[0:11:47, 0:11:54]: Uh Will Bush from Johnson Control and then Stephen Quinn who is sitting in for Mike Williams in the role of attorney. [0:11:55, 0:11:59]: Uh that should be all of the staff members and panelists uh who are part of this call. [0:12:00, 0:12:01]: Okay, I'll stand it. [0:12:02, 0:12:06]: Uh Miss Miller, you and Mr. I guess we're gonna tag team this one. So go right go write it, please. [0:12:07, 0:12:12]: Good afternoon, Mayor and Council. The procurement division is requesting approval to increase [0:12:12, 0:12:15]: the contract amount for Johnson controls. [0:12:15, 0:12:22]: In the amount of forty eight thousand four hundred and eighty nine dollars and twenty-nine cents for the facility security equipment systems. [0:12:22, 0:12:27]: uh procurement number two zero one nine zero zero zero three two [0:12:27, 0:12:28]: Pete. [0:12:29, 0:12:36]: Back in October twenty-ninth, the council initially uh gave us authority to piggyback the con contract with Johnson control with the [0:12:37, 0:12:37]: Um [0:12:38, 0:12:39]: NJPA. [0:12:39, 0:12:49]: On May twenty-sixth, council also increased the contract again before the two thousand seven I'm sorry, uh May twenty-sixth, council increased the contract. [0:12:49, 0:12:53]: Um to an overall amount of three hundred and eighteen thousand. [0:12:53, 0:12:53]: Three [0:12:54, 0:13:09]: Three hundred and eighteen thousand three hundred thirty-two dollars and thirty-seven cents. We're now asking asking you to increase the second time, which would bring it to an overall total of three hundred and sixty-six thousand eight hundred twenty-one dollars and sixty-six cents. [0:13:10, 0:13:11]: I'm gonna thank you for that presentation. [0:13:12, 0:13:13]: Any questions, Council? [0:13:16, 0:13:19]: Any questions? Ms. Mayor Pro Tem Thomas, it looks like you lit up first. [0:13:20, 0:13:21]: Yeah, where I was [0:13:22, 0:13:26]: Yes, I I guess I do have a question. Uh Mrs. Miller, how are you today? [0:13:27, 0:13:28]: I'm great myself. [0:13:28, 0:13:32]: Okay, um looking at the document, um [0:13:33, 0:13:37]: on the uh staff recommendation under description [0:13:38, 0:13:42]: Um public works facility monitor and maintenance. [0:13:42, 0:13:44]: Yeah, two [0:13:45, 0:13:47]: There's five um [0:13:48, 0:13:50]: I was trying to see [0:13:51, 0:13:53]: How you came about? [0:13:54, 0:13:56]: uh this figure [0:13:57, 0:13:59]: Was it a a total based on [0:14:00, 0:14:05]: Um a one year to five year calculation. Is that figure? [0:14:05, 0:14:23]: Well yes, um, um it's also in the attached document invoice, but if you look at the attached document invoice, the first year maintenance, monitor and maintenance was six hundred and sixty-nine dollars. Year two through five, if if it's if need be, would be a total of seven thousand six hundred and seventy-six dollars. [0:14:24, 0:14:25]: In the fifth year. [0:14:25, 0:14:29]: In the year two through five, the second year through the fifth year. [0:14:29, 0:14:30]: Okay. [0:14:30, 0:14:31]: Yes. [0:14:32, 0:14:32]: Thank you. [0:14:33, 0:14:33]: You're welcome. [0:14:35, 0:14:37]: Any other questions for Miss Lindell? [0:14:39, 0:14:43]: If no other questions, I see none. I need a motion to accept this proposal. [0:14:45, 0:14:45]: The move. [0:14:46, 0:14:46]: Is there a second? [0:14:47, 0:14:48]: Okay. [0:14:48, 0:14:50]: There uh second was Alexander. Okay, there we go. [0:14:51, 0:14:53]: Um any further further discussion? [0:14:54, 0:14:56]: Yes, sir, go right here, Councilman Aslan. [0:14:56, 0:15:01]: Uh I'm sorry. No, I was raising my hand to vote for All in favor, please indicate. [0:15:02, 0:15:04]: One, two, three, four. [0:15:05, 0:15:06]: Mr. Blonde, are you voting? [0:15:07, 0:15:07]: It's Blount. [0:15:09, 0:15:14]: Are you you voting for the motion? There we go. Five. Thank you very much. Appreciate it. [0:15:14, 0:15:17]: Uh mayor point point of order clarification. Yes. [0:15:18, 0:15:19]: Go ahead. [0:15:20, 0:15:25]: Uh Mr. Knighton, I just want to make sure uh the right-of-way item [0:15:25, 0:15:35]: Uh was that placed on the agenda by you on the revised agenda or do we need to add it? That was not placed on the agenda. The agenda would need to be amended to add that item. [0:15:36, 0:15:45]: Okay, well I would like to amend the agenda to add the right of way maintenance item uh that we previously discussed to add uh the um [0:15:46, 0:15:47]: Maintenance of [0:15:47, 0:15:53]: uh highway one thirty eight to this agenda so we can look at the estimates and approve it tonight. [0:15:53, 0:16:02]: Mr. Alexander, I earlier I asked if there were any any additional amendments to the agenda and I got none at that time, which is several several minutes ago. [0:16:03, 0:16:12]: But um I would imagine Stephen Quinn, since you're here instead of Mike Williams, I would imagine we can if the council wants to do that, we can we can amend the agenda at this point since we passed that initial point anyway. [0:16:13, 0:16:33]: At any time. That's correct. I think that uh technically once we adopt the agenda it requires a unanimous consent. Uh that's just kind of a general rule. I don't know whatever rules that the Stockbridge City Council may have, uh, you know, however you normally do things, then that [0:16:33, 0:16:39]: would control but in in general once the agenda is adopted it would be a unanimous consent item. [0:16:39, 0:16:40]: Point of water. [0:16:41, 0:16:42]: Okay. [0:16:42, 0:16:43]: Point of order. [0:16:43, 0:16:45]: We'll go right ahead, please. [0:16:45, 0:17:05]: Our general rules that we have provided for with this council is that we have amended the agenda at any time. It's a s it's uh regrettable that Mr. Williams is not here, but we've amended the agenda numerous times, uh just s on a simple majority vote and that's what I would request as our normal operating procedure. [0:17:05, 0:17:05]: Yeah. [0:17:05, 0:17:11]: And certainly the the council controls its own procedures and uh that would be appropriate then. [0:17:12, 0:17:13]: All right. [0:17:14, 0:17:17]: So you made a motion to uh [0:17:17, 0:17:22]: to add the right of way discussion in reference to one thirty eight and the maintenance is what you're what you want to m motion at this point. [0:17:23, 0:17:25]: All right. All right. Zero second to that motion. [0:17:27, 0:17:27]: A second. [0:17:28, 0:17:42]: Uh is that who is that? The second. Okay. Now for discussion purposes, uh obviously we need to make sure that we s we stay consistent in this aspect. So that's why I asked once again, that's why I asked for that. But [0:17:42, 0:17:43]: That's right. [0:17:44, 0:17:44]: Feel me? [0:17:45, 0:17:51]: That's way down now done this. Any further discussion before we take a vote on this particular item being added to the agenda at this point? [0:17:51, 0:17:54]: I have one one thing. One question. [0:17:54, 0:17:55]: Um [0:17:56, 0:18:03]: Look this is to Mr. Knighton. Mr. Knighton, why was this not on the agenda? Is there we do we not have all the information ready to go on it? [0:18:04, 0:18:23]: or or what the case may be because if it's not ready, I don't want us to go round around today if we were not prepared for it today. So can you tell us what's going on with that? Right. This item was not on the agenda, was not listed on the agenda. It is an item that had been um circulated via email previously several weeks ago. [0:18:24, 0:18:28]: About the potential of um mowing and and and [0:18:28, 0:18:32]: a litter pickup on a section of uh state road one thirty eight [0:18:33, 0:18:36]: From I seventy five to Mount Zion Parkway. [0:18:37, 0:18:42]: Um the cost estimate is just over seven thousand dollars. I can get the exact here in just a moment. [0:18:43, 0:18:46]: just over seven thousand dollars. It is an area that is an unincorporated [0:18:46, 0:18:48]: Uh Henry County. [0:18:48, 0:18:52]: Um and because it is an unincorporated Henry County. [0:18:52, 0:19:03]: Um, I did not want to arbitrarily approve such an item, even though it was under the purview of the city manager. I would want the council to provide an approval and acknowledgement. [0:19:03, 0:19:06]: Uh, due to the fact that it is not in the city of Stockbridge. [0:19:06, 0:19:08]: Jurisdiction. Okay. [0:19:08, 0:19:12]: Mayor. Mayor. Yeah, go go right ahead, Ms. Alexander. You're first. Go ahead. [0:19:12, 0:19:15]: Can you all hear me? Yeah, I've got you I've got you Blount. Stand by. [0:19:16, 0:19:20]: Ms. Smith. I simply wanna add some clarification to what this is. [0:19:21, 0:19:26]: Is that uh this uh we this is the area uh between I seventy five [0:19:27, 0:19:29]: And the Clayton County Lion. [0:19:29, 0:19:49]: It has been apparent that the commissioner has abandoned us in this particular area, uh, the holiday end. And when people drive through this particular area, they don't see that 2,000 feet, which is basically 2,000 feet of but of area outside. They see Stockbridge, they see us. They can't drive. [0:19:49, 0:19:53]: and arrive at the city of Stockbridge without entering that particular area. [0:19:54, 0:19:54]: So [0:19:55, 0:20:11]: Uh we've had several discussions I have personally with the Holiday Inn. They're totally displeased with uh the condition of the area. It has cost them business. It has certainly cost the Fairfield Inn business, which is in our city limits, because when people get off at that exit. [0:20:11, 0:20:16]: And they see what they see, litter, illegal signs, the grass overgrown. [0:20:16, 0:20:20]: Um the majority of that area is in the city limits. [0:20:21, 0:20:23]: This small portion which is about two thousand feet. [0:20:24, 0:20:29]: From uh the I seventy five exit east to the Clayton Clayton County line. [0:20:29, 0:20:31]: But point of order. [0:20:31, 0:20:48]: I thought we were just trying I was trying to make a decision on whether or not we are supposed to talk about this in general or amend the agenda. If we're gonna go ahead and vote to amend the agenda to do a discussion on this item, then I'm okay with it. But if we're not going to, then we're we're right now we're discussing it. [0:20:48, 0:20:53]: Well I it is in the it was seconded, so it was in discussion phase. Mr. Blount, you had you were next. [0:20:54, 0:20:56]: Uh w were you finished, Ms. Amazon? [0:20:56, 0:20:57]: Oh yeah. [0:20:57, 0:21:03]: Mr. Blount. [0:21:03, 0:21:09]: even uh yesterday extensively. Uh one of the things we have to look at is this this whole stretch of uh [0:21:09, 0:21:12]: Roadway is butted up against Clayton County and [0:21:13, 0:21:15]: And it comes down through Henry County. [0:21:15, 0:21:16]: And [0:21:16, 0:21:36]: At some point in time we have to stop because we're saying that a certain district doesn't want to do something, then it's not for our citizens to take that slack from the county. We're not to fund county projects because the county doesn't want to do their projects. The citizens of Stockbridge is pay taxes just like the county does. And so [0:21:36, 0:21:44]: So what needs to be had is that we need to first go through our city manager to to try to um [0:21:44, 0:21:52]: Have some leverage and talking to them about those areas. And if it doesn't work, one of the greatest things we can do is inform the citizens. [0:21:52, 0:21:58]: We're sitting here in the city of Stockbridge and our citizens should not take the slack up for anybody. [0:21:58, 0:22:03]: that doesn't want to do their job. The citizen needs to know that the thing that they need to do [0:22:03, 0:22:06]: is look at what they're not doing and we can't d [0:22:06, 0:22:09]: You don't ever see anybody false if we continue to cover them. [0:22:10, 0:22:16]: And right now we c with the taxpayers' money, I don't I'm not for covering any areas of the county like that. [0:22:17, 0:22:21]: First of all, we don't there's no intergovernment agreement in place, no IGA. [0:22:21, 0:22:41]: Nothing's in place. The only thing we're saying is we're gonna raise our hands and go over there and and and and and take the citizen city of Stockbridge money and do what the county is supposed to be doing. I'm not gonna vote for that. We we would vote to serve the citizens of Stockbridge in all kinds of ways, and that's not being good in my opinion. Not being good stewards and taxpayers. [0:22:41, 0:22:48]: money when we take money from the out from the city of stock bridge in order to surplus what the county don't want to do. [0:22:49, 0:22:51]: We weren't elected to do that. Right. [0:22:51, 0:22:52]: Uh Map Pro Tem Thomas, go ahead, please. [0:22:53, 0:22:59]: Yes. Um I responded to uh Mr. Nighting email today. [0:22:59, 0:23:01]: And first thing I said that [0:23:01, 0:23:04]: Uh, I support any beautification. [0:23:05, 0:23:08]: Uh in the city of Stockbridge and outlining area. [0:23:09, 0:23:11]: But I I raised the question [0:23:12, 0:23:13]: How much [0:23:15, 0:23:17]: How much are we going to continue? [0:23:18, 0:23:20]: To take on the responsibilities of [0:23:20, 0:23:23]: Clayton County and Henry County. [0:23:24, 0:23:28]: Uh I don't have a major problem with this, but I'm gonna say this to Mr. Knight. [0:23:28, 0:23:33]: Is is Mr. Aaron is he on Day Aaron? Is he on to Yes? [0:23:33, 0:23:34]: Okay. [0:23:34, 0:23:38]: Okay. Um see see my concern is [0:23:39, 0:23:51]: um the frontline boundaries uh in the city of stockbridge and I just want to point out um an area on North Henry across from the the Waffle House [0:23:51, 0:23:53]: Uh, where those barrels are. [0:23:53, 0:23:57]: And it's been like that for a while ever since they had uh [0:23:58, 0:24:00]: A water line break or something like that. [0:24:01, 0:24:03]: I have a problem with us. [0:24:03, 0:24:06]: Taking on responsibilities of Henry and Clayton. [0:24:07, 0:24:08]: When [0:24:09, 0:24:11]: There are areas within [0:24:11, 0:24:12]: Our frontline boundaries. [0:24:13, 0:24:16]: That we're just not taking care of. I would probably support this. [0:24:17, 0:24:20]: But I just want to go on record, uh, just to mention that. [0:24:20, 0:24:23]: Uh I it just gives me a funny feeling. [0:24:24, 0:24:27]: Ту контину, ту континюю, ту контині. [0:24:27, 0:24:30]: to take on the responsibility of Henry and Clayton. [0:24:31, 0:24:33]: And we're lacking [0:24:33, 0:24:37]: Uh on all the way from on north here in the boulevard. [0:24:37, 0:24:41]: From one thirty-eight all the way down to Rock Quarry. [0:24:41, 0:24:53]: Uh and we constantly, constantly have to ask for these areas to be taken care of. And then there's some other areas, M L King, Tide Street and these kind of things. [0:24:54, 0:25:03]: But that's the overall problem that I have with that. Um, with us continuing, you know, to to bail out. So my question and I know Mr. Aaron [0:25:04, 0:25:07]: We asked some time ago had the city [0:25:07, 0:25:11]: of Stockbridge attempted to reach out to Clayton County. [0:25:11, 0:25:13]: Uh to have some discussion about that. [0:25:14, 0:25:20]: Um I'm not gonna ask about Henry County because I know how delicate that relation is and I let Mr. Um [0:25:21, 0:25:25]: Knights ought to continue to work on that. And I know a lot of this is, you know, um [0:25:26, 0:25:30]: uh S D S type agreements and I know we can't really get into deep but [0:25:31, 0:25:34]: I just want you to know how we attempted to reach out to Clayton County. [0:25:35, 0:25:38]: Uh, you know, see what you know, see if they would [0:25:39, 0:25:45]: Just do their part. I mean and it could be just a yes or no. I know we can't get into the full discussion of that, Mr. Aaron. [0:25:47, 0:26:07]: Well, Clayton County had their uh community service workers out a couple of weeks ago. They did mow that stretch of road. Uh prior to Mr. Knighton arriving here, um Michael Harris and I met with Sterry Matthews, Mr. Stanford and um Officer Board with Clayton County concerning those areas. [0:26:07, 0:26:17]: And and their objective was that they will mow'em on their schedule, which is usually monthly. Henry County had a contract at one time, but [0:26:18, 0:26:24]: I remember a few months ago Sherry Matthews sent Mr. Knight an email saying that they would no longer take care of the portion of [0:26:24, 0:26:44]: Highway 138 that was in the city, so that's when the city assumed responsibility for that area along with this contractor. But we've had I've had several meetings with Clayton County prior to Mr. Knighton arriving here along with Sherry Matthews about that area. At one time, Ms. Matthews had said they had a contractor doing the portion of the [0:26:44, 0:26:53]: They would continue to do it in and build Stockbridge for their pro router share, but that was the last conversation I had with her. [0:26:53, 0:26:59]: I would mention if if I can Mayor and Mayor Pro Tem, who I think addressed the question. [0:26:59, 0:27:00]: And I believe [0:27:00, 0:27:07]: If if also Michael Williams has joined us on the call. Mike Williams, can you hear us? I just want to acknowledge that. [0:27:07, 0:27:12]: Yes, I can hear you. Can you hear me? We got [0:27:12, 0:27:13]: Okay, thank you. [0:27:13, 0:27:17]: I wanted to mention that um I think in the past year [0:27:18, 0:27:38]: Um I've been a part of uh I know at least two conversations with Clayton County officials regarding the stretch of roadway that runs through Clayton County basically on 138, you know, obviously uh for landmark sake where the the Golden Corral is and then going through 675 and so forth. Um regarding [0:27:37, 0:27:48]: Regarding some of those areas where there was some litter and some other things that we thought were appropriate for them to address since it was in their jurisdiction. But there have been [0:27:48, 0:27:51]: Um I've been a part of at least two conversations regarding [0:27:52, 0:27:52]: All right. [0:27:53, 0:27:55]: Uh Council Walker, I'm sorry. [0:27:55, 0:27:58]: Uh just just to follow up. [0:27:58, 0:28:00]: Uh, I do recall [0:28:00, 0:28:05]: Uh, I guess a couple of months ago, um, we we looked at the [0:28:05, 0:28:07]: The contract and and and that amount. [0:28:08, 0:28:09]: Um [0:28:10, 0:28:12]: This seven [0:28:12, 0:28:15]: thousand dollars. This is in addition to [0:28:15, 0:28:17]: Well, we're already paying. [0:28:18, 0:28:20]: The contractor, is that correct? [0:28:22, 0:28:24]: Ms. Night would be correct, yes. [0:28:25, 0:28:30]: Okay, so I'm just gonna leave that question out there. Um [0:28:32, 0:28:36]: I don't know if I would support anything else that's gonna come. [0:28:36, 0:28:37]: Of us. [0:28:37, 0:28:51]: uh taking on responsibilities of of Henry County and Clayton County. But Mr. Alexander, I do understand, I do hear these comments from motorists when they get off of for a while. They thought it was Stock Bridge. [0:28:52, 0:29:03]: I've gone by I know how it look and uh I know we wanna support those businesses in the Stockbridge area there. So I I do get it, but at some point some at some point [0:29:04, 0:29:15]: Uh we just got to stop the bleeding and and try to hold folks accountable. And I think the more we talk about this, the more citizens understand, you know, we do have [0:29:16, 0:29:23]: uh two county commissioners that represent the city of Stockbridge and some way, somehow, um [0:29:23, 0:29:25]: Everybody have to be accountable. [0:29:26, 0:29:29]: All right. Ms. Gantt, please. Thank you, sir. Ms. Gantt please. [0:29:29, 0:29:35]: Thank you. Um first I wanna apologize for to for cutting Mr. Alexander off. I didn't realize we had a second motion. [0:29:36, 0:29:36]: Um [0:29:37, 0:29:39]: So let me apologize for that. But I also [0:29:39, 0:29:41]: want to [0:29:41, 0:29:42]: Um [0:29:44, 0:29:46]: Bring up the issue of [0:29:46, 0:29:50]: if it is not our responsibility. The citizens don't know [0:29:51, 0:29:54]: Whether it's Stockbridge, Clayton County. [0:29:55, 0:29:57]: Or whether or not it is [0:29:57, 0:30:00]: um Henry counties and I get that. [0:30:01, 0:30:03]: And all they want to do, they want to see it cut. [0:30:03, 0:30:08]: I want the citizens to know that the commissioner that's responsible for that is Bruce Holmes. So [0:30:09, 0:30:10]: Call'em all day long, [0:30:11, 0:30:19]: And see if we can get some results. We can't. I agree with Councilman Blount. I agree with agree with Mayor Pro Tem Thomas. [0:30:19, 0:30:21]: We can't keep covering up. [0:30:22, 0:30:24]: for things that the county's not doing. [0:30:25, 0:30:25]: If [0:30:26, 0:30:31]: We are a part of it. If we have come to some type of agreement, then so be it. [0:30:31, 0:30:37]: Um and I I hate that because I hear it from citizens all the time and I do want a resolution. [0:30:37, 0:30:46]: I want us to mo I wish we could find somebody to volunteer just to do it or or as a community and as a whole, but [0:30:47, 0:30:53]: Um we do have to hold them accountable. So if we do do these things and it's not our responsibility. [0:30:53, 0:30:56]: My question is can we build the county for it? [0:30:58, 0:31:06]: All right, um I don't know I don't know if that's a question for you, Mr. Knighton, or if Mr. Williams can answer whether or not I bill in them in reference to those services. [0:31:06, 0:31:11]: And this aspect that probably also deals with the SDS type of stuff, I would imagine. [0:31:11, 0:31:12]: Uh [0:31:12, 0:31:13]: Yeah, so [0:31:13, 0:31:17]: I don't know if anybody's gonna be able to answer that particular question or not. Stand by, Ms. Alexander. [0:31:17, 0:31:20]: Temba, Mr. Nice. [0:31:20, 0:31:22]: Right. [0:31:22, 0:31:23]: But [0:31:23, 0:31:28]: They would be under no requirement to pay the city's bill. [0:31:28, 0:31:33]: Now maintenance rights of way are being discussed. [0:31:34, 0:31:41]: or are being discussed between um the city and the county in the context of the SDS agreement. [0:31:41, 0:31:45]: Um and and whether we would trade for instance [0:31:45, 0:31:47]: A stretch of road and [0:31:49, 0:31:49]: Oh. [0:31:50, 0:31:51]: The county could [0:31:51, 0:31:55]: Nate and another stretch of road. [0:31:59, 0:32:02]: I think Mike may be breaking up there, but [0:32:04, 0:32:10]: But what I think what he would allude to those discussions haven't been occurring, give me confidence that they would be by the past. [0:32:12, 0:32:32]: Right. I think part of what he was saying was that uh via SDS discussions, there have been talks about, you know, one stretch of roadway that may make sense for us, the city to to serve or to maintain, versus another stretch of roadway in Henry County that they would be better to maintain. And if there would be an equal [0:32:31, 0:32:38]: equal or even swap of some sort that could be worked out, um, that perhaps is a is a solution. [0:32:38, 0:32:43]: Uh but what we have before us now is of course this stretch of roadway from uh [0:32:43, 0:32:45]: Mount Zion roads six at third to seventy five. [0:32:46, 0:32:52]: All right. Mr. Alexander, this is the third time and last time, sir. Last comment. Go ahead. [0:32:53, 0:33:00]: I I just want to make it clear right now, okay. Henry County does take care of Peach Drive right now. They take care of [0:33:00, 0:33:09]: Campground Road Extension, they take care of several areas, Patrick Henry Parkway, that's inside the city limits. So it's not like they don't maintain some areas. [0:33:09, 0:33:29]: And I'm very sensitive to what Councilman Thomas had to say, which is we don't want to keep bending over backwards for these areas, but I want everybody to understand it's about economic development and driving people to our city. When folks come down that exit and they come to like all concert or our new amphitheater, they're coming right through that area. [0:33:29, 0:33:31]: And it is my personal hope. [0:33:31, 0:33:33]: The this two thousand feet. [0:33:33, 0:33:53]: will one day be in the city limits as we annex and expand the city. It should already be in the city limits. And hopefully in our comprehensive plan at some point it will be in the city limits. But let's let's do this with the hope that we're gonna move forward. But no, I don't plan on bringing anything else back, Mr. Thomas, past this point. [0:33:53, 0:33:56]: This is just the gateway that enters our city. [0:33:56, 0:33:57]: And I appreciate your support. [0:33:58, 0:34:01]: M Mr Blount, do you have some last comments here, sir? [0:34:02, 0:34:03]: Yeah, uh [0:34:04, 0:34:07]: I just want to reiterate something, is that [0:34:07, 0:34:10]: We're sitting here as a council and we're making decisions. [0:34:11, 0:34:13]: There's no RGA in place. [0:34:13, 0:34:14]: With the county. [0:34:15, 0:34:21]: Or with Clayton County, we're just raising our hand to say we're gonna take the taxpayers' money and go and do this stretch of road. [0:34:22, 0:34:22]: We [0:34:22, 0:34:27]: Because we're able to do this doesn't mean it's the right thing to do. [0:34:27, 0:34:33]: because we can raise our hands and spend the taxpayers' money doesn't mean it's the right thing to do. [0:34:34, 0:34:45]: When you look at that stretch of road and how how how many project how can we go do a stretch of road and raise our hand and stick spending taxpayers' money and no intergovernment agreement or nothing's in place with the county? [0:34:46, 0:34:48]: It's like the county don't even exist. [0:34:48, 0:34:50]: How do we raise our hands and do that? [0:34:51, 0:34:54]: What you know, when when do we stop? When do we stop? [0:34:54, 0:35:03]: Taking the procedures out of the way of what we should be doing and just raise our hand and spend the taxpayer money and hadn't even had a discussion with the county that we're even gonna be doing it. [0:35:04, 0:35:24]: No that that's nothing reciprocated back to the city for even doing this. Only thing it's doing is putting an extra layer on our budget. And remember, we don't have a city tax, it's putting an extra layer on our budget to maintain. And we haven't even talked to the county, haven't even talked to Clayton County about what we're getting ready to try to vote on tonight. It may [0:35:24, 0:35:25]: Makes no sense. [0:35:26, 0:35:26]: All right. [0:35:26, 0:35:28]: [2128.9, 2129.5]: Oh. [0:35:29, 0:35:35]: All right, Merrick Pro Tem go out of here. It's gonna be short. [0:35:35, 0:35:41]: Based on those comments, uh, Mr. Alexander, uh, that you made and and those are really valid points. [0:35:42, 0:35:43]: I do get that. [0:35:43, 0:35:46]: And and and you know, and that is my hope there. [0:35:46, 0:35:47]: Uh that [0:35:48, 0:36:02]: There will be some residual benefits uh of us doing it, as you mentioned, you know, the gateway into stock bridge, the potential of annexation. So for all of those reasons uh that you mentioned. [0:36:03, 0:36:15]: That is the reason why I you know, I will vote for this, even though I I I do have a a a a sort of a nasty taste about it. But uh those comments is what Trump um [0:36:16, 0:36:19]: Would trump my vote if I could use that word. [0:36:19, 0:36:26]: But that would be the reason why I would support is because uh I am looking at uh long range and long term. [0:36:27, 0:36:30]: Well, Miss Barber, you have your hand up. Go right ahead, ma'am. [0:36:31, 0:36:36]: It's really quick. I just wanted to make sure this is a seven thousand dollar quote annually. [0:36:36, 0:36:37]: So roughly [0:36:38, 0:36:39]: Six hundred dollars a month. [0:36:39, 0:36:40]: Just for that. [0:36:40, 0:36:42]: Area. Am I correct? [0:36:42, 0:36:44]: Mr. Nighton, can you answer that question, please? [0:36:46, 0:36:51]: Um, I don't have in front of me seven thousand one hundred and four dollars annually. Is that right, dishes? [0:36:54, 0:36:59]: I'm sorry, hold on. Seven thousand one hundred and four dollars annually, five hundred and ninety-two dollars a month. [0:36:59, 0:37:01]: is what it comes out to. [0:37:01, 0:37:04]: In addition to the to the other contract amount. [0:37:05, 0:37:06]: That's that is correct, yes. [0:37:09, 0:37:10]: Mr. Aaron, you still looking for that? [0:37:10, 0:37:11]: Definitely. [0:37:12, 0:37:12]: Yes, sir. [0:37:22, 0:37:23]: I'm still looking. [0:37:23, 0:37:29]: Seven thousand one hundred and four dollars. I think Mr. Knight's got it. Okay. I think confirmed by Mr. Knighton. [0:37:29, 0:37:31]: Yes. On that note. [0:37:31, 0:37:36]: Motion's been made, been seconded, plenty of discussion. All in favor of the motion, please indicate. [0:37:37, 0:37:38]: One, two. [0:37:38, 0:37:39]: Three, four. [0:37:40, 0:37:41]: All polls. [0:37:42, 0:37:45]: Okay, four one, it passes. All right, then we'll move on. [0:37:46, 0:37:58]: Number next item, council consideration to award contract to TW Brown, contracting LLC. Mayor. Yes, ma'am. Mayor. Yes, ma'am. That vote was actually to add the item to the agenda. [0:37:59, 0:38:06]: All right, fine. I mean it was added to the agenda. Even though there was discussion. Okay. Yes, that's what that vote was. Okay, fine. [0:38:07, 0:38:13]: All okay. We add it to the agenda. Need a motion to accept this mo this promotion. Make a motion, please. So moved. [0:38:13, 0:38:16]: No, it has been. I was just making the note. [0:38:17, 0:38:23]: That this will be item number four on the agenda. Okay, item number four it is. So be it. Well [0:38:24, 0:38:24]: Thank you. [0:38:26, 0:38:34]: Unless they want to talk about it now, unless you want to we might as well get it out the way now. We're on it. No need to come back. Okay. No need to come back. I need to move. All right. There's a second. [0:38:35, 0:38:39]: I second. There we go. No further discussion. We had all that. All in favor of the motion, please indicate. [0:38:40, 0:38:42]: All right, four. I'll pose. [0:38:43, 0:38:54]: One. All right. Four one. Thank you. No problem. Keep keep it straight, uh clerk. All right. Now thank you. Funding source is three four seven-six two two zero zero-five four one two one. [0:39:07, 0:39:08]: One. [0:39:08, 0:39:13]: ITB twenty twenty dash zero zero seven. Miss Miller, Mr. Aaron, please. [0:39:14, 0:39:20]: Good afternoon. Once again, Mayor and Council. The procurement division is requesting approval to award a fixed contract. [0:39:20, 0:39:24]: to the lowest responsive responsible bidder T W Brown contracting. [0:39:25, 0:39:25]: L C [0:39:26, 0:39:37]: ITB number 202007 for the City of Stockbridge Reef Creek Trail Parking Lot Expansion in the total amount of$59,461.02. [0:39:38, 0:39:42]: Okay. Any further any questions for Ms. Miller over this issue? [0:39:43, 0:39:44]: No quite go ahead, sir. [0:39:45, 0:39:48]: Yeah, but m Mr. Br uh Alexander, you were you're first. [0:39:49, 0:40:09]: I just wanted uh maybe a Mr. Knighton could talk about or maybe Mr. Aaron could talk about the benefit of what we're doing. I know right now we all talked about the citizens may not know. You know, everybody who sees that parking lot jam-packed all the time will understand that trails and past are the way to the future, and what we're trying to do is [0:40:09, 0:40:27]: is complete our master trail program with hopes of adding trails down uh Flippin' Road and Walt Stevens Road. If you ever been over to uh Clayton International and you see the beautiful job that they have done with those uh trails over at the international area. [0:40:27, 0:40:33]: That is uh best in class and quality of life uh for our particular community. So [0:40:33, 0:40:53]: This is n this is one of the steps as we move forward to complete the master trail plan and have uh you know trail heads that they call them or rest areas or stops between trail segments. So hopefully at some point when we increase this as it starts to grow and we extend it, there'll be other areas. [0:40:53, 0:41:13]: areas similar to this and maybe this will be a model. I know we had previously discussed adding a restroom at some of these particular stops as well. So hopefully in the future that'll be something we could do. But I would like uh you know maybe to understand or maybe the one of the staff to explain to the public, maybe I just did to about what just [0:41:13, 0:41:16]: uh the uh benefits of what we're doing here. [0:41:18, 0:41:19]: Mr. Nine, you got it, sir? [0:41:20, 0:41:31]: Well, and I'll allow this other staff and will skip to speak to this as well. I think Councilman Alexander did uh thoroughly uh summarize it. In essence, it will create additional parking spaces there at the trailhead. [0:41:32, 0:41:52]: and allow for uh obviously other people to to come uh park their vehicles and take advantage of the trail. Obviously we are um the council has already approved of course um the improvement um substantial improvement of the Reeves Creek uh trail uh that will uh continue to benefit the citizens [0:41:52, 0:42:11]: Stockbridge and create linkages to you know our park uh and and hopefully uh an entire park system uh in the future. This would uh be a component of that, just creating increasing parking spaces uh so that more people can uh come and enjoy the benefits and recreate uh on our trail. [0:42:11, 0:42:12]: And enjoy the trailhead as well. [0:42:13, 0:42:27]: Excuse me, I'm sorry. One one more if I could follow up. Go ahead, Ms. Alexander. Mr. Knighton, the trails have been closed, so the public is not aware of what is going on and that maybe we should remind them that all of the bridges are being replaced. [0:42:27, 0:42:39]: at Reed's Creek Trail for their safety and the enhancement of that trail. So when they do reopen, there will be new bridges uh there to correct that ice or or that safety hazard that we had in the past. [0:42:39, 0:42:45]: Right, and of course the council approved this, um approved the project um um a few months ago in [0:42:46, 0:43:06]: Um everything has come together. The it's in the contractor's hands um to begin that process of construction. Obviously the bridges um have to will be of a composite material, if I'm saying that right, for uh the public works official and engineer who's on here. Um that would be more sustainable than the uh existing. [0:43:05, 0:43:08]: Wooden bridges, essentially wooden bridges that we have there now. [0:43:09, 0:43:29]: They would last a lot longer, provide uh better uh safety features, and uh make this you know a top-notch uh cutting-edge trail, which obviously has been extremely popular already. And so this will enhance uh the trail experience that citizens uh will receive uh uh on Reeves. [0:43:29, 0:43:30]: Creek Trail. [0:43:30, 0:43:37]: Okay, any other comments from the council? Yeah, go right ahead, the council this Blount. How many parking spaces additionally this is gonna add? [0:43:38, 0:43:40]: I think it's I'm in additional parking spaces. [0:43:40, 0:43:41]: Is it ten? [0:43:41, 0:43:42]: And [0:43:43, 0:43:44]: It's it is ten. [0:43:44, 0:43:52]: It is ten. That maximizes the area that outside of the uh uh small uh athletic area that's been added to that park. [0:43:54, 0:43:54]: Okay. [0:43:55, 0:43:56]: Any other questions? [0:43:57, 0:44:00]: If not in a motion to accept this particular proposal. [0:44:03, 0:44:03]: A motion. [0:44:04, 0:44:05]: No a motion, please. [0:44:06, 0:44:07]: Саму [0:44:07, 0:44:08]: Zero second. [0:44:09, 0:44:10]: [2650.4, 2652.1]: May May uh Mayor Putin Tom second it. [0:44:12, 0:44:14]: I would imagine no more discussion. [0:44:15, 0:44:18]: If that is the case, then all in favor of the motion, please indicate one. [0:44:19, 0:44:19]: Two [0:44:20, 0:44:20]: Three. [0:44:21, 0:44:21]: Four. [0:44:22, 0:44:25]: Five, unanimous. Fantastic. Thank you very much. [0:44:25, 0:44:27]: The next we had up the deals with the um [0:44:28, 0:44:31]: But actually the I added uh [0:44:31, 0:44:42]: Item uh deals with the supporting HP four uh was it four twenty-six hate crime resolution in a sense. Uh Mr. Williams, did you want to read that to everybody or highlight that? [0:44:43, 0:44:50]: So I can give a quick highlight. Um basically uh there's legislation in the Georgia General Assembly. [0:44:51, 0:44:54]: that uh adds additional um [0:44:54, 0:45:09]: uh elements to our criminal code so that whenever there's a crime that where uh aspects of either some sort of hate or bigotry are a part of it, layered on top of that would be additional penalties. [0:45:10, 0:45:15]: And so that uh it's my understanding is passed. The house is current currently pending [0:45:15, 0:45:17]: In the Senate, the Georgia General Assembly [0:45:18, 0:45:20]: So this resolution basically [0:45:21, 0:45:21]: Uh [0:45:21, 0:45:23]: just encourages the uh [0:45:24, 0:45:28]: General Assembly to proceed with passage of that legislation. [0:45:29, 0:45:31]: Thank you, sir. Appreciate it. Question for Mr. Williams, please. [0:45:32, 0:45:34]: Um go ahead, Alexander. [0:45:34, 0:45:37]: The right lies matter. [0:45:37, 0:45:39]: Black lives matter. [0:45:40, 0:45:44]: Okay, absolutely. [0:45:44, 0:45:47]: We are social uh we are [0:45:47, 0:45:52]: Birthplace of the uh social justice and civil rights movement. [0:45:52, 0:45:55]: Is it extremely important that we speak to this subject? [0:45:56, 0:45:57]: Well Ahmad Aber. [0:45:58, 0:46:00]: For George Floyd. [0:46:00, 0:46:02]: Portray Von Martin. [0:46:03, 0:46:04]: From Bjornna Taylor. [0:46:04, 0:46:05]: Pro Sandra Bland. [0:46:06, 0:46:08]: And all of those who have been affected. [0:46:09, 0:46:16]: It is a shame that the state of Georgia is one of only four states in the entire United States that does not have a hate crimes law. [0:46:17, 0:46:27]: And we need to do everything possible to encourage the state of Georgia to move forward and do the right thing and make sure that everybody in this state understands. [0:46:28, 0:46:30]: The black lives matter. [0:46:30, 0:46:33]: Outstanding. Okay. Anybody else have any comments, please? [0:46:33, 0:46:34]: Mr Blount, please go right in. [0:46:35, 0:46:36]: We we um [0:46:37, 0:46:39]: When when talking to uh [0:46:40, 0:46:46]: Mr. Douglas, which which they passed it in the house and uh and I think Brian Strickland was on that uh [0:46:46, 0:46:48]: That uh um [0:46:49, 0:46:52]: Symposium call. He's a senator stripping senator, sir. [0:46:52, 0:47:01]: Sen I'm sorry, Senator Bryant Strickland. I said it and it passed the House. Uh is there any has it has anybody talked uh Mr. Williams, maybe you can answer this. [0:47:01, 0:47:13]: Has anything been presented when they come back in session that's that will put it back in this session? Or is it something that uh hadn't even been brought to the floor? Uh that that's not even in the hopper for the floor. It's in the hopper, I guess, but it's not even been uh [0:47:14, 0:47:15]: It's still [0:47:15, 0:47:20]: It is still pending, um, but with the general assembly session being [0:47:21, 0:47:34]: uh cut short based on this COVID nineteen. I don't know when they will come back in session, but it could still be passed in this session. Um, but nothing has been presented to them from the city of Stockbridge to date on this legislation. [0:47:35, 0:47:43]: Yep. They they'll I think they're coming back in session like within a couple of weeks. June fifteenth, I believe. I thought it was June fifteenth. June fifteenth. Is it [0:47:43, 0:47:53]: about another week. But within a week. Yeah, so they they're getting ready to come back in session, but my question is has this be uh what because it is an election year for several senators [0:47:54, 0:48:01]: uh on that on uh for this bill to even be presented or whatever is uh do we know of anything that uh will this bill be presented? [0:48:02, 0:48:04]: By the Senate, on the Senate side. [0:48:05, 0:48:10]: I don't have any I don't have any information on that beyond what's been presented to you already. [0:48:11, 0:48:20]: Well, I would think that uh upon approval and signature of this, we just talk have to talk to the Henry County delegation on on trying to help push this thing through, if that's the case. [0:48:20, 0:48:21]: Okay. [0:48:21, 0:48:25]: All right. Well we'll try it. We uh it's worth a try. Anyway. [0:48:25, 0:48:27]: If no the comments, okay. [0:48:28, 0:48:33]: I need a m uh motion to accept this resolution. I second. [0:48:33, 0:48:35]: Second and again second. Okay. [0:48:35, 0:48:37]: All in favor of motion, please indicate. [0:48:38, 0:48:40]: One, two, three, four. Unanimous decision. Great. Fantastic. [0:48:41, 0:48:41]: All right. [0:48:42, 0:48:44]: Uh my particular comments deal with first of all [0:48:45, 0:48:53]: Complete the complete 2020 census. Individual citizens, council, if you have not done the 2020 census, please go to the website. [0:48:53, 0:49:12]: 2020 census.gov. Extremely important to fill out the census. And I hope that uh by the time this is all done, the Stockbridge may be about thirty-four thousand people, but we'll see. All right. We gotta fill it out. Primary election is tomorrow. If you haven't already early voted, primary election is tomorrow. It's very important. [0:49:13, 0:49:15]: You go to your regular polling location. [0:49:15, 0:49:23]: All right. Except for the individuals at Red Oak Church. If you have if you normally go to Red Oak Church, not do no don't do don't do that tomorrow. [0:49:23, 0:49:26]: You go to Red Oak Elementary School tomorrow. I said Red Oak Church, okay? [0:49:27, 0:49:28]: So you gotta do that. Go vote. [0:49:29, 0:49:40]: COVID 19 Public Health Um Department, once again 800-847-4262. 800-847-4262. You have to continue to be safe. [0:49:40, 0:49:52]: Uh uh vaccination for the for this virus is not is in the works. We may not get it for another six months. So wearing uh protective covering, uh social distancing six feet may go on for several more months. [0:49:52, 0:49:56]: And I'll tell you, you gotta be continuing to be careful and wash your hands and be safe. [0:49:57, 0:50:15]: Uh now we had a great activity on Saturday where we gave a thousand packets to citizens at Merrill Manor Conference Center for a three hour period that dealt with face coverings, face masks, hand sanitizer and information from the CDC in reference to COVID nineteen so we can uh help you be safe. And I'll imagine if this is gonna go on for quite a time. [0:50:15, 0:50:19]: quite a while, I imagine we'll we'll probably end up doing something like this again, I'm pretty sure. [0:50:20, 0:50:20]: Okay. [0:50:21, 0:50:24]: So on that note, uh have some upcoming meetings. [0:50:24, 0:50:29]: And now let me double check this. I have here development downtown development authority meeting. [0:50:30, 0:50:32]: Tuesday, June sixteenth, does that still go? [0:50:32, 0:50:33]: Yeah. [0:50:36, 0:50:49]: From my standard it's still though, yes. Okay, so lo says to be determined. So work out that particular location time frame and a planning commission meeting is here Thursday, June twenty fifth at six o'clock, to be determined. [0:50:49, 0:50:50]: Is that Miss Moore's uh [0:50:51, 0:50:55]: Still it's a go. Okay. Off okay on on the twenty fifth. All right. [0:50:55, 0:51:09]: Our next council work session will be Tuesday, June 23rd, 6 p.m. I would imagine it's gonna be by way of Zoom. And our next council meeting next month will be July 13th, 6 p.m. And I'm assuming unless the council changes this, it'll be by Zoom as well. [0:51:10, 0:51:14]: On that note, uh folks be good. Keep the faith. God bless y'all. [0:51:14, 0:51:15]: And good night. [0:51:18, 0:51:23]: Oh wait a minute, I gotta ask for a motion to adjust. Okay, a motion to adjourn. Hey, I need a motion to adjourn. [0:51:23, 0:51:25]: Excuse me. [0:51:26, 0:51:27]: Don't move. [0:51:27, 0:51:28]: A second. [0:51:28, 0:51:29]: Is there a second? [0:51:30, 0:51:31]: A second. [0:51:31, 0:51:36]: Oh there we go. Oh good Gantt the can't spoke. Okay, good deal. Now all in favor of attorney. [0:51:37, 0:51:41]: So you keep me straight. All right. Now, God bless you all.
