[0:19:02, 0:19:21]: We had a discussion regarding T Splots, transportation special purpose local option sales tax. And we discussed the project list as it existed. We also discussed the Henry County list and proportionments. [0:19:22, 0:19:25]: Uh, as relayed at a previous Henry County. [0:19:25, 0:19:29]: a meeting Henry County is going to meet uh tomorrow as well. [0:19:29, 0:19:33]: And consider an overall list and also as I understand it consider [0:19:34, 0:19:39]: uh an intergovernmental agreement in IGA as it relates to T Splash, which is common. [0:19:39, 0:19:42]: uh for county and cities as they work through [0:19:42, 0:19:44]: uh these matters. [0:19:44, 0:19:46]: And so this evening [0:19:46, 0:19:55]: I will uh recap a couple of things from the last meeting and then uh provide you with uh some proposals for your consideration. [0:19:55, 0:20:01]: as it relates to the uh transportation special purpose local option sales tax. [0:20:01, 0:20:04]: And I will share my screen here. [0:20:22, 0:20:23]: All right, hopefully [0:20:23, 0:20:26]: Hopefully everyone can see that okay. We can see it, sir. [0:20:26, 0:20:35]: All right. There you go. We'll go we'll go through this. Uh as always, uh we begin with the mission the vision statement and mission statements which are integral to [0:20:36, 0:20:41]: Uh, decision making processes uh here for the city of Stockbridge to be the most progressive business. [0:20:42, 0:20:43]: And family oriented. [0:20:44, 0:20:50]: Community in Metro Atlanta with a focus on enhanced quality of life initiatives, which promotes a sustainable live, work, play environment. [0:20:51, 0:20:55]: And as you'll see as we go through the uh proposed T Splash list. [0:20:56, 0:21:00]: That uh many, if not all, of these projects attempt to meet that vision statement. [0:21:01, 0:21:07]: Obviously um the transportation splosed, uh five years blossomed expected to generate. [0:21:08, 0:21:11]: Right at two hundred and forty five milyen dollars. [0:21:11, 0:21:15]: Uh the county has had some previous the discussion about city contribution. [0:21:16, 0:21:18]: Uncertain projects in the city of Stockbridge. [0:21:19, 0:21:20]: Share [0:21:21, 0:21:23]: Із три мільян, пропозит три мільян. [0:21:23, 0:21:25]: Five hundred and forty two thousand. [0:21:26, 0:21:28]: Six hundred and twenty five. [0:21:28, 0:21:29]: Downwards. [0:21:30, 0:21:32]: Uh, that represents the largest city share. [0:21:33, 0:21:36]: Um just over thirty point five million dollars. [0:21:38, 0:21:44]: A couple of the uh joint projects that had been uh provided by the county that the county was looking [0:21:45, 0:21:53]: To seek some support from the City of Stockbridge, Rock Quarry Road widening from Hudson Bridge to Hospital Drive, Estate Route 138. [0:21:53, 0:21:56]: Consisting of uh just under two and a half miles. [0:21:57, 0:22:00]: Total project twenty six point six miljon dollars. [0:22:01, 0:22:03]: And on that proportional share there. [0:22:04, 0:22:05]: Obviously we discussed [0:22:06, 0:22:11]: uh the lane mileage and the uh fairly large proportional share as it relates to stock bridges overall. [0:22:12, 0:22:13]: Allocation. [0:22:13, 0:22:19]: Um and what you'll hear in the the proposed project list is proposing [0:22:19, 0:22:22]: City funding at four miljon dollars. [0:22:24, 0:22:40]: The next project was Hudson Bridge Road, Eagles Landing Parkway resurfacing from Willis Drive to State Route 442, and that's a resurfacing project. The Stockbridge share in terms of lane miles,$489,982. [0:22:41, 0:22:43]: That will be proposed at that funding. [0:22:43, 0:22:44]: Um [0:22:45, 0:22:45]: Threshold. [0:22:46, 0:22:47]: A four hundred and eighty nine. [0:22:48, 0:22:49]: dollars and [0:22:49, 0:22:52]: Four hundred and eighty nine thousand nine hundred and eighty two. [0:22:53, 0:22:54]: Dollars. [0:22:56, 0:23:04]: Here's a um just a schematic map generally of our bicycle pedestrian and trail plan with a number of projects on there. [0:23:04, 0:23:07]: Obviously, one of the important features of any um [0:23:08, 0:23:13]: City is to provide connectivity to its parks, its civic spaces, obviously with the amphitheater moving forward. [0:23:14, 0:23:17]: That's something that we strongly want to uh consider. [0:23:17, 0:23:20]: Um here in the city of Stockbridge. [0:23:24, 0:23:29]: This is the project list that you've seen previously. [0:23:30, 0:23:32]: Um and you saw in the last meeting. [0:23:33, 0:23:40]: At 4.5 million Wilson Avenue, Nolan Childs, Wilson Street, Walker Street, Welch, Jennings Way, 2nd, First, High, Church Street, and Caroline Lane. [0:23:41, 0:23:42]: In terms of [0:23:43, 0:23:45]: Urban gutter sidewalks and widening. [0:23:45, 0:23:52]: Davison Parkway at 3.6 million, resurfacing and sidewalks, Old Atlanta Road, resurfacing in sidewalks at 2.5. [0:23:53, 0:23:55]: Tie street sidewalks at two point two. [0:23:56, 0:24:00]: Davis Road Kerb and Gutter sidewalks at four point three five. [0:24:00, 0:24:03]: And then Reeves Creek Trail Extension at 2.8. [0:24:03, 0:24:07]: breast creek at one point or excuse me two point four million [0:24:07, 0:24:10]: MLK C M L K Senior Heritage Trail. [0:24:11, 0:24:16]: Um a couple of projects there, four hundred and twenty-five thousand, three hundred and fifty-five thousand. [0:24:16, 0:24:17]: And then continuation. [0:24:18, 0:24:22]: at six hundred and twenty five thousand. Trailhead location, five hundred thousand. [0:24:23, 0:24:26]: Country Club Drive, traffic and safety improvements at one million. [0:24:27, 0:24:27]: Berk Street. [0:24:28, 0:24:34]: Sidewalks, pedestrian improvements, Love Street sidewalks, pedestrian improvements, five hundred thousand each, and then Walt Stevens Road Trail. [0:24:35, 0:24:37]: One point seven five miles at three. [0:24:37, 0:24:39]: million dollars for a total. [0:24:39, 0:24:42]: twenty nine milyen two hundred and fifty five thousand dollars. [0:24:43, 0:24:51]: Now, based on last um week's discussion uh with the council, uh it seemed to be a strong consideration uh for [0:24:52, 0:24:59]: Uh working on some joint projects. And therefore, taking a look at the total allocation of thirty point five million dollars, it was necessary. [0:25:00, 0:25:02]: А то make some adjustments. [0:25:02, 0:25:04]: With respect to [0:25:04, 0:25:06]: this uh project list. [0:25:06, 0:25:08]: And I want to I want to emphasize [0:25:09, 0:25:13]: Make some adjustments in terms of the T-SPLOST numbers. [0:25:14, 0:25:18]: But not make adjustments in terms of the project totality. [0:25:19, 0:25:21]: That's needed to complete. [0:25:21, 0:25:23]: The projects. [0:25:23, 0:25:27]: And so with that, um, through um [0:25:30, 0:25:31]: Let's see here. [0:25:37, 0:25:40]: Oh, wait a minute here. Excuse me just a moment. Something [0:25:40, 0:25:41]: Got held up here. [0:25:49, 0:25:49]: Yeah. [0:25:52, 0:25:54]: Well, let's try this. [0:25:58, 0:26:03]: All right, excuse me just a moment. Something got hung up there. Let's do this. [0:26:05, 0:26:07]: All right, there we go. Everybody can see that okay. [0:26:08, 0:26:09]: Right. It's good. All right. [0:26:09, 0:26:16]: Okay, this is a proposed new list, and I want to emphasize the items in red, those items. [0:26:17, 0:26:32]: in red uh have been reduced based on consideration of um the projects themselves, in particular Davison Parkway and Old Atlanta Road, with respect to what it the expectations are for resurfacing and sidewalks. [0:26:33, 0:26:36]: Um for those particular projects we think we can [0:26:36, 0:26:40]: uh make those projects work with those allocations. [0:26:40, 0:26:42]: As well as Davis Road on Curb and Gutter. [0:26:43, 0:26:44]: And then the first one. [0:26:45, 0:26:48]: Wilson Avenue, Nolan Street, Child Street, Wilson, and so forth. [0:26:49, 0:26:51]: We want to make that clear along with Davis Rowe. [0:26:52, 0:26:54]: Those have been reduced. [0:26:55, 0:27:01]: Um from four point five uh to two point five and I believe three point eight to two point five on Davis. [0:27:01, 0:27:10]: However, because those projects involve a curb and gutter and some stormwater improvements to improve drainage in those situations. [0:27:11, 0:27:13]: We want to propose using the balance of that. [0:27:14, 0:27:19]: Um of the American Rescue Plan funds. As you know, those funds have been allocated [0:27:20, 0:27:21]: by the federal government. [0:27:21, 0:27:32]: And they can be used for sewer water, stormwater infrastructure. And so in order to support those projects in totality as they were proposed previously. [0:27:33, 0:27:37]: We'd be asking council to use the the or to supplement the balance of that. [0:27:38, 0:27:44]: With um those um American rescue plan funds or those projects can be [0:27:44, 0:27:45]: Completed. [0:27:45, 0:27:49]: In totality as they were estimated and proposed previously. [0:27:50, 0:27:53]: The rest of the projects as you can see there. [0:27:54, 0:27:59]: um remain the same in terms of the previous allocation from the previous meeting. [0:28:00, 0:28:02]: So just wanted to make that clear. [0:28:02, 0:28:04]: On the um first item. [0:28:05, 0:28:07]: Wilson Avenue, Nolan Street, the number of streets there. [0:28:08, 0:28:09]: Two point five. [0:28:10, 0:28:12]: There was a reduction from the last time. [0:28:13, 0:28:13]: But [0:28:14, 0:28:20]: asking or or recommending certainly that the ARP funds be used to help support that project in its totality. [0:28:21, 0:28:26]: for those stormwater curb and gutter items as well as the Davis Road. [0:28:27, 0:28:30]: project. And again, the rest of the items remain [0:28:30, 0:28:33]: The same as previous for a total of [0:28:34, 0:28:36]: Twenty two million three hundred and five. [0:28:36, 0:28:37]: thousand dollars. [0:28:38, 0:28:41]: Okay, remember of course the total allocation is thirty point five. [0:28:41, 0:28:42]: Which is expected. [0:28:45, 0:28:49]: All right, here are the transportation splots, the joint and new projects. [0:28:50, 0:28:55]: Proposed Rock Quarry Road widening at four million dollars, Rock Quarry Road extension. [0:28:55, 0:28:57]: At two million dollars. [0:28:57, 0:29:03]: Downtown pedestrian bridge, which has been a part of the Renaissance Strategic Visiting Plan, RSVP. [0:29:04, 0:29:06]: At eight hundred thousand dollars. [0:29:06, 0:29:13]: Campground Road Sidewalks, that's a relatively new road. It does not have sidewalks there, five hundred thousand. [0:29:13, 0:29:19]: Peach Drive sidewalks at 300,000. And then as I mentioned previously, the Hudson Bridge. [0:29:19, 0:29:21]: Um Eagles Landing Parkway resurfaced. [0:29:22, 0:29:26]: At four hundred and eighty nine thousand nine hundred and eighty two dollars, which would be [0:29:27, 0:29:29]: the equivalent city of Stockbury share. [0:29:34, 0:29:36]: All right, so the total project funding. [0:29:36, 0:29:40]: Which is twenty two thousand three hundred and five thousand dollars. Those were the base projects. [0:29:41, 0:29:43]: The revised list of base projects [0:29:44, 0:29:51]: And then the total joint new pro joint um projects and new project allocations would total eight million [0:29:51, 0:29:55]: Eighty nine thousand nine hundred and eighty two dollars for a grand total. [0:29:56, 0:29:58]: Of thirty milyen. [0:29:58, 0:30:00]: Three hundred and ninety four thousand [0:30:00, 0:30:02]: Nine hundred and eighty two dollars. [0:30:03, 0:30:07]: And of course, remember the expected stock bridge allocation is thirty thousand. [0:30:07, 0:30:10]: Five hundred forty two dollars. [0:30:11, 0:30:13]: thirty thousand five hundred and forty two thousand dollars. [0:30:15, 0:30:16]: One more time. [0:30:17, 0:30:18]: Thirty million. [0:30:18, 0:30:20]: Five hundred and forty two thousand. [0:30:20, 0:30:22]: Six hundred and twenty five dollars. [0:30:23, 0:30:23]: Okay. [0:30:24, 0:30:24]: All right. [0:30:26, 0:30:31]: I will hold there for questions. I do want to go back one more time if I can, Mayor. [0:30:31, 0:30:32]: Sure, go ahead, sir. [0:30:32, 0:30:36]: to the proposed project list um as you see before [0:30:36, 0:30:38]: Everything um that's listed. [0:30:39, 0:30:40]: Um [0:30:42, 0:30:47]: The everything that you see as listed um in in the black. [0:30:47, 0:30:48]: But [0:30:49, 0:30:51]: Is that's what was pr previously proposed. [0:30:51, 0:30:55]: Um the items listed in red uh were reduced. [0:30:56, 0:31:02]: The two items related, number one item Wilson Avenue that starts with Williston, Dolan, and Giles, as well as Davis Road. [0:31:03, 0:31:06]: Again, we're proposing those reductions on the T splas list. [0:31:07, 0:31:10]: But asking that those be supplemented with the American rescue plan funds. [0:31:10, 0:31:13]: To provide the totality of those projects as previously. [0:31:14, 0:31:14]: Listed. [0:31:16, 0:31:34]: I'll be glad to answer any questions, uh, receive any comments, of course. Um there. Yeah, yeah. First of all, I'd like to say that I appreciate the briefing and I think the allocation of using American Rescue Plan dollars is a great concept. I didn't add it up. I'm assuming that equals close to nine million dollars when you add up all those red numbers there, sir. [0:31:35, 0:31:38]: No sir, no sir. Those added up those [0:31:39, 0:31:44]: The the red numbers, let me go back here. I'll share again. I want to make I'll make sure that's clear. [0:31:47, 0:31:59]: Um what I understand we're supposed to get nine million. I was just kind of wondering whether or not that was in total nine million that we're utilized here would be something else as a shortfall on that list. Right. Let me I'm sorry. [0:31:59, 0:32:01]: No, I just wanted to see what the total was'cause I didn't add it up. [0:32:02, 0:32:02]: Oh, okay. [0:32:12, 0:32:18]: The total there, um, and I don't I don't know if we should look at it that way. [0:32:18, 0:32:18]: Okay. [0:32:19, 0:32:20]: The [0:32:20, 0:32:26]: Total that we'll be receiving from American Rescue Plan Fund will be in the likely range of nine to ten million dollars. [0:32:26, 0:32:27]: Right. [0:32:27, 0:32:28]: In totality. [0:32:29, 0:32:33]: What I am mentioning is, for instance, if you look at the previous list. [0:32:33, 0:32:38]: The top item, Wilson Avenue, Nolan, Childs at 4.5 million dollars. Okay. [0:32:38, 0:32:47]: That's been reduced on this list for$2.5 billion. Okay. What I'm recommending and suggesting is that the ARP funds. [0:32:47, 0:32:51]: Ту мільйон долар бизтомент. [0:32:51, 0:32:52]: That total project. [0:32:53, 0:32:54]: Okay. [0:32:54, 0:32:57]: As well as the same thing with the Davis Road. [0:32:57, 0:32:58]: project itself. [0:33:00, 0:33:04]: And so although they've been reduced on the T Sploss list, the total project. [0:33:05, 0:33:06]: Estimated cost. [0:33:07, 0:33:13]: along with the balance a using ARP funds would maintain the total project estimation as you've seen before. [0:33:15, 0:33:35]: So otherwise, even though we we can use the American Rescue Plan dollars for these this projects, you know what the allocation that the city gets, roughly nine, maybe maybe close to 10 million, there'll still be some left over for some other projects. Yes, others, other sewer water, stormwater projects. That is correct. Yes. All right, thank you. I saw Mr. Blount's hand up first. Go ahead, please. [0:33:35, 0:33:35]: Please. [0:33:40, 0:33:57]: Mr. Blount, there you go. Can you hear me? Yeah, go ahead, please. Thank you, Mayor. Uh Mr. Knighton, on these when you when you look at these streets uh on the list, how does these streets differ from the LMAG list that 20? [0:33:57, 0:34:15]: 20 and 21 and that shows the 20, show the 20, 21, and showing the 22 uh list for the roads that are gonna be um that that are gonna be paid for to be redone. How does how does this get picked that differs from that? First of all, the first question. [0:34:16, 0:34:23]: The the um L Meg list is done every year as you know, and it's done through a rating system to determine which roads. [0:34:24, 0:34:41]: um should be pulled forward to be a part of that particular year's list. So that's done on a rating system, essentially on a rotating basis. Each year there are gonna be a set number of roads that are going to be a part of that. And that's again based on the rating system for that particular list. Can you explain the rating system, please? [0:34:42, 0:34:46]: Sure, sure. We have a consultant that takes a look at each particular road. [0:34:47, 0:34:53]: Um and looks at the essentially they they observe the roads, they go out and look at the wear and tear of the roads, a's of the roads, etcetera. [0:34:54, 0:34:59]: To determine which roads would be on the list based on the number of lane miles that we provide per year. [0:34:59, 0:35:03]: And I would ask Mr. Aaron if there's something else beyond that or that you can add, please feel free to do so. [0:35:07, 0:35:14]: Yes, sir. Um in two thousand and nineteen we had our engineers come in and do a survey of all the roads within the city. [0:35:14, 0:35:25]: And they rated those roles based on the base of the road, whether there was cracking in the road, whether there was any other defects with the ropes, and those rolls were graded. [0:35:26, 0:35:32]: And we're using that list to generate a a resurfacing list. Each role received a score. [0:35:32, 0:35:38]: And based on the score, that prioritizes the role for the ALMEG, and that's how we generate the list. [0:35:39, 0:35:42]: Okay, then the second question would be [0:35:42, 0:35:51]: Because you all do an examination of the roads and it's not about aesthetics, it's about the condition, actually condition of the road. Is that correct, Mr. Aaron? [0:35:51, 0:35:52]: Yes, sir. [0:35:53, 0:35:56]: And so when we look at this list, this T-SPLOST list. [0:35:57, 0:36:03]: How did it come about as far as the condition of the world versus just the aesthetics of the road? [0:36:04, 0:36:10]: Is the conditions of the road on this T spots list greater than other roads that have been looked at? [0:36:13, 0:36:17]: I think these roles on the T S PLOS list were generated. [0:36:17, 0:36:32]: by their ability to improve transportation within the city. And also major roads like Eagles Landing Parkway and Hudson Bridge Parkway, if park Hudson Bridge Drive, if the city some of those projects tried to do on their own. [0:36:32, 0:36:38]: the cost would be astronomical and it would exceed the annual budget we have for the ALME. [0:36:38, 0:36:44]: So these were more transportation improvements where the ALMEG is more of functional. [0:36:46, 0:36:51]: Yeah, but the re and the reason I'm asking that is because I'm seeing a lot of roads. [0:36:52, 0:37:00]: that are in communities, but are those roles in as bad as conditions as in the other communities? I'm looking at the Nolan, I'm looking at the [0:37:00, 0:37:05]: the Tide Street, I'm looking at Child's. I'm looking, I'm I'm just saying I'm looking at a lot of roles in a certain area. [0:37:06, 0:37:10]: And I'm wondering because of how we determine what roles need to be [0:37:10, 0:37:11]: Um [0:37:12, 0:37:13]: Ne needs attention to them. [0:37:14, 0:37:29]: How do we come about this list? And this list has nothing to do with transportation. I think child still is is a dead end street anyway or something like that. So that has nothing to do with transportation. I'm looking at how did this list come about versus the other roads and other communities? [0:37:30, 0:37:50]: That need that are these roads in worst condition, or are they on the top of the list as conditioned roads that we have in other communities? We have two really big communities and we have other communities with roads. And I know that we're not dealing with a status, we're dealing with conditions. Are the conditions of these roads? [0:37:50, 0:37:51]: on the top of the list. [0:37:52, 0:37:55]: That would supersede the conditions of other roads and other communities. [0:37:56, 0:38:02]: Let me let me answer it this way. The what you're looking at here, a couple of these projects, and many of the projects actually. [0:38:03, 0:38:06]: are related to connectivity and sidewalks. [0:38:06, 0:38:10]: One of things and the great things that we do have in s in Stockbridge is [0:38:10, 0:38:15]: All of the civic projects that have been built and are being built, including the amphitheater. [0:38:16, 0:38:17]: Including um [0:38:18, 0:38:20]: The Merrill Mandos Conference Center, Clark Park. [0:38:20, 0:38:24]: including the tag office and and and the library. [0:38:24, 0:38:26]: Gardener Park, Memorial Park. [0:38:27, 0:38:35]: And you've got all of these different civic projects and spaces in a relatively tight space of about probably about a mile and a half or so. [0:38:35, 0:38:37]: By walking, you could probably get to all of those. [0:38:38, 0:38:41]: And one of the things that's important, um [0:38:41, 0:38:44]: Well, for any city, and I think for Stockbridge. [0:38:44, 0:38:49]: Which um propelled some of these projects to be proposed. [0:38:49, 0:38:51]: Із то комплит коннекtivity. [0:38:51, 0:38:56]: throughout the city. Um some of the areas there that are mentioned do not have sidewalks. [0:38:56, 0:38:58]: Some have uh somewhat uh [0:38:58, 0:39:08]: um narrow streets and in order to facilitate facilitate pedestrian traffic and connectivity accord again according to those spaces. [0:39:08, 0:39:10]: These projects were proposed. [0:39:11, 0:39:18]: Um, and so the sidewalk projects that you see uh mainly are to provide that level of connectivity to existing. [0:39:19, 0:39:24]: um residential areas and also to again our civic spaces. [0:39:25, 0:39:30]: Uh Mr. Knighton, but you didn't answer the question. I'm not talking about specifically sidewalks. [0:39:31, 0:39:33]: We got we got we have some resurfacing going on. [0:39:34, 0:39:37]: And that deals with conditions, not aesthetics. [0:39:37, 0:39:52]: And so I'm asking about the resurfacing of those streets. Or to resurface these streets, are they in worse condition than other streets in the community since we've done an evaluation of all the streets in the city of Stockbridge? That's my question. [0:39:52, 0:39:55]: So we're talking about Davidson Parkway in Old Atlanta Road. [0:39:56, 0:40:00]: Well must Mr. Knight, look at the list. There's more on there than Davis and Parkway. [0:40:01, 0:40:07]: We're we're we're talking about many streets back through the Tide Street area now and and I'm fine with whatever streets need to be done. [0:40:08, 0:40:10]: But I'm asking the question is. [0:40:11, 0:40:31]: And if you can't answer, Mr. Knight and Mr. Aaron answered, because I need to know if those streets that are going to on that list to be resurfaced, or these streets that are just brought up, or these streets that are being resurfaced on top of the on the top of the list since we've done the evaluation, or streets that need to be resurfaced first, if it was on the L May. [0:40:31, 0:40:32]: Begless. [0:40:32, 0:40:33]: Well [0:40:34, 0:40:54]: One of the things is in the Tah Street, Nolan Street area, that's a combination project. One of the issues, main issues we have in that area is flooding during rain, during periods of rain. So this is a combination of stormwater and resurfacing project. When you go in and make the stormwater repairs, you're going to have to resurface the road because you're going to be cutting. [0:40:53, 0:40:55]: Cutting the road and you're gonna be damaging [0:40:55, 0:41:13]: the uh pavement. So the majority of that was to do a a stormwater project to alleviate those telephone calls and concerns from residents in the area about yards flooding, roads flooding and things of that nature. That's why those roads are being resurfaced and you're adding curb and gutter to [0:41:13, 0:41:23]: mainly deal with the stormwater issues in that neighborhood and resurfacing is just a byproduct of it because you're gonna damage some of the roads during the installation of the stormwater infrastructure. [0:41:23, 0:41:24]: Okay. [0:41:25, 0:41:27]: Okay, uh Councilman Thomas, go ahead, please. [0:41:28, 0:41:29]: Uh thank you, Mayor. [0:41:30, 0:41:31]: Uh [0:41:31, 0:41:34]: Mr. Knight and Mr. Aaron, you sort of answered the question. [0:41:35, 0:41:36]: Um [0:41:36, 0:41:38]: You know, just now. [0:41:38, 0:41:42]: Uh, Mr. Night, as you know, you and I had a conversation earlier today. [0:41:43, 0:41:43]: Um [0:41:44, 0:41:49]: But I want to go back and reemphasize to the citizen that may be watching. [0:41:49, 0:41:52]: Uh no is it's a great concern and Mr. Aaron. [0:41:53, 0:41:56]: I appreciate you just mentioned that because I know you and I [0:41:56, 0:42:00]: Have visited a number of um home owners. [0:42:00, 0:42:04]: And and those were the issues. And now we had talked about [0:42:05, 0:42:05]: Um [0:42:06, 0:42:09]: gutters, you know, curbing gutters before. [0:42:09, 0:42:13]: But Mr. Knight, going back to the original um [0:42:13, 0:42:17]: list T sparks list and I know we just talked about [0:42:17, 0:42:27]: I'm looking at my notes here, a reduction uh from the original list, uh, especially in the Tide Street area. [0:42:27, 0:42:30]: And two point five milyen reduction. [0:42:30, 0:42:32]: specifically for curb and gutters. [0:42:33, 0:42:37]: And so I want you just to reemphasize to the citizen that may be watching. [0:42:38, 0:42:41]: that uh that two point five milyen [0:42:42, 0:42:45]: Well eventually come back from the [0:42:46, 0:42:47]: ARPA funds. [0:42:48, 0:42:55]: to supplement the uh original list. Uh is that a uh true assessment or can you explain that a little bit more? [0:42:55, 0:43:02]: Yes, and I think, you know, and Mr. Aaron mentioned the combination project, if you will, there's going to be several components to [0:43:03, 0:43:05]: Projects in that particular area. [0:43:05, 0:43:16]: And the the funds that can be used from ARP, which is stormwater, curb curb and gutter, and those items as a part of the overall projects is what we want to use to supplement. [0:43:17, 0:43:20]: The overall project from the ARP funds. [0:43:21, 0:43:24]: And and and just to make sure everyone understands [0:43:25, 0:43:35]: I know the question was asked um the purpose of those funds. And I think you just alluded to, and I think Mr. Mr. Aaron also is that um the purpose. [0:43:36, 0:43:38]: And these projects. [0:43:38, 0:43:39]: Uh they are compatible. [0:43:41, 0:43:42]: Correct. [0:43:42, 0:43:43]: Yes. [0:43:44, 0:43:45]: Okay. [0:43:46, 0:43:48]: So I I just wanted to make sure that [0:43:48, 0:43:50]: Um, everyone understood that [0:43:52, 0:43:52]: Yeah. [0:43:53, 0:43:56]: Even though it is a reduction of two point five [0:43:56, 0:43:58]: From the original list. [0:43:59, 0:44:05]: But then it's going to be supplemented um from the um ARPA funds. [0:44:05, 0:44:08]: To make the project compole again, if you will. [0:44:10, 0:44:11]: Yeah. [0:44:12, 0:44:13]: I thank you, sir. [0:44:13, 0:44:14]: Thank you, Mayor. [0:44:14, 0:44:16]: Airport Tam, go ahead, please. [0:44:16, 0:44:24]: Yeah, thank you so much. And I just want to reiterate some of the conversations that I've had with uh Councilman Thomas and the citizens. [0:44:25, 0:44:26]: Uh in that particular area. [0:44:27, 0:44:31]: Uh I didn't just go out today and decide and look, just look at this list. [0:44:32, 0:44:33]: Over the Paris. [0:44:33, 0:44:35]: Five years of my service. [0:44:36, 0:44:39]: I ventured out into every corner of the city. [0:44:40, 0:44:41]: And I will never forget. [0:44:42, 0:44:43]: Uh [0:44:43, 0:44:45]: Four and a half years ago when I ventured [0:44:46, 0:44:49]: Down second стрі, and I talked to several of those residents. [0:44:50, 0:44:51]: Including Councilman Thomas. [0:44:52, 0:44:54]: Uh, it multiple times since that point. [0:44:54, 0:44:57]: And literally their yards were washed away. [0:44:58, 0:44:59]: Because of the storm water. [0:44:59, 0:45:00]: running down. [0:45:01, 0:45:02]: Uh the heel. [0:45:02, 0:45:04]: And in areas like that. [0:45:04, 0:45:09]: And and I certainly support and I understand in talking to those residents. [0:45:09, 0:45:15]: They feel like the they've been overlooked in the past many times. And they told me that face to face. [0:45:16, 0:45:20]: We see that money is going into other areas of the city. [0:45:21, 0:45:22]: And we want to make sure that [0:45:22, 0:45:25]: That we're represented and that we're we're held down. [0:45:26, 0:45:29]: Just like every other decision, where we're fluent or not, we want to be [0:45:30, 0:45:30]: Hell down. [0:45:31, 0:45:33]: And I took that to heart because it really is true. [0:45:34, 0:45:37]: And and I support in in talking with Mr. Knighton about [0:45:38, 0:45:40]: uh how to do these projects and the funding. [0:45:41, 0:45:44]: The one thing about that those residents can rest assured is [0:45:44, 0:45:52]: T S Plus, I pray to God that it passed. I do, because we certainly need it with a billion dollar gap. [0:45:52, 0:45:53]: Uh in the sea. [0:45:53, 0:45:58]: But one thing about it is the American rescue funds are coming. We know that they are coming. [0:45:59, 0:46:00]: So the two мільяндор. [0:46:01, 0:46:04]: uh that uh is counted on of the four point five [0:46:04, 0:46:17]: you know that that money is already here. It's assured to be there whether the T splot passed or not. So those residents in an underserved community that have traditionally been overlooked through the history of the city. [0:46:17, 0:46:20]: They finally they're they're getting their just due. [0:46:21, 0:46:23]: Because I can't imagine living there. [0:46:24, 0:46:39]: and having uh you know storm water, my yard flood every time it rains or in those types of situations. So it's incumbent upon us to make sure that every citizen uh in the city is represented and that this area get their just due. [0:46:39, 0:46:44]: And then uh the plan has always been very, very consistent. [0:46:44, 0:46:48]: If you look at this list of the city manager and the city staff. [0:46:48, 0:46:56]: They've done with uh the original list, especially. What they did was they picked, they looked at the city's master trail plan. [0:46:56, 0:47:11]: And what they did was they picked a lot of those segments out because the vision of this council beginning in 2016 to 2016 and passing in 2017 is that we wanted a master trail plan. We wanted an Atlanta Belt Line type trail system. [0:47:11, 0:47:14]: And you hear every single day. [0:47:14, 0:47:24]: with citizens uh driving through the or or walking through the community, literally risking their lives. I know over here uh in this particular area down campground when it was built [0:47:25, 0:47:28]: It was built without certain sidewalks, which was a shame. [0:47:28, 0:47:35]: Because when the road was closed, people were got accustomed to using it. They would literally run on that closed street. [0:47:36, 0:47:37]: But when it opened up. [0:47:37, 0:47:40]: They didn't stop running. They still run now. [0:47:41, 0:47:45]: And I wake up every day hoping and praying that nobody loses their life. [0:47:46, 0:47:48]: Because they're running in traffic. [0:47:48, 0:47:51]: And that's what people are literally doing here. [0:47:51, 0:47:58]: daily in in abundance. And I mean night, day, middle of the day, all day long, people are running along. [0:47:58, 0:48:00]: Uh the grassy [0:48:00, 0:48:04]: uh shoulders and along the the uh curving. [0:48:04, 0:48:09]: uh into traffic and against traffic to get exercise in because it's a health and wellness area. [0:48:10, 0:48:24]: So I certainly uh uh support this approach. And those projects, the citizens can rest assured that those are the priority projects. Why? Because whether T-Splot's passed or not, the money is gonna be there for those projects. [0:48:24, 0:48:28]: And please I beg of you citizens to understand and know. [0:48:28, 0:48:30]: We have a billion dollar. [0:48:30, 0:48:31]: I said I didn't say millions. [0:48:32, 0:48:34]: billion dollar need [0:48:35, 0:48:38]: For traffic improvement in this community. [0:48:38, 0:48:39]: Everybody I [0:48:40, 0:48:43]: You don't have to have a town hall for them to tell you to rock quarry road. [0:48:43, 0:48:45]: Needs to be one. [0:48:45, 0:48:50]: And the very best thing about Rock Quarry Road, it's not just in one area of the city. [0:48:51, 0:48:58]: It starts off in South Stock Bridge near Eagles Landing Parkway, goes all the way to North Stock Bridge and North Henry Boulevard. [0:48:58, 0:49:03]: So services pretty much all of the city and it certainly would help us. [0:49:04, 0:49:07]: Because the last thing that we want is for and and we know. [0:49:07, 0:49:11]: Is that an ambulance not to be able to make it to the hospital? [0:49:11, 0:49:12]: Shaving off a few seconds. [0:49:13, 0:49:15]: When you're dealing with an emergency [0:49:15, 0:49:20]: Seconds mean lives. And to have a four-lane road there. [0:49:20, 0:49:30]: is appropriate. Uh even uh before we got started with this particular uh endeavor putting the T spots, understand that bridge was built [0:49:30, 0:49:32]: Over the railroad track. [0:49:32, 0:49:34]: In anticipation. [0:49:34, 0:49:36]: The rock quarry road would be white. [0:49:37, 0:49:39]: I remember when I first moved here. [0:49:39, 0:49:42]: And you would head into the city of Stockbridge and you had to [0:49:42, 0:49:45]: Stop at the railroad tracks before the bridge was built. [0:49:46, 0:49:47]: You'll understand. [0:49:47, 0:49:52]: Those days are past. Now they pass the torch along to us to go ahead and make [0:49:53, 0:49:55]: The necessary improvements. [0:49:55, 0:49:56]: Uh to create the area. [0:49:56, 0:50:00]: You know, I know I'm long-winded because this is very powerful to me. [0:50:00, 0:50:03]: And you think about how many times I've driven down Walt Stevens Road. [0:50:04, 0:50:05]: And dream. [0:50:05, 0:50:10]: of having sidewalks on Walt Stevens Road along that corridor. [0:50:10, 0:50:22]: And it really it really just I just when I went out to the Lake Spivey Recreation Center over in Clayton County and to understand the citizens along Walt Stevens Road have waited long enough. [0:50:22, 0:50:23]: For some. [0:50:24, 0:50:26]: They would literally be able to take their sidewalks. [0:50:27, 0:50:30]: In corporate partnership with Henry County all the way to Lake Spivey. [0:50:30, 0:50:32]: And all the way to [0:50:32, 0:50:35]: uh the flipping road trail network. [0:50:35, 0:50:55]: Walt Stevens deserves that. That area is tremendous. And that area deserves that particular funding. And that's something that I hope hopefully all of us can agree upon. That it would be a great thing as we uh embark upon uh completing our master trail plan to take Reed's Creek Trail all the way down Flippin' to Washington. [0:50:55, 0:50:57]: Wall Stevens out to Clayton County. [0:50:57, 0:51:00]: And then on the other side to take that trail. [0:51:00, 0:51:03]: From Reece Creek on into downtown. [0:51:04, 0:51:05]: To the amphitheater. [0:51:05, 0:51:08]: And on up to Panola Mountain State Park. [0:51:09, 0:51:12]: This is amazing things that we will we will uh [0:51:12, 0:51:13]: be allowed to do. [0:51:14, 0:51:16]: When I hear citizens talk a lot of times about [0:51:16, 0:51:21]: other projects. We got a billion dollar gap and I will close by saying this. [0:51:21, 0:51:22]: G the [0:51:22, 0:51:25]: Wants you to have skin in the game. [0:51:25, 0:51:27]: They're looking at us. [0:51:27, 0:51:31]: And what they do is they share larger shares of funding [0:51:32, 0:51:33]: We communities. [0:51:33, 0:51:36]: that bring their own money to the table. [0:51:36, 0:51:45]: And that's what the purpose of the T-SPLOST is, is to bring your money to the table. So when you come to GDOT and you're empty-handed and you don't have any money, they're like, [0:51:46, 0:51:49]: You know, show me that you really want to get out of traffic. [0:51:49, 0:51:51]: I know that I hear. [0:51:51, 0:51:54]: Henry County say every day that they want to get out of traffic. [0:51:55, 0:51:58]: This is the opportunity to make that happen. [0:51:58, 0:52:15]: And I'm hoping everyone will look at this list in its entirety and understand it represents north, south, east, and west in the city. And everybody gets a little piece of the pie to improve the overall transportation for the city of Stockbridge. Thank you. [0:52:16, 0:52:21]: All right. Um I actually ladies and uh Councilwoman Barber, you have any comments that you have at this point? [0:52:23, 0:52:28]: I did, thank you. Uh Ms. Can you show that list again? [0:52:29, 0:52:30]: Um [0:52:30, 0:52:33]: Yes, yes. [0:52:33, 0:52:40]: I have a question about ARPA. I know that it can be used for road and infrastructure improvements. [0:52:41, 0:52:42]: Um [0:52:43, 0:52:44]: Forgive me. So [0:52:45, 0:52:45]: Yeah. [0:52:46, 0:52:55]: It can be used for the the wording that has been used is sewer, water, stormwater, broadband infrastructure. [0:53:00, 0:53:05]: So as it pertains to any road extensions, um [0:53:06, 0:53:08]: Or even the widening. [0:53:08, 0:53:09]: Mm-hmm. [0:53:09, 0:53:15]: I see the very first project is for curb and better in sidewalks and lightning. I know it's mostly [0:53:15, 0:53:17]: This is the Tastry community. [0:53:17, 0:53:18]: Um [0:53:19, 0:53:29]: Curious to know why Nolan Street, um, the extent that we talked about briefly isn't included on here. Would that fall under being [0:53:29, 0:53:31]: Reimbursed by ARPA as well. [0:53:33, 0:53:37]: Not specifically for a road, a pure road project, it would not. [0:53:38, 0:53:40]: not under the ARP funds. [0:53:41, 0:53:46]: If that was something that uh the council wanted to consider for pure T-SPLOST funds. [0:53:47, 0:53:51]: That can be done, but not sp specifically for um ARPA funds. [0:53:51, 0:53:52]: Okay. [0:53:53, 0:53:53]: Um [0:53:56, 0:54:01]: So it is not ARPA cannot be used for any pedestrian. [0:54:01, 0:54:02]: Improvements. [0:54:03, 0:54:06]: I'm looking at the Berk Street and Love Street. [0:54:06, 0:54:07]: Interact. [0:54:08, 0:54:09]: No those [0:54:10, 0:54:15]: No, they cannot be purely used for that. The the ARPA funds were intended [0:54:15, 0:54:23]: To be used for specific s infrastructure items such as again, water, sewer infrastructure, stormwater, broadband infrastructure. [0:54:24, 0:54:31]: And I think that largely was done because the infrastructure plan that's being proposed by the president at the current time. [0:54:32, 0:54:36]: А нет с матриculating through Congress in one way or another. [0:54:36, 0:54:41]: Із мофи то transportation and transit and pure. [0:54:41, 0:54:51]: uh traffic um facilitation projects. And so the expectation would be if those uh that bill or ultimately is passed in some form. [0:54:51, 0:54:54]: that pure transportation projects and transit [0:54:55, 0:54:57]: Uh in uh you know. [0:54:57, 0:55:01]: aviation, things of that nature would be a part of that package. [0:55:02, 0:55:03]: Okay. Thank you. [0:55:05, 0:55:06]: Uh, Miss Gantt, do you have any comments at all? [0:55:07, 0:55:07]: Yeah. [0:55:08, 0:55:12]: No. I think everyone's a pretty much asked everything in detail and [0:55:13, 0:55:13]: At length. [0:55:14, 0:55:15]: Lectures. [0:55:15, 0:55:15]: I'm good. [0:55:16, 0:55:30]: Okay, so on that note, it makes me think what Mr. Knighton presented, everybody's in sync with that. And that's what will be turned over to the county for them to on reference to the joint projects and the funding, the joint projects and the funding that we're going to assist them with. [0:55:30, 0:55:39]: And then provided that they're they're good with that, then I would imagine that there's be a time frame in which I will have to sign the intergovernmental agreement. [0:55:39, 0:55:50]: Um upon uh make sure that uh you know, once the council says yeah, we're good to go on that, ask my thoughts. Is that right, uh Mr. Knighton, or even if I need Quentin to answer respond on that at all. [0:55:50, 0:55:52]: Wanna make sure we're we're right here. [0:55:53, 0:55:57]: Right. I think the the main thing here was to uh have the council [0:55:57, 0:56:02]: To settle in on a approved project list, of course, Henry County will be meeting [0:56:02, 0:56:06]: uh tomorrow uh to consider their overall project list as well as [0:56:07, 0:56:08]: Your IGA. [0:56:08, 0:56:23]: Um can pass we can or the council can consider and passing the IGA after Henry County passes theirs. The intergovernmental agreement basically is fairly standard in in in many forms, and I think uh either Jeremy andor Quentin have have reviewed it in detail. [0:56:23, 0:56:25]: And basically spells out [0:56:25, 0:56:27]: uh everything that's listed there. [0:56:27, 0:56:36]: Um, you know, the appendix will change with our road project list, assuming the council will approve it uh tonight. So we can actually approve the IGA. [0:56:36, 0:56:44]: uh at a different date, um perhaps even on Monday at the the council meeting on Monday, the actual IGA itself, if that's [0:56:44, 0:56:45]: Your pleasure. [0:56:46, 0:56:52]: And just to follow up on that, Mayor, they just sent us an updated IGA of 532. [0:56:53, 0:56:55]: With some revisions and so we want to look at [0:56:55, 0:57:00]: We wanna get a chance to look at that and we'll circulate back to the council for you all's review. [0:57:01, 0:57:18]: Okay, wow. All right. So it makes me think then, based on what I've heard, that we can we can approve the the project list for us, the joint project list for the county for us individually as a city, and then look to uh the IGA itself on the twelfth of the next council meeting since you all just got a revised copy. [0:57:19, 0:57:21]: That's my assumption at this point. Is that correct? [0:57:21, 0:57:30]: Yes. That's correct. Yes, that's correct. And and the county would like to have that IGA certainly by the July twentieth is the I guess the drop did. [0:57:30, 0:57:31]: Uh deadline. [0:57:32, 0:57:35]: Um and uh we'll be looking forward to having that. [0:57:36, 0:57:36]: Um [0:57:37, 0:57:38]: Um [0:57:39, 0:57:52]: uh provided to you on Monday. I think as I'm getting some information here, I think that the revision was sent this afternoon because Locust Grove had some changes to their project list, just like we're having some changes to our project list from what was presented before. [0:57:52, 0:57:57]: um on the uh county's IGA and again the county will consider that as I understand it tomorrow. [0:57:57, 0:58:04]: Right. Um on and their IGA. And there may be some subtle things that may change. The the main things are in the IGA that I saw. [0:58:05, 0:58:08]: Was that number thirty thousand thirty million five hundred and forty two? [0:58:09, 0:58:13]: thousand six hundred and twenty five, which is the stock bridge allocation. [0:58:13, 0:58:25]: um and everything else. Um of course and with the with the um proposed joint projects, if the council is inclined to go ahead and approve this, I think that will um [0:58:25, 0:58:31]: uh support and buttress the notion that the city of Stockbridge [0:58:31, 0:58:40]: um is um seeking to work with the county and all of the cities overall in its transportation network and supporting those joint projects. [0:58:40, 0:58:54]: It stand by a second, please. I just thought about something and I don't know this I don't know if it's overwrinkle and everything or not, but the census data is going to come out here shortly. And my assumption is the city of Starbury's will still be the largest city in the county. [0:58:55, 0:59:00]: So for some strange reason, if that is not the case, I would imagine this number changes somewhat. [0:59:00, 0:59:01]: Is that is that my assumption? [0:59:02, 0:59:10]: I think this is a good number. I think it's a solid number. It's a is a it's a it's it's in the stock ridges. [0:59:10, 0:59:13]: Okay. [0:59:13, 0:59:23]: It bodes well for the city of Stockbridge. All right. No problem. I agree with you. I'm just Yeah, the because the the direct proceeds amount they have at least in this draft IDA IGA. [0:59:24, 0:59:26]: Not agreed to get twelve point seven five percent. [0:59:27, 0:59:31]: And McDonald would get eleven point four one and the other ones are right at three and a half percent. [0:59:32, 0:59:36]: Okay, well fantastic. I mean just have to think about it anyway, so be it. [0:59:36, 0:59:37]: Mayor Pro Tem, go ahead, please. [0:59:38, 0:59:44]: Yeah, I think pretty much we're we're in unison and uh what I'd like to do is to go ahead and make the motion. [0:59:44, 0:59:50]: uh to to approve this recommended T Splash transportation list. [0:59:50, 0:59:54]: uh as recommended by the city manager inclusive [0:59:55, 0:59:57]: Of the ARPA funds. [0:59:57, 1:00:03]: being designated for those particular projects to make those citizens rest assured that. [1:00:03, 1:00:21]: When we pass this T Splos, those ARPA funds will be uh designated to go to those projects along with uh the T Splos. So there's no trickery, there's nothing coming forward. We just want to make sure that it's the plan as the city manager has described it, the project list. [1:00:21, 1:00:24]: And the funding allocations are approved. [1:00:24, 1:00:26]: as stated, uh including ARPA. [1:00:27, 1:00:32]: I second Mayor. Okay. That was uh Mr. Thomas's second then. Okay. [1:00:33, 1:00:34]: Any further discussion? [1:00:35, 1:00:39]: Ms. Um, just for the record, are you calling Mr. Dynton the first [1:00:40, 1:00:45]: Project list option one and then the revised one including the opera plans option two. [1:00:46, 1:00:49]: And you uh uh Count Mayor Pro Tem Alexander are [1:00:50, 1:00:52]: Putting in your motion the option two. [1:00:53, 1:00:53]: Yes. [1:00:53, 1:00:56]: I'm putting in the total inclusive. [1:00:56, 1:01:16]: Whichever with all of the uh ones that uh included the new projects as well as uh the ARPA funding. So it would be the total, yes. As a revised list. This is revised list. The revised list including the joint projects and new projects as listed. And ARPA funding. Yes. And ARPA funding, correct. [1:01:16, 1:01:17]: Yes, got it. [1:01:18, 1:01:23]: Thank you. Mr. Thomas, uh second bat. Okay. Uh any further discussion? [1:01:24, 1:01:26]: Okay, all in favor, please indicate. [1:01:27, 1:01:32]: Nam's decision. There you go. Fantastic. Well, great stuff. Um [1:01:32, 1:01:44]: What else was next was executive session. I'm not sure if we still have a need to go into executive session at this point based on some correspondence that our attorney sent us uh jointly some time ago. [1:01:45, 1:01:57]: Yes, I'm basically going to send you a memo from Miss McFadden and with recommend with some recommendations and some research that she has done and then we can discuss that in the upcoming executive session. [1:01:57, 1:01:58]: On the twelfth. [1:02:00, 1:02:01]: Uh sir. [1:02:01, 1:02:02]: Yes, sir. Go ahead, please. [1:02:02, 1:02:05]: Look, uh I think this issue we [1:02:05, 1:02:13]: We had this meeting specifically to deal with these issues and the council uh does want to have an executive session tonight. [1:02:14, 1:02:20]: Well I need if that's the case, I need a motion. So I would like to make a motion to go on executive session for real estate. [1:02:21, 1:02:21]: Personnel. [1:02:22, 1:02:23]: and litigation. [1:02:24, 1:02:25]: Their second. [1:02:26, 1:02:27]: A second. [1:02:27, 1:02:27]: Okay. [1:02:28, 1:02:29]: Any further discussion? [1:02:30, 1:02:33]: And if not, all in favor of going to the second session, please. [1:02:34, 1:02:35]: Okay. [1:02:35, 1:02:37]: All poles. [1:02:38, 1:02:39]: Hi. [1:02:40, 1:02:52]: Okay, so I got three zero three two zero. So we're going to executive session. So on that note, then Ms. Holliday um attorneys, we will have to send us a separate link to go into executive session and have some discussion. [1:02:53, 1:02:55]: And I'm going to uh [1:02:56, 1:02:59]: have the our um PRO to uh cut off our [1:03:00, 1:03:05]: Facebook because we're going to second session. I'll see you on Zeke session probably within the next ten minutes, I would imagine. [1:03:05, 1:03:08]: Right. Thank you. See you soon. [1:04:11, 1:04:11]: One. [1:04:20, 1:04:21]: Okay. [1:04:24, 1:04:24]: Okay. [1:04:26, 1:04:32]: So this is see that this is uh work pretty fast there, Councilman Barber. Should work pretty fast. So we get a uh [1:04:35, 1:04:36]: You were back here. [1:04:38, 1:04:42]: We need a quorum. Yeah, and Bebel is that [1:04:43, 1:04:44]: A second here. [1:05:12, 1:05:14]: Councilwoman Barrow, you may have to leave. [1:05:43, 1:05:45]: There we go. [1:06:09, 1:06:15]: Well we just need uh well actually we just need uh Mayor Pro Tem to show up and then uh we can go forward. [1:06:22, 1:06:24]: I need to talk to Shane.
