Appreciate it. Uh Council, I we can leave a motion to adopt the agenda, but what I'd like to do is uh present to you an amendment to the agenda uh that the Henry County Development Authority give a presentation at 1130, which actually starts right around our uh lunch period. Can I get us so moved for that, please? [0:28:48, 0:28:50]: Mayor, I'd like to make a motion. [0:28:51, 0:28:52]: What to end the advantage? [0:28:52, 0:28:54]: I would like to make the motion to amend the agenda. [0:28:54, 0:28:57]: To include the Henry County Development Authority. [0:28:57, 0:28:59]: Okay. Is there a second? [0:29:01, 0:29:05]: Mr. Blount seconds that. Oh my god, Ms. Blount seconds. Okay. All in favor, please indicate. [0:29:06, 0:29:07]: Aye. [0:29:07, 0:29:10]: Okay. Four uh [0:29:11, 0:29:18]: Is he for he's good for it? All right. Now I need a motion to adopt the the agenda overall, please. [0:29:19, 0:29:20]: Where? [0:29:20, 0:29:20]: Yes, sir. [0:29:21, 0:29:26]: I need to uh amend the agenda to add an executive session at the front. [0:29:26, 0:29:32]: at the first item so we can discuss uh the personnel issue that we left off with yesterday. [0:29:32, 0:29:33]: Litigation of real estate. [0:29:34, 0:29:54]: Well, let me ask you, let me make a recommendation. Could we do that at the very end of the day? We have it on the agenda if needed. The reason why I say that, because if we get we'll if we have it in the beginning, we're gonna get off time with what we have programmed right now. So we can still go to the second session. I prefer if you if you if the council wills to have it at the end, we'll have the discussion. That way we have we have everybody. [0:29:54, 0:29:57]: it was programmed here, we can timely get to those in individuals. [0:29:57, 0:29:58]: Good okay. [0:29:59, 0:30:14]: The issue is a couple of us, including me, have things to do this afternoon. So I won't be able available I mean, I won't be available for the executive session this afternoon. So that's why I'm trying to move it to the front. And I think there's at least at least one other council member that has the same situation. [0:30:14, 0:30:15]: Um [0:30:16, 0:30:17]: All right. [0:30:18, 0:30:26]: Right. Uh in a sense of that nature, then uh you made a motion to move the second session of the for the first item of the day. Is there a second to that motion? [0:30:29, 0:30:30]: Is there a second? [0:30:30, 0:30:32]: Mr. Thomas seconds that particular motion. [0:30:32, 0:30:37]: Okay. All in favor of moving the second session up front versus the end, please indicate. [0:30:39, 0:30:42]: Okay. I have three here, all pose. [0:30:44, 0:30:44]: I [0:30:45, 0:30:47]: Okay. Mr. Blood? [0:30:50, 0:30:51]: Okay. [0:30:51, 0:30:54]: I didn't he I didn't catch I didn't catch the quote. [0:30:56, 0:30:58]: You muted Councilman Blount. [0:30:59, 0:31:03]: I'm sorry, this this uh cursor is moving pretty slow. I abstain. [0:31:03, 0:31:13]: Okay, thank you. Three one one. All right folks, then that means we're gonna we're gonna go into a second session. Uh if I voted for that, we're going to execut session. So we need a different link. [0:31:13, 0:31:19]: uh for that and then we'll be coming back once eventually come back to the main meeting again as well. [0:31:20, 0:31:24]: Oh wait, wait, wait, wait, wait. Hold on a second. Wait, I just thought about something. Um [0:31:25, 0:31:26]: Mr. Washington. [0:31:27, 0:31:38]: Yes. Okay, we made a motion to add the the um Henry County Development. We made a motion to go to executive session uh in reference to the adopting the uh changing the agenda outline. So we still have to do [0:31:39, 0:31:42]: a motion to accept the overall agenda. Is that correct? [0:31:42, 0:31:51]: Correct. Okay. That's why that's why I hesitate for a second. Okay. Now we need a motion to adopt the the actual agenda itself, the overall agenda, please. [0:31:51, 0:31:52]: Oh man. [0:31:52, 0:31:53]: Okay, is there a second? [0:31:55, 0:31:59]: Ms. Blount, did you second that? Oh Mr. Thomas second that? Okay. [0:31:59, 0:32:05]: Okay, all in favor of uh I'm sorry, Mayor. Who did you recognize? I uh Mayor Pro Tem, I'm sorry, then I went to Councilman Thomas. [0:32:06, 0:32:07]: Thomas, thank you. [0:32:07, 0:32:07]: Okay. [0:32:08, 0:32:09]: All in favor, please indicate. [0:32:12, 0:32:12]: Let's get [0:32:13, 0:32:13]: Aye. [0:32:14, 0:32:21]: Okay, okay. Now thank you. Okay, now that we've we've done that, we're gonna go into we've already made a motion that to add the executive session. [0:32:22, 0:32:42]: uh to be up front so once again mr washington we do we need we don't need another motion this is go right now we just go is that correct correct all right so all right folks so what we're gonna do okay oh yeah by the way this is actually session is going to involve the the the actual um the counsel the attorney the clerk the city manager [0:32:42, 0:32:48]: Manager and HR. The rest of the staff is not needed for this particular executive session at this point. [0:32:48, 0:32:49]: Okay. [0:32:49, 0:33:00]: All right, so we need a different link. Uh Mr. Ms. Bond, we need a different link for those individuals, the entire council, uh, the clerk, the the clerk, the city manager, the attorney, and Miss Wheeler. [0:33:01, 0:33:04]: Everybody else, we'll just have to stand by and we'll come back to you as soon as we're done. [0:33:05, 0:33:11]: I'm preparing it right now, Mary. [0:42:53, 0:42:56]: But um the other items on today's agenda [0:42:56, 0:43:02]: I think are mainly internal and so I believe we can maneuver if we need to with the staff. [0:47:31, 0:47:37]: So here we have the proposed 2022 budget. [0:47:37, 0:47:48]: It is identical to the 2021 budget. There were no adjustments made. We are asking that the mayor and council have conversations with the city manager. [0:47:48, 0:47:53]: on any of those expenditures that you want to see changes made. [0:47:55, 0:47:58]: Uh the city employs approximately eighty five people and it's [0:47:58, 0:48:04]: is organized into functions of general government, administration, public works, community development, and public safety. [0:48:05, 0:48:16]: Administration departments include the city manager, city clerk, city treasurer, and finance human resources, the public information officer, economic development, main street, events, information technologies. [0:48:32, 0:48:40]: Fire marshal and code enforcement. So each of those departments are either included in other departments or [0:48:41, 0:48:43]: uh an individual department budget. [0:48:50, 0:48:52]: Any questions regarding the [0:48:53, 0:48:57]: Uh proposed budget for the mayor and council can be directed to our city manager. Not that it's extremely important to me, I mean, but in this aspect, but I thought that uh we're scheduled to get uh myself and the council scheduled to get a uh raise as of January 2022. Did we not uh pass that some time ago? That that was not ever adopted by this council, sir. [0:49:33, 0:49:38]: Oh it came before you uh at the February [0:49:39, 0:49:42]: I wanna say February, which meeting? [0:49:42, 0:49:44]: Uh Mr. Williams was still your attorney. [0:49:53, 0:49:54]: Okay. [0:49:55, 0:49:58]: Wow. I that okay. For some reason I thought, okay, that's why I'm asking the question. [0:49:59, 0:50:02]: All right, so be it. Any questions for um [0:50:02, 0:50:06]: Our clerk uh counsel in reference to the governing body, um [0:50:07, 0:50:07]: Budget. [0:50:08, 0:50:16]: So the other portion of your it which is included in the governing body's um budget is the youth council. They are presenting a separate. [0:50:17, 0:50:20]: um budget that is included in in your government body. [0:50:21, 0:50:26]: And Miss Harvey was with us earlier. I don't see her on here now. [0:50:26, 0:50:31]: Um okay. We may have to connect with her and come back to her in the essence of time. [0:50:31, 0:50:32]: Okay. [0:50:32, 0:50:33]: All right. [0:50:33, 0:50:36]: I'm Apple Tem, you're unmuted. Go ahead, sir. [0:50:36, 0:50:38]: No, I d I'm sorry, I don't have anything there. [0:50:38, 0:50:39]: Okay. [0:50:40, 0:50:43]: So I just resent that um link to her. [0:50:43, 0:50:45]: Okay we'll now present the clerk's office budget. [0:50:46, 0:50:46]: Okay. [0:50:47, 0:50:50]: If you'll allow Randy to share her screen again, please. [0:50:59, 0:51:06]: Okay, so the Office of the City Clerk strives to provide a professional link between the citizens of Stockbridge and the decision makers for the city. [0:51:07, 0:51:12]: We aim to serve as a neutral and impartial source for obtaining information. [0:51:12, 0:51:14]: And official records for the citizens' staff. [0:51:14, 0:51:16]: And city officials. [0:51:23, 0:51:26]: Clerk department, um clerk's office department has an operating [0:51:27, 0:51:27]: Budget. [0:51:28, 0:51:31]: For salaries, benefits, and other expenses for six. [0:51:31, 0:51:32]: Members. [0:51:35, 0:51:36]: Okay. [0:51:37, 0:51:38]: That being [0:51:38, 0:51:39]: The the clerk. [0:51:40, 0:51:46]: Randy Rainey is the deputy city clerk. Shari Lane is the admin assistant in the clerk's office. Carrie Stewart is the receptionist. [0:51:46, 0:51:54]: And the executive assistant to mayor and counsel is a vacant position, and Zenobia Pearson is the administrative assistant to mayor and counsel. [0:51:58, 0:52:07]: So before you is the proposed 2022 uh operating budget for the clerk's office, everything highlighted in gray. [0:52:07, 0:52:09]: Is something that is um [0:52:10, 0:52:12]: put in by the finance department. We don't [0:52:12, 0:52:15]: Uh the department does not control that part of budget. [0:52:16, 0:52:21]: We have you all um in change the position. [0:52:21, 0:52:22]: Uh [0:52:22, 0:52:27]: Administrative assistant to the mayor and council from a part-time position to a full time position. [0:52:28, 0:52:35]: So therefore there are increases in the budget going forward to account for those for that new [0:52:35, 0:52:37]: um change in that position. [0:52:38, 0:52:42]: So um for materials, training, supplies, there has been [0:52:42, 0:52:46]: additional funds put into the budget for that. Otherwise everything was based on [0:52:47, 0:52:48]: the twenty twenty one budget. [0:52:51, 0:52:53]: Well, let me go back to that slide. Are there any questions about that? [0:52:57, 0:52:59]: I have a question. Okay. [0:53:00, 0:53:00]: Go ahead, please. [0:53:01, 0:53:05]: Um looking at the group insurance medical dental. [0:53:05, 0:53:06]: Looks like it's [0:53:06, 0:53:07]: More than [0:53:08, 0:53:08]: Double. [0:53:09, 0:53:15]: That's not something that the clerk's office entered. Again, though everything highlighted in gray has been um [0:53:15, 0:53:18]: Those numbers have been put in by the finance. [0:53:18, 0:53:19]: Um [0:53:19, 0:53:20]: Treasure. [0:53:20, 0:53:24]: We don't put those numbers in. So any questions on that would need to be directed to the treasury. [0:53:25, 0:53:25]: Thank you. [0:53:25, 0:53:29]: I can I can answer that now if you if you would like. Go right go right here, please. [0:53:30, 0:53:31]: Um with the um [0:53:32, 0:53:33]: Change in position. [0:53:34, 0:53:36]: Before we didn't we didn't pay [0:53:37, 0:53:39]: We don't we don't pay benefits for part time. [0:53:39, 0:53:41]: So with the change we've had to uh [0:53:42, 0:53:44]: include uh full benefits. [0:53:44, 0:53:45]: For their position. [0:53:46, 0:53:47]: So now it has increased. [0:53:48, 0:53:50]: As well as the uh [0:53:50, 0:53:51]: Increase on top. [0:53:52, 0:53:56]: from the year to year with um insurance so [0:53:56, 0:53:59]: With the ten percent increase plus another position. [0:53:59, 0:54:02]: It it it it went up to a hundred and twenty three thousand. [0:54:07, 0:54:08]: Okay. [0:54:09, 0:54:10]: Any other questions, Ms. Barber? [0:54:14, 0:54:17]: No, that was it. [0:58:12, 0:58:14]: I understand the PIO officer has to [0:58:15, 0:58:18]: do public relations for the city, but it certainly would seem [0:58:18, 0:58:20]: That the clerk would have access to. [0:58:20, 0:58:21]: Um [0:58:22, 0:58:25]: the city app so for official information people can have it. [0:58:26, 0:58:27]: Right in their hands. [0:58:51, 0:58:53]: to uh have some access. [0:58:53, 0:58:57]: Especially if this is official information coming out of the city. [0:58:57, 0:59:00]: Uh to kind of partner with the PIO officer. [0:59:02, 0:59:07]: Oh, absolutely. I mean more more ways and methods that we can use to get information out. Absolutely. [0:59:10, 0:59:14]: That's certainly one of our goals that was listed is to have as many mediums as possible. [0:59:14, 0:59:15]: To provide information. [0:59:17, 0:59:22]: Of course, I can't speak for the whole council, so maybe I I just hopefully we can concur on that. [0:59:25, 0:59:28]: I don't see why not. I would imagine the councils right here, they can chime in at any time. [0:59:30, 0:59:31]: I support it. [0:59:33, 0:59:33]: I support it. [0:59:34, 0:59:35]: There you go. Um, I come before you guys today to present the proposed uh calendar and budget for the 2022 Stockwritch Youth Council. Um first we have I'm trying to share my screen and get the [1:00:29, 1:00:30]: Mm-hmm. [1:00:35, 1:00:52]: I have the proposed uh presentation up. Um, our goal for 20, well, our goal um provided COVID pans out, um, with safety is always gonna be our number one um goal, but our goal is to have four special events, that's one per quarter. [1:00:52, 1:00:58]: four town halls, which we're we're definitely postponing those until the numbers completely decrease. [1:00:58, 1:01:02]: four training sessions and four beautifications per year. [1:01:03, 1:01:05]: Um for the month of January. [1:01:05, 1:01:06]: It's the first quarter. [1:01:07, 1:01:16]: Um we have our orientations and GMA. Um GMA, the purpose of our orientations is to provide the knowledge of the program and policy and procedures during [1:01:17, 1:01:19]: uh and conduct information [1:01:19, 1:01:22]: Informational sessions for leadership training and team building. [1:01:23, 1:01:30]: Uh we're attending GMA to allow youth council to join together with other youth councils and figure out how their um [1:01:31, 1:01:35]: um coming together to build um more impact in their communities. [1:01:36, 1:01:38]: J um in the month of February. [1:01:39, 1:01:51]: We have a shadow day and day at the Capitol. Once that picks back up, of course, you know, again, it's provided that the COVID numbers decrease and the city, the departments open up. [1:01:52, 1:02:05]: The first event for the first quarter is March Madness. The initiative for that is college readiness. This would be our second annual March Madness. We had one post-COVID in 2019. We're excited to try to, you know, get that back going. [1:02:06, 1:02:08]: Uh the first one we did was for [1:02:08, 1:02:14]: uh for the census and this this year the initiative will be for college readiness. [1:02:16, 1:02:19]: Um, and then we have beautifications attached to every event. [1:02:21, 1:02:30]: Next we have for June, which is our second quarter event, is a family game night. The purpose of this event is to encounter community service and involvement amongst the youth. [1:02:32, 1:02:33]: Are there a cool? [1:02:33, 1:02:36]: It's the September Fall Festival. [1:02:37, 1:02:43]: The purpose of that event is to bring the youth and um have a fun-filled event providing tips of mental health and wellness. [1:02:44, 1:02:52]: um in the community, also to um get the community to get active in promoting physical health. [1:02:53, 1:03:00]: The month of October, we will be supporting Georgia City's week. The Stockbridge Youth Council will spend the week supporting mayor and council's initiatives during the week. [1:03:03, 1:03:18]: And then December we have the Christmas uh charity, the Christmas workshop. Those are our main events for 2022. Again, like I said, our town halls will be postponed until the number uh COVID numbers go down. [1:03:19, 1:03:21]: Uh I'm gonna now share. [1:03:21, 1:03:22]: Our [1:03:26, 1:03:31]: Um the budget um project uh uh proposal. [1:03:31, 1:03:34]: We have um the majority of our budget. [1:03:35, 1:03:40]: which is 10,000 is for the special events. We have budgeted$3,000 per special event. [1:03:40, 1:03:42]: Then we have three hundred dollars. [1:03:42, 1:03:59]: uh for beautification for our um project that we're working on. Right now we're um in the beginning stages of adopting a road and the road that has been selected is old Conyers Road because it sits along a road that has uh elementary school, which is cotton Indian. [1:04:00, 1:04:05]: middle school. And so we're in the process of working those uh details out now. [1:04:06, 1:04:07]: We have [1:04:08, 1:04:10]: 3,000 job, 3500. [1:04:10, 1:04:12]: Three thousand dollars for training. [1:04:12, 1:04:20]: $3,500 for lodging. Lodging is only GMA for this year. Um, that's the only thing we have for um lodging. [1:04:21, 1:04:23]: And transportation. [1:04:24, 1:04:44]: Actually, we don't have any for transportation because uh GMA is here. And generally, um, provided that we're able to uh use city vehicles, we only take a handful of students, um, which is about five students to GMA as representatives. Um and that's just because of you know the budget, we have more students. So we [1:04:44, 1:04:49]: Select the officers to go to GMA and then bring the information back to us. [1:04:49, 1:04:58]: So that keeps us um in a budget of 21.5 as we always have. Um our goal for this year is to do fundraisers. Our fundraiser goal is [1:04:58, 1:05:07]: $3,500. The purpose of the fundraisers are to provide book scholarships for the graduating seniors that are aging out of the program. [1:05:07, 1:05:13]: and um additional funds if we uh needed anything for our Christmas charity workshop. [1:05:13, 1:05:24]: Uh that's really all we have for you guys today for our 2021, 2022 budget. Again, like I said, the budget proposal remains the same as last year. [1:05:25, 1:05:29]: Any questions? Yeah, thank you, Ms. Harvey. Any questions for Ms. Harvey, please. Council? [1:05:33, 1:05:36]: Yeah, I don't see any at this point. [1:05:36, 1:05:46]: All right. If there are no uh c questions for Ms. Harvey, appreciate it. Go with um [1:06:12, 1:06:14]: Uh financial administration [1:06:14, 1:06:17]: Human resources, non departmental, and then executive. [1:06:18, 1:06:20]: Yes, we can. Oh Mr. Knighton has it. [1:06:47, 1:06:49]: On one second, please. [1:07:07, 1:07:10]: Give one second. [1:07:11, 1:07:17]: It's pulling up. All right. I'll share screen. [1:07:20, 1:07:20]: Mm-hmm. [1:07:22, 1:07:25]: All right, I assume that everyone can see this. [1:07:25, 1:07:28]: Yes, yes we can. Okay. All right. [1:07:30, 1:07:48]: Okay, well um human resources is the gateway of bringing in talent into the organization. And through the efforts of the Human Resources Office, the following are what we provide. [1:08:17, 1:08:22]: In addition to providing a health and wellness program to maintain a healthy workforce. [1:08:24, 1:08:25]: The next slide. [1:08:25, 1:08:26]: Um [1:08:26, 1:08:30]: The human resources budget only increased by two percent. [1:08:30, 1:08:31]: For twenty twenty two. [1:08:32, 1:08:36]: Um that would be the addition of a human resources coordinator. [1:08:37, 1:08:40]: to handle the increased staffing needs with the additional proposed staff. [1:08:40, 1:08:50]: of 12 positions, which will bring us to approximately 92 positions and the implementation of the proposed police department for personnel needs. [1:08:51, 1:08:58]: We will continue to provide leadership and teamwork development training of managers and staff for 2022. [1:08:59, 1:09:04]: and increase our health and wellness program with various challenges and coaching sessions. [1:09:07, 1:09:11]: Again, we support approximately 83 employees currently. [1:09:12, 1:09:13]: In various departments. [1:09:14, 1:09:18]: Um as Miss Holliday has mentioned in her presentation. [1:09:22, 1:09:24]: And some of the accomplishments and goals. [1:09:24, 1:09:28]: Over the past um from twenty nineteen to twenty twenty one. [1:09:28, 1:09:32]: Was the implementation online and classroom training for staff? [1:09:32, 1:09:35]: Implementing a manager leader team building program. [1:09:36, 1:09:39]: Implemented the financial wellness program for employees. [1:09:39, 1:09:42]: Проводи хелт та вальнес халжиф. [1:09:42, 1:10:00]: Implemented a human resource information system utilizing Kronos, a UKG2Go Paperless with human resource administrative functions, and the employee annual performance review process. And I have achieved the advanced HR certification through the Carl Vinson Institute. [1:10:00, 1:10:02]: Uh the goals for twenty twenty two. [1:10:03, 1:10:05]: Twenty twenty two, we're to conduct a pay study. [1:10:06, 1:10:07]: For the new police department. [1:10:07, 1:10:11]: Implement the revised annual performance review process. [1:10:11, 1:10:15]: Coordinate the implementation and hiring of police department personnel. [1:10:15, 1:10:19]: Update the GMA pension plan for public safety employees. [1:10:19, 1:10:21]: And conduct the ongoing compliance training. [1:10:23, 1:10:25]: That's the end of my presentation. [1:10:26, 1:10:27]: Thank you, Miss Willard. Appreciate that. [1:10:27, 1:10:28]: Any uh [1:10:29, 1:10:31]: Questions for Miss Wheeler. [1:10:31, 1:10:31]: Council. [1:10:33, 1:10:33]: Yes, sir. [1:10:33, 1:10:34]: Go right here, please. [1:10:35, 1:10:37]: Miss Wheeler, um thank you for the presentation. [1:10:38, 1:10:42]: Uh, you know, we've been dealing with the pandemic um in the city. [1:10:42, 1:10:47]: And it seems like everybody in America is having challenges with bringing on staff. [1:10:48, 1:10:51]: Could you talk about the city's um [1:10:51, 1:10:52]: Staffing level. [1:10:53, 1:10:54]: And um [1:10:54, 1:10:57]: You know, how is the overall turnover rate for the city? [1:10:58, 1:11:02]: Well, the current staffing level has remained um constant. [1:11:03, 1:11:07]: Um, the only uh challenge that we're having right now is hiring. [1:11:07, 1:11:10]: Um public works technicians, which is street maintenance staff. [1:11:11, 1:11:12]: Um [1:11:12, 1:11:13]: Currently. [1:11:13, 1:11:17]: Uh we've um had some challenges in that area with getting [1:11:17, 1:11:20]: Um individuals to take on that type of [1:11:21, 1:11:21]: Task. [1:11:22, 1:11:27]: And many cities are having that challenge with hiring the street maintenance personnel. [1:11:27, 1:11:32]: Um, our turnover is probably less than one percent or maybe right at one percent. [1:11:33, 1:11:37]: Um we have not had any turnover in s in administrative. [1:11:38, 1:11:40]: uh management positions. [1:11:40, 1:11:48]: Um only in the public work street maintenance staff because uh that is a job that is um [1:11:49, 1:11:52]: People do not feel that it's glamorous, of course, picking up trash. [1:11:53, 1:11:56]: Or cutting grass on a daily basis, especially during the [1:11:56, 1:11:59]: А самер Монс. [1:11:59, 1:12:00]: So [1:12:00, 1:12:03]: We have only had turnover in that area. [1:12:03, 1:12:05]: And this year I think we have lost like [1:12:06, 1:12:09]: Two employees in that department. [1:12:09, 1:12:11]: Well, three really, one and water. [1:12:12, 1:12:18]: So we have a very constant workforce since we've been hiring in the past six years that I've been here. [1:12:20, 1:12:26]: So what what's the current staffing level uh of the city? How many employees do we have? We currently have eighty. [1:12:28, 1:12:30]: Eighty employees, eighty two employees. [1:12:31, 1:12:35]: Mm-hmm. And with the addition of the proposed twelve [1:12:35, 1:12:37]: We will move to ninety three. [1:12:38, 1:12:40]: That's not including any. [1:12:40, 1:12:42]: Um police personnel. [1:12:43, 1:12:46]: which will take us over way over a hundred. [1:12:47, 1:12:50]: And in terms of overall structure, in terms of the salary [1:12:51, 1:12:53]: And benefits. We did a study. [1:12:54, 1:12:56]: Uh maybe a year or two or maybe [1:12:56, 1:12:58]: About a year and a half ago of the wages. [1:12:59, 1:13:01]: Are we constantly making sure that we [1:13:01, 1:13:04]: Stay on top of this. We're doing surveys to make sure that we [1:13:05, 1:13:07]: Offer uh competitive benefits and wages. [1:13:08, 1:13:13]: Yes, we do. Um, we have uh made sure that we s we have remained competitive. [1:13:13, 1:13:23]: especially as we provide cost of living increases um to our employees and those cost of living increases based on what is happening nationally. [1:13:23, 1:13:25]: So we try we [1:13:25, 1:13:27]: Increase our [1:13:27, 1:13:29]: pay study or a pay plan. [1:13:29, 1:13:35]: to include the three percent nationally, which is happening with the cost of living increases throughout. [1:13:35, 1:13:39]: So that we can remain competitive in bringing people into the city of Stockbridge. [1:13:40, 1:13:42]: And I think we do a pretty good job with that. [1:13:43, 1:13:45]: And will you need additional resources? [1:13:46, 1:13:50]: With which as the city uh moves forward with the police department, where you need [1:13:50, 1:13:54]: uh additional resources in your budget and have you anticipated [1:13:55, 1:13:56]: having um [1:13:56, 1:14:01]: uh that need and uh as uh that uh need arises. [1:14:02, 1:14:06]: Yes, by adding a uh an additional HR person. [1:14:06, 1:14:08]: Um into the office. [1:14:09, 1:14:16]: that will help us in anticipating the needs and continuing to maintain the needs of the current workforce. [1:14:20, 1:14:22]: Any other questions for Miss Wheeler? [1:14:22, 1:14:25]: Anybody? Thank you, Ms. Wheeler. You're welcome. [1:14:25, 1:14:26]: Miss Barber, go ahead, please. [1:14:28, 1:14:35]: And forgive me, Ms. Wheeler. Um now I understand in the public sector the salary [1:14:35, 1:14:40]: um tends to be a little lower than it would be in the private sector. [1:14:41, 1:14:42]: I think we had um [1:14:43, 1:14:46]: Uh an administrative assistant position. [1:14:46, 1:14:49]: Or it may have been the executive, one of them. [1:14:50, 1:14:51]: The starting salary was [1:14:52, 1:14:52]: Thirty [1:14:53, 1:14:54]: Eight thousand. [1:14:55, 1:14:57]: I know you all did a [1:14:57, 1:14:59]: Paying class study. [1:14:59, 1:15:01]: I guess a couple of years ago. [1:15:01, 1:15:02]: Um [1:15:04, 1:15:05]: What can we do? [1:15:06, 1:15:07]: To increase. [1:15:08, 1:15:09]: Those salaries. [1:15:09, 1:15:11]: It just seems like [1:15:11, 1:15:14]: Even thirty eight thousand dollars is a little [1:15:17, 1:15:18]: Not much at all. [1:15:19, 1:15:22]: Well, thirty eight thousand probably was at the minimum range. [1:15:22, 1:15:25]: And the range goes up much higher than that. [1:15:25, 1:15:28]: So there is latitude by the hiring manager. [1:15:28, 1:15:34]: To bring a recommendation based on the skills, the experience of the individual. [1:15:35, 1:15:37]: to move within the range. [1:15:38, 1:15:39]: Within the position. [1:15:40, 1:15:40]: So [1:15:41, 1:15:41]: Um [1:15:42, 1:15:44]: That is something that um [1:15:44, 1:15:45]: I [1:15:45, 1:15:49]: Maybe a recommendation based on that to the hiring manager. [1:15:50, 1:15:52]: that you can move within the range. [1:15:52, 1:15:53]: Of the position [1:15:53, 1:16:08]: I go out there and make sure that based on current, what is happening in the marketplace, where salaries are for positions that we have so that we're in alignment with our pay plan that we currently have. [1:16:10, 1:16:11]: Okay, thank you. [1:16:14, 1:16:18]: Any other questions, counsel for Ms. Wheeler? [1:16:20, 1:16:25]: Yeah, see none at this point. Okay. Well thank you, Ms. Wheeler, for your presentation. We appreciate it. [1:16:26, 1:16:37]: Okay, you're welcome. Mr. Knight and back to you, sir. I know we have a scheduled presentation at eleven thirty and I have eleven fourteen now. So I guess we got fifteen minutes to fill some time here on something else. [1:16:37, 1:16:43]: Well, we still have financial administration. Mr. Wickens has got uh financial administration non but uh non-departmental. [1:16:44, 1:16:48]: Okay. Right. And um I and I also can take on um [1:16:48, 1:16:52]: The executive also. So let me share the screen real quick. [1:16:52, 1:16:53]: Okay. [1:17:05, 1:17:06]: Yeah, the budget. [1:17:09, 1:17:10]: Okay. [1:17:15, 1:17:16]: She's [1:17:24, 1:17:25]: Okay. Can everybody see that? [1:17:26, 1:17:31]: Yes, we can. Okay. It's this uh real small though. Can you make it a little larger? [1:17:32, 1:17:33]: Let's see. [1:17:39, 1:17:40]: Is that here? [1:17:40, 1:17:43]: Uh no sir, actually. Uh [1:17:44, 1:17:46]: It's not doing anything. Okay. [1:17:48, 1:17:49]: Is it large now? [1:17:50, 1:17:55]: No no sir. There now now it is. It uh maybe more helpful, I believe. [1:18:01, 1:18:04]: They actually have the slide deck on the on the side there. [1:18:06, 1:18:07]: How's it? [1:18:07, 1:18:16]: And it seemed like that got a little worse, sir. Can you can can you not that okay. That might work, I suppose. Okay. That might work there. Go ahead. [1:18:17, 1:18:18]: I'll stay with that. [1:18:18, 1:18:20]: Okay. This is the uh [1:18:20, 1:18:22]: Administrative budget. [1:18:22, 1:18:24]: administration budget which include um [1:18:25, 1:18:28]: Executive finance and non departmental. [1:18:29, 1:18:30]: Um [1:18:30, 1:18:32]: Starting with the [1:18:33, 1:18:35]: Executive summary, we have the mission statement. [1:18:36, 1:18:38]: To provide the visionary leadership and superior [1:18:39, 1:18:41]: municipal services that [1:18:45, 1:18:46]: Let's see where I could. [1:18:48, 1:18:50]: that services that enhance the quality of life. [1:18:51, 1:18:53]: For citizens while creating a welcome business. [1:18:54, 1:18:55]: Atmosphere focus on [1:18:55, 1:19:05]: Sustainability and expansion of tourism and cultural events. Under the city charter, this the Stockbridge City Manager is nominated by the mayor. [1:19:05, 1:19:06]: And confirmed by the city council. [1:19:07, 1:19:12]: City manager is responsible for the day to day operation and management of the city. [1:19:12, 1:19:17]: City Manager is the chief administrative officer of the city and devotes all of his [1:19:17, 1:19:19]: Or her working time. [1:19:19, 1:19:20]: And attention. [1:19:20, 1:19:22]: to the affairs of the city and his response. [1:19:23, 1:19:23]: To the [1:19:24, 1:19:28]: Mayor and city council for administration of all city affairs. [1:19:28, 1:19:31]: Placed in the manager's charge by [1:19:31, 1:19:33]: Or on the C [1:19:34, 1:19:34]: Um [1:19:36, 1:19:49]: uh staying in line with uh the executive with the city manager his stock bridge values the acronym peace we have professionalism e stands for excellence a adaptability [1:19:50, 1:19:52]: C communication and E for ethnic. [1:19:57, 1:19:59]: Executive expenditure budget plan. [1:20:00, 1:20:01]: Proposed for this year is [1:20:01, 1:20:04]: Six hundred and fifteen thousand eight hundred and thirteen. [1:20:05, 1:20:14]: Um that's um you look at the pie chart, you can see uh it's broken down. I'm sorry. [1:20:16, 1:20:20]: Next, the executive budget budget staff field positions are [1:20:21, 1:20:22]: See the manager, Mr. Knighton. [1:20:23, 1:20:26]: Yeah, the executive assistant charisma webster. [1:20:26, 1:20:28]: And Shana Thorne is [1:20:28, 1:20:32]: Public information officer. Right now there are no vacant positions. [1:20:35, 1:20:37]: Current year and proposed year differences. [1:20:37, 1:20:39]: Uh from last year. [1:20:40, 1:20:41]: to what's being proposed this year. [1:20:42, 1:20:45]: Yeah, a two thousand dollar increase to education and training account. [1:20:46, 1:20:49]: 2000 increase to the dues and fees account. [1:20:49, 1:20:51]: You're gonna stay the same with the contingency fund. [1:21:10, 1:21:13]: This is the um proposed budget. [1:21:14, 1:21:19]: For FY2022, it shows the expenditures. [1:21:19, 1:21:21]: And the account lines for the executive um [1:21:22, 1:21:23]: Perfect. [1:21:26, 1:21:33]: Let me, I'm sorry, John, if you're pausing there, let me just mention the twenty thousand increase. Were you gonna mention that or proposed increase? [1:21:34, 1:21:39]: Yes, okay, play it, play it, please. That that the twenty thousand increase, you can see it right here on. [1:21:39, 1:21:43]: This particular spreadsheet here for professional fees, that is for [1:21:44, 1:21:45]: Um a videographer. [1:21:46, 1:21:47]: That um [1:21:48, 1:21:50]: Inste instead of trying to hire [1:21:51, 1:21:51]: Mm. [1:21:52, 1:21:54]: Increase uh HR's uh [1:21:55, 1:21:56]: Position roster. [1:21:56, 1:22:01]: We decided that we can do um we can contract a videographer. [1:22:01, 1:22:03]: They use that twenty thousand. [1:22:05, 1:22:08]: Any questions, Ms. Nye, you want to add anything to that? [1:22:09, 1:22:15]: Yeah, I was gonna mention the videographer is being proposed via the public information office to [1:22:15, 1:22:22]: assist with a number of things. Um having a videographer on board, I know that even some council members you all have taped [1:22:22, 1:22:28]: statements as a part of your initiatives, things of that nature. And plus, of course, with the amp theater coming on board, there's things that [1:22:29, 1:22:43]: videographer, professional videographer with the equipment, accoutrements, and everything else that comes along with it can help to enhance some of our profiles on s our social media pages, our events, activities, initiatives, and so forth. So the thinking was that [1:22:43, 1:22:48]: twenty thousand dollars would be used for uh a specific videographer, not a not a [1:22:49, 1:22:50]: New position or anything, but that [1:22:51, 1:22:54]: Amount could handle a videographer throughout the year to [1:22:55, 1:22:59]: um be able to help and promote market uh the city. [1:22:59, 1:23:05]: uh through uh um various mechanisms, especially in social media and [1:23:05, 1:23:08]: Some of the videography that would be needed. [1:23:08, 1:23:14]: For the events again, events, activities, initiatives that we have. And so that's the basis for the proposal. [1:23:21, 1:23:24]: Moving on to the um to the finance summary. [1:23:25, 1:23:27]: The mission, the finance department forvised the [1:23:29, 1:23:37]: Uh before you move on from the videography, I just got a question on that. That that position, is it uh mayor am I recognized? [1:23:40, 1:23:42]: I'm sorry, yes, you are. I'm sorry, I was muted. Go ahead, sir. [1:23:42, 1:23:45]: Uh is that position gonna be [1:23:45, 1:24:03]: Um a position that we're gonna be since we have a budget for it, is that a position that we're gonna have someone brought in under that position uh for the year for that amount? Or is that amount is that position gonna be switched up on whomever you choose or how how's that position gonna be picked? [1:24:03, 1:24:05]: uh the person cho chosen for that position. [1:24:08, 1:24:16]: Right. I think what we we would do is get proposals for the position and make a selection from those proposals that we receive. [1:24:17, 1:24:28]: That way we would be having some level of competitive bidding process, if you will. We receive proposals, be able to evaluate them, and then contract with that particular entity for the year. [1:24:29, 1:24:30]: Okay, thank you. [1:24:38, 1:24:40]: Division statement for the finance department. [1:24:41, 1:24:46]: Provides professional oversight and consultation to the CD programs and services regarding financial. [1:24:47, 1:24:52]: Accounting and budgetary practices. Our focus is to ensure compliance [1:24:52, 1:24:57]: To all relevant financial and budgetary regulations, including Georgia budget law. [1:24:58, 1:24:59]: And state statute. [1:25:00, 1:25:02]: Governing financial information. [1:25:02, 1:25:07]: Description of department, finance department provides financial management services to the city departments. [1:25:08, 1:25:10]: The city council and budget committee. [1:25:14, 1:25:19]: The department oversees the preparation and monitoring of the city's annual budget. [1:25:19, 1:25:21]: Cash management and investments. [1:25:22, 1:25:26]: And prepares to see these long range financial forecast forecasts. [1:25:29, 1:25:29]: Um [1:25:30, 1:25:30]: Proposed budget. [1:25:32, 1:25:34]: For the finance departments, um [1:25:35, 1:25:36]: One million fifty six. [1:25:37, 1:25:38]: Thousand six hundred and eighty. [1:25:40, 1:25:42]: Eighty eight eighty dollars. [1:25:42, 1:25:43]: Uh [1:25:44, 1:25:49]: The pie chart shows the the breakup of the proposed amount. [1:25:53, 1:25:56]: Finance budgeted staff we have uh [1:25:58, 1:26:01]: We have a senior accountant. We have a counts payable clerk. [1:26:01, 1:26:02]: We have a coward. [1:26:03, 1:26:03]: Payroll clerk. [1:26:04, 1:26:06]: Procurement manager, procurement specialist. [1:26:07, 1:26:08]: Picar McClurk. [1:26:10, 1:26:12]: We have utility building supervisor. [1:26:13, 1:26:14]: Uh finite [1:26:14, 1:26:17]: Financial service tech and a utility billing. [1:26:17, 1:26:18]: Clear. [1:26:18, 1:26:20]: At this time we have no vacancies. [1:26:24, 1:26:26]: Current year and proposed year differences. [1:26:28, 1:26:28]: Um [1:26:29, 1:26:33]: Increase from last year is is due to we have a thirty four thousand [1:26:33, 1:26:36]: Lot of increase to our benefit account. [1:26:37, 1:26:38]: Um [1:26:39, 1:26:45]: We have uh and and that's due to because we have a new um new employee. [1:26:46, 1:26:50]: My name is Wanda Thomas and she's the procurement clerk. [1:26:52, 1:26:53]: We [1:26:54, 1:26:56]: two thousand dollar increase to [1:26:56, 1:26:59]: Travel account for personnel training. [1:27:00, 1:27:02]: Five hundred increase to dues and fees. So we had to do a single audit for that. So and that's an increase um to the auditor. [1:27:49, 1:27:55]: Well s and then we have a twenty-four thousand dollar increase in salary, that's due to having a new employee. [1:27:59, 1:28:00]: Um [1:28:01, 1:28:03]: This red sheet here is [1:28:05, 1:28:13]: It's for the finance department. [1:29:30, 1:29:31]: Uh [1:29:32, 1:29:38]: the s the city clerk would will use this uh account to take care of everybody shredded in the city. [1:29:41, 1:29:46]: Uh we have a 500 increase to our auto auto account. This is to uh [1:29:47, 1:29:50]: To help with the maintenance of the um [1:29:50, 1:29:53]: Of the administrator of uh vehicles. [1:29:56, 1:29:57]: This is [1:29:58, 1:29:59]: The budget for [1:30:00, 1:30:01]: Non departmental. [1:30:02, 1:30:04]: You can see the various um [1:30:04, 1:30:05]: Accounts. [1:31:04, 1:31:07]: Appreciate your presentation, Mr. Wiggins. Council, any questions for Mr. Wiggins at all? [1:31:12, 1:31:12]: Anybody? [1:31:13, 1:31:17]: Yeah, let's uh this is always a good opportunity to reflect on [1:31:18, 1:31:22]: uh the total overall budget for the city and the financial [1:31:22, 1:31:41]: opinion and statement of the city. Uh I know you uh previously uh you went over and you reviewed that um the city uh you track month by month the actual fund balance and it was around fifteen point five million dollars uh for the calendar year. Uh talk about [1:31:42, 1:31:43]: uh the tax revenue [1:31:43, 1:31:48]: during a as we expect, most of the property taxes come in [1:31:49, 1:31:51]: in uh later this year. [1:31:51, 1:31:55]: But talk about the overall lost tax revenue. [1:31:55, 1:31:57]: And that we have seen a [1:31:58, 1:32:01]: dramatic increase in the amount of [1:32:01, 1:32:02]: Taxes [1:32:02, 1:32:04]: Sales tax that we're collecting. [1:32:04, 1:32:07]: during the pandemic, where some cities have seen [1:32:07, 1:32:10]: Tax tax collection slowed down. [1:32:10, 1:32:12]: The city of Stockbridge is actually seen. [1:32:12, 1:32:15]: an increase as well as Henry County as well. [1:32:15, 1:32:18]: uh as we're collecting tax revenue. [1:32:18, 1:32:21]: And and splash revenue also. Could you talk about that? [1:32:22, 1:32:24]: Okay, yeah, yes. Um [1:32:24, 1:32:28]: With the loss is amazingly it has jumped up. Uh uh [1:32:28, 1:32:32]: Uh I think in two thousand nineteen, two thousand twenty. [1:32:33, 1:32:36]: We monthly we was getting about at least three hundred. [1:32:37, 1:32:42]: Three hundred some sixty some thousand dollars a a month. Now it has ro it's it's risen to [1:32:43, 1:32:46]: uh close to five hundred some thousand. So uh [1:32:47, 1:32:52]: I our increase with the loss is is greatly helping out with the revenue. [1:32:52, 1:33:03]: that uh that we are collecting. So let's stop stop right there for a second. Now basically you're saying that we've had about a hundred and forty thousand dollars a month. [1:33:03, 1:33:04]: Increase [1:33:05, 1:33:07]: Uh in terms of our total [1:33:07, 1:33:08]: Um [1:33:09, 1:33:12]: collection on a monthly basis, right? [1:33:12, 1:33:18]: Yes, yes. And what does that calculate out to be what a hundred one point six eight million? [1:33:19, 1:33:20]: Yeah. [1:33:20, 1:33:22]: uh a calendar year. [1:33:22, 1:33:25]: Yes. Wow. So pretty much is gonna be about uh extreme yeah. [1:33:26, 1:33:44]: uh coming in. So that's all right. Keep keep going about the splost and the regular uh uh in the in the revenue that's coming in because it's it's amazing. Mary should be smiling over there. I'm I'm smiling, sir. I'll go ahead. I am smiling. We'll be and also right right now, uh uh I might have mentioned yesterday that [1:33:45, 1:33:48]: We are starting to collect on splash five. [1:33:49, 1:33:54]: And right now we're sitting at uh we've uh for the past two months, six hundred some thousand. [1:33:55, 1:33:56]: Um [1:33:56, 1:33:58]: That's uh that we've collected. [1:33:59, 1:33:59]: Mm. [1:34:00, 1:34:03]: That's been sent over from uh Heron County. Um [1:34:03, 1:34:19]: So, so okay, you say is that that a two-month total or is that a monthly total? Is that a two-month total? That's two that well the first month was a hundred, it came out about it was like a hundred and twenty thousand. And then the next month we got about five hundred and seventy-nine thousand. So uh I'm waiting to see. [1:34:19, 1:34:20]: Uh [1:34:21, 1:34:25]: With the third month, it is the trend is gonna be at least five hundred some thousand. [1:34:26, 1:34:37]: And then we can we can safely say that we're we are collecting five hundred thousand, but I want to wait to the third month to see to see what right. But it if if that truly holds out to be so five hundred thousand. [1:34:38, 1:34:41]: times twelve, that'll be about six million dollars a year. [1:34:41, 1:34:43]: So the splash collects [1:34:44, 1:35:01]: For five years, uh, that would be almost thirty million dollars. But you know, what we are we gotta still gotta wait and see when the actual projection was about twenty million. So that would be significant. I'm not sure whether it'll come out at five. It'll probably somewhere come out in the middle. We also um are are starting um [1:35:02, 1:35:04]: Um we've had um [1:35:05, 1:35:09]: On a regular basis, we're collecting our franchise fees that that are coming in. [1:35:09, 1:35:15]: That's staying pretty constant. So i everything else is staying pretty constant. During during this time, we um [1:35:17, 1:35:18]: With the um [1:35:19, 1:35:22]: pandemic, we've really haven't slowed down. [1:35:24, 1:35:44]: Outstanding. Outstanding. Good to appreciate your briefing there, Mr. Wiggins. If there are further questions for Mr. Wiggins this time, we'll continue on with our agenda. And what we have now uh before us, it's a little past eleven thirty or so, is that we have the uh Henry County Development Authority uh with us and uh I would imagine [1:35:44, 1:35:51]: probably an entire authority because I have all these Joss Flynns that are right here in front of me across the board here in this aspect. [1:35:51, 1:35:55]: But I'll tell you what I'll do. I'm gonna pass this on to Mr. Knighton right now, sir. I'll I'll I'll [1:35:55, 1:36:05]: Pass it on to you, sir. Go ahead, please. All right. Thank you, Mayor. Um, as I mentioned, uh the Hendrick County Development Authority board members are here with us. Uh Josh Finn, of course, the director there. [1:36:05, 1:36:10]: Um, they wanted to have an opportunity to come and uh speak to the council uh briefly about. [1:36:11, 1:36:16]: on uh areas of partnership, um some things that they are doing with the development authority. [1:36:16, 1:36:20]: uh with respect to um uh business uh attraction. [1:36:20, 1:36:27]: Uh and or retention. So uh without any delay, I'll make sure that I turn it over to Mr. Finn and they may have to take a quid. [1:36:28, 1:36:33]: um formal action as uh for the convening of their board for purposes of this meeting. [1:36:35, 1:36:47]: Thank you, Randy, and uh good morning, Mayor and Council. Uh yes, before we begin, uh I need to uh defer to our chairman, Pierre Clemens, um, to call our meeting to order since we do have a quorum of our board present. [1:36:47, 1:36:48]: Yeah. [1:36:49, 1:36:50]: Good morning, everyone. Can you hear me? [1:36:52, 1:36:53]: We can, sir. [1:36:53, 1:36:54]: Okay. [1:36:54, 1:37:01]: Uh I now call the September seventeenth, twenty twenty one meeting of the Henry County Development Authority to order. [1:37:01, 1:37:03]: Uh Sinitra, please call the role. [1:37:04, 1:37:05]: [5826.3, 5827.3]: Right. I mean, yeah. [1:37:07, 1:37:09]: Pierre Clemens. Present. [1:37:09, 1:37:10]: David Linton. [1:37:10, 1:37:10]: Present. [1:37:11, 1:37:12]: David Crow. [1:37:12, 1:37:12]: Present. [1:37:13, 1:37:14]: Or of coal paper. [1:37:16, 1:37:17]: Eddie Osby. [1:37:18, 1:37:19]: Charles Marshall. [1:37:20, 1:37:20]: Present. [1:37:24, 1:37:26]: So Nietzsche, was the meeting notice properly posted and made? [1:37:27, 1:37:28]: Yes, sir. [1:37:29, 1:37:34]: Uh for the record, this discussion uh is for the development authority uh with the city of Stockbridge and [1:37:35, 1:37:36]: We do have a quorum so [1:37:37, 1:37:40]: Uh, first and foremost, I appreciate the opportunity. [1:37:40, 1:37:45]: uh mayor forward and council to address the group today. We're very excited to participate. [1:37:45, 1:37:52]: and be a part of it. I'd like to set the tone uh from the very beginning, just provide some comments and then we'll go into our discussion. [1:37:53, 1:37:59]: You know, first and foremost, uh Mayor Ford, as you're aware, this was a culmination of discussion we had recently. [1:37:59, 1:38:08]: Uh with the mayors, uh, the cities and the council. Uh, we've actually had two group discussions over the last uh six to eight weeks and appreciate the opportunity to [1:38:09, 1:38:10]: uh address you today. [1:38:10, 1:38:18]: Uh Henry County Development Authority is very much about partnership and want to kind of share some thoughts and perspective. Josh, can you pull up the slides, please? [1:38:19, 1:38:23]: Yes, if I can be uh given permission to share a screen, please. Please. [1:38:33, 1:38:35]: Next slide, please. [1:38:39, 1:38:40]: Yeah, but they uh [1:38:41, 1:38:42]: Yep. [1:38:49, 1:38:50]: Is it Chair and Peter? [1:38:51, 1:38:52]: Next five, please. [1:38:52, 1:38:53]: We can see it, yes. [1:38:54, 1:38:55]: Next slide, please. Okay. [1:38:59, 1:39:03]: Should be there. Slide three. Slide two. Slide two. [1:39:04, 1:39:05]: It is showing on mine. [1:39:07, 1:39:10]: Okay, uh it's not showing on my end. We'll go ahead and proceed. So [1:39:11, 1:39:16]: The main thing for me is as we come together today, we think about uh what's important to [1:39:16, 1:39:20]: Uh, stock bridge today. Uh it's really about. [1:39:20, 1:39:25]: Uh a joint collaboration and partnership. Um, Josh by slides are we're not showing. [1:39:29, 1:39:49]: I'm gonna try this as a backup. There we go. I can see now. Okay. So I want to stress from the beginning and set the tone. Uh, we're really here to let you know we want to partner with you. Uh, we are here to listen to your needs, and we want to make sure that every resource we have available is here to support your endeavors and your efforts. I mean, that's what we're about. I want to make [1:39:49, 1:39:53]: Make sure everyone hears that publicly today. We have a joint commitment. I mean you can see the the [1:39:54, 1:39:58]: hands here it's really about a new dialogue a new way [1:39:59, 1:40:09]: uh a conversation that's going to allow us to do things that have never been done. I always generally like to start meetings with a quote. Josh, can you go to the next slide, please? [1:40:13, 1:40:15]: Coming together is a beginning. [1:40:16, 1:40:18]: Staying together is progress. [1:40:18, 1:40:21]: And working together is success. [1:40:21, 1:40:23]: Uh, this quote is by Henry Ford. [1:40:24, 1:40:25]: The culmination our relationship. [1:40:25, 1:40:30]: Is really about that. It's really about having the appropriate dialogue that's going to allow you. [1:40:31, 1:40:41]: to reach your mutual objectives with the Henry County Development Authority as a conduit to do that. And that's what we want to talk about today. You know, what does that look like? How can we do that differently from the past? [1:40:42, 1:40:44]: Вот суксельно тогаве. [1:40:45, 1:40:53]: And more importantly, how can we leverage the power of this team to help you accomplish what you are trying to accomplish holistically? That's really what we want to try to do. Next slide, please. [1:40:56, 1:41:01]: We think about our team, our team has grown in the last year. You know, we've been fortunate to have a lot of growth and success. [1:41:02, 1:41:08]: During a global pandemic in unprecedented times, as we think about that, you have service needs, you have need to ask addition additional team members. [1:41:09, 1:41:13]: We look at our board of directors, it's pretty much self explanatory. All of our board. [1:41:13, 1:41:17]: Exception one member is here today. Uh yeah, David Crow, who's our secretary. [1:41:18, 1:41:20]: Девід Линтон із аварій. [1:41:20, 1:41:22]: Uh Eddie Osman. [1:41:22, 1:41:28]: Uh represents district three, Irv Culpepper represents district four, and obviously myself here Clemens, I'm the chair. [1:41:28, 1:41:34]: And we have Charles Marshall, uh, that's also part of our board. Uh staff includes Josh Finn. [1:41:34, 1:41:54]: Trisha Culpepper, Cameron Barnhill, Sunny Tremiller, and our attorney, uh Rod Meadows as well. So this team is here as a conduit to provide resources that are helpful to support Stockbridge and your current and your future endeavors. And we want to make sure that we leverage every opportunity to leverage this expertise. When you look at the business expertise of the [1:41:54, 1:42:06]: board members. That's an area of opportunity for us. We have many levels of expertise that I think can add to this relationship. Chelsea, I know can add to this relationship. We want to make sure that we leave no stones unturned and leverage those to your success. [1:42:06, 1:42:07]: Next slide, please. [1:42:09, 1:42:12]: We talk about the value of partnership. You know, I hear the question, you know. [1:42:12, 1:42:28]: I want to have a voice, you know, I want to make sure that our partnership is mutual. When I think about partnership today, here's some areas that are conduit of that. When you think about everything you need to get done to be successful in economic development, to me it's a joint effort. It's an effort with us working together. [1:42:29, 1:42:37]: Uh across the entire spectrum. Here are some areas in the value of partnership that the Henry County Development Authority can and would like to bring. [1:42:37, 1:42:47]: to this relationship, right? I'm not gonna go into everyone here for the sake of time to keep us on schedule, but just know that we're here to bring these resources to you and our intend is to do that on a very next level moving forward. [1:42:49, 1:42:49]: Next slide, please. [1:42:52, 1:42:53]: Josh? [1:42:54, 1:42:54]: Thank you, Mr. Chairman. [1:42:56, 1:42:59]: Make sure. Uh I'm not on mute. Thank you, Mr. Chairman. Um [1:43:00, 1:43:05]: One of the things that we have been uh working towards now that um [1:43:05, 1:43:12]: We've gotten out of the initial phase of the COVID pandemic and moving forward. Um, we are slowed down just a little bit. [1:43:13, 1:43:16]: Uh with the Delta variant, but we are pushing forward with this. [1:43:16, 1:43:21]: is a countywide economic development plan, which we want participation uh with all our cities. [1:43:22, 1:43:31]: And uh with those meetings of the mayors and chairs, uh, we've had consensus on this to uh take some next action steps. But the goal of the plan really [1:43:32, 1:43:41]: is develop an overall economic plan to give guidance for a unified economic development vision for all of Henry County with identified and obtainable action items. [1:43:43, 1:44:03]: Just advise council on our next steps and how we're moving forward with that. Right now we're in the RP development uh committee is uh being formed. Uh it's made up, it'll be made up of reps of uh the development authority, the county, and the cities. Um and I've already uh engaged Georgia Power and uh Georgia EMC and their [1:44:03, 1:44:04]: community development team. [1:44:04, 1:44:05]: Uh, to help this group. [1:44:06, 1:44:09]: uh facilitate uh discussions uh that are there [1:44:10, 1:44:15]: Another action step that we are uh working on, we'll have some more information coming out about it next month. [1:44:15, 1:44:18]: Uh as we're starting to see, uh thankfully uh [1:44:18, 1:44:21]: The delta variant numbers start to come down in Henry County. [1:44:21, 1:44:35]: Uh, but we do want to be mindful of that. The Zecanaut Development Workshop for elected officials uh by Georgia Power, Georgia EMC and ECG, and our other statewide partners as well. So there'll be some more information coming about that here in the next few weeks. [1:44:36, 1:44:42]: We will continue on this process. Uh phase two of the plan is to issue the RFP and selection of a firm. [1:44:42, 1:44:43]: Фейс три. [1:44:44, 1:44:47]: Uh developed a plan with the consultant firm that we do retain. [1:44:47, 1:45:01]: Um, and part of this process is a lot of in-person meetings, uh, getting out uh through various uh parts of the county to have those in-person experiences and then phase four planning in presentation implementation. [1:45:02, 1:45:10]: And identification of action items that are out there. No strategic plan exercise is good if you don't have action items that you can act on and build results from. [1:45:12, 1:45:19]: Uh one other quick thing I always like to highlight. Um, you know, we've been uh Henry County Development Authority has been very successful. [1:45:19, 1:45:22]: Uh and a lot of recruitments, these are just some of the brand names. [1:45:23, 1:45:26]: uh that we've been able to bring to Henry County over the years. [1:45:26, 1:45:27]: Um [1:45:27, 1:45:30]: We just completed a record breaking fiscal year. [1:45:31, 1:45:33]: of um f twenty one. [1:45:34, 1:45:42]: And uh with 12 locations, 2700 new jobs, and over half a billion dollars in new investment into our tax digest. [1:45:42, 1:45:45]: Um and so far this calendar year to date, uh seven year. [1:45:46, 1:45:50]: Seven new uh projects and expansions of over a thousand jobs. [1:45:50, 1:46:03]: And uh just shy of 150 million dollars of in investment into the digest so far. Um, so we've got a lot of great momentum. Um, there's been a lot of great press uh about Heron County overall, including [1:46:03, 1:46:05]: А до сидів Stockbridge. [1:46:05, 1:46:10]: Um and a lot of great activity that's going on. So we're really in a great position. [1:46:10, 1:46:15]: uh overall for continued economic growth uh in our community. Mr. Chair. [1:46:18, 1:46:20]: What I like to do now, um [1:46:21, 1:46:26]: Randy and uh Mayor Ford as I'd like to open uh the dialogue uh with the council. Obviously. [1:46:26, 1:46:29]: We want to be here to partner. [1:46:29, 1:46:33]: Uh, and offer our best in our relationship with Devon. Just want to see what additional [1:46:33, 1:46:37]: Questions or comments that you have for the team here? [1:46:37, 1:46:38]: As we address the council today. [1:46:39, 1:46:56]: I appreciate the presentation, gentlemen, without a doubt, and uh and uh look forward to uh establishing a real decent relationship uh with you all. But obviously the council has has their particular thoughts as well uh in this aspect. So um uh I would like to open that up. Uh [1:46:56, 1:47:05]: uh council comments that you may have at this point. Mr. Thomas, I see your hand first. Go ahead, please. Uh thank thank you, Mayor, and I'd just like to thank the board for [1:47:05, 1:47:09]: uh coming today. Uh it is a a welcoming [1:47:10, 1:47:12]: uh site. It is a welcome in [1:47:12, 1:47:13]: Feel [1:47:14, 1:47:17]: Um, you know, you all being here and [1:47:17, 1:47:20]: I think this is is right in line with [1:47:20, 1:47:23]: Uh what we are trying to go. [1:47:23, 1:47:26]: uh to uh enhance [1:47:26, 1:47:30]: Uh and move the city of Stark Bridge forward, and I'm sure that [1:47:30, 1:47:33]: All of the cities in Henry County. [1:47:33, 1:47:41]: Uh and and and as well with all of the other entities that represent the county, I think it is great for us to come together as one. [1:47:42, 1:47:44]: To make sure that the county [1:47:44, 1:47:46]: As a whole [1:47:46, 1:47:47]: і successful. [1:47:48, 1:47:51]: And I I think that you all being that uh that link. [1:47:51, 1:47:53]: One of the links [1:47:53, 1:48:06]: uh to all of us, to all of the cities, I think is just great. And I just personally appreciate you all um being forward thinking to get on this agenda today just to to share that and to [1:48:06, 1:48:09]: Let it be known that you know we are partners. [1:48:09, 1:48:12]: Uh in this whole movement to make Henry County. [1:48:13, 1:48:17]: the best county uh that we can be. And again, I just wanna thank you all. [1:48:18, 1:48:21]: for coming and uh and and laying that out for us. [1:48:21, 1:48:22]: Mayor. [1:48:22, 1:48:25]: I thank you, sir. Appreciate it. Any additional comments from the council? [1:48:28, 1:48:32]: I'm just scrolling down here. Uh [1:48:34, 1:48:44]: And mayor, somehow I forgot the unshare screen and it is I'm on minimize, so I apologize uh it's still showing a shared screen if I T can uh kick me out of that. [1:48:44, 1:48:49]: All right. Uh um yeah, I've got uh Ms. Barber, go ahead, please. [1:48:52, 1:48:59]: Okay. Um thank you, Mr. Finn, for your presentation. I do have a question in regards to [1:49:00, 1:49:01]: Whatever's are [1:49:02, 1:49:04]: and being made um with [1:49:04, 1:49:08]: recruiting or trying to attract um [1:49:08, 1:49:11]: Companies that are in the biomedical [1:49:11, 1:49:13]: or medical industry. [1:49:13, 1:49:19]: We have the hospital right here in Stockbridge. I have a background in the biomedical industry. [1:49:19, 1:49:26]: And I'd like to see us do more to attract those types of businesses here. What efforts are being made? [1:49:27, 1:49:27]: To attract them. [1:49:28, 1:49:48]: Uh thank you for your count uh question, Councilwoman. And we are constantly pursuing uh that industry sector in partnership with uh our partners, uh not just only the Georgia Department of Economic Development, but the Power Utilities statewide. Uh we focus our targeting in those industry sectors uh for various trade groups, but [1:49:48, 1:50:08]: but also who they work with, site consultants, real estate brokers, et cetera. We do have some of those type companies here, like Medline Industries, who's one of the largest medical device companies and suppliers in the world. So we're trying to leverage, we do have a strong supply chain. [1:50:08, 1:50:26]: presence and part of our marketing is for the manufacturers in the biomedical fields is to take advantage of that. And we're seeing a trend of that you know getting closer. One other thing, uh just kind of behind the curtain, um, Pierre works for a biomedical company. [1:50:26, 1:50:46]: So um, you know, we have uh you know asked him and he's uh brought back feedback from his company's real estate team, kind of the analysis of what Henry County has, what our strengths are, uh what some of our weaknesses are in that area as well. Too. Um we just were in a meeting with uh the new president at Clayton State as well, uh talk. [1:50:46, 1:51:06]: Talking about degree programs that are needed in the region. One of the things that we are having a little bit of a challenge with in the southern Cressack counties, if you will. We do have great universities in the system like Georgia Tech, but we really need a supplemental engineering program to support manufacturing in [1:51:06, 1:51:26]: The southern counties because uh the graduates at Georgia Tech, uh, the University of Georgia, uh, and the other schools, uh, engineering schools, Kennesaw State. Um, we have a lot of competition for that, but we feel if Clayton State can prop that up and we will be supporting those efforts, um, that will help give us an additional labor pool and fee. [1:51:26, 1:51:32]: need to help market towards those companies as well. But that is one area that has been identified. [1:51:32, 1:51:41]: So we are constantly working uh in that sector. We do say targeted industry, uh advanced manufacturing, but the biomedical manufacturing is a subsector of that. [1:51:43, 1:51:52]: Josh, this is Rod uh and Mayor and Council if if I could uh go right ahead, sir, please. Just join in a little bit on that. Um [1:51:52, 1:51:57]: Mayor Форд газ працювати овер а ну в єрс. [1:51:57, 1:52:11]: In regard to the uh Henry County Development Authority's programs, uh specifically including the targeted industry studies that was done a number of years ago and and medical. [1:52:11, 1:52:15]: Facilities was one of the areas of emphasis. [1:52:16, 1:52:25]: that uh was adopted at that point in time and to uh respond further to the councilwoman's uh uh question, which I think is a great question. [1:52:26, 1:52:30]: Um we you might recall uh just last week. [1:52:31, 1:52:34]: Had a groundbreaking for Jodico Med One. [1:52:35, 1:52:38]: Which is going to be a medical office park. [1:52:38, 1:52:42]: Um and that particular project. [1:52:42, 1:52:44]: Helped save. [1:52:45, 1:52:50]: A major uh actually two or three major uh [1:52:50, 1:52:52]: uh medical [1:52:52, 1:52:58]: uh groups from moving their practice up across the border into Clayton County. [1:52:58, 1:53:18]: And uh as a result of the development authority's efforts, uh, we were able to uh help that particular those particular groups in developing a medical office park uh that will be located uh in Henry County. Uh the other thing is uh that I wanted to mention uh, of course, is the [1:53:18, 1:53:22]: Encompass campus that is almost completed. [1:53:23, 1:53:25]: Um on Patrick Henry Parkway. [1:53:25, 1:53:28]: Uh that is a rehab hospital. [1:53:28, 1:53:48]: Uh, that the uh Development Authority was very, very helpful in terms of working with them as they went through their certificate of need program to get that facility approved at the state level. So uh your question, uh, Madam Councilmember, was a great question. And [1:53:48, 1:53:57]: It's an area where, particularly as it relates to Stockbridge, uh we've had some considerable success recently and we are going to continue. [1:53:57, 1:53:58]: That effort. [1:53:59, 1:54:19]: And I appreciate the opportunity to butt in. And if I can add one other, I think you're on if I can add one other point to that. Um, one of the things that I'm constantly having a conversation with uh has been beneficial for Stockbridge in the area is the amount of jobs that we've been able to come in that has increased the market share to the [1:54:18, 1:54:19]: Mature [1:54:20, 1:54:40]: um citizens in our county. So we do get a lot of calls from medical groups looking for space. And obviously that all a lot of that space and synergy is around the Piedmont Henry campus, which Stop Grid circles around. So there's been additional benefit there. But also too it's been very helpful to Dr. [1:54:40, 1:54:42]: Henson and the Piedmont Henry team. [1:54:42, 1:54:45]: As they um continue to make business cases for capital. [1:54:45, 1:54:55]: uh improvement projects uh to the campus in addition and additional practices uh and service units as well to making that uh case by our economic growth. [1:54:56, 1:54:58]: Thank you, appreciate it, gentlemen. Uh Councilman Blount, go ahead, please. [1:55:00, 1:55:14]: Yeah, thank you, Mayor. Uh I want to thank each and every one of you all for coming uh today. Uh thank you for taking your time out to address uh and and to bring us together. I do believe that uh working together is success. Um [1:55:15, 1:55:27]: I'm not too familiar in the operations on how you all are doing things with the Henry County DA, um, but to work together and to have information disseminated to the cities. [1:55:27, 1:55:30]: Um how are you? [1:55:31, 1:55:34]: working now that you would say would improve. [1:55:35, 1:55:55]: um because i uh look like it's going to be some improvement what is that gonna be there that's gonna be different uh because when you have different boards um like let me let me take our hoa for instance uh uh master hoa in order to disseminate information properly throughout the communities [1:55:55, 1:55:58]: There was a representative from each community. [1:55:58, 1:56:18]: uh to disseminate information to the cities, I think that there should be a subsidiary board or something like a development of planning board that consists of each someone from each city that you all would allow to know what's going on that we could disseminate information to all the cities. I don't know the functions. So if somebody can address what is going [1:56:18, 1:56:26]: going on now? How what is what are you doing now that that can be approved improved on that would help the cities and to help move us successfully forward? [1:56:27, 1:56:32]: Calc McMahon, this is Chair Clements. I like to address that question. Thank you for the question. Great question. First and foremost. [1:56:33, 1:56:38]: One of the things that we're trying to do is really be intentional about our communication, right? We don't want any silos in terms of communication. [1:56:39, 1:56:59]: Right, collaboration leads to success. Let me just say that. You look at our track record over the last two months, we've had basically two meetings that are first in terms of our mayors, our mayor pro temps, our cities, to really talk about what's important to the local entity. So let me just say that number one. Number two, as a conduit from our last meeting, you know, one of the [1:56:59, 1:57:04]: That I hear a lot, and we've heard as a development authority board is you know, people want a larger voice, we want to be heard. [1:57:05, 1:57:08]: We want to make sure our interests are represented appropriately. And I can tell you in good faith. [1:57:09, 1:57:12]: And our business principles, we do that. But to take that a step further, we are [1:57:13, 1:57:18]: Uh, currently vetting uh a a concept around uh what I would call an advisory. [1:57:18, 1:57:21]: Um committee or an extension to that, right? [1:57:22, 1:57:42]: We are not we are not fully blown in that we are vetting that closely, but we would have uh an advisory representation uh from the cities and conduit with the development authority, something we haven't done, but it's something we're vetting right now to make sure that we have that voice, that we have that consistent communication, and that we have routines that allow us to communicate those mutual interests. Also, as Josh said in the beginning. [1:57:42, 1:57:56]: We talk about kind of a joint one Henry joint plan where we're doing it together, right? So in order for that to be successful, I think that an extra piece has to be in place. I've asked Josh and the team to vet that that's actively being done as we speak. [1:57:57, 1:58:00]: And my expectations are we should have some more insights on that to help. [1:58:00, 1:58:01]: uh facilitate. [1:58:01, 1:58:05]: your question and and and facilitated communication across all groups where [1:58:06, 1:58:10]: We all uh have strong representation of insights and there are no silos of that process. [1:58:13, 1:58:13]: Right. [1:58:13, 1:58:17]: Thank you, sir, for that. Mirapal Tam, you should you're unmuted, sir. Go ahead, please. [1:58:17, 1:58:20]: Thank you, Mayor. I certainly do appreciate uh [1:58:20, 1:58:23]: Uh, your board coming to address us with the needs. [1:58:24, 1:58:25]: Uh you know it. [1:58:26, 1:58:30]: We we want to be able to work with the the Cameron County Development Authority to [1:58:30, 1:58:33]: uh increase business development. [1:58:33, 1:58:34]: Uh hopefully [1:58:35, 1:58:35]: Um [1:58:35, 1:58:38]: Mr. Peterson, our economic development director, can work. [1:58:39, 1:58:40]: Hand in hand with you. [1:58:40, 1:58:43]: And our own development authority uh in the city. [1:58:44, 1:58:46]: should be able to work uh with you as well. [1:58:47, 1:58:51]: uh which we're in the process of formulating with uh two board members to be [1:58:51, 1:59:03]: uh appointed. I don't see uh I don't I certainly don't want to be at odds with you all uh at all. We certainly want to be able to send out the same message and we certainly want to be able to [1:59:03, 1:59:13]: um support uh all everything that we do uh in unison. Of course, I mean we cannot ignore the history. The history hasn't been good. [1:59:13, 1:59:14]: Uh in terms of what [1:59:15, 1:59:18]: Uh the the relationship. So I'm glad this meeting is a first step. [1:59:19, 1:59:21]: And trying to heal the past ills because [1:59:21, 1:59:26]: It is it it it it it c it cannot go without saying the city of Stockbridge is seeing [1:59:27, 1:59:31]: Very few development authority projects come in our direction, so [1:59:32, 1:59:34]: Uh it is reassuring to see [1:59:35, 1:59:37]: Uh that there is a new energy [1:59:37, 1:59:55]: uh that to and willingness to work uh with the north side of uh Henry County as uh so many projects have seemingly went to McDonough uh repeatedly and uh to locust grove as well. So this new energy and willingness to work with us uh should first should certain certainly [1:59:56, 1:59:57]: uh go a long way. [1:59:57, 1:59:59]: And making sure that we do things. [1:59:59, 2:00:02]: uh to work together. So I certainly want to work [2:00:02, 2:00:03]: Uh with you all. [2:00:04, 2:00:06]: uh to do what we need it we need to do. [2:00:06, 2:00:08]: Because when things like [2:00:08, 2:00:28]: You know, I I'm I'm excited about Jodeco Mayor One being allowed to uh be in our area, but they left the city. They did not stay in the city limits. They went down to Jodeco Road outside the city limit. So that is in terms of our overall city, surely uh, you know. [2:00:28, 2:00:48]: The encompassed facility is not in the city limits. And in the past I was suspecting that it was like, well, it how could you not be in the city limits and be on Patrick Henry Parkway unless that was intentional? So in terms of what we're trying to do, and you're telling us today that that's not the direction you want to go in and [2:00:48, 2:00:50]: That you want to partner with us. [2:00:50, 2:00:52]: Because we want to feel assured that [2:00:53, 2:00:57]: When our representatives are sitting in the room and your representatives are sitting in the room. [2:00:57, 2:00:58]: And there's [2:00:59, 2:01:00]: Two properties out there. [2:01:01, 2:01:04]: There is a unincorporated Henry County property. [2:01:04, 2:01:06]: And there's a city of Stockbridge property. [2:01:06, 2:01:09]: That both of those properties are being weighted. [2:01:09, 2:01:11]: One hundred percent equally. [2:01:11, 2:01:14]: And that there's not going to be any undue influence. [2:01:15, 2:01:16]: Бада комішенер. [2:01:17, 2:01:19]: Uh being placed on the board members. [2:01:19, 2:01:23]: And we understand that these board member positions are appointed by the commissioners. [2:01:23, 2:01:28]: And they have a large leeway in terms of how they expect their members to vote. [2:01:29, 2:01:30]: In Henry County Pass. [2:01:31, 2:01:33]: Board members have been replaced. [2:01:33, 2:01:36]: Because they didn't follow the direction of the commissioner. [2:01:36, 2:01:39]: And I will hope that those days are past, but [2:01:39, 2:01:42]: You know, this is a work in progress where we will see [2:01:42, 2:01:45]: Whether or not that is indie the case. [2:01:45, 2:01:48]: And that when a project is presented to us. [2:01:48, 2:01:49]: The [2:01:49, 2:01:51]: There are several locations available. [2:01:51, 2:01:54]: Uh we certainly saw that happen in the [2:01:55, 2:01:58]: Um in the situation where we were dealing with Hegler. [2:01:58, 2:02:04]: And from my own personal experience, going back to work with even Charlie Mosley. [2:02:04, 2:02:07]: When I rw the former director before Lennart. [2:02:07, 2:02:12]: When I approached Charlie about what was going on and why Stockbridge wasn't getting any [2:02:12, 2:02:13]: Properties. [2:02:14, 2:02:16]: He went back to the office to look. [2:02:16, 2:02:30]: At that time there was zero stockbridge properties listed with the development authority. And I had to say to myself, how was that even possible that there was zero stockbridge properties listed with the Henrytown Development Authority? [2:02:30, 2:02:31]: Charlie worked. [2:02:31, 2:02:33]: To get several properties listed. [2:02:34, 2:02:36]: That's how the Hegler property. [2:02:36, 2:02:40]: Ended up being on the Henry County Development Authority radar. [2:02:40, 2:02:42]: So when the property came up. [2:02:42, 2:02:47]: And then Leonard took over later on. That's how Higgler ended up being on that location. [2:02:47, 2:02:48]: But previous to that [2:02:49, 2:02:52]: And I'm I'm not talking about a long time ago. I'm only talking about [2:02:53, 2:02:55]: three to four years four years ago. [2:02:55, 2:02:59]: When uh Charlie was the head of the development authority where [2:02:59, 2:03:03]: We were just now getting stock bridge properties listed. [2:03:03, 2:03:05]: Uh in the development authority. [2:03:05, 2:03:09]: So today is a great step. So I thank all of you. [2:03:09, 2:03:11]: For coming here today to say [2:03:11, 2:03:13]: It's a new day. [2:03:13, 2:03:14]: In a new time. [2:03:15, 2:03:17]: For uh in a new energy. [2:03:17, 2:03:20]: to work with it to make sure everybody [2:03:21, 2:03:22]: In the county. [2:03:22, 2:03:23]: Is treated fairly. [2:03:24, 2:03:27]: And that we're all working together on one team. [2:03:27, 2:03:29]: I certainly wish that upon you. [2:03:29, 2:03:35]: And as we talked with our in uh economic development director yesterday, Mr. Peterson. [2:03:35, 2:03:39]: It's about the results. And in the end, today's the beginning. [2:03:39, 2:03:42]: But the proof is in the pudding and what the results [2:03:42, 2:03:43]: Uh will look like [2:03:44, 2:03:46]: Because you know, in the end. [2:03:46, 2:03:47]: You know [2:03:47, 2:03:49]: We don't know the inner workings of that and then [2:03:50, 2:04:00]: Uh, you know, we have the Bridges at Jodico project working on, you know, in my own estimation, was that property even considered for Jodico Mid one? I don't know the answer to that. [2:04:01, 2:04:01]: Because [2:04:01, 2:04:06]: It is right there down the street, but again it's not in the city limit. So [2:04:06, 2:04:09]: As we formulate what's going on right now. [2:04:09, 2:04:20]: Once we see the s see these projects start to come and they're presented to the Stockbridge uh City Council and to the city, that perception will change. [2:04:20, 2:04:22]: over time. So thank you for coming. [2:04:22, 2:04:23]: To present [2:04:24, 2:04:43]: what you have here and that you're willing to work with us and then uh have that be uh e on equal footing. So thank you because you know again we can only deal on past performance and past performance has not been that good. But in the instance of us bringing this forward, I'd like to certainly see a new day where in time when [2:04:43, 2:04:44]: Oh yeah. [2:04:44, 2:04:50]: Well the Henry County Development Authority can work with us and our economic development team to bring projects to the city. [2:04:51, 2:04:55]: I just saw Mr. Linton's hand up, sir. I uh you want to respond to that, sir? [2:04:55, 2:05:08]: Yeah, I just want to briefly say good evening, Mr. Good good morning, Mr. Mayor, good afternoon as to the members. Um to Mayor Pro Tem's point, I'm I'm I am, as we sit here, the senior member on this council. [2:05:09, 2:05:28]: Um, I'm in my second term and I can honestly, I came in when Monsieur was there, I represent District 2, was appointed by Commissioner D. Clements. Um, I can wholeheartedly say this is a different board um than previous boards. When I first came on this board, I too looked at historical data. [2:05:28, 2:05:34]: And looked at what was happening, what was transpiring, and and I had some questions as a new member. [2:05:35, 2:05:52]: why x, y, and z had not taken place. And so we have seen a transformation and a different thought process with this board. You have independent thinkers here. Uh when we say uh you made a comment about being appointed by [2:05:52, 2:06:12]: Our commissioners and our attorney will tell you we are an independent political organization. Although they appoint us, we operate independent from our state constitution and why we've been set up. I am the guy, and this is a public meeting, I am the guy who can and it's in the public records where I actually had to vote. [2:06:12, 2:06:14]: vote or I voted. [2:06:15, 2:06:19]: against an issue that my my d my my commissioner wanted. [2:06:20, 2:06:40]: Wasn't a pretty sight, but I did what I thought was best for the committee for the county. And so I say that to say we walk the walk and we talk the talk because we do know what's best for the entire um uh county. And so we have better dialogue with our border. Prior the commissioner. [2:06:39, 2:06:48]: And this body didn't even have the right kind of communication dialogue. So we have improved a lot with this board. [2:06:48, 2:06:58]: So what you're seeing here today is a reconstituted Henry County Development Authority with a different mindset that encompasses all of um [2:06:59, 2:07:03]: the county and all of the cities. And at the end of the day, sometimes mayor pro ten. [2:07:03, 2:07:17]: We ca it's up to the companies to decide where they want to be. We you know, they make the final decision. We don't. But as you said, if everybody has an opportunity, uh, we just lay it on the table and bring them and we because we sell the county. [2:07:17, 2:07:20]: And each city has different assets. [2:07:20, 2:07:29]: And everybody and and it's those assets that we present to the potential clients and then they make the decision. But do know that we're here. [2:07:29, 2:07:33]: And this represents a new day. So I yield and thank you for the opportunity. [2:07:34, 2:07:34]: Thank you, sir. [2:07:34, 2:07:39]: So Mayor Pro Tent, uh this is Chair Clemson. Just have one quick comment uh before we move forward. [2:07:40, 2:07:42]: Uh, one of the things I want to say is. [2:07:42, 2:07:48]: You know, this as David said, this board is is a a group of independent thinkers, but this is about leadership. [2:07:49, 2:07:51]: This is about transformation. [2:07:51, 2:07:53]: This is about doing the things that are tough. [2:07:53, 2:08:10]: that most people won't do. I mean, our intent from a culture perspective is to do what we've never done before. In order to do that, we have to charter waters that are difficult. And I think part of that is just leveraging everything that we all have on this call today to the best of what you're trying to do. [2:08:10, 2:08:18]: And we haven't done that. We're trying to build an infrastructure that allows us to do that, to provide that support. There are no silos, there are no gaps. [2:08:18, 2:08:23]: And that we have a model that works. And right now we're we're trying to do that. So [2:08:23, 2:08:28]: Uh thanks for your feedback. But I can give you a two hundred percent assurance in terms of what we're about. [2:08:28, 2:08:35]: In terms of handling business uh integrity and trying to do the right thing, that's what we wanna do. That's part of the reason we're here today. So just wanna just share that. [2:08:36, 2:08:38]: Well, thank you for those comments. I appreciate that. [2:08:39, 2:08:41]: Uh Miss Barber, you had your hand up again. [2:08:42, 2:08:50]: Yes. Um I wanted to ask, and it's just me um just trying to get a better understanding. Um we have a lot of [2:08:50, 2:08:54]: blighted areas throughout our city limits. [2:08:55, 2:08:57]: And uh perhaps Mr. Peterson. [2:08:58, 2:09:13]: has well I know he has a better understanding than I do. Um but I wanted to know what approach does the development authority board take um when looking at cities and perhaps blighted areas and what could [2:09:14, 2:09:15]: What help? [2:09:15, 2:09:17]: um could they provide? [2:09:19, 2:09:21]: Here, you want me to take this one? Yeah. [2:09:22, 2:09:36]: Yeah, uh thank you for the question. Uh for full disclosure, uh I've I started my career in downtown urban redevelopment. So um I've I've got a lot of expertise in that. And you know, part of what we do uh at the authority. [2:09:36, 2:09:44]: Number one, uh, when we're working with companies, uh, and I I do want to be very clear about this, the real estate drives where it locates. [2:09:45, 2:09:56]: Um, we just want it to stay within the boundaries of Henry County. They're gonna make a decision uh based on zoning, building conditions, rent, uh access, various other um things that are out there. [2:09:56, 2:10:09]: With the blighted properties, uh, one of the things that we can help with, we do have some powers within our constitutional authority in our toolbox that we can help with if we're asked to help. [2:10:09, 2:10:25]: um by a city. Um that's that's not a problem in that and that's something we can explore further as the city's looking at some of its redevelopment plans uh in the downtown area and some other districts that are out there. Um I have been in conversations and uh lended expertise [2:10:26, 2:10:27]: Uh where I can. [2:10:27, 2:10:31]: Um, you know, and hope to help with that and drive'em through. [2:10:31, 2:10:37]: Yeah, ultimately with blighted properties, uh, the challenge is you do have to deal with a property owner. [2:10:37, 2:10:54]: Are they willing to do something? But also does the city have the proper code enforcement, um, which all seem to, you know, uh been building a stronger community development department which helps with that uh with code enforcement and various other things that are out there. But there are other tools that are out there and I have um [2:10:55, 2:11:15]: with Alan and his predecessor have you know offered our sort um resources, expertise, ideas, even just drive around and look at them uh at any time uh that's there. So there are different tools and programs that are out there. Uh I could probably spend a half hour on it. Um, but just I know everybody's on a uh schedule and trying to be mindful of that. [2:11:15, 2:11:17]: But we have a variety of tools, resources. [2:11:17, 2:11:21]: Uh and contacts within our networks that can help with that. [2:11:22, 2:11:22]: Mayor. [2:11:24, 2:11:39]: Oh thank you, Mr. Finn. Well stand by stand by please. Stand by please. Thank you, Mr. Finn, for that. I believe Councilman, uh uh Councilwoman Barber, that finish that finishes your question. You're good. Uh Mayor Protence, stand by. Councilman Gantt, you have yet to speak. Go ahead, please. [2:11:39, 2:11:40]: Thank you. [2:11:41, 2:11:52]: Um, I would like to thank Karen County the Health and According Board. I am confident um that they will do an excellent job at working on all areas of the UNI. [2:11:52, 2:11:54]: Um to include [2:11:55, 2:11:56]: Bridge uh [2:11:57, 2:12:00]: And I you know, I know mayor council that we are very passionate. [2:12:00, 2:12:02]: About stop reasonably. [2:12:02, 2:12:05]: Well I heard your city. I think every one of us do. [2:12:06, 2:12:06]: So [2:12:07, 2:12:07]: I [2:12:09, 2:12:10]: I um [2:12:10, 2:12:11]: It's support. [2:12:11, 2:12:13]: Uh here we can. [2:12:14, 2:12:18]: Um I've seen some great things happening right now. Um [2:12:18, 2:12:23]: And uh Mr. Fan, I I know what you just say but I would love to have you come to maybe a [2:12:23, 2:12:25]: Downtown Development Authority meeting. [2:12:26, 2:12:30]: uh that we have to to speak on some of those things that we can do. [2:12:30, 2:12:31]: Of such lighted areas. [2:12:32, 2:12:33]: However, um [2:12:35, 2:12:38]: I do want to know what is the process in regards to [2:12:39, 2:12:40]: The hero episode. [2:12:41, 2:12:41]: Well I [2:12:42, 2:12:44]: And I'm taking a lot of economic development. [2:12:45, 2:12:48]: Um studies. Um I do know that companies. [2:12:48, 2:12:50]: Shout out, here it is. [2:12:50, 2:12:52]: Right, and our job. [2:12:53, 2:12:58]: Insettlement deficits and development authorities is to market those areas. [2:12:58, 2:13:01]: have a database is your day database [2:13:01, 2:13:05]: inclusive growing everything here for the entire county. [2:13:06, 2:13:10]: You have all the assets that you need from us, all the information you need. [2:13:10, 2:13:12]: So that when you get that phone call [2:13:12, 2:13:14]: At the nineteenth hour and they [2:13:15, 2:13:16]: twenty four hours. [2:13:16, 2:13:23]: Um all the data that's needed. What do you need from us at Scott Bridge to make make our relationship as a [2:13:24, 2:13:44]: Uh thank you for that question. Uh we do keep a database. Uh it is on our website. We uh actually brought in a new um microsite tool uh when we rebranded and relaunched our website uh last year. Uh we are still um working out some of the kinks on that, but part of that service is [2:13:44, 2:13:48]: Not only are we keeping up and putting in entries, but as [2:13:48, 2:14:01]: commercial and industrial property owners are putting in listings uh with various you know sources not directly to us uh that our subscription service uses that automatically populates [2:14:01, 2:14:13]: uh into the uh database that we do have. We also keep some others um like CoStar and some of the others as well too. So we try to you know take a look at that. Um we're constantly [2:14:13, 2:14:15]: Uh is a [2:14:15, 2:14:17]: Moving target. Henry County's a very big county. [2:14:17, 2:14:37]: uh with a lot of available properties uh for businesses to consider. Um the main thing when companies come in, they're usually already narrowed down. They've done their homework. It's really, you know, you hear the term site selection probably in your classes a lot. In reality, it's more site elimination, uh, is what it comes down to. Um and going over those risk mitigations. [2:14:37, 2:14:51]: mitigation factors uh in their business and in in their investment. Um but we do, you know, keep up with things. We I typically sometimes listen on conference calls in my car and driving around so I can kind of keep up. [2:14:51, 2:14:54]: Uh, what's going on in the inventory? [2:14:54, 2:14:58]: uh of Henry County. I do drive through Stockbridge and commercial corridors mainly. [2:14:59, 2:15:03]: uh over there so I can just kind of keep an eye, you know, if you're in real estate, um [2:15:04, 2:15:17]: You uh you have you form a bad habit of driving to look at real estate, you know, type of real estate sectors you like to play in and see what's going on and see if that the there are new opportunities. So we are uh constantly maintaining that. Is it going to be a hundred percent? [2:15:18, 2:15:32]: No, because it changes. It changes real estate inventory in Henry County overall changes every day. Uh, but we're doing uh everything that we can. We got some new tools in place as well, too, that are really helping us uh get uh that we're not missing that. And sometimes if we [2:15:32, 2:15:37]: have a company that's looking for something we don't have the right fit, uh, we're on the horn talking when [2:15:37, 2:15:43]: uh with some of the commercial brokers and developers who are invested in the county to see if there's something that's coming up. [2:15:44, 2:15:48]: uh that we can throw at адом to uh have consideration [2:15:48, 2:15:54]: Or if we know that there's a rezoning going forward as well too, that can hit the delivery timeline that the company's looking to open by. [2:15:54, 2:15:56]: Uh we'll fare that as well. [2:15:58, 2:16:00]: That's a short answer. [2:16:00, 2:16:01]: Okay. Thank you. [2:16:01, 2:16:02]: Airportan, back to you, sir. [2:16:03, 2:16:07]: Yes, sir. Uh just yesterday we had an active discussion. [2:16:07, 2:16:10]: about uh empowerment zones. [2:16:10, 2:16:12]: Where um [2:16:12, 2:16:17]: businesses can grant a thirty four hundred dollar per ch per job created tax credit. [2:16:17, 2:16:27]: You know, it was so unfortunate because it was mentioned in the city when uh the blanket uh approval was given by President Trump. [2:16:27, 2:16:30]: To everybody that applied. [2:16:30, 2:16:35]: for uh impairment zone status that the city missed out on that. [2:16:36, 2:16:43]: And and and I challenge Mr. Peterson with going to the Matt to get us that empowerment zone. [2:16:43, 2:17:03]: status because like the city of Jonesboro and several other cities, they are just that is the tool that you need. If I can get a thirty four hundred dollar tax credit for every employee that I hire for the next 10 years. I mean if I hire 10 employees, I get a$34,000 check for 10 years. Multiply that out. And business [2:17:03, 2:17:04]: Seek that out. [2:17:04, 2:17:07]: For us to do the empowerment and for us to [2:17:08, 2:17:21]: uh di that's what develop developers look for to replace the eyesores and the blighted areas. They look for the empowerment zones. So whatever you can do to assist Mr. Peterson in enabling us to [2:17:22, 2:17:24]: To provide uh an empowerment zone. [2:17:25, 2:17:26]: For highway one thirty eight. [2:17:26, 2:17:29]: North Henry Boulevard and certain areas as that. [2:17:29, 2:17:31]: That would be a game changer for us. [2:17:33, 2:17:47]: Okay, thank you for the comments. Um uh Mr. Clemens uh and uh Josh, Mr. Finn, I mean uh I believe the council's all spoken on this issue. Sorry, Mayor, but could they respond to that? That that's that's that's super important. Okay, excuse me, excuse me. All right, uh [2:17:48, 2:18:01]: Go ahead. Can someone respond to that? I'm sorry. Mr. Pan respond. Yeah, I c I can respond to that. Uh we are constantly looking uh every year when the census data comes out and when we get [2:18:01, 2:18:21]: those zones uh and there's there's a variety of those and those programs that are out there but they do require uh whether it's federal or state that there are certain metrics that are there um you know mainly based on poverty level um for transparency that's out there um so do those census tracts qualify [2:18:21, 2:18:41]: Uh if they don't qualify, that's not necessarily a bad thing. It just says you know your economy, your income uh within that census track is doing you know moderate to good uh over there. So um you know we do look at those programs, we mine constantly to see if there's something that's out there. Um, you know, we've worked [2:18:41, 2:18:52]: with less developed census track program uh with the state over the years. Uh Henry County's economy is doing so well. When I started Henry County had nine, we're down to three. [2:18:52, 2:18:58]: Um, and as I constantly tell my board, um, when we lose eligibility for some of those programs. [2:18:58, 2:19:18]: Yeah, it you know it help it hurts to not have that in the toolbox, but it's a positive because it worked. It did what it's supposed to do and bring um the economics of that census track up. Um but those change all the time. So we'll be going back through that round in January uh with a new number. [2:19:18, 2:19:33]: numbers come out from the ACS and federal government and get guidance from DCA on which census tracts are eligible. There are opportunities with any of the cities to make that happen. We're definitely there to help make that happen as well too, because that's a tool in our toolbox. [2:19:34, 2:19:36]: All right, Mr. Peterson, you have something you wanted to add, sir? [2:19:37, 2:19:44]: Yes, sir. Uh thank you very much. I I wanted to add that um I've spoken to Josh about the opportunity zones and [2:19:44, 2:19:50]: Meeting has been set for next Friday with uh DCA. We're going to discuss that and our eligibility. [2:19:50, 2:19:53]: And other programs. I also want to point out that I've looked at [2:19:53, 2:19:55]: an urban redevelopment plan. [2:19:55, 2:20:00]: that can be in incorporated through the DDA and that will also help us with with blight. [2:20:01, 2:20:06]: Okay. Mr. Clemens, I'm I'm sorry. D did I miss you as well, sir earlier? You had an additional comment? No, I'm no I'm good. [2:20:07, 2:20:25]: Okay. All right. So on that note though, I believe that the entire council has spoken on this aspect and didn't know whether or not Mr. Clemens or Mr. Finn, whether or not any additional members of uh every board would want to say something before we close this uh meeting out this aspect. If there's anybody else. I'm deferred to our chair. [2:20:26, 2:20:31]: Okay. I'll open uh does it any any additional board members uh have comments before we adjourn? [2:20:34, 2:20:37]: Uh, Chair Clemens, I just want to say uh that I have uh [2:20:38, 2:20:44]: We as a board uh uh have uh a great interest in working with our city as you have already [2:20:44, 2:20:46]: uh spoken to [2:20:47, 2:20:51]: And I just want the city of Stockbridge or the Mayor and the Council members to know. [2:20:51, 2:20:56]: That uh since uh we have been meeting about uh working together as a team. [2:20:57, 2:21:00]: I think that you're going to see some positive results coming out of that. [2:21:00, 2:21:04]: And I think based on uh Chair uh Clemens' comments, we are committed to that. [2:21:05, 2:21:06]: So uh let's uh [2:21:06, 2:21:08]: Let's give it some time. [2:21:08, 2:21:10]: And let's see how this works out. [2:21:10, 2:21:12]: But we have you as a priority number one. [2:21:13, 2:21:14]: That's all I have, Chair. [2:21:14, 2:21:15]: Thank you. [2:21:16, 2:21:18]: Any other comments on the board? [2:21:19, 2:21:20]: Is it? Um [2:21:21, 2:21:23]: Who's speaking? I'm sorry. Must have missed that. [2:21:24, 2:21:28]: Yeah, Charles Marshall. I'm sorry, Mayor. Yeah, I know, I know, I do Mr. Marshall. I thought it was somebody else. Okay. [2:21:29, 2:21:33]: All right, go ahead. I'm sorry, Mr. Clara. Mayor Ford, uh I wanna again thank you and [2:21:33, 2:21:38]: Uh Mr. Knight and the entire council for your time this afternoon. We appreciate the opportunity to address you. [2:21:39, 2:21:42]: Um you've heard from us as a development authority. Look forward to working with everyone. [2:21:43, 2:21:46]: on this call today. So we're gonna go ahead and proceed in our protocol to adjourn. [2:21:47, 2:21:49]: Uh I will not accept the motion to adjourn. [2:21:50, 2:21:51]: So moved. [2:21:56, 2:21:59]: So move motion by chair by uh David Linton. [2:22:01, 2:22:01]: A second. [2:22:02, 2:22:05]: Second by Charles, any further discussion? All in favor? [2:22:05, 2:22:06]: All right. [2:22:06, 2:22:09]: Motion passes. Uh thanks for your time. Meeting adjourned. [2:22:09, 2:22:13]: Thank you thank you, gentlemen. Thank you for the opportunity. Thank you, sir. Thank you, Mayor and Council. [2:22:13, 2:22:13]: Okay. [2:22:15, 2:22:27]: Okay, Mr. Knighton, I believe we're probably we're in a lunch time frame here and uh I would I'm only assuming that the lunches have been delivered in this aspect. Uh I have uh 1220 actually. [2:22:28, 2:22:28]: Um [2:22:29, 2:22:30]: So [2:22:30, 2:22:36]: Uh are we still looking at uh reconvening at uh one p.m. that'll give us forty minutes at this point. [2:22:37, 2:22:39]: Sure, if that's the pleasure of the council. [2:22:40, 2:22:47]: Okay, how about a council? We'll have lunch now and we'll we'll uh and we'll reconvene and our meeting at uh one PM. [2:22:48, 2:22:49]: Try to get back on track. [2:22:50, 2:22:54]: Good. All right. Yes, sir. All right. I'll see y'all at one o'clock. Enjoy your lunch, please. [2:30:53, 2:31:00]: Alrighty, we're recording back on Facebook. Hopefully everybody had a decent uh real great uh lunch lunch there. [2:31:00, 2:31:04]: Okay. So we can start an afternoon session here shortly. [2:32:59, 2:33:06]: Good afternoon, everyone. We are recorded, recording and back on Facebook. So we l at least uh wait till we get uh [2:33:07, 2:33:09]: a quorum here before we start back in the afternoon session. [2:33:11, 2:33:13]: Seems though that Ms. Johnson, I believe, is up first. [2:33:19, 2:33:24]: Well, we did not address address municipal court or police department just for the record. [2:33:24, 2:33:25]: That's right. Excuse me. [2:33:27, 2:33:31]: Absolutely. That's right. We did we did miss that one. Okay. So we need to do that. [2:33:32, 2:33:33]: Uh [2:33:33, 2:33:36]: Am I to assume someone from the municipal courts gonna be here or are you doing that, sir? [2:33:38, 2:33:40]: You're muted, Mr. Knighton. [2:33:42, 2:33:46]: Sorry about that. I'll I'll go over that one briefly. Okay. All right. So be it. [2:33:47, 2:33:48]: All right. [2:33:50, 2:33:52]: That's right. [2:33:57, 2:33:58]: Okay. [2:33:59, 2:34:01]: Вот так. [2:34:10, 2:34:12]: Gosh, [2:34:13, 2:34:15]: Did we miss in uh [2:34:16, 2:34:20]: Thomas and Gantt and our attorneys, thus far. [2:34:25, 2:34:25]: Yeah. [2:34:30, 2:34:33]: Okay. But [2:34:36, 2:34:38]: Okay, Mr. Watson is with us. [2:34:39, 2:34:41]: Hello. Hello, sir. Good to see you. [2:34:44, 2:34:45]: Okay, well [2:34:49, 2:34:52]: Okay, I'll tell you what, what do we have? We have um [2:34:53, 2:34:54]: It's four minutes after. [2:34:55, 2:35:00]: We'll give another minute here, just uh and we'll give another minute before we get started in afternoon session. [2:35:11, 2:35:12]: Mm. [2:35:25, 2:35:28]: Mr. Thomas is back. Welcome back, sir. [2:35:30, 2:35:31]: Okay. [2:35:36, 2:35:37]: Okay. [2:35:37, 2:35:55]: Okay, I have 105. We have a quorum. We have the clerk, the city manager, and our attorney online. So we'll open this back up and um hopefully everybody had an enjoyable lunch. Try to get back on track. All right, Mr. Knight, uh we'll continue on with our budget retreat. So back to you, sir. [2:35:56, 2:36:01]: I'll attempt to address um two items, municipal court and then police administration to some degree. [2:36:02, 2:36:09]: Municipal court, uh part of the uh submitted uh proposed budget for municipal court was in anticipation. [2:36:09, 2:36:20]: Of what could happen with the advent of a police department one in the 2022. And there were some proposed increases with respect to judge and solicitor in particular. [2:36:21, 2:36:24]: Having full time uh salaries, if you will. [2:36:24, 2:36:27]: Rather than being paid per court session. [2:36:27, 2:36:31]: Some of the thinking behind that was that there would be um [2:36:31, 2:36:36]: Uh, a exponential number of court sessions based on previous history. [2:36:36, 2:36:40]: With ticketing and other items that would be coming before the municipal court. [2:36:41, 2:36:42]: Excuse me, municipal court. [2:36:43, 2:36:49]: Um mainly traffic tickets, but some other items as well. And rather than doing that on a piecemeal basis. [2:36:50, 2:36:52]: having some standard salary in there. [2:36:52, 2:37:00]: Um uh might be uh more cost effective. Uh the other items uh that were related to uh municipal court. [2:37:01, 2:37:10]: Um uh proposals uh entailed uh some other um minor adjustments with respect to integit fits fund. [2:37:10, 2:37:12]: Uh, PO training fund. [2:37:13, 2:37:14]: And a couple of other items, probation. [2:37:15, 2:37:21]: Couple of other items that would be um while there would be increases, um, there wouldn't be significant increases. [2:37:21, 2:37:27]: That's based on again some in relationship to some um traffic in uh activity that they would anticipate. [2:37:27, 2:37:31]: The major items with respect to that was um also. [2:37:31, 2:37:34]: uh adding one administrative assistant position. [2:37:35, 2:37:37]: In municipal court. [2:37:37, 2:37:40]: Again, anticipating some increased traffic volume. [2:37:41, 2:37:44]: Increased activity as it was relate to [2:37:44, 2:37:47]: uh a um police department overall [2:37:48, 2:37:53]: Excuse me, again that um obviously is connected to some larger discussions. [2:37:53, 2:37:56]: I think the council will still still need to have [2:37:56, 2:38:01]: Of when all of that would um take place um with respect to the type of activity. [2:38:02, 2:38:04]: Um that we would anticipate. [2:38:05, 2:38:09]: I'll if I if I could just hold it right there and then go into the police. [2:38:09, 2:38:16]: um department or department services budget if that's okay with the council and then come back and answer any questions that relates to both. [2:38:16, 2:38:17]: That's okay. [2:38:17, 2:38:20]: Yeah, sure, but move forward. That'd be fun. All right, let me let me [2:38:21, 2:38:22]: I'll share my screen here. Hold on. [2:38:27, 2:38:29]: Oh no, I've got it out. [2:38:35, 2:38:36]: Okay. [2:38:47, 2:38:51]: All right, let me uh let me try that one more time. Here we go. Hold on. [2:38:51, 2:38:52]: Give me one second. [2:39:09, 2:39:14]: All right, I'tis a I assume that everybody can see. Yes, sir, we can. [2:39:14, 2:39:16]: All right, I'll go through this. [2:39:17, 2:39:24]: the sake of the council and the public, I'll go through this um some of these items pretty quickly, but wanna touch on a couple of things. [2:39:25, 2:39:30]: Um, our vision and mission statements, uh, as you know, our values as was mentioned earlier. [2:39:31, 2:39:41]: And then uh a couple of things related to the police department. Um, a Carl Vinson study, I'll touch on police chief search, utilization of North Henry Precinct Building and Property Tax Rollback. [2:39:42, 2:39:47]: Pertaining to the Carl Vinson study, of course, uh as you know, but again for members of the public. [2:39:47, 2:39:52]: Um there was a study done back in really twenty sixteen and into twenty seventeen and then refreshed. [2:39:53, 2:39:57]: Um last year in twenty twenty with respect to capital cost facility needs. [2:39:57, 2:40:00]: Sworn officers for police department. [2:40:00, 2:40:04]: The Carl Vinson study essentially estimated based on a number of [2:40:04, 2:40:08]: criteria in analysis of of similar size jurisdiction. [2:40:09, 2:40:12]: Проксиматні фіті сев фултам офіцер. [2:40:12, 2:40:13]: Uh, for staffing. [2:40:14, 2:40:16]: If it was uh stood up in full. [2:40:17, 2:40:20]: Also the findings um that [2:40:21, 2:40:23]: Excuse me, in terms of unit costs. [2:40:24, 2:40:30]: Um, there were a couple of different options as it relates to that in estimating HCPD services. [2:40:31, 2:40:36]: Again, um this is City of McDonald, which is a comparable size city when it was originally done. [2:40:37, 2:40:40]: Um in the number of officers that um they had. [2:40:40, 2:40:41]: Um [2:40:41, 2:40:48]: sixty four and then we took a look at annual cost that bottom line number is annual cost of about five point six million [2:40:49, 2:40:50]: Um per year. [2:40:52, 2:40:56]: Um also you can see here the court revenue. [2:40:56, 2:41:01]: Move myself out of the way. You can see the court revenue from 2014, 15, and 16. [2:41:02, 2:41:04]: Um obviously there was a substantial change in sixteen. [2:41:05, 2:41:08]: Um and you saw though how much revenue was generated. [2:41:08, 2:41:15]: as a result from Stockbridge Municipal Court, just over$1 million back in 2014 and 15. [2:41:18, 2:41:20]: Couple more items related to the [2:41:20, 2:41:22]: Um police services. [2:41:22, 2:41:24]: For the Carl Vinson study. [2:41:24, 2:41:26]: Um talked about some of the [2:41:26, 2:41:36]: Uh benefits potentially, uh the ability to strategically control and program police activities, community policing. Obviously now we have twenty-first century policing um [2:41:37, 2:41:46]: uh objectives as well, ability to set priorities and manage response times. Also the ability to manage human resources in terms of [2:41:47, 2:41:51]: Um ensuring that the type of police force that uh the city would desire. [2:41:52, 2:41:55]: uh could be hired uh with with your control. [2:41:56, 2:42:05]: Did want to mention a couple of things here with respect to rollback of about 1.84, which would equate to about 1.84 million, because one mil is about one million dollars right now. [2:42:06, 2:42:11]: Um ticketing and fees, I used a cons more conservative number of seven hundred thousand per year. [2:42:12, 2:42:16]: And then of course, as I mentioned previously, per the Carl Vinson study. [2:42:17, 2:42:19]: We'd be looking at five point six million. [2:42:19, 2:42:21]: uh dollars per year. [2:42:22, 2:42:28]: Couple of things that I wanted to mention with respect to this and continued discussion. [2:42:28, 2:42:30]: About um [2:42:30, 2:42:31]: The um [2:42:31, 2:42:33]: start of a police department is [2:42:34, 2:42:36]: Uh that the council will need to consider. [2:42:37, 2:42:38]: And that's relates to [2:42:39, 2:42:42]: Um, as I mentioned, a property tax rollback is any [2:42:42, 2:42:45]: Um millage or property tax uh [2:42:46, 2:42:48]: connection to starting a police department. [2:42:49, 2:42:52]: In July per the Henry County Tax Commissioner. [2:42:52, 2:42:53]: I don't know. [2:42:54, 2:43:00]: In July, those types of items really need to be calculated and provided to the Hingham County Police Department. [2:43:00, 2:43:03]: Henry County government, as you know, is on a fiscal year budget. [2:43:04, 2:43:06]: And the taxes that are [2:43:06, 2:43:09]: identified andor rollbacks that are identified. [2:43:10, 2:43:11]: In July. [2:43:11, 2:43:17]: are placed upon the tax bill and then they are received by municipal government. [2:43:17, 2:43:20]: At the end of the year and so [2:43:20, 2:43:24]: Теоретика, what happens is once those are received at the end of the year. [2:43:25, 2:43:26]: Then [2:43:26, 2:43:26]: That [2:43:27, 2:43:33]: funds for Henry County government for instance that funds the entire year for Henry County government during a fiscal year. [2:43:33, 2:43:35]: For stock breach. [2:43:35, 2:43:40]: That would be collected in the same fashion for Henry County government and then collected. [2:43:40, 2:43:43]: At the end of the year, which would fund [2:43:43, 2:43:45]: That same year, in other words. [2:43:46, 2:43:51]: When taxes are collected um at the end of twenty twenty one, which we're in. [2:43:52, 2:43:57]: Um that funds the fiscal year for Henry County, but for stock breaks, because we're on a calendar year budget. [2:43:58, 2:44:00]: Those same taxes collected at the end of the year. [2:44:01, 2:44:03]: And or roll back at the end of the year. [2:44:04, 2:44:06]: are for that particular year. [2:44:06, 2:44:11]: Um and so that's something to to factor in now. [2:44:11, 2:44:14]: Um with respect to uh [2:44:15, 2:44:17]: The city in in particular rollback situation. [2:44:18, 2:44:23]: If the city were to start a a police department, say in the middle of next year, July one, let's say. [2:44:24, 2:44:26]: Um that would be for a half a year. [2:44:27, 2:44:29]: And the rollback. [2:44:29, 2:44:33]: Would come to state city of Stockbridge residents. [2:44:34, 2:44:37]: For that year for twenty twenty two. [2:44:37, 2:44:40]: That one point eight four million dollar figure. [2:44:40, 2:44:42]: Yeah, it would not be paid. [2:44:42, 2:44:45]: Um to um Henry County. [2:44:46, 2:44:48]: It would be paid to stock bridge. [2:44:49, 2:44:50]: And so [2:44:52, 2:45:00]: The those those revenues and that rollback, but I'll say revenues, those revenues that would come in would come in at the end of 2022. [2:45:01, 2:45:05]: To fund the entire twenty twenty two budget. [2:45:05, 2:45:12]: So one thing to keep in mind be a twenty twenty two or twenty twenty three, given the fact that Stockbridge has a calendar year budget. [2:45:12, 2:45:18]: Those revenues would be received at the end of the year. The end of the year. [2:45:18, 2:45:20]: Which means that throughout the course of the budget. [2:45:21, 2:45:21]: Of the budget. [2:45:22, 2:45:23]: Excuse me. [2:45:24, 2:45:25]: The budget that the [2:45:26, 2:45:27]: Um [2:45:27, 2:45:29]: The budget would essentially be carrying. [2:45:31, 2:45:37]: that particular department until you receive revenues at the end of the year. That's not unusual in in government. [2:45:37, 2:45:40]: But it's something to be um aware of. [2:45:40, 2:45:43]: Because you don't get those funds until the end. [2:45:44, 2:45:45]: Of the year. [2:45:45, 2:45:50]: for the entire twenty twenty two budget. And I just use that uh as an example. [2:45:51, 2:45:53]: The other thing that I wanted sure of and obviously [2:45:54, 2:45:59]: Now per some other per some other discussions is, you know, ultimately determining [2:46:00, 2:46:02]: Um, what a potential police department looks like. [2:46:03, 2:46:07]: And when because it does take a great deal of planning. [2:46:07, 2:46:11]: To be able to um stand up a police department. [2:46:12, 2:46:14]: In full, then I'm saying in full. [2:46:15, 2:46:20]: Um right now there's a six month lag on vehicles being delivered. [2:46:20, 2:46:27]: Um and uh you know there are lease options that also uh have been investigated. [2:46:27, 2:46:34]: Um and also ammunition is another item again that started to come back on the civilian market, but still even for law enforcement. [2:46:35, 2:46:38]: Um to um supplement and support a police department. [2:46:39, 2:46:40]: There's still uh [2:46:40, 2:46:44]: months long lag to be able to do that for even ammunition. [2:46:45, 2:46:46]: And so we're pointing is [2:46:47, 2:46:51]: Um it takes quite a bit to obviously uh unfold. It takes a lot to [2:46:52, 2:46:56]: To organize and orchestrate in terms of the police department. [2:46:57, 2:47:02]: We did put a figure in our in the proposed budget as a placeholder. [2:47:03, 2:47:05]: Um, basically for half a year. [2:47:05, 2:47:07]: Um obviously those uh [2:47:07, 2:47:11]: Those items need to be determined by ultimately by the city council. [2:47:12, 2:47:13]: On how [2:47:13, 2:47:15]: Uh, we move forward in the timing thereof. [2:47:16, 2:47:17]: But um [2:47:17, 2:47:21]: You know, if that is something that is going to become a reality. [2:47:21, 2:47:25]: Um, then those decisions do need to be made with [2:47:26, 2:47:27]: Some uh [2:47:28, 2:47:28]: Um [2:47:28, 2:47:30]: Definitive nature. [2:47:30, 2:47:34]: Um fairly soon. Again, there have been many things discussed. [2:47:34, 2:47:35]: Um about this. [2:47:36, 2:47:38]: Um and [2:47:40, 2:47:42]: Based on um [2:47:42, 2:47:45]: previous discussions, we were hit it down this road. [2:47:46, 2:47:49]: Uh ultimately, of course, the council will make decisions that they need to make. [2:47:50, 2:47:52]: But I would just again [2:47:52, 2:47:53]: Um [2:47:54, 2:47:55]: Encourage [2:47:56, 2:47:56]: Yeah. [2:47:56, 2:48:01]: some definitive determination of how this is gonna fold unfold over the course of the next year or so. [2:48:02, 2:48:04]: Uh, so that proper planning can be done. [2:48:05, 2:48:07]: With that, Mayor, I'll [2:48:07, 2:48:27]: Yeah. Yeah, my uh yeah, my first thoughts are whatever is planned in in reference to the for the police department, the planning for that and the budget aspect for the courthouse, I believe should remain in there for 2022 for the planning purposes. I want once the money's in there or once it's budgeted, uh I would think that we will eventually use it. If not, it's not used for some strange reason. [2:48:27, 2:48:36]: But I would think we want to keep those placeholders there as we could continue to go down this road and develop this process. On that note, Mr. Blount, I saw your hand for it next, sir. [2:48:39, 2:48:40]: Yes. [2:48:40, 2:48:44]: Uh first of all, what uh thank you, Mayor. Why is there two Mr. Knightens on here? [2:48:46, 2:48:47]: Um [2:48:47, 2:48:50]: That's a good point. Oh there you go. [2:48:50, 2:48:54]: That's me because I didn't get a panelist invitation in I'm using Randy's. [2:48:55, 2:49:06]: All right, Jeremy. No, you can you can send the hard questions to him. We we make sure it was it wasn't a double-notched spy on his side. Right. Randy and I are often mistaken as brothers, but uh okay. [2:49:07, 2:49:08]: Um [2:49:08, 2:49:10]: And I guess Mr. Wigan's on the line also. [2:49:11, 2:49:19]: Uh Mr. Wheels, because I'm looking at the figures. What is what is the tax what is the tax base that the city of Stockbridge is paying right now? [2:49:22, 2:49:27]: tax base that we're paying. What is the tax that we what's the millage rate that we're paying the county right now? [2:49:27, 2:49:29]: One point eight four. Yeah. [2:49:30, 2:49:34]: One point eight one point eight four. Right. And the in the [2:49:34, 2:49:43]: And and one mil right now equates to one million dollars. It's like one million fifty thousand something, something. So I use one million. [2:49:43, 2:49:45]: That's why it's one point, yeah, one point eight four. [2:49:46, 2:49:56]: Okay, one point eight four uh I think the Hemie County tax is at twelve point something. I can't remember what it was. Yeah, twelve point seven, I believe. Yeah, twelve point seven. [2:49:57, 2:50:07]: twelve point seven. So with that rope, uh with that one point eight moved out, then what what is the millage rate what what we're talking about for uh [2:50:08, 2:50:15]: to do a police department, what will we what millage rate will we have to add to this 1.84? [2:50:16, 2:50:22]: If if are you if you're talking about half a year, you're talking about a full year full fledged. [2:50:22, 2:50:23]: Yeah. [2:50:23, 2:50:26]: A full a full year full fledged. [2:50:26, 2:50:27]: Yes, sir. [2:50:28, 2:50:29]: Oh yeah, full fledged you. [2:50:29, 2:50:33]: Probably if you if you add the um rollback number. [2:50:33, 2:50:38]: And you add the um not the roll, yes, the rollback number and the um [2:50:39, 2:50:40]: Court cost number. [2:50:41, 2:50:47]: I had it actually written down. Hold on, but I uh it was three something. I I I I'm trying to find the [2:50:48, 2:50:50]: I hear I heard it. [2:50:58, 2:51:01]: I hear it right in front of me. [2:51:05, 2:51:06]: She's [2:51:09, 2:51:09]: Okay. [2:51:36, 2:51:37]: Mm. [2:51:37, 2:51:39]: Real quick, make sure I get it. [2:51:39, 2:51:41]: I got I got a lot of files I'm trying to [2:51:44, 2:51:47]: But John Wiggins, I think Mr. Knight's is is computing it right now, sir. [2:51:48, 2:51:48]: Mm-hmm. [2:51:59, 2:52:00]: Yeah. [2:52:17, 2:52:18]: One second, let me double check. [2:52:21, 2:52:21]: Yeah. [2:52:30, 2:52:31]: If you assumed that [2:52:33, 2:52:36]: You would receive seven hundred thousand dollars in revenue. [2:52:39, 2:52:43]: Um from ticketing and that again, we saw million dollars before. [2:52:44, 2:52:47]: You would be have a millage rate right at about three. [2:52:50, 2:52:54]: You saying right about three point oh million three, yes. [2:53:02, 2:53:05]: Okay, so that'll put us at uh [2:53:06, 2:53:10]: Better put the city of stop bridge at thirteen point eight six. [2:53:11, 2:53:12]: Um [2:53:15, 2:53:17]: Millish way. [2:53:18, 2:53:19]: Let me make sure I'm clear about [2:53:21, 2:53:22]: And make sure I'm clear about that. [2:53:23, 2:53:24]: You'd be talking about [2:53:24, 2:53:30]: If we if we're gonna assume the seven hundred thousand or or the mil, we're gonna assume that. [2:53:30, 2:53:32]: Let's just assume you're correct. [2:53:32, 2:53:40]: Right now, until you get the figures. No, that's the numbers. That's the numbers. And and I want to be clear. We're looking at thirteen point eight six meal rate. [2:53:41, 2:53:46]: including what we have to pay the county. That's even minus that's even minus the roadback. [2:53:47, 2:53:52]: So we're looking at almost, you know, short, shy of 14 meals that we will be paying. [2:53:53, 2:53:59]: Uh and I just want to be clear with the citizens that they know that when we talk about millage, we're talking about taxes. [2:53:59, 2:54:07]: When we're talking about strategically moving, we're talking about what money is it going to take to strategically move toward what we're looking at. [2:54:07, 2:54:14]: So when we talk about almost 14%, almost 14 mil, 14. [2:54:15, 2:54:15]: [10455.6, 10461.5]: Uh it's at 13.86, almost 14. We're paying Henry County now twelve point seven. [2:54:22, 2:54:26]: Here county is among the counties of the on the highest taxes in the state of Georgia. [2:54:26, 2:54:28]: So let the citizens know. [2:54:28, 2:54:31]: We're gonna be a month even higher than the Henry County. [2:54:31, 2:54:33]: Tax base that we're paying now. [2:54:34, 2:54:42]: If we implement another tax base on top of that, even with the rollback for the city of Stock Bridge, we need to be transparent and make that clear to the citizens. [2:54:43, 2:54:46]: that the the amount of taxes that you're gonna be paying. [2:54:47, 2:54:52]: is gonna be about thirteen point eight six when you're paying twelve point seven right now to Henry County. [2:54:53, 2:54:58]: And with a rollback of 1.84, we're still gonna be almost 14 mils. [2:54:59, 2:55:02]: Which is a lot of taxes and it don't stop. [2:55:02, 2:55:06]: to the to t to pay for this police department because there's no [2:55:06, 2:55:11]: Right now, strategically, there's no plan in place other than bunding three million. [2:55:12, 2:55:14]: And there's no financial plan in place. [2:55:15, 2:55:16]: At all, right now. [2:55:17, 2:55:18]: And we're about to hire a police chief. [2:55:20, 2:55:23]: I just want to make that transparent and clear to the citizens. [2:55:24, 2:55:28]: Um stand by. Miss uh Barber, you were first. Go ahead, please. You were next to me. [2:55:34, 2:55:35]: I didn't raise my hand. [2:55:35, 2:55:38]: Okay, excuse me. I thought it was Sal Shadow. Ms. Gantt, go ahead, please. [2:55:39, 2:55:40]: Thank you. [2:55:40, 2:55:41]: Oh Mayor. [2:55:42, 2:55:43]: Um, Councilman Blount. [2:55:44, 2:55:44]: You're correct. [2:55:45, 2:55:59]: And I've looked at the numbers as well. We would be paying more for police department right now as it stands. I'm again, I'm not against the police department. I think we can do some things smarter than this. I think we can come up with some [2:55:59, 2:56:02]: some type of resolution to make it affordable. [2:56:02, 2:56:04]: But I think we're rushing this. [2:56:05, 2:56:09]: And one of my biggest concerns is that we haven't. [2:56:09, 2:56:22]: spoken to our constituents in depth about this. We didn't ask, we do we usually ask or how do we do this or or or what are we going on? We haven't informed them of what the plans are. [2:56:22, 2:56:28]: Really? Well, we're doing it now, but we haven't had a specific town hall for our communities to discuss it. [2:56:29, 2:56:30]: If we're gonna pay [2:56:31, 2:56:35]: More for police services to have our own police department. [2:56:35, 2:56:38]: That's just and we are implementing a city tax. [2:56:40, 2:57:00]: for one purpose right now. That doesn't mean that we wouldn't implement that to what who's to stop us from implementing or we all know how taxes are, they increase when we have another project that needs to be done, our community center or things that we can, you know, things that will be needed in the future. [2:57:00, 2:57:12]: We really have to be careful with this. It makes no sense right now what we're doing. Absolutely no sense. I think it's poor planning and I think we need additional time to plan it right. [2:57:12, 2:57:16]: It is obvious the numbers are there. I mean, it's been laid out. [2:57:17, 2:57:20]: There's no sugar coating it. It's in black and white. [2:57:20, 2:57:25]: I have I have up here a statement that was we received a while back. [2:57:27, 2:57:47]: Our fund balance remains strong at this time. The council may approve additional$4 million for a cultural art center from future funds, fund balance needed per the financial advisor memorandum. By the time we have to utilize additional$4 million, it will be the end of 2022. It continues on down to say that we. [2:57:47, 2:57:51]: must have attacks in the near future to be strong. [2:57:52, 2:57:54]: It also talks about [2:57:55, 2:58:09]: The Carrie May Hambrick building, those farms that we observe those, absorb those funds. I understand that there was a discussion regarding the sale of property at a time that we would be able to utilize for the Carrie May Hambrick Culture Arts Center. [2:58:09, 2:58:14]: Those funds were basically absorp observed into fund balance. [2:58:14, 2:58:32]: I believe that figure was$2.7 million. There are dedicating funding sources that we need to tap into, including the American Rescue Plan for Water and Sewer Projects, T S PLOS, if it passes for transportation, before furthering reducing our fund balance. [2:58:32, 2:58:35]: Now these are the words of our financial advisor. [2:58:36, 2:58:49]: We are continuing to reduce, we are continuing to to take on more projects, not that we don't want to, not that do we don't we want to do everything for our community, but we have to do it in order. [2:58:49, 2:58:51]: We have to be smart about it. [2:58:52, 2:58:59]: I'm gonna be financially responsible for I took an oath that I'm gonna do what's in the best interest of the city of Stockbridge. [2:59:00, 2:59:05]: This is not my own personal money. This is not my money. This is our neighbors' money. This is our community money. [2:59:07, 2:59:08]: And we are wrong. [2:59:08, 2:59:13]: We're wrong for rushing this and just throwing something together to say we got it done. [2:59:14, 2:59:20]: We need to be financially responsible. We the writing is on the wall. We will be paying more. [2:59:20, 2:59:24]: For we're gonna be implementing an attacks just to fund the police department. [2:59:26, 2:59:29]: That doesn't mean that that tax can't increase. [2:59:29, 2:59:33]: We've already they've already said by twenty twenty four it would our our budget would double. [2:59:35, 2:59:35]: It's [2:59:36, 2:59:42]: Uh, operation budget alone is five point something million a year for police services alone. [2:59:42, 2:59:51]: Not to include right now, there's and you don't do a police department, by the way, a little bit at a time. We're either gonna do it or we're not. [2:59:52, 2:59:53]: When we do it. [2:59:53, 2:59:56]: And we released the Henry County Police Department. [2:59:56, 3:00:04]: We have a duty and obligation to make sure that this police department is in full working A class order. [3:00:04, 3:00:06]: Like we want everything else to be. [3:00:08, 3:00:11]: So I think we need to take a step back and breathe. [3:00:12, 3:00:17]: And come up with some funding options and be spar smart about what we're trying to do here. [3:00:20, 3:00:22]: Okay, Mayor Pro Tem, you're unmuted. Go ahead, sir. [3:00:22, 3:00:23]: Um for it. [3:00:24, 3:00:25]: But I'm not against it. [3:00:25, 3:00:26]: And on board. [3:00:26, 3:00:28]: And I'm not against it. [3:00:28, 3:00:28]: Okay. [3:00:29, 3:00:33]: But every word that comes out of your mouth is against it. Every single one. [3:00:33, 3:00:36]: And then you say that we say the same thing, which is [3:00:36, 3:00:37]: Let's wait. [3:00:38, 3:00:39]: Wait till win. [3:00:41, 3:00:42]: This is what [3:00:42, 3:00:44]: confounds the public. [3:00:44, 3:00:47]: You continue to tell us about the text. [3:00:48, 3:00:49]: Right. You continue. [3:00:49, 3:00:54]: The the public knows. Why does the public know? Because you tell them at every meeting. [3:00:55, 3:01:05]: Every single meeting you tell them. So they're not listening to you. They're not hearing you say it. They hear you say it at every meeting we have. [3:01:06, 3:01:12]: They see you say it on next door. They see you say it on Facebook. They see you say it. [3:01:13, 3:01:23]: It's been written in the newspaper, in the AJC, in the Henry Harold. It was on TV on channel two and five and eleven. [3:01:24, 3:01:43]: So how is it that the citizens don't know? They do know. They know because you tell them. They know because we have two town halls in Tolkien. We know because I know the mayor has mentioned it numerous times. Every time we talk about this subject, the mayor mentions it too. [3:01:44, 3:01:49]: I know because I mention it too. I tell people every time. [3:01:49, 3:01:53]: Okay, the tax will be about twenty dollars a month. [3:01:54, 3:01:56]: Fifteen to twenty dollars a month. [3:01:57, 3:02:02]: But the one thing that I realize and I hear back from those citizens every single time is real true. [3:02:03, 3:02:10]: You spent twenty million dollars on the amphitheater and you tell me you can't provide a police department and keep me safe. [3:02:11, 3:02:28]: It sounds ludicrous when a facility, when a when a when when you say, well, we got the c community center, we got the cultural arts center, we got the amphitheater. Number one is public safety. The number one responsibility of all of us. [3:02:28, 3:02:30]: Із публік safety. [3:02:31, 3:02:44]: If I thought that we weren't gonna move forward with the police department from twenty fifteen on, I have said I wanna I I thought we should have a police department. And I believed in my heart that one day God would deliver. [3:02:45, 3:02:47]: the officials to vote for it. [3:02:47, 3:02:54]: And as we were planning through the amphitheater, the culture arts center, uh, the youth and senior centers. [3:02:55, 3:02:56]: I always [3:02:56, 3:02:57]: Contemplate it. [3:02:57, 3:03:00]: That we would keep them safe with public safety. [3:03:01, 3:03:03]: Otherwise I wouldn't have been considering them. [3:03:04, 3:03:07]: Because in the end, if they're not safe. [3:03:08, 3:03:13]: Nobody is gonna wanna spend time, but they gotta worry about their car being broken into at the amphitheater. [3:03:13, 3:03:18]: or the Cultural Arts Center or downtown. Nobody's gonna wanna come. [3:03:19, 3:03:19]: Okay. [3:03:20, 3:03:21]: We know just. [3:03:21, 3:03:26]: in the in the in the past I don't want to w heighten a little I don't want to scare anybody. [3:03:27, 3:03:30]: But the fact is violent crime is up in the city and around us. [3:03:31, 3:03:39]: Just the other day, two more people were discovered deceased. Just the other day in our city, in the city limits. [3:03:40, 3:03:45]: Just a month ago, two people were found passed away just outside the city limits. [3:03:45, 3:03:47]: the victim of crime. We know that. [3:03:48, 3:03:55]: We know the aggravated assaults are up. We know the petty crime is up. We already know all of these things are coming. [3:03:56, 3:04:04]: And it would be irresponsible of us to invite 4,200 people downtown to our downtown every single month repeatedly. [3:04:05, 3:04:05]: Knowing that [3:04:06, 3:04:08]: Hit the mayor? [3:04:08, 3:04:28]: Myself and Mr. Knighton are on a call weekly with the COVID. And the county has made it absolutely clear, do not try to overtax them with anything else outside of their responsibility, because the answer is going to be no, because they have a primary responsibility to keep their facilities safe. And that's [3:04:28, 3:04:32]: That's why we have to primarily look after the paramedics and everything at the amphitheater. [3:04:33, 3:04:35]: But let me say it again. [3:04:35, 3:04:37]: I think Councilman Thomas. [3:04:38, 3:04:41]: I thank Councilwoman Barber for having the courage. [3:04:41, 3:04:44]: To bond the three milyen dollars. [3:04:44, 3:04:45]: First. [3:04:45, 3:04:56]: before they bundled the the the final payment for the amphitheater, before they bunded the cultural art center, because that's what laid the foundation for us to be able to do. [3:04:56, 3:04:58]: Вот виду тудей. [3:04:59, 3:05:01]: It is about keeping our community safe. [3:05:02, 3:05:05]: See, the issue is the city of McDonough [3:05:05, 3:05:10]: Their police department is why they're growing and one of the the people can look to see. [3:05:11, 3:05:24]: When they go to South Point Retail to JC Penney, you're gonna see a McDonald police department car. And you'll probably see a heat a Henry County Police Department car too. So they have double protection. When you go down to Tanger Outlet, [3:05:25, 3:05:34]: And you see, you'll see a Henry County police department car and you'll see a Locust Grove police department car. When you go over to Hampton, the same thing. [3:05:34, 3:05:35]: The problem is [3:05:35, 3:05:39]: Stockbridge has the largest population. [3:05:40, 3:05:48]: I'm not talking about what the census says. We honestly know that the 30281 zip code has 70,000 people in it. [3:05:48, 3:05:53]: And our city limits are surrounded by the three oh two eight one zip code. So it's certainly not. [3:05:54, 3:06:06]: Certainly not just 29,000 because if you took everybody in the stock bridge zip code, you'd have 70,000 plus people. That's what we're really serving here in this community. [3:06:06, 3:06:07]: I hear [3:06:08, 3:06:16]: And I'm gonna close here within the next 60 seconds. The next time, every time I hear uh, you know, councilman Blount or councilman uh councilman [3:06:17, 3:06:21]: Again, say um for the police department, but neither one of them have put forward [3:06:21, 3:06:23]: Any plan at all. [3:06:24, 3:06:30]: To say this is what we should do. They just say tax, tax, tax, tax, scare, scare, scare, scare. [3:06:31, 3:06:33]: No, no, no, no, you're not gonna pay. [3:06:34, 3:06:47]: Okay, that's that's not leadership. Fear that's fear-mongering to make sure that we do what we need to do. But in the end, we will be judged by the decisions that we make to keep this community safe. [3:06:47, 3:06:49]: We have a candidate right now. [3:06:49, 3:06:52]: That we m we that we can consider to bring on board. [3:06:52, 3:06:53]: We might do that. [3:06:54, 3:06:56]: And I and I advise us to do that because in the end. [3:06:57, 3:07:01]: We're gonna be judged on the public safety, not on the amphitheater. [3:07:01, 3:07:06]: Not on any of these other projects, but whether we keep the community safe. Thank you. [3:07:07, 3:07:08]: It's good. [3:07:08, 3:07:09]: Go ahead, please. [3:07:10, 3:07:10]: Thank you, Mayor. [3:07:11, 3:07:16]: And um Mayor Persim, I have to totally disagree with your statement. [3:07:17, 3:07:31]: When I say that I am for a police department, I mean I am for a police department. I do have solutions and financial solutions that we need to research everyone. What are they? What are they? [3:07:31, 3:07:47]: Go ahead. We we we will have other solutions and once they are, and you know me, I'm when I pull up everything and once everything is researched and once we get everything together, and once I get everything together, then I'll I'll present it to you. I have no problem doing that, sir. [3:07:48, 3:08:06]: The problem I have is no,$3 million was not thought of when we originally first started bunding. I received a phone call from you at the 18th hour, right before a council meeting, saying you were going to add$3 million so that the citizens would be okay with the other amount of money that we were bunding. [3:08:07, 3:08:08]: And that's the truth. [3:08:08, 3:08:13]: Now I'm uh what I'm here for today is saying why what's the rush? [3:08:14, 3:08:15]: We are not [3:08:16, 3:08:17]: Unsafe. [3:08:18, 3:08:24]: We have the same police services that we would be providing to our citizens right now. [3:08:24, 3:08:29]: We're not going without police tomorrow. We're not going without police at our first concert. [3:08:30, 3:08:35]: Police are we can't stop crime. Law enforcement. [3:08:35, 3:08:37]: is to enforce the law. [3:08:38, 3:08:47]: So all the scare tactics, the scare tactics would be, oh my God, we need to be concerned about the safety of our citizens, as if. [3:08:48, 3:08:59]: The Pol Herman County Police Department, who does an excellent job, aren't doing a job, aren't doing their job. That's not the case. The case is, yes, we are the one of the largest cities here. [3:08:59, 3:09:19]: And yes, we should get a police department, but we when we get one, we should be smart about it. The county wants us to have one. History would show that. And I truly believe that this stems from those mechanisms of people saying, oh, Stockbridge needs a police department. Citizens saying, even when we were out. [3:09:19, 3:09:24]: for the when we were doing the whole cityhood fight. [3:09:25, 3:09:25]: Oh. [3:09:26, 3:09:29]: P citizens w stated that they wanted a police department. [3:09:30, 3:09:30]: Well then [3:09:31, 3:09:42]: In the Eagles Landed side, citizens want a police department, but they didn't vote for that. They voted to stay in Stockbridge because guess what? People didn't want to be taxed. That was the other issue. [3:09:42, 3:10:02]: And we need to address that. Yes, the mayor has said we're gonna get a millage. Yes, our city manager said we're gonna get a millage, but that could be misleading. Some people think an additional millage on the tax may come from the county. That's not the case. What we're saying is we're going to have a city property tax. [3:10:02, 3:10:06]: tax. So you're gonna be paying the county and you're gonna be paying the city. [3:10:07, 3:10:11]: We all know what that means. And guess what? We're paying more. [3:10:12, 3:10:13]: We're gonna pay more. [3:10:13, 3:10:15]: And it doesn't go down. [3:10:15, 3:10:20]: By no means, I'm not here to sugarcoat. This is not a up for debate with me. [3:10:21, 3:10:27]: It is about the morale, it is about the principle of letting and and being financially responsible. [3:10:28, 3:10:35]: There are other ways of starting and funding a police department. We added three million if it was so important to us. [3:10:35, 3:10:38]: We would have bunded the whole five million. [3:10:38, 3:10:43]: the five point uh three mil that was suggested or five point six or whatever it was. [3:10:43, 3:10:50]: To start the police department. That's what we would have put in there, but we put three mil in, not the whole five. [3:10:51, 3:11:04]: That's because it was done last minute to smooth over the other things that we needed to implement, not to include knowing that we would expand and want the state of the arts art center as well. [3:11:05, 3:11:09]: I'm not going to mislead our citizens. I'm going to be transparent about it. [3:11:10, 3:11:12]: And we are gonna find a solution to it. [3:11:13, 3:11:33]: Okay, how about this? How about Ms. Gantt and Mayor Pro Tem? You spoke twice on this subject. We'll put no more comments from the two of you. I've only spoken once, sir. One time. I thought you spoke twice. Oh, so you always overestimated me. I always spoke to you. No, I didn't only spoke one time. Hold on. Mayor Pro Tem, stand by, please. Mr. Blount. [3:11:33, 3:11:33]: Go ahead, sir. [3:11:35, 3:11:38]: Thank you, Mayor. You know, one of the things I one of the things uh [3:11:39, 3:11:46]: People need to prevent themselves from doing is putting more sugar in a cake than they do uh putting more s uh sugar in the cake than they do salt. [3:11:46, 3:11:48]: Because when you get the cake it won't be right. [3:11:49, 3:11:56]: And and that's all we're trying to do here. When I ran for office and took office, one of the debates we had in 2015. [3:11:56, 3:12:00]: The police department was uh established the police department was on the board then. [3:12:01, 3:12:06]: And the question they asked me is, how would you establish a police department? Well, from what I knew. [3:12:06, 3:12:11]: Is that you would you that you would put it on the splots, put public safety on splots. [3:12:11, 3:12:20]: And then you would get the people together that you would hire to formulate and tell you how to make that happen. And then be transparent with the people on how to make it happen. [3:12:21, 3:12:25]: If if a police department was so important to this council. [3:12:26, 3:12:28]: Why didn't we put public safety on splots? [3:12:29, 3:12:31]: But we put other things on splash. [3:12:31, 3:12:33]: But we didn't put public safety on there. [3:12:34, 3:12:41]: And when we when I hear someone tell an untruth on the tail end, then they're probably telling an untruth on the front end. [3:12:42, 3:12:43]: Because [3:12:44, 3:12:45]: It can be verified. [3:12:46, 3:12:50]: This council sat there and we they decided to burn twenty two million dollars. [3:12:51, 3:12:54]: I found out hours before the council meeting. [3:12:55, 3:12:59]: That a motion, an amended motion, go back and look at the meeting, citizens. [3:12:59, 3:13:01]: An amended motion. [3:13:01, 3:13:05]: To bond twenty three extra million toward a police apartment was brought forward. [3:13:06, 3:13:07]: By Mr. Alexander. [3:13:07, 3:13:13]: So to tell you all that that was first, if it was first, it wouldn't have had to be amended on the agenda. [3:13:14, 3:13:19]: So I'm trying to tell you all listen and listen to the truth because let me tell you something. [3:13:20, 3:13:22]: Unless you have the facts. [3:13:24, 3:13:34]: You're not gonna make a a great a a good decision on what to what to do. The fact is that the police department three million dollars was amended on the agenda. [3:13:34, 3:13:37]: To be added to the twenty two milyen dollars. [3:13:37, 3:13:42]: We hired a financial advisor that is continually advising us. [3:13:43, 3:13:53]: But as Mr. Alexander continued to tell you what financial position we're in, right now the city stock bridge, and I'll say it again, we still don't have a plan in place. [3:13:54, 3:13:54]: To five. [3:13:55, 3:14:04]: We still don't have a plan in place, but we can continue to have a council member come on here and still talk about crime, crime, crime. Right now we have Henry County Police Department. [3:14:04, 3:14:06]: What do we think we're saying to them? [3:14:06, 3:14:08]: What do we think we're saying to businesses? [3:14:08, 3:14:10]: What we think we're saying to citizens. [3:14:11, 3:14:20]: When when we was elected into office, what people wanted to see was professionalism brought forward to them on these uh uh on not only a council meeting, but on these Zoom calls. [3:14:21, 3:14:27]: They don't want to see all of this. First of all, you want the truth brought to you and you don't want all this mess. [3:14:27, 3:14:32]: All these crazy rebuttals, all these attitudes, you want the truth. [3:14:33, 3:14:42]: You want the truth. And to strategically move toward a police department, if it was so important, why didn't we put public safety on spots? [3:14:43, 3:14:48]: If it was so important, why wasn't it on agenda and had to be amended to add three million dollars that [3:14:48, 3:14:51]: I'm not gonna play politics with the citizens' money. [3:14:52, 3:14:53]: I'm not gonna do it. [3:14:54, 3:14:57]: We do not have a complete plan in place. [3:14:58, 3:14:59]: For a police department. [3:15:00, 3:15:02]: Mr. Thomas, please go ahead. [3:15:05, 3:15:06]: Thank you, Mayor. Um [3:15:07, 3:15:10]: Mr. Knight, I'm going to ask you to [3:15:10, 3:15:12]: uh repeat yourself [3:15:13, 3:15:20]: uh when you laid it out about the rollback, but let me just make a couple of comments first. And I just made some notes here. [3:15:21, 3:15:22]: Um [3:15:23, 3:15:28]: No one recommended that the police services be placed on splash. [3:15:28, 3:15:29]: You're correct. [3:15:30, 3:15:33]: Uh there with the mayor, there are six members on this council. [3:15:34, 3:15:35]: No one. [3:15:36, 3:15:37]: No one. [3:15:38, 3:15:39]: made that recommendation. [3:15:40, 3:15:42]: So as an alternative plan. [3:15:42, 3:15:55]: Any one of us could have could have made their recommendation. I'm hearing this today, but out of all these discussions, no one made their recommendation. So let's let's be clear on that. No one. Um [3:15:55, 3:15:57]: Henry County. [3:15:57, 3:15:59]: Patrolling the city of Dark Ray. [3:16:00, 3:16:02]: And everyone on this council knows too. [3:16:03, 3:16:05]: And when it comes to and when it came to [3:16:05, 3:16:07]: The SDS agreement. [3:16:08, 3:16:12]: Uh we met with the county manager, the commissioners. [3:16:12, 3:16:14]: Are we met in mediation? [3:16:15, 3:16:19]: And we try to uh negotiate. [3:16:19, 3:16:22]: The S D S D S agreement with the county. [3:16:23, 3:16:27]: And out of that, and everybody on this council know I don't have to repeat. [3:16:27, 3:16:30]: how that mediation went. Everybody on this council know. [3:16:31, 3:16:32]: Actually how that went. [3:16:33, 3:16:37]: And and it was told and uh Mr. Nine, you can confirm this. [3:16:37, 3:16:45]: That they're going to patrol the city of Stockbridge just like they patrol any other part of the county. [3:16:45, 3:16:46]: Лемі сайтис. [3:16:47, 3:16:48]: We [3:16:49, 3:16:51]: Do not get [3:16:52, 3:16:53]: Patrol. [3:16:54, 3:16:55]: in neighborhoods. [3:16:56, 3:16:57]: That's the biggest issue. [3:16:58, 3:17:00]: I'm not gonna throw dirt on the county. [3:17:00, 3:17:02]: On the Henry County Police Department. [3:17:03, 3:17:06]: Um, they do a pretty good job, but I'm not here to throw dirt on them. [3:17:06, 3:17:10]: I'm just saying what we are lacking. We do not get that. [3:17:11, 3:17:15]: Interneighborhood patrol. We don't get that. [3:17:15, 3:17:22]: Yes, we see them on North Henry Boulevard, Eagles Landing Parkway, writing tickets, et cetera, et cetera. [3:17:24, 3:17:25]: I don't see not one car. [3:17:26, 3:17:28]: In my neighborhood, I don't see not one car. [3:17:29, 3:17:37]: Even coming through. I don't see one car even parked unless they're going through a shortcut. I just want to say that, but but Mr. Knight, I want you to go back and repeat yourself. [3:17:38, 3:17:39]: Uh on the [3:17:40, 3:17:41]: The millage [3:17:42, 3:17:48]: That we are paying that the city of Stockbridge is paying into Henry County right now. And I I wanna try to make a point. [3:17:50, 3:17:59]: Right. Uh we're paying about one or citizens stockbridge are paying about one point eight four mils for police services, which equates to about one point eight million dollars. Okay. [3:18:00, 3:18:01]: Now with that being said. [3:18:02, 3:18:04]: And it was stated earlier that [3:18:04, 3:18:06]: If you are a [3:18:07, 3:18:09]: Um homeowner in Henry County. [3:18:10, 3:18:12]: you're paying twelve point seven. [3:18:12, 3:18:13]: Is that correct? [3:18:16, 3:18:18]: Yes, that's about right. Twelve points. [3:18:18, 3:18:19]: Mm-hmm. Total. [3:18:19, 3:18:22]: What whether we do a police department or not. [3:18:24, 3:18:25]: That is not going anywhere. [3:18:26, 3:18:27]: That's gonna be the same. [3:18:28, 3:18:30]: Now with that being said [3:18:30, 3:18:32]: If the sit of Stockbridge developed [3:18:33, 3:18:36]: their own police department and then with the rollback [3:18:37, 3:18:40]: And so I was trying to calculate the difference. [3:18:40, 3:18:42]: In the twelve point seven [3:18:43, 3:18:46]: And then you calculate in the rollback. [3:18:48, 3:18:50]: then you have a a a a a number. [3:18:51, 3:18:55]: And then if you look at adding the uh police department, so [3:18:55, 3:18:57]: So Mr. Knight, so [3:18:57, 3:19:03]: And I think it went to 13.86. I think someone sort of mentioned it. [3:19:03, 3:19:05]: So you're talking about that difference. [3:19:05, 3:19:08]: And and can somebody tell me that [3:19:09, 3:19:11]: That difference [3:19:11, 3:19:13]: The difference. [3:19:13, 3:19:20]: in the 12.7 right now, which is not going anywhere, you still gonna be paying that. [3:19:21, 3:19:24]: So are you saying then that that difference [3:19:25, 3:19:27]: Is not worth having. [3:19:28, 3:19:29]: That [3:19:30, 3:19:31]: Peace of mind. [3:19:33, 3:19:34]: It's not worth having [3:19:35, 3:19:36]: Uh officers [3:19:37, 3:19:39]: Patrolling in your neighborhood. [3:19:40, 3:19:41]: It's not worth having [3:19:42, 3:19:55]: um businesses feeling comfortable and moving into Stock Bridge, potential homeowners moving into Stock Bridge, their kids being able to to to go outside and play. [3:19:56, 3:20:08]: People feeling comfortable enough to walk the trails and to walk and to do and enjoy life in the city of Stalgrid. I'm only talking about the difference. [3:20:08, 3:20:16]: Again, the 12.7 is not going anywhere. So we're talking about that added difference, and that difference. [3:20:17, 3:20:20]: That difference is what you would be paying. [3:20:20, 3:20:21]: To have that [3:20:23, 3:20:24]: elusive [3:20:24, 3:20:25]: Services. [3:20:26, 3:20:30]: that we don't have right now. So and I I'm just asking the question. [3:20:30, 3:20:34]: I'm asking it to the citizens and I'm asking to all of them. We're all a citizen. [3:20:35, 3:20:37]: So I'm just saying uh that difference. [3:20:38, 3:20:40]: We are not willing to pay that. [3:20:41, 3:20:43]: For what the City of Dark Red Police Services? [3:20:44, 3:20:55]: We'll provide that we don't have retina. And again, I'm not going to bash Henry County, but I'll say this and I'll say this to the citizen. And everyone on this council know this. [3:20:56, 3:20:59]: Everyone on this council know. [3:21:00, 3:21:04]: that we have tried to negotiate with Henry County in the best face possible. [3:21:05, 3:21:08]: And we know, and it's not the police department. [3:21:09, 3:21:14]: They follow orders just like if we had a Stark Ridge Police Department, they will follow orders. [3:21:14, 3:21:16]: We know, we know. [3:21:17, 3:21:18]: Where this come from? [3:21:19, 3:21:26]: So let's be clear. I'm being clear with the citizens. And this council, everybody on this council, they know this. [3:21:26, 3:21:29]: They can twist it any kind of way they want to twist it. [3:21:29, 3:21:32]: But they know we have tried in good faith. [3:21:33, 3:21:43]: And for years and years and years, yes, we paid Henry County to patrol the city of Stargrid as well as the neighborhoods. [3:21:43, 3:21:51]: And this council knows where we are today in 2021 and where we were in 2020. This council knows. [3:21:52, 3:21:54]: And they know what was told to us. [3:21:55, 3:21:57]: What we need to do about [3:21:58, 3:22:05]: You know, a Stockbridge Police Department. Everyone on this council knows that. But see, but no one is talking about that. [3:22:06, 3:22:08]: But again, Mr. Nane, if you would [3:22:09, 3:22:11]: Just reiterate. [3:22:12, 3:22:19]: That difference, we're talking about that different. We ain't talking about the 12.7, we ain't talking about the 13.86. [3:22:20, 3:22:26]: But it's that difference. And what do you get in that difference? It's just like if you want to buy a truck. [3:22:27, 3:22:44]: for seven thousand dollars but you want to buy a truck for ten thousand and you're paying that difference because that's your preference because in that difference you you your desire is for something else so mr nine if you would talk about the difference [3:22:45, 3:22:46]: And what is that difference? [3:22:47, 3:22:49]: Did you understand the question? [3:22:50, 3:22:52]: I believe so. If you're talking about [3:22:55, 3:22:56]: The [3:23:00, 3:23:14]: So we're paying twelve twelve point seven right now, correct? Seven three, yeah, twelve point seven three. Okay, so now with the rollback and all of the other amenities that's gonna go into that court, fine, fees, and notes, that kind of thing. [3:23:15, 3:23:16]: So [3:23:16, 3:23:19]: That coming back so that reduces. [3:23:19, 3:23:21]: The twelve point seven, is that correct? [3:23:22, 3:23:23]: Slightly. [3:23:24, 3:23:28]: Yes, yes it does. Yes it does. Okay. So now the fact that we're going to [3:23:29, 3:23:31]: And a police department. [3:23:31, 3:23:36]: And we're looking at what it's gonna cost to do that. So then that is added to [3:23:37, 3:23:38]: Whatever that that [3:23:38, 3:23:40]: Where where we settle [3:23:40, 3:23:43]: in the rollback but then you add the plus [3:23:44, 3:23:50]: That's correct. Okay. So again, so that that's the question that I'm asking to citizens and everyone else. [3:23:51, 3:23:53]: We're not willing to pay that difference. [3:23:54, 3:23:55]: For the services. [3:23:57, 3:23:59]: That would be rendered those additional services. [3:24:00, 3:24:02]: That state of mind [3:24:02, 3:24:03]: We're not willing to pay that. [3:24:04, 3:24:13]: And and that's what it boils down to. So let's not let's not create this whole scenario of taxes on top of taxes and taxes on top of taxes. [3:24:14, 3:24:16]: We're talking about paying for [3:24:18, 3:24:22]: A peace of mind. We're we're talking about paying for [3:24:22, 3:24:24]: Neighborhood patrol. [3:24:24, 3:24:28]: We're talking about the whole sense of security. [3:24:29, 3:24:31]: So that's what we're talking about, paying for. So [3:24:32, 3:24:34]: Mr. Nine can can you sort of just [3:24:34, 3:24:38]: And I don't want to put you on the spot. I just want you to just talk about the difference. [3:24:39, 3:24:45]: If if if you can calculate that. I know you you're not I mean a mathematician. I know you're a city manager and [3:24:46, 3:24:48]: other thing, but I know you're not a mathematician, but [3:24:49, 3:24:52]: Just just I mean, just in theory, just in principle. [3:24:54, 3:25:03]: Well, there you got a millage rate now, of course, and you know, there's a certain millage rate being paid Henry County for police services, just like there are for other services. [3:25:03, 3:25:06]: that the county provides if a police department [3:25:06, 3:25:10]: uh comes into being, you have to calculate what that is in addition. [3:25:11, 3:25:14]: Um to have uh the city's own police department. [3:25:14, 3:25:25]: And you know, that is an additional military. That's that's been contemplated, or there's an additional difference that has to be closed, a gap that has to be closed. That's been stated in the Carl Vincent Institute study. [3:25:25, 3:25:33]: It's been stated previously that that would have to be the case. And there, of course, there are many other cities comparable size. McDonough, for instance, that does have. [3:25:33, 3:25:37]: A public safety uh millage rate. Uh they do have fire in McDonough. [3:25:37, 3:25:39]: But many others delude. [3:25:39, 3:25:41]: You know, in in many other jurisdictions. [3:25:42, 3:25:49]: um have a millagerade as a to as is attached to their local government primarily because of public safety. [3:25:49, 3:25:51]: Most notably being police. [3:25:51, 3:25:56]: Um and so you know obviously that is a decision that each jurisdiction has to make. [3:25:56, 3:26:03]: with respect to uh if there is a millage rate and if that is a service that they want to provide. [3:26:06, 3:26:16]: Thank you, sir. I yield back, Mayor. Okay, no problem. One of the things I think I'd like to like to reiterate is that you mentioned about seven hundred thousand dollars and actually having your own police department means that um [3:26:18, 3:26:38]: Excuse me. Means that the$700,000 comes from enforcement of the ordinances and things that nature, tickets that will occur in the city of Starbury's as well. Now, obviously, those could be citizens or constituents that are in the city or people coming through the city, things of this nature as well. And that's where it comes in the budget that you mentioned earlier about the municipal court in the case. [3:26:38, 3:26:57]: Indicating that the course for 2022, that there'll be an increase in the budget for the municipal court, also based on the process of having a police department and funding that properly as well, which I indicated in my first comments when you first spoke about it, Mr. Knight is I think we need to keep those things in the budget for 2022 as we go down this road, at least have that place marker there. [3:26:57, 3:26:59]: have to continue to have this debate and discussion. [3:27:00, 3:27:18]: on which way to go. That's why I that's what I personally think. And I think it's a smart thing to do that. And that's once again my particular opinion on that. But I'll tell you what, ladies and gentlemen, I we've kind of uh beat this particular horse. Everybody's spoken. I'd like to uh recommend that we move on that we move on. [3:27:18, 3:27:29]: Councilwoman Barber got I mean Councilwom Councilwoman Barber hasn't spoken. Okay, fine. Councilwoman Gantt spoke twice. Councilman Blount spoke twice. I spoke once. That's the record. [3:27:29, 3:27:31]: Okay. Miss Barber, excuse me. Go ahead, please. [3:27:34, 3:27:35]: Okay. Um thank you, Mayor. [3:27:37, 3:27:38]: Several things come to mind. [3:27:39, 3:27:43]: I'm the newest member of the council. So those conversations that the city may have been having with [3:27:44, 3:27:51]: Um the county in regards to a police services, I wasn't privy to any of those conversations. Um [3:27:52, 3:27:57]: I think I did witness some a meeting perhaps some years back. [3:27:57, 3:28:00]: With the board of commissioners kind of urging the city. [3:28:01, 3:28:03]: To establish their own [3:28:03, 3:28:05]: uh law enforcement or public safety. [3:28:06, 3:28:08]: But nonetheless, we're here now. [3:28:09, 3:28:11]: It is interesting to me. [3:28:11, 3:28:13]: Ласт ірвана, а кайман бор. [3:28:14, 3:28:18]: The seven million dollar cost overruns. [3:28:18, 3:28:19]: to the amphitheater. [3:28:20, 3:28:22]: As I began to try to [3:28:22, 3:28:23]: Alarm. [3:28:24, 3:28:25]: The council. [3:28:25, 3:28:26]: And the [3:28:27, 3:28:28]: overruns that we were having [3:28:29, 3:28:30]: All last year. [3:28:31, 3:28:32]: I got beat up about it. [3:28:33, 3:28:35]: at every meeting when I pointed it out. [3:28:36, 3:28:39]: With that seven million, we could have been using that. [3:28:40, 3:28:43]: To help with the cost of establishing a police department. [3:28:43, 3:28:44]: But we're here now. [3:28:45, 3:28:48]: It's just interesting to me that there are council members. [3:28:49, 3:28:50]: Who are now [3:28:51, 3:28:53]: Wanting to say they're fiscally responsible. [3:28:54, 3:28:57]: when we should have been fiscally responsible. [3:28:58, 3:29:00]: prior to constructing that amphitheater. [3:29:00, 3:29:01]: By having a [3:29:02, 3:29:04]: Experienced project manager. [3:29:05, 3:29:06]: Nonetheless. [3:29:07, 3:29:11]: My my take is and I want Mr. Knighton to go back through the numbers. [3:29:11, 3:29:13]: for establishing this police department. [3:29:14, 3:29:17]: In the budget, he has the five point six million. [3:29:18, 3:29:19]: That's for [3:29:19, 3:29:24]: um annual operating cost of a full police department. [3:29:25, 3:29:28]: The plan was that we were not going to. [3:29:29, 3:29:34]: Established a full-fledged police department in twenty twenty-two. [3:29:35, 3:29:38]: We're discussing the budget for twenty twenty two. [3:29:39, 3:29:41]: So that five point six million dollars. [3:29:42, 3:29:48]: Is a bit much because we're not establishing a full police department next year. [3:29:48, 3:29:50]: And the same with the courts. [3:29:50, 3:29:54]: I assume that their budget is based on us establishing. [3:29:54, 3:29:58]: A full fledged police department next year. [3:29:59, 3:30:00]: I don't support that. [3:30:01, 3:30:04]: What I supported when we discussed this that we were start [3:30:04, 3:30:06]: Small we would start slow. [3:30:07, 3:30:07]: And small. [3:30:08, 3:30:09]: So [3:30:09, 3:30:10]: Next year. [3:30:11, 3:30:16]: I do not anticipate that we're gonna hire fifty-seven police officers. [3:30:17, 3:30:17]: We're not. [3:30:18, 3:30:21]: I feel most comfortable with starting slow. [3:30:22, 3:30:31]: In fact, if we can hire a police chief, a consultant, or someone to help us chart the course going forward. [3:30:32, 3:30:36]: The reason why we don't have a plan is because none of us on here. [3:30:37, 3:30:39]: Are experts in law enforcement? [3:30:40, 3:30:41]: We need a chief here. [3:30:42, 3:30:44]: To help us chart the course going forward. [3:30:45, 3:30:46]: Which is why [3:30:47, 3:30:47]: Um [3:30:48, 3:30:49]: we're trying to hire one. [3:30:50, 3:30:52]: So we can move this along. [3:30:53, 3:30:55]: What I think about um public safety. [3:30:56, 3:30:57]: Four. [3:30:57, 3:31:01]: Us establishing this um amphitheater. [3:31:01, 3:31:07]: It's gonna bring thousands of people to one central location that's our downtown area. [3:31:08, 3:31:10]: Most of us live [3:31:11, 3:31:14]: More than a mile away from the downtown area. [3:31:15, 3:31:18]: I think about those businesses and residents. [3:31:18, 3:31:19]: That lives [3:31:20, 3:31:22]: In close proximity to the amphitheater. [3:31:23, 3:31:25]: During these concerts and events [3:31:26, 3:31:29]: They're the ones who are gonna be most impacted. [3:31:30, 3:31:36]: Yes, we'll have Heron County police and perhaps even the Sheriff's Department helping with traffic control. [3:31:37, 3:31:38]: But long after. [3:31:39, 3:31:40]: The events are over. [3:31:41, 3:31:43]: Those residents and businesses. [3:31:43, 3:31:47]: still have to deal with the pedestrian and vehicular traffic there. [3:31:48, 3:31:50]: I think about the downtown area. [3:31:51, 3:31:56]: those businesses and residents who have not been given the type of [3:31:56, 3:31:57]: Um [3:31:58, 3:31:59]: Safety. [3:31:59, 3:32:00]: They deserve. [3:32:00, 3:32:01]: They've been asking. [3:32:02, 3:32:03]: They've been asking for help. [3:32:04, 3:32:05]: They've been asking. [3:32:05, 3:32:08]: That we increase the patrols in their areas. [3:32:09, 3:32:11]: Now is not the time for us to [3:32:12, 3:32:13]: argue about it. [3:32:14, 3:32:18]: Let's bring our ideas here to the meetings. Let's discuss them. [3:32:20, 3:32:24]: Англий супорт стартін сло. [3:32:24, 3:32:25]: And it's mall. [3:32:26, 3:32:27]: And gradually work our way up. [3:32:28, 3:32:29]: Mr. Knighton. [3:32:30, 3:32:38]: If you would please, sir, your slide, can you show them again that shows the the revenue, the expenses? [3:32:46, 3:32:47]: Give me one second to [3:33:05, 3:33:18]: Now I know that current uh millage rate, the 12.73. Um that includes all of the taxes, includes what we pay into the schools. Is that correct, Mr. Knighton? [3:33:19, 3:33:23]: I'm sorry. I'm sorry. I'm sorry. I couldn't hear you say that again. The current millage rate. [3:33:23, 3:33:27]: Yet the overall current millage rate that we pay to Herman County. [3:33:28, 3:33:30]: That's the twelve point seven three. [3:33:31, 3:33:38]: That's correct. Yes. Okay. That includes what we pay into the schools, the school board. [3:33:39, 3:33:40]: Public safety. [3:33:41, 3:33:42]: Right. [3:33:42, 3:33:48]: I don't think that does. That that's just not because the school mileage rate is a different millage rate. [3:33:48, 3:33:49]: Is it okay. [3:33:50, 3:33:50]: Yeah. [3:33:51, 3:33:54]: So that 12.73, tell me what does it include then? [3:33:54, 3:33:56]: It includes, it includes. [3:33:56, 3:33:58]: Um the [3:33:58, 3:34:00]: County Millage hold on one second, let me pull this up. [3:34:04, 3:34:06]: Um it includes the full county millage rate. [3:34:08, 3:34:09]: But the county has [3:34:10, 3:34:16]: For um its services that it provides. It also includes a fire millage rate, a police millage rate. [3:34:17, 3:34:19]: The recreation mileage rate as well. [3:34:23, 3:34:30]: Fire police, recreation, those are all included, as well as the the standard county military. [3:34:30, 3:34:33]: Okay, that's all it's twelve point seven three. [3:34:34, 3:34:35]: That's correct, yes. [3:34:36, 3:34:38]: So when you mention about the rollback. [3:34:39, 3:34:40]: You mean only [3:34:41, 3:34:41]: [12881.7, 12882.9]: Public safety. [3:34:43, 3:34:46]: aspect of that current will trade will be rolling. [3:34:46, 3:34:48]: That is correct, yes. [3:34:48, 3:34:51]: So this rollback that you have on the slide, the one point [3:34:52, 3:35:00]: Um eighty four million dollars. Yes. Is that the rollback that we can anticipate or for police? For police, yes. Only for police. That's right. [3:35:02, 3:35:03]: Okay. [3:35:04, 3:35:09]: Okay. And you have the cost of a full police annually five point six. [3:35:09, 3:35:12]: Right. That was based on the Carl Vinson study. That is correct. [3:35:12, 3:35:13]: Okay. [3:35:13, 3:35:17]: We're not starting a full fledged police department. [3:35:18, 3:35:20]: So if we can just say half of that. [3:35:20, 3:35:21]: Um [3:35:21, 3:35:25]: operating budget just for next year in 2022. [3:35:27, 3:35:28]: Um [3:35:28, 3:35:29]: Half of that. [3:35:34, 3:35:41]: Okay. And what did you say the estimated um military will be after the rollback? [3:35:44, 3:35:46]: For us starting our own police. [3:36:03, 3:36:08]: I'm sorry. The question was how much was the would the [3:36:09, 3:36:10]: Rollback B. [3:36:12, 3:36:14]: after the rollback has been applied. [3:36:14, 3:36:17]: What is the estimated millage rate? [3:36:17, 3:36:19]: that we'll pay to the county. [3:36:19, 3:36:21]: And what is the estimated? [3:36:22, 3:36:24]: New Millage Rate. [3:36:24, 3:36:27]: We would establish or impose for the city. [3:36:29, 3:36:33]: Not dancing, but earlier I thought we thought well it was thirteen point eight six. I thought it was. [3:36:36, 3:36:41]: So it's the difference of the 13.86 and the 12.73. [3:36:41, 3:36:44]: One point one two seven is the difference. [3:36:49, 3:36:49]: Okay. [3:36:51, 3:36:58]: And one half of five point five four uh five point six million actually well could be three million in sense that's what's what already been bonded. [3:36:59, 3:36:59]: Very much. [3:37:04, 3:37:05]: But [3:37:07, 3:37:08]: [13032.0, 13033.2]: Mr. Thomas Guayas sir. [3:37:16, 3:37:19]: Сі, да із пон. [3:37:19, 3:37:21]: that I am trying to make. [3:37:21, 3:37:23]: Again, uh [3:37:23, 3:37:24]: The difference. [3:37:25, 3:37:26]: That's the issue, the difference. [3:37:27, 3:37:30]: And if you calculate that difference out. [3:37:30, 3:37:31]: Um [3:37:31, 3:37:38]: And you add that to your to your monthly escrow and whatever that balance may be at the end of the year. [3:37:39, 3:37:41]: That's the issue. [3:37:41, 3:37:43]: Um you know, we we're trying to [3:37:45, 3:37:48]: pretend that it's something in different. [3:37:48, 3:37:50]: But but but but that is the if [3:37:50, 3:37:56]: So let let me go here, Mary. And I know this is my second time speaking and this is my last time speaking on this subject. [3:37:56, 3:37:56]: All right. [3:37:57, 3:37:58]: Um [3:37:59, 3:38:01]: I do not recall at any time. [3:38:02, 3:38:05]: We have been talking about policing. [3:38:05, 3:38:07]: And Stockbridge. [3:38:07, 3:38:10]: Since Mark Alcon was the mayor. [3:38:11, 3:38:13]: And you figure that out, how long ago that's been. [3:38:14, 3:38:17]: We have been talking about policings in Starkridge. [3:38:18, 3:38:20]: I have not heard [3:38:21, 3:38:23]: Any alternative [3:38:24, 3:38:25]: solution [3:38:26, 3:38:27]: Two police in [3:38:28, 3:38:29]: And Stark Ridge. [3:38:30, 3:38:32]: Other than what we are proposing right now. [3:38:33, 3:38:34]: I have not heard [3:38:35, 3:38:39]: Any solution I have not heard any. [3:38:39, 3:38:43]: proposal. I haven't heard any other suggestion. [3:38:43, 3:38:45]: From any one [3:38:46, 3:38:47]: Over all of these years. [3:38:48, 3:38:54]: Again, it's easy to complain. It's easy to criticize. [3:38:55, 3:38:56]: I'm open. [3:38:56, 3:38:58]: To hearing and listening. [3:38:59, 3:39:02]: to any alternative. I think I am a fair thinking person. [3:39:03, 3:39:05]: And and and and my way [3:39:06, 3:39:08]: It's not always the right way. [3:39:08, 3:39:14]: So let me hear, let me hear something. And I possibly could agree with that. [3:39:14, 3:39:16]: But if I don't hear nothing but crickets. [3:39:17, 3:39:21]: I don't have nothing to bash that off or to agree with. [3:39:22, 3:39:33]: But I I'll say this now, we're talking about Stockbridge and a vibrant and a robust city and moving forward and creating a great city and this and that. [3:39:34, 3:39:37]: How can you do that without public safety? [3:39:39, 3:39:42]: I talk to folks in neighborhoods all the time. [3:39:42, 3:39:45]: And you all know the neighborhood that I live in and there are issues. [3:39:46, 3:39:51]: We do not see a police car unless they're cutting through going somewhere else. [3:39:52, 3:39:54]: So if we're talking about the future. [3:39:55, 3:39:57]: How can we not [3:39:58, 3:40:00]: How can we not? [3:40:01, 3:40:03]: Get involved in public safety. [3:40:03, 3:40:09]: And we talk about we're trying to encourage our new businesses to come into the city. [3:40:09, 3:40:15]: And we see the reports, I mean, we see it, we see all of the issues of crime in the metro. [3:40:15, 3:40:16]: The increase [3:40:17, 3:40:24]: We read, we we all watch the six o'clock news, we all read the paper. So we know what the landscape is. [3:40:25, 3:40:28]: But my issue though is how can we talk about [3:40:29, 3:40:30]: improving [3:40:31, 3:40:34]: The quality of life for all of our citizens. [3:40:35, 3:40:40]: the potential citizens, the homeowners that are looking for a city to move in. [3:40:41, 3:40:45]: And and we can't even provide public safety. [3:40:45, 3:40:50]: How can we allow our children to go out and play? [3:40:50, 3:40:54]: by themselves and I know police and you know crime. [3:40:55, 3:41:07]: Look, we all understand what crime is and prevention and stopping. We all get that. You look at some of the cities that have police departments and and you know and and they they got crime. So that's not the issue. [3:41:08, 3:41:10]: But I'm just saying, how can we [3:41:11, 3:41:14]: Talk about Stockbridge being a vibrant city. [3:41:15, 3:41:17]: And we don't have the quality [3:41:17, 3:41:19]: Of public safety. [3:41:20, 3:41:21]: I I don't get that. [3:41:22, 3:41:25]: How can we ensure any potential business owner? [3:41:26, 3:41:29]: To encourage them to come to the city of Stockbridge. [3:41:29, 3:41:31]: And we have no mechanism. [3:41:32, 3:41:38]: to somewhat to s you know, to to help their thinking as far as public safety and security. [3:41:39, 3:41:43]: How can we encourage um new homeowners? [3:41:44, 3:41:46]: To want to come to Startbridge. [3:41:47, 3:41:50]: And we can't provide this. I don't get that. [3:41:50, 3:41:53]: I would feel a whole lot better if we had. [3:41:54, 3:41:57]: five, ten plans on the table. [3:41:57, 3:42:06]: That we can choose from, that we can sort of get into it and work, but we don't have it. All we have are just criticism and complaints. [3:42:07, 3:42:08]: That doesn't work for me. [3:42:09, 3:42:10]: It really doesn't. [3:42:11, 3:42:14]: And again, when we talked about that difference. [3:42:15, 3:42:17]: of what we are paying right now. [3:42:18, 3:42:21]: You can't tell me that it is not worth that. [3:42:21, 3:42:28]: Now I'm not a mathematician either, but I wonder though, and I'm sure Mr. Knight, we need to get into that. [3:42:28, 3:42:31]: That difference, what is that difference per month? [3:42:31, 3:42:39]: That will be added to what we're already paying. And I don't believe that citizens, if they understood this. [3:42:39, 3:42:42]: I don't think they mind paying for that. [3:42:42, 3:42:46]: When you look at and I'm sure every homeowner that's that's watching. [3:42:46, 3:42:48]: Each one of you [3:42:48, 3:42:50]: You have increased. [3:42:50, 3:42:58]: Your security at your house with all of these devices. People are buying dogs and buying guns and all of these things. [3:42:59, 3:43:00]: Why? [3:43:01, 3:43:02]: Because of safety. [3:43:03, 3:43:11]: So you can't tell me this is not a concern with everyone. No one likes taxes. Of course, no one don't. [3:43:12, 3:43:15]: But folks don't mind paying. [3:43:15, 3:43:16]: For something. [3:43:16, 3:43:18]: That is worthwhile and have it. [3:43:19, 3:43:22]: We do this every day when we go out to make our purchases. [3:43:23, 3:43:24]: We pay for things. [3:43:25, 3:43:27]: that we want to pay for. [3:43:27, 3:43:28]: Mm-hmm. So [3:43:29, 3:43:32]: I I'm just I'm just I'm dumbfounded. [3:43:32, 3:43:34]: With this position. [3:43:34, 3:43:37]: Especially if you are not offering anything. [3:43:38, 3:43:40]: Anybody can criticize and complain. [3:43:41, 3:43:44]: So Mayor, I this this is my last time speaking and [3:43:45, 3:43:48]: I'm in the mindset of providing [3:43:49, 3:43:51]: quality of life all of our citizens. [3:43:52, 3:43:59]: I'm trying to create a city where folks want to move into. They want to bring their kids into. [3:43:59, 3:44:07]: Um, you know, I know the whole thing about schools and quality schools, I know that's a big issue with with with um folks coming in that with kid. [3:44:08, 3:44:11]: But this is what this municipality has to be about. [3:44:12, 3:44:13]: creating [3:44:14, 3:44:15]: A city. [3:44:15, 3:44:17]: A vibrant city, as we say. [3:44:18, 3:44:22]: that folks want to come and move to, not just divisiveness. [3:44:23, 3:44:25]: That we show every day on this issue. [3:44:26, 3:44:29]: My thing is if I don't have a solution. [3:44:30, 3:44:32]: I'm just gonna I'm gonna close my mouth. [3:44:33, 3:44:38]: I'm not just gonna criticize if I don't have an alternative plan. [3:44:39, 3:44:40]: So come on, folks. [3:44:41, 3:44:48]: We cannot have a vibrant city. We cannot even create a vibrant city if we don't get in these trenches and work. [3:44:50, 3:44:51]: Thank you, Mayor. [3:44:51, 3:44:52]: No problem, you're welcome. [3:44:52, 3:45:12]: Mayor, I'll I I get my second time, right? All right. Go ahead, go ahead. And and hopefully you will keep it. The number was asked. I'm sorry, Mayor, but but a figure was asked for now. Um we spoken twice already. Point of order. We're going by the rules. Hold on a second. The 13.86 was was the number, I believe that I mentioned it earlier. 13.86. [3:45:12, 3:45:18]: No, Mayor, but clarification, Mayor, the 13.86 is just for public safety. [3:45:18, 3:45:26]: No, no, no, no. No, it's not. No, it's not. No, it's not. 13.86 is the entire mill is rate for everybody. Includes everything. Includes everything. [3:45:26, 3:45:31]: No, it doesn't, Mayor. Yeah, oh okay it does. Come on, Mr. Blount. Mr. Knight, will you clarify that? [3:45:32, 3:45:40]: If a meal if a meal if we already have a meal that's coming for for the the twenty five million dollars in bonds, that doesn't cover all this. [3:45:40, 3:45:42]: What standby, sir. Stand by. [3:45:43, 3:45:43]: Please. [3:45:46, 3:45:55]: I want to make sure I understand the question that's being asked. The bonds that have been issued are going to be paid back through general fund and through SPLOST. [3:45:55, 3:45:57]: That's where the bonds are going to be paid back. [3:45:58, 3:46:05]: We're talking millage rate, we're talking, of course, a different thing. Got a base millet rate millage rate of about 8.7, I believe, for the county. [3:46:05, 3:46:13]: Which applies to every jurisdiction in unincorporated residence. Then you have certain other millage rates. [3:46:13, 3:46:19]: fire police, recreation, and so forth, and depending on which jurisdiction provides um certain service. [3:46:19, 3:46:25]: And you have to add all of that. The total millage rate is what 12.733, I believe is the number. [3:46:25, 3:46:28]: For the total millage rate that's being paid. [3:46:29, 3:46:30]: Right now. [3:46:31, 3:46:33]: Um for um [3:46:33, 3:46:35]: Stock breach. [3:46:35, 3:46:38]: Residents. Make sure I'll give that a year. [3:46:38, 3:46:58]: Right. What they're saying is what you're adding to it, the total would be 1386. You've already calculated that. That's he's asking if that's the total millage rate. That but that added rate is for public police services. I'm talking about that mayor. I'm trying to tell you it doesn't cover the amount of bond rate bond that we [3:46:58, 3:47:12]: We've already got to establish the cover. It doesn't cover that. This public service is only. Okay, stand by a second. Mr. Knight just addressed that in in reference to the payment for the bonds. It does it doesn't come to the military, sir. It's what I deserve, is what I understand. [3:47:13, 3:47:17]: Right. You don't the bonds that are being paid by the city, that's the city's decision. [3:47:18, 3:47:20]: To bond projects. [3:47:20, 3:47:27]: And the city then each individual city in this case Stockbridge determines how you want to pay for that. That's not a part of the millage rate action. [3:47:28, 3:47:32]: I agree it's not a part of the millage. [3:47:32, 3:47:40]: But I'm talking about the increase in uh not only just the miller's rate, the increase in the budget, because we still haven't addressed. [3:47:40, 3:47:47]: how our budget gonna almost double in 2024. Where's the nobody on here spoke of a plan. Where's the plan to cover that? [3:47:47, 3:47:51]: All right, Mr. Blount, stand by please. I mean okay. [3:47:51, 3:47:54]: Yeah, the third time there. [3:47:56, 3:48:08]: That's all right though. I'm ready. You let me go. Okay, go ahead, go ahead. Mr. I I appreciate you coming back to me, Mayor, and and going on with this particular issue right here. Let me just say this real quick: Henry County. [3:48:08, 3:48:14]: supports the Stockbridge Police Department. They want us to have our own police department. They've said it repeatedly. [3:48:14, 3:48:26]: The other residents of uh unincorporated say they're not safe up near the Decale County border, the Clayton board. They want to be safer because those communities are growing just like ours and they need those resources on the north side. [3:48:27, 3:48:31]: Based on everything that I've heard today. [3:48:31, 3:48:35]: I'm more now for a police department than I have ever been. [3:48:35, 3:48:37]: And Mr. Knighton has a candidate. [3:48:38, 3:48:43]: that uh is re that he was ready to bring forward to us. Is that correct, Mr. Knighton? [3:48:45, 3:48:48]: Mayor Porn Border, we we come on, Mayor. [3:48:48, 3:48:50]: We can't go into that. [3:48:50, 3:49:10]: All right. Listen, um uh we we did discuss this earlier and and we know where we stand on early. So we we we Mayor Pro Tem you understand we we discussed this earlier in the Zego session. So this I I I certainly understand that, Mayor, but it's time. We need to put this on the table right now. I seek a consensus of the council to take a vote to confirm this in individual. [3:49:10, 3:49:19]: I I I I consent to confirm the individual that we talked about. Mayor, point point of order. See, this is the politics I'm talking about. You can't, mayor, point of order. [3:49:19, 3:49:20]: Just recognize 401. [3:49:22, 3:49:32]: Consensus. I'm seeking a consensus of the council. That's Robert's rules. That's Robert's rules. I'm seeking a consensus of the council. Hold on, please. Hold on. Hold on. Hold on. [3:49:32, 3:49:35]: Listen, we just had some discussion ear once. [3:49:36, 3:49:39]: It's about standby. We had some discussion earlier today. [3:49:39, 3:49:59]: And we and we came what I understand, we came to some type of conclusion earlier today in this aspect. Period. There's been new development, mayor. We will I want to see the consensus of the council. Stand by. Stand by. Now um at this point, Mr. Washington, Mr. Barrett, I need your assistance on something here. Um [3:49:59, 3:50:19]: Gentlemen, we we you were part of our conversation we had earlier today, and I have understanding of of some things that went on. All right. And it's something that is new. Hold on a second. If it's something that is new, I think everybody needs to be apprised of that once they [3:50:19, 3:50:20]: And it's a personnel issue. [3:50:21, 3:50:32]: Which means to me that that goes back to the executive session again because of something new that we all know not aware of. What is that? That's what's new is this convers conversation. That's what's new. [3:50:33, 3:50:46]: Okay, hold on a second. So I'm just trying to make sure where where we're going with this legally and things and and legally in that aspect, but also in the fact that this is a personnel issue and we had some discussion earlier today in executive session. [3:50:47, 3:50:53]: So I just need to get a legal readout of where we're trying to head with this and how how how legal or right this really is. [3:50:54, 3:50:57]: Yeah, attorneys, can you help me out or help us out there? [3:51:00, 3:51:01]: Yeah, can [3:51:02, 3:51:05]: Jeremy and I would like to talk about this. Let me give Jeremy a call. [3:51:06, 3:51:12]: We'll come back on in about three minutes. Two minutes. All right, stand by. We'll give you that time, sir. Stand by stand by. We'll we'll give them that time. [3:51:12, 3:51:29]: We'll give the our attorneys discuss. This is exactly what we did on Wednesday. Exactly. Well, let the attorneys have some discussion so they can give us some clear guidance on this. Will you please? All right. Um, so we're what are what are stand still for a few minutes. So it'll get back to us on this aspect. [3:51:29, 3:51:33]: So we'll just we'll just wait them out and see what's going on. [3:51:43, 3:51:44]: Mayor would it mayor. [3:51:45, 3:51:47]: Would a ten minute break be in order? [3:51:48, 3:52:01]: Uh okay, I'll tell you how but what well how about um that's recess for ten minutes. Okay, okay, that's a good suggestion. Oh we're we're coming back in just a second. Okay, okay no, no he said he's coming back. He heard he said he's coming back. So just stand by folks, just stand by. [3:52:26, 3:52:33]: Mayor, I apologize for that. Quentin and I spoke and and yes, we agree with you that it it was our understanding that coming out of executive session [3:52:33, 3:52:39]: We thought we knew where the council was. If something's changed, then perhaps we need to go back into executive session, but we agree with what you said. [3:52:40, 3:52:40]: All right. [3:52:41, 3:53:01]: Now, on that note, then if if Mayor Pro Tem you want some additional changes, then we need to go back in the session second session and talk up, discuss about what this additional change in and get a readout from the council and then come back out and if we're going to make a decision and make that and that announcement. And this aspect, if that is the case. Other than that, I think we other than that, I think we need to move forward. [3:53:01, 3:53:08]: With what's what what's on next on the agenda. Uh Mayor, I don't think Jerry, Jeremy, this is exactly the same thing we did on Wednesday. [3:53:09, 3:53:29]: Exactly. We're looking to move. We must we talked about it in the executive session only. We've got we've already got legal on that. He didn't understand what we were talking about. There's two that's two there's two attorneys and both and it's there's two attorneys. Uh they're both discussing this. So if you if we want to go in executive session, we'll go in exactly and discuss this. If that is the case. We've already [3:53:29, 3:53:33]: already done that. If not, we'll move on to a next next subject. Let's go into executive session. [3:53:33, 3:53:42]: All right. Well, first of all, is there is there okay, so you're saying okay, there's a motion for a second session. Is that I leave me for you say this, sir. What's what's the motion? [3:53:43, 3:53:46]: Uh I want to make a motion to go in executive session for [3:53:46, 3:53:49]: Personnel, real estate, and litigation. [3:53:49, 3:53:50]: Here's our second. Everybody else stand by. We'll be back. [3:54:18, 3:54:23]: Uh I would imagine we can do this in about the next five minutes. We'll be back on a second session. All right. [3:54:36, 3:54:39]: All right, Miss Holiday, so far as me and you. [3:54:40, 3:54:40]: Mm-hmm. [3:54:42, 3:54:48]: Okay. Mr. Bonds, I'm sorry okay, I'm sorry, Mr. Bonds. Excuse me. Thank you, sir. [3:55:46, 3:55:48]: Wait for everybody, at least uh quantum to get back in here. [3:55:51, 3:55:52]: To include our [3:55:53, 3:55:56]: See manager and our attorneys. [3:56:04, 3:56:07]: Okay, uh Mr. Berry, welcome back. [3:56:20, 3:56:23]: Okay, Thomas Blount. [3:56:26, 3:56:32]: Okay, are back in. This Randy Knight's back in. Ms. Gantt's back in. [3:56:38, 3:56:40]: Two, three [3:57:16, 3:57:21]: All right, uh once again we are recording and we're back on Facebook Live. [3:57:21, 3:57:30]: And what I'd like to do, ladies and gentlemen, is uh I want to uh ask for a motion to end our executive session, please. [3:57:33, 3:57:35]: So moved. Barber still moved. Is there a second? [3:57:38, 3:57:39]: Do I have a second? [3:57:46, 3:57:50]: Can I have a second to okay, Mr. Thomas, a second that okay, all in favor, please indicate. [3:57:52, 3:57:53]: Two [3:57:54, 3:58:00]: Okay, Ms. All right, okay, Ms. Uh Gantt. [3:58:06, 3:58:06]: This can't. [3:58:12, 3:58:14]: Nice and well anyway, we have uh [3:58:14, 3:58:33]: three individuals that indicated to go back and uh to end our executive session. I now need a motion to uh reconvene. I'm here from here. Okay, good do you know okay uh need a motion to reconvene our budget uh meeting please so move Thomas so move second is barber second all in favor please indicate [3:58:34, 3:58:36]: Okay, I got two. [3:58:37, 3:58:57]: Aye. All right. Okay, four. Okay, good deal. All right. All right. Now we're back into appreciated motion passes. 400. Okay. On that note, uh folks, we're back into our regular uh council meeting. There is no re- nothing reported this time to the public in reference to our executive session. Our city manager has his guidance on the next steps in reference. [3:58:57, 3:59:16]: reference to the topic we need to discuss. And that the FOCO will come out with some additional information later. I believe on that note that ends the should end the municipal court and police uh department budget uh presentations at this point. So Mr. Nine, I believe we need to move on to our next topic uh for discussion on the budget uh [3:59:16, 3:59:18]: Uh now, sir. [3:59:18, 3:59:29]: Okay. Yes, Mayor, and and Mayor, thank you very much. Um, I would suggest we go ahead with Ms. Johnson. One of the items was to some strategic planning, uh perhaps workshop with Mr. Stark. [3:59:29, 3:59:33]: Um I don't know. I I heard council members, I think earlier mentioned [3:59:33, 3:59:36]: Some time constraints this afternoon. Um so [3:59:37, 3:59:49]: I'll we'll go ahead if if it pleases the council, go ahead with Ms. Johnson's presentation. Meantime, I'll have some conversation with Mr. Stark, who was holding there for a while and see what uh we can uh address concerning that. [3:59:50, 3:59:51]: All right, so go ahead. Ms. Johnson, please. [3:59:53, 3:59:58]: Good afternoon, Mayor, Council members, Mr. Knighton and the Devs. [3:59:59, 4:00:01]: So I'm gonna jump right in. [4:00:08, 4:00:10]: Okay guys. [4:00:10, 4:00:11]: I think. [4:00:12, 4:00:13]: Can you all see my screen? [4:00:13, 4:00:15]: You can now, absolutely. [4:00:15, 4:00:16]: Okay, wonderful. [4:00:17, 4:00:18]: Alrighty. [4:00:18, 4:00:26]: So uh my name is Brecka Johnson. I am the director for community development here at City of Stockbridge, and my information is here as listed. [4:00:27, 4:00:28]: Um our purpose. [4:00:29, 4:00:32]: As I've said many, many times, is for us to foster [4:00:32, 4:00:38]: and administer economic development opportunities that directly benefit the city of Stockbridge. [4:00:38, 4:00:42]: One of the biggest ways we can do that is by educating our stakeholders. [4:00:42, 4:00:44]: Which means makes a huge impact. [4:00:44, 4:00:46]: Managing our land development. [4:00:46, 4:00:53]: upholding property values and issuing permits and licenses with citations as required. [4:00:55, 4:01:00]: Our four pillars of value are how we determine who we serve. [4:01:00, 4:01:02]: We serve our [4:01:02, 4:01:05]: City Council, our city management. [4:01:06, 4:01:07]: And the city of Stockbridge. [4:01:08, 4:01:09]: Next, we bring value. [4:01:10, 4:01:12]: To our twenty nine thousand residents. [4:01:12, 4:01:16]: our business communities and our employees of the city. [4:01:18, 4:01:19]: So our [4:01:19, 4:01:28]: Community development business units and divisions are planning and zoning and geographic information systems, GIS. [4:01:28, 4:01:33]: Which um will be combined to manage planning and mapping. [4:01:33, 4:01:36]: Um projects which go hand in hand. [4:01:37, 4:01:40]: We have our development permits and inspections. [4:01:40, 4:01:42]: And our fire marshal. [4:01:42, 4:01:45]: Our business services and our code enforcement. [4:01:46, 4:01:52]: all again put in place to be the boots on the ground for implementation of economic development. [4:01:54, 4:01:57]: In addition to the peace um [4:01:58, 4:02:00]: uh priorities for the city. [4:02:00, 4:02:06]: We also have ACEs that we've adopted here in community development. And ACE stands for accountability. [4:02:06, 4:02:12]: We have to take ownership for what we do, what we are telling our customers and how we um [4:02:12, 4:02:14]: Track and respon to [4:02:15, 4:02:17]: their um in their inquiries. [4:02:17, 4:02:26]: C is consistency and credibility. It's important for us to establish a level of consistency and how we respond to our customers. [4:02:26, 4:02:29]: And in our credibility, knowing what we're talking about. [4:02:30, 4:02:33]: E is for efficiency and expectation. [4:02:33, 4:02:35]: We wanna be efficient so that we're not [4:02:36, 4:02:37]: overly spending time with [4:02:38, 4:02:43]: customers when they can either get the information online or we can easily let them know. [4:02:43, 4:02:44]: Um [4:02:44, 4:02:46]: in you know via email [4:02:46, 4:02:49]: or have information available online. [4:02:49, 4:02:53]: When we said expectation, that is for plan review. [4:02:53, 4:02:57]: Getting a phone call back, an email, follow up and the like. [4:02:57, 4:03:01]: Lastly is S, which is statistic statistical measures. [4:03:01, 4:03:04]: Which includes our key performance indicators. [4:03:05, 4:03:06]: It determines [4:03:06, 4:03:08]: How we track what we do. [4:03:10, 4:03:10]: So [4:03:11, 4:03:12]: Community development has [4:03:13, 4:03:14]: Eleven employees. [4:03:15, 4:03:17]: And five consultant positions. [4:03:18, 4:03:18]: Register. [4:03:19, 4:03:22]: Code enforcement supervisor and two officers. [4:03:22, 4:03:26]: A business services supervisor and one occupational tax clerk. [4:03:26, 4:03:27]: Are fire marshals? [4:03:28, 4:03:31]: Our senior planner, planner one, and GIS technician. [4:03:32, 4:03:34]: And then under building permitting and inspections, we have [4:03:34, 4:03:44]: a business, uh a building permits coordinator, and then we have five consultants that will switch out and assist with inspections, plan review. [4:03:44, 4:03:46]: and uh civil engineering. [4:03:48, 4:03:49]: Well we've done. [4:03:49, 4:03:53]: And this is since um I've come on to with my tenure with the city. [4:03:54, 4:03:56]: First, intergo system tracking. [4:03:57, 4:03:58]: Inner glove is the [4:03:59, 4:04:06]: public or the the interface that we have for any applications that come to our office so that we can track when they come in. [4:04:07, 4:04:08]: A review процес. [4:04:08, 4:04:12]: Our approval for permits, inspections. [4:04:13, 4:04:22]: and code enforcement. So every division, I've worked with each division so that we are using the system consistently, so that we know exactly where to find information. [4:04:23, 4:04:25]: Without having to call and run people down. [4:04:26, 4:04:31]: Next, code enforce called enforcement blitz events. Those are new. [4:04:31, 4:04:36]: Um uh bringing our code enforcement supervisor on online. [4:04:36, 4:04:39]: We have a two times per month. [4:04:39, 4:04:41]: Exercise where [4:04:42, 4:04:45]: An interdepartmental collaboration of our business services. [4:04:45, 4:04:47]: Planning and zoning. [4:04:47, 4:04:48]: Um [4:04:48, 4:04:59]: Code enforcement and fire marshal all go out to properties to conduct a boots on the ground audit. We are an extension of the business services audit. [4:05:01, 4:05:07]: Next, the UDC is coming to the city council next month, going to plan a commission next week. [4:05:07, 4:05:16]: Very excited about the new code so it'll be easier to understand, less inconsistencies, and a lot simpler to follow. [4:05:17, 4:05:18]: A short term work program. [4:05:19, 4:05:24]: That also is has been transmitted to the Department of Community Affairs. [4:05:24, 4:05:30]: And now it's under review. We hope to get it back and then adopted by October 2021. [4:05:32, 4:05:34]: Next, Bridges at Jodico. This is our newest. [4:05:35, 4:05:38]: Project, a catalyst project to the Bridges at Jodico. [4:05:38, 4:05:40]: Um development. [4:05:40, 4:05:43]: And they're gonna be three hundred and six apartments. [4:05:43, 4:05:55]: and a 6200 mixed use space that is currently underway. We have received submittal for land disturbance permit and for preliminary building permit applications. [4:05:57, 4:06:03]: Next, we created new zoning and overlay maps. I think we talked, it came up yesterday or the day before. [4:06:03, 4:06:08]: uh I think in our UDC discussion that we have properties throughout the city. [4:06:08, 4:06:12]: that have overlapping overlays. So you may have one property [4:06:12, 4:06:16]: that is associated with three overlays. And it can get very squirrely. [4:06:17, 4:06:21]: and inconsistent on how we follow up with our customers on what to do. [4:06:22, 4:06:27]: And we've got code enforcement SOPs or standard operating procedures. [4:06:27, 4:06:31]: to determine what the process is when a complaint comes in. [4:06:31, 4:06:33]: How we manage it, how we report it. [4:06:34, 4:06:38]: and then how we provide stats on month to month how we're doing. [4:06:40, 4:06:44]: And then we have implemented our vacant uh foreclosures registry. [4:06:45, 4:06:47]: We have about a hundred and fifty four. [4:06:47, 4:07:01]: properties on that list, we have submitted correspondence to them to follow up on make sure they pay their fees. And then we stay on top of enforcement at those locations and encourage those owners to keep it in compliance. [4:07:02, 4:07:03]: What's ahead? [4:07:04, 4:07:05]: For the next year. [4:07:06, 4:07:14]: We're gonna be streamlining online application and fees portal to make it a little more user-friendly for customers to apply online. [4:07:15, 4:07:20]: get the review information online and status and to be able to pay online. [4:07:22, 4:07:26]: Next, annexation. We'll have those community discussions that was we talked about a little bit. [4:07:27, 4:07:31]: I want to say the first day, um, and then phase one implementation. [4:07:32, 4:07:34]: We'll start those conversations this October. [4:07:37, 4:07:41]: Update on our occupational tax code. There are some discrepancies there. [4:07:41, 4:07:46]: There are some new state requirements that we want to make sure that we are able to refer to. [4:07:47, 4:07:51]: and um address any new tax information that the state has required. [4:07:53, 4:07:54]: Uh in [4:07:55, 4:08:01]: Fourth quarter 2022, we plan to do our building permit interviews to get started then. [4:08:01, 4:08:02]: Um [4:08:03, 4:08:06]: And this, of course, these things are as a result of. [4:08:06, 4:08:08]: approvals from this council. [4:08:10, 4:08:11]: But we want to plan ahead. [4:08:12, 4:08:17]: Um, we'll update and create few schedules comparable to the Atlanta metro area. [4:08:18, 4:08:19]: Um we [4:08:19, 4:08:22]: Um don't have any T schedules for code enforcement, believe it or not. [4:08:23, 4:08:28]: So when you don't have fees in place, then you have sometimes repeat offenders. [4:08:28, 4:08:33]: with no con with little or no consequence. So we want to we want to manage that a little bit better. [4:08:35, 4:08:40]: Also, we'll continue working with economic development to increase our tax or business base. [4:08:40, 4:08:46]: as part of the business expansion process that uh community development, economic development work together on. [4:08:47, 4:08:48]: Then [4:08:48, 4:08:51]: will address collecting state mandated revenues. [4:08:53, 4:09:00]: I wanted to just jump back for a second to the annexation piece and I will get a copy of this to you all following my presentation. [4:09:01, 4:09:09]: These are the boundaries of the city Stockbridge and study areas based on the Carl Vincent Institute of Government. [4:09:09, 4:09:12]: study that was done in 2016. [4:09:12, 4:09:13]: And they just outlined here. [4:09:15, 4:09:17]: just the areas we're gonna look at first. [4:09:17, 4:09:25]: This would be part of our community outreach. And we also have some of the areas where, if these properties were in play, [4:09:25, 4:09:29]: we could expect to have some revenue um generation. [4:09:31, 4:09:32]: All right. [4:09:32, 4:09:45]: So over the last three years, I wanted to kind of give you guys a snapshot of the last three years in review for building permits, plan reviews, and inspections, and what those revenues versus expenses were. [4:09:46, 4:09:50]: So the average revenues over the three year period of twenty eighteen. [4:09:50, 4:09:53]: Тутаза найти and two tausend twenty. [4:09:53, 4:09:56]: were just under five hundred thousand dollars. [4:09:56, 4:09:58]: Uh, for the average revenues. [4:09:58, 4:10:07]: We paid out a little more than half of that as the uh average expenditures. And those of course go out to the consultant over the that yearly process. [4:10:09, 4:10:13]: We also had an average payment per month of$23,573. [4:10:14, 4:10:18]: And then an average percent payment per month was sixty percent. [4:10:18, 4:10:20]: Which is fairly consistent with [4:10:21, 4:10:25]: Um, the contract um terms from previous. [4:10:25, 4:10:26]: Uh consultants. [4:10:28, 4:10:29]: Somebody kinda [4:10:29, 4:10:34]: change helped help you guys see a little bit better so i got this nice and packed on here for you [4:10:34, 4:10:36]: So I think [4:10:36, 4:10:42]: Um, I've heard from several of the council members and from Mr. Knighton about making sure we address [4:10:42, 4:10:46]: Um building permitting and inspections brought in-house. [4:10:46, 4:10:48]: As a future plan. [4:10:49, 4:10:50]: My proposal is this. [4:10:51, 4:10:51]: That [4:10:52, 4:10:57]: we move forward with an in-house building department in in uh FY twenty twenty three. [4:10:58, 4:11:01]: Um so that I would be submitting. [4:11:02, 4:11:09]: any cost variations for any of these for all these positions in the in next year's budget. [4:11:10, 4:11:11]: So that we can go ahead and [4:11:11, 4:11:13]: On board folks. [4:11:13, 4:11:15]: physically January twenty twenty three. [4:11:17, 4:11:28]: Some of the challenges with this being in a next year or FY 2022 implementation is that we've got a new UDC that will be adopted next month. [4:11:29, 4:11:32]: We've got to shed ourselves from the old code. [4:11:32, 4:11:33]: And get [4:11:34, 4:11:36]: acclimating and um [4:11:37, 4:11:38]: uh knowledgeable. [4:11:39, 4:11:47]: Of the UDC, its requirements, and the like. And we have to do that also with our consultants, whoever we have working for us. So bringing on [4:11:47, 4:11:49]: A new team. [4:11:49, 4:11:55]: during this time would be a a a task. We have kind of a quite of a learn a learning curve. [4:11:56, 4:12:11]: Also, we have limited space space in the building for building staff and equipment. I have no room for inspectors. Um, I don't even have my full department under one roof at this particular time. So we wanna try to incrementally work towards that. [4:12:11, 4:12:12]: Go. [4:12:13, 4:12:14]: Awesome. [4:12:14, 4:12:18]: Bringing in new staff at the height of development or building season. [4:12:18, 4:12:23]: Would be much, much, much of a challenge. We have the [4:12:23, 4:12:29]: um current um contractor who does our building inspections, our permitting. [4:12:29, 4:12:30]: And all of that. [4:12:31, 4:12:34]: They their contract formally ends for the first year. [4:12:35, 4:12:37]: by April thirtieth of twenty twenty two. [4:12:38, 4:12:43]: That's when uh development and building really starts to kick up for the summer. [4:12:43, 4:12:46]: So we want to be mindful of that. And finally [4:12:46, 4:12:49]: I'd love to have an opportunity to create some additional revenue. [4:12:49, 4:12:50]: Um [4:12:50, 4:12:57]: And uh generates to to generate some additional funds throughout the department and as a result. [4:12:58, 4:12:59]: The the city. [4:13:00, 4:13:02]: So I wanted to point out some of those revenue generators. [4:13:03, 4:13:04]: One of which being [4:13:04, 4:13:11]: uh fee schedule creation for code enforcement so we can keep those um repeat offenders um [4:13:11, 4:13:14]: to a minimal level, help mitigate that. [4:13:14, 4:13:17]: We'll also have a fee schedule adjustment for planning and zoning. [4:13:17, 4:13:28]: building and for occupational tax that are in line with our international building code, in line with the state, and or other metro cities like us. [4:13:29, 4:13:34]: Next, we have the Blitz events that I mentioned earlier as something that we are doing now. [4:13:34, 4:13:36]: We have visited five commercial plazas. [4:13:37, 4:13:38]: Which is an audit. [4:13:38, 4:13:39]: Truly. [4:13:39, 4:13:40]: Oh [4:13:40, 4:13:46]: Making sure they have signed permits, making sure they have a business license on file that is current. [4:13:46, 4:14:00]: making sure that they have conducted their um their fire marshal inspection, which is required annual. And as a result of going five places, we have generated$153,700 in revenue. [4:14:00, 4:14:05]: From back uh occupational tax license fees. [4:14:05, 4:14:11]: Um and multiple things. So in code enforcement, we received$300, which are you know three. [4:14:11, 4:14:13]: Three tickets that were issued. [4:14:13, 4:14:19]: And keep in mind when code enforcement goes out to a site, as part of that educating the public. [4:14:19, 4:14:23]: is they've gone out to issue a notice to comply. [4:14:23, 4:14:30]: giving the applicant and homeowner an opportunity to bring their property into compliance. Of course, if they don't, we follow back up. [4:14:31, 4:14:34]: But three tickets isn't bad when you visited twenty or thirty. [4:14:34, 4:14:35]: Um [4:14:35, 4:14:36]: commercial properties. [4:14:37, 4:14:39]: Again, occupational taxes. [4:14:40, 4:14:41]: One fifty three seven. [4:14:41, 4:14:46]: And then annual fire inspections that have been conducted have been 102 annual inspections. [4:14:47, 4:14:51]: So we are continuing to move forward in the event of [4:14:51, 4:14:53]: generating revenue already. [4:14:54, 4:14:58]: Another um overview of for the last three years in review. [4:14:59, 4:15:03]: business services revenue to the average wholetale mobile tax. [4:15:03, 4:15:07]: is four hundred thirty two thousand dollars. This is what we're getting on average. [4:15:08, 4:15:12]: In twenty eighteen, twenty nineteen, and twenty twenty. [4:15:12, 4:15:16]: Average impact fees that came on board in twenty nineteen and twenty twenty. [4:15:17, 4:15:19]: Hundred and fifty two thousand nine forty seven. [4:15:20, 4:15:23]: average new businesses over the three year period. [4:15:23, 4:15:25]: Two hundred and seventy six. [4:15:26, 4:15:28]: So we are we're building those home occupations. [4:15:29, 4:15:30]: Commercial locations. [4:15:31, 4:15:35]: And then finally, average occupation and alcohol license, we're at 1.9. [4:15:35, 4:15:39]: million dollars that is at the average over the three year period. [4:15:41, 4:15:43]: Other revenue generators. [4:15:43, 4:15:47]: And just showing you what we have year to date. So from January 1. [4:15:48, 4:15:57]: up till today. We have occupational tax and alcohol uh revenue of 1.7 million. We have 183 new businesses that have come online. [4:15:58, 4:16:02]: We've collected$208,199 in impact fees. [4:16:02, 4:16:07]: and over three hundred eleven thousand dollars in hotel motel tax. [4:16:07, 4:16:10]: Hotels and motels are required to provide. [4:16:10, 4:16:15]: Um their tax information the twentieth of each month for the previous month. [4:16:16, 4:16:16]: So [4:16:18, 4:16:19]: After all that's been said. [4:16:19, 4:16:23]: I wanted to bring to you guys the proposed new positions for FY twenty two. [4:16:24, 4:16:26]: I'm requesting a chief planner. [4:16:26, 4:16:31]: that will help manage the planning and zoning section as well as GIS. [4:16:32, 4:16:36]: and will take on a leadership role in managing the planning commission. [4:16:36, 4:16:38]: They'll be there to deal with developers. [4:16:39, 4:16:48]: um walk through any major interpretation concerns and keep moving forward with um the goals of our um [4:16:49, 4:16:52]: our our pillars as well as our priorities. [4:16:53, 4:16:54]: An executive assistant. [4:16:55, 4:16:57]: We'll help manage the planning commission and [4:16:57, 4:17:01]: Handle minutes, handle all the administrative functions of the department. [4:17:02, 4:17:06]: And we'll also transcribe meeting minutes and and the like. [4:17:07, 4:17:27]: Finally, we'll have occupational tax clerk, which we are requesting to be part-time. We want to have, we want to fully staff our business services group so that we don't have any lapses in operation due to staffing out, or you know, if one person gets sick or someone's here or there, whatever the case might be. [4:17:27, 4:17:28]: We we want to make sure that we [4:17:29, 4:17:40]: um prepare and have folks in place in order to manage this piece of it. So we can continue to get the revenue generated as I showed you pri previously. So [4:17:41, 4:17:41]: From [4:17:42, 4:17:54]: The FY 2021 year to FY 2022, the savings is$54,241 with these positions built in, these new positions. [4:17:54, 4:18:01]: The cost of the new positions for FY22 are approximately$136,360. [4:18:03, 4:18:06]: And then I'm wrapping up here with just a budget comparison. [4:18:06, 4:18:17]: over the last two years to show what the differences are. My approach with a budget is to first go in and take a look at what's been spent to date. [4:18:17, 4:18:27]: looking at the actual budget and then what's been spent. And really I was able to strip out quite a bit of expenses or monies that are there that haven't been used. [4:18:27, 4:18:29]: I don't had nowhere to use them. [4:18:29, 4:18:35]: And um I found places where we could do a little bit more uh work. [4:18:35, 4:18:41]: for the goals that we have ahead, the things that we are looking ahead to do in the upcoming year. [4:18:42, 4:18:51]: So here you have each of the five divisions as broken out by budget for FY 2021. We have a [4:18:52, 4:18:57]: a um savings uh through p uh building permitting and inspections. [4:18:58, 4:18:59]: Uh GIS. [4:18:59, 4:19:00]: Code enforcement. [4:19:01, 4:19:06]: And that concludes my presentation. I'd be happy to answer any questions that you have. [4:19:07, 4:19:27]: Really appreciate the briefing, very thorough and and it's an excellent briefing. Got a couple questions for you. I I like the blitz events that you have going on, like those audits. So that's that seems to be very successful. It's a great, great thing. Please continue that. Yeah, please continue that on. I I think that's great. Um the annual fire inspections, you said I did 102. [4:19:27, 4:19:30]: Is not a cost factor assigned to that in revenue generation? [4:19:31, 4:19:33]: No, there's no cost there. That is actually included. [4:19:34, 4:19:39]: in the um renewals for all of the new all the businesses that are here in the city. [4:19:39, 4:19:51]: Okay. And the vacant foreclosures. And you're you're referring only to commercial businesses, obviously. N not nothing to do with residential here at all. Residential as well. Okay, you can't. Residential as well. [4:19:51, 4:20:11]: Because we do have because we were going back to that slum and blight piece. Okay. We've got to identify the property owners that are keeping these homes either boarded or they are just not being utilized. Or then we have issues like code enforcement or police issues or by uh vagrants are coming through, either vandalizing the home or um holding up. [4:20:11, 4:20:12]: In those homes. [4:20:13, 4:20:14]: Um so [4:20:14, 4:20:16]: We're looking at that as well. [4:20:16, 4:20:36]: And I believe that you might have mentioned that if that's the case, that you're working hand in hand with the uh with uh Mr. Peterson in reference to those those those issues with the uh those businesses, those vacant businesses or foreclosures, things of that nature as well. Is that correct? Absolutely. So um we're working with the property owners to find out what are their intentions, short term and long term, to see if there's something [4:20:36, 4:20:46]: are looking to either you know sell or have the city acquire. We're just looking at what those options might be. Maybe some possibilities for um [4:20:46, 4:20:49]: for bringing in some new tenants into that those spaces. [4:20:50, 4:20:57]: All right. All right. So be it. Uh that's all the questions I have right now. Uh council, any questions that you have ma for Miss uh Johnson, please? Anyone? [4:20:58, 4:21:00]: I do. I'll go right here, please. [4:21:00, 4:21:04]: This is in reference to the annexation piece that [4:21:05, 4:21:08]: She spoke about, I'm curious to know. Um [4:21:09, 4:21:11]: You're gonna be conducting town halls. [4:21:12, 4:21:18]: Um that will include residents and businesses in those respective areas. [4:21:18, 4:21:22]: How soon do you think you'll be able to schedule the first town hall? [4:21:22, 4:21:40]: We will likely do it on the heels of the UDC approvals. That keeps myself and staff tied up between now and mid-October. So we're thinking maybe the the second to last, maybe the third week in October, we can start sending out some correspondence to those property owners. [4:21:40, 4:21:41]: Awesome. Thank you. [4:21:42, 4:21:44]: Absolutely. Any other questions for the council? [4:21:46, 4:21:47]: Yeah. [4:21:48, 4:21:50]: Anybody else? [4:21:51, 4:22:10]: I don't see anybody else at this point. Okay. If that is the case, thank you, Ms. Johnson. I really appreciate that. Appreciate your briefing. Thank you. Thank you very much. Uh Mr. Knighton, back to you, sir. I believe uh you mentioned something about uh Bill Stark. I don't know if we want to do that now, do that a little later or something like that, but uh back to you, sir. [4:22:13, 4:22:24]: Yeah, Mayor, I um probably suggesting I did talk to him. I'm probably su I'm suggesting that given all of the circumstances here and I think the time constraints and also um obviously he was on much earlier. [4:22:25, 4:22:45]: That we uh provide some correspondence to the council, the best way to take the next step with respect to that uh strategic plan. So that's what I'm suggesting to you here. Okay, it's fine with me. I mean, in that aspect, uh I would hope that the council would uh would agree to your recommendation as well on that note. Uh any other comments, uh council in reference to what Mr. Knighton just uh mentioned about uh [4:22:45, 4:22:50]: Mr. Stark and communicating electronically with everybody. Is that good? [4:22:52, 4:23:01]: Okay. I I believe that I believe you got to go ahead, sir, in that aspect. Um so to recap, you want to do a recap, sir, before we close out today? [4:23:03, 4:23:05]: You're you're muted right now, Mr. Night. [4:23:07, 4:23:09]: Needed myself again. Sorry about that. [4:23:10, 4:23:13]: Uh mayor and council, I want to thank all of you obviously um uh [4:23:14, 4:23:17]: We all have spent a great deal of time over the last couple of days. [4:23:17, 4:23:26]: uh going over um everything related to budget and projects and so forth. I appreciate very much the time that you spent uh doing this, obviously. [4:23:26, 4:23:32]: You are the leaders of the community as elected officials, and it's important, of course, that we provide this information to you. [4:23:32, 4:23:38]: But we still know that it um it's been a long three days and uh a lot of time has been devoted to it. [4:23:38, 4:23:42]: I'll briefly go over um uh the FY2022 um [4:23:43, 4:23:49]: Uh budget retreat. I want to mention again, of course, that um the budget needs to be submitted to the council. [4:23:49, 4:23:53]: Mayor and Council and for the public by October thirty-first. [4:23:53, 4:23:55]: twenty twenty two. [4:23:55, 4:24:04]: Uh next week I'll certainly reach out to everyone and and send an email. And if you have any further questions or comments with respect to the budget and or need to meet with [4:24:05, 4:24:15]: myself and or Mr. Wiggins regarding anything, we certainly will make that available to you. Also, I want to mention, of course, that we had had a conversation with a financial advisor. [4:24:16, 4:24:22]: Um, about uh ARPA funds. And in fact, I received something even today about ARPA funds from our auditor. [4:24:22, 4:24:25]: And it still seems as the um federal government is still [4:24:26, 4:24:33]: Have they still have the interim final rule, but not the final rule on how those monies can be spent. We do know, of course, that water [4:24:33, 4:24:36]: Sewer, stormwater, and broadband infrastructure are direct. [4:24:36, 4:24:41]: And I think that the federal government will likely broaden it those categories, but there's still some things. [4:24:42, 4:24:48]: Uh related to that. We also had conversation with Georgia Radio Alliance speaking about the upcoming event on the 25th, as well as [4:24:49, 4:25:00]: Um the um planning for next year into 2022. We talked about SPLOSS and LOS SPLOST FIFA. Mr. Wiggins mentioned receiving SPLOST uh five funds. [4:25:00, 4:25:20]: uh even uh the last couple of months have revealed to us and of course t splost there'll be a a continuous campaign for tea splost over the next uh couple of months leading up to november there'll likely be town halls that um are led by the mayors led by members of the legislative delegation as well as um led by the staff [4:25:20, 4:25:21]: Yeah. [4:25:21, 4:25:23]: Additionally, had um [4:25:24, 4:25:44]: The conversation about employee health care costs and the council did choose an option there with respect to health care costs. And we also had a conversation led by Ms. Johnson on annexation, which will lead to town halls being scheduled here in the very near future to engage citizens regarding that. Day two, Senator [4:25:43, 4:25:50]: Around the early morning, centered around projects with Kip and Wood and TSW coming before you. [4:25:51, 4:25:55]: Providing results of a survey that you had taken and also providing graphics. [4:25:55, 4:26:00]: and an outline of how the upcoming cultural arts center can be programmed. [4:26:01, 4:26:06]: Concept plans developed all the way to construction documents with a construction manager at risk profile. [4:26:07, 4:26:12]: Using that framework that will ensure some additional safeguards with respect to cost. [4:26:12, 4:26:14]: uh and processing [4:26:14, 4:26:21]: We also had the DDA um presentation briefly and then uh Stockbridge Downtown Strategic Plan, Mr. [4:26:21, 4:26:25]: Um Peterson gave you an update on that as well as then presenting his budget. [4:26:26, 4:26:32]: And of course, Ms. Kira Harris Braggs um joined us in presenting the Main Street budget and initiatives for the upcoming year. [4:26:34, 4:26:40]: IT presented their budget again with respect to cybersecurity, mainly focusing on that and any support. [4:26:41, 4:26:46]: for additional items like the amphitheater and also also uh police department. [4:26:46, 4:26:52]: what that would entail. Public works uh provided their upcoming budget as well for 2022. [4:26:53, 4:26:57]: uh and the items that are needed with respect to um their um [4:26:58, 4:26:59]: Needs [4:27:00, 4:27:16]: And today, of course, we went through several items, governing body, youth council, clerk's office, financial administration, executive, human resources, non-departmental budget items as well, as well as then having conversation about municipal court. [4:27:16, 4:27:18]: I am police department. [4:27:18, 4:27:21]: And then of course Ms. Johnson provided community development. [4:27:22, 4:27:24]: Goodness community development item. [4:27:25, 4:27:44]: Again, the FY 2022 budget, um, it's very important that this step, of course, is taken from staff presentations and submittals to you and discussion today and over the last couple of days that will be used to form the draft final budget. But again, it's important that we continue to have uh engagement with you. [4:27:44, 4:27:49]: over the next uh couple of weeks as we move toward uh some type of uh final draft budget. [4:27:50, 4:27:56]: and uh be able to present of course a balanced budget to to you the council and also to the citizens. [4:27:56, 4:27:59]: For ultimate adoption going into November. [4:28:00, 4:28:02]: And um December. [4:28:03, 4:28:11]: Um again, thank you very much for um everything that uh you have um provided to us in the way of [4:28:11, 4:28:18]: Uh, thought suggestions and recommendations and input at this point has been very helpful, and the staff will continue to craft. [4:28:19, 4:28:20]: An FY twenty two budget. [4:28:21, 4:28:23]: Around the comments uh that you have made. [4:28:24, 4:28:29]: Also want to mention thanks to uh Ms. Holliday uh for her coordination, her hard work. [4:28:29, 4:28:32]: Um putting everything together, ensuring that um [4:28:32, 4:28:38]: Uh everybody was taken care of and um had the information that they need. The links went out. [4:28:39, 4:28:42]: Um connections were made with people who were presenting. [4:28:42, 4:28:48]: Packets were put together, all of those things. That's a lot of uh work to be put into something like this. And so I very much appreciate. [4:28:49, 4:28:52]: The hard work that she did to ensure everything was coordinated well. [4:28:54, 4:28:59]: Mayor, if I may, I would just wanna thank my team as well. They were part of that. So I appreciate that, Mr. Lane. [4:29:00, 4:29:01]: Absolutely. [4:29:01, 4:29:04]: Teamwork, makes the dream work, right? Zave say. Okay. [4:29:05, 4:29:16]: All right, so on that note, then uh I guess that ends us for uh for now. Our budget retreat uh in the fall of twenty twenty-one for twenty twenty-two is now over. So [4:29:16, 4:29:17]: On that note. [4:29:18, 4:29:21]: Have a good weekend, right? And uh stay safe. [4:29:21, 4:29:24]: Yeah, I'll see you on Monday, maybe, huh? All right. God bless you all.
