[1:18:27, 1:18:40]: three zero two five three. Um the reason I'm here is due to the ordinance for businesses in the city of Stockbridge, um with hair salons, barbershops, [1:18:40, 1:18:48]: Um and a list of other businesses. Can everybody hear me? Yeah, we can hear you. Go ahead. Um and um the reason I'm here, I signed a lease. [1:18:49, 1:18:54]: And I found out this morning that that lease couldn't be fulfilled. [1:18:54, 1:19:00]: And my question is, will the ordinance be changed? Will it be moved? Um [1:19:01, 1:19:19]: It are there any plans for that ordinance to be changed? Uh I would say no, actually. The ordinance is uh I don't think we're planning to make any changes to ordinance the current ordinance at this time. Okay. Um so yeah, that was the reason I come. So [1:19:19, 1:19:28]: Well, I'll tell you what, um I'll have the uh our city manager do a follow up with you in reference to anything else that you may be able to do in this aspect, all right? [1:19:29, 1:19:38]: Yeah, I put a substantial amount of money down on the lease and I don't know if there's any recourse for me to obtain my deposit and first month's rent back. [1:19:40, 1:19:46]: I don't know how I can I okay. I'll have the student manager follow up on you with you, okay? Thank you. Thank you. Appreciate it. [1:19:47, 1:19:49]: On that no no the public comments. [1:19:50, 1:19:50]: Okay. [1:19:51, 1:19:54]: We have a couple we have a public hearing, a couple items on public hearing. [1:21:53, 1:21:55]: Okay on on that note [1:21:58, 1:22:06]: First public hearing we have tonight deals with the second reading, public hearing of proposed FY 2023 operating budget and capital improvement plan. [1:22:07, 1:22:08]: Mr. Gardner, please. [1:22:09, 1:22:16]: Yes, sir, um Mr. Mayor, Council members, um trying to pull up this uh slide real quick. [1:22:21, 1:22:22]: [4951.4, 4971.4]: There you go. All righty. All right, real quick. Thank you. As you know, this is our second reading before the adoption of the budget. Uh and so with that and with the recent events with the city negotiating with the with the cities as it relates to our share of the loss, we've uh amended uh budget. [1:22:51, 1:23:11]: budget to reflect not the expenses, which has stayed the same pretty much, but to reflect the revenues that we see coming in as part of the lost negotiations. What we predicated is a percentage are 11.5% that was negotiated [1:23:11, 1:23:31]: And I'll speak more a little bit more to that when it comes to the agenda item number thirteen, which is the certificate. But last week I sent you guys an email updating y'all on the results of the municipal meeting as it relates to our share of the thirty-four percent of the negotiated sales stocks that we did with the Henry County. [1:23:31, 1:23:51]: back in um November, early no early October. Right? And with that, we have adjusted for what we propose to see in terms of our revenues as it relates to sales. And that affects the general fund. And so you see we're now reflecting general fund revenues at 24.8. [1:23:51, 1:24:11]: versus twenty twenty-two point two. Um we're the surplus, which if uh if we stay within our budget will go into the general will go into the fund balance of the general fund. Um all other funds pretty much stayed pretty much the same with the adjustments made based on the comments that we got from council member um Alfonso Thomas [1:24:11, 1:24:31]: Um back um before the first reading reflects those changes that he had recommended that needed to be changed in the budget. And so we're proposing that the overall about the overall budget for the city through all funds is at 53.7 for revenues versus 51. [1:24:31, 1:24:37]: Fifty-one million for expenses with that surplus of two point six million. [1:24:39, 1:24:43]: Okay, council, appreciate that, Mr. Gardner. Any council, any questions for Mr. Gardner? [1:24:45, 1:24:53]: And yes, I did I did receive Mr. Thomas's email this morning at about two oh one to p AM. All right. Mayor Pro Tem go ahead please. [1:24:54, 1:24:57]: Running at midnight county. Yes, sir. Um [1:24:59, 1:25:03]: Mr. Gardner, as you know, during this whole budget process, I have [1:25:04, 1:25:06]: Um indicated [1:25:08, 1:25:26]: And I will use the word displeasure with with some of the things uh included in this budget. And I know you have mentioned on a number of c occasions that it's this is a challenging time for the city of Stockbridge. [1:25:27, 1:25:31]: And with that being said, I was hoping to see [1:25:33, 1:25:35]: some adjustments [1:25:36, 1:25:38]: to that revelation. [1:25:39, 1:25:40]: Um [1:25:40, 1:25:41]: I've spoken [1:25:42, 1:25:45]: Several time and I responded seven times, but [1:25:46, 1:25:47]: I'm still awaiting [1:25:48, 1:25:50]: My councilmates [1:25:50, 1:25:51]: For [1:25:52, 1:25:54]: their comments and their input [1:25:55, 1:25:57]: Because at the very next meeting [1:25:57, 1:26:00]: uh unless you are directed [1:26:00, 1:26:03]: To make some changes, then [1:26:03, 1:26:04]: Um [1:26:05, 1:26:07]: That is what we're going to approve. [1:26:08, 1:26:10]: Um and and [1:26:12, 1:26:16]: One of my issues in this budget is is the [1:26:17, 1:26:17]: Um [1:26:18, 1:26:19]: Is the hiring. [1:26:20, 1:26:23]: Of addition of staff. [1:26:24, 1:26:31]: which I I think we need to hold the line there. Um and I I don't wanna get [1:26:32, 1:26:34]: Too much in that because you know [1:26:34, 1:26:40]: Uh my comments on that and I shared this with the council as well, I copied them on my email. [1:26:41, 1:26:43]: But I'm curious, though. [1:26:44, 1:26:48]: to hear how other council members feel because [1:26:49, 1:26:52]: Um, in my mind there needs to be [1:26:52, 1:26:54]: Uh some directive [1:26:55, 1:27:06]: toward you to make adjustments if they feel that adjustments need to be made. I'm not one, as you know, to set on my hands. [1:27:07, 1:27:08]: Um [1:27:08, 1:27:11]: Because I think this is a collaborative [1:27:11, 1:27:13]: Process as far as [1:27:13, 1:27:14]: The budget. [1:27:15, 1:27:16]: And I know it says that [1:27:17, 1:27:20]: The city manager prepares. [1:27:21, 1:27:23]: But I am still under the contention that [1:27:24, 1:27:26]: It is prepared based on [1:27:26, 1:27:28]: The vision of a city. [1:27:29, 1:27:30]: And [1:27:30, 1:27:32]: The council need to [1:27:33, 1:27:34]: Uh project. [1:27:35, 1:27:36]: That vision. [1:27:37, 1:27:39]: And I'm still awaiting on [1:27:40, 1:27:41]: My councilmate to [1:27:43, 1:27:44]: To speak. [1:27:45, 1:27:46]: Um [1:27:46, 1:27:49]: And then if they choose not to, then [1:27:50, 1:27:55]: You know, uh so be it. I'm just one council person. But they know my [1:27:55, 1:28:02]: They know my contentions because I've shared every email to you. I've copied them as well. [1:28:02, 1:28:22]: So with that being said, Mayor, I'd like to hear from my councilmates. All right. Well let me let me start this and say well obviously you want to respond, sir? Yeah, real quick. Go ahead. Uh and and uh coun councilmember Thomas, um that was taken to heart, obviously, and and one of the things that that I've addressed with our department has as it relates [1:28:22, 1:28:23]: Two [1:28:23, 1:28:28]: to hiring is that any vacant positions that we have now will remain vacant. [1:28:28, 1:28:48]: Um outside of the police department. Um in terms of new positions that were created, those were positions that are in the budget that were approved earlier with the organizational chart that I presented to council. Um outside of that, the only new positions I uh that my it's my understanding that's part of the budget process were within [1:28:48, 1:28:55]: in the enterprise funds for positions that for stormwater. Um there was a budget m um analyst and a [1:28:56, 1:29:04]: um risk manager, which I think you guys approve for us to actually move in that direction. But outside of that, we're we're we're holding the line. [1:29:05, 1:29:06]: Um [1:29:06, 1:29:11]: You know, obviously from an administrative standpoint, if there are any vacant positions that are not critical outside of police. [1:29:12, 1:29:32]: We're you know, we're gonna hold off hiring those folks. Um, so there's and as it relates to like new positions being added, my understanding of it is the only ones that they're being added is gonna be through the Stormwater department. Am I correct? Or they might have already been vacant positions that we're gonna be filling, but um from from our review [1:29:32, 1:29:52]: uh the administrative side, on the operational side, you know, we're going to be very prudent as it relates to to hiring and bringing on additional people. I'm not proposing any new positions um outside of what I presented to you guys earlier in the summer. Um but yes we're we're looking at at that obviously as part of this process [1:29:52, 1:29:58]: as it relates to making sure we we hold the line on our hiring outside of police and outside of the enterprise funds. [1:29:59, 1:30:18]: Let me let me mayor let me get a be clear. Yes sir. Um one position is a already a funded position, as you know, the economic development director. So I'm not referring to that position. Yes sir. Yes sir. Um that is not a new position. Right. [1:30:18, 1:30:25]: Now you mentioned the organization of chart that was approved that included a number of [1:30:26, 1:30:34]: New position. Did I hear that correct? You you yes, in the summer you approve for us to add the three positions in IT? [1:30:35, 1:30:36]: Bring an IT in house. [1:30:38, 1:30:43]: with the director starting on board and then we were funding the other positions to start once the director comes on. [1:30:43, 1:31:00]: and does his assessment. There was a help desk administrator and a network administr uh network well, a help desk person and a net and a network server administrator position that I presented to you guys and you all said that was fine if we were taking over the IT functions. [1:31:01, 1:31:01]: Yeah. [1:31:02, 1:31:16]: Correct me and I need the other council members to correct me and I I will have to refer back to the minutes. I remember the conversation about a director and two other individuals. That is correct. Uh for the twenty twenty three budget. That is correct. [1:31:17, 1:31:18]: I don't recall. [1:31:20, 1:31:22]: That being approved, the other two. [1:31:23, 1:31:43]: And there are some other positions, um, risk management, budget analysts, and some others. Yeah. We're we're not we're not moving forward on the on the budget analyst position at this time. Um the risk manager, the fact that as I explained um back in the [1:31:43, 1:31:53]: the summer. You know, we're taking on fifty three plus police officers that are moving around with additional cars and haven't managed police departments before. [1:31:55, 1:31:56]: You have a teacher. [1:31:56, 1:31:58]: But police goes fast. [1:31:59, 1:32:00]: And sometimes they hit stuff. [1:32:01, 1:32:03]: And sometimes they hit people. [1:32:03, 1:32:09]: And you also have them in contact with people where sometimes in the process of dealing with [1:32:09, 1:32:10]: Criminals [1:32:11, 1:32:12]: Um people get hurt. [1:32:13, 1:32:18]: those type of functions, you you you're gonna need somebody who's actually gonna be looking at this. [1:32:19, 1:32:20]: Um [1:32:21, 1:32:37]: risk as it relates to our potential liabilities as our police officers patrol. But not only that, um, from a public work standpoint, making sure that these guys when they're out here and they're digging trenches, that these guys are getting their certifications because I will tell you [1:32:37, 1:32:39]: In twenty twenty I had a [1:32:40, 1:32:42]: Guy in the trench literally. [1:32:42, 1:32:45]: The three guys in the trench just came through. [1:32:45, 1:32:48]: training on how to set up that trench. [1:32:49, 1:32:53]: And one of those guys actually had a heart attack in the trench. [1:32:53, 1:32:55]: Right. Um [1:32:56, 1:33:10]: Yeah, the this that position as we grow is is only because as we grow and we take on more potential liabilities, that position is needed. My goal is not to fund that position right now until the second half of the fiscal year. [1:33:11, 1:33:16]: Well excluding the police department, excluding [1:33:17, 1:33:21]: Uh i if you will recollect, my comments was based on [1:33:21, 1:33:30]: other position, not the police department. Right. For an example, there was a position in community development. [1:33:30, 1:33:33]: Uh a permitting director. [1:33:33, 1:33:37]: Not happening. And there were some other position [1:33:37, 1:33:38]: This is my point. [1:33:39, 1:33:43]: In a document that that I would approve. [1:33:44, 1:33:46]: Uh those positions should not appear. [1:33:47, 1:33:53]: But th th those positions are not they're not they're not funded in this budget. We didn't fund I didn't fund the [1:33:53, 1:34:12]: Let me re let me say this. There is gonna we did not fund a permit director position in this budget. That was a request by the department head. So there were there was I believe seven positions that you had proposed. Um now not the position that we approved in 2022. [1:34:13, 1:34:31]: a IT director, um a management analyst in 2022. I'm not speaking to those. There were at least seven other positions that was proposed. So, but if you're saying then that [1:34:32, 1:34:41]: the final budget that you're going to present, those positions are not there, then I I I think we're on the same page. [1:34:42, 1:34:43]: I'm sorry. [1:34:45, 1:34:55]: I'm sorry. We we so in in the budget you saw the request that was submitted. We literally we are not funding the license permit position. [1:34:55, 1:35:04]: We're not fun we're not funding the budget analyst position. The budget the positions of the health desk technician and the network administrator are needed. [1:35:04, 1:35:06]: to if we're gonna bring IT in house. [1:35:07, 1:35:13]: The risk the risk person is the person, like I said, my goal is to to actually look at funding that in the second half of the year. [1:35:14, 1:35:16]: But that is going to be a position [1:35:16, 1:35:22]: Because of the way we are now conducting business, it's going to be needed to make sure we mitigate. [1:35:23, 1:35:27]: Our potential liabilities as our guys are out there working right now. [1:35:27, 1:35:31]: Yeah, we do not perform those some of those functions, and I think [1:35:31, 1:35:34]: The city clerk who has been in that acting role can tell you. [1:35:34, 1:35:38]: Part of making sure with a risk person is that [1:35:38, 1:35:47]: That person is out there on some of these work sites where these guys are working to make sure that they are actually working within Ocean and within all the required guidelines. [1:35:47, 1:35:48]: That's not being done. [1:35:49, 1:35:49]: Well I [1:35:50, 1:35:54]: Uh Mr. Garden, my my my response to that is [1:35:54, 1:35:56]: And and I know um [1:35:57, 1:36:10]: Councilwoman Barber had asked for uh reviews periodically and which uh we have not had and in my last email I pointed some of those things out. So you did. And [1:36:11, 1:36:12]: When that time comes. [1:36:13, 1:36:15]: Then I think we can evaluate. [1:36:16, 1:36:18]: Um those position [1:36:19, 1:36:20]: But again [1:36:21, 1:36:27]: And I'm looking through this document and I see a number of positions. But if those if these positions are [1:36:28, 1:36:29]: In [1:36:29, 1:36:31]: A process that we vote for. [1:36:32, 1:36:42]: then I cannot vote for this budget. But I hear what you're saying that that that these positions are not being funded. So I would have to have a clear understanding that these positions are removed. [1:36:43, 1:36:52]: all together and I will you and I will talk a little bit. I'm not gonna hog all of the channel, but we'll talk a little bit. But I won't but just know that if these positions [1:36:52, 1:36:54]: or part of the budget [1:36:55, 1:37:05]: Then uh you you don't have my vote on this budget. And I'm telling you this in advance. Yes, sir. I'm just only one council person. Understood. And and when you say those positions, are you including the the IT positions? [1:37:07, 1:37:14]: Correct and I speak to you to I speak to you about that as well. My recommendation for that. [1:37:14, 1:37:19]: I I'll I'll I will speak to to that, my recommendation for that. [1:37:20, 1:37:27]: Because again and this this is my issue. Yes sir. When you start bringing these positions in-house [1:37:27, 1:37:31]: Now we we these are challenging times. We've already established that fact. [1:37:32, 1:37:45]: But when you bring in new employees and you talkin' salaries, benefits, travel, training, equipment, uniform, et cetera, et cetera, et cetera. [1:37:46, 1:37:48]: Those are the issues that I'm concerned about. [1:37:49, 1:37:50]: With new [1:37:51, 1:37:51]: position. [1:37:52, 1:37:53]: Excludin' [1:37:54, 1:37:55]: The police department. [1:37:56, 1:37:59]: And I don't want to get into that'cause I know the chief we've talked about [1:37:59, 1:38:19]: uh you know the grants and and you know we're moving forward with that and hopefully we will have new grants coming in which seem like it's going to self-sustain itself somewhat and I believe that the chief is gonna continue to go down that road even though in my last email I did have some concerns about the police department and I mentioned [1:38:19, 1:38:30]: those and you just indicated that you would respond to those. Yes sir. But again, salaries, benefits, all of that. [1:38:30, 1:38:50]: Though those are my concerns. Yes. And and remember when when I when I did those for you guys, I also illustrated to you guys what the the cost for IT service would be, um which had gone up to over$440,000. And it with salary and benefits, I I didn't put in there. [1:38:50, 1:39:10]: uniforms, but that cost would come in much cheaper than the the uh cost effective than the with going with the consultant at the four hundred and forty thousand we were saving by bringing it in house. If it if it was reversed, obviously that would be a decision I wouldn't have made. Um and also the fact that, you know, un [1:39:10, 1:39:18]: Not knocking our consultants, but as you know, one of the things that we like here is quick service and making sure things happen on on time and [1:39:18, 1:39:25]: and stuff. And so that's that was that those people would be readily available and for not only [1:39:25, 1:39:33]: Um council and when the council have issues with their technology, but also for our rest of our staff. Um [1:39:33, 1:39:42]: But as it relates to those to those specifically those two positions, if we're going to bring IT in-house, one person can't manage the system. [1:39:42, 1:39:46]: I d there's nowhere in this country where you will find where we've brought in [1:39:47, 1:40:07]: police department with technology and the technology that we're cur wanting to move and employ to get us more cost a cost effective and efficient, that can't be done by one person. I I I do have a recommendation. Yes sir. I've been waiting to hear it. And I and I'll I'll share that with you. And I do understand about the one person as a director, but we do have a [1:40:07, 1:40:27]: Firm in place now, and I think that contract ends uh in about a month, and I do have a recommendation uh based on that. Yes, sir. All right. Okay, thank you. On that note, obviously it's good to have some additional analysis on this whole process before we confirm this next month. But something I want to mention, logically speaking, uh we asked for [1:40:27, 1:40:47]: additional we asked for folks uh to join us join the city come become residents of the city so that passed barely but it passed all right so now we roughly have maybe an estimated 7,000 citizens coming into the city that we have to service and so it makes me just think logically that we will have to span some parts of our of our city [1:40:47, 1:41:07]: City staff to handle that. I don't know what the square miles is off the top of my head. I'm not sure about the number of streets and right-of-ways and things of this nature, but I would think there'll be part certain parts of our staff that would have to grow eventually sometime into the FY 2023 budget because effectively one January we gained roughly 7,000 additional funds. [1:41:06, 1:41:23]: So I'm assuming that that is something that we'll have to and besides the police department, outside of the police department, there probably other departments will have to grow. So something I would imagine that we need to look forward to and see how we justify that if that's the case. Yes, sir. All right. On that note that's all I need to say. Ms. Barber, you had your hand up. [1:41:23, 1:41:33]: I did. Thank you. Um, Mr. Gardner, uh several months ago when we talked about those additional positions such as the budget analyst [1:41:33, 1:41:35]: Um the risk management analytics. [1:41:36, 1:41:38]: All those positions. [1:41:39, 1:41:41]: We wanted to see. [1:41:41, 1:41:42]: What? [1:41:42, 1:41:44]: The paying class would be. [1:41:44, 1:41:48]: We approve for you to move forward with doing the research. [1:41:48, 1:41:50]: It was not my understanding. [1:41:50, 1:41:52]: That we were approving. [1:41:52, 1:41:53]: Positions for you to find. [1:41:54, 1:41:55]: So [1:41:55, 1:41:57]: Агри від Мера про Тен Тамас. [1:41:57, 1:42:00]: I do not agree with funding. [1:42:01, 1:42:07]: Um, all of those specific positions. I understand the need for the uh police department. [1:42:08, 1:42:08]: Um [1:42:09, 1:42:14]: However, the other positions. And the same with IT as far as bringing that in house. [1:42:15, 1:42:18]: My expectations was that you were gonna do the research. [1:42:18, 1:42:19]: The paying class. [1:42:19, 1:42:21]: Bring that back to us so we can [1:42:21, 1:42:22]: Do a comparison. [1:42:24, 1:42:25]: That is what [1:42:25, 1:42:28]: My expectations were. I wouldn't blindly approve [1:42:28, 1:42:45]: uh positions without even knowing what the salary is or what the range was. Guess what we we we illustrated a range when I did the presentation of what the hiring where where they would the hiring would be at. [1:42:45, 1:43:05]: I also outlaid in there the cost as it relates to benefits was what I presented to you guys when I presented this to y'all and I'll I'll send resend those back to you. Um but we did um when you say a pay in class that's something that obviously you want to do [1:43:05, 1:43:08]: [6189.6, 6205.0]: positions you'd wanna be do a paying class to see exactly where our current workforce ranks with other workforce around the metro or similar population size cities or that's what we we're c well, that is what I've become accustomed to. [1:43:25, 1:43:26]: Um Miss [1:43:27, 1:43:28]: Uh Wheeler. [1:43:28, 1:43:33]: has been able to provide that information for new positions previously zoned. [1:43:33, 1:43:50]: That's what I was expecting to come back to the council, the paying class, and then we would approve those positions. Okay. I I obviously I clearly misunderstood that I didn't know we we were gonna do a paying class study, but if if that's what's needed, we will definitely do that. And it should be something we do. [1:43:51, 1:43:55]: On from an operational standpoint, it's something we should do every two to five years. [1:43:55, 1:43:56]: Because as you know [1:43:57, 1:44:07]: dynamics change as it relates to positions as as you move forward in time. So definitely now that I know that that's something that we gotta do, I'll move forward with trying to get that out and making sure we take care of that. [1:44:08, 1:44:09]: Thank you. [1:44:10, 1:44:13]: My next question is regarding ARPA. [1:44:13, 1:44:14]: Where is that captured? [1:44:15, 1:44:15]: Here. [1:44:16, 1:44:17]: On your [1:44:17, 1:44:22]: presentation, the the balance of ARPA funds. [1:44:24, 1:44:31]: So the ARPA phones will be captured. Last year when we discussed ARPA, the usage of ARPA. [1:44:32, 1:44:33]: We allocate well [1:44:33, 1:44:37]: Іво суплос тобі алокати форбворкс проєкт. [1:44:37, 1:44:40]: And some expenses for the police department. [1:44:41, 1:44:42]: That is what ARPA. [1:44:42, 1:44:47]: was allocated for. So I just want to know what the balance is. [1:44:48, 1:44:48]: Currently. [1:44:50, 1:44:51]: Okay. [1:44:52, 1:44:55]: And how much of that did we spend in twenty twenty two? [1:44:56, 1:44:57]: Is that included here? [1:44:57, 1:44:59]: In your presentation? No, ma'am. [1:45:00, 1:45:02]: Sorry. No ma'am. [1:45:03, 1:45:11]: We'll get the balance. You're requesting about uh where we are with the balance of the offer funds and what we spent year to date for FY twenty two. [1:45:11, 1:45:31]: So will that change your totals at the bottom of this presentation? This is FY twenty three. So you're asking w w what would have we done as it relates to the funds alloc that we allocated um and FY twenty two, we'll we'll get that information to you guys hopefully by tomorrow afternoon. That shouldn't take long for us to effort. [1:45:32, 1:45:49]: But no, that's that's current under the current budget. That's under FY twenty-two. But we should be able to get that information from Kelly. She keeps track of our ARPA funds. I'll be able to share that with you. Okay. So we know that ARPA funds um expire at the end of twenty twenty four. [1:45:49, 1:45:58]: Yes ma'am. We have to use it. Correct. So um I'm curious to see [1:45:59, 1:46:05]: Um what the balances are. Okay. I want to know what what we expended for 2022. [1:46:05, 1:46:11]: And what we have planned for usage for twenty twenty three. Yes or no? Okay. [1:46:11, 1:46:14]: Um the other thing with the amphitheater. [1:46:15, 1:46:20]: Um I'm looking at several of the proposed expenditures for twenty twenty three. [1:46:21, 1:46:27]: And I just need an explanation on several of these line items equipment. [1:46:29, 1:46:31]: What equipment is it that we're looking for? [1:46:36, 1:46:37]: On page seventy nine. [1:46:55, 1:46:56]: Yes, ma'am. [1:47:06, 1:47:13]: I'm asking about the amphitheater complex the account specifically for amphitheater complex. [1:47:13, 1:47:15]: Is that the sixty power for that reason? [1:47:19, 1:47:39]: Yes, ma'am. As it relates to the question was under page under the budget, the re budget document we gave you guys, under page 79, which is the amphitheater, there's a sixty thousand dollars budget for equipment. That's what you're referencing. Yes, that's gonna be used to to use to get a lift. We currently rent the lift, but it's good for us to have a lift. [1:47:39, 1:47:59]: so that they can get up to this to the lighting equipment and some other stuff to change out those things on a regular basis. That's what that's for, ma'am. Thank you. Then the next one, construction costs. For$50,000 construction costs was still yes ma'am. That was a question I think um Councilmember Thomas had asked and we'd answered. That's actually related to any work that we have done. [1:47:59, 1:48:18]: to do to finish up the work on the on the stonewater detention. That may be part of our responsibility. Hopefully we'll be able to have that presentation by um Falcon Design as to what you know what they found when those when they were finally able to get to the bottom of the pond because it had been wet. [1:48:19, 1:48:39]: But they found that the pawn was deficient and as it relates to clay, and that was part of the reason. The other portion was the foam that's at the bottom, that you you can't really see it from the surface, wasn't long enough and that was an issue. And so the responsibility was what we were doing as it relates to who's responsible for that. [1:48:39, 1:48:44]: what portion of that work we would need to actually cover at some point to remove. Say it again, I'm sorry. [1:48:44, 1:48:55]: That that fifty goes to remediate any portion of the cost that we may incur, that we might have to incur as it relates to remediating some of that work that was done on the on on the pawns. [1:48:56, 1:49:04]: Is there not a warranty on the construction of those ponds? Yes, ma'am, there is, but [1:49:05, 1:49:17]: There's some portion of it that that um Falcon think that we may actually have to do that's that's outside of what the warranty may be as relates to the work that they did. Okay. Yes ma'am. [1:49:17, 1:49:20]: Okay, thank you. Um [1:49:20, 1:49:23]: But uh building improvements, what will that include? [1:49:24, 1:49:27]: So again, building improvements. [1:49:29, 1:49:45]: So as you know, we've we've had some incidents where a truck has hit the building once or twice. Um, I don't know if you've seen it. Most folks didn't because when you walk in you don't look up. But one of the box trucks that actually hit the soffit [1:49:45, 1:49:47]: of the the amphitheater. [1:49:47, 1:50:07]: Um and I don't know we ever found out which box struck or who it was, but when we have issues like that is part of the OM portion of owning the facility this big that that would go towards funding any of the O and M costs such as that that happened that we can fix and and keep the facility up. So would that not be a claim um submitted to our insurance company? [1:50:07, 1:50:23]: It depends on whether or not it meets the deductible. If if it's under the deductible, then we gotta pay it. So we're just being proactive, ma'am. I'm just trying to find opportunities for us to decrease some of these expenses where we can. Yes, ma'am. Um [1:50:25, 1:50:25]: Okay. [1:50:29, 1:50:35]: Okay, so there's a line item specifically for rental of equipment and vehicle. [1:50:36, 1:50:38]: For thirty thousand dollars. [1:50:38, 1:50:39]: Yes, ma'am. [1:50:40, 1:50:45]: You mentioned under equipment the You still have to rent sound [1:50:46, 1:50:50]: This the s the sound stuff, do we still have to rent those things'cause those are out of specific. [1:50:51, 1:50:53]: Thank you. [1:50:53, 1:50:58]: The landscaping. Is there a separate contract for that, just for the amphitheater? [1:50:59, 1:51:08]: It's com is combined with this proportion that's separated on that's items on this on the country or moving on. [1:51:09, 1:51:22]: Uh yes, Council Barber, there's a separate contract for the amphitheater. It was done that way so they can account for all the expenses that are generated by the amphitheater, so it's separate from all the other landscaping contracts. [1:51:22, 1:51:30]: Okay, so I'm confused as to why the actual expense of landscaping shows thirty thousand dollars for twenty twenty-two. [1:51:30, 1:51:34]: But we have budgeted for twenty twenty three seventy five thousand. [1:51:35, 1:51:47]: Well in actuality the monthly expense for the l landscaping at the amphitheater is a little over sixty one hundred six thousand dollars. So it's actually like seventy five thousand dollars for the year. [1:51:47, 1:51:51]: Okay, so the actual. Why is the actual? [1:51:51, 1:51:52]: Not [1:51:52, 1:52:03]: Because when we because when we do the budget, when we start uh uh putting the budget together, we pr we did the budget six months ago, back in July. So this cost here is really from [1:52:04, 1:52:05]: January with June. [1:52:06, 1:52:08]: We don't update it all the way up to now. [1:52:09, 1:52:10]: when you when you're dealing with the budget. [1:52:13, 1:52:15]: Because when we did when this budget was put together [1:52:15, 1:52:19]: It was put together back in July, back in June, June and July. [1:52:20, 1:52:22]: And from there [1:52:23, 1:52:26]: You can always change the proposed uh [1:52:26, 1:52:29]: budget them out, but when it comes to actual, you leave that alone. [1:52:30, 1:52:31]: Um [1:52:32, 1:52:36]: So I need to be able to see where we are. [1:52:37, 1:52:38]: Currently. [1:52:38, 1:52:58]: It i if i i think as mr desher said if that's covering the cost and the full year is sixty one, we'll make the adjustment to reflect sixty one versus are you able to make um the adjustments to all of this by the next the final please for the actuals for twenty four. [1:52:58, 1:53:15]: 2022. Yes, ma'am. When you bring this back to us, you'll have the current actuals. Yes, ma'am. Okay. Didn't have the contribute amount. I just for the for the record, the monthly cost for the landscaping at the amphitheater is six thousand one hundred and eighty-five dollars. [1:53:17, 1:53:19]: Thank you. [1:53:20, 1:53:21]: Mm. [1:53:22, 1:53:24]: We can't really change it. [1:53:25, 1:53:30]: Um it's the contract. We can't change it. We'll go we'll see what it is. So it's a lot of [1:53:31, 1:53:35]: blanks and I need to see the actual so I'll wait. [1:53:35, 1:53:37]: Thank you, sir. You're welcome, Bill. [1:53:38, 1:53:39]: Mr. Al Zara, go ahead, please. [1:53:39, 1:53:59]: Yeah, thank you. I appreciate that. Uh, we had some of these discussions behind the scenes uh with uh some of my councilmates. I'm glad that you clarified that those positions were not in the budget. They weren't budgeted to begin with. That kind of clarifies a lot of what my thought process was um in terms of where we're going um with these. But [1:53:59, 1:54:19]: But what's staring me in the face is uh a$2 million surplus in the budget, uh the revenue versus the expenses. And that is a great thing to say that we have I'm looking at um you know fifty-three million in revenue and I'm looking at fifty-one million in expenditure. [1:54:19, 1:54:39]: And that's because of the great of the um cooperation that we've had between the city and the county and the lost funding being able to come in and be able to be maintained. So that's a good news for the city. So when I'm looking at the budget, I'm looking at it from this point of, you know, where it is. And I always say it, and I think [1:54:39, 1:54:51]: I think y'all get tired of hearing me say it. You tell me what you need, I'll give you what you need. And so far I've been seven years, I've given you guys what you needed. You come back, and when you come back. [1:54:51, 1:55:11]: We haven't had any real problems with the budget. So when you asked me for something, but I did have some concern about those positions. But now that you've clarified that the positions uh will not be funded in the budget, that certainly does uh uh you know shed a new light when I'm sitting here looking at uh the win the the budgetary difference. [1:55:11, 1:55:31]: Difference, which is two million dollars uh uh uh revenue, which is basically what the city for the past since I've been on the council, I've been looking at that same number repeat itself over and over again. Two million dollars, two million dollars, two million dollars in terms of revenue over expenses where we've been able to return some of that. [1:55:31, 1:55:51]: money to uh the cat to the um to the uh reserve funds uh and where we were where we were going and our overall health of the city. I was out there knocking on doors to make sure that we uh passed this by a little bit, you know, in my private time, not as a city [1:55:51, 1:56:11]: Council member. And I did that because I wanted to make sure that we were able to increase the revenue pool for the city. And I think we've we're going to see a signific we're going to even see more than what we see here as these new businesses come into the city and they increase the overall revenue for the city. [1:56:11, 1:56:31]: Secondarily to that, I heard you say clearly that we spent four hundred thousand dollars on IT in that neighborhood. Is that correct? No, that's what the new contract for IT restate with into interdev would be$440,000. Right. That was the number that we were expecting, correct? Yeah. With the positions that and how [1:56:31, 1:56:46]: you outline this department you expect to see a actual decrease in that correct? Three hundred and sixty I think is what we budgeted for IT services, yes sir. Okay, so we'll be looking at a thirty about a thirty two thousand dollar reduction in that department. [1:56:48, 1:56:50]: Even though w with the way that you're not going to be able to do it. [1:56:51, 1:56:53]: With the way that you have it set up? Yes, sir. [1:56:54, 1:56:57]: Okay, so and that's outside of obviously, you know. [1:56:59, 1:57:05]: Every year as I uh as I tell council when we go through this process, your IT cost is gonna be citrical. [1:57:05, 1:57:23]: Right? Because as technology changes and you have to buy new sir upgrade your server or upgrade your your um security systems, you tend to spend and then you see their costs go down and two, three years later you see it kinda bump back up as technology changes and they're upgrading with with with the market. [1:57:24, 1:57:44]: But by bringing this in house, we expect to see these people working on the uh from from increases in from the south from what we pay for the services that will decrease, yes. Right. So what you're telling me in this department, we're looking at uh more resources being uh I mean uh less resources being [1:57:44, 1:57:50]: been expended upon this department, yet there should be a greater level of service. [1:57:50, 1:58:00]: I I I think that you guys would expect a greater level and so would I with this coming in house that you know we'll be able to move quicker, be a little bit more nimble. [1:58:00, 1:58:09]: Um, as well as, you know, the fact that we have folks on board that on a on a twenty four hour basis um will show will reflect that, yes sir. [1:58:10, 1:58:16]: Du could you do me a favor, is it I want you to put up a pie chart of the budget. Do you have one available? [1:58:17, 1:58:35]: That you can pull up. Because I don't wanna spend all of my time working on one percent of the budget or five point five percent of the budget or these numbers that we spend all these time throwing out these different things. I'm looking at it from here in terms of where we are year to year. [1:58:35, 1:58:55]: And and how we're looking in terms of uh that overall budget and the overall budget. Because in the end, if we're looking at spending my time studying uh what we're looking at in these figures, I want it to re I want it to be a valuable time where [1:58:55, 1:58:55]: Where we [1:58:56, 1:59:09]: Uh we were save some money or we recoup some money. And what you're telling me is that in I too IT we're gonna save some money, we're gonna recoup some money uh in this area and several other areas that we're looking at. [1:59:11, 1:59:16]: You're being very cognizant of uh what we have here. Okay. [1:59:18, 1:59:22]: C okay, it went black as soon as I put my glasses on there. Okay. [1:59:24, 1:59:31]: That's the ex the expenditure side as to where you gen where what department gets what as it relates to the general fund. [1:59:31, 1:59:51]: Absolutely. So police and public work, these are the big pies, uh uh part of what we're doing here. And then uh some of these things that we're talking about, where are these positions that we're talking about? I just want to make sure the public un where are these positions that we're talking about potentially finding? Where are they? The governing body? [1:59:51, 1:59:55]: Are they on um they're in the uh [2:00:08, 2:00:16]: You said what what were the positions So the positions that we're talking about that aren't in the budget, where are they in on this pie chart? [2:00:16, 2:00:17]: Well today. [2:00:18, 2:00:25]: They w they would be in the general fund, the r IT department, obviously, um, with the [2:00:27, 2:00:47]: The director, the network administrator, and the help desk technician would be in the IT department. Um the risk uh in this pie chart where where I don't uh is the IT is not not at IT is enumerated right here. Right. So at six percent. Okay. Of and then um the H [2:00:47, 2:01:07]: Department would roll up at 3% with the one position for the risk manager position. Um there was proposed, and as we said, proposed positions. This was would have been the finance budget management budget analyst in the finance department, which is here at [2:01:07, 2:01:08]: Five percent. [2:01:08, 2:01:28]: So basically those positions. They're not so these these these in on this pie chart, what you just told me is the what the positions that we're discussing, they're not even in here. No, sir. Except for the IT positions. Except for the IT positions. Yes, sir. And in the IT positions, we're gonna see pri basically uh [2:01:28, 2:01:40]: Uh you know, I'm sure that's a little bit there'll be a little bit of up or down, about thirty thousand dollars to thirty two thousand dollars in potential savings in that area from what what I'm seeing uh here. [2:01:46, 2:01:55]: Is it go is it going to be uh si thirty three hundred and sixty eight thousand dollars? Is that what uh around about there? That's what the projection is. [2:01:56, 2:02:02]: That's what you you at by at the end of the year I should that's uh I should be somewhere in that area. [2:02:04, 2:02:04]: Yes, sir. [2:02:06, 2:02:08]: That's what you stayed in the day, right? [2:02:09, 2:02:29]: The without having to do the the the quick calculator, but uh if my recollection was once we fund salary and benefits for the IT department, it was right around a hundred, three I think it was three hundred and sixty in the three hundred thousand dollar range versus the four hundred and forty that was presented to me. [2:02:29, 2:02:49]: As part of the renewal of the contract. Okay, let me let me get this straight again. It's not 400, it was 440. It was 450 versus 368. 360-ish. Yes. So we're looking at um, in addition, we're looking at 40 on top. So we're looking at about$70,000. [2:02:49, 2:03:09]: dollars in proposed savings. Of course, things happen. We know that number could change. Yep, the salary and benefits. That's the salary benefits. You still have the to run the department and keep up with servers and keep up with that would be the overall bottom line cost of the department. Right. I mean we have to pay for that anyway, right? Even with the four forty if somebody break down [2:03:08, 2:03:28]: We were accountable for that, right? That is correct. So that's what I'm saying. I I'm looking at it from that point of view, is that I want to make sure that we're being fiscally responsible, but at the same time, as a managerial, from a managerial side, I'm looking at it on a year-to-year and I'm looking at a savings, and I'm looking at a pickup in revenue. [2:03:29, 2:03:30]: And I'm looking at [2:03:30, 2:03:36]: additional let's say it like this additional customers coming into the queue [2:03:36, 2:03:41]: Seven thousand additional customers are coming into the queue. [2:03:41, 2:03:58]: So, you know, we're looking at uh return, those that's seven thousand additional customers that are coming through our turnstiles or we own the stadium or we own a on a venue. So we've added seven thousand to that in addition to what we're going at. So at some point [2:03:58, 2:04:18]: With the increased revenue, we should re we should be looking at reinvesting in ourselves. And I'm glad that you're showing physical constraint and that you're not jumping out there with it. And the last thing that I'm gonna say, and I'm gonna zip this up real quick. See, I keep hearing about this economic downturn, but [2:04:19, 2:04:26]: Black Friday set a br a big a record for the largest number of sales ever. [2:04:26, 2:04:27]: Right. [2:04:27, 2:04:29]: Cyber Monday, yesterday. [2:04:30, 2:04:34]: sent the largest number of cyber money sales ever. [2:04:36, 2:04:41]: I said Black Friday was the largest sales day ever on Black Friday. [2:04:41, 2:04:43]: On Monday [2:04:43, 2:04:59]: The Cyber Monday, the largest sales day ever. Yet we keep hearing all these experts talk about the gloom and doom and the uh and the consumer confidence. If consumer confidence was tragic was really down, folks wouldn't not be spending their money like they are. [2:05:00, 2:05:04]: So I'm not looking at the gloom and doom picture. I'm looking at revenue being up. [2:05:04, 2:05:11]: And I'm looking at growing the city responsibly while we can save money where we can save money yet. Thank you. [2:05:12, 2:05:22]: Uh Ms. Gantt, uh I would assume that you have some questions. Just a few. Um, I'm looking at the budget presentation that I have and their twenty twenty two budget [2:05:22, 2:05:26]: Is w how when was this captured? Because I'm looking at [2:05:26, 2:05:27]: The budget [2:05:28, 2:05:39]: And then the actual expenditures. What month was this? Was this recently captured? Is this really up to date? Mm-hmm. The actual is captured, it was captured in January through June. [2:05:40, 2:05:45]: Okay. So it isn't capturing up to now, up to this date. [2:05:45, 2:05:45]: Yeah. [2:05:46, 2:05:46]: All right. [2:05:47, 2:05:53]: And the reason I say that is I was looking at the numbers and we were well below fifty percent of spending on each [2:05:54, 2:06:01]: in every single budget. And I didn't know if that was you know, you do give some legal wiggle room there so that you don't overexpend. [2:06:01, 2:06:04]: But one of my concerns was [2:06:04, 2:06:06]: We're not even reaching fifty percent. [2:06:07, 2:06:20]: And so there were but if it's in June that explains it. So you typically try to start your you start your budget about six months out. [2:06:20, 2:06:40]: Right. And you start using those baseline numbers that you have six months to date. And then you extrapolate those numbers and kind of gear the way you're gonna end up. But reuse those actual numbers and then based on those actual numbers, you start doing that extrapolation as to what you think it's gonna be, knowing that obviously [2:06:40, 2:07:00]: It's still gonna be variable because things happen in between with different departments. But when you base your budget, so for uh for us, like I said, we look from January to June. Those numbers are captured, we look at those numbers and we start building the budget on that. If we were on a June, if we were on a July. [2:07:00, 2:07:02]: [7622.7, 7631.2]: Usually start the budget around December and you use that six-month snapshot and then you start doing your budget. That's typically how the budget is developed. [2:07:11, 2:07:23]: Right. So I I was just looking I was curious at what our actual yeah numbers are right now. When I looked at those numbers I was like that cannot be possible. So um [2:07:25, 2:07:40]: I know we again I know we give a little wiggle room, but not to that extent. And the key is So if I could get uh Mr Wiggins, if you can email me the actuals, I would love to see that. I would love to see the up to date numbers just to see where we are in each department. [2:07:41, 2:07:47]: Can I add on to that and say if you send it to her, probably send it to everybody so everybody has a good idea of what that looks like. Thank you. Please. [2:07:49, 2:08:01]: Any other questions for any questions? Yes, sir. Go ahead, please. Um Mr. Gardner, I I was listening intently to your discussion about IT. Um [2:08:03, 2:08:05]: I would like to see the analysis. [2:08:06, 2:08:09]: Uh in house versus contract. [2:08:09, 2:08:13]: And and and and I heard those numbers. Not not not tonight. [2:08:13, 2:08:15]: Uh but I heard those numbers. [2:08:15, 2:08:18]: And and that is a very thin margin. [2:08:19, 2:08:23]: Uh because in theory we can say one thing [2:08:24, 2:08:30]: But in actuality, when we start talking about colors, travel [2:08:30, 2:08:31]: Training [2:08:32, 2:08:33]: Others [2:08:33, 2:08:35]: It eats into that. [2:08:35, 2:08:41]: But I I I understand in in principle where you're trying to go and and I'm in favor of that principle. [2:08:41, 2:08:45]: But but I just need to be able to see a little bit more because [2:08:45, 2:08:47]: When you deal with contract [2:08:48, 2:08:50]: A lot of those things [2:08:50, 2:08:52]: You do not have to provide. [2:08:53, 2:09:08]: as opposed to what you have to provide in house. So let's take that in consideration, but I just like to see that that breakdown, that analysis, uh in-house versus contract. Thank you, Mayor. No problem. Any other comments? [2:09:09, 2:09:11]: Yes. [2:09:13, 2:09:25]: Because we did ask Mr. Gardner um to give us what his projection or the paying class would be with bringing IT in-house. [2:09:26, 2:09:28]: We don't have anything to compare the [2:09:29, 2:09:30]: Current contract width. [2:09:31, 2:09:34]: Um considering we're not rebidding a contract. [2:09:35, 2:09:36]: I need something. [2:09:37, 2:09:39]: To compare what we're currently paying. [2:09:39, 2:09:40]: What why [2:09:41, 2:09:42]: We're hoping to pay. [2:09:44, 2:09:50]: So if you're able to bring us back an analysis since we are not doing the competitive bidding process. [2:09:50, 2:09:51]: To determine [2:09:52, 2:09:53]: The best proposal. [2:09:54, 2:09:58]: And whether or not this is a viable option for us to bring it in house. [2:09:58, 2:10:01]: I need to see what the salary range is. [2:10:01, 2:10:03]: will be for [2:10:03, 2:10:04]: Those positions. [2:10:05, 2:10:07]: Considering we will be taking on the [2:10:08, 2:10:10]: Health and medical benefits. [2:10:10, 2:10:12]: And re certifications for [2:10:12, 2:10:15]: those positions regularly. [2:10:16, 2:10:19]: На час форті, бо [2:10:19, 2:10:22]: All of those new positions. [2:10:22, 2:10:24]: Even the ones that are not funded. [2:10:24, 2:10:25]: Um for the [2:10:25, 2:10:27]: FY twenty twenty three. [2:10:28, 2:10:29]: I wanna see what the [2:10:29, 2:10:30]: salaries would be. [2:10:31, 2:10:32]: Yes. [2:10:32, 2:10:33]: Thank you. [2:10:34, 2:10:42]: Any other comments from the council? If not, then I'm gonna open up for uh for the uh public hearing. So [2:10:43, 2:10:49]: For anybody's for the budget, having po uh positive comments, I'll start on my uh left side on left side. [2:10:50, 2:10:51]: Center. [2:10:53, 2:11:01]: Right. Okay. Anybody any comments against what's happening with the budget itself? Start on my left side. [2:11:02, 2:11:03]: middle. [2:11:04, 2:11:05]: Right side. [2:11:05, 2:11:17]: Okay, no comments. I see no hands. Uh public hearing has now been closed for this budget review. All right, since that is done, we'll move on to the next item. [2:11:18, 2:11:34]: Next item is once again it's a public hearing. It deals with the um proposed stop bridge redevelopment plan for tax a tax allocation district number one, downtown of North Henry Boulevard, North Henry Boulevard Corridor, presented by Mr. Gardner. [2:11:34, 2:11:35]: In Gary. [2:11:36, 2:11:37]: Monegan? [2:11:37, 2:11:38]: That's how you pronounce it? [2:11:39, 2:11:40]: Okay. [2:11:41, 2:11:41]: Thank you. [2:11:43, 2:11:43]: Mm. [2:11:44, 2:11:53]: I'm I'm gonna let Gary take over and um get into his presentation as to the update just to where we are with the um redevelopment plan. Gary? [2:11:58, 2:12:01]: Well good evening again, Mayor and Council. Um [2:12:02, 2:12:22]: I don't know if members of the public are here. I can leave it to your discretion if you want me to go through this presentation again. Basically, I was here three weeks ago and gave you a summary of what was in the redevelopment plan. Since that time, we finished the report, uh, delivered it uh to the city a couple weeks ago. [2:12:22, 2:12:41]: Hopefully you have seen it in your packet. Um and so basically I have the same presentation that I delivered before. Um before it was for the council's information, today it's for the public's information. I can go through it again if you want. If you don't, you know that's up to you, Mayor. [2:12:41, 2:12:54]: Council, what kind of questions do you have? Are you any initial questions uh at all? All right. Um how about this, sir? Is this being recorded? Okay. So let's go through it process. Okay, that's fine. Okay. Um [2:12:56, 2:12:59]: Uh let's see. Just give me [2:12:59, 2:13:00]: Good. [2:13:01, 2:13:04]: So basically as as I said, um [2:13:05, 2:13:25]: The way the redevelopment powers law works is you have one opportunity a year to create a tax allocation district. If that's what the city council wants to do as a matter of public policy. So you have until December 31st to adopt this plan. And if you fail to do that or choose not to do that, um [2:13:25, 2:13:43]: It delays the process for a year. So we basically have been working on this for the past few months, uh working with the city manager's office, um, and ha basically have gotten this plan to the point where you could adopt it at uh your next uh meeting. [2:13:44, 2:14:04]: Basically, what the way the law works is in order to use tax increment financing in Georgia, you have to create a tax allocation district. And in order to create a tax allocation district, you must have a plan. And the the local governing body yourselves has [2:14:04, 2:14:06]: [8046.7, 8057.4]: uh adopting the plan and stating that but for this plan redevelopment would would not occur and that would that resolution would be drafted for your consideration uh at your next meeting. [2:14:19, 2:14:19]: Um [2:14:21, 2:14:41]: In order for a TAD to be created, it must exist in a qualified area. So part of the process of this redevelopment plan is to uh create is to justify the creation of the of the district to show that the area you've selected to do this qualifies under the statute. And this side [2:14:41, 2:15:01]: Takes some language directly from the statute that defines what a redevelopment area is, which again would enable you to create a tad within this area. And these criteria are, you know, if they these are just some of the criteria which include pervasive poverty, high unemployment, high commission. [2:15:01, 2:15:05]: commercial or residential vacancies. Um [2:15:05, 2:15:25]: Uh stagnant or declining rents or sales prices for real estate. And I think what is most characteristic of this part of Stockbridge is the presence of older buildings that really don't have historical significance. There's certainly some in the area that certainly do, but a number uh particularly [2:15:25, 2:15:40]: residential properties are not historically significant and are relatively low value. And the area that we're targeting has certainly grown slower than the city as a whole in terms of its property tax digest. [2:15:41, 2:16:01]: We identified within the proposed TAD almost a half a million square feet of buildings that are more than 40 years old. And if you just look at commercial property values along North Henry Boulevard, I did a pretty extensive analysis of parcel-by-parcel data. And up until the recent commercial reval, there's an argument that commercial property value [2:16:01, 2:16:21]: Property values have been declining, not increasing in this part of the city. So the the long and short of it is that it definitely qualifies as a redevelopment area. And this map shows the part of the city that we analyzed and looked at and suggest that you designate as a redevelopment area. [2:16:21, 2:16:28]: development area and the t tax allocation district would actually cover a portion of this area, not all of it. [2:16:28, 2:16:32]: А the area has a population of about seventy seven hundred. [2:16:33, 2:16:53]: Um it's 26% of the city's population today. You'll be adding another 7,700 people next year with annexation. So it's about population-wise, about the same size as the area that is about to be annexed into the city. Population and household growth in this part of the city has been about 1% lower. [2:16:53, 2:17:13]: Lower than the city average. The main difference between this and the rest of Stockbridge is uh the home ownership rate. About half the households in this part of the city are renters, and that's not just because of apartment complexes in the area, it's also because a significant number of your single-family homes [2:17:13, 2:17:18]: And this part of the city are owned by investors and rented rather than uh ho being owned or occupied. [2:17:20, 2:17:40]: Median owner occupied owner occupied housing value is 30% lower than the city, and excuse me, 30% lower than the city, and 37% lower than the county average, as is uh the median household income in this area. So again, it qualifies under the statute as being a redevelopment. [2:17:40, 2:17:52]: Development area. So within it, you can create a tax allocation district. And a tad is simply a list of tax parcels. They have to be contiguous, they have to be connected. [2:17:52, 2:18:12]: And it's just the area of the city where you would be allowed to use tax financing and provide incentives. And for the benefit of the public, oftentimes when the public gets confused about these districts, it's because they believe certain things that TADS do not do. [2:18:12, 2:18:13]: And [2:18:13, 2:18:27]: The main thing is that being part of a TAD does not oppose a tax increase on your property compared to anybody else in the city. It doesn't grant you property tax abatements. It doesn't entitle developers or property owners. Um [2:18:29, 2:18:39]: To give to receive abatements, they can apply for them, but they're not entitled to them. This has nothing to do with eminent domain or urban renewal. That's a different part of state law. You have [2:18:40, 2:19:00]: Parts of the city where that power has been used in the past, but it's not related to this part of the redevelopment powers law. It does not authorize you to spend money to issue bonds. Those decisions are come later. They would be considered by the city council at a later date. [2:19:00, 2:19:13]: Um and it does not bind the county or school district by your adopting this plan does not bind them to participate. They have to make those decisions later, hopefully in the early part of next year. [2:19:13, 2:19:27]: And again, it doesn't entitle any property owner or developer to receive TAD funds for any purpose. It just gives them the opportunity to make proposals to the city and request your participation and support. [2:19:29, 2:19:49]: So the tax allocation district that we've proposed consists of 345 parcels, a little over 500 acres. The tax digest associated with those 500 acres shown on this map is uh about$35.9 million dollars. That's an estimate. [2:19:49, 2:20:09]: Estimate. That would have to be confirmed by the county assessor after the plan is adopted. But I think it's pretty close. That represents a little less than 3.4% of the city's tax base today. With your annexation next year, it's probably 2% of your tax base would be in. [2:20:09, 2:20:13]: inside this tad. It would be a pretty insignificant amount. [2:20:15, 2:20:35]: There is almost 1.4, 1.25 million square feet of existing buildings in the TAD, including public property like uh City Hall, religious institutions, uh, et cetera. That's all buildings and structures. Uh the average age is 1970. [2:20:34, 2:20:40]: Uh that's you know forty two years, that's the average building age. [2:20:41, 2:21:01]: Um I found about 650,000 square feet of commercial buildings, taxable commercial buildings, excluding, you know, churches, public buildings, et cetera. Um the average age of those commercial buildings is 1972. And most of those buildings are along the North Henry Boulevard corridor uh at the bottom of the TAD. [2:21:00, 2:21:06]: Uh plus the few buildings that are in a little bit north of here inside the downtown area. [2:21:08, 2:21:28]: The average tax value of those buildings is less than seventy-five dollars per square foot. So to build a new retail space today, some of the new construction going on in the city, that costs, you know, taxable value of that space when it's finished is gonna be hundred twenty-five to one hundred and fifty dollars a square foot, some even higher, so that [2:21:28, 2:21:48]: Just gives you context of how low-valued commercial property is in this part of Stockbridge. And then we found 323 housing units, about 200 of them were multifamily units, and 134 single-family homes, of which about 40% were investor-owned rentals. And the average value of those homes. [2:21:48, 2:21:53]: Homes was less than a hundred and fifty thousand dollars, and the average age was nineteen sixty-six. [2:21:55, 2:22:15]: So if this TAD is created as of December thirty first, what would happen is that the digest would be fixed at that period of time, from that period forward until the TAD is dissolved, the City General Fund would continue to collect revenues based on that thirty five million thirty five point nine million dollars of digest that exists today. [2:22:15, 2:22:20]: So you would continue to get city revenues based on that value. [2:22:20, 2:22:30]: uh as would the county and school district. Uh if they choose to participate, then any increase in tax revenues from within the TAD [2:22:30, 2:22:45]: caused by the growth in value of property, based on projects you would implement like the downtown plan, based on future development of underdeveloped parcels today, that revenue would all come to the city under your control in a special fund. [2:22:46, 2:23:06]: Uh, most of that revenue would be county and school district taxes that the city would be able to use for redevelopment purposes. Since your millage rate is is non existent today and would be low in the future, uh really no downside to city taxpayers for you to be able to use that revenue inside the [2:23:05, 2:23:25]: The TAD for redevelopment purposes. And then I would also point out that only real estate taxes are pledged. So any increased revenue you get from within the TAD from local option sales taxes, from new retail, from personal property taxes, from business licenses, all of that revenue would be new to the city. [2:23:25, 2:23:30]: Uh and continue to go to the general fund even though those properties are in the TAD. [2:23:33, 2:23:53]: Um in terms of what is the development potential of this area, uh I was actually quite surprised um at what I think is the potential here. In addition to the downtown area that you've been planning for literally decades now, there's a lot of underdeveloped and undeveloped land. [2:23:52, 2:24:03]: Um east and west of this building. And those large parcels, areas where the most potential exists are shown on this map. There are five of them. [2:24:04, 2:24:24]: And I'll I'll go through them. Um the main one, the one thing that has to happen, I think, before anything else significantly changes in Stockbridge is you need to implement your downtown plan. Uh you've been implementing the public source, you know, portions of that plan uh since the early two thousands. You have [2:24:24, 2:24:44]: you you've invested in the new city hall, amphitheater, you have more public investments on the way, you've built parks, et cetera, et cetera. But so far the private investment has not followed. And that's the goal of this TAD is to create tax increment financing to enable you to track private development to your downtown. [2:24:44, 2:25:04]: And again, we retained the city retained TSW to update the earlier plans that have been done. You had the 2005 Urban Redevelopment Plan, you had a study that was called the RSV V Plan back in 2018. Basically, what TSW did was [2:25:04, 2:25:10]: consolidated those two plans and tried to come up with a realistic estimate. [2:25:10, 2:25:30]: Of how much physical development potential exists in the downtown area. Now, the city controls and owns a number of these sites and has the ability to influence future development. You obviously don't own all of them, and there's no guarantee that the private sector would participate. But I think you're in a good position to implement, if not this. [2:25:30, 2:25:32]: particular plan something that looks like it. [2:25:33, 2:25:53]: And as shown here, if there's 27 acres shown inside this area, currently, today it's it has a taxable market value of less than six million dollars because most of the property is tax exempt today. With redevelopment, it could easily [2:25:53, 2:26:13]: Support close to$90 million in value. We're talking 220 potential housing units, rehabilitation of existing commercial space, plus new commercial buildings and freestanding and mixed-use buildings. So that would be an enormous benefit to the city, and again, would create the kind of dining. [2:26:13, 2:26:20]: entertainment district, but you've had at least three plans that I've read that talk about that kind of thing. [2:26:21, 2:26:34]: In addition to that, we found there are two areas just east and west of downtown that are largely undeveloped. And at modest densities in value, those two areas together could [2:26:35, 2:26:39]: Add a hundred and seventy seven million dollars in ta in total value. [2:26:39, 2:26:59]: and$70 million in tax digest to the city over time. And I don't think this would happen overnight. I think this would happen after your downtown plan is well underway. But again, it would not take a lot of development. We're talking, you know, only 450 units, which sounds like a lot, but it's on 120 acres. [2:26:59, 2:27:18]: And there are several locations within Stockbridge where you've had that kind of density developed on Greenfield sites. So those two areas would create a lot of increment to the TAD, probably would not require a lot of city investment that you don't have not already programmed. [2:27:20, 2:27:40]: And then in addition, further to the west on North Henry Boulevard, there are three other areas that are significantly underdeveloped and could support new development and digest growth over time. And again, estimated, those are that's almost 80 acres associated with these three parcels. [2:27:40, 2:28:00]: They're partially developed today, but again, could easily support uh$90 million in future value, assuming maybe one of the sites goes as a multifamily site, one of the sites is a townhome development. That was before you at your last meeting. These numbers seem to be pretty achievable. [2:28:00, 2:28:07]: So when you add it all up, and again recognizing this is a long term forecast, this is twenty to twenty-five years. [2:28:08, 2:28:28]: Your the the value of the district could increase. You could this could be a part of the city that could easily support three hundred and fifty to million dollars worth of new development, again, over a couple of decades. Um going from 600,000 square feet [2:28:28, 2:28:48]: Feet to over 2 million square feet. Again, on 500 acres, that's not a lot of density. And the taxable full market value at build-out would be could be over$400 million, where it's less than$100 million today. That creates a a digest of um [2:28:48, 2:29:08]: At build out of excuse me, let me find this number. There's a lot of numbers on this uh table. Um a gross digest of about 165 million, compared again to 35 million today. So to me, this care this opportunity, even if you don't [2:29:08, 2:29:28]: believe that it's that big, even if it's 50% of this opportunity, it certainly merits creating the mechanism that would help you to achieve it. And it certainly merits uh spending significant effort as a city to try to make this happen and try to implement the temp the plans that you've again [2:29:28, 2:29:37]: I've read plants going back to 2002 where you've had this vision that you've been trying to implement. This mechanism would help you get there. [2:29:38, 2:29:58]: What this tape, what this graph here just shows what that build out could mean in terms of future tax revenues overall and future increment to the TAD special fund. This assumes that the city will enact the millage rate basically to replace the [2:29:58, 2:30:13]: County police district with a city tax to fund your own police department. This assumes you would pledge that millage to within the TAD to the TAD, uh and it assumes that the county and school district would participate at a hundred percent. Um [2:30:15, 2:30:35]: Which is to be determined whether they agree to do that. If they agree to do that, you can see that over 30 years, there's a total non-discounted dollars. Over 30 years,$110 million in revenue could be generated within this TAD if the redevelopment occurs. [2:30:35, 2:30:55]: What I've done in the second row is discount that the present value using a 60% discount rate, which would approximate what that revenue would represent if it existed today, which would be about$30 to$37 million, the equivalent today. Again, achieved over a long period of time, the first 50%. [2:30:55, 2:30:57]: fifteen years it'd be substantially smaller than that. [2:30:58, 2:30:59]: But again, if you're successful [2:31:00, 2:31:02]: That's what it could mean to the district. [2:31:03, 2:31:10]: And it gives you a significant cushion to negotiate with the county and school district if they don't want to participate at 100%. [2:31:11, 2:31:31]: What I did here is take you know a reasonable if the maximum is thirty to thirty-seven million, just take thirty million as an initial estimate of what you could leverage over time in current$20,$22, and what those uses could be, how those funds could be. [2:31:31, 2:31:51]: Could be used. And clearly the most important thing is to get private investment in your downtown plan. So the bulk of the funds are for direct incentives for what I call catalyst projects, most of which would be in the downtown area. We've provided some additional funds that could be used. [2:31:51, 2:32:11]: To as incentives to get owners of multifamily developments to invest in rehabilitating and increasing the value of apartments in and around downtown. There's a set aside for structured parking in case there's a need to build structured parking to support downtown. There's additional [2:32:11, 2:32:31]: Additional funds for public parks and amenities, basically small, and you know, much smaller than the investments you've already made in those types. And additional road road and infrastructure improvements. Again, the infrastructure underneath the downtown plan, you know, will need significant investment. So that's a blueprint. [2:32:31, 2:32:51]: Of how that 30 million could could be used over time. Again, would not be available day one. I'm not suggesting that in 2023 or early 2024 you issue a$30 million TAD bond. But over time, through a number of individual agreements or deals, you could leverage this much more. [2:32:51, 2:32:51]: Money. [2:32:53, 2:33:13]: Um the draft report that you that was delivered uh is about 80 pages long. In addition to what I've talked about in detail, it has a uh it designates the city council as a redevelopment agency, which means that you can delegate functions to your DDA, to your urban redevelopment. [2:33:13, 2:33:33]: Development agency, but ultimately you retain as City Council authority to make any decisions needed with respect to future bond issues, future development agreements with private parties. You're the ultimate arbiter of what those would be. Unless you choose to designate those responsibilities to the government. [2:33:33, 2:33:34]: [9215.0, 9235.0]: There's a long section that talks about consistency of this plan with your zoning ordinance, your future land use map, talks a lot about the LCI study. As a requirement in the law that you have to confirm the city's commitment to follow state historic preservation policies, you have historic preservation policies. [2:33:55, 2:34:15]: uh commissioned, so that is not going to be a problem. So there's a statement in there to that effect. It suggests that the potential life of this TAD could be as long as 30 years. It could go as long as 50 years by state law. The probability is it would probably be dissolved in less than 30 years if you were [2:34:14, 2:34:34]: Your objectives, you can dissolve the TAD at any time, as long as there are no outstanding debt obligations. Um I've tried to give the city the maximum flexibility to use whatever approach uh you want to use to finance redevelopment, including but not limited to issuing bonds. [2:34:34, 2:34:54]: You don't have to issue bonds if you don't want to. Just gives you that authority if you decide to. And as I mentioned, only real estate taxes are pledged to the TAD. We are not suggesting that you pledge personal property taxes or any portion of the local option sales tax, although you [2:34:54, 2:34:57]: You do have the authority to do that if you want it. [2:34:58, 2:35:18]: The last section of the report includes a school system impact analysis on the county school system, talks about basically the existing how many school kids come out of the city of Stockbridge today. What that represents per household has a forecast of how many. [2:35:18, 2:35:38]: Students are anticipated from within the TAD if redevelopment is achieved. It's a long-term modest increase to school enrollment. Hopefully, it will give you some ammunition and give the school district some guidance when you start talking about whether they would consent and under what circumstances. [2:35:38, 2:35:39]: Circumstances. [2:35:41, 2:36:01]: Again, this is where we are in the process, the public hearing today. Um barring um you know any significant changes to the plan, which you can ask for, uh it would be presented to you uh in a couple of weeks to adopt on the twelfth. Uh your legal counsel will prepare um [2:36:01, 2:36:21]: uh TAD resolution that you would act on at that time. You can rec you can schedule a second hearing immediately prior to that vote. And if you choose to adopt the plan, then the next thing to take place is that we would submit the list of TAD parcels which are in the back of the report. [2:36:21, 2:36:41]: To the county tax assessor to verify. When the county assessor finishes that, that request is then sent to the Georgia Department of Revenue. And if all goes well by end of January or February of this of next year. [2:36:41, 2:36:58]: you would get a letter from the Commissioner of Revenue certifying the existence of the TAD. And from that point forward, the county assessor is obligated to prepare a digest of the TAD every year until for as long as it's in existence. [2:37:00, 2:37:20]: And then the last step of the process is the county and school district really cannot do anything until you pass the resolution and the TAD is created. As soon as that happens, then I assume that the next step would be to go to the county commission first and then to the board of education. [2:37:20, 2:37:40]: Education and request consent to the TAD. And typically that happens when TADS are approved late in the year, as we are here. That would happen in the first quarter of next year. And hopefully you can get an answer and you start negotiating intergovernmental agreements. [2:37:40, 2:37:46]: I believe that's everything I have and I've [2:37:47, 2:37:52]: All right. Probably more information than you wanted to hear. Thank you, Gary. Appreciate it. Council, any questions for Gary at this point? [2:37:53, 2:37:57]: Just one go ahead, sir. City manager come to the podium. [2:38:05, 2:38:25]: Yes, sir. I appreciate this presentation and I I appreciate this entire process because this is proactive. This is bringing something to the table to us that can be used as a tool to grow and to do to develop the areas in the city that we want to do that with. [2:38:25, 2:38:45]: In the past we've had leaders in the city who, you know, we felt like as a council member myself personally that that would have to bring stuff. We'd always have to throw stuff out there and throw stuff out there. I just want to take this time and say thank you for bringing this forward because it's something that we needed to do and it's a tool and it's being proactive. [2:38:45, 2:39:05]: Had you not been in this position, I don't think we would be here now. So I I wholeheartedly support this process and I want to kind of move forward with it as quickly as we can. And uh I thank you for bringing it forward because we need these tools and these documents. This presentation is extraordinary to realize opportunity. [2:39:05, 2:39:07]: That's what it is. [2:39:07, 2:39:17]: millions of dollars in opportunity and advancements in quality uh in the downtown is which is exactly what we've been asking for. So thank you. [2:39:17, 2:39:19]: Any further comments from the council? [2:39:20, 2:39:40]: Okay, I will now open up this for a public hearing. I'll open this up. Any comments positive for uh this this process that we just went through that Gary just presented. On my left, in the middle, to my right, okay, seeing none. Any negative comments, comments said against this from our left. [2:39:40, 2:39:42]: Left middle. [2:39:43, 2:39:55]: Right. No comments. Okay, public hearing is now closed. Gary, thanks a lot for your briefing and presentations. Fantastic. And we look forward to seeing you in a few more weeks. All right? Thank you, sir. Thank you. Our uh good deal. [2:39:56, 2:40:07]: Okay, you got a follow question, Guaya, sir. Mr. Gardner, this uh rehabilit this uh redevelopment plan uh helps to aid us in being able to move forward with opportunity zones. [2:40:09, 2:40:22]: Yes. Um we we're already pretty much about two or three steps in that direction. Um with the fact that we've designated a redevelopment area. Um we've got the data on the area. [2:40:22, 2:40:42]: And unless they've changed something since I've done one back in twenty ten, twenty twelve, which I know they've changed some of the requirements. Um, we just have to go through DCA um and submit the required information to them to get the designation as an opportunity zone. And for those who don't know that's that allow for [2:40:42, 2:41:02]: For us, this is kind of a this tool is kind of a pre-construction. That's kind of a post post thing. So when we actually do have buildings down here, the opportunity zone would allow for us to give uh job tax credits for jobs that are in the opportunity zone up to [2:41:02, 2:41:08]: $3,500 per employee that you don't have to pay to the state. [2:41:08, 2:41:28]: That money can be reinvested back in your business to advertise or to make improvements. But that's the goal of the opportunity zone is to make sure that those employees, you don't pay employee tax to the state. Those funds can be used to put back into your business and make your business prosperous. They recognize that of [2:41:28, 2:41:48]: Obviously, the first three, four years of any new business is the critical part of that. And this would allow for those businesses to not have to pay those taxes to the state and um put investors, hopefully invest those monies. The only caveat that's in there is those employer, those employees will have to be with that employer for up [2:41:48, 2:41:53]: till the first year, then they qualify for this exemption if I remember correctly. [2:41:53, 2:42:13]: It's not automatic. And I just want to understand and I I want you to understand, the DCA director was here on the ground in Stockbridge, leaning forward to assist us with said the area, everything was in place, that we and wanted to help us with this package. [2:42:13, 2:42:30]: That opportunity zone blows this area up post as you said. Yes sir. We just need to make sure that we're moving down those tracks. I just cannot understand and and not emphasize enough. Ten jobs, thirty-five thousand dollars. That's correct. [2:42:32, 2:42:51]: There will be some employers and we got a hotel or whatever here that would create multiple jobs and it would be entitled to that. And it would put us in that target zone where these developers would put us at the top of the list for their projects because they would qualify for this. We need to move this along. That's the next one that'll be coming before you guys. [2:42:51, 2:42:58]: Thank you. You're welcome. Any other question from the council? Okay. Not thank you, Gary. See you in a couple of weeks. Appreciate it. [2:43:00, 2:43:07]: New business council consideration to approve the twenty twenty three public meeting schedule presented by Miss Holliday. [2:43:10, 2:43:12]: Good evening, Mayor Council. Good evening. [2:43:13, 2:43:22]: I am presenting tonight what is required for the city to publish the meeting schedule, public meeting schedule for the upcoming year. [2:43:27, 2:43:30]: We currently have for the city council [2:43:32, 2:43:33]: The planning commission. [2:43:34, 2:43:40]: The Main Street Advisory Board, the Downtown Development Authority, the Youth Council, the Youth Council Advisory Committee. [2:43:41, 2:43:49]: Public City uh public facilities authority, citizen police advisory council, development authority, and the URA. [2:43:49, 2:43:51]: The public facilities authority [2:43:52, 2:43:55]: Development authority and the URA will meet as needed. [2:44:12, 2:44:17]: with regard to holiday and some other conventions that may [2:44:18, 2:44:19]: Have that date to change. [2:44:20, 2:44:26]: The planning commission is scheduled to meet on the fourth Thursday of every month at six thirty PM here in the council chamber. [2:44:27, 2:44:31]: Main Street Advisory Board will meet on the second Friday at nine A. M. [2:45:04, 2:45:18]: And the Citizens Police Advisory Council is scheduled to meet on the first Thursday of each month at six o'clock PM at the Stockbridge Police Department. If there are no questions, I would ask for a motion to approve. Mayor. Yes, go ahead, please. [2:45:19, 2:45:22]: I would like to motion to approve the public meeting schedule for twenty twenty three. [2:45:23, 2:45:28]: Okay, Ms. Barber second that all in favor, please indicate. Thank you very much. Appreciate it, Ms. Holliday. [2:45:30, 2:45:33]: The council consideration approved the twenty twenty three agenda timeline. [2:45:34, 2:45:36]: Miss Holiday, you were up once again. [2:45:36, 2:45:41]: Good evening, Mayor and Council. What I have next is the agenda timeline. [2:45:41, 2:45:49]: And that's a document that um we put together uh here in the clerk's office and it is used um [2:45:50, 2:46:10]: Where items are uploaded into the city's agenda software program by a specific date to allow for the preparation of the information to be submitted to the mayor and council for review one week prior to the upcoming meeting. As with the meeting schedule, there are some adjustments that were made on that schedule to allow for holidays. [2:46:10, 2:46:16]: and also any conventions and conferences that may cause that schedule to change. [2:46:17, 2:46:25]: If there are no questions, I would ask for a motion to approve. Mayor. Yes, ma'am. Going for a second. I move that we approve the agenda documents deadline. Okay, is there a second? [2:46:26, 2:46:28]: Mayor Pro Tem second Dad. All in favor, please indicate. [2:46:30, 2:46:32]: Thank you very much. Thank you. Okay. [2:46:33, 2:46:38]: Council of consideration approved the twenty twenty three holiday calendar presented by Miss Wheeler, please. [2:46:47, 2:46:53]: Good evening, Mayor and Council. Good evening. Uh what you have before you is the twenty twenty three holiday calendar. [2:46:55, 2:47:07]: for your approval. One of the items that um has been added um for consideration is the Veterans Day, a federal holiday to be added to the calendar. [2:47:08, 2:47:14]: For twenty twenty three. I'm asking for approval on this holiday calendar. [2:47:15, 2:47:15]: Okay. [2:47:16, 2:47:29]: Council, do you have any questions? Have not any motion. Yes, ma'am. Go ahead, please. I move that we approve the twenty twenty three holiday schedule. Okay, sir, a second. Second. Um Mr. Mr Alexander, second that. All in favor, please indicate. [2:47:30, 2:47:31]: Thank you very much. [2:47:32, 2:47:33]: Okay. [2:47:34, 2:47:47]: Council consideration excuse me, uh council approval, the health and wellness program administered by the corporate health partners in the amount of five fifty through fifty-three thousand two hundred sixty dollars, presented by Miss Wheeler, please. [2:47:47, 2:48:05]: Uh yes, Mayor and Council. What we what you have before you is the agreement for the uh health and wellness program that is provided by corporate health partners and the number of services that they provide um to the employees in this health. [2:48:05, 2:48:06]: and wellness program. [2:48:07, 2:48:10]: Um each person um [2:48:10, 2:48:12]: Gets a review in a planning session. [2:48:13, 2:48:16]: Which фаміліаризи за клан ви та культур. [2:48:16, 2:48:25]: Here in the city of Stockbridge, and we determine various location and dates for screenings and results coaching to take place. [2:48:25, 2:48:38]: We offer they offer online wellness assessment and healthy risk assessments. And what this allows them to do is through the assessments, they're able to put employees in various categories to work on the [2:48:39, 2:48:59]: various issues that they may have. Many of our employees are have um diabetes, health, um, some healthy weight issues that we are still working on, and um some employees have had very good successes in these areas in reducing their A1 [2:48:59, 2:49:19]: And sea levels and getting off of cigarettes. The biometric screenings happen once a year where this assessment takes place for the employees. Each employee has received an individual risk assessment report from the biometric screening so they know exactly where they are and what they need to do to. [2:49:19, 2:49:27]: To work on those in those in those healthy areas. We receive a monthly progress report. [2:49:27, 2:49:30]: On the participation of the employees. [2:49:30, 2:49:32]: What has been um [2:49:32, 2:49:34]: The successes they have. [2:49:34, 2:49:39]: and the various planning sessions that will be m moving forward on a monthly basis. [2:49:40, 2:49:45]: There are incentive management programs. There's a re cohort report. [2:49:45, 2:49:54]: Each employee who participates in the program gets a 30-minute coaching session with a health coach, which helps them work towards [2:49:54, 2:50:03]: whatever healthy uh measures that they put in place for themselves. The city also participates in a citywide in the Atlanta area. [2:50:03, 2:50:19]: Um city challenge. We've had five participants in the past and we've done uh very well in measuring up against the other cities in the Atlanta metro area that participate in this program. And we also implement other type of [2:50:20, 2:50:21]: Um [2:50:21, 2:50:34]: programs where the employees can take care of five k can take a part of 5K runs or walks. Um they have other challenges sleep challenge, weight loss challenge. [2:50:35, 2:50:38]: various types of challenges to help them along. [2:50:38, 2:50:41]: with their um healthy goals. [2:50:41, 2:50:44]: So I'm recommending that the council approve. [2:50:44, 2:50:46]: They um health [2:50:46, 2:50:49]: and wellness program um for the city. [2:50:49, 2:50:50]: Thank you. [2:50:50, 2:50:51]: Council any questions? [2:50:52, 2:50:53]: Mrs. Barber, go ahead, please. [2:50:55, 2:50:56]: Miss Wheeler. [2:50:56, 2:51:03]: Yeah. I'm looking at this and it says exhibit A. Exhibit A to the client services agreement. But [2:51:04, 2:51:20]: I don't see the agreement. Is uh corporate health partners they currently provide services to the city? Yes. They do. Can you tell me what those services are they currently provide? [2:51:21, 2:51:22]: That is separate from this. [2:51:25, 2:51:36]: Well basically they provide they take they are basically they handle the program for the city. So they handle all the w health and wellness programs, they do the biomex [2:51:37, 2:51:39]: Metric screenings, they come on site. [2:51:39, 2:51:43]: They do all the healthy coaching for each individual employee. [2:51:43, 2:51:45]: That is a participant of the program. [2:51:46, 2:52:04]: Um they do the lunch and learns. The lunch and learns will be a part of upcoming 2023. We did not have them in 2020 the other two years because of the um COVID. They also provide um [2:52:04, 2:52:24]: Ongoing fifteen minute one on one coaching um with each employee for a health coach. The weekly meal plans, a healthy newsletter. So they provide a variety, they come on site. We've mainly been doing it virtually for every employee, and they get a healthy credit when they participate in these various um [2:52:24, 2:52:24]: Mm-hmm. [2:52:25, 2:52:30]: Health awareness programs on diabetes. Um [2:52:31, 2:52:41]: weight loss, um cardio you know, cardiac type of uh issues that a person may have, um, tobacco sensation. [2:52:41, 2:52:51]: So they provide a numerous of numerous of programs for the city employees. I'm sorry. What I'm asking is separate from this agreement. [2:52:52, 2:52:53]: Does [2:52:55, 2:52:57]: Corporate health partners provide [2:52:58, 2:52:59]: Other services. [2:53:00, 2:53:01]: For the city. [2:53:02, 2:53:11]: Other than what you're presenting to us. They do have optional services that they provide, but we did not select those because of the cost. Thank you. [2:53:13, 2:53:17]: Any other questions from the council? I do. I'm sorry. So we don't currently have [2:53:18, 2:53:20]: An active contract. [2:53:20, 2:53:27]: with corporate health partners. We do. Their current work they've been we are actively with them this year. Okay. Yes. [2:53:28, 2:53:28]: Mayor. [2:53:28, 2:53:32]: So all of those services you just described? Yes. [2:53:32, 2:53:37]: That is separate from this. You mentioned about tobacco sensation, about the [2:53:37, 2:53:39]: weight loss program, but that's a part of [2:53:39, 2:53:40]: Disagreement. [2:53:41, 2:53:42]: I wanna know what's [2:53:42, 2:53:43]: Different. [2:53:44, 2:53:47]: What is not included in what is being presented to us today? [2:53:48, 2:53:52]: Well, there's not gonna be anything different. The program is a continuous program. [2:53:52, 2:53:56]: Of what we have been given uh what they receive every every year. [2:53:56, 2:53:57]: Mr. Gardner. [2:53:57, 2:53:59]: Can you help me please? [2:54:00, 2:54:03]: My question is in terms of the [2:54:05, 2:54:11]: Main contract that we have with corporate health partners, because you're just presenting to us exhibit a. [2:54:12, 2:54:14]: The client services agreement. [2:54:14, 2:54:19]: I wanna know what is the main contract that we have with [2:54:19, 2:54:22]: corporate health partners, what does that cover? [2:54:27, 2:54:47]: Well, the primary services on exhibit A down at the bottom. It tells you right here where it says primary services. They have the the program for all eligible employees, the healthy break, snack, and incentive budget, and of course there are there's a management fee, but on the back of the exhibit, there's all the service. [2:54:46, 2:54:50]: that are included in the healthy [2:54:50, 2:54:53]: Health and wellness program. [2:54:53, 2:54:58]: So all of the services they have that that they currently offer and will offer in twenty twenty three. [2:55:01, 2:55:02]: Thank you. [2:55:04, 2:55:06]: All right, Miss Uh Gantt. [2:55:07, 2:55:15]: I have one question. That on the optional services, the Live Better, Feel Better Mental Wellbeing Program, is that two thousand dollars per [2:55:15, 2:55:19]: Um, per employee or is that just two thousand dollars? [2:55:19, 2:55:24]: That's two thousand dollars for a maximum class size of fifteen on site. [2:55:25, 2:55:31]: Okay. So it's per fifteen or t or ver twenty five virtual. Right. Okay. [2:55:33, 2:55:41]: So that means we would every twenty five ever we have what, a hundred and eighteen employees? We approximately a hundred and eighteen employees participate in the program right now. Okay. [2:55:43, 2:55:43]: Okay. [2:55:44, 2:55:53]: Um having said that, Mayor, I move that we approve the um corporate health partners client service agreement. [2:55:54, 2:55:59]: Okay, is there a second to motion? Second. Mr. Alzheimer's second that any further discussion. [2:56:00, 2:56:02]: If not all in favor, please indicate. [2:56:04, 2:56:05]: Okay, all opposed? [2:56:06, 2:56:07]: Abstain? [2:56:07, 2:56:08]: You abstain. [2:56:08, 2:56:09]: three zero one. [2:56:10, 2:56:11]: Okay. [2:56:12, 2:56:14]: Thank you, Miss Wheeler. Okay. [2:56:18, 2:56:25]: Okay, council consideration of to approve surplus items, public works trucks. Mr. Aaron, please. [2:56:26, 2:56:46]: Good evening, Mr. Mayor and Council. Come for you tonight to uh request that we be allowed to surplus nine vehicles that have exceeded their useful life. They range in age from 11 years old up to 24 years old. The average age is about 15 years. These vehicles have been sitting here [2:56:45, 2:57:01]: for at least six years, the six years I've been here, and we're running out of storage space at the maintenance shop and they have no more useful life to the city, so we're requesting that they be surplused and auctioned off on good deals. [2:57:03, 2:57:06]: Okay, council, any questions for Mr. Aaron? Uh Ms. Barber, go ahead, please. [2:57:06, 2:57:08]: They're still operable, all of them? [2:57:08, 2:57:10]: No, ma'am, they're not. [2:57:10, 2:57:12]: They're not. Okay. Thank you. [2:57:13, 2:57:19]: Maybe yes, ma'am, go ahead, please. I move that we approve the auction surplus of the vehicles that are listed. [2:57:20, 2:57:30]: Okay, Miss Barber second that. Any further discussion? If not, all in favor, please indicate. Okay, unanimous decision. Thank you very much. Thank you, Mr. Um [2:57:31, 2:57:51]: Aaron, actually you're coming back. Okay. Council consideration to approve the task order number forty with Carter Sloop, uh, twenty twenty two wastewater treatment plan improvements in the amount of three hundred and ninety-eight thousand two hundred dollars. Um and the funding source is PLOS five. Mr. Aaron, please. And Brad. Yes, Mr. Mayor and Council. [2:57:51, 2:58:11]: Have Brad Holzinger who's the sewer superintendent. He'll speak on this item. But this is in keeping with the improvements we've been making. We've got a wastewater plant that's over 30 years old. So we're making improvements to make sure that we continue to receive gold awards for excellence in operations. But I'll let Mr. Holzinger uh detail what the [2:58:11, 2:58:31]: this project concludes. Thank you, Mayor and Council. As Mr. Aaron said, he he was kind of wrong on this. Some of this is fifty years old. Uh it's well out of its useful life. Uh this some of these items on here can even increase our capacity. [2:58:30, 2:58:32]: Okay. [2:58:33, 2:58:53]: I'm just gonna go through them real quick. I won't take much of your time. These the existing headworks and the version pumps, that will increase capacity and during high flows. Uh real habilitation of the existing uh equalization pond, that's where your flow would go so you could have more capacity. Uh [2:58:53, 2:59:13]: New aerators, dredging of the equalization pond. The pond's way over 50 years old. It's just full of sludge and needs to be cleaned out. Replacement of existing digester blowers. That's a compliance issue. These this equipment is 20 years old. [2:59:13, 2:59:30]: application to disk filters, this is again, it can increase our capacity. Provide automated valve diversion for uh surge tank. That's the same thing. More it's all plays into part with the capacity. [2:59:31, 2:59:51]: New vacuum truck discharge station where we bought our new vacuum truck that we spent a lot of money on. We're wanting to instead use outside contractors for certain things. We'll be able to collect everything we collect in our sewer system and dispose of it in one whack and not hire outside contractors. [2:59:51, 3:00:11]: contractor do it which be more sufficient and uh lot a lot better on our budget. Uh new plant generator, which is uh I'd say it's close to 40 years old. It's just well out of its life. Uh investigate and provide correction for nuisance tripping. [3:00:11, 3:00:31]: This is a real safety issue with the main power coming into the plant. Uh replacement of existing existing aqua aerobics control panel. That's the heart of the plant. Tells everything what to do. And to replace 200 feet of gravity sewer that's over here off Old Condiers Road that's [3:00:31, 3:00:32]: Got holes in it. [3:00:34, 3:00:37]: Thank you. Council, any questions to for Brad? [3:00:37, 3:00:38]: Maybe. [3:00:38, 3:00:39]: Yes, yes, man. [3:00:39, 3:00:52]: I would like to make a motion to approve um the task order number forty with Cardinal Slope twenty twenty two wastewater treatment plant improvements in the amount of three hundred ninety-eight thousand two hundred dollars. Is there a second? [3:00:54, 3:00:56]: I have a question. Oh okay. [3:00:58, 3:01:00]: What's your question, sir? Did you did you [3:01:01, 3:01:17]: No second yet. What's your question, sir? Yeah, he said you second already. Toby I I wanna this is a good opportunity to have a update. All of these are infrastructure projects. So with the infrastructure money being on the table, what is it that we're doing that's [3:01:18, 3:01:18]: Two [3:01:19, 3:01:24]: bring some of that money to Stockbridge and did these projects actually qualify for some of that money? [3:01:26, 3:01:46]: Well, we've got several projects that are being funded by ARPA funds. We just recently completed a project that was partially funded by C D V G, which was the uh Smith Barnes Sewer basin rehabilitation. And all of these things are geared toward remaining in compliance with our permit. We were having an issue with sewer overflow. [3:01:46, 3:01:57]: flows and also this project will allow us when we have those high flows, it kind of gives us, I guess, an opportunity to eliminate our [3:01:58, 3:02:18]: flows into the creek exceeding our permit limits because we'll have this equalization basin that we can divert flow to during periods of intense rain. And so when the plant calms down at after hours, we can send this water out without exceeding our permit. And this allows us some time to while [3:02:18, 3:02:38]: We're making repairs in the collection system, but we don't have the funding to make all the necessary repairs that are needed right now. This gives us time to address those issues and find funding. This allows us, like I said, during periods of high flow, we can divert flow to this oxidation pond and bring it back when the flows are reduced. [3:02:38, 3:02:57]: That prevents us from exceeding our flow limits at the wastewater line. I I understand this. I wanna know what we're doing to line up a lot of these projects that are coming forward for uh infrastructure bill money that's on the table. We're going through a very intense mister Who's in charge of the stormwater projects? [3:02:57, 3:03:17]: That's that's in public words. Right. That's you, right. Yes. So in terms of we had this overall discussion with TSW about our master parks plan and that whole stream area that and the erosion and all of that going on. All of that, all of those types of projects need to be submitted. [3:03:17, 3:03:37]: With the money being on the table right now, so you guys don't have to come to us because this is coming. Because it's gotta be fixed, right? We have a a bi-weekly meeting to discuss the parts master plan. We had one today. They're finalizing that. They'll come before Council on the 12th and give a presentation of what's [3:03:37, 3:03:57]: Going on with the parts master plan and it addresses the stream bank restoration and Gardner Park and Clark Park as well. But this product right now is dealing with our sanitary service. Absolutely. I just wanted while we were doing this was to update us to make sure that maybe the city manager can step up here and talk to us because there's I don't just want to there's money on [3:03:57, 3:04:17]: The table right now for everything that we're trying to do. What are we doing with our grants administrator to go after that money for these things that we're working on? Miss Russell is currently we're researching everything that's available to us. We had a conversation this morning at the ops meeting about C D BG grant opportunities. So we're applying for [3:04:17, 3:04:31]: For everything that's available that we can get, we're we're we're trying to get that money. So that's what we're trying to reduce the burden on on the city's funds by going out to grant funds. So we're being very proactive in that area. [3:04:32, 3:04:33]: Okay. All right. Thank you. [3:04:35, 3:04:38]: Any other questions for uh Mr. Aaron? [3:04:38, 3:04:48]: I do. Go right, please. Um Mr. Gardner and Mr. Aaron, you may be able to answer this. ARPA funding, I know that it covers um is it wastewater? [3:04:49, 3:04:53]: Yes, or is it stormwater? One of them it doesn't cover water, wastewater and stormwater. [3:04:54, 3:05:03]: infrastructure improvements and those are allocated in ARPA, the s uh public works portion was split among storm water, wastewater and drinking water. [3:05:03, 3:05:04]: Okay. [3:05:05, 3:05:08]: Um are you not able to use ARPA funding for this? [3:05:08, 3:05:10]: Yes, ma'am, we are. [3:05:11, 3:05:11]: Okay. [3:05:13, 3:05:31]: We're using a combination of ARPRA and SPLOS bonds. That's what we're using for these projects because you had some set aside and SPLOS5 for wastewater projects. So our allocation, we pretty much used all of our allocations that were given to us in ARPRA. So those have been committed and accounted for. [3:05:31, 3:05:36]: Okay, I'd like to see the ARPA balances. [3:05:36, 3:05:39]: and what the expense expenses have been. [3:05:40, 3:05:45]: not just for public works but for police department as well [3:05:45, 3:05:51]: Yes, ma'am. And and as it relates to when when you look at your budget, if you go to the capital budget, there's a chart in there. [3:05:51, 3:05:54]: And the chart outlines the project. [3:05:55, 3:06:15]: The pro and the year of the project as well as some the funding some of the funding sources as it relates to where the funds have come from for those projects. So you'll see a mixture of uh potential splots funds and opera funds or splot funds or general funds PLOS or water sewer, depending on where where the project comes from. But as it relates to um [3:06:14, 3:06:34]: Um Councilmember Alexander, yes. We're efforting every chance we get to see what funds are out there in in the in the ethosphere as it relates to grant funding for our public work projects. And if we qualify, because some of those come with criteria, and those criteria sometimes bump us out because we don't need them. [3:06:34, 3:06:40]: More but we are investigating every aspect of those to make sure that if we qualify for'em, we're going for it. [3:06:40, 3:06:50]: Well I guess m if I could go right, please you know, we got yes, we do have American rescue plan funds. But oh have we been allocated any of the infrastructure bill funds? [3:06:54, 3:07:00]: Yes, the option. A trillion dollars was out there. Right. So we're and we're if we qualify, we're playing for'em. [3:07:01, 3:07:14]: That's the key. You know, because all that money floating, that money comes with criteria, as you know, it's federal money. They gon set parameters. If we meet those parameters, we apply. We got a lot of needs. We apply. So get some of it. [3:07:17, 3:07:18]: Any other questions for Mr. Aaron? [3:07:20, 3:07:23]: Camp you made uh Ms. Camp made a motion. The motion was not seconded. [3:07:24, 3:07:31]: So this must must provide 14 or 70. You second, you second that. Okay. So uh no more further questions. All in favor, please indicate. [3:07:31, 3:07:34]: All right, fantastic. Thank you very much. Thank you very much. Thank you. Thank you, sir. [3:07:35, 3:07:45]: Council consideration to approve the U Council to utilize the Merrill Manners Conference Center on December 9, 2022, between six thirty and eight PM. Six thirty P.M. to eight P.M. [3:07:45, 3:07:49]: And for the U Council end of the year banquet, Miss Harvey, please. [3:07:49, 3:08:09]: Good afternoon, Mayor and Council. Good afternoon. Um, like I said, we're simply coming before you today to seek abroof approval to utilize the Merrill Manders for December 9th, our year end banquet, where we are um acknowledging the students for the uh things that they've done this year, as well as the volunteers and community partners. Um, it was an oversight or um [3:08:09, 3:08:28]: of the approval so I know it's like super like right behind but we were um we were under the impression on October twenty fourth that we had approval so we wouldn't have come to you you know at this point. So I apologize for that. But when we did no real recognize that we didn't have approval we making sure we got on the agenda to get it approved from you guys. [3:08:29, 3:08:30]: Okay, questions, council. [3:08:31, 3:08:32]: Go right ahead, please, Mayor Pretin. [3:08:33, 3:08:53]: Mrs. Halv, I'm glad you mentioned that because that's one of the problems that I have with this. And a few months ago, you know, we we had this big discussion about policies and procedures. And I just want to make sure that you understand that the structurally, the youth council is [3:08:53, 3:08:55]: under the governing body. [3:08:55, 3:08:57]: Outside of [3:08:58, 3:09:02]: Any activity that is not approved in January [3:09:02, 3:09:06]: When the council approved your calendar [3:09:06, 3:09:24]: You have to come back before the city council. The facility, not necessarily the event. We do the event every year and it's always on the calendar. We just have to get approval to utilize the the facility. We didn't have a we didn't have a facility set yet, um, at the beginning of the year. Um [3:09:25, 3:09:45]: I don't have my calendar in front of me, but we do a year in bank. We just didn't use the we're doing a little bit bigger this year, which is why we're asking for the mirrormanders. But we usually do it a little more smaller and intimate. But since we're starting to get more business partners and sponsors, we're make you know kind of scaling it up a little bit more. So this is something that we've done, you know, for years. Um [3:09:44, 3:10:04]: Um uh councilwoman Neat used to do it too. So this is something we've just done on a smaller uh scale. Okay. I looked I looked at the 2022 calendar and I didn't see it, but but but but as it is though, you are correct as far as coming before the council. I do not have an objection to [3:10:04, 3:10:13]: to um this activity. But I tell you the problem I do have, and you may or may not know that um [3:10:14, 3:10:20]: A volunteer appreciation is planned Saturday the tenth. [3:10:22, 3:10:31]: We well let me back up. Um I convened a planning committee for the volunteer gala. [3:10:31, 3:10:42]: And when I asked Mrs. uh Joy well when I asked her and stated to her that I needed to get in the night before, she indicated that [3:10:42, 3:10:43]: This event [3:10:44, 3:10:46]: was already planned and you all was out [3:10:47, 3:10:48]: Doing [3:10:48, 3:10:52]: And we all looked in shock because none of us knew. [3:10:52, 3:10:57]: uh that this was going on and and this is the problem. And Ms. Jordan indicated that [3:10:58, 3:11:01]: In order for this activity to happen [3:11:01, 3:11:03]: The night before [3:11:04, 3:11:07]: that it's gonna be difficult and it's gonna be costly. [3:11:08, 3:11:09]: To come in. [3:11:09, 3:11:12]: And to prepare for an event the very next night. [3:11:12, 3:11:17]: We have a plan B. Um, if we're able to utilize the downstairs area. [3:11:17, 3:11:37]: Um if that's possible, we will be willing to do that. But again, we've kind of like said we we thought we had the approval on October 24th. So we put out the invitations. We probably got 90% um people of the people who were invited to already RSVP. So again, I said we put the inform, we did our part um and we were [3:11:37, 3:11:41]: We were told on October 24th that it was approved. [3:11:42, 3:11:55]: So I mean, uh we're trying to just figure out what, you know, my and I understand'cause I did see that when I seen I was like, Oh, that could be a discrepancy with the tenth and the ninth. So we talked on the side and said, Hey, maybe we can maybe utilize the downstairs area and still make it work. [3:11:55, 3:12:00]: Well, I personally I don't have a problem for that. But let me try to get a understanding. [3:12:00, 3:12:04]: And I'm trying to make sure we don't really have to revisit this again. [3:12:04, 3:12:13]: Um how how did you assume that it was approved on the twenty fourth? I'm I'm trying to go back. I don't realize We utilize our our liaison. [3:12:16, 3:12:20]: And it you always said you always told that it was approved. [3:12:20, 3:12:22]: To use the mirror mandus. [3:12:24, 3:12:27]: Okay, well, as you know then that was incorrect. [3:12:27, 3:12:30]: I I see that now at this point. Um [3:12:30, 3:12:41]: I think it was just maybe a miscommunication. It was approved by maybe events. I I'm I'm not that's I'm that's out of my hands. I'm a volunteer. Well we so I just did the proper protocol, which is go to our liaison to seek approval. [3:12:42, 3:12:56]: And and this is the reason why I'm speaking the way I'm speaking now, because we should not have to continue to to backtrack with with these elementary kind kinds of things. And everybody should know. [3:12:56, 3:12:57]: Espeші [3:12:58, 3:13:00]: The deputy clerk who was a liaison. [3:13:01, 3:13:21]: You know, to the youth council. Well again, um I don't know exactly the processes. That's not again, I'm a volunteer. Well this this so uh I'm saying as far as on the city side, but for as far as what we are supposed to do, which is uh when we have an event to pr present that and ask for approval, I'm not always the one that presents. So sometimes when we ask for things and we it's we come back [3:13:21, 3:13:25]: [11606.2, 11608.3]: W what is your position with the youth council? [3:13:28, 3:13:33]: I'm the chair of the youth council advisory committee. Okay. So you are held accountable? [3:13:34, 3:13:37]: For what exactly? For the youth council. [3:13:37, 3:13:45]: So if anything that needs to happen, if unless you have a designee to come before this body, then we expect you to come before this body. [3:13:45, 3:13:48]: So I just wanna be clear. Okay. So I'm not, you know, we don't [3:13:49, 3:14:04]: I just want you to be clear on on the process. You're clear. And I and we want to be able to do all we can for the youth council, but for us to keep ten continue to backtrack and to go backwards, it's very disturbing for me. [3:14:04, 3:14:12]: Where I I I would vote to approve using the downstairs. I don't know you had to see Mrs. Jordan and this council probably was okay with that. [3:14:13, 3:14:14]: But again. [3:14:15, 3:14:16]: I'm not [3:14:17, 3:14:19]: I'm a little disturbing what I'm hearing. [3:14:20, 3:14:23]: And and and we've been in this too long. [3:14:23, 3:14:30]: for us to be in this situation. And I see you shaking your head and barbing and weaving. And that's one of the problems right there. [3:14:30, 3:14:35]: See that's that's one of the problems right there. And so I would say that [3:14:35, 3:14:50]: Councilman, I asked for approval like we're supposed to by our s uh liaison and our liaison stated via email on October twenty-fourth that we were approved for the venue. [3:14:50, 3:15:06]: Well, I I can't speak to that, but I'm speaking to you as a chairperson. You have to understand the process, the policies and procedures. You have to understand that. Okay. And so when stuff come to you, you're supposed to know you should been able to say that is incorrect. [3:15:07, 3:15:10]: All right. So so let me just say this. [3:15:11, 3:15:14]: I'm okay, I'm okay personally. [3:15:14, 3:15:34]: with the U council coming to us getting approval to use the downstairs of the Murray Manus. I'm okay with that. And I will vote in favor of that if that's okay with the manager of the Murrmanners Conference Center. May I yield back. Okay. Miss Kent, please. Thank you, Mayor. Um [3:15:35, 3:15:38]: I'm not okay, Mayor Protein, the way you talked. [3:15:38, 3:15:49]: to a volunteer. I'm sorry. And I'm not okay. I'm living I it's my turn. I got the I have the floor. Okay, but I wanna respond to the I have the floor. I'm not okay with that. I don't care how long [3:15:49, 3:15:55]: Any volunteer. These are unpaid positions. They don't get a dime. Not one. [3:15:56, 3:15:58]: And I think it's unprofessional. [3:15:58, 3:16:02]: To sit here and chastise someone who actually stated. [3:16:03, 3:16:09]: That they went through the protocols of the liaison who works here. And when you went to talk about [3:16:10, 3:16:20]: the volunteer, the the whoever the steering committee, which I don't know who appointed who and gave anybody permission to create a steering committee for an event that's supposed to be a city event in the first place. [3:16:20, 3:16:22]: However I'm a responsible. [3:16:23, 3:16:24]: However [3:16:27, 3:16:28]: When I [3:16:29, 3:16:30]: was chair of the ethics board. [3:16:31, 3:16:42]: And that was years ago, before I became on as solicitor for the city or anything that was paid or received a a stipend or whatever you wanna call it. [3:16:43, 3:16:44]: It's a lot of hard work. [3:16:45, 3:17:02]: And all you can do you ask questions and this can be confusing. It's confusing to us as mayor and council. There have been times even as of recent when we didn't know our own policies or we were a little bit confused as to when we needed to ask permission to utilize our facilities. [3:17:03, 3:17:08]: This is not something that just you were not you've been confused as well. [3:17:08, 3:17:14]: This is not something I'm not no no, sir. This is not something Mayor Pro Tem I have the floor. [3:17:15, 3:17:16]: I'm talking. [3:17:20, 3:17:22]: Miss Harvey has done a great job. [3:17:23, 3:17:31]: Every time she comes up here, there has always been some type of blockage or anything else due to what reason, I don't know. [3:17:32, 3:17:38]: Do i it doesn't matter. This is about our youth and for our youth. She went through the protocol that she thought [3:17:39, 3:17:40]: She was supposed to go through. [3:17:41, 3:17:42]: You bound out? [3:17:43, 3:17:45]: It was already reserved, so somebody reserved it. [3:17:46, 3:17:48]: Somebody reserved that building. [3:17:48, 3:18:02]: And she went through that, but to sit here and be like, Well, you need to be responsible. You need this and this is your responsibility. Well, w it's our responsibility to know when we are supposed to ask permission for the Merrmanders and all that too. But sometimes it gets confusing. [3:18:03, 3:18:05]: And she corrected it. [3:18:05, 3:18:09]: She's not a child. She doesn't need to be chastised by you or anybody else. [3:18:10, 3:18:11]: Especially [3:18:11, 3:18:13]: when they are volunteers. [3:18:13, 3:18:19]: You wanna do a volunteer appreciation? Appreciate the fact that she's here, sitting here for hours, waiting. [3:18:20, 3:18:21]: Waiting! [3:18:22, 3:18:26]: To be told and to be chastised about trying to do something right for our children. [3:18:27, 3:18:33]: I have a problem with that. You can say whatever you want to say. Can I speak now? But there is nothing to recover from that. Can I speak now? [3:18:33, 3:18:53]: Yes. Okay. Number one, I don't appreciate you trying to get a few minutes. I don't care what you appreciate. Okay. Well let me Don't say you either. Hold you have the floor and I'll let you speak. Right. Now let me get in check. Let me speak. Get in check. Therefore we need for you to take control of this meeting. Let me just say this and I'm and I [3:18:53, 3:19:05]: I always you always pick him only you think Miss Gantt let him talk. Let's get this do it again. Ms. Gantt, please. Listen, let me let me say this to Ms. Harvey. I'm gonna speak to Mrs. Harvey. [3:19:05, 3:19:07]: As a volunteer. [3:19:08, 3:19:09]: We have [3:19:10, 3:19:19]: Over a hundred and fifty volunteers. And and I'm gonna repeat this, and I'm not taking this back. This is what I say about anybody. [3:19:20, 3:19:34]: that's going to take a role, whether voluntary or what, because it is important. And this is why we have policies and this is why we have procedures in play. We went through this a few months ago. [3:19:35, 3:19:43]: But I'm gonna tell you this: I got permission from the city manager to be able to speak with his staff to convene this committee. [3:19:43, 3:19:50]: I did it the right way. I came before this council and got approval. But I'll say this. [3:19:50, 3:20:10]: Let me finish if I may. Now you did not say not one word about she's rolling her head and she's batting her eyes and she this and that. That's respectful for me. I'm a center. Come on, folks. Now we we're getting out of hand. Okay, I just wanna just speak to her comment. No, I just wanna speak to Mrs. Gantt's comment. [3:20:10, 3:20:23]: Well I am a sitting elected official by the people. Yes, she she is a volunteer. But but for me, this is for me only that is no excuse. [3:20:23, 3:20:35]: for anyone, whether it's the deputy clerk or a chairperson of one of our boards that do not understand the proper procedures and the protocol, especially [3:20:36, 3:20:38]: Especially [3:20:38, 3:20:54]: When we went through this several months ago and and I'll say this, shame on Mayor Council. Miss Kent, please. I'm not confused about any policy and procedures that we have. I'm not. You may be, but I'm not. Okay. Hold on, Mayor, let me just say this, Mayor. All right. Let me just say this. [3:20:55, 3:20:57]: Oh hold hold on one minute. Let me just say this. [3:20:59, 3:21:01]: When misses Jordan [3:21:02, 3:21:05]: Brought this to our attention. [3:21:07, 3:21:13]: It was totally different from misunderstanding. [3:21:15, 3:21:16]: When Mrs. Jordan [3:21:17, 3:21:20]: Brought this to our tension. [3:21:20, 3:21:22]: There was no misunderstanding. [3:21:25, 3:21:27]: And it was not said. [3:21:27, 3:21:28]: That [3:21:29, 3:21:32]: The deputy clerk approved this. [3:21:33, 3:21:38]: From my understanding, according to Mrs. Jordan, this item was placed [3:21:39, 3:21:42]: to be uh conducted at the mural. [3:21:43, 3:21:45]: Without consent. [3:21:46, 3:21:48]: At no time, at no point. [3:21:48, 3:21:50]: Was it stated that [3:21:51, 3:21:55]: There was confusion about the process. [3:21:55, 3:21:56]: And I'm gonna say this again. [3:21:57, 3:21:58]: Espešile [3:22:00, 3:22:02]: When we had this discussion several months ago. [3:22:03, 3:22:14]: Now you just raised your voice and yeah, I I'm I you know I may apologize for for my tone being a little hyper, but I'm gonna still say this. [3:22:17, 3:22:23]: My expectation from any person, chairperson of a board, and and and don't forget now [3:22:24, 3:22:28]: We allocate twenty-one thousand dollars to this youth council. [3:22:30, 3:22:32]: That's accountability right there. [3:22:33, 3:22:42]: That's accountability right there. And I will always hold us and everybody else accountable. And I'll just say this. [3:22:43, 3:22:46]: People volunteer because they want to volunteer. [3:22:47, 3:22:49]: So when you come on that platform [3:22:50, 3:22:53]: You have to expect that there are gonna be some challenges. [3:22:54, 3:22:57]: And it's about learning for all of us and and I say this about the youth council. [3:22:58, 3:23:01]: And I want to say this to to the parents and to all of these kids. [3:23:04, 3:23:05]: This city council [3:23:06, 3:23:08]: approved of this program. [3:23:10, 3:23:11]: Two [3:23:11, 3:23:16]: Ворк в янг фолос а то девеп ледершіп тренин. [3:23:17, 3:23:18]: And good governance. [3:23:20, 3:23:23]: But if we are not going to exemplify [3:23:25, 3:23:26]: Good governance. [3:23:28, 3:23:45]: We are not doing our job and we have to call it a spade for a spade when it happened. And that and that's what I am doing now. If my if my tone was a little up, okay, I apologize for that. But my words and my message is still the same. [3:23:46, 3:24:06]: All of us at the adhere to the policies and the procedure. And that's the point that I'm trying to get over. So but Mayor, I'm gonna yield back. But I just want to say that Mayor, no, let's end this. This is a no. We don't need no more words. Okay. All right. What what one second here? Hold on, stand by. Stand by a second, please. [3:24:06, 3:24:24]: All right, ms Mayor Procent, appreciate it.
