--- title: Special Called Meeting date: 2024-07-15 source: 2024-07-15_Special_Called_Meeting.wav --- [0:00:47, 0:01:00]: Alright ladies and gentlemen, I'd like to open up our special call meeting um dealing with SPLOS, SPLOSS 5 project list. [0:02:10, 0:02:25]: Mayor Ford, you have a quorum. Thank you, Madam Clerk. Uh Council, I need a uh motion to adopt the agenda, please. Mayor. Yes sir. Before we get started, uh we have this tragic incident that took place over the weekend when we had people [0:02:26, 0:02:46]: We we had the tra I'm sorry, we had this tragic incident that takes place over the weekend where people lost their life out exercising their right um uh during uh at in um it was it's just really sad situation. If we might be able to take a moment just to recognize them, that would be great. I I I'm sorry I have to admit, uh shame on me. [0:02:45, 0:02:57]: See the shooting that took place with the president and the person that lost the president. Okay, that's what you're referring to. All right. So would you want a moment of silence that you could please? Okay, we'd have a moment of silence at this point. Thank you. [0:03:05, 0:03:15]: All right, thank you, ladies and gentlemen. And uh there's no need to have violence like that in this country. No, sir. Okay, all right. So on that note uh need a motion to top the agenda, please. [0:03:16, 0:03:21]: Oh so m mister Mr. Mary, is there a second uh Miss Marby second that? [0:03:22, 0:03:25]: Ms. Barber, you second that? Thank you very much. All in favor, please indicate. [0:03:26, 0:03:33]: All right, synamic decision. All right. On that note, uh we got new business, PLOS six project list presented by Mr. Gardner. [0:03:34, 0:03:35]: Please, sir. [0:03:35, 0:03:42]: Good afternoon, Mayor and Council. Uh tonight we're here to discuss uh uh Is the mic on, sir? Yes it is. I'm sorry. [0:03:45, 0:04:05]: How's that? Yeah, that's to be better. Thank you. Excellent. All right. So tonight we're here to discuss the SPLUS and SPLUS SPLUS six specifically uh program. Um over the last few months the SPLUS committee has been meeting uh around Henry County. We had a meeting here back in May uh to go over projects that were a priority. [0:04:05, 0:04:17]: to the city as well as joint potential joint projects. Uh and about two weeks two weeks ago the city, the county had another meeting at which they laid out the options. [0:04:17, 0:04:20]: uh that was before us as it relates to [0:04:20, 0:04:40]: how the splus would be distributed and the options uh out there that they were presenting to the cities. Uh it is in obviously in everybody's best interest that we get a six-year spLUS. The current SPLU that we operate under will end. And that SPLOS obviously was a five year spLUS because we couldn't come to an agreement some years ago. [0:04:40, 0:05:00]: So tonight I really just want to talk a lot about the the options that are available to us, um, the use of the 2020 census versus the 2023 numbers. Um, and then see obviously there's gonna have to be another joint meeting between the cities to finalize which of these options did we all could agree on to present. [0:05:00, 0:05:03]: and to Henry County, uh when we have the next joint meeting. [0:05:04, 0:05:05]: So [0:05:05, 0:05:07]: The county pretty much laid out [0:05:07, 0:05:24]: Uh let me do this. Let's go back to our list. As recall we revised the list. Um that number has ever been changing until we finally got a numbered narrowed down and it's just a little bit below what we have. Um but we went with the sixty million that would go to the city over the six year period. [0:05:24, 0:05:44]: And we allotted um fundings for those. So it was about thirteen million. And the the areas in red are where we kinda made the adjustments for the additional back in February, I think we were looking at forty-four and we found out that the number was undisflated and we wanted to recognize the increase in how we would w put those increase. So the numbers in red [0:05:44, 0:05:50]: are the adjusted numbers or added numbers that we put in um to the program. [0:05:51, 0:06:11]: And some of those projects we hadn't discussed earlier, but we found out later, like the wayfinding, that we can you obviously pay for that and get that project done next year, depending on how we uh address the options. Um but our total being right around sixty point six million. And this current year's PLUS and T S Plus are actually outperforming the perf [0:06:11, 0:06:18]: what the original estimates was for those. So all things being equal, we hope to continue in that in that arena. [0:06:22, 0:06:42]: So one of the issues that that we first saw with the options that the county had laid out was not just the distribution, but the use of the twenty twenty versus twenty twenty-three census. As you know, we got a referendum that annexed about sixty seven hundred new residents into the city of Stockbridge, and that started January. [0:06:42, 0:06:43]: January of twenty twenty one. [0:06:44, 0:06:50]: So the numbers that were reflected in the twenty twenty census does not account for those folks. They're still technically in the county. [0:06:51, 0:06:54]: And so that's where some of the issues came in. [0:06:54, 0:07:05]: Um originally looking at this. Obviously, and the county is going by that that distribution of population and by their numbers it's sixty-eight thirty-two. [0:07:05, 0:07:23]: Which is a little different from the lost, as you know, because we had to literally have the state come in and address some of the issues with the new population that we have in. And so our level is uh right under fourteen percent for us. So use of the twenty twenty census obviously [0:07:24, 0:07:26]: diminishes the amount that we would get. [0:07:27, 0:07:31]: But what the county has done is they've given us a list of about six options. [0:07:31, 0:07:33]: Опціон Она, вичті сі бифою. [0:07:34, 0:07:50]: is literally a distribution based on the twenty twenty census, which at the time the city of McDonough was a little bit larger than us in population. So they would get twelve point three four, we would get twelve point three one. Um we know that that number is not the same and I'll show that in a d in another um presentation. [0:07:51, 0:07:58]: And so based on that, there will be no designation of level projects. And what we mean by level projects is the county won't [0:07:58, 0:08:09]: bundle projects or grab a specific project and make that project a level one or level two, which means they go and they will bond finance in advance those monies. [0:08:09, 0:08:11]: Um to get project started right away. [0:08:12, 0:08:16]: Rather than going through the paygo, they would bond finance in lieu of. [0:08:16, 0:08:16]: Right? [0:08:17, 0:08:18]: If that happens. [0:08:19, 0:08:22]: they have to repay that money back'cause remember they're taking a loan [0:08:22, 0:08:24]: To get those money, so that means [0:08:24, 0:08:27]: that any priority level projects [0:08:27, 0:08:30]: We the cities won't see any funding. [0:08:31, 0:08:32]: Won't see any funding. [0:08:32, 0:08:38]: For over a year. So even though the splots six would start if approved by the voters in November, would start [0:08:39, 0:08:41]: April of twenty twenty five. [0:08:41, 0:08:58]: the county would collect all of those funds and repay off whatever that money's this they borrowed. And you'll see it as I pull up the other slides, what their what their options are. So in that situation, we don't collect until somewhere around 2026, in the year 2026, even though the splot starts in 2025. [0:08:58, 0:09:04]: So that's one of the issues where you see where it's gonna talk about levels, level one or level two projects. [0:09:07, 0:09:09]: So right now the county is anticipating [0:09:10, 0:09:12]: Let me make this so everybody can see it. [0:09:25, 0:09:40]: So option one, the county overall the county's anticipating about four hundred and seventy million over a six year period of displus. That would be the hundred percent collection. And the distribution would be, like I said, twelve point three one percent of stock bridge for fifty seven point eight. [0:09:40, 0:09:44]: twelve point three four to McDonough at fifty seven point nine [0:09:44, 0:10:02]: Locust Grove at three point eight for seventeen point eight million and Hampton three point five for a collection of sixteen point seven million and Henry County at sixty eight percent would collect three hundred and nineteen million six hundred. [0:10:12, 0:10:25]: So under option two, the the the Hen Henry County, they changed the percentage in terms of how much each community gets. So they went down six one percent to sixty seven percent to the city's getting thirty three percent. [0:10:27, 0:10:28]: Under the scenario, obviously. [0:10:29, 0:10:30]: We're still under the city of McDonough. [0:10:31, 0:10:33]: But we would get twelve point six. [0:10:33, 0:10:35]: For fifty nine point six. [0:10:35, 0:10:39]: McDonald get twelve point seven percent at fifty nine point eight. [0:10:39, 0:10:42]: Um locust Grove three point nine. [0:10:42, 0:10:45]: at eighteen point four milyen [0:10:46, 0:10:50]: The city of Hampton would get three point six percent at seventeen. [0:10:51, 0:10:54]: And the county would get three hundred and fourteen million. [0:10:54, 0:10:58]: But this is the caveat under level two, which is public safety. [0:10:58, 0:11:16]: And they have listed under public safety for them police, fire, animal control, and a couple of other buildings that they want to get uh moving on. So they would bond ahead of time, they would borrow that fifty one million dollars and that fifty one million dollars will have to be repaid. [0:11:16, 0:11:23]: over the first th those all collections until that money's paid off will be put towards paying off that loan. [0:11:23, 0:11:25]: Nobody would get any monies within that time period. [0:11:26, 0:11:30]: Um just the county to pay off that money so that they can get started on those level two projects. [0:11:36, 0:11:36]: Is it? [0:11:37, 0:11:37]: Yes, sir. [0:11:39, 0:11:47]: Clarity. Let's just say right now they're c they're I think they're collecting around eleven or twelve million dollars a month. [0:11:48, 0:11:58]: Uh, in terms of total overall splice one T splice splice. So technically that would be maybe about twelve. I mean, we're looking at go back to the figure again. [0:11:59, 0:12:03]: Which one? The previous chart, number two. Option two I think he's talking about. [0:12:03, 0:12:23]: Right. So if they borrowed the fifty one million dollars up front and they were collecting ten million a month, basically that's about five months that they would take off the top to repay that money. Is that what you're saying? No. It's actually longer than that. It that that that would be the look at it from a logical standpoint, but no it's [0:12:23, 0:12:24]: Um [0:12:26, 0:12:31]: And I forget how they laid it out for me, but it w it doesn't actually work like that, sir. Um [0:12:31, 0:12:41]: The time period in which they would collect would go longer than just five months because you're collecting ten million. It doesn't work like that. It'll go a little longer than that. It'll go to about a year. [0:12:41, 0:13:01]: Okay, so it at any event we're looking at maybe about twelve months. But I mean I just as in layman's term and my common sense way of thinking, if they're gonna pay the money up front and they're collecting ten to twelve million a month, it might take that long to pay it off on sure that maybe some interest or whatever to go with that. That's correct. So [0:13:01, 0:13:11]: So it'll take longer than that time period. So you're looking at, like I said, it'll be close to a year before we start collecting any funds for the city to start its PLUS programs. [0:13:11, 0:13:18]: Um so under option two they stayed with the sixty seven thirty three split. Uh hold on I'm sorry, option three. [0:13:18, 0:13:22]: Um they went to a sixty six thirty four split. [0:13:22, 0:13:31]: But in this case they have a level one project and a level and level two projects. That level one project is the tag office in the city of Locust Grove. [0:13:32, 0:13:42]: Um, that they would bond finance ahead of time and I'll show you all that um breakout. So that total jumps from fifty one million to eighty five million that they would take off the top. [0:13:43, 0:13:49]: All funds collected would go to repaying that. Once that is paid off, then everybody will start getting their distributed funds. [0:13:49, 0:13:53]: But recognize those distributed funds would only be over a five year period. [0:13:53, 0:13:59]: In that case, obviously the number jumps a little different. Um so we'd be at thirteen percent. [0:13:59, 0:14:03]: Um right on at sixty one million, sixty one point four. [0:14:03, 0:14:16]: McDonough 61.6, um, Lucas Grove at 18.9, uh Hampton at 17.7, and then the county obviously at sixty-six percent, with Collec uh 310. [0:14:29, 0:14:33]: And option options option four. [0:14:34, 0:14:41]: has the county at sixty five uh and the cities at thirty five and I will tell you that they're not looking at this option at all. [0:14:41, 0:14:46]: Um from what I've been told. But there you'll see the distribution going to sixty three. [0:14:47, 0:15:05]: Um for the city of McDonough and the city of Stockbridge. Um and then the city of Locust Grove at nineteen point five, Hampton at eighteen, uh the county at three oh five, the last one was at three ten. Um but they will fund those those level four pr those level four projects, those level one and level two projects. [0:15:09, 0:15:14]: And then obviously we can't come to an agreement on the SPLOSS. [0:15:16, 0:15:22]: This one is a little different. Okay. So this is saying that the cities can't agree with the county on the distribution. [0:15:22, 0:15:26]: What'll happen is the same thing that happens currently happen on this plus five. [0:15:26, 0:15:27]: No IGA. [0:15:28, 0:15:48]: You can't have a six years plus, you go to a five years plus, and the difference between that is three hundred and eighty versus four hundred and seventy million. So that is a significant difference in the amount of funds that that would be allocated. The county will continue to do sixty-eight percent, we will do thirty-two percent, and those numbers will drop. [0:15:48, 0:15:56]: Us from the 60s into the 40s, kind of where we started out with the numbers we were looking at at 44 million. So we'll be at 46.7. [0:15:56, 0:15:58]: McDonald would be at forty six point eight. [0:15:59, 0:16:01]: Locust Grove at fourteen point four. [0:16:01, 0:16:20]: Uh Hampton at thirteen point five, and then the county will collect two hundred and fifty-eight million for their programs. So Mr. That is worst case scenario. So Mr. Gullian was saying m for a no IG, that means everybody across the board in the county and the four cities ultimately all lose across the board the amount of funds. I want to make it known to the council though is that uh [0:16:20, 0:16:24]: I I and I would hope that you would agree with this so we can work this out. [0:16:24, 0:16:44]: that uh the based on the twenty twenty census is out out. We should really go with the estimate of twenty twenty three. And I know that uh Tim from uh from local school here presented that information at our last meeting with the county a couple weeks or so ago. And uh that that I think that's more beneficial for us as a city because we are larger than Madonna and I believe that Madonna has [0:16:44, 0:17:04]: No problem with that. They realize that that's the case. And of course, as Mr. Gardner mentioned earlier on in the presentation, is that if they stay with the 2020 census, that means that the sixty seven hundred folks that we gained through legal legislation, they're still counting on those folks from that that that basis. That's one thing. The other thing is what I like to mention to the council is that we really [0:17:04, 0:17:24]: an issue for a six year spLOS. But really what we need is a six year spLOS here, not a five year. So I just want to lay that out for you all and for further discussion, an explanation maybe from Mr. Gardner answering questions you may have about this. But uh and of course there will be a time frame working through with uh Senator Vincent the mayor of [0:17:24, 0:17:44]: Madonna about having a a joint meeting with all the uh the mayor city managers and all the cities prior to the deadline of thirty July to make sure that we're in sync uh with the other cities as we we uh before we signed this IGA uh with the uh with the county. Uh but I obviously wanted to make sure we had a [0:17:44, 0:18:04]: meeting we with you all tonight to make sure that Mr. Gardner ha understands where we're going and we have and we understand how we want to handle this when we go with the final uh designation with the rest of cities as well as is uh as well as before I have to sign off on IGA. Want to make sure that you're well aware of of of the situation. We have a a consensus of what direction we [0:18:04, 0:18:09]: So you your point you look concerned, you have an idea. Okay, Mr go ahead, Mr. Alzheimer's. [0:18:09, 0:18:24]: I'm in total agreement with you in terms of we've been down this road before and I think in the last iteration of this we ended up we went there with a proposal and we ended up leaving with twenty five percent. [0:18:24, 0:18:38]: Remember that? Yes. We we thought we were gonna have some negotiation and there was no negotiation. Right. And it ended up being twenty five percent. And uh at this point, to me, you said they're not really entertaining option number four. [0:18:39, 0:18:39]: No. [0:18:40, 0:19:00]: No. Okay, so uh uh waiting uh to me, my own personal opinion, waiting doesn't bother me as long as I'm getting more money. Because in the time it gives us time in that year ramp up to prepare for the projects and honestly we uh you know we we got some other projects that we might be able to [0:19:00, 0:19:20]: work on that we need to get off the board in the meantime uh on the T splot and the SPLOS to show residents that we're trying to we're moving forward with a lot of these projects. So the waiting doesn't really bother me. I just like the larger percentage because we're going to I would have went for the 34 and still are waiting, but you say they're not waiting [0:19:20, 0:19:40]: They're not really working on that, but the 33% gives us a greater percentage because basically we went from 25% to 33% over the last negotiations that we had. It cost us a lot of money because we only went five years and we only got 25%, and they got all of the money off the top anyway. [0:19:40, 0:20:00]: By going five years, is that correct? They got all of the money off the off the top. So the winning position to me would be uh the third position, which is the thirty three percent. There is some a little bit of waiting involved, but it's a much higher percentage. It's a higher percentage, uh, and it gives us time. [0:20:00, 0:20:20]: To consult because I I honestly think that, you know, like you said, it might be a year to pay the money off, but it may not be there. That's on the outside, I would think. So I'm okay with waiting as long as we get a larger percentage of the money, because if you're waiting, uh you get a full [0:20:19, 0:20:39]: percent what is the difference between those two numbers i'm sorry it ain't between the 32 percent and then the 33 percent so at the 30 at option one which is the 68 split that's with no priority projects right so that's based on the 2020 population where Henry [0:20:39, 0:20:43]: County made up sixty eight percent, the city's made up thirty two percent. [0:20:43, 0:20:57]: So that split would be literally the city of Stockbridge at fifty-seven point eight, city of McDonough at fifty-seven point nine, um, Hampton and Locus Grove at 1716, the county at 319. [0:20:57, 0:20:57]: Total [0:20:58, 0:21:00]: In the pot is four hundred and seventy million. [0:21:01, 0:21:21]: Um option two, which I think the chair would entertain because they're able to get priority their level two projects project done ahead of time, would just put us right on the sixty I'm sorry, uh option two is right on the six smoke. Right on the sixty million. The county gets to do their priority projects and [0:21:21, 0:21:25]: And just to let you know what their priority projects are. [0:21:26, 0:21:30]: It would be they would do the fifty one million. [0:21:30, 0:21:50]: Rich is that I'm sorry, what I'm trying to do now is the difference between thirty two percent and then the um so at level at level two, at level two, they get to bond finance the animal new animal shelter, um, fire rescue facilities, fire rescue equipment, and e nine one one and ema facility. So public [0:21:50, 0:22:10]: safety. I mean all of those options f uh help us first spatially uh with homeowners insurance it puts we know that we need additional fire stations so those are plus pluses to the community. Now certainly I might argue about the locust grove tag office since we had to build our own. [0:22:10, 0:22:15]: Everybody agreed that that that the TIG office was not a really big [0:22:16, 0:22:36]: um pusher for for a level one project. I mean, because you re realize the majority of the residents here come to the TIG office here. Um so that's not even though it's a countywide project, obviously it's gonna serve the needs of the folks that live in the Hampton um [0:22:36, 0:22:40]: Locust Grove, Ola, El Walla um communities. [0:22:40, 0:22:48]: Okay, so we have fifty seven six basically for thirty three percent and then for um [0:22:49, 0:23:04]: Fifty nine at thirty three with with level two public safety getting the first bite. Well I'm looking at the amount that we're receiving. We're looking at fifty nine sixty nine six for option two. But then option one, we're looking at fifty seven [0:23:05, 0:23:25]: Fifty seven. So basically that's about a million eight, million seven difference in that percentage uh that would go in with option number two. I mean, there's gonna be a little bit of waiting. They're already leaning toward option number two. And I have a secondary question for you. Go to option two again. [0:23:25, 0:23:45]: Now let me add in there for real quick if you don't mind. You realize this is on 2020. I think we need to push for 2023. I I I'm getting ready to address that. Okay, okay. Okay, go ahead, sir. I'm sorry. Now listen, uh the reason I'm I'm gonna address this this way. If McDonough is already in agreement with where we are right now, right, why don't we just go to the city of McDonough? [0:23:45, 0:24:05]: And let's say let's split the difference and let's us meet in the middle. Let's get the same amount as the city of McDonough versus going back to the county and say, you know, we come up a little bit, you go down a little bit, we're there, we're negotiating amongst the cities. We don't really have to go to the counties in order in order to get that because I don't want to. [0:24:05, 0:24:25]: end up in that position where we are and we're grappling at the table. Is there really going to be true negotiations and where we're going to? But certainly if the amount, the mount, the the amount, the amount is not going, is the the amount total population amount is going to change for the cities, the total population [0:24:24, 0:24:36]: So if you use the twenty twenty three census, you will change because the remember [0:24:37, 0:24:41]: the city of Stockbridge unless you plan on taking from your sister cities. [0:24:41, 0:24:42]: [1483.1, 1503.1]: Um it has to come from the county. So the county would be a little bit lower than what what what's up here. So they will receive a little a less percentage. So the si basically the sixty-seven hundred residents came from unincorporated to us. So basically the difference in what we're looking for is that sixty seven hundred residents [0:25:03, 0:25:14]: is different from unincorporated to incorporated, that's what we will be requesting of the county. And that's what I and that's the conversation I had with the county manager and the county chair on finance was [0:25:15, 0:25:19]: You know, you have to look at that and and and here's the issue. So [0:25:20, 0:25:23]: Under this premise we're getting a little less funding. [0:25:24, 0:25:27]: But we're still obligated to take care of those areas that came in. [0:25:28, 0:25:32]: Even though they're actually the funds to include them are in the sixty eight percent. [0:25:33, 0:25:34]: It's not included in the thirty two. [0:25:35, 0:25:40]: So in essence, when we're addressing any of their issues under the Splos Roads infrastructure. [0:25:41, 0:26:01]: It's coming from our smaller port, even though their number is incorporated in that sixty eight, it's not in that s in that thirty two, it's not in that twelve point six percent. Okay, that that makes sense. So now now that I I I I understand I thought you were just talking about between us and McDonough. No, the difference is is not really McDonald will pretty much stay with [0:26:00, 0:26:13]: where they are, they they their amount would not change. We would be seeking those additional dollars from the county which would increase our allotment, which would take us over them as the largest city. [0:26:14, 0:26:34]: Correct. And and if you recall we had this type of discussion when we went through loss negotiations when we actually when it passed initially in November a couple of years ago, we had to go back and take to some additional percentage of loss because of the gain that we had. This is on the same similar lines. Okay. Okay. I I got it. Now I just wanted to make sh the I I was thinking [0:26:34, 0:26:45]: That the pot would change between us and McDonough. The pot's not gonna change. McDonough's number would stay the same, and we would be seeking basically a small, basically we're talking about [0:26:46, 0:27:06]: Maybe a couple of maybe a few maybe four or five hundred thousand dollars, not a a monumental amount for those sixty-seven uh sixty seven hundred residents or whatever that amount is going to be, but it wouldn't be an earth-shattering amount. It's still gonna be close to what McDonough is getting, just a little bit more based on what the [0:27:06, 0:27:07]: Percentages. Right. [0:27:07, 0:27:27]: And and and we have to realize too, that is predicated on whether or not the county wants to agree to that, which they've already said they're not, right? Um and if and just playing it out logically, if they say no, then we have gotta come to a decision as to [0:27:27, 0:27:30]: Во и вона узебуці? Ізет [0:27:31, 0:27:51]: Well one, the base of the of the s of of the split is gonna be on the twenty twenty census. If we don't come to an agreement there, then we run into the risk of not having an agreement at all. Okay. For clarification, they've already rejected the request. They they've they've rejected it in conversations. Okay. That they're not going to [0:27:51, 0:27:54]: They're they're not gonna go to the twenty twenty three number. [0:27:54, 0:28:06]: So in essence, I mean, really do but we could ask, basically. And and and that's what certainly we should ask. And that's what we did when we we pointed out to the county commit to the county um folks that [0:28:06, 0:28:10]: You you you still put us in the bind, just in the conversation I had before with you guys. [0:28:12, 0:28:14]: We're carrying a portion of [0:28:16, 0:28:17]: Unincorporated county [0:28:18, 0:28:20]: in the city since twenty twenty census [0:28:20, 0:28:25]: But you're factoring in their numbers in your revenue calculations. [0:28:26, 0:28:27]: Well they're in the city. [0:28:28, 0:28:28]: So [0:28:29, 0:28:39]: It obviously that should be a that's a sticking point and should be, not only just for us for McDonald, because that changes even their percentages b based on the growth since twenty twenty. [0:28:40, 0:28:42]: Right. And as I explained to the county officials, [0:28:43, 0:28:49]: You don't collect this money until 2025. You're four and a half years away from us from the next census. [0:28:51, 0:28:55]: And you're using pretty much. By the time we start collecting, you're los you're using [0:28:55, 0:28:57]: Five and a half year data. [0:28:58, 0:29:00]: To determine a split. [0:29:01, 0:29:01]: Right. [0:29:01, 0:29:03]: Doesn't it make sense? [0:29:03, 0:29:04]: But [0:29:04, 0:29:09]: Obviously it's in the best interest of them looking at it from their perspective because under that scenario [0:29:10, 0:29:13]: At twenty twenty, they were sixty eight percent. We were thirty two. [0:29:13, 0:29:16]: Our loss negotiations are a little bit different. [0:29:17, 0:29:21]: Рай, і цмор тоді сити сикс тридцять фору, веге омос фотин процент. [0:29:21, 0:29:22]: Mm-hmm. [0:29:22, 0:29:40]: So that's the difference. If I could continue real quick. Yeah, I certainly let me just say this. They watching this meeting just like we do. So some of this probably need to be discussed offline on what the strategy's gonna be, you know. You know, I I think you you you hit the head on the nail on the head, right? I mean [0:29:41, 0:29:55]: All things. If they say no, we're not using twenty twenty-three, okay, we all want a six years plus. If we take that off the table, then we come down to which one of these options we feel is in the best interest of the city, and that's the option that the city council wants to go with. [0:29:55, 0:29:57]: Right. Um [0:29:57, 0:30:06]: Like you say, there's nothing wrong with asking, as my grandmama used to say, ax not what not. Ask not what So if you if we don't ax [0:30:06, 0:30:11]: They won't know that this is what our position has been. Now are we gonna go concrete in that position? [0:30:13, 0:30:22]: And if that put going concrete in that position costs us a year, you're looking at three hundred and seventy versus three hundred and eighty versus four hundred and seventy million. [0:30:23, 0:30:35]: Do you happen to have I'm sorry, do you happen to have um of that briefing that uh uh Tim had shown with all the twenty twenty three numbers, so we can at least show the rest of the council that that presentation if you got that handy? [0:30:43, 0:30:50]: Just to give you some insight, council, on on um these twenty twenty three numbers and percentages so you at least have an idea of what it looks like. [0:30:53, 0:30:54]: Well for acid. [0:30:55, 0:30:58]: I'm sorry. [0:31:41, 0:31:46]: So in this chart what we what what Tim looked we looked at was we did the projections. [0:31:46, 0:31:48]: Pretty much from twenty twenty ten. [0:31:49, 0:31:51]: All the way through over to twenty twenty three. [0:31:51, 0:31:58]: Right, where our population went from twenty six to thirty six. That included the sixty seven hundred and something people that came in. [0:31:58, 0:31:59]: That jumped our number. [0:32:00, 0:32:08]: Um right around the thirteen percent percentile number. And so when you look at that, that's where the thirty-three [0:32:08, 0:32:15]: thirty three se sixty seven split comes into play to some degree. The issue is obviously um [0:32:16, 0:32:35]: Our number is a little different from from McDonough's number. So that's where the rub would come in. Obviously the county is looking at the option of going to a sixty-seven thirty-three. They're just using the twenty, they're just using the twenty twenty census. And so when we broke down the number, um [0:32:36, 0:32:44]: in here and Tim is you know, we have to make some adjustment based on what the county is seeing in there. So all things being equal, if we go [0:32:44, 0:32:46]: to a um [0:32:46, 0:33:01]: six year spLoss. You know, we're looking at a right around nine point something a year in revenues collected. Um that would get us right around fifty seven. But we know we've adjusted some numbers since this chart came out. The numbers have had to be adjusted. Um [0:33:03, 0:33:17]: So that that was that was how that actually broke down. And on the high, it was sixty one. And that's where my calculations, when you saw my projections on the number, I was using the sixty million uh excuse me. [0:33:20, 0:33:22]: The sixty milyen is a hard a hard total. [0:33:26, 0:33:33]: So splitting the difference between what what Tim was projecting as the high and what was being projected as as the low. [0:33:34, 0:33:37]: Um, right in between there. So on the high side [0:33:37, 0:33:47]: continuing kind of where we've been with our collections, that's where we would be based on the on the twenty twenty three census. So that's that's somewhat the difference. Um [0:33:48, 0:33:49]: You know. [0:33:49, 0:33:51]: That's about a seven million dollar dear force. [0:33:52, 0:34:02]: So so yeah, so you're talking about a w a one one point something million dollar if that difference in there, um, at the sixty eight point seven. [0:34:06, 0:34:16]: So we would get thirty-four, it's kinda b f pretty much falling on the loss. Well, this is here is older number, but the law where we negotiated a loss and remember we got an additional percentage. [0:34:16, 0:34:18]: Because of the population change. [0:34:18, 0:34:25]: So Tim number was not fairly exact'cause it our new numbers was actually at thirty six point something, but [0:34:26, 0:34:31]: And I sent that over to him, but that's kind of where the distribution would be. [0:34:31, 0:34:42]: So we're not that far off in the ballpark in terms of the distribution. It's not it's not some significant ten or nine million dollar difference. You're talking hundreds of thousands to a million, million one. [0:34:42, 0:34:43]: Right. [0:34:44, 0:35:04]: I'm all for asking, so that's my position. Council, any any other you all about this latest information? Any questions or thoughts, concerns on this side? Down here? Any any concerns, thoughts? Go right here, please. Um thank you, Mayor. Uh Mr. Gardner, uh quick question. The bonding that they would take off top for [0:35:04, 0:35:21]: Besh for projects such as the public safety, animal control and those other things. Is that by law that they get to take off top first? Is or they c they coming to us with an agreement saying these are the projects that we want to do? [0:35:21, 0:35:28]: And we're asking to bond this amount off top first. It's it's negotiated, but they actually are negotiating from the high we're on the low side. [0:35:29, 0:35:29]: I'm sorry. [0:35:30, 0:35:32]: They they've got the high ground, we've got the low ground. [0:35:32, 0:35:36]: For that particular as it relates to splots in general. Because remember [0:35:37, 0:35:40]: They don't have to include us in Splash. By law they don't. [0:35:40, 0:35:45]: Um they could just have a five years plus and and move forward with the population based on the last census. [0:35:46, 0:36:01]: Well, we we lost a lot of money doing that. We were aware of that. Correct. But we what I'm saying is uh so I just wanted to make sure I didn't know even though it's a negotiated end, I didn't know if it was me it was by law that they get to do that. [0:36:01, 0:36:21]: Uh unlike loss to some degree, the county actually gets to put they they get to lead the charge on on SPLS. Um LOS is a little different, um, but when it comes to SPLOS, we can't call a SPLOSS. They can. They can call a SPLOS for six years and say, Do you all want to negotiate? Here's our terms. [0:36:22, 0:36:24]: If we say no, they go to a five year sploss. [0:36:25, 0:36:27]: And in that five years plus scenario, you know what they could do? [0:36:28, 0:36:38]: They could go ahead and bond finance their projects off and still put us in the loop. So that's we've done that. Yes, that has happened. But I've m uh m [0:36:39, 0:36:41]: But I'll wait'cause I don't want to talk. [0:36:42, 0:36:47]: strategy of online. But I what I do want to do is um [0:36:48, 0:36:49]: Um [0:36:51, 0:37:01]: That difference, that's a big difference that twenty twenty three since is compared to twenty twenty is not just a hundred. So thousand dollars or two hundred thousand dollars. [0:37:01, 0:37:03]: So if you go back to huh. [0:37:09, 0:37:14]: So if you go back to scenario one at the sixty eight thirty-two or [0:37:15, 0:37:21]: Option two at the sixty seven thirty three, which is close to where we are. [0:37:21, 0:37:22]: Um [0:37:23, 0:37:34]: Uh option three does it a little bit, with sixty six thirty-four. But remember that eighty five million is what they're gonna move forward on with those level one and level two projects right away. [0:37:34, 0:37:42]: Right. And so you might be looking at a year, a year and a half or more around there before we see a dime c start hitting us. [0:37:42, 0:37:56]: Right. And so that's the key for us is, you know, do you think that the tag office is a hot button issue that that the the the folks here are gonna like as well as the folks in the county gonna like? Mm-hmm. [0:37:56, 0:37:57]: Um [0:37:58, 0:38:09]: You know, versus the public safety. And I think that's why you have the option two, which just address uh addresses the level two projects, which are the public safety projects, and I'll show you those again. [0:38:09, 0:38:11]: It's the fire station. [0:38:12, 0:38:26]: It's the new animal shelter, which you guys are watching the news, you've been hearing about it. Um, new fire rescue facilities, um, the new fire rescue equipment and the new the E one E nine nine one one and and EMA facility. [0:38:26, 0:38:35]: uh uh what's they're willing to make those projects and they would go forward and do the TIG office on a paygo situation rather than bond financing that. [0:38:36, 0:38:38]: Well, uh I would be interested in knowing [0:38:40, 0:38:57]: This current spots that we're in, how long it took them to collect fifty one million dollars? I I wanna know the time frame of that collection. I could I could get that. If they i i I could get that number from from from the county, how long they think it would take. Um if I remember correctly, they were saying at the meeting [0:38:58, 0:39:02]: Um f I don't know if Mayor and Mr Alexander you remember, I think they were saying [0:39:02, 0:39:12]: somewhere in the neighborhood, I think it was a year to a year and a half based on if they do the level one, level two versus level one only,'cause obviously that's only six million dollars. [0:39:13, 0:39:24]: If you go back, if they just did the level one, which they doesn't show that as as the number one option'cause it's not a sexy sell to anybody, the Tiger Office, look and see. It's either no priority projects [0:39:24, 0:39:30]: or the public safety, but you don't see the level one, the Tiger Office by itself. [0:39:30, 0:39:32]: That's just a level one project. It's [0:39:33, 0:39:39]: they don't put it out there by itself. So what it what they're saying is public safety is our priority. [0:39:40, 0:39:44]: that those facil fire facilities fire aparatus e nine one one [0:39:44, 0:39:45]: And an animal controlled [0:39:46, 0:40:06]: We're more geared towards that, uh and bond findings in those ahead of time versus doing the TIG office by itself with just one level one priority project. Um and obviously six million dollars is not a long wait if they did it. So they obviously that's not a win. Um so that's why I think they put the level two [0:40:06, 0:40:13]: And they give us the option of splitting it closer to where we are from a population distribution, 6733. [0:40:14, 0:40:18]: But doing the fifty one in advance, and then we all get [0:40:18, 0:40:19]: And remember [0:40:19, 0:40:20]: Um [0:40:20, 0:40:22]: If all things hold true. [0:40:22, 0:40:24]: Івен тру ковід. [0:40:24, 0:40:35]: We saw an increase in our sales tax. Our sales tax never dipped. That wasn't just Henry County, that was pretty much around Metroid Lana, Fulton County, everybody. Um [0:40:35, 0:40:38]: People might not have been gathering around but they were buying stuff. [0:40:39, 0:40:41]: Um and having it delivered. [0:40:41, 0:40:46]: Right. Um so that's so sales tax didn't go down. So all things being equal. [0:40:47, 0:40:50]: Should we surpass the four seventy? Yeah, probably will. [0:40:50, 0:40:51]: Um [0:40:51, 0:40:53]: And so that means it's just more in a hat. [0:40:54, 0:41:04]: But once said we I'll find out what that take if they bond finance, what that date is, and I will get that back to you guys. Um if I could get an answer tonight, I'll let you know tonight. If I can get an answer. [0:41:06, 0:41:08]: So I I guess [0:41:09, 0:41:15]: Moving forward, I mean is is council in agreement that we should look at l option w option two? [0:41:15, 0:41:18]: Option two and option three or just option two. [0:41:19, 0:41:20]: Oh on uh option one. [0:41:21, 0:41:36]: I mean, if you have a fallback and I know the strategy, but I mean it is what it is, they're gonna find out anyway. Um, it ain't like we could sue'em over anything, can't. I mean the DNS what what we all come to an agreement or don't come to an agreement on. [0:41:36, 0:41:56]: Um so I was gonna say I I'll tell you what, I uh I'm I'm I like option two with six years and twenty twenty-three data. Okay, that's that that's my wish list. Right. Now whether or not we can get that's another story, but that's my wish list because I think that's only fair to us. That's what I think. Anyway. Mr. Everton, go ahead, please. Uh I concur with what you just stated. [0:41:56, 0:42:04]: And certainly my position is the same as yours, which is we will ask. Right. We will put provide pr provide the data. [0:42:05, 0:42:25]: But they're they're you know, they we started at thir they started we started at thirty four, they started at thirty two. Negotiation requires compromise. They come to the thirty three percent which is hitting the middle on where we are in terms of negotiation. We make a request, as you have stated, based on the twenty three [0:42:25, 0:42:45]: Data and then indicate that that data is solid as a rock, but at the same time, when they got the stick, what do you do? Because that's just what it is, because they can say we don't want to do that, and that's kind of where we are. So, what I want to do is do what we did, present the data, and see what the response. [0:42:44, 0:42:51]: But rest of council, what kind of thoughts you the rest of the council have? [0:42:52, 0:43:06]: Same mayor for I'm in agreement with you as well. Th obviously twenty twenty three data would give us the best solution outcome that we would want to have, but again, like it's been stated it's ultimately not [0:43:07, 0:43:13]: in our final decision, but we will shoot for it. You you never know what you can get'til you shoot for it. So go for that and [0:43:13, 0:43:19]: We'll negotiate from there. All right, sir. Appreciate it. Mr. Option two. Option two as well, sir. Same thing. Um [0:43:20, 0:43:22]: Ms. Gantt, you you good up too? [0:43:22, 0:43:33]: Well, I'm I'm going for the same thing, your suggestion. Okay. I think it's within the best interest of the city. Mm-hmm. So that's what I will go for, starting off the century. Okay. Ms. Barber? [0:43:35, 0:43:55]: You have any comment? You don't have a comment. All right, so be it. All right. So option two, it's six years and twenty twenty three data, sirs is what we're looking at now. And then obviously um we'll have to have some additional conversation with the other three cities, primarily well the other three cities anyway, can we have to go collectively uh with them [0:43:55, 0:44:15]: them uh to the county for to sign off the IGA. And so we have the primary position. I guess uh there might be have to be a secondary position. I don't know if we want to go down that road right now, but you got a primary position and then and uh so sometime within the next uh week or so we'll have to meet with the rest of the cities and then before the end of the month sign off get to the [0:44:15, 0:44:35]: the county and sign off on an IGA and obviously council uh between myself and of course and Mr. Gardner we'll keep you abreast and keep you up what's going on so you at least know where we stand on this so because in this aspect and hopefully we can get all the things we need for our city properly that we think is right. So um anybody got any other questions, concerns? [0:44:35, 0:44:40]: Okay, me as well. Does that conclude the pro uh the uh your presentation? [0:44:40, 0:45:00]: Are you concluded with your presentation? No, certainly in a totally different category. The the there was a quite a disparity between the joint product projects where county money was being invested in McDonough and county money was being invested in the city. I think those conversations need to continue because uh [0:45:00, 0:45:20]: I I I stated it and I sent you all the email. I feel like there was obvious bias on the sploss committee toward the city. And Mayor, you indicated it during the joint meeting. It was a travesty that flippin' road was removed from the list. Right. And we certainly need to go back to see whether or not we could have some allocation. [0:45:20, 0:45:23]: uh for flipping road and such projects. [0:45:24, 0:45:35]: Yes, I was I was I was told that they would look at including flipping and I did put that down in our on our list with them, um, that flipping would be on there. Um [0:45:35, 0:45:43]: East Lake Parkway, Eagles Landing Parkway, Hudson Bridge, Um East Atlanta Road, um [0:45:44, 0:45:55]: were on that list and also if they locate a property in the inside the city limits, we w if they want to we could discuss um [0:45:56, 0:46:00]: The senior center as a discussion and I think that's what the position we said we go. [0:46:01, 0:46:03]: Um I did add one other thing in there. [0:46:03, 0:46:05]: And that was the [0:46:06, 0:46:17]: And some remember this and um Mr Alfonso you might remember this. Did the Rock Quarry Road used to be a splos project before a joint project from years and the money was reappropriated, correct? [0:46:18, 0:46:29]: So I did actually add that on there and more so for engineering and design, because obviously we won't get it done in this plus, so we'd have to wait till the T S Plus. Kind of the same thing we're doing with Patrick Henry. So I added that just [0:46:29, 0:46:49]: for them to know that realizing if if we put in one hundred percent, that roadway is going to be utilized by unincorporated Henry County residents coming from Flat Rock Road and all the other areas up there that traverse down old cornyars and then would come on that road to hit Rock Roy to get to there to get to the hospital and get to I seventy five. [0:46:49, 0:47:09]: So it's not just a single or city city project. It should be something to look at jointly. So I could I added that to the list as well. And second and and lastly, we he we were talking about a park parti particularly in district three and uh see whether or not they would be willing to partner with us on some since we've allocated a [0:47:09, 0:47:29]: If we get the six years flies about six million dollar the park improvement, maybe they could help us to assist with the park in District 3. Um And the only reason why I didn't put that is it you know obviously we're they're in the recreation business, which we're not, and that's where the joint boat lady expense come in for building a park. For us [0:47:29, 0:47:49]: it's gonna be more of a passive use park because that's what we're that's our that's our niche. Um and so looking at that property and also willing to leverage some of the the funds that we would get to go after a kaboom grant. Um been successful in the past past community with about three kaboom [0:47:49, 0:48:09]: grants for parks in East Point that literally stave off and that would just take a community effort, us bringing the match and they will bring the facilities, put them in the parks. So there's some options us to play with, but ultimately um you know getting community buy-in um and and putting the putting the project together. But if if you want me to add that I will. [0:48:09, 0:48:29]: I just realized that I didn't think it was the big that big of a lift, but I guess every every every little bit counts, so I'll resend that and put that on the list if if you're not sure. Let me say this too. Don't let the past be the hist be the deterrent for what we're doing in the future. Our kids do need some sports bills in the city. We've seen [0:48:29, 0:48:49]: where we were on the board where we were held over, dangled over the banner about our sports field down at Cochrane Park. Right. So it certainly would be a good thing if we had soccer fields or football fields or lacrosse fields, some sports fields in the city for for our own use, whether we [0:48:49, 0:49:09]: recr whether we shopped out the recreation to them or what we decided to do, but it certainly would be good to have some recreational sports fields in the city, whether that's lacrosse or soccer or football or some type of facility, even baseball. [0:49:09, 0:49:24]: You good? Anything else down this way? Pickleball. anybody else? Okay, so you said you'd be able to add that, try to work that in. Yes. [0:49:24, 0:49:25]: Okay. [0:49:25, 0:49:32]: All right. Any other questions, Council? Anything else, sir sir, you need to in reference to splot six that we need to discuss tonight? That's it. [0:49:33, 0:49:40]: That's it? Anything else? Alright, so no more else on that, then uh ask for um a motion to adjourn our meeting. [0:49:40, 0:49:41]: Is there a second? [0:49:42, 0:49:47]: I second. Okay, Ms Gar uh from uh Mr. Alexander and Ms. Gantt, all in favor please indicate. [0:49:47, 0:49:55]: Snapchat, thank you. God bless you all. We're in this particular meeting. We will get started with our next meeting here at 6 30. So we've got rough.
