Please always, Lord, in your name. Amen. Okay. [0:03:09, 0:03:20]: Pledge allegiance to the flag of the United States of America and to the Republic for which it stands, one nation, under God, indivisible, liberty and justice for all. [0:03:20, 0:03:21]: Madam Clerk, roll call, please. [0:03:25, 0:03:28]: Uh present. [0:03:29, 0:03:38]: Vice Chair Thomas. Present. Board Member Alexander. Present. Board Member Barber. Present. Appreciate that. Um board, I need a motion to approve the agenda, please. So is there a second? Mr. Barrett's second, all favor, please indicate. All right. [0:04:10, 0:04:13]: Mr Mr uh Thomas Second, all in favor please indicate. [0:04:15, 0:04:25]: All right, it's unanimous decision on that. Okay, we have a presentation um in reference to the downtown redevelopment project and uh since this is a real estate uh [0:04:28, 0:04:37]: I'm doing a presentation? Okay. All right then. Mr. Gardner, the presentation is gonna give us a presentation. Please do so, sir. Thank you. It's on you, sir. [0:05:03, 0:05:04]: All right. [0:05:05, 0:05:10]: Good afternoon. Afternoon, sir. Board members, Mr Chairman. [0:05:10, 0:05:13]: Um so tonight wanna discuss with you the [0:05:14, 0:05:16]: Uh downtown Stockbridge Town Center. [0:05:17, 0:05:18]: Um [0:05:18, 0:05:27]: Kind of show you talk to you guys a little bit about this at our retreat. Um started this process uh in earnest, I think back in [0:05:28, 0:05:35]: January, February of twenty twenty two, when I first got here, when we started initiating work around the tax allocation district. [0:05:36, 0:05:38]: Um recognizing that [0:05:38, 0:05:47]: Growth around the city of Stockbridge over the last thirty-five years have all occurred on the fringe while there's been no activity. [0:05:47, 0:05:49]: in the downtown area to expand. [0:05:50, 0:05:51]: Or to provide [0:05:52, 0:05:54]: new opportunities within the downtown. [0:05:55, 0:06:03]: Unlike our brethren sisters in the city of Stockbridge and the city of Locust Grove and the city of Hampton and specifically McDonough. [0:06:03, 0:06:05]: Where there is commercial and commerce. [0:06:06, 0:06:08]: being done in their downtown, there's none here. [0:06:09, 0:06:13]: So our growth over the last thirty plus years have been a donut. [0:06:14, 0:06:18]: All associated with what's happening on the fringes of the city. [0:06:18, 0:06:20]: To include along our interstate corridor. [0:06:21, 0:06:24]: Which is the reason why we have grown the way we have. [0:06:24, 0:06:26]: So with that [0:06:26, 0:06:30]: In bringing my wealth to background and downtown redevelopment. [0:06:30, 0:06:31]: And redevelopment here. [0:06:32, 0:06:35]: Wanted to focus on how do we revive this downtown? [0:06:36, 0:06:37]: А до вистопенної [0:06:38, 0:06:45]: In places like Swannee and Alfareta and Decatur and all these other cities outside the city of Stockbridge and outside Henry County. [0:06:46, 0:06:47]: How do we spend our money here? [0:06:48, 0:06:50]: Where we live and enjoy the opportunities here. [0:06:51, 0:06:51]: Right? [0:06:52, 0:06:53]: And so with that [0:06:53, 0:06:56]: Move forward with working with our group. [0:06:57, 0:07:05]: Kind of look at how do we repline this whole downtown and make it something that we typically see when we go on our retreats to visit other communities. [0:07:05, 0:07:07]: And what's happening in their downtown areas? [0:07:07, 0:07:08]: Right. [0:07:09, 0:07:11]: At our budget retreat I showed the council. [0:07:11, 0:07:13]: city of Al Ferrero. [0:07:13, 0:07:16]: Downtown, right across from the city hall, twenty nineteen, absolutely nothing. [0:07:17, 0:07:19]: Twenty twenty three, twenty twenty four. [0:07:20, 0:07:21]: Multi story mixed use development. [0:07:22, 0:07:23]: Sugar Hill. [0:07:23, 0:07:28]: Cross the street from there, sugar city hall, absolutely nothing. Twenty nineteen. [0:07:28, 0:07:33]: Twenty twenty four, multi use, mixed use development, multi-story mixed use development. [0:07:34, 0:07:35]: That's what's happening elsewhere. [0:07:36, 0:07:37]: Swarning. [0:07:38, 0:07:39]: Smyrna. [0:07:40, 0:07:40]: Woodstock. [0:07:42, 0:07:43]: Marieto. [0:07:44, 0:07:45]: That's what's happening elsewhere. [0:07:45, 0:07:46]: But it's not happening. [0:07:47, 0:07:48]: South of I twenty. [0:07:48, 0:07:50]: And I explained to your my view of that. [0:07:51, 0:07:53]: Right? Why that's happened. [0:07:54, 0:07:55]: Right. And so hopefully [0:07:56, 0:07:58]: I think as a Catholic project [0:07:59, 0:08:02]: The tide would s incentivise the opportunity. [0:08:02, 0:08:03]: That has been missed. [0:08:05, 0:08:07]: Everybody believed that money can be made on the interstate. [0:08:08, 0:08:11]: And because we don't have the attraction, nobody's made the investments here. [0:08:12, 0:08:13]: Other than who? [0:08:14, 0:08:15]: City government. [0:08:16, 0:08:18]: Right? As Mr. Alfonso could attest. [0:08:19, 0:08:21]: Our former mayor in that council. [0:08:22, 0:08:23]: Put this building in motion. [0:08:24, 0:08:26]: Put the Ted Strickland in motion. [0:08:27, 0:08:28]: Put the Merrill Mandus in motion. [0:08:29, 0:08:30]: Put the streetscape in motion. [0:08:32, 0:08:35]: All of that being public investment followed by little to no [0:08:36, 0:08:37]: private investment. [0:08:38, 0:08:40]: What if we put a D in the state? [0:08:40, 0:08:41]: Absolutely nothing. [0:08:43, 0:08:43]: What's coming there? [0:08:44, 0:08:45]: Target. [0:08:46, 0:08:47]: Cost go. [0:08:48, 0:08:51]: Right? South Point and McDonald. Tango. [0:08:52, 0:08:53]: In Locus Grove. [0:08:55, 0:08:57]: The only other city that follows behind us in that track. [0:08:58, 0:08:59]: Is Hampton? [0:08:59, 0:09:01]: And that's because [0:09:02, 0:09:04]: They don't know how to take advantage, but not a learning. [0:09:04, 0:09:07]: And you're seeing what's happening around the city of uh city of Hampton. [0:09:08, 0:09:10]: So with that, want to talk a little bit about [0:09:10, 0:09:14]: Вот вин да к не дан і на downtown. [0:09:15, 0:09:16]: And how we can make it happen. [0:09:17, 0:09:18]: So [0:09:18, 0:09:21]: If this is a phrase that the city council wants to continue it. [0:09:22, 0:09:24]: Tog Stockbridge Town Center. [0:09:24, 0:09:33]: We could use that. If you guys want to change it, that's fine. Just something we thought would be cute and nice to look at. But the f picture that you're looking at now is [0:09:33, 0:09:35]: Our vision of Berk Street. [0:09:37, 0:09:39]: Right? That's Wake Street. [0:09:39, 0:09:45]: That cell tower is not going anywhere, but if you look out the windows right there you will see that cell tower sitting behind the Ted's Frickland building. [0:09:46, 0:09:48]: So where you see the little parking area? [0:09:48, 0:09:51]: In the downtown is what's behind you on Book Street. [0:09:52, 0:09:57]: And if you were looking at this, you'd be sitting at there at our either our um [0:09:59, 0:10:00]: Performing Arts Center. [0:10:01, 0:10:12]: Or our Performing Arts Center and Uton Senior Center, you'd be across the street looking at this from that direction. So you'd be looking from east, from west to east, and this what you'd be seeing. [0:10:13, 0:10:17]: Right? A multi story development, followed by a nice courtyard that puts you [0:10:17, 0:10:20]: behind the Ted Strickland onto MLK. [0:10:20, 0:10:25]: And those buildings that exist now, these buildings that you see do not exist, but that's part of what we want to see in the future. [0:10:28, 0:10:29]: This is the master plan for that. [0:10:30, 0:10:32]: So everything in the [0:10:33, 0:10:36]: Bright yellow is new development. [0:10:36, 0:10:38]: Everything you see in in the [0:10:39, 0:10:40]: Low yellow is existing. [0:10:41, 0:10:43]: So an opportunity to build. [0:10:44, 0:10:46]: One, two, three, four, five, six, seven. [0:10:47, 0:10:49]: Buildings in the downtown area. [0:10:49, 0:10:53]: To facilitate live, work and play. We have a park. [0:10:53, 0:10:55]: That's less than a quarter mile away. [0:10:55, 0:10:58]: We have ball fields that's actually half a mile away. [0:10:59, 0:11:04]: All within walking distance, fifteen to twenty minute walking distance from this area, if you circle it. [0:11:05, 0:11:09]: Right. In there we envision parking deck, structured parking. [0:11:10, 0:11:13]: Where we have the amphitheater parking, which is surface. [0:11:13, 0:11:15]: Having a structured parking. [0:11:15, 0:11:18]: Taking away some of that existing structured parking. [0:11:19, 0:11:23]: uh surface parking and replacing it with a multi story mixed use development. [0:11:24, 0:11:26]: And subsidizing that parking area there. [0:11:27, 0:11:29]: And having a building directly across from this building. [0:11:30, 0:11:34]: And two buildings subsidized by a parking structure. [0:11:34, 0:11:36]: And then uh obviously [0:11:36, 0:11:39]: Some new buildings downtown on property that we own. [0:11:39, 0:11:43]: And hopefully the market'll take care of the other two properties on Berk Street that we don't own. [0:11:49, 0:11:57]: I think this is the vision most of you guys have seen over the last few months to a year. Is directly across from City Hall, a multi-story building. [0:11:57, 0:12:17]: To provide residential downtown as well as new retail restaurant shopping opportunities along East Atlanta Road. And on the bottom, what you would see on Brook Street, some residential followed by resident by commercial retail on that area. [0:12:20, 0:12:22]: So the meat of the matter. [0:12:22, 0:12:37]: Um and these numbers obviously are estimates by our uh architects and um the consultant that will be presenting to you guys later. Um they've looked at the numbers and think that the numbers are pretty much in order and I'm actually having those numbers actually reviewed again. [0:12:37, 0:12:42]: by another outside entity to make sure that we're in keeping and making sure we get as much as we can. [0:12:42, 0:12:43]: But an overall [0:12:44, 0:12:47]: What you're looking at is those developments. [0:12:47, 0:12:50]: Um adding up to a total [0:12:50, 0:12:52]: Конструкцій кос об'єс [0:12:52, 0:12:55]: Around three hundred and twenty six milyen dollars. [0:12:55, 0:12:58]: And total costs for all of the project that you see there. [0:12:59, 0:13:00]: Right. And [0:13:01, 0:13:07]: what we estimate under the property tax what that would do. So I'm reevaluating those numbers to make sure. [0:13:07, 0:13:10]: That we're actually correct in that area. [0:13:10, 0:13:16]: Um, just on his face everything looks good, but I wanna make sure we'll be a tired consultant on on board that we'll [0:13:16, 0:13:24]: Actually making sure that we c capture all of the information there. There might be some variations based on our negotiations, obviously, with the school board. [0:13:24, 0:13:26]: And with the county. [0:13:27, 0:13:35]: commissioners and I've met with the county staff um within the last two weeks. Um [0:13:36, 0:13:38]: And brought them up to speed on this project. [0:13:38, 0:13:41]: Went over some of the numbers with the finance and the county manager. [0:13:42, 0:13:43]: I meant [0:13:43, 0:13:47]: Um the following week, right before I left on vacation with the school superintendent. [0:13:48, 0:13:51]: Um he is very familiar with Tads, having worked in Florida. [0:13:51, 0:13:54]: Where they're known as TIFF district, tax for increment financing district. [0:13:55, 0:13:57]: And actually factors one of the projects he was working on. [0:13:58, 0:14:02]: prior to him leaving to come here as our superintendent. So he's very aware of the tide. [0:14:02, 0:14:06]: His staff has brought him up to speed from the meetings I had with the previous superintendent. [0:14:06, 0:14:07]: Um [0:14:08, 0:14:22]: And obviously their situation is they want to see what the county do before they do anything. But um we're setting up a meeting to meet with the chair and the county manager and then from there get on the agenda with the county board. [0:14:23, 0:14:32]: to see what they will be doing in terms of their participation in our TAD. The other pages of the document just gives you a close up shot um of what [0:14:32, 0:14:39]: those buildings would look like from a story s from a square footed standpoint and usage. [0:14:40, 0:14:42]: So you see commercial residential parking. [0:14:43, 0:14:44]: Um in building one. [0:14:45, 0:14:47]: Building two residential. [0:14:47, 0:14:49]: And commercial? [0:14:49, 0:14:50]: With some parking? [0:14:52, 0:14:58]: Number three would be residential commercial parking services. [0:14:59, 0:15:00]: Number four. [0:15:01, 0:15:03]: Um parking and commercial. [0:15:05, 0:15:12]: And then downtown on the old historic side, Burke Street, having um mixed commercial residential. [0:15:20, 0:15:24]: And then it talks about a little bit about the implementation. [0:15:24, 0:15:29]: of you know TAD special post for district tax, uh municipal bond financing. [0:15:30, 0:15:37]: gives you an overview of those different criteria on which to use utilize. And uh I'll take any questions you may have. [0:15:40, 0:15:43]: Councillor, any questions off from this presentation? [0:15:44, 0:16:04]: Mr. Alexander, you got something on your mind? Yes, I'm I'm excited about it. It seems like uh as you have indicated that it's long overdue. You know, I just want to make sure we're we're as going down this path. We want to make sure that we're significant, we're we're taking these significant steps and that uh the project is going to be. [0:16:04, 0:16:24]: Laid out in a timely basis to generate the type of downtown that we desire and that we want to set the pace for here in the city of Stockbridge. We don't want a downtown, we want the downtown. So I think this project will generate that for us. [0:16:24, 0:16:44]: uh making sure and we making sure that we're taking uh the appropriate steps and moving it down the tracks, getting with the county, getting with the school board, time is of the essence. Uh, you know, so certainly uh making those things happen uh in a timely fashion is something that I would like to see. [0:16:44, 0:16:52]: and uh and on a an aggressive timetable where we see uh dirt moving in the near term. [0:16:54, 0:16:57]: Any other council members, questions, concerns, thoughts? [0:16:58, 0:17:01]: Ms. Barber Gloyd, please. I do. Thank you, Mr. Gardner. [0:17:02, 0:17:07]: I'm excited about the redevelopment and revitalization of our downtown. [0:17:08, 0:17:15]: I wanna say that first. Um and I like what I've seen in the schematics. [0:17:16, 0:17:25]: My concern is the process. I don't want us to rush. I want us to take our time, do it right. [0:17:26, 0:17:28]: А я в сам концерн з баба до процес. [0:17:30, 0:17:30]: That's all. [0:17:31, 0:17:35]: My concern is there currently is no policy. [0:17:36, 0:17:42]: There is no policy on how the city dispose of its real estate properties. [0:17:42, 0:17:44]: So I [0:17:44, 0:17:45]: Don't know. [0:17:46, 0:17:48]: What steps where we are at this point? [0:17:49, 0:17:52]: Are you looking for us to make a decision today? [0:17:53, 0:17:54]: This is just presentation. [0:17:55, 0:17:56]: Thank you, sir. [0:17:57, 0:18:00]: Yes, and and from from the disposition of property. [0:18:01, 0:18:01]: You know. [0:18:02, 0:18:08]: I mentioned to you to the city council when I first got here and and we did put a bid out under the name of the city. [0:18:09, 0:18:09]: Um [0:18:10, 0:18:26]: back in uh I think twenty twenty three and we got one non responsive bid back on that process. And I said, Hey, let's let's do this through the Urban Redevelopment Agency because that allows us, it gives us the flexibility to go talk. [0:18:26, 0:18:27]: to developers. [0:18:27, 0:18:28]: Um [0:18:29, 0:18:49]: And bring see who would be willing to take this project on after having those discussions. And and we garnered some interests in some in terms of some of the entities I spoke to. Um one entity in in particular stayed through the process of, you know, telling us they're interested. Um [0:18:49, 0:19:09]: Um, working to put a design together on our properties. Um, but there's been no disposition yet of any of this of these properties, other than they're still owned by. Um, and that process obviously will we will follow the state requirements as guided because yes, you're right, you know, your urban redevelopment of [0:19:09, 0:19:28]: authorities, your commun your development authorities in your DDA, they don't unless you decide to adopt some policy. They typically follow the state requirements, which means because they're economically driven and the reason why they were formed in the first place was so that they don't have to wrangle under the requirements of city [0:19:29, 0:19:30]: Policies. [0:19:30, 0:19:32]: Right? We would have never got Kier. [0:19:33, 0:19:34]: In this state. [0:19:35, 0:19:36]: Had we had [0:19:37, 0:19:48]: the state economic development and the local DDA or the local CDA had to bid that process out. Alabama or South Carolina would have stole that project because they would have known who was coming. [0:19:49, 0:19:51]: And that's the reason why. [0:19:51, 0:20:00]: They formed those entities back in the nineteen fifties. Some of them urban redevelopment law has been in place since nineteen fifty two or nineteen fifty four in the state of Georgia. [0:20:00, 0:20:01]: Right. [0:20:01, 0:20:09]: Um, so those entities were formed a long time ago. You can either be constitutional or you could be legislative. Those are the two types that you're allowed to have in the state. [0:20:10, 0:20:13]: Um so someone some does constitution, some does legislative. [0:20:14, 0:20:15]: Um depending on when they formed. [0:20:16, 0:20:17]: But inerrantly [0:20:18, 0:20:29]: you form them because you don't want them to be at a competitive disadvantage man doing development projects. And so having policies that either slow that down, can have a project, say [0:20:29, 0:20:45]: Thank you very much, Dogbridge, but I'm gonna go to Forest Park because Forest Park has a timeline that meets my money requirements. And so have fun. I don't wanna wrangle with a 40-day and a 20-day review. I could go to Forest Park, use their DDA and have the project done over there. [0:20:46, 0:20:49]: And that's the reason why that process is in place. [0:20:49, 0:20:55]: Um but yes, uh our goal is to follow the requirements as required. [0:20:55, 0:20:57]: with the disposition whenever that time comes. [0:20:58, 0:20:59]: This deal might not get there. [0:21:00, 0:21:11]: Right. Um but inerrantly when we get to that point we'll follow as required whatever that's under the state requirements to make it happen, unless this board decides to adopt some other policy. [0:21:11, 0:21:24]: Excuse me, Mr. Gardner. I'm sorry. Mayor Ford. Go right, please. Okay. Um, so I know before we get to the point of involving the boards, the DDA, CDA, URA. [0:21:25, 0:21:26]: The city. [0:21:27, 0:21:29]: There are certain things the city should do. [0:21:30, 0:21:32]: Mm-hmm. You mentioned that you put out a beard. Mm-hmm. [0:21:34, 0:21:50]: those or that proposal that was submitted, it never came to the governing body for us to review it. So this is why I say we need a policy. A policy that will describe um the level of involvement [0:21:50, 0:21:51]: That each [0:21:52, 0:21:55]: level of government is involved and at what point. [0:21:56, 0:21:57]: Of course. [0:21:58, 0:22:00]: with the municipal government [0:22:00, 0:22:02]: The point where you put out the bid. [0:22:03, 0:22:03]: Um [0:22:05, 0:22:19]: If you advertised it in the legal Oregon for the county Hearing Herald, I did submit an ORR and there was no results that any of these projects had been advertised.
