On that note, uh [0:08:28, 0:08:33]: Madam Clerk, do we have any public comments at all? We do. We have one public comment this evening. [0:08:33, 0:08:34]: Okay, go write it, please. [0:09:01, 0:09:02]: Еспешли [0:09:03, 0:09:06]: Mr. Alexander, your community is proud of you. [0:09:07, 0:09:08]: There are no further comments. [0:09:08, 0:09:12]: Thank you, Madam Clerk. I appreciate that. Uh Old Business Council. [0:09:13, 0:09:26]: Council consideration to approve the development agreement to complete the requirements for rezoning case number OR03-15 for the property located 438 East Atlanta Road and Stockbridge, of course. [0:09:26, 0:09:28]: Mr. Knighton and Becca Johnson, please. [0:09:32, 0:09:36]: Yes, Mayor, you this item of course was heard at the previous meeting. [0:09:36, 0:09:39]: And at that time the council wanted to [0:09:39, 0:09:44]: uh go back and or the council via the comments that were made wanted to ensure that [0:09:44, 0:09:46]: Some of the uh current [0:09:47, 0:09:48]: uh standards were put in place. [0:09:48, 0:09:56]: with respect to or at least addressed with respect to this particular development that was originally approved in the early two thousands. [0:09:56, 0:10:02]: And so with that, uh there have been uh discussions with uh the applicant, with our attorneys, with [0:10:03, 0:10:07]: Community development director um as well to bring this to a place. [0:10:08, 0:10:13]: That can be mutually agreed upon via the applicant and via the staff. [0:10:13, 0:10:15]: It's being presented to you, council. [0:10:16, 0:10:17]: For your consideration. [0:10:17, 0:10:21]: I'll let Ms. Johnson um kind of walk through um [0:10:21, 0:10:27]: any particular uh technical matters with respect to it and and any additional conditions that are part of this proposal. [0:10:29, 0:10:30]: Okay. [0:10:31, 0:10:35]: Thank you, Mr. Knighton. Um Mayor Ford, Council members and [0:10:35, 0:10:47]: Colleagues and residents, so um what we did as a result of the conversation among the board at our last meeting on the 10th is go back, look at the requirements for the overlay district. [0:10:48, 0:11:04]: Make sure we included those items. The specifics were for sidewalk width. We wanted to have a 10-foot-wide sidewalk that was added for the external portions of the property and then a four-foot fent, a four-foot-wide. [0:11:04, 0:11:07]: um sidewalk internally throughout the site. [0:11:07, 0:11:08]: Uh another [0:11:09, 0:11:11]: I don't know if I'm going to the road with. [0:11:11, 0:11:14]: So we worked with our fire marshal to ensure that we were in [0:11:14, 0:11:22]: compliant with our international fire codes to ensure that we met the minimum requirement for those. [0:11:22, 0:11:28]: Um some other things you all um may see in the updated changes is that because [0:11:30, 0:11:32]: Thank you. [0:11:34, 0:11:34]: Okay. [0:11:35, 0:11:35]: Yeah. [0:11:37, 0:11:38]: Um [0:11:39, 0:11:45]: a discreping first half um the developer would will adhere to uh detailed site plan. [0:11:45, 0:11:51]: and um the highway overlay district to ensure that all of those requirements are met. [0:11:51, 0:11:52]: Um that's kind of the [0:11:53, 0:11:53]: Don [0:11:54, 0:11:55]: No. [0:11:55, 0:11:55]: But [0:11:56, 0:11:56]: Well [0:11:57, 0:12:01]: Long and short of it. Um if there are any questions I'd be more than happy to uh [0:12:02, 0:12:05]: Well, Becca, I want to know that you were fading in and out a little bit there, Ms. Johnson. [0:12:06, 0:12:15]: Uh but hopefully uh we got to just of that, but we'll see. Council, any questions uh that you have for Ms. Johnson and and uh anything you need to clear up? Anyone? [0:12:16, 0:12:17]: Mayor Protein, go ahead, please. [0:12:17, 0:12:23]: Yeah. Um in terms of uh the sidewalks, we want we had asked for sidewalks on both sides of the street. [0:12:24, 0:12:27]: Uh we would just want to make sure that that language is spelled out. [0:12:27, 0:12:30]: uh in its entirety. You mentioned uh the multi use path. [0:12:31, 0:12:35]: along uh east Atlanta Road. Um I think um they had agreed to do that. [0:12:35, 0:12:36]: And um [0:12:37, 0:12:39]: I think we had uh asked the applicant. [0:12:39, 0:12:43]: Uh of course we couldn't require it and they were gonna check [0:12:43, 0:12:44]: Uh, I think Miss uh [0:12:47, 0:12:53]: Miss Battle was gonna check with Miss Battle was gonna check with the applicant about uh possibly making it gated. [0:12:55, 0:12:55]: Um [0:12:56, 0:13:00]: This is Michelle Battle with Battle Law, one West Court Square, Decatur, Georgia, three zero. [0:13:01, 0:13:13]: Uh 030. We have gated the community. Um it will be gated um as requested and we put that in the conditions and it's on the site plan. Outstanding. [0:13:15, 0:13:21]: Okay, any other questions from the council at all? What about the sidewalks on both sides of the street? [0:13:21, 0:13:27]: Was that um the sidewalks internally the sidewalks will be on uh both sides of the street, yes. Awesome. [0:13:27, 0:13:27]: Thank you. [0:13:30, 0:13:32]: Any other questions, Council? [0:13:32, 0:13:33]: Yeah. [0:13:33, 0:13:34]: Yes, sir. [0:13:34, 0:13:37]: I'll go ahead and make a recommendation to approve. [0:13:37, 0:13:38]: Uh the [0:13:39, 0:13:42]: Staff recommendation uh for this project. [0:13:42, 0:13:44]: uh to move forward with the conditions outlined. [0:13:45, 0:13:46]: All right, here a second. [0:13:46, 0:13:49]: Ms. Barber Second then. Okay. Any further discussion? [0:13:50, 0:13:52]: All in favor, please indicate. [0:13:53, 0:13:55]: It's a nano decision. Thank you very much. Appreciate it. [0:13:56, 0:13:57]: All right, new business. [0:13:58, 0:14:03]: Council consideration to amend the twenty twenty one meeting schedule. [0:14:03, 0:14:04]: Miss Holiday, please. [0:14:04, 0:14:13]: Thank you, Mayor Council. This item was kind of a housekeeping item based on the GMA conference scheduled in Savannah. [0:14:13, 0:14:15]: And with covet. [0:14:16, 0:14:22]: Um well the city council first of all approved the twenty twenty-one meeting schedule back in twenty twenty. [0:14:22, 0:14:28]: And GMA has revised their annual conference. [0:14:28, 0:14:30]: And we changed the meeting date. [0:14:31, 0:14:32]: In June [0:14:33, 0:14:34]: Where the original [0:14:34, 0:14:40]: GMA conference was set for June. So we changed our meeting date that's normally held on the last Tuesday of the month. [0:14:40, 0:14:43]: and moved it from June twenty ninth to june thirtieth. [0:14:44, 0:14:45]: That Wednesday. [0:14:45, 0:14:50]: And um now with GMA moving the conference to August. [0:14:50, 0:14:52]: It actually [0:14:52, 0:14:56]: falls on the same day that the city council is scheduled to have their [0:14:57, 0:15:01]: Council meeting on the second Monday of the month in August on August ninth. [0:15:02, 0:15:07]: So I just needed to know so that we can advertise uh to the public if [0:15:07, 0:15:08]: How we want to [0:15:08, 0:15:10]: Hold those meetings. [0:15:10, 0:15:12]: In both June and August. [0:15:14, 0:15:34]: Well, thank you, Vanessa. Let me mention this to um to the council. Everybody, that I was on a uh a Zoom call, listening to a call today on COVID-19. It's a weekly update that GMA has. And the president uh Vince Williams mentioned that we will be having the GMA conference August 6th to August 10th. It will occur. [0:15:34, 0:15:42]: They're gonna plan for that. And so um it's gonna be a go. Now things are as you well know, things in our society are moving that way to [0:15:43, 0:15:47]: free up uh operations and meetings and things of that nature. Now it may very well be that [0:15:48, 0:16:02]: come August that you may still want to wear masks if you want to, but I don't know what the what the parameters for that will be. But they still they said they're going to be a go on the having the conference then. So I guess that we just need to decide which option we want as outlined in in uh the presentation here. [0:16:03, 0:16:05]: Any c any other comments, Council? [0:16:07, 0:16:08]: A mayor. [0:16:08, 0:16:09]: Yes, sir. [0:16:09, 0:16:20]: I would say uh next month's meeting, uh the public is accustomed to us having the meetings on Tuesday on two on the last Tuesday of the month. So for consistency, I would say [0:16:20, 0:16:22]: Next month's meeting. [0:16:22, 0:16:27]: Uh move it back to Tuesday uh to the Tuesday. That's the second meeting, right, Miss Holliday? Correct. [0:16:27, 0:16:33]: So you know, the public is used used to seeing that second m that second meeting on the last Tuesday. [0:16:33, 0:16:38]: So I think that would make make it consistent so nobody looking and missed the meeting on the wrong date. [0:16:39, 0:16:41]: Uh uh uh obviously August would be a different date. [0:16:42, 0:16:49]: And it will uh move us. We'll have to make some adjustments there, but I certainly would support moving next month to Tuesday as for consistency. [0:16:51, 0:16:55]: Well that eliminates option number three. So then um [0:16:55, 0:16:58]: We would be looking at one or two for the the August meeting. [0:16:59, 0:17:05]: Councilman Thomas, go ahead, sir, please. Uh Madam Clerk, would you read um for everyone uh option one? [0:17:06, 0:17:12]: I would option one is to reschedule the meeting um that's currently scheduled for Wednesday, June 30th. [0:17:13, 0:17:15]: To Tuesday, June twenty ninth. [0:17:16, 0:17:19]: Uh twenty twenty one, as just mentioned by Mayor Pro Tem Alexander. [0:17:19, 0:17:23]: And to reschedule the meeting for Monday, August ninth. [0:17:23, 0:17:26]: to Monday, which will be the following Monday, August sixteenth. [0:17:28, 0:17:29]: Well nah uh [0:17:29, 0:17:35]: You did provide the information, but just for those that are listening in, um [0:17:35, 0:17:55]: Would you share uh option three? So whatever decision we make tonight, uh they will be informed or could you speak to the difference uh in one and three? Okay, so uh option three would be to have no changes um to the meeting date and when on Wednesday, June 30th. [0:17:55, 0:17:57]: And to reschedule the meeting. [0:17:57, 0:18:00]: on Monday, August ninth to August sixteenth. [0:18:00, 0:18:04]: Option number two is to reschedule the Wednesday meeting. [0:18:06, 0:18:08]: uh June thirtieth and move it to [0:18:08, 0:18:13]: Tuesday, June twenty ninth, as has been recommended, but to also cancel [0:18:13, 0:18:14]: The [0:18:14, 0:18:18]: Monday meeting, August ninth. So the difference between [0:18:18, 0:18:21]: One and two is to have the Monday meeting out. [0:18:21, 0:18:24]: Um, but just move it to a different day the following week. [0:18:25, 0:18:27]: Option two is to cancel it altogether. [0:18:27, 0:18:33]: And option three is to make no changes to the June meeting and reschedule the August meeting. [0:18:35, 0:18:35]: Uh [0:18:38, 0:18:49]: Uh okay. Councilman Thomason, you die? Well, I I was gonna say I would consider one, but I yield to I see some hands. I'll just yield before the motion is made. Okay, Councilman Barber, you you're next. Go ahead, please. [0:18:50, 0:18:55]: No, I'll wait till the rest of the questions. I was just gonna motion as well. So Councilman Blount, go ahead, please. [0:18:55, 0:19:08]: Yeah, Mayor, I would I would recommend that if we need to council that meeting uh at the first of August, that we just council the meeting and we have that meeting at the last Tuesday, the end of the month. And if it's something pending, [0:19:08, 0:19:16]: Uh after that, if the uh prior to that, this council is amenable to it since we're still doing Zoom. If there's a special call meeting with something that's uh [0:19:17, 0:19:37]: pending and needs uh attention to then we sp do do a special call meeting uh in between that time but uh to throw off the schedule i agree that we don't either we cancel the meeting because if we don't when we start flip-flopping next thing you know we're gonna have one meeting then another meeting the next week and I don't think that uh that's warranted right now. So I was [0:19:37, 0:19:47]: Say we're just counseling the meeting if we need to do something pending. We do a special call meeting prior to that last meeting in August and just stick with the last Tuesday in August to uh have that meeting. That's my recommendations. [0:19:48, 0:19:58]: Mayor. Yeah. Yes, ma'am. Councilman Blount, does that mean you're in favor of op option number two with also moving the June meeting work session back to Tuesday? [0:20:00, 0:20:20]: If if if it's to keep the schedule that we are on, I think that same rule would still apply. Okay. If we keep the days that we have and if there's something pending, then we do a special call meeting or whatever day we need to do that. Other than that, I I I agree that we we definitely want to kind of keep the same schedule that the citizens are used to. I'd rather for us to council meeting. [0:20:20, 0:20:27]: meeting, if nothing's pending and call a special call meeting if it is, versus us to continue to move these days around. [0:20:28, 0:20:28]: Got it. [0:20:29, 0:20:35]: Councilman Blount, we always have something probably p pending though, I will tell you. But uh we'll we'll see how this shakes out. [0:20:35, 0:20:38]: But Councilman uh Gantt, Councilman Gantt, please. [0:20:40, 0:20:41]: Thank you, Mayor. Um [0:20:41, 0:20:47]: I could go either way. Um it does make sense if if we're having uh [0:20:48, 0:20:51]: in August we pushed that meeting back. [0:20:51, 0:21:01]: one week, then the following week after that we're had we're back at a work session. So we'll be meeting two weeks in a row back to the back. Um I think that's the way it looked. I I kind of [0:21:01, 0:21:06]: Lightwick Councilman Blount said, um, but I'm fine either way. [0:21:06, 0:21:07]: Um [0:21:08, 0:21:18]: I'm fine either way. I think we keep that June meeting though, definitely on schedule as is. And then for for August, I'm okay with [0:21:18, 0:21:20]: Um have a special coffee needed. [0:21:21, 0:21:28]: But if we don't, then I'm okay with having it the following week. The only concern I have with that is the following week after that, we're back in another meeting. [0:21:30, 0:21:31]: Okay. [0:21:31, 0:21:35]: So I guess I would prefer probably to [0:21:35, 0:21:38]: just you know if we needed a meeting we would call it. [0:21:39, 0:21:40]: for that following Monday. [0:21:40, 0:21:47]: Councilman Thomas, please go ahead. I was gonna ask Mr. Knighton uh if we council a meeting. [0:21:47, 0:21:58]: How would that um stack up as far as things that we need to um litigate uh if we counsel, if he can sort of just speak to that somewhat? [0:21:59, 0:22:06]: Yes, sir, Councilman Thomas. Generally, as you know, um we have an ambitious council uh to move the city forward. Therefore, generally we do have [0:22:07, 0:22:10]: items that come up on the on the agenda uh frequently. [0:22:10, 0:22:16]: The one clarification I do want to make here in understanding is because of the way the calendar falls. [0:22:16, 0:22:21]: If the the s the meeting in August were moved to August sixteenth. [0:22:21, 0:22:27]: The work session would not be until August thirty first. So there would still be a two week gap. [0:22:28, 0:22:29]: Between the sixteen [0:22:30, 0:22:32]: The council meeting, even though it's moved to the sixteenth. [0:22:33, 0:22:36]: then the work session would be on the thirty first. That's just kind of a quirk in the schedule. [0:22:37, 0:22:40]: the way it works out. So there would be a two week gap in between there. [0:22:42, 0:22:48]: Then I would imagine there'll be another two week gap between that meeting and the red council meeting in uh September. [0:22:49, 0:22:50]: I would think it's for another two weeks. [0:22:52, 0:22:54]: Yes, it would be September fourteenth. [0:22:54, 0:22:56]: Right. So it's another two week gap. [0:22:56, 0:22:57]: Okay. [0:22:58, 0:23:10]: You know, for the same thing. I'm not sure which option that is, but that's seemed to be the one that's doable. I I don't know if that one meets uh Councilman Blount's. [0:23:10, 0:23:12]: Um indication I I'm not sure. [0:23:13, 0:23:19]: No, I'm fine with that because it it it keeps us on uh it keeps us on a Monday and a uh [0:23:19, 0:23:37]: Tuesday. It just won't be the first uh Monday of the month. It'll be the uh look like the third Monday of the month on August sixteenth is the third Monday, and then we'll have a meeting on that uh last Tuesday. So that's the only change. It changes the Monday. It changes it to the third Monday of the month instead of the [0:23:38, 0:23:52]: Well mayor Yeah go right here sir I I'll I'll be willing to make that motion. Um I'm not sure madam clerk which option that is, but that's option one. Okay, I I move that uh we accept option one. [0:23:52, 0:23:54]: for the uh meeting schedule. [0:23:55, 0:23:56]: Sir a second. [0:23:56, 0:23:57]: A second. [0:23:57, 0:23:59]: Ms. Okay, Mr. Gantt, second that okay. [0:24:00, 0:24:01]: Uh all in favor, please indicate. [0:24:03, 0:24:04]: Okay, unanimous decision. [0:24:04, 0:24:13]: Thank you. Thank yeah, thank you very much. Now food for thought, Council. Do you have you have any idea when you think we may be meeting in person? Food for thought. We could eventually we'll do that. [0:24:14, 0:24:16]: I don't know how soon you want to do that, but eventually that'll happen. [0:24:17, 0:24:17]: All right. [0:24:19, 0:24:20]: More to follow. [0:24:20, 0:24:30]: Council consideration approved site engineering to replace 36 inch CMP culverts on Hudson Bridge Road in the amount of$129,225. [0:24:31, 0:24:35]: Funding source, stormwater fund balance. Mr. Aaron, please. [0:24:35, 0:24:43]: Yes, Mr. Mayor and Council. During a stormwater inspection, staff found a cobalt under Hudson Bridge Drive that had rusted out. [0:24:44, 0:24:50]: And so this is a subdivision with the one way in and one way out. There's no other entrance or exit. [0:24:51, 0:24:56]: And so staff want to move forward with replacing this pipe before it becomes hazardous. [0:24:57, 0:25:11]: Okay. Thank you for that. Any questions for Mr. Aaron Council? Mary Portam Alazana, go ahead, please. Well, where is is this the uh town home community? What subdivision what is this? What's this subdivision behind the town home development? [0:25:12, 0:25:19]: Is that why the sidewalk is like the or that indention is out front? Is that what what the issue is? I know this the sidewalk look like it. [0:25:19, 0:25:23]: Or that uh the between the sidewalk and the curving looked like it was compromised. [0:25:24, 0:25:24]: Yes, sir. [0:25:25, 0:25:31]: Okay, thank um I know we had talked about. Okay. Well good. It's good to see uh that that is moving forward. [0:25:32, 0:25:34]: Any other questions, Council for Mr. Aaron? [0:25:36, 0:25:39]: Okay, seeing none, I need a motion to accept his proposal. [0:25:41, 0:25:44]: So moved. Okay. Ms. Gantt, is there a second? [0:25:45, 0:25:45]: Perfect. [0:25:46, 0:25:48]: Miss Barber seconds that okay for the discussion? [0:25:49, 0:25:51]: And if not all in favor of the motion, please indicate. [0:25:52, 0:25:55]: Okay, unanimous decision. Appreciate that. Thank you very much. Thank you, Mayor and Council. [0:25:56, 0:25:56]: Thank you. [0:25:57, 0:26:05]: Council consideration to approve RFP request for proposal number 2020 zero zero two seven p [0:26:05, 0:26:11]: National Auto Fleet Group source well contract number one two zero seven one six [0:26:11, 0:26:20]: NAF in the amount of eighty-seven thousand nine hundred three dollars and ninety cents for one stormwater vehicle in the amount of twenty-nine thousand. [0:26:20, 0:26:23]: three oh one and thirty cents. [0:26:23, 0:26:28]: one water department vehicle in the amount of twenty nine thousand three hundred one and thirty cents. [0:26:29, 0:26:44]: and one code enforcement vehicle in amount of 29,301 and 30 cents funding source, stormwater, water code enforcement uh department budgets. And this is going to be presented by Ms. Miller and Miss Johnson, please. [0:26:51, 0:26:55]: Miss uh Miller, you are you're muted. If you're talking, you're muted, ma'am. [0:26:56, 0:26:58]: Hi. How are you doing? [0:26:59, 0:27:00]: Good afternoon, Mayor and Council. [0:27:01, 0:27:09]: Um, I do hope everyone's well. The procurement division is requesting council approval to piggyback and award a contract to 72 hour LLC. [0:27:10, 0:27:15]: uh DBA National Auto Fleet under the uh NJPA better known as Sourcewell. [0:27:16, 0:27:21]: Um as stated, the contract number for a source well is one two oh seven one six NAF uh for the record. [0:27:21, 0:27:33]: uh for vehicles, cars, um, and light trucks with related equipment accessories and services for an overall cost of eighty-seven thousand nine hundred three dollars and ninety and ninety cents. [0:27:35, 0:27:38]: Okay, any questions, uh counsel for Miss Miller? [0:27:38, 0:27:40]: At all. Um Councilman Barber Guay, please. [0:27:41, 0:27:53]: questions for Ms. Miller. This is for Mr. Aaron. Okay. Vehicles will be assigned to Public Works. Mr. Aaron, how many vehicles do you have in Public Works already? [0:27:53, 0:27:54]: Just curious. [0:27:55, 0:27:57]: It's probably about [0:27:57, 0:27:59]: Thirty, thirty five. [0:27:59, 0:28:03]: Thirty five vehicles already. I'd get you an exact count tomorrow. [0:28:03, 0:28:05]: Okay, can you tell me what these will be used for? [0:28:06, 0:28:18]: This is a one of the stormwater, you're replacing a 2006 with 139,000 miles on it. And the other one is a 2005 with 130-some thousand miles. So [0:28:18, 0:28:24]: These are public works trucks. They're not like the typical vehicles like the one I have, the 2013. [0:28:24, 0:28:32]: You could drive it for about 15 or 20 years because it's just you're just going like the city hall back and forth. But these vehicles are hauling equipment. [0:28:33, 0:28:43]: And also they're stopping and going and stopping and going and things like that. People in and out of them. So they get more wear and tear than the the normal vehicle that are used by administrative personnel. [0:28:43, 0:28:45]: Are these being used every day? [0:28:46, 0:28:47]: Yes, ma'am, they are. [0:28:48, 0:28:55]: 'Cause the stormwater you've got stormwater inspectors that are out. You've got uh four inspectors that are out. [0:28:55, 0:28:59]: doing inspections. So each one I'm uh doing separate inspections. [0:29:00, 0:29:02]: So they don't share vehicles. [0:29:02, 0:29:04]: No ma'am, because in order to [0:29:05, 0:29:10]: inspect over five thousand structures a year, they need to be going their separate ways. [0:29:14, 0:29:18]: All right. Okay. Uh Councilman, stand by. Councilman Thomas, go here, please. [0:29:18, 0:29:24]: Thank you, Mayor. Uh it it also my understanding that one of these vehicles would be for the new. [0:29:25, 0:29:31]: Uh code enforcement supervisor. Uh Mrs. Johnson, could you speak to [0:29:32, 0:29:34]: Uh the aggressive [0:29:35, 0:29:39]: It's my aggressive is my words, not yours. Uh could you speak to [0:29:40, 0:29:46]: um the desires in the future for this position going forward as far as code enforcement. [0:29:47, 0:29:49]: Uh certainly, Councillor. [0:29:49, 0:30:04]: Ms. Thomas. So the as you know, the new code enforcement supervisors started about two weeks ago in community development. You started going in and out. [0:30:04, 0:30:05]: Mira, can you [0:30:05, 0:30:10]: Yeah. Miss Johnson, we can uh you're you're fading in and out. [0:30:11, 0:30:14]: Because you don't have a great connection, you come in and out [0:30:14, 0:30:20]: Yeah, she may need to rec may need to reconnect. I'll I'll s I'll mention that um of course we've [0:30:20, 0:30:28]: Hired the code enforcement supervisor, uh, Miss Vanderpool, who comes with a great deal of experience not only in code enforcement, but also in law enforcement at an extensive career. [0:30:29, 0:30:33]: and law enforcement and um she's been uh with us for about two weeks now. [0:30:34, 0:30:46]: Uh she uh in my conversation with Ms. Johnson, she's come up with a some interesting uh thoughts and ideas about addressing uh some code enforcement matters and how we might go about uh doing that. [0:30:46, 0:30:52]: Obviously, this uh is an additional person who will be out in the field, not just administrative, but will be out in the field. [0:30:53, 0:30:59]: uh to be able to uh re uh view the city on a regular basis, uh make recommendations and of course [0:30:59, 0:31:03]: Enforce our codes and that is been and still continues to be. [0:31:04, 0:31:06]: An emphasis for the city to ensure [0:31:07, 0:31:12]: Um that the proper maintenance and beautification uh are done and and completed throughout the city. So [0:31:13, 0:31:20]: Um I I think that uh Miss Miss Johnson is trying to rejoin, but uh just wanted to provide that summary. [0:31:20, 0:31:22]: Uh to the mayor and council. [0:31:23, 0:31:25]: Thank you, sir. Thank you, Mr. [0:31:25, 0:31:34]: It's yeah, I I yield back. Uh I just wanted to emphasize the new code enforcement supervising. Thank you. I yield back. Oh, no problem. Councilman Blount, go ahead, please. [0:31:35, 0:31:37]: Yeah, Mayor, this is um [0:31:37, 0:31:40]: To Mr. Ayr and I guess any other departments. [0:31:40, 0:31:45]: Uh at the end of the year, we we approve a budget for each department. [0:31:46, 0:31:50]: And at the end of the year, we would hope that staff that are on board [0:31:51, 0:31:55]: We take those for me, I think it'd be better to take those inventories of what you're going to need. [0:31:56, 0:32:01]: the following year because the budget had already has already been approved, those interdepartmental budgets. [0:32:02, 0:32:05]: And just make inventory on everything you're gonna need because [0:32:06, 0:32:08]: Why keep coming back piecing piecing piecing? [0:32:09, 0:32:10]: when these are things that you know you need. [0:32:11, 0:32:13]: When you get those budget set. [0:32:14, 0:32:22]: Um, by this council and whatever fine balance that you all have in those inner departments, is that you just do a sweep of what you need. [0:32:22, 0:32:31]: And so when it's approved by council, we don't have to keep coming back doing this. You just go ahead and make those purchases because they already been approved with the budget that's already been been approved by the council. [0:32:32, 0:32:38]: I mean, I don't understand why we wouldn't I mean what would be the what would be the the the fallback from operating like that? [0:32:40, 0:32:55]: These are budgeted. Go ahead. Go ahead. Go ahead, Mr. Everett. These are budgeted funds. We're coming before council to get council to ratify the purchase. These were budgeted. You approved these purchases in the budget. We're just coming back before council to ratify the purchase. [0:32:55, 0:33:01]: Well and well then it goes back to follow up, if you may will, Mayor, then it goes back to what I just stated. [0:33:02, 0:33:08]: If there's a if if there's if there's a line item of ob uh of of items that are needed. [0:33:09, 0:33:15]: All you have to do is come to that council ja in January and we approve those items off the budget that was approved before January. [0:33:16, 0:33:28]: And those things wouldn't have to keep coming back to council because they've already been approv approved and the monies are already accounted for unless there's something out of the way or or haven't been uh um [0:33:28, 0:33:41]: uh uh thought uh or seeing that that would that that is needed, then you would come back to the council. But but but to keep coming back and piecing this, I need this little piece that's been approved of that piece. I'm just just thinking of a better shifting in what we're doing. [0:33:41, 0:33:49]: Well I think I think if I may add and I think it's correct is um Mr. Aaron and his staff did assess what they needed. [0:33:49, 0:33:54]: which was approved in the twenty twenty one budget, which we're in now. So these vehicles were approved. [0:33:54, 0:34:01]: So when they're actually purchased, we're using a piggyback contract uh via procurement through essentially a state contract. [0:34:01, 0:34:05]: And in order to do that and to have um all of that [0:34:06, 0:34:11]: properly documented and put out the RFP and use this or use the piggyback on a state contract. [0:34:11, 0:34:16]: We need to have that come through the council for you to in order for you to approve it. And so [0:34:17, 0:34:19]: The state contracts generally give you a very good deal. [0:34:20, 0:34:26]: In this case, we're using them for three vehicles, not only public works, but for the code enforcement supervisor as well, to bundle them together to get [0:34:26, 0:34:32]: uh the best deal for it. So that's the reason why even though it's been budgeted funds, the actual purchase is via [0:34:32, 0:34:36]: the state contract um from a um piggyback award. [0:34:39, 0:34:39]: Right. [0:34:40, 0:34:48]: Uh okay, any other questions from Mr. Aaron? And if they're not, then I need a motion to accept his proposal, please. [0:34:48, 0:34:52]: So moved. Okay, Ms. Bobler and Ms. Kent second that. [0:34:53, 0:34:54]: Any further discussion? [0:34:55, 0:34:57]: If not, all in favor of motion, please indicate. [0:34:58, 0:35:01]: And it is unanimous. Plant, thank you very much. Appreciate it. [0:35:01, 0:35:15]: Council consideration to approve RFP request for proposal number two zero one nine-007P contract renewal with the Rush Truck Center of Georgia incorporated in the amount of forty-eight thousand nine hundred ninety-five dollars. [0:35:16, 0:35:26]: for purchase of a Izu, Izu, chassis and truck bodies, funny source, public works department. Miss Miller and Dessis Aaron, once again, please. [0:35:27, 0:35:44]: Yes, Mr. Mayor. Uh in the public works budget, this was approved along with the lawnmowers that we purchased. So this is the truck that would haul the lawnmowers to the different sites. So we're coming before a council to get a ratification to go ahead and purchase this uh chassis off of the state contract. [0:35:45, 0:35:47]: Mm-hmm. Alexander Goy, please. [0:35:47, 0:35:50]: Yeah, the s the question that I want to ask Mr. Aaron. [0:35:50, 0:36:03]: And Mr. Night is at some point I think we we had discussed us pursuing at least a few alternative fuel vehicles, electrical electric vehicles or [0:36:03, 0:36:06]: or some other form, clean green energy type vehicles. [0:36:07, 0:36:12]: uh adding them to their fleet, but I don't see us moving in that direction of going toward [0:36:12, 0:36:13]: Clean energy. [0:36:14, 0:36:16]: Uh'cause that's where the world is going to and [0:36:16, 0:36:20]: Uh you know, we we we s we seem to try to we want to represent that. [0:36:20, 0:36:23]: When when is it that we're gonna make a move toward [0:36:24, 0:36:24]: Um [0:36:25, 0:36:27]: Some green energy vehicles in terms of [0:36:27, 0:36:36]: You know, we have Georgia Power headquarters right here, uh call center right here in in Stockbridge, right? So it surely would make some sense for us to [0:36:36, 0:36:40]: move in that direction. But in terms of the environment and the planet that we leave. [0:36:40, 0:36:46]: Can we talk about that a little bit? At some point we need to move toward alternative fuel vehicles instead of [0:36:46, 0:36:49]: Uh in it, especially in Atlanta, we have bad air day. [0:36:50, 0:36:50]: Today. [0:36:51, 0:36:51]: But [0:36:52, 0:36:56]: Folks who are sensitive, you got smog and everything going on. We gotta do our part. [0:36:56, 0:36:59]: Uh it i in little increments, I think, up front. [0:37:02, 0:37:22]: Well, I would mention that that that is a point uh worth noting. I think that um, you know, for the vehicles that we currently use, these vehicles, given their economy and given the use that they have, may be the best option now. Although I will say this, I think in the infrastructure plan that uh President Biden is proposing that hopefully will [0:37:22, 0:37:26]: will navigate its way through the legislature here in the next month or two. [0:37:27, 0:37:35]: That there will be some funding for those types of vehicles, especially for local governments. And so that is something that I have an eye on. [0:37:36, 0:37:40]: If that does happen, that provides yet another window and opportunity to be able to [0:37:40, 0:37:41]: Purchase those purchase. [0:37:42, 0:37:44]: potentially purchase those types of vehicles. [0:37:45, 0:37:47]: Um, via the infrastructure plan that's being proposed. [0:37:50, 0:37:51]: Okay, Councilman Blount, go ahead, please. [0:37:52, 0:38:00]: Uh Mr. Aaron, on this uh because I I think this is a non-motors rise, it's it's it's just a chassis that's gonna be pulling. [0:38:00, 0:38:03]: Uh is that how many is that one purchase of a chassis? [0:38:04, 0:38:08]: Yes, and then you you put like a trailer on it. A trailer. [0:38:08, 0:38:12]: And so they can haul those lawnmowers and other equipment on it. [0:38:12, 0:38:14]: So this is the purchase of one chassis. [0:38:15, 0:38:20]: Yes, and the trailer's about eight thousand dollars that that attaches to it. So [0:38:21, 0:38:25]: But this is the actual truck, the truck and the truck chassis. [0:38:25, 0:38:29]: But it's a body that goes with it to haul the equipment. [0:38:32, 0:38:32]: Okay. [0:38:33, 0:38:38]: So so you already have the funding for every the other portion already? [0:38:38, 0:38:44]: Yes, sir. We we put it in the budget to buy the truck, the chassis, and and the trailer for it. [0:38:45, 0:38:46]: Okay. [0:38:46, 0:38:54]: Mayor if there's no more further question, I'd like just like to go ahead and approve uh the uh purchase of the any other questions from the council. [0:38:55, 0:38:57]: All right, then I need a motion to accept the proposal. [0:38:57, 0:39:00]: Uh so moved. Okay, is there Mr. Blount so moved? Is there a second? [0:39:01, 0:39:09]: Second. I second. Mr. Alexander, I second that. Any further discussion? And if not, all in favor of motion, please indicate. [0:39:10, 0:39:13]: Another unanimous decision. Fantastic. Okay. Thank you. [0:39:15, 0:39:29]: Council consideration to approve RFP request for proposal number two zero one eight dash zero zero one Q special non-hazardous waste service agreement renewal with Republic Services incorporated amount of thirty-five thousand dollars. [0:39:30, 0:39:35]: Funding source water and sewer department budget, Miss Miller once again, and Miss Darren, please. [0:39:35, 0:39:42]: Good afternoon, once again, Mayor and Council. The Public Works Department is requesting City Council's approval to renew the term contract. [0:39:42, 0:39:47]: For request for proposal number two two thousand eighteen zero zero one Q. [0:39:47, 0:39:51]: For the record, the agreement with Republic Services a request for proposal. [0:39:52, 0:39:53]: Um between [0:39:53, 0:39:58]: between the city and republic services was initiated back in 2018. [0:39:58, 0:40:13]: Uh the uh Republic Services own and operates the Pine Ridge landfill, which is closest, which is the closest landfill within a reasonable distance to dispose of waste, biosolid waste and acceptable waste from the city water treatment plant. [0:40:14, 0:40:19]: Therefore, city staff is requesting uh your approval to renew the contract through December fourth, twenty twenty two. [0:40:21, 0:40:22]: Questions, council? [0:40:22, 0:40:24]: Councilman Blount, go ahead, please. [0:40:24, 0:40:42]: Mayor, there's no in no questions. I'm I'm pretty sure there's been pretty vetted. Uh uh hasn't been anything on my radar uh for as the uh I haven't gotten anything about about the uh quality of service. So I'm assuming that everything is going well with it. So I like to approve this tonight if there's no more questions from council. [0:40:43, 0:40:44]: A second. [0:40:44, 0:40:51]: Okay, uh Blount and then Gantt further discussion. And if not, all in favor of the motion, please indicate. [0:40:52, 0:40:54]: All right, unanimous once again, outstanding. [0:40:56, 0:41:12]: Council consideration to approve change order number for the new public works facility in amount of fifty-eight thousand two hundred and ninety-four dollars and fifty cents, extending the existing contract number RFQ 2015909-01 with Pawn Company. [0:41:12, 0:41:20]: To an overall total of six hundred sixty-seven thousand one hundred and ninety-six dollars and fifty cents. Once again, Miss Miller, Mr. please. [0:41:21, 0:41:25]: Good afternoon. Once again, the public works department is requesting city council approval. [0:41:25, 0:41:28]: or change order for additional services. [0:41:28, 0:41:32]: The existing contract for Pond uh was at six oh eight nine oh three. [0:41:33, 0:41:48]: Um, with this change order,$58,293.50, it extends the contract out to$667,196.50. I do know that um they they do have a representative from Pond here this evening, uh along with public works. [0:41:50, 0:41:53]: Okay. Um any questions, council? [0:41:55, 0:42:02]: For this Councilman Blount, go ahead, please. Is the representative from Pond here? I uh I'm trying to [0:42:02, 0:42:04]: Yeah, so I um [0:42:04, 0:42:07]: Okay. This is B J Marin with Pond and Company. [0:42:08, 0:42:10]: Go ahead, sir. Do you have anything you need to add, sir, at this point? [0:42:11, 0:42:17]: Yeah, the um the so this request for uh traditional services is [0:42:17, 0:42:20]: An extension of our contract which [0:42:21, 0:42:40]: And um our original contract was actually due to um to expire I think it was August of last year, which was based on the overall construction contract. Um because of uh you know, earlier change orders remember we had the weather delays last year, but we also had some contractor um initiate delays with some [0:42:40, 0:42:42]: scheduling and steal and some um [0:42:42, 0:42:50]: And some quality issues regarding the steel that we've uh worked with the contractor and and the reason you hired us is to make sure that through this construction process that um [0:42:51, 0:42:52]: That the uh the work was [0:42:53, 0:42:54]: Done in a quality manner. [0:42:55, 0:42:57]: Um, so between weather delays [0:42:57, 0:43:05]: Um and um some testing delays and then also making sure the qu the construction work was done. Um we were able to actually leverage [0:43:05, 0:43:09]: that the the cost of that contract all the way to about February fifteenth. [0:43:10, 0:43:17]: But at that point, um, we also and had made got an extension of agreement on the clash change order with the contractor to extend [0:43:18, 0:43:21]: The construction date, if you recall on the last comp on the last uh [0:43:22, 0:43:23]: meeting we had [0:43:23, 0:43:27]: that extended the construction schedule to February fifteenth. [0:43:27, 0:43:30]: As of right now, the contractor has [0:43:30, 0:43:38]: As in as near completion of the facility, we've done a walkthrough and there's uh still several items that the contractor needs to [0:43:39, 0:43:44]: fix or finish up and correct before we can deliver the the uh project to the city. [0:43:45, 0:43:51]: Right now he is actually outside of contract because he was scheduled to be done February fifteenth, which is where [0:43:52, 0:43:56]: our agreement had extended and we were able to leverage our existing agreement to the [0:43:57, 0:44:02]: But because now we're February fifteenth to to a date here in the near future. [0:44:02, 0:44:09]: Um we needed additional funds in order to manage the contractor through delivery of this building. [0:44:09, 0:44:14]: Now I will say this is because the contractor is outside of his construction schedule. [0:44:14, 0:44:19]: We are we withhold as part of the process ten percent of the construction fee. [0:44:19, 0:44:32]: for situations like this where he's operating outside the contractor due to contractor his own initiated delay. So while you are extending, we're asking you to extend or asking you to approve this change order. [0:44:33, 0:44:45]: the the negotiation for that ten percent retainage will be will be negotiated and we'll be having discussions with the contractor that the contractor reimbursed the city for the amount of funds [0:44:45, 0:44:48]: required to pay for our services. [0:44:48, 0:44:52]: because of his delays past his p um contractual delivery date. [0:44:52, 0:44:53]: So [0:44:54, 0:44:57]: Um while this is a additional cost right now to the city. [0:44:57, 0:44:59]: Um it will it will be in the end. [0:44:59, 0:45:04]: the um at it the contractor's cost to reimburse the city out of the pain. [0:45:05, 0:45:06]: for this uh change order. [0:45:07, 0:45:09]: Okay, thank you. Councilman Blount, go ahead, please. [0:45:09, 0:45:11]: So a question, Mr. Um [0:45:12, 0:45:14]: Market. This is Mark. [0:45:14, 0:45:22]: Okay. Um on on this, so you're looking at that they're approximately three months outside of the window of of what they said the completion would be. [0:45:23, 0:45:24]: Correct. [0:45:24, 0:45:29]: And so when we talk about the fifty-eight thousand dollars fifty-eight thousand two hundred and ninety-three dollars and fifty cents. [0:45:30, 0:45:33]: What what actually does this entail for for you all? [0:45:34, 0:45:37]: on basis of what you have all have to do that needs to be completed. [0:45:38, 0:45:41]: So so this actually extends back to [0:45:41, 0:45:45]: February fifteenth. So we're we're really kind of operating [0:45:45, 0:45:47]: at risk right now from February fifteenth. [0:45:47, 0:45:52]: till this day today. What this is, is this is management of [0:45:52, 0:45:54]: The um the contractors work. [0:45:54, 0:45:56]: Weekly site inspections. [0:45:56, 0:45:59]: Um the uh manager of the pay application. [0:45:59, 0:46:01]: It also includes [0:46:01, 0:46:02]: Um in um [0:46:03, 0:46:04]: specialty inspections having [0:46:04, 0:46:11]: the um the design team come back and do the inspections, the close out inspections of all the contractors work. So we had [0:46:11, 0:46:17]: We had um site observation reports just recently completed for architecture, but the interior exterior. [0:46:17, 0:46:20]: We had structural inspections, we had [0:46:20, 0:46:25]: Electrical inspections, mechanical inspections. So it's inspecting the contractor's work from the design side. [0:46:25, 0:46:29]: And then it also um it also the cost for um [0:46:29, 0:46:34]: any m any additional uh a small amount of additional special inspections. [0:46:34, 0:46:41]: related to uh the building and structural aspect. So this is all inspecting and managing the contractor's work on behalf of the city. [0:46:42, 0:46:46]: So we're it's you're paying us to make sure that the contractor delivers you a quality product. [0:46:47, 0:46:50]: So the project itself was expected to only be a year? [0:46:51, 0:46:55]: Yeah, I think the uh I have to go back and look at what the original [0:46:55, 0:46:57]: schedule date was, but I think it was like ten months. [0:46:58, 0:47:03]: Um it originally got extended because of the weather delays that we experienced. If you recall a year ago we had [0:47:04, 0:47:09]: Several months of heavy rain, unsuitable soils, which we had to come in doing remediation. [0:47:09, 0:47:14]: Um around the middle of last year we we experienced some significant delays because [0:47:14, 0:47:16]: the fabrication um [0:47:16, 0:47:19]: of the steel that was delivered to the site. [0:47:19, 0:47:25]: was not uh correct. There was some issues with it. And so we ended up having to spend some um [0:47:25, 0:47:27]: We had to end up getting the contractor to [0:47:28, 0:47:36]: to uh redo, um add some additional steel, do some additional welds, and then we had to go back and do a lot of additional inspections on those welds to make sure. [0:47:36, 0:47:43]: that the um that the that it met all of the quality standards that we would expect and that were of the contract document. [0:47:43, 0:47:45]: We were able to uh [0:47:45, 0:47:54]: And so a lot of those costs, all that cost and everything else that was on the contract initiated, which was burdened by the contractor, is encompassed in these uh [0:47:54, 0:47:55]: additional fees. [0:47:55, 0:48:14]: So what what you're saying is that when when you find unsuitable soils and when you find some of the complications that you just explained, that would throw a schedule off. And right now we're at three months out from the project of completion because of you guys with the oversight, we're three months off because of the things that you guys saw. [0:48:14, 0:48:22]: I'm just trying to figure out how do we get to the$58,000 change order. Uh how many is this the only change order we've gotten from you all? [0:48:23, 0:48:27]: This is the so this is the only well [0:48:28, 0:48:40]: There was for for Pond and company itself, this is the third change order since I've been involved. The first one was a small change order um to um um to re I think it was to um [0:48:40, 0:48:42]: It was a change order to resize. [0:48:42, 0:48:58]: Um in the the the first two change order were city initiated change orders, one to resize the IT room and then there was a change order on some material changes as well. And so those so those were small a small um under or I think one was like eight thousand it was like [0:48:59, 0:49:01]: twelve thousand or thirteen thousand dollar change orders. [0:49:02, 0:49:10]: Um, but this is the first change order on the program side as far as the owner's rep, the work that we're doing as far as managing the contractor and the inspection work. [0:49:10, 0:49:11]: And um [0:49:11, 0:49:20]: And uh and like I said, this work this change order that we're getting from you, we are we are gonna be holding that against the contractor to reimburse the city because [0:49:20, 0:49:27]: These are contractor initiated delays, which is contractor initiated cost burden burden of cost. [0:49:27, 0:49:33]: which will come out of which we will negotiate out of is ten percent retainage, meaning this is money we have not paid the contractor. [0:49:33, 0:49:37]: So we're gonna negotiate the fee down so that the city [0:49:37, 0:49:46]: essentially will not be paying we'll be paying fifty eight thousand or whatever and this is an hourly contract. So if we don't reach the fifty eight, you we don't we don't cost the fifty eight, but [0:49:46, 0:49:55]: it'll be uh money that that we that the city will not reimburse the contractor for until you'll get it back if whatever we have to expend about this contract part of this change. [0:49:56, 0:50:03]: Last last follow-up, mayor. I'm not a contractor in it. I'm just [0:50:03, 0:50:09]: But I'm saying if you if you came into these different situations, and I'm pretty sure you've been doing this quite a while. [0:50:09, 0:50:18]: Yeah. There's using an extension of grace period of whatever times because unsuitable soils and other things that you've seen. I'm just trying to figure out why the city is coming now. [0:50:19, 0:50:36]: to pay this an extension that you saying is won't be charged back to the city. And we have now we can recoup that because the contract went outside the window, but it went outside the window because of some of the things you just mentioned. I'm just saying we're kind of going in a circle coming back, but it's costing the city over$58,000. [0:50:37, 0:50:43]: So so love let's go to the timeline. So there's been two contract extensions for the contractor. [0:50:43, 0:50:45]: And the first contract extension [0:50:46, 0:50:46]: Um [0:50:46, 0:50:51]: included in unforeseen conditions related to the soil's unsuitability. [0:50:51, 0:50:53]: The the contractor [0:50:53, 0:50:54]: is not [0:50:54, 0:50:55]: Is not [0:50:55, 0:50:58]: The contractor we extended that at a as a grace because [0:50:59, 0:51:02]: He was not aware of that those unsuitable soils. [0:51:02, 0:51:04]: We we've fixed the unsuitable soils and so [0:51:05, 0:51:07]: He was burdened by that because he didn't know about it. [0:51:07, 0:51:18]: Now there were some delays on the schedule related to contractor performance, the performance of his work, the quality of his work, and the effort that we had to go and inspect and reinspect the work because of [0:51:19, 0:51:20]: Workmanship and that type of thing. [0:51:21, 0:51:36]: Now those are those are contractor initiated delays, meaning if you had ordered the the right just to be layman here, if you'd ordered the right part, if you'd have constructed it of qual the right quality of the standard that we expect the first time, these delays would have never occurred. [0:51:36, 0:51:39]: Those those are the delays right now. [0:51:39, 0:51:43]: that are that are that we're coming back in and saying, Okay [0:51:43, 0:51:46]: There's a cost here. There's a cost for additional inspections. [0:51:46, 0:51:49]: There was a cost for time spent by myself. [0:51:49, 0:51:50]: And our partner [0:51:51, 0:51:57]: to go back to go and s and go weekly site visit, to have the um bi weekly OAC meetings. [0:51:57, 0:52:05]: To review reports, to do site visit inspections, do this work on behalf of the city. So we're representing the city to make sure that [0:52:05, 0:52:09]: Вер окей, а в токве відлай. [0:52:09, 0:52:12]: But those costs, the burden of cost to the city. [0:52:12, 0:52:15]: Is not should not be burdened by the city. [0:52:15, 0:52:18]: However, our contract is with the city. So we're asking the city [0:52:18, 0:52:20]: to approve a change order. [0:52:20, 0:52:22]: to to allow us [0:52:22, 0:52:31]: the cost the cost to get us through final completion. However, when we reconcile the final contract with the contractor, the negotiation of saying we're [0:52:32, 0:52:36]: Is saying we're gonna pay the contractor his agreed fees less the cost. [0:52:37, 0:52:40]: That was burdened by the city at renew response and [0:52:40, 0:52:46]: by and no responsibility by the city, meaning the city did not initiate these the contractors issues. [0:52:46, 0:52:51]: cost the city fifty eight thousand. So therefore the contractors should should we the the contractors should be [0:52:52, 0:53:03]: should be is warranted his full contract less the amount of money that was burdened that he burdened the city by. And that's where that's where you're gonna that's where the city will eventually be made whole and there'll be and it'll really be a zero dollar [0:53:04, 0:53:07]: This will be a zero dollar change order once we close out the project. [0:53:08, 0:53:12]: But wouldn't you all make those provisions with the contractor? [0:53:12, 0:53:14]: Well I'll try to use digital thing. [0:53:15, 0:53:16]: But what what I'm saying is [0:53:17, 0:53:19]: That that negotiated amount. [0:53:19, 0:53:39]: Is should be between you and it since you're the overseer of the project and this should just be reported to us that what is not gonna have to be paid b per what the standard is for completion and materials and all these other things. I'm just trying I'm trying to get to the city paying over fifty-eight thousand dollars for a change order when it seems to me that whatever. [0:53:39, 0:53:42]: embodies the the process [0:53:42, 0:53:57]: um uh that we are paying for already should already been formulated and and and prevailed through whatever needs to happen. That's that's what I I don't understand why we're getting a change order. That's well uh let's let's let me let me let me reclarify because this is really more of an administrative formality. [0:53:57, 0:53:58]: So [0:53:58, 0:54:01]: We're not asking we're not asking you to pay us [0:54:01, 0:54:07]: fifty eight thousand dollars. We're asking you to approve a change order to authorize the fifty eight thousand dollars. [0:54:07, 0:54:08]: To [0:54:08, 0:54:10]: for the services that we're gonna do to manage the contract. [0:54:10, 0:54:25]: When we go and we ask the city to pay and we go to approve the contractor, so we're we're approving the payout. So the city's paying the contractor, the city's paying us. When we go and say, Okay, we're approving the final bill to the contractor, we're gonna we're gonna approve [0:54:25, 0:54:39]: the final bill less the amount of money you're giving to the city. So that final bill, you're gonna instead of paying the contractor the full amount of his contract, you're gonna pay most of it to the contractor and the portion that goes to Ponds for because of the cost. [0:54:39, 0:54:43]: of the over of the delays are actually going to come to us. So [0:54:43, 0:54:49]: really it's more of an administrative formality. It's not you're having to pay an extra fifty eight thousand dollars, if that makes sense. [0:54:52, 0:55:05]: Okay, Mr. Blount, just you're you're good now? Uh if so, Councilman Gantt. Yeah, I'm I'm gonna yield, uh Mayor. Uh no, it doesn't make sense, but I'm gonna yield. Okay, Councilman uh Councilwoman Gantt go ahead please. You got a question? [0:55:06, 0:55:13]: I I wanted to make sure that there was a contract that's in the contractual language. Um [0:55:13, 0:55:20]: with the construction company that we would be that they would be reimbursing us for what we're having to pay now. [0:55:21, 0:55:22]: Yeah. Yeah, they [0:55:23, 0:55:30]: The the the contractor's not reimbursing. Remember we what we're doing is the contractor when he completes a certain amount of money. [0:55:30, 0:55:34]: Or we can can uh completes a certain amount of work, we review the work. [0:55:34, 0:55:41]: And we and we and then we inform the city that the contractor has completed this work that has this value and the city should pay the contract. [0:55:41, 0:55:46]: Now throughout this whole process we we we hold what we call a ten percent retaining. [0:55:46, 0:55:54]: Which means that even though he says I completed, let's say, two hundred thousand dollars worth of work, he's actually only getting paid a hundred and eighty thousand dollars. [0:55:54, 0:55:56]: But the city only paid them one hundred and eighty thousand dollars [0:55:57, 0:56:00]: twenty thousand dollars goes into retainage for issues exactly like this. [0:56:01, 0:56:02]: So [0:56:02, 0:56:08]: At the end of the day, now we're getting towards final completion. He's still got another another invoice and bill that he'll do for final completion. [0:56:08, 0:56:11]: Uh which at that point he'll ask for the retainers. [0:56:11, 0:56:12]: Now [0:56:13, 0:56:15]: What happens is that that point [0:56:15, 0:56:17]: We're gonna come back and say, Okay [0:56:17, 0:56:20]: Yes, you're entitled to final completion. [0:56:20, 0:56:40]: but you're not getting your full repaintage because there was cost beyond your contract agreements that says you were gonna deliver this on February fifteenth. Everything after February fifteenth, there was cost incurred by the city in order because you delayed this project past the fifteenth. So we are not going to pay you that money that that you know goes back there. [0:56:40, 0:56:51]: those costs there then are going to be re are going to be delivered to Pond and to the the the consultants and the inspections and everybody I got working underneath me to reimburse for our time. [0:56:51, 0:56:55]: for those inspections that were due to the contractor's delay. [0:56:55, 0:56:55]: So [0:56:56, 0:56:57]: At the end of the day [0:56:57, 0:57:09]: the city's gonna pay the same amount of money no matter what. All we're doing is saying there's a portion of that, up to fifty eight thousand, that may be redirected from the contractor to pond for those inspections. And that's part of the agreement. [0:57:11, 0:57:11]: Yeah. [0:57:12, 0:57:14]: Councilwoman Barber, go ahead, please. [0:57:16, 0:57:24]: Okay. Um so your current contract, is it still active or has it expired? I have a copy of it, but it's too lengthy for me to read. [0:57:26, 0:57:27]: Is it still active? [0:57:28, 0:57:30]: So our contract so our contract [0:57:30, 0:57:31]: It's [0:57:32, 0:57:33]: It is [0:57:33, 0:57:34]: Um [0:57:35, 0:57:52]: I don't know that was necessarily an expiration date, but there was a cost of the services with an expected deadline of services of when the things were supposed to be complete. So we have we have really an ongoing contract, but our but the money that we've spent, we've gone we are now over budget on that contract. [0:57:52, 0:57:59]: Gotcha. Okay. This is for professional services, professional design services. So I get it. Um [0:58:00, 0:58:00]: So [0:58:01, 0:58:06]: What you're saying is this fifty eight thousand dollars change order. [0:58:06, 0:58:08]: is for additional work that you all are doing. [0:58:09, 0:58:11]: Outside of what has already been [0:58:12, 0:58:14]: Formulated in the original contract. [0:58:15, 0:58:17]: But because there were delays. [0:58:18, 0:58:20]: Due to the fault of the contractor. [0:58:20, 0:58:26]: we're having to pay you for your design services, the$58,000. [0:58:27, 0:58:30]: We will recoup that fifty-eight thousand dollars that we're paying you. [0:58:31, 0:58:32]: Through payment. [0:58:33, 0:58:37]: that we would pay to the contractor when we close out. [0:58:37, 0:58:38]: The agreement. [0:58:38, 0:58:39]: So Mr. Knighton. [0:58:40, 0:58:42]: Um and maybe Mr. [0:58:42, 0:58:44]: The attorneys. Oh, Mr. Berry. [0:58:44, 0:58:56]: Um I hope that you all will be in discussions with that contractor if you have not already. Mr. Knighton, have you spoken with this particular contractor? [0:58:57, 0:59:02]: I ha I have not spoken directly with the contractor, which is Pelicano Construction is the one who's [0:59:02, 0:59:06]: uh the contractor of record for the public works facility. I had not spoken [0:59:06, 0:59:17]: I've met some of them, I think, at the walkthrough or walkthrough, but I have not spoken to them about this particular issue. Okay, Mr. Aaron, have you spoken with this particular contractor? [0:59:18, 0:59:23]: Yes, I have along with Mr. Martin. We've had uh bi-weekly. [0:59:23, 0:59:30]: uh OAC meetings with the contractor and them design team. So those issues have been brought. [0:59:30, 0:59:39]: Okay, so they are aware that this$58,000 that the city is paying out now, it will be deducted from their final payment. They are aware of that. [0:59:40, 0:59:42]: Mm-hmm. Yes, they are. Yes, they are. Okay. [0:59:43, 0:59:43]: Alrighty. [0:59:44, 0:59:45]: Thank you. [0:59:45, 0:59:55]: Uh Mayor Prochema, you at you adjusting your camera or you do want to speak here? Okay. All right. Anybody, any other council member? All right. I see. I have one more question. So yes, go ahead, Ms. Kent. [0:59:56, 0:59:57]: So [0:59:57, 1:00:08]: Are we the contract that we have with you all already? What does it state about payments? Why are we paying you extra exactly? Um what what are we [1:00:10, 1:00:18]: Is is yours not an hourly rate or or a flat fee rate or what is it that we're paying you for in addition that that's addition? [1:00:18, 1:00:23]: To this fifty eight thousand dollars. Why are we doing that? Is that not in your contract already? [1:00:23, 1:00:35]: So you're right. It is so we had actually an hourly rate. So when we pay fifty eight thousand, what we did is we weren't sure how long it was gonna take the contractor to complete his work. So it's a projected cost out to a certain date. [1:00:36, 1:00:40]: Whether we we made it where we likely are probably not gonna get to the fifty eight thousand dollars. [1:00:40, 1:00:43]: Just you know, so it is an hourly not succeed. [1:00:43, 1:00:45]: Our contract for professional services. [1:00:45, 1:00:52]: as as a representative uh for the city. So we're we're your we're your representative to manage the contractor. [1:00:52, 1:00:56]: We're being we're you're we're being contracted through professional services. [1:00:57, 1:01:01]: To manage the contractor, manage the schedule, manage the performance of his work. [1:01:01, 1:01:04]: 'Cause we want to make sure that that [1:01:04, 1:01:05]: The work is being [1:01:05, 1:01:10]: performed exactly the way we need it to be with regards to design quality, everything else. [1:01:11, 1:01:11]: So [1:01:12, 1:01:23]: when delays like this happen because material delay had two different site superintendents now change over and they the multiple issues that have happened, that that project gets delayed. [1:01:23, 1:01:23]: Well [1:01:24, 1:01:28]: Our budget, our original budget that was set with the city was based on ten months. [1:01:29, 1:01:29]: Now [1:01:29, 1:01:31]: We were efficient with our time. [1:01:31, 1:01:33]: Especially during the rain delay. [1:01:33, 1:01:35]: that we were able to extend [1:01:35, 1:01:38]: our time, I think, up to thirteen months. [1:01:38, 1:01:45]: of the of what was in our original budget. So that's why we after ten months we didn't come back to you for additional money because we're [1:01:45, 1:01:49]: Well we got an hourly contract on up to a certain budget cap, right? [1:01:49, 1:01:57]: So once the February fifteenth mark rolled around, that's when we hit our budget cap and that's why we and we came back and we're asking for additional money. [1:01:58, 1:01:58]: Um [1:01:58, 1:02:03]: And so but we also didn't know how much longer it was going to take the contractor to resolve [1:02:03, 1:02:09]: or to get the building to final so we could do the walkthrough. And then now we still there's still unclear a little bit. [1:02:09, 1:02:11]: how long it's gonna take him to resolve [1:02:11, 1:02:17]: the the um the items that we've marked in our latest latest report because once he finishes those items [1:02:17, 1:02:20]: then we're gonna be able to close out the building and deliver it to the city. So [1:02:20, 1:02:27]: It's a that that fifty eight thousand is really kind of a projected cost for I think it was an additional five months or something like that. [1:02:27, 1:02:30]: If we don't get to the five months or we don't spend that money. [1:02:30, 1:02:35]: then we only charge you and and ultimately the contractor only gets charged for what [1:02:35, 1:02:38]: those costs were incurred past February fifteenth. [1:02:39, 1:02:39]: Got it. [1:02:39, 1:02:40]: Thank you. [1:02:41, 1:02:41]: Mm. [1:02:41, 1:02:43]: Councilwoman uh Barber, you had another question? [1:02:44, 1:02:47]: Oh, I wanted to make a motion to approve, but I see councilman. [1:02:48, 1:02:50]: Uh Blount does have a question. [1:02:50, 1:02:51]: Mr. Blanc, go ahead, please. [1:02:52, 1:02:59]: Yeah, since we're throwing out figures and actuals uh when it comes to figures, what was the original amount of the contract? [1:03:00, 1:03:03]: For this for the ten months that extended to [1:03:04, 1:03:07]: February fifteenth. What was the original amount? [1:03:07, 1:03:09]: Of the actual contract. [1:03:11, 1:03:12]: So um [1:03:12, 1:03:27]: I'll have to go back and take a look at my numbers. So I came in, so this professional services contract and the way the city's been tracking it, they've been tracking it as professional services from beginning of design. But when I came on board, the owner's rep side of the contract. [1:03:27, 1:03:30]: When we s when I initiated that contract back um back in [1:03:31, 1:03:38]: I guess it was uh beginning of last year, January last year, the original contract was a hundred and forty four thousand dollars. [1:03:38, 1:03:40]: For the owner's rep work. [1:03:40, 1:03:42]: Then then there was an additional [1:03:42, 1:03:45]: twenty thousand dollars for special inspections. [1:03:45, 1:03:46]: That was brought in. [1:03:47, 1:03:48]: approximately twenty thousand. [1:03:48, 1:03:53]: And then there was then there was two small design or design change orders. [1:03:53, 1:03:55]: Which were not owners' rep. And then so this is the [1:03:55, 1:03:57]: The last owner's rep change. [1:03:57, 1:04:00]: Um which is basically just extending the work that I've been doing. [1:04:01, 1:04:19]: So from what you just said, and I don't know what's all in between. So you're looking at from$164,000 to if this is approved, it would take this, uh it would take this amount over six hundred thousand dollars. So there's a lot in between that we're not getting as this council when it comes to this project and change orders. [1:04:20, 1:04:39]: Well, I I'll have to I'll have to let uh let Mr. Aaron go through that because those the numbers on the chain on the the numbers to get to six hundred thousand was before I got involved. That involved the design, the architects design of the building, the um the building design, civil design. I think we've gone through a couple of different designs, all predated my involvement on this project. [1:04:39, 1:04:41]: So my involvement on this project [1:04:41, 1:04:47]: if this change order w right now to date, my involvement on this project is roughly around a hundred and sixty four thousand. [1:04:47, 1:04:51]: Everything else prior to that was all predated in design, not in construction. [1:04:52, 1:04:58]: Mr. Knightner, Mr. Aaron, what was the original cost on this project for uh uh the pond and country? [1:05:01, 1:05:06]: Let me look through my records, but the majority of this has been [1:05:06, 1:05:21]: the site issues with the site, the building has moved from to three different locations on that site. Then we had to do a study for the uh it was in the floodplain. We had to do that to mitigate that. So it's it's been most of the [1:05:21, 1:05:28]: Issues have been with the site that we've had the build on. You got over a half a million dollars in just that site. [1:05:28, 1:05:30]: to get it prepped and ready to build. [1:05:31, 1:05:41]: Mr Mr. Aaron, uh, because I remember Mr. Alexander asking prior to a lot of this, hey, we don't wanna come back and we're sitting on this swamp. [1:05:41, 1:05:47]: Trying to build a a building. And now I just want to know what's the original cost. [1:05:47, 1:05:52]: to this company from the beginning and where we're at right now. [1:05:52, 1:05:55]: And now we're getting another fifty-eight thousand dollar change orders. [1:05:56, 1:06:05]: I just want to as this for me as a council member, I can't speak for my colleagues, but I can't keep raising my hand without justification of cost. [1:06:06, 1:06:13]: Okay, I'll I'll go over it further geotechnical exploration, estimating floodplain model and CDs. [1:06:13, 1:06:18]: We spent with Pond$181,945. [1:06:18, 1:06:37]: Then we had to do a site adaptation, existing design, road abandonment, geo evaluation. That was$92,870. Then material testing was$21,000. And then supplemental services we changed for the IT closet. [1:06:37, 1:06:41]: And then another twelve thousand for the additional. [1:06:42, 1:06:44]: uh testing on on the side. [1:06:45, 1:06:49]: Also you gotta include in the hundred and sixty four thousand that Mr. [1:06:49, 1:06:54]: Martin just mentioned about for their services to oversee the project. [1:06:56, 1:06:57]: We still got a big gap. [1:06:58, 1:07:01]: between six hundred six hundred plus thousand dollars. [1:07:02, 1:07:05]: That hasn't that hasn't closed that gap. I'm running the figures as you speak. [1:07:06, 1:07:15]: And I for me, I can't raise my hand to continue to give money on something that now you all can't even tell me what what was the contract amount versus [1:07:16, 1:07:30]: versus putting this$58,000 plus dollars on it and where we're at already, all we know is that we don't know what the starting amount was. And all we know right now is that this council is gonna be spending over$600,000. And we have no idea how we got to this point. [1:07:31, 1:07:36]: For me, I can't raise my hand to approve something if I don't see justification for that action. [1:07:37, 1:07:38]: That's just me. [1:07:41, 1:07:45]: Okay, uh Mayor Protein Alazana, go ahead, please. [1:07:47, 1:07:48]: You you muted, sir. You muted. [1:07:49, 1:07:57]: As Mr. Blount indicated, when we first started this project, I asked why were we building it in a floodplain? [1:07:57, 1:08:02]: And in the end, we are in a position where we're too far to turn back now. [1:08:02, 1:08:22]: So in essence, we're paying for that decision to build this facility where it's located at. But at this point, it's too late to turn back. So this is what we're having. I remember we had the first discussion where I asked the same question where we got we had to move the building because it uh uh it was sinking. So [1:08:22, 1:08:30]: So we these kind of things didn't just appear, but at the end we are where we are because we decided to build. [1:08:31, 1:08:32]: This particular structure. [1:08:32, 1:08:34]: In a floodplain where we're building. [1:08:34, 1:08:35]: That's where we're here. [1:08:38, 1:08:40]: Right, uh any other questions from the council? [1:08:43, 1:08:46]: Mr. Aaron, you're looking for some additional information to give the council? [1:08:46, 1:08:53]: Yes, because the majority this started before I got here. This started in June of 2016. So [1:08:54, 1:09:03]: Um I've got one estimate uh that Miss Neal signed in 2017. It was for [1:09:04, 1:09:06]: That a hundred and eighty something thousand [1:09:08, 1:09:11]: 181,945. [1:09:13, 1:09:13]: And [1:09:14, 1:09:16]: That was for exactly what, sir? [1:09:17, 1:09:18]: That was for [1:09:20, 1:09:23]: the geotechnical exploration estimate and floodplain model. [1:09:24, 1:09:24]: Okay. [1:09:26, 1:09:30]: And then there's been some issues. There was a request also at one point. [1:09:31, 1:09:32]: To see if they can [1:09:32, 1:09:36]: Add a second story to the building. That had a cost involved. [1:09:46, 1:09:52]: So what's go a go ahead stand by Alexander. Go ahead, Mr. Aaron. Go ahead. You can say something else, sir. [1:09:53, 1:10:01]: And I'd have to ask Mr. Martin, what was Pond's fees for, you know, for designing the building? That goes into there as well. [1:10:03, 1:10:04]: Yeah, so [1:10:04, 1:10:06]: So so I've only been involved [1:10:07, 1:10:11]: on this project as your as your owner's rep for the construction since [1:10:12, 1:10:14]: January of twenty twenty. [1:10:14, 1:10:15]: So [1:10:16, 1:10:19]: There was cost for design, redesign. [1:10:19, 1:10:24]: um geotech exploration, the decisions that the city council made in order to [1:10:24, 1:10:34]: get design documents together and even go through the bid process to select Pelicano as the contractor, all predated my involvement on this project. [1:10:35, 1:10:38]: Um after Pelicano was selected by the city. [1:10:39, 1:10:45]: then I was I was asked to assist the city in managing the construction process as the owner's rep. [1:10:46, 1:10:47]: From that time when I've got involved. [1:10:48, 1:10:54]: My sole job and sole responsibility was to take the design documents that was approved by the city, approved [1:10:54, 1:10:55]: To be built. [1:10:56, 1:11:00]: that was given to Pel bid to Pelicano that the those Pelicano won as the bid. [1:11:00, 1:11:03]: And to oversee them the construction of this project. [1:11:03, 1:11:06]: on the site as it was as it was finalized. [1:11:07, 1:11:09]: From that from the time I got involved. [1:11:09, 1:11:10]: The total cost [1:11:11, 1:11:13]: For the construction and the owner's rep work. [1:11:14, 1:11:18]: Um comes out to around a hundred and sixty five thousand dollars. [1:11:18, 1:11:19]: Hundred and s um [1:11:19, 1:11:21]: Hundred and forty four thousand of that. [1:11:22, 1:11:28]: was for the management of the contractor for which was which ended up being over thirteen months. [1:11:28, 1:11:28]: Which was [1:11:29, 1:11:30]: No weekly site visits. [1:11:31, 1:11:34]: Weekly coordination, bi weekly OAC meetings. [1:11:34, 1:11:37]: inspection you know, inspections, a lot of these different types of things. [1:11:38, 1:11:39]: Every all the other costs. [1:11:39, 1:11:41]: They're roll up to [1:11:41, 1:11:43]: six hundred thousand or whatever that number is. [1:11:43, 1:11:47]: All predated my involvement and were all involved in the design. [1:11:48, 1:11:50]: prior which was approved by the city [1:11:50, 1:11:56]: and approved and then and submitted to Pelicano and Pelicano won the bid and started forward. So [1:11:56, 1:11:58]: When if I think we need to be [1:11:58, 1:12:03]: I mean just saying from my standpoint, I was not involved I'm not I wasn't the architecture was not involved in the design. [1:12:03, 1:12:07]: That's why I was able to come in and represent the owner objectively. [1:12:07, 1:12:08]: And it's the same. [1:12:08, 1:12:11]: You know, I'm gonna make sure that this building gets right and and [1:12:11, 1:12:14]: It gets built right in in accordance with design plan. [1:12:14, 1:12:16]: So if we're taking a look at [1:12:16, 1:12:18]: This objectively [1:12:18, 1:12:24]: the total cost for the city once we started construction on the site is about a hundred and sixty four thousand dollars. [1:12:25, 1:12:27]: To get the building from when we first cut the dirt. [1:12:28, 1:12:31]: to where we are right now. I'm asking for fifty eight thousand dollars. [1:12:32, 1:12:35]: as a as an extension of the budget. Remember we're still charging hourly. [1:12:36, 1:12:45]: in order to extend our services from February fifteenth out to the middle of the year to make sure that the contractor will deliver this final building to the city. [1:12:45, 1:12:50]: You know, um with all issues resolved to make sure that's of you know, the top quality. [1:12:50, 1:12:51]: The um [1:12:52, 1:12:54]: And I'm not saying we'll get there, but what I but I want to reiterate. [1:12:55, 1:12:56]: The fifty eight thousand [1:12:57, 1:12:58]: cap that we're actually asking for. [1:12:59, 1:12:59]: That money [1:13:00, 1:13:08]: that we g that we would that we would bill against hourly against that, which we already have worked past our February fifteenth cash limit, is [1:13:08, 1:13:12]: is at no additional cost to the city because that also [1:13:12, 1:13:14]: Priest that also goes past [1:13:14, 1:13:15]: The contractors [1:13:15, 1:13:17]: date for delivery. [1:13:17, 1:13:25]: So he has an obligation to deliver by February fifteenth, otherwise there's some potential cost impacts to not delivering it. [1:13:25, 1:13:26]: He's aware of that. [1:13:27, 1:13:31]: And so whatever amount of money that it costs the city in order to deliver that building. [1:13:32, 1:13:34]: the contractor ultimately will burden that cost. [1:13:35, 1:13:36]: So we're here today. [1:13:36, 1:13:37]: Really to take a look at [1:13:38, 1:13:40]: delivering this building and at the end of the day [1:13:40, 1:13:42]: If you approve this change orders, it's [1:13:43, 1:13:46]: there's still gonna be zero cost to the city as an additional cost. [1:13:47, 1:13:48]: in order to deliver this building. [1:13:50, 1:13:51]: Okay. [1:13:51, 1:13:52]: Mm. [1:13:52, 1:13:57]: Th what's stand by please. Uh council, I mean Mayor Pro Tem Alexander, do you you were going to say something earlier? [1:13:58, 1:14:03]: Yeah, I I what I really want to know at this point is, I mean, we gotta finish the building. We're at this point now. [1:14:04, 1:14:08]: And basically there's a zero cost return. Basically it's [1:14:08, 1:14:12]: It's a wash in terms of which way we're going in terms of finishing the project. [1:14:12, 1:14:16]: The project has to be finished now. We can't turn back and say [1:14:16, 1:14:20]: We're we're not gonna finish it. So Mr. Knighton, what is it that we need to do to finish this? [1:14:21, 1:14:24]: project uh to brought to completion, we [1:14:24, 1:14:28]: We we went down this road, we're here now, so what's the next step? [1:14:29, 1:14:37]: The the staff recommendations is to approve this change order to be able to close out this project and complete the building. That is the recommendation. [1:14:37, 1:14:39]: Thank you. Okay. Councilman Blount, go ahead, please. [1:14:40, 1:14:43]: Okay, with that recommendation, I understand that. [1:14:43, 1:14:49]: And I understand what it is to uh when you talk to talk about the build out and you talk about the changes. [1:14:50, 1:15:00]: But what I'm gonna need from Mr. Aaron or Mr. Knighton or whoever, I need to find out how we got from the original contract to s over$600,000. [1:15:01, 1:15:07]: When when when when this change if this change orders approved tonight, how do we get to this amount? [1:15:08, 1:15:10]: Because that's not making sense to me. [1:15:11, 1:15:31]: But the numbers you all are saying doesn't come to six hundred some six hundred plus thousand dollars. And that's what's on the agenda that this app is approved tonight. We're looking at over six hundred thousand dollars. So somewhere something hasn't been said to this council or somebody's not doesn't know any figures. And I think that we should get all the information at [1:15:31, 1:15:34]: Well that means meetings anytime something's on the agenda. [1:15:34, 1:15:54]: We need to be able to get all the information pertaining to these issues or pertaining to these items instead of people telling us we're going to go back and check and check. If it's going to come from money and we got questions, those questions need to be answered because the decision is going to be made the night of those questions are being answered on the on the agenda. And that's what I'm saying. If we you [1:15:54, 1:15:59]: all want us to prove it tonight, then a questions that are asked tonight need to be answered. [1:16:00, 1:16:04]: Well, let me let me address that. I think Mr. Aaron was actually going through [1:16:04, 1:16:08]: The items that were part of the original contract and so forth. For instance, I've [1:16:09, 1:16:11]: And I think this is the what he was going through. [1:16:12, 1:16:14]: Original contract 149 two eighteen. [1:16:15, 1:16:18]: Geotechnical Exploration one hundred eighty one nine forty five. [1:16:19, 1:16:22]: Site Adaptation Existing Design 92870. [1:16:23, 1:16:26]: Construction Program Management one hundred twenty six two fifty. [1:16:27, 1:16:32]: Code evaluation and adapting existing design documents thirty three eight seventy. [1:16:32, 1:16:34]: Material testing twenty one thousand. [1:16:35, 1:16:38]: IT closet modification thirty seven fifty. That adds up to six oh eight [1:16:40, 1:16:40]: Excuse me. [1:16:41, 1:16:42]: six oh eight nine oh three. [1:16:43, 1:16:50]: You had additional night, all due respect, at no point in time, those figures was given to us just now. [1:16:51, 1:16:53]: You just read that off to us. [1:16:54, 1:16:58]: I didn't get that from Mr. Dacious. I only got that right now from you. [1:16:58, 1:17:06]: And so when we ask the question, we don't, you know, if if we had gone on from a vote from this, I wouldn't have gotten that. [1:17:07, 1:17:08]: You just gave me that. [1:17:09, 1:17:13]: None of that was given to us just now. Who who incited that besides you? [1:17:15, 1:17:18]: I mean you're talking like we've heard that, but we haven't heard it. [1:17:19, 1:17:22]: Okay, Councilman. I'm I'm saying that Mr. Aaron. [1:17:22, 1:17:27]: I think as he was going through, was mentioning those items as he was going through. Okay. [1:17:27, 1:17:32]: You asked a question about uh the totals and how you get to six hundred. So I was looking through [1:17:32, 1:17:36]: items here and I think this is what he was referring to in terms of [1:17:36, 1:17:39]: How you get to that number since twenty seventeen. [1:17:41, 1:17:45]: So my my attempt was to answer your question and try to be specific. [1:17:45, 1:17:47]: About what you were requesting. [1:17:48, 1:17:49]: Which I think Mr. Aaron had started. [1:17:52, 1:17:54]: All right, uh Councilwoman Barber, your hand was up. [1:17:58, 1:18:12]: Yes, Mayor. I moved to approve this change order for the new public works facility in the amount of$58,293.50, extending the existing contract with Pond and Company. [1:18:13, 1:18:13]: So [1:18:14, 1:18:16]: Okay, Mr. I was that second that [1:18:16, 1:18:17]: Further discussion. [1:18:18, 1:18:20]: And if not all in favor of the motion, please indicate. [1:18:22, 1:18:24]: Four. All pose. [1:18:26, 1:18:29]: Uh can't uh uh Mr. Blount, do you oppose? [1:18:30, 1:18:31]: Yep. [1:18:31, 1:18:32]: Abstain. [1:18:32, 1:18:35]: Abstain. So it's four zero one. All right. Thank you. [1:18:36, 1:18:37]: All right. [1:18:39, 1:18:46]: On that note, uh council consideration approved a resolution in support of I-75 Central Corridor Coalition. [1:18:46, 1:18:49]: And actually this has Mr. Knighton's name on it. [1:18:49, 1:18:51]: Ms. Knight, do you want to start this off, sir? [1:18:55, 1:18:56]: You're you're muted, Mr. Knight. [1:18:59, 1:19:01]: Yes, Mayor. Let me give give us just a moment. [1:19:01, 1:19:02]: Okay. [1:19:04, 1:19:13]: Yes, this is related to the I-75 Corridor Coalition, which is a group of cities um and jurisdictions that run along I-75. [1:19:14, 1:19:22]: Um basically uh through Butts County, Henry County, Lamar County, down to Macon Bibbs, Baldwin, Jackson, Locust Grove, McDonestock, Ridge Griffin. [1:19:22, 1:19:23]: For sight. [1:19:24, 1:19:32]: Barnesville and so forth, who uh have been assembled as an organization for probably right at about uh three and a half to four years, about four years. [1:19:33, 1:19:38]: And have been taking a look at the commonalities along Interstate Seventy Five as it relates to [1:19:39, 1:19:41]: transportation as it relates to growth, et cetera. [1:19:42, 1:19:46]: What this resolution is intended to do is just provide a letter of support. [1:19:47, 1:19:49]: Um for a smart growth study. [1:19:49, 1:19:52]: Along Interstate seventy five. [1:19:52, 1:19:56]: Uh there's no specific expenditure that's being requested of the jurisdiction. [1:19:56, 1:20:04]: We do pay an annual membership fee of$500, I believe, to be a part of this I-75 coalition, which typically meets monthly. [1:20:05, 1:20:23]: I know Mayor Ford attends, I believe, regularly every month, this coalition that discusses issues along I-75. And this is intended to provide a study of smart growth along that corridor. I yield to the mayor since he is a regular participant and regular attendee of those meetings. [1:20:23, 1:20:43]: I I think this is a a great thing for us to do. Obviously, some of you have been involved in these meetings in the past and a growth potential and looking at the mass transit uh and the sense from the the airport from the airport downtown Atlanta from Bib. And obviously we're right in the mix of all that. We're surrounded by 75 and recently have obtained uh$500,000. [1:20:43, 1:21:03]: through Senator Kennedy uh from the st from the state uh to in a sense to uh uh to have uh use that funding to help with the process here to do the study and things of this nature. So and so this that's uh the the actual chairman of the group was uh Tarp Tarpley, Tapley, I'm sorry, along with Janine uh Miller. [1:21:03, 1:21:23]: We're going to work through some processes. But we did be able to secure$500,000 for this additional work that we want to get done. And we're so we're making some progress. And the county, Chair Harrell now. [1:21:23, 1:21:43]: Now and along with the cities of uh Locust Grove and uh Madonna are also involved in this whole process. So just wanted, and they needed resolutions from all our municipalities and government county governments to make sure that we're all on board in reference to with the resolution indicating that we're supportive of what we're doing. [1:21:43, 1:21:48]: we're trying to do here. That's my quickest assessment of this. Any comments or questions or thoughts? [1:21:51, 1:21:53]: May Mayor Pro Time, you unmuted. [1:21:55, 1:21:58]: I remember Mary, we did go to we went to the meeting in Barnesville. [1:21:58, 1:22:03]: The group is is very engaged uh in the region. They want to [1:22:03, 1:22:09]: uh make some pr uh progress because in terms of there's never been a [1:22:09, 1:22:11]: A cohesive message. [1:22:11, 1:22:20]: uh for the south side. So this would c kind of bring all the communities together so we can work on some things. You know, I remember at the meeting we went to [1:22:20, 1:22:24]: Uh Griffin was talking about their multi-use trail network. [1:22:24, 1:22:27]: That would run from the University of Georgia Extension. [1:22:27, 1:22:29]: All the way over to Heron Bay. [1:22:30, 1:22:31]: Which was in Henry County, so [1:22:32, 1:22:34]: Folks are moving along. I remember uh Mayor uh [1:22:35, 1:22:38]: Amir K Pippen Pippin I'm Ms. Mayor Pippen. [1:22:38, 1:22:42]: From Jackson, she was talking about the her trail network. [1:22:42, 1:22:46]: Which is what I understand maybe twelve miles long and they're ready to open it. [1:22:46, 1:22:48]: So folks are making progress. [1:22:48, 1:22:51]: along the south side and this particular entity has really been [1:22:52, 1:22:54]: Um you know, sharing good ideas. [1:22:55, 1:23:05]: And they're a force. I like to see them punch a little harder, but in the end, I think, you know, it's a good idea for us to be able to work together collectively. [1:23:05, 1:23:07]: uh as a team to move. [1:23:07, 1:23:09]: Uh, the south side but uh uh [1:23:09, 1:23:11]: uh forward. So certainly [1:23:11, 1:23:16]: Uh, this is something that uh we should move forward to because they were talking about a resolution. [1:23:16, 1:23:21]: uh at that time. So I guess we're moving along with some of these processes, putting things in place. [1:23:21, 1:23:23]: I think they talk about some advertising or [1:23:24, 1:23:29]: some type of theme or a slogan uh uh for a down that corridor as well. Is that correct? [1:23:29, 1:23:42]: That's correct as well. That's right. That's correct. Promoting smart growth in Georgia's central corridor is is this is the theme. That's the tagline. Once again, promoting smart growth in Georgia's central corridor. That's the tagline. [1:23:43, 1:23:57]: Okay. So anyway, that so it they just needed resolution. And so uh there's a sample resolution that's in the document that you have there. And upon approval we'll have the uh our attorneys draw off that resolution and of course I will sign it and we'll continue to move on. This any other questions? Yes, go ahead. [1:23:58, 1:24:02]: Mayor'd like to make a motion to move forward with this r resolution. [1:24:02, 1:24:08]: Uh as described, it's a good program. Thank you. I second. I missed can't second that. Okay, any further discussion? [1:24:09, 1:24:11]: And if not all in favor of resolution, please indicate. [1:24:12, 1:24:27]: of the proposal. And I have an unanimous decision. Thank you, Council. Appreciate it. Good deal. Uh council consideration to approve cultural arts center funding. Mr. Knight and then of course Mr. Wall has joined us. Our financial advisors joined us for this uh discussion, please. [1:24:28, 1:24:33]: Alright, uh thank you, Mayor. Uh and to the council and to summarize here. [1:24:33, 1:24:39]: Um the uh cultural arts center uh has been bonded for fourteen million dollars. [1:24:39, 1:24:42]: Um that was approved by the council a few months ago. [1:24:42, 1:24:48]: Uh since that time uh with comp conversations with TSW, our architect, and going over [1:24:49, 1:24:51]: An attempt to try to reduce [1:24:51, 1:24:57]: uh the original concept plans from eighteen million dollars to fourteen million dollars. [1:24:57, 1:25:05]: Um, it was found that it would be very difficult to do that. And very little savings, perhaps a million and a half, two million dollars perhaps could be saved, but [1:25:06, 1:25:11]: It would significantly change the vision of the um original cultural art center. [1:25:11, 1:25:13]: as envisioned by the council. [1:25:13, 1:25:20]: Mr. Wall is here. Uh, he's our financial advisor, and he provided uh a letter to you about potential funding. [1:25:21, 1:25:27]: Um, if the council is inclined to move forward with um an additional four million dollars for the project. [1:25:27, 1:25:31]: Also, along with the information provided, were term sheets. [1:25:32, 1:25:33]: Of the bonds that were approved. [1:25:34, 1:25:36]: uh by the council a few months ago. [1:25:36, 1:25:42]: And the schedules for payment of those bonds using a combination. [1:25:42, 1:25:45]: Of general find and splost. [1:25:46, 1:25:46]: Five. [1:25:47, 1:25:50]: I'm going to share my screen because I want to run through [1:25:51, 1:25:55]: Um a brief presentation, if that's all right, with council. [1:25:55, 1:26:01]: Um for councils and the public's um sake who are watching here. [1:26:08, 1:26:10]: All right. Can everybody see the screen? Okay. [1:26:10, 1:26:12]: Yes, we got it, sir. Okay. All right. [1:26:14, 1:26:23]: I always like to start with a vision and mission statements to be the most progressive and fan business and family-oriented community in Metro Atlanta with a focus on enhanced quality of life initiatives. [1:26:23, 1:26:26]: Which promote a sustainable live work and play environment. [1:26:26, 1:26:33]: Also our acronym of Peace are values, professionalism, excellence, adaptability, communication, and ethics. [1:26:34, 1:26:36]: Go through a couple of things here. [1:26:36, 1:26:38]: Uh general fund fund balance. [1:26:38, 1:26:45]: Um, is right at 14 million dollars. I want to be clear about this. This is based on [1:26:45, 1:26:48]: Some una uh unaudited um [1:26:48, 1:26:48]: Uh [1:26:49, 1:26:51]: information that's provided by auditor. It won't be official. [1:26:52, 1:26:58]: until well until June, until they go through all of the final documents. But this provides a pretty good snapshot in time. [1:26:59, 1:27:03]: of those uh funds and where our actual fund balance [1:27:04, 1:27:07]: Would stand as it relates to today. [1:27:07, 1:27:10]: The the only actual um [1:27:10, 1:27:14]: Uh item we have for fund balance was from the twenty nineteen. [1:27:14, 1:27:16]: Audit the twenty nineteen audit. [1:27:17, 1:27:20]: They're completing the twenty twenty audit, which would be [1:27:20, 1:27:23]: At the end of the year, twelve thirty one at the end of the year. [1:27:24, 1:27:30]: Based on the information they've been able to provide us thus far, and based on some commitments that uh we're aware of. [1:27:31, 1:27:33]: as it relates to use of fund balance. [1:27:33, 1:27:37]: This is the number that has been determined and I had this conversation with [1:27:38, 1:27:43]: Uh my treasurer and an auditor, uh Hope Pendergrass earlier um uh or had this conversation with them. [1:27:43, 1:27:49]: about trying to get a realistic number for fund balance for the purposes of this conversation. [1:27:49, 1:27:52]: That does not include two point two million dollars in assets. [1:27:53, 1:27:54]: For instance, though [1:27:54, 1:28:02]: We know that there are funds out there that'll be used in 2021 from fund balance, but they haven't been used yet, for instance. [1:28:03, 1:28:04]: Are ill made. [1:28:05, 1:28:07]: Twenty twenty roads projects. [1:28:07, 1:28:13]: Council approved using fund balance for those projects. It's about seven hundred thousand dollars. It has not have not been expended. [1:28:14, 1:28:18]: But it's gonna come out of fund balance and I know that it's gonna come out in twenty twenty one. [1:28:19, 1:28:25]: But it has not been expended yet, but we know that's a commitment. And so we wanted to factor that in. [1:28:26, 1:28:28]: And so to try to get a realistic picture. [1:28:29, 1:28:30]: Aware fund balance. [1:28:31, 1:28:31]: Withstand. [1:28:34, 1:28:44]: Our net position. This is overall net position. There was a question about that. Um actually it's a little bit more than ninety-two million dollars is overall net position, but that includes building properties, capital assets. [1:28:44, 1:28:50]: Basically everything in terms of overall net position of the city, that does not include the amphitheater. [1:28:51, 1:28:55]: But that's overall net position in terms of all of these ass assets. [1:28:55, 1:28:57]: Infrastructure items and so forth. [1:28:59, 1:29:01]: This is the other general funds that we have. [1:29:02, 1:29:05]: And then I've got there in capital assets, you'll see. [1:29:07, 1:29:15]: Move that around. Water and sewer fund, those are capital assets. 22 million, stormwater, two million, solid waste, 1.25, Meral Manners, 2.3. [1:29:15, 1:29:21]: Um the uh test recording building two uh six forty nine, those are the capital assets that we have. [1:29:22, 1:29:23]: And the column to the right. [1:29:24, 1:29:29]: Um we see water and suitfront two point one six six forty seven, one point one one eighty three eighty one. [1:29:30, 1:29:35]: Those are essentially cash or or um funds that are a part of [1:29:36, 1:29:38]: Those essentially those enterprise funds. [1:29:38, 1:29:44]: But it is recommended that we leave those funds there to be able to take care of those particular items. [1:29:44, 1:29:46]: from which they have been generated. [1:29:57, 1:29:59]: Well, something happened. Oh, there we go. [1:30:00, 1:30:02]: All right. There we go. Sorry about that. [1:30:03, 1:30:05]: All right. This is from Splost Five. [1:30:06, 1:30:08]: Wanna to put this item up again? [1:30:09, 1:30:10]: It's plastic five. [1:30:10, 1:30:14]: Lost five civic projects nine point eight million, road projects four point seven. [1:30:16, 1:30:18]: Park improvements one point two. [1:30:20, 1:30:26]: Remember out of Splas five, it's twenty point five million dollars total. Remember, out of the bond issuance. [1:30:27, 1:30:31]: Nine point eight million dollars for civic projects is devoted to help pay back the bonds. [1:30:31, 1:30:35]: It was also 500,000 from roads and 500,000 from parks. [1:30:35, 1:30:36]: Portrayals. [1:30:38, 1:30:41]: So that's part of splas five bond commitments. [1:30:41, 1:30:47]: Wanted to mention again kind of this the story of how we got here. We had a rough plan concept in twenty eighteen. [1:30:48, 1:30:50]: And another wish list content to twenty nineteen. [1:30:50, 1:30:56]: Then in a reduced program plan we were discussing in 2020 of the um cultural arts center project. [1:30:57, 1:31:02]: Also, this is the current iteration of where we are in terms of a 320 seat ballroom. [1:31:03, 1:31:06]: Three hundred and twenty uh seat ampathe or excuse me, theater. [1:31:07, 1:31:11]: Um which includes um obviously meeting rooms. [1:31:11, 1:31:17]: um includes a museum, includes other rooms for culinary arts, ballet, etc. [1:31:20, 1:31:23]: This is the renderings of the outside of the cultural arts center. [1:31:24, 1:31:26]: Sideview cultural arts center. [1:31:26, 1:31:31]: Again, some other renderings of the outer scope of the cultural arts center. [1:31:31, 1:31:32]: Um as well. [1:31:34, 1:31:43]: I would mention again, um Mr. Wall is here. We provided the bond documents again of what the commitments are as it relates to the bonding of projects. [1:31:44, 1:31:51]: $14 million for Cultural Arts Center as a part of the original bond that was approved. Seven million dollars for the amphitheater. [1:31:52, 1:31:55]: One milyen dollars for um trails. [1:31:55, 1:31:58]: And then three million dollars for the police starting. [1:31:59, 1:32:01]: Okay, that was approved by the council. [1:32:02, 1:32:04]: The term sheets were shared with you. [1:32:05, 1:32:09]: Um, of how all of those plan to be paid back again, as I mentioned, via Splost Five. [1:32:10, 1:32:14]: And also via general fund payback starting in August. [1:32:14, 1:32:15]: Twenty twenty two. [1:32:16, 1:32:18]: If the council wants to entertain [1:32:19, 1:32:21]: Uh uh um [1:32:21, 1:32:23]: Committing to an additional four million dollars. [1:32:24, 1:32:28]: For the Cultural Arts Center project, as Mr. Wall stated in his letter last week. [1:32:29, 1:32:32]: This recommendation is to um [1:32:32, 1:32:35]: Not you not bond at this point in time, not bond. [1:32:36, 1:32:38]: But because we have a very healthy fund balance. [1:32:40, 1:32:42]: That the fund balance would be what would be used [1:32:43, 1:32:43]: Four [1:32:44, 1:32:47]: the uh additional four million dollars for the cultural arts center project. [1:32:48, 1:32:52]: Now the other thing I do want to mention, which is relevant to the discussion, is [1:32:52, 1:32:53]: The [1:32:54, 1:32:57]: Best case scenario, if we were to start a [1:32:57, 1:33:01]: A ground have a groundbreaking at the end of this year for Cultural Arts Center. [1:33:02, 1:33:06]: Obviously the$14 million that has already been committed would be expended first. [1:33:06, 1:33:10]: And then by the time the additional four million dollars would need to be expended. [1:33:11, 1:33:13]: That would be late 2022 more than likely. [1:33:14, 1:33:15]: Early twenty twenty three. [1:33:16, 1:33:25]: Um and so that's where we would stand um with um that particular uh or with those particular payouts if the council is inclined to go to. [1:33:25, 1:33:27]: uh an eighteen million dollar project. [1:33:28, 1:33:35]: I will yield at the moment, Mayor, and ask Mr. Wall if he has any comments. And of course, uh if there are any comments or questions from [1:33:36, 1:33:36]: From the council. [1:33:38, 1:33:44]: Thank you, Mr. Knight. There you go. Mr. Wall, yes, sir, Mayor. Thank you, Mr. Knighton. That was an excellent presentation you had. [1:33:44, 1:33:45]: Um [1:33:45, 1:33:47]: My recommendation to y'all [1:33:47, 1:33:48]: Is that [1:33:48, 1:33:50]: You have a healthy fund balance. [1:33:51, 1:33:53]: And we just two months ago borrowed money. [1:33:54, 1:34:04]: I would like you to use that fund balance and reserve four million of it with the bond issue to let the contract for the Cultural Arts Center for 18 million. [1:34:05, 1:34:10]: A year from now or eighteen months from now, after the fourteen million is gone. [1:34:10, 1:34:20]: when you actually need the four million, we'll we should have more options that we can come up with that four million. Option number one, if T Splos is approved. [1:34:20, 1:34:31]: You no longer need the four million in splosed five because you'll have T-SPLOST for roads, street, and bridges. You could choose to repurpose that four million and splosh specific buildings. [1:34:32, 1:34:33]: Option number two. [1:34:34, 1:34:36]: I could bond it at that point in time. [1:34:36, 1:34:37]: Option number three. [1:34:38, 1:34:45]: revenues could continue to come in greater than what you spend will add to fund balance and you can use fund balance. [1:34:45, 1:34:46]: And so [1:34:46, 1:34:58]: My recommendation to you was not to go borrow the four million now, but wait till you actually had to spend it, but reserve four million of fund balance between now and then so you can let the contract. [1:34:59, 1:35:05]: Well I would say I would tell you, Ms. Wall, I'd like your rec I personally like your recommendation, but we'll see what the rest of the council wants to do with this. [1:35:05, 1:35:06]: Who's first? [1:35:07, 1:35:10]: Mayor Putam, you're you unmuted. Go ahead, sir. [1:35:10, 1:35:16]: All right, thank you so much. Uh and thank you guys. Thank you both for doing an excellent job coming up with the data. [1:35:17, 1:35:25]: With the facts in terms of what um the city's position is. I I want you I want to kind of take you back down this road. [1:35:25, 1:35:31]: Right now the the number stated was ninety-two million, but the amphitheater is a twenty million dollar project. [1:35:31, 1:35:33]: That puts the city's net position. [1:35:34, 1:35:42]: At 112 million dollars. Okay. That's the net position of the city. Of course, that's all in with what. [1:35:43, 1:35:45]: uh the things that we will want to do. [1:35:45, 1:35:45]: But [1:35:46, 1:35:49]: Uh if you go back to uh the twenty [1:35:49, 1:35:51]: Seventeen, twenty eighteen. [1:35:51, 1:35:52]: Um [1:35:53, 1:35:53]: Portion. [1:35:54, 1:35:56]: Where we were in the cityhood fight. [1:35:56, 1:35:59]: Which we prevailed in and we presented a lot of these data with [1:36:00, 1:36:02]: finances that the city was solid on. [1:36:02, 1:36:04]: And the foundation for why we were able to [1:36:05, 1:36:06]: Uh when that dispute [1:36:06, 1:36:10]: Is because everybody believed in the direction that we were going in. [1:36:11, 1:36:15]: And think about it at that point, the number was said to be in the low eighties, and now [1:36:15, 1:36:20]: All in with the amphitheater. Of course that's not cash. It's all the assets. [1:36:20, 1:36:24]: uh would be nearly a hundred and twelve milyen dollars. [1:36:24, 1:36:33]: Think about it, this council and uh sold the 135 building at 135 North Park Trail for$2.8 million, I believe it was. [1:36:34, 1:36:39]: We have other properties over there in the same business part, which is the north business part. [1:36:40, 1:36:43]: That's two point mi two point two million dollars in assets. [1:36:43, 1:36:49]: When we sell those properties, which they're being marketed by our economic development director, I understand and [1:36:49, 1:36:50]: The city. [1:36:50, 1:36:52]: uh representative. [1:36:52, 1:36:53]: We should net. [1:36:53, 1:37:10]: in excess of two million dollars. Uh so even though it's not the fund balance is not showing up as at 16 million, it's 14 million right now plus 2.2. But in the end, the numbers don't lie. Mr. Wiggins did a preliminary uh assessment. [1:37:10, 1:37:15]: He thought that our surplus would be nearly two point five million dollars for this year. [1:37:15, 1:37:19]: Even if it falls short of that, it's gonna be north of two million. [1:37:19, 1:37:34]: Understanding this, Molden and Jenkins is not finished with the with the uh city audit for this year, but I've been on this council now five years, and each year, right, you know, a month or so before, they would have to give us pretty good numbers. [1:37:34, 1:37:38]: They were very close to where they ended up being. [1:37:38, 1:37:57]: At the final audit. But pretty much now they're reviewing, cross-checking the numbers that they have. They have all the information. But they should, they, they were been able to give us a solid uh or uh assessment. And then the treasurer's been in contact with them over the past few months. They've been able to give us a solid assessment. I follow that number. [1:37:58, 1:38:03]: Because each time I wanted to kind of get something going in or leading into that conversation. [1:38:03, 1:38:05]: And they were able to do that. [1:38:05, 1:38:07]: Uh for us each time. [1:38:07, 1:38:08]: And looking [1:38:09, 1:38:12]: Uh at this particular these fund these funds. [1:38:12, 1:38:15]: Just like we made a decision to move forward with. [1:38:15, 1:38:18]: Uh the main street office that's progress in our city. [1:38:19, 1:38:25]: And that's eighty one thousand dollars in that fund for Ted Strickland, if I'm if I'm correct. Is that correct, Mr. Knight? [1:38:28, 1:38:33]: I thought that's the number that I saw. I'm sorry, for the T at Strickland. You're right. [1:38:35, 1:38:52]: There's$81,000 in cash. I mean in in list. That's right. Right. So as we move forward with that project, there's$81,000 already in the count to move forward to do what we need to do with that particular building. It was correct, it was collected in a fund to move forward with this. [1:38:52, 1:38:59]: Also forward thinking we have four point seven million dollars for roads, streets, and bridges. We know that. [1:38:59, 1:39:03]: President Biden and the Congress are working on a s a large [1:39:03, 1:39:12]: a large infrastructure program. So if we got four point seven million dollars in roads and bridges and trails, all we know that we have that money backed up. [1:39:13, 1:39:27]: And just last week we had nine million dollars plus dollars confirmed. I think Mr. Knighton is the city designee. He's working on working on securing those funds and having those funds arrive because. [1:39:28, 1:39:34]: The Congress cares about you and they care about cities to make sure that we were moving forward on a solid foundation. [1:39:35, 1:39:41]: There are winners and losers uh in the pandemic. The city of Stockbridge in Henry County is a tremendous winner. [1:39:41, 1:39:43]: our revenue actually went up. [1:39:44, 1:39:45]: We're collecting [1:39:45, 1:39:46]: Money. [1:39:46, 1:39:50]: Monies at a higher rate than we anticipated. We didn't lose any revenue. [1:39:51, 1:39:55]: So it with the fact that we didn't lose any revenue. [1:39:55, 1:40:02]: And we have nine million dollars coming uh to be spent. Of course, it has different categories to be spent in. [1:40:02, 1:40:04]: And we're gonna make sure that we follow those. [1:40:04, 1:40:07]: But you know, essential personnel was a part of that. [1:40:07, 1:40:24]: There was uh water and sewer that's a part of that. I think Mr. Knighton, uh we had a discussion where you you said that you thought that we would be able to use uh three hundred thousand dollars of those funds uh for the Carrie May Humboldt Cultural Arts Center uh in terms of the uh paying for that. Is that correct? [1:40:25, 1:40:26]: That's correct, yes. [1:40:27, 1:40:38]: Okay, talk about tell tell the council how were we gonna be able to do that. So this is a pot of money that is coming that we we should we we we believe that we should be able to tap in in terms of a fund that we already have. [1:40:39, 1:40:48]: The American Rescue Plan, which has been approved, already approved, and we've provided information via the state to receive those funds when they become available. [1:40:48, 1:40:52]: We'll provide about nine million dollars to the city of Stockbridge. [1:40:52, 1:41:00]: Specifically, the American Rescue Plan uh expressly talks about water, sewer, and broadband infrastructure specifically. [1:41:01, 1:41:06]: There is still some um instruction coming from the Department of Treasury on how [1:41:06, 1:41:12]: Uh funds can be expended otherwise, but some of it seems to appear to be similar to what the CARES Act funds for. [1:41:13, 1:41:14]: were used for. [1:41:14, 1:41:18]: But also for water sewer infrastructure. So those funds will be coming in. [1:41:18, 1:41:25]: What they call two tranks. Um, you know, get half the funds at one point in time, probably in in summer. [1:41:25, 1:41:28]: And then the other uh half, I think the end of the year, first of next year. [1:41:29, 1:41:30]: is when we'll receive those funds. [1:41:31, 1:41:33]: All right. Thank you, sir. [1:41:33, 1:41:53]: And let me mention this as well in reference to the weekly COVID GMA COVID meeting. Uh good news came out of that simply is that the Treasury Department uh has uh approved and allocated a little over 800 million uh dollars uh for the non-entitlement cities in the state of Georgia, which is roughly uh about five hundred. [1:41:53, 1:42:13]: 15 cities. And there was an announcement made to earlier today during the conference call. And then there is a webinar that's set for tomorrow at four o'clock where they're gonna expand this. They're gonna talk about this even further. So the funds are coming. It's a good news story for our ourselves and other cities in the state of Georgia. And and [1:42:13, 1:42:19]: And the state of Georgia is going to be a total winner in all this as well. I'll move on here. Uh Councilman Thomas, you're unmuted, sir. [1:42:19, 1:42:20]: Thank you, Mayor. [1:42:21, 1:42:27]: I just want to concur with the Mayor Pro Tem uh uh assessment. [1:42:27, 1:42:29]: Uh I concur with [1:42:30, 1:42:33]: uh the future vision that he just laid out and [1:42:33, 1:42:53]: But what I wanted to, well, first let me just thank Mr. Mr. Mr. Walls. He always comes when we need him, when we ask him. And uh he does a great job in laying that out for us. Mr. Walls, I just want to thank you for always uh being there with us and being honest with us and laying [1:42:53, 1:42:55]: out the facts. I really appreciate that. [1:42:55, 1:43:07]: Uh Mr. Knight, we we thank you for your due diligence. I know we have tasked you to lay this out for us so we can actually see it. And I just thank you all and appreciate that. [1:43:07, 1:43:12]: But what I want to share with the council and and and it dawned on me just a minute ago. [1:43:12, 1:43:15]: Uh Mr. Nay, when you read the [1:43:15, 1:43:16]: Virgin [1:43:17, 1:43:19]: And the mission statement. [1:43:19, 1:43:27]: And I think we are a uh a vision visionary leaders here, and I think we exemplify [1:43:27, 1:43:29]: uh that leadership. [1:43:29, 1:43:31]: And I think we we have to continue. [1:43:32, 1:43:34]: uh to be able to do that. [1:43:35, 1:43:38]: Also in our mission statement, it talks about [1:43:38, 1:43:40]: Services [1:43:40, 1:43:42]: That enhanced [1:43:42, 1:43:44]: The quality of life [1:43:44, 1:43:46]: For all citizens. [1:43:46, 1:43:53]: And and I think this is in the forefront. Everything that we do, I think we have to continue to [1:43:53, 1:44:13]: uh provide that quality of life for all of our citizens. And I think with this endeavor, the amphitheater, the cultural arts, trails, public safety, youth and senior facilities, I think this is the groundwork that we are laying um to enhance the quality of [1:44:13, 1:44:20]: life for all citizen. And then also in the mission statement, we talked about tourism. [1:44:20, 1:44:22]: And cultural events. [1:44:23, 1:44:30]: It is stated in our mission statement. So all of these things fall in, but let me just continue by saying. [1:44:31, 1:44:34]: You know, we we always talk about [1:44:34, 1:44:35]: Um [1:44:35, 1:44:37]: Our destiny is [1:44:37, 1:44:40]: А вибрант сі. [1:44:40, 1:44:44]: Uh moving forward for a robust downtown. [1:44:45, 1:44:48]: These things does not happen. [1:44:48, 1:44:50]: Байсел. [1:44:51, 1:44:54]: We have to be aggressive enough. [1:44:55, 1:44:56]: To reach for that. [1:44:57, 1:45:00]: It does not happen by itself. [1:45:00, 1:45:02]: The cultural art [1:45:02, 1:45:05]: Facility has been on the table for six years. [1:45:06, 1:45:08]: And you know, we have been waiting. [1:45:08, 1:45:11]: And and waited for what? Um [1:45:11, 1:45:12]: The future. [1:45:13, 1:45:15]: Your destiny, it doesn't wait. [1:45:15, 1:45:22]: You have to go out there and make it happen. So I just appreciate this council moving forward because this is what we are doing. [1:45:23, 1:45:24]: We are річен. [1:45:25, 1:45:26]: For that [1:45:26, 1:45:36]: uh a vibrant city, that robust downtown. We're working toward that. We're reaching for that. Because like I say, it doesn't happen by itself. [1:45:37, 1:45:53]: We have to take that step and work toward that to make this a success. And I think with these things that we talked about and the things that uh Mayor Pro Tem just laid out and all of these uh capital projects that we have talked about. [1:45:54, 1:45:56]: This is this is us reaching. [1:45:57, 1:46:01]: And trying to make Stockbridge that city. [1:46:01, 1:46:03]: That we all envision. [1:46:03, 1:46:09]: this quality of life that we are trying to provide for all of our citizens. [1:46:09, 1:46:17]: Public safety, uh, better schools. Because we know that when businesses come into the city of Stockbridge and we try to lay out that welcome at. [1:46:18, 1:46:38]: They want to make sure, and you know, we we talked about crime here recently. We want to ensure these businesses that we have their best at heart of what we're trying to provide. And I just want to share that, but again, Mr. Knight, Mr. Wall, Mayor Pro Tem, I just want to thank you for articulating that vision. [1:46:38, 1:46:42]: digit of the future. But I just want to encourage our council. [1:46:42, 1:46:46]: It is there. Our destiny is there. [1:46:46, 1:46:50]: But we have to go for it. We have to reach for it. It's not gonna come to us. [1:46:51, 1:46:56]: We have to work toward making these things happen. And it has been laid out. [1:46:57, 1:46:59]: But we have to work. [1:46:59, 1:47:06]: We have to go forward. We have to make it happen. And I just encourage us, let's make it happen. [1:47:07, 1:47:09]: Let's create this vibrant. [1:47:09, 1:47:13]: city that we talked about, this uh robust downtown. [1:47:14, 1:47:34]: Let's do it. Let's go for it. Mayor, I just want to thank this council and I just hope that we can get past uh you know this tonight so that uh TSW can move forward and we can be about uh the other business of this city in increasing and in moving forward with this virtual. [1:47:34, 1:47:37]: City that we always talked about. Our destiny [1:47:38, 1:47:41]: And our future, it is that waiting on us to make the move. [1:47:41, 1:47:43]: Thank you, and I yield back, Mayor. [1:47:43, 1:47:45]: Okay. Councilwoman Gann, go ahead, please. [1:47:47, 1:47:48]: Thank you, Mayor. [1:47:49, 1:47:49]: Um [1:47:50, 1:47:59]: Mayor and Council, I think we have all agreed that we love the design we we love the original design. We didn't want a shortchange for the art center. [1:48:00, 1:48:04]: Um that's first and foremost, but I am concerned about [1:48:04, 1:48:07]: financials. I have a lot of questions in regards to [1:48:08, 1:48:10]: The n nine million dollars that is coming in from [1:48:11, 1:48:15]: the federal government and what it can be applied to and for. [1:48:15, 1:48:18]: Um, I still have some questions in regards to that. [1:48:18, 1:48:25]: I am all for the art center. And I've always said that. I said that last time we had a meeting. [1:48:26, 1:48:30]: Um, but I'm not for spending out of our fund balance. [1:48:30, 1:48:31]: Um [1:48:31, 1:48:32]: The [1:48:32, 1:48:44]: additional amount of money until I know that it's gonna be covered by something else, such as the T splass. And once the T-SPLOST pass, which it should, at least I hope. [1:48:45, 1:48:50]: Then I would be more susceptible to saying, okay, let's go ahead. [1:48:50, 1:48:51]: And [1:48:51, 1:48:57]: spend you know we can go ahead and spend additional funds or find funding for the art center. [1:48:57, 1:49:06]: I'm not against the art center. I want the art center. It's the next thing on our list. It's our part of our plan. Um, I just want to make sure. [1:49:06, 1:49:09]: that all costs are covered. Um [1:49:10, 1:49:12]: Mayor Pro Tem Oxander did mention. [1:49:13, 1:49:17]: that we had a um ninety two mil [1:49:19, 1:49:26]: Balance. That's true, but not true. Um, we have assets, which they did a presentation on. [1:49:26, 1:49:40]: that basically is our buildings. Those are things that are not liquid. That's not cash. That's not something we can spend. It's buildings. And we bonded out a lot of money right now. Um I just want to make sure that we're covered first. [1:49:40, 1:49:41]: Um [1:49:41, 1:49:47]: It makes sense to move and it and it will make sense to move forward. If that nine million can [1:49:47, 1:49:56]: Help alleviate whether it was some of the police services we're talking about when we talk about we might have to tax our citizens, whether it is um. [1:49:57, 1:50:00]: The um art center and [1:50:00, 1:50:03]: operating it. Now we have a cost of [1:50:03, 1:50:05]: Right now, what is it? 18 million. [1:50:06, 1:50:07]: Projected. [1:50:08, 1:50:11]: But we also had a projection cost for our amphitheater. [1:50:11, 1:50:12]: So [1:50:12, 1:50:14]: Take into consideration [1:50:14, 1:50:15]: Incidentals. [1:50:16, 1:50:16]: Um [1:50:17, 1:50:18]: Think that [1:50:19, 1:50:35]: one that we may not know will come up, um, upgrades if need be or or different things that happen during construction, which we see each and every day. We just we have to vote on it even at this meeting tonight. And so I I ask you to be smart about this. [1:50:36, 1:50:45]: I'm not it it won't cause a delay. The project is still moving forward. They're working on the design and working on things even now. [1:50:45, 1:50:58]: But let's make sure that we have all of the funding. If we can transfer the the when we get T Splash and we can move those projects from the budget and then reallocate funds, that would be awesome. [1:50:59, 1:51:06]: It would be, but we don't have a ninety two million dollars just sitting around. We don't. Those are those are buildings. [1:51:08, 1:51:10]: Um, and I want us to be realistic about it. [1:51:11, 1:51:13]: I want us to be responsible. [1:51:14, 1:51:25]: And I join my colleagues in welcoming this art center. I can't wait for it to happen. But I wanna be financially and physically responsible when it does happen. [1:51:25, 1:51:44]: And I still think it's gonna happen on time. I don't think it's gonna be delayed. I think that once the the teeth was or you know funds are allocated in that way, or if we can reallocate funds and we can spend on some other things with that nine million dollars, I would be fine with that, but I haven't gotten that answer yet. [1:51:45, 1:51:53]: That is what ifs and possibilities. As soon as one of them passes or as soon as we know we can spend or change, I'm all for it. [1:51:54, 1:51:54]: Thank you. [1:51:55, 1:51:57]: Councilman Barber, go ahead, please. [1:51:58, 1:52:05]: Thank you, Mirror. Um yeah, I did listen to that call um as they talked about ARPA. [1:52:05, 1:52:11]: And one of the things that it mentioned um covering was stormwater and infrastructure. [1:52:11, 1:52:11]: Um [1:52:12, 1:52:20]: So with the nine million dollars that the city is projected to receive, I know currently in our stormwater. [1:52:21, 1:52:24]: budget or account, there's about eight million dollars. [1:52:24, 1:52:25]: So [1:52:26, 1:52:36]: any projects that are already allocated with the city using the stormwater account, we should be able to replace it. [1:52:36, 1:52:37]: Oh. [1:52:37, 1:52:44]: we should be able to use some of the funds from the stormwater account and replace it with ARPA. [1:52:44, 1:52:47]: Am I correct, Mr. Knighton in my thinking? [1:52:49, 1:52:58]: Considering that those funds, the nine million dollars that the city is projected to receive, covers stormwater and infrastructure improvements. [1:52:58, 1:53:09]: Right, right. Water water and sewer were explicitly mentioned and then the Treasury Department has talked about stormwater, things like that could be used out of the nine million dollars that we'll receive. That is correct. [1:53:10, 1:53:18]: Okay, so currently, Mr. Wiggins, um, do we currently have eight million dollars that's in our stormwater account? [1:53:20, 1:53:21]: Yes, um [1:53:22, 1:53:25]: But it's not all it's it's not all cash though. [1:53:25, 1:53:40]: When you say fund fund balance is not always cash. So some of that is uh is is is part of the um infrastructure, which is the um uh capital assets associated with stormwater. [1:53:40, 1:53:42]: So it's all not cash. [1:53:42, 1:53:47]: think it's about half of it is cash. About half of it is half of it would be cash. So you like [1:53:47, 1:53:51]: It's still four million dollars. Yeah, yeah, yeah, yeah. Exactly. [1:53:51, 1:53:59]: I know that uh Mayor Pearl Tim also mentioned the sale of some property off of North Park or Park North. [1:54:00, 1:54:03]: Whichever one. Um, I know that that also [1:54:04, 1:54:04]: The [1:54:05, 1:54:05]: Um [1:54:06, 1:54:11]: The funds that we received from that sale, did it go into our fund balance, Mr. Knighton? [1:54:13, 1:54:17]: I think Mayor Pro Tem was was referring to property that we still have. [1:54:17, 1:54:28]: Okay, what about property that was sold recently? Right. The previous right previous property that was sold some years ago. Yes, essentially that's a that's a part of your overall fund balance. Yes. Okay. [1:54:29, 1:54:32]: That did go into our fund balance. That's right. [1:54:33, 1:54:40]: Okay. So I know uh um Keggy Race is also on the line. [1:54:40, 1:54:41]: Um [1:54:41, 1:54:43]: Is he available? [1:54:44, 1:54:45]: Carl is. [1:54:45, 1:54:46]: Carl is there. [1:54:46, 1:54:46]: All right. [1:54:48, 1:54:50]: Oh, there he oh there they're yes. [1:54:51, 1:54:54]: Awesome. Good evening, Mayor and Council. How are you doing? [1:54:54, 1:55:10]: Um one of the things that I was really concerned about is the management of the amphitheater. Um the fact that we went from budgeting 16 million dollars to now 20 million. Um we have to be very careful about managing um. [1:55:10, 1:55:13]: The cost of these capital projects. [1:55:14, 1:55:31]: I understand that there will be unknown and unforeseen things that will happen. But one of the critical things that we have to have in place is an experienced project manager. Kekin Woods has done, I think, a really good job with helping us to manage. [1:55:32, 1:55:42]: the amphitheater. Considering that we are now wanting to um kick into second gear, third year, um with all of our capital projects. [1:55:43, 1:55:47]: Being able to manage multiple capital projects at one time. [1:55:47, 1:55:54]: Is going to require our project manager, which Kekin Woods is now on board, to be able to help us. [1:55:54, 1:55:54]: Um [1:55:55, 1:56:00]: keep our pulse on to on all these major projects. [1:56:00, 1:56:00]: Um [1:56:01, 1:56:08]: I would like to make a motion after uh we uh decide what we're gonna do with the Culture Arts Center. I wanna make a motion. [1:56:08, 1:56:17]: Um, in regards to capital lives, um, ensuring that they take the lead on all of our capital projects right now, including um [1:56:17, 1:56:26]: The Cultural Arts Center, if that's something we want to move forward with, the master trail plan. Um, I know with the expansion of um [1:56:26, 1:56:29]: East Atlanta Road, Widening and Lee Street. [1:56:29, 1:56:35]: All those major projects we have to have an individual who's designated um to really [1:56:35, 1:56:37]: Keep the council in the known. [1:56:38, 1:56:43]: about the status and what's going on with it. And I think Kekin Woods would be an asset to us. So [1:56:44, 1:56:50]: Um, I do support the Cultural Arts Center. I do think we now have a pathway forward. [1:56:50, 1:56:54]: Realizing that this project is not going to break ground probably. [1:56:55, 1:56:56]: Around this year. [1:56:56, 1:57:00]: We're just right now looking to um [1:57:00, 1:57:02]: Identify the funding source. [1:57:02, 1:57:05]: for this eighteen million dollar project. [1:57:05, 1:57:06]: Is that correct, Mr. Knighton? [1:57:10, 1:57:11]: Um that is correct, yes. [1:57:12, 1:57:12]: All right. [1:57:13, 1:57:14]: Thank you. [1:57:14, 1:57:15]: That's all. [1:57:15, 1:57:17]: Councilman Thomas, go ahead, please, sir. [1:57:17, 1:57:21]: Mayor, uh I I was waiting to get in. I everybody spoke except me. [1:57:22, 1:57:22]: Good. [1:57:23, 1:57:28]: Well I I didn't see your hand. I didn't I actually saw a council. [1:57:28, 1:57:31]: Um thanks for recognizing me. I'd like to move forward. [1:57:32, 1:57:33]: With the motion to accept [1:57:34, 1:57:35]: The um [1:57:36, 1:57:38]: Cultural arts facility at the [1:57:38, 1:57:52]: Uh eighteen. Uh mayor point of order, mayor. Well stand by. He's making a motion. Well well the point of order, mayor. If I had my hands up this before the motion, I told you I didn't see you. I saw him first. I'm trying to keep order here. [1:57:53, 1:57:54]: Go ahead, Casman Thomas. [1:57:55, 1:57:57]: Let me reiterate my motion. I I move [1:57:58, 1:57:59]: That we [1:57:59, 1:58:03]: accept and move forward with the culture art facility. [1:58:04, 1:58:06]: At the eighteen million dollar level. [1:58:07, 1:58:16]: Uh, I believe that is the issue at hand. Uh, Mr. Knight, if I'm incorrect, uh, would you please correct me uh for the proper motion? [1:58:20, 1:58:24]: Councilman, I think that's the question that we're looking for here, it was uh whether or not the council [1:58:25, 1:58:31]: I wanted to move from the fourteen million dollars to the eighteen million dollars. And so I think that motion in and of itself would be in order. [1:58:32, 1:58:35]: To the fact that my motion [1:58:35, 1:58:42]: Yeah, I'd like to issue a second and then I'd like to ask the councilman Thomas to add Kekinwood as the project manager on the motion. [1:58:44, 1:58:45]: Mayor Four, if I may. [1:58:47, 1:58:50]: Go ahead, sir. Mayor Ford, if I may. [1:58:50, 1:58:53]: I like to add to my motion. [1:58:53, 1:58:57]: That Kekken would be the uh designated [1:58:57, 1:58:59]: Project manager. [1:58:59, 1:59:03]: on this uh particular project and hopefully [1:59:03, 1:59:04]: All of you have a capital project. [1:59:05, 1:59:09]: Seconds. Okay, it's been a second. Now, further discussion, Mr. Blount. [1:59:10, 1:59:15]: Yeah. Um I want to say is is Mr. Wall still on here? Yes. [1:59:17, 1:59:23]: Uh one of the things I want to look at when I looked at uh what you sent us, Mr. Walls. [1:59:24, 1:59:29]: Um when we when I got on this council back in twenty sixteen. [1:59:30, 1:59:31]: We labeled [1:59:32, 1:59:34]: priorities on what we wanted to do with this city. [1:59:35, 1:59:39]: And in those priority, one of the top things that we put on there was the police department. [1:59:41, 1:59:47]: Because this was extension of of what we was trying to do when we said we need to build this amphitheater. [1:59:48, 1:59:50]: was a police department. [1:59:50, 2:00:01]: And so Mr. Wall, from the paperwork that you sent us with that four million added, because you're looking at$9.8 uh million dollars in bonds that would be paid back by SPOP SPLOSS. [2:00:01, 2:00:05]: was released fifteen point two, but if you add that four, you're talking about uh [2:00:06, 2:00:11]: about nineteen point two million dollars, which now because the eighteen million dollars for the culture art center. [2:00:12, 2:00:19]: When this council came together and we talked about what's best for the city, we we put public safety. [2:00:19, 2:00:20]: In a position [2:00:20, 2:00:26]: Not in a position where we we're built we we're not even in completion of an amphitheater. [2:00:27, 2:00:29]: We haven't opened the doors of the amphitheater. [2:00:30, 2:00:33]: Yes, still what's the priority to this council? [2:00:34, 2:00:36]: is an eighteen million dollar cultural art center. [2:00:37, 2:00:39]: And one of the things that [2:00:39, 2:00:41]: Given by Mr. Walls [2:00:41, 2:00:45]: If we was to start a police department right now. [2:00:46, 2:00:48]: With the millions of that we've already bonded. [2:00:49, 2:00:56]: It will be a strain on us to sustain one, yet we're still as this council moving forward, we're hiring a police chief. [2:00:56, 2:01:02]: For how long? Because we're not focused on public safety right now. We're focused on the cultural arts center. [2:01:02, 2:01:08]: I raise my hand in motion that we name this cultural arts center Kerry Mae Hamburg officially. [2:01:09, 2:01:10]: I did that. [2:01:10, 2:01:12]: And it and it passed. [2:01:12, 2:01:15]: But when this council sits here and we talk about public safety. [2:01:16, 2:01:30]: But yet still we're putting an amphitheater and a cultural art center before public safety. And now we're ready to say, hey, can we take the money from uh uh uh public works? Can we take the money from here? We're making the cultural art center work. [2:01:32, 2:01:37]: But Ed Walls, our financial advisors, told us with everything that all these expenditures. [2:01:38, 2:01:46]: It would be a strain on the city of Stockbridge to start a police department and sustain it without the implementation of a tax. [2:01:47, 2:01:56]: Now, if this is what our financial advisor is telling us, why are we moving forward without strategizing and making sure we have proper funds in place? [2:01:57, 2:02:11]: to do the things was best for the citizens, in my opinion, is to look forward to what we've already said we wanted to do and what was important was a public s was public safety and starting our own police department. So what we're about to do now is hire a police chief. [2:02:12, 2:02:14]: That's gonna sit here for how long? [2:02:15, 2:02:35]: How laughable is that? How long would a police chief sit here? Mr. Wall, I would like for you to home in because one of the things that you referenced in what you gave us is the strain that will be put on this city because only$9.8 million is going to be paid in bonds. We as elected officials can talk about all about what can [2:02:35, 2:02:43]: Can and can't do, but we hire you to show us a path, a clean path on paying these expenditures and starting a police department. [2:02:43, 2:02:47]: So how can we do that? Because we ask that this be brought to us. [2:02:49, 2:02:51]: So uh Councilman Blount, um [2:02:52, 2:02:54]: I'll I'll try to take'em one at a time. So [2:02:55, 2:02:55]: No. [2:02:56, 2:02:59]: When you establish a police department, um [2:03:00, 2:03:05]: There's a millage rate that Henry County currently levies on stock bridge tax digest. [2:03:06, 2:03:08]: that uh generate a set amount of money. [2:03:08, 2:03:11]: Seems like the study that y'all had done. [2:03:11, 2:03:16]: shows that you'll have to add a little bit to that, that you can't do a police force. [2:03:16, 2:03:21]: for exactly the amount of the millage rate that your citizens are currently paying to Henry County. [2:03:22, 2:03:23]: Is that true or false? [2:03:25, 2:03:26]: Do I remember that right? [2:03:26, 2:03:33]: Wouldn't they have to add a little bit extra money to it? Yes. Yes, that is correct. Sure. And so [2:03:33, 2:03:34]: Um [2:03:36, 2:03:43]: The the fifteen million that we borrowed, of which was a a little bit of a portion for um [2:03:43, 2:03:44]: The um [2:03:45, 2:03:48]: the cultural arts, um, you know, the trails. [2:03:48, 2:03:51]: And the seven move amphitheater paid by splots. [2:03:51, 2:03:55]: So the remaining amount that we borrowed for um [2:03:55, 2:03:58]: the uh cultural arts center is having to come from the general fund. [2:03:59, 2:04:03]: And it was a fifteen year issue and seemed like the annual payment was around nine hundred thousand dollars. [2:04:04, 2:04:06]: And so we'll have to [2:04:06, 2:04:09]: bake that into your general fund budget. [2:04:09, 2:04:20]: I fixed it up so that your first payment doesn't come until next fiscal year. Remember we capitalize interest. So next fiscal year when you do your budget, you'll have to add nine hundred thousand for the cultural arts. [2:04:21, 2:04:22]: You'll need to add [2:04:22, 2:04:24]: Whatever you're gonna add for the police. [2:04:25, 2:04:25]: Um [2:04:25, 2:04:26]: And um [2:04:27, 2:04:41]: Uh if you borrow this four million dollars, that'll add another$350,000. But what I had hoped that you could do is find the$4 million elsewhere and not actually use fund balance and not have to borrow it. That would be my hope. [2:04:41, 2:04:46]: Is that you would find the four million some other place? Uh Councilman Gantt made a good point. [2:04:47, 2:04:48]: That she [2:04:49, 2:05:04]: might not want to actually vote for it until we actually identify the four million instead of say here are the places it could come from. She wants to know exactly where it comes from before she votes. And I and I understand that that would be a very conservative way to approach it. But um [2:05:04, 2:05:07]: Mr Knighton asked me for my advice to you that [2:05:08, 2:05:28]: I didn't want you to borrow the four million dollars today. If you all choose to do a eighteen million dollar cultural arts center and you're four million short, I didn't want you to do the four million dollars today because I think the four million can come from other places. To borrow the four million, you know, you're gonna pay a hundred thousand dollars in upfront issuance costs to borrow it and [2:05:28, 2:05:34]: That's money you wouldn't get back if you paid the four million dollars off early. And so um [2:05:34, 2:05:39]: I I I do believe that that with the police department coming on [2:05:39, 2:05:44]: The operations of the amphitheater and the operations of the cultural art center. [2:05:44, 2:05:46]: You're gonna have pressure on your general fund budget. [2:05:47, 2:05:53]: Well, th I I appreciate that, Ms. Wall. Let me just say this real quick before I before you all move forward. [2:05:54, 2:05:55]: Um [2:05:56, 2:05:58]: When we was fighting for our city. [2:05:59, 2:06:01]: When we looked at the finances and fought for our city. [2:06:03, 2:06:06]: There was a person that that had a desire to [2:06:06, 2:06:08]: Fight for our city because their concerns. [2:06:09, 2:06:11]: We're about the future stock bridge. [2:06:12, 2:06:14]: So many people shed it tears. [2:06:15, 2:06:18]: Because they was concerned about the future stop bridge. [2:06:19, 2:06:21]: When we start to raise our hands. [2:06:23, 2:06:25]: And start to spend make expenditures. [2:06:26, 2:06:27]: Without a clear path. [2:06:28, 2:06:31]: to what those future expenditures, how they would be paid. [2:06:31, 2:06:38]: This is why I supported those that were so concerned about our city. And I've seen many shed tears. [2:06:38, 2:06:46]: This is putting our city in the blind. We do not put our city in a position to raise taxes to get what we need. [2:06:46, 2:06:56]: for public safety versus going to those citizens first and letting them know this is the plans of the city, have the town hall meetings and do it, but we're gonna hire [2:06:57, 2:06:58]: A police chief. [2:06:58, 2:07:01]: So we'll have a police chief on an unspecified time. [2:07:02, 2:07:03]: Because this council right now [2:07:05, 2:07:08]: In a blink of an eye, say, Hey, let's go ahead and add four more million dollars. [2:07:09, 2:07:10]: On this culture art center. [2:07:12, 2:07:18]: And so now what went what was twenty five million dollar bonds, we're talking about now total twenty four million. [2:07:18, 2:07:23]: Which now gonna put the city in a po place of nineteen point two million dollars to pay back. [2:07:25, 2:07:28]: And so now we're talking about no clear path financially. [2:07:29, 2:07:30]: By our financial advisor. [2:07:31, 2:07:35]: Every council member can speak on here, but we pay people to give us information. [2:07:36, 2:07:37]: So tonight [2:07:38, 2:07:40]: What this council is going to do. [2:07:41, 2:07:43]: Is approved eighteen milyen dollars. [2:07:44, 2:07:45]: For culture arson. [2:07:46, 2:07:50]: Which now the expenditure can go high as it can go, whatever wherever it goes. [2:07:50, 2:07:55]: We just spent a twenty plus million dollar amphitheater that hadn't even opened yet. [2:07:56, 2:08:05]: We're gonna hire a police chief without even a clear path to how we're gonna start a police department and how we're gonna fund it and sustainability. Our finance advisor told us that. [2:08:06, 2:08:13]: It would be hard to sustain one with the decisions we've already made and the obligations we've already committed ourselves to. [2:08:14, 2:08:16]: So when we raise our hand to approve. [2:08:17, 2:08:19]: This eighteen milyen dollars, remember. [2:08:20, 2:08:21]: The citizens are watching. [2:08:22, 2:08:34]: And I would hope that they would get involved with what's going on here because when I when I ran for office, I ran to be good stewards of the taxpayers' money. And when we were raising our hands in the blind without even having a clear path. [2:08:34, 2:08:43]: Even to public safety right now. No clear path of how we would how we would create or the monies would come to create it and sustain it, but we can raise. [2:08:43, 2:08:44]: Four million dollars for [2:08:45, 2:08:46]: Extra, let's do it. [2:08:47, 2:08:48]: And that's all it takes. [2:08:49, 2:08:51]: Where are we at when it comes to [2:08:52, 2:08:53]: When we talk about communities. [2:08:54, 2:08:56]: When we talk about expenditures. [2:08:57, 2:08:59]: I think public safety should have been top of the list. [2:09:00, 2:09:04]: I want to culture our center like anybody else. Why are we Russian? [2:09:04, 2:09:09]: And that's the exact same thing our uh financial advisor saying. We don't have to rush into this. [2:09:09, 2:09:19]: Let's get some solid numbers. One of the things Council Woman Barber has always been saying put it on paper right. Point of order. Point of order. Mr. Alexander, I'll let you talk as long as you want to talk. [2:09:20, 2:09:35]: And I and I expect that same respect. You ask for point Alexander, I let you talk as long as you want to talk. And I want that same point of order time. The time. We have two minutes, two time to speak. And we have a five-minute rule. American Pro Tem I got this. Councilman Blanc, go ahead, please. [2:09:35, 2:09:36]: Finish his c his statement. [2:09:37, 2:09:41]: One of the things that I'm gonna say right now, and I will be finished. [2:09:42, 2:09:46]: Is that when this council started to move and talk about what's better for the community? [2:09:47, 2:09:54]: Look into your own hearts and say, is this really needed right now without a clear path on what was gonna start to get public safety? [2:09:55, 2:10:04]: To start our own, but if if we would do what we're doing for this cultural arts center for a public, for our uh to start a police department, we would definitely be on the right track. [2:10:05, 2:10:08]: But we want to start we want to spend all these millions. [2:10:08, 2:10:10]: and bond without a clear path. [2:10:10, 2:10:13]: Фома коч фромал фінанс адвізор. [2:10:13, 2:10:14]: Telling us. [2:10:16, 2:10:19]: Telling us that we don't need to move on it right now. He's told us this. [2:10:21, 2:10:23]: And he's reiterated that tonight. [2:10:24, 2:10:25]: But we're gonna make it happen. [2:10:26, 2:10:36]: And now there's not a clear path to starting the police department without what he just said, implementing a tax and with going about it the wrong way and transparency to the citizens. [2:10:36, 2:10:50]: is to go to the citizens first, have the town halls and let them know, not burn all that we're doing and put a strain. These are the words from our financial advisor, put a strain on us to do other things like starting the police department. [2:10:51, 2:10:53]: Councilman Barber, go ahead, please. [2:10:58, 2:11:10]: I think Mayor Pro Tem had his hand up first. All right. If you say so, go ahead. Mayor Pro Tem, go ahead, please. Yes, sir. Let me just chime in and honestly say the first thing that this council bunded. [2:11:10, 2:11:14]: Was three milyen dollars for the police department. It's number one. [2:11:15, 2:11:15]: We did not. [2:11:16, 2:11:19]: prove any bond until we bonded that public safety. [2:11:20, 2:11:40]: This council charged the city manager with hiring a police chief, which we will do now. There's nothing gonna happen right until we get this police department nailed down. That's what we wanted to do first, and that's why we bonded that money first, understanding that we are being good stewards of the citizens' money. I want Mr. [2:11:40, 2:11:45]: Mr. Light and to speak on the facts. The fact is the Georgia Municipal Association. [2:11:46, 2:11:55]: where we attend once a year says twenty-five percent is a baseline for what they look at for a fund balance. We have almost two hundred percent. [2:11:56, 2:12:16]: In our fund balance. So, yes, we could spend the money out of fund balance and still have a$10 million surplus in our budget, nearly 100%. When all of us go to the same class, all of us do for Georgia Municipal Association. And I think that they tell us that. Some cities, what the issue is. [2:12:16, 2:12:23]: Is the reason that the stock bridge got in the condition that it is we haven't spent the money that we need to spend to be best in class? [2:12:23, 2:12:37]: I thank Councilman Alfonso Thomas for having the courage to lead us into the in the direction that we need to go in order to make this project happen. Understand, Mr. Knight, speak on that, on the facts. [2:12:40, 2:12:45]: on the fund balance facts of where we are, the recommendation, and then where we are. [2:12:47, 2:12:54]: Typically, um, for fund balance determination, you want at least three months to four months, basically twenty five percent. [2:12:55, 2:12:58]: Of your overall fund balance, which is considered fairly strong. [2:12:59, 2:13:04]: Obviously with the ex with the um commitments from fund balance. [2:13:05, 2:13:12]: Um, we would be as I mentioned earlier, about fourteen million dollars or so. Our budget is about eleven point five million dollars or so. [2:13:12, 2:13:19]: And so we're just over we're over a hundred percent in terms of uh what we have for fund balance. I mentioned to the council [2:13:20, 2:13:21]: And my correspondence to you. [2:13:22, 2:13:24]: Along with um Mr. Wall. [2:13:24, 2:13:26]: And his recommendations. [2:13:27, 2:13:32]: If this is done, if the council is inclined to to move forward with this in terms of Mr. Wall's recommendation. [2:13:33, 2:13:36]: I would then as we move forward with other projects. [2:13:36, 2:13:41]: want to keep our fund balance where it is at that point, allow it to replenish itself. [2:13:42, 2:13:44]: In order to keep the fund balance strong. [2:13:44, 2:13:51]: Right. Um and so um with that um caution as well, uh I want to make sure I mention that. [2:13:52, 2:13:56]: Um that the fund balance is strong now. We want to keep it strong. [2:13:56, 2:14:00]: But we have commitments out of fund balance that we want to monitor. [2:14:00, 2:14:07]: And make sure that we allow the fund balance to increase and replenish itself before we make any cut other commitments beyond this out of fund balance. [2:14:10, 2:14:11]: All right. Um [2:14:12, 2:14:13]: Councilwoman Barber, go ahead, please. [2:14:18, 2:14:27]: Um I wanted to make sure that I made the uh motion or asked um Councilman Thomas if he could amend his motion. [2:14:27, 2:14:31]: Because I want to make sure that Kekinwood takes the lead on all of our. [2:14:32, 2:14:33]: capital projects. [2:14:33, 2:14:36]: And they also provide weekly updates. [2:14:36, 2:14:39]: directly to the mayor and council. [2:14:39, 2:14:43]: We have a number of capital projects right now that's [2:14:43, 2:14:44]: Going on. [2:14:44, 2:14:53]: And I think all of us have been just reaching out to Mr. Knight and just randomly asking him what status is. So having a project manager. [2:14:53, 2:14:56]: who'd be able to provide us with those updates regularly. [2:14:57, 2:14:58]: Um okay. [2:14:59, 2:15:00]: Keep us at bay from [2:15:01, 2:15:03]: Stand by a second, please. Miss Holiday. [2:15:03, 2:15:09]: Could you repeat back the motion that's been properly what motion that's been sec properly seconded? What does it actually say? [2:15:10, 2:15:16]: Yes, for the motion um by Councilman Thomas and seconded by Mayor Pro Tem Alexander. [2:15:17, 2:15:20]: was to approve eight at the eighteen million dollar level. [2:15:21, 2:15:25]: With the project manager designated as Kekin Woods. [2:15:25, 2:15:28]: And it did say with other capital projects, but um [2:15:30, 2:15:32]: Councilwoman Barber is now adding [2:15:32, 2:15:32]: Yeah. [2:15:33, 2:15:34]: It to be amended. [2:15:35, 2:15:36]: to include [2:15:36, 2:15:39]: All of the capital projects and [2:15:39, 2:15:53]: reporting directly to with reports going directly to the mayor and council. Yes. Thomas, is it okay to amend this to ask that Kekkenwood provide weekly updates directly to Mayor and Council? [2:15:54, 2:15:57]: Castle Thomas played. Okay with that. [2:15:58, 2:16:07]: Mayor, if I may. Yeah, go ahead, sir. Go ahead, please. Um, I I did include in the motion that Kekin would be would be the project manager. Right. [2:16:07, 2:16:13]: um weekly uh monthly updates. I I do not have a a problem with that. [2:16:14, 2:16:17]: Um is that something that I need to add to that or [2:16:18, 2:16:21]: Monthly update, is that something that we can just work out? [2:16:22, 2:16:22]: Uh [2:16:22, 2:16:25]: Hello, including the question. [2:16:25, 2:16:32]: Um, because I want to know the status of all the projects. Okay, well, if I may then, Mayor, I'd like to add to my motion. [2:16:33, 2:16:35]: Um that Kek in Woods. [2:16:36, 2:16:37]: provide [2:16:37, 2:16:44]: uh weekly uh monthly i'm not sure which one we want to uh indicate but updates i'm sorry [2:16:45, 2:16:45]: Weekly. [2:16:45, 2:16:47]: Weekly updates. [2:16:47, 2:16:48]: Two [2:16:48, 2:16:51]: The mayor and council report to the mayor and council. [2:16:51, 2:16:53]: The updates. [2:16:53, 2:16:54]: On a weekly basis. [2:16:55, 2:16:56]: Of all [2:16:56, 2:16:58]: Projects, capital projects. [2:16:58, 2:16:59]: Okay. [2:17:00, 2:17:00]: Okay. [2:17:01, 2:17:05]: Even if there is no status or change in it, I still want [2:17:05, 2:17:08]: You know, just to know where we are with the project as all [2:17:08, 2:17:16]: Okay, uh Mr. Mayor I I know Mr. Night wanna respond, but I would like to come back after Mr. Night uh comments. And I know Mr. [2:17:16, 2:17:21]: All right, Mr. Nine, go ahead, please. I know I know Councilman Gann has had her hand up for a while. I don't know if if [2:17:22, 2:17:25]: Well, I was gonna get to her. I'm trying to taste it all over, but go ahead. Okay. All right. [2:17:26, 2:17:35]: I was just gonna simply mention with respect to that, I'm fine with that, of course. Kevin Wood is they provide me with weekly updates of the amphitheater progress. They provide me that every week. That's been a tremendous help. [2:17:36, 2:17:47]: and very detailed. The only thing that I would caution about, well, two things. One is for any current projects that we have, we may have some other project managers like Falcon on a given project. [2:17:47, 2:17:52]: It may have helped with an RFP on that project, therefore they're in intimately involved with that project. [2:17:53, 2:17:56]: And provide that level of of oversight in that regard. [2:17:57, 2:18:01]: Um any other project of course um that we take on it could be with kept and keck and wood. [2:18:01, 2:18:08]: um if if I understand the council's um uh desire in motion. The only th the other thing that I would mention [2:18:08, 2:18:17]: Um, is that um obviously as these projects come on board, Kekken would then being the project manager and again, uh, they've done a very good job with the amphitheater. [2:18:18, 2:18:23]: Um as they as they uh expand their realm, as they expand, for instance the cultural arts center. [2:18:23, 2:18:40]: We may need to look at um I think they're on an hourly right now and so forth. So we'll obviously have to look at the expanse of of their scope as well, but typically those are taken out of the overall project scope. But I just want to mention the monetary aspect of it as well as we continue to move forward with these projects. [2:18:40, 2:18:45]: Uh Mr. Mayor, I I'd like to reclaim my time if I may. Sure. Go ahead, sir. Go ahead. [2:18:45, 2:18:48]: And I and I just wanted to say that um [2:18:49, 2:18:53]: I think all of council members hear from citizens. And let me just say [2:18:53, 2:18:56]: Without a doubt, my heart. [2:18:56, 2:18:58]: And my mind is clear. [2:18:58, 2:19:00]: On the direction that we're going. [2:19:01, 2:19:04]: I hear from citizens all the time. [2:19:04, 2:19:06]: And they commend [2:19:06, 2:19:08]: The leadership of this council. [2:19:08, 2:19:19]: to take these bold steps to make things happen uh in the city of Stargrid. So with that being said, Mayor, I'd like to call for the vote. [2:19:19, 2:19:39]: Well, I appreciate that, but uh there's a couple of things we still need to do. Miss Gantton needs to talk, and I want to try to make sure everybody has a say so. But I want to make sure your motion, your motion was made. Stand by your motion was made, is second by Mayor Pro Temp. But I want to make sure that the clerk has the proper motion. So she can read back the motion, make sure is what you want, and then I'll move on. [2:19:39, 2:19:40]: On to a couple other comments here. [2:19:41, 2:19:41]: Right. [2:19:42, 2:19:50]: Go ahead, Ms. Ms. Okay. Councilman Thomas has made the motion seconded by Mayor Pro Tem Alexander to approve. [2:19:50, 2:19:54]: the culture arts center funding at the eighteen million dollar level. [2:19:55, 2:19:57]: And designating Kekin Wood [2:19:57, 2:20:02]: As the project manager on this project and all other capital projects. [2:20:02, 2:20:05]: And provide weekly updates. [2:20:05, 2:20:08]: on those projects directly to the Bayern Council. [2:20:08, 2:20:15]: All right. That's what you that's what your motion was, Councilmember Thomas. That's what was second. Okay. [2:20:15, 2:20:16]: Councilwoman Gan, go ahead, please. [2:20:18, 2:20:19]: Thank you. [2:20:19, 2:20:21]: Um mayor council and thank you, Mayor. [2:20:24, 2:20:29]: I had a question in regards to I heard some of the ways that we can [2:20:29, 2:20:32]: um possibly have bonds [2:20:33, 2:20:33]: So [2:20:35, 2:20:39]: Um it has been advised by our financial advisor not. [2:20:40, 2:20:48]: to go to the twenty five percent. I know that a lot of times you hear that in GMA that that's the recommendation, but [2:20:48, 2:20:52]: I don't necessarily agree that that is a strong position to have, right? [2:20:52, 2:21:04]: Um, especially with the police services coming on board and a couple other things. And you always hear about cities getting in the red. Um, again, I ask that we are financially responsible. [2:21:04, 2:21:05]: For that. Um [2:21:06, 2:21:17]: Stormwater. I heard a thing about stormwater and I had a question in regards to that. I do believe by law we cannot reallocate stormwater funds. Is that not correct? [2:21:20, 2:21:22]: Can anyone give me an answer to that? [2:21:26, 2:21:33]: I would need to know. Stormwater funds. That's why they have their separate budget. Is that not correct? [2:21:35, 2:21:36]: I believe this is because they're [2:21:37, 2:21:44]: I believe because they're enterprise funds, they need to be used for stormwater purposes. You you couldn't use them, you know, build a baseball field. [2:21:45, 2:21:47]: So let me make this very clear. [2:21:48, 2:22:00]: We do have funds in certain positions, certain state places, but they can't be reallocated. We can't use those funds, particularly with stormwater. We can't transfer those funds. [2:22:00, 2:22:03]: over for another purpose and use. [2:22:03, 2:22:12]: And I believe it, and I read something about it in regards to taxes and different things of that nature. And you guys can find that on some of the GMA handbooks if you would like. [2:22:12, 2:22:13]: Um [2:22:13, 2:22:18]: I also want to let you know that again [2:22:18, 2:22:21]: I think we all have agreed we all are in favor of [2:22:22, 2:22:23]: This project. [2:22:24, 2:22:29]: I we've already voted to bond the fourteen million dollars. I said, let's get started. [2:22:29, 2:22:33]: on those things, whether yet we need to make sure everything [2:22:33, 2:22:34]: Thing [2:22:35, 2:22:42]: We can start building or whatever the case may be on those expenditures, just like Mr. Knighton has stated, but it would [2:22:45, 2:23:05]: T Splash is coming up. We can reallocate funds. In regards to that, and I always get the ACT name confusing, the$9 million federal funds that are coming in. Um, I've heard, you know, yes, it is that you can use some of that for infrastructure, but I don't think you can use it for new infrastructure for a specific purpose. [2:23:05, 2:23:09]: And what I'm what I'm trying to say is right now [2:23:10, 2:23:15]: I just want to make sure that the funds are there. I am for this project. [2:23:15, 2:23:25]: I just want to make sure we've already voted to to move forward. We actually voted for 14 million. And I do believe that we had every intention on going with the 18 million. [2:23:25, 2:23:27]: Right. But I I also [2:23:28, 2:23:47]: also believe that we must be wise in our decisions. And I don't think it's impossible that we can't find the four million somewhere else, just not from fund balance. And that was the advisement of our financial advisor as well as our c um as well as Mr. Knighton. [2:23:48, 2:24:08]: And I don't know if if things have changed since then, but I think that, you know, even though this is so many years out, and not in so many years, a a year out or whatever the case may be, and we can break ground, we can still keep moving, we still have to be responsible. And right now, what we're saying is forget. [2:24:08, 2:24:17]: All the rules and all the advice, and we we're paying people to give us advice and then just screw all of that. Let's do what we want to do blindly. [2:24:18, 2:24:21]: Blindly and that is wrong. [2:24:22, 2:24:31]: That is so wrong. That's not that's not being um you know not wanting to move the city forward. That's being smart. [2:24:31, 2:24:51]: Making sure that we have a city and we're not gonna go bankrupt or we're not gonna do something crazy and not have money and be one of those cities that are in the red. We haven't been that way. And I don't think we will. I'm saying that make sure we have the money first. That T-splice is coming up. Once they do that, I'm ready to go. If we can get so [2:24:51, 2:24:56]: that$9 million and reallocate some funds and pool, I'm ready to go. [2:24:57, 2:25:01]: But nobody's given us a direct path on where to get that money from. [2:25:01, 2:25:06]: And I think that's what we that where we need to be smart. Now Kekinwood. [2:25:07, 2:25:08]: In regards to that [2:25:08, 2:25:20]: We are throwing out names of who we want to hire. Is is there money to be have we allocated I mean we have a the project we know what that's gonna cost 18 million based off of what we want. [2:25:21, 2:25:36]: Does that include the fee for Keck and Wood? And what would that fee be? Right? We already have money set aside. Will it be, would it be that we need to increase that budget? Has that been taken into consideration? Has that been budgeted for? [2:25:37, 2:25:45]: I always ask myself, where's the money? Show me the money, and I'm good to go. I'm not going to agree. [2:25:46, 2:26:00]: um with a 25% fund balance reserve, right? And I think that's where we're trying to get. And we we do need to spend money, right? We needed to spend some of our spots funds. And we've done that. We've overdone that. [2:26:00, 2:26:05]: So much that we are on zero and are having to pull from other places. [2:26:05, 2:26:20]: We do not have nine yeah, that's correct, Mr. Mayor Pro Tem Alexander. It's correct. We don't have ninety-two million dollars of cash. That's correct as well. We don't have that. So we're not gonna mislead the citizens letting them think that we do. [2:26:22, 2:26:24]: 'Cause we're not refinancing buildings, we're bonding money. [2:26:25, 2:26:28]: And those things have not made a profit. [2:26:28, 2:26:31]: And won't in years for years to come probably. [2:26:32, 2:26:34]: Just like our Merrill Manders is [2:26:35, 2:26:39]: These are for the citizens. We're not here for that. [2:26:40, 2:26:41]: All of us want to do this. [2:26:42, 2:26:49]: What's the rush in making sure that we do it right? We still gonna start at the same time. Let's just find the money, please. [2:26:51, 2:26:56]: That's all I have to say. Councilman Ballant, stand by for a second, please. Mr. Wall, come back. [2:26:56, 2:26:59]: I need I need to ask you something. I want to see you, sir. [2:27:00, 2:27:07]: Yes, sir, Mayor. All right. Well, you made a recommendation in reference to the four million coming sometime a year from now or so. [2:27:07, 2:27:27]: And and probably other funding sources for that. And I actually, when you first made your initial uh recommendation, I agreed to that publicly in this aspect. I want to go now to Councilman Thomas. You made a motion for 18 million. Does that 18 million mean bonding 18 million right now? Or are you talking about four million later, like a year from now? Or so that that the recommendation to Mr. Wall. [2:27:27, 2:27:30]: made it. What how you how do you foresee that 18 million? [2:27:30, 2:27:31]: The path. [2:27:32, 2:27:34]: Just a few minutes ago, the past that [2:27:35, 2:27:36]: Mr. Knighton. [2:27:36, 2:27:38]: And Mr. Walls laid out. [2:27:38, 2:27:39]: Okay. [2:27:40, 2:27:41]: There was no [2:27:42, 2:27:45]: mention abundant any additional monies. Okay. [2:27:45, 2:27:46]: There was no [2:27:47, 2:27:50]: Uh the the whole path that they laid out. [2:27:50, 2:27:52]: Did not include [2:27:52, 2:27:54]: Uh any addition of bonded. [2:27:54, 2:27:57]: Uh Mr. Knight, if you would just nod your head, am I correct? [2:28:02, 2:28:06]: That's correct. That would not be the recommendation to bond any money at this time, no. [2:28:06, 2:28:07]: Right. So mayor. [2:28:08, 2:28:12]: I know you wanna allow everyone to think everyone has speak. [2:28:12, 2:28:15]: Uh I I I don't believe in [2:28:15, 2:28:18]: Fear tactics, you know, the sun is gonna fall. [2:28:19, 2:28:22]: Um, poison the you know, the the public drinking water. [2:28:22, 2:28:25]: Uh I don't have a problem with folk disagreeing. [2:28:25, 2:28:28]: I I think everybody have voiced their opinion. [2:28:28, 2:28:30]: Uh I I again. [2:28:30, 2:28:36]: Uh I am calling for the vote. I tell you, I appreciate that, uh, Councilman Thomas, but I'm gonna I'm gonna go one more. [2:28:36, 2:28:38]: Yeah, uh call. [2:28:38, 2:28:42]: You rose your hand, sir. I did. Go right in. Um [2:28:43, 2:29:03]: Before you vote on it, I was and first of all, thank you very much for your confidence in us. We've really enjoyed working on the uh amphitheater and uh certainly wish we could have got in there earlier, uh, but um it it it has been a great project. Um before you vote on this motion, I want you to [2:29:03, 2:29:23]: To revisit something that was brought up that I'm not sure the motion yet addresses, and that is current uh capital projects. I think it would be awkward for us to be assigned to current capital projects if you already have a project manager on board. If you don't, that's certainly fine. We can we can assume that role. [2:29:23, 2:29:42]: role on ones that don't, but for the one the capital projects that do have other project managers on board, I think your motion should exclude those or at least address that so that you don't end up approving in essence two project managers on the same on the same project. [2:29:44, 2:30:04]: I believe that's something that Mr. Mighton kind of alluded to also earlier in the conversation. But um if that makes sense, um I don't know, Mr. Councilman Thomas, if you if if you wanted to amend uh uh that in reference to uh Carl mentioned since he is with Kek and Wood. And before and before you speak, I want to make sure that our attorneys are well aware of what we're talking. [2:30:04, 2:30:10]: about here and whether or not there's any legal guidance you need to give us in reference to any additional changes or modifications we're about ready to make. [2:30:13, 2:30:15]: In s in short, the humble. [2:30:17, 2:30:26]: In short, the issue is if we're going to in effect put new project managers, as Mr. Traverton said, on [2:30:26, 2:30:30]: all these other deals that may incur additional fees and costs. [2:30:30, 2:30:36]: And we need to look at that because we don't know how many contracts that affects. Like that's a that's a blanket that's a blanket. [2:30:38, 2:30:41]: I guess that's a that's a blanket move by council. [2:30:41, 2:30:55]: And we would just need to in implement that, pull every contract that we have in them before the city and then go back and tell them that they have a new project manager on it. And once they have a new project manager on it, see what they say about it and how much they would charge us to manage projects that they're currently not on. [2:30:58, 2:30:58]: Okay. [2:30:59, 2:31:00]: So [2:31:00, 2:31:03]: Mr. Mayor, if if I if I may then [2:31:04, 2:31:05]: Um [2:31:07, 2:31:08]: In the budget. [2:31:08, 2:31:11]: Uh in the city budget, professional services. [2:31:12, 2:31:16]: Page kick and wood already. It's it's in the budget as well. [2:31:16, 2:31:16]: Yeah. [2:31:17, 2:31:20]: But if the council would just like for [2:31:20, 2:31:24]: Kickham was to be the project manager on the culture arts now. [2:31:25, 2:31:26]: Just to get get us through. [2:31:27, 2:31:34]: Because we're gonna keep continue to go round and round and then we can always come back and it and once we see a a clear [2:31:34, 2:31:36]: plan fear for the other project. [2:31:37, 2:31:40]: then we may can come back then and and put kicking woods. [2:31:41, 2:31:46]: uh on those project projects. But I do understand the caution that Mr. Nine just made. [2:31:46, 2:31:49]: And uh attorney uh Washington. [2:31:49, 2:31:55]: Uh if Falcon is already the project manner on on some of these other projects, I understand that. [2:31:55, 2:31:57]: Um, to my knowledge, Mr. Knighton. [2:31:58, 2:32:00]: Uh the character art facility. [2:32:00, 2:32:04]: Kek and Woods can there's a clear path that they could be [2:32:04, 2:32:08]: the project manager for this particular project. Is that correct? [2:32:09, 2:32:16]: Yes, yes. Okay, so if it's okay with council, so we can go ahead and move this forward. [2:32:17, 2:32:36]: Was that well if you might move forward? Does that mean that that you that the motion that you originally made made doesn't need to change, or do we just go with that motion uh in this aspect to to deal with this uh latest statement? Well, well, let me ask Mr. Night, can we go forward with the motion as is when we state our project? [2:32:36, 2:32:42]: Uh uh do we have to amend that to pull back on all projects and just specify. [2:32:42, 2:32:45]: Um the cultural arts and then [2:32:45, 2:32:50]: come back and do something later. But if we say all projects now in this motion. [2:32:51, 2:32:51]: Uh [2:32:52, 2:32:56]: Can we come back then and and and alter that? [2:32:56, 2:33:05]: Uh but I'm trying to just move this forward for the cultural art. I think for the I think for the purposes of this discussion in the cultural art center, which is the agenda item. [2:33:06, 2:33:13]: If your motion includes Kekinwood as the um project manager for that project, I think that's [2:33:13, 2:33:17]: Uh again, given that if the council wants to move in that direction. [2:33:17, 2:33:20]: that would um be a path to do that. [2:33:20, 2:33:29]: Um, anything that we would need to do in terms of any scope that they have, I think their scope is fine. Anything that we would need to do would bring that back to you. And then any other projects that [2:33:29, 2:33:35]: we take on as new projects, obviously then that they would have an opportunity to be the project manager on those projects. [2:33:37, 2:33:43]: Okay, Mayor, um I I'm I'm sorry to to stand by please. [2:33:43, 2:33:52]: Go ahead, Mayor. I was saying good go ahead, Council Thomas. If you're gonna make an adjustment and our attorneys are listening, so I just want to make sure that we're doing everything legally in this aspect as well. [2:33:52, 2:33:59]: But if you need to make an adjustment once again, amendment to your original motion, please do so if that's appropriate. [2:33:59, 2:34:02]: Yeah, to cover all this and I'll get you other folks a little in a little bit. [2:34:02, 2:34:22]: Okay. Hold on, it's not your turn. Councilman Barber, stand by please. Stand by. Go ahead, Councilman Thomas. Do you want to understand why I'm asking? Because you have to listen, wait, will you wait for a second, please? [2:34:22, 2:34:23]: speak. [2:34:24, 2:34:29]: Councilman Thomas Courtney, please. I do understand the comments that Mr. Knight made about [2:34:29, 2:34:31]: The word all [2:34:31, 2:34:32]: Projects. [2:34:32, 2:34:36]: And the cautions that this uh a turn is made about [2:34:36, 2:34:37]: Oh [2:34:37, 2:34:38]: Uh private. [2:34:39, 2:34:41]: problematic in itself. [2:34:42, 2:34:43]: For us, the word all. [2:34:44, 2:34:47]: I I I do not have a problem in pulling that back. [2:34:48, 2:34:50]: Uh but I'm sort of curious as to [2:34:51, 2:34:51]: Um [2:34:51, 2:34:56]: Since Councilwoman Barb asked me to add that I'm I'm I'm a little curious as to [2:34:56, 2:34:59]: What is her comments uh concerning it? But [2:34:59, 2:35:02]: And if you don't have an issue in coming back with me. [2:35:02, 2:35:08]: to see if I need to amend, but I do hear what Mr. Nine has said and I do hear what the attorneys are saying about [2:35:09, 2:35:11]: The word all projects. [2:35:12, 2:35:12]: All right. [2:35:13, 2:35:14]: Councilman Barber, go ahead. [2:35:15, 2:35:25]: Okay, the reason why I asked Thomas to amend this motion to include Kekinwood as the project manager of all other projects. [2:35:25, 2:35:28]: is because we have been routinely [2:35:28, 2:35:34]: and constantly asking Mr Knighton for updates on projects such as the [2:35:34, 2:35:39]: Current road projects, I know that they are now out for bid. [2:35:40, 2:35:41]: Um [2:35:41, 2:35:42]: I know that [2:35:43, 2:35:49]: Dalking design is a part of those road projects, but also the wayfinding signage. [2:35:50, 2:35:52]: We need someone. [2:35:53, 2:35:55]: Someone other than Mr Knighton. [2:35:55, 2:35:59]: To provide updates to the mayor and council. [2:35:59, 2:36:00]: regularly. [2:36:01, 2:36:04]: I don't want to have to send emails to Mr. Knight and [2:36:05, 2:36:07]: every week asking him about wayfinding signage. [2:36:07, 2:36:10]: That was something that the council approved. [2:36:10, 2:36:11]: Last year. [2:36:11, 2:36:13]: During our retreat. [2:36:13, 2:36:18]: So if Falcon Design or someone else is the project manager. [2:36:19, 2:36:22]: We need status updates regularly. [2:36:22, 2:36:23]: Without me asking about them. [2:36:24, 2:36:31]: So that's why I was asking about Kekin Wood being the project manager of all of our capital projects. [2:36:31, 2:36:34]: So that we are provided updates regularly. [2:36:35, 2:36:49]: without having to wait or without Mr. Knighton or any member of staff being prompted by counsel asking for a status update. Now I understand um Mr. Washington, the city attorney, and I understand Mr. Knighton [2:36:50, 2:36:53]: If Falcon Design is the um [2:36:53, 2:36:56]: project manager of those the road project. [2:36:57, 2:36:59]: I want to know what the status is. [2:37:00, 2:37:02]: I don't wanna have to keep asking. [2:37:02, 2:37:03]: What's the other? [2:37:04, 2:37:08]: These are projects that have already been approved by this council months ago. [2:37:09, 2:37:10]: We expect it for the globe. [2:37:11, 2:37:16]: Um the awards of the road projects to be met to this council. [2:37:17, 2:37:18]: For approval. [2:37:18, 2:37:20]: Before the summertime, but it looks like [2:37:21, 2:37:23]: Those solicitations won't even close until [2:37:24, 2:37:25]: Great summer. [2:37:25, 2:37:29]: And we won't get a recommendation to award until after the summer. [2:37:29, 2:37:32]: Everything is kind of moving slowly. [2:37:32, 2:37:46]: And I don't know why. So that is why I figured if we had a manager who was designated as the project lead of all of our capital projects, we would have everything moving at the same time. [2:37:47, 2:37:49]: Just seems like we're a slow walking project. [2:37:49, 2:37:53]: One thing at a time. Everything is just moving slow. [2:37:54, 2:37:55]: That's all. [2:37:55, 2:37:56]: Okay, Mayor, if I may. [2:37:57, 2:37:59]: Yeah. [2:37:59, 2:38:01]: To try to finalize this. [2:38:01, 2:38:03]: Let me just clarify my motion. [2:38:04, 2:38:05]: Ту стей. [2:38:07, 2:38:12]: All Kekinwood would be the project manager on all. [2:38:12, 2:38:13]: Um [2:38:13, 2:38:14]: A sand [2:38:15, 2:38:18]: projects. And I think that will clear that up. [2:38:19, 2:38:21]: I I think that may be [2:38:21, 2:38:27]: uh the best path forward to have kicking wood uh as a project manager. [2:38:27, 2:38:30]: On projects that are unassigned. [2:38:31, 2:38:33]: to a project manner. And I think that would clear it up. [2:38:34, 2:38:36]: Okay, you made a motion, he made his motion zero second. [2:38:39, 2:38:40]: Is there a second? [2:38:40, 2:38:42]: Mayor the attorney. [2:38:42, 2:38:53]: The attorney's trying to speak. Okay, go ahead. I'm sorry. Second by my approach. Go ahead, Quentin. No, I d I just want to ask a question. So we're fine with that, but when we're going to execute on this. [2:38:53, 2:38:57]: If Kek and Wood and Ms. Travis and you let me you need to let us know this. [2:38:57, 2:38:58]: But that [2:38:59, 2:39:06]: If there's a question about additional funding for this request, is that also included in this if it's above Mr. Knighton's signature? [2:39:09, 2:39:12]: Okay, I know you're breaking up and I know I think you were dragging back. [2:39:12, 2:39:14]: Yeah. [2:39:14, 2:39:18]: If we do this for the unassigned projects, is that going to be another feedback? [2:39:19, 2:39:21]: Kick and Wood would want from us. [2:39:21, 2:39:35]: And if so, is there a way to do we need to and I guess council need to ask this, do we need to bring it back to you all if it's above Mr. Knight's signature authority? Or how do we want to proceed with that and the execution of it? I I think the answer is if it's above the sing his assignment authority, it comes to me. [2:39:36, 2:39:45]: to sign off on it. And if it and I'll sign off on if the council agrees, you got a simple majority of three, four, or five unanimous decision. If it comes before me, I will sign it. Okay. [2:39:46, 2:39:58]: And if I can't sign it for some strange reason, I got a broke hand, the mayor of Potem will have to sign it. All right. Okay. All right. Thank you. Right. Mr. Mayor, let me just be mindful of everyone that in the budget that that we just passed. [2:39:58, 2:40:01]: That is a line item for professional services. [2:40:02, 2:40:04]: [9604.3, 9616.2]: Okay, now m Councilman Thomas, I know you said we needed to vote. Stand by stand no, not yet. Sorry, sir. Not yet. Councilman Blount been waiting quite some time for this. I got a couple more people trying to make this fair across the board. [2:40:16, 2:40:20]: All right. Now, Councilman Blount, go ahead now. We're just still in discussion. [2:40:20, 2:40:22]: Thank you, Mayor. Um [2:40:23, 2:40:28]: You know, this thing is so convoluted. You know, we've just spent we're spending over thirty minutes on emotion. [2:40:28, 2:40:30]: That we keep amending. [2:40:30, 2:40:37]: You know, uh for uh one of the things before I get before I finish, I'd like to know what what did this do what does this do with our procurement process? [2:40:38, 2:40:48]: uh you know when we when we're assigning um uh we we're bypassing our procurement process and already assigning people or companies to uh um [2:40:48, 2:40:59]: uh contracting companies on the spot. Uh that's one of the questions. And and and one of the things I want to say is Mr. Knighton giving us updates. That's the way it's supposed to work. [2:41:00, 2:41:01]: Not not for us to [2:41:01, 2:41:06]: uh contract people to do a job that we've already hired someone to do. [2:41:06, 2:41:11]: Uh, you know, why are we spending double money and giving double duties? [2:41:11, 2:41:13]: For something that we supposed to be getting anyway. [2:41:14, 2:41:16]: So when it comes to this culture art center right now. [2:41:17, 2:41:22]: And I just want to get to the point at hand, it's not a scare tactic, it's the reality. [2:41:22, 2:41:25]: The reality is that what is the big rush? [2:41:26, 2:41:34]: What is the big rush? There's still some preliminary things that this city has to do in order to even get the cultural arts center even moving correctly. [2:41:34, 2:41:39]: So what is the big rush? What is the big rush when our financial advisor tells us? [2:41:39, 2:41:51]: that not speculative, not probabilities, but let the actual money come forward to say, hey, okay, wow, you were let us say you were right and now let's do it. [2:41:53, 2:41:57]: We're sitting here moving forward this project, adding four more millions. [2:41:58, 2:41:59]: Offer probabilities. [2:42:02, 2:42:03]: How about it, you know? [2:42:04, 2:42:19]: But my heart and my future, I'm vested in here in the city of Stockbridge and I'm saying that what is the big rush? Because it's months down the road before this project can even get started. So why are we rushing this tonight without a clear path? [2:42:20, 2:42:23]: That has not even been given to us by our financial advisor. [2:42:24, 2:42:28]: Jeremy, I'm gonna tap into you for a second, sir. If you don't mind, could you come back on? [2:42:29, 2:42:47]: Okay. Okay. He asked about the procurement process and what we're doing, the reference to doing uh for this uh uh for this taskmaster, for this individual for Keck and Wood here. Is is does he have can you answer his question? Do we have a legit does he have a legitimate concern about the process here? [2:42:47, 2:43:00]: Yeah, may I I think Mayor that the and Councilman Bur Brunt that these are services agreements uh that the the city can enter into, that the city can retain uh you know, companies for services agreements. [2:43:01, 2:43:07]: And then the those any contracts that are entered into down the road would then need to come to council. [2:43:07, 2:43:11]: А со Кекін Войс актing аз е на аджен в до си. [2:43:11, 2:43:12]: Um [2:43:13, 2:43:21]: And it the council can go through procurement if they want to for those, but it's not required to because there's services agreements, but any contracts would need to come back before the city. [2:43:22, 2:43:26]: Contracts, tasker orders, purchase orders, what have you. [2:43:27, 2:43:33]: Okay, thank you. Councilwoman Gantt, I believe you had you've been waiting for some time. You had any if you had nothing else, I'll move on. [2:43:34, 2:43:36]: No, Mayor, I don't have anything I don't have anything else. [2:43:37, 2:43:39]: Councilman Barber, you have one last comment? [2:43:39, 2:43:47]: Um yeah, um my understanding, Kekin Woods was awarded a professional service agreement in 2019. [2:43:47, 2:43:50]: So they're already working on the [2:43:50, 2:43:53]: contract and it's I mean my understanding. [2:43:53, 2:43:56]: based on the projects that they are being assigned to. [2:43:58, 2:43:58]: That's right. [2:43:59, 2:44:05]: The council will expect a new contract to come before us for Kekin Wood is not [2:44:06, 2:44:08]: He already has a contract. [2:44:08, 2:44:09]: That's all. [2:44:09, 2:44:10]: Yeah. [2:44:10, 2:44:20]: All right. That's correct. A clerk, Miss Clerk, once again. Okay. I mean we read the motion before we vote. What do you have for the motion? [2:44:21, 2:44:24]: I have a motion by Councilman Thomas, seconded by [2:44:24, 2:44:29]: Mayor Pro Tem Alexander to move forward with the Culture Arts Center funding. [2:44:30, 2:44:32]: At the eighteen million dollar level. [2:44:33, 2:44:39]: And assigning or designating Kekin Wood as the project manager on this project. [2:44:39, 2:44:41]: With weekly updates. [2:44:41, 2:44:42]: And [2:44:42, 2:44:44]: Also on any unassigned [2:44:45, 2:44:46]: projects. [2:44:46, 2:44:49]: And this would be excluding any current. [2:44:49, 2:44:50]: projects assigned. [2:44:51, 2:44:53]: to any other project managers. [2:44:54, 2:45:00]: Okay, Councilman Thomas is nodding his head. So that's your motion, sir. It's already a second. All right. We've had m plenty of discussion. [2:45:01, 2:45:02]: All in favor of the motion, please indicate. [2:45:05, 2:45:06]: I have three. All opposed. [2:45:07, 2:45:12]: I abstain. Only I abstain, Mayor, only because [2:45:13, 2:45:14]: I agree with the art center. [2:45:15, 2:45:21]: But I want to make sure that we have the funding and and where we're going to get the funding source from. That's the only reason. [2:45:21, 2:45:24]: You abstain. Councilman Blount, you oppose or abstain? [2:45:24, 2:45:32]: I'm abstaining for the same reason, Mayor. Uh I'm not just not gonna blindly spend the money like that. Okay, so it's three zero two. Motion passed. [2:45:33, 2:45:33]: All right. [2:45:34, 2:45:37]: Uh what we got we got my comments next for the next few minutes. [2:45:38, 2:45:42]: COVID testing is still important, still happening at Heritage Senior Center in Middonnah. [2:45:43, 2:45:51]: You can go, you can uh actually call this number 800 847 4262. Once again, 800 847 4262 to make an appointment. [2:45:52, 2:45:57]: And that's on Monday to Friday, ten AM to three p uh ten AM to three PM or Saturday, nine AM [2:45:58, 2:45:59]: to twelve noon. [2:45:59, 2:46:03]: But obviously testing is important, but the vaccination is even more important uh important. [2:46:04, 2:46:24]: And so uh today at the uh Atlanta uh Motor Speedway, the county along with the public health department uh vaccinated 122 people uh only. And actually the vaccinations at the Mo Atlanta Motor Speedway is only going to occur for two more weeks before the contract ends. That's on Tuesdays. And it'll be second [2:46:24, 2:46:42]: Doses, second doses only for those individuals. Now, uh, now what's happening is that you can still make a vaccination with the public health department, get a vaccination with the public health department or any type of mass vaccination site that's still operating in the state of Georgia. And to do that, you have to call 888-888-888-888 [2:46:42, 2:46:55]: 457-0186. Once again, 888-457-0186. That's Monday through Friday, 8 a.m. to 8 p.m. or Saturday and Sunday. [2:46:55, 2:47:15]: 8 a.m. to 5 p.m. And when you and when you actually call that number and you'll get an appointment for the closest location to your home, to your to your rest to your home there. Now, Odyssey vaccinations are extremely important. And you can get vaccinations at the CVS, Walgreens, any uh many other uh types of uh of uh [2:47:15, 2:47:35]: healthcare centers and the public health department as well. But the for us, what's happening at the Atlanta Motor Speedway, once again, it's only going to last for two more weeks. And then we've got to work through issues with the public health department in reference to how else we we service those individuals who need to get a vaccination but have not a made appointment yet. [2:47:35, 2:47:40]: Now I'll also tell you that the public health department along in coordination with the [2:47:40, 2:48:00]: EMS of the of the county are working along with CORE. CORE is a nonprofit organization. I believe that's funded by actor Sean Penn. And whereas that uh they go around to underserved communities and or uh communities in which they need additional assistance, they haven't gotten out. And this can be with church groups. [2:48:00, 2:48:08]: And or it can be with other organizations that they can work through this free vaccination, work through this process to set it up. [2:48:08, 2:48:20]: So it's still very important and can still be done. Now vaccinations are now available for individuals 12 years old or older, 12 or older for Pfizer only. Pfizer only 12 years or older. [2:48:21, 2:48:25]: And Moderna, the Moderna vaccination and Johnson and Johnson, you have to be eighteen years or older. [2:48:26, 2:48:30]: Okay, eighteen years older from Maderma and and Johnson and Johnson. [2:48:30, 2:48:50]: But Moderna is is looking to get approval to go down to the age 12. That hasn't happened yet, but maybe it'll get approved within the next several days that they you can utilize the vaccination with individuals uh that are uh down to 12 years old shortly. And uh what it also amounts to as you probably well know if you listen to the media and news there that vaccinations [2:48:50, 2:48:57]: As well as the amount of hospitalizations, vaccinations are still going up, but not up as quickly as we'd like. [2:48:57, 2:49:03]: Uh hospitalizations are down and deaths are down, but you still can get colds. You still need to do get the test. [2:49:04, 2:49:11]: public if you want to coordinate anything for uh with a nonprofit organization or with core once again with a Sean's Penn organization. [2:49:11, 2:49:27]: You can call the public health department and they can work through that process with you to set it up. And that is a point of contact is a guy named Xavier Crockett. In the public health department, it is Xavier Crockett. His number is 706-350-0281. Once again, 706-0-260-260-26 [2:49:28, 2:49:32]: Three five zero eight two eight excuse me, zero two eight one. [2:49:32, 2:49:47]: And uh you talk with him, he can help you work with the process and getting his team of people and the public health department and the core agency to kind of coordinate that for any underserved areas or any type of uh hard to reach uh areas in the community to take the vaccination. [2:49:49, 2:49:50]: All right now. [2:49:50, 2:49:53]: All of a sudden another another note you realize today [2:49:53, 2:49:56]: The one year anniversary of George Floyd's murder. [2:49:57, 2:49:58]: It happened in Minneapolis. [2:49:59, 2:50:08]: So obviously one year ago today it sparked a protest across the entire country and globally against police brutality towards African Americans or people of color. [2:50:09, 2:50:20]: And otherwise uh against uh the use of excessive force. Yeah, nine minutes and I think it's twenty eight seconds, I believe it was, if I got that number right, that that uh the police officer's on George Floyd's neck. [2:50:21, 2:50:21]: So [2:50:22, 2:50:27]: During the protests last year as you rallies and protests, as you well know, I can't breathe. [2:50:27, 2:50:32]: was a cry and during those protests. Now hopefully most protests were peaceful, but obviously a lot of them were not. [2:50:33, 2:50:37]: A lot of times folks at protest will say say their names. Hands up, don't shoot. [2:50:38, 2:50:39]: But you know what's pretty interesting to me? [2:50:40, 2:50:42]: That during last summer for all these protests [2:50:42, 2:50:50]: Across the nation and across the world, a lot of people that were protesting for Black Lives Matter were not African Americans or people of color. [2:50:51, 2:50:57]: Those individuals joined in on our whole process to protest because they felt I will say they felt [2:50:57, 2:51:05]: That uh they're protesting for hopefully for equal quality and and across the board for everybody. Everybody gets treated equally as individuals, as human beings. [2:51:06, 2:51:09]: So hopefully any other protests that do occur in the future. [2:51:10, 2:51:15]: would be peacefully and a sense and not uh get disrupted and destroy property. [2:51:15, 2:51:16]: And hopefully [2:51:16, 2:51:22]: The the George Floyd police reform bill, justice and policing act will pass. [2:51:22, 2:51:24]: We'll have hopefully we'll see that happening. Hopefully. [2:51:25, 2:51:33]: So on that note, I want to make that that present to you all in reference to the one year anniversary and how that upturned or turned up in a sense our country last summer. [2:51:34, 2:51:54]: Now, Stockbridge City uh is going to have its Memorial Day virtual uh program Monday versus Memorial Day at eight PM. So we'll be able to look at that on Facebook in that aspect. I know several of us, the council along with some other organizations, will be virtually and be able to give a message and honor our our our military. [2:51:54, 2:51:58]: uh dead that have passed through to conflicts and wars and things of this nature. [2:51:59, 2:52:19]: Offices of course will be closed on Monday the 31st in observance of Memorial Day. And of course the offices be offices will be closed in observance of June closed on 18 June for the observance of Juneteenth holiday. And I know that we'll have a celebration uh virtually, I believe it is, uh for the city of Star Brays and more information come on that as as well. And that also will be on our website. [2:52:21, 2:52:33]: Main Street Advisory Board and Downtown Development Authority joint planning session is at nine AM by way of Zoom, June 12th. And of course, the Main Street Advisory Board meeting for June 11th has been canceled.
