As far as the characteristics, the current the building [0:12:54, 0:13:09]: Building is being used as a senior assisted living facility with the current land use designation of high density residential and with the current zoning of OI, which is office institutional. And in addition, the sign was posted on june eighteenth, twenty twenty four. [0:13:12, 0:13:32]: This is the the vicinity map. Um you have the public shopping center to the left, along with Chase Bank, uh PNC Bank and Georgia Credit, Georgia United Credit of the Union. To below you have the Eagles Landing Country Club, along with the Egypt Eagles Landing Country Club, which is the golf course, and to the right. [0:13:32, 0:13:34]: Right, you have the subdivision known as the village estates. [0:13:37, 0:13:42]: And this is the sign that was posted on June uh June eighteenth, twenty twenty four. [0:13:46, 0:13:57]: And this is a site visit that we did on June eighteenth, twenty twenty four. As you can see, it's adjacent from the entrance to the public shopping center and across is Georgia United Credit Union. [0:14:01, 0:14:04]: And this is the presentation for CP twenty twenty four-zero five. [0:14:20, 0:14:27]: And this is the City of Stockbridge Comprehensive Plan twenty twenty four with the definition of the high density residential. [0:14:30, 0:14:45]: And this is the future land use map and the property is surrounded by high density mixed use to the left, low density mixed use to the south, and you have a low density residential, high density residential, and low density mixed use. [0:14:49, 0:14:51]: And this is the project information [0:14:52, 0:15:00]: The exterior scope that will occur during the conversion from the existed living facility to the boutique hotel will include landscaping, uh the [0:15:02, 0:15:22]: Replacement of the existing terrace guardrails with ornamental railings, exterior painting, and installation of security features that includes cameras, and the remainder of the conversion will focus on the interior renovations that will include full room and bathroom updates. There are no proposed changes to the current side plan nor floor plan of the existing building. [0:15:22, 0:15:22]: [927.7, 937.0]: So the key points to highlight from the staff analysis that we did is that it is consistent with the comprehensive plan, particularly the economic development goal. [0:15:38, 0:15:46]: Along with the econom economic development policy and both the future land use goals, which is shown here, and the future land use policy. [0:15:51, 0:16:01]: And it is also suitable to the subject property since it will bring growth to the vicinity, provide additional jobs, and will attract tourists who will not only visit the boutique hotel [0:16:03, 0:16:05]: But would spend money at the nearby shopping center. [0:16:10, 0:16:20]: And staff staff recommends that the based on the staff analysis that we did, staff recommends that the current future land use just remains as high density residential. [0:16:25, 0:16:30]: And this is the presentation for the rezoning RZ twenty twenty four dash zero five. [0:16:31, 0:16:39]: As mentioned, the the applicant wants to rezone the property from OI, which is Office Institutional, to C2, General Commercial. [0:16:43, 0:16:54]: And this is the zoning map and the subject property is surrounded by C2, MFR, which is the village estates, and the PUD, which is the Eagles Landing Country uh Golf Course. [0:16:56, 0:17:04]: And in addition, the subject property is also part of the Parkway Mixed Use Overlay District, which is shown here in purple. And this is the site with the star. [0:17:07, 0:17:20]: And the zoning history of the property. The subject property was previously a hotel called the Inn and Eagles Landing, which is shown here. The construction on the hotel started in 1994 and was finished in 1995. [0:17:20, 0:17:28]: And then the subject property was rezoned from R M, which is multiple family residential, to OI, upon the request of Clearnt properties on November eighth. [0:17:29, 0:17:32]: two thousand four with their tending use as an assisted living facility. [0:17:36, 0:17:38]: And this is a survey of the property. [0:17:48, 0:18:07]: And this is the project information. Uh currently the system limit facility has sixty-eight parking spaces and it does meet the parking requirements found in section four point eight five of the UDC code, which is one parking space per room. And they will also have ten employees with six being full-time and four being part-time. [0:18:10, 0:18:27]: And the key points from the staff analysis that we did is that it is consistent with the goals of the policies found found in the comp plan. It's also consistent with the UDC, the intent of the C two district and the Parkway mixed use overlay district standards. [0:18:29, 0:18:49]: And some of the positive effects that will include additional growth with the three hotels, which is shown here in the vicinity. You have Holiday Inn Express, you have Micro Hotel Inn and Suites, and you also have True Hilton Hotel. So with that, it will bring additional growth to the city. It'll provide job opportunities within not only within the hotel. [0:18:49, 0:19:03]: such as staff services and for management, but also bring additional job opportunities for residents as well as in the city. It will also attract tourists, and it will increase the popularity and growth of the nearby golf course at the Eagles Landing Country Club. [0:19:07, 0:19:18]: And lastly, the proposed boutique hotel won't have any negative impact on the surrounding properties owners since it is surrounded by residential and commercial. And staff recommends approval. [0:19:25, 0:19:26]: Nice. [0:19:26, 0:19:29]: Thank you very much. Is the applicant present? [0:19:31, 0:19:33]: No, but I and his colleagues. [0:19:34, 0:19:36]: Would you approach the podium, please? [0:19:38, 0:19:39]: You have a presentation to make? [0:19:41, 0:19:41]: What was that again, sir? [0:19:42, 0:19:58]: Do you have a presentation to make? I do not other than just to reintroduce what Gordon said. Uh speaking the mic, please. The the goal of the property is to turn it into a boutique hotel as it once was, and that's pretty much it. [0:19:59, 0:19:59]: We can't hear you. [0:20:00, 0:20:20]: The goal is to turn the property back into its original state as a boutique hotel. It was as as it was originally constructed. Um there will be no major changes to the exteriors other than the uh the things that Gordon mentioned and most of the uh renovations will happen t on the interior of the [0:20:20, 0:20:20]: [1222.0, 1222.6]: Thank you. [0:20:23, 0:20:25]: Any questions from the commission, please? [0:20:27, 0:20:47]: Yeah, Chair, I have a few. Um thank you. Um is this you guys's first hotel or do you all have different hotels that you've I'm actually with the ownership of the current group. Um the property is under contract with a hotel group, but they are not undertaking the rezoning we are. Um this would be one of the [0:20:47, 0:20:55]: Their this would be their fifth hotel that they have in the Atlanta area. Um, I don't know what ones they are, but I know they own five in the area. [0:20:56, 0:20:57]: Oh yeah. [0:20:57, 0:20:58]: Mm. [0:21:02, 0:21:03]: Canagis for the record, please. [0:21:04, 0:21:05]: Grant Milton? [0:21:06, 0:21:06]: Uh [0:21:09, 0:21:11]: Melton, [0:21:12, 0:21:13]: Was that? [0:21:15, 0:21:31]: We'll get we'll get it at the end. Um, so you said they have five different hotels and one of the things that we try to push here on the board, especially in mayor and council, is quality in the actual community. Do you know by chance what are the ratings for those other hotels that they have? Is it a three star, five star, two star? [0:21:31, 0:21:47]: I'm not aware but I know this hotel um will be boutique and it will be probably a four or five star hotel. So define a boutique hotel for me'cause I'm trying to analyze it in my head and and I so w will it be shops in it? Like what it define that for me. [0:21:47, 0:21:53]: mainly defines the size of the hotel and the quality of the hotel. It's more upscale. [0:21:55, 0:21:58]: Gotcha. Okay. Uh that's all I have for you. Thank you. [0:22:00, 0:22:16]: Any more questions, please. Yes, sir. I have a question. So the facility is currently occupied, correct? Correct. So have the families and the residents been met with, made understood what the uh timelines are, uh what the intention is? [0:22:17, 0:22:37]: I am unaware of that because that is not my role in the company. I handle real estate. Um I was told that I think uh upper level management had spoken with the staff and they were directed to speak with the residents family probably two or three weeks ago about what the timeline and the process. [0:22:37, 0:22:40]: [1360.7, 1377.1]: Okay. Thank you. Chair. If I may, um I'd I would like to thank the gentleman, but I d I know the buyer said she was here and she would probably be able to answer um Commissioner Minton's question a little bit further. Just a type form answer. We'll get to that. Thank you very much, sir. Thank you. Mm-hmm. [0:23:00, 0:23:03]: Ma'am, did you say you were the applicant? [0:23:11, 0:23:12]: Tell us your name. [0:23:13, 0:23:21]: Uh good evening. My name is Venus Gervin. Uh I participated in putting the application together, but the formal applicant is the broker. [0:23:23, 0:23:24]: So you are not the Africa. [0:23:25, 0:23:30]: I'm the purchaser who will be converting it into the hotel. Okay. Go running. [0:23:30, 0:23:30]: Okay. [0:23:31, 0:23:35]: Um so to answer your first question, uh Ubutique Hotel is [0:23:35, 0:23:55]: Um it will be a soft branded hotel. Um we're looking in the upper upscale uh segmentation class. Um so um let's see what I'm not sure the best way to describe that, but it it will be um not your Hampton or you know Holiday Inn, but it will be [0:23:55, 0:24:05]: a more uh upper upscale um class than that. So uh different types of amenities, um food and beverage, um bar surfaces also. [0:24:09, 0:24:10]: Any other questions? [0:24:12, 0:24:14]: I have one for you. Mm-hmm. [0:24:15, 0:24:19]: Do you intend to develop the hotel, but do you intend to manage it as well? [0:24:19, 0:24:20]: Yes. [0:24:21, 0:24:23]: So the other hotels that [0:24:25, 0:24:34]: I think you said five, you were told five. Yes. That you own already. Mm-hmm. You manage and you you develop and you manage them yourself. [0:24:34, 0:24:41]: Uh yes, we have a um management, a third party management company uh that will manage the properties. So it's a different company, but yes. [0:24:43, 0:24:44]: So it's like a chain. [0:24:45, 0:24:52]: Uh no, it's not a chain. It's just uh I mean, we're just a a small um, you know, development group. Okay. Yeah. Thank you. [0:24:53, 0:25:08]: And I believe you had a question about um the existing occupants. Um, from my understanding, the um the current owners have another property not far from there and they were gonna relocate those occupants to that facility. [0:25:10, 0:25:15]: And that property is likely to be latest I was told. [0:25:16, 0:25:18]: Oh, are you are you okay. [0:25:18, 0:25:19]: Are you the [0:25:22, 0:25:23]: Oh okay, okay, I'm sorry. [0:25:24, 0:25:42]: The concern is obviously that we want to make sure that the the residents are given ample notice, the families, to make wise and informed decisions whether or not they want to go to a new facility. Yes. Yes. Or another facility in the case that you've just stated. Mm-hmm. It would be made available. Okay. Okay. Thank you. I don't have anything else. [0:25:45, 0:25:56]: If there are no further questions, thank you very much. Okay, thank you so much. Mr Chairman, I'd I'd like to ask a question. And and I may have missed the answer if this was asked already, but what exactly is the function of a boutique hotel? [0:25:57, 0:26:16]: Um the function um almost similar to the first gentleman's um question, it's uh it will be a soft branded hotel, so it's not a a holiday inn or a Hampton. It will be um an independent hotel, but you use the um the reservation services of a Hilton or a Marriott. [0:26:18, 0:26:28]: So for example, if you have if you're a Hilton Rewards member and you stay at this hotel and it's a soft branded Hilton, you can still get your rewards points. [0:26:28, 0:26:35]: That would be probably the best example. And the existing structure has how many rooms available to house people? [0:26:35, 0:26:38]: Um it has um fifty eight rooms right now. [0:26:38, 0:26:39]: Okay. [0:26:39, 0:26:39]: Mm-hmm. [0:26:42, 0:26:50]: And we're not um you know, we're not adding any um we're not adding onto the building or anything. We'll just work with whatever's there. [0:26:53, 0:26:53]: Yeah. [0:26:54, 0:26:55]: Any more questions? [0:26:56, 0:26:59]: I'm sorry, one last question, Chair. Uh [0:27:01, 0:27:08]: Our project description says it has sixty rooms and sixty eight room uh existing parking spaces. Are you changing or adjusting that at all? [0:27:09, 0:27:29]: Well it has um the space for 60 rooms. For example, they're using one room as a fitness center. So I haven't decided yet if I'm gonna keep that a fitness center or make it a room. Uh they're using another room as a suite onto another room. So I haven't decided yet if I'm gonna keep that a suite or make that its own room. So it can have a maximum. [0:27:29, 0:27:35]: maximum of sixty rooms, but right now it has fifty eight. So uh it'll either be fifty eight or sixty. [0:27:36, 0:27:37]: And [0:27:38, 0:27:43]: Were the opportunities for extended stay also granted in throughout this hotel or no? [0:27:43, 0:27:46]: Um no, that's not one of the brands that we're looking for. [0:27:47, 0:27:48]: Thank you. [0:27:48, 0:27:57]: Yeah, um I'm not sure that um I haven't really seen many extended stays that are in the the upper upscale category that I'm looking for. [0:28:01, 0:28:01]: Okay. [0:28:03, 0:28:04]: Good. [0:28:05, 0:28:06]: Thank you, Mel. Okay. All right. Thank you so much. Mm-hmm. [0:28:21, 0:28:24]: Since this is a public hearing [0:28:26, 0:28:27]: I'm gonna ask [0:28:29, 0:28:35]: If there is anyone in the building who would like to speak in favor of this project. [0:28:40, 0:28:47]: Seeing none, then I will ask if there are anyone present who wish to speak in opposition to this project. [0:28:49, 0:28:50]: Okay. [0:28:50, 0:29:05]: I will ask that you form a line to my right in this aisle. And if you hadn't already filled out a form, given it to the secretary, I would ask that you do so before you approach the podium. [0:29:07, 0:29:13]: If you've already done so, you may approach the podium third and give us your name and address. [0:29:19, 0:29:24]: Good evening, everyone. Speaking to the microphone, please. Make sure the green light is on. [0:29:25, 0:29:27]: Green light is on. Okay, sir. [0:29:28, 0:29:33]: My name is Bruce Meadows and I live at Thirty Indian Overlook Court in Stockbridge, Georgia. [0:29:34, 0:29:35]: Um [0:29:36, 0:29:56]: I ha I have prepared a thing to s to say, but I also do want to address some of the things that came up with the presentation of the former people that are presenting. The I'm a family member, my mother is a resident at Golden Crest, and the families have not been given an opportunity to know when or where the [0:29:56, 0:30:16]: The residence will be moved. Um they've not been given any date, any type of uh plan or of what would be done. Um I've specifically spoken to the um recently um the executive director to ask her for those details, and she told me that the owner had not informed everyone. [0:30:16, 0:30:35]: that yet. So if but information has been shared and I'd spoken with several of the staff members too and they also don't have any information as to what the plan currently would be. My mother is 83 years old. She was diagnosed approximately two years ago with dementia. [0:30:35, 0:30:55]: Um I know that's a uh an impactful diagnosis from many families, but for ours it was pretty significant in that my mother is very fun, she's very lively, she's very sassy, and for her to deteriorate to the point to where she needs this type of facility has been pretty debilitating for our entire family. Um [0:30:55, 0:31:15]: This facility became became highly recommended by Sherry Douglas with Southern Grace Hospice. She and my mother, she her mother and my mother were both in the emergency room one evening. They had both fallen and we got to talking as you do with fellow emergency room patients. And I found out what her uh type of work was and we got [0:31:15, 0:31:35]: Got to talking about it and that I was looking for a facility for my mom because we were nearing that point to consider that type of a change in our lives. She recommended Goldencrest without hesitation. She works in-house with a lot of the different facilities in the area, Henry County and beyond. And not that she had anything bad to say about. [0:31:35, 0:31:42]: about any of the other ones, but she recommended Goldencrest because of its size. It was smaller. There were more one on one care [0:31:42, 0:32:00]: available for the residents. I mean currently now there are only 24 residents in the home and there are only 24 staff members. So basically your ratio is one to one for care and concern for patients who greatly need that level of consistency in their lives. [0:32:03, 0:32:10]: I toured the facility myself and met with the executive director, and she walked me through the place and immediately it felt like home. [0:32:10, 0:32:19]: Uh yes, it's older. Yes, the decor is not new and boutique fashioned and whatnot. And and I do understand what a boutique hotel is. Um [0:32:21, 0:32:36]: But this place is is home, and I got so encouraged by that and by the attitude. I met several staff members on my very first men um visit. I met several residents on my very first visit. Some of them have been there for over eleven years. [0:32:36, 0:32:38]: And that is their home. This is their own. [0:32:39, 0:32:40]: Mm I'm sorry. [0:32:41, 0:32:42]: Well I'm sorry, I didn't hear. [0:32:43, 0:33:03]: Two minutes, okay, I'll speed it up, my bad. Um, this is more than a facility, this is a community. These people are there for each other, they learn to love each other, they learn and greet and meet everyone's families. And my mother, when she first walked into that place, prior to visiting there, she had said for months, I will not go anywhere. [0:33:03, 0:33:10]: I have a home. I'm not going anywhere. She walked into that place and immediately said, this is home. [0:33:11, 0:33:31]: Something about it struck her as this was where I'll be comfortable. And because we've moved in and she's acclimated to the system and to the activities, it is her home now. And she loves it there. The care is incredible. Couldn't ask for a better situation for my mother. And if this were to go through, I do know that it would be a huge loss, not only [0:33:31, 0:33:32]: [2013.1, 2032.5]: And the residents, but for the community, because Stockbridge and Eagles Landing is a community and it's built on that whole mindset of being there for and with each other. So I would definitely like to leave her there because it would definitely we're lucky she has a home to come back to. Thank you very much. [0:33:53, 0:33:56]: Appreciate it. Thank you, sir. Next, please. [0:34:01, 0:34:21]: Uh good evening. My name is Roselle Honorable and I am currently the property manager, maintenance man at the facility. And basically, back up uh Mr. Bruce piggyback when he says, uh it's more than just a building. It is a community. Uh from each from each residence uh to staff members. [0:34:21, 0:34:30]: Um I like to consider'em family. They're they're my moms, they're my dads. Um and like like you said. [0:34:30, 0:34:31]: When the sign went up. [0:34:32, 0:34:48]: No one knew. We still we're still in the dark for our staff and residents. Um and the the activity rooms, what they're saying, that's that's false. Um it's just it's just rooms. We got um [0:34:49, 0:34:52]: Uh uh activity, I mean a T V room and a dining room. [0:34:53, 0:35:13]: But um in in my three years there, um what I found if when residents are moved and relocated, it it doesn't it doesn't end well. Um is there some is there some things that need to be done to the building? Yes. But as far as us as staff, that's not our hand. All we do is we all we can do is our best. [0:35:13, 0:35:33]: the care and love and love on each every resident. And from for me to each staff member, I think they will echo that. So um if you're looking at the bottom line, sure the bottom line's gonna be good, but in the long run, I I think it would be a huge mistake for the families. We've uh we average like 30 residents and every since [0:35:32, 0:35:39]: The news is broke. We've been losing them left and right because they're trying to make preparations on what they have to do. Thank you. [0:35:39, 0:35:40]: Thank you, sir. [0:35:41, 0:35:42]: Next please. [0:35:45, 0:35:54]: Hi, I'm Sophia Oliver. I'm the nurse at Golden Crest. I've been there for seven years. Um, been nursing thirty one years. Um [0:35:55, 0:36:00]: The facility is more like a family oriented place. These residents look up to us. [0:36:01, 0:36:05]: Um they live there, we love on them, we treat them better than sometimes their family members. [0:36:05, 0:36:10]: I got people there who don't even have people come to visit them and they live there. They don't have nowhere to go. [0:36:10, 0:36:11]: And [0:36:11, 0:36:15]: When they talk about turning into a hotel, it was a hotel before why it didn't work then. [0:36:16, 0:36:18]: So now you want to turn it back into a hotel. [0:36:18, 0:36:23]: Which apparently didn't work. So now these people live there, been there years and years. [0:36:23, 0:36:27]: Y'all trying to take these people are trying to take it from them is not fair. [0:36:27, 0:36:30]: It's not fair to the staff, it's not fair to the residents. [0:36:30, 0:36:33]: We got a few residents here right now that's they don't have nowhere to go. [0:36:34, 0:36:37]: You know, some of'em don't even have family members and this is their home. [0:36:38, 0:36:57]: You know, and I just feel bad. You know, I'm here now. I worked all day. I work all day with them. And they look up to me. They treat me just like I'm their daughter. I treat them like m they're my parents. I love on them and they know that. If they go to another facility that they d that they don't know nobody at, guess what? They're gonna pass away. And I don't like it. [0:36:57, 0:37:01]: You know, and they'll tell you, each one of them will tell you how we treat them. [0:37:01, 0:37:21]: You know, our carpet is dirty, yeah. But the building is nice. We don't have no fitness center. We don't have all that. We got an activity room where we do bingo and throw balls and whatever we do. But they love it. You know, we might not have no van network. If y'all wanna help us get the b van fixed to take them on out of us, y'all can do that. But until then, we got a little bus, we go take and get ice cream. [0:37:21, 0:37:41]: Lights went out the other day. We took them come up there on our off day at night to come and sit with these people in the dark. I don't think nobody else gonna do that for them. We took them to get ice cream and stuff, you know, in the dark. They like that. You know what I'm saying? So my thing is don't take their home away from them. This lady sold her house to move there. [0:37:41, 0:37:43]: You know what I'm saying? She ain't got nowhere to go. [0:37:43, 0:37:56]: So, you know, when they they they talk I I understand about hotels or whatever, I get it. But that don't work for me right now. I don't public speak very well, but I think I'm doing all right right now, you know, because it it this this this gets to my heart. [0:37:56, 0:38:11]: You know, and when y'all talking about t putn turn it turn their home into a hotel, these people don't have nowhere to go. We got about thirty residents there. Five of'em leaving because they saw a sign got posted up. We don't know what's going on. I don't know what's going on. Nobody told us nothing. [0:38:12, 0:38:30]: On thing we was told was that we got a hearing that we gotta come to on July the 18th at 630. And best believe I'm gonna be here. And I'm gonna be at the one on August. So my thing is don't take these people home away from them for a hotel. You can put a hotel anywhere in the middle of the country club. Yeah, I get it. Y'all want the golf people to come somewhere live? Apparently that didn't work. [0:38:31, 0:38:36]: They tried that before. So next next thing you know, it's gonna fail again. These people ain't gonna have nowhere to live. [0:38:36, 0:38:43]: But anyway, I know my time is almost up. But anyway, I appreciate if y'all let these people live where they're supposed to be living at. Thank y'all. Thank you, man. [0:38:44, 0:38:45]: Next please. [0:38:50, 0:39:10]: Good afternoon. My name is Mar Glenn, and I'm a resident of the villages. I don't know what to say after her impassioned speech, except maybe to give her my time after I'm done. I just had two questions of the requester, and that is the villages of Eagle Land. [0:39:10, 0:39:30]: Is a private gated community which does not have a gate where they're planning to put in that hotel. And I want to see if they are going to allow us to remain a gated community and fence that area off. And the other question is, when will they speak with the residents? [0:39:30, 0:39:41]: I'd like to um have more information so we can have an informed decision as you said and if I can give the rest of my time to this young lady because I would love to hear her speak some more. [0:39:43, 0:39:43]: Thank you, sir. [0:39:47, 0:39:48]: May um [0:39:49, 0:39:53]: In the blue, you said you were the baya. [0:40:02, 0:40:05]: She hasn't even filled out a form yet. [0:40:07, 0:40:13]: Yes, I'm the purchaser. Can you answer uh the gentleman's question as far as the g the gated community? [0:40:15, 0:40:19]: Uh I'm sorry, w as far as the Did he leave? [0:40:19, 0:40:20]: Mm-hmm. [0:40:21, 0:40:22]: Okay. [0:40:23, 0:40:25]: Yeah, these things. Uh [0:40:30, 0:40:31]: Mm-hmm. [0:40:34, 0:40:35]: Yeah. [0:40:35, 0:40:36]: Game on that side. [0:40:37, 0:40:39]: Okay. Yeah, that's definitely something that we can look into. [0:40:42, 0:40:43]: Okay. [0:40:43, 0:41:00]: Did she answer the question? You good? Uh also when we want to speak with the presidents. Oh uh I'm not sure. This is the first kind of step in the um in the process for us. Um so I mean we we just need to kind of go from here and see where this takes us. [0:41:00, 0:41:18]: Yeah. But I but yes, I'm I'm planning on speaking with everyone uh in the surrounding area. Ma'am, would you speak in the microphone, please? Uh no, I was saying I'm planning on speaking with everyone in the surrounding area. Um, you know, as far as I mean, I'm I'm not in the assisted living business. Um I just saw the property listed for sale. [0:41:18, 0:41:34]: So I I I really can't speak to uh the you know, the other employment um issues. I have a question for you since you brought that up. Uh the gentleman that was sitting here indicated there you are. You are the seller and you are the buyer. Am I correct? [0:41:35, 0:41:37]: And you all have a contract. [0:41:37, 0:41:43]: Yes. Is it contingent on this being approved? Yes. [0:41:45, 0:41:51]: Okay. That's what I want to know. Thank you very much. Okay. Anybody else have any questions? [0:41:52, 0:41:53]: I I got it. Yeah. [0:41:54, 0:41:57]: Yeah, any more questions for the the lady before? [0:41:58, 0:42:00]: Yeah, okay, thank you, Mayor. [0:42:02, 0:42:04]: Ma'am, you may approach the podium, please. [0:42:05, 0:42:06]: Give us your name and address. [0:42:07, 0:42:11]: Hello, my name is Lisa Glenn, and my address is the one ninety nine equals club drive. [0:42:12, 0:42:15]: Um stock bridge and [0:42:17, 0:42:27]: I have a lot of concerns about that property becoming a hotel. Yes, it was a hotel before, but it was a hotel for the country club and it was when the golfers came in. [0:42:27, 0:42:30]: to do those tournaments back in the day. [0:42:31, 0:42:32]: That has ceased. [0:42:32, 0:42:36]: So if anyone is goes to that hotel. [0:42:36, 0:42:37]: As a visitor [0:42:37, 0:42:39]: They do not have access to the golf course. [0:42:40, 0:42:40]: Or the club. [0:42:41, 0:42:44]: А те доксать. [0:42:44, 0:42:46]: There is no gate. [0:42:46, 0:42:50]: м ор то стоп інівоз тру [0:42:51, 0:43:08]: to um go to all those expensive homes where the doctors and lawyers and entertainers and all those live on that side of the golf course. And our house is the first house at that gate. So as soon as they come in that gate, they have access to come straight to our house and [0:43:09, 0:43:19]: Yeah, crime rampant. It's there's nothing protecting us over there now with that hotel going there. None of the neighbors I walk [0:43:19, 0:43:28]: Quite frequently every morning, and every neighbor that I've seen, I've actually talked to about this change in the zoning. [0:43:28, 0:43:37]: Most of them have not even seen the sign. They didn't know what was going on over there at all. Nobody knows. We know because my husband got a letter. [0:43:37, 0:43:49]: That was it. Nobody else has gotten a letter. So it's like they they're doing it in secret and they're just throwing it in there and all of a sudden we're gonna be surprised and not know where, you know. [0:43:50, 0:43:50]: This [0:43:52, 0:43:59]: And we don't know what a boutique hotel is, what the price range of a boutique hotel is, you know, um [0:44:00, 0:44:07]: I've dealt with a lot of hotels when I helped house a couple of homeless people and they stay in the hotels. [0:44:08, 0:44:09]: That's not gonna be good for our area. [0:44:10, 0:44:15]: Our area, we have a very, very, very, very, very high hoe. [0:44:15, 0:44:17]: Like the highest in the state of Georgia. [0:44:18, 0:44:20]: And now our HOA is not going to even protect us. [0:44:21, 0:44:22]: From this hotel. [0:44:23, 0:44:27]: That's not good for us. A lot of people have already put up their houses for sale. [0:44:28, 0:44:32]: There's like eight houses for sale up in that area now, since I've told people. [0:44:33, 0:44:34]: So [0:44:35, 0:44:36]: Are property values gonna go down? [0:44:37, 0:44:47]: tremendously and our neighborhood is gonna go to pot. We do not want a hotel there. Everybody I've talked to said no, they do not want a hotel there at all. [0:44:48, 0:45:03]: And when I say expensive homes, I'm talking about like that's where um Hank Aaron lived, Chris Tucker's families live over there, T I and Tiny's families live over there. There's a lot of prominent people over there and they will have access to their homes because there's nothing blocking. [0:45:04, 0:45:11]: If they're gonna put a wall around that hotel and put walls down the side, and I mean high walls, so they can't climb over and jump and whatever. [0:45:12, 0:45:15]: then they might consider it, but right now no. [0:45:17, 0:45:19]: That's what I have to say so far. [0:45:19, 0:45:20]: Thank you, Mayor. You're welcome. [0:45:21, 0:45:23]: There's no one else that has not already spoken. [0:45:24, 0:45:26]: Wish to speak in opposition. [0:45:27, 0:45:33]: If you've already spoken then you will not get an opportunity to speak again. You may take your seat, sir. [0:45:35, 0:45:39]: I said you will not get a opportunity to speak to you. You may take your seats. [0:45:44, 0:45:50]: If there's no other speakers present, then we will close the public hearing. [0:45:56, 0:46:00]: I need a motion from the commission. [0:46:02, 0:46:11]: on the comprehensive case, comprehensive comprehensive plan case, CP twenty to twenty four dash zero five. [0:46:12, 0:46:15]: Chair. Yes, sir. Um [0:46:20, 0:46:40]: I w I'm gonna make this motion really solely because of one, we don't have, I believe, sufficient enough evidence for a hotel to go there. Um, or sufficient enough evidence as to why they want to move the residents, especially hearing from um some of the people in the area that work there as well, and they're saying [0:46:40, 0:46:45]: they have not heard from the owner currently as to where [0:46:45, 0:47:05]: The uh current senior senior citizens will actually go at the moment. That's kind of concerning to me, especially to place a hotel in an area where they're already comfortable, it's already secluded. It's a secluded area for our seniors, so you you know they're not making noise. It's not like they're having a big party or anything. Um so at this moment, I'm gonna make a motion. Uh [0:47:05, 0:47:22]: Uh due to some reasonable experience because I also have some family that have let me know when they when they get to a certain age they want to go to Golden Crest. Uh I'm gonna make a motion to deny comprehensive plan uh CP dash twenty twenty four dash oh five. Thank you, sir. Is there a second? [0:47:23, 0:47:26]: Mr. Chairman, this is Dave Planchon. I would like to second that motion. [0:47:27, 0:47:29]: It's been moved by Mr. Williams. [0:47:29, 0:47:36]: And seconded by Mr. Planchon that we denied comprehensive plan K C P twenty twenty-four-zero five. [0:47:37, 0:47:39]: All in favour that it'd be Namarasan of A. [0:47:39, 0:47:42]: In your pulse. [0:47:43, 0:47:49]: The eyes have it. The comprehensive plan case has been voted to den be denied. Thank you. [0:47:52, 0:47:57]: With respect to rezoning case R Z twenty twenty four dash zero five, I need a motion, please. [0:48:03, 0:48:15]: Chairman. Yes, sir. Uh once again, since there is not a current new development coming to that area, I'm going to make a motion to deny rezoning case RZ-2024-05. [0:48:15, 0:48:16]: Thank you. [0:48:17, 0:48:18]: Is there a second? [0:48:18, 0:48:19]: Mr. Chairman, I second. [0:48:20, 0:48:25]: It's been moved by Mr. Williams and seconded by Mr. Minton. The [0:48:25, 0:48:33]: Retoning case RZ twenty twenty four dash zero five be denied. All in favor, let it be known by the sign of I. [0:48:33, 0:48:34]: Oh yeah. [0:48:34, 0:48:42]: Any opposed? I have it. The rezoning case RZ 2024-05 has been voted to be denied. Thank you. [0:48:48, 0:48:52]: Next we will have a presentation. [0:48:53, 0:48:55]: By Jalen Hudson. [0:48:58, 0:48:59]: Mm mm mm. [0:49:22, 0:49:26]: Taylor, tell'em who you are. Tell'em who you are. [0:49:28, 0:49:34]: Well, good evening. Um, my name is Jalen Hudson. I'm a summer intern here at the city of Stockbridge. [0:49:35, 0:49:36]: Um just a little brief [0:49:37, 0:49:45]: description about myself. Um I'm a rising senior at Benedict College. Um in the business field. Um I'm a business major actually. [0:49:45, 0:49:48]: Um, just a little bit about my intern so far. [0:49:49, 0:50:05]: Um since I've been here, it's been very welcoming, very open arm. Um I've been taken under the wing of Ms. Jackson and Mr. Linton. They've been showing me the ways of learning how to, you know, plan and zone correctly. Um but without further ado, I'll get into my presentation. [0:50:09, 0:50:29]: So, first thing, what is planning? Planning and zoning are separate functions that work together as part of a long-range effort to plan quality communities. Planning provides a vision for communities while zoning is only one of several tools available to help achieve this vision. It involves the regulation of [0:50:28, 0:50:34]: of using space considering the physical form, economic functions, and social impacts. [0:50:35, 0:50:40]: Urban planning aims to improve existing urban areas and creating new urbanization. [0:50:43, 0:50:56]: As we see here we have a s a chart with zoning and planning. Zoning is pretty much guided by the zoning ordinance, determines what can happen on the property today, which includes zoning districts and a zoning map. [0:50:56, 0:51:07]: Planning, on the other hand, is guided by the comprehensive plan, determines what can happen on the property in our future. It includes character areas and a future land use map. [0:51:10, 0:51:25]: So here we have our current zoning districts. Uh I'll run through them right real quick. We have our rural residential district, suburban residential district, our city center residential district, multiple family residential, residential [0:51:25, 0:51:26]: Mobile home. [0:51:26, 0:51:31]: Office institution, downtown district, neighborhood commercial district. [0:51:31, 0:51:33]: Our general commercial di district. [0:51:33, 0:51:40]: Heavy Commercial District, Light Industrial District, Office Distribution District, and our Plant Unit Development. [0:51:43, 0:51:53]: Here we have a updated zoning map of this year. Um just you know, you can take a quick look for a couple of seconds and I'll move on to the next slide. [0:51:58, 0:52:06]: Here we have our overlay zoning districts, Parkway Mixed Use Overlay District, also in abbreviations of PMU. [0:52:06, 0:52:11]: And we have the downtown village overlay district in abbreviations of D T V. [0:52:14, 0:52:25]: Here we have our future land use map which falls under the planning as mentioned as mentioned before. So you all can take a quick look and I'll move on to the next slide. [0:52:31, 0:52:46]: Here we have our link to both zone the future land use map and our zoning map. Um, the City of Stockbridge Unified Development Code, the interactive map is under GIS. [0:52:50, 0:52:53]: Now here we talk about the process of zoning. [0:52:53, 0:53:13]: So it kind of s I guess starts out with, you know, the customer presents their ideas and then of course it runs down to the staff, which runs into the approval or denial. So here let's just say the staff says yes, then the customer will apply for permits with permits division. Now if we go to [0:53:13, 0:53:20]: the denial. The customer will have to apply for a rezoning, use permit, modification, and or a variance. [0:53:20, 0:53:25]: And also the staff will have to use comprehensive plans to analyze those requests. [0:53:26, 0:53:31]: Both mayor, council, or planning commission makes the final decision. [0:53:34, 0:53:36]: Now what is zoning? [0:53:36, 0:53:48]: Zoning is the act or process of parsoning a city, town, or borough into zones reserved for different purposes, such as residents or businesses. [0:53:48, 0:53:55]: It will control the way in which the land can be developed and what purposes the zones can serve. [0:53:56, 0:54:06]: It also regulates more specific details of construction such as maximum building height, minimum lot size, or how far a house needs to be set back from the road. [0:54:10, 0:54:30]: Now, this is this is what I'm interested in. What and who is a planner? Planners help decide what kind of building should go where, where new parks may be needed, and what areas in the community are in need of changes to make them better places to be. A planner serves as the zoning administrator of this board and enforces the city's. [0:54:30, 0:54:30]: [3272.5, 3274.1]: What exactly do they do? [0:54:34, 0:54:43]: Planners interpret a community's zoning code, determines what type of buildings are allowed in what places, and help a community create a vision for what it wants to become. [0:54:45, 0:55:05]: Now this slide is personally, you know, it means a lot to me because, you know, I grew up in the city of Stockbridge since I've been in ninth, tenth grade, but I've always been around the city and I always wanted it to become, you know, something better than what it can be today. So as far as, you know, bringing in new businesses, whether if it's [0:55:05, 0:55:12]: um hotels, restaurants, anything to kind of bring the the attraction to the city of Stockbridge and bring people here. [0:55:14, 0:55:34]: So we'll get into the possible recommendations by the planner. So once again, the approval, we approve the request as submitted by the applicant, or we can deny, which denies the applicant's request, block any further reapplications of the property for a year. And then let's say approval with some you know conditions. We'll approve. [0:55:34, 0:55:40]: Approve their request with extra conditions placed, but it may be recommended by the staff and or the board. [0:55:41, 0:55:50]: And then of course deferral. Defers the case to the next planning commission meeting in order to complete further action necessary prior to decision making. [0:55:54, 0:56:13]: And this one right here is the staff report, which will be sent in a week in advance. Uh it includes, you know, site history, public utility services, considerations, so on and so forth. Um, as you all can see uh on the slide, I won't, you know, get into all of them, but as you all can take a look, it's right there. [0:56:15, 0:56:22]: And then also in bold at the bottom, the staff will review the reports and answer questions thirty minutes in advance of regular meetings. [0:56:26, 0:56:29]: Next slide will be the chapter nine zoning amendments. [0:56:29, 0:56:49]: If you all can see, I've highlighted four parts that stuck out more to me. So number one was whether the proposal is consistent and/or compatible with the city's plans, goals, objectives that reflect in the city's comprehensive plan. Then I can jump around. Uh, how does the proposal impact traffic safety and [0:56:49, 0:57:02]: and congestion and then how will the proposal impact the value of adjacent properties? So we have fourteen amendments, but like I said, I stuck with four just for the you know for the sake of the presentation. [0:57:06, 0:57:26]: And then we start getting to the sectioning, which is you know requirements for special use permits. So as you can see, it goes as the proposed use shall not cause traffic congestions or conditions that will adversely affect nearby properties. The physical conditions of the site, including um to topography. [0:57:26, 0:57:46]: However, you pronounce it, uh, drainage and size and shape are suitable for the proposed development. Then you have the adequate public facilities that are available to serve the proposed use. Then the applicant has made a bidding agreement, a binding agreement, I'm sorry, for any specific limitations or conditions necessary to protect. [0:57:45, 0:57:56]: to protect the public interest, and also it assures the continued beneficial use and enjoyment of nearby properties or that no special limitations are necessary to protect the public. [0:57:58, 0:58:12]: Then you have the conditional use with specific limitations, design features may have been required that will further aim the comprehensive plan and will not only be a d unduly d detrimental to nearby properties. [0:58:15, 0:58:35]: And then of course your items that we or you know I as a future planner would like to consider site plan design, neighboring zoning districts, traffic flow, multimodal c capabilities, screening and or landscaping, the concept comprehensive plans of the future land use. [0:58:35, 0:58:42]: Anything else you deem relevant and recommend you to familiarize yourself with each site in advance of your meeting. [0:58:45, 0:58:50]: And this was my presentation. Um I'm open to take any questions. [0:58:51, 0:58:53]: Any questions from the Commission? [0:58:54, 0:58:57]: No questions, but very well presented. [0:58:57, 0:59:03]: Thank you. Seemed like a bright young man and look forward to seeing you work with the city in the future. [0:59:04, 0:59:06]: Thank you. And it will be a pleasure to be here soon. [0:59:08, 0:59:09]: Thank you, sir. [0:59:17, 0:59:29]: Mr. Anderson, do we have any project updates? Um no sir, Mr. Dumas. Um staff doesn't have any updates at this time. I want to like I'd like to thank Jalen for a great presentation though. [0:59:34, 0:59:35]: Thank you, sir. [0:59:36, 0:59:41]: You have any comments, any further comments? Uh no sir, Mr. Dumas, thank you. [0:59:42, 0:59:44]: Can they comment from the board? [0:59:45, 0:59:48]: Chairman, um I missed the last meeting. I see the insert for the text amendment. [0:59:49, 1:00:02]: Is this something that was not on the agenda for discussion? Okay. Yes, sir. We'll we'll we need to take that to city council first to get their blessing and bring it to the Planning Commission. Okay. It'll probably be on the um August meeting. [1:00:05, 1:00:05]: Right, thank you. [1:00:08, 1:00:09]: Anything else? [1:00:11, 1:00:12]: You all ready to go home? [1:00:14, 1:00:15]: I need a motion to adjourn. [1:00:17, 1:00:18]: So moved here. [1:00:18, 1:00:30]: Is there a second? I second. All in favor, let it be known by the sound of aye. Aye. I go ahead. Meeting is adjourned. Thank you. Thank you all. Thank you all for coming. Have a good evening. [1:01:06, 1:01:07]: Thank you, gentlemen.
