[0:13:20, 0:13:25]: That's just a close up of the uh terrace level of the uh green room restrooms. [0:13:25, 0:13:26]: Front of the stage. [0:13:28, 0:13:32]: That black area is a damp proofing material. [0:13:33, 0:13:36]: Showing up at a lot of our um exteriors. [0:13:42, 0:13:43]: That's the back of the Will Call building. [0:14:16, 0:14:20]: Yep, exhausted at the um kitchens. [0:14:21, 0:14:23]: I drew a blank uh staring at it there. [0:14:25, 0:14:33]: And then interior work is ongoing and underway. Also down at the green room, ceilings are are underway, jit board hanging. [0:14:34, 0:14:35]: Um [0:14:36, 0:14:38]: All sorts of overhead. [0:14:39, 0:14:43]: Mechanical and electrical plumbing rough in. [0:14:43, 0:14:45]: Um we're moving. [0:14:46, 0:14:50]: Moving pretty well down in in in the uh green room. [0:14:51, 0:14:59]: And throughout the rest of the buildings. Um overall, we are uh slated to um complete this. [0:14:59, 0:15:04]: portion of the uh contract uh by february eleventh. [0:15:04, 0:15:10]: Um November and December and January are gonna be some pretty uh busy months for us. Um [0:15:11, 0:15:14]: The grading work on across the um [0:15:15, 0:15:19]: on across the uh through roadway there. Um [0:15:19, 0:15:32]: That work will also be continuing on through the next couple of months as well. Um pricing is underway for the um grading and the storm work for that parking lot, the asphalt and the um [0:15:33, 0:15:36]: And all of the landscaping work over there as well. [0:15:37, 0:15:41]: That should be submitted to uh Kekin Woods. [0:15:41, 0:15:46]: Next week, uh pardon me, this week and we ought to be able to um [0:15:47, 0:15:48]: Go through that and [0:15:49, 0:15:51]: Verify the all of the uh [0:15:52, 0:15:53]: associated scope with it. [0:15:58, 0:15:59]: Anything else, sir? [0:16:00, 0:16:12]: That's it. If anybody has any questions. I I I do. I just I I I gotta ask this anyway. But uh so when do you think we'll be able to fully be completed and we can uh start operating? Sometime late spring, I'm assuming. [0:16:12, 0:16:15]: Uh I would say that's a pretty good estimate, sir. [0:16:16, 0:16:20]: All right, so all right, how about this? How about uh May? [0:16:21, 0:16:23]: Is that considered late spring? [0:16:23, 0:16:23]: Yeah. [0:16:24, 0:16:24]: Okay. [0:16:25, 0:16:29]: Definitely in the ballpark. All right. So you're gonna make my Memorial Day fantastic, right? [0:16:29, 0:16:38]: Yes, sir. And and I'm just gonna ask for everybody's prayers to um keep the January and February w uh rain away. Okay. And that'll definitely help everything. [0:16:39, 0:16:58]: Right, right. All right. Well we're looking for obviously we're all looking for this. The entire community, besides the council and staff, we're looking for this. It's a game changer for us in Stockbridge and for Henry County. It's a redevelopment process for our downtown area. And I know, Kurt, you live in a media area, so I know it's it's great for you as well, being a a Stockbridge resident as well. Ms. Alexander, go ahead, sir. [0:17:00, 0:17:01]: Okay, can you hear me? [0:17:01, 0:17:06]: Yeah, go ahead. Here you Yeah, just uh kind of wanna get some understanding uh [0:17:07, 0:17:12]: We are where we are. Uh I guess initially we had talked about a March time frame. [0:17:13, 0:17:15]: Um are there's some [0:17:15, 0:17:18]: Uh could you kinda update us on we on [0:17:18, 0:17:22]: We got now we're at May and we were looking at maybe [0:17:23, 0:17:24]: March. [0:17:25, 0:17:30]: Yes, sir. Um, you're looking at two different scopes of work, one for the amphitheater. [0:17:31, 0:17:50]: which was in our original base contract to work. And then the second being the addition of the parking lot, the grading for the additional five hundred parking spaces, all of the storm structures uh for that, the additional landscaping, and the additional two ponds. Uh currently um [0:17:50, 0:17:57]: We only have the additional two pawns um in our contract now via change order. [0:17:57, 0:18:01]: And the additional work that I had mentioned for the um [0:18:02, 0:18:20]: parking lot, the paving, um, the grading and storm structures, that work has not started yet. It we have just completed pricing on it and it'll be getting to Keckin' Wood this week so that it can be reviewed and then final approval on that pricing. [0:18:20, 0:18:25]: That that work was never in our base scope of work at the start of the project. [0:18:25, 0:18:27]: What about the through road? [0:18:27, 0:18:29]: The th the road is going running through it. [0:18:30, 0:18:46]: Yes. Uh we already have paving on about eighty percent of that. And uh by the end of the month, we should have the uh binder and curb and gutter for the remainder of the through road and the front of the plaza road and going on into city hall parking. [0:18:47, 0:18:54]: Okay, so for clarification on February the eleventh, your original contract portion. [0:18:55, 0:19:05]: is is what you're saying should be handled at that point. The addent the additions uh including the parking and the um [0:19:05, 0:19:11]: the water features and and the on the exterior, that is the portion that you're looking to move through May. [0:19:12, 0:19:13]: Yes, sir. [0:19:13, 0:19:15]: Okay. All right. Thank you. [0:19:16, 0:19:17]: Any other questions for Bert? [0:19:18, 0:19:21]: Well, go ahead. I can't I can't have somehow I can't see you right now, but go ahead, sir. [0:19:22, 0:19:28]: Uh I I guess if they could move the uh screen, uh take the screen off, I think we'd finish with that. That would be okay. [0:19:34, 0:19:35]: Let me put this on here. [0:19:37, 0:19:40]: All right, there we go. Appreciate it. Go ahead, please. [0:19:40, 0:19:50]: Yeah, uh got a question. Um I maybe it's been asked before, how many restrooms was in this design for the apathy of male and female? [0:19:51, 0:19:56]: Uh that's a good question. I can't answer that on the fly. Um I could [0:19:57, 0:20:05]: Uh get an email back to Randy. I would have to uh count it up. I know that there's um a substantial number of them. [0:20:06, 0:20:11]: at the main restroom, at the plaza building, and then also up on top of the um green room. [0:20:13, 0:20:17]: Okay. Um yeah, I think like I think the whole council would probably like to know that number. [0:20:17, 0:20:19]: versus the size of the um [0:20:19, 0:20:20]: Винді [0:20:20, 0:20:22]: Uh also the uh [0:20:22, 0:20:26]: I came when I looked at it one day and I think I brought this uh [0:20:26, 0:20:27]: Up to Mr. Knight, uh [0:20:27, 0:20:28]: Was a brick? [0:20:28, 0:20:32]: Because I when when I saw the bricks put on the different um [0:20:34, 0:20:42]: um s subbuildings of I'm just what I'm gonna call it the different uh buildings. I thought though though I I didn't think the bricks would be like that. I thought it would be more to [0:20:43, 0:20:51]: I thought it would be I didn't know if it would be more toward what City Hall looks like or a standalone. Mr. Nine, I think you had uh if you could kind of home me because you sure. [0:20:51, 0:20:57]: Right, right. I think that day when you or I were out there, it did look quite a bit different because we both made that comment. [0:20:57, 0:21:08]: But since that time, they have done some uh pressure treatments or pressure washing, if you will, of those buildings. And they actually matched it. It's pretty amazing. They match City Hall. The intent in the very beginning. [0:21:09, 0:21:17]: Was to they had to go find I think it was TSW, went and found this brick um manufacturer to try to match the city hall brick. [0:21:18, 0:21:28]: And once that pressure treatment and pressure washing was done, it it is extremely close. You can't really tell the difference between the City Hall building and the concession buildings. So it's it's a match. [0:21:29, 0:21:32]: Okay, la last question if you don't mind, uh Mayor. [0:21:32, 0:21:37]: Uh when we uh I heard Mr. Alexander asked about the internal road and um [0:21:38, 0:21:42]: And I so I hope I didn't miss imp in fact I'm glad you're feeling better, Kirk. I know that you had a [0:21:43, 0:21:44]: about what our uh [0:21:44, 0:21:45]: Pandemic freeing out here. [0:21:46, 0:21:47]: Uh but [0:21:48, 0:21:50]: The uh internal role [0:21:50, 0:21:52]: The widening of of Lee Street. [0:21:53, 0:21:55]: And we talk about the [0:21:55, 0:21:57]: Uh what we're doing on East Atlanta. [0:21:58, 0:22:06]: Will all this culminate together at the same time? Or is that on schedule to happen at the same time? Because if anything is set up. [0:22:06, 0:22:10]: Event wise, we're gonna have an interesting situation. [0:22:12, 0:22:15]: Mm Ms. Knight, I think you'd be able to answer that, please. Sure. [0:22:16, 0:22:26]: We hope it all comes together. The internal road was part of the vertical construction original contract for for Kit or for HJ Russell. So that has been under construction, as you know. [0:22:27, 0:22:35]: The external roads will need to be bid and bid very soon. Falcon Design has worked on those, the the parking lot design and the [0:22:36, 0:22:41]: Uh Lee Street and East Atlanta Roads. They worked on those, submitted those to both G DOT. [0:22:41, 0:22:47]: and to our um internal review processes, which they're undergoing right now. [0:22:47, 0:22:56]: And so that should be completed. Though those reviews should be completed probably within the next uh two weeks or so. I'll I expect those to be completed in the next two weeks. [0:22:57, 0:23:02]: They are preparing, Falcon is preparing, um, to um have everything ready. [0:23:02, 0:23:04]: To provide us with the assistance needed. [0:23:04, 0:23:08]: for uh bid documents to put those out to bid, I hope by the end of this month. [0:23:10, 0:23:15]: Just to follow with you, Mr. Knighton, on that. Well, because we talked to the the rep you know, we [0:23:15, 0:23:17]: Put out to the residents on Lee Street. [0:23:17, 0:23:23]: That this project and the completion of the amphitheater would be a part of the beautification. [0:23:23, 0:23:26]: uh project coming e also coming through that neighborhood. And I just want to see [0:23:26, 0:23:32]: where we're on track with that. And uh I just, you know, I would like to see that come to fruition. Right. For both. I'm sorry. [0:23:33, 0:23:45]: No, all together. I would just like to see that come together. Right. Right. That's that's the intent for all of these things to come together. We've got, of course, the vertical construction, we got the pond and designs, we got the parking lot, we got the external roads, we got all of these things. [0:23:46, 0:23:51]: trying to come together, hopefully at about the same time, uh, so that they can [0:23:51, 0:23:58]: Uh, provide for uh the completion of the entire project. And you know, obviously um H.J. Russell kicking wood. [0:23:59, 0:24:08]: Have been working to try to bring all of these different pieces together. As you can imagine, with a project of this magnitude, it takes a lot of work and coordination. [0:24:08, 0:24:11]: For all of these contractors, subcontractors. [0:24:11, 0:24:17]: um, primaries, all of these people working together and you know, I think the the vertical construction part of the [0:24:18, 0:24:20]: program a pro project is on track. [0:24:21, 0:24:24]: It's bringing all of these other pieces together and hopefully they'll culminate. [0:24:25, 0:24:29]: uh in late spring, uh so that we can uh uh fully and completely [0:24:29, 0:24:32]: have the amphitheater uh open and ready to go. [0:24:33, 0:24:35]: Okay, Mirapal Tem uh Thomas, please. [0:24:36, 0:24:36]: Thank you. [0:24:37, 0:24:43]: Um I wanted to make sure I heard correctly, uh Kurt. Um I believe you said that the third [0:24:44, 0:24:45]: Pon. [0:24:45, 0:24:49]: Was not a part of the original scope. [0:24:49, 0:24:51]: uh project number one [0:24:52, 0:24:56]: number two, I guess Mr. Nighting, why not? And [0:24:57, 0:24:59]: If it was not a part of the original scope. [0:25:00, 0:25:02]: Why? [0:25:03, 0:25:07]: At some point was it determined that we needed a third pond? [0:25:12, 0:25:19]: Actually pawn number two and pawn number three were not in the original base scope of work. [0:25:20, 0:25:20]: Um [0:25:21, 0:25:40]: Those two additional ponds were added once it became clear that the additional parking would need to happen on premises and would not be uh shared with the school on across the street or any um soft surface parking around the um [0:25:41, 0:25:46]: amphitheater area. So due to the storm water runoff and um [0:25:47, 0:25:57]: disturbed area associated with the park and the beautification and the paving, that's what determined the additional uh stormwater volume. [0:25:58, 0:26:00]: would need the additional on. [0:26:05, 0:26:06]: Well, okay. Um [0:26:07, 0:26:15]: It's logical what you said. I m I guess my issue was the original scope, but um I I think I understand the [0:26:15, 0:26:17]: rationale, if you will. [0:26:17, 0:26:19]: For the addition of ponds. [0:26:20, 0:26:23]: Okay. I guess I I just didn't understand why. [0:26:23, 0:26:26]: in the overall scope because we knew that [0:26:27, 0:26:28]: Parkin. [0:26:29, 0:26:30]: You know, should a [0:26:30, 0:26:32]: Well, Parking was in the original scope. [0:26:33, 0:26:35]: uh in that particular area. [0:26:35, 0:26:36]: That's trying to see. [0:26:37, 0:26:43]: how it was not in the scope, but your your answer, I understand your answer. I'm just trying to understand. [0:26:44, 0:26:45]: The original [0:26:45, 0:26:48]: uh scope of the project, but um that's fine. [0:26:49, 0:26:49]: Uh [0:26:49, 0:26:50]: All right. [0:26:50, 0:26:53]: Go ahead, Mr. Knight. Go ahead, sir. [0:26:54, 0:26:57]: Carland or Kirk may be able to confirm this, but I think the [0:26:57, 0:27:00]: calculations when they came back for the [0:27:00, 0:27:03]: Amount of a perfect surface and amount of the [0:27:03, 0:27:05]: Паркін спаси. [0:27:05, 0:27:12]: Those calculations then determined and yielded the necessity for the additional ponds. Is that [0:27:14, 0:27:14]: Yes, correct. [0:27:15, 0:27:18]: I understood that part, but we knew that [0:27:18, 0:27:23]: In the original scope we knew um parking and [0:27:23, 0:27:36]: I guess the um the amount of parking. But I I'm I'm satisfied with the rationale. I mean at this point, you know, we're there. I'm just trying to get a better understanding. So I'm I'm okay. I just [0:27:36, 0:27:38]: Um I'm just trying to um [0:27:40, 0:27:42]: Just trying to get a better understanding, but uh it it's okay. [0:27:44, 0:27:44]: Right. [0:27:45, 0:27:46]: Councilwoman Barber, go ahead, please. [0:27:49, 0:27:53]: It's a question for Mr. Knighton. So all the [0:27:53, 0:27:56]: Extra cost such as the furnishings and [0:27:57, 0:27:58]: Other equipment. [0:27:58, 0:28:00]: When do we expect to [0:28:01, 0:28:01]: Um [0:28:02, 0:28:03]: put those out for bid or [0:28:05, 0:28:06]: Four stones. At what point? [0:28:07, 0:28:12]: Sure. I think that let me if I can answer it in in two different ways. One is [0:28:13, 0:28:17]: In the original scope and what is accounted for. [0:28:17, 0:28:28]: There are a number of the furnishings like the kitchen equipment, you know, the the the the um other necessities for the concession stand for the uh for concession stands for the um [0:28:29, 0:28:31]: green room, those things that can make it [0:28:31, 0:28:37]: You know, the the full service kitchen, all of those things are included in the original scope. There are some soft costs. [0:28:37, 0:28:47]: speakers, amplifiers, sound systems, all of those different things that actually Carl and I have had um quite a bit of discussion and TSW actually Heather had quite a discussion this week. [0:28:48, 0:28:51]: uh about all of those things and they are working to um [0:28:51, 0:28:55]: Get some uh better understanding of what those will entail. [0:28:55, 0:28:58]: I would imagine that those would probably [0:28:59, 0:29:02]: Um, we'll probably look at December or January of [0:29:02, 0:29:08]: of anything that we needed to purchase or bid out, if there were some things that we needed to bid, we would do it during that timeframe. [0:29:10, 0:29:11]: Thank you. [0:29:12, 0:29:15]: Any other questions for Kurt or Carl? [0:29:16, 0:29:25]: Uh Carl, you c you came on. I don't know if there's anything that you need to add, sir. You haven't spoken. So I wasn't sure if there's something you need to add or say to the council, the anything at all. [0:29:25, 0:29:40]: I don't really. Um I apologize for being late, but I I think there was a mix up on my panelist invite this afternoon. So behind the scenes, uh Randy was helping me get on. So I missed most of Kirk's um presentation. Um but um [0:29:41, 0:29:49]: I don't really have anything to add to the questions that I heard since uh since Kirk spoke. Uh I think it's uh laid out pretty well, pretty true right now. [0:29:50, 0:29:50]: Okay. [0:29:50, 0:29:53]: Mayor. Yes, yeah. Go ahead, Councilman Bunn. Go ahead, sir. [0:29:53, 0:29:57]: Uh just real quick, uh if Kurt uh Kirk's still on here. [0:29:57, 0:29:59]: Yeah, he's he's he's he's still on her. Go ahead, sir. [0:30:00, 0:30:01]: Uh Kurt, uh [0:30:02, 0:30:03]: The question uh [0:30:03, 0:30:05]: Mayor Pro Tem Thomas [0:30:05, 0:30:09]: was asking and uh was one of my concerns in the early goans also. [0:30:09, 0:30:12]: Because we had talked about a design that showed this one. [0:30:13, 0:30:15]: Uh this one big pond. [0:30:15, 0:30:16]: And um [0:30:17, 0:30:28]: Now that we have three puns, is it something about s did some what di what dynamics changed or some grading that changed? And uh because I know that when gradings change. [0:30:29, 0:30:39]: um by s certain standards you have to create uh overflow and you have to cli create uh ponds to take in those uh overflows. [0:30:39, 0:30:45]: Um so you know, you you you have to you have to create them. There's something what what actually changed. [0:30:46, 0:30:59]: Um what changed from the base scope of work to where we are now is uh additional disturbed acreage. Um I believe we're well over um 10 acres disturbed. [0:30:59, 0:31:03]: Um where we were at the start was maybe six or seven. [0:31:03, 0:31:12]: Um the additional acreage disturbed for the um 500 or so parking spaces, the through roads. [0:31:12, 0:31:18]: um connecting the new parking area to the um amphitheater and through road. [0:31:19, 0:31:26]: Um that definitely created a larger volume of stormwater runoff that even the initial pond could not handle. [0:31:26, 0:31:40]: So um the engineers from Everly and Associates and um Falcon, um, they realized that there was gonna have to be additional pond work and additional storm structures in order to handle that. Um [0:31:41, 0:31:42]: Storm volume. [0:31:42, 0:31:55]: So it's it's a direct relationship of if you knock down trees and put a hard surface in place, water's gonna run off and it's gonna run off faster. So you need more volume to be captured on site. [0:31:57, 0:31:59]: Er, can I um [0:32:00, 0:32:11]: interject or play a little more on what you can is is it correct that the additional two ponds that you just finished that you've just had added as a change order are all associated [0:32:11, 0:32:22]: with the what we've been calling the phase two parking, which is additional parking. It didn't have anything to do with the initial base bed. It's it's it's for the additional parking. [0:32:22, 0:32:41]: Um that parking had to be pretty much designed engineered before those ponds could be built. Um so that those additional ponds are not it's it's not a deficiency in the design of the initial contract. That's just strictly uh a uh attributed to the additional [0:32:42, 0:32:42]: Uh [0:32:43, 0:32:46]: the additional parking and a disturbed acreage from that. [0:32:46, 0:32:48]: I just want to make sure that was clear. [0:32:49, 0:32:50]: Okay, thank you. [0:32:51, 0:32:53]: Any other questions, Councilor 40s two gentlemen. [0:32:54, 0:32:55]: A reference to the amphitheater. [0:32:55, 0:33:01]: And actually I can answer uh councilman uh Blount's first question. Um at a [0:33:01, 0:33:02]: Um [0:33:02, 0:33:03]: Quick view. [0:33:04, 0:33:09]: Total there uh there are seventeen men's restrooms. [0:33:09, 0:33:13]: Twenty-three female restrooms, two [0:33:14, 0:33:20]: family restrooms and six artist restrooms that are actually inside of the green room. [0:33:21, 0:33:23]: So um [0:33:26, 0:33:27]: Total restrooms. [0:33:31, 0:33:34]: Looks like there's uh forty eight total restrooms. [0:33:35, 0:33:35]: on property. [0:33:37, 0:33:38]: Fantastic. Mm-hmm. [0:33:39, 0:33:41]: Okay. Thank you. [0:33:42, 0:33:49]: Appreciate it. Uh you're welcome and uh thank you for the uh well wishes at the start. Yes, uh September was a very difficult month. [0:33:49, 0:33:54]: To say the least. I'm I'm happy to be here. Happy to see everybody. Good deal. [0:33:55, 0:33:57]: Alrighty. So any other questions for these gentlemen? [0:33:58, 0:34:15]: Anymore? Okay. I've not if not, well thank you for being here. I appreciate the updates and uh and uh everything that you all are doing. And uh we look we look forward to this fantastic project to change the change Stockbridge and change uh for the positive, of course, and change Henry County as well. So look forward to this. [0:34:15, 0:34:16]: Good deal. [0:34:16, 0:34:20]: Thank you, Jen. We're gonna move on. You can stay as long as you like, but we're gonna we're gonna move on to the next subject, okay? [0:34:21, 0:34:32]: Okay. Uh public hearing. First reading of the proposal, uh proposed FY twenty twenty-one operating budget, uh presented by Mr. Knighton and John Wiggins, please, gentlemen. [0:34:35, 0:34:40]: This is also yeah, like I said a public hearing. So we'll get the brief from you all first and then we'll go to the public hearing aspect. [0:34:53, 0:34:55]: Looks like you're looking to to share something with us, Mr. Knight. [0:34:57, 0:34:58]: I can't hear you, sir. [0:35:03, 0:35:06]: I'm sorry, Mayor. Let me see if I can pull this up. Okay. [0:35:22, 0:35:23]: Well. [0:35:42, 0:35:43]: Yeah. [0:36:11, 0:36:13]: All right, can everybody see that okay? [0:36:13, 0:36:16]: There we go. Now we got it. Thank you, sir. All right. Okay. [0:36:16, 0:36:17]: All right. [0:36:24, 0:36:32]: All right, Mayor and Council, this is the first hearing for the um 2021 uh City of Stockbridge uh proposed budget. This is the first of three. [0:36:33, 0:36:35]: uh budget hearings uh that we'll have [0:36:36, 0:36:36]: Um [0:36:37, 0:36:43]: I would mention, of course, uh for the council and the viewing public that the budget [0:36:43, 0:36:46]: is intended to meet the vision statement and mission statement. [0:36:46, 0:36:56]: uh for the city of Stockbridge to be the most progressive business and family oriented community in Metro Atlanta with a focus on enhanced quality of life initiatives, promote a sustainable live, work and play environment. [0:36:56, 0:37:00]: And the budget hopes to capture uh the vision statement and the mission statement. [0:37:01, 0:37:03]: in its uh development. [0:37:03, 0:37:09]: Obviously these are our values, professionalism, excellence, adaptability, communication, and ethics. [0:37:09, 0:37:11]: For which the budget seeks to attain. [0:37:13, 0:37:20]: Revenue projections. Um one of the things that we've experienced this year, which is of course has been unprecedented, is COVID-19. [0:37:21, 0:37:29]: Um, we do believe that there will be modest increases in franchise fees and licensing and local option sales tax. The interesting thing is. [0:37:29, 0:37:34]: Even over the past six month period, while we've been dealing with this uh covet situation. [0:37:34, 0:37:37]: The actual local option sales tax has increased. [0:37:38, 0:37:41]: Um and which is an interesting development. [0:37:41, 0:37:46]: Uh now whether or not that'll be sustainable uh into next year remains to be seen. [0:37:47, 0:37:53]: Much of that perhaps is because uh many people uh have been working from home and therefore buying goods and services. [0:37:53, 0:37:55]: in their present locales. [0:37:55, 0:37:58]: But that is something that bears uh watching um [0:37:59, 0:38:01]: Here in the next year or so. [0:38:01, 0:38:08]: We've tried to be somewhat conservative in our approach to revenue projections as well as expenditures. [0:38:08, 0:38:13]: Additional considerations, which we'll likely uh get into a bit in the next agenda item. [0:38:14, 0:38:18]: Uh, one of the things that I wanted to preview in this budget is the fact that [0:38:20, 0:38:22]: The council considers any bond issuance. [0:38:23, 0:38:25]: Uh that would be have to be or need to be. [0:38:25, 0:38:27]: A part of the general fund budget. [0:38:28, 0:38:34]: Um which uh would uh I estimate would be about four hundred thousand dollars. Again, we may touch on that in the next [0:38:34, 0:38:35]: uh agenda item. [0:38:36, 0:38:42]: But currently, as you know, we have a city hall bond issuance uh that's one point two million dollars that we account for. [0:38:43, 0:38:45]: uh every year in the general fund budget. [0:38:46, 0:38:52]: The general fund as proposed right now is about twelve point eight million dollars. We do have a couple of proposed positions, code enforcement. [0:38:53, 0:38:58]: uh officer and we have uh placeholder positions for building inspections, building permit clerk. [0:38:59, 0:39:01]: Сив інженір з парт-єм. [0:39:01, 0:39:05]: And then uh one item of course is the public works tech technicians. [0:39:06, 0:39:10]: Uh, proposed six from the general fund budget and two from the stormwater. [0:39:11, 0:39:14]: А фон бюджет Стормватер Фонд із Enterprise Fund. [0:39:14, 0:39:16]: Uh, however, our stormwater permit [0:39:17, 0:39:18]: рекварes у [0:39:19, 0:39:20]: Excuse me. [0:39:20, 0:39:21]: Requires us. [0:39:22, 0:39:24]: to provide a letter a a [0:39:25, 0:39:28]: Measure of um litter pickup and removal. [0:39:28, 0:39:34]: uh as a part of that stormwater permit. Uh so those uh two positions would be proposed from stormwater. [0:39:36, 0:39:52]: Again, the six public works uh technicians, two from Stormwater, uh primarily uh for limit litter removal, general maintenance, mowing corridors and streets in our public spaces. Obviously, this has been a significant emphasis for the council. [0:39:53, 0:39:57]: Um these proposed positions are intended to provide that level. [0:39:57, 0:39:59]: Of service to uh residents. [0:39:59, 0:40:04]: Um for our gateways, for our main corridors, for all of our streets. [0:40:04, 0:40:08]: uh throughout the city. Additional code enforcement offer is somewhat related to that. [0:40:09, 0:40:14]: To ensure that private private properties uh are compliant with our codes and properly maintained. [0:40:14, 0:40:21]: And then again, as I mentioned, the building inspector, building official, technician, and civil engineer positions are those placeholders. [0:40:21, 0:40:24]: uh in place if those positions were to approve. [0:40:24, 0:40:28]: And if the council uh ultimately considers a different uh permitting model. [0:40:30, 0:40:35]: Couple of things that I wanted to mention uh as well. Uh obviously the council had uh recently [0:40:36, 0:40:40]: Um approved the Juneteenth um holiday and also that's a paid holiday. [0:40:40, 0:40:45]: uh now and um t in in conjunction with some of our [0:40:46, 0:40:51]: Other uh uh events, holiday events like Memorial Day and Veterans Day and so forth. [0:40:51, 0:40:57]: I would propose about twelve thousand five hundred dollars uh in the budget to be proposed for uh Juneteenth. [0:40:57, 0:41:02]: um holiday celebration since it will be the uh first inaugural c celebration. [0:41:03, 0:41:13]: Uh again, additional modifications and reductions may very well will need to be made here going forward in the second reading, perhaps the final adoption hearing, primarily related to. [0:41:14, 0:41:18]: Any bond issuance uh certainly need to look forward uh [0:41:18, 0:41:20]: To that and ensure that the budget [0:41:21, 0:41:23]: Із респа, эзибитс гудстуршип. [0:41:24, 0:41:29]: And can fully meet the needs of service to citizens. [0:41:29, 0:41:32]: The second hearing is scheduled for November twenty-fourth, twenty twenty. [0:41:33, 0:41:36]: Uh, the third hearing is scheduled for December fourteenth. [0:41:37, 0:41:38]: Uh twenty twenty. [0:41:38, 0:41:44]: Uh, the budget was provided to the mayor and council for the charter and made available to the public sixty days prior to. [0:41:45, 0:41:50]: Um the beginning of the new calendar year, which would be January one, twenty twenty one. [0:41:50, 0:41:55]: That has been made available and um budget has been provided in accordance with that. [0:41:56, 0:41:57]: Of course, if the general public [0:41:58, 0:42:00]: Um has any questions? [0:42:00, 0:42:05]: Uh regarding the budget, uh they certainly can contact me as well as [0:42:05, 0:42:08]: Of course, uh council members had uh [0:42:08, 0:42:12]: conversations with with some council members and I believe there's been some information provided. [0:42:13, 0:42:18]: Um uh regarding various aspects of the budget. And as we continue to work through [0:42:18, 0:42:22]: uh the budget process we certainly would uh entertain any questions. This budget [0:42:23, 0:42:28]: I think um because of several factors is a bit different than gener than general budgets before. [0:42:28, 0:42:31]: Uh we have to work still have to work through a couple of things as I mentioned. [0:42:32, 0:42:35]: Um, but we look forward to ultimately [0:42:35, 0:42:36]: Um supporting [0:42:37, 0:42:42]: uh the mayor and council of passing a budget that can meet the needs of Stockbridge citizens. [0:42:42, 0:42:43]: Uh at a high level. [0:42:45, 0:42:46]: That's all I have. Uh [0:42:46, 0:42:50]: Okay, it looks like Maripo Tim, you're unmuted. I'm I'm assuming you got a question, sir. [0:42:51, 0:42:52]: Thank you, sir. [0:42:52, 0:42:56]: Uh Mr. Night and Council, uh as many of you know, I've [0:42:57, 0:42:58]: Sorry, um [0:42:59, 0:43:19]: made some suggestions uh about this current budget. I wanted to wait and in my conversation with you, Mr. Nine, you indicated that from the retreat, uh there were some uh modifications coming forward in this one. So I guess uh my question is [0:43:19, 0:43:19]: Yeah. [0:43:20, 0:43:22]: Do you plan on um [0:43:23, 0:43:26]: Making any other modification. [0:43:26, 0:43:28]: Uh notwithstanding um [0:43:29, 0:43:37]: You know, suggestions are coming from council. That's one question. But so let me just get my other one out and you can sort of address all of it at the same time. [0:43:38, 0:43:42]: I would recommend and I've sort of spoke to this before too, the [0:43:43, 0:43:45]: Third in co [0:43:45, 0:43:47]: Third code enforcement position. [0:43:48, 0:43:51]: I would suggest this person come in as [0:43:51, 0:43:54]: Somewhat a uh supervisory [0:43:54, 0:43:55]: Position [0:43:56, 0:43:59]: Um, even though uh it falls under [0:43:59, 0:44:02]: community development, I just think that [0:44:02, 0:44:06]: rather than having a third per even though the third person could still be in the field. [0:44:07, 0:44:10]: But I just think it it needs a little bit more oversight. [0:44:11, 0:44:15]: uh in in in the code enforcement area. So I would recommend that [0:44:16, 0:44:20]: Um, this third position be more of a supervisory position. [0:44:21, 0:44:24]: And I'd like for you to respond to that, but I'd like to also hear [0:44:24, 0:44:27]: how are the council members um [0:44:27, 0:44:29]: maybe sort of, you know, see this going forward. [0:44:33, 0:44:44]: Sure, Mayor Pro Tem Thomas. Um, your first question related to um the budget and if any additional cuts are planned. Yes, uh there will be some other modifications and reductions. Um [0:44:44, 0:44:52]: The budget as proposed currently of twelve point eight million dollars, I think is is reasonable for respect to and somewhat conservative with respect to revenue. [0:44:53, 0:44:58]: But we also again have that bond um matter that we're going to have to deal with. [0:44:58, 0:45:01]: as part of uh likely the general fund budget. [0:45:01, 0:45:05]: Um the coming out of the budget retreat actually the [0:45:05, 0:45:10]: Overall expenditure requests were well over fourteen million, fourteen and a half. [0:45:10, 0:45:12]: Плюс мільян долар. [0:45:13, 0:45:16]: And so that's been reduced already down to twelve point eight. [0:45:16, 0:45:18]: Um million dollars. [0:45:18, 0:45:26]: And so that that has already taken place. But again, yes, there will likely be some other modifications and reductions that will need to be made. [0:45:27, 0:45:31]: Um and then the other question um you had with respect to the code enforcement. [0:45:32, 0:45:33]: Position. [0:45:33, 0:45:40]: Uh generally, um, I would say in my experience in code enforcement positions, if you get to get to a number of three. [0:45:40, 0:45:48]: Yes, you could have someone in a supervisory role or more of an administrative role. I would say though that I think uh in in [0:45:49, 0:45:58]: in conjunction with what I would foresee and certainly what I think the council would foresee as well is that person uh not merely just being a supervisor, but being someone out in the field. [0:45:59, 0:46:11]: uh on a regular basis addressing matters uh throughout the city, but having some supervisory uh capacity. Um, but um that is something that uh certainly is not unusual and something that could be done if that is the will of the council. [0:46:13, 0:46:13]: Thank you. [0:46:15, 0:46:35]: All right. Well, if uh I tell you what, I think uh Mr. Knighton, your explanation about that third code enforcement individual and being a supervisor but also a worker, it sits well with me personally. Obviously the rest of the council might have some uh opinions as well on that, but I think that it seems that that might also satisfy the requirement for Merit Pro Tem Thomas. I don't want to speak for him but [0:46:35, 0:46:46]: But I he can hear me, but it would, it would. Okay. Uh so I just wanted to throw that out there. Any other comments or thoughts about uh about this subject right now for any council members? Anything else additional? [0:46:47, 0:46:51]: All right. Uh yes, ma'am, Councilwoman Barber. Go ahead, please. [0:46:51, 0:46:56]: I support the idea as well. Um, just so we'll have soup supervisory oversight. [0:46:58, 0:46:58]: Okay. [0:46:59, 0:46:59]: Good deal. [0:47:00, 0:47:01]: Anybody else? [0:47:03, 0:47:15]: All right, so are any other questions though in reference to the um the overall budget itself from the council? Any thoughts? Any questions from Mr. Knighton before I open up for a public hearing? Uh Councilman Alexander, go ahead, please. [0:47:17, 0:47:18]: You're you're muted, sir. [0:47:19, 0:47:27]: Sorry about that. Yeah, Mrs. Night. Now talk about. I mean, obviously the charge each year is to present a balanced budget. [0:47:27, 0:47:32]: First of all, is this a balanced budget? And then second of all, um [0:47:32, 0:47:37]: You went through this in painstaking detail to kind of review. [0:47:38, 0:47:40]: Uh the needs of the city. [0:47:40, 0:47:43]: Moving forward, could you kinda explain the process that you went through? [0:47:47, 0:48:07]: Uh sure. Um obviously the um uh the budget process begins uh with the finance department uh working with department heads to submit their budget requests, and that's well in advance. That usually takes place in July or August. Um and once that is finalized, uh obviously take a re a look at it, review it. [0:48:07, 0:48:15]: Want to provide that to the council at the budget retreat. Um, obviously, there were a number of things discussed at the budget retreat as it pertains to general fund, budget, capital projects, and so forth. [0:48:16, 0:48:36]: And out of that, um, I then fashion a budget that can be presented to the council that uh assesses revenue projections, expenditures. And that's where uh that those initial cuts and reductions, quite honestly, took place to try to get to a place where we believe it is reasonable in terms of revenue projections. Again. [0:48:36, 0:48:50]: revenue projections have been or revenues have been up this year from local option sales tax but again that is somewhat of an anomaly with respect to the covet situation that we're taking a look at but i do think that there are elements there [0:48:51, 0:48:53]: That do portend well [0:48:53, 0:48:56]: uh for us going into next year in terms of revenue projections. [0:48:57, 0:49:07]: Um, and so uh these budget hearings also provide an opportunity for the public to be informed, for the council to weigh in again on ultimately what will be the adopted budget. [0:49:08, 0:49:18]: And we'll continue to take a look at those services that we can provide in the most efficient manner. And take a look again, we're still looking at how revenues. [0:49:18, 0:49:33]: um project out. But trying to make sure that we have a budget that is sound and meets uh meets the needs of citizens. I will say one of the things that we did take a look at is travel and training, for instance. [0:49:33, 0:49:40]: Obviously, during the course of this year because of COVID, uh, there hasn't been a whole lot of travel. There's been some training online webinars, things of that nature. [0:49:40, 0:49:45]: But going into next year, I would imagine for the first quarter or so, there may not be much travel at all. [0:49:45, 0:49:52]: um in terms of you know education and training. Still training, but not traveling. And so those things we're trying to take a look at. [0:49:53, 0:49:56]: or have been taking a look at and continue to look at and and modify accordingly. [0:49:57, 0:50:00]: And in terms of overall uh [0:50:00, 0:50:01]: Um [0:50:02, 0:50:12]: Uh cuts and s to the budget. Um what what did um what what did you trim from the budget or were there any tr anything that you had to trim? [0:50:13, 0:50:27]: Yeah, there were the there were things that we uh we looked at everybody's budget. We looked at all of the budgets and and we made modifications. Um, you know, some of the areas that I talked about, some of your hospitalities, your travel and training again, some of those things you gotta take a look at. [0:50:28, 0:50:31]: We took a look at some um equipment um [0:50:31, 0:50:33]: Equipment and vehicles, those types of things. [0:50:34, 0:50:52]: uh that we modified uh and reduced. And so, you know, whenever you start with what is a submitted expectation or wish list, if you will, you have to pare it down. You have to reduce it and get to that place where there's realistic revenue projections and something that I can responsibly [0:50:53, 0:50:54]: Submit to the mayor and council. [0:50:55, 0:50:57]: Um that uh [0:50:57, 0:51:00]: That provides an an equal balance between [0:51:00, 0:51:03]: expectations for s expenditures and also revenue. [0:51:04, 0:51:06]: Is is this my final question? [0:51:06, 0:51:08]: Does this budget? [0:51:08, 0:51:09]: Outline [0:51:09, 0:51:13]: What you in your best professional judgment think [0:51:13, 0:51:15]: Uh this eliminates [0:51:15, 0:51:20]: And I always ask people what what we need. Y the buck stops with you. [0:51:20, 0:51:21]: So [0:51:21, 0:51:26]: Uh in completing this budget, you have everything in this budget that you need. [0:51:29, 0:51:38]: I think the city has everything that we need in this budget, this iteration of the budget again, knowing that we have to we'll make need to make a few modifications. [0:51:39, 0:51:42]: Again, one of the things that was a major point of emphasis. [0:51:42, 0:51:58]: is um maintenance of our roadways, streets, corridors, et cetera, and the appearance of the city. And that's where you see um the bulk of our expenditures coming from with those proposed new additions in in new additions in public works. And that's something that we heard from the council, that's something we wanted to implement. [0:51:59, 0:52:05]: Um, and the other issue again, as I mentioned, is the bond issue that we have to we have to grapple with. [0:52:05, 0:52:17]: And so putting all of those things together, I will say this. I think the staff has done a good job over the years of maintaining um solid spending levels in the budget. That's part of the reason why. [0:52:17, 0:52:19]: We have been able to [0:52:19, 0:52:22]: have our fund balance increase. Some of those are related to [0:52:23, 0:52:24]: Um revenue. [0:52:24, 0:52:26]: Yeah increases. [0:52:26, 0:52:31]: Um, but but this partially related to conservative budgeting and also [0:52:31, 0:52:38]: um in large part for department heads maintaining um responsibility over those budgets and ensuring that they are [0:52:38, 0:52:43]: uh they they they meet those budgets and and uh come under underneath their budgets. [0:52:46, 0:52:47]: Marble Tim Thomas, go ahead, please. [0:52:48, 0:53:08]: Thank you. Mayor and Council and Mr. Knight, many of you may be from remember the document that I sent out to council indicating some adjustments. And I'm glad, Mr. Knight, that you reiterated some of those issues because I think some of the council members were concerned. [0:53:08, 0:53:14]: That my recommendation and adjustments pertain to projects. [0:53:14, 0:53:18]: Uh but no, i it was not and I think you um [0:53:18, 0:53:21]: Uh mentioned Mr. Nine the fact that [0:53:21, 0:53:26]: Um there were some trimming that needed to be done in [0:53:26, 0:53:28]: Uh travel, training. [0:53:29, 0:53:31]: uh hospitality uniforms [0:53:32, 0:53:44]: um the whole cell phone issue, which uh takes on a whole different uh category. But I will say that in that document that I submitted to council uh uh a month or so ago. [0:53:45, 0:53:45]: Um [0:53:46, 0:53:51]: According to my calculation, it equaled up to about uh eight hundred thousand dollars and and [0:53:51, 0:54:01]: That's that's a significant adjustment, I think, because what I'm trying to look at is how do we fund other projects going forward. [0:54:02, 0:54:03]: And um [0:54:03, 0:54:07]: You know, Mr. Alexander, when you ask anyone [0:54:07, 0:54:09]: What do you want? [0:54:09, 0:54:12]: Just like you ask your your child, what do you want for Christmas? [0:54:12, 0:54:16]: then they have a a whole list of things and realistically [0:54:16, 0:54:23]: Uh you can't give um everything that someone asked for. And I think Mr. Nine, you sort of, you know, you mentioned [0:54:23, 0:54:26]: the fact of you know we still being able to um [0:54:27, 0:54:30]: operate soundly and and that's my concern um [0:54:31, 0:54:33]: When you have an open end [0:54:33, 0:54:35]: request what do you want then [0:54:36, 0:54:37]: You know, um [0:54:38, 0:54:51]: You know, you see more food on the table knowing that you can't eat it all, but you're gonna attempt to. So that's the position I take. I just wanna make sure that we operate soundly. Uh we continue to move the city forward. Um, there's certain things. [0:54:51, 0:54:54]: We just don't need um as much of. [0:54:54, 0:54:59]: Uh and then you mentioned that, Mr. Nine, about hospitality. I would s surmise that [0:55:00, 0:55:03]: The first quarter, maybe the first six months of the year. [0:55:03, 0:55:05]: Depending on um the pandemic. [0:55:06, 0:55:10]: Uh there will not be any uh in-person gatherings for the council meetings. [0:55:11, 0:55:24]: And so even though I know we probably need to leave some in the budget for hospitality, but I would suggest um, you know, we could trim that, but I'm going to wait until your next cut. Um [0:55:24, 0:55:27]: before I make my suggestions again. [0:55:27, 0:55:45]: Um, but one thing I do know, and I just want everybody to understand this, and some of you already do, um, I scrutinized the budget very well. Um, I learned this some years ago about how to look at the budget, look at all of the uh uh line items, and I just know that um [0:55:45, 0:55:59]: Certain some things are always put in the budget, but it's never used. So I guess the question is why put it in the budget if you're not going to use it? Um oftentimes we don't need all of the uniform, we don't need all of the hospitality. [0:55:59, 0:56:02]: And I in in in one case there's a [0:56:02, 0:56:04]: eighteen hundred dollar line item. [0:56:04, 0:56:07]: for hospitality in in a department and [0:56:09, 0:56:15]: I don't see that, but I I speak to Mr. Knight about that offline, but I don't understand. [0:56:15, 0:56:25]: uh a thirteen hundred dollars hospitality line for this particular department, but I I'll discuss that later. Uh Mr. Nighting, I just wanna see if you're going to trim that yourself. [0:56:27, 0:56:29]: Thank you, Mayor. I I I yield back. [0:56:29, 0:56:30]: Right. [0:56:30, 0:56:31]: Oh. [0:56:32, 0:56:42]: Go ahead, Mr. Nine. You gonna you wanna respond to that? Just just real quick, I see Councilman Alexander. I'll defer to him. Real just real quick, some other things real quick that that you know we looked at reducing. [0:56:43, 0:57:00]: You know, for instance, our summer concert series, bridge fest, those type things. And while we certainly anticipate having those, we have an amphitheater now. So we don't have to, you know, rent stage equipment and things of that nature that we would have traditionally done. So those things that with the advent of the amphitheater, we'll look take a look at reducing as well. [0:57:00, 0:57:01]: Right. [0:57:01, 0:57:03]: Councilman Alezano, go ahead, sir. [0:57:03, 0:57:04]: Uh [0:57:05, 0:57:09]: Let me let me state very clearly and I wanna make sure that we understand. [0:57:09, 0:57:12]: Mayor Protein, I'm in one hundred percent complete agreement. [0:57:13, 0:57:15]: Of that we don't want access in the budget. [0:57:16, 0:57:17]: But I do want to clarify. [0:57:18, 0:57:38]: My position. My position is being very consistent in that I ask them what they need, not what they want. I asked Mr. Knighton clearly, so I want to make sure that we, everybody, including the citizens, completely understand because this is what I do and how I evaluate each position in the city. [0:57:38, 0:57:43]: city. So when at the end of the year when we're evaluating Mr. Knighton, [0:57:43, 0:58:03]: And I or any other uh director, and that director comes back to us and says, Well, you know, I I could have used this. Well, I asked you I did ask what you needed. No, I didn't ask what you wanted, but I asked what you need because this is a part of accountability. Even if we're not able to give them [0:58:03, 0:58:13]: what they think they need. I want to actually know what they do because I want to be able to hold them accountable because next year I want our streets in this city to be beautiful. [0:58:14, 0:58:34]: A to Z. I don't want no excuses for litter and trash and all of that. Mr. Knighton says, with his professional opinion, he has in this budget what he needs to keep the city uh at the level that the council has espoused. So I just want to make sure we're clear. It's not what they want. [0:58:34, 0:58:39]: but I want to make sure he has what he needs. So that is an accountability point. [0:58:39, 0:58:40]: Thank you. [0:58:41, 0:58:45]: I appreciate it. Council, any other questions for Mr. Knighton about the budget? Anybody else? [0:58:48, 0:59:01]: Okay, I see none. All right, so and on that note, and Mr. Williams, I need to open up this public hearing for any comments from the public. So on that note, I normally go from left to right, but in this way it's just straight ahead, right? Just straight ahead. So anyway. [0:59:02, 0:59:13]: For the public. Uh I want to open up the the hearing, uh public hearing on this first reading of the budget for any comments that may be out there or individuals that uh need to make a comment about this budget at this point. [0:59:14, 0:59:26]: And I'm gonna have to have IT or or this holiday kind of scan and figure this if whether they have anything or not. So the comments would be four. Anybody for comments positive for the the budget at all? [0:59:28, 0:59:33]: And unless you IT tells me something differently on this holiday, I see nothing. [0:59:34, 0:59:48]: All right. Yeah, I don't see anyone on. All right. Anybody against I don't see anyone on. Okay, well I ask anyway. So for a record, anybody against or has any comments that is in fa not in favor of some cover itself? [0:59:49, 0:59:58]: And uh if there are not, yes, Mr. Nine, go ahead, please, sir. I would mention that I'd received something from Facebook Live that was conveyed regarding [0:59:59, 1:00:07]: Um code enforcement. I think it related to Mayor Pro Tem Thomas's initial comment about uh supervision and code enforcement and related to accountability. [1:00:08, 1:00:11]: code enforcement that was a comment that was mentioned through the Facebook. [1:00:11, 1:00:15]: um apparatus. So I wanted to make sure that that was in fact mentioned. [1:00:16, 1:00:33]: All right. And we did I think we addressed that part already though in this aspect. Uh okay, so if no one against there's no public comments, nothing on Facebook Live that you see, then I will close the public hearing for this point and then we'll go to our second reading at our next meeting, which will be our council work session later on this month. [1:00:33, 1:00:38]: So on that note, then I'll move on to the next subject area, which deals with new business. [1:00:38, 1:00:50]: Council consideration to approve Capital Projects Bondine presented by Mr. Knighton and uh Mr. Ed Wall and if if uh Doug Selby if he's on as well. And uh so gentlemen, please, Mr. Knighton. [1:00:51, 1:00:56]: Yes, sir, Mayor and Council. We have Mr. Ball here. Of course, he's the financial advisor for the city. [1:00:56, 1:01:02]: Uh and and we've had several comments uh or or uh opportunity to have conversations with respect to [1:01:03, 1:01:06]: potential bonding scenarios uh for the city of Stockbridge. [1:01:07, 1:01:17]: Course, through the budget retreat, we had a very extensive conversation related to projects, uh, in particular the amphitheater. And also uh there was mention of capital projects like. [1:01:17, 1:01:25]: the Cultural Arts Center, like a youth and seniors center, as well as trail projects, among some other things that were mentioned. [1:01:26, 1:01:33]: Uh, part of uh what uh we're going to ask the council to do ultimately, and I think this particular session. [1:01:34, 1:01:45]: uh lends itself to some discussion and some firm direction from the council as it relates to um issuing bonds, in particular for the amphitheater first and then any other. [1:01:45, 1:01:53]: A particular project. As I mentioned, uh, right now the city is carrying one point two million dollars every year out of the general fund budget for. [1:01:53, 1:01:57]: Um city hall um uh property and city hall building. [1:01:58, 1:01:59]: Excuse me. [1:01:59, 1:02:15]: Um, and we had initially had some conversations about um bonding for the amphitheater in the range of$4.6 or so million dollars. As you recall, uh$6.2 million for the amphitheater was from uh Splost 4 funds, that was the region's funds. [1:02:15, 1:02:17]: Um and then another five million from [1:02:18, 1:02:35]: uh fund balance and then the remaining portion and approximately that was discussed previously,$4.6 or so million dollars would be bonding. And so what we uh need to do um here uh in short order in the coming weeks or before the end of the month or so. [1:02:36, 1:02:40]: Need to come to some conclusion with respect to the amphitheatre in particular. [1:02:40, 1:02:46]: Um of bonding that project to f to excuse me, uh to finish that project out. [1:02:47, 1:02:47]: Um [1:02:47, 1:02:51]: We because there of course is a process of bonding and going out to market and [1:02:52, 1:02:58]: And and all of the things that the financial advisors have to do with respect to the um uh bond. [1:02:58, 1:02:59]: Issue once. [1:03:00, 1:03:04]: Um and so we'll be in good stead to continue to complete the project. [1:03:04, 1:03:11]: Um and so uh again Mr. Ball is here, but I think there are two prevailing uh questions here. One is [1:03:11, 1:03:13]: Um ultimately [1:03:13, 1:03:15]: Did the council want to bond? [1:03:16, 1:03:18]: Стриктно файли амфатіатр right now. [1:03:19, 1:03:22]: Then come back later in the spring. [1:03:22, 1:03:24]: And look at other projects to bond. [1:03:25, 1:03:28]: Or uh does the council want to take a look at? [1:03:28, 1:03:30]: uh bonding a larger amount [1:03:30, 1:03:32]: Uh to um [1:03:32, 1:03:35]: Involve potential other projects. [1:03:35, 1:03:42]: Right now. The one thing that I will have to say to you uh from a perspective of a city manager again. [1:03:42, 1:03:44]: Is that we are [1:03:45, 1:03:48]: going to have to account for this in our general fund budget. [1:03:49, 1:03:53]: And so that puts more of a strain on the general fund budget. [1:03:53, 1:04:07]: Um obviously the City of Stockbridge operates without any uh municipal tax. That's been a great thing for citizens. In order to keep those parameters in place, uh becomes more and more difficult and challenging to operate in a general fund budget. [1:04:08, 1:04:14]: Um when you have, you know, a in this case would potentially have a bond issuance. That does not mean it can't be done. [1:04:15, 1:04:17]: But it certainly does strain. [1:04:17, 1:04:20]: The general fund budget to do that. [1:04:20, 1:04:21]: А біон [1:04:22, 1:04:35]: um what a first uh bond issuance might be in the range of five, five and a half million dollars or so. Once you get beyond that, you're starting to really press uh the general fund budget and becomes very, very challenging and difficult to do. [1:04:36, 1:04:41]: Again, some of these other projects that have been mentioned, uh, there could be Splash 5 funds that they could be used and/or. [1:04:42, 1:04:43]: Potentially [1:04:43, 1:04:44]: Any um [1:04:45, 1:04:48]: transportation splaws that may come about in the spring or summer. [1:04:49, 1:04:54]: Of next year, that of course is dependent upon if voters actually uh approve something like that. [1:04:54, 1:04:59]: So uh in that regard, I will uh yield to Mr. Wall for any other [1:05:00, 1:05:00]: Um [1:05:01, 1:05:05]: commentary that he would like to make uh with respect to um [1:05:06, 1:05:09]: Um the bonding process and or [1:05:09, 1:05:17]: Um any recommendations with respect to the council of bonding portion now and or looking at then bonding later in the spring. [1:05:18, 1:05:22]: Yes, sir. I'm gonna share my screen if you don't mind, Mr. Knight and you set it up just perfect. [1:05:23, 1:05:27]: I'm gonna share just two sheets of paper if I might with Mayor and Council. [1:05:27, 1:05:28]: Um [1:05:29, 1:05:33]: The uh first thing I wanted to share is [1:05:34, 1:05:36]: Can everybody see the screen? [1:05:37, 1:05:38]: There we go. Yes, sir, we got it now. [1:05:39, 1:05:44]: So this is your general fund from twenty nineteen, the last audit report that we had. [1:05:44, 1:05:46]: And you had um [1:05:47, 1:05:48]: Um [1:05:50, 1:05:50]: You had um [1:05:53, 1:05:56]: Eleven million five eighty three in revenues. [1:05:57, 1:06:04]: You had uh eight million eight here in expenditures and then you transferred the two million two fifty eight out. [1:06:05, 1:06:10]: So it had a excess revenues over expenses of five hundred and three thousand. [1:06:10, 1:06:13]: So if we issue four and a half million or so in [1:06:14, 1:06:16]: In in Bonds for the amphitheater. [1:06:16, 1:06:18]: The annual payment on that is four hundred thousand. [1:06:19, 1:06:24]: And so this year I know you've got a balanced budget I saw of twelve point eight million without the four hundred in it. [1:06:25, 1:06:30]: So I just wanted to point out that if we add a lot of stuff to the bond issue. [1:06:30, 1:06:33]: We've got to root around and find money to pay for it. [1:06:34, 1:06:38]: Last thing I wanted to show, if I might, is um [1:06:42, 1:06:43]: Wrong one. [1:06:53, 1:06:55]: Here we are. Um [1:06:56, 1:06:57]: On one. [1:07:07, 1:07:12]: This is what we looked at last year in December was four million six thirty-five in bonds. [1:07:13, 1:07:15]: We had five million from the general fund. [1:07:16, 1:07:18]: Six million three and splos four. [1:07:19, 1:07:22]: So we have the amphitheater at fifteen million eight oh five. [1:07:23, 1:07:25]: I I would like um [1:07:25, 1:07:31]: Keg and Wood and the other folks to make sure that we're barring the right amount. If the amphitheaters costing more than that. [1:07:32, 1:07:37]: And we either need to increase the size of the bond issue or increase the amount of money you take from the general fund. [1:07:37, 1:07:41]: Right now I was planning on fifteen million eight oh five is the price. [1:07:42, 1:07:46]: Current market is two point two percent for fifteen year bond issue. [1:07:47, 1:07:49]: And then the annual payments. [1:07:51, 1:07:54]: Y'all can see are around three hundred and sixty five thousand dollars a year. [1:07:56, 1:07:59]: That was a four million six thirty five by this year. [1:08:01, 1:08:04]: Um, Mayor, I'm that's it. I'm open for questions. [1:08:05, 1:08:08]: All right. Appreciate it, sir. Appreciate that. [1:08:08, 1:08:09]: Appreciate your briefing. [1:08:10, 1:08:13]: Council, any questions for uh Councilman Alzheimer? Go ahead, please. [1:08:14, 1:08:20]: Yeah, thank you. I appreciate that uh presentation, Mayor. But I think again, uh this discussion [1:08:21, 1:08:23]: It's very valuable that we have this discussion tonight. [1:08:24, 1:08:27]: Because what it really is, it's up to this council. [1:08:28, 1:08:32]: Uh, we have to lead and we have to direct. [1:08:33, 1:08:36]: the city and what direction we're gonna go in. [1:08:36, 1:08:37]: And what we want to do. [1:08:37, 1:08:41]: To lead this city and what we promised um [1:08:41, 1:08:44]: The uh resonance that we're gonna deliver upon. [1:08:45, 1:08:52]: It is my opinion, and I'm giving my opinion on how we should proceed. Now we understand voters. [1:08:52, 1:08:53]: Went out in [1:08:54, 1:08:55]: In in twenty nineteen. [1:08:56, 1:09:03]: And they approved approximately twenty to twenty-one million dollars in splot five funding that will be coming to the city. [1:09:04, 1:09:14]: Now uh on the conservative side of that's uh that's that would be what what what was projected. Now we expected the revenues to dip, but in fact [1:09:14, 1:09:16]: Splash collection is actually up. [1:09:16, 1:09:21]: So, you know, even if we went on the conservative side of let's say [1:09:21, 1:09:27]: Uh 18 million dollars. We have a number of projects that are set aside for SPLOSS 5. [1:09:28, 1:09:29]: Now instead of us [1:09:30, 1:09:32]: Uh trying to taker with the [1:09:32, 1:09:38]: uh general fund budget and try to squeeze it out of our general fund budget. [1:09:38, 1:09:42]: Wouldn't it be a better idea for us to bond the sploss money? [1:09:43, 1:09:48]: When we know we have a guaranteed source of revenue coming into the city. [1:09:49, 1:09:51]: And uh at at a at a rate [1:09:51, 1:09:53]: That could pay this off. [1:09:54, 1:10:00]: uh at a at a more rapid rate rather than extending and bonding for an extended period of time. So [1:10:00, 1:10:16]: in the it we we don't wanna in my opinion to tinker with the general fund budget when we can actually bond the spLoss funds twenty to uh twenty million dollars is uh projected maybe we bond eighteen million dollars of that [1:10:17, 1:10:20]: Okay. Now this council has talked about various projects. [1:10:21, 1:10:22]: That we wanted to complete. [1:10:23, 1:10:29]: Uh, such as the uh cultural arts center. Uh, my particular list, and I think I sent that over this afternoon. [1:10:30, 1:10:40]: was uh the cultural art uh was uh we already uh basically we're working on the amphitheater. So I didn't add that into my list, but my list would include the cultural art center. [1:10:40, 1:10:42]: I I would and I think this council [1:10:43, 1:10:45]: had a vi a council uh had a discussion where [1:10:46, 1:10:47]: And we talked to Kek and Wood. [1:10:48, 1:10:51]: And they informed us with very no uncertain terms. [1:10:52, 1:10:55]: That they could complete more than one project at a time. [1:10:55, 1:10:56]: So [1:10:56, 1:10:59]: It is my recommendation that we complete the Cultural Arts Center. [1:11:00, 1:11:03]: and a portion of the trail network at the same time. [1:11:05, 1:11:07]: Com combining two projects. [1:11:07, 1:11:09]: S some of that funding [1:11:09, 1:11:11]: Uh again that funding would come [1:11:12, 1:11:20]: Uh out of the spLOS to return this in order to do so. Now, if we wanted to bond an additional amount. [1:11:20, 1:11:22]: to actually take care of um [1:11:23, 1:11:23]: Oh [1:11:24, 1:11:25]: Uh the entire portion. [1:11:26, 1:11:30]: For such as the Cultural Arts Center, we would bond that additional amount. [1:11:31, 1:11:34]: So we could pay off the entire cultural art center. [1:11:34, 1:11:41]: But o the only portion that we would have to pay for would be that which would not be covered. [1:11:41, 1:11:46]: by the splot funds, which is the twenty one million dollars that we have coming in. [1:11:46, 1:11:47]: So [1:11:47, 1:11:48]: It it would be [1:11:49, 1:11:53]: I I think I I understand Mr. Wall's advice. I do. [1:11:53, 1:11:58]: But it's n it it it's up to us as a city to act. [1:11:59, 1:12:01]: Uh to continue the progress. [1:12:01, 1:12:08]: You know, uh too often we waited, we completed the amphitheater. We're gonna be one hundred percent completed with the amphitheater. [1:12:08, 1:12:10]: Only one project at a time. [1:12:11, 1:12:16]: We can be more aggressive than that, and we can be фа фіскали саун. [1:12:17, 1:12:21]: by bonding the splash money and a little bit additional on top of that. [1:12:22, 1:12:25]: Repair the splots collection will start being returned to the city. [1:12:26, 1:12:27]: Next year? [1:12:28, 1:12:46]: In 2021, I believe that is, maybe Mr. Knighton can correct me. The county got the first 12 months uh consistent because of how the uh the splotch program worked. The cities did not approve it, costing us twice million dollars, but that's what really happened. [1:12:46, 1:12:47]: But in terms of that [1:12:47, 1:12:49]: That's how we could proceed. [1:12:49, 1:12:52]: And I and I would I would strongly suggest [1:12:52, 1:12:57]: that the council looked at looked at doing that instead of taking these funds from the general fund. [1:12:58, 1:12:59]: And us to be able to keep [1:13:00, 1:13:03]: Up the pace to be able to get things done. [1:13:04, 1:13:05]: In the city. [1:13:05, 1:13:08]: Тагавш про єр автор автор. [1:13:09, 1:13:12]: You know, I remember and I'll close by saying this. [1:13:12, 1:13:15]: I remember in twenty sixteen. [1:13:15, 1:13:21]: When this council voted to tear down the old cultural arts center, I said to this council at that time. [1:13:21, 1:13:27]: Ladies and gentlemen, if we tear down the art center now, that's gonna be a vacant lot for the next few years. [1:13:27, 1:13:30]: Let's make a commitment to move forward. [1:13:30, 1:13:32]: With that project now. [1:13:32, 1:13:36]: It's twenty twenty now. That lot's been vacant for three plus years. [1:13:37, 1:13:42]: How much longer are we going to continue to wait? It's up to this council to take the lead. [1:13:43, 1:13:46]: And make sure that we get these projects done. [1:13:46, 1:13:50]: We're financially sound with the fund balance that we have. [1:13:50, 1:13:56]: And we can move forward aggressively with these projects and still maintain. [1:13:56, 1:14:01]: ten million dollars or one year's funds in the bank. We could do that. Thank you. [1:14:02, 1:14:06]: All right, uh one standby please. Mr. Wall, do you have anything that you want to add after that those comments right now? [1:14:08, 1:14:11]: So a couple things. One is um [1:14:11, 1:14:12]: Clearly [1:14:13, 1:14:17]: That wasn't an option that I had mentioned that we could borrow against splosed and you can. [1:14:18, 1:14:25]: A five year bond issue payable from the SPLOSS proceeds, and we should get our first check May or June of twenty twenty one. [1:14:26, 1:14:30]: A five year bond issue would be around one point five percent. And so [1:14:30, 1:14:31]: Um [1:14:31, 1:14:36]: Councilman Alexander is right, splots could you be used for that and not [1:14:36, 1:14:37]: The general fund. [1:14:37, 1:14:38]: So he's he's right about that. [1:14:39, 1:14:40]: And I and I stand corrected. [1:14:41, 1:14:42]: Um [1:14:42, 1:14:45]: I was thinking about all of the general fund having detoted. [1:14:45, 1:14:51]: And then the other thing is you got operation and maintenance cost of whatever you build. I guess that's gotta come out of the general fund as well. [1:14:52, 1:14:52]: What? [1:14:53, 1:14:55]: All right. Councilwoman Gantt, please. [1:14:58, 1:15:12]: I wanted Mr. Wall to um just tell the citizens as well as Mayor and Council a comparison of the current interest rate rate right now compared to what it was maybe last year at this time, whether or not we're getting a really good rate. [1:15:13, 1:15:14]: Things that we need to consider. [1:15:16, 1:15:16]: Good question. [1:15:17, 1:15:18]: Yes, ma'am. So rates are [1:15:19, 1:15:21]: Rates are a little bit lower now than they were in December. [1:15:22, 1:15:23]: I think we had [1:15:23, 1:15:24]: Do you remember [1:15:24, 1:15:26]: Mike Williams was at two point four percent. [1:15:27, 1:15:28]: Last December [1:15:29, 1:15:33]: Two and a half percent. I can't remember the exact amount, but rates are I know for a fact they're lower now. [1:15:34, 1:15:36]: I think it was two point four [1:15:37, 1:15:39]: Yeah, I do too. Thank you, John. So so uh [1:15:40, 1:15:48]: Ma'am, it was 2.4% today. I think it's around 2.2%. I haven't bid the bonds out again, but I'm satisfied we'll get a lower rate. [1:15:49, 1:15:51]: And um as far as [1:15:51, 1:15:52]: The [1:15:52, 1:15:54]: uh marketplace for interest rates. [1:15:55, 1:16:02]: These are the lowest interest rates have ever been ever, as far as I know. And uh I've been in the business thirty six years. [1:16:02, 1:16:03]: And it's the lowest I've ever seen. [1:16:04, 1:16:05]: And so [1:16:05, 1:16:10]: Fifteen years at two point two percent fixed for the entire fifteen years is a great, great interest rate. [1:16:12, 1:16:17]: Yeah, stand by. Is that it? Councilman Gantt, you good? Councilman okay. Councilman Blount, please. [1:16:20, 1:16:22]: Uh Mr Walsh, first of all, thanks for coming. [1:16:23, 1:16:27]: Uh the last time you we talked to you and I and I agree the interest rates are low. [1:16:28, 1:16:34]: Uh and I agree that if we do any bonding, but one of the things I don't agree with one is that [1:16:35, 1:16:38]: We look at the amount of splice coming in and amount of bonds that can be put up. [1:16:38, 1:16:41]: We won't have enough splice to carry that burn all the way through. [1:16:42, 1:16:46]: And so at some point in time it's going to affect the general fund. [1:16:47, 1:16:48]: Um [1:16:49, 1:16:55]: What the w uh a at what with the project that that we're talking about that we had uh been approved for SPLOS. [1:16:56, 1:17:05]: So a point at at some point it will affect the general fund because the the splot the splots amounts will not carry those bonds all the way through. [1:17:05, 1:17:06]: Wanna [1:17:06, 1:17:07]: So [1:17:07, 1:17:10]: I apologize. She tells me [1:17:11, 1:17:16]: Go ahead, Ms. Wall, go ahead please. You want me to talk? Yeah, Ms. Wall, go ahead, please. Councilman Blight. So [1:17:16, 1:17:22]: Is I recall the splosh five over a four year period was gonna give us [1:17:23, 1:17:31]: Was it 19 million dollars? Am I remembering that right? It was. Um John or Randy, don't know the exact number. About 20.5. About twenty point five. [1:17:33, 1:17:37]: And so that was based on two thousand and [1:17:38, 1:17:41]: uh nineteen eighteen nineteen actuals [1:17:41, 1:17:43]: And so if you borrowed eighteen million [1:17:44, 1:17:48]: You could expect over four year period that twenty million would pay it off in full. [1:17:49, 1:17:55]: However, if you get a recession during the next four years and splost collections go down, [1:17:55, 1:17:57]: And the general phone had to make up the difference. [1:17:58, 1:18:03]: No, no, and just to follow what you no, I get that. If you if you borrow the amount that you're [1:18:03, 1:18:05]: The potential splots amount supposed to be. [1:18:05, 1:18:08]: Of course that would carry, but when we look at [1:18:08, 1:18:09]: Мультипо проджекс. [1:18:10, 1:18:17]: What amount are we talking about? Because it as we did with the amphitheater, when you look at the completion of to complete the amphitheater, just like you just mentioned. [1:18:18, 1:18:22]: What is what will we have to bond to actually complete the amphitheater? [1:18:23, 1:18:27]: What would we actually have to bind to complete the cultural arts center? [1:18:27, 1:18:29]: What would we actually have to burn to complete? [1:18:29, 1:18:33]: We have to look to what is needed to actually complete these projects. [1:18:33, 1:18:40]: versus starting these projects and having these projects erected, there's a uh the there there are costs that that [1:18:41, 1:18:52]: I I've never built the amphitheater, so I wasn't thinking about the cost that even Councilwoman Barber even mentioned today. I I wasn't thinking about this a while back when we when we discovered that hey, this cost didn't include [1:18:52, 1:19:00]: Uh furniture. It includes certain other costs. So, what are the actual costs to complete each project? And the last time you talked to us. [1:19:00, 1:19:04]: You your suggestions as our financial advisor was to wait. [1:19:05, 1:19:06]: Until uh [1:19:07, 1:19:09]: But the spring [1:19:09, 1:19:15]: in order to actually get our bearance on what is actually needed to be bonded for these projects. [1:19:15, 1:19:17]: And that's what I'm saying. I don't want us to [1:19:17, 1:19:19]: Start to make a decision. [1:19:19, 1:19:22]: towards something when s if something shifts. [1:19:22, 1:19:26]: Then now we got to now cover uh uh cover [1:19:26, 1:19:45]: um a decision we've already made because there's some un unforeseen uh expenses that will arrive but and so the binding has to be done to cover costs. Right now I'm for binding what we need to bond to finish this amphitheater uh cost because this project is so much [1:19:46, 1:19:48]: There and the interest rates are low that we know that [1:19:49, 1:19:55]: uh finances coming in, even splotch money coming in, that's gonna be covered if money has to be diverted. [1:19:56, 1:20:00]: But for us to say we're binding multiple projects. [1:20:00, 1:20:15]: We don't have a final cost and to know if SPLOS would cover those costs. And as you just said, if we hit a recession, then now we're in a position where we wasn't financially making a good financial decision for the city because now we it will affect. [1:20:16, 1:20:19]: our fund balance it will affect our uh general funds. [1:20:20, 1:20:25]: So I I'm I'm just learning putting ourselves in a position where we have to make sure when we make these decisions. [1:20:26, 1:20:32]: They're made well we would not for just now and what we see, but we have to understand that uh what could possibly happen in the future. [1:20:33, 1:20:34]: Okay. [1:20:34, 1:20:37]: Mayor Pro Tem Thomas, go ahead, please, sir. Thank you. [1:20:37, 1:20:38]: Um [1:20:39, 1:20:44]: Me, I I'm going to agree with all of the comments above, but one thing I do agree with is that [1:20:45, 1:20:47]: I do think that we can do more than one project at a time. [1:20:48, 1:20:52]: Um where where I agree with uh Councilman Blount is [1:20:53, 1:20:56]: And Mr. Nighton, we we sh we just don't know. [1:20:56, 1:20:59]: Uh what that bottom line is. [1:20:59, 1:21:01]: for bonding to complete [1:21:02, 1:21:03]: uh the amphitheater [1:21:04, 1:21:12]: So we are there. So we really can't turn around on the amphitheater. So we have to go forward. But we need to make clear the path forward. [1:21:13, 1:21:16]: for the completion of of the amphitheater. That's number one. [1:21:16, 1:21:20]: But I am in agreement with uh Councilman Alexander that [1:21:20, 1:21:25]: Because of what looms out there in the future somewhat as far as splash. [1:21:25, 1:21:27]: That we can begin to [1:21:28, 1:21:30]: uh bond for the second project. [1:21:31, 1:21:31]: Um [1:21:32, 1:21:35]: That was one of the reasons why, you know, I created the [1:21:36, 1:21:44]: uh management by objective project tool and I asked Mrs. uh Sonovia to put that back out again because I had not received [1:21:44, 1:21:46]: Everybody's um [1:21:47, 1:21:50]: uh priority rankings as far as the project. [1:21:50, 1:21:55]: So but whatever those projects are, uh, Mr. Wall, Mr. Knighton. [1:21:55, 1:22:00]: We do need to see and have a discussion on a clear path forward. [1:22:01, 1:22:06]: for these projects. So that's why I appreciate Mr. Wall everything that you have suggested. [1:22:06, 1:22:08]: Everything that you lay out for us. [1:22:08, 1:22:09]: You know [1:22:09, 1:22:13]: That was one of the reasons why we we brought you on board because you're doing [1:22:14, 1:22:17]: Exactly what we wanted you to do. [1:22:17, 1:22:23]: Uh you're laying it out there and uh it's a decision that we have to make. But I'll say this though. [1:22:23, 1:22:25]: Personally, I don't think [1:22:26, 1:22:29]: Um twenty twenty one, twenty twenty two. [1:22:31, 1:22:32]: I think [1:22:32, 1:22:36]: The worst part of the pandemic is behind us. And the reason I say that because [1:22:37, 1:22:38]: In twenty twenty [1:22:39, 1:22:41]: We were called flat footed. [1:22:41, 1:22:42]: With this pandemic. [1:22:43, 1:22:45]: Um now [1:22:45, 1:22:49]: You know, we have the experts, we're we're working toward that. So [1:22:50, 1:22:54]: I think it's gonna be better if we could if we realize [1:22:55, 1:22:57]: The increase during the pandemic. [1:22:58, 1:22:58]: Um [1:22:58, 1:23:04]: It just it just seems that you know it can't get any worse than that. So we if we had an increase [1:23:04, 1:23:11]: Can you imagine what w what it would be um, you know, going forward? I I think the the future is branked. [1:23:11, 1:23:13]: Um for the city of Stockbridge. [1:23:13, 1:23:17]: Um I just don't see I just don't see the pandemic being any worse. [1:23:18, 1:23:21]: Even with the death, even with the uh the sickness. [1:23:21, 1:23:25]: I just think that we have the medical staff that's out there. I think um [1:23:25, 1:23:32]: The newly elected president is gonna make sure that thing doesn't go uh south on us again. So [1:23:32, 1:23:39]: I think sometimes, Mr. Alexander, you know, we we have to step out on faith. Now we have to be reasonable and sound. [1:23:40, 1:23:49]: But I think sometimes we have to step out on faith, put our best foot forward. But I'm in agreement. I think we can do more than one at a time and I'm one [1:23:49, 1:23:52]: Uh to be in favor of um [1:23:52, 1:23:59]: you know, taking that leap out there and let's let's let's try to move forward. I would hate to wait uh until [1:24:00, 1:24:03]: say this summer and and things are the same. [1:24:03, 1:24:08]: Um I just think twenty twenty one is gonna be a lean year somewhat, but [1:24:08, 1:24:13]: I I I think we we we will be able to see the the the sun arising. [1:24:13, 1:24:15]: Uh just uh over the mountain. So [1:24:16, 1:24:19]: I I think we're gonna be okay. I think um [1:24:20, 1:24:30]: Faith is smiling on us. Um the the the our legacy and and our bright future is out there. We just got to go out there and get it. We got to make it happen. So um [1:24:32, 1:24:39]: I'm I'm in favor. So Mr. Wall, just continue doing what you do. Mr. Knight continues to give us the facts. [1:24:39, 1:24:43]: Uh and we just have to analyze those facts and at some point in time [1:24:43, 1:24:45]: Um, we got to make some decision. [1:24:46, 1:24:48]: Councilwoman Gantt, please. [1:24:48, 1:24:49]: Thank you. [1:24:50, 1:24:50]: Um [1:24:51, 1:25:00]: And thank you, Mayor Pro Tem, for that. I I have your document right here actually. Um was looking over it actually again today. Um [1:25:02, 1:25:06]: I I just want to make sure that we are certain on numbers before we bond. [1:25:07, 1:25:11]: I I would love for us to follow our financial advisors' advice. [1:25:12, 1:25:14]: Um worldbank.org. [1:25:15, 1:25:21]: And the title of their article says COVID 19. And this is a most recent article. [1:25:21, 1:25:22]: Um [1:25:23, 1:25:30]: And it says COVID 19 to plunge the global economy into the worst recession since World War Two. [1:25:30, 1:25:32]: Now that does not mean [1:25:33, 1:25:42]: that it's gonna take place right now. In fact, I've had very much so concerns, I haven't seen the effects to be even that great as of yet. [1:25:43, 1:25:52]: But after looking at CNN and after looking at different other news stations, as well as reading some of Bloomberg's and some of the other financial experts. [1:25:53, 1:26:01]: What they're saying is that the effects are not going to happen right away, but yet they're looking at another year or year and a half to come. [1:26:02, 1:26:07]: And so the concerns are we don't know yet. You know, we have a lot of unknowns. [1:26:07, 1:26:10]: Um, that's my biggest concern. I hope we don't. [1:26:10, 1:26:13]: Right now I think, you know, everyone is taking advantage of [1:26:14, 1:26:18]: The refinancing their mortgages and the low interest rates that we have. [1:26:19, 1:26:21]: But I also know that we have to [1:26:21, 1:26:31]: plan out our projects. And I'll send you guys these articles. I I think they're very interesting. Um I don't you know it's not to scare anyone but it's also [1:26:31, 1:26:36]: Um re a reality check after the stimulus checks stopped coming. [1:26:36, 1:26:40]: And being pushed out and once all the dust settles. [1:26:41, 1:26:41]: And [1:26:42, 1:26:45]: There's this deficit there, then what? [1:26:45, 1:26:50]: So we still have to plan and we have to plan and have to be smart about it. [1:26:50, 1:26:51]: Um [1:26:51, 1:26:56]: I'm not against it. I would love to get all these projects done. I agree with everyone. I believe that we can do [1:26:57, 1:27:02]: More than one project at a time. I think we've all said that before. That's not [1:27:02, 1:27:03]: at dispute. [1:27:04, 1:27:07]: But I do think that we should be smart about bonding. [1:27:08, 1:27:08]: Um [1:27:09, 1:27:14]: And we bond what we need when we need it. Right now we need the amphitheater to bond it out. [1:27:15, 1:27:16]: The remaining to complete it. [1:27:18, 1:27:22]: Once we get a handle on what the global what this economy is gonna be like. [1:27:22, 1:27:33]: businesses, whether they're gonna close or open, you read every day about retail stores, entire stores just closing down. More and more people are doing online. [1:27:33, 1:27:36]: Because of the pandemic and we don't know what the effects are gonna be. [1:27:36, 1:27:40]: continuously. So I just ask that we keep that in mind. [1:27:41, 1:27:43]: For our financial security. [1:27:43, 1:27:46]: A financial well being and needs. [1:27:46, 1:27:50]: Um, I'm not saying no, I'm saying I think it's too it's premature. [1:27:51, 1:27:53]: Um, and that's all. Thank you. [1:27:54, 1:27:55]: Councilwoman Barber, go ahead, please. [1:27:57, 1:28:04]: Um really brief, I know that there's a there's risk in every decision that we're making. [1:28:04, 1:28:06]: Um I agree. [1:28:06, 1:28:13]: that we need to go ahead and bond to complete the amphitheater. It would be helpful if we knew how much [1:28:14, 1:28:15]: That is. [1:28:15, 1:28:16]: Um [1:28:16, 1:28:20]: I do want to see us move forward with. [1:28:20, 1:28:21]: The cultural arts. [1:28:22, 1:28:24]: Um center and [1:28:24, 1:28:28]: The master trail plan, if we could bond for those two. [1:28:29, 1:28:29]: Um [1:28:30, 1:28:32]: Along with the completion of the anfitter. [1:28:33, 1:28:35]: Um just bells. [1:28:35, 1:28:39]: Um, I agree with Councilwoman Gantt. Uh we have to be [1:28:39, 1:28:45]: careful, physically responsible right now because the economy is so [1:28:45, 1:28:46]: Uncertain. [1:28:47, 1:28:52]: But I I'm thinking in terms of the amphitheater being a revenue generator. [1:28:52, 1:28:54]: we'll be able to recoup. [1:28:54, 1:28:56]: some of that money. [1:28:56, 1:28:58]: Um and with [1:28:58, 1:29:00]: Money we already have. [1:29:00, 1:29:02]: um coming in for spLOS. [1:29:02, 1:29:02]: Okay. [1:29:03, 1:29:08]: the general fund we should be able to cover a good amount of a good amount of the cost [1:29:08, 1:29:11]: For the Cultural Arts Center. [1:29:11, 1:29:16]: um maybe not the master trail plan, but we'll see where we are at that point. [1:29:17, 1:29:25]: And then we can bond more if we need it. But it would be a really good thing for us in order for us to make a [1:29:25, 1:29:30]: Good decision right now if we knew what what is needed to complete the amphitheater. [1:29:31, 1:29:32]: And what it would cost. [1:29:33, 1:29:35]: For the construction of the Cultural Arts Center. [1:29:37, 1:29:38]: So that's all. [1:29:39, 1:29:41]: Councilman Blanc, go ahead, please. [1:29:44, 1:29:45]: Do you hear me? [1:29:45, 1:29:46]: Yeah, gotcha. Go ahead. [1:29:47, 1:29:51]: One one of the t two two concerns of mine uh [1:29:51, 1:29:57]: First of all, this country's seen the biggest spike in COVID cases as as it's seen since it started. [1:29:58, 1:30:00]: We just seen this this country just seen the biggest covert spike. [1:30:01, 1:30:02]: So [1:30:02, 1:30:13]: What effects is that gonna be with an incoming president in January? We we hope and pray that all is heading toward the right way, but the fact still remains. Science has shown us that. [1:30:13, 1:30:18]: This thing is spiking really in a in a in a bad way. [1:30:18, 1:30:20]: Uh but most of all [1:30:20, 1:30:25]: Is that we hired a financial advisor? This city is stopped bridge. We agreed to hire a financial advisor. [1:30:26, 1:30:31]: And if we're not gonna go off the opinion and the recommendations of a financial advisor that's supposed to be [1:30:31, 1:30:34]: Looking at our finances and the profession in this area, what are we doing? [1:30:35, 1:30:38]: Because if if he recommended to us. [1:30:38, 1:30:41]: Which I think that's maybe still his recommendation is to wait to this [1:30:42, 1:30:43]: uh spring. [1:30:43, 1:30:48]: Uh to go ahead, but we need to do what we need to do because to to do the completion of the amphitheater. [1:30:49, 1:30:52]: Uh one of the things about uh money, it don't spoil. [1:30:53, 1:30:53]: And so [1:30:54, 1:30:57]: Uh, money would be there to do what we need to do. [1:30:57, 1:30:59]: Uh will we have this? [1:30:59, 1:31:02]: This low of an interest rate? Probably not. You but we don't know. [1:31:03, 1:31:06]: But the thing about it is I think to be physically responsible. [1:31:06, 1:31:09]: Is to go off the advisement about a financial advisor. [1:31:10, 1:31:13]: That we've hired for the city that's a profession in his area. [1:31:13, 1:31:15]: And start to move in those directions because [1:31:16, 1:31:18]: He's probably seeing more uh [1:31:19, 1:31:25]: Probably seen more ups and downs when it comes to finances with cities m than than I have, anyway. I don't know about my colleagues. [1:31:25, 1:31:28]: So I think that, you know, to for us to complete this. [1:31:28, 1:31:34]: What we do what need we need to do uh for us binding and complete the amphitheater whenever that number comes in that we need to bind. [1:31:35, 1:31:38]: But we have to be careful and cautious going into multiple projects. [1:31:38, 1:31:45]: Right now bonding, but and and it goes against what we've been told by our financial financial advisor. So that's all I have to say on that. [1:31:45, 1:31:47]: Castleman Alzheimer Goya, please. [1:31:48, 1:31:50]: Uh thank you so much. Thank you so much. [1:31:51, 1:31:59]: Now let me let me let me break this down for you again. The financial advisor did not present the SPLOST option to us, okay? [1:32:00, 1:32:03]: The splash option says this can be paid off within four years. [1:32:04, 1:32:05]: Fully. [1:32:05, 1:32:15]: So I don't understand what this tremendous risk is. I don't understand what a tremendous risk is because the conservatives splash [1:32:16, 1:32:19]: projection is twenty point five million dollars. [1:32:19, 1:32:25]: If we bond eighteen million, we still have excess funding coming in. [1:32:25, 1:32:27]: We can complete both of those projects. [1:32:28, 1:32:31]: And and I think Mare Pro Tem hit it out the park. [1:32:32, 1:32:34]: When he said the new president [1:32:35, 1:32:37]: And then the way that things are going to be handled. [1:32:38, 1:32:40]: And you the way that you know [1:32:40, 1:32:41]: The [1:32:41, 1:32:43]: Things are headed in the right direction. [1:32:44, 1:32:47]: The Dow Jones was 834 points up today. [1:32:49, 1:32:54]: The people who risk their money plan and understand what is coming. [1:32:55, 1:33:05]: There was also a news that came out that Pfizer did trial came out with a 90% effective rating on their vaccine. 90%. [1:33:05, 1:33:19]: Normally we're happy with 50% vaccine trial, but their vaccine trial came back with a 90% return. The stock market is at a all-time high, 29, near all-time high at 29,000. [1:33:20, 1:33:40]: The people that wager to make progress, they're not that worried if they're raising the stock market to the highest, one of the highest levels that has ever been done before. Trust and believe the time to bond is now. The one thing that you heard that he said, if you don't remember the interest. [1:33:40, 1:33:44]: Interest rates are lower than they have ever been. [1:33:44, 1:33:47]: If the economy catches fire. [1:33:47, 1:34:07]: And it goes up, what's gonna go up? The interest rate. And what did that cost us? Millions of dollars. Millions of dollars. If we don't take advantage of the historically low, why are all these homeowners for refinancing? Because the rates are lower than they've ever been before. Now take a point or two. [1:34:07, 1:34:12]: On millions of dollars, we're talking about a substantial loss, a substantial loss. [1:34:13, 1:34:20]: So i uh if if ordinarily I think this is the conservative approach. We have funds coming. [1:34:21, 1:34:26]: that'll start to be generated every single month to make this payment. [1:34:26, 1:34:33]: And what we're gonna bond is we're not gonna max it out at twenty point five. We're gonna lower it to eighteen. [1:34:33, 1:34:35]: Right. And at that point [1:34:36, 1:34:41]: We should be able to complete the culture art center, the master trail plan. [1:34:42, 1:34:59]: portions of it. We can't complete it all. We're just gonna present a portion. And whatever that$18 million will pay for, that's the portion that we will complete. We can't complete more than that. The fiscal restraint will be how much money will this$18 million pay for? [1:34:59, 1:35:02]: Right. So understanding that. [1:35:03, 1:35:05]: The statistics are right there in our favor. [1:35:06, 1:35:08]: Yet do you think that the people in the no [1:35:09, 1:35:12]: We have the Dow at twenty nine thousand. [1:35:12, 1:35:18]: Have you been watching it lately? Every day it's been going up, every single day. [1:35:18, 1:35:26]: And today it just again it wo it was above a thousand for a while. And that can trend that trend is expected to continue. [1:35:28, 1:35:43]: Let's do the right thing and move forward with these projects being fiscally financially responsible, taking advantage of an interest rate that has never been seen before. [1:35:44, 1:35:46]: Councilwoman Barber, go ahead, please. [1:35:50, 1:35:51]: Yeah, the mere pro team. [1:35:52, 1:35:53]: Mayor Pro Tem, go ahead, please. [1:35:54, 1:35:55]: Uh thank you, Councilwoman. [1:35:56, 1:35:59]: Uh Mr. Knight and Mr. Wall, especially Mr. Knight, I I think [1:36:00, 1:36:04]: One thing that is really, really true, uh and and the and a fact [1:36:05, 1:36:08]: That Mr. Night, we need to know. [1:36:08, 1:36:13]: the true numbers, what is going to take to complete the amphitheater. [1:36:14, 1:36:16]: Um, we need to sort of [1:36:16, 1:36:18]: We saw the need to know that. [1:36:19, 1:36:23]: Uh in order for us to even bond, even if we just decide just to [1:36:23, 1:36:26]: bonding up just to complete that. We saw the need to know that. [1:36:27, 1:36:32]: Now I do know and understand that we are working trying to get to a final [1:36:32, 1:36:33]: Um [1:36:34, 1:36:39]: uh uh layout or design for the culture arts facility, but [1:36:40, 1:36:42]: Uh, we need to sort of know. [1:36:43, 1:36:44]: Well [1:36:44, 1:36:45]: As much as possible. [1:36:46, 1:36:47]: Final numbers. [1:36:48, 1:36:51]: So we can actually go into bond and I would hate to [1:36:51, 1:36:54]: go out there and just bond and we don't know [1:36:54, 1:36:56]: Uh true calls. [1:36:56, 1:36:58]: For these projects and [1:36:58, 1:37:01]: A a clear path going forward. I think the [1:37:02, 1:37:08]: Splosh um scenario that Councilman Alexander indicated. I I'm I'm okay with that. [1:37:08, 1:37:12]: Uh, Mr. Walls, I definitely respect your numbers and [1:37:12, 1:37:15]: You've said this more than one time and and [1:37:15, 1:37:18]: And it did not uh fail me uh at any point. [1:37:19, 1:37:22]: uh to to disagree with your recommendation. [1:37:22, 1:37:24]: And as um councilman um [1:37:25, 1:37:28]: Blount and councilwoman again indicated that [1:37:28, 1:37:31]: You know, this is where we hired you so [1:37:31, 1:37:32]: Um [1:37:32, 1:37:52]: Please do not misundertake the fact that we are ignoring your recommendation. I think you're doing a great job. Uh, you have put some good numbers out there for us. And as I mentioned earlier, you are doing exactly what we hired you to do. And that is giving us um some basics to try to make a sound decision. [1:37:52, 1:37:55]: So I'm just suggesting, you know, continue doing that. [1:37:56, 1:38:00]: Uh Mr. Knight, we need to try to get these true numbers as as close as we can. [1:38:01, 1:38:03]: On uh completing the amphitheater because [1:38:04, 1:38:14]: Even if the interest rate changes, I think if someone may have said 1.5 now. So uh what is that based on how much money we would bond? So I think for me. [1:38:15, 1:38:18]: Those are the kind of true numbers. [1:38:18, 1:38:21]: That we need to sort of have in order [1:38:21, 1:38:24]: For us to know exactly where we're going. [1:38:24, 1:38:32]: But you know, for me right now, it just appeared that the amphitheater is is more of a black hole. We don't know where the bottom is. So [1:38:32, 1:38:35]: Um, we need to sort of get to the bottom. [1:38:36, 1:38:41]: of of the amphitheater and we sort of have an idea. I won't mention the number for the culture art, but [1:38:42, 1:38:45]: We got to try to wrap that up and try to just be um [1:38:46, 1:38:50]: You know, we just need to complete that for us what what we think it is going to be. [1:38:50, 1:38:57]: So we can go out and bond before uh the rates back up, as uh Councilman Alexander said that. [1:38:57, 1:39:00]: As soon as the economy peaked, August. [1:39:00, 1:39:04]: You know, or indicate that it's going, yeah, those numbers are gonna go up. So [1:39:04, 1:39:08]: I would like for us to be on this side of of that if we could. [1:39:09, 1:39:13]: Okay, Mr. Knight, you were unmuted. You had something, sir, that you need to say. [1:39:14, 1:39:20]: Yeah, I think uh to mayor pro tem Thomas' point, yes, you need to have a a number for the amphitheater now. [1:39:21, 1:39:26]: Whenever you give these numbers, you don't know absolutely 100%. You d you just don't know. [1:39:27, 1:39:28]: I can give you an estimate. [1:39:29, 1:39:41]: Um, I wanted Kickin' Wood and and TSW were looking at some other things for me, but I think you're gonna you're gonna be dealing with uh about six million to six and a half million to bond for the amphitheater to complete it. [1:39:42, 1:39:43]: Move in. [1:39:43, 1:39:44]: Completely. [1:39:45, 1:39:46]: For the ampatheater. [1:39:47, 1:39:47]: The [1:39:48, 1:39:52]: Um estimates that we had received for the Cultural Arts Center. [1:39:52, 1:40:01]: was in the um, as I recall, was in the fourteen to sixteen, about sixteen million dollar range in the amphitheater or I'm sorry, the cultural arts center. [1:40:02, 1:40:10]: The estimates in the Cultural Arts Center did have some FFNE furniture fixtures and equipment costs rolled into that number. [1:40:11, 1:40:14]: as well as some contingency cost rolled into that number. [1:40:14, 1:40:20]: But you're talking about for the Cultural Arts Center, you're probably talking about sixteen to eighteen million dollars. [1:40:20, 1:40:21]: Moved in. [1:40:22, 1:40:25]: And so when you look at those two together, I'm trying to give you [1:40:26, 1:40:28]: Best educated. [1:40:28, 1:40:32]: Uh, numbers based on what we've seen, based on what the consultants have told us. [1:40:32, 1:40:35]: That's what you're looking at for those two projects. [1:40:35, 1:40:37]: Based on the scale. [1:40:37, 1:40:42]: That we were talking about for the Cultural Arts Center, which I think the council in large part [1:40:42, 1:40:43]: agreed with. [1:40:47, 1:40:55]: Okay, is that okay sir? Okay. Council talk back to you. Mr. Mr. Mayor, just to add to that. So Mr. Nine, so [1:40:56, 1:40:57]: If we're looking at [1:40:58, 1:41:01]: Twenty, twenty one, twenty two. [1:41:02, 1:41:02]: Um [1:41:03, 1:41:05]: At one point five [1:41:05, 1:41:09]: Would that sort of give would that sort of put us in the ballpark of [1:41:09, 1:41:11]: What that um [1:41:11, 1:41:12]: Pay out would be [1:41:13, 1:41:32]: For you're talking about oh for for you talking about for for completion of the amphitheater. Oh, okay, okay. And the uh cultural arts, even though that may fluctuate a little bit. Right. Right. Right. That would help me, I know. [1:41:32, 1:41:42]: Right. You So Mayor Mayor Pro Tem Yes Six and a Ha six and a half million on the amphitheater for fifteen years. [1:41:43, 1:41:44]: At two point two percent. [1:41:45, 1:41:48]: Is an annual payback of five hundred and thirteen thousand a year. [1:41:49, 1:41:50]: For how many years? [1:41:51, 1:41:52]: Fifteen. [1:41:52, 1:41:58]: Okay. I'm not using Splos to pay back the amphitheater. I think it was gonna be for Rose Street and Bridges. [1:41:58, 1:42:00]: Cultural Arts Center and Trails. [1:42:00, 1:42:10]: So I did a 15 year bond issue for the amphitheater. Back in December we had four point six million. And remember I showed you tonight that was three hundred and sixty-six thousand. [1:42:11, 1:42:17]: If we go from four point six to six point five, the annual payment's gonna be five hundred and thirteen thousand a year. [1:42:19, 1:42:22]: And one point I wanted to make to everybody on the call. [1:42:22, 1:42:33]: Your splost will start being collected by you in May or June of next year. It started April first of this year and the county got the first year's collections. [1:42:34, 1:42:37]: You'll collect about four hundred and twenty seven thousand dollars a month. [1:42:38, 1:42:46]: So one of the things you would want us to do, John and Randy and Mike, and maybe Keg and Wood, is do a cash flow statement for you. [1:42:47, 1:43:00]: How long would it take you to build a cultural arts center and the trails? Could you finance it on a pay as you go at four hundred and twenty seven thousand dollars a month? And maybe we don't have to borrow all of the eighteen million, maybe we can borrow less. [1:43:00, 1:43:01]: You're you're gonna [1:43:02, 1:43:06]: You know, it's gonna take you a while to get blueprints and then bid it out and then build it. [1:43:07, 1:43:11]: By that point you may be two and a half years into the f four year splotch. [1:43:11, 1:43:13]: We may not have to borrow so much. [1:43:14, 1:43:17]: Does that make sense? We do a cash flow analysis for you. [1:43:17, 1:43:18]: And um [1:43:19, 1:43:23]: And and so um the but Mayor Pro Tem, you make a great point. [1:43:23, 1:43:29]: We we need Kekin Wood and TSW to give us an accurate number of what the amphitheater will cost. [1:43:29, 1:43:32]: So that when we borrow this amount of money. [1:43:32, 1:43:35]: We know for sure that your general fund's only out five million. [1:43:36, 1:43:38]: Because if I don't bar enough. [1:43:38, 1:43:42]: It's gonna it ain't it ain't but one place it can come from and that's your general fund. [1:43:42, 1:43:47]: And and if I may, Mr. Mayor, uh and the thing about the trail, as we all know. [1:43:48, 1:43:50]: We have to decide on [1:43:50, 1:43:52]: Um, you know [1:43:52, 1:43:53]: Betrayo [1:43:53, 1:44:04]: You know, you got different arteries. Uh are we talking five miles of trails? Are we talking 10 miles? Are we talking fifteen? Are we talking twenty? Are we talking thirty? [1:44:04, 1:44:07]: Uh we talked acquisition. So [1:44:07, 1:44:10]: I don't see the trail being completed. [1:44:11, 1:44:14]: Uh in in a short term, I think once we identify [1:44:15, 1:44:24]: Uh, what direction the trail is gonna start? How many miles are we gonna try to complete? What direction are we gonna try to complete? I sort of see the trail. [1:44:24, 1:44:27]: uh completion is going to be incremental. [1:44:27, 1:44:32]: And I don't know, and maybe Mr. Alexander can speak to this when you get a chance, but [1:44:32, 1:44:33]: Um [1:44:35, 1:44:55]: I I don't see that being a short turnaround on the completion of the master trail plan. I I would agree that we can get started with the first two miles, three miles, four miles, or five miles, uh, but I just don't see it being completed, um, not in the short term. [1:44:57, 1:45:12]: Right, Mr. Wal Mr. Wall, uh I would imagine I think what I heard earlier in the conversation that one point five percent, I believe, sir, that was based on um r uh taking money from or bonding from the SPLOSS. I believe that's what you mentioned. Right. It was a [1:45:13, 1:45:20]: It was a four year term instead of a fifteen year term. So one point five percent is where you pay it all back in four years. [1:45:20, 1:45:27]: Two point two percent is fifteen years. Y'all know you you pay interest rate goes up the longer the term is. [1:45:27, 1:45:32]: Right. Got it. Okay, sir. Councilman Barber, d uh did you have anything you need to say? [1:45:33, 1:45:38]: You good? Okay. I just want to make sure. Calvin Blount, you're next. Go ahead. [1:45:40, 1:45:42]: Well you thought I'd figure um [1:45:42, 1:45:44]: It um [1:45:44, 1:45:50]: At fifteen years that you said six point five million would be about five hundred and what thousand a year? [1:45:50, 1:45:51]: Five thirteen. [1:45:52, 1:45:56]: If it's five thirteen for six point five million. [1:45:57, 1:46:00]: Uh and the splas would yield about four twenty seven. [1:46:01, 1:46:10]: uh you're still looking at roughly uh eighty thousand, eighty plus thousand that that still has to be paid on up on that uh uh on that splots. [1:46:11, 1:46:17]: So I was I was wondering, I didn't think we had planned on Sploss paying for the amphitheater. [1:46:17, 1:46:20]: I thought it was coming from the general fund. [1:46:20, 1:46:24]: Well we we got portions coming from the general funds. [1:46:24, 1:46:27]: But if if there has to be a bonding. [1:46:27, 1:46:43]: To complete the amphitheater, it's gonna be about six point five million. That wouldn't have been coming from the general fund. That would have been a bonded amount in itself. And so if if that becomes a bonded amount in itself, if you're talking about six point five uh that [1:46:44, 1:47:01]: uh it's gonna be 513 million i'm gonna say 513 000 and we only getting 427 000 from splots let's go ahead and triple that because what we're talking about was been thrown out 18 uh 18 million dollar bonding then look at what that's gonna be and that's gonna be what uh uh [1:47:01, 1:47:09]: Splos splos revenue, then it's gonna it's gonna affect our general fund, it's gonna affect our fund balance. We have to look at all these numbers. [1:47:10, 1:47:13]: And the four hundred and twenty seven thousand was a monthly amount. [1:47:14, 1:47:19]: We're talk we yeah, but w we're we're talking about a um a monthly amount that's coming in. [1:47:19, 1:47:23]: That will be coming that that proposedly coming in for splots. [1:47:23, 1:47:31]: Yeah. The amount to pay off this loan is gonna be substantially above that if you bind an eighteen eighteen million dollars. [1:47:31, 1:47:33]: This is where I'm talking about where [1:47:34, 1:47:44]: where the numbers doesn't benefit us because we're in the dark on what numbers we're actually gonna need to bond, but that's gonna put us over a million dollars. [1:47:44, 1:47:54]: If we're still talking about if we're still talking about fifteen years, we're talking about almost we're talking nine hundred thousand uh a million dollars that we still gonna have to pay a month. [1:47:55, 1:47:57]: To t to take care of these loans. [1:47:57, 1:47:59]: Yeah, I'm sorry, yeah, I'm sorry. [1:48:00, 1:48:02]: So w what I was trying to do is say [1:48:02, 1:48:03]: You know [1:48:04, 1:48:12]: Get Kekin Wood and T SW to give you accurate numbers for the amphitheater, accurate numbers for the trails, and accurate number for the cultural arts center. [1:48:12, 1:48:15]: And then staff can do a cash flow analysis for you. [1:48:16, 1:48:18]: Starting with that four hundred and twenty seven thousand a month. [1:48:19, 1:48:24]: Some of those things can be done as pay as you go and you might not have to borrow so much. [1:48:24, 1:48:26]: But but just a follow up on that. [1:48:26, 1:48:31]: Yes, sir. But if we're talking about today one than eighteen million dollars. [1:48:33, 1:48:34]: We can do all the other stuff. [1:48:35, 1:48:40]: But you're talking about bringing in four hundred twenty-seven thousand dollars a year from Splos. [1:48:40, 1:48:49]: A month a month. A month. A month. A month. A month from Splash. But with but then but over time, then I'm trying to tell you over time you do the numbers. [1:48:49, 1:48:51]: They're not gonna add up. [1:48:53, 1:48:58]: That's the point of the cash flow analysis, is is to give you exact number. But you're right. I mean [1:48:58, 1:49:09]: Uh if I take money out of splash for roads, if I take money out of splash for the amphitheater, that's less money available for the cultural arts center and the trails. So if you borrow eighteen million. [1:49:09, 1:49:11]: Expecting to get twenty. [1:49:11, 1:49:24]: over four years to pay it all back. If a recession hits, you ain't gonna get twenty. And if you take part of that twenty and do other things, then it you gotta make up the bonded debtist bonded indebtedness from some other place. [1:49:27, 1:49:28]: Okay. Just like you said. [1:49:28, 1:49:31]: All right. Councilman Alexander, go ahead, please. [1:49:31, 1:49:42]: Uh yes, sir. Uh Councilman Amerim had asked a question uh about um these particular potential projects. Of course we we cannot we could not [1:49:42, 1:49:44]: bond the entire master trail plan. [1:49:45, 1:49:52]: The the the part is to bund the parts that we talked about as priority priority corridors. [1:49:53, 1:49:53]: Right. [1:49:53, 1:49:56]: Finishing Martin Luther King Senior Heritage Trail. [1:49:56, 1:50:00]: The east Atlanta Road Trail extension to the city limits. [1:50:00, 1:50:02]: To be able to connect to Panola. [1:50:02, 1:50:04]: There were several segments that we [1:50:04, 1:50:08]: Porsche out in our downtown area, cause downtown was our priority. [1:50:09, 1:50:29]: So the the push is to get incrementally the downtown portion finished. And the hope for long-term financing of the master trail plan is that the T-SPLOST will pass next year and we will have be able to complete the rest of it with another splice, not just one. So that took that we got 20 million. [1:50:28, 1:50:48]: million suppose that we have already voters have approved. We could have 40 million. So in that aspect, it would be incrementally done that portion. We would complete the entire cultural arts center campus and everything. And we will incrementally get started with the priority of [1:50:48, 1:50:52]: This council, which is the downtown area. [1:50:52, 1:50:54]: How great would it be? [1:50:54, 1:50:57]: Visualize this, okay. [1:50:57, 1:51:01]: As we connect to the Panola Mountain Greenway. [1:51:01, 1:51:09]: Imagine what destination in Metro Atlanta could be, the amphitheater in Stockbridge to Village Park. [1:51:09, 1:51:19]: to Panola Mountain. What trail in Metro Atlanta or Georgia or the Southeast could touch that? The segment would be from our amphitheater [1:51:19, 1:51:31]: To Village Park in Ellenwood, to Panola Mountain Greenway, onto Atlanta. Okay? That's what we're talking about from our downtown. We talk about Martin Luther King. [1:51:32, 1:51:34]: Senior. We have that heritage. [1:51:34, 1:51:46]: We can attract those visitors into our downtown, connected, using our national uh our trail system to implement every time we talk about. [1:51:46, 1:51:53]: our heritage with Martin Luther King Sr., what do they ask us? Well the pro tourism told us there's nothing to see. [1:51:53, 1:51:58]: Well, how about we have a you know a culture art center up and running? [1:51:59, 1:51:59]: Right. [1:52:00, 1:52:03]: We have the master trail plan connecting it. [1:52:03, 1:52:13]: to the amphitheater up to Panola Mountain, we've just generated income for the city for years to come. And we set a firm foundation. [1:52:14, 1:52:22]: For the re for the history of this city. So now literally you will be able to traverse the city along connected trails. [1:52:22, 1:52:25]: In the footsteps of Daddy King. [1:52:26, 1:52:29]: How who wouldn't want to be a part of that? [1:52:29, 1:52:40]: And again, incrementally, we would complete that portion first. So we would have the money in hand to take care of Martin Luther King, Senior Heritage Trail. [1:52:40, 1:52:48]: As at was as was recommended, the East Atlantic extension, the downtown area, so you could traverse our area. And what [1:52:48, 1:52:52]: Getting our people. We know that we have projects coming in downtown, right? [1:52:53, 1:52:57]: You could go from the amphitheater to downtown or any area of the city. [1:52:57, 1:53:00]: That's how it would be done incrementally. [1:53:00, 1:53:04]: Doing what we need to be done. I don't understand the math. [1:53:05, 1:53:10]: The math that says you collect eighteen million dollars, you bond eighteen million dollars. [1:53:10, 1:53:13]: You collect twenty point five. [1:53:13, 1:53:16]: And you're gonna come up short. I don't understand that math. [1:53:16, 1:53:36]: That math to me makes no sense because if you're gonna bond 18 million, you're not bonding all of this flies. You're gonna get 20 million if things are just soft. Those those numbers are based on soft numbers, they're not based on the economy growing and things happening here in the city of Stockbridge. So I I [1:53:36, 1:53:41]: I wholeheartedly support this particular effort to be be able to complete [1:53:42, 1:53:58]: our historic connecting history right here in our city. We can do that. But again, this council has to lead. We cannot continue to promise citizens what we're going to deliver and not deliver. And I know these projects are best in class. [1:53:58, 1:54:01]: And when that cultural art center goes up. [1:54:01, 1:54:05]: Oh my goodness, we're gonna be a destination. [1:54:05, 1:54:06]: Yeah. [1:54:06, 1:54:08]: Councilwoman uh Councilwoman Gantt please. [1:54:10, 1:54:11]: Thank you. [1:54:11, 1:54:12]: Um [1:54:12, 1:54:22]: A a couple of things. I know years ago we approved this master trail plan. I'm really excited about that. Um however and I'm excited I'm glad Mayor Pro Tem, he [1:54:24, 1:54:25]: put together a list for us to rank. [1:54:26, 1:54:28]: Um, you know, and I still want [1:54:29, 1:54:32]: Our rankings to stay the way we had agreed upon. [1:54:32, 1:54:34]: In regards to her community center. [1:54:35, 1:54:37]: Which is important in our art center. [1:54:37, 1:54:40]: Um and our master trail print plan. [1:54:41, 1:54:48]: We didn't make that as one of the top five on the list, I don't believe, but uh it is a priority, of course. It is something that we need. [1:54:49, 1:54:50]: Um [1:54:51, 1:54:57]: I don't know if we're considering uh what I I'm a little confused, and maybe Mr. Knighton can help me or Mr. Williams, Attorney Williams. [1:54:59, 1:55:02]: Our splash funds that we were talking about bunding. [1:55:02, 1:55:10]: We got a lot of exciting things going. We have a really good plan for our downtown, for our city of Stockbridge in general. [1:55:10, 1:55:13]: But when we're talking about bonds, um [1:55:13, 1:55:14]: And [1:55:16, 1:55:25]: The reason it became bonding all a l a bunch of projects together and my concern again still stands as if [1:55:25, 1:55:28]: We need to be safe. I heard Councilman [1:55:28, 1:55:35]: Woman Barber uh mentioned it as well in regards to making sure we have the accurate numbers for the amphitheater when we bond out. [1:55:35, 1:55:38]: Um, I think we're all in agreement with that. [1:55:38, 1:55:40]: But I also want to [1:55:41, 1:55:48]: talk about SPLOSC a little bit because it looks like we're talking about bunding based off of the amount of money we have in SPLOST. [1:55:48, 1:55:50]: And splash [1:55:51, 1:55:52]: Don't forget. [1:55:53, 1:55:57]: You we've already pinpointed where Splash funds are gonna go. We have a list. [1:55:58, 1:55:59]: Right. [1:55:59, 1:56:03]: Is that not correct? We have a list for our roads. [1:56:04, 1:56:18]: our infrastructure for different projects that we have to do for SPLOS you can't compare, you can't say we're getting$20 million in SPLOS. So we can bond$20 million. [1:56:19, 1:56:25]: No, we have if we're gonna get 20 if it's projected, we've already projected where that spLOS money is going to go. [1:56:26, 1:56:36]: And it's not all gonna go to an art center. It's not gonna go all to a trail plan. It's not gonna go all we have it already planned out. And that's by law. [1:56:37, 1:56:37]: Correct. [1:56:38, 1:56:39]: That's my law. [1:56:39, 1:56:42]: So, I need us to understand. [1:56:43, 1:56:44]: The difference. [1:56:45, 1:56:53]: You can't talk about splot. You can talk about SPLOSS and what we want to do with that money and projects. We do have some SPLOSS funds set aside for our capital projects. [1:56:54, 1:56:56]: But it's not all of it. [1:56:56, 1:57:02]: And we have some dirty, you know, people don't look we always call them the not so pretty things. [1:57:02, 1:57:03]: Water. [1:57:05, 1:57:12]: Roads, things that are needed to operate and function and and the function build to be functionable as a city. [1:57:13, 1:57:16]: The not so pretty things. So you have to think about those things. [1:57:16, 1:57:20]: When it comes to us come to us as being financially responsible. [1:57:22, 1:57:30]: I think we all are on the same page. I think we need to literally sit down and get these costs. I don't know when those costs are gonna come. [1:57:31, 1:57:35]: We are finishing the amphitheater and we're still getting new cost. [1:57:36, 1:57:38]: I heard Kirk state. [1:57:38, 1:57:39]: That [1:57:39, 1:57:46]: He will be getting that over to us soon, in so many words. Yeah. We should have a final number on that. [1:57:47, 1:57:51]: I don't want us to start just bonding out things. [1:57:51, 1:57:53]: Putting a lot of money out of there out here. No [1:57:54, 1:57:56]: Not knowing what the economy is gonna look like. [1:57:57, 1:57:57]: Right. [1:57:58, 1:58:07]: Even though it's looking okay right now, that's not the predictions in the future. And I'm not an expert in a financial expert, but we have one online. [1:58:08, 1:58:17]: And what I'm saying to you is I want us to be careful. I'm excited about all of that. I love you know, Councilman Alexander, I love the trails. [1:58:17, 1:58:37]: Started off loving the trails at Reese Creek, and I'm not against any of that. But I also know that Ms. Braggs was talking about possible grants, right? There are so many different things and so many different ways we are looking into what we're trying to do. Let's not get ahead of ourselves, but we definitely can't compare it with our sports. [1:58:37, 1:58:38]: Blast. [1:58:38, 1:58:40]: That's a to me an error. [1:58:41, 1:58:42]: That's all. [1:58:43, 1:58:50]: Mirror Tent Thomas, go ahead, sir. Yeah, I I uh you're you're correct, uh Councilwoman Gand. I know in the I think you're referring to the [1:58:50, 1:58:52]: Шоттер. [1:58:53, 1:59:08]: um document where a lot of these things has been uh indicated and we have submitted to the state. So I think and I don't think we took that in consideration. But let me just say this because I know uh this has been uh good dialogue, good information. [1:59:08, 1:59:21]: So I want to ask Mr. Knight, because I'm I'm I'm wanna suggest that we sort of move on, but I want to make sure that uh Mr. Knight and Mr. Walls, uh Mr. Knight, uh do you have your directive? [1:59:21, 1:59:25]: Uh from this conversation, you know, I think it's a consensus that [1:59:25, 1:59:29]: We need to try to get as close as we can to to true numbers. [1:59:29, 1:59:31]: To move these projects forward. [1:59:32, 1:59:33]: And and um [1:59:33, 1:59:38]: You know, um Mr. Walls, you've done a great job in the potential of we bond [1:59:38, 1:59:56]: this amount of money, what that percentage, you know, the whole payout. So I think we have good information, but I don't want us to end this meeting tonight and we're in the same place. And then we have to come back at another meeting and go over the same thing. So I want to just make sure Mr. Night do [1:59:56, 2:00:00]: Do you have directives as far as [2:00:00, 2:00:05]: Uh how do we take all of this information? How do we take this discussion? [2:00:05, 2:00:13]: And and we go far. So I'd like for you and Mr. Wall to sort of just talk about that. And then after that, Mr. Mr. Mayor, I would recommend that. [2:00:13, 2:00:16]: Uh we move on because I think we can talk about this uh [2:00:17, 2:00:21]: for the rest of the night, but I just want to make sure that there are directives. [2:00:22, 2:00:23]: In place [2:00:23, 2:00:28]: so that you know we can continue to move forward on this so we can actually [2:00:28, 2:00:31]: Get to a point where we can agree. [2:00:32, 2:00:35]: That this is the amount that we're going to bond and I think [2:00:35, 2:00:40]: That's what we need to get to. We need to be able to raise our hands and say, okay. [2:00:40, 2:00:42]: We're gonna bite the bullet. We're gonna step out on faith. [2:00:43, 2:00:50]: And this is the amount that we are going to bond. So we need to get to that point. So Mr. Night, Mr. Walls. [2:00:50, 2:00:51]: Um [2:00:52, 2:00:55]: What do you say to that as far as [2:00:55, 2:00:57]: Taking everything that's been said. [2:00:57, 2:01:00]: And and and coming back and let's move to the next step. [2:01:01, 2:01:03]: Not to come back and rehash what we talked about tonight. [2:01:04, 2:01:08]: But going to the next levels for us, trying to conclude um [2:01:08, 2:01:09]: The amount [2:01:09, 2:01:11]: That we're going to bond. [2:01:12, 2:01:14]: I think that Mr. Wall's um [2:01:14, 2:01:18]: uh suggestion about a cash flow analysis so you can see everything laid out. [2:01:19, 2:01:26]: Is what the the approach that we're going to take. I want to say a couple of things. Obviously, the council wants to move these projects forward, and I think to that degree. [2:01:27, 2:01:31]: The council has found commonality on wanting to make sure these civic projects get done. [2:01:32, 2:01:36]: for the sake of the citizens and for the sake of the city. So that obviously is a good thing. [2:01:36, 2:01:56]: Um a couple other things I would mention. One is um Councilman Gantton alluded to earlier, SPLOST five, there were certain categories laid out, about nine point seven five, I think, for civic projects, about four for sewer water infrastructure, four for roads, bridges, trails, and about two and a half of our call for parks. Those are estimates as I'm I'm getting. [2:01:56, 2:02:03]: From the top of my head, of what we did look at. Second thing is if a T splot, transportation sploss is passed. [2:02:04, 2:02:07]: uh sometime next year that can only be used [2:02:08, 2:02:11]: For transportation related projects, trails, yes. [2:02:11, 2:02:18]: Um roads and bridges, yes, but it cannot be used obviously for these other civic projects. And so we have to take that into account. [2:02:19, 2:02:29]: Third thing is uh I mentioned a couple of figures earlier with respect to what I think it would take for the amphitheater and for the cultural arts center. For the amphitheater, I've already already charged kicking wood. [2:02:29, 2:02:36]: um and h and um tsw to come back with some hard soft cars that they'll provide for me [2:02:37, 2:02:46]: By the next meeting, I think we need to be ready. I I think we our charge is myself, as staff, and is as uh Mr. Ball to have it laid out plain for you. [2:02:47, 2:02:48]: To see clearly. [2:02:48, 2:02:49]: What you need to bond. [2:02:50, 2:02:52]: I mentioned about six and a half million I thought for the amphitheater. [2:02:53, 2:02:54]: Now to complete that project. [2:02:55, 2:02:57]: Remember I also want to mention [2:02:57, 2:03:01]: That when we talk about these roads and we talk about parking and so forth. [2:03:01, 2:03:06]: There was the other part of money of of three million dollars from Splos, as y'all recall. [2:03:06, 2:03:11]: For those road projects, East Atlanta and for um [2:03:11, 2:03:16]: Lee Street. That's separate and apart from the six and a half million. We think that'll cover it, but once we bid it out. [2:03:17, 2:03:19]: You can't be sure. The other thing I want to mention. [2:03:19, 2:03:27]: We will give you our absolute best in terms of our consultants, in terms of Mr. Wall, in terms of myself, trying to get you. [2:03:27, 2:03:29]: The best numbers that we can. [2:03:29, 2:03:49]: But there still also is a bit of a risk. And somebody mentioned that earlier. There still is a bit of a risk. We will not know absolutely positively for absolute certain what the amphitheater will cost until that last screwdriver is riveted into the last frame of the last door. I'm just saying. Right, exactly. That's the [2:03:49, 2:03:56]: Uh, we won't know exactly, exactly, exactly. What we are doing is giving you the best estimate based on the information. [2:03:57, 2:04:02]: from the consultants who have done, I think, a tremendous job of of getting information we need and putting it before you. [2:04:03, 2:04:07]: Of giving your best information so you'll know exactly what you need to bond. [2:04:07, 2:04:10]: And lay that out for you in a cash flow analysis. [2:04:10, 2:04:16]: based on the available resources we have, which is um uh fund balance, although I really [2:04:16, 2:04:19]: Prefer not to be dipping the fund balance anymore. [2:04:19, 2:04:26]: Um but but splosed five what whatever we have remaining for splot four splot which we don't have much but sploss five. [2:04:26, 2:04:29]: Uh, and how that lays out for all of these projects. [2:04:30, 2:04:34]: So Mr. Mill, if I could just follow up, so if we could just have Mr. Wall just to [2:04:37, 2:04:44]: Uh he's online uh right now. Closing comments and I know Mr. Alexander has a hand up, but I was hoping that we could move on after Mr. Walls. [2:04:47, 2:04:49]: You've you're muted, Miss Walls. Miss Wall, you've muted. [2:04:50, 2:04:58]: Thank you, boss. I was uh trying to find the list of the splotched uh projects in the intergovernmental contract with the county, that's why I was offline. [2:04:58, 2:04:59]: Um [2:04:59, 2:05:10]: Uh y I have clear direction about what you want. I'll work with Mr. Wiggins and uh Mr. Knighton and we'll get you an accurate number for what it takes to complete the amphitheater and an accurate bond amount. [2:05:11, 2:05:13]: And um we're we're clear with what you need. [2:05:14, 2:05:19]: All right, so we'll be able to address that in our next uh work session uh in a couple of weeks from now. [2:05:20, 2:05:29]: We Mr. Mayor, we plan to have it laid out for you and be ready to make the decision. That's what we want to put before you for you all to make the decision on the bonding. [2:05:30, 2:05:30]: First answer. [2:05:31, 2:05:45]: Appreciate it. Mr. Alexander, we need to move on, but if you ins you insist, go ahead. I just want to clarify one thing, okay? Uh is that uh we're we're we're uh the I I thought we were w going in a direction that we might be looking at. [2:05:45, 2:05:50]: bonding all of the projects don't we want all of the options or we just want the one option [2:05:51, 2:05:54]: I thought we wanted all of the options, right? [2:05:54, 2:06:14]: We didn't just want just the amphitheater option. We wanted all of the options. Yeah, Mayor Protein's got two fingers up for two. So look, and I wanted to clarify the point that I was making. The point that I was making was bonding the$18 million. The$18 million, I understand the splots has been assigned, but those non-sexy projects. [2:06:14, 2:06:16]: А абсолютні несери та комплек. [2:06:17, 2:06:20]: The amp the uh cultural arts center and the trail. [2:06:20, 2:06:40]: You want to complete the cultural arts center and then have to tear up the parking lot or the downtown area, okay? Once you're doing it. You want to have that money in hand so you can do the infrastructure as you're doing the building. You don't want to put the building up and then have to tear the parking lot to put the infrastructure. [2:06:40, 2:06:46]: structure in. So the$18 million that we're bonding, those project designations are going to stay the same. [2:06:47, 2:06:51]: My point would be that we have Main Street pursuing grants. [2:06:51, 2:06:55]: for the multi t uh for the master trail plan, millions of dollars. [2:06:55, 2:06:58]: We have the Path Foundation discussion coming up. [2:06:58, 2:07:04]: They'll be able to bring millions of dollars to the table for us as well. Okay. We assign [2:07:04, 2:07:24]: Keck and Wood. We shouldn't have these cost overruns. That's why we hired Keckin' Wood. So that we'll have a project manager that can give us some accurate numbers for these projects going forward, right? Isn't that why we hired Kek and Wood? So that we would have a professional management team that could help us to look. [2:07:24, 2:07:31]: over view the overview of these projects and Mr. Knight I think as we had the discussion by closing [2:07:31, 2:07:33]: Well, we had a discussion. [2:07:33, 2:07:53]: uh previously about bonding the uh a a larger amount we were gonna pair the fund balance down to ten million dollars and the ten uh what ten million dollars which would be what a year uh uh one a whole year twelve months without collecting another tax dollar so uh that was the that was the what [2:07:53, 2:08:13]: One of the options that was presented to council, to me, that would be the way to go. I know we don't want we don't want to deplete farm balance, but if we got we got a whole year worth of fund balance in there, okay, we have enough with all of these fund pots coming in to complete multiple projects at one time. [2:08:13, 2:08:13]: Thank you. [2:08:14, 2:08:14]: Good deal. [2:08:15, 2:08:15]: Right. [2:08:16, 2:08:20]: Now I I believe that's it. Councilman Barber, you have something you need to say or you're good? [2:08:21, 2:08:38]: All right, good. All right. We'll move on. More more actually more to follow that next at our work session, you all bring bring everything forward and we'll make a decision then. Final decision. Good deal. Thank you. May I be excuse, mate? All right. Yes, sir. I'm sorry, Mr. Wall. Yes, you can. We'll see you in a couple of weeks. Thank you, sir. No problem. Thank you. Bye bye. You're welcome. [2:08:39, 2:08:43]: Council consideration approved Falcon Design Task Order Number Twenty Twenty. [2:08:43, 2:08:49]: Point eleven the Smith Barnes sewer Smith Barnes sewer main and force main [2:08:49, 2:08:54]: uh rehabilitation project an amount of sixty two thousand five hundred dollars [2:08:54, 2:08:58]: A funding source would be the sewer department fund balance. Mr. Aaron, please. [2:08:59, 2:09:01]: Yes, Mr. Mayor and Council. [2:09:02, 2:09:12]: Uh the city uh two years ago received CDBG funding to video and identify the issues we're having at the Smith Barnes Sanitary Sewer Basin. [2:09:13, 2:09:27]: So that has been completed and now we want to move forward with having Falcon Design prepare the plans and specification to go about making the repairs that were identified during the uh phase one, which was the video and [2:09:27, 2:09:28]: Of the [2:09:28, 2:09:30]: uh sanitary sewer system. [2:09:31, 2:09:32]: Okay. [2:09:33, 2:09:37]: Yeah, any questions for um uh Mr. Aaron and I'll count. [2:09:42, 2:09:44]: Okay, uh Councilman Alexander, go ahead, please. [2:09:44, 2:09:49]: Yes, sir. I I thank you for bringing this forward. You actually brought up a subject that I wanted to um [2:09:50, 2:09:54]: Broach uh as well. You you said these were C D V G w funds, correct? [2:09:55, 2:10:00]: Yes, sir, for phase one, which was up for the video another uh sanitary sewer basin. [2:10:01, 2:10:15]: Right. These are the projects that we need in order to s these are the non sexy projects that we were talking about that of the infrastructure that we need to put in place for projects that we have coming in the coming growth of the city. Is that correct? [2:10:16, 2:10:20]: Yes, sir. And address some issues that we have in that sewer basin. [2:10:20, 2:10:29]: Absolutely, to address those issues. Now, as we move forward, these CDG C D BG funds are available every year, correct? We just have to apply for them. [2:10:29, 2:10:38]: Yes, sir. We've been applying. They've uh approved us for another$100,000 this year. So we will be using those funds as well. [2:10:39, 2:10:52]: Okay, is it I I don't know, maybe Mr. Knighting can answer this question as well. I mean you'll see BG funds are are are supposed to be, I guess they're supposed to be in uh low to my communities, is that correct? [2:10:52, 2:11:06]: Yes. There yeah, there's certain crit certain criteria that have to certain criteria. So if we applied for uh the portion of m the master trail plan on Martin Luther King Senior Heritage Trail, could C D BG funds be used for that? [2:11:07, 2:11:11]: I would have to check to be sure that um Councilman Alexander [2:11:11, 2:11:24]: Mostly C D B G funds are for infrastructure type items. Isn't that infrastructure? That's that's that's that is infrastructure. That is that is infrastructure, but I I I I I really think [2:11:24, 2:11:44]: We pay for a sidewalk on North Berry Street out of C V GY Fund. That's that's how we got, yeah. Isn't that correct, Mayor Pro Tem? Yes, yes, those funds can be used for that. I just think it's always yes. That's what I was thinking. Right. So we gotta take advantage of all of these pots and sources. If the money is out there, we gotta be able to go. [2:11:44, 2:11:56]: go out there and get it and we gotta re-implement uh that grant program, that grant writer program where we got an aggressive grant writer going after those funds on the table. But we know that that money can be used for that. So thank you. [2:11:58, 2:12:18]: Well, I I'm just going to uh mention the fact that we did use um uh block grant funds for the completion of uh South Berry, but I will agree too of um Mr. Nine uh a grant writer. Um that's another discussion, but uh I'm in favor of that. But yes, we did use. [2:12:18, 2:12:19]: Some of those funds. [2:12:20, 2:12:28]: All right, council, any more questions, concerns, thoughts? If not, I need a motion to accept uh this proposal, please. So moved. [2:12:28, 2:12:29]: Sir a second. [2:12:30, 2:12:34]: A second. Welcome woman Barber seconds that okay, any further discussion? [2:12:35, 2:12:37]: If not, all in favor, please indicate. [2:12:39, 2:12:43]: Okay. It looks like it's unanimous in this aspect. Okay. Thank you very much. [2:12:44, 2:12:59]: Council consideration approved the request authorizing a use of$120,000 from the Sanitation Division fund balance to cover increased landfill disposal costs, funding source, sanitation fund balance. Mr. Aaron, please. [2:13:00, 2:13:20]: Yes, Mr. Mayor and Council. During this COVID pandemic, we've noticed that a lot of homeowners are doing a lot of spring cleaning these days. So our tonnage is increasing, as well as the annual shortfall we've experienced due to what our rates were and what the vendor were billing us for those customers. So we're asking. [2:13:20, 2:13:28]: Council's approval to move uh money from fund balance to cover the remaining portion of the year for the uh sanitation disposal costs. [2:13:30, 2:13:32]: All right, great. Uh Councilman Blount, go ahead, please. [2:13:34, 2:13:40]: Uh thank you for being here, Mr. Daisy. Uh you know, uh I had some stuff I had to dispose of here recently. [2:13:40, 2:13:47]: Uh when I called the uh county, I think it I think it's over in um near Hampton. [2:13:47, 2:13:52]: It was like it was gonna be like twenty dollars for what I had. When I called uh [2:13:53, 2:13:56]: Uh Jonesboro, we're talking about they say the minimum is forty dollars. [2:13:57, 2:14:00]: We don't have landfield. [2:14:00, 2:14:06]: But the m but the minimum for us here in Stockbridge for our citizens is eighty six dollars. [2:14:07, 2:14:10]: Um I went to the Cab County. [2:14:10, 2:14:16]: Which is sixteen dollars less than a ton, less than a thousand pound, less than a half ton, a thousand pounds. [2:14:17, 2:14:18]: So I'm just trying to figure out. [2:14:19, 2:14:23]: What are the rates that we're we're being charged as a city now? [2:14:23, 2:14:29]: compatible to other cities, that now we have to have an increase right now for our citizens. [2:14:32, 2:14:40]: Okay. Well sir, uh when I did that spreadsheet at the budget retreat, I don't have it in front of me. [2:14:40, 2:14:41]: But uh [2:14:42, 2:14:49]: GFL was charging us seventeen dollars and forty-three cents a cart and we were charging [2:14:49, 2:14:56]: Elizabeth twelve dollars a card. So we've been suppl sir. [2:14:57, 2:15:01]: You kind of faded in out, Mr. Aaron. Uh restate your last please. [2:15:05, 2:15:06]: He's he's frozen now. [2:15:10, 2:15:11]: Yeah, he's up. [2:15:12, 2:15:14]: Go ahead. Um [2:15:16, 2:15:17]: Both ways. [2:15:20, 2:15:20]: Voted [2:15:21, 2:15:23]: We can't we can't hear you dishes. I mean. [2:15:24, 2:15:26]: No try one more time. [2:15:29, 2:15:30]: Can you hear me now? [2:15:30, 2:15:32]: Yeah, go ahead. You sound clear enough. [2:15:33, 2:15:36]: I said uh both waste is included in your weekly pickup. [2:15:37, 2:15:38]: And that [2:15:38, 2:15:49]: $12 that the citizens are paying this year. So that's included. And anything outside of the three items they pick up, it costs an additional fee. [2:15:49, 2:15:51]: But you get weekly belt bulk pickup. [2:15:52, 2:15:59]: And I did the comparison at the budget retreat. I don't have that information in front of me as to what the other [2:15:59, 2:15:59]: Ness. [2:16:00, 2:16:03]: Palace is paid in Henry County. [2:16:06, 2:16:15]: All right, we kind of faded in out this uh last couple of comments here, but uh um anybody any any more questions or concerns for Mr. Aaron on the subject? [2:16:16, 2:16:20]: Somebody y'all made the answer out. Somebody got it. Will you wanna translate for me to email? [2:16:21, 2:16:22]: [8183.7, 8192.6]: Now well actually what it amounts to, he said he didn't have all the data necessary, but he didn't know what uh what I understand, he didn't know what Henry County was charging because he didn't have that available. [2:16:32, 2:16:38]: Um but you made a comparison, you made a comparison of other municipalities, right? Desha, is that correct? [2:16:39, 2:16:41]: Yes, sir. That was presented at the budget retreat. [2:16:42, 2:16:44]: And ours was fairly comparable. [2:16:47, 2:16:52]: Hours prior to the rate increase was below the other municipalities. [2:16:54, 2:16:58]: And the other municipalities didn't offer all the services that we offer. [2:17:01, 2:17:04]: So any other questions is uh for Mr. [2:17:05, 2:17:07]: Council Blount, do you got a clear understanding now, sir? [2:17:08, 2:17:19]: Yeah, yeah. Um it's yeah. All right. If no further comments or questions for Mr. Aaron, I need a motion to accept this proposal. [2:17:20, 2:17:22]: Is there a motion? Someone. [2:17:25, 2:17:27]: So okay, is there a second? [2:17:31, 2:17:31]: Is there a second? [2:17:34, 2:17:36]: No second. So otherwise it you second. [2:17:36, 2:17:39]: Okay, there we go. Councilman Gantt, just a second now. [2:17:39, 2:17:51]: Since there's such a delay, do we have further conversation for Mr. Aaron if there's such a delay? I mean, what else do you need to know? You need to ask the question now before we take the vote. If there's something else you need to know. For me, for me. [2:17:52, 2:17:53]: Is [2:17:54, 2:17:56]: When it comes to citizens [2:17:57, 2:18:02]: Uh because like I said, we and I know that we don't have a we we don't have a [2:18:03, 2:18:03]: Um [2:18:04, 2:18:08]: What you call it? Waste we don't have a a a landfield. [2:18:09, 2:18:10]: We have a transfer station. [2:18:12, 2:18:18]: Is there some way that we can negotiate that price where cities can take their stuff and they have to go [2:18:18, 2:18:21]: Instead of going outside the city of Stockbridge. [2:18:22, 2:18:23]: Yeah. [2:18:23, 2:18:26]: You're talking about a rate of eighty six dollars. [2:18:27, 2:18:29]: Eighty six dollars. [2:18:29, 2:18:31]: For citizens to take. [2:18:31, 2:18:38]: The trash to a to the transfer station or wherever they need to take it. And the city limits the stop bridge. [2:18:38, 2:18:47]: Uh I I think we need to start looking in some uh some areas there that that that uh can help our citizens in that area, that they don't have we don't have to go. [2:18:47, 2:18:55]: Clayton County or try or try to go to Clayton County and go to the Cab County and and I know it's a transfer station, but we're gonna be tr charged tonnage. [2:18:56, 2:18:58]: Paying this tonnage rate anyway. [2:19:00, 2:19:03]: Then we may as well let the citizens go talk the trash. [2:19:04, 2:19:15]: I mean, you know, we we either gonna pay the rate in front of their yards or they don't have to wait to put it in front of their yard. They take it to the translation first station themselves if the total amount of the time is gonna be the same. [2:19:16, 2:19:19]: It it to me it makes more sense. [2:19:20, 2:19:24]: And and that becomes a service to me for the citizens. [2:19:27, 2:19:31]: Okay, once uh once hold on uh Mayor Pro Tem. Councilwoman Barber, go ahead, please. [2:19:32, 2:19:38]: All right, Mirapal Tam Thomas Gloria, sir. Okay, Mr. Aaron, I'm trying to get a better understanding too. And I'm looking at this so. [2:19:39, 2:19:40]: Landfield [2:19:41, 2:19:43]: Диспозабо кол. [2:19:43, 2:19:46]: Now the transfer station [2:19:46, 2:19:48]: Uh management. [2:19:49, 2:19:49]: What [2:19:51, 2:19:52]: What are they? [2:19:53, 2:19:54]: What is the rental? [2:19:56, 2:19:59]: That the city of Dogbridge received. [2:20:00, 2:20:04]: From them. I'm trying to see how we can out out balance this. Has that been any increase? [2:20:06, 2:20:10]: No, sir. The contract I looked at is a 10 year contract. [2:20:10, 2:20:26]: And the transfer station, you still got the final disposal cost. This the waste is taken to the transfer station as a holding place and then eventually taken from the transfer station to the landfill for final disposal. So you have those costs associated with the landfill. [2:20:27, 2:20:30]: So so where we where are we in that 10 year contract? [2:20:36, 2:20:43]: I wanna probably halfway through, I would think. Taking a wild guess. Ha I think we're halfway through, but I don't know. Go ahead, Mr. Aaron. [2:20:45, 2:20:52]: Yes, sir. I could provide that information for you tomorrow. I don't have the contract in front of me, but I I think Michael Harris signed the last contract. [2:20:54, 2:20:55]: It was twenty sixteen. [2:20:56, 2:20:58]: Okay. So this is twenty twenty. [2:20:59, 2:21:05]: All right. So almost halfway through. All right. Go ahead, Mayor Pro Tem anything else? [2:21:05, 2:21:09]: No, that that's it. I'm just just trying to see how we can outbalance this. Um [2:21:10, 2:21:12]: But that's that's that's pretty much it. [2:21:13, 2:21:15]: Councilwoman Barber, go ahead, please. [2:21:18, 2:21:20]: Councilwoman Barber, you had a question? [2:21:20, 2:21:22]: Yes. Um [2:21:23, 2:21:24]: I'm trying to find [2:21:27, 2:21:27]: Where I was. [2:21:28, 2:21:30]: Okay, so looking at the [2:21:31, 2:21:34]: The document that Mr. Aaron provided. [2:21:34, 2:21:37]: Comparing the cost from last year and this year. [2:21:38, 2:21:41]: I'm just looking at um there has been a significant [2:21:41, 2:21:42]: Increase. [2:21:43, 2:21:45]: in our monthly cost. [2:21:46, 2:21:49]: I see just from September of twenty nineteen. [2:21:49, 2:21:53]: The transfer station monthly cost was 26,000. [2:21:53, 2:21:55]: Eight nineteen thirty three. [2:21:57, 2:22:00]: September of this year, it was thirty nine thousand. [2:22:01, 2:22:04]: Forty four dollars and eleven cents. [2:22:04, 2:22:08]: It's a twelve thousand two hundred and twenty-four dollar difference. [2:22:10, 2:22:10]: Is that normal? [2:22:11, 2:22:19]: Because I'm I'm also looking at the other trends for the other months um for this year. It just seems like in September. [2:22:19, 2:22:22]: It really spiked up compared to [2:22:22, 2:22:24]: Um February of this year. [2:22:27, 2:22:28]: In September of this year. [2:22:30, 2:22:31]: Why is that? [2:22:33, 2:22:47]: Well, when you look at the tonnage, the tonnages, you got a lot of people at home during this pandemic. They're doing those house cleaning eye uh jobs that they couldn't do when they're working. So now they're at home, they're cleaning out stuff they had in their [2:22:47, 2:22:51]: in their garage or in their attic and so the ton is [2:22:51, 2:22:52]: has gone up. [2:22:53, 2:22:55]: And that's why the cost has gone up. [2:22:55, 2:22:56]: Okay. [2:22:57, 2:22:59]: So waste management is just passing the cost on to us. [2:23:01, 2:23:03]: Yes, ma'am. Cost [2:23:03, 2:23:05]: Associated with the disposal. [2:23:06, 2:23:06]: Okay. [2:23:08, 2:23:10]: Casmine Alex Cosmone Alexander. [2:23:10, 2:23:27]: Uh yeah, let me say this real clear. I'm sorry, but I've been promoting the fact that the city picks up vote for free. Okay, so people would know it and my my constituents are using it because it it is an advantage, and especially when I'm talking to communities about [2:23:27, 2:23:42]: uh coming into the neighborhood we have these people that's throwing stuff outside the road but i i i use it and i tell people that all the time listen don't call anybody else you can have the city pick it up and that's uh a a service through um [2:23:43, 2:23:51]: waste industries to get down what we've been uh what we've been doing. What it really comes down to me is why I made the motion is that [2:23:51, 2:23:53]: І the cost has to be picked up. [2:23:54, 2:24:03]: He's taking it from his fund he's taking it from his fund balance so the money is is there in order to take care of additional cost overruns and that kind of thing because [2:24:04, 2:24:09]: This type of situation is gonna happen. And then understanding, I totally agree that [2:24:09, 2:24:16]: This is the pandemic time. It's a time that we haven't seen before. And I know I don't cook, but I'm cooking now. So [2:24:17, 2:24:27]: Things are happening out here every day. I know just like today, today was trash day and many of my neighbors have picked up a second trash because they're at home all the time. [2:24:29, 2:24:37]: Okay. Oh no. Mayor Pro Tem, you were unmuted. Uh did you have something, sir? I'm I'm fine. Okay. Councilman Blount, go ahead, please. [2:24:37, 2:24:41]: Yeah, you know, I agree and th th the thing about it the [2:24:41, 2:24:49]: I I know the people at home and and they're gonna throw away more trash. I I I I understand that more it's gonna be more tonnage. [2:24:50, 2:24:59]: But I'm just saying for us is that when we pick we're we we pick up this bill and this like Casmin Alexander says, we pick up the tab for [2:24:59, 2:25:03]: More tonnage from our citizens to throw away trash. [2:25:04, 2:25:17]: Why don't we allow why don't we have something where they can actually do a trash delivery or something happens where if it's not that w when I first came to stop breeze, we was getting trash picked up twice a week. [2:25:17, 2:25:18]: Nice once a week. [2:25:19, 2:25:25]: And so and when there's special stuff to be me need to be picked up, they're saying that you have to call. [2:25:25, 2:25:33]: uh and have it picked up. But what about those residents that wanna want to drop it off somewhere? You know, get just get rid of the track. They may have projects going on. [2:25:33, 2:25:38]: That's the only thing about me. I would have to go outside the city limits of Stockbridge. [2:25:38, 2:25:41]: In order for that to happen. So if the tonnage is c accumulating. [2:25:42, 2:25:49]: We're footing the bill anyway, so why don't we just allow citizens to dump it off since we're footing the bill anyway? [2:25:50, 2:25:59]: A thousand pounds is a thousand pounds, but they pick it up at my house or I drop it off at the at the uh as a as a city or Stockbridge residence, I drop it off at the transfer station. [2:26:00, 2:26:02]: That's that that was my concern. [2:26:04, 2:26:24]: Okay. You know, it makes me think. I know uh Mr. Ernst said he didn't have he didn't doesn't have a copy of the contract and and uh the clerk mentioned it was signed in two thousand sixteen. I'm just thinking, I wonder whether or not the contract was specified one way to re whether one way or the other, whether or not uh residents could do such a thing or if you have to adjust that contract. [2:26:23, 2:26:32]: for that. I mean something to look into. So I would imagine that's a do out, uh Mr. Nighting to check that out and see whether or not what we can do with this. [2:26:33, 2:26:34]: I would imagine. [2:26:34, 2:26:35]: Yeah. [2:26:36, 2:26:52]: in this aspect so because I don't have the and I don't have the contract at my fingertips either. But uh point of just the point of information I suppose check into. Anything else from Mr. Aaron? We're we're still discussing this. The motion's been made and been seconded, but uh any anything further? [2:26:55, 2:26:59]: Okay, nothing further. All uh we're gonna take a vote then. All in favor of the motion, please indicate. [2:27:00, 2:27:05]: All right. All posed? Well, Mr. Mayor Pro Tem, are you for or against? [2:27:09, 2:27:12]: I will assume Ms. Mayor Potem, you're forward. It makes a announced decision. [2:27:13, 2:27:13]: Okay. [2:27:13, 2:27:14]: Got it. [2:27:15, 2:27:15]: We'll move on. [2:27:17, 2:27:30]: All right, um council consideration to amend the water, sewer, sanitation, stormwater fee schedule effective nine November, which is actually today presented by Mr. Aaron, sir. Please go ahead. [2:27:30, 2:27:45]: Yes, Mr. Mayor, can you hear me now? Gotcha. So go ahead, please. Can you hear you? Okay, uh periodically we're gonna review our rates and we had a uh developer come in and uh they had built similar projects in I think either Hampton or McDonough. [2:27:45, 2:27:56]: And our fees on certain meter sizes were in excess of Hampton and McDonough. And we want to be competitive with them. We don't want to lose any potential developer. [2:27:57, 2:28:03]: over fees. So we just adjusting our fees to be more in line with what Hampton and McDonald charges. [2:28:04, 2:28:04]: Okay. [2:28:05, 2:28:08]: Questions for uh Ms. Darren, please. Counsel? [2:28:11, 2:28:17]: Okay, if there are no questions, I need a motion to accept this uh proposal to increase the fees. [2:28:19, 2:28:20]: Emotion at all? [2:28:23, 2:28:28]: Okay. Motion has been made by Councilman Barber. Is there a second? [2:28:29, 2:28:40]: Okay, I'll just clarification. I thought it said to decrease the fees to come in line. We want to reduce our fees to be in line with what McDonald's. Right. So I second. [2:28:41, 2:28:46]: Okay, Councilman, I was in a second. My mistake. Sorry about that. Any further discussion to make sure we got clarity then? [2:28:46, 2:28:48]: Okay, Castman Blount, go ahead. [2:28:49, 2:28:53]: Uh before I explain that you did say decrease, right? [2:28:53, 2:28:54]: Yes, sir. Okay, gotcha. [2:28:55, 2:28:56]: All right. [2:28:56, 2:29:03]: Uh councilwoman Gann, go ahead, please. No, no questions. I'm ready to vote. Okay. Well, all in favor of the motion, please indicate. [2:29:04, 2:29:21]: All right, unanimously said. Okay, great. Excuse me. That was my my bag on that. Okay. Long fire. Yeah, council council consideration approve RFP uh number 2020-007P for 14 tractors and mowers. [2:29:21, 2:29:37]: Uh state of Georgia contract number uh 99999-001-spd zero zero zero zero one oh two in amount of uh$111,212.28. [2:29:37, 2:29:44]: uh funding source public works water and sewer department budgets. I don't see Ms. Miller here, but anyway, Mr. Aaron, please. [2:29:45, 2:29:55]: Yes, Mr. Mayor. This request is to uh formalize the purchase of equipment that was budgeted in the gener in the public works general maintenance budget, the water budget and the sewer budget. [2:29:56, 2:29:59]: We're just replacing more that have come to the end of their life cycle. [2:30:00, 2:30:03]: Okay. Questions for Mr. Aaron, Council? [2:30:03, 2:30:10]: Mr. Mayor Protendant Thomas, go ahead, sir. Uh Mr. Eric, um, I'm familiar with what you proposed at the retreat. [2:30:11, 2:30:13]: Uh I'm familiar with your budget. [2:30:13, 2:30:18]: Um, can you speak to how these new mores are in line with [2:30:19, 2:30:22]: Uh what you are proposing um in your [2:30:23, 2:30:27]: budget and you you know you and I had a conversation about [2:30:27, 2:30:31]: Um some of your projections. So can you speak to any of that? [2:30:31, 2:30:36]: Well, Count Mayor Pro Tem Thomas, this is to replace Morris that we currently have. [2:30:36, 2:30:45]: Anything that we buy in addition to this, it would be in 2021. And that depends on what council approves in the 2021 budget. [2:30:45, 2:31:05]: This is to replace moors that have come to the end of life cycle as of right now, like the water department has right-of-ways in areas they have to mow. They need a new moor. Sewer department has right-of-way and easements they have to mow. Their moors are over 10 years old. They're replacing those two moors. And general maintenance has moors right now that are in need of replacement. [2:31:05, 2:31:05]: But [2:31:06, 2:31:09]: This is to meet the current needs for the those departments. [2:31:10, 2:31:14]: Okay, so just just normal but no um [2:31:14, 2:31:17]: I was thinking that this may have been in line with um [2:31:17, 2:31:22]: With your projected goal going forward as far as what you have proposed. [2:31:23, 2:31:26]: uh in general maintenance. But you're just saying this is just [2:31:26, 2:31:28]: general way and time you just replace it. [2:31:29, 2:31:29]: Yes, sir. [2:31:31, 2:31:43]: All right, thank you. I use Captain Alexander, go ahead, please. Yeah, talk about this equipment and the application uh for the equipment, uh zero turns and that kind of thing, talk about that. [2:31:44, 2:32:03]: Yes, sir. Uh these are Kubota mowers, zero turn moors, and some are finishing mowers. They'll be used at our parks. They'll be used on our right-of-ways. And as as I mentioned earlier, they'll be used to mow the water plant, the wastewater plant, the water tanks, the wells, the lift stations, and the sewer right-aways that we have. [2:32:03, 2:32:05]: So this is what the equipment is used for. [2:32:06, 2:32:10]: And then uh trimmers to edge and all of that. [2:32:10, 2:32:20]: That comes out of small tools and equipment. So we buy those items as needed, but this is just replacing more that have come to the end of life cycle. [2:32:20, 2:32:37]: I think I just want to make sure you got what you need. And then we have Campbell supply right here uh in the city. So right here in uh Henry County. So yes, I just want to make sure you have what you need to not only cut but the edge and uh to manicure. [2:32:37, 2:32:42]: Yes, sir. We have that. We just trying to replace these mowers that it's difficult to find parts for. [2:32:43, 2:32:44]: And so [2:32:44, 2:32:46]: They've come to the end of life. [2:32:47, 2:32:56]: Ms. Nine, go ahead, sir. Ms. Nine. No, I I was just gonna say some of the finishing mowers probably have a more precise cut, some of the finishing mowers that you that he's gonna order. [2:32:57, 2:32:58]: Okay. [2:32:58, 2:32:59]: Councilman Blount, go ahead. [2:33:00, 2:33:07]: Yep. Uh Mr. Aaron, uh how do we how do we get uh the vendor that we're using to [2:33:08, 2:33:09]: Get these more from [2:33:10, 2:33:27]: whoever that is. But how do we how do we get rid of the the equipment that we have? Are we surplusing it? Well, uh one vendor, he's has a state contract. Uh some of these uh mowers have a value to them. We're surplusing and trading those in. They're giving us [2:33:28, 2:33:44]: a credit for some of the more that they can uh cannibalize for parts. So we're doing that as well to save, to realize the savings versus trying to put them on gov deal and they sit and wait for an extended period of time like some other equipment we have on site. [2:33:44, 2:33:48]: Well, follow up question then if we're using a vendor [2:33:48, 2:33:54]: that would take these on trade in, then how are we making this fair to other vendors to be able to get into uh [2:33:55, 2:33:56]: Well we [2:33:57, 2:34:06]: We put it out to three vendors, and this is the vendor that has the state contract, and they had the lowest price on the Moors as well as and gave us the best trade-in value. [2:34:06, 2:34:11]: So is this a vendor that we've we've used that we'll continue to use uh uh frequently? [2:34:11, 2:34:14]: Yes, we've used them. They're on state contract, yes sir. [2:34:15, 2:34:18]: So if so if we got bids in and this was the only bit [2:34:18, 2:34:22]: been been to the beer, we this is the only one we've been using anyway. Is that what you're saying? [2:34:22, 2:34:30]: No, sir. I'm just saying they they have the state contract and the state contract has vetted it out and submitted this out to numerous [2:34:30, 2:34:31]: vendors. [2:34:31, 2:34:33]: And this was the lowest bidder. [2:34:34, 2:34:35]: be at a state contract. [2:34:38, 2:34:40]: Council Woman Barber, please. [2:34:45, 2:34:54]: Mr. Aaron answered my question. Thank you. Mayor Pro Tem, go ahead, please. Uh Mr Mr. Aaron, I'm gonna apologize now. I usually have uh my notes with me. [2:34:55, 2:34:57]: And I I do recall um [2:34:57, 2:35:01]: analyzing your budget, but let me ask you this. So [2:35:01, 2:35:06]: Um now you're going to do this now. So what what plans [2:35:06, 2:35:15]: In the 2021 budget for uh new more, new equipment. And I'm sort of going back to what you have proposed. [2:35:15, 2:35:18]: Um in twenty twenty one with the [2:35:18, 2:35:21]: uh additional workers [2:35:21, 2:35:23]: Uh but just I guess just a plain question. [2:35:24, 2:35:28]: Are you planning on buying new mores uh in your twenty twenty one budget? [2:35:29, 2:35:44]: We've budgeted for equipment and it might not be specifically moors, it could be some other things like weed eaters or another bush hog or anything like that. But until we get to twenty twenty one and the budget is finalized, then [2:35:45, 2:35:52]: I'm Lyrio trying to make purchases for something that has not been approved yet. So we're just making purchases for this current year. [2:35:52, 2:35:56]: Cause I do recall, um, just on top of my mind, um [2:35:57, 2:35:59]: A truck or something that you were proposing, but [2:36:00, 2:36:00]: Um [2:36:02, 2:36:06]: I I guess I can accept that answer. Um I'm I'm I'm I'm concerned. [2:36:07, 2:36:09]: uh about [2:36:09, 2:36:13]: What you have proposed uh for general maintenance. [2:36:13, 2:36:15]: You know, you you you spoke to [2:36:15, 2:36:24]: uh creating, you know, uh the zones and how many, you know, the new folks we were gonna put in these zones. So I was just trying to see [2:36:24, 2:36:43]: some of the equipment that may be needed. But I I could have this conversation with you off offline, but I was just trying to see where were we going with uh what you have proposed in 2021. I know you have asked for additional workers. Um just trying to just trying to get the full scope of where you're trying to go to make sure [2:36:43, 2:36:46]: That you are able to be successful. [2:36:46, 2:36:48]: And what you have projected for [2:36:48, 2:36:54]: um 2021, you know, the new zones and and the new folks that you you asked for. [2:36:56, 2:36:57]: But w you know, but if [2:36:58, 2:36:59]: Um [2:36:59, 2:37:01]: I'm just trying to get a picture of that. Now if you wanna [2:37:02, 2:37:06]: uh talk about that now or we can just talk about it later, but I do wanna understand [2:37:07, 2:37:10]: Um, you know, a little bit more of your uh projected [2:37:11, 2:37:14]: uh objectives for twenty twenty one and with the new [2:37:15, 2:37:17]: uh employees that you're requesting. [2:37:17, 2:37:21]: But we have time since the budget cycle is ongoing. I guess we have a little time to [2:37:22, 2:37:23]: To get into that. [2:37:24, 2:37:30]: Yes, sir. That will be finalized. Mr. Knight mentioned today he wanted to meet with me to discuss some additional things, but [2:37:30, 2:37:33]: I I'm just trying to get 2020. [2:37:34, 2:37:54]: projects done before we move into 2021 because I don't know what the final number is going to be on as new employees and I don't want to buy equipment saying I'm thinking it's going to be X number and then in the budget once everything is finalized it's less than that and then I got equipment sitting there that I purchased and I don't have anybody to use. [2:37:54, 2:37:56]: So I wanna be [2:37:57, 2:37:58]: Uh [2:37:58, 2:38:08]: frugal with the city's money and I want to make sure that we're doing things decently and in order and I don't want to get ahead of myself to make purchases until everything is approved. [2:38:08, 2:38:11]: I agree. Thank you. I yield back, Mr. Mayor. [2:38:11, 2:38:15]: All right. Any uh any other questions, counsel from Mr. Aaron? [2:38:16, 2:38:20]: Okay, if not, then I need a motion to accept his proposal. Is there a motion? [2:38:23, 2:38:26]: So all right, good deals. There's second. [2:38:26, 2:38:27]: Second was where? [2:38:28, 2:38:29]: Can't [2:38:29, 2:38:30]: Yeah, okay. Thank you. [2:38:31, 2:38:32]: Ms. Gandhi, any further discussion? [2:38:33, 2:38:34]: If not, all in favor, please indicate. [2:38:36, 2:38:36]: Okay. [2:38:37, 2:38:39]: Fantastic. Announced decision. Great. [2:38:39, 2:38:42]: Thank you, sir. Thank you, Mayor and Count. Thank you, sir. Appreciate it. [2:38:43, 2:38:47]: Council consideration to approve the city's twenty twenty one holiday calendar. [2:38:47, 2:38:49]: Miss Wheeler, please. [2:38:52, 2:38:54]: Good evening, Mayor and Council. [2:38:55, 2:38:59]: Um what you have before you is the twenty twenty one holiday schedule. [2:38:59, 2:39:01]: Um for uh [2:39:02, 2:39:03]: For next year. [2:39:03, 2:39:07]: Uh, with the added holiday that you approved at the last work session. [2:39:08, 2:39:09]: But um [2:39:12, 2:39:14]: So G G refer to [2:39:14, 2:39:17]: Uh referring to Juneteenth. [2:39:17, 2:39:18]: Right. Okay. [2:39:21, 2:39:24]: Okay, any questions for um Ms. Wheeler, Council? [2:39:26, 2:39:29]: If not, I'd need a motion to accept a holiday schedule. I'm mayor pro town. [2:39:30, 2:39:31]: So move. [2:39:31, 2:39:32]: There's a second. A second. [2:39:33, 2:39:35]: Mr. Second had any further discussion? [2:39:36, 2:39:39]: If not all in favor of the holiday schedule, please indicate. [2:39:41, 2:39:46]: Okay, so you like to use unanimous as well. Okay, fantastic. Thank you, Miss uh Willow for waiting all this time. [2:39:46, 2:39:48]: Well, thank you. Welcome. [2:39:48, 2:40:08]: Next thing deals with a city event. We added this to the agenda, deals with the use of Merrill Manors for a turkey drive-by giveaway on Saturday, the 21st of November, 10 a.m. to 1 p.m. This is going to involve uh well over 200 turkeys that have been donated uh to the city to give. [2:40:08, 2:40:28]: To citizens that will line up in a drive-through, along with another uh food pantry that's very that we're very familiar with in the downtown area, feeding God's people. And then uh you have the members of Alpha Alpha Fraternity Incorporated here in the local Henry County chapter that has had a drive, um a can. [2:40:28, 2:40:48]: And food drive recently, and they collected close to 10,000 cans of food cans to be part of the distribution process and be in line to give the community uh cans that they have that have been donated to them as well. We're looking to have uh also the public health department, believe it or not. [2:40:48, 2:41:08]: Is committed to give free flu shots to the citizens that need it. And then we have some other another healthcare agency or what do you call a medical insurance company that plans to be on site to give anybody any type of information? [2:41:08, 2:41:28]: information they need for any type of medical insurance uh aspect that they may need. Uh this is all part of a um an effort that uh hopefully we the city will join in with some uh public agencies uh in the area to help uh do a good thing for our citizens so just need the uh approval of the the use of the outs outdoor use [2:41:28, 2:41:39]: use of course of the of the Merl manners itself and have drive by. Uh yes, Mr. Mr. Blount, please go ahead. I'm motioned to move to approve the outside use of the Merrill manners for the um [2:41:40, 2:41:46]: Twenty first of uh November. Okay, thank you. Second, Miss Gand, thank you. Miss Barber, you had a a question then? [2:41:47, 2:41:49]: Yes. Is this first come, first serve? [2:41:50, 2:42:10]: Well, we we have to announce it once it's approved, we just have to announce it and people have to get in line. So I mean, for a three hour period. So I imagine yes, you have to get in line. And and by the way, I would have to I'm going to have to coordinate not only through Mr. Knighton with the public works department for setting up the cones, that is, and also I have some police officers pay for police officers to be on site to handle [2:42:09, 2:42:15]: through um any of the uh traffic control in this aspect as well. Okay, uh Ms. Scant, please. [2:42:16, 2:42:20]: Yes, I'd I would also like for us to have a station [2:42:21, 2:42:25]: set up somewhere when the cars get there so that we can [2:42:25, 2:42:31]: provide these for our citizens. So I would like for us to maybe have some kind of ID. [2:42:32, 2:42:34]: Something showing that you're a citizen of Stockbridge? [2:42:35, 2:42:37]: Is that possible or is that not a [2:42:38, 2:42:58]: Well, I know I'm not I'm not well first thing that comes to my mind is that you know you have a driver's license. I would imagine the driver's license would indicate that you're a Stockbridge resident. I suppose I don't know of any other ID situation we have. I mean, and that I just thought about something too. I I think Mr. Knight, you mentioned potentially, and I forgot about this, that you may want to set up a station to give out protection. [2:42:57, 2:43:05]: The mask, um excuse me, not protect the mask, the actual uh wearing the mask or even hand sanitized potentially also. [2:43:05, 2:43:07]: Uh, to issue that out to people as well. [2:43:08, 2:43:13]: I don't know, uh back to you, Miss Gan, I don't know what type of ID system we would have, even when we [2:43:13, 2:43:29]: had the uh the events when it came to um the two events we had in reference to mass or sanitizer we advertised it for our citizens and there are people obviously citizens that came through it may very well have been citizens that did not live in the immediate area that came through as well so I don't know how we can identify that. [2:43:29, 2:43:32]: Um at least I'm not sure how we can do that, but [2:43:32, 2:43:33]: Maybe [2:43:33, 2:43:35]: Yeah, I just not sure how we can do that. [2:43:36, 2:43:43]: Okay, Mr. Alexander, I think your hand was next, sir. Yeah, it's not need needs based, is it? I mean just anybody can come through, right? [2:43:44, 2:44:04]: Well, the intent was to have a the this drive by for the citizens of Stockbridge. We have a I mean, you w for the citizens of Stockbridge, okay, you know, whoever gets in line, but the point of it is is I I wasn't sure how you go about checking well do you live in the city limits or not. I mean, I don't I I I wasn't thinking that we'll do that. I mean, I just wouldn't come across my mind. Okay. [2:44:03, 2:44:10]: No, my question was that this is not needs based, it's just any soft rich citizen can come by. It's not right. [2:44:11, 2:44:19]: Right. Yeah, be get right. Get in line and and come by and we'll try to make it safe as make it safe as possible. One second, Mayor Pro Tem Thomas, you are next, sir. [2:44:19, 2:44:23]: Well that that was my concern as Mrs. Gantt uh stated now. [2:44:24, 2:44:26]: Two hundred turkeys. [2:44:26, 2:44:31]: You're only talking about thirty minutes. Once you advertise once you advertise this. [2:44:31, 2:44:32]: Um [2:44:32, 2:44:42]: I mean folks don't be in line for hours waiting, thinking that when they get there, they're gonna be a turkey. Two hundred turkeys are only gonna last you about thirty minutes if that. So [2:44:42, 2:44:52]: Let's be cautious of uh folk being a little frustrated. I don't know how you could do it as far as ensuring that uh stock rich citizens get it or the needy. I don't know, but um [2:44:53, 2:45:13]: Let's not build in any any any frustration for citizens. In all actuality, there's actually a little more than two hundred. It's probably closer to three hundred actually. Uh it's two hundred coming from one particular uh a group of gentlemen, business owners that donated it and another hundred elsewhere uh involving with the uh God's food pantry. So it's really more than two hundred, but but it's gotta be a first come, first serve babies. I I mean I'm [2:45:13, 2:45:33]: more i'm open if you want how to how to justify one turkey per car yeah yes sir yes it'd have to be that it'd have to be well rather than 30 minutes let's say uh 45 minutes then well i mean there's other there's well there'll there'll be other food there's plenty of canned food there's other other things that will be there as well i mean there's other food to [2:45:33, 2:45:53]: be issued out to people but I mean I I don't know how else to do that but I've I'm open to ideas suggestions. Mr. Would that be a box? Would that be a box with the turkey and the canned goods in one box? Uh the canned goods will be in a canned goods would come in a bag. The turkey, as far as I understand, would be uh it's just it's a frozen turkey. So as far as I know understand it'll be handed to them. [2:45:52, 2:45:55]: I don't think it'll be any box or a bag that I know of. [2:45:55, 2:45:57]: Last question. So I guess my point is [2:45:58, 2:46:04]: Will there be one box per car with the turkey and the canned goods? [2:46:04, 2:46:15]: Uh the answer is no. You're gonna get you're gonna get a box of food uh from one location, you're gonna get get a a bag of uh of canned goods at another location, and you're gonna get the turkey at the very end. [2:46:15, 2:46:16]: Okay, gotcha. [2:46:16, 2:46:18]: All right. And then in between that [2:46:18, 2:46:21]: Uh if if we have something with the city for Indy Mask or um [2:46:22, 2:46:33]: any any maps or hand sanitizers or information about COVID nineteen, that'll be placed in there somewhere as well. There'd be two should be two lines. There'd be two lines of people drive down as simultaneously to uh [2:46:33, 2:46:36]: to uh to receive these uh these items. [2:46:36, 2:46:38]: Uh Councilman Blount. [2:46:39, 2:46:42]: Yeah, Mayor, uh I don't know how you set up a uh [2:46:42, 2:46:58]: But if if we can condense it to one area, it would be good. I mean, if if we have to order boxes ourselves, the city order boxes, uh, then have people go to three different location three different stations. Uh also and I and I agree it, you know, it should be first come, first served because [2:46:59, 2:47:06]: You know, we don't know the need of you know, we we won't we would like for our citizens to know and that we're the citizens stop being sponsoring them, but [2:47:07, 2:47:07]: You know [2:47:08, 2:47:14]: Food, you know, food is food and you know, people in need um we hopefully everybody in need comes in coming to get it. So [2:47:14, 2:47:17]: You know, I I'm okay with that, but I just f for us. [2:47:18, 2:47:38]: them having to drive through three different stations. You know, three different stations. Let me explain, sir. You don't have to drive. You you did you you go they they will go in a straight line and there'd be different different stages of along the straight line. On that straight line you get a turkey head and then gotcha. Yeah. They just they just come down to get validated, come down, get in line. It's two [2:47:38, 2:47:53]: Different lines and they'll come down a straight line right there at Merle Manors and there'll be stations along the line. They have to just drive on out, drive one way, and they just move down and get loaded with additional food as they continue down the line. We're talking about four stations then because probably four stations, yes, sir. Probably four stations. [2:47:54, 2:48:01]: I think I it would be four. Yeah, actually it would be four. You're talking about and if they no, let me mention this. And if they wanted [2:48:01, 2:48:03]: Now if they wanted a flu shot. [2:48:03, 2:48:12]: Then what happened once they finish getting the station with the all the food, then they have to divert to the to the flu shot, a different location in the parking lot. Now parking lot's big enough to handle all this. [2:48:13, 2:48:23]: Okay. If they wanted a flu shot, a free one, that is. And that uh and that uh that won that'll probably won't last very long because there's be less than a be a hundred or less flu shots that the free flu shots. [2:48:23, 2:48:25]: That the public health department would be issue out. [2:48:25, 2:48:26]: Okay. [2:48:26, 2:48:29]: Can we uh just one one more quick follow up? [2:48:29, 2:48:32]: Ки кенви сета [2:48:33, 2:48:37]: down in the parking lot and had on the drive because it it really backs up. [2:48:37, 2:48:40]: If we can set down further down into the parking lot. [2:48:41, 2:48:45]: Instead of up out of the awnings, maybe get some tips or something out there because it [2:48:46, 2:48:50]: Setting up right there really backs things way up. [2:48:50, 2:48:59]: Well actually the actually the line is not gonna be underneath the awnings. The line is going to be the road uh it's going to be the actual uh road right between the um [2:48:59, 2:49:18]: the awning and um bur not burke street what is that i forgot the name of the road on burke street what's the right front of it davis davis davis davis street davis street there you go davis yeah but i'm saying i just whatever we can do to relieve that that because you still have business open on sun uh saturdays uh uh over there [2:49:19, 2:49:21]: Okay. Last time we [2:49:21, 2:49:27]: That's kind of where that's where the the police officers will come in handy to help us with that as well. But okay, we'll see how we can adjust that. [2:49:27, 2:49:35]: Yeah, if we can get a notice out to the businesses cause uh that's open on Saturdays, cause uh when we had an event before. [2:49:35, 2:49:40]: They was like, why didn't they get a notice that the street gonna be backed up uh like that? Because uh [2:49:41, 2:49:49]: uh supplies they had supplies coming in and people couldn't get down in there so we can notify Mr. Knighton if we s had somewhere we could just notify the [2:49:49, 2:49:52]: businesses on that strip that that day we're gonna be [2:49:53, 2:50:13]: Right. Okay. Mr. Knight, I'm obviously I need to sit down with you and talk about some of those logistical things because it's going to involve the public works. I know Mr. Aaron's still there, some public works and overtime. So how I how I need to go ahead and make sure I I fund that for them as well, along with the police officers. I'm gonna work out those things with you as well as as we get closer to that event. [2:50:13, 2:50:15]: In this aspect. Miss Gan, I think you have something on your mind. [2:50:16, 2:50:16]: No? [2:50:17, 2:50:29]: Okay, you're good. Ms. Memor Tim Thomas, you're unmuted. You have something to say? I'm good. All right. So if there if there's no other uh I think the motion motion was made by Councilman Blount and seconded by Ms. Gann, I believe. [2:50:29, 2:50:33]: Is that right? So if there are no further questions, all in favor of the motion, please indicate. [2:50:34, 2:50:43]: Fantastic. Appreciate it, Council. It'd be a great activity for the for the city and for our citizens. Um, right now it's my comments here. Uh obviously, um [2:50:44, 2:51:02]: As you as you well know and you've been listening to the listen to the news. Mr. Mayor, there there's a uh a path item that's jumping the gun. All right, excuse me. That's right. Discussion. Uh council discussion for the path foundation master agreement presented by Mr. Knight. I'm sorry about that. Absolutely. Go ahead, please. [2:51:03, 2:51:07]: Yes, mayor and council, what you have is a um [2:51:08, 2:51:12]: framework of a uh potential agreement that could be used. [2:51:12, 2:51:20]: Um, that uh for the Path Foundation. The Path Foundation is an organization that I believe it's been around since about 1991 or so. [2:51:20, 2:51:29]: And has partnered with various entities for uh path construction design development and so forth. [2:51:29, 2:51:36]: Um they have uh completed a number of different trails throughout the uh Metro Atlanta region. [2:51:36, 2:51:41]: And um we've had some conversations with them and some of the council members were familiar with them. [2:51:42, 2:51:52]: uh had some counts had some uh conversations and discussions with them, obviously discussed with them the master trail plan that we have uh was approved in twenty seventeen. [2:51:53, 2:51:58]: As well as some recent um grant opportunities that we have pursued as it relates to trails. [2:51:58, 2:52:00]: Um in the city of Stockbridge. [2:52:01, 2:52:04]: This particular um proposed agreement. [2:52:05, 2:52:13]: Um would provide opportunities for partnership if the council so chooses on specific projects related to trails. [2:52:13, 2:52:19]: Those particular projects in order those particular projects will be brought before the council. [2:52:19, 2:52:24]: uh with specificity and details of the uh particular project itself. [2:52:24, 2:52:29]: And the arrangement that could potentially be developed with the Path Foundation for them to provide. [2:52:30, 2:52:36]: and leverage their resources to assist the uh city with again uh path to uh trail development. [2:52:37, 2:52:39]: Um grants and so forth. [2:52:40, 2:52:43]: So the proposed agreement here or [2:52:43, 2:52:45]: Would not uh commit the [2:52:46, 2:52:50]: uh counsel to any expenditure funds at this point. [2:52:50, 2:52:58]: Um, in the future, if the council decided to enter into an agreement with the PATH Foundation on a specific project. [2:52:58, 2:53:03]: At that point it would be brought before you to provide a a level of approval. [2:53:03, 2:53:09]: um in terms of uh the arrangement um with the path foundation. [2:53:10, 2:53:20]: I would also uh defer to Mr. Williams if he has any questions regarding some uh particulars of the uh proposed uh master agreement here. [2:53:25, 2:53:31]: Um Mr. Mayor, I don't really have any questions. It's it just in terms of the framework, just to be clear that this [2:53:32, 2:53:38]: agreement if the council approves entering into it just uh is just that it's a framework. [2:53:38, 2:53:44]: within which you would utilize the services of the Path Foundation to assist in [2:53:45, 2:53:47]: The design uh the uh [2:53:48, 2:53:52]: the acquisition of of uh right of way and and and uh [2:53:52, 2:53:54]: Real estate related to trails. [2:53:55, 2:54:15]: as well as just, you know, being able to access their overall expertise, um, which, you know, we while we have, you know, lots of very bright people here at the city of Stockbridge, we don't have path experts, trail experts. And and that's what you would be getting if you were to link up with the Path Foundation. And so [2:54:15, 2:54:30]: So and that's all this is. There's no uh upfront commitment. What would happen is as you identify specific segments of the trails that you want to focus on, a specific project agreement would be put in place. [2:54:30, 2:54:36]: for that segment and and an estimate of the cost of of the path foundation services. [2:54:37, 2:54:41]: Would be assigned to that agreement. And so you would know generally up front how much. [2:54:42, 2:54:47]: that project would would cost the city. And so that that's the way this is set up. [2:54:48, 2:54:48]: Okay. [2:54:49, 2:54:51]: Thank you. Councilman Alzheimer's go ahead, please. [2:54:54, 2:54:59]: Unmute yourself, sir. And thank you so much. I I'll I'll get that worked out by the end of the night, I think. [2:55:00, 2:55:10]: Okay. Thank you so much, Mr. Knighton and Mr. Williams. First of all, I wanna uh hopefully this is something that is just a win-win for all of us, ladies and gentlemen. [2:55:10, 2:55:16]: First of all, Henry County has had uh this same arrangement with the Path Foundation for years. [2:55:17, 2:55:18]: It is how um [2:55:18, 2:55:22]: Henry County was able to bring the Panola Mountain Trail. [2:55:23, 2:55:38]: uh into Henry County over Highway 155. If you've driven down uh over Highway 155 past Fairview Road, you've seen that beautiful pedestrian bridge uh that they've constructed. They build 12 foot wide trails. [2:55:38, 2:55:48]: The trail network is 33 mile, 33 plus miles long. It goes all the way out to Stonecrest, Lythonia, and Conyers. [2:55:48, 2:55:54]: The intent, uh their main focus is they want a uh a Metro Atlanta wide trail network. [2:55:55, 2:55:59]: throughout uh Henry County, including Henry County and Stockbridge. [2:55:59, 2:56:06]: They are the preeminent authority. There is their former executive director, uh Ed McBrayer. You can almost say he wrote the book. [2:56:07, 2:56:12]: Uh for trails in America. They built 300 plus miles in multi use trails. [2:56:13, 2:56:16]: They built the entire silver comment trail. [2:56:16, 2:56:19]: From Cog County all the way to the Alabama line. [2:56:19, 2:56:22]: They have built uh the Stone Mountain Trail. [2:56:23, 2:56:24]: Uh, they built the um [2:56:25, 2:56:33]: Just numerous other trails in the area, and they know what they're doing. Now, if you drive down I-85. [2:56:34, 2:56:41]: You will see a brand new pedestrian bridge that's when you get to Noonan that stretches from one side. [2:56:42, 2:56:49]: Of I eighty five all the way over to the other side. It has Noonan on it. Imagine if the city of Stockbridge could have a similar bridge. [2:56:50, 2:56:52]: Through working with the Path Foundation, we can. [2:56:52, 2:56:55]: Надо бриксперт из табо. [2:56:56, 2:56:56]: But they bring [2:56:57, 2:57:00]: uh assistance in uh obtaining grant funding. [2:57:00, 2:57:13]: With the Henry County Panola Mountain Greenway project they put in, they helped secure over a million dollars. Without their participation, there would be no Panola Mountain Trail coming into Henry County. [2:57:13, 2:57:17]: uh this agreement as as Mr. Williams uh has laid out. [2:57:17, 2:57:19]: Would not cost us anything up front. [2:57:19, 2:57:24]: What they do, they'll come, they'll review the master trail plan that we did. [2:57:24, 2:57:36]: to secure to make sure that uh we're you we can use best practices and and their expertise uh with their engineers and uh Jonathan McCraig who d who completed [2:57:37, 2:57:51]: the master trail who who completed the projects that they're work over at um Panola Mountain and he's actually completing the project uh through the Panola Mountain Greenway over to the library over Fairview Road. [2:57:51, 2:57:53]: This uh particular endeavor. [2:57:53, 2:57:55]: is something that would help us out. [2:57:55, 2:57:58]: Because as as Cura pursues grants. [2:57:58, 2:57:59]: Day [2:57:59, 2:58:10]: When they make it's almost like this. I mean, when when you go to the Atlanta Regional Commission or you go to any other entity and the PAF Foundation puts their stamp on it. [2:58:10, 2:58:22]: You know, it just it it there's no there's no there's more no better approval that you can get for your project than to have theirs over there. And again, if you drive down I eighty five. [2:58:23, 2:58:29]: Imagine what that would be like. And that's the possibilities of what they can do for us working with us. [2:58:30, 2:58:41]: Going down I-85, seeing a bridge with Noonan on it. How great would that be if you could drive through the city of Stockbridge and you could see, I mean, down I-75 and see a Stock Bridge sign. [2:58:41, 2:58:55]: And the one thing that you have to understand, Mr. Knighton said, and I think Mr. Knighton, you were on the call with Greta, Greta, who's the new executive director, the Fab Foundation does not just build sidewalks next next next to the street. [2:58:55, 2:58:56]: What they do. [2:58:57, 2:58:59]: Is they create linear parks. [2:59:00, 2:59:03]: Right now, Mr. Knighton, you said we had [2:59:03, 2:59:23]: What,$2 million in splash funding coming toward parks and recreation? Well, what this trail area is literally is a straight line park because they don't build the trails uh out uh necessarily along the streetway. They take them through the forestry, through a scenic area. [2:59:23, 2:59:34]: So it is literally a straight line park. So they do qualify to use those funds, those FLOSS funds for that area that we have marked aside for the parks. [2:59:34, 2:59:35]: The idea [2:59:36, 2:59:38]: Yes, trust and believe, okay. [2:59:38, 2:59:45]: And I say and I put my credibility on the line, okay? There's cities all over Metro Atlanta lined up. [2:59:46, 2:59:48]: to get this agreement with the FAF Foundation. [2:59:49, 2:59:57]: We got to the top of the list because of uh a lot of work that has been done. I helped work on the Panola Mountain Greenway to come into Henry County. [2:59:57, 3:00:02]: And then uh Kelly Jordan, who sits on the Arabia Mountain Heritage Board. [3:00:03, 3:00:07]: Uh, where I serve as a member since twenty sixteen for the Henry County. [3:00:07, 3:00:08]: Area [3:00:08, 3:00:10]: They appreciated the work. [3:00:11, 3:00:14]: That was being put in and the work behind the scenes and the coordination. [3:00:15, 3:00:19]: That I was able to work with Henry County in order to get this project moved forward. [3:00:19, 3:00:22]: When it has stalled, I can't tell you how many times. [3:00:22, 3:00:23]: But [3:00:23, 3:00:26]: Ін ес, а wholeheartedly support it. [3:00:26, 3:00:27]: And as I say [3:00:28, 3:00:31]: Uh, we should we pass on this particular opportunity? [3:00:31, 3:00:41]: There's uh there's twenty other cities lined up to take this opportunity, which it comes to no charge to us. So I certainly would like to move forward with it. Thank you. [3:00:41, 3:00:45]: No problem. Any other comments from the council? Uh Mayor Pro Tem Thomas? [3:00:46, 3:00:47]: You're muted, sir. [3:00:50, 3:00:55]: I'd like to move to to agree to the uh agreement with the Pass Foundation. [3:00:55, 3:00:56]: Is there a second? [3:00:57, 3:01:08]: My second. Councilwoman Barber sec is that okay, good deal. Any further discussion? If not, everybody well need need to indicate if you're uh approval of this motion. [3:01:09, 3:01:16]: Okay, is there approval? Okay, unanimous decision. Thank you very much. Okay, now I'll get into my comments. [3:01:16, 3:01:36]: As you well know, uh in the last several weeks, uh, in a sense, it's been indicated on local news as well as uh national news that uh the amount of cases for COVID-19 has increased. And of course, there's a concern about the upcoming Thanksgiving holiday and Christmas holidays that uh we gotta be [3:01:36, 3:01:39]: very careful and mindful of this because we speculate that this will also [3:01:39, 3:01:41]: uh escalate in the amount of cases. [3:01:42, 3:01:47]: But there is a bit of good news that came out today earlier, obviously, in reference to uh Pfizer saying they had a [3:01:47, 3:01:50]: A particular uh vaccination vaccine. [3:01:50, 3:01:53]: That seems to be gonna seem to be very helpful. Now we gotta realize [3:01:54, 3:01:58]: that uh once a vac any vaccine cu a vaccination that comes out. [3:01:58, 3:02:18]: it it's gonna once it's approved, right? Um it's gonna eventually go to the most the people that are sickly or have the underlying type of diseases first, then probably to the um the first line uh workers, police officers, nurses, doctors, things of that nature, and then to the general public. But then again, this is a worldwide p uh pandemic. So [3:02:18, 3:02:38]: It might be taken for several months before other folks, like most of us, would be able to even issue or be able to get a vaccination. But anyway, on that note, the public health department is still giving a free COVID-19 testing. So you call number 800-847-4262. 800-847-4262. [3:02:38, 3:02:56]: set up an appointment you can go to heritage uh senior center 1050 florence mcariety parkway to to actually get your free covet 19 test this week monday to friday 9 a.m to 2 p.m 9 a.m to 2 p.m this week starting next week though [3:02:56, 3:03:03]: at the Florence C uh the uh Heritage Senior Center. The time is gonna be Monday to Friday, ten AM to three PM. [3:03:03, 3:03:23]: 10 a.m. two excuse me 10 a.m. to 3 p.m. And chances are these these time frames are gonna last the entire winter uh months. Okay, so 10 a.m. three p.m. So please uh get out there and get those particular attests. Happy veterans day to veterans, and I'm a veteran myself, and so we have the city's gonna have a uh special celebration on uh [3:03:23, 3:03:32]: Veterans Day, I guess a Facebook Live type celebration on Veterans Day for all those veterans out there. So please log into that and then check out that particular activity. [3:03:32, 3:03:39]: And uh mentioned earlier in passing, but Thanksgiving's coming. So enjoy Thanksgiving and with your family and friends, but be safe in the process of that. [3:03:40, 3:04:00]: I also want to say congratulations to all the individuals, whether incumbents or new elected officials across the county and across the state. Far too many for me to acknowledge individually, but congratulations to them and hopefully they'll do a great job in serving the communities in this aspect. And also want to say congratulations. [3:04:00, 3:04:03]: is of course to our president elect Joseph Baida Biden. [3:04:03, 3:04:23]: and for the and the vice president elect uh uh camel harris and and and looking forward to uh them leading the country for the next four years in this aspect. Um now you realize folks that uh this Georgia is definitely on the spotlight here with the election results but also now the fact that we have two center [3:04:23, 3:04:40]: US senator races that are in the runoff. And so obviously we're gonna the state of Georgia's getting a lot of attention uh in reference to this. And this is the results of this runoff is going to control the US Senate for at least uh next couple of years. [3:04:40, 3:05:00]: So anyway, believe it or not, if you're not a registered voter yet, you still have an opportunity to become a registered voter. It's your constitutional right to vote. And so voter registration deadline for the runoff, which is going to be January 5th, actually actually begins. Let's see, let's see here. It starts on the 7th of December. Believe it, the 7th of December voter registration. [3:05:00, 3:05:11]: registration, excuse me, vote registration deadline is is is December 7th. So if you you can still go and register to vote now for this runoff. So December 7th is when the registration cuts off. [3:05:12, 3:05:32]: And early voting uh for this runoff election uh starts on the 14th of December. And of course, the first of uh January is the last day of early voting. And then four of course on the 5th of January, you're gonna have the actual um Senate uh races and the actual election. So what you have, you have incumbent uh David Purdue. [3:05:32, 3:05:40]: A Republican and his opponent would be John Ossoff, a Democrat. That's for one race, and then the other, that's for a six year term. [3:05:40, 3:06:00]: And then in the other race, you have incumbent uh Kelly Leffler, which is a Republican, uh up against uh Raphael Warnock, and that's actually for a two-year term to finish out uh the previous senator's uh um term is in itself. So it's important to to actually get out and and vote. It's your constitutional right and it's a [3:06:00, 3:06:06]: best way actually citizens are in charge. So you just need to make sure that uh you do that in that aspect as well. [3:06:08, 3:06:18]: On that, that is actually my uh those last type of uh comments at this point. Uh I'd like to now go into uh upcoming events and announcements. [3:06:18, 3:06:38]: Um the Main Street Advisory Board meeting is Friday, November 13th at 9 a.m. by Zoom. Um Councilman Barber has a community drug uh blood drive Saturday, 14 November, 10 to 4 p.m. at Ted Strickland Community Center. So any further information about that, uh you can call Ms. Pearson at 404. [3:06:38, 3:06:58]: 565-5109. The Downtown Development Authority meeting is Tuesday, November 17th to 6 p.m. Of course, by Zoom. Uh Council Advisory meeting is Tuesday, November 17th, 6:30 by Zoom. The Planning Commission meeting is Thursday, November 19th, 6:30 by Zoom. Our next council meeting, um [3:06:58, 3:07:18]: Right before Thanksgiving is Tuesday, November 24th, 6 p.m. by Zoom. And our city council meeting in December is Monday, December 14th, 6 p.m. by Zoom. Upcoming public hearings. The public hearing for the adoption of the proposed FY 2021 operating budget is Monday, December 14th, 6 p.m. by Zoom. And then it will also be a public hearing for rezoning case number. [3:07:38, 3:07:53]: RZ 2020-02, Monday, December 14th at 6 p.m. by Zoom. So that's all the upcoming public hearings. On that note, Mr. Williams, do we have anything for executive session? [3:07:55, 3:07:56]: Mr. Mayor? [3:07:57, 3:08:00]: Uh yeah, okay, Sam standby, Miss Wins. I guess Mayor Pro Tem, go ahead, sir. [3:08:01, 3:08:03]: I move that we'll join. [3:08:04, 3:08:05]: Okay. [3:08:05, 3:08:06]: All right. [3:08:06, 3:08:07]: Is there a second to that? [3:08:08, 3:08:09]: Matt Castman Blount, you second that? [3:08:10, 3:08:18]: No, I'm not second. I d I thought that we needed to go into the executive session. Well, that's what I was asking, but the but the mayor potem just made a motion. So I think that's a [3:08:19, 3:08:35]: Councilman Alexander seconds. I think that trumps what I was gonna ask the the whether I'm going to second session. I believe that by by and I think that trumps everything on that aspect. So on that note, there's no discussion on this. So on that note a motion has been made to adjourn and second it. So all in favor, please indicate. [3:08:37, 3:08:39]: Okay, I'll pose. [3:08:42, 3:08:56]: Okay. Okay, I got you. Uh Miss Gantt, you are you're saying that I don't know what we I didn't speak to the attorney, so I don't know. It's three one one. The meeting stands adjourned. I'm sorry about that. God bless you. No exactly session tonight. [3:08:57, 3:08:58]: Good night. Good night. [3:08:59, 3:08:59]: Good night. [3:09:02, 3:09:03]: Appreciate you, yeah. [3:09:04, 3:09:05]: No problem. Thank you.
