather than [1:06:40, 1:06:49]: trying to figure out how we gonna d uh digest it over twenty years, we'll show how we're gonna digest this over a five one to five year period. Right and and and see and what you say in that [1:06:50, 1:06:53]: That seems to be where the motion needs to be. [1:06:54, 1:07:14]: Uh as opposed to the day. So am I wrong in that assumption? You want you want to approve you want us to approve the this this overall plan, right? Okay. And then what we come back to you is the action, how we're going to now accomplish those things and how we're gonna do it. That's looking at it strategically over the next couple of years, how we're gonna eat this animal. So [1:07:14, 1:07:34]: Approved the broad plan so we could then go and cherry and pick strategically what we want to get done because we know that this has been approved. But then we just need you to come back and say, hey, here's our one-year window, here's our five-year window. These are the things we want to get accomplished, and here's how we're gonna get accomplished through what funding sources, whether it's PLOSS grants or if if council [1:07:34, 1:07:45]: does a special in uh t district. This is how we plan on funding these this five year project on an annualized basis. And then you approve that and then he he got him and his guys go to work. [1:07:45, 1:07:46]: Well [1:07:47, 1:08:02]: With that being said then, uh I will make the motion uh to accept the overall grand plan with the understanding that we will come back uh [1:08:04, 1:08:06]: And I don't know the time frame when we'll come back. [1:08:07, 1:08:11]: with the plan that you just mentioned coming back and condensing it down. [1:08:12, 1:08:17]: So before I com complete the m the motion, when will you when will you come back? [1:08:17, 1:08:19]: With that second [1:08:20, 1:08:40]: plan within the larger plan. So give us some time and obviously we we're all hoping that our splots is successful. I'm looking at our list and I think the list that we s did we approve forty five days. We put about I think it's between five to one six point one million dollars is what we put in the SPLOS for Splus Six. So [1:08:40, 1:08:50]: You you will come back to us in forty five days. I wanna come back to you guys um once you approve this. I I've probably uh meeting either in in f [1:08:51, 1:09:02]: I mean, we could we could once you approve this we could kinda pick some things that we want to identify. So give us probably the work session in um November. [1:09:03, 1:09:05]: How how many days is that? Oh gosh. [1:09:06, 1:09:13]: It's right around Thanksgiving by the same thing. So that's about that's about sixty sixty days, Madam Clerk. If you [1:09:14, 1:09:28]: Okay, so um I move that we accept the overall grand plan uh with the consideration that we will come back in sixty days to [1:09:29, 1:09:36]: create the incr incrementally uh plans uh to to move it forward. Second [1:09:37, 1:09:43]: Motion's been made in the second. Are there in further discussion? And if not, all in favor of the motion, please indicate. [1:09:44, 1:09:50]: C Nam's decision. Four. Thank you. Thank you, gentlemen. Appreciate it. Fantastic. [1:09:51, 1:10:05]: All right. Consent agenda. Council consideration to approve the use of mural manners. And actual date is uh Meral Manners Conference uh for center for the police department annual awards gala, which is actually uh February eighth of twenty twenty five. [1:10:05, 1:10:06]: When I read the data there. [1:10:07, 1:10:14]: And also on the consent agenda is consideration for the approval of Lichy Commercial Construction Incorporated contract for court renovation. [1:10:15, 1:10:19]: And uh I would imagine this would be presented by Mr Gardner if we had to go any further discussion. [1:10:20, 1:10:22]: So that's on the Cassette Agenda Council? [1:10:22, 1:10:24]: Is there a motion to accept this? [1:10:27, 1:10:32]: Mr Marb ms um Maripotent said so moved. Is there a second? [1:10:33, 1:10:38]: I want to second that, but I might want to know what the court renovations are. [1:10:39, 1:10:39]: It's not. [1:10:40, 1:10:43]: Okay. Well f okay, f hold on. Uh Mr. Garner. [1:10:44, 1:10:50]: So at our at our budget retreat, I think the court administrator talked about the fact of trying to fix the dice. [1:10:51, 1:10:57]: Um, expand some of the uses for the public as well as create a a bathroom for for the for the staff and [1:10:57, 1:11:07]: Um, that will impose capacity and assist the judge by moving the dice because the dice is too low, they wanna move the dice up, um, so he could get a better view of what's going on. So [1:11:08, 1:11:12]: Okay, sick. All right. No further discussion. All in favor, please indicate. [1:11:14, 1:11:19]: Unam s game a good okay. It's Unam's decision. Thank you very much. Appreciate that. [1:11:22, 1:11:34]: New business council's consideration to approve the new position accountant two and a reclassification of the senior accountant to accounting manager. Presented by Miss Gaines and Miss Wheeler, please. [1:11:35, 1:11:37]: Ladies, or lady. [1:11:38, 1:11:40]: How are you guys doing this evening? [1:11:42, 1:11:46]: Can you hear me? Okay, good. So I did a little bit of an amendment. [1:11:48, 1:11:51]: Um gotta see. Okay, good. So here [1:11:52, 1:11:58]: And this is briefly what we talked about at the retreat. So we're requesting the reclass of the senior accountant. [1:11:58, 1:12:02]: And then I'm asking for the new position of the accountant too. [1:12:05, 1:12:16]: But we've come to the conclusion that I should go ahead on and ask for the property tax specialist as well so that we can go ahead on and get these positions in and get them trained for the upcoming [1:12:18, 1:12:20]: Homestead exemptions. [1:12:21, 1:12:27]: So here I just excuse me, could you go back to the previous slide? I'm sorry. Because somehow you said you added I think there's [1:12:27, 1:12:30]: So no the what slide there [1:12:30, 1:12:35]: Okay, it's a little different because uh you said you wanted to make an amendment. Yes, sir. Okay, I see now. Okay, thank you. Yes, sir. [1:12:36, 1:12:56]: Um, we were kind of up in arms about, you know, the title of the position. So we finally m came to a conclusion that we're gonna call it the property tax specialist. And this person is gonna be in charge of, of course, receiving our property taxes and all things associated with that, as well as getting ready for the homestead applications and submission. [1:12:56, 1:12:59]: [4380.2, 4386.9]: So we wanna go ahead on and get these things approved and get the positions posted and maybe possibly higher. [1:13:08, 1:13:20]: So that's the only deviation from what you guys have is the property tax specialist. And here I just give a basic brief uh breakdown of what each individual person will additionally be doing. [1:13:21, 1:13:25]: In addition to helping with other things that go on in the finance department. Um [1:13:26, 1:13:34]: Yeah, forward. Yes, sir, go ahead, please. Uh if if I may, um I I do have a little concern about [1:13:35, 1:13:41]: Doing this now. Mm-hmm. Mayor, if it's okay, I'd like for Mrs. Wheeler to uh to come forward. I think she's back there. [1:13:51, 1:13:52]: Um [1:13:54, 1:14:06]: And and correct me if if um this if this is not pregnant to to this issue. Um my concern is [1:14:08, 1:14:10]: De [1:14:11, 1:14:17]: four time position of treasurer. And I just think that um [1:14:19, 1:14:27]: That person, whether it's the person that's the interim or a new person, that the process seemed to be to have. [1:14:28, 1:14:30]: That person in place [1:14:30, 1:14:37]: before we take on this. And I I thought we were doing this at some point in September. [1:14:37, 1:14:40]: But I see that it did not happen. So [1:14:40, 1:14:42]: But basically my c my concern is [1:14:44, 1:14:52]: I can't see moving forward with these positions without having the the the full-time treasure in place. [1:14:53, 1:14:59]: uh whether it's the interim now or it's someone else. So they will have some [1:15:00, 1:15:20]: input into this process. And and that's my concern today. A month from now, if we go through the process of interviewing and you know putting someone in permanent, then I'll feel okay in moving forward with this. But I just feel a little backwards [1:15:19, 1:15:25]: at this point to try to go forward with this and then you bring someone in. [1:15:25, 1:15:42]: Or if, let me put let me put a if on that, if you bring someone else in different and they didn't have the opportunity to be involved in this process, because cause it's very important. And that's my only concern about today, doing this today. [1:15:44, 1:15:50]: And I did read the um the job descriptions and [1:15:51, 1:16:03]: there were some things that I did not see in those job description that probably should be in, especially uh and I know Mrs. Gang, you mentioned with the uh exemption, [1:16:03, 1:16:06]: Um, but that should be, I think, foremost. [1:16:07, 1:16:11]: um in going forward. But I just have some some problem with [1:16:12, 1:16:13]: The process today. [1:16:16, 1:16:23]: I yield back, Mary. Oh, no problem, appreciate it. So otherwise, I think what you just asked about the job, the probably tax individual needs to have a job description. [1:16:23, 1:16:35]: designated for it before we approve it and we don't have that right now, is that correct? It has just been changed recently. Okay. One that was brought before you at the retreat was definitely [1:16:35, 1:16:36]: Okay. [1:16:37, 1:16:57]: The property tax specialist has just been changed recently. I mean, just in the last couple of days. Okay. So we originally brought forward in the at the budget retreat the accounting specialist. That was the title that was uh presented to you all at the budget retreat. That has since changed. [1:16:57, 1:17:15]: change to now they want to call it a property tax specialist because the major duties of that individual will be handling the tax, the homestead for at least 50% of their time will be spent doing that from January through April. [1:17:15, 1:17:20]: So that means that that the the the job description will have to come back forward to you when we present. [1:17:20, 1:17:26]: The budget. Okay. And the budget is presented to you, then that job description update will be given to you all. [1:17:27, 1:17:27]: All right. [1:17:28, 1:17:48]: Right. And the other thing I'm like um uh Councilman uh Thomas, I would say the reasoning why we have yet to have this uh meeting or this uh uh process to uh go through the uh pick a treasurer, I would say I'll take responsibility for that. That was something I was supposed to coordinate with everybody. So I'll take responsibility for the delay on that. Okay? I accept that. I've [1:17:48, 1:17:51]: So we now we gotta make that change. We gotta do this. [1:17:52, 1:17:52]: Okay. [1:17:52, 1:17:57]: Okay. But we also have to remember that we have to try to get someone in and trained. [1:17:58, 1:18:08]: um prior to January first, uh for the at least for the property tax specialist, because that person has to be on board and get trained on how to um [1:18:10, 1:18:18]: handle all of the new uh so when you say training you have to send them some to GMA is that what he'll probably get trained by [1:18:19, 1:18:27]: Henry County tax assessor's office on how to go ahead and process those tax assessments when they come in in homestead. [1:18:27, 1:18:47]: Because it's gonna be a whole new process that's never been done here before. So the training has to occur not only with the tax specialist, but the other staff that would back that person out because you don't wanna have a solo uh position just hailing that, and then something happens you don't have backup. So everybody in the [1:18:47, 1:18:48]: Yeah, um [1:18:48, 1:18:54]: from the accounting manager down is going to need to be trained prior to January first when all that takes place. [1:18:55, 1:19:01]: So we need to make sure that we kind of move diligently if you wanna wait as uh [1:19:01, 1:19:05]: Councilman Thomas has mentioned about hiring a treasurer. [1:19:05, 1:19:09]: And then whoever that individual is will then have to come back and [1:19:09, 1:19:10]: Get uh re [1:19:11, 1:19:15]: uh acquainted with what is needed in that department. [1:19:16, 1:19:18]: All right, thank you. Uh Mr. Berry, go ahead, please. [1:19:18, 1:19:37]: I guess my my line of question or comment is on the um property tax specialist because I do understand the the time frame with us going into this new process. And so this this new position would also have to be posted and and filled, all with it with it being already basically October. [1:19:38, 1:19:40]: Right. So you're talking about at least at the [1:19:41, 1:19:44]: Minimum amount of time frame it'll be forty five days. [1:19:44, 1:20:04]: From the time of posting and bringing somebody in, hopefully we get someone with some experience in that area. That's the minimum amount of time that it would take. It seems hard. Seems like a a a very arduous task to to try to post this and hire them and train them in the next ninety days. [1:20:04, 1:20:11]: Days. [1:20:11, 1:20:12]: So I mean it's [1:20:13, 1:20:20]: But I do understand it's it's this is by probably the most important aspect of what it is we're trying to do with our new [1:20:21, 1:20:27]: You know, city tax and exemptions and home state coming on. [1:20:27, 1:20:32]: that may retire. So we also have to get someone in to also [1:20:33, 1:20:36]: You know, if that person retires in within this say ninety days or [1:20:37, 1:20:41]: A hundred and twenty days, you're talking about oh I'm sorry. Yeah. [1:20:42, 1:20:46]: We have an accounts payable clerk that is considering retiring. [1:20:46, 1:20:52]: So with that that leaves a large gap in the department also because of the number of um [1:20:53, 1:20:54]: You know [1:20:54, 1:21:04]: the amount of work that is considered now, we do have to have a backup to that individual. We have one person handling it for the whole city and it's no longer [1:21:04, 1:21:07]: Functioning properly, so we do have to have. [1:21:07, 1:21:09]: Аліс анато персонак. [1:21:09, 1:21:10]: that individual up. [1:21:11, 1:21:12]: So you have a [1:21:12, 1:21:19]: you know, twofold issue here in the in the finance department that we have to get um fixed. [1:21:20, 1:21:21]: Sooner than later. [1:21:22, 1:21:35]: May I go ahead please? So I do want us to move forward with posting and advertising the tax uh position, the property tax position. [1:21:37, 1:21:40]: And we can hold off until [1:21:41, 1:21:43]: Until we schedule. [1:21:43, 1:21:44]: The interviews. [1:21:44, 1:21:45]: For [1:21:46, 1:21:47]: Filling the treasurer position. [1:21:48, 1:21:51]: If I may, if there is no more questions, I will make a motion. [1:21:53, 1:22:07]: I don't know. Any other any other any questions, Council? Good. Go ahead with your motion, please. Okay. I move that we um approve the property tax specialist position. Is that what it was? Yes. Yes, ma'am. [1:22:07, 1:22:13]: Approve the property tax specialist position to be posted um immediately. [1:22:16, 1:22:20]: And wait, and we would uh um [1:22:21, 1:22:24]: We will table the [1:22:24, 1:22:26]: Oh no no. We want to [1:22:26, 1:22:27]: Continue with the accountant. [1:22:28, 1:22:30]: Yes. Two positions. Post both of them. [1:22:31, 1:22:36]: Is it to post both or to reclassify just one? [1:22:38, 1:22:41]: Okay, let me rescind my motion. [1:22:41, 1:22:43]: Can we start over? [1:22:43, 1:22:44]: Uh [1:22:46, 1:22:58]: You ready? If I have to approve the job description, we haven't presented you all with the job description yet. So we will table the job description or table this accountant to position. [1:22:58, 1:23:03]: property title and you all will bring us back the job description for that position. [1:23:03, 1:23:04]: For the accountant too. [1:23:05, 1:23:25]: For the accountant two, or is that the accountant management? The accountant two pos um job prescription was provided. The only position the job prescription wasn't provided was for the property tax. Specialist, yes, ma'am. Yes. So we have to now rewrite it for what the [1:23:25, 1:23:45]: the students and responsibilities are gonna be bring that back to you for approval and then we'll be able to post and and and advertise for that position. Okay. The reason why I just I added this one there was some training that was being offered so I wanted to ensure that we got someone in and that was getting the um on [1:23:44, 1:23:47]: Online training from the case of the case. [1:23:47, 1:23:54]: So tell me what you're recommending that we do, Miss Is that for me? Miss Wheeler or you? Oh. [1:23:54, 1:24:13]: Miss Gay. I'm requesting for the property tax specialist and the accountant too, just in the event and because Ms. Renee's been talking about the possibility of the accounts payable clerk retiring. So we're definitely gonna have someone need someone to come in and train for all of the things that we have going on. [1:24:14, 1:24:27]: Okay, so you wanna begin um advertising for both those positions? Yes ma'am. Immediately. Okay. Um so I moved to um direct staff or HR to begin posting. [1:24:28, 1:24:33]: for the accountant two position and the property tax. [1:24:33, 1:24:35]: Specialists position. [1:24:36, 1:24:50]: But you still need a prompt you still need a job description first before you post that no they can bring the job description back to us on the fourteenth instead of slowing the process down. No, no. And to bring back the job description. [1:24:51, 1:24:56]: Four the accountant two. No. [1:24:57, 1:25:17]: Mayor Ford. Yeah, yes, sir. Stand by a second, please. I I think what you I'm gonna jump to I think what you're gonna we you have to we have to approve the job description for account uh for the payroll tax person before you post it. Is that correct? That's correct. Okay, so what you can so is to have counsel approve the position of the property taxpayer. [1:25:17, 1:25:27]: specialists once the job description has brought been brought forward to you for approval with us advertising for that position immediately. [1:25:28, 1:25:32]: Okay. That's your recommendation. [1:25:32, 1:25:33]: All right. [1:25:34, 1:25:41]: I and that that sounds great to me is if you put that in emotion, but I would think that the the accountant two though you can you can do that right away. [1:25:42, 1:25:53]: You can do the counting two right away if you want. Yes, sir. Because you already have it you already have a job description for it. Yes, sir. The one part is the advertising and the one part is the approval, right? [1:25:54, 1:26:11]: So we're gonna go ahead and get the advertising started now and then the one that has the job description will be approved. Yeah, yeah. Okay, I'm sorry, Mr uh Mr Thomas, I did I forgot. Go ahead, sir please. Mrs. Wheeler. Um Ms. How's Wheeler let me rescind my motion. [1:26:12, 1:26:15]: Okay. Okay. She rescends that go ahead, Mr. Thomas. [1:26:16, 1:26:21]: M Mrs. Will, w w one thing is clear that I I know and I understand. [1:26:22, 1:26:23]: You cannot [1:26:24, 1:26:27]: advertise a position. [1:26:27, 1:26:35]: Without the job description first. You can't ever taste a position without a job description. [1:26:35, 1:26:35]: Correct. [1:26:36, 1:26:36]: So [1:26:37, 1:26:42]: And I and I I'm trying to make sure we all understand that that you have to create that job description. [1:26:43, 1:26:54]: In order to put that out so when people applying for the job, they see and understand the job description that they are applying for. Okay. [1:26:54, 1:27:02]: That's why I said that we would bring I'm I'm I'm sorry to speak to my counsel means I know you know this. I know you know this. So [1:27:02, 1:27:06]: Councilmember Bar, your your your motion is good, but I think the one position [1:27:07, 1:27:10]: that's already set with a job prescription. [1:27:10, 1:27:13]: You know, you can go ahead and advertise that. [1:27:14, 1:27:20]: But the but the but the but but but the position that do not have a job description, you cannot advertise that position. [1:27:21, 1:27:35]: Right, so that's what we're going to bring. You have to break Yes. All right, so y y I know you all understand. You you you staff understand exactly what needs to happen. I kinda wonder do we read any emotion on that if we understand that. [1:27:36, 1:27:50]: No, I understand it. Right. Oh, Mr. Gardner, you come solve this for us to do that. Which of the job description you all need to bring back? Is it for the property tax specialist? [1:27:50, 1:27:50]: Mm. [1:27:51, 1:27:53]: All right. [1:27:54, 1:28:02]: If it's the will of council, can you please approve um A, which is the reclassification of the accounts manager and [1:28:03, 1:28:16]: Three, the accounting two, we will bring the job description ASAP back to council for the property tax. So you guys can approve that at the next meeting. I'm gonna make two motions, if I may, mayor. Two motions. Come back, Mr. Gardner. [1:28:16, 1:28:18]: Two motions. One [1:28:20, 1:28:22]: I move to approve the new position. [1:28:22, 1:28:23]: Of the account. [1:28:24, 1:28:25]: Account and two. [1:28:26, 1:28:29]: in reclassification of the senior accountant. [1:28:29, 1:28:30]: To account [1:28:30, 1:28:31]: Manager. [1:28:33, 1:28:53]: That's right. Is that your first motion? Yes, my first one. Is there a second in the motion? Let me ask you a question. How long is it gonna take to do the job description? Because w instead of waiting another two weeks, g w can you get the job description within a couple of days? You send it to us or we have another meeting instead of waiting two weeks. But you will have to approve it as [1:28:53, 1:29:13]: But but my my thing is that I I don't I think it's critical that we do this is that we we we waiting to the end of the month. I wanna see us have a town hall on the exemption so people understand what they voted on, don't go in there and vote no and under not understanding what they're doing. So I don't wanna wait to the next meeting. [1:29:13, 1:29:24]: to go ahead and do what's necessary to get the job description so we can approve it. And so I understand what Councilman Thomas is saying. What can we do to get the job description and go ahead and approve it? [1:29:24, 1:29:25]: Well. [1:29:25, 1:29:45]: So here's the catch. There are two ways to approach advertising a job. And I'm trying not to make this complicated, right? You can say we're looking for a tax person that's going to do this, this, this, and this, which is, you don't fully put the job description down in the job advertisement. We're looking for a tax person to process tax XYZ for the city of Stockbridge. [1:29:45, 1:29:48]: Either the pay or no pay. Well, you know, where do you gonna reflect that? [1:29:48, 1:29:55]: That should be enough to get the ball starting. And then you guys get the job description that says this is what this poison does. [1:29:57, 1:30:04]: Prescribed what qualifications they need to have and all of that good stuff. We want somebody that has at least a degree. [1:30:04, 1:30:09]: You know, that has at least two to three years experience in in doing tax administration or something that I don't [1:30:10, 1:30:10]: But [1:30:11, 1:30:22]: Those job description exists for communities that actually do this, have already done this for us. So we're not recreating the wheel. We're literally must taking their wheel and turning it into our car or putting it on our car. That's it. [1:30:23, 1:30:33]: I would imagine if we did that before, if we have a meeting prior to our next of official council meeting, that's that's gonna be a special call meeting to do that.'Cause we can't do it by email. We have to do that publicly I'm assuming. [1:30:34, 1:30:35]: Because you have to do it by ordinance. [1:30:36, 1:30:41]: So you have to have a public meeting in order to do it. That's why I said we could go ahead and bring it. [1:30:41, 1:30:42]: Um [1:30:42, 1:30:52]: We can bring it at the next available meeting and have you guys adopt the job description, but at least get us started on those two and we could go ahead and and make that that happen. All right. [1:30:53, 1:30:56]: So we need proper proper set of motions here to to get this done. [1:31:04, 1:31:09]: Okay, read read back what you have, Miss uh Miss uh Holloway to make sure we understand what the motion is. [1:31:12, 1:31:18]: approve the position of accountant to and the reclassification of the accounting manager. [1:31:20, 1:31:26]: Okay. Is that the is it a second to that motion? Second. Mr. Okay, I was not a second. All favor, please indicate. [1:31:26, 1:31:29]: All right, thank you very much. Okay, there's another motion, I believe. [1:31:31, 1:31:33]: To bring back the job description. [1:31:34, 1:31:35]: Um [1:31:38, 1:31:39]: Okay, now tell me. [1:31:39, 1:31:52]: You want me you want me to repeat it? Yes. Yes, sir. Okay, here we go. So to develop and bring back the job description for a tax property tax specialist at the next city council meeting, which I think is [1:31:52, 1:31:55]: I moved October October 14th. [1:31:55, 1:31:57]: I moved to direct um [1:31:57, 1:31:58]: Staff or [1:31:59, 1:32:08]: HR um to bring back the job description for the property tax specialist at the next council meeting. [1:32:09, 1:32:15]: Sir, second that motion. Mr. Mr. Mayor Pro Temberry, second there. All favor, please indicate. Unanimous decision. Okay. [1:32:16, 1:32:20]: So that is it for you ladies at this time. Let's do something else. [1:32:20, 1:32:37]: No. Thank you. Is there going to be a public meeting of some sort so folks don't go in the booth unknowledgeable about what they're doing? [1:32:37, 1:32:52]: So it's my understanding that we're looking at doing two meetings, two two public meetings to inform folks about the homestead. Uh we meant today to go over the process. Um we've got a draft application. We've made modifications to that. [1:32:53, 1:32:54]: We're going [1:32:54, 1:32:58]: We're going to have two ways you can apply. Well, get the application. One [1:32:59, 1:33:10]: There's gonna be a update on the website, which is a banner that scrolls across. You can click on that banner, that banner will take you directly to a fact sheet or to do sheet along with the application. [1:33:11, 1:33:12]: But you can fill out. [1:33:13, 1:33:17]: on your computer or you can print it and you can fill it out on your own. [1:33:17, 1:33:31]: And it will tell you what all documents you need and how to apply for the process. So that's and we've already got that goddamn pack. Our goal is to have that built and ready to go by what was it? I think I gave you all. [1:33:31, 1:33:42]: October fourteenth. We will have that ready to go in the background. We will look at it, make sure it makes sense. And so if the voters approve the property tax exemption [1:33:42, 1:33:44]: On november fifth [1:33:45, 1:33:48]: We will go live November sixth. [1:33:48, 1:34:08]: That website will be that portion will be turned on and available for folks recognizing that they can't apply until January. January first to April. We can't move on it, but at least they'll have that so they can start pulling down the application, filling it out, prov getting their support documents and getting ready to make sure it happens. And so we've got those exemptions, which I think is [1:34:08, 1:34:12]: [5652.8, 5672.8]: And then you have your 62 and older exemption, and then you have your septic tank exemption. And so we're working with the health department and Henry County Water Authority to geofence the because they've already done this survey according to them. Um so they're gonna geofence with the city to let us know who all's on septic and then moving forward. So those folks will be able to correspond. [1:34:32, 1:34:48]: correspond those addresses to those locations that have already been surveyed and obviously um we could be able to provide that opportunity for them to get that exemption for those folks who qualify. So that's so we're working. I will say that we learned our lesson from the annexation. [1:34:49, 1:34:52]: As I told the staff today, so our goal is not to be [1:34:53, 1:34:59]: in line or behind the gun is to be what? Ahead of the gun. So we're we're gonna be ready to go. [1:34:59, 1:35:06]: November sixth, if this is approved. If it's not approved, we just turn that section and we go back to doing what we're doing. [1:35:07, 1:35:10]: Thank you, sir. Appreciate it. Okay. [1:35:10, 1:35:29]: Uh announcements and upcoming meeting events. Upcoming okay city council meetings will be held in city council chamber.
