[0:18:04, 0:18:07]: Really appreciate it. Thank you very much as you names. [0:18:07, 0:18:15]: Okay, so what you have before you, Council, is a review of the minutes for the following meetings. We had a T S PLOS joint transportation meeting. [0:18:16, 0:18:18]: On April fifteenth with the county and all the other cities. [0:18:19, 0:18:22]: Uh we also have the minutes uh from a council meeting. [0:18:23, 0:18:25]: on May tenth and a council work session. [0:18:26, 0:18:36]: on uh May twenty fifth. So review those and uh we'll take that we'll approve those minutes, terminal changes, we'll approve those minutes at our next council meeting on next month. [0:18:37, 0:18:41]: On that note, um Madam Clerk, do we have any public comments at all? [0:18:41, 0:18:45]: Yes, sir. We do have one public comment this evening. Go ahead, please. [0:18:46, 0:18:52]: This is from Mr. Rashid Rowe 509, McCain Creek Trail and Stockbridge. [0:18:52, 0:18:55]: Good evening, City of Stockbridge officials. [0:18:55, 0:18:58]: I'm going to make this brief because I've been busy all day. [0:18:59, 0:19:03]: How can the city hold these investors and homeowners? [0:19:03, 0:19:04]: Accountable. [0:19:05, 0:19:07]: Whenever they are in code violation. [0:19:09, 0:19:10]: That's the comment. [0:19:11, 0:19:25]: Okay. No further comments, Mayor. I appreciate it. Thank you. As part of the record, we'll follow up on that as best we can and get them an answer back to that. Uh on that note, uh, we have a presentation, a projects update by Falcon Design. [0:19:25, 0:19:28]: And I see Mr. John Palmer online, sir. [0:19:28, 0:19:29]: Good evening. [0:19:29, 0:19:32]: Good evening, City Council. How are you? [0:19:33, 0:19:53]: Uh Adam was gonna be here. He had a he had an issue that he had to take care of. I've got Skip Leighton. Uh he was trying to get in. I don't know if he actually got in on Zoom, but I've got him on uh speaker phone so he can uh discuss it as well. But uh really wanted to go through and jump right in on some of the projects and give you guys updates. [0:19:53, 0:19:58]: of where we are. I'm gonna share, can I share my screen? Let's see. [0:20:00, 0:20:02]: You should be able to do that, sir. All right. [0:20:04, 0:20:11]: Here we go. Um and let me know if you can see it. We c we can see it. You wanna can you blow it up a little bigger? [0:20:11, 0:20:12]: Sure. [0:20:15, 0:20:35]: Uh the first project I want to give you an update uh on is the downtown alleyway project. Uh what I have on the screen here is the uh construction documents for that. Uh we have turned this in to your city uh for permitting. So uh if we can if we can get expedited review. [0:20:35, 0:20:51]: from the city that'd be great. But uh this is the set of plans, it's a full set of construction drawings, uh 16 pages. But um anyway it goes through what we're doing. I can kind of go through some of the pages with you if you care to hear about them. Sure go right ahead please. [0:20:52, 0:21:12]: Uh this is uh the erosion control plan, but let me get to a different plan, it'll be easier for everyone to see. This is the overall site plan. Uh last time when we discussed with you guys, we had just a color rendering of the concept is a pretty picture. Um, but in general, this is downtown. [0:21:12, 0:21:32]: Where my hand is on the screen if you can see it. These are the downtown buildings, and just to the right of here would be the railroad track. This is the Ted Strickland building, is here. And what we were tasked to do is you the city would like to dress up the alley. [0:21:32, 0:21:50]: behind these buildings, address some stormwater concerns, some stormwater issues that the city has, also create some temporary parking areas. This part of the city's master plan is eventually to redevelop this area, but for now [0:21:50, 0:22:10]: We were tasked with creating some temporary parking. We do have some permanent elements here. This is a permanent concrete drive with a dumpster enclosure, dumpster pad here that all of these businesses will use. So they don't have individual little dumpsters that are going to [0:22:10, 0:22:30]: That messy the place up. They'll have one place to take their trash to. There's actually a ramp right here as well. So delivery trucks can back in. They can offload here with a ramp and hit and go to all of the rears of these buildings downtown. [0:22:30, 0:22:50]: area uh that runs north-south on the page it looks like a brick pattern those are actually permeable papers um so it's gonna be uh it looks like a concrete brick uh decorative brick pattern and underneath it it has uh a rock gravel base um and [0:22:50, 0:23:10]: And so the water hits it, goes through it, uh into this gravel base, then we catch it, and we put it into your stormwater system. So right now you've got some stormwater issues uh back in this area and it it just looks bad. Um but this is gonna dress that up and fix a lot of your stormwater concerns. [0:23:10, 0:23:27]: that you have. This is just phase one. Phase two will eventually go up behind the Ted Strickland building. There'll be a big walkway connecting downtown to your future cultural arts center as well. [0:23:28, 0:23:35]: But uh the things we're using are brick pavers, gravel, we've got concrete, and we've got some landscaping that we're going to be doing as well back here. [0:23:37, 0:23:41]: So just uh wanna see if there's any questions or concerns or comments. [0:23:41, 0:24:01]: Well yeah, yes, sir. I will start this off. Uh so otherwise you mentioned you're just waiting on for us to give you the the the proper permits where you continue on continue on with this project is what I understand. Is that correct? Yeah, and you just now got it. You just now got the full set of plans. So your staff hasn't they're not behind or anything like that. But uh you know, I wanna make sure you guys were aware. [0:24:01, 0:24:17]: we've turned this in for permitting once we get the permits. Um this is a little bit more detail um but once we get the permits um we'll work with Lyndale to get it bid out uh and get it constructed. [0:24:18, 0:24:26]: You have any timeline that you think that's uh uh that you can mention to us about uh when you think this project would be completed? Any idea? [0:24:27, 0:24:47]: Um well if we can get a permit in the next month, I mean skip here on the line two, Skip, we can probably go ahead and start meeting with Lindell now to get um some of the bid documents put together, even with uh what we've submitted. Um what do you see as a good timeline, Skip? [0:24:48, 0:24:55]: Well Elder City's typically been taking um uh forty-five days or so to do the bidding process. [0:25:05, 0:25:05]: Uh [0:25:06, 0:25:11]: So I'm I'm honestly thinking probably September, October before you put a contractor on the ground. [0:25:12, 0:25:20]: that gets time to analyze the bids, award the bids, um, and then get them mobilized. So [0:25:20, 0:25:26]: All right. Thank you. Council, any other questions that you may have for Mr. Palmer on this project? Mayor Pro Tem, go ahead, please. [0:25:26, 0:25:32]: Yeah, gentlemen, I really appreciate this. I've been inquiring about this project to make sure it was moving along. [0:25:32, 0:25:37]: Is there some reason that it took us this long to get to this point? [0:25:40, 0:26:00]: Um well I mean there's a lot of factors with the the property lines themselves, getting those worked out, um, had to get the topo done, the surveys done, uh had to analyze your storm system, your sewer system, um, and we had to analyze your grease traps. Uh so meeting with the the D the [0:26:00, 0:26:20]: the the Main Street program. Obviously the goal would be some of these will become restaurants. You only have one grease trap back there right now. Uh so we've gone back and forth on different ways to to do grease traps um in a way that will allow you to have the restaurants at the same time [0:26:20, 0:26:30]: um will not be unsightly or smelly. Uh so we've kind of worked through all those issues, worked that out, and we're ready to move forward now. [0:26:31, 0:26:36]: So in terms of the surveying on the property lines, what all did you do? You just did the alleyway or you had the [0:26:37, 0:26:42]: uh do the survey for all of the built uh the buildings uh connected to the alleyway. [0:26:43, 0:27:03]: We did surveys of the buildings. Uh, we did surveys of this store uh here at the corner. Um, we had to go to the front of the buildings all as well and get those. You got to get the mineral floor elevation so that you make sure that you don't have water going back into the existing uh buildings. [0:27:03, 0:27:14]: building doorways. But so yeah, we we ended up surveying not just what you see on this page, but we had to survey a lot of a lot of other stuff as well. Let me go back here. [0:27:14, 0:27:34]: Again, you can kind of see we surveyed up here on the Ted Strickland building, all the infrastructure out here on uh the Burke Street, underground utility locates. Um yeah, there's a lot that went into the surveying just because there's there's so much stuff crammed in this one little area. Um and a lot of these a lot [0:27:34, 0:27:38]: A lot of these things are old. I mean, these buildings have been here for decades. [0:27:39, 0:27:48]: So did you have did you go all the way down to uh Love Street to the fire station and to the other buildings or you cut it off at the Ted Strickland Center? [0:27:48, 0:27:49]: Cut it off of the Ted. [0:27:50, 0:27:54]: We may have some points up there, survey points, but we didn't get all the [0:27:55, 0:27:56]: All the way up there with our boundary. [0:27:57, 0:28:00]: Okay, I do understand there's some concerns with [0:28:00, 0:28:04]: The surveying uh on some of the other properties. So this will be [0:28:04, 0:28:06]: uh advantages to [0:28:06, 0:28:10]: Other business owners who try to come in downtown. Apparently we have some [0:28:10, 0:28:12]: Old survey data as it relates to [0:28:13, 0:28:16]: other properties, uh the fire station in in the example. [0:28:16, 0:28:19]: The business owner had raised their complaint about surveying. [0:28:20, 0:28:23]: And maybe uh you all might since you've already done the rest of [0:28:23, 0:28:26]: The um surveying certainly would be nice if we [0:28:27, 0:28:29]: Especially with a transaction the city was involved in. [0:28:30, 0:28:31]: That we would have the surveying done. [0:28:32, 0:28:33]: Appropriately. [0:28:33, 0:28:36]: So if you've done the rest of them, it should be pretty easy to move along. [0:28:37, 0:28:38]: Uh a little bit further, is that correct? [0:28:40, 0:28:44]: Yeah, I mean we've we've established survey control for this area so we can [0:28:45, 0:28:58]: As long as, yeah, we could move out a little bit further and get more surveying and we need to work with your title your attorneys, make sure we can get all the title information, and then we can produce that survey as well. [0:28:59, 0:29:02]: Okay. And the secondary question, there was a [0:29:02, 0:29:07]: On this plan, which we've approved some time ago, I think we voted on initially in twenty [0:29:07, 0:29:10]: nineteen we were talking about a community [0:29:10, 0:29:13]: Uh garbage or [0:29:13, 0:29:14]: Dumpster area. [0:29:14, 0:29:18]: Talk can you talk about that a little bit and it might be helpful to show the public. [0:29:19, 0:29:23]: the actual uh color document of it. It it s looks good for us. [0:29:23, 0:29:25]: But so they know what we're talking about. [0:29:26, 0:29:36]: Sure. I don't have the color one pulled up. I can go back and find it, but it may take me a minute to refined. So I'll you you bring up a good point. Let me show you this. [0:29:37, 0:29:57]: So let me back up a little bit, sorry. So the trick when you have uh trash and dumpsters and everybody right now is using their own little trash can. Um the trick is you have to do it in a way that is accessible to everybody and that they will actually use it. Um and so [0:29:57, 0:30:17]: What we were tasked with was finding a place that worked where everyone can kind of get to it in a central central location. And the same was true with your deliveries. And so what we decided to do was to put it at this location here, which is not exactly [0:30:17, 0:30:37]: Center, but close to center to all the other businesses, and it's right next to the delivery area. And the reason that's important is uh your trucks that are coming in for delivery, they're big, they're heavy, but the same is true of your vehicle that's coming in to pick up. [0:30:37, 0:30:57]: Up the trash compactor area. It's big, it's heavy, and so you need an area that's got concrete and uh that's heavy-duty concrete, and you don't want to have to do it twice. So, what we did is we did a centralized area for drop-off deliveries for the big vehicles, and a centralized area, the same spot for the [0:30:57, 0:31:16]: dumpster enclosure and essentially located everything else. So that's the plan. Again, it'll help with cleaning up the area, making it look a lot nicer. And I think that's been the goal of the city throughout is everything they do, they want to make it nicer than it was. And this certainly accomplishes that. [0:31:18, 0:31:20]: Hey, uh Mr. Knighton, are you there? [0:31:23, 0:31:23]: Yes. [0:31:24, 0:31:27]: Okay. It's seeing as though we have [0:31:27, 0:31:37]: lost some time on this project over the past year, year and a half. What is it that we can do to make sure that this is on expedited? [0:31:37, 0:31:37]: Um [0:31:38, 0:31:39]: Time frame. [0:31:40, 0:31:42]: We're cutting this off at thirty days. [0:31:42, 0:31:47]: So we can get the bid documents ready and to get somebody out there. [0:31:47, 0:31:50]: actually doing the construction so we can have this project. [0:31:50, 0:32:10]: completed by the end of the year. What is it that we can do as a city to make sure this is our project, by the way. So I would think that uh we've been in constant communication with them. So we shouldn't have to go on an extended period in order to get these documents taken care of and review. [0:32:10, 0:32:18]: But the point is if it's 30 days, can we stick to 30 days? And then can we set a time frame today? [0:32:18, 0:32:23]: to get uh that we would shoot for to get uh construction started. [0:32:24, 0:32:28]: Well, I'd mention uh a couple of things related to that. One is the initial [0:32:28, 0:32:32]: component of this, we, you know, just received these construction documents. So the [0:32:33, 0:32:39]: Uh reviewers have to review it. Now obviously um uh it it is our project, we are familiar with it, and so [0:32:40, 0:32:44]: That should um be a reasonable time frame to turn around any comments back to [0:32:45, 0:32:55]: to Falcon and have them uh make any adjustments if needed per our review. So again, I I think that that can be expedited just based on familiarity and understanding of the project. [0:32:56, 0:32:58]: That's the first part. Second part related to [0:32:59, 0:33:07]: Um, you know, working on bid documents. I think it was alluded to by Falcon that they would be working on those bid documents almost simultaneously as we're going through the review. [0:33:08, 0:33:13]: Because much of the um the footprint and the foundation of the um [0:33:14, 0:33:14]: Uh [0:33:15, 0:33:21]: Alligate project is is fairly standard. If there's some adjustments that need to be made on the latter end of that process, they can do that. [0:33:21, 0:33:24]: But I think they could be done almost simultaneously with the [0:33:25, 0:33:27]: With the um plan review. [0:33:28, 0:33:32]: And then of course the bidding component of it, if we do a th if we do a 30 day bid. [0:33:32, 0:33:41]: Um with anything that comes with that, sometimes there are, you know, addendums done or questions to be asked. And I think that's where he was talking about the overall forty-five day period. [0:33:42, 0:33:43]: Is getting all of that done. [0:33:43, 0:33:50]: The one other thing that I want to mention with respect to this project and also the projects, a couple of projects that Mr. Aaron [0:33:50, 0:33:55]: Mr. Holzinger will speak about later is the American Rescue Plan Act Funds. [0:33:55, 0:33:57]: We did receive notice today. [0:33:58, 0:34:05]: that our funds are showing up in our the the Georgia portal, our sh our funds are showing up as submitted and awarded in that portal. [0:34:05, 0:34:07]: Which is right at five million dollars. [0:34:08, 0:34:09]: And so [0:34:09, 0:34:16]: There's that that process now they they're showing the funds that we've done what we needed to do and and now those funds are shown as submitted. [0:34:16, 0:34:25]: Um, and so I just want to keep that in mind as it relates to stormwater, water, and sewer projects. I would highly recommend to the council. [0:34:25, 0:34:29]: That for items such as this, where stormwater is a component [0:34:30, 0:34:31]: A major component of this project. [0:34:32, 0:34:37]: That we utilize those funds that have come from the federal government because specifically they can be used for sewer water. [0:34:38, 0:34:41]: Stormwater, um, broadband infrastructure, et cetera. [0:34:42, 0:34:44]: Well the the the question was [0:34:45, 0:34:49]: When can we expect construction to start? And I like a tight kind of [0:34:50, 0:34:56]: window so we can revisit this maybe have you all come back here because we want to get the project started. [0:34:57, 0:35:01]: Yes, and and and we're interested to get it started as well from a staff standpoint. [0:35:02, 0:35:04]: Um if you look at the review um [0:35:04, 0:35:07]: And I think Mr Mr Um [0:35:07, 0:35:09]: Lately alluded to the fact of [0:35:10, 0:35:17]: about September getting a constructor on the ground. We're probably looking at late September getting a construct construction team on the ground. [0:35:18, 0:35:25]: Um going through the um review process, the bid document or bid document development process, the bid process award. [0:35:26, 0:35:27]: And having a constructor on the ground. [0:35:28, 0:35:31]: Okay, I d I just want to say I want us to stick [0:35:31, 0:35:33]: To that timetable. [0:35:33, 0:35:41]: If at all possible, doing whatever we need to do to get this project uh moving forward. That's my point of view. Thank you. [0:35:42, 0:36:02]: Uh in reference to uh this, Mr. Palmer, you mentioned uh that you can potentially uh take up the surveying process for the rest of the uh the block there, the other properties. If that's the case, if that's the case, you mentioned meant working our attorneys, of course, or the attorneys. Uh please uh obviously keep Mr. Knight in the loop on [0:36:02, 0:36:09]: that as you kind of coordinate that effort. I really appreciate that. Okay. Any other uh Councilman Blount, go ahead please. [0:36:12, 0:36:13]: Yeah, Mayor, I don't know if um [0:36:14, 0:36:34]: Because I I can't see them with this on. I don't know if it's uh Mr. Washington or or Jeremy's on the uh attorney's on. I don't I don't know which one is on. Both of them are there. They're both there. Oh okay, yeah. Both here. Um and and and I'm in agreement with uh Mr. Alexander about you know expediting these projects as as as quick as possible, but [0:36:34, 0:36:35]: [2195.7, 2215.7]: Uh the question for the attorney is is that with the bid process that we have that we went to should is it best that we revert back to uh the process that we had so that we wouldn't have uh elected officials, we as elected body dictating which one would be 30 days and which one would be 45. [0:36:55, 0:37:05]: five. Is it best to revert back to the process that we had uh to keep it clean? Uh just just uh questioning on that. I just we don't need any more problems. [0:37:07, 0:37:12]: This is Jeremy. I'll take a stab at that council member Bulone. Yeah, I mean I just in general it's best that the [0:37:13, 0:37:23]: Council not weigh in on specifics of procurements other than to say put this out to bid. And that's why there's a procurement office, you know, with expertise in this area. And if they think thirty days or forty five or sixty. [0:37:24, 0:37:31]: Council can explain its desire to do this sooner rather than later and and let the you know, the professional staff fill in the details. [0:37:32, 0:37:52]: Okay. Now the question is because we had a 30-day process, um, which now uh I think a policy's been set uh to get a certain amount of bids for 45. Do we need as a council to revert back to the policies that we had in place and tweak what we need to tweak? Or are we going to [0:37:52, 0:37:58]: go per project and determine whether it's gonna be 30 days or 45 days out front. [0:37:59, 0:38:04]: And you know, as you know, one of the things we are working on and we're still knee deep in is revisions to procurement manual. I I think [0:38:05, 0:38:08]: My recommendation is project by project. Some stuff is gonna take longer. [0:38:09, 0:38:12]: to bid out than other projects. So I I would [0:38:13, 0:38:14]: recommend some flexibility there. [0:38:18, 0:38:19]: Okay. [0:38:19, 0:38:21]: Any other uh comments, council? [0:38:28, 0:38:34]: Okay, uh Councilman Barber, there you go. I I just I've I'll get you to you in a second, Councilman Thomas. Councilman Barber, go ahead, please. [0:38:36, 0:38:45]: Yes. Um so this question is for Mr. Knighton. Should we expect a recommendation to a war to come to the council? Um [0:38:46, 0:38:47]: In September. [0:38:50, 0:38:55]: Yeah I I would think so, yes. Based on the schedule that was mentioned, yes. Mm-hmm. Okay. [0:38:55, 0:38:57]: So can we just for the record? [0:38:58, 0:38:59]: Council should expect. [0:39:00, 0:39:01]: The recommendation [0:39:01, 0:39:03]: To award a contract. [0:39:04, 0:39:06]: But our September [0:39:06, 0:39:08]: City council meeting. [0:39:08, 0:39:11]: Or are you saying the work session? [0:39:12, 0:39:13]: That's [0:39:14, 0:39:21]: That's a two week difference. I I'd I'd I I would probably say based on schedule, probably the council meeting. [0:39:23, 0:39:24]: Okay. [0:39:24, 0:39:26]: Right, probably the council meeting, you know. [0:39:27, 0:39:27]: Yeah and the [0:39:28, 0:39:36]: Assuming, you know, there's not something, you know, with addendums to the bid or questions or something like that. But I would imag I would I would think the September council meeting. [0:39:36, 0:39:38]: Okay, so that is three months from now. [0:39:39, 0:39:39]: Uh-huh. [0:39:40, 0:39:40]: Right. [0:39:41, 0:39:42]: Thank you. [0:39:43, 0:39:44]: Councilman Thomas, go ahead, please. [0:39:45, 0:39:47]: Thank you, Mayor. Um [0:39:47, 0:39:51]: My question, uh, it's really not about the alleyway. I'm sorta [0:39:52, 0:39:56]: uh okay with the uh questions that's been asked and and the answers [0:39:56, 0:39:58]: That's been rendered. [0:39:58, 0:40:02]: What I'd like to do right here, Mayor, if I may, uh speak to the um [0:40:04, 0:40:20]: American Rescue Plan Act, Mr. Nightingale alluded to that. And the only reason I want to bring this up that there's about four items uh on the agenda uh that Mr. Aaron would speak to. And I just wanted just to try to expedite some of this time, I just wanted to [0:40:20, 0:40:24]: Um, emphasize the fact in Mr. Nine that [0:40:24, 0:40:28]: All four of these projects that are listed here on the agenda. [0:40:28, 0:40:31]: Um they are reimbursable. [0:40:31, 0:40:36]: uh to the uh American Rescue Plan Act. Is that correct? [0:40:37, 0:40:40]: Yes, I believe they all are. Yes, or would be. Mm-hmm. [0:40:40, 0:41:00]: And I just want to sort of just bring that up at this point. So I know there's another item before Mr. Aaron come on, but just to uh expedite the time, I just want to sort of get that out front uh for the council. And I'm glad that you mentioned that uh in reference to the Alloy project, but I think this is going to help us to [0:41:01, 0:41:07]: uh exped expedite the time in this discussion, knowing that the fact that uh all of this is reimbursable. [0:41:08, 0:41:09]: Thank you, Mayor. [0:41:09, 0:41:10]: Welcome, no problem. [0:41:11, 0:41:15]: Uh any other comments from the council on this particular project? [0:41:15, 0:41:23]: Airport Tim out there. Go ahead, please. I got one more. I'm sorry. Mr. Light said five million. I thought it was nine million. Is that the initial deposit? [0:41:23, 0:41:31]: That is correct. The the initial is half. It's called a tranche, and you get half of it. And then I believe at the end of this year, December thirty by December thirty-one. [0:41:32, 0:41:37]: you get the other half. I could send you more information about that, but yes, it's it's done in in uh partial [0:41:38, 0:41:39]: Um [0:41:39, 0:41:43]: uh awards. So you get half fifty percent and then the other fifty percent later. [0:41:44, 0:41:44]: Thank you. [0:41:46, 0:41:53]: All right. If there are no more of the council comments on this project, uh Mr. Palmer, any further uh uh comments or presentations that you have for us? [0:41:54, 0:42:14]: Sure, I think it'd be good to give you a quick update on the schedule and where we are on the bidding for the road project. Um East Atlanta improvements. Uh we have had our pre bid, maybe skip, you can talk about this as well. We've already had our pre bid. Uh bid uh questions have been answered, and I believe it's June. [0:42:14, 0:42:20]: July eighth, ninth, July eighth, the physics is yeah. [0:42:21, 0:42:25]: So we'll get bids July eighth on that project. [0:42:26, 0:42:32]: So July eighth, the due pro uh project bids on both those streets. You're talking about Lee Street expansion and least and east Atlanta is what you're referring to. [0:42:33, 0:42:34]: That is correct. Okay. [0:42:35, 0:42:37]: Yeah. [0:42:37, 0:42:42]: Uh any uh comments from the council in reference to what uh Mr. Palmer just uh mentioned. [0:42:45, 0:42:46]: Yeah it's [0:42:46, 0:42:53]: Not okay. Anything else, Mr. Palmerdy? Oh, I'm sorry, Mayorpa uh uh Councilman Thomas. I'm sorry, I have to scroll up and scroll up and down. Go ahead. [0:42:54, 0:42:55]: Thank you. Um [0:42:56, 0:42:56]: Yeah. [0:42:57, 0:43:02]: Mr. Palmer, I I I want I don't want to spend a lot of time on this, but I think it's important [0:43:02, 0:43:07]: That uh on the Lee Street and the East Atlanta Road turn lane. [0:43:08, 0:43:12]: Uh I I think it's important and I'm I just wanted to bring this up since you introduced that. [0:43:13, 0:43:15]: the the timeline [0:43:15, 0:43:17]: Фром старт фінніш. [0:43:17, 0:43:22]: I I think the council need to and I sort of put something out to the council a couple of weeks ago. [0:43:23, 0:43:26]: Uh to remind us that we need to stay focused on this. [0:43:26, 0:43:30]: Uh the timeline from start to finish. [0:43:30, 0:43:34]: Uh and Mr. Nan you can weigh in as well. And I think we just need to be conscious of [0:43:35, 0:43:37]: Um getting that started. [0:43:38, 0:43:40]: Um and try to finish. [0:43:41, 0:43:41]: Mm. [0:43:42, 0:43:46]: Within a reasonable time in twenty twenty two. [0:43:46, 0:43:48]: Because it's it's very important, I think. [0:43:49, 0:43:51]: For the uh success. [0:43:52, 0:43:55]: of the uh amphitheater uh project [0:43:56, 0:44:01]: So just briefly, um, anyone, Mr. Nine um [0:44:01, 0:44:04]: Mr. Palmer, could we saw to just um [0:44:04, 0:44:07]: speak to the council and and understand that [0:44:07, 0:44:12]: We have to get started at a certain time uh in twenty twenty one. [0:44:12, 0:44:15]: In order for us to have this completed. [0:44:15, 0:44:18]: uh by some time in in in twenty twenty two [0:44:19, 0:44:22]: Taking in consideration, we don't know what the winter months bring. [0:44:24, 0:44:25]: Had [0:44:25, 0:44:31]: Uh councilman Thomas, I'll I'll attempt to address from my standpoint and obviously I defer to the engineers on this. [0:44:31, 0:44:38]: Um related to uh those particular projects, the the full right turn lane from North uh Henry down to Love Street. [0:44:38, 0:44:40]: Greast Atlanta and then the um [0:44:41, 0:44:45]: The reconfiguration of the intersection at Lee Street and then some additional [0:44:45, 0:44:48]: Um uh sidewalking on Lee Street as well. [0:44:49, 0:45:03]: Um the uh obviously with the amphitheater and expected fall events uh for this year, um basically September or excuse me, the end of August, September, October, what's expected? [0:45:03, 0:45:11]: Um and then normally uh obviously an amphitheater is uh not having those types of events in November, December. [0:45:11, 0:45:15]: January, February and somewhere into March as well for most places. [0:45:16, 0:45:22]: And so given that, um, I would imagine that whatever preliminary work that could be done. [0:45:23, 0:45:32]: with um uh contractors without disrupting any traffic flow um in that area in the area during the that period of time in the fall. [0:45:33, 0:45:37]: That is what we are aiming for with any contractor that's ultimately awarded. [0:45:37, 0:45:44]: um the bid. Obviously there's some surveying work I think would have to be done and some other things uh uh [0:45:44, 0:45:49]: prior to actual construction. But even with construction, those roads [0:45:49, 0:45:52]: If I'm correct, are gonna still be open. [0:45:52, 0:45:57]: But you don't want to have um that level of construction going on with expected [0:45:57, 0:46:02]: uh large crowds. So I would expect that most of that construction would take place. [0:46:03, 0:46:04]: Um, just after the fall. [0:46:05, 0:46:06]: uh into um [0:46:06, 0:46:13]: into uh the February March timeframe. Now of course you run into winter too, which is which is can be an issue. [0:46:13, 0:46:18]: uh for construction. But I'll I'll you know obviously defer to the to the engineers to [0:46:19, 0:46:20]: I provide their commentary as well. [0:46:21, 0:46:24]: Well, Mr. Night, the reason why I'm sort of bringing this up now [0:46:24, 0:46:27]: I don't want us to wait. [0:46:28, 0:46:29]: Until [0:46:31, 0:46:32]: September [0:46:32, 0:46:33]: October. [0:46:33, 0:46:34]: To start. [0:46:35, 0:46:39]: And uh and Mr. Palmer can speak to this, whatever preliminary work. [0:46:39, 0:46:41]: Да нет, так. [0:46:42, 0:46:43]: У [0:46:43, 0:46:44]: Let that move forward. [0:46:45, 0:46:46]: Yeah, you know. [0:46:48, 0:46:50]: October first, if you will. [0:46:51, 0:46:51]: Um [0:46:52, 0:46:55]: October, November, December, January, February, March. [0:46:55, 0:46:56]: February. [0:46:57, 0:47:00]: For me, the project need to be uh complete. [0:47:00, 0:47:02]: by February of twenty twenty two. [0:47:03, 0:47:04]: But whatever's going to take. [0:47:05, 0:47:06]: To do that. [0:47:07, 0:47:08]: Uh [0:47:08, 0:47:15]: That's what I'm in favor of. So, whatever preliminary work that needs to take place, let's get that started. Now, let's not wait. [0:47:16, 0:47:16]: Um [0:47:17, 0:47:17]: Whatever. [0:47:18, 0:47:20]: I just move forward now to make sure that [0:47:21, 0:47:21]: Um [0:47:22, 0:47:23]: That is completed by [0:47:24, 0:47:25]: February. [0:47:25, 0:47:26]: Oh [0:47:26, 0:47:28]: Twenty twenty two'cause [0:47:28, 0:47:33]: And I and I and I've spoken to you, Mr. Night, about this offline. My concern about [0:47:34, 0:47:35]: uh construction [0:47:36, 0:47:40]: During the time when we need to be promoting the Amazil, and that's my concern. [0:47:44, 0:47:46]: Okay. Any other comments, Council? [0:47:47, 0:47:51]: Can Mr. Palmer speak to that timeline? [0:47:52, 0:48:12]: Sure, I'm gonna skip uh Leighton I is gonna be responsible from our office of of managing the contractor, setting the schedules, um, approving all the invoices, so he can probably answer that a little bit more direct uh than I can, but um [0:48:12, 0:48:32]: Once we get the the bids in, we select the contractor, we will definitely need to to work with them on that schedule um and work around as best we can your events uh that are that are planned. I mean we do need utilities have to be moved, uh some of those kind of things that aren't really gonna impact [0:48:32, 0:48:38]: traffic. Um but skip maybe you can uh kind of weigh in on that. [0:48:38, 0:48:39]: Well, [0:48:50, 0:48:52]: is the response of a low bidder. [0:48:54, 0:48:59]: We'll we'll issue a preconstruc or set up a pre construction and issue notice to proceed right away. [0:49:00, 0:49:04]: But this project uh has a nine month duration period. [0:49:07, 0:49:19]: Okay. Okay, well what let me ask you this, I'm sorry. What what do you mean nine month duration? That means from start to finish? Is that what you're referring to? Is that what that means? When a contractor bids a project, he's bidding time and money. [0:49:20, 0:49:21]: And uh [0:49:22, 0:49:27]: We estimated that this project with normal procedures is a nine month project. [0:49:28, 0:49:29]: All right. [0:49:30, 0:49:31]: Right, uh [0:49:32, 0:49:35]: All right. Um Councilman Blount, go ahead, please. You had your hand up first. [0:49:39, 0:49:50]: Yeah, thank you, Mayor. Uh um I guess whoever can answer this, uh when we're talking about surveying uh over on uh Lee Street, when we're talking about surveying [0:49:51, 0:50:05]: uh and doing whatever preliminaries need to be done over there. We we as this council, I think that we all agree that the scope of work should include uh the whole Lee Street uh and the beautification of Lee Street uh with this project. [0:50:05, 0:50:11]: Uh is that is that in the scope that we're doing right now when it comes to Lee Street? [0:50:12, 0:50:15]: Yes, it's it's being bid that way. It's landscaping everything. [0:50:16, 0:50:22]: Okay, from from from corner all the way down to the Henry uh North Henry, just corner to corner out the whole Lee Street. [0:50:24, 0:50:25]: Yeah, okay, thank you. [0:50:26, 0:50:28]: Councilwoman Barber, go ahead, please. [0:50:32, 0:50:33]: Um so for the role. [0:50:34, 0:50:39]: project since that solicitation is already out and is due to close july eighth. [0:50:40, 0:50:45]: Can we expect to receive the notice of award or notice um [0:50:46, 0:50:51]: not notice award, but the recommendation uh to approve an award. [0:50:51, 0:50:52]: Um [0:50:52, 0:50:55]: by our August council meeting. [0:50:56, 0:50:59]: That's it's totally up to your procurement department. [0:51:00, 0:51:01]: Let's enlighten. [0:51:03, 0:51:06]: I would expect so, yes. In in [0:51:06, 0:51:10]: The timeline mentioned of nine months, August. [0:51:10, 0:51:12]: Through March would be eight months. [0:51:13, 0:51:14]: Just you know. [0:51:15, 0:51:18]: Since that was mentioned, but yes, yes, but always certainly. [0:51:18, 0:51:25]: Okay, so we'll expect the recommendation to award a contract for the road project at our August meeting. [0:51:26, 0:51:28]: And the notice to proceed should happen. [0:51:29, 0:51:31]: Shortly thereafter, within that [0:51:31, 0:51:33]: Couple of days after. Okay. Correct. [0:51:35, 0:51:38]: Councilman Thomas, you're still unmuted, so you I think you have probably un another question. [0:51:39, 0:51:40]: Uh uh uh. [0:51:40, 0:51:48]: I I just want to just make sure that we meet these timelines. You know, originally uh I heard it was five months and now it's nine months. [0:51:48, 0:51:50]: The point is though. [0:51:50, 0:51:53]: Is making the start. Whatever preliminary [0:51:54, 0:51:58]: Um, efforts that need to be made, and I'm saying this to Mr. Knight. [0:51:58, 0:52:01]: Um, you know, with procurement, whatever. [0:52:01, 0:52:05]: But for the and I can't speak for the full council, but just for me. [0:52:06, 0:52:06]: Um [0:52:07, 0:52:09]: Твоє твені чу. [0:52:10, 0:52:13]: Помі із єрда. [0:52:13, 0:52:15]: should be blooming. [0:52:16, 0:52:17]: Prospero. [0:52:18, 0:52:19]: And [0:52:20, 0:52:22]: With construction or East Atlanta. [0:52:23, 0:52:25]: And Lee Street during that time. [0:52:26, 0:52:28]: That is chaos and confusion. [0:52:29, 0:52:32]: And that's a recipe for disaster. So [0:52:32, 0:52:34]: I'm saying that to say Mr. Nine. [0:52:35, 0:52:36]: Um [0:52:36, 0:52:40]: We ni we need to get busy with procurement to make sure that these timelines [0:52:41, 0:52:42]: I'm moving. Um [0:52:43, 0:52:44]: As fast as possible. [0:52:45, 0:52:46]: Thank you. [0:52:46, 0:52:46]: Right. [0:52:47, 0:52:49]: Councilman uh Councilwoman Barber, go ahead, please. [0:52:52, 0:52:58]: Thank you, Mayor. I know um Mr. Knighton just mentioned uh well, he agreed that August um council meeting. [0:52:59, 0:53:03]: would be the meeting that they would present the recommendation to award. [0:53:03, 0:53:10]: Of course, if um staff is able to bring this sooner, I'd much rather see it sooner rather than later. [0:53:10, 0:53:11]: Um [0:53:11, 0:53:12]: Yeah. [0:53:12, 0:53:14]: Until our August meeting. [0:53:14, 0:53:15]: If you're right. [0:53:16, 0:53:19]: then sooner. Please bring it forward as soon as possible. [0:53:19, 0:53:26]: We absol we we absolutely will. Thank you for mentioning that. We absolutely will. And if it's possible to bring it at the latter July meeting. [0:53:27, 0:53:32]: Um we may be compressed in terms of agenda schedule, but if we can do that reasonably well. [0:53:32, 0:53:37]: We would want to do that to get to ensure that the project moves forward as quickly as possible. [0:53:37, 0:53:38]: Thank you. [0:53:39, 0:53:41]: Uh Mayor Pro Tem, go ahead, please. [0:53:41, 0:53:45]: Yeah, while we got you guys on the phone, uh as we were reviewing this project. [0:53:45, 0:53:48]: Uh uh earlier on we were talking about [0:53:48, 0:53:52]: That we're gonna encompass uh the multi-use trails. [0:53:52, 0:53:55]: Everywhere where there was space available. [0:53:56, 0:53:58]: On North Lee Street, on South Lee Street. [0:53:59, 0:54:03]: And uh East Atlanta Road. I just wanna make sure [0:54:03, 0:54:11]: But we're gonna use the black mass post arm signals at both of the intersections. All of that is incorporated in this bid. Is that correct? [0:54:12, 0:54:32]: We yeah, so that for the pedestrians uh and the the walkways, everywhere we could do the multi-use pathways, we've done it. Um even squeezed in some areas that it was really tight, uh, but we've made it work. Um so yes, we have we have added uh the at least an eight-foot multi-use. [0:54:32, 0:54:45]: path uh where we can where we can't we've got a six foot uh in that area so you're correct uh mayor pro tem we have we have added all that information uh to the plans and it's in the bid documents [0:54:45, 0:54:50]: All right, so those intersections are gonna look real sharp, right, with the pads and with the [0:54:50, 0:54:53]: Uh black must mastarm signals. [0:54:55, 0:55:15]: The black mast arm signals we've uh that is something that is uh because the the signals that were approved by GDOT are not the black post op of black mast arm, so that's something that we're having to work through with the contractors um because g dot originally approved the other other models. Um but anyway we're working through that. [0:55:15, 0:55:17]: We'll work through that as best we can with with G Doc. [0:55:18, 0:55:22]: Let's make it happen. Want it to look sharp. Thank you. Yes, sir. [0:55:22, 0:55:32]: Appreciate it. Uh Mr. Palmer. Okay. Is there another project, sir? I think uh we're done on this particular project of talking with questioning this project. Is there something else? [0:55:32, 0:55:52]: The last one uh kind of want to go through before we go through it, I'll take you back. Uh just the gateway signs and the pedestrian signs and everything uh around the city. Um this is the big plan uh that we had done for the city. Um, the blue stars, uh the [0:55:52, 0:56:12]: Yellow stars, they're all different types of signs. I don't want to go back through every detail of it. Um, and then this was the uh the the little color renderings that we had done for everybody. I just want to remind everybody what we had chosen. You got uh the city council had chosen the one I'm circling now for the [0:56:12, 0:56:15]: Gateways which is number two. [0:56:16, 0:56:29]: And then for the wayfinding, which are the still large brick signs, but not as large as the gateway signs. These are more directional wayfinding signs. We have chosen number one. [0:56:30, 0:56:50]: And then when you get closer into downtown area for the uh the signs that you're going to see around downtown, that are your road signs, your street signs, your signs that are kind of around the amphitheater, you get the city council had chosen it chosen this one. We've gone through now. [0:56:50, 0:57:10]: And we're ready to turn in take these pretty little color renderings and actually their real design plans now. And we're ready to turn these in as well, most likely tomorrow or or or Thursday. But this kind of shows you what the signs will look like. [0:57:10, 0:57:20]: like around downtown and around the amphitheater. You have a stop sign here with a street sign on the top, with a black post, decorative post. [0:57:21, 0:57:41]: And then this is the sign that you'll also have that's got the city of Stockbridge uh logo at the top. That'll have locations for the amphitheater for parking for Merrill Manders. And these signs here, there's little hooks here and here that you can just keep adding these signs as you go down when you get closer. [0:57:40, 0:58:00]: And you have more things that you need to show signage on. There'll be different colors, kind of going back to the color plan we had earlier. Different colors, for instance, parking will be one color, uh, government buildings will be another color, uh, that kind of thing. This is a more detailed look of it with all the different fixtures. [0:58:00, 0:58:16]: that go into it. The general notes that'll be part of the bid. I wanted to jump right into this one. This is the big one. This is the wayfinding sign. It's this one here. [0:58:18, 0:58:38]: Uh so it's a large sign that kind of greets you when you come into the city. Uh you'll notice on this one we didn't have anything in this general area uh of the sign um when we and it was about nine feet tall, ten feet wide. Uh when we got into the actual [0:58:38, 0:58:57]: Design of it. I can't remember who at the city had mentioned putting in a message board here. And so we went back and we redesigned a little bit of it. So now it's nine feet, 10 inches tall, and it's still the same 12-foot width. [0:58:58, 0:59:18]: Let me back out again, but in the middle of it, uh, you now have the same Welcome to City Stockbridge where community connects, and then here you'll have a message board, uh, TV, the same style that you're putting around City Hall, that you can have different events, you can have different uh sponsors, you can have different things here. [0:59:18, 0:59:21]: that are welcoming you to the city of of Stockbridge. [0:59:21, 0:59:22]: Um [0:59:23, 0:59:35]: So that's what we've we've kind of changed a little bit based on some city recommendations here, uh made a little bit taller and then again added that that piece to it. Uh the last one. [0:59:35, 0:59:55]: This is the one that's more of a kind of you've already entered the city, and then these are the signs, the wayfinding signs that are throughout the city that direct you to city hall, to the amphitheater, to the library, to your parks, to that kind of thing. So these are ready to go. We met with Lin. [0:59:55, 1:00:15]: nail about how we're gonna start bid these. Uh and the idea is to send out these three signs to forbid to get the cost of the signs themselves. So what the signs will cost. And then we will determine how many [1:00:15, 1:00:35]: We want to do of each type of sign. And then we will do the site plans. So each we'll have to we'll know what it costs sinus. So then when we go to each location, we'll have to do a small site plan. You may have to acquire some easements for some of these larger signs and put some electricity or power. [1:00:35, 1:00:48]: if you want to uplight them. But that'll be after we've kind of determined what the cost of the sign will actually be and select the contractor. Go back to these, these are not as important with that. [1:00:49, 1:01:09]: uh again these are are what you're going to see downtown city hall area around the amp theater area this is the more stop sign you'll see there um but these won't necessarily have to have a site plan and they're not going to be lit and you're not going to have electrical and utilities and all that kind of thing to work with. This is a very simple sign to install and a very simple [1:01:09, 1:01:10]: sign or replace. [1:01:12, 1:01:32]: Hey, Mr. Palmer, I've lost count. So on the big signs to enter to introduce or to welcome people into the city of Stockbridge, how many of those big signs are we talking about? We're talking about four or five of them? Or how many? Uh we on the original map, we I think identified at least six of them. Uh I don't [1:01:32, 1:01:52]: Don't know that you need to or will want to do all six at once, which is why we kind of want to figure out: all right, what's the cost of this sign? And then you guys, the city council can come back and say, Okay, this sign costs, I'm throwing out a number here,$40,000. We want to do three of them. Um, and [1:01:52, 1:02:12]: And and and here's where we want to put those three. Go produce the site plans now to show where that is. Work with the attorney to get the necessary easement if you need it on that location. So I think what we need to do is let's get these priced out, get a contractor on board that'll tell us exactly what this should cost, or he's gonna [1:02:12, 1:02:32]: What they can do the cost for, um, select the lowest responsible bidder for that, and then we can move forward at that point and know exactly how many signs we want to do of each type. Now, again, these are not going to be super expensive, and I think these we just need to go ahead and produce the site, the overall master plan of the amphitheater and [1:02:32, 1:02:37]: downtown area and say this is where we're putting this many signs and this is what they're gonna this is where they're gonna be. [1:02:39, 1:02:47]: Okay. And do you have an idea uh uh just a rough idea of the timeline to get all this done is sometime this fall water imagine or into the [1:02:47, 1:02:49]: Yeah, uh [1:02:49, 1:03:09]: Again, we're ready to go ahead and meet with Lindell and get these uh these two large wayfinding signs and the gateway signs. We're ready to go ahead and meet with her, uh start the procurement process on that for what it will cost us to to get the contractor on board to build those signs. Once we know that, again, we'll go directly into [1:03:09, 1:03:17]: Into here's the three, four, five, six, eight, ten locations we want to put them now that we know exactly how much they cost. [1:03:18, 1:03:21]: All right, sir. I appreciate it. Councilwoman Barber, go ahead, please. [1:03:28, 1:03:32]: Okay, so will there be a solicitation or advertisement for these? [1:03:34, 1:03:36]: Uh for bidding for procurement. [1:03:38, 1:03:55]: Yeah. Yeah, yes ma'am. So uh Lynn, we'll put these we'll we'll put it out for bid with these construction details uh to get a and then we'll select the contractor based on lowest responsible bid. Um that's fine. That's fine. [1:03:56, 1:04:03]: Yes. I think everybody needs to mute who's not speaking. [1:04:08, 1:04:10]: I'm sorry, go ahead, sir. [1:04:11, 1:04:12]: Mr. Palmer. [1:04:12, 1:04:20]: I wanted to know about advertisements for these and when we should expect that they would be posted and advertised. [1:04:21, 1:04:41]: Um we are gonna turn these in uh to you guys this week. Um so it'll be good to get uh at least one a round of comments back from your staff, um making sure that everyone's okay with them, and then I think at that point we're ready to start the uh big [1:04:41, 1:05:01]: documents and and get with Lindell on her setting the schedule or the city setting the schedule for the uh the advertisements and bid award um so whatever whatever program process uh the city wants to use um for that but it would follow the same typical procedure [1:05:01, 1:05:05]: [3906.6, 3908.8]: Okay, so Mr. Knighton. [1:05:09, 1:05:17]: Can we expect that the solicitation documents for the finding or the installations [1:05:19, 1:05:25]: of these wayfinding signage. Can we expect that the advertisement will be posted? [1:05:25, 1:05:26]: By mid July. [1:05:27, 1:05:28]: You can give us a date. [1:05:28, 1:05:31]: 'Cause if I give you a date it's almost as if, you know, kinda [1:05:31, 1:05:32]: Pressuring you. [1:05:33, 1:05:39]: Well the uh I they they haven't turned it into us yet, so we gotta see what [1:05:40, 1:05:42]: That looks like so I mean I [1:05:44, 1:05:50]: I would say mid to late July if I mean I would say late July if not sooner because we gotta look at what the [1:05:51, 1:05:52]: Um [1:05:53, 1:06:01]: what they provide to us and then review it. So I think mid-July, yes, but then put out uh probably late July. [1:06:02, 1:06:07]: Okay, so advertising um will be posted by the end of July. [1:06:07, 1:06:10]: Correct. That's what I would have envisioned, yes. [1:06:10, 1:06:11]: Thank you. [1:06:13, 1:06:16]: Council, any other comments? Um Mayor Pro Tem, go ahead, please. [1:06:16, 1:06:22]: Yes, sir. Um I these these signs are well they're overdue and they need to go out there. [1:06:22, 1:06:25]: I believe we're gonna be able to use wholetale mole tax. [1:06:26, 1:06:32]: uh which we have in the bank for them. My my recommendation would be to move forward as many as we possibly could. [1:06:32, 1:06:39]: Because they need to be there. We we we we just never had a directional sign to Merrill Manders or [1:06:39, 1:06:43]: Anywhere. So it certainly would uh as we [1:06:43, 1:06:45]: Uh, these are tourism tools. [1:06:45, 1:06:48]: And they're very much encouraged by the tourism bureau. [1:06:48, 1:07:08]: uh as well. So these monies uh should be uh ready uh in our treasury in the hotel motel tax in order to do that. Uh as we move down these signs, uh Mr. Palmer, uh we were having a discussion, actually email exchange about uh Reeves Creek Trail, uh position for uh trail usage and stuff like that. [1:07:08, 1:07:12]: that uh some signs to uh signs actually to go on these [1:07:12, 1:07:16]: Uh the ones I guess when you're already in the city, the medium size. [1:07:17, 1:07:20]: To direct people to uh our Reese Creek Trail. [1:07:22, 1:07:42]: Right. We actually um believe we've got some of those, these blue stars here and here. Um we we we kind of anticipated having some of those and I agree with you. That's that's one of the things that is a really nice feature in the city uh that a lot of people may not know about. [1:07:42, 1:07:45]: Uh is a Reeves Creek Trail, and I think that's something we definitely need to highlight. [1:07:46, 1:07:47]: Okay. [1:07:47, 1:07:50]: Well that that that certainly would uh [1:07:50, 1:07:52]: be much appreciated in terms of [1:07:53, 1:07:53]: Um [1:07:54, 1:08:06]: that particular and then actually on the trail itself actually walked it uh over the weekend you know i know when you go out to lake spivey or you go up to panola mountain it'll say they'll have a sign that says [1:08:06, 1:08:12]: a quarter mile to or you know, however memory feet to um [1:08:12, 1:08:15]: to the next trailhead or to tie street. [1:08:15, 1:08:26]: or to uh so you're on the trail you don't exactly know where you are. Uh what we would be using the medium sized signs for that, or is there another option to use along the trail? [1:08:27, 1:08:28]: Um [1:08:28, 1:08:33]: Well, let me go back to this one, which is what we kind of originally were looking at. [1:08:34, 1:08:54]: So some of these signs, and again, this is the one that we're using downtown. This one here, which is more of your street sign, it's seven and a half feet tall. There are other ones like this one that is four and a half feet, 4.4, and this is four feet tall. [1:08:54, 1:09:14]: This is something that you would typically put at your trail head at the beginning of the trail. It kind of talks about the trail, what's there, how long it is. And so this is something you could put at the beginning. This may be a little too ornate, too big for along the trail. [1:09:14, 1:09:34]: But the same we could use the same post, the same decorative post, uh, and and come up with a a uh something that's a a marker, even if it's not like this, it could be more of a square on the post kind of thing that says your mile marker, this and and your [1:09:34, 1:09:35]: Nearing uh [1:09:35, 1:09:38]: you're nearing Martin Luther King Junior Trail or something like that. [1:09:39, 1:09:43]: Yeah, I think what we see over at Panola is there's a single pole. [1:09:43, 1:09:50]: And then they have um the the kind of like that. So I think that might be appropriate. So maybe if you could indicate [1:09:50, 1:09:57]: what that looks like because we certainly need that along the trail because I was trying to figure out where I was on the trail at some point. [1:09:57, 1:10:02]: And how much further I had to go as I was walking it. So that would be great. Thank you. [1:10:03, 1:10:23]: Okay. And that's that's not something that we had in our current scope of work, what we were doing. We can certainly do that. Like our current scope would be in with these big gateways, these way findings, and then the downtown around the amphitheater, this kind of stuff. Um but it's it's again, it's all theming. How do we think? [1:10:23, 1:10:35]: theme it and how do we get people from point A to point B and it's easy enough to add in these smaller pedestrian when you're walking those type of level signs as well. We just need to to do it. [1:10:38, 1:10:40]: Thank you, sir. Councilman uh woman barber, go ahead, please. [1:10:43, 1:10:51]: Thank you, Mira. Really quick, I wanted to ask Mr. Knighton, is there a timeline already established for these major projects? [1:10:52, 1:10:54]: A table or something. [1:10:58, 1:11:05]: I'm sorry, a timeline for the major projects. A all of these major projects are is there a timeline already prepared? [1:11:06, 1:11:07]: Mm-hmm. [1:11:08, 1:11:12]: No, there's not. Um we in the right way. Well we can [1:11:13, 1:11:17]: When the install or construction will begin, when is it just [1:11:17, 1:11:17]: Mm. [1:11:18, 1:11:19]: Actually. [1:11:19, 1:11:23]: Can we put together something like that if we don't have something like that already? [1:11:23, 1:11:24]: Yes, in fact uh [1:11:29, 1:11:30]: Yes, in fact [1:11:31, 1:11:32]: Carl with Kickin' Wood. [1:11:33, 1:11:41]: And I've kind of talked about that. A is what's kind of called a Gantt chart where you have all of the major projects in there and it has timeline from when it's expected. [1:11:42, 1:11:46]: provide constru um uh construction documents to bid [1:11:46, 1:11:53]: um actual construction start to completion. Yes, we can do that. And I'll I will put that together with with um Carl. [1:11:54, 1:11:56]: Um, for all of our major projects. [1:11:56, 1:11:57]: Thank you. [1:12:00, 1:12:04]: Any other comments, council, before we move on? Anybody else? [1:12:05, 1:12:16]: I don't see anything else. Okay, so on that note, if uh I think we're I think we're done there, uh Mr. Palmer, unless you have something else, sir, to close out your your briefing. [1:12:17, 1:12:28]: I certainly just we appreciate working with the city, always have, and uh our headquarters are here in the city of Soton Ridge. Uh so we definitely appreciate and hope everybody had a great summer and stay safe. [1:12:28, 1:12:30]: Outstanding. Appreciate it, sir. Thank you. [1:12:30, 1:12:39]: All right, take it now. I'm fine. Bye-bye. Uh we're gonna go into old business now. Council consideration to approve T Splos project list. Mr. Knighton, please. [1:12:41, 1:12:44]: Yes, Mayor and Council. Oops, yes, Mayor, Council. [1:12:45, 1:12:56]: Um we wanted to revisit the item with respect to the um uh T Sploss list. In fact, uh there was a a meeting today of Henry County where they discussed [1:12:57, 1:12:59]: Um a um overall [1:12:59, 1:13:02]: project list and they also s discussed [1:13:03, 1:13:04]: Uh, some items related to [1:13:05, 1:13:07]: Uh, the overall transportation's closed. [1:13:08, 1:13:14]: There there was some preliminary estimates about two hundred four million dollars now up down to two hundred and forty-five million dollars. [1:13:15, 1:13:20]: And the conversation in in centered around uh joint projects. [1:13:20, 1:13:27]: uh four cities uh in including the city of stockbridge with respect to what that looks like. [1:13:28, 1:13:35]: Um if there there are a couple of different ways that it could be done with the T Splost if if all of the cities are on board. [1:13:36, 1:13:39]: Um you can you can have you know the the full amount [1:13:40, 1:13:47]: the full penny. And then I think if this if the county wants to go separately, it's it's a it's three quarters or seventy-five cents. [1:13:47, 1:13:50]: There were a couple of things that were discussed with respect to [1:13:51, 1:13:52]: The um [1:13:52, 1:13:54]: T'es blast. [1:13:54, 1:13:58]: And what that scenario could look like if it was two hundred and [1:13:58, 1:14:02]: Uh forty five million dollars at the Mag store. I think it was a hundred and ninety. [1:14:02, 1:14:05]: a million if um that did not come to fruition. [1:14:06, 1:14:08]: Uh in the same way or the county wanted to do it on their own. [1:14:09, 1:14:12]: Uh, I do have and actually asked for this afternoon the [1:14:13, 1:14:13]: Um [1:14:14, 1:14:16]: presentation list that the county [1:14:17, 1:14:20]: Um provided and I can I can certainly show that. [1:14:20, 1:14:21]: Um [1:14:22, 1:14:22]: Mm. [1:14:22, 1:14:25]: to the council and that may that may help to illuminate [1:14:26, 1:14:31]: Uh some items. Let's see here. If I would if I can be allowed to share my screen. [1:14:32, 1:14:34]: Absolutely, sir. There you go. Okay. [1:14:36, 1:14:40]: And this was from this morning with the county. I'll show this one if everyone can see that. [1:14:41, 1:14:42]: That's the collection with an eye. [1:14:43, 1:14:49]: Can you make it a little can you make it a little larger so we can see it, but can you make it a little larger at all? Uh I don't know. Let's see. [1:14:49, 1:14:52]: Oops, well it goes from one slab to the other. Let me see here. [1:14:57, 1:14:58]: Well, starts to [1:15:04, 1:15:09]: That probably is not better, is it? No, no sir, it's not. Okay, let's see if we can do this. [1:15:11, 1:15:12]: All right. [1:15:12, 1:15:13]: And that [1:15:19, 1:15:23]: That's the best probably the best I can get it given the with the slides configured. [1:15:24, 1:15:27]: So be it. But you'll see you'll see with the IGA the full amount. [1:15:28, 1:15:32]: Um it with the IGA is one percent of one penny tax. [1:15:33, 1:15:39]: Uh, without is uh point seven five. So you see the difference in terms of the overall total collection at two hundred and forty five million. [1:15:40, 1:15:45]: versus 183750. Now in order to do the IGA, obviously you have to have [1:15:46, 1:15:48]: certain jurisdictions that approve [1:15:48, 1:15:53]: um the IGA stock bridge would have to approve because of our population. [1:15:53, 1:16:00]: And so we would have to be a part of that if Henry County and and everyone collectively wanted to go to the max of two hundred and forty five million. [1:16:01, 1:16:05]: Which I anticipate most jurisdictions would be. Then you see the breakdown there. [1:16:06, 1:16:08]: Um by population. [1:16:09, 1:16:13]: You'll see um the hundred and sixty five million, you'll see. [1:16:14, 1:16:16]: uh down here, Henry County's [1:16:16, 1:16:19]: Would be a hundred and sixty five million and then you would get [1:16:20, 1:16:23]: The um thirty million from um [1:16:23, 1:16:25]: Stock reach and so forth. [1:16:25, 1:16:27]: Um that um [1:16:27, 1:16:28]: Ultimately [1:16:29, 1:16:30]: Um [1:16:31, 1:16:34]: Adds up to what is two hundred and forty five milyen. [1:16:35, 1:16:36]: dollars in total. [1:16:38, 1:16:44]: The issue the as I understand, um the still the the conversation centers around whether or not [1:16:44, 1:16:48]: There will be joint projects or any city support. [1:16:49, 1:16:50]: Four [1:16:50, 1:16:52]: Um joint projects. [1:16:52, 1:16:55]: Um and I mentioned that to you last time that related to [1:16:56, 1:16:57]: Yeah. [1:16:58, 1:16:59]: And I'll let me pull that up. [1:17:00, 1:17:00]: Here now. [1:17:02, 1:17:05]: Can you see that? Can you see the screen? Can everybody see the screen? [1:17:05, 1:17:06]: It's not change, sir. [1:17:06, 1:17:09]: Okay, it's not changed. All right, I'm gonna have to get out of the yellow one there. [1:17:17, 1:17:20]: Let me stop share and go out. Let me go back in and share. [1:17:29, 1:17:33]: We can see it now. We can see the now. All right. There you go. [1:17:33, 1:17:41]: Which had to do with the Rock Quarry Road rewidening or widening project. And you can see the split that the county talked about before. [1:17:42, 1:17:45]: With Henry County at eight million and stockers with eighteen million based on [1:17:46, 1:17:50]: um the number of lane miles. And then the other project that was mentioned. [1:17:51, 1:17:54]: uh previously was the Hudson Bridge Road Eagles Landing. [1:17:55, 1:18:01]: Resurfacing um with a uh split of thirty point five percent and sixty-nine point five percent. [1:18:01, 1:18:05]: Stock rate four hundred and eighty nine thousand and then Henry County at one point one [1:18:06, 1:18:06]: Million. [1:18:07, 1:18:11]: Um that was those were the two projects that were mentioned previously. [1:18:11, 1:18:16]: um as joint potential joint projects with Henry County. [1:18:16, 1:18:17]: Um [1:18:17, 1:18:21]: I understand today also there was some discussion, although I did not hear directly. [1:18:22, 1:18:24]: About the Rock Hory Road extension. [1:18:25, 1:18:26]: uh that have been um [1:18:26, 1:18:29]: on previous projects or had been discussed. Now [1:18:30, 1:18:37]: The county is expected, as I understand it, to uh uh consider this again on July the seventh, I believe. [1:18:37, 1:18:39]: Shall I have a s yes. [1:18:40, 1:18:42]: July the seventh, I believe it is. [1:18:42, 1:18:50]: Um and uh consider this again for uh their consideration and actually make some decision. I would imagine they'll be seeking to make some decision. [1:18:50, 1:18:53]: Come to some IGA agreement with the cities. [1:18:53, 1:18:54]: at that point in time. [1:18:55, 1:18:58]: And so um you know from the um [1:18:59, 1:19:00]: The city's perspective. [1:19:00, 1:19:01]: Uh the we [1:19:02, 1:19:06]: Um you'd reviewed a previous list of projects that mainly dealt with trails. [1:19:07, 1:19:15]: Country Club Drive, transportation improvements, and another a number of other linkages in the downtown area. And that total. [1:19:15, 1:19:17]: uh just over twenty nine million dollars. [1:19:18, 1:19:25]: um for those particular projects. So the question uh there's some question that still remains with respect to the city. [1:19:25, 1:19:29]: uh wanting to or desiring to partner with any projects or not. [1:19:29, 1:19:31]: uh with Henry County. [1:19:31, 1:19:39]: as it relates to um the two projects that were mentioned, which was Hudson Bridge Road, Eagles Landing Resurfacing, and also Rock Horror Road. [1:19:39, 1:19:43]: And if there is a desire to do that, at what level [1:19:43, 1:19:44]: Would you want to do that? [1:19:45, 1:19:46]: Also understanding that [1:19:47, 1:19:51]: Monies that perhaps would be devoted to those potential road or [1:19:51, 1:19:53]: uh joint projects. [1:19:53, 1:19:56]: Um would essentially come out of [1:19:56, 1:19:57]: Um [1:19:58, 1:19:58]: You know. [1:19:59, 1:20:03]: that pot of thirty point five five million dollars that the city has [1:20:04, 1:20:08]: um or the or the projects that the city has at least designated to this point that you would like to [1:20:09, 1:20:10]: have done through T Splast. [1:20:11, 1:20:23]: So with that, um, yes, ma'am. I'm sorry, Mr. Night, I mean to interrupt you here, but I thought I heard earlier today if this is if this is true, that they were thinking about East Atlanta. They wanted some type of partnership with East Atlanta as well. [1:20:24, 1:20:28]: Yeah, I don't know how how true that is or how how valid that is. Do you recall that at all, sir? [1:20:30, 1:20:30]: Yeah. [1:20:31, 1:20:33]: Uh Miss Knight, you're you're muted, Miss Knight. [1:20:37, 1:20:46]: East Atlanta Road, I'm not sure about East Atlanta Road. What has been officially stated is Hudson Bridge and Rock Hoy Road from the information that I have received. [1:20:47, 1:20:49]: All right, Mayor Pro Tem, go ahead, please. [1:20:49, 1:20:53]: There was some discussion about East Atlanta Road. I think Commissioner Holmes [1:20:54, 1:20:56]: Brought it up, uh, said he wanted on there. [1:20:56, 1:20:59]: I think it's a valuable project that needs to move forward. [1:21:00, 1:21:20]: Uh it certainly would offer outstanding uh access that we don't that we that we would not be able to provide to the odd amphitheater. It certainly will provide another window uh with a four-lane highway to connect to the amphitheater. Uh, it will solve the East Atlanta Road bottleneck uh for us. Uh it is a problem. [1:21:20, 1:21:31]: project that I think is worthwhile. And I think what really happened is when we were proposing our list, I think we had our list that projected at maybe like$20 million. [1:21:31, 1:21:34]: Uh with this projection at thirty million dollars. [1:21:34, 1:21:43]: We certainly would have some uh extra funding uh to go along with matching uh the East Atlanta Road Extension and some other projects. [1:21:44, 1:21:45]: Uh as well. [1:21:45, 1:21:47]: Along the way, so [1:21:47, 1:22:07]: with the increased deal and working out the IGA, it takes our total, what we had preliminary total, I think you mentioned Mr. Knight was 20 million. It's all the way up to uh 30 million uh with the IGA, which will offer us the additional funding with which to uh go ahead and make the match. And I think [1:22:07, 1:22:27]: uh the the real key issue here is the breakdown. Uh traditionally as we saw the split was 70 th70 30. Uh that could potentially work uh for the city but this by the miles wherever's in the miles I mean the budget ratios just don't break down like that. [1:22:27, 1:22:27]: Yeah. [1:22:27, 1:22:30]: They have basically almost um [1:22:30, 1:22:35]: Two they almost have twenty times the budget we have at almost nearly two hundred million dollars. [1:22:35, 1:22:37]: And we're at twelve million dollars, so [1:22:37, 1:22:53]: That breakdown will never be able to work. If we could kind of work out something where we did the 70, 30 split uh on those projects, we probably could uh come to some terms. But if the formula is going to be based on by the miles, it it'll never get done. [1:22:55, 1:22:57]: Right. Yeah. [1:22:58, 1:23:07]: Go ahead, Mr. Knight. Go ahead. You're gonna respond to that, sir. Go ahead. I saw Councilman Thomas. I'd I'd defer to Councilman Thomas. Councilman Thomas, go ahead, please. Go ahead, Mr. Knight. Then I'll speak out the um. [1:23:07, 1:23:16]: Okay. I I I did wanna mention something, uh uh Mayor Pro Tem Alexander. The list that we saw previously, and I'll share this again. [1:23:16, 1:23:32]: Um with a um the project list that we have seen uh previously or that was presented previously is actually uh just over twenty-nine million dollars with all of the projects that you see here, which total up to twenty-nine million dollars, and that's what [1:23:32, 1:23:40]: has been presented previously uh to the council of potential road projects, trail connection, sidewalk safety improvements, et cetera. [1:23:41, 1:23:42]: I just wanted to make that clarification. [1:23:44, 1:23:46]: Certainly I certainly do understand that. [1:23:47, 1:23:54]: But uh we gotta have some roads on there. I mean I know there was a list that the staff put together, but at the same time [1:23:54, 1:24:11]: Every one of us sitting here here hear about traffic every single day. So I you know that list was what was suggested by staff. I would think that that NIF list would need to be reworked because you cannot have a T splotch without road projects on it. You just can't. I support trails. [1:24:12, 1:24:13]: I want to make sure that [1:24:13, 1:24:16]: We put put together the bones for a solid [1:24:16, 1:24:20]: uh trail plan, but at the same time we got to have [1:24:20, 1:24:25]: uh these road projects accomplish or you won't be able to get to the trails. [1:24:26, 1:24:30]: Well that that is that is that is absolutely right. It's the council's determination. [1:24:30, 1:24:33]: of what you would like to see on a T Sploss list. [1:24:34, 1:24:36]: Councilman Thomas Goya, please. [1:24:36, 1:24:39]: Thank you, Mira. I I just wanted to clarify a point. [1:24:40, 1:24:43]: That uh Commissioner Holmes made today in reference to [1:24:44, 1:24:46]: uh East Atlanta Road. [1:24:46, 1:24:50]: Uh, if I'm not mistaken, he was actually talking about the [1:24:50, 1:24:53]: Rock Quarry Road extension. [1:24:53, 1:24:57]: That goes to East Atlanta Road and Valley Hill. [1:24:57, 1:24:59]: Uh he mentioned the fact that [1:25:00, 1:25:01]: Because of the [1:25:02, 1:25:04]: uh development of the amphitheatre [1:25:05, 1:25:07]: Um and the hospital. [1:25:07, 1:25:12]: That it may be uh more difficult for. [1:25:13, 1:25:18]: uh citizen from the that northern end trying to get to the hospital. [1:25:18, 1:25:20]: And he mentioned that if [1:25:21, 1:25:25]: The Rock Quarry Row uh extension was completed. [1:25:25, 1:25:28]: It would give another uh access to [1:25:29, 1:25:34]: um, you know, to the hospital, you will not have to come all the way up to [1:25:34, 1:25:39]: uh East Alana Road and North Henry. And and I would say also [1:25:39, 1:25:43]: The fact that we'll t we'll put it in the turning lane just for that reason. [1:25:44, 1:25:46]: to assist in in the movement of traffic. [1:25:46, 1:25:48]: So this would also help. [1:25:49, 1:25:58]: um East Alana Road and North Indian Boulevard, if you did have access that would you could go from that particular area [1:25:58, 1:26:00]: uh at Valley Hill. [1:26:01, 1:26:04]: uh all the way to uh to rock where [1:26:04, 1:26:10]: Uh that is what Commissioner Hong was was mentioning uh today. And I just want to clarify that. [1:26:11, 1:26:14]: All right, thank you. Uh Councilman Blount, go ahead, please. [1:26:17, 1:26:22]: Yeah, uh Mr. Knight, uh, when when the uh the talks came up. [1:26:22, 1:26:25]: Not about just the extension of rock core. [1:26:26, 1:26:28]: Road uh and with uh [1:26:29, 1:26:35]: But when we talked about the widening rock quarry road, those those talks went on so long until um [1:26:35, 1:26:44]: I know that that was I think it was two point seven or two point eight million dollars that came in and that uh uh uh uh under when Blake Prince was in office and they did the actual surveying. [1:26:45, 1:26:47]: Of widening rock quarry. [1:26:47, 1:27:07]: uh i think that's extension of rock quarry been on the table as long if not longer has any of the splotch money that come in can have come in uh through the county has any surveying been done because as we we looked at some things years ago uh we looked at some directional stuff and we looked at different properties even [1:27:07, 1:27:15]: Even including, I don't want to name names, but the properties that would go through that extension of rock quarry. Has any type surveying being done? Because we talked about. [1:27:15, 1:27:24]: Uh, the implementation of wetlands in there, how the Corps of Engineers have to be involved. And we talked about so much. So, has any type of surveying been done? [1:27:25, 1:27:35]: by the county to to actually get uh to show a feasibility study of what that cost would be to do an extension of that row. Any feasibility study been done or anything? [1:27:35, 1:27:35]: Cootie County. [1:27:37, 1:27:39]: What Rock Poir Road Extension, I'm not aware of any. [1:27:40, 1:27:41]: I'm I'm not aware of any. [1:27:42, 1:27:45]: Um I I I don't know, but I'm not aware of it. [1:27:45, 1:28:03]: And Mary Pro Tem, your hand was up first. Go ahead, please. Yeah, uh at the meeting today, uh trans the SWATS transportation director, Mr. Romero, suggested that the project could be approximately$20 million. Um, you know, if once they got everything put to down somewhere in that neighborhood. [1:28:03, 1:28:04]: So um [1:28:04, 1:28:16]: That's kind of what they put out there today, but a more definitive answer would be done at as all af if after everything is put together. But we gotta we gotta as leaders, we gotta [1:28:16, 1:28:26]: put the push behind it to make sure that this project does not go away. This is central. This gives us an expansion to our downtown area. [1:28:26, 1:28:31]: And it gives us solid uh highway corridor connection to the amphitheater. [1:28:31, 1:28:35]: in the entire area. It opens up our downtown, which is now limited. [1:28:35, 1:28:44]: uh to certain streets and it would be of great benefit to us. So we certainly need to work with Henry County to encourage this project to move forward. [1:28:45, 1:28:47]: Councilwoman Barber, go ahead, please. [1:28:49, 1:28:56]: Okay. I wanted to ask Mr. Knighton, can you show that list one more time? I just wanted to see how many of those [1:28:56, 1:28:58]: Um were trail project. [1:29:01, 1:29:04]: This the city list, yes. Um [1:29:10, 1:29:12]: Can you see that okay? [1:29:12, 1:29:12]: Yes. [1:29:14, 1:29:14]: Okay. [1:29:18, 1:29:25]: Okay. Um it looks like there are several trail projects on here. But of course, um I feel like that [1:29:27, 1:29:33]: collaborating with the county commissioners on the extension of the Rock Quarry Road. [1:29:33, 1:29:39]: Would be ideal for us, especially with this amphitheater coming on board. Um, as much as I [1:29:39, 1:29:52]: want to advocate for the trails and the master trail plan, um, I think having that extension um really should be a priority for us. So I certainly support it. [1:29:55, 1:29:56]: All right, any other comments from the council? [1:29:59, 1:30:12]: Okay. So on that note, Mr. Knighton, so they you said that the county's gonna meet on July seventh. So there's a decision we have to make tonight, I guess, or some type of vote in this as aspect tonight about this. Is that correct? [1:30:13, 1:30:18]: I would I would certainly want to have the council's endorsement and approval on [1:30:19, 1:30:25]: What you would like to devote to either the project list that was shown that's been developed by staff. [1:30:26, 1:30:28]: And or any support for any joint projects. [1:30:29, 1:30:35]: uh Hudson Bridge the Hudson Bridge Project Rock Quarry Road or the Um Rock Quarry Road extension as was mentioned. [1:30:36, 1:30:38]: Um of of what [1:30:39, 1:30:47]: uh you would you would foresee or would like to see in terms of the city of stockbridge support for those projects. [1:30:47, 1:31:03]: Okay. Yep. Uh yes. Sorry. I would just like to know what the cost would be for the Rock Corey extension project, not the widening, but the one that just came up today from Commissioner Holmes, if that's the one that we're interested in. [1:31:04, 1:31:10]: I think that we would need to have some type of idea. We do know the cost of the [1:31:10, 1:31:13]: Rock quarry widening, but not the extension. [1:31:15, 1:31:19]: It was twenty million dollars that was stated today. Around approximately twenty. [1:31:19, 1:31:24]: Could be as low as eight eighteen to t uh uh eighteen to twenty million was the projection. [1:31:25, 1:31:28]: For the extension only. Is that what you're doing? For the extension only. Yeah. [1:31:29, 1:31:30]: That may be an issue. [1:31:31, 1:31:37]: Okay. Uh several of you. This I'm gonna go to Tom May uh Councilman Thomas. Go ahead, please. [1:31:37, 1:31:41]: Well uh m Mrs. Gantt sort of um asked my question. [1:31:42, 1:31:46]: Before I think I can really vote, I I think we need to know exactly [1:31:47, 1:31:48]: Um [1:31:48, 1:31:49]: Well [1:31:49, 1:31:52]: We are going to finance or [1:31:52, 1:31:57]: Uh what our portion would be for the Rock Quarry Road extension. [1:31:57, 1:32:00]: I did see the meeting again today. [1:32:00, 1:32:01]: Um [1:32:01, 1:32:03]: This has not come up um [1:32:04, 1:32:06]: In our discussion tonight about [1:32:07, 1:32:08]: Um sharing [1:32:09, 1:32:14]: uh some of the rock quarter and i don't want to really just open that up but we don't want to discuss that but [1:32:14, 1:32:17]: Uh, I just think that we need to know. [1:32:17, 1:32:21]: Um, the bottom line if if we're going to support [1:32:22, 1:32:24]: The Rockware Road extension [1:32:24, 1:32:30]: Uh as Mrs. Gantt indicated, we need to know that number before we can actually vote. [1:32:32, 1:32:34]: Sure. All right. Yeah, go ahead, Mayor Putin. [1:32:34, 1:32:54]: Mr. Knight, might I suggest we just do this? We can't have broad categories. We don't necessarily have to put uh we just could put highways and and then bridges or trails or a category, not necessarily uh the particular projects and then we could cause tonight we gotta vote. We don't have time to come back and turn oh [1:32:54, 1:33:07]: I mean, I guess we might have a special call meeting, but in terms of what we could do is not necessarily name the particular project that put just list them as road projects and then put together a project list at a later date. [1:33:10, 1:33:15]: Thank T S PLOS and you'll you'll notice in the presentation today all of the other cities have looked pretty specific. [1:33:16, 1:33:18]: About what they were devoting their monies to. [1:33:19, 1:33:23]: And I think with T splost as opposed to a general splost. [1:33:24, 1:33:30]: Um where you can have these broad categories generally. A T Sploss generally needs to be more specific. [1:33:30, 1:33:33]: In terms of road projects that you're going to support. [1:33:34, 1:33:42]: I understand the concept that you're talking about. And in for instance, if you devoted three million dollars to resurfacing, for instance, and then made the determination of what [1:33:42, 1:33:43]: Rose. [1:33:44, 1:33:46]: somewhere later in the future you might want to resurface. [1:33:46, 1:33:51]: I think the question with respect to this is again, how much [1:33:51, 1:33:52]: Support. [1:33:53, 1:33:56]: Does the city want to provide to these joint projects? [1:33:57, 1:34:02]: Is it, you know, what's what's the dollar figure for Rock Quarry Road extension? At least that seems to be [1:34:03, 1:34:06]: the project that's gotten attention from the council at least in this discussion. [1:34:07, 1:34:11]: So what what is that? And what does that look like in terms of an overall [1:34:12, 1:34:13]: uh road project. [1:34:13, 1:34:15]: or road project support. [1:34:16, 1:34:22]: Okay, okay. Mr. Mayor. Yeah, yeah. Well stand by stand by again. Um Councilman Blount, go ahead, please. [1:34:23, 1:34:35]: Mr. Knighton, I think with this council, I think we're we're kind of all on the same page, but I think it's kind of premature right now because when you talk about the survey and what's feasible for the Rock Quarry extension. [1:34:35, 1:34:38]: When you look at the dynamics of the properties. [1:34:39, 1:34:47]: You don't get into much you don't get into land acquisitions and all right-away acquisitions and all of this until you get into the county portion. [1:34:47, 1:34:54]: So when we start to to blindly say what we're going to contribute, how can we say that when we have no idea? [1:34:55, 1:35:08]: what the the full survey in writing entails for is land acquisitions, for is the route you're gonna have to take because of wetlands, because you're gonna have to get the coordinate engineers involved if you disturb certain areas. [1:35:08, 1:35:11]: It I mean how how how can we make a decision? [1:35:11, 1:35:12]: And be specific on [1:35:13, 1:35:18]: our uh um what we're gonna contribute to finding a rock quarry when the numbers aren't even solid. [1:35:20, 1:35:21]: The numbers are solid. [1:35:22, 1:35:25]: Well, in terms of an overall road project [1:35:25, 1:35:31]: Um if you if you in a road project I'm saying if a road project was a million dollars, then that would entail [1:35:31, 1:35:36]: The surveying and everything else, presumably, that would go along with it in this particular case. [1:35:36, 1:35:37]: With [1:35:37, 1:35:42]: The Rock Quarry Road extension, as I understand it, was mentioned by Mayor Pro Tem Alexander. [1:35:43, 1:35:46]: The question was asked of about how much it would cost. [1:35:47, 1:35:51]: And as I understand it, the staff person said twenty million dollars or thereabouts. [1:35:52, 1:35:59]: Something about twenty million dollars. Now, how specific that is, I can't speak for the county. So I don't I can't speak for how specific that is. I can say [1:35:59, 1:36:03]: on the project list that the city of Stockbridge's staff showed you earlier. [1:36:03, 1:36:07]: That was basically taken out of our much of that was taken out of our [1:36:08, 1:36:10]: uh bicycle pedestrian trail master plan. [1:36:11, 1:36:13]: In terms of those specific numbers. [1:36:13, 1:36:17]: And then a couple of projects like Country Club Drive that was one million dollars for [1:36:18, 1:36:19]: For um uh [1:36:20, 1:36:27]: for road improvements and so i i can't speak to the specificity i can't speak to the specificity of that particular road project [1:36:27, 1:36:28]: You have a chapter. [1:36:28, 1:36:33]: I'm sorry, Mr. Nightman, real quick because I don't want to get too far from what Ms. Alexander said a little while ago. [1:36:34, 1:36:36]: If you start using a formula of seventy, thirty. [1:36:37, 1:36:42]: then you're talking about a twenty million dollar project, then you're talking about six million dollars from the city of Stockbridge. [1:36:42, 1:36:59]: Is that what we're blindly talking about right now? No, no, I'm not suggesting that. I what what I am suggesting if you had a desire to support that project, the city council could say we want to devote X amount, a million dollars to that project, two million dollars to that specific project. [1:36:59, 1:37:07]: Um, I'm not suggesting, you know, some type of ratio or split, but show some level of contribution to that project if that is your desire. [1:37:08, 1:37:09]: Willing to put skin in the game. [1:37:10, 1:37:11]: Right. But [1:37:12, 1:37:16]: Okay, stand by. Uh Councilwoman um uh Gantt, go ahead, please. [1:37:16, 1:37:21]: Thank you. In in reference to um Nepro Tim Alexander's comment. [1:37:21, 1:37:25]: Um actually at the meeting this morning they had made a statement that [1:37:26, 1:37:31]: They cannot make a decision off of this without stop bridges. [1:37:31, 1:37:36]: um IGA and McDonna both they cannot do [1:37:36, 1:37:56]: This uh T squash without us. So although we are kind of in a hurry, I think it would be advantageous for us to get all the details and iron out before we rush to a decision to vote. It was not stated that we had to vote tonight. We have to make a decision tonight. Um, this the extension just came. [1:37:56, 1:38:16]: And I agree that maybe some type of contribution could be given some kind of skin of the game. However, there are other things that Councilman Blount mentioned that are also probably issues going to be raised, including other other areas as well that I'm familiar with. [1:38:16, 1:38:20]: with. I also think that um [1:38:20, 1:38:40]: we should, you know, uh it was stated that the county will be reaching out to us about these discussions on what we can do together. There are some cities such as Hampton that don't have to really contribute any of their portions because they have, you know, separate, um, they don't have anything that they're working. [1:38:40, 1:39:00]: jointly with the county on at this time, but Stockbridge had a quite a bit to include, I remember Eagles Landing Parkway. That, you know, at the time, Hudson Bridge and Eagles Landing. Now we're talking about Rock Quarry Road. When we did the Rock Quarry Road widening, if we were to do what they asked us to do from the county, we would be left with like$200,000,$300,000. [1:39:00, 1:39:01]: Remaining. [1:39:01, 1:39:21]: For projects that we want to work on. I think that we should really consider. I appreciate Mr. Knight sending over a list that was very detailed on projects that we wanted for our infrastructure, for our road projects, and our sidewalks. We do need to consider that, but we need to be to make sure that it works. [1:39:21, 1:39:29]: In the favor of both the county and the city, something that is fair. And I don't think we can do that tonight, debating it back and forth. [1:39:30, 1:39:50]: Okay, I got uh some food for thought for a second, please. In reference to the the trails, I we we have a bond issue for a million dollars for trails. So if we decide to give up certain amounts of T Sploss money for these other joint projects, I'm only assuming that that bond money can help out for those trails that that we have on the list that will probably get ignored by [1:39:50, 1:40:00]: by uh in a sense by giving money to another project, but the bond, that million dollar bond will probably help out with that process. That's number one. Number two is that I'm gonna I'm gonna say this, I'm gonna plead my eagerness for a second. [1:40:01, 1:40:14]: The extension, the Rockware extension. I should know this. I don't have a map in front of me. Is that entire extension inside of C Limits and Stockbridge or that's part of county line? Does anybody know for sure? Is that a mix of county and city or strictly city? [1:40:14, 1:40:15]: America. [1:40:16, 1:40:17]: It is a mix. [1:40:17, 1:40:22]: It should be about ninety percent in the city if there's anything outside of that. [1:40:22, 1:40:27]: Uh the city owns most of that land because if you look at the tax assessors records. [1:40:27, 1:40:43]: uh the plot of land right across from Rock Cory Road. The city owns most of that. Some of it is still actually owned by property owners. So we might have to acquire some of it, but most of it is uh is is inside the city limits going to the area because you're coming out [1:40:43, 1:40:45]: Where Valley Hill is. [1:40:45, 1:40:49]: uh near the publics. That's in the city limits where you start at [1:40:49, 1:40:53]: Uh we're at Rock Quarry Road on through the city hall area, all of that. [1:40:53, 1:40:59]: uh past Bryant Street, all of that is in the city limits. So most of it is more as vantageous. [1:40:59, 1:41:06]: uh to us in order to do that. The the the main issue here is the deadline. Mr. Nighton [1:41:06, 1:41:07]: They have to vote. [1:41:07, 1:41:10]: On this tea splice by what date [1:41:10, 1:41:15]: So it it there's not gonna be a lot of time to go back and do a lot of research. They have to vote. [1:41:16, 1:41:20]: I think by July the seventh. So the time is very short. [1:41:21, 1:41:22]: Oh yeah, that [1:41:23, 1:41:29]: I'm gonna go to the standby, Mr. Knight, if you don't stand. Council Thomas go Council Thomas, go ahead, please. [1:41:29, 1:41:40]: Thank you. Uh yeah, I was going to confirm uh Mayor Pro Tem that the date is July the 7th. Um, but let's be clear now, without uh an IGA. [1:41:40, 1:41:46]: uh they can they can move forward even though the uh distribution [1:41:46, 1:41:49]: Would be significantly uh less. [1:41:49, 1:42:01]: Uh, we don't want to force that hand. This is what I was suggesting. I'm gonna ask Mr. Knight this question. From since the meeting this morning, have you had a chance to talk with the um county manager? [1:42:02, 1:42:03]: Mr. Nighting. [1:42:04, 1:42:09]: No sir. I have not uh requested the presentation uh this afternoon. [1:42:09, 1:42:11]: uh received that um [1:42:11, 1:42:15]: But I have not uh had a chance to speak with uh Miss Matthews. [1:42:16, 1:42:18]: Okay, so my suggestion would be [1:42:18, 1:42:22]: Uh,'cause I think we're gonna have to compromise somewhere here and there. [1:42:22, 1:42:28]: Uh and it seems that we need a special call meeting, but I think uh as um [1:42:28, 1:42:37]: Uh Councilman Blount indicated and some of the others, you know, we we need information, we need facts. And I know for Mr. Wiggins is here. [1:42:37, 1:42:39]: We need to know. [1:42:39, 1:42:40]: Um [1:42:40, 1:42:50]: what's available, what what pool of money is available, what is available for us to um to share in a project, to [1:42:50, 1:42:51]: Fund the whole project. [1:42:52, 1:42:56]: It's just a lot that we don't know. Now of course I don't think we can make a decision tonight. [1:42:57, 1:43:17]: But I I think the question needs to be asked of us, are we willing to uh come back for a special call meeting and hopefully uh Mr. Night, if you could gather some information, uh, Mr. Wiggins, if you could share uh some financial with us. We just sort of just need to know before we make a a decision. [1:43:17, 1:43:25]: And I know that uh the commissioners, uh they're going to vote on Wednesday, July the 7th, uh to go on the ballot. So now. [1:43:26, 1:43:30]: Um is that going to be with an IGA or without? [1:43:30, 1:43:31]: So [1:43:32, 1:43:35]: You know, we we need to make these decisions. [1:43:36, 1:43:38]: Well the the other thing I'm sorry. [1:43:38, 1:43:50]: Well, I I'm just gonna say, uh are we willing to come back for a special call meeting once we get a little bit more information to uh you know to try to, you know, move forward and we need to play the best hand. [1:43:51, 1:43:53]: Um that we have. [1:43:53, 1:43:54]: Considering [1:43:54, 1:44:07]: the impact uh on this decision and i know uh mayor pearl times you know some things about you know uh traffic so i just think we just need to look at you know [1:44:07, 1:44:08]: What is best? [1:44:09, 1:44:14]: uh for us and our citizens here in the city of Stockbridge. [1:44:14, 1:44:23]: The answer is yes, we could call a special call meeting. I'm pretty sure we'll we'll have a consensus to do that with no problem. Probably me unanimous in this aspect. Mayor Proteir Mouse, go ahead, please. [1:44:23, 1:44:28]: Yeah, yeah, I was just gonna concur with that having the uh special call meeting in order to do that. [1:44:28, 1:44:35]: Uh what I wanted to uh kind of reiterate was uh we we just gotta look at past history, guys. [1:44:36, 1:44:40]: The last plus five would have been twenty six million dollars. [1:44:41, 1:44:42]: We call the bluff. [1:44:43, 1:44:45]: And we dropped down to twenty. [1:44:45, 1:44:58]: They well, they won't do that. They won't they won't move forward without us. Uh they won't do that. And in the end, they did. They moved forward without us. We haven't collected any splice off the top because if they go with the [1:44:59, 1:45:08]: individual agreement where without us we're gonna collect money but again they get to skim the money right off the top they well our collection does not start right away [1:45:09, 1:45:13]: All of those things factor in and our amount goes down precipitously. [1:45:14, 1:45:17]: If we had worked out this IGA with them. [1:45:18, 1:45:25]: Our splash five would be twenty six million instead of twenty. So the difference is yes, it's a lot. [1:45:25, 1:45:45]: So look at those two lists again. I don't know, Mr. Nightmare, you can put them back up. The choices start. If you go from the IGA to no IGA, there's millions of dollars that disappear off the table. So this is a critical decision that we make. The last time we got it wrong and we lost six million dollars off the splots. [1:45:50, 1:45:55]: And I I think I do I think I might have heard Mr. Remer I think I might might have heard something about [1:45:56, 1:45:57]: Uh the rock quarry [1:45:58, 1:46:01]: Is anybody else tuning in? Miss Holliday, were you tuning into the meeting today? [1:46:04, 1:46:06]: I I I I viewed the meeting. [1:46:07, 1:46:09]: Did you hear Miss uh Miss Holliday, are you there? [1:46:09, 1:46:10]: I'm here. [1:46:11, 1:46:18]: Are are you did you hear I I think I recall them saying something about the project was gonna be a hundred percent or did you hear that or no? [1:46:18, 1:46:23]: I thought I heard Mr. Romero say because the commissioner did ask him. [1:46:24, 1:46:28]: And he said it it was a hundred percent in the city limits of Stockbridge. [1:46:28, 1:46:29]: Okay. [1:46:29, 1:46:30]: All right. [1:46:30, 1:46:43]: Right. I I I thought so I thought it was pretty close to that. There might have been something uh inside and not outside of that. So but in in in in essence, I wanna see look at those collection levels for the city. [1:46:43, 1:46:43]: Okay. [1:46:44, 1:46:45]: Look at that difference. [1:46:46, 1:46:49]: With an IGA is thirty milyen dollars. [1:46:51, 1:46:54]: Without an IGA, it drops all the way down to fourteen million. [1:46:55, 1:46:57]: Five hundred and nine that's a lot of money. [1:46:57, 1:47:01]: Uh, we need every dime to fix this traffic problem, and so do they. [1:47:01, 1:47:04]: So it's in the best interest of both parties. [1:47:04, 1:47:07]: To sit down at the table and to work this out. [1:47:07, 1:47:16]: uh for the benefit. I certainly do agree. I don't suggest, excuse me, that we would have a 70-30 on all of the projects. No. [1:47:16, 1:47:24]: I don't. And there is a case where with the city might be able to set aside two million dollars, million dollars, three million, whatever we decide to do collectively. [1:47:24, 1:47:41]: toward Rock Quarry Road extension, not 30%. Why? Because as I said, the county gets 80 plus percent of the tax revenue plus percent of you look at it and break it down, their budget is 190 million, ours is 12. [1:47:41, 1:47:59]: There's no comparison between the two. So in essence, they should pay a higher portion, especially on a project that's going to create north-south connectivity. It's just even though the extension is in the city limits, everybody in Henry County is going to use this extension. All of us are. [1:48:00, 1:48:01]: Every city. [1:48:04, 1:48:24]: All right, so um any other comments and uh okay, uh Councilman Thomas, go ahead please. I I just want us to conclude by confirming if we're going to uh and we could do this after the meeting, uh special call meeting. Uh Mr. Knight, are you going to get with Mrs. uh Matthews to [1:48:24, 1:48:26]: Uh get some facts, information. [1:48:27, 1:48:28]: Uh Mr. Wiggins. [1:48:28, 1:48:32]: Uh will you do some financial? [1:48:32, 1:48:43]: just to see where we are, where the where the funds are gonna come from. We just need to have all this stuff available uh at the special call meeting and then I think we need to sort of be able to go forward from there. [1:48:44, 1:48:46]: But we need to confirm um [1:48:46, 1:48:50]: night or first thing in the morning about to call me and I you know [1:48:50, 1:48:51]: They're going to vote on the seventh. [1:48:53, 1:48:54]: Uh Mayor. [1:48:55, 1:48:56]: Yeah, go ahead. [1:48:56, 1:49:02]: Certainly, Mayor, if if the council desires a special call meeting, we'll have that information and I'll speak with Ms. Matthews as well. [1:49:02, 1:49:07]: As a reminder, of course, you know, July fifth, which is a Monday, would be the holiday. [1:49:08, 1:49:11]: Uh just to keep that in mind for any special called meeting but [1:49:11, 1:49:18]: Um uh certainly whenever the council wants to have the special call meeting, uh staff will have the information prepared uh prior to that meeting. [1:49:18, 1:49:22]: So it probably needs to be either Friday or a Tuesday. [1:49:22, 1:49:25]: The day before they meet, which would be the sixth. [1:49:25, 1:49:45]: No, wait a minute. We already have a meeting on the sixth. Don't no, that's the first. We have a meeting on the fourth. We have the town hall on the first. Okay. So maybe this should be the sixth. But anyway, cool for thought. But you have to gather up all the information and let us know, and then we'll decide on that point. Uh today is Tuesday. And so okay. So maybe the sixth. And then we'll [1:49:45, 1:49:59]: We'll see what the council wants to do as a collected bar uh collected unit. If no other comments, we'll move on to the next sub subject, which deals with uh new business and uh council consideration to approve task order number 28 for Carter and Sleuth. [1:50:00, 1:50:16]: Walter Way Lift Station and Memorial Park Lift Station rehabilitation in the amount of$124,900, funding source Wastewater Department Fund Balance. And Mr. Aaron and Brad Hosinger will present this. [1:50:17, 1:50:31]: Thank you, Mr. Mayor. This is part of the uh SOR uh department's top ten list that was generated in 2016. And we're about 50% complete with that list. So I'll let Mr. Holzinger speak to this project. [1:50:33, 1:50:36]: Thank you, Council. I wanna make sure you can hear me first. [1:50:36, 1:50:39]: Could you speak up a little louder or put your volume up some, sir? [1:50:42, 1:50:43]: What about nails? [1:50:44, 1:51:04]: It's a little better. Okay. Uh just thank you for hearing me. Uh this is about the pump station over behind Mays Crossing. And it serves from the Krispy Kreme all the way down to Mays Crossing and two residential residential houses. [1:51:04, 1:51:24]: It serves all that area. It's 30 plus years old. And I know y'all this kind of sounds like a broken record from the other pump stations, but it's exactly the same. It's this pump station is limping along right now. We've had to do bypass piping because the original piping just won't work anymore. [1:51:24, 1:51:25]: More. [1:51:25, 1:51:28]: And I urge you to uh approve this task order. [1:51:29, 1:51:33]: All right, council, any questions for Mr. Holeslinger or Mr. Aaron? [1:51:34, 1:51:38]: And if not, is there a motion to accept this proposal? [1:51:40, 1:51:41]: Is there a motion? [1:51:42, 1:51:43]: So moved. [1:51:44, 1:51:46]: Ms. uh Gantt uh so moved. Is there a second? [1:51:48, 1:51:51]: Miss Barber, a second that. Any further discussion? [1:51:52, 1:51:54]: Okay, Mr. Knighton, sir. [1:51:54, 1:51:57]: Excuse me, excuse me, s mayor and council. I just wanted to make [1:51:58, 1:52:02]: Uh, sure that um as alluded to earlier, believed by councilman Thomas. [1:52:03, 1:52:07]: that these items, this item and the other items that the council will consider. [1:52:07, 1:52:10]: Will also uh be with an approval. [1:52:10, 1:52:13]: Uh to seek reimbursement through the American Rescue Plan Act. [1:52:13, 1:52:14]: Funds. [1:52:15, 1:52:17]: Okay, good deal. [1:52:17, 1:52:18]: Any of the comments? [1:52:18, 1:52:20]: Motion's been made and seconded. [1:52:21, 1:52:22]: All in favor of motion, please indicate. [1:52:24, 1:52:24]: Uh. [1:52:24, 1:52:27]: Okay, it's an ambush decision. Thank you, gentlemen. Thank you, council. [1:52:28, 1:52:32]: Council consideration tap for tax order twenty-nine. [1:52:32, 1:52:38]: Ricardo and Sloop water service line replacement an amount of sixty sixty-two thousand seven hundred dollars. [1:52:38, 1:52:42]: Once again funding source is the water department fund balance. Mr. Aaron, please. [1:52:43, 1:52:48]: Yes, Ms. Mayor, I'll let Mr. Mollis speak to this. He's the sou water superintendent. [1:52:49, 1:52:50]: Okay, Miss Mullis, go ahead, please. [1:52:52, 1:52:53]: Good evening, Mayor and Council. [1:52:54, 1:52:55]: Yeah I [1:52:56, 1:53:01]: We're just we're we're asking for funds as far as you know accepting this. [1:53:01, 1:53:05]: For replacing plasti old plastic lines to copper lines. [1:53:08, 1:53:09]: Okay. [1:53:10, 1:53:11]: Okay, is that it? [1:53:11, 1:53:31]: And well the reason the reason why we're asking is we're having a lot of uh service leaks on these water lines. So we want to go in and repair them as we prepare to resurface those streets. A lot of them are in Willow Springs subdivision. We're getting to resurface that road and we would hate to be resurfacing and making [1:53:31, 1:53:34]: Cuts in a row at the same time. [1:53:34, 1:53:38]: So we're just moving forward with substandard water service lines. [1:53:39, 1:53:42]: Okay, thank you. Any any uh questions, council at all? [1:53:42, 1:53:43]: And Mayor Pro Tem, go ahead, please. [1:53:44, 1:53:52]: Yeah, this is what I want to ask Mr. Air. In terms of what we've been doing, we've been dealing with uh a series of leaks in [1:53:53, 1:53:55]: throughout the system in itself. [1:53:55, 1:54:01]: Is there a comprehensive plan? Are we just going along fixing them as they come up? [1:54:01, 1:54:11]: Or is there some sort of plan that says this is what we're gonna do to get to the bottom of this? Because myself, as I go by Burrow Manders, I think it's on Celtic. [1:54:12, 1:54:18]: As I go by the the the administration building for the event staff, I think it's on septic. [1:54:19, 1:54:26]: Those types of things, and when I'm over at Merrill Mandas and I'm holding the campaign sign and the air, the stiff wind is blowing. [1:54:27, 1:54:32]: And we have those types of issues. It calls for a comprehensive plan. [1:54:32, 1:54:36]: I'm always said and I'm not a safe afraid to say this to the public. [1:54:36, 1:54:40]: Well the food truck tasty Tuesday over at Clark Park. [1:54:41, 1:54:45]: We have sewer overflows over there and heavy rains many times. [1:54:46, 1:54:47]: Many times. [1:54:48, 1:54:51]: Oh over and over again. We've had that. [1:54:51, 1:54:54]: It's standing out in the middle of the road, the manhole cover blows off. [1:54:55, 1:54:57]: The rain, the water's flowing out of it. [1:54:57, 1:54:59]: What do are we doing? [1:54:59, 1:55:01]: компрегенсивли [1:55:01, 1:55:13]: to fix these issues. We got the American Recovery Act funding coming in. But in essence, if we got buildings that we own right inside the city limits that are on septic. [1:55:13, 1:55:18]: What what is the plan to to get all of these buildings up to where they need to be at? [1:55:19, 1:55:23]: Well, there are no buildings inside the city limits of Stockbridge that are on septic. [1:55:23, 1:55:24]: Um [1:55:24, 1:55:29]: The system over that supplies the Merrill manus, which is it goes to Clark Park. [1:55:29, 1:55:33]: We'll be going out to be it in a couple of weeks. We've identified that project. [1:55:33, 1:55:39]: There is a top ten list of projects, water source, thong, water, and public works that were identified. [1:55:40, 1:55:45]: And we're working through that list to make comprehensive improvements to our stormwater, water, and sewer infrastructure. [1:55:46, 1:55:51]: And this is like the fourth or fifth project, sewer project that staff is working on. [1:55:51, 1:55:54]: We're replacing a sewer main that runs through Clark Park. [1:55:54, 1:56:02]: We brought that before council a couple of months ago. It's called a Burke Street Sewer Rehab. So we're working on that project. It will be out for bid. [1:56:03, 1:56:07]: I think the documents have been submitted to procurement to advertise it for me. [1:56:08, 1:56:13]: So we uh we do have a comprehensive plan of how we address our water, sewer, and stormwater infrastructure. [1:56:14, 1:56:15]: Okay. [1:56:15, 1:56:17]: Thank you. Councilman Blount, go ahead, please. [1:56:18, 1:56:27]: Yeah, Mr. Dacious or or Brad, how y'all doing tonight? Uh the the that vehicle that we purchase, is that a vehicle that the one that does the pumping? [1:56:27, 1:56:43]: Is that something now that we can use since we we're purchasing it as a city to kind of help alleviate some of these uh blockages or or whatever in in these drains to kind of catch it before it gets too bad? Is that I don't know if that is that what that purpose of that? [1:56:43, 1:56:45]: that vehicles for [1:56:45, 1:56:53]: Yes, sir. Brad and his staff, they do have a cleaning program. They have a regular maintenance where they go in and video. [1:56:53, 1:57:04]: and uh clean out lines as well that VAT contract would greatly help with that process. So they do have a a program of maintenance where they're videoing and cleaning store means. [1:57:05, 1:57:19]: And and the reason I'm asking because as you all know, this is the time of year where you know we're we're come you know everything's growing, but you know, uh with when about three months when all these leaves start falling. [1:57:19, 1:57:27]: Uh and then you and I have to go back to Mr. Alexander said, you know, and it leaves fall during campaign uh campaigning uh days. [1:57:28, 1:57:30]: And so we don't want everything backing up. So [1:57:31, 1:57:36]: Would this help alleviate those those drainage uh those clogging from leaves? Because I think [1:57:36, 1:57:42]: the number g get gets kind of higher during closer to fall months. Is that correct? I'm not sure. [1:57:42, 1:57:47]: Well, the reason in the fall you normally see sewer overflows is because [1:57:47, 1:58:07]: When it starts to cool, the the sewer collection system has grease floating in it year-round. During the summer, it stays liquefied. But as the weather starts to cool, grease starts to solidify in the collection system. So Brad and his staff, as I mentioned earlier, have a cleaning program to address these issues. We've got major projects coming up. [1:58:07, 1:58:27]: We've got another sewer project coming up with the Smith Barnes Sanitary Sewer Basin. We've used a combination of CDBG funds. We'll use fund balance blocks and the American Recovery Act funds. So we're addressing issues that have been here for over 60 plus years since this sewer system was here. And we're addressing those issues. [1:58:27, 1:58:47]: They didn't happen overnight and they're not going to get repaired overnight. But we have a plan of action on how we are addressing these issues. And one by one, we're crossing them off the list. And like I said, we're going to have four or five sewer projects that are coming up for bid. And also we'll have a couple of water projects that we're doing to make our system more dependable. [1:58:47, 1:58:48]: [7131.2, 7139.0]: Um council abundant, are you uh are you complete, sir? That's it. Well well, I mean, if unless Mr. Alexander has I was just gonna uh motion to approve the uh [1:59:00, 1:59:07]: approve the uh task order twenty nine for uh the okay you make you're making a motion is there a second is there a second [1:59:08, 1:59:13]: Uh Ms. Barber second Ms. Barber had to second that. Mayor Pro Tem further discussion. Go ahead. [1:59:14, 1:59:34]: I just wanted to to make sure that we were very, very clear. Now we had to report a spill. Is this issue that we're talking about related to that? Is this issue solved? Is it not gonna solve? Or is there something else that it would take to solve these uh particular areas, especially when it comes to [1:59:34, 1:59:36]: The overflows near [1:59:36, 1:59:38]: Uh Clark Parker Merlman. [1:59:40, 1:59:54]: This is Aaron or Bray, one of them. The the Burst Street project will address those concerns, but there is not a sewer collection system in America that does not experience sewer overflows during periods of heavy rain. [1:59:54, 1:59:55]: It does not. [1:59:56, 2:00:00]: fathom that you do not have skills, but we're working to address those concerns. [2:00:00, 2:00:05]: I can say the Burke Street Sewer Rehab Project will address that issue in Clark Park. [2:00:06, 2:00:11]: So we're gonna rehab that sewer main. And then when we do the Smith Barn Sanitary Sewer Basin. [2:00:11, 2:00:16]: That project will address those overflows we've had over there in Smith Barnes Basin. [2:00:17, 2:00:36]: So we're we're working our way to resolving these issues, but sewer collection systems gonna always, I worked with EPD for seven years. That's not a system I have come across that have not had inflow and infiltration or overflows. You just address it as best you can and we're taking the measures to address those concerns. [2:00:36, 2:00:41]: I certainly understand that, but when a cer when the same area is [2:00:41, 2:00:53]: the cause for concern. It is it has to be asked, is that particular area? You say Berk Street is going to address this issue. That is what you are saying. [2:00:53, 2:01:01]: Yes, sir. The Clark Park issue will be addressed by the product that will be bidding being advertised for bidding next couple couple of weeks. [2:01:01, 2:01:02]: Okay, thank you. [2:01:03, 2:01:05]: Any other comments for discussion? [2:01:06, 2:01:10]: If not, the motion was made and seconded. So all improv uh all that approved the motion, please indicate. [2:01:11, 2:01:15]: I okay, so it's unanimous. Thank you very much. Council, appreciate it. [2:01:15, 2:01:19]: Council consideration to approve task order number thirty with Carter and Sloop. [2:01:20, 2:01:29]: Uh water system improvements in around in amount, excuse me,$85,800. And funding source would be the water department fund balance. Mr. Aaron, please. [2:01:29, 2:01:49]: Yes, Mr. Mayor. This is a project that would uh provide some redundancy for the water's distribution system. One of the things about water systems is you try to make sure if you have a leak as fewer as people as possible are out of water, this will allow us to install some additional valves and have avenues to reroute reroute water in the [2:01:49, 2:02:08]: events of water leaks. Mr. Mullis has identified a lot of things in our distribution system. He brings a wealth of knowledge to the city of Stockbridge. He's been a utility contractor for over 27 years. He's bid at project, he's worked for Making Water Authority. He's worked for independent contractors and he's done a great job of [2:02:09, 2:02:15]: uh investigating our distribution system and made some recommendations and this will help with the redundancy. [2:02:15, 2:02:17]: And also make our system more reliable. [2:02:19, 2:02:22]: Okay, questions for Mr. Aaron, please. Counsel. [2:02:24, 2:02:28]: Seeing none. Is there a motion to accept this proposal? [2:02:30, 2:02:33]: So moved. Ms. Gantt, is there a second? [2:02:34, 2:02:39]: Second. Well, Councilman Blount had a sent what was a plan. So all right, any further discussion? [2:02:40, 2:02:41]: All in favor, please indicate. [2:02:42, 2:02:43]: Aye. [2:02:43, 2:02:46]: Okay, thank you. Unanimous decision. Appreciate that. Thank you. [2:02:47, 2:02:50]: Council consideration to approve tax order number. [2:02:52, 2:03:08]: Council consideration to approve task order number thirty one, McCarter and Sloop, Northbridge subdivision sanitary sewer main rehabilitation in the amount of hundred and seventy six thousand nine hundred dollars once again wastewater fund. Mr. Aaron, please. [2:03:08, 2:03:15]: Yes, Mr. Mayor. This problem will this task order is addressing a a problem that's long term problem. [2:03:15, 2:03:21]: dates back to the early 60s, the uh collection system within the subdivision is made of terracotta. [2:03:22, 2:03:24]: Terracotta was used in the early sixties. [2:03:25, 2:03:30]: is very brittle, is prone to have breaks and leaks and allow root intrusion. [2:03:30, 2:03:38]: So we're gonna go in and replace the entire collection system within that subdivision and make it a more viable system so that when staff have [2:03:38, 2:03:42]: has to clean out that system. They don't have any any issues with calling. [2:03:42, 2:03:47]: damaging problems because the terracotta piping is so brittle in that subdivision. [2:03:50, 2:03:52]: Okay, Council, any questions for Mr. Aaron at all? [2:03:54, 2:03:57]: Seeing none, I need a motion to accept the proposal. [2:03:57, 2:03:58]: Two more. [2:03:58, 2:03:59]: Is there a [2:04:00, 2:04:03]: Mr mr I got Mr. Blount, so moved to the second. [2:04:03, 2:04:04]: Circuit. [2:04:05, 2:04:09]: second any further discussion. [2:04:10, 2:04:11]: If not all in favor, please indicate. [2:04:13, 2:04:13]: Uh [2:04:15, 2:04:17]: Okay, she now she says, thank you very much. [2:04:18, 2:04:29]: Council of consideration to approve amendment to the city's ordinance to provide uh for the regulation of small box discount stores distant requirements. Uh Ms. Johnson and uh [2:04:30, 2:04:31]: Our attorney, Mr. Washington. [2:04:32, 2:04:32]: Please. [2:04:36, 2:04:39]: Yeah, Mr. W go ahead, Mr. Washington, go ahead. [2:04:39, 2:04:51]: This has just been the ordinance that have been requested by uh uh Mayor Pro Tem Alexander about exp expending expanding the small box to five miles. And so this is what we're representing the council for your consideration. [2:04:53, 2:04:58]: So qua let me ask this question. Is extended five miles, what is it right now? Three miles? [2:04:59, 2:05:00]: What [2:05:00, 2:05:03]: It's feet. Let me I'll have to pull it up. Hold on. [2:05:05, 2:05:08]: It's one mile. It's one mile. Oh one mile. [2:05:09, 2:05:10]: Right now. [2:05:11, 2:05:17]: It's currently one, but I believe this county is five. If not, is that correct, Mayor Pro Tem? [2:05:17, 2:05:31]: Yeah, that's five the county is five. We just simply mention what they do because what's gonna happen is if they have five and we have one, they're gonna find the holes uh in our ULDC and they're gonna find those available plots. So we're in line with them. [2:05:31, 2:05:38]: It helps uh for to protect us. So we're just the only thing that's changing is the distance to match up with what Henry County has. [2:05:40, 2:05:46]: And this is five the original ordinance that we had was a mileage just stated as five thousand two hundred and eighty. [2:05:47, 2:05:48]: That's cool. [2:05:50, 2:05:57]: Okay. And so if we approve this, that means any small box stores are grandfathered in. Is that correct? [2:05:57, 2:05:58]: Great. [2:06:00, 2:06:02]: All right, Councilman Blount, I saw your hand, sir. [2:06:02, 2:06:04]: I just like us to move to approve this amendment. [2:06:06, 2:06:07]: Okay, you're gonna make a motion? [2:06:07, 2:06:08]: A second. [2:06:10, 2:06:16]: Okay. Mr. Blount made a motion, uh, Councilwoman Gad, second any further discussion. [2:06:17, 2:06:19]: If not all in favor of the motion, please indicate. [2:06:20, 2:06:23]: Manage decision. Well there we go. All right. Fantastic. [2:06:24, 2:06:31]: Uh council consideration approval of amendment to the city's personnel possible policy. Uh Miss Wheeler, go ahead, please. [2:06:45, 2:06:48]: She's muted. [2:06:51, 2:06:53]: Renee you gotta unmute yourself. [2:06:53, 2:06:54]: There you go. [2:06:55, 2:06:56]: Well good evening. [2:06:56, 2:06:57]: Evening. [2:06:58, 2:07:00]: Uh the agenda item before you [2:07:01, 2:07:10]: Is to revise the performance and salary review policy, section 630.00 in the employee manual. [2:07:10, 2:07:12]: The evit the revision will read [2:07:13, 2:07:15]: Appointed employees [2:07:15, 2:07:18]: Сіті клек, сиді трежура, сиді менеджер. [2:07:18, 2:07:21]: City Attorney, Executive Assistant to Mayor and Counsel. [2:07:22, 2:07:28]: Will receive their annual performance reviews during the months of October through December in executive session. [2:07:30, 2:07:39]: Okay. Well let me let me say this. Um I'll start this off and I'm pretty sure the other comments. Uh for the record, I have to admit I'm not in favor of this particular move. [2:07:40, 2:08:00]: I honestly think that uh the people that are appointed by the council, uh mayor council should actually evaluate these individuals on their anniversary dates, which is already set in the personnel policy itself. Now, granted, I understand that I am a culprit of this along collectively with the council, that we have not routinely been doing this. [2:08:00, 2:08:15]: in a timely manner like we should have and we're quauled. I own that up along with members of the council. So I'm a culprit of this not doing the right thing in this aspect as well. And I think we honestly need to do that as opposed to making this particular change. So I just want to go on record and say that. [2:08:15, 2:08:32]: in this aspect. So I think that uh we should not do it this way. We should tighten up loose ends and do things the properly way that were initially approved in the in the policy, personnel policy. And we need to own up to things that we need to do and tighten it up in that aspect. Thank you. Any further comments? [2:08:34, 2:08:39]: No further comments. If they're not, then I need a motion to approve this uh amendment. [2:08:42, 2:08:42]: Yeah, forward. [2:08:43, 2:08:46]: Okay. It's been uh Councilman Barber, is there a second? [2:08:47, 2:08:49]: I'm sorry I didn't hear that. Who's that? [2:08:50, 2:08:50]: Right. [2:08:51, 2:08:51]: Who second that? [2:08:52, 2:08:53]: Second [2:08:53, 2:08:56]: Okay. So Barber makes in [2:08:57, 2:08:59]: And the mouse out or second that all all in favor? [2:09:01, 2:09:04]: Okay. Okay. See you next. All right. [2:09:05, 2:09:08]: All right, so now we move on here. Council consideration to approve the [2:09:09, 2:09:24]: Amphitheater change order number 77 and 78, an amount of$142,000,$269,$142,269, funding source bond, bond. And this is Mr. Knighton, along with uh Carl, project manager, please. [2:09:25, 2:09:29]: Yes, uh Mayor and for uh mayor mayor and council there is uh [2:09:30, 2:09:37]: request a change order here that we want you to consider. Carl will go through it with you. Um [2:09:37, 2:09:41]: And the sp the specifics of the particular change order itself. [2:09:42, 2:09:42]: Okay. [2:09:44, 2:09:47]: Good evening here and uh council. [2:09:47, 2:09:48]: Um [2:09:49, 2:09:54]: Going to share my screen so that we can kind of go through [2:09:57, 2:10:02]: the uh extent of this. Um so this particular um [2:10:04, 2:10:11]: Uh so um Randy, is this um um I've got two tonight, I wanna make sure I'm addressed the correct one. [2:10:12, 2:10:12]: Um [2:10:13, 2:10:17]: This is the perimeter fencing and black hole. No, no, this [2:10:18, 2:10:20]: Yes, yes, it is. Yes, it is. [2:10:21, 2:10:22]: Not that one first one. Yeah. [2:10:23, 2:10:37]: Um so there are two scope items that the city has requested be uh pursued um on the amphitheater project. So these are uh city requested scope changes. [2:10:38, 2:10:42]: Um and I wanna go back uh since we're talking about this one. [2:10:43, 2:10:47]: Again, uh mayor, just to clarify which one [2:10:48, 2:10:50]: We're talking about um [2:10:50, 2:10:55]: You read off, I think the second on the list on the agenda tonight, is that correct? [2:10:56, 2:10:56]: Right. [2:10:58, 2:11:04]: Mayor Mayor wait let's make sure we're clear here. The agenda item uh there are two agenda items. [2:11:04, 2:11:09]: Mayor, I believe you read off the amount of one hundred and forty [2:11:09, 2:11:13]: Two thousand two hundred sixty nine dollars. That's change order number seventy seven. [2:11:13, 2:11:18]: Right, and seventy eight. And that's one forty two. The hump one hundred and one is for the [2:11:18, 2:11:28]: uh proposed fencing and the other forty thousand in change is for adding three pat flag poles with lighting. So that is the item that we're discussing right now. [2:11:30, 2:11:35]: Right. So and I wanna back up and clarify because uh mayor, I think you also hadn't [2:11:35, 2:11:40]: Stated the funding source. Let's Randy, let's just state the funding source for this one before we go forward. [2:11:41, 2:11:42]: Proposed [2:11:43, 2:11:46]: The proposed funding source for this is fund balance. [2:11:46, 2:11:47]: Okay, then [2:11:48, 2:11:50]: Okay, well my copy says bond, but that's what it says. [2:11:51, 2:11:53]: Okay, so I went but but if it if it's uh [2:11:53, 2:12:13]: Yep, that is correct. That is correct, Mayor. On the agenda item, that is correct. That's what that what was on the agenda. On the agenda item, it does say fund balance. So I will make that clarification. And I'm uh and also did the forty thousand dollars you're referring to, uh it didn't see that on here. It might be in the documents, but it wasn't on the written uh written uh format uh for the clarifying. [2:12:13, 2:12:13]: Yeah, yeah. [2:12:14, 2:12:14]: Okay. [2:12:16, 2:12:18]: All right, so let's let's kind of start all over again. [2:12:18, 2:12:31]: So for this change order, this is two scope items requested by the city to be added to the um uh to the project. And um [2:12:32, 2:12:52]: The first one is that's in in this particular change or is to add fencing and landscape buffer to the I think this is the north, at least it's a planned north side of the project. So let me get you oriented as to what you're looking at on this drawing. [2:12:52, 2:12:56]: Uh you can can everybody see my cursor hand? [2:12:56, 2:13:02]: moving around here. Okay. Yeah. So this is this is the amphitheater down here. [2:13:03, 2:13:08]: Uh this is the main drive that goes that we built through the the middle of the project. [2:13:08, 2:13:18]: And all of this over here is the phase two parking and the ponds. I think that should get you oriented as to what we're looking at. Any questions so far? [2:13:20, 2:13:21]: I don't think so. Go ahead, sir. [2:13:21, 2:13:29]: The requested scope um for the fixing in landscape buffer involves adding a um [2:13:29, 2:13:31]: Uh forty uh [2:13:32, 2:13:35]: Two inch, I'm sorry, a sixty inch tall. [2:13:35, 2:13:42]: I focal uh fence uh where you see this red line along this property line here. [2:13:43, 2:13:47]: to this point here. So that's about eight hundred and fifty four total feet. [2:13:48, 2:13:54]: Of this five foot fencing and the same fencing that you see that's where in the amphitheater project that [2:13:55, 2:13:59]: that surrounds and secures the action at the theater. So it's that black aluminum [2:14:00, 2:14:01]: uh ornamental fencing. [2:14:02, 2:14:05]: Uh and we've indicated two gate openings. [2:14:05, 2:14:10]: Uh this is for these will be locked, it's for maintenance purposes. [2:14:10, 2:14:12]: And and here's blue uh [2:14:13, 2:14:14]: Here's blue dots. [2:14:15, 2:14:16]: Okay. [2:14:16, 2:14:21]: We we ended the fence here uh for several reasons. [2:14:22, 2:14:29]: Uh this will tie into a neighbor's fence that continues along this property line here. I believe it's a chainling fence. [2:14:30, 2:14:38]: This is also going to get heavily wooded area once the landscaping that's installed around this pond gets into full maturity. [2:14:39, 2:14:45]: Uh and it's uh also the terrain is is slopes quite a bit here, so [2:14:45, 2:15:00]: So we didn't successfully continue a fence when we have a fence. And then as we move over to this area, that's where we run into the creek bank, which provides a kind of a natural security buffer right there. [2:15:00, 2:15:07]: Um so and along with this is a lot of uh evergreen type planting. [2:15:07, 2:15:11]: uh along here, some some larger, some smaller. [2:15:11, 2:15:12]: Uh [2:15:12, 2:15:13]: uh for plants [2:15:14, 2:15:17]: Along this property line. [2:15:17, 2:15:19]: He's had for visual buttons. [2:15:20, 2:15:23]: uh between the proper owners of [2:15:23, 2:15:25]: And the parking lot here. [2:15:26, 2:15:36]: Um, so that is the extent of the first part of the change order and that tools$101,598. [2:15:37, 2:15:45]: And then the other um forty thousand six hundred and seventy-one that makes the total of this change is to add. [2:15:45, 2:15:47]: Uh the three flagpoles here. [2:15:47, 2:15:51]: Just outside the amphitheater, visible from inside the amphitheater. [2:15:52, 2:15:54]: Uh, these flag poles are. [2:15:55, 2:15:59]: price right now to be ground mounted on concrete pedestals. [2:15:59, 2:16:01]: We'll have additional lighting light. [2:16:02, 2:16:02]: Yeah. [2:16:03, 2:16:04]: The flag poles. [2:16:05, 2:16:09]: I believe the American flag center one's a twenty five foot pole. [2:16:09, 2:16:12]: And the two other poles that flank it are twenty foot poles. [2:16:12, 2:16:22]: Uh price also includes having to rearrange existing landscaping and aeration in this area in order to install the flagpoles. [2:16:23, 2:16:27]: uh one caveat about this. I don't think should [2:16:27, 2:16:30]: Change your approval process tonight, but [2:16:30, 2:16:31]: Um [2:16:31, 2:16:33]: We are looking at an option. [2:16:34, 2:16:40]: uh to mount those flagpoles actually to the to the concrete uh wall [2:16:41, 2:16:44]: That exists right here that uh delineates the amphitheater. [2:16:45, 2:16:46]: Um [2:16:46, 2:16:48]: And if we can do that or that [2:16:49, 2:16:54]: from an engineering perspective, sure that the wall was holding the plant holes up there. [2:16:54, 2:16:55]: And um [2:16:55, 2:17:04]: Uh if we're successful in doing that, we're we're looking at saving eight to ten thousand dollars off of this forty thousand dollars tag. [2:17:05, 2:17:07]: Um, but I don't want that to [2:17:08, 2:17:11]: We didn't want that process to slow down this approval. [2:17:11, 2:17:16]: tonight because we do need to go ahead and get the five pools on order and move on with this. [2:17:17, 2:17:26]: Um so if we do realize additional savings here we'll bring that back to the city council and let you know that we were able to save some additional monies. [2:17:27, 2:17:35]: Uh so that is the extent of this change order and the um the scope that's included in it. So [2:17:35, 2:17:41]: Any questions? Yeah, Carl, first of all, the flagpole is US State and City, is that correct? [2:17:43, 2:17:46]: Um I I know that we're getting three flag poles. [2:17:46, 2:17:48]: Uh I do believe that [2:17:49, 2:17:49]: Um [2:17:51, 2:17:56]: I'm not really sure if the flags are actually included in that pricing. I'll go back a little, but I I think you're right it is. [2:17:57, 2:18:00]: Uh state city media maritime. [2:18:00, 2:18:05]: Right. Similar to what we right, that's correct. Similar to what we have on the other side of City Hall. [2:18:05, 2:18:06]: Okay, right. [2:18:06, 2:18:08]: Mayor Pro Tem, go ahead, please. [2:18:08, 2:18:21]: That's exactly the point. I mean, this is that this is already on the same campus. We have flags already, because you can't get to the amphitheater literally without driving by City Hall and then that whole complex. [2:18:21, 2:18:32]: The original plan did it call for flags here or was that something that was added on? Because literally on the other side of City Hall, you have three flagpes with the American flag. [2:18:32, 2:18:38]: The Georgia flag and the city and the side. [2:18:38, 2:18:42]: Well the the issue, Mayor Pro Tem, and obviously this is for the council to approve. [2:18:43, 2:18:51]: Is that if you're in the amphitheater, you cannot see the flags from the amphitheater. Remember, the amphitheater goes down into a bowl in City Hall. [2:18:51, 2:18:53]: is right behind [2:18:53, 2:19:00]: On the rear side of the amphitheater, so you can't see those American or American state and city flags, you can't see the flagpole. [2:19:00, 2:19:03]: arrangement when you're in the amphitheater. [2:19:03, 2:19:06]: In this situation, you would be able to view it. [2:19:07, 2:19:11]: Um from the amphitheaters you're seated for whatever events or [2:19:11, 2:19:14]: um activities take place there. And that was [2:19:14, 2:19:32]: part of the impetus for this. But again, I would I would add to it, I think it's proper protocol to have the the flags there anyway, of this venue of this type in this aspect as well. And uh so I I think it's more proper to do that. And uh amount of money we're spending was forty thousand dollars these days, right? Anyway. [2:19:33, 2:19:34]: Any other comments? [2:19:36, 2:19:38]: All right, there are no other comments at all. [2:19:39, 2:19:40]: Then I need a motion to accept this proposal. [2:19:43, 2:19:43]: Is there a motion? [2:19:44, 2:19:49]: Miss Barber has her hand up. Okay, I can't sorry, I gotta scroll down there. I'm sorry, Miss Barber. Go ahead. You got a question? [2:19:50, 2:19:51]: Or you won't make the motion. [2:19:52, 2:19:59]: Um Mr. Travatan was explaining about an alternative for um [2:20:00, 2:20:02]: The flag posts. [2:20:04, 2:20:06]: The alternative is cheaper. [2:20:06, 2:20:10]: than actually installing, I guess, cementing coal. [2:20:11, 2:20:12]: Is that what you were saying? [2:20:12, 2:20:13]: Can you explain? [2:20:14, 2:20:22]: Okay. Sure, I'll have to go back to that again. Um, so this pricing that that I've presented tonight includes ground mounted flagpoles. [2:20:23, 2:20:28]: Which means that they are installed on concrete base that's gonna be uh dug into the ground. [2:20:28, 2:20:33]: Uh the alternative is to actually attach the flag holes to the [2:20:33, 2:20:37]: uh a concrete retaining wall that you're looking at out there. [2:20:38, 2:20:44]: Um so it would play ha having a couple of things you would have to do the uh [2:20:44, 2:20:46]: Uh the creative tool bases. [2:20:47, 2:20:48]: So you'd say that money. [2:20:48, 2:20:54]: And you'd also save money for uh rearranging some of the landscaping that would be affected in this area. [2:20:55, 2:20:55]: Um [2:20:56, 2:21:03]: So that that's the savings and it would be eight to ten thousand. We don't know the exact amount yet'cause we have not engineered that solution. [2:21:03, 2:21:06]: But um being told that it's uh eight to ten thousand dollars stable. [2:21:09, 2:21:11]: All right. Is that ask your question, Ms. Barber? [2:21:13, 2:21:16]: I wanted to ask a follow up question if you're gonna go right in, please. Go ahead. [2:21:16, 2:21:17]: Thank you. [2:21:17, 2:21:21]: So um the alternative would it be a fixed [2:21:21, 2:21:23]: To the side of [2:21:23, 2:21:24]: The building. [2:21:26, 2:21:38]: Talking about the the the the cheaper the cheaper version. Yeah, they would be attached to the side of that concrete wall that goes right along the seating where my car's at. [2:21:38, 2:21:57]: be on the outside you wouldn't actually see the attachment when you're setting inside the amphitheater. It'll be attached to the inside of that wall. So from the amphitheater, it really does there's no difference in the site and what you're looking at. It's just a a a uh less expensive way to mount those poles. [2:21:57, 2:22:10]: Okay, and I can kind of visualize what you are explaining there. I'd much rather have that as opposed to having a um post in the middle of or on or near the sidewalk. [2:22:11, 2:22:12]: Um [2:22:12, 2:22:13]: So [2:22:13, 2:22:14]: Yeah. [2:22:14, 2:22:18]: Okay, thank you. Councilman Blount, we've got [2:22:18, 2:22:35]: Arrangement of the fed pole would still be in this general location. So um really they're not gonna be close to the sidewalk along the main drive that would occur here. So the petpoles are still gonna be tucked up pretty close to concrete walls there now, even if we ground those. [2:22:37, 2:22:38]: Councilman Blount, go ahead, please. [2:22:39, 2:22:46]: Yeah, mayor, uh just to give the council something to think about because you know I've been to several venues. [2:22:46, 2:22:49]: And they've had flagposts, uh [2:22:50, 2:22:55]: um outs you know have flagpoles outside but they're they're [2:22:55, 2:22:56]: They're tall. [2:22:57, 2:23:08]: But they'll sit, they f sit it doesn't have to be right inside the venue wall. I mean, right close to the right inside, you know, close in. They because they're so tall. [2:23:08, 2:23:28]: And you know, to have one with the city stop bridge, uh and and the America flag and and uh um you know uh where community connects and and if we're celebrating certain months to have uh have that flag replaced the where community connect. I I think it's I think it's not [2:23:28, 2:23:30]: Nice. I mean, you know, uh [2:23:30, 2:23:37]: Flags at venues, I think, are nice. Um, but it's it's the placement of them, and I don't want to attach to a [2:23:38, 2:23:42]: I wouldn't want to see it attached to a a wall or anything. I because I've seen those [2:23:43, 2:23:50]: flag poles that are at venues, but they're kind of off, but you can still see the flag uh waving and I I just think it's a [2:23:50, 2:23:53]: You know, it wouldn't take away from empathy and I think it, you know. [2:23:55, 2:24:02]: For me, I'm I'm just trying to figure out where where are you actually trying to place these. Can you use your pointer one more one more time to show me where you're [2:24:02, 2:24:03]: Try to play. [2:24:04, 2:24:06]: The flags would go right in this area. [2:24:07, 2:24:17]: Um which is outside the wall of the amphitheater. So it's not not not a whole lot further away. But I'll I will say this, we put them anywhere. [2:24:17, 2:24:35]: Wherever wherever you want to put'em. Um it's just with the visibility to the seating um that we we believe that's being asked for, uh that we put'em just outside the wall uh in this location. Um they get away. [2:24:37, 2:24:57]: Sorry, to me. I'm sorry to cut you off. I it's kind of a delay and I didn't know if you was finished. To me, you know, if you when you have those lar large flagposts, they're usually off uh way off near the parking area or something like that where you're gonna be in entering the facility, but you can still see it because they're pretty tall. [2:24:57, 2:24:58]: And uh [2:24:58, 2:25:18]: But I think, you know, for me, uh I I I don't think it takes away from the amphitheater to have us see the stop bridge flag, American flag, and uh where where community connects and then we split we switch to community connect for different uh um for different, you know, when we have uh child abuse month or this different. [2:25:18, 2:25:22]: different different months we put a different flag on for what we're celebrating. [2:25:22, 2:25:25]: Um, so I mean that's just a suggestion. [2:25:26, 2:25:45]: Well, I'll offer this um in response to that, uh, Councilman. This right here in relation to the seat is actually pretty tall. It's a security wall. So it's it's it's pretty tall. Um if I'm recalling, it's at least eight foot above the seating area. [2:25:45, 2:25:49]: So the further you pull the flat ball away from this wall. [2:25:51, 2:25:57]: the less you're gonna see those fly holes because of that the height of that wall as you're looking at it from inside the amphitheater. [2:25:59, 2:26:13]: Well, I would suggest there, Carl, that and hopefully council I recommend that you put it somewhere that you can see it from the amphitheater on the inside and it need to be individual poles for those three flag poles concreted in. It's a$20 million amphitheater, stated art. [2:26:14, 2:26:27]: You don't need to go cheap with with with am with flagposts. Just get put a nice solid concreted uh individual flagpole for the three flags to be to fly or our venue. I mean that's just my recommendation, folks. Uh mayor Pro Tem, go ahead, please. [2:26:27, 2:26:45]: Uh I could kind of go along with that, but the issue is I what he's saying is that this wasn't originally in the plan. We gotta tear something up in order to put the flags in the location where they are. Is there another more suitable location where they can go without tearing up the concrete? [2:26:47, 2:26:54]: Well, Ms. Alexander, what I I'm sorry to cut you off real quick. What I was saying is most of the venues that I've seen. [2:26:54, 2:27:03]: Those flagpoles can be seen from the amphitheater at some point where the entry of uh with the entry of vehicles coming in. [2:27:04, 2:27:19]: The way the way the amphitheaters is situated, whether we put it on the East Atlanta side that's sitting high, or we put it on the Lee Street side, they're sitting high. They still can be seen. Uh is all just determining where you wanna where you wanna sit'em because we're not talking about eight feet. We're [2:27:20, 2:27:22]: We're we're talking about thirty to forty feet high. [2:27:22, 2:27:23]: Or more. [2:27:24, 2:27:44]: Yeah. All I was trying to say was again was that I don't want to have to tear the place up because since we've already done something, there should be a smarter way to put the flags in a location that is visible. I can understand what the mayor is saying because you do uh in in retrospect if they're not visible from the front side of city hall is to [2:27:44, 2:27:57]: be able to when you're having a ceremony or something, you want to be able to appropriately respect the flag and you want it to represent uh the facility was in. My concern is I the what was stated by Mr. Trebathan is that they have to [2:27:58, 2:28:01]: basically tear up what they've already done. That doesn't seem smart. [2:28:04, 2:28:21]: Hey Carlton, it really just involves um I hear you Peyton, I'll let you talk just a second. Um, but it really just involves, you know, just a few plantings that are right in this immediate area. Uh I I hear Peyton, who is the uh civil engineer on the line, I think he wants to comment about [2:28:21, 2:28:24]: That le uh last question. Go ahead, Peyton. [2:28:24, 2:28:31]: Sure. Thanks, Carl. Hey everyone. Yes, um Peyton Peterson with TSW Design Landscape Architect on the project. [2:28:31, 2:28:36]: We explored with HJ Russell what would be the least intrusive area. [2:28:36, 2:28:41]: uh to the as built conditions in the field currently to date. [2:28:41, 2:28:49]: Um and still be seen from within the amphitheater proper, um, the limits of the wall essentially inwards. [2:28:49, 2:28:52]: And this was the um [2:28:53, 2:28:57]: least destructive to what is currently uh built in the field. [2:28:58, 2:29:15]: and still have the best views from the amphitheater, um, nothing blocking it, and would be prominent, a prominent view of the three flags. Um, so with this area, we're talking about relocating a few of the trees that are planted in the immediate vicinity. [2:29:15, 2:29:21]: Um and then pending on if you guys wanna do a ground uh embedding concrete pad. [2:29:21, 2:29:23]: Or on the wall. [2:29:23, 2:29:24]: Um [2:29:25, 2:29:45]: It would essentially just if it's a concrete pad, they will have to have some sort of machinery to uh get the concrete over there that could pump it from the roadway. But uh there could be potential of a little bit of sod being damaged, but mostly it's just soft scape material. Everywhere else that we looked at, there was some hard hardscape and you [2:29:45, 2:30:00]: utility infrastructure um limitations that um really weren't feasible. In this area, we don't have um really any utility lines running in this area or hardscape materials that we're gonna have to be ripping out. [2:30:00, 2:30:05]: So that is that's sort of where we end how we ended up with this location. [2:30:05, 2:30:06]: Um [2:30:07, 2:30:13]: And again, as Carl mentioned, twenty feet for both the city and state and then twenty five for the US flag. [2:30:16, 2:30:18]: Thank you, sir. Appreciate that. Councilman Blount, go ahead, please. [2:30:20, 2:30:24]: You we we got three three ponds that's gonna be out there. So [2:30:25, 2:30:28]: Near one of those ponds with the height of those flags. [2:30:29, 2:30:32]: That all three ponds can be all three [2:30:32, 2:30:42]: uh location can be seen by the amphitheater. We couldn't we could I I I just got for me, I just have a problem with those flags sitting right there back close to the amphitheater for me. [2:30:43, 2:30:54]: I don't know about the other council member. I I I just think those flags could sit off somewhere and they're tall enough. I I don't think I wanna I would wanna see those flags sitting right there up on the amphitheater like that. [2:30:57, 2:31:17]: That's uh that's typically where they would be, I would think. But I I would I would think they need to be really close to the amphitheater so you can see it from the amphitheater. You can see it there. But anyway, once again, that's just my thoughts. But that look there I go again, Mayor. All three of those ponds, if a flag, if a 30-foot flagpole is by either one of those ponds, it could be seen from that whole area. [2:31:18, 2:31:27]: Why would we want to put those flags that close up on the amphitheater? I mean, when I go to other venues, they're not up close, they're they're off. [2:31:28, 2:31:39]: Go to Atlanta Raceway, for example. You see where those flags are? Go to Talladega. Go to the go to uh different uh other amphitheaters that have flags. They're not right up on the amphitheater, they're they're sitting off. [2:31:41, 2:31:55]: Just to keep in mind, if um we also did look at possibly relocating the flags on the north side of this new through road near closer to the ponds. Um one thing that we felt was uh [2:31:55, 2:32:15]: you know, sort of a disadvantage from that viewpoint is you there will be these street trees that align the road that are currently installed out there already that at mature height are going to be forty, fifty feet tall. Um, there's also, you know, trees around in and around the pond and then also evergreen trees up against the uh amphitheater. [2:32:15, 2:32:19]: outer wall area that will have some height to them. [2:32:23, 2:32:24]: All right, any further comments, council? [2:32:27, 2:32:33]: All right, if there are no further comments, then I need a motion to accept the proposal. This change order. [2:32:34, 2:32:34]: Mm-hmm. [2:32:35, 2:32:39]: Okay, that was uh that's Councilman uh Councilwoman Barber. Is there a second? [2:32:40, 2:32:40]: Second. [2:32:41, 2:32:44]: We have airport ten miles on any further discussion. [2:32:44, 2:32:47]: If not all in favor, please indicate. [2:32:48, 2:32:49]: Okay. [2:32:49, 2:33:05]: Okay. I believe that's unanimous. I saw everybody's hand, I believe. Okay. Okay. Thank you, gentlemen. Appreciate it. Mayor, I have I have stayed, Mayor. I just don't want yeah, I don't I just don't think we I just don't want to see those flag poles that okay. I'm sorry. So it's uh four zero one, I believe it is. I'm sorry, sir. [2:33:06, 2:33:14]: There we go, thank you. All right, and so uh we'll go to the next thing: council consideration to approve amphitheater change order number seventy-four. [2:33:14, 2:33:23]: In the amount of two hundred and ten thousand six hundred and sixty-one dollars, funding source. I guess this is fund balance and not bond, right? And Mr. Nighting and Carl, please. [2:33:24, 2:33:44]: No, actually this is uh Yeah, this is the bond. This is the bond. Yes, yes, yes. This is the bond. All right. Yes, yes. This was accounted for in the monies that were set aside for the bond and was part of what was uh anticipated and expected. All right. And I'll let uh Mr. Uh Trevathan again uh go through the particulars. [2:33:44, 2:33:45]: Okay. Sure. [2:33:46, 2:33:48]: Um yeah, real quick. Um [2:33:48, 2:33:55]: back when we presented this phase two parking, the big project, and you approved that. [2:33:55, 2:34:03]: Um we had not yet designed all the landscaping uh in this area, um a phase two area. [2:34:04, 2:34:05]: Um [2:34:05, 2:34:06]: Mainly [2:34:06, 2:34:11]: time purposes, we wanted to go ahead and get that to um approved so [2:34:12, 2:34:14]: Set aside a two hundred thousand dollars allowance. [2:34:15, 2:34:17]: Uh that was included there. [2:34:17, 2:34:19]: For this landscaping. [2:34:19, 2:34:24]: We've since designed the landscaping and the associated irrigation. [2:34:24, 2:34:26]: Uh the total cost of that is two hundred and [2:34:27, 2:34:29]: ten thousand six sixty one [2:34:29, 2:34:38]: Um and that was not the first number, so we massage this quite a bit to get this uh close to the allowance that we put in the project. [2:34:38, 2:34:42]: And still have a robust uh landscaping. [2:34:42, 2:34:45]: uh design full space parking. [2:34:45, 2:34:46]: Um, so [2:34:47, 2:34:52]: The the two hundred thousand dollar allowance that we included in previous approval. [2:34:53, 2:34:58]: uh covers most of this, the balance of it, which is a little over ten thousand dollars. [2:34:58, 2:35:08]: uh will be uh funded through the contingency and object which still is uh is a bit healthy for this point in the project. So I'm pretty happy about that. [2:35:08, 2:35:14]: uh we can cover this uh thousand dollar overage through that contingency amount. So [2:35:14, 2:35:18]: Uh there is no additional funding needed for this. The reason has come before you. [2:35:19, 2:35:25]: is that we do have to transfer the allocation from the the project intensity. [2:35:25, 2:35:30]: into the contractor's contract via chain holder because of the size of the chain order. [2:35:30, 2:35:34]: Uh it has to come to you, uh, the city council approval. [2:35:35, 2:35:35]: All right. [2:35:35, 2:35:37]: Go ahead, Mayor Pro Tem, go ahead, please. [2:35:37, 2:35:47]: Yes, uh basically that was a awesome explanation. Uh it's already fully funded. And I think truly from seeing what they've shown me so far and us. [2:35:48, 2:35:51]: This will be even more po as popular. [2:35:51, 2:35:56]: as the amphitheater for a walking course so this is simply going to be amazing. So [2:35:56, 2:36:01]: Uh he's answered all my questions, so I'll go ahead and make a motion to move forward. [2:36:01, 2:36:03]: Uh with this request because [2:36:03, 2:36:07]: It's already covered financially and uh it's it's worth it's worthwhile. [2:36:08, 2:36:09]: Okay, is there a second? [2:36:11, 2:36:12]: Is there a second? [2:36:13, 2:36:16]: Uh Miss Barber second then. Okay. Any further discussion? [2:36:16, 2:36:19]: If not, all in favor, please indicate. [2:36:20, 2:36:27]: Okay, I believe this is you uh there we go. All right, we're it's announced season. Fantastic. Thank you very much. Appreciate it. [2:36:28, 2:36:34]: Okay, discussion purposes, council discussion, amphitheater status update and operation. Mr. Knighton, please. [2:36:34, 2:36:38]: Yes, Carl is still there. Carl, you still where's Carl? Still there? [2:36:39, 2:36:45]: Yeah, you still have you still there, right? Yeah, yeah. Carl and I perhaps will tag team on this one as well. [2:36:45, 2:36:49]: Mayor, just wanted to give a brief update on um the amphitheater. [2:36:49, 2:36:51]: Um project itself. [2:36:52, 2:36:56]: And um you know, where things stand uh overall. [2:36:56, 2:36:59]: Um with the amphitheater, let me see if I can [2:37:04, 2:37:05]: Well [2:37:06, 2:37:06]: Yeah. [2:37:08, 2:37:15]: Well, I was gonna show some uh photos of the amphitheater, but the the project basically is coming to a close with respect to [2:37:15, 2:37:25]: The building side. On the buildings, they're going through several things now. Basically some punch list items on the the building itself. [2:37:26, 2:37:30]: Um um they're of course doing the grading and phase two parking. [2:37:31, 2:37:36]: Um uh is coming to completion and they've done the retaining wall along Atlanta Road, East Atlanta. [2:37:36, 2:37:44]: Um they're installing uh uh light poles in phase two and landscaping in in phase two uh again with the items that [2:37:45, 2:37:48]: Have been approved tonight, and so that is moving forward. [2:37:48, 2:37:49]: Um [2:37:49, 2:37:51]: uh with that portion of the project. [2:37:52, 2:37:56]: In addition, um there'll be some fiber installation we this week. [2:37:57, 2:38:03]: um for uh internet internet and wifi access uh that is being done. [2:38:04, 2:38:05]: Uh Johnson control. [2:38:06, 2:38:08]: Uh has been out there with uh security systems. [2:38:09, 2:38:10]: Um as well. [2:38:11, 2:38:16]: And uh ensuring that um as the project comes to a close on the building side. [2:38:17, 2:38:21]: That everything is in order, of course, with a project of this magnitude. [2:38:21, 2:38:25]: There will continue to be uh some items that um will need to be [2:38:26, 2:38:27]: Uh just [2:38:27, 2:38:29]: Um cleaned up, tidied up. [2:38:29, 2:38:31]: Um over the uh [2:38:32, 2:38:34]: The next uh few weeks. [2:38:34, 2:38:37]: uh as we close out the project uh in particular. [2:38:38, 2:38:38]: Um [2:38:39, 2:38:45]: Uh Carl, if there was anything you wanted to add as it relates to that in terms of closing out in the items that are currently being [2:38:46, 2:38:49]: uh worked, uh that would be helpful as well. [2:38:50, 2:38:53]: Um projector had received their [2:38:54, 2:38:58]: Final expenses and and certificate of occupancy for all the buildings. [2:38:58, 2:39:02]: Um rows are are done and the punch lists are done. [2:39:02, 2:39:05]: Uh uh well there are a few [2:39:08, 2:39:16]: We're looking at a few things from an operational standpoint and we may are looking at doing a few changes, nothing of any huge significance. [2:39:17, 2:39:30]: There are a few uh punch list items on the site that are to be complete and once completed we'll get a certificate from the city and that close out uh phase one. [2:39:31, 2:39:40]: Um and then uh Randy, you're correct on phase two, uh landscaping is about ninety percent done, eighty to ninety percent done. [2:39:40, 2:39:42]: Uh they're doing the the paving work now, so [2:39:43, 2:39:58]: the kind of things that tend to our contingency, uh unsuitable spoils, things like that, that creep up on us. Uh all that's behind us. So we're really uh we're really working the surface of the parking lot and getting that completed. [2:39:59, 2:40:03]: Uh I'm in the uh completion for that contractually lies. [2:40:04, 2:40:06]: Um the [2:40:07, 2:40:07]: Um [2:40:10, 2:40:20]: The additional items that you approved tonight will not be completed by July fifteenth. I think that's gonna run through about mid August before we can get perimeter fencing up. [2:40:20, 2:40:23]: And the and the landscape above that and the and the black holes. [2:40:24, 2:40:28]: The the balance of the phase two parking to be done mid line. [2:40:31, 2:40:38]: Carl, if I understand if I understand you said the the parking lot and the green space area primarily be done by mid July. If that is that what I understood? [2:40:39, 2:40:44]: Contractually, yes, and they look like they're trying to defend that. Um [2:40:45, 2:40:54]: It my gut feeling is I'm looking at three or four weeks of of work left. So it may a little past mid July, but certainly before the end of July. [2:40:54, 2:40:57]: All right. Thank you, sir. Mayor Pro Tem, go ahead, please. [2:40:57, 2:41:01]: Yeah, so Carl, thank you. So as we close out this project. [2:41:01, 2:41:06]: How much funding will be left in this contingency fund? Would there be any funding left in? [2:41:07, 2:41:09]: Um I'm I'm gonna all be guarded. [2:41:09, 2:41:21]: Answering that question um because we don't know what happened between now and the end, but uh our risks are behind us. Um there is um if [2:41:22, 2:41:32]: you know be totally transparent there's about 80,000 in our agency that's not uh that is unass called unassigned. There's there's nothing to to eat that up. [2:41:33, 2:41:36]: Um, unless we decide to do something different. [2:41:37, 2:41:57]: uh on the project. Um we look at things operationally at the elevator and how it operates and other things, there may be some some scope items that we've been uh to make the to make the place better. So I don't want to say that whole 80,000 or so is going to be available at the end, but I'm happy that at the [2:41:57, 2:42:01]: this point in the project that our continued is robust that we can handle. [2:42:01, 2:42:03]: No, a few things might come up at the end. [2:42:04, 2:42:13]: The reason I asked that question is we have proposed sidewalks on that um on the on the north side bank as you approach. [2:42:13, 2:42:15]: North Lee Street. [2:42:15, 2:42:23]: And we were looking at um that doing that project because there's only sidewalks on one side of the street. [2:42:23, 2:42:26]: There wasn't sidewalks on that second side of the street. [2:42:26, 2:42:30]: by the third pond which is leading down to North Lee Street. [2:42:30, 2:42:31]: So [2:42:31, 2:42:36]: If we decided to circle back to that project and put sidewalks on the other side. [2:42:36, 2:42:40]: If this money is going to be there, we don't know that, but as we get closer. [2:42:40, 2:42:43]: Maybe we could circle back to that. That's why I wanna know how much money. [2:42:44, 2:42:45]: Might possibly be left over. [2:42:46, 2:42:49]: uh in that pot. So you could if you would come back and [2:42:49, 2:42:52]: update us at the end and how much money was left over, I think. [2:42:53, 2:43:01]: We might want to add those additional sidewalks. Uh, if the group uh were to do so, we spoke on wanting to do so. I think we were told there was gonna be [2:43:02, 2:43:22]: Some additional grading and all of that is concerned. I would think hopefully$80,000 would be enough to cover that. But uh if you would come back to us. And Mr. Wiggins, uh, it's the end of June. We've been hearing all year about how it's going to be. We're gonna hear Malden and Jenkins. They're not here. So uh did they give [2:43:22, 2:43:27]: give you some information on what the budget surplus is or do we have [2:43:27, 2:43:32]: That number, uh, we were looking at your projection at being over two million dollars. [2:43:32, 2:43:40]: What has Malden and Jenkins told you at this point when we were told that they were gonna be at this meeting at the end, but we would have those numbers by the end of June. [2:43:43, 2:43:47]: Um, I wasn't aware that they were supposed to be at this meeting, but um Yeah, we [2:43:48, 2:44:05]: And for clarification, we have Maltin Jenkins and a mid-year report scheduled for our next work session in July. Yeah, end of July. Yes. We've got them scheduled or would have them scheduled as well as I already talked to Mr. Wiggins about having that mid-year report in the July because [2:44:06, 2:44:13]: Obviously the first six months is June. And so for everything to reconcile, we'll be ready to do that uh in the second meeting in July to have that report. [2:44:13, 2:44:18]: That's right. Okay, okay. Well maybe I I I heard I got that wrong. I was thinking that normally we would have [2:44:19, 2:44:23]: uh a number by this point, even though we don't have the final report. [2:44:23, 2:44:27]: Pretty much they got it nailed down. So we have anything on that? [2:44:28, 2:44:29]: But uh um [2:44:30, 2:44:35]: For the fun for the you you're talking about for the fund balance? Talking about fund balance, yeah. Fund balance for general fund. [2:44:36, 2:44:37]: Yeah, well um [2:44:38, 2:44:39]: I know we initially uh [2:44:40, 2:44:42]: Had a number with uh [2:44:42, 2:44:46]: Ed Wall and when we did went through and did the uh five year [2:44:46, 2:44:47]: Projection. [2:44:48, 2:44:48]: Uh [2:44:48, 2:44:51]: More things has camp come back and this is um [2:44:53, 2:44:56]: Um, you know, not not official until we can um [2:44:57, 2:45:02]: uh sign off on it, but the number is coming out with the corrections that we went back and made. [2:45:03, 2:45:06]: Uh fund based is gonna be seventeen million. [2:45:07, 2:45:19]: Okay, so the bond balance would be seventeen million and the portion coming out of this year would be how much? Was was it cl was the two point five that you stated for this current year? Or was it more than that? [2:45:20, 2:45:21]: Mm. Yeah. [2:45:22, 2:45:23]: You may saw [2:45:23, 2:45:24]: I'm sorry for you. [2:45:25, 2:45:34]: Because we were fourteen million, now we're at seven we the projection it was fourteen million. The projection now is seventeen, so that's close to three million dollars being added. [2:45:35, 2:45:48]: I just want us to be careful. The audit comes back in full. I just, you know. Yes, yes, we do expect there to be a positive increase from fund balance. We expect that. [2:45:49, 2:45:54]: I just you know, until the auditors have a chance to finalize everything with their official [2:45:55, 2:45:59]: uh documentation and completion. I just you know, I'm always [2:45:59, 2:46:01]: Want to be conservative about that. [2:46:04, 2:46:08]: Mr. Wiggins, you still checking out something here or or not? Yeah, because you know. [2:46:08, 2:46:11]: Last year was nineteen made, so this year [2:46:11, 2:46:14]: It's gonna be seventeen seventeen means. So we [2:46:15, 2:46:16]: It's going down. [2:46:17, 2:46:23]: Right, we well remember remember we're taking out we've taken out a portion of our money for the amphitheater project. [2:46:23, 2:46:24]: Yeah. [2:46:25, 2:46:31]: That's the reason why that we that would be accounted for. So even though the fund balance has gone down, obviously we took out uh five million. [2:46:31, 2:46:37]: From fund balance for the amphitheater project. So if you look at it in total of where things are, including the amphitheater. [2:46:38, 2:46:42]: There's not been a you know absent that project. There's not been [2:46:42, 2:46:49]: any substantial decrease or any decrease really to what we would normally place in our fund balance on a regular basis. [2:46:49, 2:46:51]: Absent again the project itself. [2:46:52, 2:46:56]: Yeah, because I mean think about Yeah, mine saw that it would be about two point two. [2:46:57, 2:47:13]: two point two. So in the end, what I'm trying to say is we've we've spent this money on the amphitheater. The project is basically done, card uh Mr. Trevadan just told us that outside of a few exceptions, and we're still gonna be looking at co uh approximately [2:47:14, 2:47:16]: Seventeen million dollars in fund balance. [2:47:17, 2:47:18]: That is amazing. [2:47:19, 2:47:31]: And we don't want anybody saying that the council has been financially irresponsible when at the end of the day we built a twenty million dollar amphitheater and we're still gonna have. [2:47:31, 2:47:35]: Approximately seventeen, maybe a little bit less, maybe a little [2:47:35, 2:47:41]: million in the fund balance. That's unbelievable. That's great stewardship. That's what I want to point out. [2:47:43, 2:47:44]: Outstanding. [2:47:45, 2:47:48]: Okay, any other questions for Mr. Knighton? [2:47:49, 2:47:52]: Or Mr. Wiggins or Carl. [2:47:53, 2:47:55]: Ms. Barber, go ahead, please. [2:47:57, 2:47:57]: Um [2:47:58, 2:48:07]: Is there anything else to provide the council with as far as the management company, the operations of the amphitheater? [2:48:10, 2:48:18]: Or is that something we will discuss offline? I I I I think that's uh that's still in negotiation, I would have believed, but Mr. Knight could answer those questions. [2:48:18, 2:48:25]: I would like to have that conversation with you in a different format uh than here. Just uh so I don't wanna compromise anything that [2:48:26, 2:48:31]: uh could be um in play with um uh those types of operations. [2:48:32, 2:48:36]: I do owe to the council uh some uh understanding. [2:48:36, 2:48:40]: In summation of where we are with that and I will provide that to you. [2:48:40, 2:48:42]: uh in the next day or two. [2:48:44, 2:48:49]: Okay. Any further questions from Mr. Knighton, John Wiggins or Carl? [2:48:50, 2:48:55]: If not, thank you, gentlemen. I'm gonna go into my comments. And my first comment is [2:48:55, 2:49:13]: I I would hope that you're all rooting for our hometown Hawks to beat the Bucks tonight in game four. The game has already started, but unfortunately we're here. So hopefully you taped it and you get a chance to uh listen to the first half'cause we'll probably be around for at least to do what this meeting for at least in the first half here anyway. [2:49:13, 2:49:17]: So wish the Hawks well. We need to get we need to get an NBA championship here, right? [2:49:17, 2:49:18]: Absolutely. [2:49:19, 2:49:37]: And happy Fourth of July to everybody. It's right around the corner. And hopefully you'll have a good time to enjoy with your family and friends and be safe and careful in the whole process. And gentlemen, I'm sorry. I I forgot our last meeting to wish you a happy belated Father's Day now. And hopefully your family and loved ones and uh treated you well during your special day a couple of weeks ago. [2:49:38, 2:49:49]: On that note, in reference to the public health department and a public health issue, we're still in a pandemic, folks, but it's getting better. And I would hope that after the this Fourth of July holiday, the numbers continue to go down. [2:49:49, 2:50:09]: in this aspect and we have not had any deaths in Henry County from COVID 19 in two weeks. Uh so it's it's a good thing. It's a great thing, matter of fact. I also want you to know that it's no longer uh the testing for COVID nineteen is no longer going on at Heritage Senior Center. If you want to be tested for COVID nineteen you have to go to the Red Hawk [2:50:09, 2:50:10]: [10210.0, 10230.0]: Field, which is a 143 Henry Parkway. The Red Hawk Field is right next to the public health department in Madonna or across the street from the Henry County Commissioner's uh government building, commissioner government building there. And to do that, to make an appointment, you would have to uh call the actual um uh public health department. [2:50:30, 2:50:46]: and uh set of appointment. And that would be 800-847-4262. Once again, 800-847-4262. And the testing for that would be on Tuesdays and Thursdays only at Red Hawk Field, 9 a.m. to 3 p.m. [2:50:47, 2:50:55]: Tuesdays and Thursdays only, 9 a.m. to 3 p.m. at Red Hawk Field. And on all actuality, you can actually call the public health department. [2:50:55, 2:50:57]: of Georgia [2:50:57, 2:50:59]: And actually uh schedule a uh [2:51:00, 2:51:02]: Vaccination through them as well. [2:51:02, 2:51:07]: And that would be eight hundred, uh excuse me a second. One second. [2:51:10, 2:51:30]: That is 800 uh 888-457-0186. Once again, for a Georgia Public Health Department to schedule an appointment for an actual vaccination is 888-457-0186. And those lines are open from Monday to Friday. [2:51:30, 2:51:41]: a.m. to 8 p.m. or Saturday and Sunday, 8 a.m. to 5 PM. And they would tell you where where the local nearest local per uh place would be to get a a vaccination shot. [2:51:41, 2:52:01]: And of course, they're going to ask you several different things, demographic demographics, uh details on race, ethnicity, and gender and age, medical history, whether or not uh you have uh had a current or past ailments and allergies, and whether or not you had any past infections, testing, and further other vaccinations, and then of course contact information. [2:52:01, 2:52:21]: information this aspect. So we still need to defeat this particular virus. And the District 4 Public Health Department can also help you or individuals with any nonprofit organizations or churches to get into hard to reach communities or underserved type of communities. And they'll [2:52:21, 2:52:41]: Coordinate that with the core, and that's a non-profit. Uh Sean Penn is working with, and that can be coordinated through the district uh for health department andor our Henry County Health Department, and uh, and that'll probably include the uh the uh the actual um emergency management folks at the county to help assist with that as well. Uh on that note. [2:52:41, 2:52:53]: Let me read some uh excuse me some other announcements here. We're scheduled to have a virtual town hall meeting on the Quiet Zone and Railroad Crossing. This is Thursday, July 1st, 6 p.m. by way of Zoom.
