Um so but if he's not here about um [0:14:15, 0:14:17]: Six fifty we might have to [0:14:18, 0:14:25]: to just move it to n to another time, but hopefully he'll be here. He said he'll be here in about ten minutes and that was about [0:14:28, 0:14:31]: Five minutes ago, so we'll wait till six fifty. [0:14:32, 0:14:34]: May I ask a question, please? Yes, sir. Uh always expressed an interest in uh the growth of Henry County, watched, I'm sorry, Stockbridge, watched it transform several times. [0:16:13, 0:16:30]: Um so when I learned that this position was opened up, I saw an opportunity to come work with this committee, work with the uh planning staff, other members of the uh the city to make sure that we have a uh continued but responsible growth. [0:22:02, 0:22:04]: I do have one [0:22:06, 0:22:15]: I'd hate hate to call it a correction because it's not inaccurate, but item number twelve. [0:22:18, 0:22:23]: From the last meeting it's dealing with the Valley Hill Road property. [0:22:26, 0:22:28]: Under [0:22:32, 0:22:33]: Board actions. [0:22:43, 0:22:45]: No, that's not the way I'm going. [0:22:45, 0:22:46]: Well. [0:22:49, 0:23:08]: The board action it states on item number twelve that the board voted to approve the rezon, I'm sorry, the rezoning, and that's a true statement, but I would like the records to reflect, Mr. Secretary, that the there was one opposition vote. [0:23:09, 0:23:11]: It was not unanimous as implied. [0:23:15, 0:23:17]: And that opposition was yours truly. [0:23:23, 0:23:25]: N I'm talking about the rezoning, sir. [0:23:29, 0:23:32]: Item number thirteen, the variance. [0:23:32, 0:23:33]: Same thing. [0:23:34, 0:23:35]: On board actions. [0:23:36, 0:23:37]: There was one opposition. [0:23:39, 0:23:40]: And that was yours truly. [0:23:48, 0:23:52]: I agree and so noted, it can be adjusted. [0:23:55, 0:23:59]: Unless someone else has some adjustments to the minutes, I'll need a second. [0:24:01, 0:24:03]: It's Harold. I'll second it. [0:24:05, 0:24:15]: It's been moved and properly second that we approve the minutes of the May 25th meeting with the necessary corrections. [0:24:16, 0:24:18]: All in favor, let it be known by the sign of aye. [0:24:18, 0:24:19]: How do you? [0:24:20, 0:24:21]: Yeah, polls. [0:24:25, 0:24:29]: The eyes have it. The minutes have been approved with the corrections. [0:24:33, 0:24:37]: It's this time I'd like to welcome the new planning commission member. [0:24:38, 0:24:39]: Mr. Anthony Mitten. [0:24:41, 0:24:46]: We welcome you. We you've already made a statement previously. I won't bore you with doing that again. [0:24:49, 0:24:55]: Welcome to the board. Made some comments, but thank you. Glad to be here. Look forward to working with this uh committee. Absolutely. [0:24:59, 0:25:04]: Next item on the agenda is the election of vice chairman. [0:25:05, 0:25:20]: As you know, uh our previous vice chairwoman, Ms. Kathleen Nelson, is no longer on the board and we need to elect a new vice chair per bylaws to finish out the remainder of her term. [0:25:22, 0:25:25]: And this this time I would entertain [0:25:26, 0:25:29]: Any recommendations from s this board? [0:25:31, 0:25:37]: Well, we can always have the newcomer get involved or Mr Placid over there. Don't I I don't [0:25:38, 0:25:39]: Oh even you also. [0:25:40, 0:25:44]: I've had my turn, so I think the three of you should have that opportunity. [0:25:49, 0:25:50]: Are you making a nomination, sir? [0:25:52, 0:25:57]: I'll make the nomination in reference to who would like to uh participate as as the vice chair. [0:26:01, 0:26:04]: I'm open for suggestions from all three of you. Uh [0:26:04, 0:26:06]: Mr. Placid, would you like that position? [0:26:07, 0:26:08]: I'm just going to do that. [0:26:09, 0:26:11]: Mr Midden, would you like that position also? [0:26:12, 0:26:13]: No comments, thank you. [0:26:16, 0:26:19]: So I think it would be between you and Mr. Placid, right? [0:26:21, 0:26:22]: That would be correct. [0:26:23, 0:26:26]: Well, I'll nominate you, Mr. Dilmas for [0:26:26, 0:26:30]: I'll nominate you, Mr. Doomas, for that uh vice chair's position then. [0:26:31, 0:26:33]: Are there any other nominations? [0:26:38, 0:26:50]: For the name Stanley Dumas has been nominated for Vice Chair for the remainder of Miss Nelson's term. All those in favor, let it be known by the sign of aye. Aye. Aye. Any opposed? Aye. [0:26:50, 0:26:52]: Are you going to be able to do that? Who seconded it? [0:26:55, 0:27:03]: You made the motion. I made the motion, so I can't second it. So I have to have somebody to second you're correct on that. Oh I'll I'll second it. [0:27:04, 0:27:14]: It's been moved and second that Stanley Dumas be nominated e elected for vice chair for the remainder of Ms. Nelson's term. All in favor, let it be known by the sign of I. [0:27:15, 0:27:16]: Uh any opposed? [0:27:18, 0:27:21]: The eyes have it, so be it. [0:27:24, 0:27:30]: Next item is the Bri Bush Creek Commons Town Home Final Plant approval. [0:27:31, 0:27:33]: Mr. Linton, please. [0:29:10, 0:29:20]: Thank you, Mr. Chairman. Uh my name is Lord Lincent from the City of Stockbridge, and I'm here to present the uh presentation for Brush Bridge Comitado. [0:29:21, 0:29:26]: Is your mic on? Turn your microphone on. On the left, if it'll light a light up. Yeah. [0:29:28, 0:29:32]: I'm here to present for the uh Brush Creek Com Commons Town Homes. [0:29:36, 0:29:42]: Uh this is the zoning this is the zoning map of the property. Um that's right here, which is shown here. [0:29:45, 0:29:48]: Um this is the aerial photo of the site. [0:29:53, 0:30:13]: Um the introduction is to uh consider the prepare the final townhome plat for the Brush Creek Commons um uh to be constructed on Bruscreek Court at Shield Rose. The property contains fifteen point nine eight nine five acres, including five point nine acres of floodplain and wetlands, and a total of forty-one townhomes. [0:30:13, 0:30:33]: Homes will be built. The applicant is Mr. Fatimi of Pivotal Enterprises. And we the zoning history, it was rezoned on July 4, 2003, from R2 to RM2. They had also had a development agreement with two amendments. [0:30:33, 0:30:50]: Which included uh various development conditions, and they also recently had a zoning modification case, which was approved by the Planning Commission meeting on October 27th and approved by Mayor Council on September 14th. [0:30:51, 0:30:51]: Oh why I said. [0:30:55, 0:31:15]: Uh the zoning history continues. They incl the changes that were made, which included a clubhouse, pavilion, gazebo, the monument sign, the walking trail, extra parking spaces to serve the amenities, and reduce the number of playgrounds from two to one by having a combined playground rather than a separate tot lot and [0:31:15, 0:31:31]: and playground for older children, provide a gym and workout space, provide grills and benches next to the clubhouse with the fireplace, and extend the sidewalk to interconnect the uh neighborhood commercial spaces, and also to provide a sidewalk stub house for future connectivity to the neighboring lots. [0:31:34, 0:31:36]: Uh this is the boundary survey. [0:31:37, 0:31:38]: Is it Shawn here? [0:31:41, 0:31:45]: Um this is the boundary survey along with the s water and sewer lines. [0:31:47, 0:31:48]: Storm sewers. [0:31:49, 0:31:57]: This was the approved plat from the development plans uh from January twenty fifth, twenty twenty five. I mean two thousand five. [0:32:01, 0:32:05]: This is the enlargement of the amenity area from the approved two thousand five plat. [0:32:09, 0:32:12]: This is the elev elevations of the proposed development. [0:32:16, 0:32:36]: And as stated ear earlier, they would keep the following um the clubhouse, the pavilion, the gazebo, and the monument sign, and re remove the following the soccer field, the volleyball court, walking trail, extra parking spaces to serve the amenities to be removed, uh three wooden bridges over Brus Creek, the Putting Greed and a Berg Century. [0:32:36, 0:32:56]: And they would change the number of playgrounds from two to one by having a combined playground rather than a separate top lot. And they would provide a follow-in, which is a gym, provide grills and benches next to the clubhouse, and extend the sidewalk to interconnect the neighborhood, develop commercial spaces, and provide a sidewalk stophouse for future. [0:32:56, 0:32:58]: future interconnectivity to the neighboring lots. [0:33:00, 0:33:05]: And this is the proposed of many changes, which is shown on the screen. [0:33:07, 0:33:12]: This is the proposed side plan, um, that was last year, November seventh. [0:33:17, 0:33:20]: And this is the proposed uh administrative notes. [0:33:21, 0:33:21]: Yeah. [0:33:24, 0:33:25]: Yeah. [0:33:26, 0:33:33]: This is the proposed final time plat. Um this is br this is information about the uh plat itself. [0:33:40, 0:33:44]: And this is the cover page for the final town home, the plat. [0:33:49, 0:33:51]: These are other pages at the pl. [0:34:07, 0:34:27]: The next step, so these are the um re the reviews of the final plat. It was reviewed by planning and zoning to ensure that all required conditions of the zoning modification 2022-01 have been met. It was also reviewed by the engineering staff to ensure that all the technical environmental requirements are acceptable. [0:34:27, 0:34:47]: The uh needed actions. The applicant seeks the Planning and Planning Commission approval of the proposed townhome plat. And upon approval, staff would also ask the chairman to come into the planning and zoning office to sign a hard copy of the final plat. The applicant would then submit a copy of the assigned final plat to the Henry. [0:34:46, 0:34:57]: County Superior Court's office for official recording. The applicant will also will submit a copy of the stamp recorded plat along with his permit application. [0:34:58, 0:34:59]: And that's it. [0:35:01, 0:35:01]: Thank you. [0:35:05, 0:35:10]: Does the staff um I'm sorry, does the applicant have anything to add? [0:35:11, 0:35:18]: What's already been said? Okay. Any questions from the staff? Uh [0:35:19, 0:35:21]: Excuse me. Uh [0:35:22, 0:35:25]: How much interaction from the community that uh [0:35:26, 0:35:35]: Did you engage or or do we have anybody here from the community that has concerns about it? Those are the things that we need to bring up in this meeting. [0:35:37, 0:35:41]: They have they went to several public areas in the city. [0:35:41, 0:35:42]: Before. [0:35:44, 0:35:50]: There were like several different meetings they had to attend. So the public had input on it, had the opportunity to provide to provide input. [0:35:52, 0:36:02]: Uh the only concern I have is uh we don't have anything as far as what the public is concerned about. I haven't seen any information. It was approved by city council. [0:36:03, 0:36:20]: Okay, so if it's been approved by the city council then we're putting a rubber stamp on it. This is yeah, this is a rubber stamp of formality. Okay. All right. But but they have gone through the public hearing process. So th it's been vetted by the public and by staff and outside consultants. [0:36:23, 0:36:23]: Thank you. [0:36:25, 0:36:37]: Any further comments from staff? I have a couple of questions. Yes, sir. What is the anticipated selling price of these town homes once they get developed? And I know that's looking forward into the future, but it's [0:36:43, 0:36:54]: Hey, uh my name is Iman Fatimi. Uh I actually live here in Stockbridge. Turn your mic on, please. And this is my dad. Oh sorry. My name is Iman Fatimi. I actually live here in Stockbridge. Turned it on. [0:36:55, 0:36:56]: Hello? [0:36:57, 0:37:17]: Hey, uh my name is Iman Fatami. Uh I live off of TI Street and um uh we've been working on this. Proposed selling price would be something like uh starting uh just under 350, maybe uh depending on some upgrades. [0:37:17, 0:37:23]: 350, 360. Uh you have any comments? So [0:37:24, 0:37:32]: Three forty, three sixty, maybe three seventy five. We have to see how the things go. [0:37:32, 0:37:32]: Yeah. [0:37:33, 0:37:53]: We're gonna have to see what the market is, but uh plan is to upgrade, put a lot of bells and whistles within the house itself or uh make an upgraded uh townhomes. We are pushing over to four hundred, maybe low four hundred if the market allows. [0:37:54, 0:38:02]: Are you planning on having an HOA as part of this development? Yes, sir, we have HOA on uh we're working on it to finish it. [0:38:04, 0:38:07]: No it's part of the uh agreement. [0:38:07, 0:38:07]: Fine. [0:38:09, 0:38:21]: I have a question to ask. Are you planning on having any gated community uh to keep out unwanted guests or it's gonna just be in and out? Uh how are we gonna establish that? [0:38:22, 0:38:41]: Uh per zoning we have uh no plans of putting any gates. Uh no sir. There's no plan for it. Yeah, the it's uh the street is to be handed over, the main street to the city, and I believe there would be some concern about emergency access, but um there is no plan for a gate. [0:38:44, 0:38:46]: Uh the HOA uh [0:38:47, 0:39:07]: You're gonna have any particular requirements uh to try to make sure that these townhomes don't end up being a place for uh crime? Do we have any anything in that area that you guys are thinking about to make sure in the in that they don't go down and it's just uh [0:39:07, 0:39:18]: the area where we're gonna have crime. That's just something I'm thinking about in reference to townhome. I'm not saying it's gonna be that way, but I'm just holding the conversation to be proactive instead of reactive. [0:39:19, 0:39:19]: Uh [0:39:20, 0:39:40]: Well, the price point that we're selling, we assume that we're gonna have families over there and that by itself survive having any kind of crime issues. But the on the other hand, we will uh uh ask the homeowners to install [0:39:40, 0:39:51]: security systems. We probably already have security system at the subdivision with multiple uh cameras that uh 24-7 being monitored. [0:39:52, 0:39:53]: All right, thank you. [0:39:53, 0:39:54]: Yeah. [0:39:56, 0:39:57]: I have another question. [0:39:58, 0:40:07]: How much area of this development is going to be considered green space that is gonna have to be maintained regularly by the HOA, just roughly? [0:40:08, 0:40:28]: The green space is just uh uh almost six acres of these wetlands and uh uh flat plains and the balance remains as natural and which we are gonna have uh fourteen hundred linear feet of uh trail going right through it. [0:40:28, 0:40:37]: Uh for walking purposes, exercises. So most most majority of it's gonna stay pretty much as a natural. [0:40:37, 0:40:57]: Okay. And maintaining that is gonna be part of the HOA process, the dues, et cetera. Take down the dead trees and dangerous limbs and stuff, but um as far as [0:40:57, 0:41:05]: Because um uh uh it's it's mostly gonna be forested for the most part, the property. [0:41:06, 0:41:13]: Okay, and these are scheduled to be uh single family units, correct? [0:41:13, 0:41:15]: The town homes, yes. Okay. [0:41:16, 0:41:36]: Um right now Henry County, uh I'm just making a statement, just something to watch out for, is under siege by big corporations from the count that around the country to buy up property here that they then turn around and lease out. Um is this something you're looking forward to more selling to the individual owners or [0:41:36, 0:41:36]: Or [0:41:37, 0:41:57]: Yes, that's our plan. Um uh to your knowledge, we just finished Austin Park with eighty two single family homes, hundred percent of it sold to the public, nothing but for rental in that subdivision. And I'm sure you guys have been there and it's it's an outstanding [0:41:57, 0:41:57]: community right now. [0:41:58, 0:42:18]: Okay, yeah, we have experiences with big property owners out of Texas, Minnesota. They really don't care what the property looks like down in Georgia, so it's always a battle to try to keep them maintained and updated and painted and you know the work that goes into it. That's not our plan. We are planning to sell to individuals, to the community. Okay. Very good. [0:42:18, 0:42:28]: Uh i if anything we would r rent ourselves in order to fill one or two units, but not to sell to rent. [0:42:29, 0:42:39]: But uh the hope is to sell everything if markets cooperate and uh all to individual owners just like Austin Park. Okay. [0:42:40, 0:42:41]: Very good. [0:42:43, 0:42:45]: Any more questions from the Planning Commission? [0:42:47, 0:42:49]: Thank you, gentlemen. Thank you. [0:42:50, 0:42:59]: Mr. Anderson, just for clarity, this is not required to open up for public hearing, right? No, it's not a public hearing. Thank you very much. [0:43:00, 0:43:02]: Nobody here objectioning, right? [0:43:02, 0:43:07]: I need a motion to accept the final plant approval. [0:43:10, 0:43:13]: I'll present a motion that we accept the final planning. [0:43:17, 0:43:19]: I will second that if I heard it correctly.
