Um, this is Roger Custon, and we are at the November uh Stockbridge Downtown Development Authority meeting. [0:00:10, 0:00:14]: And we will start off with a roll call. So Bob, will you please call us out? [0:00:14, 0:00:15]: Okay. [0:00:15, 0:00:16]: Uh Roger Custon. [0:00:16, 0:00:17]: Present? [0:00:18, 0:00:20]: Um Bob Swagert obviously are present. [0:00:20, 0:00:21]: Friend Barrett. [0:00:22, 0:00:22]: Present. [0:00:23, 0:00:24]: Uh Barber Richardson. [0:00:26, 0:00:26]: Present. [0:00:27, 0:00:29]: Uh Councilman Alexander. [0:00:32, 0:00:34]: And uh Maxwell Sears. [0:00:38, 0:00:47]: All right, we'll we acknowledge we have uh four of the members present, which constitutes a quorum. So we'll officially start the meeting at 6.05 p.m. [0:00:48, 0:01:08]: And um the first item on the agenda is to approve today's agenda, uh, but I would like to make a motion to amend the agenda to include an item under new businesses, which is new business uh to uh approve Mr. Brandon Bowen, who is uh also present, uh to represent [0:01:08, 0:01:20]: Present the DDA as general counsel. And I'd like to reorder that so that we have that item ahead of the officer and city staff report. So that would be the new item too. [0:01:22, 0:01:23]: Okay. Uh second. [0:01:24, 0:01:25]: Thank you, Bob. [0:01:26, 0:01:27]: Any discussion? [0:01:28, 0:01:31]: Chair Custom, I just need a correct spelling. [0:01:31, 0:01:33]: For Brandon. [0:01:33, 0:01:34]: Boeing. [0:01:36, 0:01:40]: All right. Uh uh Mr. Bowen, do you want to go ahead and um give that? Make sure. [0:01:41, 0:01:46]: Sure. And if and if my name is popping up on the your screen. Oh sorry, there you go. [0:01:47, 0:01:48]: The Japan. [0:01:49, 0:01:50]: All right, very good. [0:01:50, 0:01:51]: Thank you. [0:01:52, 0:01:55]: All right. Any discussion on the uh motion to amend the agenda? [0:01:58, 0:02:02]: All right, those in favor, uh please raise your hand to approve. [0:02:03, 0:02:10]: All right, that's unanimous. Thank you. And uh also on the attendance uh let the record show that we also have uh [0:02:11, 0:02:15]: Kira Harris Braggs and Mr. Brandon Bowen and uh Vanessa. [0:02:16, 0:02:21]: holiday our city clerk uh present and i think that's it as far as the participants at the moment [0:02:22, 0:02:23]: Yes. [0:02:23, 0:02:30]: All right, uh so with that in mind, we'll go ahead and finish up the call to order items, which is to um [0:02:31, 0:02:41]: So we approved the agendas with the amended we well no that was the to approve the amendment to the agenda. [0:02:42, 0:02:54]: Let me go ahead and make a motion to approve the actual agenda with the amendment. I I think that was combined, but just for clarity's sake, let's go ahead and um um make a motion to approve today's agenda as amended. [0:02:55, 0:02:55]: A second. [0:02:56, 0:02:56]: Thank you. [0:02:59, 0:03:00]: Uh any further discussion? [0:03:03, 0:03:05]: All right, those in favor, please raise your hand. [0:03:07, 0:03:13]: All right, that's unanimous. And sorry, I could have done that in one uh motion, but I you know I got a little mixed up there. So thank you. [0:03:13, 0:03:17]: Um and Miss and Councilman Alexander, I see you've joined. [0:03:19, 0:03:20]: Thank you. [0:03:22, 0:03:23]: How are you doing today? [0:03:24, 0:03:25]: And I'm not hearing your audio. [0:03:26, 0:03:28]: Yeah, good today. How's everyone? [0:03:28, 0:03:31]: They're doing well. Good far. Good far. [0:03:32, 0:03:47]: Mr. Bowen is an attorney who is uh joined our meeting and we've just amended the agenda to include a new order uh or a new item for new business to approve Mr. Bowen as our um uh attorney uh general counsel. [0:03:49, 0:04:06]: Um so we'll move on with the next item, which is to approve the uh October 18th meeting minutes. And um and Vanessa shared that with us uh a couple of days ago via email. So I'll uh go ahead and um ask for a motion to approve the October meeting minutes. [0:04:06, 0:04:07]: Uh sub boot. [0:04:08, 0:04:09]: Thank you, Bob. [0:04:09, 0:04:10]: Sir second. [0:04:15, 0:04:15]: Second. [0:04:16, 0:04:17]: Thank you, Barber. [0:04:18, 0:04:20]: Any discussion on the minutes? [0:04:23, 0:04:28]: Okay, I'm seeing none. So those in favor of approving the October eighteenth meeting minutes, please raise your hand. [0:04:30, 0:04:35]: All right. And that looks to be unanimous. Thank you. [0:04:36, 0:04:44]: All right, that's the call to order business, the opening item. So we'll move, we'll jump over to the uh new business, which is to um [0:04:45, 0:04:58]: really have a QA with Mr. Bowen and um and and and then ask for a motion to uh have him represent the DDA as general counsel. So we'll open up the floor for any questions that anyone might have for Mr. Bowen. [0:04:59, 0:04:59]: Right. [0:05:01, 0:05:09]: Yeah, Mr. Mo could could could you just kind of give us like a a a brief kind of a resume of your background, uh particularly working with DDAs and uh [0:05:11, 0:05:31]: Sure. So um just around I am a lifelong Georgia resident. I am a double dog from the University of Georgia, graduated from law school in 2001. Um I grew up in Gwinnett County, but I I came to Cartersville to work at a judicial clerkship. The superior courts up here. [0:05:32, 0:05:39]: And I like Cartersville. I've never heard of it before, and uh, but I liked it, and so I've been here for a little over 20 years now. [0:05:39, 0:05:40]: Um [0:05:41, 0:06:01]: So my practice is the entire time really has been local government law. I when I came out of my clerkship, um, I I went to work with one of my judges' former partners, Frank Jenkins. He's kind of the grand poo-baugh of zoning law in Georgia. He was the DeCab County Z uh zoning attorney. [0:06:01, 0:06:14]: attorney in the 70s and 80s when so much of our zoning law was established. And that's where all the crazy stuff was going on or interesting stuff, novel stuff. And so he was involved in one of those cases. [0:06:14, 0:06:18]: So when my clerkship ended, I got a job with him and [0:06:18, 0:06:26]: I had basically just worked on zoning cases and and development cases, land use cases, my whole practice. Um [0:06:27, 0:06:47]: I am a city attorney for another a number of uh uh cities in Northwest Georgia. I do a tremendous amount of work for the local county. Um, and I really I do zoning and land use work for uh jurisdictions all over the state when it's just uh specialty, you know, zoning land use. [0:06:47, 0:06:50]: Sign ordinances, you have it, that kind of stuff. [0:06:50, 0:07:06]: So that's what I do. Um, I have done a fair amount of work with DDAs, generally in the context of being the city attorney or uh attorney for the city and being asked to just assist the DDA. Um, you know, I would not say that. [0:07:06, 0:07:21]: Just being a DDA attorney has ever been the primary focus of my my uh practice. But you know, there have been things here and there, uh really for a number of years. I have done bond deals and things of that nature, so I'm familiar with how that works. [0:07:21, 0:07:24]: Um, so yeah, so that's me. Um [0:07:25, 0:07:30]: Um I uh before we get started to tonight, I read [0:07:30, 0:07:31]: Uh the um [0:07:32, 0:07:36]: the market study you have on your website, um, as well as the comprehensive plan. [0:07:37, 0:07:50]: I'll say I perused the comprehensive plan. It's a pretty long document, but I read the market study. Um and uh, you know, I'm familiar with Stockbridge. I've been to Stockbridge before, you know, growing up in the metro area. Um [0:07:50, 0:07:53]: I looked at your DDA map. [0:07:53, 0:07:55]: I I guess the question I have. [0:07:56, 0:08:04]: For you all is, you know, what do you want to do with your DDA? I mean, I saw that you're doing facade grants already. Um [0:08:04, 0:08:09]: I saw in the market study need for more um [0:08:09, 0:08:18]: uh retail and really retail that's not geared just to highway traffic, but retail is geared towards the folks that live there. [0:08:19, 0:08:21]: What do y'all plan to do about that? [0:08:24, 0:08:44]: Well if I may I'll go ahead and address that one. I know you and I spoke, but um I'm I'm hoping the DDA can serve as an engine for positive growth in the downtown district. Um I for one I'm a business owner and resident of the city of Stockbridge and a business owner in the district. And uh, you know, so my livelihood kind of depends on it. That's why I would [0:08:44, 0:08:54]: a personal interest, but I'm uh uh happy to um hear from other folks as to what your ideas are for the DDA and and what the next steps might be. [0:08:55, 0:09:00]: Well and the only question I have is what was the process behind [0:09:01, 0:09:05]: bringing Mr. Bowen on to the team. Were there more than one [0:09:05, 0:09:08]: Attorney solicited, was it posted? What was [0:09:09, 0:09:11]: Actually the process and what was required. [0:09:12, 0:09:14]: Uh he might be able to help us on [0:09:14, 0:09:18]: what's actually is required for posting this position. [0:09:20, 0:09:40]: Um I'm not aware that there's any kind of procurement rules as far as like a competitive bid, um, but as far as Mr. Bowen, um and his name was recommended to us. Um, if I remember correctly, it was actually through TSW or maybe even Bleakley um who referred me to. [0:09:40, 0:09:41]: I'm sorry about that. Um [0:09:42, 0:10:02]: Who offered his name maybe through a mutual contact. Uh when we were looking for an attorney a couple of years ago, it was when we uh selected um uh Mr. McCrae. And we had a few uh leading candidates, and Mr. Bowen was among them. Uh we ended up selecting Mr. McRae, but as we mentioned at our last meeting, he has decided. [0:10:02, 0:10:14]: decided to uh step back as general counsel. So I just tapped into the previous work that was done by the DDA and made contact with them. So that's that's the process. [0:10:14, 0:10:17]: I just wanna make sure what we're doing is um [0:10:17, 0:10:21]: According to whatever our bylaws and processes is and [0:10:21, 0:10:23]: And selecting someone'cause you know. [0:10:23, 0:10:26]: Generally you have to consult more than one person. [0:10:27, 0:10:27]: So [0:10:28, 0:10:29]: I'm not sure. [0:10:29, 0:10:33]: If the group decided on that, Mr. Custin, or you decided on that'cause [0:10:34, 0:10:39]: I'm not sure whether we uh actually met to actually discuss it. We just kind of brought him forward. [0:10:40, 0:11:00]: Well, it was brought up in the meeting last uh and when when we when I made the announcement that Mr. McCray actually was last two meetings, and I asked for every all the board members' um support and you know offering any recommendations for attorneys that they may knew and and and having received [0:10:59, 0:11:04]: None. I tapped into the uh previous work that was done by the D D A. [0:11:05, 0:11:18]: Okay, I don't know. Uh Mr. Bowen, do you have any insight on what the process is or what w uh for as far as these DDAs are concerned or these positions? I don't I don't really know the answer to that. [0:11:18, 0:11:23]: Yeah, I don't think there's any state law that really controls that. I mean the amount of [0:11:24, 0:11:32]: This type of work, the amount of money would be below the state um public contracting amounts. So [0:11:32, 0:11:40]: It really is is just up to the board to satisfy the policy the procedures that it that it chooses, so long as it's done publicly. [0:11:43, 0:11:45]: Okay, Mr. Kirst. [0:11:45, 0:11:47]: You're attesting that this is [0:11:47, 0:11:50]: according to what our bylaws are,'cause I'm not [0:11:50, 0:11:53]: familiar with that. So are you attesting to that? [0:11:54, 0:12:05]: I'll I'll double check it. Um, you know, it's a good question. I certainly always want to remain that we're uh working above board, which is part of the reason we want to make sure we have an attorney um uh general counsel. [0:12:05, 0:12:19]: But um I'm not aware of any I don't recall anything in our bylaws. And and Bob, you worked on the on the bylaws as well. We recently revised them last year, so I don't recall anything being in there about it. No, I'm not aware. I I don't either. Uh yeah, I don't recall any. [0:12:20, 0:12:21]: specific procedures. [0:12:25, 0:12:45]: Um I do have a question for um Mr. Bowen. Uh so in your proposal you provided um a kind of a tiered structure on on the uh rates uh based on whether the representation would be done by uh one of the partner attorneys or associates or paralegal. So and and that makes sense. Um [0:12:45, 0:13:05]: But uh what would be, I guess the the the question I would have would, what would be the method of engagement and how would who how would that decision be made as far as how it gets parsed to one of those uh tiered resources? Sure. Yeah. So my firm is set up, we we've got three partners and the [0:13:05, 0:13:08]: Then we have three associates. [0:13:08, 0:13:11]: Generally for work like this, I do all the work myself. [0:13:12, 0:13:27]: Um the exceptions to that would be if I had a conflict, uh generally I choose whichever meeting is going to have the hottest fire and I'll go to it and I'll send an associate to the other. Um [0:13:28, 0:13:48]: And uh, you know, if we were to get into a big project, I may use an associate or my paralegal to assist. You know, for instance, let's say you decide to do a building renovation and we've got to do a bond deal to raise the capital to do that. Well, there's a lot of paperwork involved with that, you know, going down to the courthouse and getting a judge. [0:13:48, 0:13:55]: disorder and things of that nature. So I would normally use, you know, an associate or a paralegal to try to keep those costs down. But [0:13:56, 0:13:58]: The general day to day, you know, a question comes up. [0:13:59, 0:14:03]: What do we do about this? That kind of thing. I would expect to handle all of that. [0:14:09, 0:14:10]: All right, thank you. [0:14:12, 0:14:14]: Other questions? [0:14:21, 0:14:21]: Mm. [0:14:22, 0:14:23]: All right. [0:14:24, 0:14:31]: I'm seeing hearing none. So and I I'm checking the uh bylaws now and I I don't see anything in there that imposes uh [0:14:32, 0:14:37]: Uh a limit or control on the uh purchases or authority for. [0:14:37, 0:14:38]: Engaging. [0:14:39, 0:14:40]: Um [0:14:40, 0:14:43]: for engaging any kind of professional services, including legal. [0:14:46, 0:14:48]: Any other concerns, councilman? [0:14:51, 0:15:00]: I don't I just uh I'll let you guys vote and I'll just abstain from the vote not uh understanding, not seeing the rules myself, so I'll just let you guys vote. [0:15:01, 0:15:17]: Very good. All right. Any other uh so with no other further questions, um I'll go ahead and entertain or I'll go ahead and make a motion to um request the board's approval to approve Brandon Bowen and his firm to represent the DDA as general counsel. [0:15:18, 0:15:19]: Okay. [0:15:19, 0:15:20]: Thank you, Bob. [0:15:22, 0:15:24]: Any further discussion? [0:15:26, 0:15:28]: All right, those in favor, please raise your hand. [0:15:31, 0:15:41]: All right, we have four yeses and councilman Alexander has abstained. Um thank you everyone. I appreciate your support on that. Mr. Bowen, do you have anything else you want to share with the group? [0:15:42, 0:15:47]: No, I appreciate the opportunity. Um, I look forward to it. I uh, you know. [0:15:47, 0:16:01]: What would make this um interesting to me is if, you know, there were some dynamic ideas about how to uh use the powers in the uh DDA law to improve Stockbridge and be able to help with that. So I hope that that is the case. [0:16:02, 0:16:22]: Very good. Well you're certainly welcome to um and and and I and I will mention that uh when Mr. Bowen and I spoke, since he is in Cartersville, we you know I did establish that a majority of the time our meetings are expected to be virtual, at least for now. That could change uh at the board's at the board's discretion. Um [0:16:22, 0:16:26]: And that we would not typically ask the just out of a [0:16:26, 0:16:28]: Managing the [0:16:28, 0:16:48]: the cost for legal support, we would not typically ask the attorney to attend our regular meetings unless there is an issue that is on the agenda that would require uh legal attention. Uh, and that more typically, if anything does come up in the meeting that needs a legal opinion, then we would uh communicate. [0:16:48, 0:17:01]: Communicate via email following the meeting. Okay. And so I wanted to share that with the rest of the board and make sure that there were no concerns about that method of engagement with our attorney. [0:17:05, 0:17:15]: All right, so we're not here and I'm yes, Ciara. Go ahead. Um I I had my hand raised over there. I'm sorry. I don't know if you saw it, but I just wanted to um [0:17:15, 0:17:23]: Um, respond to attorney Bowen's question about what our vision was for the downtown district. [0:17:23, 0:17:38]: Um, I would like to uh make him aware of the RSVP plan that was created for the downtown district here. Um, we worked with the Carl Vinson Institute and you from UGA to create a downtown um [0:17:38, 0:17:39]: Strategic plan. [0:17:40, 0:17:46]: And um that document is available um online and I can also send that to you, but it does have [0:17:47, 0:17:50]: Um quite a few suggestions about downtown development. [0:17:50, 0:17:53]: And um creating a mixed use. [0:17:53, 0:17:54]: Um [0:17:54, 0:17:55]: District. [0:17:55, 0:17:59]: That would include um retail restaurant. [0:17:59, 0:18:00]: And um [0:18:01, 0:18:06]: dwelling places. So I will make sure that I forward you that information so that you can see [0:18:07, 0:18:10]: Um some of the things some of the planning that has already [0:18:10, 0:18:14]: um been put in place and that will give you an idea of [0:18:14, 0:18:15]: Um a direction that [0:18:16, 0:18:24]: we as especially with uh um Main Street in partnership with the downtown development authority would like to move in the coming years. [0:18:24, 0:18:27]: Yeah, well thank you, Kira. And um [0:18:27, 0:18:42]: I saw that and I saw some flyovers on the website as well. Yes. Um and are are you working with TSW and the city attorney to to get the zoning ordinance, you know, uh lined up to allow that district? [0:18:43, 0:18:50]: Um we have some of the zoning that's already in place, um, but there is some work to do with regard to zoning once. [0:18:50, 0:18:55]: Um there's been a decision made with regard to which um developments we're gonna um work with. [0:18:55, 0:18:56]: Work on first. [0:18:58, 0:19:02]: So that's something that we definitely would um love to have your expertise on. [0:19:03, 0:19:03]: Okay, great. [0:19:08, 0:19:16]: All right. And as I mentioned, you're welcome to hang out for the rest of the meeting or drop off at sh as you wish. Certainly appreciate you joining us today. [0:19:16, 0:19:23]: Yeah, if if you don't mind, I'm gonna drop off. I've got something I've got to get to, but I appreciate the opportunity and I look forward to working with you all. [0:19:24, 0:19:25]: Likewise. [0:19:26, 0:19:26]: All right. [0:19:28, 0:19:29]: Thank you. Good night. [0:19:30, 0:19:32]: All right. Thank you. [0:19:32, 0:19:52]: Um all right, we'll move on to um what was item two on the agenda, officers and city staff reports. Um as far as general comments, uh chairman's comments, uh uh I just want to mention uh ahead of time I met with um um Mr. Gardiner earlier this uh week to um hear his [0:19:52, 0:20:12]: Thoughts on the um uh the um uh tax allocation district. And I know that was up, I believe uh at least uh the first pass of that was up at the city council meeting last night. So Mr. Councilman Alexander, when it when it comes to your turn to give us the uh council updates, uh [0:20:12, 0:20:28]: I'd like to hear any uh any development uh regarding the TAD when when you report out. Um outside of that, I don't have any other items. Um and so we can move on to the treasurer update. So Barber, what what do you have for the group? [0:20:30, 0:20:32]: And join it. [0:20:37, 0:20:38]: Excellent. [0:20:40, 0:20:42]: And uh Barber, you're so mute. [0:20:46, 0:21:06]: Okay. Yeah. I need to change this to October, but this is as of October. Um, for the month of October, the only expense that we had that was paid out was our monthly Zoom subscription, which was$40. Uh, there was no income. So year to date, we're left with the net income of$33,814 for the year. [0:21:06, 0:21:07]: Yeah. [0:21:07, 0:21:09]: As of October thirty first. [0:21:10, 0:21:12]: Far as our balance sheet is concerned. [0:21:13, 0:21:13]: Um [0:21:13, 0:21:15]: Right now that the facade grant. [0:21:16, 0:21:34]: We have$114,669.65 and our operating account,$53,150.58 for total assets of$167,820 and 23 cents. [0:21:36, 0:21:56]: Um, as I see on the PL, the cash that went out for the month was$40, which was for our Zoom subscription. But we do have a couple of expenses that's coming up that I need Zoom each month. And then uh GDA membership, we did mail that check. Um, it's already been paid, but as [0:21:55, 0:21:58]: as of October 31st, they hadn't cashed it yet. [0:21:58, 0:22:05]: I did see that it came through uh sometime this month, month of November, but as of October, um [0:22:05, 0:22:09]: though those expenses, though the check had been written, had not cashed the bank yet. [0:22:10, 0:22:25]: Uh, we owe our balance to, well, our invoice to R and R design for the logo. I did uh saw those emails, uh Roger. Um, so I did reach out to Scarlet to see if I could if there's a way that I can expedite that payment, pay it online or something like that. [0:22:26, 0:22:40]: But if not, I'll mail a check and by the time we meet next month, that will be taken care of. And as we discussed during last meeting, um a reimbursement for me, I'd paid my GDA membership as an individual before we paid it as a group. [0:22:41, 0:22:51]: Um, so technically we're overpaid, if you will. Um, and I guess I'll get with Roger, because I don't want to write myself a check. That's bad business. [0:22:51, 0:22:57]: So total up, you know, total upcoming expenses, uh$3,640. [0:22:58, 0:23:03]: If I'm missing something, um, you know, let me know and uh be sure to account for that as well. [0:23:04, 0:23:06]: But if I'm not [0:23:06, 0:23:10]: I will open the floor to any questions if anyone has anything. [0:23:10, 0:23:11]: Um [0:23:12, 0:23:14]: Any questions about the PL? [0:23:15, 0:23:18]: Our cash balance, the balance sheet. [0:23:18, 0:23:19]: Anything? [0:23:21, 0:23:23]: If not, um [0:23:24, 0:23:25]: That concludes my [0:23:26, 0:23:27]: Report. [0:23:29, 0:23:36]: All right, thank you, Barber. Appreciate that. Um, we'll turn it over to um Bob. Do you have any updates? [0:23:37, 0:23:38]: Uh no, not at this time. [0:23:38, 0:23:50]: All right, then that brings us to the Main Street Advisory Board updates and I'll I'll defer to either Barber first and then Kira for those updates. [0:23:50, 0:23:51]: Hira. [0:23:51, 0:23:53]: All right, very good. [0:23:55, 0:23:57]: And Kira, you're on mute still. [0:23:58, 0:24:01]: Sorry about that. Good evening, everyone. [0:24:01, 0:24:08]: Good to see everyone this evening. Um, I just have a few updates with regard to the Main Street program. [0:24:08, 0:24:14]: Um we are in the midst of our small business blitz. This is our [0:24:14, 0:24:27]: um push um out to the community to support small businesses. Stockbridge located small businesses through the month of December. I mean month of November, as you all know. [0:24:27, 0:24:35]: Um the nation celebrates small business Saturday and that is a um very supported um [0:24:35, 0:24:41]: Effort through Main Street, the National Main Street program and statewide Main Street programs. [0:24:42, 0:24:47]: So as um Stockbridge has been um celebrating this particular um [0:24:48, 0:24:50]: shopping date for over five years. [0:24:50, 0:24:54]: As we um have moved into the sixth year of participation. [0:24:54, 0:24:56]: We decided um [0:24:56, 0:25:00]: To extend our support of small businesses. [0:25:00, 0:25:03]: For the entire month of November and this was based on [0:25:03, 0:25:06]: Feedback that we receive from participating merchants. [0:25:06, 0:25:11]: And from um participants who actually um shop and dine. [0:25:11, 0:25:14]: А он на Small Business Saturday Holiday. [0:25:15, 0:25:20]: Um we have over thirty businesses participating this year. [0:25:20, 0:25:25]: And we have new um this year, our passport has gone digital. [0:25:25, 0:25:28]: So we are offering um [0:25:28, 0:25:34]: a more um I guess efficient way to shop, dine and do business during this month. [0:25:34, 0:25:40]: We have a QR code that you are able to scan and download the app. [0:25:41, 0:25:45]: And then when you download the app, it provides you with a map. [0:25:46, 0:25:46]: Mm. [0:25:46, 0:25:49]: Um, pinpoints all of the businesses that are participating. [0:25:50, 0:25:54]: And also gives you a listing of those businesses so that if you [0:25:54, 0:26:00]: Um, select a business, you go directly to their website and it also lists any specials or [0:26:00, 0:26:05]: Um any promotions that that particular business is hosting during the month of November. [0:26:05, 0:26:12]: In addition, you are able to immediately upload any receipts that you um have. [0:26:12, 0:26:16]: from shopping at those businesses and every four businesses that you [0:26:16, 0:26:20]: Um shop at provides you with the opportunity. [0:26:20, 0:26:24]: to be entered into a drawing for a prize pack um filled with [0:26:24, 0:26:25]: Um [0:26:25, 0:26:28]: Merchandise, gift certificates. [0:26:28, 0:26:36]: and um other items from our participating merchants and these um baskets are valued at over two hundred dollars so [0:26:36, 0:26:39]: We are really um pushing this effort. [0:26:39, 0:26:40]: And encouraging [0:26:40, 0:26:42]: Um our community. [0:26:42, 0:26:47]: Our visitors and everyone in between to participate and to support. [0:26:47, 0:26:49]: This particular effort. [0:26:49, 0:26:52]: Um I will um be happy to [0:26:52, 0:26:55]: Um email everyone the um [0:26:56, 0:27:03]: The code, the QR code, so that you all can scan it and um put the app on your phones. It's very easy to use. [0:27:03, 0:27:05]: And we're hoping that [0:27:05, 0:27:08]: This will take the place of our um printed passport. [0:27:08, 0:27:13]: As you all know, um printing costs can be very expensive and [0:27:13, 0:27:20]: Um, we're trying to um gradually phase that portion out. We still do have some physical passports. Um [0:27:20, 0:27:25]: available, but we're trying to phase that out and eventually only rely on the digital. [0:27:25, 0:27:28]: um passport for participation in this promotion. [0:27:29, 0:27:42]: So we're really excited about it and I hope, oh yes, you have it. Barber has it downloaded. Thank you, Barber. So we're hoping that you all will be as excited and as supportive of our um small businesses during the month of November. [0:27:43, 0:27:44]: Um [0:27:44, 0:27:56]: As far as the um downtown updates are concerned, um we do have um a position available on the main street advisory board. We have a um [0:27:56, 0:28:05]: City of Stockbridge um resident position available. So if you all know of a City of Stockbridge resident who would like to [0:28:05, 0:28:06]: Um [0:28:07, 0:28:09]: Um submit an application. [0:28:09, 0:28:16]: They can do so. We have received quite a few already. So we're going to have to kind of go through those applications and [0:28:16, 0:28:17]: Um [0:28:17, 0:28:19]: put forth a candidate to [0:28:20, 0:28:21]: They um [0:28:21, 0:28:24]: board for their approval and appointment. [0:28:24, 0:28:27]: Um the Ted Strickland building. [0:28:27, 0:28:31]: It has been completed as far as construction and remodel are concerned. [0:28:32, 0:28:36]: Um we do have a bit of uh or wait before we can actually [0:28:37, 0:28:37]: Um [0:28:38, 0:28:46]: Um, utilize the building and open it for the public because we have a backlog on our um furniture. [0:28:46, 0:28:48]: We've received for our chairs will be. [0:28:48, 0:28:52]: Um delivered tomorrow the seating for the um [0:28:52, 0:29:01]: offices and our workroom will be delivered tomorrow. However, we do not have the um desk. So we're gonna get some temporary furniture. [0:29:02, 0:29:06]: Um, for us to use so that we can go on and move into the building. [0:29:06, 0:29:08]: Um at the beginning of December. [0:29:08, 0:29:17]: And then um January is when everything is due. So we'll get all of our furniture installed. And then we're looking forward to doing. [0:29:17, 0:29:20]: Some sort of um open house, uh welcome. [0:29:21, 0:29:23]: to the community so that everyone can come in and [0:29:24, 0:29:28]: Um, see what has been done. We're really excited about our new home. [0:29:29, 0:29:30]: Um the downtown um [0:29:31, 0:29:33]: Development authorities new home. [0:29:33, 0:29:39]: Um you all will have a an office there as well. So we're looking forward to being able to [0:29:39, 0:29:44]: open that building and uh bring everyone to utilize that as well. [0:29:44, 0:29:46]: Um as far as the [0:29:47, 0:29:50]: Um alleway project is concerned. [0:29:50, 0:29:54]: We're still working with the attorney to get the letters out for those. [0:29:54, 0:29:58]: Um properties that will be impacted and we will need [0:29:58, 0:30:00]: access to those particular properties. [0:30:01, 0:30:07]: And once those letters are completed and delivered, I'll have um some more information to report to you all with regard to [0:30:08, 0:30:09]: that particular matter. [0:30:10, 0:30:13]: And I think that's all that I have um with regard to [0:30:14, 0:30:16]: Main street um the [0:30:16, 0:30:23]: Um it's more of a city um item, but the city will be hosting a um holiday festival and [0:30:23, 0:30:30]: As tradition has stood, since Main Street has been a part of the city, we will be hosting our annual Cocoa Booth. [0:30:31, 0:30:33]: Which has been very popular at all of the [0:30:34, 0:30:34]: Um [0:30:35, 0:30:39]: Holiday festivals that we've hosted since Main Street has been a part of it. [0:30:40, 0:30:42]: So uh we're looking forward to that as well. [0:30:45, 0:30:46]: And that concludes my report. [0:30:46, 0:30:48]: What is the date of that? Um [0:30:48, 0:30:49]: Holiday event. [0:30:50, 0:30:51]: December the first. [0:30:55, 0:30:56]: Surecoaster. [0:30:57, 0:31:02]: Yes, go ahead. [0:31:02, 0:31:04]: With the annexation [0:31:04, 0:31:05]: Oh [0:31:05, 0:31:07]: New residents. [0:31:07, 0:31:11]: and businesses um november eight [0:31:11, 0:31:16]: There will be new citizens who can apply for this board. [0:31:16, 0:31:20]: And also if you were looking into any part of the Main Street board. [0:31:21, 0:31:28]: That would be appointed uh at the January 9th meeting if any of those were to come forward. Just wonder. [0:31:29, 0:31:31]: So it has expanded. [0:31:31, 0:31:45]: Thank you. Yeah. And the criteria would be I guess the criteria for a business within the district, of course, hasn't changed, but of course that expands the number of residents, the citywide residents that um would qualify. [0:31:46, 0:31:54]: That's correct. Great. Are there any while we're on that topic, do we have any um applicants for the uh DDA position? [0:31:54, 0:31:55]: I do not, but we are [0:31:56, 0:32:02]: When we send out our welcome packet for the new residents, that will be included in the packet. [0:32:02, 0:32:04]: Oh good. Thank you. Appreciate that. [0:32:05, 0:32:06]: I'm gonna get a packet. [0:32:06, 0:32:07]: Yeah. [0:32:09, 0:32:09]: [1930.3, 1935.3]: Nice. Um any um any questions or comments for the Main Street updates? [0:32:16, 0:32:20]: Gary, ca you you you're gonna eat email us the QR code then'cause uh [0:32:21, 0:32:31]: Yes, I will do that. As soon as our meeting is over, I'll email that out to you all. [0:32:35, 0:32:55]: Well, I I'd just like to add a comment uh that uh thank you to the Main Street and all the all the team that worked on the digitizing the um the uh the you know the uh the the the the small business blitz for uh November. Um it's it's it's always been uh a very um uh [0:32:55, 0:33:07]: busy day for or busy month even for uh for our business and I appreciate the work that's been done and all the pre-planning that's been done for this year's uh events. So th thank you, thank you for that work. [0:33:08, 0:33:28]: And thank you for your participation. Yes. All right. And um, all right, with that, um I don't think I have anything else. Any anyone else for Main Street? All right, that moves us to the facade grant. And um I don't have any further updates, Bob. I don't I know that there haven't been any application. [0:33:28, 0:33:39]: But I do know, and we put this under the city staff updates, Kira, that there's a request related to 114 MLK. So we can go right into that if you like. [0:33:40, 0:33:48]: Okay, um is it possible for me to share um the screen? Sure. Let me s let me know if you cannot. [0:33:48, 0:33:49]: Okay. [0:33:50, 0:33:51]: Sure. [0:33:54, 0:33:57]: Uh host compared to hosting yeah, you should be able to do it. [0:33:58, 0:33:58]: Okay. [0:34:01, 0:34:02]: Um [0:34:03, 0:34:06]: Okay, that's not what I wanna share, I don't think. Let's see. [0:34:07, 0:34:08]: Stop that. [0:34:13, 0:34:14]: Yeah. [0:34:17, 0:34:18]: Okay. [0:34:18, 0:34:19]: Think I've got it. [0:34:20, 0:34:22]: No, it's still sharing the wrong thing. [0:34:24, 0:34:26]: Let me try it one more time. [0:34:36, 0:34:37]: Uh [0:34:39, 0:34:52]: Don't know why I keep sharing that instead of the screen that I keep selecting. Do you see the number two on there, on there anywhere? Screen two. The number two. Yeah, I see it. On that one. [0:34:53, 0:34:54]: All right. [0:34:55, 0:34:56]: But that's my [0:34:58, 0:35:00]: Oh, you're saying put it over on screen too? [0:35:01, 0:35:04]: All right, let me try that. Sorry about this, y'all. [0:35:20, 0:35:22]: All right, now let me try screen too. [0:35:28, 0:35:29]: That worked, I think. [0:35:31, 0:35:34]: Are you all seeing a PowerPoint presentation? [0:35:35, 0:35:40]: Yes, diversified construction of Georgia and budget, yeah. Okay, fabulous. Okay. [0:35:41, 0:35:42]: So um [0:35:42, 0:35:43]: B [0:35:44, 0:35:53]: Property that's located at 114 Martin Luther King's Senior Heritage Trail, as you all know, is owned by the city. And the city has um [0:35:54, 0:35:55]: Decided to [0:35:56, 0:35:56]: Um [0:35:58, 0:36:07]: Revitalize some particular areas that are problematic within that building so that it will be [0:36:07, 0:36:12]: So that we will be better able to market that building to potential business owners. [0:36:13, 0:36:14]: Um the [0:36:16, 0:36:17]: Building needs a new roof. [0:36:18, 0:36:22]: It also needs um some remodeling of. [0:36:22, 0:36:23]: The fasad. [0:36:24, 0:36:29]: And um there are some interior things that need to be done just to get it. [0:36:29, 0:36:32]: into um a position where [0:36:32, 0:36:39]: um a business owner would be attracted to the particular space and be able to um [0:36:40, 0:36:48]: visualize their business there and not have quite as much work to do to rehab the particular space. [0:36:48, 0:36:58]: Um, as you all might recall from um past reports that I have given, um, we are interested in redoing the facade. [0:36:58, 0:37:02]: Where the building would have a recessed entrance. [0:37:02, 0:37:02]: Way. [0:37:03, 0:37:05]: Um, this would allow for more. [0:37:06, 0:37:06]: Um [0:37:06, 0:37:08]: Display area if [0:37:08, 0:37:12]: There were a retail space to come into that um particular space. [0:37:13, 0:37:17]: Um and and then also it would allow for um outdoor dining. [0:37:18, 0:37:24]: Um, if that is also an option that a restaurant might like to take advantage of in addition to dining. [0:37:24, 0:37:27]: Um in the front portion of the building. [0:37:28, 0:37:36]: Uh we are looking at um a budget that was provided to us by diversified construction of Georgia. [0:37:36, 0:37:38]: Um, they went through a [0:37:39, 0:37:39]: Um [0:37:40, 0:37:42]: Call for bids process. [0:37:42, 0:37:44]: That was done um [0:37:44, 0:37:47]: Ласт є гарду, um [0:37:47, 0:37:50]: Um white boxing that particular building. [0:37:50, 0:37:57]: though we've scaled back what um the city has scaled back what they are interested in doing with this particular building. [0:37:57, 0:38:00]: Diversified is the um company that [0:38:00, 0:38:02]: Um they have decided to go with. [0:38:03, 0:38:09]: And they have provided us with a budget um that totals two hundred twenty-eight thousand dollars. [0:38:09, 0:38:11]: Two hundred and thirty two. [0:38:11, 0:38:16]: two hundred twenty eight thousand two hundred and thirty two dollars and seventy four cents. [0:38:16, 0:38:19]: Of that the facade grant. [0:38:19, 0:38:22]: I mean facade um cost would be [0:38:22, 0:38:26]: A hundred and nine thousand dollars roughly and [0:38:26, 0:38:31]: Um there would also be a separate cost for um the [0:38:31, 0:38:32]: We're uh [0:38:33, 0:38:34]: Repair of the [0:38:34, 0:38:36]: Rear facade. [0:38:36, 0:38:37]: What? [0:38:37, 0:38:43]: I have been charged with is asking the DDA if they would be willing to [0:38:43, 0:38:48]: Um provide facade grant money toward this particular. [0:38:48, 0:38:53]: um project so that we could defray some of those costs um through that partnership. [0:38:54, 0:38:55]: And [0:38:55, 0:38:56]: Also consider [0:38:57, 0:39:04]: um a larger amount than what is um usually granted to um businesses because we want to [0:39:04, 0:39:06]: See if this building [0:39:06, 0:39:13]: Um can which is pretty pivotal in our downtown. Um, if we can start marketing this business. [0:39:13, 0:39:20]: space and get a viable business in this particular location. The city wants to move forward on this. [0:39:20, 0:39:23]: And just asking for UAS partnership. [0:39:24, 0:39:24]: And [0:39:25, 0:39:26]: Um making this happen. [0:39:27, 0:39:29]: So um that's [0:39:29, 0:39:36]: What I'd like to present to you all. There are the costs there. It's a breakdown of what is going to be done. [0:39:36, 0:39:38]: Again, that is just going to be the roof. [0:39:39, 0:39:47]: And the facade in the front and the facade in the back, they're going it a lot of repair needs to be done. Um there has been [0:39:47, 0:39:51]: water incursion into the building because the roof is in pretty bad shape. [0:39:52, 0:39:53]: Um [0:39:53, 0:39:56]: And as we showed you before, we want to make the [0:39:56, 0:40:01]: facade um front facade front entryway a little bit more appealing [0:40:01, 0:40:02]: So that um [0:40:03, 0:40:06]: It'll be even more marketable to a potential business. [0:40:08, 0:40:11]: So um that's pretty much all. Um [0:40:12, 0:40:15]: I wanted to bring to you all for consideration. [0:40:16, 0:40:25]: And it is um up to you all what you all would like to um do if you would like to um go into partnership with the city on this particular project. [0:40:26, 0:40:27]: And at what level? [0:40:34, 0:40:38]: All right, any questions for Kira or any discussion? [0:40:40, 0:40:43]: Uh I I I think it's a great idea. Um [0:40:44, 0:40:50]: If if we can if we can provide more than the five thousand dollar um facade grant [0:40:50, 0:40:55]: Uh I'd be you know, legal if we could do that. I'd be in favor of that too, and I'm just [0:40:55, 0:41:07]: I mean, just throwing out a I'm just throwing out a figure there. I mean if we could if we could chip in, say uh forty or fifty thousand'cause I think we've got uh in our facade grant we we've got what about a hundred and fourteen [0:41:09, 0:41:14]: Something like that. Hundred and fourteen thousand in our facade. Um [0:41:15, 0:41:18]: I mean it th that that would be a major commitment, but I mean, um [0:41:20, 0:41:23]: My thinking is, you know, we got if we have the money, let's use it. [0:41:25, 0:41:30]: Don't don't wanna use all of it on on one project, obviously, but uh but you know, if we could if we could chip in more than [0:41:31, 0:41:31]: Oh. [0:41:32, 0:41:33]: I'd be in favor of it. [0:41:37, 0:41:39]: Yeah. [0:41:39, 0:41:42]: Yes, Barber. Is the city um [0:41:43, 0:41:46]: Is the city funding the other portion or funding the costs? [0:41:47, 0:41:49]: Or yes. Okay. Good. Yes. [0:41:51, 0:41:51]: Yeah. [0:41:54, 0:41:59]: Okay, so the city is definitely open for us partnering fifty fifty or [0:41:59, 0:42:01]: Or even o of a lesser [0:42:01, 0:42:02]: Um [0:42:03, 0:42:04]: Participation, right? [0:42:05, 0:42:06]: Well, um [0:42:07, 0:42:14]: That would, you know, totally be up to you all. Um, you have a representative from city council on your board. He might be able to speak. Um [0:42:15, 0:42:15]: Um [0:42:16, 0:42:19]: to you know your questions with regard to the city's involvement. [0:42:20, 0:42:22]: with regard to this project, but [0:42:22, 0:42:27]: Um, I have been um told to move forward with trying to get this project completed. [0:42:28, 0:42:40]: I just want to add my thought. I definitely think we should be a part of it for sure. In what capacity is still up in the air for me, but I do think we should definitely participate. [0:42:41, 0:42:52]: If anything, you know, one of my one of my biggest concerns or even interest when it comes to downtown development is definitely making sure. [0:42:52, 0:42:55]: That we have a place where people can. [0:42:55, 0:42:59]: can go visit and stay as a destination. [0:42:59, 0:43:12]: More so than just somewhere we just bypasses to get to the amp theater. So first thing that came to mind um with that particular property is definitely um remodeling it so it can be attractive to a restaurant tour, right? [0:43:12, 0:43:13]: Um [0:43:13, 0:43:19]: something to that fashion. So it's something that I think that DDA should definitely um be involved in with the city. [0:43:23, 0:43:25]: Other thoughts or questions? [0:43:26, 0:43:27]: I agree. [0:43:28, 0:43:29]: I I agree. [0:43:29, 0:43:31]: That we should take a uh [0:43:32, 0:43:34]: You know, we should participate. [0:43:35, 0:43:49]: In partnership with the city. Um, I even, you know, before Bob said what he said, that's kind of where my thoughts already were when Ciara was speaking, um, you know, probably 50 grand towards the facade. [0:43:49, 0:43:51]: Um, I don't know. [0:43:51, 0:44:05]: I don't know if we have to go back and revisit our facade grant or any bylaw, anything that we need to do to be able to free ourselves up to go beyond uh what we've set out in terms of the facade grant program. But if that's the case, then [0:44:06, 0:44:09]: I think that we should be willing to um [0:44:09, 0:44:12]: put in the effort to get that done so that we can. [0:44:13, 0:44:16]: move forward in a material capacity to assist with this project. [0:44:17, 0:44:17]: Um [0:44:18, 0:44:20]: Those are just my preliminary thoughts on. [0:44:21, 0:44:24]: on our participation and what that should look like. [0:44:24, 0:44:44]: I will simply add the request from the city council as a whole. I can't speak for everybody was the request for the facade grant to match. That was the request. I can't speak for anybody else other than that. That is what was agreed upon and the request that was conveyed was for to ask for a match on [0:44:44, 0:44:50]: The facade grant. That's what was requested. So anything other than that, I would have to circle back to the council to. [0:44:51, 0:44:54]: uh get approval on and some of this information is [0:44:54, 0:44:57]: Is new to me because I wasn't uh privy to [0:44:57, 0:45:01]: The conversation and said we were definitely moving forward because that's [0:45:01, 0:45:05]: Not the last discussion we had behind closed doors. So [0:45:05, 0:45:07]: Will they will say still to be determined. [0:45:08, 0:45:08]: No. [0:45:09, 0:45:13]: Well, I was given um that charge by the city manager. [0:45:14, 0:45:18]: So um if there is a miscommunication, we'll need to [0:45:18, 0:45:20]: Definitely bring him back into the circle on that. [0:45:21, 0:45:23]: Yeah, we do. We do. [0:45:25, 0:45:26]: Go ahead, Barber. [0:45:26, 0:45:32]: Councilman, so to clarify when you say a match, if the proposed cost is 109. [0:45:32, 0:45:52]: Then you're basically saying 50% from DDA and then 50%. No, no. We're talking about what we give everybody else, which is uh whatever you do for everybody else, the city would be not held any different than that. So whatever your current FSI rules are, we're going to ask that you do. [0:45:52, 0:45:57]: that for the city because you do it for everybody else. That's five thousand dollars. [0:45:58, 0:46:04]: whatever that whatever that amount is, we would that's what was the request. But again, certainly there could be additional [0:46:04, 0:46:07]: conversations as w as far as they're concerned, but there was [0:46:08, 0:46:10]: Some other stuff that just [0:46:10, 0:46:13]: was behind closed doors that I can't share with you at this point that [0:46:14, 0:46:18]: may impact that. So we'll have to circle back to the city manager for a definite answer. [0:46:20, 0:46:26]: Like I said, I'm I'm certainly I'm certainly in favor of of if if we could give more than five thousand and like I say, I'm just you know [0:46:27, 0:46:34]: You know, I don't want to just start throwing out numbers out there, but I mean fifty thousand whatever. I I think it would I think it would really say something that [0:46:34, 0:46:36]: For the D DA to say, look. [0:46:36, 0:46:39]: We're serious about this facade grant program. [0:46:40, 0:46:41]: And we're so serious about it. [0:46:42, 0:46:46]: that that that we're willing to make a a a pretty major commitment [0:46:47, 0:46:48]: Um [0:46:50, 0:46:53]: I I I think that would that would speak volumes to to um [0:46:54, 0:46:56]: uh the other business owners in the area. [0:46:58, 0:46:59]: Bobby doesn't sound like we [0:47:00, 0:47:01]: Or even talking about [0:47:02, 0:47:04]: Anything that needs to be talked about right now. [0:47:05, 0:47:05]: Right. [0:47:07, 0:47:10]: I don't think determined. [0:47:12, 0:47:20]: Well, I wasn't aware of the behind closed doors um conversation. So um I might need an update on my information as well. [0:47:20, 0:47:23]: But it's something that we want to um [0:47:24, 0:47:24]: Oh. [0:47:24, 0:47:26]: That I was asked to have you all consider. [0:47:27, 0:47:28]: Add him. [0:47:28, 0:47:30]: So we might be circling back to you. [0:47:31, 0:47:35]: Um, very soon with regard to um how you all can be involved. [0:47:35, 0:47:38]: um with regard to the um [0:47:39, 0:47:47]: The rehabbing of this building and specifically with regard to the facade, because that is where we were asked to approach. [0:47:47, 0:47:49]: um the DDA with regard to the facade grant. [0:47:50, 0:47:55]: Thank you, Kira. Kira, I do have a just curious. Um, what is this what's the size of the um [0:47:55, 0:47:56]: The building. [0:47:57, 0:48:02]: Um I would have to look up the dimensions, but I think it's 80 feet deep. [0:48:03, 0:48:04]: Uh um [0:48:05, 0:48:06]: Um [0:48:06, 0:48:09]: twenty feet wide, but I can look that up. [0:48:09, 0:48:13]: It's roughly around that size. Okay. Okay. Thank you. [0:48:13, 0:48:14]: Mm-hmm. [0:48:15, 0:48:35]: Thank you, Kira. And I'll add, um, kind of reflecting some of the comments that were made and some questions, um, I, for one, um am very interested in something happening to that property, at least to remove um uh to address the safety issues and the [0:48:35, 0:48:41]: um eyesore and blight that is it in its current consid condition. [0:48:41, 0:48:45]: But with that said, I mean you y'all have heard me kind of um [0:48:46, 0:48:51]: uh raised that issue in this meeting um uh prior, but um [0:48:52, 0:49:12]: I um my first thought was what what is the long-term plan or what is the plan for that building? Is it going to be sold? Is it going to be leased? And if it's going to be leased, is it going to be deeded over to the DDA to lease the building? [0:49:12, 0:49:28]: So I would really want to understand what the plan is from the city's perspective on the building before we make a decision on the facade grant. Um, because that to me seems like if it's going to be a facade grant and then the building gets sold to a private somebody or other. [0:49:29, 0:49:36]: then you know that's there's there's no sense in that. So I'd I'd want to establish first. [0:49:36, 0:49:44]: Let me say this, okay. The desire is to sell the building. That's what's been discussed. Think that's not um something that um [0:49:45, 0:49:47]: Is going to be a secret. That's not confidential. [0:49:48, 0:49:50]: But the idea was to improve it. [0:49:51, 0:50:02]: so that someone would want to take it. That was the idea to improve it somewhat so that someone would want to assume it. Because if you go in it, if you haven't been in it now. [0:50:02, 0:50:04]: It's trash. [0:50:04, 0:50:05]: And it needs to be [0:50:06, 0:50:07]: uh rehab the roof. [0:50:08, 0:50:10]: Facade, several other things that [0:50:10, 0:50:17]: have been put together, but to put put it in a position where anybody would even want to take it has been kind of what [0:50:17, 0:50:17]: Um [0:50:18, 0:50:19]: The discussions have been [0:50:20, 0:50:21]: uh behind the scenes. But [0:50:22, 0:50:29]: Uh i I would again, I would say circle back to you, but you gotta understand where the council is coming from and the discussions really have been. [0:50:29, 0:50:44]: to make some improvements so that it would be more attractive uh to someone to purchase it. And then again, uh uh Kara, you would need to circle back to Mr. Gardner to understand where the rest of the picture is. [0:50:46, 0:51:06]: Thank you, Councilman. And I guess to add to that point, if um if the intent is to if the clear intent is to sell the building, then it seems that the scope of the renovation that was presented is probably much more uh is probably a much broader scope than what I [0:51:05, 0:51:15]: I would consider appropriate for just a flip. No no no, what what as again, but it was a limited amount of work that would be done and considered [0:51:15, 0:51:19]: Uh like I said, I had not really seen a lot of that information. [0:51:19, 0:51:22]: But there was a limited amount of work that was gonna be done. [0:51:22, 0:51:23]: The roof. [0:51:24, 0:51:28]: Uh some the facade and that was that was the discussion the council had. [0:51:29, 0:51:39]: And that was going to be uh you know inclusive of a potential sale of the building. But those things um again would need more. [0:51:40, 0:52:00]: uh to be blanched out and uh no specifics I cannot give you even though I want to I understand and I'm not asking specifics I cannot right I I understand and I'm not asking to but that that's exactly my point. The the scale and the scope of what was presented by Kira to me is not in line with just simply getting it [0:51:59, 0:52:13]: ready for sale. You wouldn't be receding the uh entryway in the storefront to flip it for sale. That can be based on who's going to purchase it and what it's going to be used for. So that's one point. [0:52:13, 0:52:33]: Um the other point and concern is related to it's just a legal ethical question. I just have a question. It's not, I I don't know. I would I would actually defer to uh legal support for the question as to, you know, what's the ethical, legal pro appropriateness of using what is [0:52:33, 0:52:43]: is essentially city money funded through the DDA for the city to pay itself for facade grants. So you know I've I have some questions about that. [0:52:43, 0:52:47]: If there's no issue from an ethical or legal perspective. [0:52:47, 0:52:57]: I'm generally okay with that. Of course I support, you know, what we want to do here. So I I I hope we're not misrepresenting my my the expression of my concerns here. [0:52:57, 0:53:17]: I do have some concerns about making any special provisions, especially if it's for the city specifically. Not that I, you know, we're partnering with the city. I don't want you to take that statement in the wrong way. If we make an exception, I think the exception needs to be presented in a way that's available to all businesses that would be eligible. [0:53:17, 0:53:37]: For a facade grant. Let me finish. So if we were going to consider a different amount or a different rule, then we can either make it time limited or scope limited so that any business that wants to apply and yield the same benefit as the city would be getting. [0:53:37, 0:53:42]: they would be eligible. So that that's the only statement I want to put on the floor. [0:53:43, 0:53:44]: for the board's consideration. [0:53:46, 0:53:48]: Barber, see your hand up. Go ahead. [0:53:48, 0:53:52]: Okay, I'm I don't want to retract but add on because you [0:53:53, 0:54:13]: Somewhere in my head, even though no one said this, I didn't even consider that this project would be, you know, we're getting a building ready for sale. So that definitely changes, you know, kind of how I would like to approach it. I do think in that regard, you know, at best we do what councilman said the city was asking, would be asking for initially as just a match, just our [0:54:13, 0:54:14]: Normal [0:54:14, 0:54:17]: DDA, you know, facade ramp. [0:54:17, 0:54:18]: program. [0:54:18, 0:54:26]: the same way we would if it was a private business who, you know, was looking to get those same funds. So I do, you know, scale back considerably. [0:54:27, 0:54:33]: what I initially put out in terms of our partnership, you know, if in fact the intent [0:54:33, 0:54:35]: And the purpose is to [0:54:36, 0:54:37]: Ready the build in for sale. [0:54:39, 0:54:44]: So thanks for asking asking those questions because I didn't even think about that. [0:54:44, 0:54:46]: I I will simply add this. [0:54:46, 0:54:50]: The request that came from the council for clarification. [0:54:50, 0:54:58]: Was to get what everybody else gets. That's it. We didn't ask for anything else. Bob made that suggestion, but our request was. [0:54:58, 0:54:59]: To get [0:54:59, 0:55:01]: to have uh this the [0:55:01, 0:55:04]: Facade grant program applied to [0:55:05, 0:55:12]: The building. And if you look at it with vision, it's not for the city. You prepared the building. [0:55:12, 0:55:16]: To correct it so we can sell it to somebody else. So [0:55:16, 0:55:18]: It is just simply preparing it. [0:55:18, 0:55:19]: to move it through. [0:55:19, 0:55:20]: You know. [0:55:20, 0:55:21]: So [0:55:21, 0:55:32]: And that's the way that I would look at it. But again, we did not ask for any additional funding. We just asked for what everybody else is getting, no special treatment. So cor Mr. Custin, that was not the request, you know. [0:55:33, 0:55:53]: All right, understood. And I just, you know, understood. And I think it's a great discussion. And and and I would probably uh if I could paraphrase what I'm hearing, Kira, for from the board, I think there's uh kind of a united desire to you know see something done with that building and uh a desire as well to the support the [0:55:53, 0:56:13]: city and its efforts either in the short term and the long term. The one more idea just to toss out there. If we're looking at just uh getting it ready for a sale, um maybe maybe one idea is to uh paint a really crazy bullet [0:56:13, 0:56:33]: Old mural on front and back, just to give it attention, an art project, call it, you know, just to have it as, and then you know, you put a sign there that, hey, this building's for sale. And I think something like that aligns with the idea that uh there's new changes, there's something new to see in Stockbridge and not just the old [0:56:33, 0:56:44]: um um sort of neglected um, you know, uh what we've been seeing. So just just some thoughts and uh is there anything else that we want to uh talk about before we move on to the next item? [0:56:49, 0:56:59]: I guess I need to know what um my next steps are um with regard to um what you all are interested in doing because I have to report back. [0:56:59, 0:57:04]: Um to the city manager with regard to bringing this um to you all's attention. [0:57:04, 0:57:05]: Um so [0:57:06, 0:57:09]: I am interpreting the conversation as um [0:57:10, 0:57:13]: that you all are interested in supporting. [0:57:13, 0:57:15]: With a facade grant um [0:57:15, 0:57:18]: to the city with regard to the facade. [0:57:18, 0:57:23]: for the amount that um you all have already set up the facade grant for. [0:57:23, 0:57:28]: at the ten thousand dollar level. So that would be five thousand dollars with a five thousand dollar match. [0:57:30, 0:57:48]: Okay. All right. Thank you. That's the correct assumption. The only the only thing I would add to that is to consult with the city attorneys for um their opinion on whether there's any conflict of interest or even an ethical question related to the use of the funds for the city from the city through the DDA. [0:57:49, 0:57:54]: Okay. And um you all can pose that to you all's new attorney as well. [0:57:54, 0:58:12]: Right. I'm I'm satisfied with the city attorney's opinion on that. Um to take it to our attorney, it would be an additional cost for the answer to that question. I I can't think of one, but I'm an attorney, but I would just want uh an attorney's opinion on, you know, is is there any concern from that perspective? [0:58:13, 0:58:13]: Okay. [0:58:14, 0:58:15]: All right. Thank you very much. [0:58:16, 0:58:17]: Thank you. [0:58:18, 0:58:24]: All right, thank you. Um we'll move on to uh city council updates. Councilman, you have the floor. [0:58:25, 0:58:28]: Uh one thing that I would encourage you all to do. [0:58:28, 0:58:31]: Is actually watch the city council meeting. [0:58:31, 0:58:32]: Okay. [0:58:32, 0:58:42]: I would ask you to attend uh various functions that go on with the city so you know what's going on. Last night uh we had a full discussion [0:58:42, 0:58:43]: On [0:58:44, 0:58:45]: The t we have [0:58:45, 0:58:48]: A full presentation from the provider. [0:58:48, 0:58:51]: And actually you can go to the city Facebook page. [0:58:51, 0:58:54]: And you can actually watch the entire [0:58:54, 0:58:56]: pr uh presentation by [0:58:56, 0:59:01]: uh the consultant uh but in addition the city is moving forward [0:59:01, 0:59:02]: With the процес. [0:59:03, 0:59:07]: uh with uh a review on the uh our meeting on the twenty ninth. [0:59:07, 0:59:10]: And uh if all goes well, final adoption. [0:59:11, 0:59:13]: Uh at a December city council meeting. [0:59:13, 0:59:15]: That that's what the council [0:59:15, 0:59:16]: Um [0:59:16, 0:59:19]: Um gave the go ahead to move forward with the process. [0:59:20, 0:59:21]: And hopefully uh [0:59:21, 0:59:24]: You know, you will see that uh this is very in [0:59:24, 0:59:25]: Very key to [0:59:26, 0:59:28]: Developing the downtown area. [0:59:28, 0:59:32]: Uh even brought up the question that we talked about the other night. [0:59:32, 0:59:34]: In terms of the quality of the housing. [0:59:35, 0:59:37]: And he addressed that as well, saying that [0:59:37, 0:59:41]: uh in the study even before I just I brought the issue up. [0:59:41, 0:59:45]: The housing stock was uh averaged nineteen sixty six. [0:59:46, 0:59:46]: Which was [0:59:47, 0:59:48]: That's when it was built. [0:59:48, 0:59:51]: That's the average age of the house in downtown. [0:59:51, 0:59:52]: So we talked about [0:59:52, 0:59:55]: The TED being extremely helpful. [0:59:55, 0:59:57]: uh in investing in quality. [0:59:57, 1:00:00]: He referred to it as, you know, the money that would be saved. [1:00:01, 1:00:03]: That would be invested over time. It's an investment. [1:00:04, 1:00:05]: And the quality that you want. [1:00:06, 1:00:09]: Some people might look at it as a giveaway to the developer, but no. [1:00:09, 1:00:13]: Sometimes you have to incentivize the developers to get the type of growth. [1:00:13, 1:00:14]: Um [1:00:14, 1:00:16]: quality development that you want. [1:00:17, 1:00:18]: In terms of the housing stock. [1:00:19, 1:00:21]: uh going on uh in downtown. [1:00:21, 1:00:22]: But um [1:00:22, 1:00:27]: That it that was uh the process is moving forward on a tax allocation district. [1:00:27, 1:00:29]: Tax allocation district is a [1:00:30, 1:00:31]: Financial tool. [1:00:31, 1:00:34]: To be able to raise funding over time. [1:00:34, 1:00:37]: For though to be able to reinverse, uh reinvest. [1:00:37, 1:00:39]: In a certain geographical area. [1:00:40, 1:00:40]: Area. [1:00:40, 1:00:45]: The map was presented at the meeting last night so you can generally see. [1:00:45, 1:00:47]: What that area is. [1:00:47, 1:00:49]: There was parcels that were drawn out [1:00:49, 1:00:51]: Uh, as far down as where [1:00:52, 1:00:53]: The quick trip is [1:00:53, 1:00:55]: Он Нортенри Булвар. [1:00:55, 1:00:57]: And uh to [1:00:57, 1:00:59]: Uh pass on Rock Cory Road. [1:01:00, 1:01:04]: Uh on the eastern side, just slightly above North Henry Boulevard. [1:01:05, 1:01:06]: And then slightly lower. [1:01:06, 1:01:08]: Kind of mostly containing [1:01:08, 1:01:11]: Uh the downtown area, but it did extend. [1:01:11, 1:01:13]: uh West to [1:01:13, 1:01:15]: near where a quick trip is. [1:01:15, 1:01:15]: So [1:01:16, 1:01:17]: It was mostly uh [1:01:18, 1:01:38]: commercial as what uh the the the desire is to make sure that the commercial and to make sure that residents understand it has absolutely no impact on their tax burden at all. It really is a tool used uh for business and the area to draw uh [1:01:38, 1:01:46]: Additional revenue for reinvestment, where these businesses are actually frozen, and then any additional. [1:01:46, 1:01:47]: Uh [1:01:47, 1:01:49]: Valю [1:01:49, 1:01:51]: uh on their properties. [1:01:51, 1:01:54]: Uh those revenues would actually be returned to the area. [1:01:54, 1:01:55]: And that's how [1:01:55, 1:01:58]: Uh, the bank is built for future investment. [1:01:58, 1:02:04]: So they're frozen at a line where they are currently. And that's why you want to do it before development. [1:02:04, 1:02:06]: Because the line is very low. [1:02:06, 1:02:07]: And then in the end [1:02:07, 1:02:20]: as it starts to grow and you get more value, more value, homes and commercial, then the prop those property values will increase, but that money instead of being thrown into the general pot will be kicked back. [1:02:21, 1:02:23]: to the tag for reinvestment in that area. [1:02:24, 1:02:40]: So I would advise you to go back and look at the city council meeting. It's near the end where the consultant comes and makes the proposal and it's on the city Facebook page. Uh so you can take a look at it and he go do a much better job of explaining it. [1:02:40, 1:02:43]: Than I could ever do in terms of the detail'cause there's a whole lot of [1:02:44, 1:02:45]: Financial data. [1:02:45, 1:02:47]: That makes it work makes it uh [1:02:47, 1:02:48]: Uh tangible. [1:02:49, 1:02:53]: And it requires approval by the Henry County uh [1:02:53, 1:02:59]: but government and it also requires approval by the school board. So there's a couple of [1:02:59, 1:03:01]: different processes and it takes [1:03:01, 1:03:06]: It really depends on the willingness of the two ent of the entities to work together. [1:03:06, 1:03:08]: He said it could be as early as [1:03:08, 1:03:12]: five five or six months or it could be as long as two years to work out. [1:03:12, 1:03:13]: The terms is just [1:03:14, 1:03:29]: uh how agreeable uh those individuals are. I think the school board would be uh I think very interested in improving the area where they're gonna put their 45 million dollar STEM school. So I think they have a stake in the table too. [1:03:29, 1:03:31]: And allowing some of that funding to return. [1:03:32, 1:03:33]: uh to this uh general error. [1:03:34, 1:03:35]: So [1:03:35, 1:03:37]: That's the explanation on the tad. [1:03:37, 1:03:40]: Last night we approved a [1:03:40, 1:03:41]: Um [1:03:41, 1:03:45]: A development called uh o along on uh Shields Road. [1:03:45, 1:03:50]: Brush Armor, I think the name of it. Brush Creek Armor or Brush Armor, one of the two. [1:03:50, 1:04:06]: uh Brush Creek development. Oh, it's gonna be on Shields Road and it's gonna be uh 41 townhomes um uh in that community. It will extend to um where either the quick trip is over there. [1:04:06, 1:04:20]: Because that neighborhood's been sitting back there for a while. And really the developer came forward to explain to us that it had so many requirements on it in terms of amenities that nobody really wanted to invest that much in it. [1:04:21, 1:04:23]: Uh we kind of reached a happy medium. [1:04:23, 1:04:25]: Where we got uh [1:04:25, 1:04:28]: We cut the amenities, but we kept the essential ones. [1:04:28, 1:04:31]: The like the walking pass and the clubhouse and [1:04:32, 1:04:35]: uh you know the fire a pet fireplace pit [1:04:35, 1:04:40]: and and walking trails. So we kept the things that we thought were essential. [1:04:40, 1:04:42]: uh to the development and it should uh [1:04:42, 1:04:44]: be moving forward as well. So [1:04:45, 1:04:46]: We certainly [1:04:46, 1:04:48]: Wanna make sure that anything quality comes to the city. [1:04:49, 1:04:53]: Uh, the investment is solid and that uh whatever we do. [1:04:53, 1:04:55]: Uh enhances the area. This will be [1:04:56, 1:04:57]: Exactly that. [1:04:57, 1:04:59]: The quality development. [1:04:59, 1:05:02]: Uh in new home construction that we certainly need. [1:05:03, 1:05:05]: Uh, the developer had anticipated that. [1:05:05, 1:05:07]: The price point should be be between [1:05:08, 1:05:10]: Three hundred and fifty and four hundred thousand. [1:05:10, 1:05:11]: Uh, for the towel homes. [1:05:12, 1:05:15]: And they will be s about twenty one hundred to twenty four hundred. [1:05:16, 1:05:18]: square feet. So that would be equivalent to [1:05:18, 1:05:25]: a single family home size. So uh uh as well. So this will be new investment, new [1:05:25, 1:05:28]: uh community moving in and downtown, which we don't have. [1:05:29, 1:05:31]: to uh update a housing stock that [1:05:31, 1:05:35]: That uh averages a nineteen sixty six construction. [1:05:35, 1:05:40]: That's a problem for us. So I think we discussed that at our last meeting, how we needed [1:05:40, 1:05:42]: Quality investment. [1:05:42, 1:05:45]: And this is uh just the beginning. Hopefully there will be [1:05:45, 1:05:48]: А нумера с давоком аланту. [1:05:48, 1:05:52]: Hopefully you've seen in terms of the downtown you've seen. [1:05:52, 1:05:57]: Uh the East Atlanta project actually gets started again, whether actually out there [1:05:57, 1:05:58]: Doing work. [1:05:58, 1:06:02]: Uh, Georgia Power finally moved some of the uh the electrical. [1:06:02, 1:06:04]: Which was the actual ho last hold up. [1:06:05, 1:06:08]: uh that we had along the project. So they're moving forward to [1:06:08, 1:06:09]: Uh we um [1:06:10, 1:06:13]: To uh improve East Atlanta, adding a turn lane. [1:06:14, 1:06:18]: adding ten foot sidewalks and then uh eventually approving [1:06:18, 1:06:29]: and uh proceeding with uh Lee Street, uh North and South Lee Street, uh enhancing those as well. So you know we look forward to that. And the most exciting news. [1:06:29, 1:06:33]: You know, the annexation actually passed. So we got seven [1:06:33, 1:06:36]: About seven thousand new citizens coming into the city. [1:06:36, 1:06:41]: Uh some of those are very close to downtown and some of them are actually indeed. [1:06:42, 1:06:45]: New extended DDA uh map area. [1:06:45, 1:06:48]: Because some of the areas that were very close to downtown. [1:06:48, 1:06:51]: were not in the city limits, which was a s you know, which is [1:06:51, 1:06:54]: A shame, but pretty much everything now. [1:06:54, 1:06:57]: Uh in that middle area from Banks Road. [1:06:57, 1:07:07]: all the way up to uh near Maze Roads is pretty much in the city limits. So uh, you know, there's no more holes in the city at this point. Everything is solid. [1:07:07, 1:07:10]: Uh the city limits now stands out to [1:07:10, 1:07:14]: Uh Valley Hill Road out on uh down forty two. [1:07:14, 1:07:17]: And all the way out to the Clayton County line on one side. [1:07:18, 1:07:20]: And then uh there was no extension south. [1:07:21, 1:07:23]: But uh there was some commercial. [1:07:23, 1:07:25]: Uh in the Eagles Landing area. [1:07:25, 1:07:32]: that was not in the hospital that was not uh in the city limits. The hospital previously was surrounded by the city limits, but it was not. [1:07:33, 1:07:35]: The hospital is now in the city limits. [1:07:35, 1:07:37]: All of those doctors offices to the north. [1:07:38, 1:07:40]: Of Eagles Landing Parkway, so pretty much everything. [1:07:41, 1:07:43]: Along hi uh uh Eagles Landing Parkway. [1:07:45, 1:07:48]: Uh i is in the is in the city limits at this point. [1:07:48, 1:07:48]: Yes. [1:07:49, 1:07:53]: So I think uh un pretty much uh we want to be able to [1:07:54, 1:07:56]: continue moving along that process. So [1:07:57, 1:07:57]: Oh. [1:07:58, 1:08:01]: Things are moving and it's very exciting to be [1:08:01, 1:08:06]: uh in the city at this time and uh hopefully we can continue to move the needle forward. [1:08:06, 1:08:09]: I like the aggressiveness and wanting to lean forward to help out. [1:08:10, 1:08:12]: Uh Bob with the D DA. [1:08:12, 1:08:17]: And uh the one fourteen. So we just need to get clarification on that idea'cause certainly [1:08:17, 1:08:23]: Uh I'm I would be receptive of it if that actually came to that. So but let's let's just see. [1:08:23, 1:08:25]: What happens and how this plays out. [1:08:27, 1:08:29]: Thank you, Councilman. Go ahead, Barber. [1:08:29, 1:08:35]: Um just the clarity, the annexation, is that effective immediately or that takes place January? [1:08:35, 1:08:38]: It takes it takes place January first, uh [1:08:38, 1:08:44]: And uh of twenty January first. So all of those if you come in, we have basically about [1:08:44, 1:08:47]: Forty five days, but obviously we've been preparing. [1:08:48, 1:08:50]: Uh all along to in order to do that. [1:08:51, 1:08:58]: You know, you know, we've had this conversation. If you watch the meeting again last night and you see Chief Tramer and the city manager, they're discussing. [1:08:59, 1:09:01]: the annexation and they're talking about [1:09:01, 1:09:03]: You know, the effects that it's gonna have on it. [1:09:03, 1:09:12]: For say the police now would be responsible for I 75, where before Henry County police was responsible for I 75. [1:09:12, 1:09:16]: Stockbridge police will be responsible for I seventy five from [1:09:16, 1:09:20]: It from highway one thirty eight to exit two twenty eight. [1:09:20, 1:09:23]: All the way down to Johtocko, where all of that will be [1:09:23, 1:09:25]: uh stock route so it's um [1:09:26, 1:09:27]: You know, it's extremely exciting. [1:09:28, 1:09:33]: You know, the chief was able to present last night. Uh, you know, the city has gotten [1:09:33, 1:09:36]: uh one point two five milyen dollars in [1:09:37, 1:09:40]: grants for our public safety. One of the grants was one to [1:09:40, 1:09:43]: One point two five milion dollars. [1:09:43, 1:09:45]: Thankful to uh Chief Tramer and [1:09:45, 1:09:48]: Uh, Captain Anderson they're aggressively pursuing. [1:09:49, 1:09:57]: uh grant and available dollars. And what that does, it is enables the police department to grow. They're going to be adding additional officers. [1:09:57, 1:10:00]: You know, annexation's gonna require more. [1:10:00, 1:10:02]: Time and attention to that area. [1:10:02, 1:10:09]: And they've been planning for that and they apply for this grant in in anticipation that that would happen and it has. [1:10:15, 1:10:19]: Thank you, Councilman. Any other questions or comments for um the councilman? [1:10:22, 1:10:42]: All right, we will move on to old business. Uh and I'll run through these fairly quickly unless there's questions or discussion. Uh the MLK Senior Memorial Public Art Update. Uh we did get an updated uh final uh presentation or report uh developed by the consultant that the DDA approved, uh Ellen. [1:10:42, 1:11:02]: And uh so we expect to have that finalized in the next week or so. And then Ms. Holiday, I will be reaching out to you just for your guidance on when it would be appropriate to present that to the city council for consideration for uh funding and support of a public art project. [1:11:02, 1:11:04]: to honor M L K Sr. [1:11:04, 1:11:07]: Excellent. I'll send you the agenda timeline. [1:11:07, 1:11:09]: Very good. Appreciate that. [1:11:10, 1:11:30]: Uh the new DDA logo that's in motion as well. We've gotten uh a proof of the final logo, which I've shared with this uh group, and we just need to uh pay the invoice and then we should get the final package and get that wrapped up. Uh that actually will launch a number of marketing efforts. Uh [1:11:29, 1:11:49]: Namely, uh what I'd like to focus on first, given the budget that we have for the facade grant, is to develop marketing materials for the uh for the facade grant, like a print piece that we could uh pass or mail to the local businesses, uh letting them know of the facade grant and [1:11:49, 1:12:09]: and uh and its benefits and encourage its use in the downtown districts. So and you know, and other things, things like, you know, we talked about maybe some sort of t-shirts or badges or business cards for the DDA members so that we can identify ourselves at these public gatherings. I think that would be helpful as well once we have a logo. [1:12:09, 1:12:10]: Yeah. [1:12:10, 1:12:30]: Um any questions on either of those items? All right. And the TSW master plan, they have reached I have reached out to that firm, uh, given them the market study that was prepared. Um, there was a little that's actually what brought the conversation up around the tax allocation district because the same firm TSW is [1:12:30, 1:12:50]: I believe they're also involved with uh developing the plan for the TAD. So we want to make sure that the that the plan for the tax allocation district aligns with the master plan for the downtown district. Make sure those two are aligned. And now that that's underway, I think that. [1:12:50, 1:12:55]: gives us clearance to proceed the uh master plan with TSW. [1:12:56, 1:13:16]: And the last item on old business is the uh intergovernmental agreement. And and councilman, this is something I actually might reach out to uh your predecessor. There was a question that came back from the city's attorneys on the use of the city's attorneys. And I I want to make sure we're clear. [1:13:16, 1:13:36]: Clear on where that came from. We had language in there that said, you know, part of what the city provides on a regular basis is, you know, support for things like the city clerk or our office tools or conference facilities and just some basic tools for. [1:13:36, 1:13:38]: the DDA to run its business. [1:13:38, 1:13:58]: Part of what's been offered before, this was before we uh the DDA ever hired an attorney since I've been with the DDA. Uh, councilman um or councilwoman uh aGantt had said, well, you know, you can use the city's attorney. And and and and the gentleman we spoke to today even alluded to that, that he's done that for other cities where you know they sort of [1:13:58, 1:14:18]: borrow the city's attorney for an opinion for the DDA. That's what was meant to represent in that language. Um I want to make sure it wasn't interpreted as a demand or exclusivity to say that, oh, the city will provide legal support. That's that, that wasn't the intent. So we we probably need to [1:14:18, 1:14:19]: It may be [1:14:20, 1:14:40]: adjust the language to represent what our intent was. But I wanted you to understand it verbally to see if you had any questions and and maybe we need to reach out to uh councilwoman Gantt to maybe clarify what the what her thought was in that previous offer. And you know it can either be there or we can strike it. I don't want that to hold up the uh IgA. [1:14:40, 1:14:43]: Hey, but I wanted you to understand what was meant by that. [1:14:43, 1:14:45]: Any any reaction to that? [1:14:45, 1:14:47]: I just think now you have an attorney. [1:14:47, 1:14:49]: Let them do the work. [1:14:50, 1:14:53]: Right. That's what they're do that's what they're getting paid for. So [1:14:53, 1:14:58]: And then he could explain that to Quentin and they could get acquainted and this would be their first. [1:14:58, 1:14:59]: uh transaction. [1:15:00, 1:15:07]: Yeah, good idea. All right then. Uh I will probably still loop in, Councilwoman Gantt, just to make sure that I um [1:15:07, 1:15:13]: am um clear on how that wa on that offer that had been made several times previously. [1:15:13, 1:15:20]: Well uh uh understanding that uh you know, when it when when you consult the city attorney, they're getting paid. [1:15:20, 1:15:22]: You know what I mean? That's how it works. So [1:15:23, 1:15:24]: You can cause uh [1:15:24, 1:15:27]: Uh I know, you know, that would have to be brought to council and approved. [1:15:28, 1:15:32]: For them to be able to do that because if you call in there every time you call them to ask a question. [1:15:33, 1:15:36]: That's four hundred and fifty dollars. You know what I mean? So it's like [1:15:36, 1:15:40]: It's not like you're consulting them and then nothing's happening. So anytime you [1:15:40, 1:15:42]: Річ автизем. [1:15:42, 1:15:43]: It's not [1:15:43, 1:15:47]: Free and then you have your budget and the city has their budget. So [1:15:47, 1:15:50]: I I'd have to you'd have to be careful with that, you know. [1:15:50, 1:15:52]: Right. Right. All right. [1:15:53, 1:15:59]: So those are the updates I have under old business. So uh any any questions or comments on any of those points? [1:16:01, 1:16:09]: All right, that takes us to the end of the agenda. Is there anything that we want to uh cover just under uh general topics before we close the meeting? [1:16:10, 1:16:13]: Uh real quick, we have we plan on having a volunteer. [1:16:14, 1:16:16]: banquet on December the tenth. [1:16:16, 1:16:18]: Uh, each of you would um [1:16:18, 1:16:20]: Be volunteers, and certainly we would [1:16:20, 1:16:23]: Like you all to attend and be recognized for the [1:16:24, 1:16:26]: Work that you do for the city. [1:16:26, 1:16:32]: Oh, thank you. It's the first I've heard of it, so appreciate it. Moral mandums, yeah. [1:16:34, 1:16:40]: It was just approved Monday yesterday, Roger. All right, very good. All right, that's very kind. [1:16:43, 1:16:45]: All right, anything else? [1:16:49, 1:16:52]: All right. Well, shall we have a motion to adjourn? [1:16:54, 1:16:55]: So [1:16:55, 1:16:57]: Thank you, Councilman. [1:17:00, 1:17:01]: And we have a second. [1:17:01, 1:17:02]: Back in [1:17:03, 1:17:05]: Thank you, Barber. Any discussion? [1:17:06, 1:17:23]: All right. And all those in favor to adjourn, please raise your hand. That looks to be unanimous. Thank you, everyone. I appreciate your continued support. Have a great evening. Have a great thing and safe Thanksgiving. Thank you. Good night. Happy Thanksgiving. Happy Thanksgiving. Good night.
