[0:09:51, 0:09:52]: I [0:09:53, 0:09:53]: Okay. [0:09:54, 0:09:56]: I have two opposed. [0:09:57, 0:10:01]: Um Ms. Alexander, you you can uh hold in this case. Okay, okay, okay. [0:10:01, 0:10:03]: Okay, all pose abstain. [0:10:06, 0:10:09]: Two abstain. Okay, so it's two zero two. [0:10:09, 0:10:14]: And on that note, I would say that the motion does not carry. Is that correct, our attorneys? [0:10:16, 0:10:20]: Yes it is Mayor Ford. Okay. Okay. Does not carry. So we'll move on. [0:10:20, 0:10:25]: Next next ladies and gentlemen, we have the uh review of the minutes for the following meetings. [0:10:26, 0:10:34]: Uh please ma'am. Yes ma'am. Yes, ma'am. Yes, sir. [0:10:56, 0:11:00]: Mm, if you don't mind, can you give me the vote count of the of the opposition to the uh motion? [0:11:01, 0:11:03]: To amend the agenda. What's the what was the vote count? [0:11:03, 0:11:04]: It was uh two four. [0:11:05, 0:11:11]: Uh no one against and two abstain. And uh Councilwoman Barber and Councilman Thomas abstained. [0:11:11, 0:11:14]: And Repro Tem Alexander uh Kunavu. [0:11:14, 0:11:16]: Thank you. Thank you, sir. [0:11:16, 0:11:34]: You're welcome. Now review the minutes of the following meetings. You have the council meeting minutes from uh March eighth and the council work session uh meeting minutes from March 30th. So please review those at our next uh council meeting. We'll be able to approve those meeting minutes. So if any changes and adjustments, please get with the clerk. [0:11:35, 0:11:36]: On that note, we'll go to public comments. [0:11:37, 0:11:43]: And before I ask the curr uh the clerk to read any public comment, first of all, do we have any public comments? First of all, Miss Ms. Clerk. [0:11:44, 0:11:52]: Yes, yes, Mayor Four we do. Okay. So otherwise comments are limited three minutes, uh minutes for the comments there to be read by the clerk during the meeting. [0:11:52, 0:12:07]: respecting all members of the elected body, officials and staff, comments including uh definition, unruliness, and swearing will not be accepted. So madam clerk, you have the the comments to read the comments appropriately in this aspect, please. [0:12:08, 0:12:11]: All right, I'll read them in the order that they were received. [0:12:11, 0:12:12]: Okay. [0:12:18, 0:12:19]: Mm. [0:12:19, 0:12:23]: Okay, the first one is from Mindy Mayers. [0:12:23, 0:12:24]: M A Y E S. [0:12:25, 0:12:28]: Who lives at one zero zero eight Peaks Point? [0:12:29, 0:12:31]: Support of Mayor Pro Tem [0:12:32, 0:12:33]: Alexander. [0:12:33, 0:12:36]: Greetings, council members. My name is Mindy Mayers. [0:12:37, 0:12:47]: 1008 Peaks Point, McDonough, Georgia. I have known Mayor Pro Tem Elton Alexander for 17 years as a friend, father, grandfather, business owner, and community leader. [0:12:47, 0:12:53]: The picture being painted of him by fellow council members is not accurate and feels very personal. [0:12:53, 0:13:00]: He is much more than the post you read online. I am a voting resident of the city of Stockbridge. [0:13:00, 0:13:10]: We voted him in office and if there is a concern, we as residents need to be raising it and spearheading any efforts to have him removed or investigated. [0:13:10, 0:13:13]: I have not seen that being done. [0:13:13, 0:13:19]: As a resident, I would love to see the council members move past the public bickering and arguing. [0:13:19, 0:13:24]: We voted Mayor Proteum Alexander into office, knowing the allegations and concerns. [0:13:25, 0:13:27]: The city of Stockbridge posted on their website. [0:13:28, 0:13:30]: That there was no fault found. [0:13:30, 0:13:40]: As a voting resident, I would like to see the city move on and focus on the things we elected our officials to do better, our roads, city. [0:13:40, 0:13:43]: Bring ro resources and services to the city, etcetera. [0:13:43, 0:13:47]: Because a select few council members have had public feuds. [0:13:48, 0:13:49]: With Mayor Pro Tem. [0:13:49, 0:13:53]: Their objectiveness is questionable. Thus I implore you. [0:13:53, 0:14:02]: To allow the voters to make decisions on election day, move forward from this chaos, and focus on the business of the city of Stockbridge. [0:14:03, 0:14:03]: Okay. [0:14:06, 0:14:07]: Yeah. [0:14:07, 0:14:10]: I o out of curiosity, how many total uh uh comments do you have? [0:14:11, 0:14:16]: I think there's eight, if I'm not mistaken. Seven or eight. I d I don't remember exactly. Okay, quite quite please. [0:14:17, 0:14:19]: Okay, Mr. Charles M Edward Marshall. [0:14:20, 0:14:22]: One hundred forty Somerset Hills. [0:14:23, 0:14:23]: I support [0:14:24, 0:14:37]: Uh Councilman Elton Element I'm sorry, I support Councilman Elton Alexander. I understand that the council is trying to remove him from office. I support him remaining in office as a Stockbridge City Council member. [0:14:38, 0:14:42]: Ms. Yvonne Marshall, one hundred forty Somerset Hills, McDonough, Georgia. [0:14:43, 0:14:53]: I am supporting Mayor Pro Tem Elton Alexander. I am supporting Councilman Elton Alexander to remain on the City of Stockbridge's City Council. [0:14:54, 0:14:58]: Tamika Robinson, seven forty Winnebrook Drive. [0:14:59, 0:15:10]: And she noted comments to speak on the major improvements in the county I live in Henry County, speak on how well Councilman Alexander keeps us informed. [0:15:12, 0:15:13]: Miss Rhonda Brown. [0:15:13, 0:15:15]: two hundred and eighty one Winthrop Lane. [0:15:16, 0:15:23]: And her comments were just council member and lawsuit. There were no additional comments included in that. Okay. [0:15:25, 0:15:29]: Z Griffith, seven two four Leaf Drive, McDonough, Georgia. [0:15:29, 0:15:33]: Comments removal of Councilman Elton Alexander. [0:15:37, 0:15:41]: Dolton nineteen and I only have a [0:15:42, 0:15:45]: Email, I don't have an address for Dalton Nineteen. [0:15:45, 0:15:58]: I think Mr. Elton Alexander has done a very good job for Stockbridge. Stockbridge and its citizens are very important to him. He goes out of his way and I am sure spend many hours working on improving Stockbridge. [0:15:58, 0:16:08]: The lawsuit that was brought against him was cleared. If there were any other questions or confusion, the matter should have gone to court to make sure it was settled. [0:16:08, 0:16:15]: People and businesses have a way to try to destroy anyone or anything they feel are in their way or hindering them. [0:16:15, 0:16:16]: from getting what they want. [0:16:17, 0:16:22]: If you get rid of Mr. Elton Alexander, you are opening the door to destroy everything he has built. [0:16:22, 0:16:32]: which is not fair to the citizens of Stockbridge, Georgia. I don't believe mister Elton Alexander should be removed from the office when he was cleared of the matter. [0:16:34, 0:16:46]: Ms. Bernice Peters, 1512 Woodbury Court, McDonough, Georgia. I support Mayor Pro Tem Elton Alexander for all he does for the community. He understands the need for change. [0:16:46, 0:16:55]: Economic growth for the city of Stockbridge and to compete with other successful counties throughout Georgia, such as the Amphitheater Aquatic Center. [0:16:55, 0:16:59]: Stockbridge Police Department and his weekly food drive, et cetera. [0:17:01, 0:17:05]: Sunny Bandazzo, 111 Bryant Street. [0:17:05, 0:17:09]: The people of Stroutbridge don't want the change that has happened in the past year. [0:17:10, 0:17:17]: I will remind you that I asked the council to at least pause the construction of the amphitheater until the pandemic. [0:17:18, 0:17:23]: was over in March twenty twenty and beyond. There was not a single building [0:17:25, 0:17:32]: started at that time. There was a force majeure clause in the contract that would have led us out of it. [0:17:32, 0:17:36]: To my knowledge, pause in the contract was never even discussed. [0:17:36, 0:17:41]: Now it's gone from sixteen point five million to over twenty-two million and still counting. [0:17:42, 0:17:46]: We were not able to attend the meetings in persons to make our feelings known. [0:17:46, 0:17:49]: The meetings are still closed as we speak. Open them. [0:17:50, 0:17:52]: The Zoom meetings barely work technically. [0:17:52, 0:18:12]: Also, the meetings are pure chaos with Mr. Alexander droning on and on and giving the appearance of bullying at least two other council members. The public believes that three are conspiring against the other two. Not because someone told us that, but because we see it happening before our eyes. We would make a motion if I could have a full investigation into the [0:18:12, 0:18:20]: To every decision or andor expenditure you have made in the past two years, especially since March 2020. [0:18:20, 0:18:24]: We are embarrassed to be city of Southridge residents due to the recent news. [0:18:25, 0:18:28]: Events about the one point seven million settlement and the rhetoric [0:18:28, 0:18:30]: We have to endure from Mr. Alexander. [0:18:31, 0:18:37]: Also, please instruct council members that they are not allowed to block comments on their Facebook or social media pages. [0:18:37, 0:18:40]: I am asking Mr. Alexander to step down. [0:18:44, 0:18:46]: Mr. Andrew Dixon. [0:18:46, 0:18:48]: two thirteen Ernestine White. [0:18:49, 0:18:55]: And his comments are regarding the amphitheater budget increase and the state of our city with settlement of lawsuit. [0:18:55, 0:19:03]: It has been really disheartening to watch city council meetings and watch the lack of chemistry and respect for each other as elected officials. [0:19:04, 0:19:10]: An elected official when operating in the capacity of the city no longer represents self but this city. [0:19:10, 0:19:17]: Now our city is under a dark cloud of a settlement to very serious allegations to a city council member. [0:19:17, 0:19:19]: Social media is taken storm. [0:19:19, 0:19:28]: To this, to both sides. And I have read most of the depositions, and some things were very alarming and actually hard to read and see going on. [0:19:29, 0:19:43]: To me, it seems that our council has lost the focus of what they were elected to do. On one hand, you have a council person who was accused of harassment and strong arming a business owner in the city. Then you have a councilperson making press conferences. [0:19:43, 0:19:48]: for the unseating of said council members. But today on social media, a post was made. [0:19:49, 0:19:56]: Of the same councilwoman talking to the person who is suing the city, and from what it sounds like basically adding fuel. [0:19:56, 0:19:57]: to the fire. [0:19:58, 0:20:04]: A couple of weeks ago, a council meeting came to an end after executive session with an argument about keeping cameras. [0:20:05, 0:20:07]: on for the entirety of the meeting. [0:20:07, 0:20:10]: It seems like more focus is being given to personal qualms. [0:20:11, 0:20:13]: Then focus on city issues. [0:20:13, 0:20:22]: According to social media and amp our amphitheater, although great, is blowing past budget expectations, not by thousands, but millions. [0:20:22, 0:20:29]: I can stand corrected if this isn't right, but I feel like the city is being so sunk to achieve an image. [0:20:29, 0:20:30]: of other cities. [0:20:31, 0:20:34]: Why can't we just be stockbridge, not bucket? [0:20:34, 0:20:36]: Not Atlantic Station, just Stockbridge. [0:20:36, 0:20:45]: We take the foundations to create the city that fits our citizens' needs. If we wanted a Buckhead or Atlantic station, we would have moved there. [0:20:45, 0:20:51]: I am all for wanting to be able to live, work, and play in Stockbridge, but we have to get the horse. [0:20:52, 0:21:01]: We have to get the horse before the carriage. Infrastructure, maintaining taxes and not raising already high taxes every time you spend out of a budget. [0:21:01, 0:21:06]: Tax breaks for companies to take over already built warehouses so no more pop-up. [0:21:06, 0:21:10]: I leave I leave our beloved counsel with this. [0:21:10, 0:21:12]: Please take time to reflect. [0:21:12, 0:21:17]: And set aside personal qualms you have with each other, you are elected by the people. [0:21:18, 0:21:33]: for the people to be the voice for us, not for yourselves, to take this city in a direction where we can live, work and play safely and affordably. I thank you for your time and wish you guys the best in these troubled times. [0:21:34, 0:21:39]: Rolita Mims, three six seven one Deer Springs Parkway. [0:21:40, 0:21:44]: For Elton Alexander to keep his seat on the city council. [0:21:44, 0:21:50]: I believe that Elton Alexander should keep his seat on the board as a council member and not be removed. Thanks. [0:21:52, 0:21:55]: Alicia Boyd, 741 Winbrook Drive. [0:21:55, 0:22:02]: Do not fire or continue to ask Councilman Alexander after reading several desp depositions and to learn. [0:22:03, 0:22:05]: No findings on his part. [0:22:05, 0:22:13]: I am outraged to learn how Councilwoman Gantt gives the information for his lawsuit to hear her on tape. [0:22:14, 0:22:16]: Which the defendant recorded her. [0:22:16, 0:22:17]: Why she [0:22:18, 0:22:22]: is not fired or resigning and I'm reading verbatim. [0:22:22, 0:22:33]: I am outraged. Blame is on the wrong council member. This is unethical on her part. I, Mr. I, Mr. Alexander, is good for the community. [0:22:33, 0:22:35]: He should not step down. [0:22:35, 0:22:42]: This was dirty and I could not believe what I was hearing on the tape recording. I demand action. [0:22:43, 0:22:44]: Those are all of the [0:22:45, 0:23:04]: public comments mayor sir sir sir hold on hold on please i don't want to comment i just want to get a uh a a rhonda black rhonda uh uh was trying to uh say that her comments were issued and she did not get them posted appropriately uh to the city fist fa uh comment page and no we had an issue with that [0:23:04, 0:23:09]: And Miss Zanay, she issued a comment as well, but apparently there were not [0:23:10, 0:23:13]: They were not recorded because she sent us an email this afternoon. [0:23:14, 0:23:23]: Right. Ms. Rhonda Brown. I did have one for Rhonda Brown. Rhonda Brown's comment says council member and lawsuit. I thought I read no comments there. [0:23:24, 0:23:26]: Okay, she said she had additional comments. [0:23:27, 0:23:31]: Well listen, that's what I'm gonna talk to one second. That's what I'm gonna talk to uh the clerk about. [0:23:32, 0:23:52]: All the comments need to be in at least an hour, hour prior to the meeting, is which which is on our document here. And you read those particular comments. I've also seen, and I don't know if everybody else saw this or not, but I've also seen that several people, participants had their hand raised. But I'm thinking that even though their hands were raised, I mean they want to have something to say. [0:23:52, 0:23:52]: Say [0:23:53, 0:24:02]: But I thought that all the comments had to be in one hour prior to and I would think that whatever you read, Miss Clerk, uh those are all the people that came in in a timely manner. Is that correct? [0:24:03, 0:24:10]: That's correct. So now Rhonda Brown issued her uh comment on April twenty sixth at nine twenty-six p.m. [0:24:10, 0:24:11]: And [0:24:12, 0:24:17]: She only had the line. I I sent out an email to those individuals that only had one. [0:24:18, 0:24:24]: line on their comments to make sure that we were uh actually capturing their entire comment. [0:24:24, 0:24:30]: There was a glitch there. I sent it back to them and asking them to resubmit it if they wanted if they had additional. [0:24:30, 0:24:31]: Uh comments. [0:24:32, 0:24:33]: Okay. [0:24:33, 0:24:39]: But I have not received that email if she has said it. I just checked it while you were talking and I I have not received it. [0:24:40, 0:24:46]: Well the thing of it is I saw some hands raised, but that but I wasn't sure how to go even get those individuals. And once again [0:24:46, 0:24:54]: Uh what I understand and what we have written down is those comments need to be in ahead of time and be read by the clerk since we're in this type of uh process here. [0:24:55, 0:25:00]: Yes, ma'am. Go ahead. Yeah. Okay. Ms. Rhonda Brown's comment did come in. [0:25:02, 0:25:03]: It's a it's it's came in. [0:25:04, 0:25:08]: Okay. I'm gonna forward to you, Mayor. You and then you decide what you want me to do. [0:25:08, 0:25:11]: Well you can forward it to me. What what that's f that'd be fine. [0:25:11, 0:25:15]: What it amounts to, ladies and gentlemen, is that uh the comments need been one hour prior to. [0:25:15, 0:25:23]: And so we're gonna stop the comments at this point. She read all the comments that came in a timely manner and we're gonna move on at this point and we'll we'll address these things accordingly. [0:25:23, 0:25:26]: Number item number three deals with information. [0:25:26, 0:25:36]: 2020 DCA Hotel Motel Tax Tourism Report presented by Ms. Laura Lucere, Director of Tourism. Tourism. Laura, you're on. How you doing, Laura? [0:25:38, 0:25:39]: Wonderful. Thank you, Mayor. [0:25:39, 0:25:40]: Thank you. [0:25:41, 0:25:44]: And if I can um share my screen very quickly. [0:25:44, 0:25:45]: You can. [0:25:47, 0:25:49]: I would think they should be able to do that, no problem. [0:25:50, 0:25:51]: Let me here we go. [0:25:52, 0:26:03]: Is it shared? Yes, yes, we see it. Thank you very much. Okay. [0:26:03, 0:26:23]: So um my name is Lara Lucre and I am the Director of Tourism for the Henry County Convention and Visitors Bureau, which is the official destination marketing organization of Henry County, which includes the cities of Stockbridge, Hampton, Locust Grove, and then we also are the DMO for the unincorporated parts of Henry County. [0:26:23, 0:26:30]: Um and so just want to jump into our presentation that does review our twenty twenty program of work. [0:26:30, 0:26:33]: You did receive the Department of Community Affairs um [0:26:34, 0:26:48]: the hotel may have tax report that we prepared for the Department of Community Affairs. And so this I'm just going to go through um some of that program of work in a little bit more detail, but also be very mindful of your time. I have sent a copy of this presentation to um [0:26:49, 0:26:54]: Miss Holiday, so and I can also send it to anyone else if you you need it, council. [0:26:55, 0:27:15]: But it's the first thing is that we did um launch a new brand in twenty and in twenty twenty. Um we needed a new brand that was more um modern and inclusive of our brand. So we are now um calling ourselves Visit Henry County, Georgia. The Convention and Visitors Bureau is a not a very commonly understood term, so Visit Henry does um help. [0:27:15, 0:27:21]: better understand what we do, what our mission is, and um the new brand doesn't re better reflect Henry County, we believe. [0:27:22, 0:27:42]: With the launch of the new um brand, we were also able to do a new visitor's guide that was a really elevated magazine style guide that allowed us to have more um editorial as well as um just a lot more content. Um if you have not seen a copy of this yet, we um I can get you a copy. You can also give you a copy of it. [0:27:42, 0:27:55]: it online and they have been incredibly successful um for us in the last year. We are still using them because we did not get them until after um everything had shut down. Um so we are going to be printing a new one in 2022. [0:27:57, 0:28:17]: Um also with our new brand, we also launched new ads. And these ads you'll see, this is just a kind of an example of ads used in a variety of different ways. Um and you can see that the one of the other things that the new brand allows us to do is to customize specific ads with specific cities and specific content. So you'll see. [0:28:17, 0:28:34]: your Stockbridge ad here um features um a couple eating at the Stockbridge Lakes Bed and Breakfast and this is actually was an ad um that came out in 2021 but was um sent in in 2020 um that was a part of a regional promotion that we were able to be a part of um that featured [0:28:34, 0:28:37]: Um, ads in four national publications, including um [0:28:38, 0:28:56]: Better Homes and Gardens, Martha Stewart living and a few others. But you see that you just there's a lot of functionality and flexibility with the brand and some of the elements that you'll be seeing across multiple ads and across the visitor's guide, across the website that really um gives it a different um and a fun, fun um aesthetic. [0:28:58, 0:29:18]: And then one of the other things that we do a lot of is digital advertising. Um we do ads across a lot of different channels, but in 2020 we were able to serve about 2.1 million digital ads across a variety of uh across a variety of um platforms. And here's just kind of [0:29:18, 0:29:30]: a rundown of some of those digital platforms. I'm not gonna go through each of them, um, but one of the ones that I did want to mention is um what we're really excited about. We started last year, I believe, which was called um [0:29:31, 0:29:47]: excuse me, it's called um OTT or C T V, which is called over the talk television or uh connected tech TV. And that includes ads on streaming providers like Hulu, on smart TVs, and then embedded online content. And we're able to get ads um on some of your apps and um [0:29:47, 0:30:07]: things like weather channel, discovery channel, people watching those in streaming prov streaming settings. Um and ads for specifically for the city of Stockbridge, showing the city of Stockbridge's uh 15 second um video were um was very well received with a click through rate of 26% and that click through to the city specific um page on our [0:30:07, 0:30:08]: Our site. [0:30:09, 0:30:27]: Also, we have sponsored content. When we were launching our brand, this just came out in in May of last year. And it was eight reasons Henry County is better explored. And Stoppridge had three um different locations on that list. You see with Floyd Chapel, Panola, and Barn Beautiful. And this content received over 1,500 shares. [0:30:28, 0:30:48]: And like I said, all this content, um, the digital ads do link back to our website um to the city specific pages. So city ads sit um link to Stockbridge's city page on our site. And in 2020, so the city of Stockbridge's landing pages was one of our top 10 landing pages. Um, and we saw year over year traffic for the city page. [0:30:48, 0:30:54]: age um jump 95%. And you can see some of the places that that traffic was coming from. [0:30:55, 0:31:08]: We also um launched an artisan trail on our site last year. Kira and Lisa um from your staff um reached out and said that there's a really there was a lot of really wonderful artisan content um being um [0:31:09, 0:31:29]: the um in Stockbridge and that knew that probably throughout the county and we were able to work with them and build out a really robust trail of artisan products. So what you'll see in here on the left hand side is the map where we have each of the different artisan businesses. And then on the right is the a screen capture of our um website with just the first of those artisan [0:31:29, 0:31:33]: is in businesses listed and we've had some really great traction for that as well. [0:31:34, 0:31:54]: Obviously 2019 was all about excuse me, 28, 2020 was all about COVID. And so we did a lot of COVID-specific programming. We had information pages on our site when we still do about COVID information, what restaurants are offering, what types of services, pickup, et cetera. And then we also had a food drive that was specific for members of our hospital. [0:31:54, 0:32:09]: hospitality community, which we know were disproportionately affected by the pandemic, particularly the early closings. So we were able to secure more than two tons of food and give it to members of the hospitality community who had either lost their job or had their hours significantly cut. [0:32:10, 0:32:14]: And then we really needed a way for our partners to be able to tell [0:32:14, 0:32:30]: um guess that we're still traveling what they were doing to in order to keep them safe. So we developed the cleanliness compliance pledge that they were able to explain and list the things that they were doing. And we have an entire page on our site that's just um dedicated to businesses who've opted into this program. [0:32:30, 0:32:33]: And we spent a lot of time during the same um during this [0:32:34, 0:32:54]: shut down basically and then the last year working on partner development. Um and so we've had lunch and learns before the program, uh before, excuse me, before pan the pandemic really took hold and we shut down, we were able to offer lunch and learns to our hotels um and then do a hospitality mixer that um here in Bar at Barn Beautiful, the ability to get [0:32:54, 0:32:54]: Our [0:32:55, 0:33:00]: partners better educated on what our attractions are, as well as to get to know each other better. [0:33:00, 0:33:20]: And then with the same token, something we've been doing consistently for the last year and a half has been partner promotions where we work with a local um business. Um in this case it was Rum Creek, the photo you'll see here, where we bring a small gift or item to the hotels to tell them about that particular business and so hopefully introduce the business owner to the hotels and so that they can. [0:33:20, 0:33:23]: and build partnerships um for future promotions. [0:33:24, 0:33:38]: And then we really would like for Henry County to be known as the hub of customer service. So we have been uh finding and honoring customer service um greats from our hospitality community and giving monthly awards as well. [0:33:38, 0:33:49]: And then we've been working to do educational series, particular to our partners. Um we did three this summer, and those have been recorded and are available on our YouTube channel for our partners to take advantage of. [0:33:50, 0:33:57]: We also would really like for Henry County to have an image as a better art destination. And so we're working, we have an arts consortium. [0:33:58, 0:34:18]: And they've got a series of different um pro programs that they have been working on since last year and are still working on this year. Um and so um look for more details about that because we've just got some really wonderful programs. The photo you see was a fo was um Barn Beautiful made these beautiful ornaments and we had local artists paint them and we were able to give those as kind of thank you for [0:34:18, 0:34:27]: for what you've done gifts to more than 80 different tourism partners um last year. So um and we had I think more than 20 artists I think that painted ornaments. So we had a great [0:34:27, 0:34:29]: Um a great buy-in from that. [0:34:30, 0:34:50]: And social media is a part of everything that we do. Um, and so yeah, I just want to highlight two quick things. One is that um we know that in the midst of the pandemic, our partners were looking for ways to get out and to talk to people in different ways. So ASHA, our digital marketing or excuse me, our digital content manager, reached out and said, Any partner who's interested in doing short Zoom interviews with me, um [0:34:50, 0:35:01]: Tell me about your business, about yourself, um, how you got into the business, etc. Um, and she recorded those and um we did 12 tourism talk videos. [0:35:01, 0:35:10]: And five of those were stockbridge businesses that took advantage of that program. And you can see some of the results that we got, um, which were really tremendous from those videos. [0:35:10, 0:35:30]: And then also partnership is really key. Um, ASHA worked with um the Arabian Mountain National Heritage Area and Panola Mountain on creating video a video and um other blog content and social content around the um expansion of the path trail into Henry County, which um we're very excited about, particularly with the pandemic, people are really looking for new and [0:35:30, 0:35:38]: and different and ex accessible outdoor activities. So um she was able to put together a really beautiful video to to highlight that. [0:35:39, 0:35:48]: And then just quickly, um, 20 some 2021 um upcoming events, a preview of some things is we have um [0:35:48, 0:35:58]: been even doing more city specific search engine marketing programs. Um and so you'll learn more about that as our we present next year or if you have any questions, you're more than welcome to call me. [0:35:59, 0:36:05]: Um and as I said, we want Henry County to be known as a culture of customer service or a place where cult customer service reigns. [0:36:05, 0:36:25]: So we've launched one program already under our culture of customer service, and that is a guest experience 101. It is a customer service class. It's an online free program for our partners. And then later this summer we will also have a hospitality for all, a diversity, equity, and inclusion program that's going to also be taught by experts. [0:36:25, 0:36:28]: um in their individual fields online. [0:36:28, 0:36:38]: And it'll be a free program for our partners as well. Um, I mentioned the Artisan Consortium and one of the things that they have launched recently is called the Bushy Tale Art Trail and it's um [0:36:39, 0:36:59]: Squirrel picnic tables, which are small picnic tables decorated by local artists and installed in public parts as a public um arts display. We have 10 up so far with more upcoming through the rest of this year. Um so look for those. And then just wanted to make you aware of one legislation change that did come about. Um that House Bill 317 did. [0:36:58, 0:37:18]: modify the hotel some ways the hotel motel tax can be collected from short-term rentals. This is Airbnb, VRBO, and home away sites like that. As of July 1st, all short-term rentals are now required to collect and to remit their hotel motel tax on room nights um or hotel nights or [0:37:18, 0:37:21]: whole house nights if that's what it is. Um [0:37:22, 0:37:27]: within the city. So depending on how many the city of Stockbridge has within their um [0:37:27, 0:37:41]: within their city, that could be additional revenue that's coming based on those short-term rentals. So with that, that's just a quick overview of those programs. And at this point, if anybody has any questions, I'd um love to answer them. [0:37:41, 0:38:01]: Well, thank you, Miss Luca. I appreciate the presentation. Uh, don't know if this is coming next or if this ends it, but in reference to the the the last year during a pandemic, 2020, right? In reference to the amount of funds that have been gathered or collected from hotel motor tax in the city of Stockbridge, I've for some reason I thought there was going to be a briefing or information. [0:38:01, 0:38:04]: about that. Is that not the case? [0:38:04, 0:38:17]: I certainly can. Um we do have the report um that's the hotel motel tax. I can um go through that report if if you would like me to. I I would think of that would be something of interest in a sense. [0:38:17, 0:38:18]: Okay. Um [0:38:19, 0:38:33]: Well, for twenty twenty, um, the city of Stockbridge, um well this is what I speak about is the what's called the reserve or excuse me, the um restricted portion of the tourism tax. We receive um [0:38:34, 0:38:36]: Hotel motel taxes collected by from [0:38:37, 0:38:40]: Any hotel um and um [0:38:41, 0:38:54]: In Stockbridge, it's eight percent. That's the hotel motel fee, hotel motel tax. Um, the first two percent, excuse me, I'm for the first three percent are retained by the city and are unrestricted and can be used in any um [0:38:54, 0:38:56]: in any way that is legal. [0:38:56, 0:39:08]: Then after that, the next two percent is required to be provided to a private nonprofit set up for the promotion of tourism. And in this case, the city of Stockbridge has elected to make that the Henry County Convention of Visitors Bureau. [0:39:09, 0:39:12]: Um after that you have your additional three percent. Um [0:39:12, 0:39:29]: And that money is then spent split 50-50. 50% of that has to go um to the city of Stockbridge, but it can only be used for tourism project development purposes. And then the additional fifty percent or one and a half percent if you split it um is um [0:39:29, 0:39:37]: goes to the Convention and Visitors Bureau or the Destination Marketing Organization for promotion of the community. [0:39:38, 0:39:40]: And it remains unchanged. The way that the [0:39:40, 0:39:46]: uh destination marketing organization can use that money does not change with that additional percent like it does for the city. [0:39:46, 0:39:47]: Um so [0:39:48, 0:40:01]: What we were charged with um for 2020 was um city contributed 167,817 and ninety cents. That was what we received from the city. Um [0:40:01, 0:40:05]: for twenty twenty. And um [0:40:05, 0:40:16]: We use that in a variety of ways. Obviously, um things like billboards, websites, the ads that we spoke about, um, events that we do. Um [0:40:17, 0:40:17]: Um [0:40:18, 0:40:19]: There was some [0:40:20, 0:40:32]: prepayments of things like we went ahead and we had a plan to have press come in, but obviously that didn't happen. So those things that have been pre have been booked up, um office supplies, um [0:40:33, 0:40:36]: memberships in trade organizations were a member of [0:40:36, 0:40:56]: three different uh organizations, um printing office supplies, salaries, that kind of um that kind of things, as well as um the visitors guides that we spoke about, the way that um, you know, the city of Stockbridge is not responsible for 100% of any of those things because [0:40:56, 0:41:04]: The way um that we are set up, we are four entities, and so this city of Stockbridge, Hampton. [0:41:04, 0:41:11]: Locust Grove and then unincorporated Hinner County Board of Commissioners are all partners in this. And so um we're able to do more. [0:41:11, 0:41:21]: because of that combined resources. So with a hundred and sixty seven thousand dollars, we would not have been able to achieve and do the things that we were able to do, but because of the um [0:41:22, 0:41:26]: the joint buying power um from all four entities we could do. [0:41:26, 0:41:31]: uh can do more basically. I don't know if you have specific questions about [0:41:31, 0:41:34]: any of those programs or any of the um [0:41:36, 0:41:40]: the the money that was that was received and then spent on behalf of the city of Stockbridge. [0:41:41, 0:41:57]: No, I'm fine right now with that general uh uh synopsis. Uh the rest of the council may have a question for you just a second, but let me ask you this. In reference to the Henry County Tourism Guide, I believe in early part of the presentation it showed a a 2020 uh edition. [0:41:57, 0:42:03]: And if that was the case, I believe you said that a new edition won't come out until twenty twenty two. Is that correct? [0:42:03, 0:42:05]: That is correct. Okay. [0:42:05, 0:42:07]: We had [0:42:07, 0:42:11]: The majority we got um our guides printed and they were delivered. [0:42:11, 0:42:18]: Um, I think the twenty fourth. I think as we know, pretty much everything locked down on the seventeenth, and we got them delivered like literally the next week. [0:42:18, 0:42:26]: Um, and then all of the state welcome centers, which is one of our primary distribution points, um, they did not accept visitors' guides until late last year. [0:42:26, 0:42:46]: Um, so we were able to get all of our visitors' guides out. Um, one of the things that has been really successful for us with those visitors' guides is we were able to have custom brochure racks made by Barn Beautiful and installed in the after hours areas of those of four different welcome centers. And I cannot keep visitors' guides stopped in those welcome centers because they're going so fast. [0:42:46, 0:42:49]: So um we [0:42:50, 0:42:59]: needed to use the ones that we have. Um and s but we will go through those and then we'll have a brand new guide in the same format um for 2022. [0:43:00, 0:43:04]: Okay, thank you for that. Council, any more questions for Miss Luca at all? [0:43:04, 0:43:06]: Uh Councilman Thomas, go ahead, please, sir. [0:43:07, 0:43:13]: Thank you, Mayor. Uh Mrs. Lucas, thank you for um coming out with this update tonight. We really appreciate it. [0:43:13, 0:43:31]: Um I had the opportunity to meet Mrs. White um a year or so ago. Uh in your early presentation, you mentioned um some initiative or some involvement, I believe maybe had to do with um historic preservation. [0:43:31, 0:43:34]: Could you speak to any future endeavor? [0:43:35, 0:43:41]: That she may be planning uh in that arena of uh historic preservation. Oh, you can correct me, I'm not. [0:43:42, 0:43:52]: Um, I do recall that you mentioned her uh some initiatives. So can you just reiterate uh what may be planned for Mrs. White and under her umbrella that she may be? [0:43:52, 0:43:54]: uh doing in the community uh in the future. [0:43:55, 0:44:11]: So Aisha is our digital content manager and so her main um ex area of expertise in purvey is social media and um digital content and our website. Um she has worked with um she does all of our social and through that she has built a um [0:44:12, 0:44:15]: А репор від пастор Вансет м. [0:44:16, 0:44:21]: Floyd Chapel. And so she was able to introduce us and we were able to have a conversation about [0:44:21, 0:44:25]: What um that relationship could look like and how we can better share. [0:44:25, 0:44:28]: The King Legacy and the story of Floyd Chapel. [0:44:28, 0:44:31]: Um through social and through other um [0:44:31, 0:44:33]: And through other potential future. [0:44:33, 0:44:39]: um opportunities. And so we were able to have a very long conversation about what that could look like. But there is not um [0:44:39, 0:44:42]: anything solid as far as that. I think they know that [0:44:42, 0:44:42]: Uh [0:44:43, 0:44:53]: Pastor Vance is working on on programmings that would allow the church to be open for more hours because that would be something that we would love to be able to promote. Um and um [0:44:54, 0:45:03]: even at the state level, I know that they would also love to be able to do that as well. Cause there is a footsteps of MLK trail um that has a brochure as well as a website. [0:45:03, 0:45:12]: And it is currently Floyd Chapel's currently listed, but um with the fact that it's really only open on Sundays, that does limit some of what they can do. Um and so we would [0:45:12, 0:45:14]: Would love to work with him more on on [0:45:15, 0:45:18]: getting that so that it's open or that and that we can promote it. [0:45:18, 0:45:20]: Um in other ways. [0:45:21, 0:45:25]: So what level of significance would any other [0:45:26, 0:45:29]: Um historic sites or [0:45:29, 0:45:34]: uh entities in the city of Stockbridge, what what level would they have to reach? [0:45:34, 0:45:37]: For you to be able to [0:45:37, 0:45:42]: um recognize those or even just to to come out and and and research it. [0:45:43, 0:45:44]: Um [0:45:44, 0:45:47]: What what level would that need to to reach? [0:45:48, 0:45:49]: 'Cause there are many um [0:45:50, 0:45:55]: Historical uh landmarks, if you will, in the city of Stark Ridge, churches. [0:45:56, 0:46:01]: uh schools, other locations. So I'm just trying to get an ideal of [0:46:02, 0:46:03]: You know, what [0:46:03, 0:46:13]: you may be looking for as far as um, you know, the whole tourism package and and what level would it have to reach for it to be significant enough. [0:46:13, 0:46:16]: uh for it to um be highlighted. [0:46:17, 0:46:35]: So for us, um, we do not necessarily research tour or historic sites. Um, we are about promoting what it what is existing. Um and if you know the need arises to um we're more than well willing um and would welcome the opportunity to kick around ideas as to how [0:46:35, 0:46:48]: um and whether that's a tourism specific site. So I know that there had been discussions about creating a trail for the MLK history with the cemeteries and um the um [0:46:48, 0:47:08]: the church is part of that. And if that were to come to fruition, we would love to promote that. That is not something that we um like we don't have, we're not a research space, but we we are looking for opportunities for visitors to come to those locations. So for us to promote them, they need [0:47:08, 0:47:09]: to be open to the public. [0:47:09, 0:47:15]: They need to be um accessible, they need to be safe, they need to be well marked. [0:47:15, 0:47:21]: Um, you know, we can't send people to private property. We can't send I mean we can send people to Floyd Chaplin, we but we let them know. [0:47:21, 0:47:26]: churches open on Sunday, there is a historic marker there. And so, you know, we certainly send people to to drive by. [0:47:26, 0:47:30]: But if it's something like a cemetery and if it's private or if it's public, um [0:47:31, 0:47:45]: we would need to, you know, for there to be a clear marker or directional thing that we could give people and say, okay, if you're gonna go to the cemetery, it's open between these hours. Um and in order to find the graves that you're interested in, this is what you do. Um and so [0:47:45, 0:47:46]: For us [0:47:47, 0:47:59]: It's all about can a visitor experience it? Could a r you know, you can do some appointment base, but you need to have more than just like one day uh b one day a week really in order for it to be um [0:48:00, 0:48:04]: Really, really visitor specific, visitor friendly. [0:48:04, 0:48:08]: Right, right. All right. I appreciate that. Uh Mayor, I yield back. [0:48:08, 0:48:11]: Okay, thank you. Any other questions for Ms. Saluca, please? [0:48:12, 0:48:15]: Questions or concerns about the her presentation. [0:48:16, 0:48:17]: Map Pro Tem, go ahead, please. [0:48:20, 0:48:20]: You muted. [0:48:23, 0:48:27]: Thank you so much, Ms. Lucer. Um appreciate the presentation. [0:48:27, 0:48:31]: Uh, can we talk about the way forward as we get ready to [0:48:31, 0:48:33]: Endeavor with um [0:48:33, 0:48:35]: Opening up the amphitheater. [0:48:35, 0:48:38]: Аз водомір атракція. [0:48:38, 0:48:41]: um in the state, how can how is it that we can best [0:48:42, 0:48:43]: Work with you to uh [0:48:44, 0:48:46]: to maximize the exposure for it. [0:48:47, 0:49:05]: I think that's a really it's an exciting um addition to the portfolio and we would photos would be wonderful um once that um it's open or um even before what we really like to be able to showcase is people enjoying an attraction. Um we would prefer to have [0:49:06, 0:49:11]: A photo of people on the stage, people in the stay-ins, people, you know. [0:49:11, 0:49:22]: having a meal, those kinds of things, because we can sell those experiences. So once that it's open, we would love to set up times. We have a photographer, you know, to be able to do those kinds of things. Um [0:49:22, 0:49:34]: All of our events or any of the events that are scheduled at the um amphitheater would certainly go on our website. We do have a calendar of events. Um Asia uses the calendar as well as the um [0:49:34, 0:49:35]: The website. [0:49:35, 0:49:36]: And um [0:49:36, 0:49:41]: information from the community and from our partners to pull pull from for our social media. [0:49:41, 0:49:42]: Um [0:49:43, 0:50:03]: And so I think that working with y'all as to what's coming up, knowing well in advance, um, and also with our digital ads, there are some opportunities. Like I said, we're doing more um specific search engine marketing that is specific to cities. And one of the things that ways that we are doing that is by um figuring out what are some of the strong points. [0:50:03, 0:50:12]: Points for each of our cities, if it's history, if it's shopping, and then really focusing on offering specific offerings. Like if you're looking for things to do. [0:50:12, 0:50:18]: um for a music venue, you know, in Stockbridge. So I can see the amphitheater being really um [0:50:18, 0:50:38]: in your integrated into everything that we're already doing with photos. Photos are going to be key, um, but also with information and with um information about the events that are coming up. I don't know yet, uh haven't heard is it planning to be special events, one off kind of events, or is there going to be like a a season? Cause you could promote an entire season. [0:50:38, 0:50:48]: of shows. Um, and that's a different type of program or a different type of ad than if it's a specific show just, you know, every once in a while. So I think that there's a lot of opportunities and I would love [0:50:49, 0:51:00]: you know, to sit down and kind of hear what your plans are for that so that we can develop a plan for exactly what is the best um way to promote your amphitheater. [0:51:02, 0:51:22]: I I appreciate I appreciate that, Laura. And we'll have to uh set you set appointment with uh Mr. Knighton along with our advanced staff to work out those details out in this aspect. But uh but uh this summer of course we'll have a a blessing and a ribbon cutting and then we'll set up a time frame to to advertise properly a concert or two. [0:51:21, 0:51:38]: before we get into the fall months, but you'll be well known. You'll know that ahead of time. Of course the the the staff and and this council themselves were we're pretty excited about that. And of course the citizens are gonna truly be excited as well. As you well know, that we'll have limited capacity because we're still in the middle of a pandemic. [0:51:39, 0:51:56]: you know, but uh it's still gonna be a great event and and great. So I'm glad you're here and that was an excellent class question for Mayor Pro Tem, but we will definitely have you locked in, Laura, with the with uh Mr. Knight and our event staff to to get all the information and and plan for you to come on out and with your photographer and and take all those wonderful pictures. [0:51:56, 0:52:02]: Okay, on that note. Any other questions for uh uh Miss Lucre Council? Anybody else? [0:52:03, 0:52:23]: See no one else. Okay. Laura, thanks a lot. And uh yeah, you can stay as long as you like, it's totally up to you. Uh but good good to see you and appreciate the the presentation. Okay. Thank you. Appreciate it. Okay, that's no problem. Ladies and gentlemen, I want you to know that listening, audience, that that public comments are already over at this point. Um, sorry if you if you didn't understand the process. [0:52:23, 0:52:30]: Since we've been in a virtual environment, public comments have to get into the clerk, and the clerk will read them. [0:52:30, 0:52:49]: I mean your comments are probably still uh relevant in the sense that uh we can maybe do it at the at the next council meeting and get them in enough time. Really appreciate your patience and understanding on this process. On that note, we're gonna go to old business council consideration to approve the Henry County City of Stockbridge Aquatic Center IGA intergovernmental agreement. Mr. Knighton, please. [0:52:50, 0:52:56]: Thank you, Mayor, uh and and to the council. Uh obviously we have been working through this for the past several weeks. [0:52:56, 0:53:01]: uh with respect to a uh potential intergovernmental agreement with the uh Henry County [0:53:02, 0:53:07]: Board of Commissioners uh regarding uh the Aquatic Center, which is an approved SPLOST project. [0:53:08, 0:53:11]: Uh that would be located in the city of Stockbridge. [0:53:11, 0:53:13]: at the bridges of Jodico. [0:53:13, 0:53:18]: Um the resolution that was originally passed by Henry County, of course, we reviewed that with you. [0:53:19, 0:53:25]: And it seemed to resonate uh with the council to move forward toward an intergovernmental agreement. Uh, since that time. [0:53:26, 0:53:32]: Um the attorneys primarily uh Mr Berry, Jeremy Berry has been working with Mr. Jockstetter. [0:53:32, 0:53:36]: uh to develop uh the formality of an intergovernmental agreement. [0:53:37, 0:53:51]: Of course, uh the intergovernmental agreement covers several things with respect to not only the construction, uh, but the overall operation of the facility that would be handled essentially by Henry County. [0:53:53, 0:53:54]: There were a couple of items. [0:53:55, 0:54:02]: That we wanted to ensure were in place. We made some uh different iterations, some changes as it relates to. [0:54:03, 0:54:06]: Any roads that provide ingress and egress to the facility. [0:54:06, 0:54:10]: Being handled by Henry County and also for utilities. [0:54:11, 0:54:16]: Um and infrastructure that would be needed that would normally be a part of a construction project. [0:54:17, 0:54:19]: Also being handled by Henry Cown. [0:54:20, 0:54:23]: The county has asked for a waiver of impact fees and permit fees. [0:54:24, 0:54:25]: And the ability to [0:54:26, 0:54:27]: Um [0:54:28, 0:54:36]: Uh, essentially uh construct and permit uh the aquatic center via their uh building department and appropriate officials. [0:54:37, 0:54:43]: Um the one other thing that we did uh mention and add was indemnification. [0:54:43, 0:54:48]: Some level of indemnification for the city of Stockbridge since presumably [0:54:48, 0:54:52]: Henry County would handle uh the construction. [0:54:52, 0:54:53]: An ultimate operation. [0:54:54, 0:54:55]: And those items uh [0:54:55, 0:54:59]: were included in the IGA. The latest version we got was [0:55:00, 0:55:03]: Uh, yesterday afternoon, and I forwarded that to you via email. [0:55:03, 0:55:10]: And uh Mr. Berry, I think uh would probably be the most appropriate person to speak further to any other items as relates to [0:55:11, 0:55:13]: The intergovernmental agreement for the aquatic center. [0:55:14, 0:55:15]: Mr. Berry, sir, please. [0:55:16, 0:55:18]: What else else you have to add, please? [0:55:18, 0:55:24]: Thank you, Mayor. And I and Randy did a great job. Mr. Knighton did a great job at giving an overview. Um [0:55:24, 0:55:28]: Yeah, man, the the this is a good partnership between the city and the county. [0:55:28, 0:55:32]: And I think the A IGA lays that out. We did want to make clear. [0:55:32, 0:55:35]: Because the the county is taking the laboring oral. [0:55:35, 0:55:36]: And a lot of this. [0:55:36, 0:55:39]: And we just wanted to make clear what the the [0:55:39, 0:55:42]: uh roles of both the city and the county would be. [0:55:42, 0:55:46]: And because the county is doing most of the work that the city [0:55:46, 0:55:50]: uh you know would be involved in the um you know otherwise [0:55:50, 0:55:54]: The permitting process, but also make sure that the county would indemnify the city. [0:55:55, 0:55:59]: uh if there were ever a problem arising from from any construction [0:55:59, 0:56:01]: But all in all, this is a great agreement. [0:56:02, 0:56:03]: And we appreciate [0:56:03, 0:56:03]: The counties. [0:56:04, 0:56:07]: to work with us do it on a in an expedited manner to get this done. [0:56:09, 0:56:29]: Well, I would say the provided that uh the council has some comments, I'm pretty sure they do, and they've approved of this uh document, then um uh Jeremy and and Randy, Mr. Knighton, I look forward to you all working with the county to get me to share her rail somehow, maybe for the weeks out, if we can do this. [0:56:29, 0:56:49]: in the next few days so I can join her and sign this document and in this aspect, provided of course the council agrees to the fact that we should go forward. I would think that they would, you know, in that note, but I look forward to signing an agreement with Chair Harrell to get this thing going and not to not to slow it down. On that note, I'll be quiet. Council. [0:56:49, 0:56:50]: Any in the comments? Anybody? [0:56:52, 0:57:02]: No one's had no comments. Okay. Smore Mayor Putam's his hand popped up. Thank you, sir. I I was trying to defer and allow others to make comments. I was gonna sit back. [0:57:02, 0:57:17]: But in the end, no one raised their hand. So I wanted to make sure that we understood just take a moment and take a breath. Sometimes we gotta look at what what's happening to us. Look at the historic things and how God has blessed this city. [0:57:17, 0:57:22]: We're opening the greatest best amphitheater in the state of Georgia. [0:57:22, 0:57:28]: And he is about to bless us with a twenty-two million dollar aquatic center. [0:57:28, 0:57:31]: In our city at the same time. [0:57:32, 0:57:50]: How about that? All these years we talk about and I and Mayor, I let let me give you the kudos. I I like the way you're approaching this when you say you want to be at that press conference with um Chair Harrell signing these documents, because this is gonna usher in a new era of cooperation. [0:57:51, 0:58:02]: between the cities and the counties and show truly that we can work together collectively in the best interest of the citizen. So I love the way that you're putting that because [0:58:02, 0:58:18]: We all need to work together collectively. The citizens want us to roll the sleeve. They don't care about these boundary lines and all of that. They just want to see us accomplish growth. So thank you to the Board of Commissioners. All of you all collectively. [0:58:18, 0:58:21]: For allowing us to work in through this partnership. [0:58:21, 0:58:23]: And it's gonna be amazing. [0:58:23, 0:58:27]: what we're able to do. So thank you to all involved. Thank you to the council. [0:58:27, 0:58:31]: And everybody. It was a collective effort on everybody's part. [0:58:31, 0:58:35]: And and this is about to come true. Thank you, Jesus. All the glory to God. [0:58:36, 0:58:39]: Okay, anybody else have any comments? Any council members? [0:58:41, 0:58:53]: All right, I I see a none at this point. All right. On that note, well gentlemen, um uh Jeremy, Randy, uh, and even Quentin, sir. I mean, uh whatever you can work out with the attorneys and and uh get this going and [0:58:54, 0:58:56]: And uh see what we can do to um [0:58:56, 0:59:01]: They get this uh document signed off for probably I I would imagine though that the commissioners will probably [0:59:01, 0:59:04]: have to all agree to this. I mean I'll say we [0:59:04, 0:59:15]: We well what it is, I guess we just need a we need a vote. Right. We need to vote. Um I keep running my mouth. We need a vote here. So I need a motion to accept this proposal. So moved. Oh, is there a second? [0:59:16, 0:59:19]: I second. Ms. Gantt seconded. Any further discussion? [0:59:20, 0:59:21]: And if not all in favor, please indicate. [0:59:22, 0:59:25]: Okay, so okay, so now it's for what's here here. Okay. [0:59:25, 0:59:26]: So on that note, gentlemen. [0:59:27, 0:59:31]: Whatever you can work out with the uh with the with the county staff, I would imagine that the [0:59:32, 0:59:52]: The commissioners would have to get to have a meeting of some type to to approve this as well. I would hope there'd be wouldn't be a problem with that at all. But anyway, I'll leave it in you all's hands uh to to take this forward and to work out the details and then of course let us know, uh let us all know because I would imagine several council members won't be present for the signing as well. All right. [0:59:52, 0:59:54]: All right gentlemen, anything else on this note? [0:59:55, 0:59:55]: Good. [0:59:56, 0:59:57]: Okay, let's move on. [0:59:58, 1:00:02]: New business council consideration to approve amphitheater change order number sixteen. [1:00:02, 1:00:07]: in amount of sixty seven thousand dollars and t sixty seven thousand uh twenty two dollars [1:00:07, 1:00:09]: Funding sources, bonding. [1:00:09, 1:00:10]: Mr. Knighton, please. [1:00:12, 1:00:29]: Yes, Mayor Ford, thank you. Uh uh Carl Trevathan is on the call as well, um, and he can probably better than I speak to some of the technical aspects of this uh requested change order that has to do with uh some head wall support and some other items and concessions and some of the other buildings. [1:00:29, 1:00:32]: Uh just over sixty five or sixty six thousand dollars. [1:00:33, 1:00:38]: Um a few months ago when when you approved all of the bonding for the various projects. [1:00:39, 1:00:42]: At that time we discussed an overall budget of what we expected. [1:00:42, 1:00:47]: uh to to move forward to complete uh the amphitheatre this was a part of that [1:00:47, 1:00:51]: overall budget and so this was not unexpected in terms of any financial [1:00:51, 1:00:56]: A commitment here based on what the council has approved. But I'll let Mr uh Trevathan [1:00:56, 1:01:00]: I speak to perhaps the technical aspects of what is being requested. [1:01:01, 1:01:03]: All right, Carl's on you, sir. Please. [1:01:03, 1:01:23]: Thank you, Mayor. Thank you, uh, council. Um hopefully this will be brief. Um there are two items in this change order and they're really unrelated, but uh we chose to basically bundle these two together under one uh presentation to the council for approval. Uh both of the [1:01:23, 1:01:43]: These are of the size and cost that would require council approval as they're both over$25,000. The technical aspects, the first one was during the course of the project, there was coordination of [1:01:43, 1:01:48]: between uh some of the vendors or the contractor. [1:01:48, 1:02:08]: and the designer uh to carry out implementation of erecting the uh canopies and uh cooling doors in several of the buildings and born out of that coordination was an was the next was a necessity to add some additional structural elements to carry [1:02:08, 1:02:28]: Those uh items uh that were not originally anticipated in the design. Um this effort is done, and I don't I I don't want to get in the too into in the weeds too much, but it's done during the shop drawing process, which is well after the contract is bid and left. Uh, when this uh came to [1:02:28, 1:02:31]: to um uh to be um [1:02:32, 1:02:51]: seem to be necessary. This is not an uncommon process that happens during the course of a project. But we did have to add these structural elements for these items. And that total cost uh look is$33,682 for that. [1:02:51, 1:03:11]: And then the second item had to do with um during the construction of the retention ponds. Um the we encountered some flowing groundwater out of the uh banks of one of the ponds. Um and it was continuous and was determined to be um um [1:03:11, 1:03:16]: From subsurface water, in essence a spring, continuously flowing spring. [1:03:17, 1:03:37]: And that required that bank to be uh stabilized. Um and we also um the designers also recommended that that part of that stabilization be uh done with um something other than riprap, which is basically just chunks of of lime. [1:03:37, 1:03:57]: stone just laying on the ground which is not very attractive and with these ponds being uh in the uh being very prominent to the to the water features in the park um uh thought to use uh um a little bit more expensive landscape stone it's called river slick uh that's just mined out of [1:03:57, 1:03:58]: Riverbeds and so it's a little bit more than a little bit. [1:03:59, 1:04:10]: uh a much nicer s stone and cost quite a bit more. So that was utilized to make the stabilization more attractive to people who are going to be using the park. [1:04:10, 1:04:17]: Um and that uh cost for that effort to stabilize that bank and deal with that groundwater. [1:04:17, 1:04:22]: uh is thirty one thousand four hundred and thirty dollars. So that makes up those two make up the total. [1:04:23, 1:04:26]: a mile of the um of the chain door. [1:04:26, 1:04:32]: Uh as Randy said, both of these were contemplated. We knew about these a couple of months ago when I provided a [1:04:33, 1:04:46]: uh projected cost of completion of the project and it included these costs in that. So this does not require any additional funding. It's just that the the size of these, the cost of these require uh approval by city council. [1:04:47, 1:04:58]: Well, Carl, appreciate that. Now make sure I understand this natural flowing spring that you ran across, that is continuously the fill the pond of water. Is that what happens here? [1:04:58, 1:05:03]: It does drain into the to the pond. That's not an issue with the with the um [1:05:03, 1:05:05]: The volume of the pond. [1:05:05, 1:05:07]: uh it's not it's not a [1:05:07, 1:05:12]: a gushing amount of water. It's a trickle, but because it's continuous, it's gonna create [1:05:13, 1:05:23]: erosion problems uh and eventually we'll wash silt down at the pond. So it has to be stabilized and dealt with. So that's that's what this is is involving. [1:05:24, 1:05:44]: Well, uh okay, we stabilize that and then, but it's uh to have a natural even trickling type of flow, I guess it's kind of like a blessing that you have constant water going into a pond that's a that's a uh landscape type of feature, I would think. Uh I mean, and and you didn't realize that was there. It just happened to I I'm assuming you didn't realize it was there, you just ran across it. [1:05:44, 1:05:56]: it and boom there it is. Okay. All right. Well I'm just I just kind of curious about it. It's kind of interesting to me, but okay. On that note I'll be quiet. Uh council, any questions for of Carl here? And any questions at all? [1:05:57, 1:05:58]: Uh Miss Barber, go ahead, please. [1:06:00, 1:06:01]: Sorry, I have to ask. [1:06:02, 1:06:04]: Will this be the last change order? [1:06:06, 1:06:07]: Um [1:06:07, 1:06:08]: Expect that it will. [1:06:08, 1:06:16]: Probably not. Um there is one other item that that I will probably be bringing to you if it in fact uh [1:06:17, 1:06:20]: goes over the threshold of needing to bring it to you. Um [1:06:21, 1:06:41]: Also during the course of the project, uh it was it it became apparent that we needed to improve on the uh acoustics of the ceiling of the stage over what was designed to get a better uh uh get a better performance of how that stage will work acoustically. I don't have those numbers in yet from Brussels. [1:06:41, 1:06:44]: So I don't from H. J. Russell, so I don't know if it's going to be seen. [1:06:45, 1:06:47]: The uh the twenty five thousand dollar threshold that [1:06:47, 1:07:07]: Again, that one was also contemplated in the project budget that I submitted to you or the cost of completion. So it will not require any additional funding either. Um and that is the only one that I know that's really on that I'm tracking that would would raise to the uh threshold or bringing it to city council. [1:07:09, 1:07:12]: Thank you. Any other questions, Council? [1:07:13, 1:07:16]: Okay, no other questions. Any emotion to accept this change order, please? [1:07:18, 1:07:18]: They're emotion. [1:07:20, 1:07:21]: Some more. [1:07:21, 1:07:22]: Is there a second? [1:07:25, 1:07:26]: There's a second to the motion. [1:07:28, 1:07:29]: Okay, no second. [1:07:31, 1:07:36]: Alrighty. Oh Miss Barber, you second that? Okay. All right. Any further discussion? [1:07:39, 1:07:43]: All right, motion's been made, been made and seconded, of course. All in favor of the motion, please indicate. [1:07:46, 1:07:47]: Up opposed. [1:07:50, 1:07:51]: Anybody s abstain? [1:07:52, 1:07:52]: Epstein. [1:07:53, 1:07:57]: Okay. And I'm only at scene and because my my phone went out. [1:07:57, 1:08:01]: And the Zoom went out, so I don't know what all was presented. That's all. [1:08:02, 1:08:06]: All right, so uh three zero one, it passes. Fantastic council, appreciate it. [1:08:07, 1:08:10]: On that note, uh I have some comments here. [1:08:10, 1:08:11]: Ladies and gentlemen. [1:08:11, 1:08:13]: As you well know, we're still in a pandemic. [1:08:13, 1:08:14]: All right, so [1:08:14, 1:08:16]: Testing for COVID nineteen is still important. [1:08:22, 1:08:28]: You got the Heritage Senior Center, of course, at uh 1050 Floor Florence McGuerty Boulevard in Madonna. [1:08:28, 1:08:34]: Testing for COVID 19 free of charge Monday, Thursday, 9 a.m. to 3 p.m. [1:08:35, 1:08:38]: Or Saturday night nine AM to twelve noon. [1:08:39, 1:08:44]: Okay. And you need to have an appointment obviously to have that particular uh to get tested. [1:08:45, 1:08:53]: COVID-19 vaccination, which is what's really important, and that's what's uh considered that to help stamp out and get rid of this particular virus. [1:09:12, 1:09:15]: is open Monday to Friday, eight AM to eight PM. [1:09:16, 1:09:18]: Or Saturday and Sunday, eight AM to five PM. [1:09:19, 1:09:21]: Now here in Henry County, the Atlanta Motor Speedway. [1:09:22, 1:09:26]: Uh it's been utilized for the public health department district four, Longwork County. [1:09:27, 1:09:30]: And cities um to vaccinate uh individual citizens. [1:09:31, 1:09:35]: Uh on Tuesdays, which actually the vaccination happened today at the Lanimona Speedway. [1:09:36, 1:09:47]: And um it will happen on Friday uh in uh Hampton. And that's the um the park that's located in Hampton. Slip my mind for a second here. Um [1:09:48, 1:09:59]: But anyway, I I'll have to think of that in a second. But anyway, it's uh if to get that to get that vaccination appointment, uh you would have to uh obviously uh call the number and I imagine they're probably booked up now as well. [1:10:00, 1:10:02]: On May fourth, Tuesday, May fourth. [1:10:02, 1:10:06]: uh going back to Atlanta Motor Speedway uh for testing. [1:10:07, 1:10:10]: And what's happening with that is that um [1:10:10, 1:10:12]: That'll be open from eight thirty to one. [1:10:14, 1:10:30]: And then from then from one to three will be a lunch and a restocking of the supplies and for this uh for the staff there. And then it goes from three to seven p.m. There are standing in hours for the vaccination process at Atlanta Motor Speedway starting Tuesday, May 4th. [1:10:31, 1:10:37]: Okay. Tuesday, May 4th, that they're standing at. And once again, do make a reservation that is 888. [1:10:37, 1:10:42]: uh four five seven zero one eight six in that aspect as well. [1:10:45, 1:10:58]: Now you can also go online and uh make an appointment online. And if you go online to do that, they're going to ask you four different things, demographics information, your race, ethnicity, gender, and age. [1:10:58, 1:11:18]: uh medical history, whether or not you've had any uh current current ailments or any type of allergies, whether or not you've also had COVID-19 before and you uh past uh infections testing or previous uh vaccinations and then your contact information and so [1:11:18, 1:11:21]: We'll have to put this on us on our website if it's not already there. [1:11:22, 1:11:29]: Uh but to do that uh to email uh to the uh website, I'm sorry, and that would be uh G T A [1:11:29, 1:11:32]: Dash V-R-A-S dot. [1:11:33, 1:11:35]: Power apps. [1:11:36, 1:11:43]: Sport uh portal portals dot us. Once again, G T A dash V R A S dot. [1:11:44, 1:11:59]: P-O-W-E-R-A-P-P-S-P-O-R-T-A-L-S dot us to actually uh go online to make a reservation uh for that. [1:11:59, 1:12:19]: vaccination piece. And on that note, I want to mention this. Obviously in the last 10 days or so, it's been a very hectic time, contentious time in the city of Stockbridge. So what I like to tell not only the council, but also the citizens that uh you got to keep the faith and you got to believe that uh that things are going to get better. [1:12:19, 1:12:24]: So let me mention this to you for myself and the council. We have to be above board. [1:12:25, 1:12:26]: And stay above the fray. [1:12:26, 1:12:29]: And and be respectful not only of one another. [1:12:29, 1:12:32]: Uh but also to our citizens in this aspect as well. [1:12:33, 1:12:44]: and uh not get too emotional about things that are going on, but stay stay steadfast on the mission that we're elected to do and to do what we can, the best we can for the citizens of Stockbridge elected us and put us in this position. [1:12:45, 1:12:47]: in this aspect. We've got a lot of great things going on. [1:12:48, 1:12:56]: And we've got to keep focused on those things. There are other things that are happening and may maybe everything that's happening may not be finalized just yet. Maybe it's at a draw at this point. [1:12:57, 1:13:01]: In this aspect, but we got to remember this all for the for elected officials is all for the betterment. [1:13:02, 1:13:11]: of our citizens to put us in office. And we ourselves need to show how we can maintain our composure, work with one another, come together as a team. [1:13:11, 1:13:31]: And continue to move forward, the city forward, period. That's what we need to do. And be mindful of what you're saying publicly, whether it's in this venue at this meeting or any other public meetings or on social media. We need to be mindful of that in this aspect. And citizens, you need to not only keep us all in prayer, but you also, in a sense, be mindful of what you're saying. [1:13:31, 1:13:34]: saying how you're presenting yourself as well. [1:13:34, 1:13:53]: I mean, we we're already have to be responsible individuals for your actions and what you say and what you do, period, in this aspect. So just um bear with us as we continue to try to do our best to move the city forward. And you already know we already have a great uh venue coming on in a couple months with our amphitheater, state art amphitheater, which is gonna be a game changer for Stockbridge. [1:13:54, 1:13:58]: Our downtown uh kicks off our downtown redevelopment process as well. [1:13:58, 1:14:01]: And it's a game changer for Henry County in this region. [1:14:01, 1:14:03]: You know, we just had a briefing from the the [1:14:04, 1:14:09]: the uh the actual uh tourism bureau for for Henry County. So the things that they're gonna do to help pump this up regionally. [1:14:10, 1:14:17]: in this aspect. Cultural Arts Center will come in and come around here in the next few years as well. We finalize that and and start building on that as well. [1:14:18, 1:14:38]: See, we're going to start getting eventually to our social events, the things that we like to do, the food truck tasty Tuesdays, now on our concert series, Bridge Fest. Those are all coming as soon as we get through this pandemic. Those are great things to come. And of course, as you well know, and with your help and with your understanding, citizens, we're going to start our own police department. It's something we need to do. [1:14:38, 1:14:55]: do and we're through the process right now to to get our own police uh chief online. So those application processes started. So we're going down this path of success, bringing a bright future for the city itself and make this uh diamond and rough and kind of buff it off and let it shine. [1:14:56, 1:14:59]: And so we we it takes all of us in a sense to do this. [1:14:59, 1:15:04]: And let's let's let's say that uh you know just the fact that we've got a great thing's going on, there's a lot of potential here. [1:15:04, 1:15:07]: And so we just gotta maintain our composure. [1:15:07, 1:15:09]: Not to get too emotional. [1:15:09, 1:15:13]: Have due respect for one another as best as possible and watch what you say and how you do things. [1:15:14, 1:15:15]: No one's perfect. [1:15:15, 1:15:18]: To include me, I'm not perfect either. I'm human. [1:15:18, 1:15:30]: But the point of it is that we've got to make sure that we try to do the best we can for what our duties and responsibilities are, do the best we can for our citizens we serve, and citizens do the best you can as being citizens of our city, our great city. [1:15:31, 1:15:31]: All right. [1:15:31, 1:15:33]: So keep us all in prayer. [1:15:34, 1:15:35]: God bless you all. [1:15:35, 1:15:38]: All right. And and we just gotta it's gotta keep the faith, folks. All right. [1:15:39, 1:15:40]: On that note, I'm gonna read some uh [1:15:41, 1:15:44]: some other uh documents here, some information here. All right. [1:15:44, 1:15:48]: City offices are still closed, uh, due to covet nineteen precautions and uh [1:15:49, 1:16:09]: As time comes, I know we're gonna start filtering. I think Mr. Knight's got a plan to start filtering the full-time staff back in and uh slowly but surely and things of this nature as we continue to beat back this virus. Uh of course, the the city hall is closed on Monday the 31st in observance of Memorial Day, and there is a virtual Memorial Day. [1:16:08, 1:16:18]: um activity that the city this applied the city is planning to do. Information is on is gonna be on the website, it's not already there about that. So you can participate in that. [1:16:19, 1:16:20]: And uh so let's say [1:16:21, 1:16:28]: Let's say city council meeting. The next time we meet together via Zoom, second Monday of the month is when it's gonna when it's gonna be, and that'd be May 10th.
