[0:03:33, 0:03:39]: And uh we we honor the Latinos and Hispanic Americans for the rec for the recognition of contribution to the American public. [0:03:40, 0:03:41]: And we did that proclamation as well. [0:03:42, 0:03:51]: And we had one uh recognition as well as a former DDA employee, uh Mildred uh Reed, who resigned and and so we gave her [0:03:52, 0:03:55]: recognition for amount of years, I believe it was four different year four years that she was on the DDA. [0:03:56, 0:03:59]: And so uh we did that as well to recognize her. So [0:03:59, 0:04:03]: I want you to just know that we did that earlier tonight. So congratulations to all you folks. [0:04:08, 0:04:15]: And on that note, uh Madam Clerk, do we have any public comments? Mayor Ford, we have one public comment from Sylvia Dennis Ray. Okay. [0:04:19, 0:04:22]: Yeah, come on up to the mic and give your name and address, please. [0:04:32, 0:04:36]: Good evening, Mayor. Um I am Sylvia Dennis Ray. [0:04:36, 0:04:40]: And I am the walk chair of the Henry County Walk to End Alzheimer's. [0:04:40, 0:05:00]: And I just wanted to come and thank Mayor and Council for your support in our walk that we had on September 29th. And I just wanted to also let you guys know that we had a total of 500 plus walkers out there that day. And we also [0:05:00, 0:05:20]: So to date have raised over$40,000. So we just wanted to say thank you, thank you, thank you so much for your support. And also let you guys know that we are still raising. We raise money up until the end of November. So we're only$15,000 short of our [0:05:20, 0:05:24]: go but we wanted to say thank you. [0:05:29, 0:05:31]: Okay, no. Okay. [0:05:31, 0:05:34]: So what's on the agenda next is actually a public hearing. [0:05:34, 0:05:41]: Over RZ-18-12 dash S parcel number 012-02-00905. [0:05:41, 0:05:44]: 9051, lot size 7.3. [0:05:45, 0:05:48]: Five three acres, applicant Martin Bonina. [0:05:49, 0:05:51]: Yeah, one one zero eight patentway in Madonna. [0:05:52, 0:05:55]: This deals with a tributary parkway off of uh [0:05:55, 0:05:56]: Highway one thirty eight. [0:05:56, 0:05:59]: West L L forty two of the twelfth district. [0:06:00, 0:06:03]: Purpose for this would be self-storage. Miss Moore, please. [0:06:05, 0:06:06]: Yes more. [0:06:09, 0:06:11]: Miss Moore. [0:06:15, 0:06:18]: I thought you're sitting. Okay. [0:06:20, 0:06:25]: [386.4, 392.5]: Good evening, Mayor and Council. Welcome, thank you. What we have before you tonight is a rezoning case. [0:06:33, 0:06:35]: Mm. Um [0:06:35, 0:06:36]: The caseum is RZ. [0:06:37, 0:06:39]: 1812. S. [0:06:40, 0:06:43]: So a little bit of information about the particular zoning case. [0:06:44, 0:06:48]: What you have before you is the first page from Hemie County Planet and Zoning. [0:06:48, 0:06:51]: So the applicant is Martin Bonia. [0:06:51, 0:06:54]: who lives at one one hundred eight Patton Way, McDonough, Georgia. [0:06:55, 0:06:59]: The location, tributary parkway off Highway 138 West. [0:06:59, 0:07:02]: The land lot is 42 of the 12th district. [0:07:02, 0:07:08]: What the applicant is asking for is rezoning C2 from general commercial to C3 heavy commercial. [0:07:08, 0:07:13]: The parcel ID is 0112-02-009051. [0:07:13, 0:07:17]: The proposed use is for self-storage, the current land use is undeveloped. [0:07:18, 0:07:21]: Future land use is low density. The sign was posted. [0:07:21, 0:07:23]: On july the nineteenth. [0:07:23, 0:07:27]: We actually had our planning commission hearing last month. [0:07:27, 0:07:30]: And just want to share with you a little bit about the property. [0:07:30, 0:07:31]: and what they're requesting. [0:07:32, 0:07:36]: Uh as you know, our initial applications go to Henry County Zoning Department. [0:07:37, 0:07:40]: If you look in your package, um after their review [0:07:40, 0:07:44]: The Henry County Planning Division came back with a recommendation [0:07:44, 0:07:48]: that the applicant's request to rezoning actually be approved. [0:07:52, 0:07:57]: What we would like to do is show you a site view of the particular property if you look on your screens. [0:07:57, 0:07:59]: Here is a view to the west. [0:08:01, 0:08:02]: Here's a view to the east. [0:08:04, 0:08:05]: Here's a view to [0:08:05, 0:08:06]: The West [0:08:07, 0:08:08]: And here is the land use. [0:08:09, 0:08:16]: Based on this particular land use, both the Planning Commission and staff disagrees with Henry County recommendation of approval. [0:08:16, 0:08:20]: Both groups actually recommended denial and here's the reason why. [0:08:20, 0:08:25]: If you look at your future land use, most of the uses which are around this particular request [0:08:25, 0:08:27]: are actually residential. [0:08:27, 0:08:30]: And the C two zoning that is there [0:08:30, 0:08:38]: is basically what we normally see in our mixed developments where you will have a lot of residential and then what you have is what you would see is a C2 zoning. [0:08:38, 0:08:42]: mom and pop, dry cleaner, grocery store, something of that nature. [0:08:43, 0:08:47]: And so it is our belief that mayor and council should deny this particular request. [0:08:47, 0:08:52]: because it's not consistent with the future land use for this particular area. [0:08:52, 0:08:57]: In other words, what we recommend is that you stay consistent with the current growth patterns. [0:08:57, 0:09:00]: and the current and future land use which pretty much says [0:09:00, 0:09:04]: Keep it residential, but if you're going to allow any commercial use. [0:09:04, 0:09:06]: to allow it to be C two [0:09:06, 0:09:10]: rather than heavy commercial, which is three three. [0:09:10, 0:09:13]: And what the applicant is asking, the only way that he can have self-storage. [0:09:14, 0:09:16]: is to be C three, which is heavy commercial. [0:09:16, 0:09:20]: So therefore both the Planning Commission and staff object to this request. [0:09:20, 0:09:24]: And we're recommending that you deny the applicant's request to rezone. [0:09:25, 0:09:30]: Okay, curiosity question. I'm I'm assuming that the Nile is based on also well you gave the explanation, but [0:09:30, 0:09:39]: And our comprehensive plan we just finished. It's it's in sync, the denial is in sync with that I'm I'm that's correct, because based on your current land use and your future land use [0:09:39, 0:09:44]: This area actually calls for continued residential development, which is single family. [0:09:44, 0:09:47]: and some commercial use that supports [0:09:48, 0:09:53]: the residential development. In other words again, it looks for a a cleaners, a grocery store. [0:09:53, 0:09:59]: you know, uh restaurant, something of that nature to support the number of residential units that are around it. [0:09:59, 0:10:01]: And if you look at this, and I may have another map. [0:10:02, 0:10:04]: that actually speaks to [0:10:04, 0:10:08]: uh the number of residential subdivisions that are around there. [0:10:08, 0:10:10]: Maybe this map. [0:10:11, 0:10:12]: And here you go. [0:10:12, 0:10:15]: Here are the maps that speaks to [0:10:15, 0:10:18]: all of the subdivisions that surround this proposed rezoning. [0:10:19, 0:10:23]: And as you can see, it is heavily rev residential, single family detached. [0:10:23, 0:10:24]: Okay. [0:10:24, 0:10:31]: Appreciate it. Now I realize this is a public hearing, but what I'd like to do first is allow the council to ask questions before open to the public hearing. [0:10:31, 0:10:33]: Okay. So council, how what kind of questions do you have? Anybody? [0:10:35, 0:10:41]: No one has any questions. Okay, go right ahead, sir. So there's been great concern obviously about the project. I've heard from a number of [0:10:41, 0:10:43]: Community members. Um [0:10:43, 0:10:44]: I guess um [0:10:45, 0:10:48]: So the staff had recommended denial on the particular project. [0:10:48, 0:10:51]: in conflict with uh what Henry County [0:10:51, 0:10:53]: uh had uh proposed as well. [0:10:53, 0:11:13]: So I what I did not see um was any type of renderings or anything on the project so that the neighbors have there been any engagement with the neighbors at all among from the on the on behalf of the applicant at all periods. Well as you know Commissioner, I mean Councilman Alexander, the request actually still goes to Henry County. [0:11:13, 0:11:21]: We won't actually take over this function until the end of this year. So the typical process when it comes in a rezoning comes in. [0:11:21, 0:11:26]: if there were any questions or concerns, typically because the county does the analysis on the front end. [0:11:26, 0:11:30]: then those comments and concerns would have gone to Henry County. [0:11:30, 0:11:36]: What we basically do is once we get it, we actually address those concerns during the planning commission process. [0:11:37, 0:11:42]: Which most of these individuals and citizens did attend that meeting and express their concerns based on [0:11:42, 0:11:45]: the recommendation that they had as well as that presented by staff. [0:11:46, 0:11:49]: Well do do we ha do we have access to those [0:11:49, 0:11:52]: uh comments and those objections from the neighbors'cause [0:11:52, 0:11:55]: uh for us to see that was submitted to Henry County. [0:11:55, 0:11:57]: Uh at that point we would've been able to see [0:11:57, 0:12:02]: more of this trail of building that uh from community opposition. [0:12:02, 0:12:03]: And maybe that uh [0:12:04, 0:12:04]: The [0:12:04, 0:12:07]: uh applicant could speak to. So have we seen it and had the [0:12:08, 0:12:18]: The feedback from the community and has the applicant seen the feedback? We we only have the feedback from our planning commission. Uh Henry County in your SSD agreement does not require them. [0:12:18, 0:12:20]: to send us any comments that they get. [0:12:20, 0:12:26]: So typically the only thing that we get from them is the analysis, the posting of the the zoning sign. [0:12:26, 0:12:28]: and basically their recommendation. [0:12:28, 0:12:33]: And then we take it from there and then we do what we need to do on our side so we don't have access. [0:12:34, 0:12:36]: uh to that information. But what we do have access to [0:12:36, 0:12:38]: is the comments and what we say it. [0:12:38, 0:12:45]: during the planning commission meeting. Follow up. Based on what you've seen so far that you've had come your way in these comments. [0:12:46, 0:12:51]: kinda categorize what you have seen, the number of pro, the number of con. [0:12:51, 0:12:53]: That kind of thing. Can you go over that with us? [0:12:53, 0:12:59]: Um based on what the attendance was at the Planning Commission meeting, there was probably more people at that meeting than this particular meeting. [0:13:00, 0:13:02]: And uh it was one hundred percent [0:13:02, 0:13:03]: In opposition. [0:13:03, 0:13:10]: uh in reference and I'm sure they will come up and speak themselves but based on our minutes that we took from that meeting [0:13:10, 0:13:13]: There was no one in the crowd that was in support of it. [0:13:13, 0:13:20]: Uh but basically our position was based on what your standards say in terms of your land use and your comp plan. [0:13:20, 0:13:24]: and just based on your current land use, your future land use. [0:13:24, 0:13:27]: and currently what is out there on the ground today. [0:13:27, 0:13:31]: I think that is the reason why both the Planning Commission and staff recommend denial. [0:13:31, 0:13:32]: Thank you. [0:13:32, 0:13:34]: Any other comments from the council? [0:13:34, 0:13:35]: Mr. Mayor. [0:13:36, 0:13:37]: Thank you, uh [0:13:37, 0:13:38]: Mrs. Moore. [0:13:38, 0:13:41]: For me, I I think we do have to be consistent. [0:13:42, 0:13:43]: With the land use. [0:13:43, 0:13:45]: Uh I think we have to be consistent with [0:13:46, 0:13:47]: Future planning. [0:13:47, 0:13:48]: And [0:13:49, 0:13:54]: For me, I I I don't know the applicant and I know they will probably have opportunity to speak. [0:13:55, 0:13:56]: And I just really want to know [0:13:56, 0:14:00]: When you do come up I'll I ask now and you can respond when you get here. [0:14:00, 0:14:01]: Um [0:14:02, 0:14:05]: You have a chance to look at the future land use. [0:14:05, 0:14:07]: Uh of this particular area. [0:14:07, 0:14:10]: As far as the city of Stockbridge was concerned. [0:14:10, 0:14:15]: Okay, we'll give'em up You can wait till you get here, but that's one of my concerns. [0:14:15, 0:14:17]: uh that you have an opportunity [0:14:17, 0:14:18]: to review [0:14:19, 0:14:22]: the future and where the city of Stockbridge is really trying to go. [0:14:22, 0:14:24]: with that particular um land there. [0:14:25, 0:14:25]: That area. [0:14:26, 0:14:29]: Any other comments from the council? Any other comments from the council? [0:14:29, 0:14:30]: Can explain all that. [0:14:31, 0:14:33]: Just one real. [0:14:33, 0:14:34]: Yeah, I just wanted to uh [0:14:35, 0:14:36]: Echo something that [0:14:36, 0:14:36]: Yeah. [0:14:36, 0:14:39]: the applicant have a full understanding that because uh [0:14:41, 0:14:44]: It came up with the Henry County, that the city of Stockbridge itself. [0:14:45, 0:14:46]: has has a comprehensive plan. [0:14:47, 0:14:49]: within itself on on land uses. [0:14:49, 0:14:50]: And uh [0:14:51, 0:14:54]: When we talk about density and low density and high density, we have a [0:14:55, 0:14:57]: We have standards within the city, so [0:14:57, 0:14:59]: It's not uncommon for [0:14:59, 0:15:00]: The county. [0:15:01, 0:15:01]: To approve. [0:15:02, 0:15:02]: Um [0:15:03, 0:15:04]: Applicants. [0:15:05, 0:15:07]: But the when it comes to the local [0:15:08, 0:15:09]: when it comes into the city. [0:15:10, 0:15:12]: It has to meet our standards. [0:15:12, 0:15:15]: before it goes forward and that's what I want everybody here to notice. [0:15:15, 0:15:16]: That's hearing that that [0:15:16, 0:15:18]: The county can approve. [0:15:18, 0:15:22]: But when it comes to the city of Stockbridge, we have standards that we're trying to set for the community. [0:15:23, 0:15:23]: Because [0:15:24, 0:15:27]: That's why we did our own comp plan, comprehensive plan. [0:15:29, 0:15:31]: Okay. [0:15:32, 0:15:35]: If not then um pronounce it uh [0:15:35, 0:15:36]: Bonina, Bino Bonina. [0:15:37, 0:15:38]: Yeah, co can you come forward, sir? [0:15:38, 0:15:39]: Okay. [0:15:41, 0:15:43]: And uh like for you to give your name. [0:15:43, 0:15:45]: I'm maybe I can pronounce it properly here, but uh [0:15:45, 0:15:50]: Also uh and then tell us what you need to tell us so we can at least hear your thoughts, sir. Okay. [0:15:51, 0:15:53]: My name is Martin Bonnea and uh I [0:15:54, 0:15:56]: One shop over here and stuck bridge too, you can [0:15:56, 0:15:58]: See right behind um two hundred twenty eight. [0:15:59, 0:16:01]: Right behind the Waffle's auto motorsport. [0:16:02, 0:16:02]: Um [0:16:03, 0:16:04]: I was looking to develop their land. [0:16:05, 0:16:06]: And uh [0:16:06, 0:16:09]: Seven acres and so make a storage place. [0:16:10, 0:16:12]: We buy the land a couple years back. [0:16:13, 0:16:13]: And uh [0:16:14, 0:16:19]: You can see in the front, like you see the pictures before, it's a shopping center. [0:16:19, 0:16:21]: It's already built from ten years ago. [0:16:22, 0:16:23]: Nobody rent the place. [0:16:24, 0:16:26]: Because it's never gonna work like [0:16:26, 0:16:29]: The lady said shopping centres or uh [0:16:30, 0:16:32]: you know, any kind of another development on that. [0:16:32, 0:16:35]: area because my land is not in the front where you show the picture over there. [0:16:36, 0:16:39]: The land is behind the shopping centre. [0:16:39, 0:16:40]: And um [0:16:42, 0:16:47]: First thing I can show you some things right now the land is collecting only, you know, trash from the [0:16:47, 0:16:48]: People throwing [0:16:49, 0:16:50]: And and on other things. [0:16:50, 0:16:51]: You can see [0:16:52, 0:16:53]: Like what they build a road. [0:16:53, 0:16:56]: And all those uh collecting the [0:16:57, 0:16:58]: The storm [0:16:58, 0:17:02]: the collectors they they steal from there and [0:17:02, 0:17:05]: It's not safe area. Like if we're gonna go and make a [0:17:06, 0:17:07]: Um storage place. [0:17:07, 0:17:08]: Just gonna be [0:17:08, 0:17:09]: More clean. [0:17:10, 0:17:10]: More safe. [0:17:11, 0:17:13]: light and everything and it's not gonna be like [0:17:13, 0:17:15]: heavy commercial like building anything. [0:17:15, 0:17:18]: Any kind of noise for the neighbors to bother the neighbors? [0:17:18, 0:17:19]: Yeah, I knew. [0:17:19, 0:17:21]: Like a it's gonna be [0:17:21, 0:17:23]: to help for the community and for the city too. [0:17:24, 0:17:25]: Okay. [0:17:25, 0:17:27]: I'm gonna start with you, uh uh uh [0:17:28, 0:17:37]: Uh Councilman Ali Fonsel Thomas. Yes. Yeah, I I want the applicant to understand that it's really [0:17:37, 0:17:39]: Not about you. [0:17:39, 0:17:41]: And I think for any future applicants. [0:17:42, 0:17:43]: I I think they must [0:17:44, 0:17:47]: look into the City of Stockbridge land use plan. [0:17:47, 0:17:48]: for that particular area. [0:17:49, 0:17:51]: And I think we're going to be consistent with that. [0:17:52, 0:17:53]: And uh [0:17:54, 0:17:57]: This is just for me it it's just not a fit. [0:17:57, 0:17:59]: Uh just based on [0:17:59, 0:18:02]: Well the sit of stock bridge is trying to go future wide. [0:18:02, 0:18:05]: So it really has nothing to do with you personally. [0:18:06, 0:18:08]: It's about the city of Stockbridge. [0:18:08, 0:18:10]: and where we're trying to go. [0:18:10, 0:18:12]: And I'll just encourage any applicant [0:18:12, 0:18:15]: before they really come to us as a body. [0:18:16, 0:18:21]: to try to get in tune with where we're trying to go, and I know you are a business owner and you're [0:18:22, 0:18:26]: you may already own the land or you in the process of purchasing or whatever. [0:18:26, 0:18:30]: But I think Africans need to understand where we're trying to go. [0:18:30, 0:18:31]: uh future wave [0:18:32, 0:18:34]: And take that in consideration. [0:18:34, 0:18:36]: you know, before you actually come. [0:18:36, 0:18:39]: And again, it has nothing to do with you individually. [0:18:39, 0:18:41]: And personally. [0:18:41, 0:18:43]: where we're just trying to go as a city. [0:18:43, 0:18:47]: And we put a lot of time and effort in creating this land use plan. [0:18:48, 0:18:50]: And we're just trying to be consistent with that. [0:18:51, 0:19:03]: Question Bill Four, d did you get a chance to even see the comprehensive plan at all? I think that was part of the question. Did you do you know what he's referring to at all? The plans? Yeah, I see him. You did see the land yeah, comprehensive land use plan. Okay. All right. [0:19:03, 0:19:05]: So be it. Any other questions for [0:19:05, 0:19:06]: The correct. [0:19:06, 0:19:12]: Really quick because right off the bat I'm just sitting here thinking, I could think about six stories room that's around the city of Stockbridge. [0:19:13, 0:19:13]: Um [0:19:13, 0:19:15]: You say you already have a storage unit? [0:19:16, 0:19:16]: No. [0:19:17, 0:19:19]: I have a a shop like a [0:19:20, 0:19:22]: Mm mechanic shop and collision shop right now. [0:19:22, 0:19:24]: On the exit, uh behind the waffle house. [0:19:25, 0:19:26]: Auto motor sport, rekon [0:19:27, 0:19:28]: But a new show we opened in December. [0:19:29, 0:19:32]: Okay. You made a comment that that your stories could [0:19:33, 0:19:35]: uh make the area safer, how is that? [0:19:36, 0:19:36]: Oh no. [0:19:37, 0:19:37]: Well right now. [0:19:38, 0:19:39]: I don't know if I can show you. [0:19:39, 0:19:41]: No, no, I'm pictures. [0:19:41, 0:19:42]: You can see the [0:19:42, 0:19:44]: You know the the [0:19:44, 0:19:46]: Trash from the yards, people throwing around. [0:19:47, 0:19:48]: And you can see the missing [0:19:49, 0:19:50]: Missing uh [0:19:51, 0:19:52]: uh dos uh [0:19:53, 0:19:54]: You know [0:19:54, 0:19:55]: Collecting the water. [0:19:55, 0:19:56]: Greenish and I [0:19:56, 0:19:57]: Mm. [0:19:57, 0:19:59]: Okay, minus 10, this this is vacant, right? [0:20:00, 0:20:02]: But what's on there now? Correct, it's undervalued. [0:20:03, 0:20:06]: Yeah, so usually when a property is vacant so long [0:20:06, 0:20:08]: Like that unoccupied. [0:20:08, 0:20:12]: The property is in the front. [0:20:12, 0:20:14]: Stop stop reaching safe. [0:20:15, 0:20:17]: Because we yeah, it is say uh but [0:20:17, 0:20:19]: But are we talking about the property over by Walmart? [0:20:20, 0:20:27]: No. Is this the one is this the one on down the county. It's on the county line. Right down the line going towards Spivey? Right. Oh okay. [0:20:28, 0:20:30]: Thanks. Any other questions from the council? [0:20:31, 0:20:42]: Uh uh no sir, I'd just like to make a motion to get okay. I've got public here. [0:20:42, 0:20:43]: Mm, nothing. [0:20:44, 0:20:58]: Okay, something? No, that's fine. No, that's okay. Please have a seat then if that's the case. Yes ma'am, go ahead. Mayor, uh because we had a lot of people here the last time, what we asked them to do was to send one representative because I think there are like five HOAs that were here. [0:20:58, 0:21:04]: And so if it's okay with you if they could follow the same format to have one representative for each of the HOAs. [0:21:04, 0:21:12]: uh that way and we gave them three minutes each. Okay. So if that's okay with you. We can we can work through that process. So right now I'll open up the public hearing. [0:21:12, 0:21:12]: And [0:21:14, 0:21:16]: And uh I know I'll turn to keep it straight. [0:21:16, 0:21:25]: So I want I want to sell on this very f my on my far left side, you you folks over here, anybody for the self-stores? Anybody for? Anybody for? [0:21:26, 0:21:29]: For HOAs. Four. Four to sell storage. [0:21:30, 0:21:30]: One equ [0:21:31, 0:21:34]: Yeah, but do you want us to make a comment for the self-storage? [0:21:35, 0:21:41]: That no y it's either yes no, sir. Either yes you do or you don't. Four four four against the subscore. [0:21:44, 0:21:48]: Or do you want to make a comment for favor? [0:21:50, 0:21:52]: Okay, okay, no one on this side. [0:21:52, 0:21:56]: Anybody in the middle who wants to make a comment in favor of the self-storage? [0:21:56, 0:22:00]: Okay, all the way over here. Anybody on this side in favor of self-storage? [0:22:00, 0:22:01]: Okay. [0:22:01, 0:22:13]: That's done. Now we'll go back to my left. Anybody over here that is against the self-store, not against it, and we'll take it by HOAs. I don't know how many HOAs over here, but only one person per HOA. [0:22:13, 0:22:22]: Okay. Okay, sir. You're you're one HOA. Come on up, sir. Give me your name and the the HOA and your address here, please. Come on. You're you're against this. So you make a comment and get three minutes. [0:22:26, 0:22:35]: Okay, yeah, my name is Nikki Ford and I'm the president of the uh homeowners association for Spivey Glenn and that's right across the street from this [0:22:35, 0:22:39]: This lot. So we we've got a hundred and eighty six homes in there and [0:22:40, 0:22:41]: Nobody wants anything that [0:22:42, 0:22:44]: Looks quite this industrial looking coming in. [0:22:45, 0:22:46]: Um [0:22:47, 0:22:51]: It it's just bad for that area. It's it's not gonna do anything for our home values. [0:22:51, 0:22:52]: It'd be bringing a lot of [0:22:53, 0:22:55]: Probably undesirable. [0:22:56, 0:22:58]: Transit's going in and out, you know. [0:22:59, 0:23:00]: uh trying to store their [0:23:01, 0:23:05]: You know, belongings and stuff like that. Just traffic that we're not looking for. [0:23:05, 0:23:05]: You know. [0:23:06, 0:23:08]: That we're trying to avoid, rather, you know. [0:23:09, 0:23:09]: Okay. [0:23:10, 0:23:10]: And that's [0:23:11, 0:23:17]: That it. Thank you, sir. Different. [0:23:18, 0:23:27]: But that's a that's against. Against. That's against. Sir you got his name? Okay. You against, sir? Come on up. This is all all against. No one else is for now. This is all gotta be against. [0:23:28, 0:23:29]: Different H O A. [0:23:30, 0:23:33]: And I guess you got his correct name now? Okay, good deal. [0:23:33, 0:23:35]: Name and HOA, sir. [0:23:36, 0:23:38]: Uh good afternoon. My name is Arnold Goodson. [0:23:38, 0:23:39]: I'm the president. [0:23:40, 0:23:40]: Of [0:23:41, 0:23:42]: Sweep ride Lake Joker Co. [0:23:43, 0:23:45]: Now sweet briot Lake Jodico [0:23:45, 0:23:46]: is in Clayton County. [0:23:47, 0:23:48]: But as you're aware of [0:23:49, 0:23:49]: Um [0:23:50, 0:23:52]: Many of the communities [0:23:52, 0:23:54]: uh in the area. [0:23:54, 0:23:55]: Or split. [0:23:56, 0:23:57]: between the counties. [0:23:58, 0:24:00]: Uh a street can be on [0:24:00, 0:24:03]: be in Henry County, another street can be in. [0:24:03, 0:24:04]: Clayton County. [0:24:05, 0:24:06]: In addition to that [0:24:07, 0:24:10]: I sit on the board of directors along with my friend [0:24:10, 0:24:11]: a Nick who just spoke. [0:24:12, 0:24:15]: for Lake Sparvy Communities Incorporated. [0:24:16, 0:24:20]: Uh that encompasses over twenty two communities that make up [0:24:20, 0:24:21]: The entire [0:24:21, 0:24:24]: Lake Sparvy area, which includes both Clayton [0:24:24, 0:24:25]: in Henry Counties. [0:24:27, 0:24:29]: Now there's no question that um [0:24:29, 0:24:31]: This type facility one. [0:24:32, 0:24:37]: is not going to be aesthetically appealing to the area to [0:24:37, 0:24:39]: It's gonna have an adverse impact. [0:24:40, 0:24:40]: On [0:24:41, 0:24:42]: Property values. [0:24:43, 0:24:44]: Uh three. [0:24:44, 0:24:47]: persons that have lived there for years. [0:24:47, 0:24:50]: have come there because of the current [0:24:52, 0:24:54]: Aesthetics of the area. [0:24:54, 0:24:58]: And did not want the additional traffic and so forth. If you could have just imagined. [0:24:59, 0:25:01]: You sitting and looking out of your window. [0:25:02, 0:25:03]: And looking. [0:25:03, 0:25:05]: At a storage facility. [0:25:07, 0:25:09]: With U Haul trucks. [0:25:09, 0:25:11]: or whatever kind of other trucks. [0:25:12, 0:25:15]: possibility of certain vehicles that are allowed to be stored there. [0:25:16, 0:25:17]: uh for different [0:25:17, 0:25:19]: uh periods of time and so forth. [0:25:21, 0:25:25]: So it is not something that is enhancing the area. [0:25:26, 0:25:27]: You've already stated. [0:25:27, 0:25:31]: or heard from your own staff concerning the future landloop. [0:25:32, 0:25:32]: Uh [0:25:32, 0:25:33]: land plant. [0:25:34, 0:25:35]: Um [0:25:36, 0:25:37]: In addition, I understand [0:25:38, 0:25:41]: uh very well about the zoning that takes place. [0:25:42, 0:25:43]: I'm also a member [0:25:44, 0:25:44]: Oh B. [0:25:45, 0:25:47]: zoning advisory group. [0:25:47, 0:25:49]: for Clayton County. [0:25:49, 0:25:51]: I'm out of district four. [0:25:52, 0:25:53]: But it was understood. [0:25:53, 0:25:54]: Yeah. [0:25:54, 0:25:55]: Uh [0:25:55, 0:25:56]: Uh [0:25:56, 0:25:59]: represent and look out for the [0:25:59, 0:26:00]: entire [0:26:00, 0:26:02]: Clayton County and how it looks. [0:26:02, 0:26:04]: That also is going to [0:26:04, 0:26:06]: uh include Henry County. [0:26:08, 0:26:10]: To be on record of note is to say that [0:26:11, 0:26:15]: He might want to try and put this in Henry County. [0:26:15, 0:26:18]: Uh it is hoped that it will not be approved. [0:26:18, 0:26:23]: as the recommendations of the staff and many of the folks that were here at the previous meeting. [0:26:24, 0:26:26]: It is also notable [0:26:26, 0:26:26]: To note [0:26:27, 0:26:28]: That the petitioner [0:26:28, 0:26:29]: was not here. [0:26:30, 0:26:31]: for the other meeting. [0:26:32, 0:26:33]: And therefore [0:26:33, 0:26:35]: We do not know what the interest level is. [0:26:36, 0:26:38]: if you're not here to speak on your own behalf. [0:26:39, 0:26:40]: And thirdly [0:26:41, 0:26:43]: My time is up. Yes, sir. That is true. [0:26:44, 0:26:49]: Point point of order. Hold on a second, calm down folks. Are you are you willing to allow them to finish this point? Point of order. [0:26:49, 0:26:52]: They had to agree to this particular [0:26:52, 0:26:54]: If if they don't agree to [0:26:54, 0:26:56]: The three minutes each. [0:26:56, 0:26:57]: They have a right to speak. [0:26:58, 0:27:06]: We got what it is. Do you all want to stand this time so we can finish this third point? Okay, we got that. Go ahead, sir. Finish your third point and close out. [0:27:07, 0:27:08]: Excuse me. [0:27:09, 0:27:10]: It's just thirdly. [0:27:10, 0:27:12]: uh that we have to [0:27:12, 0:27:13]: In sure. [0:27:13, 0:27:14]: Uh that we look at [0:27:15, 0:27:17]: the our design plans for the future. [0:27:18, 0:27:19]: Uh [0:27:19, 0:27:22]: Not necessarily because it's either Henry or Clayton. [0:27:22, 0:27:24]: But Henry and Clayton County [0:27:24, 0:27:26]: We work very closely together. [0:27:27, 0:27:28]: To make things happen. [0:27:29, 0:27:29]: Uh [0:27:30, 0:27:31]: Evidence of that. [0:27:31, 0:27:33]: is uh when we change [0:27:33, 0:27:34]: Um [0:27:35, 0:27:35]: one thirty eight. [0:27:36, 0:27:37]: to Lakes Bribey Parkway. [0:27:38, 0:27:40]: Portion of it is a Henry, portion of it is in Clayton. [0:27:41, 0:27:45]: The roundabout that is now going up off Black Hall Road. [0:27:45, 0:27:47]: off of J Lake Jotoko. [0:27:48, 0:27:50]: It's in Henry County, but it was also a push from [0:27:51, 0:27:52]: Clayton County. [0:27:52, 0:27:53]: And that push. [0:27:54, 0:27:55]: And efforts were [0:27:55, 0:27:56]: A lot of [0:27:56, 0:27:57]: Time was spent. [0:27:58, 0:28:03]: uh by those of us that sit on the legs private communities incorporated board. So [0:28:03, 0:28:05]: Uh we just uh asked [0:28:06, 0:28:07]: for your concurrence. [0:28:07, 0:28:09]: with your own staff. [0:28:09, 0:28:10]: And also with the [0:28:11, 0:28:15]: uh persons that are here in their interest. Thank you very much. Thank you sir. Appreciate it. [0:28:15, 0:28:15]: Okay. [0:28:16, 0:28:17]: Yes, ma'am. Okay. [0:28:17, 0:28:21]: Uh may I was just gonna say in uh defense of the petitioner. [0:28:21, 0:28:23]: He did come, there was a mix up in time. [0:28:23, 0:28:32]: So he actually got here late after the c planning commission met. I come here because they told me to come six or seven o'clock. They sent me the email. [0:28:32, 0:28:34]: And when I get here it was six thirty five. [0:28:35, 0:28:35]: But [0:28:36, 0:28:43]: So I I come before seven o'clock. Okay, good to thank you. Back over to the left side. Anybody else from a different HOA on this side that's against? [0:28:44, 0:28:45]: This self storage. [0:28:45, 0:28:54]: Okay, if not, Miss Middle, anybody against the self-storage from HOA who has not spoken yet? Okay, come on up, man, please. [0:28:57, 0:28:59]: Give a name and H O A and the address, please now. [0:29:02, 0:29:06]: My name is Marsha Punsack and I'm a member of the Spivy Ridge. [0:29:06, 0:29:07]: H O A. [0:29:08, 0:29:08]: Um [0:29:08, 0:29:11]: It is a community of 105 homes. [0:29:11, 0:29:15]: This storage facility would literally sit [0:29:15, 0:29:16]: Hi at the entrance. [0:29:17, 0:29:21]: behind the people's houses the fence would be here for their house and the [0:29:21, 0:29:25]: storage unit would literally be up against their fence. [0:29:25, 0:29:27]: There everyone in our [0:29:27, 0:29:32]: HOA is against this because of the impact that it would have on our [0:29:32, 0:29:33]: Home values. [0:29:34, 0:29:36]: Um even people being able to walk. [0:29:37, 0:29:41]: The road is narrow, the road is not made to have that kind of [0:29:41, 0:29:44]: trucks in and out on a constant basis. [0:29:44, 0:29:50]: There's always people walking, jogging, walking their dogs on that street and you would be adding [0:29:50, 0:29:51]: That [0:29:51, 0:29:52]: Um [0:29:52, 0:29:57]: possibility of incidence is there by having storage facility there with [0:29:58, 0:30:01]: the trucks that we know are going to be involved with it. [0:30:02, 0:30:10]: Okay, thank you ma'am. Appreciate it. She she needs your she needs your name, I believe. Okay, back to the middle. Anybody else in the middle that is against [0:30:11, 0:30:14]: This storage facility from a different HOA that has not already spoken. [0:30:15, 0:30:18]: If not, I'm gonna go all the way to my right. Anybody over here? [0:30:18, 0:30:19]: Against [0:30:19, 0:30:23]: The storage unit for an HOA that has not already spoken. [0:30:24, 0:30:30]: See now, so that means there's no more studies right in between. [0:30:31, 0:30:41]: Sir, but they're not they're are they represented here tonight? That's what I would say. Okay, that's all right. That's fine, sir. No problem. We're good. We're good. On that note, I'm gonna close out the public hearing. [0:30:42, 0:30:46]: Okay, now on that note I close up the public hearing. So I'm looking for the council. [0:30:46, 0:30:48]: For a motion. [0:30:48, 0:30:49]: [1849.6, 1853.2]: I'd like to make a motion to deny the request uh that has been submitted. [0:30:53, 0:30:56]: Okay, there's second over here. Okay, now is there any further discussion on that? [0:30:58, 0:30:59]: No further discussion. [0:30:59, 0:31:01]: All in favor of motion, please indicate. [0:31:01, 0:31:02]: So you know this. [0:31:02, 0:31:05]: Okay, there we have the decision. Okay, we'll move on to the next subject. [0:31:07, 0:31:12]: Council consideration to approve the use of Merle Manor's Conference Center for a training event. Ms. Renee Wheeler, please. [0:31:14, 0:31:14]: Yeah. [0:31:15, 0:31:15]: Yeah. [0:31:25, 0:31:27]: Please don't leave. [0:31:28, 0:31:30]: Okay. Um [0:31:32, 0:31:34]: Carl Vinson. [0:31:35, 0:31:37]: Carl Vins and [0:31:39, 0:31:40]: Go ahe go ahead, Renee. [0:31:40, 0:31:41]: Okay. [0:31:41, 0:31:45]: Um I've come before you t this evening to talk about [0:31:45, 0:31:49]: The use of the using the Carl uh the Merle Manders for a training event. [0:31:50, 0:31:53]: uh Carl Vinson Institute um approached the city. [0:31:54, 0:31:56]: uh some time ago to hold [0:31:56, 0:31:59]: to host the succeeding as a supervisor. [0:31:59, 0:32:01]: or training for a number of [0:32:01, 0:32:03]: cities um [0:32:03, 0:32:05]: Um in the area. [0:32:05, 0:32:07]: The training um [0:32:08, 0:32:12]: was to take w will take place October third and fourth, the sixteenth and seventeenth. [0:32:12, 0:32:15]: And October twenty fifth it's five modules. [0:32:16, 0:32:18]: We have about three or four cities. [0:32:18, 0:32:22]: with their employees including about eleven of our own employees. [0:32:22, 0:32:24]: that are attending the training. [0:32:25, 0:32:27]: Um so I'm asking for [0:32:28, 0:32:28]: Um [0:32:30, 0:32:32]: retroactive and um [0:32:33, 0:32:35]: the f continued use of the Merl Manders to contun [0:32:35, 0:32:40]: hold this training. Okay, great. Thank you. Any questions for uh Renee, Council? [0:32:40, 0:32:41]: Mayor. Yes, Mayor. [0:32:41, 0:32:45]: This training is it something that GMA charges the s the [0:32:48, 0:32:49]: The staff of the attendees for [0:32:49, 0:32:50]: Are they charging them? [0:32:51, 0:32:54]: Carl Vincent is charging for this uh staff to attend. [0:32:54, 0:32:55]: The training. [0:32:57, 0:32:59]: Okay. [0:32:59, 0:33:03]: Carl Vinson, it's it's through the Carl Vinson Institute of UGA. [0:33:04, 0:33:06]: And we're hosting the training. [0:33:07, 0:33:10]: for cities and uh for a number of other cities. [0:33:10, 0:33:21]: and their employees to attend the to attend the training here. And this is also part of GMA or just Carl Vinson Institute? Just Carl Vinson Institute. And so they have a charge but we are giving the building for free? [0:33:22, 0:33:23]: Yes. [0:33:26, 0:33:27]: Okay. What [0:33:27, 0:33:28]: Why? [0:33:28, 0:33:29]: Why? [0:33:30, 0:33:32]: That's a good question. [0:33:33, 0:33:37]: The reason why is that in order to send our employees to this training [0:33:37, 0:33:41]: We would have had to spend an exorbitant amount of money from the city. [0:33:41, 0:33:43]: To send our own employees. [0:33:43, 0:33:46]: to go to the training if it's hosted at another city. [0:33:46, 0:33:47]: So we're saving money. [0:33:48, 0:33:49]: by allowing our eleven [0:33:50, 0:33:52]: employees to attend the training. [0:33:52, 0:33:54]: by hosting it here in our own city. [0:33:55, 0:33:57]: So we're saving money, we'll travel. [0:33:57, 0:33:58]: Per dm. [0:33:59, 0:34:02]: and any type uh for to us to send our employees. [0:34:02, 0:34:04]: to the training at another location. [0:34:04, 0:34:06]: So the city is hosting it. [0:34:06, 0:34:10]: um and having other cities as well as our own employees to attend. [0:34:10, 0:34:11]: So the city is saving money. [0:34:12, 0:34:15]: Does the city have to pay for the classes? The class to attend? [0:34:16, 0:34:17]: We have to pay for the class. [0:34:17, 0:34:19]: Because we did not get the number. [0:34:19, 0:34:23]: We were supposed to have at least twelve people for the class in order to get [0:34:24, 0:34:27]: a free admission, but we don't have that number m of supervisors. [0:34:28, 0:34:31]: or employees that were able all twelve to attend at this time. [0:34:36, 0:34:36]: Yeah. [0:34:36, 0:34:38]: But if you were to pay for this to send them, you'll pay [0:34:39, 0:34:40]: a lot more. [0:34:40, 0:34:41]: Then hosting it. [0:34:42, 0:34:43]: ourselves. [0:34:44, 0:34:45]: to send them to the training. [0:34:47, 0:34:53]: Do you so we have eleven and we need twelve. We need one additional so that we wouldn't have to pay [0:34:53, 0:34:58]: to go to this claim. We would still have to pay. They would only give us one free. [0:34:58, 0:35:00]: attendee to attend the class. [0:35:01, 0:35:04]: Um okay. I [0:35:06, 0:35:17]: I'm I'm trying to figure out do we know the dollar amount difference if the classes w weren't here? I mean I know you said per diem and travel. It's one day course, correct? No, it's a module so five classes. [0:35:18, 0:35:20]: and the student receives a certificate. [0:35:20, 0:35:24]: um from the Carl Vinson Institute for the supervisory training. [0:35:26, 0:35:28]: I don't have any questions anymore. Mr. Robinson, we're here, please. [0:35:29, 0:35:29]: This one does. [0:35:30, 0:35:34]: follow up, you're basically stating that we were saved from the travels. [0:35:35, 0:35:38]: If we do it here locally. Yeah. We would save [0:35:38, 0:35:40]: money for our city. [0:35:40, 0:35:40]: Right. [0:35:41, 0:35:45]: Right, because we would then have to and also our employees will be trained. [0:35:45, 0:35:50]: Um this is something that is being held here in our city just as we do GMA. [0:35:51, 0:35:53]: That we most recently did at the Ted Strickland. [0:35:53, 0:35:57]: They charge um the other cities as well. [0:35:57, 0:35:58]: And we host it here. [0:35:59, 0:36:01]: through GMA and they charged. [0:36:02, 0:36:05]: So again, my question is we have 11 employees. [0:36:06, 0:36:09]: Approximately that the um small cities with their Western. [0:36:10, 0:36:14]: There was no charge. It was a free conference through GMA. [0:36:14, 0:36:18]: Okay. The one we did for the alcohol was filmed. [0:36:21, 0:36:21]: Okay. [0:36:23, 0:36:25]: So again we have eleven employees. [0:36:25, 0:36:29]: that we can say versus sending them somewhere and we can do it here locally. [0:36:30, 0:36:31]: Saving on travel. [0:36:32, 0:36:33]: And hotel, correct? [0:36:34, 0:36:34]: Right. [0:36:35, 0:36:44]: Mayor. Yes, Mayor. Just a follow up. We have ten employees of course that are attending the class. We could save by having it here without travel. [0:36:44, 0:36:44]: Hmm. [0:36:45, 0:36:49]: That isn't my concern. I I look at what the cost of the building is here, right? [0:36:50, 0:36:53]: And we still have to pay for classes for the employees. [0:36:54, 0:36:55]: Even though we're [0:36:55, 0:37:00]: donating basically a building and whatever that rental amount is, I would like to know the difference between [0:37:00, 0:37:02]: The rental man of the building. [0:37:03, 0:37:03]: versus [0:37:04, 0:37:05]: What we're paying. [0:37:05, 0:37:11]: basically per dam and for our wha actually what is the dollar amount per class that we have to pay? [0:37:11, 0:37:15]: Did we did we attempt to n negotiate that with them? Shouldn't our [0:37:16, 0:37:21]: Our employees go for free since it's in this building. We're giving them a building, a facility. [0:37:21, 0:37:25]: that they're gonna raise funds from other locations. [0:37:25, 0:37:31]: I I just I don't I think it doesn't make good business sense. I I'm I'm a little confused. [0:37:31, 0:37:34]: It I mean, i of course it would be more [0:37:34, 0:37:37]: if we had to pay for gas and go there. [0:37:38, 0:37:41]: Right? They have five series. If it's not overnight. [0:37:41, 0:37:43]: They're not paying for a hotel. [0:37:44, 0:37:50]: It's it's one day and then they come back, they go back. It's two days, they go ba they come back, they go back for another two days. [0:37:50, 0:37:57]: And they go back. So it's five classes. Okay. And it's one cost for the total modules of the classes. [0:37:58, 0:38:06]: Do you know what that costs? Five twenty five. Five twenty five that we're paying per employee to go to our building. [0:38:06, 0:38:10]: Yes. And w that is to be trained. It's for the training. [0:38:10, 0:38:14]: I understand. And then Merlmanders, we're they're renting out the Merlmanders, correct? [0:38:15, 0:38:15]: Right. [0:38:15, 0:38:16]: The training room. [0:38:17, 0:38:19]: There's one downstairs training room. [0:38:22, 0:38:28]: Yes, yes sir. Uh okay, yes, go right ahead, sir. Uh Mrs. Wheeler, just one question. If [0:38:28, 0:38:30]: GMA chose to [0:38:31, 0:38:32]: take this training elsewhere. [0:38:36, 0:38:36]: Well [0:38:36, 0:38:38]: Carl Benson. [0:38:38, 0:38:40]: uh would they have to pay. [0:38:41, 0:38:44]: It would have to pay for the class. No, no. [0:38:44, 0:38:48]: Yeah, the Carl Vincent Institute chose to take this training elsewhere. [0:38:49, 0:38:51]: Would they have to pay for that facility? [0:38:53, 0:38:54]: Um I'm not sure. [0:38:54, 0:39:02]: More than likely they would. They might, or they the city might offer it to them free because they're able to send their students. I mean their employees. [0:39:06, 0:39:15]: Yes. How many total number of attendees are we talking about? How many people are we talking about people how many people are they bringing in [0:39:15, 0:39:21]: Are they bringing in a hundred people? Are they bringing in fifty people? How many are they bringing in total class uh [0:39:21, 0:39:22]: Can is twenty. [0:39:24, 0:39:27]: That twenty twenty people are the the maximum number. [0:39:27, 0:39:29]: That Mr. Um [0:39:30, 0:39:32]: The gentleman told me that he needed to attend the class. [0:39:32, 0:39:35]: But he was bringing people in, people from other cities. [0:39:35, 0:39:37]: were also attending the class. [0:39:37, 0:39:43]: So So we weren't the only city sending employees from the So we got eleven eleven out of the twenty. [0:39:43, 0:39:44]: Yes. [0:39:44, 0:39:48]: So there's d I just wanted to make sure we understand. There's eleven out of the twenty. There's not [0:39:49, 0:39:52]: Uh a total anything more than that. So we got over half. [0:39:52, 0:39:55]: Of the attendees coming to the case. Roughly, yes. [0:39:55, 0:39:59]: And t br so the public understands the advantage of what is going on. [0:40:00, 0:40:03]: What exactly are i the who is the staff going and then [0:40:03, 0:40:08]: what are they gaining uh post class? What are they gaining in terms of [0:40:08, 0:40:12]: they will be more equipped in what areas. We're benefiting them how. Okay. [0:40:13, 0:40:14]: The majority of the clo uhs [0:40:14, 0:40:17]: staff that are attending are from public works. [0:40:17, 0:40:21]: Mm. Some of them are lead workers and some of them are supervising people and [0:40:21, 0:40:23]: Wa wastewater and the water department. [0:40:24, 0:40:26]: And we sent some of our potential. [0:40:26, 0:40:27]: Um [0:40:28, 0:40:31]: employees who have supervisory ability. [0:40:31, 0:40:32]: that we wanted to attain. [0:40:33, 0:40:38]: And basically what they will gain in this training is communicating with employees. [0:40:39, 0:40:41]: how to lead the work team. [0:40:42, 0:40:44]: How to build trust and respect. [0:40:45, 0:40:47]: Planning and delegating. [0:40:47, 0:40:50]: motivation, performance evaluation. [0:40:50, 0:40:51]: And coaching. [0:40:51, 0:40:54]: developing and maintaining discipline. [0:40:55, 0:40:56]: and handling conflict. [0:40:57, 0:40:59]: And the many jobs of a supervisor. [0:41:00, 0:41:03]: A lot of these uh employees have not any had any formal [0:41:04, 0:41:06]: um supervisory training in the past. [0:41:06, 0:41:09]: Some of them have not been afforded the opportunity. [0:41:09, 0:41:11]: to attend a class like this in the past. [0:41:12, 0:41:15]: So we are giving them this opportunity [0:41:15, 0:41:17]: to gain these skill sets. [0:41:18, 0:41:18]: that [0:41:18, 0:41:21]: unless they uh you know uh pay for a class. [0:41:22, 0:41:25]: on their own to get supervisory training or go to a uh [0:41:25, 0:41:27]: trade school or back to college. [0:41:28, 0:41:30]: We're providing this information for them. [0:41:31, 0:41:35]: so that they can be um better employees and hopefully better supervisors. [0:41:35, 0:41:37]: for the ones that are supervisors now. [0:41:37, 0:41:56]: And this training is ongoing. So in addition to these five modules, there are other modules that they will be able to go to other'cause I've I've often been interested in stuff like customer service and how they interact with the public because they are representing us. Is it is there a component of that involved in this at all? [0:41:57, 0:42:00]: Probably not in this one, but I know we are planning to have [0:42:01, 0:42:02]: In January. [0:42:02, 0:42:03]: Um course uh [0:42:04, 0:42:06]: for our staff development internally. [0:42:06, 0:42:09]: We're bringing that m that peace into it. [0:42:11, 0:42:19]: Okay, thank you. That's good. No, let's go ahead and um move forward with this. Any other questions? One last go right please. [0:42:19, 0:42:21]: Mrs. Will, in your opinion [0:42:21, 0:42:22]: Um [0:42:22, 0:42:24]: It's for um [0:42:24, 0:42:26]: future relationship. [0:42:26, 0:42:30]: W what do you see the advantage for the city of Stockbridge? [0:42:30, 0:42:31]: In [0:42:31, 0:42:34]: um creating this type of relationship. [0:42:35, 0:42:37]: with GMA or the Car Vince Institute. [0:42:38, 0:42:40]: What do you see the future? [0:42:40, 0:42:46]: benefit for the city of Stockford, just in your opinion. Well one of the things is that in hosting something like this you have something [0:42:46, 0:42:48]: In the south region, I mean [0:42:48, 0:42:50]: South of Atlanta. [0:42:50, 0:42:54]: that your other cities that can attend that don't have to go all the way to Atlanta. [0:42:54, 0:42:57]: or go northbound to attend [0:42:57, 0:42:59]: when Carl Vinson offers these classes. [0:42:59, 0:43:01]: Normally it's south of Macon. [0:43:02, 0:43:04]: We have ne we have not had anything like this in this. [0:43:05, 0:43:06]: Southern Crescent area. [0:43:06, 0:43:10]: For employees to attend, so you have people from South Fulton. [0:43:10, 0:43:12]: From Hapeville, from Riverdale. [0:43:12, 0:43:14]: Фром Унион Сти, фомтон. [0:43:14, 0:43:15]: McDonough [0:43:15, 0:43:19]: Um I sent out to a host of my HR colleagues. [0:43:19, 0:43:23]: So to invite their employees to come in and they were very much interested. [0:43:24, 0:43:26]: and us hosting it, you know, they seem to be very interested. [0:43:27, 0:43:28]: in having it here. [0:43:28, 0:43:30]: 'Cause the travel time even for them. [0:43:30, 0:43:32]: is is would be negligible. [0:43:33, 0:43:38]: in order to send somebody to the north end of the of the county to attend a class like this. [0:43:39, 0:43:39]: One one second. [0:43:40, 0:43:47]: Hey, Mr. Aaron, I just saw you move up. Is this something that since these are most of your employees, something that you want to add to so the council knows her? [0:43:47, 0:43:53]: The only thing I wanted to add is at a previous place of employment, we we did this also. [0:43:54, 0:44:01]: Because a lot of people you have, you put in leadership roles, but nobody equips them with the knowledge and information they need to be successful. [0:44:01, 0:44:05]: Myself when I first I went from being responsible for myself [0:44:05, 0:44:09]: The two weeks later I got thirty people. I'm trying to supervise and [0:44:10, 0:44:12]: you know, schedule things for and [0:44:12, 0:44:16]: get them equipped to do their jobs and this provides people with leadership. [0:44:16, 0:44:18]: skills that they wouldn't acquire cause [0:44:18, 0:44:19]: It's tough from [0:44:20, 0:44:23]: Go on say Friday, you're one of the guys, you get promoted. [0:44:23, 0:44:26]: Monday you come, you're the guy. [0:44:26, 0:44:27]: And nobody [0:44:27, 0:44:29]: provides training [0:44:29, 0:44:32]: Everybody think it's just a boss and telling people what to do. [0:44:32, 0:44:36]: And one of the things Carl Vincent looks for people to host is because [0:44:36, 0:44:39]: A lot of cities don't have money dedicated for training. [0:44:40, 0:44:44]: To allow to allow people to stay overnight, to pay per diem and stuff like that. [0:44:44, 0:44:47]: But they can drive, you know, back and forth. [0:44:47, 0:44:52]: on a daily basis and and it saves them money and allows them to send people to training. [0:44:52, 0:44:55]: And that's one of the reasons why they look for people to [0:44:55, 0:44:59]: host so they can get municipalities and other governments in that area. [0:45:00, 0:45:01]: be able to send their people. [0:45:01, 0:45:07]: But like I say, it's it's just tough when you make that jump from being a regular employee to a supervisor because [0:45:08, 0:45:10]: Nobody tells you how to be a supervisor or a leader. [0:45:11, 0:45:16]: And a lot of times you're chosen because you've been there a long time or somebody sees something in you but [0:45:16, 0:45:19]: If you don't have the right tools and you're not equipped. [0:45:19, 0:45:21]: it's gonna be hard for that person to succeed. [0:45:22, 0:45:22]: Because [0:45:23, 0:45:29]: Like I say, going from just being responsible for yourself, you know how you work, you know you'll get things done, but [0:45:29, 0:45:32]: Now you got three or four other people you got to schedule for and [0:45:33, 0:45:39]: get supplies and all of that. So it teaches them those leadership skills they need to be successful and not just [0:45:39, 0:45:42]: Hey, I'm telling people what to do. It's more to it than that. [0:45:42, 0:45:48]: And so like I said, when I did it previously in Paired, we hosted'cause you can have people come, they're gonna eat in your city. [0:45:48, 0:45:52]: they might see the Merl Manders and say, hey, I didn't know this facility was there. [0:45:52, 0:45:56]: If they have an event, they wanna rent it, but it's just a way of trying to get [0:45:56, 0:46:02]: a a centralized location where other people that can come that can't afford to stay [0:46:02, 0:46:05]: 'Cause you figure if you go two days, you're really gonna stay [0:46:06, 0:46:10]: two days, possibly three, you know, travel'cause it's gonna be in Athens or somewhere else. [0:46:11, 0:46:14]: And it just was a way to get people there and you not spend them [0:46:15, 0:46:18]: an absorbent amount of money sending ten people. [0:46:19, 0:46:20]: to different locations. [0:46:20, 0:46:23]: All right, Mr. Aaron, stand by please. Mr. Blount, go ahead. [0:46:24, 0:46:25]: Yeah, I I um uh [0:46:25, 0:46:29]: Listen to staff and if you all think this is uh needed and have done the numbers. [0:46:30, 0:46:32]: I I don't know if I haven't ran any numbers on it. [0:46:33, 0:46:36]: Um, h how many hours a day is is is the training? [0:46:36, 0:46:42]: It's eight hours. It's from 830 to 430. Is there any other provisions we're making besides the facility? [0:46:42, 0:46:43]: Excuse me? [0:46:44, 0:46:50]: Anything else we're facilitating beside the facility? No. Lunch? Anything else? Nothing? And lunches on their own. [0:46:52, 0:46:57]: If uh for for us me, if you all said and it's a classroom downstairs, if you all said that [0:46:57, 0:47:00]: And v I'm trusting that you all read the numbers and [0:47:00, 0:47:01]: Mr. Daisy, I'm [0:47:01, 0:47:03]: If they go to the class, I guess we'll see [0:47:04, 0:47:06]: Better performances and uh so hey. [0:47:07, 0:47:07]: I'm all right with [0:47:08, 0:47:16]: Yeah, and I did want to address one other thing real quick and and the questions that you raised are are obviously very important and legitimate questions and the question of cost came up. [0:47:18, 0:47:22]: If this were training that were a way somewhere where [0:47:22, 0:47:24]: where staff members had to travel. [0:47:25, 0:47:28]: uh and stay overnight and have per diem. [0:47:28, 0:47:32]: Once you take a look at those costs for the number of employees who are [0:47:32, 0:47:33]: Uh [0:47:33, 0:47:35]: going to be processed through this training. [0:47:35, 0:47:39]: versus the building costs, you're still looking at saving probably in the neighborhood. [0:47:40, 0:47:40]: Oh. [0:47:41, 0:47:46]: you know, four thousand or so dollars, four thousand plus dollars based on per diem train um per diem [0:47:46, 0:47:50]: lodging and things of that nature. So there is an overall cost savings. [0:47:50, 0:47:55]: uh to us ultimately. We did talk to or have some conversations with Carl Vinson about providing us with [0:47:56, 0:47:58]: uh a certain number of uh [0:47:58, 0:47:59]: [2879.7, 2882.0]: um trainings for employees. [0:48:02, 0:48:07]: And as Renee mentioned they they had a certain threshold that would have to be met. But overall [0:48:07, 0:48:10]: there would be cost savings by hosting this type of training here. [0:48:11, 0:48:12]: Okay. [0:48:12, 0:48:13]: Um [0:48:13, 0:48:14]: Any other questions from the council? [0:48:16, 0:48:18]: Uh I'm ready to make the motion. [0:48:18, 0:48:20]: And there's no other questions. [0:48:20, 0:48:21]: I just [0:48:21, 0:48:24]: I just have one climate in in the future and [0:48:25, 0:48:29]: I totally see it now after the numbers of five sessions. [0:48:29, 0:48:31]: Right, you got ten people. [0:48:31, 0:48:34]: Two ho Nights Hotel, two fifty, that's twenty five hundred. [0:48:34, 0:48:36]: Five sessions, twenty five hundred times five. [0:48:36, 0:48:38]: In the future if we could have [0:48:39, 0:48:42]: that laid out for us so we know that we are not paying [0:48:42, 0:48:57]: For something. That would be awesome. That that's my biggest concern. You are correct in saying that. We need to we need to lay it out more clearly for you and we'll do that in the future. The one thing I did want to mention on the resolution I think it had December mentioned. I think it's October we're looking at. [0:48:57, 0:48:58]: If I'm looking at that right. [0:49:01, 0:49:05]: That's a good point. I have October 23rd. [0:49:05, 0:49:07]: I have a December on mine though. Okay. [0:49:08, 0:49:09]: The twenty fifth. [0:49:10, 0:49:16]: All right, so if this is approved, I just needed uh the correct dates on it before I sign it. That's all I've done. October dates. Okay. [0:49:16, 0:49:17]: For the month of October. [0:49:17, 0:49:18]: All right. [0:49:18, 0:49:20]: Council, any more questions or concerns? [0:49:20, 0:49:24]: Yeah, before I make the motion, Mayor, I just want to say to Ms. Wheeler that [0:49:24, 0:49:28]: When I saw this, I did have the conversation with her beforehand. [0:49:28, 0:49:34]: Um to find out all the details um in the numbers and who are we going. So I appreciate her taking the time. [0:49:34, 0:49:35]: To speak with me. [0:49:35, 0:49:40]: Um and Mayor, and I would like to motion make a motion to approve the use of the Merrill Mander Center. [0:49:40, 0:49:42]: um for conference training events. [0:49:43, 0:49:43]: Second. [0:49:44, 0:49:45]: Okay, any further discussion? [0:49:46, 0:49:47]: All favor please indicate. [0:49:48, 0:49:49]: Okay, great, fantastic. [0:49:49, 0:49:50]: No, this isn't. [0:49:50, 0:49:51]: All right. [0:49:51, 0:49:56]: Uh council consideration to approve project to remove install playground equipment. [0:49:56, 0:49:59]: at Memorial Park and Gardner Parks. [0:50:00, 0:50:11]: Reference ITB number one eight ITB O five O four one eight dash D D R an amount of one hundred and fifty one thousand doll one hundred and fifty one thousand three hundred uh excuse me. [0:50:11, 0:50:13]: $151,038. [0:50:14, 0:50:16]: Splot five. Let's scream me, splot four. [0:50:16, 0:50:17]: Presented by Mr. Riley. [0:50:18, 0:50:23]: Uh yes. Good afternoon, Mr. Mayor and members of the Council. I have before you [0:50:24, 0:50:28]: Uh the um removal and installation playground equipment with [0:50:28, 0:50:29]: Playworld preferred. [0:50:30, 0:50:39]: The amount is$151,038 and I would like to add a contingency of$13,962. [0:50:40, 0:50:44]: so that this area is more for your destination area. [0:50:44, 0:50:46]: We have like a little um [0:50:46, 0:50:51]: patio area that needs like some exercise equipment and [0:50:51, 0:50:55]: some cycling and some things that will bring people to this area. [0:50:56, 0:51:02]: just to make it more of an attraction like the other uh spaces that we have available. [0:51:02, 0:51:03]: at memorial. So [0:51:04, 0:51:11]: That the we're gonna bring before Mr. Knighton the actual equipment that will be installed. [0:51:11, 0:51:18]: So this is just a contingency to actually ask for a total amount of$165,000. [0:51:19, 0:51:20]: Okay, thank you. [0:51:20, 0:51:22]: Uh council, any questions, concerns? [0:51:22, 0:51:27]: Yes. Go right after me. I think it would be most helpful if we had something to look at. [0:51:28, 0:51:28]: In order to [0:51:29, 0:51:31]: uh you know, the evaluate [0:51:31, 0:51:34]: Uh the request that you have made, obviously the [0:51:34, 0:51:38]: the equipment over at the trail has been a phenomenal success so [0:51:38, 0:51:45]: I'm all for doing that. But and then the uh playground equipment that we added over at Clark Park, outstanding. [0:51:46, 0:51:49]: We upgraded it, this council did, collectively decided to get [0:51:50, 0:51:52]: Uh from the original install. [0:51:52, 0:51:54]: So when will we be able to see [0:51:54, 0:51:57]: what it is that it's going to look like so we can [0:51:57, 0:52:01]: uh make a decision on o on the investment that we're going to [0:52:02, 0:52:03]: uh be putting in this area. [0:52:03, 0:52:05]: Uh one week from today. [0:52:07, 0:52:08]: Well we're today is what the incident what [0:52:09, 0:52:10]: For the [0:52:10, 0:52:12]: Go ahead. One week from today is what now? [0:52:12, 0:52:14]: It's the fifteenth of October. [0:52:14, 0:52:15]: Okay. [0:52:16, 0:52:20]: Yes. I will have the information to Mr. Knighton. Mr. Knighton will disseminate it. [0:52:20, 0:52:23]: that information to the mayor and council. [0:52:23, 0:52:32]: And this is the pictures and reference to what he's doing. Additional information as well as costs. [0:52:32, 0:52:32]: Sure. [0:52:33, 0:52:34]: I'm sorry, go ahead. [0:52:34, 0:52:39]: It so I mean be that being the case, is this a time sensitive item? [0:52:39, 0:52:45]: Well we might be able to delay it until we did get that information. Is there some reason that it needs to go out like now or? [0:52:46, 0:52:55]: Would the delay hold up something? Well, it's more about uh trying to make sure that we're doing it in a timely manner since we have the heat. [0:52:55, 0:53:02]: And we wanna make sure that we're doing all of the construction because we are if we're moving an existing [0:53:02, 0:53:05]: playground from the back of uh Cochrane Park. [0:53:06, 0:53:08]: Not Cochrane, uh Garner Park. [0:53:08, 0:53:09]: To the forefront. [0:53:10, 0:53:15]: So we're doing a lot of digging up the fencing, the actual [0:53:15, 0:53:18]: Uh not fencing but the swing set. [0:53:18, 0:53:25]: and moving that equipment from the back of uh gardener part to the front, as well as doing pouring place. [0:53:25, 0:53:30]: So while we're having good weather and everything else, we're trying to make sure that [0:53:30, 0:53:32]: There are no weather delays, there are no [0:53:33, 0:53:34]: type of impending uh [0:53:35, 0:53:38]: things that will delay the project anymore. [0:53:38, 0:53:42]: I think we can pretty much go ahead and consent to give you consensus to go ahead and start. [0:53:43, 0:53:46]: the the work for preparation until we get to [0:53:46, 0:53:49]: actually see what it is that we're going to be paying for. [0:53:49, 0:53:57]: if that wouldn't uh be a problem. I think we we would both uh all of us I would think uh might be for you being able to [0:53:57, 0:53:59]: uh move forward with [0:53:59, 0:54:02]: getting some excavation work done or whatever. [0:54:02, 0:54:14]: I'm just wanting to be able to see what it is that we paying for personally. Well on that note that what you're suggesting is something that the council need to discuss. And we uh first first of all make sure we got everything out from the rest of the council and see what the desires are. [0:54:14, 0:54:15]: This aspect. [0:54:15, 0:54:18]: Um, so we're not sure if we're gonna follow that line of logic just yet. [0:54:19, 0:54:21]: All right, anybody any comments on this end? Yeah. Yeah, go right here, sir. [0:54:22, 0:54:23]: This amount um [0:54:24, 0:54:26]: Because is now is the contingency amount [0:54:27, 0:54:28]: To be added to the fifty one. [0:54:29, 0:54:30]: Yes. One fifty one? [0:54:31, 0:54:32]: Which brings it out to one eighty three. [0:54:33, 0:54:34]: Hundred eighty three thousand total. [0:54:35, 0:54:37]: Uh a hundred and sixty five thousand. [0:54:38, 0:54:45]: The thirteen nine sixty two is the added to the one fifty one thirty eight. Okay, I thought you said thirty one nine sixty two. [0:54:45, 0:54:46]: You said thirteen. [0:54:46, 0:54:47]: Thirteen. [0:54:47, 0:54:50]: thirteen thousand nine hundred and sixty two dollars. [0:54:51, 0:54:55]: to make it a total of uh a hundred and sixty five thousand dollars. [0:54:56, 0:55:01]: So the equipment that we have for that so moving that equipment to another area and then [0:55:01, 0:55:03]: We have other equipment to to put in there also. [0:55:04, 0:55:07]: Following with the what what we're moving or just just just uh [0:55:07, 0:55:08]: Removing [0:55:09, 0:55:14]: We have new equipment that's actually the installation of everything and the removal. [0:55:14, 0:55:14]: Yes. [0:55:15, 0:55:28]: Okay and but we have another additional spot that's at Gardner that's b like a blank canvas. Right. And what we want to do is modify that little bl that little uh spot with like a extra uh like a [0:55:28, 0:55:29]: Uh [0:55:29, 0:55:33]: uh extracurricular uh workout activity area. [0:55:34, 0:55:34]: Okay. [0:55:35, 0:55:37]: The reason I'm asking because I'm looking at the contingency amount. [0:55:38, 0:55:40]: I think I I talked to Mr. Knighton because we [0:55:40, 0:55:41]: About the um [0:55:42, 0:55:45]: The idea with the I thought that w when we started doing it we would move [0:55:46, 0:55:47]: with the striving for the uh [0:55:47, 0:55:49]: Pickle court with the tennis court. [0:55:50, 0:55:51]: Took a ball. [0:55:51, 0:55:53]: I don't know if that's been dis has that been discussed. [0:55:54, 0:55:54]: Yeah. [0:56:01, 0:56:01]: Okay. [0:56:02, 0:56:03]: Well I [0:56:03, 0:56:05]: Once again I I I um [0:56:05, 0:56:09]: with staff saying and everybody saying that this is what we need to make it happen. [0:56:09, 0:56:10]: I'm gonna approve we're making it happen. [0:56:11, 0:56:13]: Any other comments? [0:56:13, 0:56:14]: Ms. Thomas, no? [0:56:15, 0:56:15]: Okay. [0:56:16, 0:56:17]: Anymore comments on this end. [0:56:18, 0:56:23]: Okay, make sure I understand the thirteen thousand dollars contingency, this is a contingency of exactly what, the fact that you would go [0:56:24, 0:56:27]: over and above what the initial amount would be if some ran into something [0:56:28, 0:56:32]: extra or something along those lines. Yes. It's additional space that's added. [0:56:32, 0:56:37]: over to the side that we have a blank canvas where we don't have any type of [0:56:37, 0:56:39]: W any type of uh [0:56:39, 0:56:48]: go to activities or anything that will bring people to this park. And so after speaking to a couple of c um citizens, they [0:56:48, 0:56:53]: voice their opinion of trying to get something like a workout like at Reeves Creek. [0:56:53, 0:56:57]: trying to get some additional equipment. So while we are there and we're doing [0:56:58, 0:57:01]: the work. That's why I'm asking for the contingency. [0:57:01, 0:57:05]: It's not that we're going to spend the whole thirteen thousand nine hundred and sixty-two. [0:57:06, 0:57:09]: dollars. It's just so that we can get additional equipment. [0:57:09, 0:57:13]: And so that they can have another surface or another area. [0:57:13, 0:57:17]: to do additional workouts instead of always going to reuse creep. [0:57:18, 0:57:23]: Okay. So I guess what's what's up here is that whether or not we want to approve this tonight without seeing an actual visual [0:57:24, 0:57:29]: of what this will all look like, which you said that you'll be able to give us by the fifteenth of October. [0:57:29, 0:57:33]: In this aspect. So if I understand. Okay. Now on that note. [0:57:33, 0:57:34]: Sir, did you have anything else you wanted to add? [0:57:35, 0:57:36]: You look uh like you want to say something here. [0:57:41, 0:57:42]: Yes, sir. Go right ahead. [0:57:50, 0:57:55]: It's like that X will be a parallel X. [0:57:57, 0:58:00]: What [0:58:02, 0:58:04]: Okay. All right. Got that. [0:58:05, 0:58:08]: Council heard heard that comment, Council? Okay, got it. [0:58:08, 0:58:10]: You're talking about go w what we already have here? [0:58:11, 0:58:15]: I just want to motion that we the that we approve the uh [0:58:16, 0:58:21]: The project renovation to remove and install the playground equipment from Orion and Gardner Park. For what amount? [0:58:22, 0:58:24]: For the 151 with the$13,000 contingency. [0:58:25, 0:58:29]: 13,962. We don't want that. No, no. We're striking it. [0:58:30, 0:58:30]: Yeah. [0:58:33, 0:58:35]: You don't want any contingencies? Okay. [0:58:35, 0:58:36]: Well one fifty one thirty eight. [0:58:37, 0:58:39]: Okay, mo pre- restate the motion, please. [0:58:39, 0:58:44]: A motion that we approve the removing and insulation at the uh Gardner Park in uh [0:58:44, 0:58:47]: Memorial Park for the total of one thousand fifty one [0:58:47, 0:58:50]: One hundred fifty one thousand thirty eight dollars. Okay, is there a second plus five. Four. [0:58:51, 0:58:53]: The second down here. Now for the discussion. [0:58:53, 0:58:59]: Yes. I'm not comfortable. Now I know you know, I I'm for everything that we're trying to do here. [0:58:59, 0:59:02]: I'm definitely for it. I would be for approving it but [0:59:03, 0:59:08]: I'm not really comfortable spending a hundred and fifty thousand dollars on something that I have not seen. [0:59:08, 0:59:09]: Um [0:59:09, 0:59:10]: We're voting on [0:59:10, 0:59:15]: Uh, I don't understand what it is that we can't so we're starting on the excavation. [0:59:16, 0:59:20]: We can go ahead and consent to start on the excavation so we move forward with it. [0:59:20, 0:59:22]: And then in fifteen days we can actually see [0:59:23, 0:59:30]: And then we can decide if we want pickleball or we can decide on what equipment that we are going to be presented with. [0:59:30, 0:59:32]: Today we're giving a blank check. [0:59:33, 0:59:33]: Oh [0:59:33, 0:59:40]: what it is that we're going to do in terms of equipment because we're proving equipment that we have not seen. [0:59:41, 0:59:43]: All right, any other comments? Go right here, sir. [0:59:43, 0:59:44]: Um [0:59:46, 0:59:47]: When I made the motion [0:59:48, 0:59:51]: And what's been stated by city management and stated by [0:59:51, 0:59:53]: Our procurement, this is not a blank check. [0:59:53, 0:59:57]: This is the solicitation that we solicited for it. We did we did put a RFP out, right? [0:59:57, 1:00:00]: And this is the lowest bid for what we've been talking about in this city. [1:00:01, 1:00:04]: moving forward with projects that we need to move forward with. And one of those projects is [1:00:05, 1:00:06]: Making our parks better. [1:00:06, 1:00:09]: And so this is not writing a blank check, this is going to the lowest bidder. [1:00:10, 1:00:11]: For the uh for the uh [1:00:11, 1:00:13]: amounts that we need done. So [1:00:13, 1:00:16]: I just want to get that clear. The city is not writing a blank check. [1:00:16, 1:00:18]: Uh and so [1:00:18, 1:00:30]: The motions on the floor has been seconded. We had a comment. Okay. Yes. No, hold on. You had two already, sir. You already had two. I just had one. I had one. One. On the discussion of only had one. Just make one point. [1:00:30, 1:00:32]: All right, go ahead. Excuse me, go ahead. [1:00:32, 1:00:52]: So uh again I'm going to say we're bidding on this, you putting out a RFP. What are you putting out the RFP for if we can't see it? If you're putting out a RFP for a specific amount for this particular equipment, there's no where's the list of this equipment or where is the parts that compare [1:00:52, 1:01:02]: pose the hundred and fifty thousand dollars. Maybe the city manager can answer that or somebody if we're putting out a specific bid for a hundred and fifty thousand dollars. [1:01:02, 1:01:05]: What is a piece of equipment? Where is the list? [1:01:05, 1:01:06]: Of this equipment. [1:01:08, 1:01:12]: Can somebody tell me what a list is of the equipment that we spending$150,000 on? [1:01:16, 1:01:29]: I understand it would be similar to what's been done most part of the library pipeline closer to our part on similar pipeline. What would be placed on the particular way? [1:01:30, 1:01:44]: Oh Temp, please. I have to agree with Councilman Alexander in regards to I wanna know what type of equipment we're w we plan on having. Um I don't know, Mr. Aaron, maybe you could [1:01:44, 1:01:48]: enlighten me a little bit about what equipment we p I I just want to know [1:01:48, 1:01:50]: Are we getting new swings? Are we getting [1:01:51, 1:01:54]: um new exercise equipment. Fine. And and also [1:01:55, 1:02:05]: I think we should have exercise equipment at every park. And we've mentioned that before. So kind of just at least tell me what equipment we're getting. I'll be a little bit more relaxed in that. [1:02:10, 1:02:17]: Well the the majority of it involves relocating certain playground equipment'cause like at Gardner Park you got some playground equipment in the floodplain. [1:02:18, 1:02:23]: So we're moving some playground equipment and also adding the pour in place so we get rid of the [1:02:24, 1:02:28]: the mulch and other things that we had at the other parts. It'll be similar to [1:02:28, 1:02:29]: We moved. [1:02:29, 1:02:35]: playground equipment and put the poor in place like we do at Clark Park. It's not gonna be anything as fancy or absorptive. [1:02:36, 1:02:42]: as the one at Clark Park, but we're moving playground equipment to a centralized area and you'll have poor in place so is [1:02:42, 1:02:44]: accessible to at any part. [1:02:44, 1:02:45]: Yeah, but [1:02:46, 1:02:51]: special needs child when any part they would be able to use the equipment because of that pour in place. [1:02:52, 1:02:52]: And uh [1:02:52, 1:02:57]: And the changes that we'll make to that equipment to make it more user friendly for [1:02:57, 1:02:59]: for special needs children. [1:02:59, 1:03:06]: So is it just the pour and play that we're putting down or are we getting new It would be some additional playground equipment as well. [1:03:06, 1:03:07]: And [1:03:07, 1:03:14]: I guess Mr. Riley can get you what was bidded out, the equipment and things of that nature so you'll have a picture of it. [1:03:15, 1:03:15]: Okay. [1:03:17, 1:03:20]: Mr. Go ahead, Mr. Thomas. Um I was at Memorial Park [1:03:21, 1:03:23]: This past Saturday. [1:03:24, 1:03:26]: uh with the family and I did notice [1:03:27, 1:03:27]: uh [1:03:28, 1:03:31]: At one of the play areas where the [1:03:31, 1:03:32]: Swings are [1:03:33, 1:03:34]: Um [1:03:35, 1:03:37]: There was no rubberized surface. [1:03:38, 1:03:40]: I saw a lot of kids actually falling. [1:03:40, 1:03:41]: I'm assuming [1:03:42, 1:03:44]: That in this initiative [1:03:44, 1:03:47]: that surface would change over to [1:03:48, 1:03:50]: The rubberized [1:03:50, 1:03:52]: surface as the other [1:03:53, 1:03:54]: playground is at memorial. [1:03:55, 1:03:56]: So with that [1:03:56, 1:03:58]: Is that it that's also in the plan? Yes. [1:03:58, 1:04:02]: And and that's this is what I I sort of understand even though [1:04:03, 1:04:05]: As counsel said, we don't see it. [1:04:05, 1:04:09]: But I I do sort of understand that simply because when I was at Memorial this past [1:04:10, 1:04:12]: Saturday I really felt that [1:04:12, 1:04:14]: That surface needed to change. [1:04:14, 1:04:18]: Because there were a number of kids falling, even though I think it's the um [1:04:19, 1:04:20]: The mulch now. [1:04:20, 1:04:23]: But I did notice a lot of kids were just [1:04:23, 1:04:26]: And I was really afraid for a lot of those kids there. [1:04:26, 1:04:27]: Because of that surface. [1:04:28, 1:04:30]: So I do sort of understand that but [1:04:30, 1:04:32]: I I just think um [1:04:32, 1:04:34]: The council really have a valid point. [1:04:34, 1:04:35]: Um [1:04:35, 1:04:36]: You know [1:04:36, 1:04:38]: you know, we would want to see it. But I do understand [1:04:39, 1:04:40]: Especially at Memorial Park. I can't [1:04:41, 1:04:45]: visualized it in another park, but I did see the need at Memorial Park this Saturday. [1:04:46, 1:04:47]: All right. [1:04:47, 1:04:49]: Any any other comments? [1:04:50, 1:04:52]: Alright, so there's a motion on the floor. [1:04:52, 1:04:53]: To uh [1:04:53, 1:04:56]: to approve this amount of one hundred fifty one [1:04:56, 1:04:57]: Thirty eight. [1:04:58, 1:05:00]: hundred fifty one thousand thirty eight dollars. [1:05:00, 1:05:02]: No other further discussion, all in favor of motion, please indicate. [1:05:06, 1:05:07]: Okay, all post. [1:05:08, 1:05:17]: I I want I just wanted the table. Well until we got the equipment description. We gotta we gotta mo we got a mo we got a motion on the floor and it's been probably seconded. [1:05:17, 1:05:21]: So all in one second. All in favor of the motion, please indicate. [1:05:22, 1:05:22]: Two? [1:05:23, 1:05:24]: Right. [1:05:24, 1:05:25]: All post. [1:05:27, 1:05:28]: Okay. Anybody sustain it? [1:05:29, 1:05:29]: No. [1:05:31, 1:05:31]: Yeah. [1:05:32, 1:05:33]: Right. [1:05:33, 1:05:34]: It was [1:05:34, 1:05:37]: Well one. All right. Well one it passes. [1:05:37, 1:05:40]: Thank you, gentlemen. Mayor, what is the vote? Or one. [1:05:40, 1:05:41]: Thank you, gentlemen. [1:05:41, 1:05:46]: We will we will get some pictures and and renderings for a council to have. [1:05:47, 1:05:52]: So that they'll know exactly what we're doing in those areas. [1:05:53, 1:05:58]: People don't do cowboys. [1:06:00, 1:06:02]: Thank you. [1:06:04, 1:06:08]: Council consideration to fill vacancy at Downtown Development Authority, Mr. Williams. [1:06:08, 1:06:16]: Mr. Williams, before you speak picking, I got a suggestion that's that we probably would want to deal with this in a second session and come back out after the second session. [1:06:16, 1:06:17]: Since it deals with a personnel matter. [1:06:18, 1:06:20]: All right, that's that's okay. That's proper to do that. [1:06:20, 1:06:22]: All right, appreciate that. Um [1:06:22, 1:06:24]: On that note, um [1:06:24, 1:06:26]: City Manager, sir, comments please. [1:06:27, 1:06:29]: Um just very quickly I would mention [1:06:40, 1:07:00]: We enjoy those activities. As always, establish seeking ways that we can improve events. And we had some discussions about that hopefully very well and plans that we can improve. But overall, Bridge Best was a tremendous event for the city of Stockbridge. Also, I wanted to uh mention uh uh James Touchman was the new [1:07:00, 1:07:14]: economic development director of the city of Clockbridge and we're looking forward to um working with him in these fields and expertise and knowledge along with the other members of the city staff to do some great things moving forward. [1:07:14, 1:07:15]: All right. [1:07:16, 1:07:19]: On that note though, James, you want to come address the council at all? [1:07:20, 1:07:21]: Come on. [1:07:26, 1:07:37]: Gotta get used to coming to the podium, my man. That's what they tell me. I'm I'm watching and learning, so I do wanna say thank you. I've enjoyed my first week here. It's been great working with Mr Knight and the staff and just really getting to know them very well and [1:07:37, 1:07:43]: I'm looking forward to hitting the ground running and kinda in the next few months laying out the groundwork for what I think will be a great twenty nineteen for us. So I just want to thank you all and [1:07:44, 1:07:47]: I'm available twenty-four hours a day, so thank you all. [1:07:47, 1:07:52]: Oh I know. Any questions for Mr. Yeah, what else was gonna say. Council, you got any questions for James before you sit down? [1:07:54, 1:07:55]: Thank you, Councilman. [1:08:02, 1:08:06]: Thank you, Councilman. All right. Anything else? Okay, thank you, Janet. [1:09:39, 1:09:39]: Um [1:09:40, 1:09:44]: Community and economic development, you know, we we pledge. [1:09:44, 1:09:46]: to move this uh this city forward. [1:09:46, 1:09:49]: Uh and this is in in keeping in line with our mission. [1:09:50, 1:09:52]: So I I just want to say that uh also that [1:09:53, 1:09:55]: Uh this is not our first director. [1:11:20, 1:11:25]: I'd like to say that uh on um October the third we had our first uh bigo bash. [1:11:25, 1:11:27]: Here in the city of Stockbridge and it was a [1:11:28, 1:11:31]: Huge success and a lot of fun and we're going to be planning a new one. [1:11:31, 1:11:31]: Another one. [1:11:32, 1:11:33]: uh here uh very soon. [1:11:34, 1:11:40]: Um also like to say that to uh all the citizens that any any ones that are looking in and the ones that are here. [1:14:28, 1:14:31]: First I want to say I'm working on an initiative um [1:14:31, 1:14:35]: over at Flippin Elementary. There are no sidewalks. [1:14:35, 1:14:37]: Uh at this particular [1:14:37, 1:14:38]: Elementary school. [1:14:39, 1:14:40]: And on Peach Drive. [1:14:40, 1:14:42]: uh where many Stockbridge students [1:14:43, 1:14:48]: uh go to this el elementary school which is flipping. I live in Winslow at Eagles Landing. [1:14:48, 1:14:51]: There's sub de several subdivisions that surround the school. [1:14:52, 1:14:53]: But there are no sidewalks. [1:14:53, 1:14:55]: And there's a forty mile per hour speed limit. [1:14:56, 1:14:57]: Along Peach Drive. [1:14:57, 1:15:00]: Uh this is totally unacceptable and as a safety risk. [1:15:01, 1:15:05]: Many times we react to these items w once a tragedy has happened. [1:15:06, 1:15:11]: I'm calling on the entire community to act now before there's a tragedy [1:15:11, 1:15:12]: That will occur. [1:15:12, 1:15:16]: And we will issue thoughts and a prayers, but they will not bring that child back. [1:15:16, 1:15:19]: We can act now in order to work with the county. [1:15:20, 1:15:21]: The school board and [1:15:22, 1:15:23]: Um ourselves. [1:15:23, 1:15:43]: uh all at the table to provide a service. Again, uh all of the students in Winslow at Eagles Landing, the Terrace at Eagles Landing, the Magnolias at Eagles Landing, all in Stock Ridge City Limits attend uh Flippin' Elementary. And there are no sidewalks there connecting the adjoining neighborhoods. I reached out to the school board and [1:15:43, 1:15:48]: to the county to get everybody at the table. That's why it's so important that we attend [1:15:49, 1:16:09]: these splash beatings as well so to determine what projects are needed. There are sidewalks and trails that are needed throughout the community that we need everybody to engage on. We don't need another citizen, a pedestrian hit or killed, trying to cross a busy s busy thoroughfare because we don't have sidewalks. Next [1:16:09, 1:16:10]: I would like to [1:16:10, 1:16:14]: Thank uh Joyce Lattell, thirty five years in radio, her [1:16:15, 1:16:17]: event was absolutely fantastic. [1:16:17, 1:16:27]: It celebrated thirty-five years of giving in the community and also the open heart of the community and her giving and her network. [1:16:27, 1:16:30]: Uh Joyce is a Henry County resident. Uh [1:16:30, 1:16:31]: And she actually [1:16:32, 1:16:36]: does so much for the community through her actions and her work. So thank you. [1:16:36, 1:16:37]: And congratulations to [1:16:38, 1:16:40]: Joyce Lattell of V one oh three. [1:16:40, 1:16:45]: Ja I would like to welcome James uh to the com to Stockbridge and the say. [1:16:45, 1:16:48]: Economic development is something that requires action. [1:16:49, 1:16:51]: This council over the last uh [1:16:51, 1:16:56]: you know, year has taken that action, creating your pr recreating reestablishing your [1:16:57, 1:16:59]: uh position and establishing that position. [1:16:59, 1:17:02]: solidly as we continue to build the team. [1:17:03, 1:17:06]: of the top talent in the Metro Atlanta area. [1:17:06, 1:17:08]: That they will be the best equipped [1:17:08, 1:17:11]: They will be the best compensated and they will be the best [1:17:12, 1:17:13]: A synergistic team. [1:17:14, 1:17:17]: to move the city forward to establish the [1:17:18, 1:17:23]: or to meet the goal that we have set of the best and the most progressive city in Metro Atlanta. [1:17:24, 1:17:33]: Uh there's a town hall coming up on the twenty fifth, October twenty-fifth. There's a large road project called the Campground Road Extension which runs through Thalkridge City limits. [1:17:34, 1:17:50]: that uh will impact my community, Winslow at Eagles Landing, the Magnolis at Eagles Landing, the Terrace at Eagles Landing. It is a major road project and we have an update coming from uh Rock Romero of the SWAS committee because it was a one hundred percent Henry County project. [1:17:50, 1:17:52]: And that project will be the subject. [1:17:52, 1:17:55]: Uh actually it's the new Jodeco Road. [1:17:55, 1:18:01]: uh at that point and it will pr provide some traffic relief for the community. Thank you so much. [1:18:01, 1:18:03]: Councilman Councilwoman Robinson, please. [1:18:03, 1:18:04]: Thank you, Mayor. [1:18:04, 1:18:09]: Um I just want to say thank you to staff for all the hard work that you continue to do. [1:18:09, 1:18:14]: I definitely want to um commend you all for reaching out to um GMA. [1:18:14, 1:18:20]: um the Carl Vinson Institute and all those bringing them to the city of Stockbridge. We need them here. [1:18:21, 1:18:24]: So that way they can see what development that we're going to be having. [1:18:24, 1:18:28]: We d have an economic development director now, so when they start seeing [1:18:28, 1:18:32]: things start to go up, they'll know that it's happening here in Stockbridge. [1:18:32, 1:18:38]: and they'll want to also be able to spend their dollars um within our downtown area as well. [1:18:38, 1:18:41]: So we have a new day here in Stockbridge, so thank you so much. [1:18:41, 1:18:44]: um for reaching out um to those organizations. [1:18:45, 1:18:48]: Um BridgeFest. Bridgefest was definitely um [1:18:48, 1:18:52]: a wonder a success this year. Um our youth council. [1:18:52, 1:18:57]: had a wonderful time. They did a fundraiser and I just want to commend all of the young people. [1:18:57, 1:19:01]: Um they actually helped everyone that was out there. They had a great time. [1:19:02, 1:19:06]: So I do want to say thank you so very much for that team putting Bridgefest together this year. [1:19:07, 1:19:12]: Um I also want to just end by saying with the residents that were here tonight. [1:19:12, 1:19:16]: as I listen to them fighting for their communities. That's what it's about. [1:19:17, 1:19:19]: It's about coming here and showing this council. [1:19:19, 1:19:21]: That you love your community. [1:19:21, 1:19:26]: I heard some that said they're in our sister um or like Clayton County. [1:19:26, 1:19:27]: our neighboring cities. [1:19:27, 1:19:34]: And they basically was stating that what they're trying to do is not just about them. They're also trying to m to partner. [1:19:34, 1:19:37]: to make us look all look good at the same time. So [1:19:38, 1:19:42]: I just want to commend them for coming forth tonight and and all the other nights. [1:19:42, 1:19:43]: I'm a uh [1:19:44, 1:19:45]: before the planning commission [1:19:45, 1:19:49]: to fight for their communities. So I'm asking all of the Sopridge citizens [1:19:49, 1:19:52]: to get involved. Um what you bring to us. [1:19:52, 1:19:56]: is what we need to stand on. We're here for you. You elected us. [1:19:56, 1:19:57]: And that's what we need to do. [1:19:58, 1:20:01]: Um we sometimes get up here and we go back and forth. [1:20:01, 1:20:05]: But it's in the best interest of our citizens. But if we don't hear from you [1:20:05, 1:20:12]: then we won't know. So a lot of times we just need for you to be involved and speak up because that's why we're here. So I just again [1:20:12, 1:20:15]: want to commend them for standing up for their communities. [1:20:15, 1:20:18]: Because you know exactly what you want in your community. [1:20:18, 1:20:24]: And we know exactly what we want in our city so we can work together when we put all this together at one time. [1:20:24, 1:20:26]: Thank you, Mayor. Ron, welcome. Continue to wear pink during the course of the [1:20:39, 1:20:43]: breast cancer awareness month and support uh those uh survivors in that aspect as well. [1:20:44, 1:20:53]: Bridgefest was fantastic. Not only was it the best, it was the biggest thus far. And I want you citizens to know that next year when we have Bridge Fest, it will look totally different than it looks this year. [1:20:54, 1:20:57]: We're going to have something fantastic to tell you and show you. [1:20:58, 1:20:59]: Physically within [1:21:00, 1:21:02]: And once we do that, you'll see what I'm talking about. [1:21:03, 1:21:04]: It's gonna be a great thing. [1:21:04, 1:21:08]: And it's one of those steps to make the city even greater than it is now and take the city into the future. [1:21:09, 1:21:09]: All right. [1:21:10, 1:21:10]: You're gonna love it. [1:21:11, 1:21:11]: It's coming. [1:21:12, 1:21:13]: All right. [1:21:13, 1:21:14]: Wait on it. [1:21:14, 1:21:15]: Okay. [1:21:16, 1:21:21]: Besides that, let's see, what else I need to say here tonight? Happy Halloween for all you folks. It's the end of the month. [1:21:22, 1:21:23]: Be be careful out there when you're [1:21:23, 1:21:25]: Which are cr kids or grandkids and [1:21:26, 1:21:27]: giving out those goodies to uh [1:21:28, 1:21:30]: All those young folks coming through the through the home. [1:21:30, 1:21:32]: Uh to your home on the on the thirty first. [1:21:33, 1:21:34]: And of course [1:21:35, 1:21:37]: None of us are interested in splitting our city. [1:21:37, 1:21:44]: And and to show you that effort, uh and uh indicate to you that we got another court case tomorrow morning. [1:21:44, 1:21:45]: With the Georgia Supreme Court. [1:21:46, 1:21:48]: And um it's at ten o'clock in the morning. [1:21:49, 1:21:59]: Uh and uh what it is is Mr. Mike Bowers, uh the former attorney general of the st of state of the state, uh roughly I think 16 years is going to present that. [1:21:59, 1:22:14]: to the Georgia Supreme Court and this deals with the ballot and how the ballot is reads and the unconstitutionality of that particular of the ballot itself. So that's coming up. And the results of that are uh uh come out uh eventually, hopefully before the November sixth as well as the results of our federal [1:22:14, 1:22:19]: case that uh occurred uh two weeks ago. Wait for that decision from that particular judge. [1:22:20, 1:22:20]: And leave me. [1:22:20, 1:22:22]: Yeah, that particular jazz there as well. [1:22:23, 1:22:26]: So we're still moving forward folks and we're still optimistic. [1:22:26, 1:22:27]: We're not looking split. [1:22:27, 1:22:30]: And once once we get over the speed bump, not call it a speed bump. [1:22:30, 1:22:31]: Right now?
