[0:16:11, 0:16:12]: Thomas go ahead place. [0:16:14, 0:16:15]: Shellitra horns. [0:16:16, 0:16:17]: McDonough, Georgia. [0:16:17, 0:16:19]: It has come to my attention. [0:16:20, 0:16:26]: That a request to remove Elton Alexander from the city of Stockbridge's City Council Board. [0:16:26, 0:16:38]: Based upon his history as a councilman, I am in disagreement with the request. Mr. Alexander has exemplified excellent leadership as well as a noted philanthropist. [0:16:38, 0:16:54]: During the course of one of the most crucial times in all of America, COVID nineteen, a pandemic that crippled many households, financially leaving men, women and children without a safety net, Mr. Alexander risked his life and started a food drive. [0:16:55, 0:17:02]: Mr. Alexander spearheaded many projects in the attempt to rephase Stockbridge and draw l larger corporations to our area. [0:17:03, 0:17:06]: The character of a good man speaks for itself by his actions. [0:17:06, 0:17:10]: I am proud to have Elton Alexander as a councilman. [0:17:10, 0:17:14]: Neighbor and someone that I k can call my friend. [0:17:15, 0:17:18]: Also, I just received a very pr disturbing video. [0:17:19, 0:17:22]: Of one of your other council members and what sounds to be [0:17:23, 0:17:32]: The counsel meant coercing with the owner of Barbecue Masters, the plaintiff, in the$1.7 million lawsuit against the city of Stockbridge. [0:17:32, 0:17:40]: When will we stop hurting each other? How long will it be us against us? Dr. CJ Horns. [0:17:41, 0:17:41]: Okay. [0:17:44, 0:17:46]: Ms. Zenoia Griffiths. [0:17:47, 0:17:53]: I support Mayor Pro Tem Alexander remaining on the South Stockbridge City Council. [0:17:58, 0:18:07]: To the mayor and council members, good evening. My name is Charles Marshall. I live at 140 Somerset Hills, McDonough, Georgia, which is in the Eagles Landing area of Henry County. [0:18:08, 0:18:15]: My wife and I have lived here for about eleven years and have been very engaged as stakeholders in the policies of affecting the robust growth. [0:18:15, 0:18:27]: and development of the city of Stockbridge. Our property butts up against the city limits, making it eligible for annexation and certainly impacting us in every way re relating to how we grow as a city. [0:18:27, 0:18:47]: Under your leadership of that of the council, we have seen the city take off in a positive way, bringing in businesses and developments that boost the city's image and gives us a greater sense of pride. I'm sure I speak for many when I say thank you for staying focused on those things that continue to make the city of Stockbridge a great place to live. [0:18:47, 0:18:48]: If work and play. [0:18:49, 0:19:01]: My comments this evening have to do with staying focused on keeping sit keeping our city growing and developing it into the beacon city of South Metro Atlanta and how distractions could jeopardize that effort. [0:19:01, 0:19:10]: The recent$1.7 million legal settlement that the city has incurred has taken center stage of the many activities and things of which the city is involved. [0:19:10, 0:19:15]: This is probably not the first setback that the city has seen, as we all know. [0:19:15, 0:19:27]: Will certainly not be the last. The culture that we live in today is of a nature that keeps us all at odds sometimes, even resulting into these sorts of things like litigations. [0:19:27, 0:19:37]: We have all seen how these litigations can become costly, especially when the litiGantts involved include large entities like a city, a city like Stockbridge. [0:19:37, 0:19:48]: The cost to the city could not only include a financial hurt, but also the long term hurt of the city's image predicated on how well the city leadership handles the situation without public conflict. [0:19:49, 0:20:00]: Citizens of a community expect their elected officials to be properly to properly handle public conflict. Internal finger finger pointing via social media, press conferences. [0:20:01, 0:20:08]: Public settings, vocal slurs, and slandering of members of our local government are not the recipe for good governance. [0:20:08, 0:20:15]: It just continues to exacerbate the situation all the expense of the city's image. [0:20:15, 0:20:17]: We can do better than this. [0:20:17, 0:20:22]: We can discuss a way forward without the public intimidation of one another. [0:20:22, 0:20:27]: We can unite as a city and move past this moment if we have the will to do so. [0:20:28, 0:20:29]: I would hope that we can. [0:20:29, 0:20:47]: Like many in the community, I support all of you as council members and as well as our mayor. I have been extremely impressed with Councilman Elton Alexander because I have seen his energy and I've and I've seen his dedication in moving our city forward. [0:20:47, 0:20:50]: I know there have been allocation allegations made against [0:20:50, 0:21:05]: him regarding the settlement and I also know that he has not been given a chance to defend himself in the courts. Councilman Alexander has spearheaded and has been involved in many of the city projects opening up for a new robust growth for the city. [0:21:06, 0:21:11]: I have personally seen him organize the community to plant trees and shrubs throughout the city. [0:21:12, 0:21:16]: as part of his commitment to keep our city beautiful and well maintained. [0:21:16, 0:21:36]: I have seen his caring for others and personally organizing a food drive every Tuesday of every week since the COVID pandemic struck some of our citizens in need. I'm sure all of the council members as well as the mayor have done things to better our city as well, and you all need to be commended. However, I like so much. [0:21:36, 0:21:43]: Many others in the community just ask that you stay focused on the city and not one another. Thank you for your time. [0:21:49, 0:21:56]: Oh need to see who's um this is from Mrs. Yvonne Marshall and the address is 140 Somerset Hills. [0:21:57, 0:22:04]: As a member of the greater surrounding areas of Stockbridge, I firmly support Councilman Elton Alexander to remain on the Council of the City of Stockbridge. [0:22:05, 0:22:19]: Councilman Alexander has been and still remains an asset and pillar for this community, bringing much-needed energy and excitement to this council. We have seen tremendous and much-needed positive growth to the community with Councilman Alexander's input. [0:22:20, 0:22:38]: He has personally and physically supported Keep Stock Ridge Beautiful by planting trees and shrubs around the city and much needed areas. He has faithfully sponsored and/or supported food drives every Tuesday for the citizens in the Stockbridge area. He has also supported economic development. [0:22:38, 0:22:41]: Children's baseball at Henry County Parks to remain. [0:22:42, 0:22:45]: Attends ribbon cutting events for new businesses. [0:22:45, 0:22:47]: Supports adopt the family program. [0:22:48, 0:22:50]: Community development for real people and toy. [0:22:50, 0:22:53]: giveaways and supports virtual series. [0:22:53, 0:22:57]: Southern Crescent Women in Business, How to Do Business. [0:22:57, 0:23:01]: With the city of Stockbridge and so many others, just to name it fewer. [0:23:02, 0:23:04]: The removal of Councilman Alexander. [0:23:04, 0:23:08]: from the city of Stockbridge would be devastating for the city. [0:23:09, 0:23:15]: Where else can you find a more dedicated and committed citizen that truly cared for the people of Stockbridge? [0:23:15, 0:23:22]: Councilman Alexander must remain on the City Council of Stockbridge. Respectfully yours, Miss Yvonne Marshall. [0:23:29, 0:23:33]: Mr. Maxwell Sears, one fifty seven Burke Street, Stockbridge, Georgia. [0:23:34, 0:23:54]: I am a business owner in the Greater Stockbridge area, and I support Councilman Alexander because of his dedication and his support to the city of Stockbridge and business owners. He has made Stockbridge a place to visit and do business. He is committed in making sure Stockbridge continues to develop and attract more corporations. [0:23:54, 0:24:11]: and expanding the beauty and tranquilities of Stockbridge. He is a team player meaning together each achieve more. I have seen him feed Stockbridge residents and beyond the city of Stockbridge when others were too afraid to show up because of COVID-19. [0:24:11, 0:24:23]: We need people like Councilman Alexander on the board because he is honest and he would make sure the city shines and business owners continue to stay, which is the lifeblood of any city. [0:24:25, 0:24:44]: In disunity, there is no power, but we are united. There is, but when we are united, there is nothing that the city of Stockbridge cannot do. So let us keep the right person in the right position and doing the right job for the city of Stockbridge, who happens to be Councilman Alexander. [0:24:48, 0:24:54]: This one is from Smith. I don't know the first or last name or if it's it uh him or her. [0:24:54, 0:24:56]: And it's Bryant Street. [0:24:57, 0:25:04]: City Council, please address why and how the dangerous machinery was put in reverse and allowed to run all night. [0:25:04, 0:25:06]: Thursday, April twenty ninth. [0:25:06, 0:25:24]: How can this possibly happen? This is a serious safety and noise ordinance issue. The alarm alarm went off at least 10 to 11 hours with no response from anyone. The citizens and residents deserve an explanation, if not an apology. Thank you. [0:25:27, 0:25:31]: The other two comments, Mayor, I don't know if you wanted to address but they will [0:25:31, 0:25:33]: They won't they won't receive but not be read. [0:25:34, 0:25:35]: Okay. All right then. No problem. [0:25:36, 0:25:56]: Thank you for that. Appreciate it. Um, ladies and gentlemen, I have uh several different proclamations to read. Matter of fact, uh five on that number. So I'll start with the very first one. So uh for a few minutes here, uh you'll be listening to me read these proclamations. And the very first one uh deals with honoring Asian American. [0:25:56, 0:25:58]: American and Pacific Islander Heritage Month. [0:25:59, 0:26:19]: Whereas this month, this May, excuse me, during Asian American and Native Hawaiian Pacific Islander Heritage Month, we recognize the history and achievements of Asian Americans, Native Hawaiians and Pacific Islanders, A N H P I across our nation. In the midst of a difficult year of pain and fear, we [0:26:19, 0:26:36]: Reflect on the tradition of leadership, resilience, and courage shown by AANHPI communities and recommit to the struggle for AANHPI equity. Whereas there is no single story. [0:26:36, 0:26:48]: of the AANHPI experience, but rather a diversity of contributions that enrich America culture and society and strengthens the United States role as a global leader. [0:26:49, 0:26:55]: Whereas American story as we know it will be impossible without the strength, contributions, and legacies of the AA. [0:26:55, 0:27:02]: H NHPI who have helped build and unite this country in each successive generation. [0:27:03, 0:27:23]: Whereas we celebrate and honor the invaluable contributions of the AANHPI communities have made to our nation's culture and the arts, law, science, technology, sports, and public service, including the courageous AANHPI who have served on the front lines of the COVID-19 pandemic. [0:27:23, 0:27:23]: Yeah. [0:27:23, 0:27:28]: as healthcare providers, first responders, teachers and essential [0:27:28, 0:27:42]: workers. And whereas during this year's Asian American and Native Hawaiian Pacific Islander Heritage Month, our nation celebrates the achievements of Vice President Harris, the first person of South Asian descent to hold the office of Vice President. [0:27:43, 0:27:57]: Vice President Harris has blazed a trail and set an example for young people across the country to aspire to follow, including members of the AANHPI communities and the AANHPI women in particular. [0:27:57, 0:28:08]: Whereas we recognize the heightened fear felt by many Asian American communities in the wake of increasing rates of anti Asian harassment and violence during the COVID nineteen pandemic. [0:28:09, 0:28:15]: And the increasingly observable layers of hate now directed toward women and elders of Asian descent in particular. [0:28:16, 0:28:36]: Whereas acts of anti-Asian bias are wrong, they are un American, and they must stop. Now, therefore, I, Anthony S. Ford, by virtue of authority vesting me as a mayor of the city of Stockbridge, Georgia, and on behalf of Council members Elton Alexander, Elon DeBarber, John Blount, Lakeesia Gantt and Afonso Thomas do hereby proclaim. [0:28:36, 0:28:41]: proclaim May 2021 as Asian American and Pacific Islander Heritage Month. [0:28:42, 0:28:54]: In witness whereof I have hereunto set my hand on the tenth day of may twenty twenty one and have caused the official seal of the great city of Stockbridge, Georgia affixed hereto, and I sign this proclamation along with our clerk Vanessa Holiday. [0:28:55, 0:28:56]: Okay. [0:28:56, 0:29:00]: And um on that note, uh Mayor Pro Tem, I believe you have some comments, sir. [0:29:01, 0:29:06]: Uh yes, Mayor Ford, thank you so much. I think it's extremely important. [0:29:06, 0:29:10]: uh for America and this community and city in in general. [0:29:11, 0:29:13]: To encourage diversity at our opportunity. [0:29:14, 0:29:15]: We do so. [0:29:15, 0:29:18]: And we stand there, stand there in the gap to make sure. [0:29:19, 0:29:22]: That we put forth more than words, but in actions. [0:29:22, 0:29:24]: And in practices in the city. [0:29:25, 0:29:28]: I think uh it is long overdue that we reach this day. [0:29:28, 0:29:31]: And I thank uh Doctor Lily Henson for being. [0:29:31, 0:29:35]: Here as a representative of that community, understanding. [0:29:35, 0:29:38]: Да ви стан вийде оречен трагід. [0:29:38, 0:29:42]: And understand we are one and we welcome all here in the city of Stockbridge. [0:29:43, 0:29:46]: For for bringing this forward collectively as a body. [0:29:47, 0:29:50]: Uh, when I thought of this, I just wanted to make sure that we understood that we wrapped [0:29:51, 0:29:54]: And not only celebrate African American history month, women's history month. [0:29:54, 0:29:58]: But we go down the list and we make sure that every member of this community [0:29:58, 0:30:00]: is aware how valuable they are. [0:30:00, 0:30:08]: And the Asian American Pacific Islander community, we stand with you today as we all stand together, hand in hand, in unity. [0:30:08, 0:30:10]: You know, as we move forward in the city. [0:30:11, 0:30:12]: Thank you so much. [0:30:12, 0:30:15]: And and could and and thank you, Dr. Henson. [0:30:15, 0:30:18]: For being willing to be here tonight on behalf of the community. [0:30:18, 0:30:21]: We welcome you and we say thanks. [0:30:22, 0:30:25]: On on that note, Dr. Henson, uh did you want to say anything at all, ma'am? [0:30:25, 0:30:45]: Yes, I'd like to. I'd like to thank um I I just want to say thank you for uh this proclamation. I just wanted to share my own family story in America. My father came to the United States just as the Great Depression started and worked in a Chinese hand laundry. When World War II broke out, he and many other Chinese men joined the U.S. Army and served in the Pacific. [0:30:45, 0:30:53]: Civic Theater. Joining the US Army was the only path to U.S. citizenship for Chinese because of the Chinese Exclusion Act of 1882. [0:30:54, 0:31:04]: I came to the United States when I was five years old. We lived in the back of the hand laundry that my father operated in Spanish Harlem, and my mother worked as a seamstress in Chinatown, New York City. [0:31:05, 0:31:12]: Because of my parents' hard work and sacrifices, my three older siblings and I were able to go to college and I was able to go on to medical school. [0:31:12, 0:31:17]: I think about my life now and a lot of people would consider it to be the American dream. [0:31:17, 0:31:22]: The goals and aspirations of Asian Americans are no different than that of any American. [0:31:22, 0:31:32]: I sometimes wonder if people who see me in the grocery store or on the road think about that when they see me, or they just see someone who looks different than them and therefore cannot see our commonality. [0:31:33, 0:31:42]: I hope they see me and those who look like me for who we are as fellow Americans. Thank you very much for recognizing the history and contributions of Amer of Asian Americans. [0:31:43, 0:32:03]: Thank you, Dr. Henson, for your your actual life story there, a brief synopsis of that. And I'll make it a point to have this proclamation framed and then make an appointment to actually come to your office at Piedmont Henry and present this to you as well. Okay? We'll make sure we do that. Appreciate that. You're more than welcome. And you can you stay in the meeting as long as you like. I have a few more proclamations. [0:32:03, 0:32:05]: That you may be interested, but stay as long as you like. [0:32:05, 0:32:07]: Thank you. [0:32:08, 0:32:12]: And the next proclamation I have, ladies and gentlemen, deals with National Nurses Week. [0:32:12, 0:32:15]: And nurse has been extremely important in this last year during this pandemic, right? [0:32:16, 0:32:24]: So, whereas according to the American Nurses Association, National Nurses Week begins each year on May 6th and ends on May 12th. [0:32:24, 0:32:27]: Florence Nightingale Nightingale's birthday. [0:32:27, 0:32:35]: These permanent dates enhance planning and uh position uh National Nurses Week as an established recognition event. [0:32:35, 0:32:43]: And whereas first proposed in 1953 as a national observance to honor nurses wasn't formalized in the United States until 1974. [0:32:44, 0:32:50]: When the White House established a national nurses week with a proclamation from President Nixon Nixon. [0:32:50, 0:33:08]: In 1982, a joint resolution of the United Congress, US Congress, excuse me, designated May 6th as a National Recognition Day of Four Nurses. And whereas as medical science makes new discoveries, nursing skills in turn must become more sophisticated and more highly specialized. [0:33:08, 0:33:16]: In out of hospital settings, nurses in increasing numbers are assuming primary care roles as specialized nurse practitioners. [0:33:16, 0:33:28]: And whereas graduates of pediatric nurse practitioner programs are independently caring for a high percentage of children receiving care in metropolitan health clinics and private medical practice. [0:33:28, 0:33:40]: visiting nurses with highly specialized skills in the prevention of illness and accidents, and in the assessment and treatment of chronic conditions are making it possible for even very frail elderly people. [0:33:41, 0:33:45]: go to on receiving and residing in their own homes. Excuse me. [0:33:46, 0:33:51]: Whereas in a time when everyone in healthcare is dealing with the challenges of COVID nineteen pandemic. [0:33:51, 0:34:08]: Nurses are among the most significant professionals on the front lines of care. Now, therefore, I Anthony S. [0:34:19, 0:34:32]: In witness whereof I have hereunto set my hand on the tenth day of may twenty twenty one, and have uh caused the official seal of the great city of Stockbridge to be affixed hereto, and I signed this long with our clerk Vanessa Holiday. [0:34:35, 0:34:42]: Now that is not all. We actually have another proclamation of some other heroes for the last, definitely for the last year. Heroes. [0:34:42, 0:34:50]: Every day, all our lives, and we've all been uh taught by these individuals. It's Teacher Appreciation Week. And of course, they've had a tough year as well. [0:34:51, 0:34:55]: Teachers Appreciation Week is observed annually during the first full week in May. [0:34:56, 0:35:00]: Whereas teachers mold future citizens through guidance and education. [0:35:01, 0:35:08]: And whereas teachers encounter students of widely differing backgrounds, and whereas our country's future depends on [0:35:09, 0:35:20]: providing quality education to all students, whereas teachers spend countless hours preparing lessons and evaluating progress, counseling, and coaching students and performing community service. [0:35:20, 0:35:25]: Whereas our community recognizes and supports its teachers in educating the children of this community. [0:35:27, 0:35:36]: Therefore I, Anthony S. [0:35:56, 0:36:10]: A witness whereof I have here unto set my hand on the tenth day of may twenty twenty one and have caused the official seal of the great city of Stockbridge to be affixed here to and I sign this along with our clerk Vanessa Holiday. [0:36:12, 0:36:16]: Now, fantastic in that aspect for teachers. [0:36:16, 0:36:18]: Now for our own clerk. [0:36:19, 0:36:21]: Vanessa Holland, our deputy clerk. [0:36:21, 0:36:22]: Okay. [0:36:22, 0:36:29]: This is also a proclamation for them. This is the 52nd Annual Professional Municipal Clerks Week. [0:36:30, 0:36:39]: Whereas the office of professional municipal clerk, a time-honored and vi uh virtual, excuse me, and vital part of our local government exists throughout the world. [0:36:39, 0:36:59]: And whereas the Office of Professional Municipal Clerk is the oldest among public servants, and whereas the Office of Professional Municipal Clerk provides a professional link between the citizens, the local governing bodies, and agencies of government at other levels, and whereas professional municipal clerks have pledged to be the ever mindful of their [0:36:59, 0:37:11]: Neutrality, impartiality, rendering equal service to all, whereas the professional municipal clerk serves as the informational center on functions of local government and community. [0:37:11, 0:37:31]: Whereas professional municipal clerks continually strive to improve the administration of the affairs of the Office of Professional Municipal Clerks through participation in educational programs, seminars, workshops, and the annual meetings of their state, provisional, county, and international professional organizations. And whereas it is most appropriate that we recognize [0:37:31, 0:37:51]: The accomplishments of the office of professional municipal clerk. Now, therefore, I, Anthony S. [0:37:53, 0:38:13]: And further extend appreciation to our professional municipal clerk, deputy clerk, and clerk's office team for the vital services they perform and exponential dedication to the community they serve. In witness whereof I have hereunto set my hand on the 10th day of May 2021 as caused the official seal of the great city of Stockbridge. [0:38:13, 0:38:17]: to be affixed here too. And I sign this along with our client Vanessa Holiday. [0:38:18, 0:38:21]: And on that note, Miss Holliday, the floor is yours, ma'am. [0:38:22, 0:38:25]: Thank you, Mayor Ford. I am honored to serve. [0:38:26, 0:38:30]: I would also like to take this opportunity to recognize the clerk's office team. [0:38:31, 0:38:39]: And this uh group of individuals worked so hard and it is it takes a lot um to make all this happen and and [0:38:39, 0:38:41]: I am honored to be a part of this team. [0:38:42, 0:38:45]: Randy Rainey, who serves as as the deputy clerk. [0:38:45, 0:38:51]: And she has a municipal clerk certification and she serves in the absence of the clerk. [0:38:52, 0:38:53]: Shari Lane [0:38:54, 0:39:00]: is the administrative assistant to the clerk's office and her primary role is records management and cemetery operations. [0:39:01, 0:39:02]: Carrie Stewart. [0:39:02, 0:39:11]: Serves as the city's receptionist who greets and meets the public in person and is the smile on the other end of the phone when you contact the city. [0:39:12, 0:39:13]: And Zenovia Pearson. [0:39:14, 0:39:22]: Serves as the administrative assistant to the mayor and council, and she assists the elected body with their initiatives and administrative tasks. [0:39:23, 0:39:27]: I would also like to take the opportunity to thank the mayor and council and the city manager. [0:39:28, 0:39:35]: For investing in our team with training, education, and technology, which prepared us. [0:39:35, 0:39:43]: To work and operate seamlessly during this virtual world during COVID-19. So thank you, thank you very much, and thank you to the team. [0:39:44, 0:39:49]: Thank you for all those comments and thank you for the entire team. You outstanding set of uh employees. [0:39:49, 0:39:59]: And they're all ladies and they do wonderful, they do wonderful work. This is fantastic. Congratulations, and I look forward to continuing to good have good work with you all as well. Thank you. No problem. [0:39:59, 0:40:03]: One more proclamation. And actually, uh, this is the proclamation for the National Day of Prayer. [0:40:04, 0:40:07]: And even though it was May sixth, we're gonna read it during this meeting as well. [0:40:07, 0:40:09]: Is that all right to uh [0:40:09, 0:40:13]: Uh Councilman Blount? I would imagine you said yes to that. All right, good deal. [0:40:13, 0:40:16]: Whereas Americans have always found power and unity through prayer. [0:40:17, 0:40:29]: And whereas in 1988, the Congress by public law 100-307 called on the President to issue each year a proclamation designating the first Thursday in May as a National Day of Prayer. [0:40:29, 0:40:42]: And whereas today on this National Day of Prayer, we once again come together to give thanks to Almighty God for the bondful blessings he has bestowed on our great nation and to ask for his unfailing counsel. [0:40:42, 0:40:51]: We also acknowledge the dependence of God's love to guide our families, communities, and our country away from the harm and toward abundance of and peace. [0:40:51, 0:41:11]: And whereas our nation's honored tradition of prayer has uh sustained us and strengthened our trust that God will continue to watch over and accompany us through the best of times and our darkest hours. May we as Americans never forget uh the power of prayer and the greatness of our Creator on this national day of prayer. Let us each [0:41:11, 0:41:31]: Let each of us, according to our own faith, call upon God for his guidance and express our gratitude for the love and grace he bestows on us and our country. Now, therefore, I, Anthony S. Ford, by virtue of authority vested in me as the mayor of the city of Stockbridge, Georgia, and on behalf of Council members Ellen Alexander, Yolanda Barber, [0:41:31, 0:41:35]: John Blount, Nikes again, Afonso Thomas, who hereby proclaim [0:41:36, 0:41:56]: May sixth, twenty twenty-one, as National Day of Prayer, and invite all to pray in accordance with their own faith and consciousness in Thanksgiving for the freedoms and blessings we have received and for God's protection. A witness where whereof I have hereunto set my hand on the sixth day of May 2021 and have caused the official [0:41:56, 0:42:01]: Sale of the great city of Starbury, Georgia, to be a fix here too. And I signed this along with a clear Vanessa holiday. [0:42:02, 0:42:03]: Fantastic. [0:42:03, 0:42:05]: Outstanding. Appreciate it. [0:42:05, 0:42:15]: On that note, there's all the proclamations tonight, ladies and gentlemen. I think I set a record five, I believe. But anyway, it's all good stuff. Really good stuff. God bless you all. Let's move on to new business. [0:42:15, 0:42:21]: Council consideration to approve the uh development agreement to complete requirements for rezoning case. [0:42:21, 0:42:33]: OR number zero three dash fifteen for property located at four three eight East Atlanta Road, Stock East Atlanta Road, Stockbridge, Georgia. Mr. Knight and uh Becca Johnson, please. [0:42:37, 0:42:41]: Good evening, council members and everybody on the call. [0:42:41, 0:42:47]: So um this particular property went through a rezoning in 2003 through Henry County. [0:42:47, 0:42:56]: It was rezoned from residential agricultural to residential um multiple multiple housing, which is RM-3. [0:42:57, 0:43:00]: At that time, one of the zoning conditions as a [0:43:00, 0:43:05]: Um result of that rezoning was to ensure that a development agreement was completed. [0:43:05, 0:43:07]: sign and um [0:43:08, 0:43:12]: executed in order to build out this particular property. [0:43:12, 0:43:15]: So it's been since two thousand three and now um it's battle. [0:43:16, 0:43:23]: Is bringing this item back so that it can be, you know, the development agreement can be approved tonight by the council. [0:43:23, 0:43:26]: Um, just to give you a little bit of information about the property. [0:43:27, 0:43:33]: Again, it's at 438 East Atlanta Road. It's two 23.23 acres. [0:43:33, 0:43:53]: with proposed 201 condominiums at eight dwelling units an acre. So each of you has the development agreement. We worked myself and Mr. Knighton worked with Mr. Washington on composing and staff as well on composing the development agreement and are asking [0:43:53, 0:43:55]: for your review and approval. [0:43:56, 0:44:07]: Okay. Um I have a couple quick questions here. And I'm just out of curiosity. This is not, I'm assuming this is not part of our LCI. This is right outside of the LCI area. Is that correct? [0:44:08, 0:44:16]: I don't know if it's yes, that's correct. It's outside of the LCI, correct. But it's still considered inside our downtown area. Is that correct? [0:44:16, 0:44:18]: Yes, it is. [0:44:18, 0:44:20]: Okay. All right. [0:44:20, 0:44:21]: Okay, w is it? [0:44:21, 0:44:26]: Okay, okay, good deal. All right. On that note, any other questions, questions, concerns, uh council? [0:44:28, 0:44:30]: Okay, Mayor Pro Tem, go ahead, please. [0:44:30, 0:44:50]: Yes, uh a couple I guess this uh development has come forward. A couple of questions. Uh along the East Atlanta Road section, uh the multi-use path is described as seven feet. Uh Ms. Johnson, I believe that East Atlanta Road is one of the roads that is considered for uh the highway corridor. Is that [0:44:50, 0:44:56]: correct or i i thought it was anyway the requirement 10 foot path [0:44:57, 0:45:06]: Let me I I may need to look into that um specifically, but I do under a letter letter D that says the sidewalk width would be seven feet. [0:45:07, 0:45:07]: Um [0:45:09, 0:45:13]: Yes, let me let me check into that. Mr. Nyden, are you familiar with this? [0:45:13, 0:45:22]: As pertains to the one of the chat one of the challenges and issues we have here is obviously this was originally approved in two thousand and three, I believe. And so now we're at twenty twenty one. [0:45:23, 0:45:26]: Coming back септіні єрс летер. [0:45:26, 0:45:27]: Trying to [0:45:27, 0:45:28]: Um [0:45:28, 0:45:29]: Fit A. [0:45:29, 0:45:34]: uh development agreement into an item that had already been rezoned previously. [0:45:35, 0:45:36]: under those conditions. [0:45:36, 0:45:40]: Now obviously it would develop potentially develop if it's approved. [0:45:41, 0:45:47]: Um at this present time, but we're we're looking at a 17-year gap, and obviously certain things have changed. [0:45:47, 0:45:50]: With respect to um our requirements. [0:45:50, 0:45:57]: Um I think one of the things may be to if if the applicant is on the phone and I think Mayor Pro Tem, you're what you're [0:45:57, 0:45:59]: um alluding to is [0:46:00, 0:46:05]: ensuring that the path is a ten foot path versus the seven, which is part of the conditions. Is that right? [0:46:06, 0:46:18]: Right. I believe uh East Atlanta Road is covered by the uh highway overlay corridor. I believe it's one of the roads listed. So that would require a 10 foot path if that that is correct. So [0:46:18, 0:46:34]: Uh if we could check into that. And then uh one of the conditions said a minimum sidewalk width of three feet. Uh I think we know at this point three feet, the interior sidewalks at three feet would be uh insufficient. The last zoning that we did about thirty days ago. [0:46:35, 0:46:41]: I think we up the sidewalks to at least uh four feet and we had recommended that they're on both sides of the street. [0:46:42, 0:47:02]: uh not just one side of the street. So and being consistent in order to move us in the direction that we're gonna go with the uh ULDC, uh, that would be a recommendation that I think that we want to be consistent in in each zoning that this council uh would move forward with uh along the way. And then the other question [0:47:02, 0:47:12]: question that I had is I think one of the conditions within there was that there would be various uh the the the um the facades or the would be [0:47:12, 0:47:16]: Would be what they would the facades would be varied depending upon [0:47:16, 0:47:22]: what the units uh dependent upon the conditions out of various figures, uh the rendering. [0:47:22, 0:47:23]: Um [0:47:23, 0:47:30]: I just want to make sure that we are we are uh adhering to that and that the that uh whatever rendering that you [0:47:30, 0:47:31]: Oh [0:47:32, 0:47:42]: uh send forward to us has that we don't want uh and I think uh hopefully I can speak for myself and then uh the what the consistency of this council is being we really didn't want to have [0:47:42, 0:47:44]: A a cookie cutter type. [0:47:44, 0:47:47]: uh product. We wanted to have something consistent. [0:47:47, 0:47:50]: with uh where where there's varied and then [0:47:51, 0:47:55]: You know, and having varied roof lines and pitches and things like that. That was a good [0:47:55, 0:47:57]: uh recommendation. [0:47:57, 0:48:00]: uh that they uh actually put forth [0:48:00, 0:48:06]: uh if the maybe the applicant could speak to that when they get ready to speak and then how many different uh [0:48:07, 0:48:16]: floor plans will they offer. Hopefully it will be more than one or there will be several. So that that will help in the variations as well. [0:48:19, 0:48:21]: Okay, any other thanks. Any other [0:48:21, 0:48:23]: Um uh Councilman Blount, go ahead, please. [0:48:26, 0:48:28]: Thank you, Mayor. Um [0:48:28, 0:48:34]: Some of my concerns is that when we look at uh an 18 year old development um [0:48:35, 0:48:40]: Agreement is that make sure that we're dissecting it to that it does fit in with uh [0:48:40, 0:48:46]: with the requirements that we already have established because there wasn't a development agreement already in place. [0:48:46, 0:48:49]: Um, I don't think that it would be anything grandfathered in. [0:48:50, 0:48:55]: uh for the for us as a city in uh the process was [0:48:55, 0:49:03]: fully completed with the county. Uh I'm looking at the amount of acreage. Uh what was that acreage? Was it 22 or 23? [0:49:05, 0:49:09]: Mr. Knight. Twenty-three point twenty three plus or minus acres. [0:49:11, 0:49:13]: I'm looking at the amount of amount of acres. [0:49:14, 0:49:22]: uh with the amount of homes uh you you're looking at uh two 201 uh condos um [0:49:22, 0:49:25]: And I just I guess some of the some of the um [0:49:27, 0:49:47]: Some of the some of the small details and and well they could become large details when you talk about street width and all of these things, when you're talking about uh uh working in a dynamics of 23 acres, uh is that 23 buildable acres or 23 acres of for the whole project as a whole? That's one thing that I didn't. [0:49:47, 0:49:49]: see that was clear for me either. [0:49:50, 0:49:53]: Uh Miss Johnson, are you familiar with that? [0:49:56, 0:50:04]: Um that's twenty three acres raw raw land that was um approved under the rezoning was for the twenty three acres, but any [0:50:05, 0:50:18]: Um any property that was unusable or undevelopable would have to go through our um our civil engineering process for review so we can determine what how much of that property is actually usable for this project. [0:50:18, 0:50:23]: Because that's that wasn't clear to me that if it's to pull twenty-three acres. [0:50:23, 0:50:24]: That was buildable. [0:50:24, 0:50:35]: Or was it just the 23 acres for the total uh project? Uh and I think that that's that becomes important to know because then you're still talking, then you're talking about another condensed. [0:50:36, 0:50:56]: uh condensing of the project in itself. And then then we still then now have to go in to not so much as lot sizes, but you want to go into uh street widths and and other things that we've uh set a standard for. And we also wanted to be in line with the UDC that we uh have coming forth. So I think that as a [0:50:56, 0:51:16]: Quite a bit that needs to be discussed with this property uh beyond tonight. Uh and just in my opinion, because uh even some of the questions that was brought up by Mr. Alexander concerning uh pertaining to um the 10-foot paths and uh 10-foot sidewalk, just a lot of details that we [0:51:16, 0:51:18]: I just want to make sure. [0:51:18, 0:51:33]: that whatever buildable acres that they have, that we're able to get those standards in, even when it comes to the materials of the uh project. So I think it's a lot that we have to discuss pertaining to this project, uh, in my opinion tonight. [0:51:36, 0:51:39]: Okay, uh any other comments from the council? [0:51:41, 0:51:43]: Um Ms. Barber, go ahead, please. [0:51:45, 0:51:49]: Um, I agree with Councilman Blount. Um considering the [0:51:50, 0:51:57]: plans for this was so long ago. I'm just concerned about the standards that we have now. [0:51:57, 0:51:58]: And [0:51:58, 0:52:03]: maybe a little different, well a lot different than what we had then. [0:52:03, 0:52:04]: Um [0:52:06, 0:52:10]: I don't know this process, so I just have to ask a [0:52:10, 0:52:12]: Innocent question. So [0:52:12, 0:52:18]: Eighteen years ago, did this go through like the planning commission board and they vetted all of this? [0:52:19, 0:52:22]: Do we know? Yes, we did. [0:52:23, 0:52:29]: who was required to go through to the um planning commission and then to um [0:52:29, 0:52:32]: The commissioners, I mean the uh city council. [0:52:32, 0:52:34]: Okay, so [0:52:34, 0:52:37]: They approved the plans based on the standards then. [0:52:38, 0:52:39]: Um [0:52:40, 0:52:44]: I don't know exactly how much of our standards has changed since then. [0:52:45, 0:52:48]: Um I am concerned also about the [0:52:48, 0:52:54]: walking trails or the paths. Um I'd pretty I really would like to see 10 foot paths. [0:52:55, 0:52:58]: But I don't know if that is something that we could ask for at this point. [0:53:00, 0:53:01]: Is it Mr. Knighton? [0:53:02, 0:53:03]: Miss Johnson. [0:53:04, 0:53:06]: It certainly is. Yeah. Um [0:53:06, 0:53:10]: It certainly is and um hopefully you know the applicant is able to [0:53:11, 0:53:12]: Um [0:53:12, 0:53:16]: have that conversation and I think we'll have to possibly go back and [0:53:16, 0:53:33]: address each of these items um brought up by the council tonight and see where things stand from um working with our city attorney and working with the applicant on uh making some adjustments. Um, especially we're talking about building materials and the overlay. [0:53:33, 0:53:41]: um may require us going back to take a look at everything to and then come back to the to the city council. [0:53:41, 0:53:42]: Okay. [0:53:42, 0:53:44]: I would feel much more comfortable with that. [0:53:44, 0:53:45]: I know. [0:53:45, 0:53:46]: Thank you. [0:53:47, 0:53:49]: I would venture to say that uh [0:53:49, 0:54:03]: eighteen years, 17 years or so ago, uh that all of us that are in elected positions now or this primary staff, none of us were here at this time. We're not on this in this in our positions. So these other individuals per many years ago that made the decision. [0:54:03, 0:54:10]: uh on this aspect. So uh but I would assume the applicant is available for any questions if there are any other questions from the council. [0:54:10, 0:54:21]: Mayor, I think Councilman Thomas had been trying to get your attention. I'm sorry, I can't I because of screen I can't I didn't see him. There we go. I'm sorry, Councilman Thomas. I did not see him. Thank you. Go ahead, sir. Uh thank you, Mr. Nine. [0:54:21, 0:54:22]: Uh [0:54:22, 0:54:26]: Mayor and Council, um I'm not sure if Mrs. Battle [0:54:26, 0:54:29]: is available. I I have um [0:54:30, 0:54:32]: read through this document and [0:54:32, 0:54:35]: It indicates um an exhibit C. [0:54:36, 0:54:39]: Uh, some of the concerns that K has raised. [0:54:39, 0:54:41]: Um it is in um [0:54:42, 0:54:43]: A zivic C [0:54:44, 0:54:45]: And it speaks to [0:54:46, 0:54:48]: Uh not in much detail. [0:54:48, 0:54:50]: Excuse me, but it states that [0:54:51, 0:54:53]: Uh disagreement would be [0:54:54, 0:54:55]: Approve [0:54:55, 0:54:58]: if many of these things uh were met. [0:54:58, 0:55:00]: Um is Mrs. Battle. [0:55:00, 0:55:01]: Available. [0:55:03, 0:55:10]: He is not. I'm Steve Moore with Moor Bass Consulting. Uh Miss Battle wasn't able to be here on the call tonight. So I'm [0:55:10, 0:55:14]: The civil engineer that I'm happy to answer all of these questions and [0:55:14, 0:55:16]: And more, but uh [0:55:16, 0:55:23]: Okay, s thank you, sir. Um are you um able to speak to uh exhibit C? [0:55:23, 0:55:25]: Uh it's it speaks to [0:55:26, 0:55:28]: uh sidewalks [0:55:28, 0:55:31]: Uh it speaks to tree planting. [0:55:31, 0:55:35]: Um and and many other things in the in the states that [0:55:35, 0:55:36]: Um [0:55:37, 0:55:40]: That this is a prerequisite uh for this. [0:55:41, 0:55:45]: To be approved that these items in exhibit C. [0:55:45, 0:55:47]: Um will have to be met. [0:55:48, 0:55:49]: Um now [0:55:50, 0:55:53]: I number my pages in in my book is [0:55:55, 0:55:57]: You mooded, Castleman Thomas. You mooded yourself. [0:56:00, 0:56:08]: Councilman Thomas, there you go. Sorry, yeah, I have my my folder here on my keypad. But um exhibit C sirve. [0:56:08, 0:56:12]: Um if you could find that in your book, it it speaks to some of those things. [0:56:13, 0:56:16]: Yes, sir. And approval is dependent upon [0:56:16, 0:56:19]: Um many of these things being met. [0:56:19, 0:56:22]: That are highlighted in uh exhibit C. [0:56:22, 0:56:28]: Now it does not, it talks about sidewalks, but it does not give you uh length. [0:56:28, 0:56:29]: Um [0:56:30, 0:56:32]: Mayor Pro Tem, it did say um [0:56:33, 0:56:35]: Each unit shall have different brick. [0:56:36, 0:56:39]: stucco and mercenary uh thing [0:56:39, 0:56:41]: from each other. [0:56:42, 0:56:43]: So I think [0:56:43, 0:56:49]: Uh you alluded to that, Mr. So if you all could go to this document, you will see [0:56:50, 0:57:03]: Some of the issues uh that you spoke of is here, but it is but it is not in detail. So I don't know, sir, if you could um if you could speak to some of those, but I'm somewhat in agreement. I would love to see this development, but [0:57:03, 0:57:05]: I I think some of these um [0:57:06, 0:57:11]: Things need to be fleshed out somewhat if you cannot assure us that [0:57:11, 0:57:14]: These things are not in it's a pretty thick packet, but [0:57:14, 0:57:18]: I went through a lot of it and I know it it referenced [0:57:18, 0:57:20]: Um exibi C. [0:57:20, 0:57:25]: And it speaks to uh to a nominal thing. Could you speak to the exhibit C? [0:57:26, 0:57:32]: Yes, um it does uh reference exhibit C in the uh in the first page. [0:57:33, 0:57:37]: uh in g in generality, but if you go down to the [0:57:38, 0:57:41]: Uh page two under item e. [0:57:41, 0:57:43]: What it does is it holds off [0:57:43, 0:57:48]: The issuance of any land disturbance project, uh land disturbance permits for this project. [0:57:48, 0:57:49]: Uh [0:57:49, 0:57:52]: Conditioned on acceptance of item C. [0:57:53, 0:57:54]: Uh which [0:57:55, 0:57:58]: Would be something that would be done during the final design phase once you know. [0:57:59, 0:58:05]: the grades of the streets and all of the details associated with that, then we would provide that information to the city. [0:58:06, 0:58:11]: For uh for the building department, the city building department to review to make sure that we've got [0:58:11, 0:58:13]: everything uh met. [0:58:13, 0:58:14]: To the likings of the city. [0:58:15, 0:58:16]: Um [0:58:16, 0:58:16]: Right. [0:58:16, 0:58:22]: It does reference it in that first part, which does lend itself to believe that it needs to be part of this approval. [0:58:22, 0:58:23]: However [0:58:23, 0:58:26]: What it does is it refers to the [0:58:26, 0:58:27]: To [0:58:27, 0:58:32]: the uh exhibit C being part of the development agreement and then it's further explained. [0:58:32, 0:58:33]: In item E. [0:58:34, 0:58:34]: D [0:58:34, 0:58:39]: no disturban land disturbance permit, which is what you have to have to actually build the project, would be issued. [0:58:39, 0:58:45]: until those conditions of ex uh are met and shown as exhibit c [0:58:46, 0:58:48]: I don't know if that hel if that helps explain. [0:58:48, 0:58:53]: Yeah, um but for me, uh I can't speak for the other council. [0:58:53, 0:58:58]: But it clearly states that and it has um another underline that says conditions. [0:58:58, 0:59:00]: And it seemed that [0:59:00, 0:59:02]: The condiciones [0:59:03, 0:59:04]: Under this [0:59:04, 0:59:06]: We have to be broadened a little bit. [0:59:07, 0:59:07]: Uh [0:59:08, 0:59:19]: before I I believe that I could vote for it. So if you could take this back and and and I guess you need to hear a little bit more from us. I don't know if we can get into this in detail tonight. [0:59:19, 0:59:23]: To talk about the conditions. I think Mayor Pro Tem Alexander. [0:59:23, 0:59:25]: Uh spoke to some of those. [0:59:25, 0:59:30]: So I I think the conditions would have to be a little bit more defined. [0:59:30, 0:59:32]: Um, for approval. [0:59:32, 0:59:35]: That speaks to uh street size. [0:59:36, 0:59:39]: and and et cetera. But it is a few pages here. Um [0:59:40, 0:59:43]: Under this exhibit um C [0:59:43, 0:59:45]: That speaks to condition, but [0:59:45, 0:59:47]: It it is not in detail. [0:59:47, 0:59:48]: Yes or [0:59:48, 0:59:55]: Uh if I could, I I can address several of the comments that were made earlier and and I'll do my best to uh [0:59:56, 1:00:00]: Uh Councilmember Thomas to to address any additional questions you've got. [1:00:00, 1:00:00]: Um [1:00:01, 1:00:03]: But uh Mayor Pro Tem Alexander the [1:00:03, 1:00:05]: The questions about the sidewalks. [1:00:06, 1:00:07]: We're okay with a ten foot sidewalk. [1:00:07, 1:00:11]: uh to match the requirements of the highway overlay district along East Atlanta Road. [1:00:12, 1:00:17]: Um and I and frankly four foot sidewalks interior on both sides of the street. [1:00:17, 1:00:18]: We're fine with that too. [1:00:18, 1:00:24]: Um so uh I didn't realize the development groups had three feet. So four feet is is we're good with that. [1:00:24, 1:00:26]: Uh Councilman Blount. [1:00:26, 1:00:36]: Your question about acreage of the project, uh, that acreage is uh that's shown on the site plan or that's in the development agreement does represent the entire acreage. [1:00:37, 1:00:39]: Of the project, uh, we have [1:00:39, 1:00:42]: provided a site plan that I think is part of the development agreement that does [1:00:43, 1:00:51]: uh have a significant amount of open space, uh including undisturbed buffers around the perimeter of the property uh that protects any kind of [1:00:51, 1:00:56]: Environmentally sensitive areas, there's a a small wetland area, there's a couple of creeks. [1:00:56, 1:00:58]: Those areas have been protected with buffers. [1:00:59, 1:01:03]: and setbacks and put in perpetuity in this open space area. [1:01:03, 1:01:05]: Uh in an effort to just [1:01:05, 1:01:07]: To keep those areas safe. [1:01:07, 1:01:08]: Um so [1:01:08, 1:01:13]: that but that acreage is an is a gross acreage of the fee simple portion of that property. [1:01:13, 1:01:22]: Um if that if that makes sense. But it does not represent the actual development area because there's some area that we're setting aside as undisturbed area. [1:01:22, 1:01:23]: Yeah, no. [1:01:23, 1:01:26]: Mr. Moore, if you don't mind, before you move past that. [1:01:27, 1:01:33]: And that's my concern because it this twenty-three acres represents the gross area. [1:01:33, 1:01:35]: I want to see what's netted for [1:01:36, 1:01:55]: development uh outside the setbacks and uh you know all the you know uh whatever if you there's uh retention ponds or anything that needs to be happening. I mean outside of wet areas and all that, what is the net development area of the site because we are talking about 201 condos, which I don't know how [1:01:55, 1:02:15]: those playmates gonna be, but I want to we wanna make sure that also with the uh how wide the roads would be with the amount of acres that you all are working with. And I don't know that do you have that number, what size that you all are gonna be working with for the Yes sir. Yes sir. And I think that also ties into to Councilmember Barber's question about the [1:02:15, 1:02:15]: Uh. [1:02:15, 1:02:19]: Two thousand and three standards related to the two thousand twenty one standards. [1:02:19, 1:02:21]: And just just uh for clarity. [1:02:22, 1:02:29]: Yes, the rules were much different in two thousand and three. And I was here in two thousand and three when we were doing this. So um I know for a fact the rules were different. [1:02:30, 1:02:38]: What we've done, and we were actually fortunate enough to be the original engineers on this project in 2003. Uh, thankful to be working in this area for that long. [1:02:39, 1:02:39]: Um [1:02:39, 1:02:43]: But we did the original master plan, the original zoning, uh and [1:02:44, 1:02:48]: I can tell you over the last year what we've done is we have taken the heart [1:02:48, 1:02:53]: and the intent of that original application and we'd have applied the twenty twenty one standards to it. [1:02:54, 1:03:12]: Everything from fire protection to public works requirements to preservation, you know, new buffers off of wetlands, all those things have changed over the last year. So there really is not much grandfathered in. This is a plan that complies with 2021 rules, both state and local rules. [1:03:12, 1:03:19]: uh fi everything from fire protection to to public works requirements, uh everything else. So I just want to put that out there. [1:03:19, 1:03:22]: As it relates to the um [1:03:22, 1:03:23]: The site area. [1:03:24, 1:03:24]: Uh [1:03:25, 1:03:30]: I don't have the exact acreage of the property we're developing, but I can tell you that I'm just looking at some site data here. [1:03:30, 1:03:33]: That we're setting aside fifty four percent. [1:03:33, 1:03:34]: Little over half of the site. [1:03:35, 1:03:35]: For [1:03:36, 1:03:36]: Preservation. [1:03:37, 1:03:38]: So [1:03:38, 1:03:46]: That means that there is a little less than 50% of the site. So maybe 12 or so acres of the project that's actually being developed. [1:03:47, 1:03:51]: If that makes sense. So uh but it's a very uh kind of [1:03:51, 1:03:53]: Uh intentionally [1:03:53, 1:03:56]: produce plan to set aside and again that's [1:03:56, 1:03:56]: In [1:03:57, 1:03:58]: Very well planned. [1:03:58, 1:04:07]: Lance, you know, buffers to buffer adjacent properties, as well as open space around some environmentally sensitive areas that don't need to be developed. [1:04:07, 1:04:08]: Um [1:04:08, 1:04:09]: And so uh [1:04:09, 1:04:18]: I don't know what that and then we have a lot of also interior open space within outside of the units that's usable, active recreational areas. [1:04:18, 1:04:25]: That contains sidewalks and trails and amenities and playgrounds and all that kind of stuff. That's also included in that. [1:04:25, 1:04:27]: Area that's technically not. [1:04:27, 1:04:29]: For the development of residential units. [1:04:29, 1:04:31]: Because this is a condo. [1:04:32, 1:04:33]: unit project. [1:04:33, 1:04:41]: Really, the development footprint is limited to the streets, the driveways, and the footprints of the buildings. Everything else is common area. [1:04:42, 1:04:42]: So [1:04:43, 1:05:01]: It is just that it's different than a townhome project where the owner might own the front yard and the backyard of his unit. Instead, this is he owns the buildings and everything else is in common area, maintained by an association. That way everybody gets their co yard cut at the same time. Everybody gets their projects, their properties taken care of in the same manner. [1:05:02, 1:05:03]: So [1:05:03, 1:05:04]: Uh it's a little [1:05:04, 1:05:05]: Different [1:05:05, 1:05:10]: When you think about a re a typical residential project, we have fee simple lots that access a [1:05:10, 1:05:11]: А публик стріт. [1:05:11, 1:05:15]: That's not what this is. These are private streets, but they're built to county standards or city standards. [1:05:16, 1:05:19]: Um, but there is a significant amount of green space. [1:05:19, 1:05:24]: That is not associated with fee simple ownership of the lot, if that makes sense. [1:05:24, 1:05:27]: So that that I mean, that's why there's such a big number. [1:05:27, 1:05:30]: Of fifty four percent that's common area. [1:05:31, 1:05:32]: Of this project. [1:05:33, 1:05:34]: All right. Go ahead. [1:05:35, 1:05:45]: I was gonna say yeah, I was gonna say uh Miss Battle has joined us as well now. Good aspect. So I just wanna make that known. Good evening, everyone. I am happy to defer and turn this over to the expert. [1:05:48, 1:05:50]: You've been doing very good. Thank you. [1:05:50, 1:06:02]: Mr. Blount, were you done with your comments, sir? No, well, I guess uh Ms. Battle, since you're on, I guess maybe you can answer uh because now you you're looking at 11.5 to 12 acres. [1:06:02, 1:06:12]: that you're gonna be doing these uh 201 condos on. Are you are you s are you all looking at how high, uh uh two high, three high, high? [1:06:12, 1:06:17]: With that acreage and and what uh we've just talked about. [1:06:17, 1:06:19]: And the street width. [1:06:19, 1:06:22]: I'm just trying to see the layout with this. [1:06:22, 1:06:27]: Uh we how's that gonna happen on 11.5? [1:06:29, 1:06:32]: Gotcha. Um has staff shared the site plan? [1:06:36, 1:06:36]: No. [1:06:37, 1:06:41]: Okay. Um would you all mind if I share my screen and show the site plan? [1:06:41, 1:06:42]: Please. [1:06:53, 1:07:13]: So this is an oddly shaped. Can everyone see the screen? Yes. It's an oddly shaped parcel. You can see when you come into the front of the project, we've got our amenity area here in the front, with uh I believe that's a gazebo and a pool uh play area here in the front. [1:07:13, 1:07:15]: front uh of the project. [1:07:15, 1:07:16]: Um [1:07:16, 1:07:34]: All of the units have a garage and have a pad, two-car pad in front, but we also have lots of guest parking spaces that will also be available to anyone who is a guest uh coming into the project. [1:07:34, 1:07:54]: um to visit anyone. As you go towards the rear of the project, that's where we've got some of the wetland area here in the back. So we've completely stayed out of here and out of the center line of the creek, out of this area. I think Steve mentioned to you the detention feature over [1:07:54, 1:08:14]: here. We still have kind of a connection in a in a green space area behind this area as well. And then you can see throughout we've got walking trails and that's what these things are that you're seeing here or walking trails throughout the community for people to be able to connect, walk around [1:08:14, 1:08:18]: the perimeter um where we will have um [1:08:18, 1:08:38]: our our buffer areas here around the perimeter. One thing to remember about a condo association too is that uh technically they are responsible for the exterior of the building as well. Um so that gives you one point of contact if there's any problems or issues with the facades. Um you know they are responsible. It's not the individual [1:08:38, 1:08:50]: owners, but it is the entirety of the condo association with them paying their mandatory condo fees that allows for the development and the maintenance and upkeep of the property. [1:08:51, 1:08:56]: Um again um we are looking at uh one here two hundred and [1:08:56, 1:09:01]: One units um with a waiting pool, the pocky park, a junior olympic pool. [1:09:02, 1:09:22]: Uh, two playgrounds. Um, all of these things are in line with the original uh zoning that was approved. Remember, this zoning was approved and they were supposed to get a development agreement. It just never happened. Um, and so we put together the development agreement to meet and be consistent with what was um previously approved by city council. [1:09:22, 1:09:22]: Okay. [1:09:23, 1:09:24]: Mayor. [1:09:24, 1:09:25]: Yeah, go right ahead, please. [1:09:26, 1:09:31]: Uh Miss Bellow, thank you for joining us. There's a clubhouse as well, right? Thirteen hundred square foot. [1:09:33, 1:09:40]: Um let me go back and I apologize because I'm not looking at the conditions right now. Yeah, Michelle, that's the building by the pool. [1:09:41, 1:09:43]: Oh, that building right there. There you go. Yes. [1:09:44, 1:09:45]: Okay, and um [1:09:46, 1:09:46]: You know. [1:09:47, 1:09:53]: The plan it looks like now the the the things that uh as you have here I asked question that I wanted [1:09:53, 1:10:02]: Because we did not want the cookie cutter appearance. How many different floor plans are being built here and how many desired different elevations? [1:10:05, 1:10:12]: So I don't know if we've got Jon with he's he's not he's not my assumption we've got uh [1:10:14, 1:10:22]: Okay, that but he's been texting me that that's fine uh and he did say that uh they would verif they would be varying the brick on each unit. [1:10:23, 1:10:25]: Um and he also uh [1:10:26, 1:10:33]: uh said that they would be using carriage doors for garage doors, but there would be variation between each unit and each building group. [1:10:35, 1:10:38]: Right. And you t when we're talking about two car garages, correct? [1:10:42, 1:10:45]: I believe that's correct. Uh Michelle, do you know for sure? [1:10:45, 1:10:50]: Um, I believe that is true and I'm trying to I apologize'cause I wasn't [1:10:50, 1:10:53]: I won't say that I didn't plan on being this call, but I'm just trying to [1:10:53, 1:10:58]: um pull up my information. So if you all bear with me a little bit. But yes, I believe that is true. [1:10:59, 1:11:08]: Okay. And then uh I saw uh on what is the square footage uh uh if while you're looking at that, what is the square footage on the different [1:11:08, 1:11:09]: Uh [1:11:09, 1:11:12]: plans. I mean, what what are you trying to build there? [1:11:13, 1:11:18]: So the minimum you're asking what the minimum square footage is um of the units. [1:11:19, 1:11:27]: Correct. And what what would be the what would be the range? I know that what the minimum is. What are you planning on building and what is the range? Yeah. Okay. So [1:11:28, 1:11:37]: Uh and I'm getting that information as we speak. Uh two car garages for sure, fifteen hundred to nineteen hundred square foot minimum, or that's the range of [1:11:37, 1:11:40]: uh of heat of square footage between each unit. [1:11:40, 1:11:42]: Fifteen hundred and nineteen hundred with a two car garage. [1:11:43, 1:11:46]: To nineteen, all the way up to nineteen okay, all the way up to nineteen. [1:11:46, 1:11:47]: Okay, thank you. [1:11:49, 1:11:56]: There they have three different floor plans that they're providing, uh, again, with alternating exterior elevations to two car garage. [1:11:58, 1:12:00]: And carriage garage doors. [1:12:01, 1:12:05]: All of the garages front entry, or there's a rear entry or side entry. [1:12:06, 1:12:06]: Do you know? [1:12:07, 1:12:09]: They are all front entry. All front entry. [1:12:13, 1:12:15]: Councilman Thomas, you have some questions, sir? [1:12:15, 1:12:20]: Well, uh m Mrs. Balder asked a question about the [1:12:20, 1:12:21]: Plan and [1:12:22, 1:12:24]: I actually sent out a booklet and I'm looking. [1:12:25, 1:12:32]: And uh um you know the same diagram that you're sharing. Also uh table 1.0. [1:12:32, 1:12:40]: It talks about the uh square footage for the uh three floor plans, uh one bedroom, two bedroom, three bedroom. [1:12:40, 1:12:46]: But I guess the overall problem is balloting. You know, we sort of went through this with the other development. [1:12:46, 1:12:47]: Um [1:12:48, 1:12:49]: I know for me. [1:12:50, 1:12:51]: To approve [1:12:52, 1:12:55]: And according to the um [1:12:55, 1:12:57]: development agreement. [1:12:57, 1:13:06]: that a lot of these things just need to be spelled out in the document. I understand, I know uh Mr. Moore said that, you know, the 2021 standards [1:13:07, 1:13:09]: will be adhered to but [1:13:09, 1:13:11]: If it's not in the document. [1:13:11, 1:13:16]: You know, I'm I'm just saying this is sort of the way things operated. [1:13:16, 1:13:19]: Uh, you know, things have to be in right and [1:13:19, 1:13:20]: Um [1:13:21, 1:13:25]: Because we don't want to get caught in a situation like we were the last time. So [1:13:26, 1:13:27]: I just think that [1:13:27, 1:13:42]: Um we need to go back and and one thing I do do, I I read it's a thick document and I and I see some of the thing that you're talking about uh in table one point zero. It talks about the square footage. I see the uh the development plan. I also see [1:13:43, 1:13:46]: [4426.4, 4429.6]: There are conditions that needed to be met before approved. [1:13:50, 1:13:51]: And um [1:13:51, 1:13:54]: I just think we need to get a little bit more into the details. [1:13:55, 1:13:58]: uh with this so that would not be any surprises. [1:13:59, 1:14:03]: My recommendation so we really don't spend a whole lot of time'cause it's obvious that the council's not gonna [1:14:04, 1:14:05]: To approve tonight. [1:14:05, 1:14:10]: But I think at some point in time um the details need to be flushed out. [1:14:10, 1:14:17]: And I guess come back at the very next meeting because I think we all want to see this development, you know, because we are trying to. [1:14:18, 1:14:25]: um, you know, to grow grow the city to a certain aspect. But I think we have to be smart and I know our citizens are gonna hold us to that. [1:14:25, 1:14:26]: So [1:14:26, 1:14:28]: My suggestion would be [1:14:28, 1:14:31]: Uh let's let's get into the details. [1:14:31, 1:14:35]: And let's get them all documented and and bring this back so we can approve. [1:14:36, 1:14:41]: C can I ask a question? I apologize because I was late to um the discussion. [1:14:41, 1:14:42]: Um [1:14:42, 1:14:48]: The development agreement, um we are obligated to um abide by the current zoning. [1:14:48, 1:14:56]: Um requirements under the current zoning ordinance, along with the development agreement itself. [1:14:56, 1:15:03]: Um and the specificity a lot of that um will come as a part of [1:15:03, 1:15:06]: Um putting together the land of Al [1:15:09, 1:15:09]: Hermit. [1:15:10, 1:15:30]: application because there are that to provide and show to your engineers and to your reviewers to make sure that we're in compliance with all of the city's requirements. When you say that you want more specificity, can you give me a better sense of what you want specificity for? [1:15:30, 1:15:40]: Are we talking about what the units look like? You want more on that? Are you talking about the layout? I guess I'm just not certain what specificity we don't have. [1:15:40, 1:15:45]: One example would be the dimensions of the sidewalk that Mayor Pro Tem mentioned. [1:15:45, 1:15:48]: And I'm sort of going through this document. I don't really see [1:15:49, 1:15:50]: Where it speaks to um [1:15:51, 1:15:54]: The size now what I do see it says [1:15:55, 1:15:56]: I'm sorry. [1:15:56, 1:16:05]: Um, I was gonna direct you to paragraph uh two D, which talks about the sidewalks and also um E one, which talks about the streetscaping. [1:16:06, 1:16:10]: Okay, I see what sidewalk shall be installed. [1:16:10, 1:16:13]: to connect adjacent to commercial properties. [1:16:13, 1:16:14]: To the south. [1:16:14, 1:16:17]: And extend to the north along East Atlanta Road. [1:16:18, 1:16:27]: Um and the width of the sidewalk along there would be seven feet in width to a 24 inch curve and two foot grass strip. [1:16:27, 1:16:31]: Okay is what we were proposing because we have to fit within that existing [1:16:31, 1:16:50]: Is is is that in here? Is that in the document, though? Yes. Yes. And that's indeed. And and maybe part of the challenge is you all have not had an opportunity to thoroughly review the agreement itself. Um, but there are we we tried to be as specific as possible because quite honestly, we wanted that specificity as well. [1:16:51, 1:16:57]: Yeah, because um I stayed up pretty late the other night trying to go through this and and you may be correct. Um [1:16:57, 1:16:59]: end that but I try to [1:16:59, 1:17:01]: Do my due diligence to [1:17:01, 1:17:04]: To actually read what is provided to us. [1:17:05, 1:17:05]: Um [1:17:06, 1:17:10]: So let me ask this question, my final question, then I just I'll be quiet on this. [1:17:10, 1:17:13]: So coming before us tonight, um [1:17:14, 1:17:17]: What were you asking us to do tonight? [1:17:18, 1:17:38]: Well, um the requirement was for us to enter into the development agreement. Um we had provided the agreement to both the planning department and the law department uh for them to review. They had reviewed it and indicated that they were comfortable with the information that had been provided um in order for it to be [1:17:38, 1:17:58]: Signed because we had to be in compliance with what the original zoning requested, and that's why you see those conditions attached as an exhibit. The expectation today, quite honestly, was for you all to approve the development agreement and had gone through the process with the planning and [1:17:58, 1:18:09]: and the planning department and the the law department and approve that so that we could then move forward with the submission of our LDP application. [1:18:10, 1:18:30]: Um and it was our understanding that you all had to make that approval. To the extent that you need us to go back and provide some additional information, I just think that it's important that we have some very clear direction about what additional information you all would like to see or if there's a separate meeting that we need to have to go over. [1:18:29, 1:18:35]: those things um but we submitted a development agreement in compliance with the zoning [1:18:35, 1:18:36]: Condition. [1:18:37, 1:18:40]: So to your recollection, all conditions have been met. [1:18:41, 1:19:01]: Yes. And that's what the planning staff had to review was to make sure that we were in compliance with what um had originally been presented. There were a couple of things that were differences between, you know, old code and new code kind of things, so that we were trying to address those kind of issues. Um we are happy to meet and talk. [1:19:01, 1:19:21]: And you know, revise as you know as we need to, but what we are, you know, just to be Blount about it, we're not trying to rezone the property. The property is already zoned. Um, this development agreement is simply what was required uh back then in order to ensure that the development agreement. [1:19:21, 1:19:24]: development would happen as originally conceived. [1:19:24, 1:19:29]: Right. Well Mayor, I'm going to yield back. I I just think for us we just want to make sure [1:19:29, 1:19:32]: that there is a that this is a quality [1:19:32, 1:19:33]: Um [1:19:34, 1:19:37]: development um according to those standards. [1:19:37, 1:19:41]: But me, I'm gonna yield back. Uh I appreciate you, Mrs. Battle and uh Mr. Moore. Uh [1:19:42, 1:19:45]: Uh and I think we all want the same thing. We just want we want quality. [1:19:45, 1:19:47]: And um that's why, you know, we saw the [1:19:48, 1:19:48]: You know [1:19:49, 1:19:50]: Poking some holes, if you will. [1:19:51, 1:19:52]: But mayor I yield back. [1:19:52, 1:19:55]: All right, no problem. Mirapal Tim, your hand was you're next. [1:19:55, 1:20:07]: Yeah, thank you so much. And I think that's exactly what I attempted to do because I do understand we cannot rezone the project, but I brought up the new standard, which was the highway corridor plan. [1:20:07, 1:20:12]: Which would require a ten foot path along East Atlanta Road versus the seven foot. [1:20:13, 1:20:26]: uh path that is outlined. That's the new standard. And then I think Ms. Badder, we agreed uh on over on Brandon Road that four foot sidewalks would be agreeable and we wanted to be very consistent with that. [1:20:27, 1:20:29]: In the last zoning where we had four foot sidewalks. [1:20:29, 1:20:35]: It is inadequate, I think, in today's standards to build a three foot sidewalk which is spelled out [1:20:35, 1:20:39]: Uh in this particular agreement and in being consistent with Brandon Road. [1:20:39, 1:20:42]: We would have sidewalks on both sides of the street. [1:20:42, 1:20:58]: uh as indicated. Those are things that are new standards and we had just discussed those with you uh for our last zoning. So we just wanted you to be consistent with what uh the new standards were in those areas because the highway corridor plan has been into effect uh for several years now. [1:20:59, 1:21:03]: Right. So the the three foot was really just for the walking trails. [1:21:04, 1:21:10]: And that was a minimum. Um, the sidewalk, the one thing that we do have to go back and be very cautious about. [1:21:11, 1:21:28]: is that um we were obligated to extend the sidewalk beyond um our property frontage. In order to achieve that, there has to be sufficient right-of-way already acquired by the city. And if there's some portion that has not been acquired. [1:21:28, 1:21:41]: Um then the expectation would be the city would acquire it. We're happy to build it. Um, but the acquisition of property from other property owners along um the right-of-way path um was not a part of our budgeting. [1:21:42, 1:22:00]: Um or and nor do we feel that that should be our responsibility. But we are, you know, if you want a 10 foot sidewalk and we can put it in in the current right-of-way, that's not a problem for us. Um, it's just that there has to be enough width for us to be able to do that beyond our property boundary line. [1:22:01, 1:22:19]: Um otherwise you're gonna have 10 feet and then it's gonna shrink, then you're gonna have 10 feet and it's gonna shrink. Um so if we can make sure that there is in fact enough right-of-way um for that exterior right-of-way down East Lake, um that's gonna be important to us. And I think we had kind of looked at that and that's why we ended up [1:22:19, 1:22:21]: with the seven foot sidewalk and not the tent. [1:22:22, 1:22:42]: Well, I I certainly would like to see whether we could uh address that because we want to be very consistent in our overall plan. We hope to have a ten foot path along that uh corridor. So it would be it would not make much sense to build a seven foot along there when we plan the overall plan requires that. And again, uh the four foot interior. [1:22:42, 1:22:43]: Just uh well [1:22:43, 1:22:47]: Or something that we have been consistent with you on on the last zone and so [1:22:47, 1:22:57]: Those are the two things. I understand we can't go back and say this, that, or the other, because the project really has already been zoned, but we want to work with you to make the project as best as we possibly can. [1:22:57, 1:23:00]: under existing standards uh if we can. [1:23:01, 1:23:21]: Absolutely. Well, um, I know Steve has heard about the four foot internal uh sidewalks. We'll go back and we'll take a look at that. I'm not sure quite honestly what um the um the width is there. I know that the the walking trails, which is different now. Remember the walking trail and the sidewalks are two totally different things. Right. We would expect that the walking trail north [1:23:21, 1:23:34]: normally mo multi use trails or maybe eight feet uh for a multi use trail. That's why I was saying I didn't understand why there was a seven foot, but I guess you're trying to say that there was a right-of-way issue. Hopefully we can help you resolve that. [1:23:34, 1:23:34]: Okay. [1:23:35, 1:23:43]: And Michelle, before you got on, I don't know if you were on yet, I I did commit that we could uh I feel confident we could change the four foot interior sidewalks. [1:23:43, 1:23:44]: Uh [1:23:44, 1:23:46]: To four foot on both sides. [1:23:46, 1:23:54]: And then I think we could maybe reword the condition related to the uh multi use or to the sidewalk on East Atlanta to [1:23:54, 1:23:59]: ten foot where practical or where right of way exists. Otherwise it would just have to be [1:24:00, 1:24:01]: Uh whatever would [1:24:01, 1:24:08]: be able to provide the two foot landscape strip and then whatever width the sidewalk is appropriate without acquiring additional right of way as a [1:24:08, 1:24:10]: private developer doesn't have the ability [1:24:10, 1:24:12]: to acquire right of way um [1:24:13, 1:24:16]: like a city does. So maybe we just say ten foot where possible. [1:24:17, 1:24:30]: based on that approved section of the two foot landscape strip uh and then the sidewalk. Right. Either that or the city will agree that we will build a 10 foot, but they will acquire the right of way that's necessary. So whichever one, whichever one works. [1:24:31, 1:24:48]: Well, on that note, now thank you, Mr. Knight, because on a note I was coming to you, sir, to find out whether or not you have any idea about this right-of-way issue they're discussing. And I know you just unmuted yourself. So Yeah, no, not in particular. I don't know if we wanna we necessarily want to commit to something like that without really being able to further analyze it. [1:24:48, 1:24:49]: Okay. [1:24:49, 1:24:56]: You know, given the given the given the conversations that have been ongoing here from the council, many good comments and questions. [1:24:57, 1:24:58]: It seems that [1:24:59, 1:25:03]: uh uh there may need to be you know uh just a a simple [1:25:03, 1:25:09]: reevaluation of the conditions or or the provisions that have been discussed here. [1:25:09, 1:25:13]: uh this evening along with some of the provisions of our [1:25:13, 1:25:19]: um present day code uh to see if those can be properly incorporated and how they can be properly incorporated. [1:25:20, 1:25:26]: Along with of course what has already been zoned in terms of conditions to kind of marry those two together. I think that's what I'm hearing. [1:25:26, 1:25:32]: um from members of the council and bring that back to you and show what that look show you what that looks like. [1:25:33, 1:25:35]: Um, in terms of that overall scheme. [1:25:36, 1:25:37]: That's what I'm hearing. [1:25:37, 1:25:37]: Right. [1:25:38, 1:25:40]: I think that's a good assessment. Uh Councilman Blount, go ahead, please. [1:25:43, 1:26:00]: You give me the same. Yeah, just real quick, um, Ms. Battle, um, because I I agree with everything that's been said here because things have changed, even when the point of of um how we deal with impact. So uh, but I still with this 11.5 to 12 acres, I'm still looking at I'm l I [1:26:00, 1:26:05]: I've looked at the plan, but I'm still not getting the street widths. [1:26:05, 1:26:10]: in in uh anything that I'm reading in that plan and um [1:26:11, 1:26:14]: Do you have a lighting plan already established for the property? [1:26:15, 1:26:18]: So the proposed right away internally is fifty feet. [1:26:18, 1:26:22]: Um and that's shown here on the plan. It should be [1:26:22, 1:26:23]: Able to see that now. [1:26:24, 1:26:35]: So the internal street network was 50 feet and we had sidewalks, I believe, on one side, but we're agreeing to sidewalks on both. And then um your other question. [1:26:35, 1:26:38]: Street whip. It's twenty four feet. [1:26:38, 1:26:40]: It'll be twenty four feet wide. [1:26:40, 1:26:42]: You mean the the paved area? [1:26:43, 1:26:47]: Well, I'm w we're we're l I'm stalking straight width because one of the problems we have [1:26:47, 1:26:50]: Is is when we deal with parking. [1:26:50, 1:27:03]: We wanna we need to know what subdivisions are coming in with what street width in order that when we finish our uh plans, we wanna know how to deal with this subdivision that is coming in. And you're saying it's 24 feet. [1:27:03, 1:27:06]: Okay. [1:27:07, 1:27:27]: Right. It's twenty-four feet of pavement. It's a fifty foot width right-of-way. And as I indicated, each unit will have a two-car pad in front of the unit where two cars should be able to fit. And then we also have these additional parking spaces, which are out technically, I guess, out um [1:27:27, 1:27:42]: uh not within the driving lanes. They are outside of the driving lanes so that people will not actually be parking in the driving lanes. They will um have guests parking to park in these parking spaces outside of that. Okay. That's nice. Wow. [1:27:45, 1:28:05]: Okay. And there's parking spaces up here and we have more um parking spaces uh down here and over here. So we've tried to you know disperse them throughout the community so that people um will stay off of the the drive aisle and will park in the guests and we can put no parking signs um throughout the community so that people [1:28:04, 1:28:06]: are not parking on the street. [1:28:08, 1:28:13]: And I think with with these streets being private too, I mean they'll have the ability to enforce that the uh [1:28:13, 1:28:16]: the the property owners association would have the ability to [1:28:17, 1:28:18]: Fun. [1:28:18, 1:28:21]: Whether it was residents that were parking there or whoever else. [1:28:21, 1:28:24]: Mirror, one more question. [1:28:25, 1:28:26]: Go ahead. [1:28:26, 1:28:27]: Me or Ms. [1:28:27, 1:28:30]: Uh uh Mayor Protain, go ahead. [1:28:30, 1:28:35]: Okay. And I've heard you say a couple of times the streets are gonna be private, so the community is is going to be gated. [1:28:42, 1:28:46]: No, to my knowledge, no. The community is not going to be gated. [1:28:46, 1:28:52]: Okay, you're indicating private streets, that'll be they'll be maintained by the association, correct? [1:28:55, 1:29:00]: Um as a part of the condo association, um it it it appears that that is the case. [1:29:01, 1:29:05]: Would you have an issue with w with dating the community? [1:29:06, 1:29:08]: Let me talk to my client about that. [1:29:08, 1:29:14]: Okay, so that they're already private streets, so we don't have to maintain them anyway, but for security the gate might be good. [1:29:15, 1:29:15]: Yeah. [1:29:16, 1:29:17]: Let me talk with them about that. [1:29:17, 1:29:18]: All right, thank you. [1:29:19, 1:29:20]: Councilwoman Gann, go ahead, please. [1:29:21, 1:29:24]: Thank you. I don't see that they're private streets. [1:29:24, 1:29:25]: Um [1:29:26, 1:29:36]: I don't see it. I'm looking here. Um one of my concerns is I I know that there's plenty of side parking there and there's two guard car garages with the [1:29:36, 1:29:39]: Um two spaces available in front of that. [1:29:40, 1:29:43]: My question is what is the actual number of units? [1:29:43, 1:29:45]: to parking ratio. [1:29:48, 1:30:02]: Well, we've got two hundred and one units. Each unit has in essence three part well uh two part garage is four spaces um that are um within the unit itself. [1:30:02, 1:30:07]: So 200 and one times four, I'm not a great math person. [1:30:08, 1:30:17]: Yeah, but I think that's 800 in four spaces plus um the additional parking spaces that we have throughout the community. [1:30:17, 1:30:19]: Which is a hundred and twenty six spaces. [1:30:20, 1:30:21]: Right. So we have [1:30:22, 1:30:25]: Technically over nine hundred parking spaces. [1:30:26, 1:30:28]: And two hundred and nine units, correct? [1:30:28, 1:30:29]: Yes. [1:30:30, 1:30:30]: Okay. [1:30:31, 1:30:33]: I would hope that that would be enough market. [1:30:34, 1:30:48]: And one more comment one more comment, Mayor, if I could to just close things up. Hold on a stand. Stand by Ms. Gantt, are you are you done with your questions, ma'am? I'm not. I have another comment. Um councilman blant that [1:30:48, 1:30:57]: You know, we've had an issue about parking on the streets and when there are parties and there are other things, and you're talking about a a a multi [1:30:57, 1:30:58]: Um [1:31:00, 1:31:03]: A multi family dwelling space. [1:31:04, 1:31:11]: I would still want, and I know Mayor and Council, we've talked about this before, that we want the w roads to be a certain [1:31:11, 1:31:12]: When [1:31:12, 1:31:15]: requirement so if someone just happens to park on the street [1:31:15, 1:31:21]: that there aren't any issues with people passing by. I mean, we've heard this from every subdivision. [1:31:21, 1:31:37]: here in Stockbridge. And I think we have all agreed that we wanted wider roads, wider streets for parking just in for that purpose. Even if code enforcement can come and have them towed and removed, you know, who's to say code enforcement's not busy on [1:31:38, 1:31:43]: some other street that we can't change right now. I think this is the opportunity to make those negotiations. [1:31:44, 1:31:47]: Um and and make those requirements and requests. [1:31:47, 1:31:48]: So that we can [1:31:49, 1:31:50]: Make sure. [1:31:50, 1:31:51]: That um [1:31:52, 1:32:06]: there is ample space there just in case. That's that's you know everybody can have a super bar super bowl party at the same time. I'm just saying. Um that's just so let me ask you this question. [1:32:07, 1:32:27]: Has the city I'm sorry, I didn't mean to um interrupt. Go go No, you're good. I I I just wanted to know, um, you know, this is an issue that I seem to get no matter where I go. Everybody's got this has become a a trigger issue just about in every community. And one of the things is we just abide by whatever [1:32:26, 1:32:33]: the street width requirements are that are printed in your land development ordinance. [1:32:33, 1:32:45]: And I guess based on the comment that um Councilwoman Gantt just made, um is the city looking to amend its ordinance in order to increase the width [1:32:45, 1:33:05]: Of uh for the right-of-way requirements so that when new developers are coming or new projects are coming, um, people know that coming in because right now the width requirement is 50 50 feet. If you all want um to provide for a wider width street, um [1:33:05, 1:33:25]: I think that the the way to do that isn't on a case-by-case basis, but that just needs to be a change in the ordinance period. Um, so that every developer knows coming in what the expectation is. In most instances, it's usually a you can find um some places do 50-foot width, some do 55-foot width. You need to determine what [1:33:25, 1:33:38]: what your pavement width is going to be. But that should not be done on a on a, in my opinion, should not be done on a project by project basis if you're having this problem throughout the city. [1:33:40, 1:33:41]: I don't think we just [1:33:42, 1:33:45]: Obviously, I don't think we thoroughly discussed whether or not we want to change the ordinance to [1:33:46, 1:33:50]: to accommodate what you just mentioned, this battle. Uh that is something I think we have to [1:33:50, 1:33:52]: We have to really think about if we want to do that. [1:33:52, 1:33:53]: Uh then I know. [1:33:53, 1:33:59]: Um stand by Mayor Pro Tem for a second, please. Councilman Robert, did you have anything you need to add, ma'am? [1:34:00, 1:34:02]: Yes, I wanted to know um prize point. [1:34:03, 1:34:05]: Um that is right now. [1:34:07, 1:34:15]: Um, I believe the price points on these are gonna be in the mid um two hundreds, low to mid two hundreds. [1:34:16, 1:34:17]: Um as a as a starting price point. [1:34:18, 1:34:21]: Um, but let me um I can verify that with the client. [1:34:24, 1:34:30]: And if I could speak real quickly to the uh the park the on street parking and uh like Michelle, we deal with this. [1:34:31, 1:34:36]: In lots of municipalities, and we do work across the metropolitan Atlanta area, usually. [1:34:36, 1:34:38]: Just for consideration and future ordinance. [1:34:38, 1:34:39]: adjustments that you want to make. [1:34:40, 1:34:45]: It is either a wider road section to accommodate on street parking. [1:34:45, 1:34:47]: Or the standard road section. [1:34:48, 1:34:53]: But with a requirement for guest parking. And usually that ratio is somewhere around a half of the space per [1:34:53, 1:34:54]: residential units. [1:34:55, 1:34:55]: Um [1:34:56, 1:35:01]: Uh considering all of the math that Michelle just did with the number of cars in the garage and the number of cars in the driveway. [1:35:02, 1:35:14]: plus an extra overflow parking. So it's usually one or the other just for just for whatever that's worth. Uh and that's that's kind of the standard we chose to follow with this project, recognizing that would absolutely [1:35:14, 1:35:18]: had the potential of happening were it not for that off street guest park. [1:35:19, 1:35:20]: Okay. [1:35:20, 1:35:24]: Uh Councilmom woman Barber, are you complete, ma'am? That you good? [1:35:26, 1:35:29]: I guess you're good. Okay, council councilwoman Gand, are you good at this point? [1:35:30, 1:35:35]: I am, thank you. Okay. Okay. Mayor Pro Tem uh Alexander, go ahead, please. [1:35:35, 1:35:50]: Oh I'll defer to Councilman Thomas. He has end up and then I'll close it. Okay, go ahead. Go ahead, Councilman Thomas. I I I just wanted to ask this question to Mr. Knight and Mrs. Johnson. Uh Unified Development Code is is a work in progress. Uh [1:35:50, 1:35:58]: Can you indicate sort of where we are with this issue in that um work in progress? [1:35:58, 1:35:59]: in that development. [1:36:01, 1:36:10]: Yeah, I'd I I'd just simply say that that is the mechanism by which you would make this type of change, a wholesale change that I think Miss Battle was alluding to, since we're in the midst of this process right now. [1:36:11, 1:36:15]: And this has been a concern in terms of parking on the street and [1:36:16, 1:36:19]: and pavement with and even right away with, but I think more so pavement with. [1:36:20, 1:36:24]: That's the mechanism that we would we would use or should use. [1:36:25, 1:36:30]: to make that type of change. And given some of the concerns that have been raised over the last couple of years, even. [1:36:31, 1:36:33]: Um and is referenced here tonight. [1:36:33, 1:36:39]: Um that should be something that should be modified uh to ensure that that at least [1:36:40, 1:36:40]: The [1:36:41, 1:36:51]: tr the um right-of-way widths can accommodate situations in the event that people do park on the street, which likely means a larger or wider right-of-way width. [1:36:52, 1:36:54]: Thank you, sir. I yield back, Mayor. [1:36:54, 1:36:56]: Okay, Ms. Gantt, you had something, ma'am? [1:36:57, 1:37:03]: Right. Thank you. Um, Mayor and Council and and Ms. Battle, just say attorney battle, just so you know. [1:37:03, 1:37:09]: Uh, we're just now getting developments back up and started in Stockbridge. So [1:37:09, 1:37:12]: I this is something that we do wanna change and I've it I brought it [1:37:13, 1:37:18]: out tonight because we haven't been, you know, together. Um [1:37:18, 1:37:35]: where we've been over the code and ordinances and we've had you know some changes, but we also have had these concerns. I mean, I think they made the news about us, you know, not wanting, you know, the parking on the streets and emergency vehicles can't get around. [1:37:35, 1:37:35]: Um [1:37:36, 1:37:38]: And we have to do that. [1:37:38, 1:37:40]: Yeah. [1:37:40, 1:37:48]: Yeah, it's not one one this is not a one time and this is something that I hope that mayor council would consider um going on in the future. Thank you. [1:37:48, 1:37:49]: Absolutely. [1:37:50, 1:37:51]: Uh Mayor Potain. [1:37:52, 1:38:02]: Yeah. Re really, I think that um, you know, uh of course we're gonna hopefully address this in the ULDC uh uh moving forward, uh as Councilman Thomas. [1:38:02, 1:38:03]: uh indicated. I think [1:38:04, 1:38:07]: What what I see about this plan is a willingness upon um [1:38:08, 1:38:28]: The uh the applicant to work with the city because obviously I've never seen a plan like this where they've added extra parking spots coming up front. Most of the time you have to ask for those types of things. So the very fact to me, uh we've seen a new type of approach to doing things like this as far as the two. [1:38:28, 1:38:32]: two car garage, the two spaces out front and [1:38:32, 1:38:36]: Extra parking spaces out in the development. [1:38:36, 1:38:51]: So they don't have to park on the street. This probably needs to be part of the code. And they brought that to us because this is an excellent suggestion to have the parking built in as regular parking outside of the resident parking. [1:38:53, 1:38:54]: Councilman Blount, go ahead, please. [1:38:56, 1:39:01]: Yeah, Ms. Battle, first of all, you know, we definitely thank you all for coming and developing this in I [1:39:02, 1:39:06]: I agree, Miss Alexander. I think I saw that type of parking over in uh Monarch Village. [1:39:07, 1:39:12]: Where have they have the the road that goes inside and and that people can park and it wouldn't be [1:39:12, 1:39:18]: uh impeding on the road. Um just a real quick question uh because you said it was twenty four foot [1:39:18, 1:39:19]: Um [1:39:20, 1:39:23]: The streets are twenty-four, twenty-four feet wide. [1:39:23, 1:39:33]: Um where are you getting the 50 feet? Are you going curb the curb a foot on each side where you're getting 50 feet? Where where are you getting the 50 feet from? That's what I'm trying to figure out. [1:39:35, 1:39:38]: I I can speak to that just from a technical standpoint. The [1:39:39, 1:39:41]: The traditional fifty foot right of way. [1:39:42, 1:39:45]: Would accommodate a twin a a road that's twenty six feet. [1:39:45, 1:39:47]: From the back curb to the back curb. [1:39:47, 1:39:49]: With a two foot grass strip. [1:39:49, 1:39:58]: And then your four foot sidewalk and then room for utilities on the outside of that in a fifty foot wide strip. So when you have private streets. [1:39:59, 1:40:03]: Usually all well, not usually you have to build private streets to county [1:40:04, 1:40:05]: Public standards. [1:40:05, 1:40:06]: In the event that [1:40:07, 1:40:09]: the homeowners association for whatever reason. [1:40:10, 1:40:11]: Uh [1:40:11, 1:40:20]: went defunct, uh the count and the county is or the city is forced to take over those streets. It has to be built to a standard that they accept. So when we lay these streets out, we follow [1:40:21, 1:40:25]: the standards that the city or the county or whatever municipality is has. So [1:40:25, 1:40:27]: They're laid out horizontally. [1:40:28, 1:40:32]: in a fifty foot right of way. When this project gets built under the current [1:40:33, 1:40:37]: layout strategy with it being condos, technically there won't be a right of way. [1:40:38, 1:40:57]: per se, because everything will be owned by the property owners association. But because we have to build these streets and design these streets to city standards, we make sure that in the event that that ever did happen, that they they could fit within a 50 foot right of way, if that makes sense. So when this project is finished out, [1:40:58, 1:41:04]: There technically won't be a right of way, but again, it's just a guide for how we design the streets and how we place utilities, sidewalks, et cetera. [1:41:05, 1:41:08]: Uh quick question. Um [1:41:09, 1:41:15]: Because everything outside of the um actual property line would be common uh area. [1:41:16, 1:41:19]: Is there any way we could at least go up to 26 feet on the uh [1:41:19, 1:41:20]: On the streets. [1:41:21, 1:41:30]: They are twenty they're twenty six feet. They're they are twenty-six feet wide, but it's from the back of curb to back of curb. So technically the travel surface areas is twenty-five feet wide. [1:41:31, 1:41:36]: So the asphalt would be twenty three feet wide and then you have a curbing gutter. [1:41:36, 1:41:42]: Which is, you know, still horizontal. And then you have a six inch curb on either side. So it is twenty six feet wide. [1:41:43, 1:41:45]: You you're looking at twenty six feet, but [1:41:45, 1:41:50]: for is just a common person because that's technical twenty technically twenty-six. [1:41:51, 1:41:52]: But if someone is just driving [1:41:54, 1:41:57]: back and forth. You only got about twenty three feet to work with. [1:41:57, 1:41:58]: It's [1:41:58, 1:42:01]: Does that standard is the same standard that is [1:42:01, 1:42:04]: Ben I mean, I would venture to guess ninety. [1:42:04, 1:42:10]: nine percent, maybe with the exception of a couple, uh, of subdivision streets in Henry County. [1:42:10, 1:42:13]: Have been built to that same. I mean it's been in place since [1:42:13, 1:42:14]: Probably [1:42:14, 1:42:15]: Nineteen ninety. [1:42:16, 1:42:17]: Six. [1:42:17, 1:42:22]: Or so that that same standard. That's what we followed again. That's the public street standard that we followed. [1:42:22, 1:42:28]: Okay, because I know that in even in my subdivision, I know that the the standard the standard here is twenty-seven. [1:42:28, 1:42:30]: Uh but um [1:42:30, 1:42:33]: Okay. I mean I'm no not gonna hold you guys any longer. [1:42:34, 1:42:54]: All right, it seems as though the obviously we won't be approving this tonight. So I guess the question now is and when do we when do we uh address this again? Is this one month from now in our June council meeting or sometime sooner or later? So what's the desire? What makes sense in the desire of the council? What makes sense here uh to get all these type of questions and concerns taken care of? [1:42:54, 1:43:02]: than everything we presented back for some type of approval, if that's the case. And the first hand I saw was Meripro Tem. Go ahead, please. [1:43:02, 1:43:14]: I just need the staff to let us know how long it's gonna take for them to to get this together. If it's the next meeting we can do that, we just need them to guide us on what how long it's gonna take to prepare prepare it. [1:43:16, 1:43:19]: All right. Any other comments from council or staff on that? [1:43:19, 1:43:21]: That recommendational thought process. [1:43:21, 1:43:23]: All right, Mr. Knight, what do you think, sir? [1:43:24, 1:43:31]: I just wanted to make sure in fairness to the applicant, if there were any time sensitive concerns from the applicant. [1:43:33, 1:43:35]: All right. This battle is that to you? [1:43:36, 1:43:51]: Yes, there are there there actually are. We have the property under contract. We are experiencing a little heat from the cellar. Um, so the sooner we can get this done from our perspective, the better. Um we will make our cells readily available if you all have um. [1:43:52, 1:44:07]: um changes or modifications. I don't know if you all want to um take that initial stab at sending us over um whatever changes you want or if you want to have a a call. But if we could get on your next meeting agenda, that would be great. [1:44:08, 1:44:13]: Okay. Our next meeting agenda is actually our working session, which is later on this month. [1:44:14, 1:44:16]: Um the twenty fifth? Is that the twenty fifth? [1:44:17, 1:44:20]: Yes. Twenty fifth. That's the twenty fifth. All right. [1:44:20, 1:44:26]: Okay. Um let's work toward that end then, Mayor. I would I would recommend we we I think we the staff [1:44:27, 1:44:31]: Sells the attorney and Miss Battle and the and the applicant team can work together. [1:44:31, 1:44:35]: Um obviously we want to pull that together uh as soon as we can, provide that to [1:44:36, 1:44:39]: uh the council so that you can have adequate time to review it. [1:44:40, 1:44:42]: All right, sir. Uh Councilman Thomas, go ahead, please. [1:44:46, 1:44:48]: You're mu you're muty, sir. [1:44:52, 1:44:53]: You're still muted. [1:44:57, 1:45:07]: And you get the cursor in place. I I move that um we allow uh this to come back at the uh next council meeting at the work session. [1:45:08, 1:45:09]: So [1:45:10, 1:45:14]: All right. And uh motion was made the second. So all in favor of motion, please indicate. [1:45:15, 1:45:33]: All right, see now she says, all right, so 25th it is. All right. Thank you. There you go. All right. Appreciate it. Appreciate your time and effort. Thank you. Council consideration to approve the 2021-2022 renewal of the city's liability insurance policy. Mr. Knighton and Mr. Walker, please. [1:45:35, 1:45:43]: Uh yes, Mayor Ford, thank you. Uh Mr. Walker is here. Um obviously this is a an annual renewal for liability insurance. [1:45:44, 1:45:48]: Um taking into account the normal and standard items that are included [1:45:48, 1:45:51]: And liability insurance, including things like equipment and then [1:45:52, 1:45:58]: the other forms of liability that any uh uh local government, uh municipal government would have to ensure [1:45:58, 1:46:11]: are covered. We have a couple of things uh um this year as we go into um this coming year's um term with respect to of course our amphitheater that'll be coming online as well. [1:46:12, 1:46:14]: And then uh Mr. Walker and I did have a brief [1:46:14, 1:46:16]: a discussion about um [1:46:17, 1:46:20]: timing in terms of uh a potential police department. [1:46:20, 1:46:24]: But I'll defer to Mr. Walker, allow him to provide you with an overview. [1:46:25, 1:46:28]: Um of the liability insurance and then talk to you about [1:46:28, 1:46:35]: uh the uh estimated premium increase uh which is only about just over four percent, which is fairly good for [1:46:35, 1:46:41]: uh this particular period of time in terms of uh what it was last year versus what is proposed for this year. [1:46:42, 1:46:43]: So I turn over to Mr. Walker. [1:46:44, 1:47:04]: Thank you, Mr. Knighton. Thank you, Council. Um, I'm Chris Walker with Marshall McClendon Agency. I appreciate y'all having me again. Good to see your faces. Uh hard to believe we're still in Zoom meetings, but uh hopefully we'll next next year we'll be maybe in in person, but I appreciate your time. Um as Mr. Knighton said, we we went through a few disc a little bit of a discussion. Travelers insurance is who you're with now. [1:47:04, 1:47:24]: Um they've been on the uh account for a couple of years and they've uh basically said if you're comparing what you had last year to compare to what you have this year without any changes whatsoever. So if you exclude the amphitheater and a few other changes, you're talking about a four point two percent increase uh overall from a premium rate increase, which is actually I mean really great. I mean [1:47:24, 1:47:31]: I mean, I know nobody wants increases, but the what's been going on in the in the uh US and the insurance market with uh [1:47:31, 1:47:51]: you know, lawsuits and um civil unrest and, you know, riots and things and protests and you know leading to damages and all. I don't you know, that's things that we've hadn't really accounted for, the insurance companies hadn't accounted for, along with natural disasters. I know Noonan was one of our clients and uh their schools got hit, you know, a month or two ago. You're seeing more tornadoes, more [1:47:51, 1:48:07]: flooding, more hurricanes. So I'm very pleased with the renewal. We did reach out to a couple of other insurance companies to ask if they had some interest and once they, you know, kind of knew that we were getting a very low increase on the renewal, they really just felt like they could not compete. Um we'll keep [1:48:07, 1:48:08]: Keep well. [1:48:08, 1:48:28]: reviewing that every year for you. If we don't we don't feel like travelers is being uh doing we've been with one beacon before we moved moved that coverage cuss we felt like they were uh not competitive on the pricing from when we first went there. So um you know travelers has done a good job on this renewal. Uh one of the things we talked about um Mr. Knight and and Miss Holliday we discussed last week [1:48:28, 1:48:48]: Is this this number you're seeing includes the amphitheater, a$20 million increase on uh the amphitheater values? But we discussed not everything that you've done for uh the amphitheater will actually be insurable. So your land, your site clearing, those sort of things, once they're completed and done, we're really not [1:48:48, 1:49:07]: insuring the land, we're insuring the structures, we're insuring the contents, we're um ensuring any type of you know physical um items that you may have that would be insurable. So I know just an early look, I think we talked about um decreasing that from 20 million to 17 million on the values. [1:49:07, 1:49:27]: And I think we have a little bit more time to really dive into that and make sure we're accurate. I think the the proposed uh changeover is June 15th, I believe. Um right now you're under the builder's risk coverage through the contractor. Uh so we're gonna keep that coverage there. There's no reason to double insure you, so you're gonna keep the builder's risk coverage uh for the amphitheater until. [1:49:27, 1:49:44]: tool, they basically give the clear and free that we're done, they've handed it over to you, then we'll start insuring it at that time. So you'll see about a month's premium savings there from what these numbers are. Plus we're going to reduce the values a little bit when we come up on an agreeable value for those. [1:49:45, 1:50:05]: Another um item we talked about, there's a few changes that may have been noted on the premium summary. We're trying to get those clarified uh with uh travelers now uh that we we found the errors on the quotes. So we're always we review those for you to make sure that they're accurate. Uh so there's a few minor changes there uh that we're gonna make and uh your your renewals may not. [1:50:04, 1:50:24]: nineteenth. So we'll have those those changes back to uh Mr. Knight and Miss Holliday uh you know this this week on those changes. We should hopefully get those tomorrow and then we'll talk more about the amphitheater. We did talk about the law enforcement. Currently you do not have law enforcement legal liability coverage, which is would be a new coverage for you. We discussed, I believe the plans are the higher plans [1:50:24, 1:50:29]: police chief this year. Uh once that police chief is brought on duty. [1:50:30, 1:50:39]: you know, he he then need he or she then needs to be protected for the law enforcement legal liability. Um I'll be sending them a supplemental application. Some of that premium is um [1:50:40, 1:51:00]: But them, the police chief not really having any active duty role where they're patrolling and arrest, you know, I doubt they're gonna be going out and arresting people by or uh really physically out. They're really just trying to build a police force. It should be a minimum premium. I know minimum premium amount is like a thousand dollars. I'm not saying it's going to be a thousand dollars, but it's not gonna be, we're not talking about a [1:51:00, 1:51:20]: ton of money. Of course, once you start adding law enforcement officers, your autos, your uh police lead equipment, those sort of things, that's of course going to be factored in to the next renewal, which we've talked about. I'd like to at least, you know, not they've y'all have been great about keeping me included on changes um to make me aware of those, but at least to come up with some budget numbers. [1:51:19, 1:51:26]: for you so you'll kind of know here's what the insurance costs may be with law enforcement and of course law enforcement has been um [1:51:27, 1:51:37]: you know, a lot of things have been going on in in the in the United States this year with law enforcement and a lot of claims and and uh you know incidents and that sort of thing. So [1:51:37, 1:51:57]: Uh travelers insures a lot of a lot of city municipal governments across the nation. So um I know they're being fair in those renewals, but law enforcement is an area of course that is under pressure. Um auto insurance is under pressure right now, which we may see. So I would like to at least be able to come up with some some potential premium values for y'all as [1:51:57, 1:52:01]: is you come up with a budget you know later in the year. That's something we discussed as well. [1:52:02, 1:52:03]: I miss what? [1:52:03, 1:52:23]: All right, this one. Yeah, I got a question here for you. I obviously we're looking to for an approval of this this evening, but yet you mentioned in your conversation that there's a few enough different numbers you have to tweak out or or adjust somewhere between now and the 19th, when I guess a coverage date is supposed to start on this aspect. So I I guess I'm just kind of concerned. [1:52:23, 1:52:27]: [6747.3, 6763.7]: approving something tonight, whereas that there's still some additional adjustments that you want to give us in in this aspect as far as I would I would say if you're if you're comparing um so you know the worst case scenario is on this piece of paper which would be the 261, 565. [1:52:44, 1:53:04]: But it's gonna be for the and then we're talking about an annual premium, of course. So um, you know, we're talking about adjusting the amphitheater, and these are things that are just now we're discussing because we're getting at the end of the project. So it's kind of a work in progress. Um I would say that the you know 261-565 would include the full value of the amphitheater, which would be a$20 million increase. [1:53:04, 1:53:16]: increase, which we know is not the fact. It'll be less than that. This number will not get any worse from that. It would only go lower if we're if we're decreasing the values of the of the amphitheater. [1:53:16, 1:53:36]: That yeah, I don't know if that that helps you in in that. Okay. That's that's that's fine. I I appreciate that. And then of course, uh upon the uh acceptance of a uh police chief, then we'll have to make some adjustments at that time whenever that police chief comes online and then of course continue to tweak and develop the insurance process as we get a different uh [1:53:36, 1:53:45]: Different amount of employees for the police department if things come along. Okay. All right. That's that's all that I have right now. I'm pretty sure the other questions from the council at all. [1:53:45, 1:53:56]: Anybody? I see no questions, no concerns. All right. If that's the case, then I just need a motion as to accept this uh policy as is stated by Mr. Walker has presented. [1:53:58, 1:53:59]: Is there a motion? [1:54:00, 1:54:02]: So move from Ms. Ganttz there a second. [1:54:02, 1:54:03]: So [1:54:03, 1:54:06]: Mr. Mayor Potem second, any further discussion? [1:54:07, 1:54:09]: And if not all in favor, please indicate. [1:54:10, 1:54:12]: And I have unanimous decision. Fantastic. [1:54:12, 1:54:17]: Thank you very much. I appreciate it. No, have a good evening. Thanks so much. [1:54:19, 1:54:34]: Uh council to approve change order number three for the waste uh water treatment plant improvements in amount of three hundred two thousand eight hundred dollars. Funding source uh wastewater fund balance, uh Mr. Aaron and uh Mr. Hosetter. [1:54:35, 1:54:42]: Yes, Mr. Mayor. I'll uh defer this to Mr. Holt Singer and he'll explain what his goal is. [1:54:42, 1:54:43]: Yeah. [1:54:43, 1:54:45]: Okay. Okay, Brad, go ahead, please. [1:54:45, 1:54:49]: Thank you, Mayor and Council, for uh hearing me. Uh [1:54:50, 1:55:10]: First, I want to address the change order. The reason for the change order versus bidding it out is because we're having permit violations because of equipment failure. Uh I know we've done a lot of work over the I don't know, I guess two or three years. We put a lot of money in our treatment plant. We've replaced a lot of stuff. [1:55:10, 1:55:30]: stuff and there's two major components left at the wastewater treatment plant that hasn't been replaced or rehabbed or anything like that. Uh these this is component is 30 years old. It's on our last maintenance we've seen the [1:55:30, 1:55:50]: problem we know the problem and the only option is replacement. I would like to rebuild it, but it's just not a viable thing. They're just they're just too old and it's it'd be throwing money away. And as far as uh the change order versus bidding, because we [1:55:50, 1:56:07]: are in you know experiencing permanent violations because of it. I know the permit the uh bidding process you know it's it's lengthy at best and uh I would think we plus I think we'd save money by just doing the change order because we wouldn't have to pay for the bidding. [1:56:09, 1:56:09]: Okay. [1:56:10, 1:56:13]: Council, any question for Mr. O Singer? [1:56:14, 1:56:15]: I mean [1:56:15, 1:56:26]: Okay, Ms. Knight, sorry. I wanna make sure we make sure we clarify a couple of things. This is part of we we're working on the wastewater treatment plant upgrade as part of the overall upgrade, correct? [1:56:27, 1:56:27]: Correct. [1:56:28, 1:56:34]: And this would be an additional component to that overall essentially that overall upgrade. [1:56:34, 1:56:36]: Correct. All right. That's correct. [1:56:36, 1:56:39]: So since this work is being done and [1:56:39, 1:56:42]: The the overall wastewater treatment plant upgrade. [1:56:43, 1:56:45]: is being completed. [1:56:45, 1:56:49]: This component which has been identified as being problematic. [1:56:49, 1:56:51]: And needs replacement. [1:56:51, 1:56:55]: Is now um being requested to be a part of. [1:56:55, 1:57:01]: this overall upgrade as a ch or or as a change order included with the this overall upgrade. [1:57:01, 1:57:03]: Correct. Right. Okay. [1:57:05, 1:57:06]: Captain Blount, go ahead, please. [1:57:07, 1:57:11]: Brad, my question on this is that because you all have noticed it. [1:57:12, 1:57:16]: Um, that's gonna be need needing the replacement for quite a while. [1:57:17, 1:57:25]: In order that the city would not just now but in the future, stay into competitive bidding for companies to do work. [1:57:26, 1:57:29]: If that was something foreseeable that needed to be replaced. [1:57:29, 1:57:32]: Then the bidding process could have started months ago. [1:57:33, 1:57:37]: And then because if we start to use utilize companies without a [1:57:38, 1:57:53]: uh uh a bidding process, then then first of all we don't deal with competitive bidding uh when it comes to procurement and we're just uh saying, well, since they're doing work over there, we'll just give them this work. And I don't think we should start that type of practice. [1:57:53, 1:58:04]: Uh it especially when it comes to a a foreseen problem that would months down the road we're gonna have to be replaced anyway, which you all just said. So I I would I would that we would just [1:58:05, 1:58:10]: Look at what needs to be done down the road where we can still keep procurement intact. [1:58:11, 1:58:15]: versus awarding companies without any type of competitive price. [1:58:16, 1:58:24]: It it wasn't foreseeable. This was a problem. I knew the the components were were aging, but I was hoping we'd get, you know. [1:58:24, 1:58:32]: a few more years out of them, five, six years, but it just didn't happen. Uh so it wasn't foreseeable. [1:58:32, 1:58:38]: If it was three or four or five years from now, then I'll say, yeah, we need to bid it out because I knew they would go bad. [1:58:39, 1:58:47]: But what they still lasted way longer than they expected and the city got their money worth out of them. Um [1:58:49, 1:58:58]: Maybe you're right. Maybe maybe I should have foreseen that, you know, in in a better way, but it it was I didn't. [1:58:59, 1:59:03]: Well, I I'm only saying, Brad, that that six months out from now. [1:59:04, 1:59:05]: You knew that this [1:59:05, 1:59:12]: gonna have to be replaced. Really it was two years ago, but six months from now, you know that it was outdated and at some point in time. [1:59:13, 1:59:18]: Who's gonna replace another that's all I'm saying? I'm and and and and I support whatever you all are doing over there to [1:59:19, 1:59:23]: To make things better and to keep the ratings we have when it comes to clean water and see the stockbridge. [1:59:24, 1:59:27]: But also just want to make sure that we're uh dealing with uh [1:59:28, 1:59:31]: competitive pricing when it comes to procurement to make sure that we're getting [1:59:32, 1:59:34]: Quality work at the best price that we can get it. [1:59:38, 1:59:40]: Okay, Councilwoman Barber, go ahead, please. [1:59:43, 1:59:46]: Okay, Mr Hi, Mr. Holster, singer. [1:59:47, 1:59:50]: Um so we have a current agreement with [1:59:50, 1:59:51]: I'll self. [1:59:52, 1:59:53]: Constructor [1:59:53, 1:59:54]: Yes. [1:59:54, 1:59:56]: So you're just wanting to [1:59:56, 1:59:57]: Um [1:59:57, 1:59:58]: Piggyback. [1:59:58, 2:00:02]: so to speak, on that existing contract with the change order for this. [2:00:03, 2:00:03]: Correct. [2:00:04, 2:00:09]: Okay, thank you. Um my next question is for our Mr. Wiggins. Um [2:00:09, 2:00:12]: So for this particular account. [2:00:13, 2:00:14]: Um it said [2:00:15, 2:00:20]: This is coming out of the wastewater treatment fund balance. [2:00:20, 2:00:22]: Yes. And account for that. [2:00:24, 2:00:27]: There's a uh yes fund balance account. [2:00:27, 2:00:28]: For each uh [2:00:29, 2:00:31]: uh fun we have [2:00:31, 2:00:32]: In the city. [2:00:32, 2:00:35]: This right here will be combined with your water and stool. [2:00:36, 2:00:38]: But you can um which is about [2:00:39, 2:00:41]: It's sitting at about eight point four million now. [2:00:42, 2:00:44]: Okay. Fine bounce. [2:00:45, 2:00:47]: For the waste water. [2:00:47, 2:00:50]: But water and sewer. Now if you want to break it out with [2:00:51, 2:00:54]: What I've done, you can do it by percentage. Um [2:00:54, 2:00:57]: We break it out by percent, let me put it up real quick. [2:01:00, 2:01:01]: Okay. So [2:01:02, 2:01:08]: If you can tell me what the current balance is in that particular account. [2:01:09, 2:01:14]: Before this change. In the water and sewers eight, it's eight point four million. [2:01:14, 2:01:15]: We're as of today. [2:01:18, 2:01:19]: Okay. [2:01:20, 2:01:20]: Let's see. [2:01:24, 2:01:25]: And if I break it out. [2:01:28, 2:01:30]: Water take about fifty four four percent. [2:01:31, 2:01:34]: And sewer would take about forty six percent. [2:01:34, 2:01:36]: Equates to if you break up that eight point four. [2:01:37, 2:01:38]: Million [2:01:38, 2:01:43]: Water would come out to be four point five and sewer would come out to be three point nine. [2:01:45, 2:01:45]: Yeah. [2:01:46, 2:01:48]: Thank you. [2:01:48, 2:01:49]: Thank you. [2:01:50, 2:01:53]: Okay, Mayor Pro Tem, uh go ahead, please. [2:01:53, 2:02:05]: I want to thank Councilwoman Barber for that excellent question. Understand, did you hear what he just said? That's eight million dollars in this account. Now, when folks talk about the city being financially solid and stable. [2:02:06, 2:02:15]: This this fund balance for this particular water and sewer. So we have the money with which to make these improvements and infrastructure. So [2:02:15, 2:02:18]: It's incumbent upon us to move forward with it. So I think [2:02:18, 2:02:23]: uh the water and sewer department uh for bringing this ahead because we need to [2:02:23, 2:02:29]: Go ahead and put some of these things in action as we move forward with um growing the city. Thank you. [2:02:31, 2:02:36]: Any other questions from the council? And if not, I need a motion to accept this proposal. [2:02:37, 2:02:40]: So moved. Ms. Kant, is there a second? [2:02:42, 2:02:43]: Is there a second? [2:02:43, 2:02:44]: Perfect. [2:02:45, 2:02:47]: Mirapol Chamaz and any further discussion. [2:02:47, 2:02:49]: And if not, all in favor motion, please indicate. [2:02:51, 2:02:55]: And I see you now see it. Fantastic. Thank you, Brent. Appreciate it. [2:02:55, 2:03:01]: Okay, uh council consideration to approve installation of surveillance cameras at the wastewater treatment plant. [2:03:01, 2:03:15]: An amount of twenty-five thou uh twenty-five thousand six hundred six dollars and thirteen cents and annual monitoring fee of three thousand two hundred forty-nine dollars and twenty-nine cents. Once again, this is uh Mr. Aaron and Brad. [2:03:15, 2:03:30]: Please sir. Yes, Mr. Mayor. Uh the sewer department budgeted$24,300 for surveillance cameras to be installed at the wastewater plant. So since this exceeds the city manager's signing authority and it's a little bit over. [2:03:30, 2:03:39]: The amount that was budgeted, the uh wastewater plants the only facility in the city that does not have surveillance or intrusion monitoring. So [2:03:40, 2:03:42]: We're we're coming before council. [2:03:42, 2:03:44]: To request that we be allowed to install the [2:03:45, 2:03:46]: Surveillance cameras. [2:03:46, 2:03:49]: Okay. Appreciate any questions, council? [2:03:50, 2:04:02]: And there are no questions. I'd say one one question. I'm sorry. I want us holding. Well now as we start adding these cameras and we doing it in different areas, is there overall plan for just adding them? [2:04:02, 2:04:07]: Uh are we just kind of going as we go? Do we have a comprehensive plan?'Cause certainly. [2:04:07, 2:04:12]: It would be a good idea to have cameras in a lot of areas in the city. So is there a comprehensive plan? [2:04:12, 2:04:15]: Maybe Mr. Knighton or Mr. Aaron can speak to it. [2:04:17, 2:04:23]: Well as you know, we've got cameras at a number of facilities, uh including several several parks facilities and obviously [2:04:24, 2:04:30]: Our municipal facilities and the wastewater treatment plant um is an area that we need to make sure that we cover. [2:04:31, 2:04:35]: Um obviously as the amphitheatre is being built, there's several cameras as you probably noticed from your tours. [2:04:35, 2:04:38]: in and around that area. And we're also going to [2:04:38, 2:04:39]: Look at putting other [2:04:40, 2:04:43]: Um security measures in place, some cameras that may not be seen. [2:04:44, 2:04:49]: So you always want to make sure that you have security that is seen, that is visible. [2:04:50, 2:04:51]: to act as a deterrent. [2:04:52, 2:04:57]: But you also want to have other measures in place that are not seen that can still provide security. [2:04:57, 2:04:59]: Uh, to make sure that your facilities are safe. [2:04:59, 2:05:09]: Uh the surve surveillance cameras in this particular case, we want to make sure that they're they're at the wastewater treatment plant facility for several reasons. Uh and obviously security is the main thing. [2:05:11, 2:05:12]: Okay, Councilman Thomas, go ahead, please. [2:05:13, 2:05:16]: Mr. Mayor, if there's no other questions, I move to approve. [2:05:16, 2:05:17]: Is there a second? [2:05:18, 2:05:19]: A second. [2:05:19, 2:05:22]: Ms. Barber Seconds that no further discussion. All in favor, please indicate. [2:05:24, 2:05:27]: Okay, and another unanimous decision. Okay, thank you very much, council. [2:05:28, 2:05:34]: Okay, council consideration to approve at the renewal of RFP request for proposal two thousand. [2:05:35, 2:05:37]: Nineteen das zero zero two [2:05:37, 2:05:54]: P for office furniture for the new public works facility utilizing state contract number 99999-001-spd zero zero zero zero one zero zero-two, which expires February 2nd of 2022. [2:05:54, 2:06:00]: Estimated cost of two hundred thousand dollars, funding source, new public works facility account. [2:06:00, 2:06:03]: Uh Miss Miller and Ms. Darren, please. [2:06:03, 2:06:06]: Good afternoon, good evening, Mayor and Council. [2:06:06, 2:06:10]: Uh the Public Works Department um as stated is requesting council approval. [2:06:10, 2:06:15]: To piggyback uh Georgia Department of Administrative Services statewide contract. [2:06:15, 2:06:20]: The City of Stockbridge contract request number is twenty nineteen zero zero two P [2:06:21, 2:06:24]: Uh for the record, um, for office computer and education furniture. [2:06:25, 2:06:30]: For the purchase um of furniture for the new public works administration building. [2:06:30, 2:06:34]: Uh once again, the purpose of this contract is to provide competitive discounted pricing. [2:06:35, 2:06:39]: Of this uh purchase of office computer and education uh furniture products. [2:06:41, 2:06:44]: Okay. Any questions for Miss Miller at all? [2:06:45, 2:06:46]: Questions, concerns. [2:06:48, 2:07:01]: All right. If not, oh I'm sorry, Miss Barber, go ahead, please. I have a question for um Mr. Aaron. Um so I know this is uh new furniture for the new facility. What's gonna happen with the existing furniture? [2:07:02, 2:07:10]: Well, we don't have any existing furniture. Currently, public works staff is housed in the wastewater treatment plant, the majority of us. [2:07:10, 2:07:15]: That furniture goes with the wastewater treatment plant, Mr. Holtzinger's staff. [2:07:15, 2:07:18]: So that furniture remains in that building. [2:07:19, 2:07:22]: This is uh completely new furniture for this new building. [2:07:22, 2:07:24]: Okay. Along with the computer. [2:07:24, 2:07:25]: Equipment as well. [2:07:26, 2:07:27]: Okay, thank you. [2:07:29, 2:07:30]: Yeah, Mr. Bond, go ahead, please. [2:07:33, 2:07:38]: Yeah, I like the motion to go ahead and approve the uh considerations to approve the renewal for the RFP request for [2:07:38, 2:07:44]: was for office furniture for the new public works uh facility in the amount of about two hundred thousand dollars. [2:07:45, 2:07:46]: All right, so is there a second? [2:07:47, 2:07:48]: Second. [2:07:48, 2:07:53]: Ms. Gantt Second any further discussion. And if not, all in favor, please indicate. [2:07:54, 2:07:57]: And another unanimous decision. Outstanding. Appreciate it. [2:07:58, 2:08:05]: Okay, council consideration to approve the ITB invitation to bid number 2021-001. [2:08:06, 2:08:22]: For the city's El Meg Local Maintenance Improvements Grant for Roads and Resurfacing awarded to East Coast Grading Incorporated, funding source PLOS 5,$1,2387.88, GDOT,$260,000. [2:08:22, 2:08:25]: Uh eight hundred and fifty four dollars and thirty two cents for a total amount [2:08:25, 2:08:33]: Of one million two hundred and sixty-three thousand two hundred and forty-two and twenty cents. Once again, Miss Miller and Mr. Aaron, please. [2:08:34, 2:08:43]: Good evening once again, Mayor and Council. [2:09:00, 2:09:02]: Questions for Miss Miller or Ms. Darren? [2:09:04, 2:09:14]: See seeing none, is there a motion to approve? I'm sorry. Question. Okay. Mr. Thomas. [2:09:15, 2:09:19]: I'm I'm trying to recollect in the budget. [2:09:19, 2:09:20]: Um [2:09:21, 2:09:23]: Is there a line item here? [2:09:24, 2:09:25]: Um [2:09:25, 2:09:34]: Just trying to make sure that we we we provide for this uh ongoingly. Can you speak to that to uh Mr. Eric? Can you speak to that at all? [2:09:35, 2:09:43]: Yes, yes, sir, mayor pro um councilmember Thomas. Uh the city in its budget, it only allocates [2:09:43, 2:09:45]: What the G Dot gives to [2:09:45, 2:09:48]: The city that's placed into the budget. [2:09:48, 2:09:52]: But we don't put the splash funding into the budget, the annual budget. [2:09:53, 2:09:55]: No, no, I'm I'm I'm referring to [2:09:56, 2:10:00]: Uh being in the L McDon, um [2:10:00, 2:10:02]: U on a regular basis. I mean, should we [2:10:03, 2:10:06]: I I know you sort of indicated there's some, but I'm just trying to [2:10:07, 2:10:09]: I'm I'm I'm thinking I'm thinking ahead to budget. [2:10:10, 2:10:12]: And uh just trying to um [2:10:13, 2:10:17]: get a little bit more understanding education on on the on that process. [2:10:18, 2:10:20]: Because I think uh we're gonna have some challenges. [2:10:21, 2:10:22]: We should have some challenges. [2:10:23, 2:10:25]: Uh for the twenty twenty two budget. [2:10:25, 2:10:28]: And so I'm trying to get a head start on that. So I'm just trying to [2:10:29, 2:10:31]: Peak in two. [2:10:31, 2:10:32]: Um [2:10:33, 2:10:34]: Funding processes. [2:10:35, 2:10:37]: for all things that we just need to do. [2:10:38, 2:10:38]: Yeah. [2:10:39, 2:10:45]: If I may, uh, Councilman Thomas, um let me let me mention one or two things that I I wanted to mention related to this item. [2:10:46, 2:10:53]: One is you know, a million dollars and and obviously roads and paving are essential to to any municipality and those are important. [2:10:54, 2:10:55]: Items and important projects. [2:10:56, 2:11:02]: Uh a million dollars as is proposed right here about fund balance um does give me a bit of a concern. [2:11:02, 2:11:08]: I I would and and I thought this information may have gotten in there, but we had some concern a question about [2:11:08, 2:11:13]: Using splost five money, we have not started to collect splast five. [2:11:13, 2:11:19]: Yet we will uh very soon in next month or next month or two we'll be collecting splash five and splash five. [2:11:20, 2:11:22]: It was right at about um four [2:11:23, 2:11:26]: Four and a half million, if I remember correctly. [2:11:26, 2:11:29]: Out of roads, bridges, streets, etcetera. [2:11:30, 2:11:33]: Previously in Splash four. [2:11:33, 2:11:35]: We utilize splost funds. [2:11:36, 2:11:39]: Every year, I think for the first three or four єir. [2:11:39, 2:11:41]: To help supplement the um [2:11:42, 2:11:43]: The [2:11:43, 2:11:45]: uh resurfacing program. [2:11:46, 2:11:52]: Um and so that was able to supplement resurfacing um via SPLOST. I would I would [2:11:53, 2:11:54]: I would seek to have [2:11:55, 2:12:00]: Um uh Splost Five be able to supplement this. [2:12:00, 2:12:03]: For um our street paving. [2:12:03, 2:12:10]: Uh, because I just get a little bit concerned about taking that much from fund balance. Our fund balance is healthy, it's strong. [2:12:10, 2:12:13]: But we've got a number of things that are on the horizon. [2:12:14, 2:12:16]: In terms of infrastructure projects, the other thing [2:12:17, 2:12:22]: that I would that I would mention, which is an unknown of course, is the Biden infrastructure plan that's being [2:12:22, 2:12:28]: uh discussed and will be discussed throughout um the state uh or excuse me United States Congress. [2:12:28, 2:12:31]: Coming up in the next few months. That may provide additional funds. [2:12:32, 2:12:36]: Um for local governments is expected to provide additional funds for local governments. [2:12:36, 2:12:44]: for roads, bridges, streets, things of that nature. Now we can't, of course, access that because that has not been passed i in any form. [2:12:44, 2:12:49]: But I just wanted to mention that as we continue to look at our infrastructure needs down the road. [2:12:50, 2:12:54]: But for this, I would ask that uh if the council is inclined to approve this. [2:12:55, 2:12:58]: Um that you allow us to um utilize. [2:12:59, 2:13:00]: Splashed phones. [2:13:01, 2:13:08]: or at the very least, um uh half fund balance, half spLos to do this project because I don't want to, or I'm recommending to you that we don't. [2:13:09, 2:13:12]: continue to deplete our fund balance again it's strong. [2:13:13, 2:13:16]: But that if we have the mechanism of splost five. [2:13:16, 2:13:21]: that we're able to use that um to help supplement the roads resurfacing program for the upcoming year. [2:13:22, 2:13:31]: So if I understand your your recommendation, you would want that uh to uh be in the motion in this aspect and it'd be approved if the council so approves this, is what I understand. [2:13:32, 2:13:34]: Right. Okay. Mr. Blount, please go ahead. [2:13:38, 2:13:58]: Yep, uh yeah, thank you, Mayor. Um, Mr. Knight, and I've I've asked uh I think I've asked them this uh more than once. I think I talked to you and Mr. Aaron about this. When we talk about the LMEG list, and I've seen the list, uh previous list, and I saw the list from last year and um and the one for 20, I think 2021 that we [2:13:58, 2:14:01]: We we just looked at um [2:14:01, 2:14:21]: But we also talked about the list that would include sidewalks. We yet to get a list out with that, with a comprehensive plan on what subdivision we're going to start doing the sidewalks. And that's something that's that's one of the questions that continues to come to me as a council member. I'm pretty sure other council members heard that. When are we going to get the list to show what sidewalk? [2:14:21, 2:14:38]: we have a comprehensive plan to go in different neighborhoods and repair and instead of getting phone calls that we go but that because when we talked about doing a road survey that was to include this been over two years ago include sidewalks but yet we don't have a comprehensive plan on fixing sidewalks. [2:14:40, 2:15:00]: Yeah, Mr. Aaron and I actually just had that discussion about developing that list. I'll let Mr. Aaron, if he wants to add anything, but we just had that discussion because that was a part of the evaluation that was done to do ratings similar to we do a roads to do ratings on sidewalks. And then we've got a couple of other situations in sidewalks as well. But I I if Mr. Aaron wants to add anything. [2:14:59, 2:15:02]: about the timing of having that done and completed. [2:15:03, 2:15:23]: Yes, uh Mr. Knight and I had a conversation earlier about the reason why LMEG is at the forefront because it's a state mandated program. You receive funds from the state. We're in the process of putting together a plan similar to what LMIG is. LMIG, we're our goal is to resurface five miles a year. So our goal [2:15:23, 2:15:28]: with the sidewalk is we're gonna come up with a length of sidewalk that we're gonna do every year. [2:15:28, 2:15:34]: and find out the funding identify a funding source for that. So it might be every year we might do [2:15:34, 2:15:37]: twenty thousand linear feet of sidewalk. [2:15:37, 2:15:44]: But we gotta come up with a number and we have a a game plan to say each year we're gonna allocate funding to do [2:15:44, 2:15:50]: so many feet linear feet of sidewalk and so that plan is already being developed. We just gotta [2:15:51, 2:15:56]: Just gotta get the funding identified. But with the LMEG, since G Dot allocates money [2:15:56, 2:16:06]: for that that's why that's at the forefront but there is a plan of action being developed for sidewalks that we're gonna bring back to council and ask for approval saying this is gonna be the standard [2:16:06, 2:16:12]: of what we'll fix, repair, or whatever every year so we can identify funding for that. [2:16:13, 2:16:13]: Project. [2:16:14, 2:16:17]: Mayor, yeah. [2:16:17, 2:16:21]: In in all due respect, uh, Mr. Aaron and Mr. Knighton. [2:16:22, 2:16:25]: But this was put out to us over two years ago. [2:16:25, 2:16:32]: Over two years ago, because I understand what's a mandate by the state, and we have to move forward with that. [2:16:33, 2:16:40]: But this has been over two years ago, and the questions don't stop being asked. Because when we say in the council meeting something we're going to do. [2:16:41, 2:16:45]: The the the phone calls come to us as elected officials. When are you gonna do it? [2:16:46, 2:16:52]: And when we now once again saying what we're going to do, I want us to get to a point that we're actually doing it. [2:16:52, 2:17:09]: Because out of all the comprehensive plan that we had and dealing with the L Meg and setting up these streets and all that, this could have simultaneously been done by the city, not by a mandate by the state, but by the city to set this up and have this done. That could have been in our that could have been. [2:17:09, 2:17:20]: When if we set it up and do it, and then we say come to the council, this is the cost and this is the program we have. But at this point now, it's been over two years, we have nothing in place saying how we're going to do it. [2:17:21, 2:17:26]: We have nothing in place the projecting the cost because nothing's been set up with it, Mr. R Knight. [2:17:27, 2:17:34]: Well let me let me let me mention a couple of things related to that. One, it took it it was a part of the rating system and evaluation that was done. [2:17:35, 2:17:41]: that needed to be done. One of the issues we have with sidewalks is twofold. One is if there's an issue with a particular sidewalk, [2:17:42, 2:17:43]: It's a safety issue. [2:17:44, 2:17:46]: We need to know about it. [2:17:46, 2:17:50]: And we can seek to address it in that fashion. Number two is [2:17:50, 2:17:52]: The issue has come up recently. [2:17:52, 2:17:55]: With sidewalks in a number of subdivisions. [2:17:55, 2:17:57]: That are not connected. [2:17:57, 2:18:01]: And while that is an an issue and a concern. [2:18:02, 2:18:03]: Really the [2:18:04, 2:18:09]: And the responsibility should lie with the developer who developed that subdivision. [2:18:09, 2:18:11]: to make sure that sidewalk was connected. [2:18:12, 2:18:16]: What we also um are going to bring to you is [2:18:16, 2:18:21]: a proposal and that that we are going to bring to you for consideration of approval is [2:18:21, 2:18:24]: Із bonding these subdivisions, for instance. [2:18:25, 2:18:28]: S putting up five hundred thousand or million dollars on a subdivision. [2:18:28, 2:18:31]: And if a developer walks away without [2:18:31, 2:18:34]: paving sidewalks continuously. [2:18:34, 2:18:42]: We'll be able to break that bond, take that money, and then the city will be able to connect those silos. We got a we got a number of issues in that regard. Number one. Number two. [2:18:42, 2:18:50]: If there's an issue with completion of roads or some damage to roads by a particular contractor and then they leave. [2:18:50, 2:18:54]: The city then has a bond to be able to make those repairs on those roads. [2:18:55, 2:18:58]: I the those two issues I want to mention simply because [2:18:59, 2:19:05]: It it does pertain to the sidewalk issue and the practice that we're gonna have to develop here in the future to protect the city. [2:19:05, 2:19:12]: of of extenuating costs down the road when it should have been really the responsibility of developer. [2:19:12, 2:19:14]: To your point, and it's a fair point, councilman. [2:19:15, 2:19:21]: about developing a the list, a comprehensive list of of sidewalks similar to what we do with [2:19:21, 2:19:31]: um roadways and as d as Mr. Aaron mentioned, the the the termination of a linear feat and how much uh funds the city wants to to to approve spending. [2:19:32, 2:19:40]: um uh in the future on on this on an annual basis is something we'll be bringing to you. We'll be bringing that to you very, very soon. [2:19:40, 2:19:44]: Um within the next month or so we'll be bringing at least you a plan. [2:19:44, 2:19:45]: For you to be able to do that. [2:19:46, 2:19:46]: Now [2:19:47, 2:19:52]: I would mention also, as I mentioned before, SPLOST FIR funds, those funds can be used. [2:19:53, 2:19:54]: Uh for sad walks. [2:19:54, 2:19:58]: And then again, as I mentioned, what is expected to be infrastructure plan. [2:19:58, 2:20:02]: uh likely we'll have some funds that we'll be able to use in a number of different ways. [2:20:03, 2:20:09]: But the sidewalk issue is an issue, but it's it's a multifaceted issue. One is repair, one is safety. [2:20:09, 2:20:15]: One is protecting ourselves against against developers who walk away and don't complete sidewalks, and then we're left. [2:20:16, 2:20:20]: There and the questions come to you, obviously, as elected officials and and to some extent the staff. [2:20:20, 2:20:22]: Of how we deal with those issues. [2:20:22, 2:20:27]: Well, Mr. Knighton, uh one of the things that I've always told citizens. [2:20:27, 2:20:39]: Is that because it has cracks in it doesn't mean it's it's top of the list. But when you talk about buckling of sidewalk, these different things there, they become top of the list. And then when you have [2:20:39, 2:20:41]: We we as a city when we're [2:20:41, 2:20:43]: We we're in an interesting position now. [2:20:44, 2:21:04]: We're in a pr interesting position that we're growing in so many areas, but we have to show the citizen that we do have something in place for investment back in the community. And I think that that that uh dealing with the sidewalks is one of the a good steps for the city to take and go ahead and get that list together so the citizens citizens can either see it on see [2:21:03, 2:21:07]: if Death Streets are on the website or whatever needs to be done because [2:21:07, 2:21:18]: You know, it shouldn't be up to us to continue to answer these questions of something that we've already uh, you know, given a director to and hopefully and thought we have by now. So I hope that we get that pretty soon. [2:21:18, 2:21:19]: All right. [2:21:20, 2:21:21]: Ms. Barber, you had something, ma'am? [2:21:24, 2:21:28]: No, uh it was regarding the funding source for this. Isn't it? [2:21:29, 2:21:30]: Mayor Pro Tem, go ahead, please. [2:21:30, 2:21:46]: Uh the one thing that I always like to do is to keep in mind that the citizens are tuning in. And sometimes this is good news. We're paving streets. So they should understand, yes, we have some challenges with this and we want to make sure that we get everything in there, including sidewalk. [2:21:46, 2:22:03]: But I would I'd like uh Mr. Aaron to do is to take the time to actually cause the list is not displayed here, to just read the list so folks understand roads are being paved in Stockbridge and they can see that this council is is moving forward doing that. So can you possibly read the list of streets that are gonna be paved? [2:22:04, 2:22:05]: Yes, sir, Mayor Protean. [2:22:06, 2:22:11]: The first street is Carriz Lake Drive from Walt Stevens Road to Walt Stevens Road. [2:22:11, 2:22:15]: The next one is Serene Waters Trails from the Cul de Sac to Cul-de-Sac. [2:22:16, 2:22:20]: Seaboard Drive from Old Atlanta Road to North Bridge Drive. [2:22:21, 2:22:24]: Harvick Circle from Parkland Drive to Parkland Drive. [2:22:25, 2:22:29]: Ted with commons from Fairgreen Trail to Anglewood Trail. [2:22:31, 2:22:35]: Pathwood Lane from Monarch Village Way to Vista Creek Drive. [2:22:35, 2:22:39]: Cliff Lake Trail from Monarch Lake Way to Lily Glen Lane. [2:22:40, 2:22:43]: Vista Creek Drive from Pathwood Lane to Cul de Sac. [2:22:44, 2:22:45]: Anglewood. [2:22:45, 2:22:46]: I guess is is trace. [2:22:47, 2:22:50]: Yes. Monroe Village Way to chat with Commons. [2:22:50, 2:22:53]: Addie Lane from Walter Way to Davidson Parkway. [2:22:54, 2:22:57]: Townsend Bend from Addie Lane to Walter Way. [2:22:58, 2:23:01]: Kaylin Drive from Adding Lane to Townsend Bend. [2:23:01, 2:23:05]: Windsap Drive from Townsend Bend to Walter Way. [2:23:05, 2:23:10]: Summit View Drive from State Route 42 to Aspen Brook Drive. [2:23:10, 2:23:14]: Summit View Drive from Asperham Brook Drive to South Salt Tooth Lane. [2:23:15, 2:23:18]: and McKinley loop from Summit View Drive to Summit View Drive. [2:23:19, 2:23:25]: Uh thank you, sir, very much. Citizens, we we're paving streets in Stockbridge. We're paving streets. Thank you, Mayor. [2:23:25, 2:23:45]: And no problem. And I would tell you that the the several streets were identified that are in Molnar Village. And they were the job was completed probably a good month or so ago. So uh they're already done with Molinar Village for this year. Okay, on that note though, um we had any other questions though at all for uh for uh Mr. Aaron here at all? Or Ms. uh [2:23:45, 2:23:46]: Or Miss Miller. [2:23:47, 2:23:51]: If not, I need a motion to uh accept this proposal, please. [2:23:54, 2:23:59]: Is there a motion? Mr. Blount, your motion is sir. So move. Okay, is there a second? [2:24:02, 2:24:05]: I second. Miss Grant seconds that any further discussion? [2:24:06, 2:24:08]: Yeah, if not if not, all in favor, please indicate. [2:24:10, 2:24:13]: That's another unanimous decision. Okay, fantastic. [2:24:14, 2:24:16]: Thank you, Mayor and Council. Welcome. Thank you, sir. [2:24:17, 2:24:37]: Council consideration to approve uh RFO request for a quote number 2021-001E for Link Media Outdoor for Advertising City Events and Destation facilities for four uh billboards and amount of thirty-seven thousand seven hundred dollars. Funding source. [2:24:37, 2:24:41]: Tourism, uh, Miss Miller and CC McGee. Outstanding. [2:24:42, 2:24:44]: Quelle initiative. [2:24:45, 2:24:50]: Good evening once again, May Mayor and Council. Uh the City of Stockbridge Events Division is seeking [2:24:50, 2:24:56]: To utilize a linked media outdoor for advertising, city events, and destination facilities on four digital [2:24:56, 2:25:07]: Billboard panels that are targeted residents of city of Stockbridge and nearby that travel back and forth to the locations on the interstates of I two eighty five. [2:25:07, 2:25:18]: And I-75 based on the rates and the weeks listed in the attach agreement. The total annual amount is$37,700 for a period of one year. [2:25:18, 2:25:23]: The advertising provided by LinkedIn from events um division will consist of advertising of [2:25:24, 2:25:26]: Of the digital boards, um [2:25:26, 2:25:35]: Advertising may include fundraising, race walks, children events, social activities, COVID safety for a minimum of uh [2:25:35, 2:25:38]: Ten seconds ads per day um per the billboard. [2:25:40, 2:25:41]: Okay, fantastic. [2:25:42, 2:25:46]: Um any questions at all for Miss Miller or even C C at this time, Council? [2:25:47, 2:25:48]: Miss Barber, go ahead, please. [2:25:50, 2:25:54]: Actually my question is for Mr. Knight. Okay. Mr. Knight. [2:25:54, 2:26:00]: Okay, so pertaining to the advertisement, um, is this only for [2:26:00, 2:26:02]: Um city bits or [2:26:03, 2:26:05]: Events pertaining to the amphitheater. [2:26:06, 2:26:07]: I'm just trying to find it. [2:26:07, 2:26:08]: Yeah. [2:26:09, 2:26:13]: Yes, we would certainly anticipate I would certainly anticipate us using this to [2:26:14, 2:26:18]: to uh advertise for the amphitheater, events for the amphitheater. Absolutely. [2:26:18, 2:26:20]: So follow up question then. [2:26:20, 2:26:22]: I know with a management company. [2:26:23, 2:26:28]: These are the type of expenses that they would absorb. [2:26:28, 2:26:29]: So [2:26:30, 2:26:31]: Us spending [2:26:31, 2:26:32]: This money. [2:26:33, 2:26:33]: Um [2:26:33, 2:26:34]: With the city. [2:26:34, 2:26:36]: paying for the advertisement. [2:26:38, 2:26:43]: we would additionally be paying for a management company to also advertise. [2:26:44, 2:26:45]: Is it very? [2:26:46, 2:26:47]: I'm sorry. [2:26:47, 2:26:54]: Is it best that we wait until we've identified a management company before we commit to this? [2:26:55, 2:26:59]: I would recommend going ahead and proving this for a couple of reasons. One [2:27:00, 2:27:20]: the the management company, the terms of what that would look like could determine whether or not there's a payment by the management company. Certainly they would be um offering additional uh services and advertising, but because the city already conducts so many events that we can use this for advertising as well as when the amphitheater comes, [2:27:20, 2:27:25]: uh or comes online, um, that I would recommend going ahead and approving this. Um [2:27:26, 2:27:27]: As as it is and [2:27:27, 2:27:31]: This would include all of our city events, of course, and amphitheater events potentially. [2:27:32, 2:27:33]: Thank you. [2:27:34, 2:27:35]: Mr. Blount, go ahead, please. [2:27:37, 2:27:41]: Mr. Knight and uh with that being said, would it be advantageous to [2:27:41, 2:27:54]: take funds that wasn't used in the events this year and use that amount just for this year and it would give us a whole 12 months to deal with a new management company and we can map out what uh [2:27:54, 2:28:01]: Uh map out the details going forward with this, and there may not be this much going forward after this year, but if we could take the funds from [2:28:02, 2:28:05]: This year uh shifted over within the bench department. [2:28:06, 2:28:11]: For the twelve months, wouldn't it be wouldn't that be better to do than the ad than to do a [2:28:11, 2:28:15]: To add new money on somewhere that money hadn't been used? [2:28:18, 2:28:19]: You want me to answer that, Miss Louis? [2:28:19, 2:28:20]: Go ahead, go ahead, John. [2:28:21, 2:28:22]: Okay, um [2:28:22, 2:28:25]: D this is your hotel, motel tourism money? [2:28:26, 2:28:28]: These these dollars here are [2:28:29, 2:28:30]: You've been using this company. [2:28:31, 2:28:34]: Anyway for advertising for the uh [2:28:34, 2:28:35]: Real man is [2:28:35, 2:28:38]: uh T.S. Trick and any other uh [2:28:38, 2:28:40]: Local event. This is the uh draw [2:28:41, 2:28:43]: Oh, people just driving up and down seventy five. [2:28:44, 2:28:49]: into your city to come to the maramath. If you start including [2:28:49, 2:28:50]: The amphitheater. [2:28:51, 2:29:02]: Like Mr. Nightman was saying, we're gonna have to wait and see what that management company brings to the table. Here, if you're using these dollars, you're gonna have to use if you're using these tourism dollars, you're gonna have to use it just for this. [2:29:04, 2:29:08]: Yeah, but but then that goes back even solidify my question even more. [2:29:09, 2:29:11]: If there's advertising need to be done. [2:29:12, 2:29:16]: Wouldn't we be able to just shift the money any uh shift the money now and then because [2:29:16, 2:29:18]: The the the tourism money don't go away. [2:29:19, 2:29:23]: Because I'm pretty sure we're gonna he's gonna be shifting the overdrive once we start using it anyway. [2:29:23, 2:29:26]: So all those monies will still be in there, wouldn't it? [2:29:26, 2:29:29]: I mean I mean just kid I mean if I'm right if [2:29:29, 2:29:31]: Something right about what I'm saying, I'll be [2:29:31, 2:29:35]: No, you you're right. It's just that right now I think we're at a point where [2:29:36, 2:29:36]: The um [2:29:38, 2:29:40]: negotiations with with the management company. [2:29:41, 2:29:44]: just really hasn't taken place yet. So it's like an unknown. We don't [2:29:45, 2:29:48]: We don't know. So we if you if you hold up now. [2:29:50, 2:29:52]: Link media is gonna take is gonna blanket. [2:29:54, 2:29:57]: They're gonna they they're gonna they're gonna they're gonna whatever advertise going on, they're gonna take it off. [2:29:58, 2:30:05]: So they can't take what we can purchase through events though. It doesn't have to come out of tourism. [2:30:05, 2:30:17]: But but but um but I think maybe if I can uh answer this way, I mean the the the monies that we, for instance, would not have used in twenty twenty, the monies from events or from any other department. [2:30:17, 2:30:29]: uh because of the lack of events that we that took place because of COVID and so forth, those monies roll into your fund balance every year. Right. And so the fund balance um continues to increase because those monies weren't used. We don't [2:30:30, 2:30:39]: We we don't, because of accounting purposes, transfer monies from one year into the next year and utilize those monies in that year, but your fan balance your fund balance increases. [2:30:39, 2:30:42]: Well that's w that's but that's what I'm saying, Mr. Nightn. [2:30:42, 2:30:46]: Why why let the fund balance increase with something that's already been budgeted? [2:30:46, 2:30:48]: When we could actually use the money. [2:30:49, 2:30:53]: For what we're talking about right now and the tourism budget that's gonna be in cured. [2:30:54, 2:31:06]: uh after we after this amphitheater get built in the area, it's it's gonna blow up anyway. We're gonna be pushing out more tourism money uh for tourism that that than we've ever done. Once this amphitheater gets up, I'm just saying [2:31:07, 2:31:16]: If the funds are already ready, why not why roll them back over in the fund balance when there's already been budgeted? Why wouldn't won't we just use them for what we're talking about right here? I mean whatever. [2:31:17, 2:31:23]: Yeah, whatever we have in this year's budget, we're obviously gonna use for this year twenty twenty-one's budget, the budget that we're in now. [2:31:24, 2:31:28]: those funds are gonna be used and then your hotel motel tax, for instance, monies are gonna be [2:31:29, 2:31:33]: gonna come in every year at about what is it three hundred three hundred seventy five thousand or so. [2:31:34, 2:31:44]: Every year that we receive a hotel motel tax. Well then if it's gonna take thirty, I think you said thirty-seven to go ahead and establish what we need to do right now, why don't we just pay it? Why don't why are we doing [2:31:45, 2:31:50]: Why are we waiting for hotel motel tax when the budget and and and events already can cover that? [2:31:51, 2:31:53]: And I understand that this is a for tourism. [2:31:54, 2:32:03]: But those monies are gonna be when this apathy to give up get up going and the other things that we're doing, those monies are gonna be those monies are gonna be there to be spent. [2:32:04, 2:32:07]: But why roll money back in I'm saying why roll [2:32:08, 2:32:15]: This amount in the fund balance back in the fund balance when we can use it because it's already been budgeted. That's that's my only question. [2:32:17, 2:32:19]: Yeah, Ms. Barber, go ahead, please. [2:32:21, 2:32:25]: So Mr. Knighton, have you not spoken with any management companies just yet? [2:32:26, 2:32:28]: I really would like to see us table this. [2:32:29, 2:32:29]: Uh [2:32:30, 2:32:33]: because it's almost as if we'll be paying double. [2:32:33, 2:32:36]: um for a management company to do it. [2:32:36, 2:32:37]: And for us to do it. [2:32:41, 2:32:45]: All right. Miss Knighton, any response to that, Miss Knight, or I'll need to go on. I have somebody [2:32:46, 2:32:51]: I think even I don't know if the management company gonna advertise for mirror manners. [2:32:52, 2:32:58]: You're right. Even even absent the amphitheater, there's so many other things that the city does. [2:32:58, 2:33:01]: that we're advertising on these billboards. [2:33:01, 2:33:04]: Okay. So because of that there's a neat [2:33:05, 2:33:07]: Yeah. That answers my question. Thank you. [2:33:09, 2:33:13]: And CC, uh you've been quiet. Did you need to add anything in this discussion there, ma'am? [2:33:15, 2:33:22]: Um, I think you pretty much covered. First of all, good evening everyone. I hadn't seen you in a minute, but it's good to see everyone. [2:33:22, 2:33:25]: And um just to add to it. [2:33:25, 2:33:45]: we do get a lot of traction for all of the different we use it for information as well as events and sort of branding. So I think with the amphitheater coming on, um the Billboard company is throwing in some additional [2:33:45, 2:34:00]: no cost advertising to say that the amphitheater is coming. So I kinda understand both sides of the coin. But like Mr. Knighton said, we used to bill for it for continuous [2:34:01, 2:34:05]: things that's going on in the city per se as it relates to [2:34:05, 2:34:09]: event and pertinent information and by it being digital [2:34:10, 2:34:13]: Um that information can change within twenty four hours. [2:34:15, 2:34:16]: Yeah, thank you. Appreciate that. [2:34:17, 2:34:19]: Okay, any other questions for [2:34:19, 2:34:27]: Yes, Miss Barber Gloria, please. One quick question. Um, so Mr. Wiggins, we have not been provided with um [2:34:27, 2:34:28]: Maybe the [2:34:29, 2:34:30]: balance sheets for [2:34:31, 2:34:35]: these accounts, um, which is why I have questions about the spending. [2:34:36, 2:34:37]: The funding for this. [2:34:37, 2:34:39]: Can we make sure going forward? [2:34:39, 2:34:42]: For every item that we're approving. [2:34:42, 2:34:48]: um expenditures that you provide us with the income statements, balance statements upfront. [2:34:49, 2:34:51]: So that we don't have to ask these questions here. [2:34:51, 2:34:52]: Please. [2:34:53, 2:34:53]: Sure. [2:34:53, 2:34:54]: No problem. [2:34:54, 2:34:55]: Thank you. [2:34:56, 2:34:57]: Mr. Blount, go ahead, please. [2:34:57, 2:35:04]: I just want to go ahead and motion. Um I mean we do a motion to approve the uh thirty seven thousand seven hundred dollars for the uh [2:35:05, 2:35:07]: Finding other tour uh from tourism. [2:35:07, 2:35:08]: For the um billboards. [2:35:08, 2:35:09]: Is there a second? [2:35:10, 2:35:11]: A second. [2:35:11, 2:35:14]: Ms. Oh, Miss Gantt second that heard their voice. Any further discussion? [2:35:15, 2:35:16]: All in favour, please indicate. [2:35:18, 2:35:20]: Generous decision. Thank you very much. [2:35:21, 2:35:22]: Thank you. [2:35:22, 2:35:30]: Okay, thank you, ladies. Appreciate it. Council discussion. Council discussion of reference to the Cultural Arts Center. Mr. Knighton, please. [2:35:33, 2:35:34]: Yes, Mayor Ford. [2:35:35, 2:35:42]: Um this is something I want to bring to you as a discussion item. Um I did send you some information as it relates to [2:35:42, 2:35:48]: Um, the Cultural Arts Center and where we are and conversations with TSWR architect as it relates to. [2:35:48, 2:35:54]: Um looking at the Cultural Arts Center. Of course, in back in March we had a very extensive discussion. [2:35:54, 2:35:57]: uh at the retreat as it relates to the cultural arts center. [2:35:57, 2:36:04]: And we went through uh began going through an exercise where we took a look at what it would take to [2:36:04, 2:36:10]: uh move from what was at the time that concept of an 18 million dollar amphitheater, or I'm sorry, cultural art center. [2:36:11, 2:36:14]: to a fourteen million dollar uh cultural art center. [2:36:14, 2:36:24]: Um as uh uh Miss Hubble went through that exercise and began to show you how those items or the cultural arts center could be reduced and modified. [2:36:24, 2:36:30]: Think there was great concern by the council that the reduct a reduced cultural arts center. [2:36:30, 2:36:32]: Would not meet the vision. [2:36:33, 2:36:34]: uh of the council. [2:36:34, 2:36:38]: We've had subsequent conversations with Ms. Hubble and um [2:36:39, 2:36:43]: Before we take this next step, I wanted to make sure that I apprised you. [2:36:43, 2:36:46]: That uh in our conversation she indicated that [2:36:46, 2:36:49]: Uh perhaps some reductions could be done that may [2:36:49, 2:36:57]: Uh, get to$2 million savings, but beyond that, you're looking at some substantial b reductions and modifications. [2:36:57, 2:37:02]: Um getting down to a fourteen million dollar figure, which would probably significantly alter. [2:37:03, 2:37:06]: the original uh concept of the cultural arts center. [2:37:06, 2:37:13]: Now she has provided me with a task order to go through that extensive process of making those reductions. [2:37:13, 2:37:14]: Now down to fourteen million. [2:37:15, 2:37:15]: But [2:37:15, 2:37:19]: Before we went down that path, I wanted to be forthright of course with you. [2:37:20, 2:37:24]: I'd spend that time in in in the the um test order funds. [2:37:24, 2:37:32]: Um, going through that entire exercise, if the end product of a$14 million amphitheater ends up with some drastic reductions. [2:37:32, 2:37:35]: In certain areas, theater, ballroom, etcetera. [2:37:35, 2:37:40]: and that does not meet the vision that the council has for uh the cultural arts center. [2:37:41, 2:37:44]: And so we are at a pi at a place um where [2:37:45, 2:37:51]: Um, you know, I think it is prudent to go ahead and make that decision. We can go through this exercise. We certainly can do that. [2:37:52, 2:38:00]: Um and and bring you a 14 million dollar cultural arts center, but I don't it's not gonna meet the vision that we've talked about before. [2:38:00, 2:38:05]: But I just want you to realize that and know that now before we spend the next [2:38:05, 2:38:07]: Thirty, forty five days. [2:38:07, 2:38:10]: $28,000 on a task order going through that. [2:38:11, 2:38:13]: And so one of the things that I did mention to you. [2:38:14, 2:38:24]: If you are so inclined to um to go forward, we could go forward with the development development plans, construction drawings, et cetera. [2:38:24, 2:38:28]: I'll bring that to you and tell you and let you know what that's going to look like. [2:38:28, 2:38:30]: So that we can move this forward. [2:38:30, 2:38:34]: Um but um again, uh it it's a matter of discussion with you. [2:38:35, 2:38:38]: I wanted you to be aware of that. I wanted to present this openly. [2:38:38, 2:38:41]: Uh, so that you understand uh what we're looking at uh going forward. [2:38:43, 2:38:44]: Miss Kent, go ahead, please. [2:38:45, 2:38:48]: Um, first question the money that we bonded. [2:38:49, 2:38:52]: That we've agreed to bond. It included [2:38:52, 2:39:01]: The art center. What was that amount that we fourteen million. Fourteen million dollars. We we went with fourteen million for that, correct? That's correct. Two million for police startup. [2:39:02, 2:39:05]: Three three million right. Three million for police startup, fourteen million. [2:39:06, 2:39:09]: Фор амфатеатр ван мільйон форфоротрайс. [2:39:09, 2:39:12]: And seven million to complete the uh amphitheater. [2:39:13, 2:39:13]: Okay. [2:39:14, 2:39:17]: So here's my thing. We [2:39:17, 2:39:24]: have always talked about excellence and you know I've I've always said I [2:39:24, 2:39:25]: Yeah. [2:39:26, 2:39:34]: It's not a race to get this building up, just to get something up. I it is very important that when we do it, we do it right. [2:39:34, 2:39:35]: Um [2:39:35, 2:39:40]: In regards to a development plan and all the other things, I would hate to do that. [2:39:41, 2:39:44]: And the plan is for a fourteen million dollar building. [2:39:44, 2:39:52]: Whereas we are shortchanging ourselves, our citizens, our constituents, our our and and the neighbors and surrounding areas. [2:39:53, 2:39:56]: Um, I think that it's important. [2:39:56, 2:40:01]: that we really, you know, sit down and plan this out. [2:40:01, 2:40:05]: Um not necessarily on a Zoom. I think we really need to [2:40:05, 2:40:14]: sit down and plan this is enough plenty of space and romance and somewhere we can spread out. We really need to plan this out. This is a lot of of money. [2:40:15, 2:40:19]: We don't want it to be a I wouldn't say it would be a waste. [2:40:19, 2:40:22]: But I don't want a theater. [2:40:23, 2:40:25]: That can't hold a professional performance. [2:40:26, 2:40:29]: I wouldn't and when we have this beautiful art center here. [2:40:30, 2:40:32]: Um I wouldn't want a theater that [2:40:34, 2:40:35]: The ballroom couldn't hold [2:40:36, 2:40:43]: the amount that Merle Manders could. Um at one point we were talking about um, you know, a nice kitchen area. [2:40:44, 2:40:58]: And I think we really need to think about that. Um, what is it that we are doing for our community? Is it just to say we got a building up? Or if it's to provide quality of what we dreamed our art center would be? [2:40:58, 2:41:01]: In the name of Miss Carrie May Hambrick. [2:41:02, 2:41:04]: So I I asked all of my colleagues to [2:41:04, 2:41:08]: join with me and let's let's go and and make a date to plan this out. [2:41:09, 2:41:15]: And to come up with a real concrete number that we can live with and try to find funds however we need to do. [2:41:17, 2:41:18]: Miraport Tim, go ahead, please. [2:41:19, 2:41:20]: So [2:41:21, 2:41:27]: I I think that this council has indeed set a best in class standard with the amphitheater. [2:41:28, 2:41:32]: We we should not take steps back on any projects. [2:41:32, 2:41:36]: But we've clearly proven that we have millions of dollars. [2:41:36, 2:41:46]: in our reserve funds. We have millions of dollars in the water and sewer fund. We have we have financial stability in what we're able to do. [2:41:46, 2:41:48]: We've already bonded. [2:41:48, 2:41:51]: Fourteen million dollars for [2:41:51, 2:42:11]: The cultural art center. Nobody said that had to be the total price tag. You just just like we didn't bond, we only bonded seven million dollars for the amphitheater, right? We only bonded seven million dollars for that. We didn't bond the whole thing. We took money out of other pots to get it to best in class where we wanted it. [2:42:11, 2:42:18]: And in this case, Mr. Hubble, Ms. Hubble has made us excellent suggestion. She's told us that she could. [2:42:19, 2:42:23]: Maintain the building's integrity, okay? [2:42:23, 2:42:24]: But not [2:42:25, 2:42:45]: These dramatic cuts, it would be a waste of our time to try to cut the building back to$14 million. I would never agree to that because that would shortchange everybody up here. That's not what we need to do. What we need to do is to stick to the original plan. We have$14 million uh uh set aside in the [2:42:45, 2:42:57]: bond. We also have, I believe, eight million dollars in civic projects in SPLOS 5, which will be collected over time. We certainly have that. We have other pots [2:42:57, 2:43:03]: Deal continuously coming in to assist with the project. We have T-SPLOST going on the ballot. [2:43:04, 2:43:05]: Uh this [2:43:05, 2:43:06]: Uh November. [2:43:07, 2:43:13]: What we have to remember is this all of these projects were included in the LCI. [2:43:13, 2:43:20]: program in terms of what we're doing. This is all this is part of the comprehensive plan in terms of redeveloping our downtown. [2:43:20, 2:43:40]: I think our Main Street has done a great job. I think Councilman Thomas has been spearheading this project along. And now is not the time for us to start shortchanging the project and then trying to reel it, reeling it back. We need to move forward with it because the city is financially strong and we're able to do the project at the level [2:43:40, 2:43:45]: level that we want to do it at because and I wanna ask Mr. Knighton this question. [2:43:46, 2:43:50]: In terms of tax collection this year, how much is it up? [2:43:53, 2:44:00]: It was in terms of the the lost the local option sales tax, it was up uh quite a bit. Um it was up uh [2:44:01, 2:44:07]: significantly, I have to look at the final numbers, but it was up significantly from the previous year uh in the pandemic. [2:44:07, 2:44:17]: In actuality, what happens is we we we're we're expecting the final audit numbers to come in. Uh I think our treasurer preferi had an excellent report for us. [2:44:17, 2:44:24]: And the initial projection was maybe two and a half million dollars surplus. Well, even if it's not that. [2:44:24, 2:44:44]: It's going to be close to that two million dollar range. Might be on this side of it, might be on that side. It should be fairly close. So we have a two million dollar surplus based on what the budget is. So instead of penny pension, still embrace the best in class, knowing that we have infrastructure. [2:44:44, 2:44:55]: Your money in the pot, knowing that we have fund balance in the pot. And this is already a part of our comprehensive plan. The time now is to continue to move forward. [2:44:56, 2:44:59]: to excellence, not not choke up up, not choke up right now. [2:45:00, 2:45:02]: Catherine Thomas, go ahead, please. [2:45:04, 2:45:05]: You muted, sir. [2:45:07, 2:45:11]: Thank you, Mayor. I'm I'm going to agree with that. Um [2:45:12, 2:45:12]: You know [2:45:13, 2:45:16]: I'm not thinking negatively about this. [2:45:17, 2:45:20]: Uh I'm looking at all of the positive [2:45:21, 2:45:23]: Um benefits. [2:45:23, 2:45:27]: from this cultural arts and and what it is going to do. [2:45:28, 2:45:33]: uh in the city of stockbridge and and and by saying that I do see [2:45:34, 2:45:36]: Here we are in [2:45:36, 2:45:38]: Say June twenty twenty one. [2:45:39, 2:45:42]: I do believe and I feel confident. [2:45:43, 2:45:46]: That if we go ahead and start now at eighteen mil. [2:45:48, 2:45:51]: By the time we get to twenty twenty two, and I know [2:45:51, 2:45:54]: Folks away, you know, you can't operate like that. But [2:45:54, 2:45:56]: I am confident that [2:45:57, 2:45:59]: When we get to twenty twenty two. [2:45:59, 2:46:04]: Uh those funds will be there for us to go forward. [2:46:04, 2:46:09]: And I'm willing to bet you that when this facility is completed. [2:46:10, 2:46:13]: When it is completed at eighteen mil [2:46:13, 2:46:20]: And we start receiving the the benefits not only financially because it is uh revenue generated. [2:46:21, 2:46:26]: Uh but the societal uh benefits that we're going to receive. [2:46:27, 2:46:29]: And and all of the above, so [2:46:30, 2:46:34]: I say let's go forward. I'm confident that [2:46:34, 2:46:38]: Uh that it's gonna be there. I know Mr. Night is not in a position [2:46:38, 2:46:40]: To say this to the council, but [2:46:40, 2:46:41]: And I'm gonna put him um [2:46:42, 2:46:48]: I'm a I'm gonna call him out a little bit right now because he and I had this this conversation and [2:46:48, 2:46:50]: And he was confident as well. [2:46:51, 2:46:53]: that that it will be there. [2:46:53, 2:47:03]: uh that the fund would be there for us to do it. Uh but I know that is not his position to to to encourage us or to say go for that. [2:47:04, 2:47:05]: Um but [2:47:05, 2:47:08]: I know in his heart he believes that, but I know [2:47:08, 2:47:10]: It's the council's decision. [2:47:11, 2:47:13]: But I'm saying, ladies and gents, um [2:47:14, 2:47:17]: You know, this is very positive. And then I'm just saying. [2:47:18, 2:47:21]: We're not going to regret this. [2:47:21, 2:47:24]: Uh all of us is gonna be bragging. [2:47:24, 2:47:27]: All of us gonna have our chest up. [2:47:28, 2:47:29]: Citizens are gonna be happy. [2:47:30, 2:47:32]: And and and you know, we can make it happen. [2:47:32, 2:47:37]: I I'll say this and we all try to budget, you know, our our homes and [2:47:37, 2:47:42]: I mean, you know, if if and I'm just saying this if we have to cut back somewhere. [2:47:42, 2:47:43]: Because I you know. [2:47:44, 2:47:49]: There's a lot of waste in government. There's a lot of waste. This is not a waste. [2:47:49, 2:47:50]: Um [2:47:51, 2:47:58]: If we had to cut back here and cut back there, I'm okay with that. But I don't think we're gonna have to be able to do that. But I'm just saying that. [2:47:58, 2:48:01]: This thing here is so positive. [2:48:01, 2:48:05]: There's there would be no other facility. [2:48:05, 2:48:08]: In Henry County, in Clayton County. [2:48:08, 2:48:11]: In Spalding County and Newton County. [2:48:11, 2:48:14]: that will be able to match this facility. [2:48:15, 2:48:17]: Especially if we manage it right. [2:48:17, 2:48:19]: And we bring the kind of [2:48:20, 2:48:24]: um uh entertainment activities and events [2:48:24, 2:48:28]: That a culture art facility deserve [2:48:28, 2:48:43]: I'm just telling you, um, this is a win-win and it's a no-brainer for me. So um I would not vote to to cut back. Uh I'm ready to go forward tonight uh if need be. And so. [2:48:43, 2:48:47]: I'm just confident that we can do this. I don't want to waste time. [2:48:47, 2:48:49]: And you know, pondering. [2:48:49, 2:48:53]: If you recall at the last meeting, we tried our best. [2:48:54, 2:48:56]: To see how we could trim this. [2:48:56, 2:49:03]: And we were stalemate. We could not do it. So for me, that's an indication. [2:49:03, 2:49:05]: That the only path forward [2:49:06, 2:49:07]: is forward. [2:49:07, 2:49:08]: So [2:49:09, 2:49:10]: I'm I'm ready to go forward. [2:49:11, 2:49:13]: Thank you, Mary and Council. Let's go forward. [2:49:14, 2:49:15]: Catherine Blount, go ahead, please. [2:49:17, 2:49:19]: Um, Mr. Knighton. [2:49:20, 2:49:28]: And I do concur with comments that are being made. We do want the best in class. We do want uh to see the city flourish with these uh [2:49:28, 2:49:31]: We're the Culture Arts Center. Uh, we got amphitheater coming. [2:49:32, 2:49:36]: But what I need from the city manager and our financial advisor. [2:49:37, 2:49:39]: І за кліркат план. [2:49:39, 2:49:40]: In writing. [2:49:41, 2:49:50]: that shows us how we're gonna repay the 25 million now with the four million attached to it that we're talking about adding on for the Cultural Arts Center. [2:49:51, 2:49:54]: Give us something in writing a clear cut plan for the city. [2:49:55, 2:49:59]: On how are we gonna meet those financial needs and cover this? [2:49:59, 2:50:01]: I want it just as much as anybody. [2:50:02, 2:50:10]: But we're the we're the elected body and we want the best in everything for the city. But as our city manager and the financial advisor that we've hired, [2:50:11, 2:50:15]: You all can show us how we paved the way financially and making it happen. [2:50:15, 2:50:19]: And I've yet to see that. I've yet to see that with the twenty five million we bunded. [2:50:20, 2:50:26]: I've yet to see that if we implement a uh police department. I've yet to see something in writing from staff. [2:50:28, 2:50:31]: paving the way on how we're gonna pay all this money back. [2:50:31, 2:50:43]: Whether we're pulling this from SPLOS that's b been been approved, whether we're pulling it here, I've yet to see that. And I don't want to hear another elected official tell me how we're going to do it when we've hired staff to do that. [2:50:43, 2:50:52]: We've hired staff to give us something in writing that we can give the citizens that this is how it's gonna happen. Right now, unless somebody else knows I have no idea. [2:50:54, 2:50:55]: Oh wait, uh [2:50:56, 2:50:58]: We went through this. [2:50:58, 2:51:01]: before with respect to bonding twenty five million dollars. [2:51:02, 2:51:05]: And it was clear what was going to be used. Much of your splost five. [2:51:06, 2:51:14]: Is going to be used in paying back these bonds. And I want to do also be clear about that nine or so$9.7 million in civic projects. [2:51:14, 2:51:15]: That's gonna be used. [2:51:15, 2:51:17]: To pay back these bonds. [2:51:17, 2:51:22]: You're also gonna be paying back through the general fund starting in August of twenty [2:51:22, 2:51:23]: Twenty two. [2:51:23, 2:51:26]: Um uh is going escalate. [2:51:26, 2:51:32]: Um, of how much you're gonna be paying back, eight hundred thousand to about one point two, one point three million dollars. [2:51:32, 2:51:37]: every year for a 15 year period you're gonna be paying back through the general fund. [2:51:37, 2:51:42]: This was laid out before. I'll be glad to resend um that to the council. [2:51:42, 2:51:47]: of how these how these bonds, this twenty five million dollars is proposed to be paid back. [2:51:47, 2:51:49]: It is going to be [2:51:49, 2:51:51]: Um a responsibility of the general fund. [2:51:52, 2:51:53]: Pay this back. [2:51:53, 2:51:55]: And also much of your splost five. [2:51:56, 2:51:58]: Is going to be used to pay these bonds. [2:51:59, 2:52:01]: But that's and I appreciate that. [2:52:02, 2:52:06]: But when you give it to us in writing, just run the numbers. [2:52:07, 2:52:11]: Just run the numbers for us from those different entities. [2:52:11, 2:52:14]: Run those numbers, put it on paper, and I'm fine with that. [2:52:16, 2:52:21]: I just I just like to see that you you are running the numbers for us. [2:52:21, 2:52:24]: So I when I'm asked these questions out in the street. [2:52:24, 2:52:30]: I can't just say hey we're gonna do this, we're gonna pull this. Just run the numbers and get and put it on paper for all of us. [2:52:30, 2:52:32]: No conception of that. [2:52:33, 2:52:37]: Okay, we'll con we'll condense it and we'll put it together and I'll make sure you all get it. Absolutely. [2:52:37, 2:52:38]: Thank you, sir. [2:52:39, 2:52:40]: Uh Councilwoman Barber. [2:52:44, 2:52:55]: My my question was kinda in line with what Councilman Blount has said. Um, the numbers, the financial piece of this. Um, concerned about the um [2:52:56, 2:52:58]: Over spending of the amphitheater. [2:52:59, 2:53:04]: We budgeted for the 16 million, we're up to 20 million now. So the crossover run. [2:53:04, 2:53:07]: is what has me concerned. Um yes. [2:53:07, 2:53:11]: I agreed initially with the eighteen million dollars for [2:53:11, 2:53:12]: The Culture Arts Center. [2:53:12, 2:53:14]: But when we bonded [2:53:14, 2:53:15]: I had specifically. [2:53:16, 2:53:17]: Fourteen million. [2:53:17, 2:53:18]: For the Culture Arts Center. [2:53:19, 2:53:21]: I was in agreement with that. [2:53:21, 2:53:24]: Now to increase that by an additional four million. [2:53:25, 2:53:27]: um without having a clear path. [2:53:28, 2:53:30]: Um, forward with it. I'm a little [2:53:31, 2:53:33]: A little concerned. [2:53:33, 2:53:37]: Um, I know that we still need infrastructure improvements. [2:53:38, 2:53:41]: to our downtown area, right around the amphitheater. [2:53:42, 2:53:45]: We have to address the infrastructure improvements. [2:53:45, 2:53:46]: So [2:53:48, 2:53:48]: I don't know. [2:53:49, 2:53:52]: Um, can we table this until the next meeting? [2:53:52, 2:53:53]: The next work session. [2:53:54, 2:53:58]: And sure a decision at that time that gives Mr. Knighton [2:53:58, 2:54:02]: Um an opportunity to prepare a financial path. [2:54:02, 2:54:04]: Um, so I'll feel a lot more comfortable. [2:54:05, 2:54:23]: That's and and if that's sent a minute of the council, that's perfectly fine. I brought this forward as a discussion item. Okay. Because I I sent uh provided you some uh email correspondence about this. We wanted to uh make sure we discussed this openly, talked about it, to talk through it a little bit. And um if it's more information that you all need and want to. [2:54:23, 2:54:28]: bring this back uh the next meeting uh with some with additional detail we'd be glad to do that. [2:54:31, 2:54:35]: Okay. Uh any other questions? Uh Mayor Protein, go ahead, please. [2:54:36, 2:54:39]: I'm you know, I honestly I'm prepared to move forward with this tonight. [2:54:40, 2:54:41]: Because in the end [2:54:42, 2:54:44]: Uh, what really happens is we just [2:54:45, 2:54:51]: Um I I um I I firmly know. And we just asked the right question tonight. [2:54:52, 2:55:03]: The infrastructure money, that's eight million dollars in the wastewater and treatment uh budget. That's not the only pot. There's other pots too, right? [2:55:04, 2:55:04]: So [2:55:05, 2:55:25]: In addition to the wastewater pot, there's the general fund. The general fund is different. So I think we had a projected maybe like 15 million still in the general fund now at this time, and then we might be bumping that up by two million two million again this year. So there's money set aside. [2:55:25, 2:55:29]: for us to do this. We're working on the plan. [2:55:29, 2:55:36]: We we don't we're not deviating from the plan. This was the plan. So we're working along the plan. [2:55:37, 2:55:39]: The best thing class plan. [2:55:39, 2:55:59]: We have investors looking at us from all over the planet right now. Okay. They're watching the moves that we make. If we are unsure of ourselves, they're going to be unsure of us too. Because what's going to happen is in the end, they're watching this meeting tonight. They're watching all the meetings. And every time [2:55:59, 2:56:19]: We say we cautious. We don't you cautious. Wait a minute. You want me to spend how many million dollars on the advertising for this amphitheater? On the naming rights for this amphitheater? How many? How much you want me to spend? You want me to come in and you want me to invest in your JohtoCo project down there? But you unsure. [2:56:19, 2:56:26]: Sure of yourself. Wait a minute. I don't think we are sure of ourselves because we know financially we're good. [2:56:26, 2:56:36]: Leaders, I think Pastor Spence said it best. Leaders lead. Now is the time for you to take the lead and say, listen. [2:56:36, 2:56:42]: We're gonna get it done. We're gonna get it done tonight. And we believe in us. [2:56:44, 2:56:45]: Catherine Blount, go ahead, please. [2:56:48, 2:56:52]: You know, one of the things my pastor always taught me, Pastor Spence. [2:56:52, 2:56:54]: Was to do things decent and in order. [2:56:55, 2:56:59]: And that means that once everything lines up, then there's a clear path. [2:57:00, 2:57:04]: And there's a vision that you can see. And then now you got a blueprint to follow. [2:57:05, 2:57:07]: When our financial advisor told us [2:57:08, 2:57:19]: What what we're doing is gonna increase our budget and decrease our fund balance. But yet still we've hired a financial advisor, we have a city manager. [2:57:19, 2:57:22]: It's not for any elected body on here. [2:57:22, 2:57:24]: To do what I asked Mr. Knight to do. [2:57:24, 2:57:28]: I don't think anybody on here is against what we want to do. [2:57:29, 2:57:32]: But we need in writing a clear path on how to do it. [2:57:33, 2:57:38]: And when we get best in class, we all can pump our fist and do what we want and do whatever we do. [2:57:39, 2:57:42]: But to keep it decent and in order, that's how leaders lead. [2:57:43, 2:57:45]: That's how we make things happen. [2:57:45, 2:57:58]: By getting the blueprint, the template of what it takes for success. And that's gonna take putting it on paper, just like we asked these builders and people to put it on paper, put it on paper, let us see and let us be able to share with the citizens. [2:57:59, 2:58:04]: All of this we're talking about, our fund uh our budget right now is around 12 million dollars. [2:58:05, 2:58:09]: That budget every each year is going to increase. That's a guarantee. [2:58:10, 2:58:19]: Getting$2 million a year overage in local option sale tax is not a guarantee. So there's some ways that whatever it takes for us. [2:58:19, 2:58:21]: To go on this path that we're going on. [2:58:22, 2:58:29]: We've hired professional staff, we hired a financial advisor, give us to us in for me anyway. [2:58:30, 2:58:31]: To give it to me. [2:58:32, 2:58:39]: And anyone else that wants it in writing on how we're going to achieve what we're doing, rather than us spit out numbers. [2:58:40, 2:58:43]: spit out numbers and say this is what we want and let's go buy it. [2:58:44, 2:58:48]: Well, every dime that we spend we're gonna have to pay back. Bonds aren't free. [2:58:50, 2:59:04]: And we do have an established budget right now that's going to increase. And that's all I'm saying. I'm not I'm not alleviating a sign of confused or conflicting that I don't want any of this to happen. I think we all do. [2:59:05, 2:59:07]: But I think the smart thing to do. [2:59:07, 2:59:09]: is to see how we're gonna do it. [2:59:10, 2:59:16]: I don't want a Christmas list with all these toys on it and then a Christmas day I find out I can't afford it. [2:59:17, 2:59:30]: So I I'm vested in the city of Stockbridge like like every electoral deficient on here. I just wanna see it in writing in the blueprint of how success looks for what we wanna do. That's for me. For me to vote on anything tonight. [2:59:31, 2:59:32]: Councilman Thomas, go ahead, please. [2:59:33, 2:59:34]: Thank you, Mayor. [2:59:35, 2:59:36]: I'm confident. [2:59:37, 2:59:38]: I'm ready to vote tonight. [2:59:39, 2:59:42]: Uh миллионай газ спокет ту найт. [2:59:43, 2:59:45]: All he's gonna do in a couple of weeks [2:59:46, 2:59:49]: Is put it on paper what he has said tonight. [2:59:49, 2:59:50]: Um [2:59:51, 2:59:52]: This is one of the anchors. [2:59:53, 2:59:56]: If we're going to be about developing our downtown. [2:59:57, 3:00:00]: I I think we have to just go ahead and move forward. [3:00:00, 3:00:01]: Um [3:00:01, 3:00:03]: It is going to be [3:00:03, 3:00:05]: Uh an effect. [3:00:05, 3:00:06]: Um [3:00:07, 3:00:09]: With this uh initiative. [3:00:10, 3:00:12]: It's gonna it's gonna be a cause. [3:00:12, 3:00:16]: for other investment to come into our downtown. [3:00:16, 3:00:18]: And and and we have to show [3:00:19, 3:00:20]: Investors [3:00:20, 3:00:26]: That we are willing to invest, that we do have a vision and we're willing to go forward. But again. [3:00:27, 3:00:30]: Uh Mr. Nine just spoke it. [3:00:31, 3:00:32]: I don't see [3:00:33, 3:00:35]: The only difference is [3:00:36, 3:00:37]: What he said tonight. [3:00:38, 3:00:40]: He's gonna write it down. [3:00:41, 3:00:42]: And bring it back to us. [3:00:43, 3:00:44]: In two weeks. [3:00:45, 3:00:46]: If Mr. Knight spoke it. [3:00:47, 3:00:48]: I believe it. [3:00:50, 3:00:51]: And I'm ready to go forward. [3:00:53, 3:00:55]: You know, if there's a will, there's a way. [3:00:56, 3:00:58]: I'm ready to go forward. I've heard [3:00:59, 3:01:01]: Um everyone spoke and [3:01:02, 3:01:03]: I've been working with this project. [3:01:05, 3:01:06]: I would say [3:01:08, 3:01:09]: Since twenty [3:01:10, 3:01:12]: Thirteen or fourteen. [3:01:13, 3:01:16]: We had a dedication in twenty fifteen. [3:01:16, 3:01:18]: Naming this for Caramel Hamburg. [3:01:19, 3:01:20]: That was in twenty fifteen. [3:01:22, 3:01:23]: Here we here we are. [3:01:24, 3:01:25]: In twenty [3:01:25, 3:01:26]: twenty one [3:01:30, 3:01:34]: Okay, I uh I have my window open and uh the train is coming by so [3:01:35, 3:01:38]: I can't get up and close my window, but so I hope y'all can hear me. [3:01:39, 3:01:40]: Oh. [3:01:44, 3:01:45]: I have been working [3:01:46, 3:01:47]: On this project. [3:01:48, 3:01:49]: Since twenty fourteen. [3:01:51, 3:01:54]: And here we are in twenty twenty one. [3:02:01, 3:02:02]: And we're still [3:02:03, 3:02:04]: Talking doubts. [3:02:07, 3:02:08]: When we see [3:02:09, 3:02:11]: Positive things moving. [3:02:12, 3:02:15]: Now I've analyzed our budget. [3:02:17, 3:02:18]: Versus [3:02:18, 3:02:19]: Other budgets. [3:02:20, 3:02:21]: within here in your county. [3:02:24, 3:02:25]: I mean when you grow [3:02:27, 3:02:29]: Your budget is going to increase. [3:02:33, 3:02:35]: I'm in favor of going forward. [3:02:38, 3:02:39]: And I would hate to say [3:02:42, 3:02:43]: I told you so. [3:02:45, 3:02:46]: But I do have confidence. [3:02:47, 3:02:48]: And I think that [3:02:48, 3:02:52]: Mr. Nighting, I think I know Mr. Nighting pretty well. [3:02:53, 3:02:55]: If he was strongly [3:02:56, 3:02:57]: Opposed to this. [3:02:59, 3:03:02]: I believe Mr. Knighton would say that here tonight. [3:03:03, 3:03:05]: I understand that it is not Mr. Nine's [3:03:06, 3:03:07]: Position [3:03:08, 3:03:09]: To make these decisions. [3:03:11, 3:03:12]: His his [3:03:13, 3:03:15]: Position is to share information. [3:03:16, 3:03:18]: For us to be able to govern by [3:03:20, 3:03:22]: I have confidence that [3:03:23, 3:03:26]: This project will be successful. [3:03:27, 3:03:28]: I do not have any fear. [3:03:30, 3:03:33]: that we would not be able to to pay our debts. [3:03:33, 3:03:35]: I do not have that fear. [3:03:36, 3:03:39]: I do not fear of attacks. [3:03:42, 3:03:45]: I'm about the progress of this city. [3:03:46, 3:03:50]: I'm about providing a better way of life. [3:03:50, 3:03:52]: For all of our citizens. [3:03:53, 3:03:54]: And I understand [3:03:56, 3:03:57]: The Rs. [3:03:58, 3:04:00]: And what it is going to mean. [3:04:01, 3:04:02]: To this city. [3:04:03, 3:04:05]: And all of our citizens. [3:04:07, 3:04:09]: I get that. I understand that. [3:04:10, 3:04:13]: And I know our citizens are waiting for this. [3:04:13, 3:04:17]: And we will be the only municipality in this area. [3:04:18, 3:04:19]: För varin. [3:04:20, 3:04:25]: these things to our citizens and that is what's driving me. [3:04:25, 3:04:26]: To get this done. [3:04:27, 3:04:30]: Because I am looking at what we are going to provide. [3:04:31, 3:04:32]: Our citizens. [3:04:34, 3:04:36]: Our citizens want this. [3:04:37, 3:04:40]: So you have to have a vision and you have to be willing. [3:04:41, 3:04:42]: To go [3:04:42, 3:04:44]: And to make it happen. [3:04:45, 3:04:46]: We have [3:04:46, 3:04:48]: been around and around with this. [3:04:49, 3:04:51]: We all have [3:04:51, 3:04:52]: The clues. [3:04:53, 3:04:57]: Mr. Nine has said the very same thing he said tonight. [3:04:57, 3:05:01]: He have said that on three or four occasions. [3:05:02, 3:05:03]: Indicating [3:05:03, 3:05:05]: A path forward. [3:05:06, 3:05:07]: I believe in that. [3:05:08, 3:05:10]: I think we can get this done. [3:05:11, 3:05:12]: We owe it. [3:05:12, 3:05:14]: To our citizens. [3:05:14, 3:05:16]: To get this done. [3:05:16, 3:05:18]: Just like the amphitheater. [3:05:18, 3:05:20]: When we was holding all of those concerts. [3:05:21, 3:05:27]: years and years and I was here when we were doing uh music in the park at Memorial Park. [3:05:27, 3:05:28]: Ten years ago. [3:05:30, 3:05:31]: So we knew then. [3:05:32, 3:05:35]: that our citizens would buy into this amphitheater. [3:05:36, 3:05:38]: They wanted this and this is why [3:05:39, 3:05:42]: Юсі де брики мор тоді. [3:05:42, 3:05:46]: Because we knew that this is what our citizens wanted us to do. [3:05:47, 3:05:50]: And I feel the same way about cultural arts. [3:05:50, 3:05:52]: in the city of Stockbridge. [3:05:53, 3:05:55]: And what it is going to provide. [3:05:55, 3:05:59]: Not only the citizens of Stockbridge, but in the metro area. [3:06:00, 3:06:02]: It is incumbent upon us that [3:06:03, 3:06:04]: To move forward. [3:06:05, 3:06:07]: And to provide this for our citizens. [3:06:08, 3:06:09]: I yield back, Mayor. [3:06:10, 3:06:12]: Oh no problem. Appreciate it. Okay. Any other comments at all? [3:06:14, 3:06:21]: Okay, if no other comments, then this was for discussion, but obviously it seems though there may be very well be a motion here. So is there a motion? [3:06:22, 3:06:25]: Ma Mayor, Yes sir. I I motion [3:06:25, 3:06:28]: That we move forward with the eighteen mil [3:06:28, 3:06:31]: uh to TSW for them to get started. [3:06:32, 3:06:35]: So my motion is to move forward at the eighteen mil level. [3:06:36, 3:06:37]: And let's get started. [3:06:38, 3:06:39]: Okay, so [3:06:39, 3:06:40]: Mayor. [3:06:40, 3:06:41]: Yes, sir. [3:06:42, 3:06:55]: I will second that motion to send a signal to every developer out there. We believe in ourselves. And we're gonna take the steps forward so they'll invest in us because we believe in us. Second. [3:06:55, 3:06:58]: Okay, so most of them made the second three success. [3:07:00, 3:07:01]: One one one thing. [3:07:01, 3:07:03]: Yes, ma'am. Go ahead, please. [3:07:04, 3:07:11]: I started off the discussion talking about we deserve a class, but I I don't know where the funding's coming from for the 18 meal. [3:07:12, 3:07:14]: That's my only concern. [3:07:15, 3:07:16]: Um I think we need to [3:07:19, 3:07:24]: Where would the funding come from for the three mil for the other four million dollars? [3:07:25, 3:07:27]: Um, is something that we need to [3:07:28, 3:07:28]: No. [3:07:29, 3:07:30]: You can't I don't wanna vote on [3:07:31, 3:07:34]: I'm in favor of the art center being a class. That was [3:07:35, 3:07:37]: First person to comment saying that we should. [3:07:38, 3:07:42]: But I I do have concerns about financials. [3:07:42, 3:07:44]: I need to know where the money's coming from. [3:07:46, 3:08:06]: Well, maybe after the fact, but I think early in the conversation, Mr. Knight was going to lay out some things based on I believe uh Ms. Barber's comments as well as Mr. Blount's comments, uh, to lay out some things uh regardless. I think that he'll still be tasked to do that. Hopefully identify those things you're referring to. I don't wanna speak for'em, uh but Mr. Knight Okay [3:08:06, 3:08:06]: Okay. [3:08:06, 3:08:10]: Let me let me mention one thing here. If if if [3:08:10, 3:08:17]: The council is inclined to make an approval tonight with respect to$18 million moving forward with the Cultural Arts Center. [3:08:17, 3:08:21]: What there's there's obviously several steps in this process. [3:08:21, 3:08:30]: Um TSW has to finish the con the concept plan, is the issue we're talking really about tonight, the eighteen million versus fourteen. They're gonna have to go develop uh [3:08:30, 3:08:40]: They're gonna have to go develop design plans, they're gonna have to develop construction plans, construction documents is probably gonna be five or six hundred thousand dollars to do all of those. [3:08:40, 3:08:41]: To prepare for [3:08:42, 3:08:43]: to put it out to bid. [3:08:44, 3:08:48]: So there are several things along the way that the council's gonna have to approve. [3:08:48, 3:08:55]: along this process, including putting it out to bid, which I would imagine would be later this year. [3:08:55, 3:09:09]: um and and seeing what that looks like in terms of of an ultimate approval uh for construction to move forward. So there there are several items along the way that the council is going to have to review and council's going to have to approve. [3:09:09, 3:09:13]: with respect to this. The question that came up now was [3:09:13, 3:09:20]: Whether what we go with is is we go with a 14 million or the council if you've approved a fourteen million dollar plan, I'm just telling you what. [3:09:20, 3:09:25]: TSW is saying they can only reduce so much without drastically altering [3:09:25, 3:09:31]: The the cultural arts center. So my task to you and my responsibility to you is to tell you. [3:09:31, 3:09:35]: that we could spend, like I said, another month and a half doing this. [3:09:36, 3:09:41]: To get you something that really does not meet the vision in terms of what I've heard over and over again. [3:09:41, 3:09:42]: For the cultural arts center. [3:09:43, 3:09:55]: So what is the path then? Is it to go with the$18 million concept, which I think by and large the council agre that all the council agree that that's the vision? I'm not saying the the amount or the funding, but that's the vision that you want. [3:09:55, 3:09:57]: Was captured in that eighteen million dollars. [3:09:58, 3:10:07]: And if you want to go with that, then we have to go with these uh design plans that have to be put in place, construction documents have to be put in place, all of that to prepare for to put it out to be it. [3:10:07, 3:10:11]: And that was that's what I'm bringing to you in terms of a discussion uh discussion item. [3:10:12, 3:10:17]: Okay. So we're not we're not voting on we we're saying we want the eighteen million dollar vision. [3:10:18, 3:10:19]: But we are not. [3:10:19, 3:10:22]: voting on funding right now. Is that correct? [3:10:23, 3:10:25]: You're gonna have to vote. [3:10:26, 3:10:27]: Oh, I missed nine. [3:10:28, 3:10:36]: I was gonna say you're gonna have to vote on several things before you get to a point of putting this out for uh or actually getting to the point of construction. [3:10:36, 3:10:37]: Okay. [3:10:37, 3:10:42]: Well then if that's the case, we're just talking about the the the build actual building. [3:10:42, 3:10:44]: Not cutting the cost, then I'm okay with that. [3:10:45, 3:10:46]: Uh, Mr. Blount, please. [3:10:47, 3:10:51]: Mr. Knighton, what's gonna have to happen before the eighteen million is you're correct. [3:10:52, 3:10:56]: It's gonna take these plans, it's gonna take a lot of prep work that's gonna cost money. [3:10:57, 3:11:04]: And all I'm asking, I'm not I I'm not walking in fear, I'm not walking in doubt, I'm only walking in order. [3:11:06, 3:11:10]: The order is give it to me in writing, let me see that. [3:11:10, 3:11:17]: The clear path to making this successful because the$25 million bunding that we've already done. [3:11:17, 3:11:20]: We've already been told those hits are gonna start next year. [3:11:22, 3:11:23]: Next year. [3:11:24, 3:11:27]: And from the what we was told by a financial advisor. [3:11:27, 3:11:35]: Is two things. Our fund balance is going to go down, and our uh general funds are gonna go up. Uh our budget is gonna go up. [3:11:36, 3:11:37]: And [3:11:37, 3:11:57]: Neither, but but let's let's just leave that where it is. All I'm asking is to give me in writing, and because I cannot vote for that tonight. For me, I need something in writing that says this is what staff and the professionals and people that know about it saying this is the way for us to do this. [3:11:57, 3:12:06]: I'm an elected official, but this is the way you all saying that this is how this is gonna be achieved. And that's the only way I could vote for it because I do want the best in class. [3:12:07, 3:12:26]: But this is the way we vote for it and move it forward. Uh Mayor, I would like to uh uh say that we've gone through the discussion phase. We're in the first and second, and those that are uh prior to voting are discussing uh this part of it. So I will not be voting for that tonight until I get uh the paperwork from Mr. Knighton. [3:12:27, 3:12:39]: All right, but I'm assuming that once again that Mr. Knight uh will adhere to your request as well as Ms. Barber had a request as well. I'm pretty sure he'll be able to do that uh here. Mr Thomas, you were un you were unmuted. [3:12:40, 3:12:55]: Well, I I was just gonna call for the vote. I I do appreciate Mr. Knight and the comments that he just made. Um and I'll, you know, I'm okay with him bringing the figures back uh at our next meeting. Um, but I'm gonna call for the vote and again [3:12:55, 3:12:57]: Uh he has laid it out for me. [3:12:57, 3:13:07]: And and the comments that he just made, uh, I think were very relevant uh to this whole process. And that proves to me as well. [3:13:08, 3:13:26]: Um that he has a concrete layout of how we go forward. I mean, I see it. I hear it. So I'm okay. So mayor, I call for the vote. All right, so the motion's been made, been seconded. So all in favor of the motion, please indicate one, two, all opposed. [3:13:28, 3:13:30]: One, two, upstairs. [3:13:33, 3:13:35]: Okay, so I got two for, two against, and one abstained. [3:13:37, 3:13:44]: All right. So that leaves it up to me. You all actually gonna let me vote tonight, huh? Okay. But this is what I'm gonna do. I'm sorry, Mayor. [3:13:45, 3:13:50]: Right. Uh that's what I thought. Councilwoman Gantt also. [3:13:51, 3:13:53]: Yes, I abstain because [3:13:53, 3:13:57]: I'm for the project. I and I think we should start telling why we [3:13:58, 3:13:59]: Epstein. [3:13:59, 3:14:03]: Just so you know. But I abstain because I'm for the project. [3:14:03, 3:14:23]: I spoke on it again. I want it to be 18. I I want the top notch. I think we deserve that. I think our constituents deserve that. But I think it would be irresponsible of us to just go in here blind and build and have plans and pay for stuff, plans and stuff to be done for$18 million project. [3:14:23, 3:14:26]: knowing where the money's coming from, you know. [3:14:26, 3:14:32]: It sounds good. Look, look what we're doing. We're moving the city along. We're voting for it. [3:14:32, 3:14:50]: No, I'm not trying to cut anybody down on what we're doing. I think each and every one of the council members want to do the right thing and we all want the same thing. I just think there's a process that we need to go in by doing it. And that process includes laying down the foundation on how where the money's gonna come from. [3:14:50, 3:15:00]: I think we should be smart about that. And anybody, I I think that's the financial, physically responsible thing for us to do that's in the best interest of our city. [3:15:00, 3:15:02]: That's all. That's the only reason I'm abstaining. [3:15:03, 3:15:10]: Okay, so madam clerk, what I have is two one mayor, can I speak on that, please? Fair point of order. We we the vote is gonna end. [3:15:11, 3:15:17]: Stand by. Uh Mayor, I agree there was a two one two with uh councilman Blount. [3:15:17, 3:15:20]: Opposed and Gantt and Barber abstaining. [3:15:21, 3:15:23]: Okay, there you go. [3:15:23, 3:15:24]: Uh mayor. [3:15:24, 3:15:30]: Yes, sir. Uh Miss Holliday, put mine as an extension. I'm not against it. I don't want that no to show I'm against it. [3:15:30, 3:15:44]: I'm I'm put it as an extension also. Thank you. Come on now. Wait a minute. Come on now. Mayor, come on. A point of order. Point of order. Hold on, folks. Hold on. Ms. Bauman. Mayor if you would not recall in the vote if you would. [3:15:44, 3:15:46]: Okay, stand by one second. Miss Barber, you had your hand up. [3:15:47, 3:15:56]: Yeah, I wanted to uh make sure Mr. Knighton is gonna have that financial information available for us at the next meeting by the next meeting. [3:15:59, 3:16:01]: Yes. Yes. Okay. All right. [3:16:02, 3:16:02]: So [3:16:02, 3:16:08]: Okay. So what I well case what I had before then is so what it was two [3:16:09, 3:16:09]: One [3:16:10, 3:16:13]: Two is what I thought, right? [3:16:13, 3:16:15]: And and what I understand. [3:16:17, 3:16:19]: Yeah, broke Sam the Calm Thomas Four. [3:16:19, 3:16:22]: And then originally what I thought was that the uh [3:16:23, 3:16:29]: Councilwoman uh barbers no and then can't and plant were abstaining. [3:16:29, 3:16:30]: That's correct. [3:16:30, 3:16:49]: No, no, it was Councilwoman Barber and Gang abstainer. I voted no, but I'm gonna abstain with it. So you have two vote yes and three abstainers. Here's what we do. How about this? Let's try this one more time, make sure we get this straight. Hold on. We're gonna do this one more time. Motion was made. It's been second. We'll take one more count. All in favor of motion, please indicate. [3:16:51, 3:16:52]: Two all opposed. [3:16:53, 3:16:54]: Abstain. [3:16:56, 3:17:00]: Three, okay. Three zero excuse me, two zero three. Motion fails. We'll move on. [3:17:00, 3:17:03]: Okay, Ms. uh clerk, you have that, correct? [3:17:03, 3:17:04]: Okay. [3:17:05, 3:17:08]: I do. Okay, good deal. Now for my comment. [3:17:08, 3:17:11]: Ladies and gentlemen, council, as you all know, we're still in a pandemic. [3:17:11, 3:17:13]: But things are getting better. [3:17:14, 3:17:34]: In a sense, the the amount of people that are affected with the coronavirus are in a hospital is down. The people amount of people that are sick is down. The amount of folks that are dying from the coronavirus are down. But we're not done just yet. Now, granted, the governor opened up some things in reference to restaurants and major events, things that nature, but you still [3:17:34, 3:17:40]: You still have to be careful. You still need to wear your mask, I would think, in a sense. I think it'd be a safe and prudent thing to do. [3:17:40, 3:17:44]: But here's what we like for you to do. We still need more people to get vaccinated. [3:17:44, 3:17:47]: That's the priority here we're dealing with this virus. [3:17:47, 3:17:52]: So to do to get the COVID-19 vaccination, you have to schedule an appointment that is eight eight eight. [3:17:53, 3:18:07]: 457-0186. Once again, 888-457-0186. You can do that anywhere from Monday to Friday, 8 a.m. to 8 p.m. or Saturday and Sunday, 8 a.m. to 5 p.m. [3:18:07, 3:18:16]: And every Tuesday, if you if every Tuesday, if you go on and do this every Tuesday, you can get to you can get a vaccination at the Atlanta Motor Speedway right here in Henry County. [3:18:16, 3:18:18]: And that'd be from eight thirty to one PM. [3:18:18, 3:18:38]: Okay. Now when you go online and you actually uh fill out the the appointment process, they're gonna the questionnaire is gonna say, hey, demographics details, wanna know about race, ethnicity, gender, and age. They also wanna know whether or not you in medical history, whether or not you currently had any previous uh uh COVID nineteen results. [3:18:38, 3:18:41]: And whether or not you have any ailments or any type of allergy. [3:18:42, 3:18:42]: All right. [3:18:43, 3:18:46]: And the and the history, past affection, uh affections or testing. [3:18:47, 3:18:49]: Okay. And then of course your contact information. [3:18:49, 3:18:50]: So please do that. [3:18:51, 3:18:54]: And now, even though the vaccination is more or less the priority. [3:18:55, 3:19:05]: You have now the testing aspect that still goes on. Uh Henry County Health Department goes on there as well with District 4, but also the Heritage Senior Center. [3:19:06, 3:19:11]: Which is at ten fifty Florence McGerty Boulevard, and to make an appointment for that as eight hundred. [3:19:12, 3:19:17]: 847-4262. Once again, 800, 847-4262. [3:19:17, 3:19:23]: It has Monday through Thursday, nine AM to three PM or Saturdays, nine AM to twelve noon. [3:19:23, 3:19:43]: The testing has been down, has been lower, has been down, and the vaccinations, even though they're available, have been down. So what's part of the process here? The public health department, along with the with the county and in four cities, are working with a group called CORE. All right. This is a uh a nonprofit organization that is that is looking to go into underserved communities. [3:19:43, 3:19:58]: in Henry County, all right, and to go to underserved communities, churches, and neighborhoods and start educating people and and trying to encourage them to take the test. These individuals were apprehensive and or had no way to get transportation and take the vaccination. So that is happening. [3:19:58, 3:20:04]: So we're trying to get as many people vaccinated as possible so we can get totally open and totally be safe in this aspect. [3:20:04, 3:20:05]: All right. [3:20:05, 3:20:07]: And what I also want to mention to you. [3:20:07, 3:20:12]: 'Cause last week I had a conversation and visit with the um with um [3:20:13, 3:20:17]: Pastor Eric Vance. Now you know Pastor Eric Vance was the pastor of Floyd Chapel Baptist Church. [3:20:17, 3:20:19]: He was. He's no longer a passer there. [3:20:20, 3:20:23]: But he had a couple of documents he wanted to issue to me and the council. [3:20:24, 3:20:44]: as as a death as a donation in a sense. And what what I have here that I want to read to you is a certificate he received. It says here to the city of Stockbridge and Mayor Ford, thank you always for being supportive. Uh you are greatly appreciated. And he signed his name and dated at the 5th of uh May. And what this is was I have [3:20:44, 3:20:45]: Yeah. [3:20:46, 3:20:46]: Right here. [3:20:48, 3:21:02]: This is actually a certificate. This is from the uh the Morehouse School of Religion. Uh Eric D. Vance, you are recognized for a receptional recipient of the Morehouse School of Religion, Martin Luther King Senior Award. [3:21:02, 3:21:07]: All right. And this is uh this was given to him by Joseph Evans, the PhD, the dean. [3:21:08, 3:21:26]: of the Moorha School of Religion and this was done on the 25th of April 2019. So he wanted to donate this to the city as well as his very first sermon and I'm not going to read the sermon to you because it's pretty lengthy of course. The very first sermon that he gave at Floyd Chapel Baptist Church on the 26th of January of 2020. [3:21:27, 3:21:47]: And it says thank you, City of Stockbridge. I love you all, Pastor Vance. And it's a document here that uh this I'm gonna I guess we need to preserve this and give this to the clerk to hold on until we get to a place that we can uh have this shown for everybody. But it's a four-page document here that he has. He wanted to donate it to the the city in reference to his tenure here and being [3:21:47, 3:21:54]: part of the Floyd Chapel Baptist Church. All right. So I want to bring that to your attention as well. And I'll turn these things over here this week. [3:21:54, 3:22:14]: Um on that note that ends all my comments. I want to read some additional things here, such as March, excuse me, back up, May 31st is uh the city hall is closed in the observance, of course, on Memorial Day. And then the city event we have this month will be the uh virtual Memorial Day musical tribute and remembrance. [3:22:14, 3:22:26]: which is a Monday the 31st at 8 p.m. And I'll be more information will be on the website in reference to that as well and how you can just observe that memory so Memorial Day. [3:22:27, 3:22:35]: Activities uh we have coming up or other meetings. Uh the Main Street Advisory Board meeting is 9 a.m. Zoom, second Friday of each month, which is May 14th. [3:22:36, 3:22:42]: a downtown development authority meetings at six p.m. by way of zoom thirst uh third Tuesday of each month, May eighteenth. [3:22:42, 3:22:49]: New council and advisory meeting at six thirty PM via Zoom third two third Tuesday of each month, which would be May eighteenth. [3:22:50, 3:22:57]: City Council work session is 6 p.m. Zoom, the last Tuesday of each month, and that'll be May 25th. [3:22:57, 3:23:14]: And the planning commission meeting is 6 30 by way of Zoom, the fourth Thursday of each month, which would be May 27th in this case. And our next city council meeting is 6 p.m. by way of Zoom, second Monday of each month, and that'd be June 14th. On that note, uh Council, I need a motion to go in executive session, please. [3:23:15, 3:23:16]: Mayor. [3:23:16, 3:23:17]: Yes now. [3:23:17, 3:23:22]: I move that we go into executive session for litigation personnel and real estate. [3:23:22, 3:23:23]: Appreciate there a second. [3:23:24, 3:23:25]: Okay. [3:23:25, 3:23:28]: Um I uh so who says second Mr. Blount says second? [3:23:29, 3:23:34]: No, I think Councilman Barber.
