[0:07:19, 0:07:26]: Okay, so everybody, if I may, can we hold on for one second? I just want to make sure that [0:07:26, 0:07:34]: Whatever connection the public has access to is operational. So if I'm trying to talk to one of you guys privately, I can't chat right now. Is there a reason? [0:08:37, 0:08:42]: Well, d as a public meeting we don't do that in a a normal public setting. [0:08:44, 0:08:45]: Right. [0:08:48, 0:08:56]: But if I'm trying to chat about some technical difficulty, I'll type a note or a message. I'm just saying we we're not able to chat. [0:08:58, 0:09:08]: The chair was turned off because during a normal public meeting, participants are not allowed to interact with the mayor and council. That's why it was turned off. [0:09:09, 0:09:14]: So you you you can use your text, your just regular phone text if you need to. [0:09:14, 0:09:15]: Okay. [0:09:16, 0:09:23]: So I logged in as like a regular member of the public. I don't know if you can see that, but it's [0:09:25, 0:09:26]: All right. [0:09:39, 0:09:46]: So Mr. Knighton, we're waiting for uh Eugene to confirm the about the presentation. Is that what it is? We have a uh [0:14:49, 0:14:51]: Council meeting was was February uh tenth. [0:14:52, 0:14:56]: We have the actual council retreats of February seventeenth. [0:14:57, 0:14:58]: Eighteenth and nineteenth. [0:15:00, 0:15:03]: We have a council work session, which is on the twenty fifth of February. [0:15:03, 0:15:08]: And we just recently had a special call meeting on the twenty fourth of March. [0:15:08, 0:15:20]: And so I'm looking for a motion to actually approve all these minutes since we had uh missed a meeting earlier. Uh so if you've reviewed them, they're all good. Uh a motion please. [0:15:21, 0:15:23]: Oh no. Okay, second. Second. [0:15:24, 0:15:26]: Okay, all in favor, please indicate. [0:15:27, 0:15:29]: Players' hands, okay. [0:15:30, 0:15:31]: Um [0:15:32, 0:15:33]: Madam Clerk, any public comments? [0:15:34, 0:15:40]: Therefore, we do have one public comment that was submitted and actually was submitted um [0:15:40, 0:15:43]: Through Councilman Blount who forwarded it to me. [0:15:44, 0:15:46]: And I'll read that at this time. [0:15:46, 0:15:47]: Okay. [0:15:47, 0:15:50]: Mr. Blount, this is Mrs. Randanzo. [0:15:50, 0:15:52]: Not Mr. Rendanzo. [0:15:52, 0:15:57]: I've done everything in my power to get anybody to look at logic where this is concerned. [0:15:58, 0:16:02]: No one will address the anxiety it's causing people by not pausing. [0:16:03, 0:16:05]: While people are sheltered in place. [0:16:05, 0:16:06]: It sounds [0:16:06, 0:16:10]: Лайка серий в earthquakes five or six days a week. [0:16:11, 0:16:16]: I invite you to ask the senior citizens at the end of Lee Street how bad it is. [0:16:17, 0:16:26]: Why this neighborhood has to endure this noise while we are in a world crisis is beyond my understanding of having citizens in mind. [0:16:27, 0:16:29]: It's not with us in mind. [0:16:29, 0:16:33]: I also can't get anyone to address the financial situation. [0:16:33, 0:16:36]: And the fact that it makes no sense to continue. [0:16:37, 0:16:38]: This project. [0:16:38, 0:16:43]: And we can't even walk down the street without having the police called. [0:16:43, 0:16:48]: The construction guy apparently thinks it's illegal to walk on a public sidewalk. [0:16:49, 0:17:09]: So we officially give up. We will be moving as soon as possible as we possibly can. I want to live where the nuisance ordinance applies to the municipality too, not just the citizens. I appreciate the reply, sir, and I would consider it a sign of respect to me if you would read this statement for me at the end. [0:17:09, 0:17:10]: the next meeting. [0:17:10, 0:17:12]: I would have done it myself if [0:17:12, 0:17:17]: But the last two meetings were canceled and no online comment cards were put up as we were told. [0:17:17, 0:17:19]: By Miss Holliday. [0:17:19, 0:17:21]: My concerns are valid. [0:17:21, 0:17:22]: Um [0:17:23, 0:17:25]: You have to excuse me because she [0:17:28, 0:17:29]: Yep, oh, Russell. [0:17:30, 0:17:40]: Okay, my concerns are valid and I would like to see some see them entered into the minutes. Good luck to you and the teacher. Thank you for replying, Sunny Rendezzo. [0:17:41, 0:17:46]: Okay. No private comments. Okay. Well noted and we'll follow up on that as soon as we can. [0:17:46, 0:17:50]: Okay. On that note, uh new business. [0:17:51, 0:17:56]: Council consideration to approve recertification as a Georgia Municipal Association City of Ethics. [0:17:56, 0:17:58]: Mr. Williams, please. [0:17:58, 0:18:01]: Good evening, everyone. The uh [0:18:02, 0:18:07]: agenda item you have before you is r is merely an adoption of the resolution that is [0:18:08, 0:18:12]: prepared by the Georgia Municipal Association adopting [0:18:12, 0:18:17]: The five principles uh of ethics that uh they have established. [0:18:17, 0:18:22]: The the city council was previously adopted essentially the identical resolution. [0:18:23, 0:18:28]: uh the last time we were certified as a city of ethics. And so this is just a recertification. [0:18:29, 0:18:35]: Um the way the process works as you probably read in your agenda packet is we have to we readopt the same resolution. [0:18:36, 0:18:38]: And we send to them uh [0:18:39, 0:18:41]: A letter requesting recertification. [0:18:42, 0:18:47]: um noting any changes in our ethics ordinance and and there are only two minor well [0:18:48, 0:18:51]: I guess two changes in our ethics ordinance. One is [0:18:52, 0:19:00]: The the model ordinance has three members and our ordinance has five members of the ethics board, which is you know, that's not really a substantive change. [0:19:01, 0:19:12]: And then we uh ad adopted the code of ethics as part of our ethics ordinance. So that's those are the only two changes. So if you all approved the resolution [0:19:12, 0:19:20]: uh we will be forwarding that to gma um requesting recertification as a city of ethics. [0:19:20, 0:19:23]: Нормаль Сидис о етикс are [0:19:23, 0:19:24]: Um [0:19:25, 0:19:29]: are honored at the GMA convention, but as you know it's it's been [0:19:30, 0:19:30]: Um [0:19:31, 0:19:35]: The it's been converted to a virtual convention this year. So I don't know how that will work. [0:19:35, 0:19:44]: But in any event, we will uh as assuming you all approve this, we will forward everything to GMA and hopefully be recertified fairly quickly. [0:19:45, 0:20:00]: Okay, Mike. Go ahead, sir. I'm sorry. With with that, Mike, you're right. As I read that, it indicated that it need to get to GMA by the thirtieth, which is in two days from now. And if that's still the case, uh as I saw that, it seemed like everybody on the council would need to sign that as well. [0:20:00, 0:20:05]: So if that's the case, we'll have to coordinate people signing this and getting off to them as soon as possible. [0:20:05, 0:20:06]: Uh to GMA. [0:20:08, 0:20:09]: Okay. [0:20:09, 0:20:12]: All right. I don't know any questions anybody has at all? [0:20:13, 0:20:16]: Thoughts, questions? If not, I need a motion to accept the resolution. [0:20:17, 0:20:18]: So move. [0:20:18, 0:20:19]: Is there a second? [0:20:19, 0:20:22]: Circuit. Okay, all in favor of motion, please indicate. [0:20:24, 0:20:26]: Okay, thank you very much. [0:20:27, 0:20:31]: I would imagine that's unanimous. I didn't see everybody. I imagine that it's unanimous in that aspect. [0:20:31, 0:20:32]: Okay. [0:20:32, 0:20:45]: All right, good deal. All right. On that note, um, thank you. Council consideration to support uh House Resolution sixty-four sixty seven, Corona vi uh Corona virus community relief act. Mr. Williams, please. [0:20:46, 0:20:49]: Um yes, sir. This is a um [0:20:50, 0:20:54]: uh a uh initiative at the federal level to provide [0:20:54, 0:20:56]: uh funding support to [0:20:57, 0:21:00]: Стай локал говменцак [0:21:01, 0:21:03]: And as you may have heard, the it's [0:21:03, 0:21:06]: There are various proposals on the table. [0:21:07, 0:21:08]: Um and it's kind of [0:21:09, 0:21:13]: been made into a little bit of a partisan debate. Um [0:21:13, 0:21:22]: But as late as yesterday, I believe, Senator Mitch McConnell indicated that they would be moving forward with some sort of legislation providing aid to state [0:21:22, 0:21:26]: to the states, um, to whether it includes local governments. [0:21:26, 0:21:29]: uh remains to be seen, but [0:21:29, 0:21:32]: the this would be uh [0:21:32, 0:21:36]: You mayors has already sent a letter s in support of this. [0:21:36, 0:21:39]: And this would just be a resolution from the council. [0:21:39, 0:21:50]: also issuing its support for any kind of federal aid to help local governments um in response to the uh COVID nineteen pandemic. [0:21:50, 0:21:51]: Um [0:21:51, 0:21:52]: And [0:21:52, 0:22:00]: And I'll leave it to others to speak to some of the specifics, but as I recall, that there several million dollars could be available in the form of block grants. [0:22:01, 0:22:03]: For um for Stockbridge. [0:22:04, 0:22:10]: Um and you know, the way it's couched, it c it could be used for almost anything. [0:22:10, 0:22:11]: Um but but that's [0:22:12, 0:22:17]: All that remains to be seen based on whatever the uh Congress approves down the line, but [0:22:17, 0:22:21]: I would expect there to be a round of of legislation within the next week or so. [0:22:22, 0:22:23]: Okay, thank you, sir. [0:22:23, 0:22:26]: Any comments? Go right here. Go right, please. [0:22:26, 0:22:46]: Yes, sir. I um I think this is something that would be a great idea and uh every city in America should actually support this of going through what we're going through with COVID nineteen. And I think this is something that we as a council need to entertain uh for our local business owners uh even now before [0:22:46, 0:22:52]: for the federal government acts because a lot of our business owners are in extreme pain. [0:22:52, 0:22:54]: And they may not survive this shutdown. [0:22:55, 0:22:57]: And the slowing of business because once [0:22:58, 0:23:18]: The uh shutdown is actually over, it's going to take months, weeks, months, maybe even years for business to return to normal. So for business to return until that time comes, we as a city need to step in there and we need to offer some form of assistance to our citizens. [0:23:18, 0:23:20]: Just like the city of McDonald has done. [0:23:21, 0:23:39]: Uh they've uh made uh low interest loans available uh through their DDA and this council needs to act to do something similar because as we know, uh with the unemployment situation and the stimulus, the check is in the mail for a lot of those small business owners and it just hasn't arrived yet. [0:23:40, 0:23:56]: Matter of fact, I haven't even gotten my stimulus check yet. So I don't know who ever who else hasn't gotten theirs. So for the small business owners, I talked to several of them and I know that many of them applied for the loan, never heard back from the lender, and got [0:23:57, 0:24:10]: basically to square one and that was it. So I think it's incumbent upon us to encourage Congress to move forward. But in the interim time, our city needs to step forward and offer some form of assistance just like McDonough did. [0:24:11, 0:24:13]: All right. Any other comments from anybody else? [0:24:18, 0:24:19]: Right. [0:24:19, 0:24:39]: Well I know that go go right here, sir. If I would, Miss uh Mayor Ford, I would just simply mention related to the support for local governments that um I had been in contact with um legislative council, the members of Congressman Scott's office, and I think Mayor Ford, you're on one of those calls related to absolutely support that we would seek for local governments. [0:24:39, 0:24:52]: governments um and encouraging uh Congressman uh Scott's office support, which they certainly um indicated that he uh was very supportive of. And so I would just make that comment as it relates to local government uh support. [0:24:53, 0:25:13]: And the other thing I'd like to mention, uh, I think about the small small business association uh administration, I'm sorry, I believe there's some other documentation or uh billions of dollars that are out there for individual businesses to apply for and it this on the second round of this, the third round, I guess it is, several billions of dollars. So hopefully folks are going online and looking for that and and applying for that as well. I believe I heard Merit Protect. [0:25:13, 0:25:15]: Tim Thomas, is I hear your voice, sir? [0:25:15, 0:25:18]: No, you did not. But I would say um [0:25:18, 0:25:20]: It is encouraging. [0:25:21, 0:25:33]: Um whatever assistance that we can do from the municipality, I think we need to look at that. I'm just not sure how can we uh prioritize um [0:25:33, 0:25:45]: Any funding from us, um, would it be only those businesses within the city limits of Stark Bridge? Um, would the DDA be the first line? [0:25:45, 0:25:55]: um, you know, participant with this. I I just don't know the details, but I guess if we decide to go down this route, uh, Mr. Knight, I guess we'll work these details out. [0:25:57, 0:25:59]: Mayor, Councilman Blood. Sir, go right in, please. [0:25:59, 0:26:17]: Yeah, um that was mean that that guys. One of the things that I look at when you talk about uh the businesses, well cost uh uh a lot of businesses are hurting, a lot of businesses are uh their futures uh in a place where they don't know if they're gonna be able to open back up and a lot of them gonna gonna be okay. Um [0:26:17, 0:26:37]: But for as the city of Stockbridge, I I I know that there's a lot of uncertainties even for us. Uh we have to be mindful that we don't have a city tax. We have to be mindful that our uh majority of our income comes from local option sales tax was gonna be hurting. Uh a lot of uh a lot of uncertainties there and I would like to for our city manager if you would speak to a lot of uncertainty. [0:26:37, 0:26:47]: certainties that we have as a city pertaining to assisting any businesses, but the but some of the uncertainties we have as a city that we're gonna be approaching pertaining to uh [0:26:47, 0:26:49]: Any type of financial uh [0:26:50, 0:26:53]: uh assistance or anything, just just the uncertainty we have as a city. [0:26:55, 0:27:06]: Yes, um I'll speak to that in general in terms of revenue projections uh for the remainder of the year. Um obviously one of the big mysteries uh to our economic situation at the moment. [0:27:07, 0:27:21]: is what we will receive in uh splash money, but more importantly and more significantly, uh lost local option sales tax uh revenues. Obviously a number of businesses have been impacted and the economy is in a very uncertain place at the moment. [0:27:22, 0:27:26]: And I've spoken to some of my colleagues uh throughout the metro area, other city managers who [0:27:27, 0:27:39]: are on fiscal year budgets, meaning they start July first. And I have heard from some who are modifying their revenue projections going into the next fiscal year because of the uncertainty and the expectation. [0:27:40, 0:27:43]: uh that uh revenues um will be [0:27:44, 0:27:52]: Um uh significantly reduced um you know in the next few months. We obviously won't know what that looks like uh for a few months. [0:27:52, 0:28:02]: But um you know we have obviously a number of responsibilities providing core services uh to our citizens, uh even during this pandemic stage. [0:28:02, 0:28:06]: And obviously a number of other uh projects that we're working on, but [0:28:06, 0:28:18]: The uncertainty of the uh economic uh and financial standpoint, I think, gives all of us pause and reason to uh be very conservative in how we approach. [0:28:18, 0:28:22]: uh matters expenditures uh here in the future [0:28:23, 0:28:24]: All right. [0:28:24, 0:28:28]: Any other comments at all? The council? Certainly. [0:28:30, 0:28:30]: Go ahead. [0:28:31, 0:28:51]: Okay. Uh yes, I want to make it clear what I'm referring to is uh having the DDA or the Citywide uh Development Authority once constituted take the lead and offer uh even low interest loans to these uh businesses as because it would be difficult for them to obtain [0:28:51, 0:29:02]: Credit when the market is tightening in such a way as it is now. So for instance, a business could not access a line of credit through [0:29:02, 0:29:14]: the traditional channels, they would be able to access uh low interest loans as a business owner in the city limits, as uh Mr. Thomas indicated. And maybe Mr. Williams can speak on that as well. [0:29:16, 0:29:28]: Well, Mr. Mayor, uh the before I comment on that, I just wanna make it clear we're talking about two separate things. Uh the agenda item is really calling for a resolution in support of [0:29:28, 0:29:40]: any sort of federal assistance to state and local governments. And then the second issue would be uh the issue raised by Councilman Alexander whether or not um the council wishes to [0:29:40, 0:29:45]: uh explore working with the DDA or development authorities the case may be. [0:29:45, 0:29:48]: To provide assistance to businesses um [0:29:48, 0:29:59]: The uh the city of McDonald, as he indicated, they have done that. Um they're fairly small loans and I I don't remember the the the maximum amount, but I wanna say it was about two or three thousand dollars. [0:29:59, 0:30:01]: Um mounds um [0:30:01, 0:30:10]: to businesses within the uh downtown development area of of McDonough. You know, that that's a policy question. It it's something that [0:30:11, 0:30:18]: You can explore, but as as um Mr. Knighton indicated, you know, we we don't know what our revenues are looking like. [0:30:18, 0:30:21]: Um this is that rainy day that [0:30:22, 0:30:24]: you always worry about when you're trying to build [0:30:24, 0:30:26]: Your your um [0:30:27, 0:30:33]: your fund balance um for for cases exactly like this where we don't know what our revenues are gonna be. [0:30:33, 0:30:40]: for months down the line. Um so unlike most cities in the state of Georgia, we are in a very [0:30:41, 0:30:52]: decent um position to weather the storm. Um, but y you do want to be somewhat cautious before you incur any new expenditures so you have a better idea of what your revenues are going to look like. [0:30:53, 0:31:13]: Okay, thank you for that. On that note then I would imagine that we need to make sure we handle what's on actually on the agenda in this aspect for the first piece and then on the second piece in reference to individual loans or s for businesses, maybe that's something that needs to be discussed further, uh, whether in this venue or or some other venue or some other conversation in the course of uh [0:31:13, 0:31:33]: the near future here. So on that note, uh like to go back to accepting, even though I've already drafted up a letter uh but in a reference to this, but uh on the federal side of the house. So I guess in essence the motion for a resolution to follow up with the I'd like to make a motion to approve uh this as recommended in the letter that you have crafted. [0:31:33, 0:31:38]: encouraging Congress to uh take care of our small business zones, so to speak. [0:31:38, 0:31:39]: All right, I need a second. [0:31:40, 0:31:41]: A second. [0:31:41, 0:31:42]: Any further discussion? [0:31:43, 0:31:44]: And if not all in favor, please indicate. [0:31:45, 0:31:46]: Okay. [0:31:46, 0:31:49]: Is that everybody? All right, good deal. Yes, sir. [0:31:50, 0:32:10]: Uh before you move to the next item, let me be clear on on my comments. Um I will only be interested in providing some assistance through whatever resources that we're able to tap in on the on the federal level. Uh as uh Mr. Nyon and Councilman Blount and Ms. Mr. William indicated. [0:32:11, 0:32:14]: I don't think it would be uh prudent of us to [0:32:14, 0:32:31]: tap into um our financial coffers. I don't I I think we'll have to wait on that part, but whatever resources f uh or aid from the uh federal government, yeah, I think we should get in that lane, but I just wanted to clarify my comments. [0:32:31, 0:32:32]: Okay, appreciate it. [0:32:32, 0:32:36]: I'll tell you what, we'll probably end up taking this up just a little bit later. So let's move on to discussion. [0:32:37, 0:32:41]: Amphitheater construction update presented by Mr. Knight and Camilla Moore, please. [0:32:42, 0:32:45]: Uh madam clerk, I'm gonna see if this works. [0:32:48, 0:32:49]: It does. Can everyone see? [0:32:50, 0:32:52]: Okay, got it. Outstanding. Uh-huh. [0:32:53, 0:32:54]: And everyone can hear. [0:32:54, 0:32:55]: Absolutely. [0:32:56, 0:33:02]: Okay. Good evening, Mary Council. We're just gonna go through a brief update on where we are on the amphitheater. [0:33:02, 0:33:06]: Of course, for those of you that have gone by, you can see [0:33:06, 0:33:10]: that there's a lot of work going on. As a matter of fact, we should be actually going vertical this week. [0:33:11, 0:33:14]: So this is just gonna be a brief synopsis of kind of where we are. [0:33:15, 0:33:19]: Um, if at any point in any pace that I go to, if you wanna ask some questions then just [0:33:20, 0:33:23]: Let me know and interrupt and I will provide an answer. [0:33:23, 0:33:30]: Of course, here's your management team. Uh I act as um the overall project manager with Charles Abbott TSW. [0:33:30, 0:33:33]: H. J. Russell and Falcon a design. [0:33:34, 0:33:39]: Uh those are the folks we meet every Wednesday and we're actually overseeing the project every day. [0:33:39, 0:33:44]: In terms of what this presentation is going to present to you, just a general information. [0:33:45, 0:33:56]: If we've talked about safety, whether or not we're compliant with COVID nineteen in terms of uh guidelines as it relates to construction, the inclement weather days, site layout and activity. [0:33:56, 0:34:01]: activity and schedules, the site progress as of April the twenty second, twenty twenty. [0:34:02, 0:34:04]: And some area photos for you to look at. [0:34:09, 0:34:12]: In terms of can you guys see this or do I need to make it a little bit bigger? [0:34:13, 0:34:14]: I can see it. Fine. [0:34:15, 0:34:16]: You good? Okay. [0:34:16, 0:34:20]: Uh as you know, the amphitheater is actually a two phase project. [0:34:20, 0:34:23]: Uh phase one which deals with the building site. [0:34:24, 0:34:27]: It deals with uh a part of the parking in the back. [0:34:27, 0:34:31]: Uh and it also deal with the green room, concession stands and restrooms. [0:34:32, 0:34:33]: uh phase two [0:34:33, 0:34:37]: deals with the actual parking, uh the passive park. [0:34:37, 0:34:40]: and other amenities that go into phase two. [0:34:41, 0:34:45]: Phase one is nine point six acres, phase two is approximately seven. [0:34:45, 0:34:51]: Uh during the month of January, uh, we removed a lot of trees. We installed erosion control measures. [0:34:52, 0:35:01]: Uh, we did a lot of fencing. We had to do some additional trench dig digging because we had a lot of water. It felt like North flood, but we had a lot of water, so we had to come back [0:35:01, 0:35:04]: And to mitigate some of the water runoff. [0:35:04, 0:35:12]: Uh we did demolitions of existing structures that was on site, the old baseball uh dugouts, any wooden structures we removed. [0:35:12, 0:35:24]: And also we've been dealing with the geo technical services every day. So we go out and we do as many borings as we can to determine the soil composition, whether or not it's suitable soils or unsuitable soil walls. [0:35:25, 0:35:29]: so that we can take the appropriate steps to move forward. Um [0:35:29, 0:35:37]: Finally, um excuse me. Yes, I'm sorry. Yes, Miss Moore. If you could make that just a little bit larger, maybe for [0:35:37, 0:35:39]: The viewing public possible. [0:35:43, 0:35:47]: Is that better and I can just scroll down some. Is that good? Or larger? [0:35:50, 0:35:50]: Does that be anything? [0:35:53, 0:35:55]: Yes, that's fine. That's fine. Yes, that's fine. [0:35:57, 0:36:05]: Okay. Um finally just want to update Mary Council on our exploration of whether or not uh there are any burial sites. [0:36:05, 0:36:08]: uh on the particular development site. [0:36:08, 0:36:12]: We have finished the analysis on phase one. [0:36:12, 0:36:18]: We actually hired a mapping company and believe it or not, we got us a national acclaim archaeologist. [0:36:18, 0:36:22]: uh who actually are coming out to assist us in case we need to [0:36:22, 0:36:26]: remove anything that we find. Uh on phase one. [0:36:26, 0:36:29]: There's a determination that there were no burial site. [0:36:30, 0:36:35]: Uh what they did discover was a landfill apparently from when this city hall was built. [0:36:36, 0:36:45]: Uh they use that portion of the site as a landfill. So again, on phase one of the site, no burial, no bodies, no anything was found. [0:36:45, 0:36:47]: Only a uh construction site. [0:36:47, 0:36:56]: We will be finishing up our investigation on phase two, which is the uh property which sits where the the seven acres that we purchased. [0:36:56, 0:37:01]: we should be finishing that up within the next ten days to make a determination there. [0:37:01, 0:37:03]: Any questions so far? [0:37:04, 0:37:08]: If not, I will go on to safety. Since December we've had no incidents. [0:37:09, 0:37:17]: Uh construction is required to follow a set of guidelines as it relates to COVID nineteen. We are in compliance. We actually had a safety audit. [0:37:18, 0:37:20]: performed on April um [0:37:20, 0:37:22]: Performed April seventh. [0:37:23, 0:37:27]: And the next one is the week of May and of course we did extremely well. That's great. [0:37:28, 0:37:33]: Uh in terms of daily uh oversight, uh myself, Thomas, Lisa [0:37:33, 0:37:36]: Michaela, Angie, and Chief Wells. [0:37:36, 0:37:43]: uh someone is on the site every day. The other part of it is this we deal with reports, the geological, the technical reports that come in. [0:37:43, 0:37:50]: And so we every day we're out there making some determinations of whether or not the site and the development is in compliance with our codes. [0:37:51, 0:37:55]: Uh we have our weekly meetings every Wednesday, which is anywhere from three to four hours. [0:37:58, 0:38:06]: Uh as you know, we had a lot of rain last month and here's the inclement weather report. What does this mean? It means that for a certain number of rain days. [0:38:06, 0:38:11]: Uh HJ Russell will be able to get those days back on the backside. [0:38:11, 0:38:15]: So for the month of January we had um [0:38:15, 0:38:17]: A total of eleven rain days. [0:38:17, 0:38:21]: We had a liable for the month of seven and there was a total loss [0:38:21, 0:38:22]: Oh. [0:38:23, 0:38:24]: For the month of sin. [0:38:24, 0:38:37]: And maybe uh you can provide me with some information on on financing of of that particular building. Uh but I don't care for you to respond on that right now. Uh I'll give the other council members the opportunity to ask some questions. [0:38:38, 0:38:39]: Outstanding. Anybody else uh [0:38:40, 0:38:41]: Comments to questions from Miss Moore. [0:38:41, 0:38:43]: Yeah, mayor. Go right ahead, sir. [0:38:43, 0:38:45]: Uh Miss Moore, can you hear me? [0:38:46, 0:38:51]: Yes, yes sir, I can. I have spoken to you and uh Mr. Knight and [0:38:51, 0:38:59]: previously about and it's it's not on it's not on any of your pictures, but could you just speak briefly to um [0:38:59, 0:39:19]: What's gonna about the the the beautif I mean we can call it beautification but but the uh asset of of uh uh of aesthetics and and the look that we're gonna be putting in the community right behind the uh amphitheater, that we're not gonna just build as amphitheater and leave it that community high and dry, that we actually have some stuff put in place to uh help beautify that. [0:39:19, 0:39:20]: That area back there. [0:39:21, 0:39:28]: That's correct. The landscaping plan for this entire site, because we're actually doing w widenings on both Lee and East Atlanta. [0:39:28, 0:39:32]: calls for a landscaping plan. So there will be landscaping [0:39:32, 0:39:38]: uh as citizens and uh residents go down love street as well as east atlanta [0:39:38, 0:39:44]: there'll be landscaping on both sides all the way down those roads. So those streets will really be beautiful. In addition to [0:39:44, 0:39:50]: the change of lighting. Uh lighting on both of those streets will be consistent with what we have around City Hall. [0:39:50, 0:39:53]: So the way Lee Street looks today will [0:39:53, 0:39:54]: It will look [0:39:54, 0:39:56]: uh w it would get a total makeover. [0:39:56, 0:39:58]: And uh and then [0:39:58, 0:40:02]: East Atlanta will get a total makeover and both of those streets will be beautiful. [0:40:02, 0:40:08]: to implement, I mean to accent uh what we have on ground as related to the amphitheater itself. [0:40:09, 0:40:09]: Thank you. [0:40:10, 0:40:15]: Councilman, if I may, Mayor, uh as well uh to Councilman uh Blount's point is as Ms. Moore mentioned. [0:40:16, 0:40:20]: Um having the gateway into the amphitheater off of Lee Street in particular. [0:40:21, 0:40:27]: Um is very key to this project as people enter into that area, but also of course for the people who [0:40:27, 0:40:35]: More importantly, live there on a regular basis. And then also having a significant uh buffering along the backside of the amphitheater project. [0:40:36, 0:40:40]: um adjacent to the residential homes. The other thing that is was alluded to earlier. [0:40:40, 0:40:44]: Із-за амфатер, а ви на entertainment venue. [0:40:44, 0:40:51]: uh the design of the ponds and the associated landscaping around the amphitheater project was itself. [0:40:52, 0:40:55]: We'll create an amenity. It will be aesthetically pleasing. [0:40:55, 0:41:00]: Even when there are not um uh концерts or [0:41:00, 0:41:10]: uh stage plays happening there at the amphitheater location. I think people will gravitate to this site just to enjoy uh the scenery, the landscaping and the [0:41:10, 0:41:21]: um a very relaxing vibe uh that will be established uh in and around the amphitheater uh property itself. And so um uh in addition to the amphitheater itself. [0:41:22, 0:41:31]: Um and what everything that that brings, obviously this site will enhance our recreational and passive park areas in the city of Stockbridge. [0:41:32, 0:41:38]: Right. So what we did we added as you know, we have one wet pond and two dry ponds as is perceived. [0:41:39, 0:41:42]: So the wet pond is actually going to be a passive park. [0:41:42, 0:41:46]: Just like the city manager said, it will be a park in itself. [0:41:46, 0:41:57]: a right adjacent to city hall for people to come and for and I know there was some a question some time back about us having a very nice pass apart somewhere in the area. [0:41:57, 0:42:00]: And so this particular location will be our passport. [0:42:00, 0:42:02]: And they were working on [0:42:02, 0:42:06]: finalizing the uh design for but the initial ones [0:42:06, 0:42:08]: It's really going to be a beautiful park. [0:42:10, 0:42:12]: Any other questions for Miss Moore at all? [0:42:12, 0:42:13]: Yes. [0:42:13, 0:42:14]: Go right here, sir. [0:42:14, 0:42:34]: Yeah, uh Max Moore, thank you so much for that presentation. It caught caught us up. Uh will you kind of expand upon that a little bit and let our citizens know about the road improvement project uh that is uh somewhat uh attached to this, which is the East Atlanta, uh we'll be adding a uh current [0:42:34, 0:42:36]: Correcting a bottleneck there with a turn lane. [0:42:38, 0:42:43]: Right, I was gonna try to do see if I could find an aerial in here that could actually pick that up. [0:42:44, 0:42:50]: Uh yes. Uh because of the number of uh citizens that will participate in the amphitheater. [0:42:50, 0:42:53]: Um G Dot uh want to make sure. [0:42:54, 0:42:58]: that uh egress as you get in and out of the amphitheater that we [0:42:58, 0:43:07]: were that we built a uh or improved the road system such that traffic in and out would not uh be impeded, nor would we call harm to the [0:43:07, 0:43:11]: subdivision uh at the rear. So therefore on [0:43:11, 0:43:15]: A love street, they are requiring us to align that street. [0:43:15, 0:43:20]: Whereas right now you gotta stop, you gotta light and it's not a straight intersection. [0:43:21, 0:43:26]: So we have to realign that street right there at Love Street and then we have to put in an additional lane. [0:43:26, 0:43:36]: an additional turn lane that runs all the way back to the entry into the parking. So that way it could be that additional lane could be an entry or an exit point. [0:43:36, 0:43:45]: Depending on coming in, we can use that additional lane to get traffic in. And then on the way out, we can use that additional lane as a way to lose traffic out. [0:43:45, 0:43:48]: And it will be a straight through lane as well as a turn lane. [0:43:48, 0:43:55]: And then on East Atlanta, they did require some widen East Atlanta as well. And there will be two lanes. [0:43:55, 0:43:58]: uh that will be added to the lanes on East Atlanta. [0:43:59, 0:44:08]: to make sure that you have a lane that allows you to continue straight through the light as well as a right turn lane that allows you to turn right on um [0:44:08, 0:44:19]: on one thirty eight, North Henry. So the traffic um the traffic plan as it relates to road widenings which will mitigate traffic getting in and out is a very good one. [0:44:19, 0:44:27]: We think that once it is completed, even though we wait we will have, you know, as many as four thousand people in a in a place [0:44:27, 0:44:31]: at one time, getting them in and out will be very easy. [0:44:31, 0:44:37]: based on the designs of the traffic mitigation plan that we currently have before GDOT right now. [0:44:38, 0:44:38]: Thank you. [0:44:40, 0:44:42]: Any other question for Ms. Moore? [0:44:42, 0:44:48]: I do, Mayor. I just need to receive a copy of the approval for the house. [0:44:49, 0:44:55]: being torn down for the record and also the selling of the papers so that we can put that into the record, please. [0:44:56, 0:44:57]: Okay, so we have [0:44:58, 0:45:06]: You just you need a copy. You don't need a motion for that. You just need a copy, is what you're saying. Oh, it was copied there was so I would need to receive that as well. [0:45:07, 0:45:15]: I think uh it was d done by email, so I will get those together for you'cause I think they responded by email. Mr. Knight and asked for consensus. [0:45:15, 0:45:22]: And so I will get that documentation for you. Great, thank you. And they responded to both of them in their response is email. [0:45:23, 0:45:24]: All right. [0:45:25, 0:45:29]: So that's so we're good with that. Is that uh Mr Night uh Mr Williams, we're good? [0:45:32, 0:45:33]: Yes, sir. [0:45:33, 0:45:36]: Okay. Thank you very much. Any other question from Miss Moore? [0:45:38, 0:45:42]: Thank you, Miss Moore. Appreciate that. This is great. Moving on the screen. [0:45:43, 0:45:45]: Okay. On that note I have some comments here. [0:45:46, 0:45:53]: Um, for all you football fans, if you if you're watching the NFL draft, I want you to know that during the third round of NFL draft, [0:45:53, 0:46:13]: The Redskins uh picked up a wide receiver, a guy named Antonio Gibson. Just so happens that Mr. Gibson graduated from E. High School and and also went to Memphis uh university. So my assumption is Mr. Gibson and his family are still living in the Stockbridge area, so congratulations to them and him becoming a pro and uh working out in and uh [0:46:13, 0:46:16]: uh play for watching rescans. That's great stuff. [0:46:16, 0:46:20]: Uh on that note, let's talk about uh covet nineteen. [0:46:20, 0:46:32]: All right. Just so happens that in Henry County, the last numbers I have is four hundred and eighty three people have been confirmed, uh a confirmed case of having COVID nineteen and unfortunately eleven of those individuals have passed away. [0:46:33, 0:46:53]: Listen, it's imperative upon everyone to try to get tested. All right. So if you have a fever at 100.4 degrees or above, dry cough, shortness of breath, chills, you repeating shake, you're kind of shaking when you have chills, a sore throat, loss of smell or taste, trouble breathing. [0:46:52, 0:47:12]: persistent chest pressure, pain, blushed lips, or bl or bleach coloring. You chances are you have those symptoms, you have those symptoms, chances are you have COVID-19. You need to go get checked out. You need to go to the hospital. But you cannot go to a to an emergency room or to a clinical test site unannounced. You have to get approval from your from your primary care [0:47:12, 0:47:14]: [2834.4, 2850.9]: Uh you'll have to contact the local public health department and get uh and get uh uh and get some private approval. And what it amounts to, they normally give you what you call as a PUI, which is a personal under investigation number. And you take that document to the test site and they'll test you. [0:47:31, 0:47:51]: The COVID-19 hotline is not as 844-442-2681. Once again, COVID 19 hotline is 844-442-2681. And if you want to get a hold of the public health department, their hotline is 866-782-222. [0:47:51, 0:48:11]: Once again, public health hotline 866-782-4584. It's very imperative for you to get checked out if you have any of those types of symptoms. And I would imagine as people get checked up, the number of confirmed cases will go up. But you need to know if you have it, because if you're asystematic. [0:48:11, 0:48:16]: you're passing on this spiral to other individuals and we need to make sure we we keep take that under control. [0:48:17, 0:48:28]: On that note, as we since the council uh approved a um a resolution not too long ago in reference to the opposition of the governor's uh particular latest executive order. [0:48:29, 0:48:49]: Obviously that doesn't change anything that he put out there, but what we want you to do is we want you to be safe. So if you want to go to the barbershop, beauty shop, gym, if you want to go to restaurants now, you have to be safe. We want you to wear, CDC recommends that you wear a mask. Possible wear gloves. Keep the social distancing. You know, don't get don't cutter up. Okay? Be safe. [0:48:49, 0:49:09]: Because if someone, if if you get it, uh if you actually happen to get the virus and or you symptoms and you get checked out, it's you they're gonna do what you call a contract tracing. They're gonna test your family, uh, they're gonna test anybody else that may have contact with you in this aspect. That's where the investigation comes in. [0:49:09, 0:49:29]: And they're hot and heavy on wanting to do this contact tracing. They want to make sure they get a hold of everybody that had in contact with you if you happen to be positive. That's the only way we're going to defeat this. And it's up to you, citizens, to take control of this and be safe when you're out and about and and doing your business. Um now the shelter in place is scheduled to end on two days on Thursday. [0:49:28, 0:49:45]: not sure what the governor's gonna do. We'll see what happens here. And then we'll have to take appropriate actions here at the city in reference to what we've what we feel we need to do in reference to you all and your safety. We're concerned about you. And and and on I would imagine you're concerned about not only immediate family, but also other individuals as well. [0:49:46, 0:49:48]: On that note, I think my three minutes is probably up. [0:49:49, 0:49:50]: So I'll be quiet. [0:49:50, 0:49:52]: All right, let's see here. [0:49:52, 0:49:54]: Yes, sir. [0:49:55, 0:50:14]: Uh yes sir. You don't mind. Uh they set it up today where uh they even have it set up over at uh the uh over Georgia States over where the t uh field used to be. Those satellite sites now you can actually drive up and be screened there and actually get the test done if you pass the screening there. So you can drive up now without making the phone call. [0:50:14, 0:50:16]: Okay, good deal. Thank you, sir, for that. Appreciate it. [0:50:17, 0:50:26]: On that note, upcoming meetings. It's my understanding that the Planning Commission special call meeting is still set for Thursday, April 30th, at 6:30 p.m. Is that still on? [0:50:26, 0:50:33]: No, sir, because the lift we're not for sure about the sheltering in place and some of our folks are uh elfly, so no. [0:50:33, 0:50:37]: Uh it has been we Jill and I will send you those dates here in the clerk companies. [0:50:38, 0:50:43]: Okay, thank you very much. The uh Main Street Advisory Board meeting is uh scheduled for May eighth. [0:50:43, 0:51:01]: at uh and nine a.m. and my understanding that uh Kira's gonna do that by way of Zoom and so it's uh a little time to do all that, coordinate that. And our next council meeting uh is uh Monday, May eleventh at six PM So it could be by Zoom or it could be in person, but we'll see how we wanna why we wanna work that. Um [0:51:01, 0:51:21]: Upcoming events and announcements. Um what I want to talk about now actually deals with the primary uh uh voting. Um now so if you go to our website, ladies and gentlemen, uh citizens there, any updates for the what the voting schedule is all on our website. But to just let you know that the early voting starts [0:51:21, 0:51:41]: uh at Merrill Manor's Conference Center on the 18th of May, 18th to 22 May, uh from 8 a.m. to 5 p.m. early voting for the primary. All right. At 26 to 29 May, it continues on from 8 a.m. to 5 p.m. at Merrill Manors. And then on Saturday, May 30th, it's from 9 a.m. to 4 p.m. and Saturday [0:51:41, 0:52:01]: Sunday, May 31st, 1 p.m. to 5 p.m. And then also 1 June to 5 June, 7 a.m. to 7 p.m. Moral Managers Conference and that's for the primary. And of course, the primary actual date is is um Tuesday, June 9th. Uh so all the updates are on the website as well. If you happen to go to Moral Manage to Early Vote and uh [0:52:01, 0:52:14]: uh make sure you're safe, wear your mask and keep your social distancing there as well. And on that note, that is all that I have for announcements. So on that note, I will say to you, Council, I need a motion to adjourn the meeting. [0:52:15, 0:52:16]: So move. [0:52:16, 0:52:17]: Is there a second? [0:52:17, 0:52:20]: A second. All right. All in favor, please indicate. [0:52:22, 0:52:25]: All righty. Good night, everybody. The meeting's adjourned. All right.
