[0:09:18, 0:09:21]: I uh brought to the council [0:09:21, 0:09:25]: Was that a way of Eagles Landing trying to break away then? [0:09:25, 0:09:27]: And at the time I was told [0:09:28, 0:09:35]: that uh know that there's no means or no um plans to rezone. [0:09:36, 0:09:42]: I oppose of that. [0:10:31, 0:10:33]: Since right after Kelly left. [0:10:36, 0:10:38]: No it's nuisance. [0:10:41, 0:10:42]: Transfer stations. [0:10:46, 0:10:49]: Starts at six o'clock in the morning. [0:10:50, 0:10:52]: goes to four o'clock in the evening. [0:10:54, 0:10:59]: You got forty homes there affected by this. I'm a hundred foot from it. [0:11:00, 0:11:04]: Hunt or maybe two hundred. What would you say? Well uh three hundred? [0:11:07, 0:11:09]: Sounds like thunder going off. [0:11:11, 0:11:14]: Two years ago I gave you a petition [0:11:17, 0:11:20]: Ain't heard a doggone thing from from none of you. [0:11:21, 0:11:23]: These people want to know what's going on. [0:11:26, 0:11:29]: I think if you had to live under these conditions [0:11:30, 0:11:31]: You do something about it. [0:11:34, 0:11:37]: You can't even sleep in your own home. [0:11:39, 0:11:47]: 'Cause you woke up with this beating and banging going on. Now you got industry coming in. This things have changed. Y'all know, I can discuss that with you. I ain't gonna get into that'cause it [0:11:48, 0:11:56]: You got an industrial waste plant c uh that you're leasing it out to and they cover the surrounding counties and cities, not just Stockbridge. [0:11:56, 0:11:57]: Mm-hmm. [0:12:00, 0:12:01]: But if she would [0:12:02, 0:12:03]: You gotta owe [0:12:04, 0:12:05]: And a charter. [0:12:06, 0:12:11]: In that Charter it says it's supposed to provide us a a healthy place to live in. [0:12:15, 0:12:17]: If you would give me an answer. [0:12:18, 0:12:19]: And now. [0:12:20, 0:12:21]: Make plans to move. [0:12:22, 0:12:26]: And these other people that signed the petition they want to know too. [0:12:28, 0:12:30]: Well I stopped coming up here'cause when you [0:12:30, 0:12:37]: Come up here and you don't get no response in some of these e things. Now I'm not saying you guys are all bad. [0:12:38, 0:12:43]: This council here at least give me a noise nuisance for the Memorial Parks. [0:12:45, 0:12:47]: But we can't seem to get it enforced. [0:12:49, 0:12:52]: Uh Morgan I'm talking with Judy and um [0:12:55, 0:12:57]: New captain over there. I believe he's a good thing. [0:12:59, 0:13:13]: See the right hand don't know what the left hand do. This this weekend, Saturday, same thing again. So I call at four thirty five. Dispatcher he I said, we the city hires one officer to to cover two parks. [0:13:14, 0:13:16]: I hate to tell you which time's up. [0:13:17, 0:13:20]: Thanks. [0:13:21, 0:13:21]: Thank you. [0:13:24, 0:13:33]: Mr. Yancey has also filled out a second public comment card regarding the City of Eagles Landing. It shows up to the council. [0:13:34, 0:13:37]: Is is that okay for a person to speak twice? [0:13:37, 0:13:40]: Council's discretion, how you want to handle that. Mayor. [0:13:40, 0:13:41]: I uh [0:13:42, 0:13:45]: I'd like to amend that for Mr. Yancey to speak upon what he wants to speak on. [0:13:46, 0:13:52]: All in agreement? Okay. Mr. Yantsy, come back and talk to us about that. [0:13:57, 0:14:01]: See, the problem is we've been been dealing with this stuff for [0:14:02, 0:14:03]: Seven eight years. [0:14:04, 0:14:08]: Different councils, different mayors. He heck we've had four four or five [0:14:09, 0:14:10]: Uh [0:14:10, 0:14:12]: G Myers and uh [0:14:12, 0:14:13]: Managers. [0:14:14, 0:14:16]: So you have to start all over with them. [0:14:17, 0:14:19]: I know that's probably part of it. [0:14:19, 0:14:27]: I don't you know, I don't come up here and get into it that heavy'cause it drives me crazy just to come up here when I do and and not see things get done. [0:14:27, 0:14:36]: in a manner it would take two or three years or more. Mr. Yancey, talk to us about Eagles Landing. Eagles Landing. Well I am. This is my point. Okay. [0:14:38, 0:14:39]: The point is [0:14:40, 0:14:42]: Took Mr. Harris three years. [0:14:43, 0:14:45]: And a council [0:14:45, 0:14:49]: to get the noise nuisance to where we could get something done. [0:14:50, 0:14:52]: And my w the reason uh it [0:14:53, 0:15:04]: Well I my thinking is if we can get Eagles Landing in here and get some uh clean this place out and start all over and get something going and go by the charter [0:15:08, 0:15:17]: And do and a I got do you don't do you think I got legitimate cause for some of these things I'm asking you people to do under the charter and the oath? [0:15:19, 0:15:20]: Maybe we can get some. [0:15:21, 0:15:24]: New ideas and some people in here and some money. [0:15:25, 0:15:31]: And rename and join the s m I don't know how I how you how you would do it, but uh [0:15:32, 0:15:34]: Something needs to be done around here'cause [0:15:35, 0:15:41]: I think y you got t people are getting it it takes I know it's hard but uh [0:15:43, 0:15:45]: It something needs to change. [0:15:46, 0:15:48]: Y'all fight one another, you know. [0:15:48, 0:15:49]: We keep [0:15:50, 0:15:52]: Running folks off that's been here. [0:15:53, 0:15:57]: Or maybe they left, I don't know, maybe they left under their own authority, gotta [0:15:58, 0:16:01]: But uh thank you for letting me speak and um [0:16:03, 0:16:07]: I says it's to the point of just getting the heck outta here. [0:16:08, 0:16:09]: And um [0:16:10, 0:16:15]: I mean if if I didn't have to put up with the noise you wouldn't never see me. [0:16:15, 0:16:17]: But I like my peace and quiet. [0:16:19, 0:16:21]: Thank you, Mr. Yancey. [0:16:21, 0:16:23]: Do we have other speakers? [0:16:25, 0:16:26]: Mr. Wendell Moore. [0:16:33, 0:16:34]: Don't small with that yet. [0:16:35, 0:16:37]: I won't. [0:16:42, 0:16:43]: [1005.5, 1010.0]: Good afternoon, Mayor and Council. Uh I've been absent a long time, so [0:16:50, 0:16:51]: I got lots to talk about. [0:16:51, 0:16:54]: In three minutes it just won't hardly get it, but I'll try. [0:16:55, 0:17:01]: We got a situation in Wild Wind Subdivision where the streets caving in. I showed Mr. Blount a picture of it. [0:17:01, 0:17:03]: And I could show the rest of you a picture of it. [0:17:03, 0:17:07]: Uh we've complained to the City Works Department, nothing's been done about it. [0:17:08, 0:17:10]: The rain comes, it gets to about a foot down there. [0:17:11, 0:17:16]: where the covers are and they're supposed to be empty water and everything like that, it doesn't do it. [0:17:17, 0:17:20]: So we got water standing there for about it's about a foot deep. [0:17:21, 0:17:24]: And th this is one thing we need to take care of. [0:17:25, 0:17:27]: We've asked about street sweeping and uh [0:17:28, 0:17:33]: You know, we've had no luck on that. Thank God that the rain come and it washed the trash all to the [0:17:33, 0:17:35]: through the covers where you can do it. [0:17:36, 0:17:38]: Mr. Yancey has a viable point. [0:17:38, 0:17:42]: When it gets above eighty degrees you can smell the transfer station. [0:17:42, 0:17:45]: They supposed to have sanitary scrubber fund in there. [0:17:45, 0:17:52]: We talked to the man last year, it was broke. Didn't know when it was gonna get fixed and that's like that. So evidently they haven't fixed it yet. [0:17:54, 0:17:59]: But this is a item, you know, where you're you're m forcing residents to smell garbage. [0:18:00, 0:18:01]: coming from that transfer station. [0:18:02, 0:18:07]: And when they started they start at a certain time, that's not entirely so. [0:18:07, 0:18:11]: Because they start a whole lot earlier and they make a whole lot more noise. [0:18:12, 0:18:15]: And everybody calls me and complains about it and I don't know what to do about it. [0:18:16, 0:18:24]: Because y'all are the ones that signed that contract with'em and gave'em that transfer station over there, and there's about ninety trucks a day comes in that place. [0:18:25, 0:18:38]: When I moved here, that transfer station was a useful stopbridge, there was three or four trucks coming there, which was fine. Now you got a big commercial thing going on. You got trucks coming in and out of a street that says no trucks on it. [0:18:38, 0:18:41]: Got a big old orange sign over there that says no trucks on it. [0:18:41, 0:18:44]: And yet you got those garbage trucks coming in and out every day. [0:18:45, 0:18:48]: So I d I don't understand what's going on. [0:18:48, 0:18:54]: I know that there are problems and there's things you got to deal with and things that goes on but [0:18:54, 0:18:56]: You know, it's above my head probably. [0:18:56, 0:19:00]: But that transfer station and the smell coming off of it is something that can be fixed. [0:19:01, 0:19:12]: They do have scrubbers that goes on that thing to kill that smell and I don't see where it's either y'all's responsibility or it's their responsibility to keep those scrubbers running and keep that smell down. [0:19:14, 0:19:20]: Thank you, Mr Yancey. I met Mr. I'm doing good. Well yeah, you're doing good. You owe me a dinner. [0:19:21, 0:19:24]: I bought you breakfast now. [0:19:24, 0:19:26]: I guess I'm anamel have to buy you lunch. [0:19:27, 0:19:27]: Thank you. [0:19:28, 0:19:28]: Sorry. [0:19:30, 0:19:32]: Uh uh as a point of um [0:19:33, 0:19:46]: information. I have been sick for a couple of weeks and I've taken enough medicine to sink a ship. So if I'm not at my best tonight, I just know that it's uh trying to make my throat well. [0:19:48, 0:19:49]: Mayor Neal. [0:19:49, 0:19:54]: We do have two additional public comment cards, but they both [0:19:54, 0:20:03]: refer to the rezoning item that is on the re uh on the agenda and they would need to speak during the public hearing portion of the meeting. [0:20:05, 0:20:06]: Okay. [0:20:06, 0:20:12]: Those that are here that want to speak for that, if you hear that, you'll be speaking a little bit like when [0:20:14, 0:20:15]: There are no further comments. [0:20:18, 0:20:24]: Okay. At this time we're gonna go to old business. We only have [0:20:25, 0:20:29]: one item and is being presented by our city attorney. [0:20:30, 0:20:39]: Good evening, Mayor and Council. You have before you uh two items um related to the Youth Council which uh you all [0:20:40, 0:20:40]: Um [0:20:41, 0:20:45]: uh adopted as a program last year [0:20:45, 0:20:46]: Um [0:20:46, 0:20:52]: The Youth Council Advisor Committee has met uh multiple times over the course of [0:20:52, 0:20:54]: this uh year. [0:20:55, 0:20:57]: And they have developed the k the [0:20:58, 0:21:11]: program curriculum which is shown on um the twenty seventeen twenty eighteen calendar that you have. They've also met and interviewed and agreed to select eight [0:21:11, 0:21:21]: um young men and women who will form the city's first youth council. Um I've met them, I've reviewed their [0:21:21, 0:21:22]: Uh [0:21:22, 0:21:26]: information and they are very impressive. I think you all will be very proud [0:21:26, 0:21:34]: The plan is to formally introduce these young men and women to the city in July at a council meeting. [0:21:34, 0:21:39]: Um but there are some uh events that are set forth on the curriculum [0:21:40, 0:21:48]: um that occurred this summer and the first one would be a retreat to send them away for a couple of days to to meet and bond as a a group and [0:21:48, 0:21:53]: and get some introductory information about what the year is gonna be like. [0:21:53, 0:21:53]: Uh [0:21:54, 0:21:59]: That is what's planned and that's what's recommended by the Youth Council Advisory Committee. [0:21:59, 0:22:01]: As previously discussed [0:22:02, 0:22:04]: Uh the idea was to let them meet [0:22:04, 0:22:09]: establish the curriculum, bring that back to you all for your final approval. [0:22:10, 0:22:15]: Um they have done that. So you the the second item you have is an estimated budget. [0:22:16, 0:22:16]: For [0:22:17, 0:22:21]: the end of twenty seventeen's activities and we've also prepared [0:22:21, 0:22:26]: what the budget would look like, the proposed budget for twenty eighteen. So you have [0:22:26, 0:22:35]: uh three spreadsheets in front of you. You have the twenty seventeen budget, which we've estimated it will be about nine thousand dollars for this year. [0:22:36, 0:22:39]: If you will recall the council budgeted ten thousand, so [0:22:40, 0:22:43]: Knock on wood. We're under budget for this year and we think [0:22:43, 0:22:44]: Good. [0:22:44, 0:22:47]: uh estimated fairly conservatively so [0:22:48, 0:22:51]: Um I'm hoping that we really won't spend that much, but [0:22:51, 0:22:54]: But that's the estimate for this year, is about nine thousand. [0:22:55, 0:22:59]: for a full year's worth of activities. You see that on the twenty eighteen [0:23:00, 0:23:00]: Uh [0:23:01, 0:23:01]: Uh [0:23:02, 0:23:05]: uh page that you have in front of you. [0:23:05, 0:23:07]: And that reflects the end. [0:23:07, 0:23:08]: of the [0:23:09, 0:23:14]: uh first year of the youth council and as you know it it's planned to run during [0:23:14, 0:23:17]: concurrent with the school year. So these are all rising [0:23:18, 0:23:21]: sophomores, juniors and seniors who will [0:23:21, 0:23:23]: be in school beginning in August through [0:23:23, 0:23:26]: at the end of the school year next year. So [0:23:26, 0:23:28]: The tw the first year reflects [0:23:28, 0:23:32]: partials for two budget years. The at the end of the twenty seventeen budget [0:23:32, 0:23:38]: and all twenty eighteen. But if you look or or half of twenty eighteen, if you look at the twenty eighteen budget [0:23:38, 0:23:41]: That would reflect what a full year's programme would be. [0:23:42, 0:23:45]: And that's at about eighteen thousand dollars. So that will give you [0:23:46, 0:23:49]: an indication of what it would look like if you had a full year [0:23:50, 0:23:51]: Now the Youth Council Advisory Committee [0:23:52, 0:23:53]: Um certainly [0:23:54, 0:23:56]: um wanted to do everything under budget. [0:23:57, 0:23:58]: Um but if you look at [0:23:59, 0:24:03]: what twenty eighteen looks like it's it's more than ten thousand. That's sort of an obvious thing. [0:24:04, 0:24:06]: One of the things they want to do [0:24:06, 0:24:08]: is solicit private [0:24:08, 0:24:11]: contributions to help pay that. So [0:24:11, 0:24:16]: While they will probably request that full amount of of eighteen thousand [0:24:16, 0:24:20]: They will at the same time be looking to community [0:24:20, 0:24:22]: To get sponsorship and support from [0:24:22, 0:24:26]: local institutions in the Stockbridge Henry County area. [0:24:26, 0:24:32]: But that has yet to begin and they'll be coming back to you with a proposal to [0:24:33, 0:24:38]: um establish a non profit entity uh to solicit funding [0:24:38, 0:24:44]: um to help offset this. And you know, for successful, hopefully in the future much of this will be self sustaining. [0:24:45, 0:24:47]: But as an initial investment [0:24:47, 0:24:51]: Uh you've already budgeted ten. We'll be under budget for this year. [0:24:51, 0:24:53]: Um and if we [0:24:53, 0:24:57]: If the Council approves what has been presented to you, we will be asking [0:24:58, 0:24:59]: eighteen thousand for next year. [0:25:00, 0:25:02]: this fall when we begin the budget process. [0:25:03, 0:25:03]: Uh [0:25:04, 0:25:09]: I've said a lot. Um, if you have any questions about the program [0:25:09, 0:25:09]: Um [0:25:10, 0:25:13]: now would be a a good uh opportunity. If you'd like I can [0:25:14, 0:25:15]: For the public's sake, give [0:25:16, 0:25:18]: people an overview of what the programme will look like. [0:25:19, 0:25:23]: We have a portion of the city webpage which says a little bit about the program. [0:25:24, 0:25:27]: Uh we plan to enhance that. [0:25:27, 0:25:31]: fairly soon so people will have a better idea of what the program's about. [0:25:32, 0:25:33]: Uh as the kids [0:25:34, 0:25:38]: get involved and begin undertaking the activities. We'll certainly have pictures and [0:25:39, 0:25:40]: more information and [0:25:40, 0:25:45]: and uh material that will help people s get a better understanding. [0:25:45, 0:25:46]: Um [0:25:46, 0:25:48]: But as a general overview [0:25:48, 0:25:54]: to remind the public the the purpose of the youth council is to provide a leadership training program [0:25:54, 0:25:56]: for the youth of Stockbridge. [0:25:56, 0:26:00]: who are in high school, these are rising sophomores, juniors and seniors. [0:26:00, 0:26:05]: to learn about civic government, local government and to learn about leadership. [0:26:05, 0:26:06]: Um [0:26:07, 0:26:09]: So the programme reflects that. [0:26:09, 0:26:13]: the initial part of the the beginning pro part of the program [0:26:13, 0:26:15]: uh is all about training and learning about [0:26:16, 0:26:18]: the local institutions in Stockbridge. [0:26:18, 0:26:22]: Uh the first month is city government month. We'll have them learn about [0:26:22, 0:26:24]: Stockford City government month. [0:26:24, 0:26:29]: And then we branch out and we have a month dedicated to education where they can meet with [0:26:30, 0:26:34]: school administrators of and the school board to learn about [0:26:34, 0:26:36]: what is being done. [0:26:36, 0:26:41]: um in the education arena. Then we have a public safety month where they meet with [0:26:41, 0:26:43]: police and fire to learn about [0:26:43, 0:26:45]: uh that aspect. [0:26:45, 0:26:46]: Oh [0:26:46, 0:26:46]: Uh [0:26:47, 0:26:51]: you know what it takes to provide for the public safety of citizens in in our area. [0:26:52, 0:26:55]: Um and then it branches out. Um we [0:26:55, 0:26:57]: want them to be engaged in civic [0:26:58, 0:27:00]: um opportunities in public service. [0:27:00, 0:27:05]: So one of the things that we're asking them to plan on their own with our support but on their own [0:27:06, 0:27:11]: to plan and and and carry out a public service project to benefit the Stockbridge community. [0:27:11, 0:27:12]: So [0:27:12, 0:27:17]: we have them starting at in the f very first meeting begin planning that [0:27:18, 0:27:23]: And the hope is that they they will implement that public service project in December. [0:27:24, 0:27:26]: Um and after that first part [0:27:26, 0:27:28]: D we plan for them to then [0:27:28, 0:27:39]: go and meet with the General Assembly uh in next year when the General Assembly is back in session and hopefully if we can arrange it there'll be an opportunity to meet perhaps with the governor or Lieutenant Governor. [0:27:40, 0:27:44]: Um and again to learn about that, uh, you know, state government. [0:27:44, 0:27:54]: Um and then towards the end of the year we start doing a little bit more personalized leadership development for these kids. Once they've had a an opportunity to learn about [0:27:54, 0:28:01]: how government works, then we want to invest a little in them in the as individuals so that they can [0:28:01, 0:28:02]: Hopefully [0:28:02, 0:28:03]: Uh [0:28:03, 0:28:08]: enhance their leadership skills. So we have a problem solving workshop and a communications workshop [0:28:08, 0:28:10]: as part of the program. [0:28:11, 0:28:13]: Um and then towards the latter part of the year [0:28:13, 0:28:16]: W which really May of next year. This time next year [0:28:17, 0:28:18]: Our hope is that [0:28:19, 0:28:21]: in doing all this they will be able to [0:28:22, 0:28:23]: Demonstrate their leadership. [0:28:23, 0:28:27]: abilities by helping carry out a city wide youth event. [0:28:28, 0:28:31]: And we don't know exactly what that will look like at this point, but [0:28:32, 0:28:34]: That's something we want them to [0:28:34, 0:28:35]: Plan. [0:28:35, 0:28:38]: and put into fruition. So [0:28:38, 0:28:50]: These will be, you know, the future of Stockbridge. These will be ambassadors of the city. Um and and think this will be an exciting opportunity to invest in kids in Stockbridge. [0:28:50, 0:28:51]: Um [0:28:51, 0:28:55]: Unfortunately they cost money and and we know we have to uh [0:28:55, 0:29:00]: to budget for it and so we've tried to budget as conservatively as possible. [0:29:00, 0:29:01]: Um [0:29:02, 0:29:02]: And [0:29:03, 0:29:08]: you know, th i I I hate to use words like it is what it is, but this is what [0:29:08, 0:29:11]: If if you approve this program [0:29:11, 0:29:12]: We think [0:29:13, 0:29:16]: These are the cost estimates of are what it will take to carry it out. [0:29:17, 0:29:25]: And we're certainly here to go by your decisions and what you asked us to do and if we need to adjust that, we're happy to carry that out. [0:29:29, 0:29:34]: Uh do um I hear you do you have any other comments? Okay. Um [0:29:35, 0:29:55]: I just go ahead and make a motion to approve the program as recommended by City Attorney Mr. Williams after reviewing all the documentation to uh move the city forward. I'd like to commend Councilwoman Robinson and the group for all the work that they did. This is a tremendous day. [0:29:55, 0:29:56]: [1797.4, 1805.1]: I'll send it back. Okay, I have a motion by um Councilman Alexander and I have a second by Pro Tem Ford. [0:30:05, 0:30:07]: that the um [0:30:07, 0:30:10]: consideration for the youth council. [0:30:10, 0:30:11]: We need a vote for it. [0:30:12, 0:30:15]: Um any discussion before we do that. [0:30:17, 0:30:35]: I just want to ditto that I think it's a great job. The budget itself this year, next year for the uh for the entire youth council and the fact that uh you uh Mr. Williams along with the rest of the youth council advisors uh did a great job. I think this is a great step. But I just want to make sure I I say that. I I think it's a great step without a doubt. Thank you. [0:30:36, 0:30:37]: Mayor. [0:30:38, 0:30:39]: All in favor. [0:30:40, 0:30:41]: Oh, it's all right. Can see you. [0:30:41, 0:30:49]: I would also like to commend our attorney. Um he does this um outside of what he does for the city, so he's volunteering his services. [0:30:50, 0:30:52]: to make sure that this is successful. [0:30:52, 0:31:01]: Also we have our chair who's here tonight with Ms. Xavier. He's also here, so I wanna thank you very much. And I don't see any any of our other um [0:31:03, 0:31:22]: team members. But it's a lot of work went t into it. Um we're definitely being good stewards of the citizens funding. Um so we want to make sure that our scholars have a great opportunity here in the city of Stockbridge moving forward with um their leadership. Thank you. [0:31:22, 0:31:25]: Okay, thank you. Okay, I have one other comment. [0:31:25, 0:31:35]: Uh when you get the uh portion together where you're gonna be doing the donation and um uh sponsorships and whatever, bringing in other funds. [0:31:35, 0:31:41]: Um, because you're actually on track with s about approximately six months left at at at nine. [0:31:41, 0:31:45]: And you're looking at eighteen for a total year, so it's it's about the same. [0:31:46, 0:31:48]: Um how would that [0:31:48, 0:31:51]: How would that be interjected when you guys [0:31:51, 0:31:55]: bring in any other funding versus what we've already budgeted. [0:31:56, 0:32:01]: Well well the hope is if we are able to get funding in is that much less in [0:32:01, 0:32:06]: City of Stockbridge taxpayer funds used um for that year, so we would just [0:32:06, 0:32:11]: not spend that much out of the tax coffers and and utilize the funds from [0:32:12, 0:32:16]: uh whatever we're able to raise. Um and then next year, depending on [0:32:16, 0:32:21]: how pledges come in and if we if we're successful in getting multi year pledges then that we [0:32:21, 0:32:25]: be that much less that we ask you all to budget in future years. But [0:32:25, 0:32:28]: That part of the program is very much kind of [0:32:28, 0:32:36]: in its infancy, uh there one of the members of the uh advisory committee has agreed to serve as the chair of the fundraising aspect of that. [0:32:37, 0:32:48]: will uh likely be establishing a a non profit corporation and getting five oh one C three status and that just takes time. But in the meanwhile we're not gonna wait. We're gonna go out and [0:32:48, 0:32:50]: See what we can do from the community of support. [0:32:51, 0:32:52]: Okay. [0:32:52, 0:32:59]: Well and and with that what I'm saying when the funding comes in, is there gonna be a quarterly report? How does that work when it comes to [0:32:59, 0:33:05]: um our treasurer getting the reports what you bring in versus now what we need to push out. [0:33:05, 0:33:07]: That's systemic systematic. [0:33:07, 0:33:13]: I I honestly don't have a good answer for what that will look like practically. Um [0:33:13, 0:33:14]: You know, what [0:33:16, 0:33:19]: You know, if if we got a pledge of five thousand dollars, for instance [0:33:20, 0:33:21]: for this year. [0:33:21, 0:33:29]: Um that money would be set aside and and spent first in my mind before we come back and and spend funds. [0:33:29, 0:33:33]: out of what's appropriated by the council. [0:33:33, 0:33:47]: Um and so I I think that's my question, is this going to be an additional to or in lieu of? That's what I'm saying. If we raise private funds we would use those in lieu of the taxpayer funds, yes, sir. [0:33:48, 0:33:49]: Mayor. [0:33:49, 0:33:50]: Yes, of course. [0:33:51, 0:33:55]: And also can you advise so everyone that will understand that other [0:33:56, 0:33:57]: Um youth councils. [0:33:58, 0:34:01]: the cost that's associated that you've looked at. [0:34:03, 0:34:09]: Stockbridge is not unique. I mean there are are dozens of cities and counties that sponsor [0:34:09, 0:34:10]: youth um [0:34:11, 0:34:12]: Council [0:34:12, 0:34:15]: or youth commissions and and their communities. [0:34:15, 0:34:19]: uh GMA is in the process of doing a survey for how much [0:34:19, 0:34:23]: other spin just to kinda get a sense for what what [0:34:23, 0:34:25]: uh the state of Georgia is expending in this area. [0:34:26, 0:34:27]: Um [0:34:27, 0:34:33]: I did some research. I know the city of Noonan, they spend about eighteen thousand five hundred dollars for their youth. [0:34:33, 0:34:34]: Uh [0:34:34, 0:34:35]: program. [0:34:35, 0:34:38]: Chatham County, which was first and kind of the [0:34:38, 0:34:39]: Um [0:34:39, 0:34:44]: you know, the trailblazer in in this pr project for the state [0:34:44, 0:34:51]: They actually expend fifty thousand dollars. That's what their budget is for this year. Now it's a larger program and they do a lot more things [0:34:51, 0:34:53]: than what we're projecting, but [0:34:53, 0:34:59]: that will give you an idea. There's a range and the dollar figures really depend on how much [0:34:59, 0:35:03]: Um you do as a program how many students are involved. [0:35:04, 0:35:04]: Um [0:35:04, 0:35:06]: Uh again for instance uh [0:35:07, 0:35:07]: The [0:35:08, 0:35:10]: Uh youth retreat. [0:35:10, 0:35:11]: that we have planned [0:35:11, 0:35:13]: You got to pay for lodging. [0:35:13, 0:35:15]: And we have about eight kids and [0:35:15, 0:35:21]: and things like that. So you just kinda do the math to figure out how much it's gonna cost for lodging and meals and that sort of thing. [0:35:21, 0:35:23]: If we had double the number of kids. [0:35:24, 0:35:26]: It would be double the cost, roughly. So [0:35:26, 0:35:27]: Um [0:35:28, 0:35:31]: the the thought is let's see how this year goes in terms of [0:35:32, 0:35:35]: uh how well the program is run. [0:35:36, 0:35:42]: Um and that will determine in part how much interest you get from students next year. [0:35:43, 0:35:47]: Um you know, hopefully we'll get a lot more students applying for next year than you [0:35:48, 0:35:57]: the c the committee and you all will have to make a decision about how large you want the program to be. But we think this year will be very manageable with eight students and we look forward to [0:35:58, 0:36:01]: providing a very successful progress report this time next year. [0:36:02, 0:36:03]: Hey, thank you. [0:36:04, 0:36:05]: Okay. [0:36:05, 0:36:06]: We have one more. [0:36:06, 0:36:12]: discussion. I'm sorry, real quick. And I know uh because I'm I I commend the passion that uh [0:36:12, 0:36:21]: um councilwoman Robinson has for this program also. She and I went to make it and and the GMA is gonna be having a training in June. [0:36:21, 0:36:24]: um on sustaining [0:36:24, 0:36:28]: uh youth program and I didn't know though. Did you get that one? Did you see that? [0:36:30, 0:36:41]: Yeah. Oh okay. I just didn't know if uh everybody has do we plan on sending someone down there for that? Oh we attend someone's attending that from there? Oh okay. [0:36:43, 0:36:50]: Okay. We've heard uh about our new youth council, so I'm calling for the vote. All in favor? [0:36:52, 0:37:05]: All right. Thank you so much. Thank you. Thank you, Mr. Williams. At this time we have uh presentations and we're gonna call on Laura Lucre and David Gill from the Chamber to come up and talk to us at this time. [0:37:06, 0:37:06]: Um [0:37:06, 0:37:09]: about our Convention Investors Bureau. [0:37:10, 0:37:17]: Hi. Thank you. Mayor Council. Um I'm experiencing some of that same laryngitisy cold hangover. Um so [0:37:17, 0:37:22]: All right, you might want to use one of the handheld mics so that people can hear you better. [0:37:24, 0:37:25]: Yeah. [0:37:25, 0:37:26]: Is this better? [0:37:27, 0:37:47]: Um thank y'all. Uh sorry if I'm hard to understand. Um that's always I talk really fast, so also if I do that, I'm sorry as well. Um but talk to you a little bit today about what the CVB did in 2016. Um as you know, we are funded through hotel motel tax and it's been [0:37:47, 0:38:07]: Basically divided Stockbridge collects under an eight percent tax, so it's divided three different ways with the restricted funds or being the only thing that the C D B has um purvey over. The unrestricted funds and the tourism product development funds are all things that the city manages and maintains. So our four forty four point [0:38:07, 0:38:15]: Seventy five seventy five percent is what we're gonna talk about and how how we how we administered that in two thousand and uh sixteen. [0:38:15, 0:38:35]: And some of what we've been doing in 2017. I am not going to talk in detail about a lot of things, really going to talk about the new things that we did. You do have a packet in front of you, blue folder, that has a full presentation with a lot more detail that I'm just not going to go into today. It does include also a list of applications. [0:38:35, 0:38:46]: applicable expenses. We are restricted in what we can spend tourism funds on, that restricted portion. And so there's an example of what that looks like in those kinds of expenses. [0:38:48, 0:39:08]: Oh it worked in, sorry. Um for a broad overview of tourism in Henry County as a whole. Um we get a report from the Georgia Department of Economic Development. It's typically about a year and a half to two years behind. So the numbers that we have right now are from two thousand and um fifteen and they show [0:39:08, 0:39:28]: And that's gas, that is hotels, that's attractions, that's eating at restaurants, that's all of those types of things. And with you know being on Interstate 75, we do get a lot of the pass through travel as well as um people you know coming. [0:39:28, 0:39:32]: to actually enjoy our various events and attractions. [0:39:33, 0:39:53]: What we say this really breaks down to and why it matters to residents on a day-to-day level is because of the expending that's happening by people coming through, people who aren't using government services, they end up saving the money they spends ends up saving residents about two hundred and fifty excuse me, households, two hundred and fifty six. [0:39:53, 0:40:09]: six dollars per household a year. Um and so that money basically is new money that's being infused into the economy that residents aren't having to spend um so that you as um councils are not trying to figure out how to make up that money that it's just totally [0:40:10, 0:40:12]: Free money in an essence. Um [0:40:13, 0:40:33]: So what we do with our um portion of the restricted funds for marketing is obviously we are a Henry County, we're a billboard. Um we have billboards because we are an interstate community. We do have three static billboards that really do mostly marketing uh the county and the awareness of Henry County saying, you know, where our exits are, and then we have three digital bills. [0:40:33, 0:40:43]: billboards that we also use that promote local events mostly as the council. If you have events that are coming up that have strong tourism [0:40:43, 0:40:58]: um benefits. You know, you're they have a strong relationship for tourism. You're welcome to send um boards in and we put them in on a space available basis. If you let us know a long time in advance, we can get them scheduled. Um but that's one of the things that we do because we know people are coming through. [0:40:59, 0:41:17]: We also do a visitors guide every year. I've included a copy of that in your packet. We print thirty thousand of these and we distribute them all over the state. Um the city does get a free full page ad in this guide. All of our partners do, all of our um city partners and county um as part of the partnership that we share. [0:41:18, 0:41:38]: And this is kind of our number one fulfillment piece for anybody looking for additional information. You'd be surprised at how many people want physical copies. There's more information on our website, but people really do want something they can hold. Um and so we also know that you have specific projects that are very important to you. You have specific projects, specific [0:41:38, 0:41:58]: Specific events or specific attractions that are things that are important. So we set aside a portion of our budget that you can use to promote specific events or attractions. You could use it to promote Bridge Fest as y'all have done for the past maybe four or five years. Y'all do radio ads with that money for Bridge Fest, or it could be used for Millmann's Conference Center. [0:41:58, 0:42:04]: um, you know, things that h have general and and genuine tourism interest for the community. [0:42:04, 0:42:12]: Um and so that money's available every year. It changes sometimes various based on um incomes, but that um is available. [0:42:12, 0:42:28]: And then we also, um, as I mentioned, that our website is our number one tourism um asset in terms of marketing Henry County um as a whole. We did spend the majority of sixteen really, really fine tuning and working to do build a new website. [0:42:29, 0:42:49]: Um one of the things that we really wanted to see is make it mobile responsive because we had previously had a mobile site and a desktop site, but um people were two thirds of our traffic right now comes from a mobile phone and so they needed to have access to all of our content, not just some of our content. So we launched this new site in February. [0:42:49, 0:43:09]: this year um one of the things that we decided it was really important that we wanted to add was city pages. So if you go to the site there's a hover map. So people may know there are these cities in Henry County but maybe not exactly where they are or where they're located within their grand scheme. So we wanted them to have a visual representation of that. So we do have a hover map [0:43:09, 0:43:21]: You can hover over it and see what the points of interest are in those communities, some facts, and then you can click on those pages and get more information, more facts, more history, and then some featured itineraries and those kinds of things as well. [0:43:22, 0:43:22]: Um [0:43:23, 0:43:40]: We also when we were able to when we launched the website we were able to also launch a new campaign that we had been in the works, had been working on called History Has a Name. And it is currently we have eight videos with associated interviews for local tourism partners. We wanted to be able to tell [0:43:41, 0:44:01]: um put faces to names, faces to places because we know that our attractions are so much more than just places. They're they're people and they're people whose heart and souls got poured into those places. So we um have these videos and these w interviews that are on our site under the History has a name tag and um they have these embedded ones [0:44:01, 0:44:13]: minute videos along with a full interview and in the first month this these pages were viewed more than twenty eight hundred times and people are spending about an average of three minutes on them which is really a very a very good um amount of time to be spent on a site. [0:44:14, 0:44:16]: We do plan to make this a [0:44:16, 0:44:20]: an ongoing campaign. We are already working um on [0:44:20, 0:44:26]: plans for four additional videos this year, including Panola Mountain Annual Forest. Um [0:44:26, 0:44:27]: And um [0:44:28, 0:44:35]: We we know there's a lot of good stories to tell and as long as we have enough stories to tell that meet our criteria, um, we are are [0:44:35, 0:44:39]: interested in continuing this. We really want to tell just really want to tell a good story. [0:44:40, 0:45:00]: We were also able in 2016 to hire a digital marketing assistant. She does our social media and our website. We know that social media and web are just two of our critical resources, and so she does a fantastic job, has really brought some innovative things into the office, has been able to grow our Facebook. [0:45:00, 0:45:16]: followers or Instagram followers or Twitter followers between twelve and tw and thirty five percent depending on the platform. Um and really getting to expand that outside of the local market and reach out to people like bloggers and um media outlets in a way that we just were not able to do before. [0:45:17, 0:45:37]: We also know that it is not enough for us to say, We're great, come visit Stockbridge. We need other people saying it and other people that have third per third party credibility. So one of the things that we did last year is we hired a company called Lori Road Communications. They are a travel PR media agency and they help us write [0:45:37, 0:45:57]: and distribute press releases and blogs to members of the travel writers and blogger community. And they also maintain a travel media press room for us. And this travel media press room gives us a twenty four seven presence for people seeking story ideas. [0:45:57, 0:46:17]: uh facts and photos and videos. So at any time if they're looking for the top ten places in Georgia to pick cri to cut your own Christmas tree, they can go to that site, they can learn that we have one, they can download a photo, and we're gonna get picked over somebody else because we had really high quality photography that they could access at midnight. Um because their deadline was, you know, [0:46:17, 0:46:31]: twelve thirty. Um and so we've worked with them to do that and continuing to see a lot of really good progress. We actually had a piece picked up um in the Chattanoogan that was actually picked up verbatim um and talking about a lot of the great restaurants that we have um in Henry County. [0:46:31, 0:46:51]: And then because again third parties are so important, we work with a lot of bloggers. We did a press tour in 2015 that was incredibly successful and had a lot of really good results and we've continued to nurture and maintain those relationships and build on those. Um we've invited some of those bloggers who've been most prolific kind of down to experience. [0:46:51, 0:47:11]: more of Henry County and different types of Henry County experiences that has really resulted in some very, very positive articles. We had them come into our Army Aviation Heritage Foundation, take a helicopter ride or come for a NASCAR weekend, really just hoping to give people a different view of these tractors that either they knew about but didn't know about that aspect. [0:47:11, 0:47:14]: or um maybe they'd never heard of the other. [0:47:14, 0:47:34]: We've also worked with the state, Georgia Department of Economic Development to make sure that their people are familiar with what we have because they, particularly their social media people, are talking to people every day and we need them to know what we have um so that they can sell it most effectively. So bringing them down to experience um Henry County, Scottbridge [0:47:34, 0:47:41]: Panola, um all the different places that are just really unique about our area. [0:47:41, 0:47:49]: So I said that's just kind of the high points. There's some more details in your packet, but at this point if anybody has any questions, I would um let's answer them. [0:47:50, 0:47:52]: Anyone have questions? Ms. Robinson. [0:47:53, 0:47:59]: I was looking through the brochure, so maybe you can help me. I know on the we have two pages actually. [0:47:59, 0:48:08]: Um, I know you highlighted one, but the one with the Merlmanders, is there possible way'cause I we do a lot of weddings that we can highlight that on there. [0:48:09, 0:48:13]: 'Cause I see we have like a four as um meeting space. [0:48:14, 0:48:22]: That was an ad provided by um that was an ad that that the Mermaners purchased and provided us the art for. [0:48:24, 0:48:36]: We do have though um a entire micro site that is dedicated to um weddings. We know that weddings in Henry County and particularly I'll say in Stockbridge. Stockbridge has [0:48:37, 0:48:47]: the majority of our larger venues. Um, Merlmanders being one of them, Eagles Landing. And so we do a lot of wedding promotion and um [0:48:48, 0:48:49]: Which [0:48:50, 0:49:06]: m Stockbridge actually gets the majority of because you have so much of the larger voting. So we have an entire micro site that features all the wedding venues and vendors and then we do a lot of paid advertising, um pay-per-click and that kind of thing based on driving people to the site to learn about. [0:49:06, 0:49:11]: But and we do have plans at some time to hopefully we have a um [0:49:12, 0:49:32]: a list that we keep that has all of the venues on'em and we send out we have a lot of leads that we get from Brads. We have advertisements on the knot dot com and um so whenever we get leads we send them the list and they like they tell us what they're looking for and we send send them a full list and that includes all of Stockbridge's facilities as well as all the other ones. [0:49:33, 0:49:35]: Are there other questions? [0:49:36, 0:49:36]: Yes. [0:49:37, 0:49:40]: Mr. Alexander. [0:49:40, 0:50:00]: uh for the work that you do and for your the feedback that you have accepted from us. And um I know we had had a meeting earlier talking about incorporating some of the things that we have and you've been uh very forthright in uh incorporating uh the Reeves Street Trail uh multi use uh trail [0:50:00, 0:50:01]: True. [0:50:01, 0:50:21]: uh system into that uh because uh that is a very popular attraction um here in the city. Um I I just and I wanted to thank you today for the email that you sent me back uh saying that that would be incorporated uh a little bit more. Um and I think i it is incumbent upon us [0:50:21, 0:50:41]: us as a city to do a little bit better job putting uh the package together because we have great history here uh with the Martin Luther King Sr. uh family and the uh legacy uh that we have. I would like to ask um as as we go along now I guess our next presentation [0:50:41, 0:50:50]: on the branding will be coming up where we'll be able to uh incorporate that. I would like for you to talk about uh during our discussion we talked about [0:50:51, 0:51:05]: uh billboards and there has been a discussion uh amongst the council about the uh pros and cons on that and then possibly doing something for the city. I think uh there was multiple questions on that. I'm surprised we didn't get one tonight. [0:51:08, 0:51:28]: Was there a question? The question was to could you talk about a little bit about uh maybe like some stock bridge specific uh stuff. Uh if we were talking about this as a council potentially doing that uh for the city. I know that you talked to me about it, but the entire council uh might be able to talk about that. Maybe Mr. Gill might be able to talk about it a little bit. [0:51:28, 0:51:28]: Yeah. [0:51:29, 0:51:35]: Well we use billboards um for very specific purposes and I think that um [0:51:36, 0:51:41]: In order to have an effective billboard campaign you have to A have funding because they're not [0:51:41, 0:51:42]: Inexpensive? [0:51:42, 0:52:02]: Um and you have to have a very concise message in order to and know what that message is um and it has to be very compelling because you're you basically have seven seconds, um seven words or less in order to get your message across for people going eighty plus miles an hour down an interstrait. And um, you know, people stopped [0:52:02, 0:52:06]: eat when they're hungry and they stop to sleep when they're tired. Um and so [0:52:07, 0:52:26]: you have to decide what you want your what does the goal of your bill board campaign to be? Um is it to develop brand awareness? Is it to actually get people off of the interstate? Is it to drive into a specific place to a specific event? And then once you know what that goal is [0:52:26, 0:52:32]: you can um develop your art and your your creative very, very specifically. [0:52:32, 0:52:33]: Um to know [0:52:34, 0:52:35]: And so [0:52:35, 0:52:36]: Um [0:52:37, 0:52:38]: The city decides to [0:52:39, 0:52:45]: to move forward with a Billboard campaign. I'd love to, you know, with provide any input that we have'cause we do have a lot of experience, um [0:52:46, 0:52:49]: in in doing this we have how to build board campaign in some [0:52:50, 0:52:54]: some capacity um for the last I don't know ten or fifteen years it's [0:52:55, 0:52:57]: We've edged and flowed with it, but um [0:52:58, 0:52:59]: You have some experience. [0:53:00, 0:53:20]: the world real quick. Next, um, in terms of us, we talked about in our meeting about uh incorporating things like the dog park and then a lot of citizens don't know that we have the special needs equipment that's uh at Memorial Park now and that we'll be going in the stock going into uh cloud [0:53:19, 0:53:35]: Clark part. Would it is it best for us for us as a council to talk about putting that together to present it to you or to kinda we kinda work together on putting something together out to to incorporate those uh things that we kinda talked about? [0:53:36, 0:53:56]: Well we do have them listed on our site. Um we did update the listing to uh include the s the special needs playground. We actually did a photo shoot at Clark Park on Tuesday of so a week ago. Week a little over a week ago. Um or not quite a week ago I guess, uh on Tuesday we did the dog park and um [0:53:56, 0:54:05]: Um also um at some of the other attractions in the area. We know that that is people travel with their pets. And again, to be clear, we are [0:54:06, 0:54:26]: promoting to people outside of Henry County. And so we are really looking at what could it what could encourage people to get off the interstate or to travel from Atlanta to do. And so we know that people are passing through there. We have a lot of snowbirds that come down from the north northeast and they need places to stop with their [0:54:26, 0:54:35]: Dogs, um, maybe they'd love more than just a gas station. They want a place for them to really stretch their legs. So those are things that we really do want to highlight. We do have [0:54:35, 0:54:38]: have that highlighted in our visitors guide. Um [0:54:39, 0:54:59]: for things that you want and you know the maybe new products, let us know. Uh we will incorporate them if we can and how we can. Um it's you know what what they are and how they are will depend depend on that. We do right now all of our playgrounds and trails and parks are kind of listed under our things to do in our play activities. Um and [0:54:59, 0:55:10]: And uh thirty we do have a lot of all of those things in Henry to varying uses depending on you know what tourism tourists might or might not uh find. [0:55:10, 0:55:12]: Something that they need when they're traveling. [0:55:12, 0:55:13]: Thank you. [0:55:13, 0:55:17]: Okay. We have another question from Mr. Ford. Yes, I thank you. Appreciate it, Mayor. [0:55:18, 0:55:18]: Um [0:55:18, 0:55:25]: I was wondering now on and maybe I missed it, but the visitors guide, this goes into welcome centers as people enter into the state itself. [0:55:26, 0:55:37]: It does. Um so there are eleven state welcome centers um at the borders of Georgia and we send out copies to every welcome center and um they are we go through [0:55:38, 0:55:49]: um a ton of visitors guides at those welcome centers. They are those ladies and gentlemen that work at those welcome centers um are our front lines and we've had them down. We bring them in for tours because [0:55:50, 0:56:09]: You know, those welcome centers, people pick up information. Just like people are asking us for information for them to get in mail, they do stop at those welcome centers and um pick'em up. So we have them at the state welcome centers as well as at regional welcome centers. There's about forty or so regional welcome centers. Like the Henry the Convention of Visitors Bureau runs a regional welcome center. [0:56:09, 0:56:21]: Um and so there's about forty others um throughout the state that are, you know, in chambers or in welcome centers, like uh Clayton County's Road to Terra Museum is a welcome center as well. So um [0:56:22, 0:56:38]: They're distributed throughout the state. We mail them to people. We put them in gift bags for like family reunions. We if family if weddings ask for them, if sports tournaments ask for them, um group tours, anytime we send out information, that's our fulfillment piece when people ask for additional information. [0:56:39, 0:56:50]: All right. Uh I'm also interested in of course in Billboard campaign of so for the city. So obviously it's something we need to work on internally and give you a product and then kinda uh tweak it there. Out of curiosity though [0:56:50, 0:56:51]: How [0:56:52, 0:56:53]: Green one accessor. [0:56:53, 0:57:06]: Okay and and and I was another question though basically is how far uh do you go with the drillboards on seventy five, six seventy five or any highway system, how far north, south, east and west do you advertise Fort Henry County? [0:57:07, 0:57:08]: Just out of curiosity. [0:57:10, 0:57:15]: Uh thank you, Councilman Ford. And uh let me maybe just make a couple of comments. Okay. [0:57:17, 0:57:19]: Uh we try very diligently [0:57:20, 0:57:25]: to maximize the benefit of the City of Stockbridge's restricted funds. [0:57:26, 0:57:30]: Uh the city also has substantial funds that are unrestricted. [0:57:30, 0:57:40]: And that may be a good place for you to look for your billboard campaign. You can use those for anything and we would be glad to assist you [0:57:40, 0:57:41]: in any way we could. [0:57:42, 0:57:44]: But we have to be a little bit careful. [0:57:45, 0:57:49]: in in too much directed type of things. [0:57:49, 0:57:50]: Yeah. [0:57:51, 0:57:55]: Hotel motel tax is divided, as Laura said, into three parts. [0:57:57, 0:57:58]: Two parts of'em. [0:57:58, 0:57:59]: You control. [0:58:00, 0:58:11]: Uh that is the unrestricted funds from the five percent and and I uh one and a half percent between five and eight percent, and that is for tourism product development. [0:58:11, 0:58:13]: The other you're required to [0:58:14, 0:58:34]: to enter into a contract with a destination marketing organization and that is us. And the reason for that is to keep independence so that when we're doing things, we're doing them without undue influence from the city. That's the purpose of the restricted funds. So we always welcome comments and advice. [0:58:34, 0:58:48]: cost, but we really couldn't take, for example, if you put together a package of billboards and presented them to us, unless we could build that into our overall marketing campaign, that would not be the correct solution. [0:58:48, 0:58:53]: In my mind the correct solution would be for you to look at the use of the hotel motel tax [0:58:54, 0:58:56]: that you uh that are unencumbered [0:58:57, 0:59:03]: by any way, and that is uh going to be uh a substantial amount [0:59:03, 0:59:04]: Uh actually [0:59:04, 0:59:23]: uh three percent of the uh the eight percent collected and you can use that to create billboard campaigns. We could we could make sure that we try to incorporate that into our message as well, but we use billboards for very targeted purposes, the the ones that are used for [0:59:24, 0:59:39]: um to coordinate with campaigns. So that's what I would recommend if you want just a directed Stockbridge Billboard campaign. But I would encourage you to give very careful thought to what you are trying to to uh uh accomplish [0:59:39, 0:59:44]: because billboards have pretty specific purposes. [0:59:44, 0:59:57]: And we would be as I said, we'd be glad to talk with you about'em. But we need to be a little bit careful about trying to get for for the city to be too involved in restricted funds. That kind of violates the spirit of why they are restricted. [0:59:58, 0:59:58]: Okay. [0:59:59, 1:00:19]: And just to your comment about where we currently advertise, um we have the first billboard on the south side is Bass Road. So if you're coming north, just north of Bass Road, um and then we have one um in Jac no excuse not Jackson in uh Four Sites, Georgia in like it's on the left hand side in the historic area, and then one just north of [1:00:19, 1:00:20]: Um [1:00:21, 1:00:39]: Half Alls Road. And then coming south we have one in Morrow just um at the where the bridge fifty four um crosses. And then just south or just meeting just north of the Hudson Bridge Eagles Landing, and then one between um Jodico and Jonesboro. [1:00:39, 1:00:40]: Thank you. [1:00:41, 1:00:45]: Are there any questi any other questions? I have one more. Okay. Ms. Robinson. [1:00:46, 1:00:52]: So the billboard I saw one that's for McDonough that was in Gwinnett County. How does that [1:00:52, 1:00:56]: 'Cause I was in Gwinnett coming down and I saw a McDonough. [1:00:57, 1:00:59]: Billboard. How does that work? Does [1:00:59, 1:01:03]: Something that they do. Okay. [1:01:05, 1:01:12]: And the only like we are required to spend our funding outside of Henry County to promote tourism to Henry County. [1:01:13, 1:01:13]: Um [1:01:13, 1:01:15]: The exception being [1:01:15, 1:01:19]: billboards. Like obviously we can have billboards on I seventy five. [1:01:20, 1:01:26]: Um because there is a lot of people that are not residents or not local passing through that traffic but um [1:01:27, 1:01:29]: Um that's one of the only exceptions. [1:01:31, 1:01:34]: Okay. Just real quick. [1:01:35, 1:01:39]: Because when I brought this question up about billboards and I understand that you have to have a plan in place. [1:01:40, 1:01:41]: to um [1:01:42, 1:01:50]: what are we actually promoting? What are we actually bringing in and have a plan in place but because uh when me uh I've asked you all before about the same thing that [1:01:51, 1:01:54]: Mayor Pro Tem asks us about what are the additions of the billboards. [1:01:55, 1:02:01]: Uh Bass Road is about fifty miles away, if I if I remember, around exit one one seventy two. [1:02:01, 1:02:21]: Um so I've seen billboards around fifty miles away and I've also seen them uh a little over a hundred miles away past Cordillo promoting McDonald and I guess for one little over a hundred miles away, that's McDonald paying for that billboard I guess. But I d but but when I asked that question before [1:02:21, 1:02:25]: my understanding was that you guys didn't go uh fifty miles out. [1:02:26, 1:02:29]: We do go fifty miles out. Uh we we do start [1:02:29, 1:02:36]: trying to build basically brand awareness that we're here. Um we don't want people to pass through Henry County and not know that they're [1:02:37, 1:02:38]: That we're here. [1:02:38, 1:02:50]: The reason I'm saying that, because once we uh formulate a plan for the city of Stockbridge, it's gotta be formulated and promoted enough because now you got a uh express lane that takes you by Stockbridge. [1:02:51, 1:03:11]: So those are things that that'll th those are my concerns that when we formulate those plans for billboards, now that I know because like I said when I asked before about the billboard distance it it wasn't a and I think I mentioned I saw one fifty and we're uh over a hundred miles. So now I know that you do you do go fifty miles out and when we [1:03:11, 1:03:14]: We start to promote whatever we formerly was top bridge. [1:03:14, 1:03:20]: I think we're gonna need that kind of distance because of the express lane once you enter into Henry County. [1:03:22, 1:03:36]: And again I think that how far out you go depends largely on your budget and um what you're trying to promote. We stay we don't have anything more farther north, partly because they're very, very expensive when you go farther north. [1:03:36, 1:03:41]: Um and the farther south you go when you're in the more rural areas they are less expensive. [1:03:41, 1:03:42]: Mm. [1:03:43, 1:03:45]: Yeah, I just we we [1:03:45, 1:03:56]: know that that's where a lot of people are coming in from the seventy five four seventy five merge, um coming up from Florida, Savannah. And so that is one of the places that we've chosen to say [1:03:57, 1:04:08]: Or, you know, fifty miles away if you're hungry. Because a lot of people we have found from research are looking to get somewhere and stop before they get to Atlanta. And so we want to be that place. [1:04:10, 1:04:19]: Okay. If there are no other questions, we appreciate uh David and Law being here to give us the update. If you have any other comments. [1:04:21, 1:04:29]: Any other comments? All right, thank you so much. Appreciate appreciate important suggestions. Thank you. Appreciate it. [1:04:30, 1:04:45]: Uh next on our agenda um is the Henry Council for Quality Growth. I don't see Mr. Steve Cash, so how about if we pull that item off and um add it to our next meeting? [1:04:48, 1:04:51]: May May um may I comment on that? Sure. [1:04:52, 1:04:55]: Wouldn't there have to be a vote to move remove this and add to the next meeting? [1:04:56, 1:04:57]: Okay. Do I? [1:04:58, 1:04:59]: Yeah, or by consensus either way. [1:05:00, 1:05:01]: Okay. [1:05:01, 1:05:03]: If you want to make it formal, anybody wanna make a motion? [1:05:04, 1:05:06]: I'll make a motion that we take the [1:05:06, 1:05:18]: Henry County uh quality growth uh presentation leader and me and uh table it and tail or remove remove from the night's agenda and and have it at our next uh how about the working next work meeting which will be a work session. Second. [1:05:19, 1:05:21]: All right. [1:05:21, 1:05:25]: Okay. At this time we discussion please dismission. Sorry. [1:05:25, 1:05:28]: So I'm just of interest tonight. Um [1:05:29, 1:05:33]: Any discussion about doing that? All right? All in favor? [1:05:34, 1:05:35]: Okay, thank you. [1:05:36, 1:05:48]: Okay, uh let's move on. Um I'll tell you what, I'm gonna ask a question from our staff. It's awfully cold in here. If anybody has any way to turn the heat. [1:05:49, 1:05:50]: I agree. [1:05:51, 1:05:54]: You you agree? I agree. Okay. Okay. [1:05:55, 1:05:56]: I don't know. It's just [1:05:56, 1:06:01]: Extremely cold air up here. [1:06:02, 1:06:14]: Okay, at this time we're gonna take up an item, K Piana Club Learning Foundation, a partnership proposal, and that will be presented by Mr. Kenneth Wilson. [1:06:16, 1:06:17]: [3978.1, 3978.8]: If not [1:06:19, 1:06:23]: Do I hear a motion that we table that one until he's able to be with us? [1:06:23, 1:06:24]: There. [1:06:24, 1:06:35]: You know my I'd like to make a motion that we table um the presentation of KP uh KPM Club Learning Foundation until our next meeting, which will be the work session. Next work session. [1:06:36, 1:06:36]: Second. [1:06:38, 1:06:41]: Okay, we've had a motion and a second. Is there discussion? [1:06:42, 1:06:47]: If not, then we will uh table um all in favor? [1:06:48, 1:06:49]: Okay, thank you. [1:06:50, 1:06:53]: Okay, we're going now to new business. [1:06:53, 1:06:55]: And we're going into a public hearing. [1:06:56, 1:07:02]: So um to do that I think I need a do I need a motion to go into public hearing. [1:07:06, 1:07:06]: Okay. [1:07:07, 1:07:07]: Right. [1:07:08, 1:07:10]: She had a question. I think she just needs to open it up for public hearing. [1:07:11, 1:07:12]: Yeah, just open in [1:07:13, 1:07:14]: Okay. [1:07:15, 1:07:16]: Okay. [1:07:16, 1:07:22]: Uh we're gonna hear um number item number eight underneath business, it's a rezoning [1:07:23, 1:07:25]: And we're gonna hear from uh [1:07:25, 1:07:29]: Our mapping specialist tonight, sir Miss Melinda. [1:07:29, 1:07:30]: You'll present. [1:07:33, 1:07:35]: Good evening, Mayor and Council. [1:07:35, 1:07:36]: Can you guys hear me? [1:07:38, 1:07:41]: I'd like to present to you tonight a rezoning, it's R Z. [1:07:42, 1:07:45]: Dash seventeen dash o seven dash s [1:07:48, 1:07:58]: This property is located at seven seventy one and seven ninety one Davis Road in landlot seventy one of the twelfth district and consisting of one point two seven acres. [1:08:01, 1:08:07]: This showing on the screen is a uh aerial photography view of where the site is located. [1:08:10, 1:08:15]: The applicant and I'm sorry about saying his name but I can say this very well it's altif to me. [1:08:16, 1:08:21]: Wishes to rezone both parcels from R three single family residential to C one [1:08:22, 1:08:23]: Neighborhood commercial. [1:08:23, 1:08:25]: The proposed use is for a convenience store. [1:08:27, 1:08:31]: I have a a slight view from the east. [1:08:32, 1:08:33]: And a sight view from the west. [1:08:35, 1:08:36]: in a current zoning map. [1:08:39, 1:08:43]: Henry County Planning and Zone recommended approval with three conditions. The conditions are [1:08:43, 1:08:49]: pending variants from a minimum front setback for the existing single family structure [1:08:49, 1:08:53]: Notwithstanding any new structure shall meet the minimum front setback. [1:08:54, 1:08:55]: Whether by ordinance or by variance. [1:08:56, 1:09:00]: Any new structure shall be brick, stone, stucco on all sides. [1:09:00, 1:09:04]: The architectural design of proposed buildings shall meet the [1:09:04, 1:09:05]: Approval. [1:09:05, 1:09:09]: of the planning and zoning department prior to the issuance of a building permit. [1:09:10, 1:09:14]: Dumpsters shall be placed on a concrete pad and enclosed on three sides. [1:09:14, 1:09:18]: The enclosure shall be constructed of brick, stone, stucco [1:09:18, 1:09:20]: Or any combination thereof. [1:09:20, 1:09:21]: Provided it is [1:09:21, 1:09:26]: Consistent with the primary structure and shall not exceed eight feet tall. [1:09:27, 1:09:29]: Those are a total of three conditions. [1:09:31, 1:09:37]: This rezoning was reviewed by the City of Stockbridge Zoning Advisory Board on April twenty seventh, twenty seventeen. [1:09:37, 1:09:40]: During the discussion the applicant stated that [1:09:40, 1:09:43]: That the current single family structure will be removed [1:09:43, 1:09:45]: And a new building will be constructed. [1:09:45, 1:09:49]: It is also stated that they will not be selling gas at this location. [1:09:49, 1:09:51]: Staff address future [1:09:51, 1:09:55]: The future D uh G Dot project with the applicant. [1:09:55, 1:09:57]: And uh I've got it on screen. [1:09:59, 1:10:01]: And she stated that they were aware of it. [1:10:03, 1:10:08]: City of Stockbridge Zoning Advisory Board recommended approval with the same three conditions as Henry County. [1:10:10, 1:10:11]: Thank you, Mayor and Council. [1:10:12, 1:10:20]: Okay. Didn't I hear any motion from any council member to [1:10:20, 1:10:24]: We need a public hearing to hear from both sides. [1:10:24, 1:10:26]: We've got to hear speakers. [1:10:26, 1:10:38]: Um let's start out if there's anyone here who wants to speak for the station for the new convenience store, please come to the podium one at a time. [1:10:48, 1:10:56]: Good evening, Mayor and Council members. Um I'm Sana Chima. Um I live at seven eighty one Davis Road, the property that we are trying to rezone. Um [1:10:57, 1:11:05]: Uh we've lived there about a year and it's extremely difficult to live there because it's on a busy intersection all night long so no car has passed through [1:11:05, 1:11:25]: And a lot of times cars use our drive through to make U turns, so it's really, really hard to live there. So um last year a request was made to turn it into a C three. It was for a truck stop. And it was denied because I guess it was just too much. We are requesting C one, which is the lowest level of [1:11:25, 1:11:45]: of commercial rezoning and as you guys heard that all the buildings, all the properties around it are commercial. So it makes the city look bad and unorganized that you know we have this tract of land right there that's just residential. Um traffic was uh issue that was brought up in the um [1:11:45, 1:11:51]: the board meeting um for with the z zoning advisory and [1:11:51, 1:12:11]: Yes, traffic is bad on seven um on Davis Road in general. Um however I don't think that a convenience store would add to it because w it's not like we're opening a mall. It's not something huge. And sooner or later, you know, the city is gonna have to, you know, give approval to make it commercial. So I [1:12:11, 1:12:18]: I think right now is the best time also with the G Dot product that's come um the project that's coming up. [1:12:18, 1:12:38]: And a lot of times a thing that I have noticed while living there is that traffic build up on the stop sign right over there is because a lot of cars are trying to across the street and go to the Sunuco. So I believe that if we open a convenience store it will help the traffic build up on the stop sign because [1:12:38, 1:12:58]: People might just come to the convenience store if they want like a soda, uh, chips or anything like that. Um we are not making any major changes, you know, no huge companies are gonna come over and, you know, take over Chad n it's not gonna be a big big store or anything uh like family family owned. So I don't see anything [1:12:58, 1:13:08]: that would make the city look bad. I think it will help the city because it will be bring uh bringing in new business. So I think that it's a great idea. And you guys should approve it. [1:13:09, 1:13:10]: Panie Przewodniczący. [1:13:10, 1:13:18]: Do I hear um or see any um anyone else that would like to speak for the zoning? [1:13:20, 1:13:21]: Okay. [1:13:21, 1:13:28]: If we do not, do I hear or see anyone who would like to speak against the zoning? [1:13:28, 1:13:31]: Okay, do you come to the present question? [1:13:42, 1:14:02]: Good evening, folks. Good evening. Please state your name. My name is Ron Gordon. I live at one ninety seven Shields Road in the city of Stockbridge. Uh and have been here for ten years in the city and twenty-five years in the city just outside the city, if that makes sense. So it doesn't surprise me that there's only one petitioner here um against this proposal because [1:14:02, 1:14:22]: The legal sign announced in this meeting was taken down on the shortly after the ZA B meeting, so anybody that would have an opportunity to speak here did not see the sign. When they took the sign down for the Z A B meeting, they also took the sign down for this meeting here as well. So But in summary, I d I would assume that you guys got my note on May the first on my opinion. [1:14:22, 1:14:30]: about uh this property here, how I feel about it. I basically think there's just too many gray areas uh around what's gonna happen in this property. [1:14:30, 1:14:49]: to make the mistake of zoning this to s to commercial at this point. Uh during the zoning advisory board, uh in in my understanding their advice was they were told that they were only approving or recommending a zoning from residential to commercial. It had nothing to do with with any future use of this property. [1:14:49, 1:15:06]: But it also was stated by the administrator that the city's lack of a real firm building permit type process or construction process at the point that you zone this a commercial would at that point would severely restrict the city's influence on what happened in this property. [1:15:07, 1:15:27]: Uh the county's requirements say a concrete slab which it has underneath that house and it also says that it must be made of brick or stucco, but it doesn't say that that building cannot be converted into a convenia home a convenient uh convenience store. The house says two blocks plus back off the intersection of Davis Road and this super busy most of you are familiar with this intersection here? [1:15:26, 1:15:46]: I tried um a few years ago to get a no left turn during the morning and the afternoon at that intersection, but we couldn't do it because they said that it was a DOT decision to do that. That intersection is heavily taxed and because of that, dur for the DOT project to rewiden one thirty eight, Davis Road is going away in front of this house. [1:15:46, 1:15:50]: That's no longer going to connect to Highway one hundred eighty at that intersection, it's going to be a cul-de-sac. [1:15:50, 1:16:10]: So whatever business is built there is not even going to be seen right now during this process anyway, but at that point it's going to be completely cut off from any access from Highway one thirty eight. And I think the last thing we need is another abandoned structure there. Um if you do a search on the Secretary of State website for the name of the person petitioning this is any [1:16:10, 1:16:30]: Interesting. They were in the convenience store business right now and gas business down towards noon and it may not may or may not be the same people. The address register in the Henry County Tax Assessors Office shows them to be living in a different place which uh pardon me, a different address which is on Newburgh, although [1:16:30, 1:16:50]: So they claim to live in this house here. Since this house sold, the yard has been littered with used cars, which was very recently cleaned up and the grass cut back, I'm sure, for this meeting. The family drives vehicles with paper tags and temporary demo tags on the car. There's one in the parking lot right now with a temporary demo restriction. [1:16:50, 1:17:06]: restricted use tag. Um so I don't really know what the purpose is and what they have for this property. I would plead with the city to deny this request at this time, until such time as you know what's going to go on this property, what more specific is going to be built here and the exact purpose for the use of it. [1:17:07, 1:17:11]: I think we have enough converted home businesses in the city and enough abandoned buildings. [1:17:11, 1:17:15]: And with that said, that's my opinion. Thank you very much for hearing me. Thank you, Mr. Gordon. [1:17:15, 1:17:20]: Is there another anyone in the audience who wants to speak against this project? [1:17:22, 1:17:24]: Okay. Council? [1:17:25, 1:17:26]: Okay. [1:17:26, 1:17:31]: Madam Chair, in some of the staff discussions about this [1:17:32, 1:17:36]: uh the concern about the conversion of the building was raised [1:17:36, 1:17:37]: And [1:17:38, 1:17:42]: applicant stated at the zoning advisory board that they would be [1:17:43, 1:17:48]: uh tearing the building down it would be a new building. At least that's what we've been told. [1:17:49, 1:18:01]: Um so one suggestion would be to make that as a condition that the rezoning be conditioned um to provide for a convenience store in a newly constructed building. [1:18:01, 1:18:04]: that is otherwise in compliance with our building codes. [1:18:05, 1:18:10]: Um that would address at least part of the concern about what this would be used for. [1:18:10, 1:18:15]: Um if if the applicant is still stating that that's what they intend to do. [1:18:15, 1:18:22]: Then I believe it'd be appropriate for them to put that on the record and then to add that condition to the zoning ordinance. [1:18:23, 1:18:24]: Yes, of course. [1:18:25, 1:18:45]: I w at this point generally we would hear from the applicant uh and have a question to question the applicant. Are we gonna have that time for the applicant to appear? Yes. Well she spoke during the comment period. It wasn't [1:18:45, 1:18:47]: Would you like her to come back? Yes, please. [1:18:55, 1:18:56]: Yes, ma'am. Uh [1:18:57, 1:19:00]: Many of the things that Mr Gordon just said [1:19:01, 1:19:02]: I see them myself. [1:19:03, 1:19:23]: I drove by there last week and the place was just totally trash. There was trash from walk the Walmart um entrance all the way to Davis Road. I think uh one of the staff members reported it as well and there's been extremely poor condition on how the property is being [1:19:23, 1:19:28]: maintain. So to me, you know, uh moving forward with something [1:19:28, 1:19:42]: And you said you all have been living there w it which kinda show a a bit of a concern for me of the property's being maintained in this fashion that we're gonna move forward uh with something else and then I have a follow up question. [1:19:43, 1:20:00]: When you say it's trashed, I don't get that because the only thing that was not done was the grass was not cut. And if you uh it's a one acre plus lot, it it takes a lot. I mean it's a lot of money to get the to get the get the grass cut and that's the only thing I don't understand why you're saying it I don't [1:20:01, 1:20:21]: It's to me it's not trash. The grass is not cut. That's the only thing in the uh server there. He said that there's cars. We are use car dealers. We have our personal cars that are are on the property. Dealers have a special red tag. Those are the tags that are on the cars. There are [1:20:21, 1:20:23]: [4823.6, 4836.0]: that we try but we don't have the c uh red tag. That's why we have the temporary tag. But I I mean we've been taking good care of the property. You know, we fixed it up before we bought it. It was just sitting there. I don't [1:20:36, 1:20:56]: I think we did a really good job and we got the grass cut the other day and I think I think this has nothing to do with us opening the business. I mean we love Stockbridge and we we have made every effort, you know, to keep it clean, but it was just this one instant and I don't think that you should base your [1:20:56, 1:20:57]: Decision off of that. [1:20:58, 1:21:01]: We usually we do make an effort to clean it and [1:21:01, 1:21:02]: I [1:21:02, 1:21:07]: when you say trash it was just the grass that was not cut and I don't think that's a fair kind of excuse. [1:21:08, 1:21:28]: Well when I say that I mean along the street line and I think we had um uh someone to go out there as well. But uh my main concern would be this, generally dealing with these zoning hearings, is there a rendering of what the building would look like, what you have proposed for this potential [1:21:28, 1:21:48]: site uh for me to be able to move in a direction of approving anything I wanna I would like to see if there's some plans for whether it's new structure it's kind of we've can talked about a new structure or the plans to show or rendering to show what you [1:21:47, 1:21:51]: you have uh in mind for the place. [1:21:51, 1:21:58]: I would love to get you the plans but we were advised that we did not need the plans right now because it was just for the property. [1:21:58, 1:22:18]: Um even in the zoning uh board meeting that was on april twenty seventh, you know, they said that once it's approved for commercial use, we will have to make you know the building plans, approve them, show you show the zoning board, just make sure that everything goes along as how the city wants it. So [1:22:18, 1:22:18]: So [1:22:19, 1:22:29]: We were told not to get any we we were not told that we had to have the plans or anything like that.'Cause i this is something that we want to do maybe like [1:22:30, 1:22:39]: two, three months nothing has been decided but this was our first step and even the initial meeting no one told us that, you know, you have to [1:22:40, 1:22:48]: show the plans at the city council meeting. But I would love to show you the plans. If you guys could give us maybe a week, I could you know, I could show you the plans for the building. [1:22:50, 1:22:50]: Yeah. [1:22:52, 1:22:53]: Uh Mr. Blount. [1:22:56, 1:22:59]: This becomes an interesting situation for me because [1:22:59, 1:23:01]: At this point you're just talking about the property. [1:23:02, 1:23:08]: And we don't have anything to look look at to say what the building would look like or what you're gonna put on the property. [1:23:08, 1:23:11]: So if we stay in a category just a property [1:23:11, 1:23:16]: One of the things you just admitted is that you it was expensive to maintain the property. [1:23:18, 1:23:19]: And so that's not a good [1:23:20, 1:23:24]: That's not a good presentation for for me personally for you to say [1:23:24, 1:23:28]: Since we're just talking about the property because you don't have the plans. [1:23:28, 1:23:31]: that it was even difficult and expensive for you to maintain the property. [1:23:32, 1:23:37]: whether that's uh a picture of a convenience store on a property or a house [1:23:37, 1:23:39]: If it's your property [1:23:39, 1:23:44]: You're telling the city of Stockbridge that it's too expensive to maintain this property. [1:23:45, 1:24:03]: And we have nothing else to show you what we're gonna be putting on this property, but just for the property, uh it was it was it was expensive for us to maintain it. That's not a good uh No sir, that's not true. That's not what I meant by it. Um my brothers and I live there, we are young, we're college students, you know, we [1:24:04, 1:24:12]: We're in and out of the house so maybe we weren't paying attention but you know, uh the signs were put up and everything, we tried to take care of it. [1:24:12, 1:24:19]: And money's not mo money's not an issue but you know, sometimes you just kinda give slack to some things and that's [1:24:20, 1:24:30]: that's the only reason why. But from now on we will take care of the property and, you know, make sure the grass is cut. And that's the only thing. The grass is not cut. I don't understand why [1:24:30, 1:24:33]: Because once again, excuse me for cutting you off. [1:24:33, 1:24:36]: But if I stay with what you're telling me [1:24:36, 1:24:48]: You're telling me you're young, you're college students, and your irresponsibility was because of your age and you didn't pay any attention to it. And this is not the type of business we want to start bringing into the C and Stock Ridge. [1:24:48, 1:25:07]: We're not gonna be in charge of it. My father is. He will be doing everything. We are you have your father to come up and speak then because if you're not if you c because you're really digging a hole with me for your father, if you would like to come and speak on behalf of your property, I think you need to probably come and rescue her right now. [1:25:11, 1:25:15]: Do I stand or do I take a look at the other? [1:25:15, 1:25:17]: Oh okay. Yes. [1:25:20, 1:25:28]: Does someone have a question? The c my question is is th is that this property, when we're talking about the property in itself [1:25:28, 1:25:30]: has not been maintained. [1:25:30, 1:25:36]: This is without even knowing what the structure's gonna be. And the excuse we've gotten is that [1:25:37, 1:25:41]: They're young, they're college students, they overlooked it, hadn't thought about it. [1:25:42, 1:25:52]: That's in the neighborhood of a city that's still property in the city of Stockbridge. Absolutely right. [1:25:53, 1:25:59]: Stay there. And my son stay there. We are we are five sex property. [1:25:59, 1:26:00]: But money is not issue. [1:26:01, 1:26:06]: If we build we build the real Friday, real good looking God and a [1:26:06, 1:26:10]: approved then he approves it, then we've done the job. [1:26:12, 1:26:14]: But money is an art issue, trust me. [1:26:14, 1:26:28]: Okay. Mr. Ford. Thank you. Um first of all I want to remind folks this is a zoning issue in a sense, uh whether or not we're going to convert it from one zone to another zone. But why I wanna go back to a comment you made, um uh mister [1:26:28, 1:26:48]: our attorney, Mr. Attorney here, Mr Williams. In reference to what they may have said to our own zoning board about tearing the building down and then we and then fulfilling a requirement it says in here about being brick stone stuck on all sides. Um and you m I think you mentioned that if that was the case that they can verify or say that and we would assume [1:26:48, 1:27:08]: accept that as a re uh approval a recommendation that we accept that along with these other three, that'll make the fourth condition. I would say then if they say that if they knock it down they'll have to build it and we would have to actually they'll have to build it to our particular city uh structure codes, our codes. And so we will have oversight of that. No matter what the building looks like, we still have overs [1:27:08, 1:27:15]: oversight of how it is built. So it would be within the standards that we would want to have once we if we go ahead and approve it in that case. [1:27:15, 1:27:16]: Is that correct? [1:27:16, 1:27:26]: Yes, sir. And if that's their intention and and if they accept that condition, I would recommend adding that to those just as you stated, so it's clear. Um so [1:27:27, 1:27:32]: the c current condition of the property would necessarily change in order to accommodate that. [1:27:32, 1:27:33]: Okay. [1:27:34, 1:27:34]: So [1:27:35, 1:27:55]: I know you speak better English than your father, obviously, but so otherwise uh if we make a motion or to a s it would have to be a motion, is that correct? We make a motion to the fact that if you knock the building down and you and you reconstruct the building, provided we approve this, we could reconstruct the building and it'll be to our particular city codes, it's our structure. So what happened [1:27:55, 1:28:15]: meet that to go up. We are absolutely fine with that. You know, we might have made some mistakes, but that should not stop the city from, you know, approving this because, you know, everything's got new beginnings, new chances. So yes, we will make every effort and we will go by the city's rules and standards on how they want this to be built. [1:28:16, 1:28:22]: And you know, we will go by whatever you guys say. I don't have any objection to I don't think neither of neither of us do. [1:28:22, 1:28:42]: Alright, so on that note I'd like to make a motion that I add a fourth point, a condition for approval, that uh a pa if we approve this, but for fourth condition of at least approval here, that uh if the building is restructured, knocked down and restructured, it'll have to comply to the city's codes, building code structure and have to make all those particular [1:28:42, 1:28:47]: particular adjustments in code uh vi uh uh the requirements in that aspect. [1:28:48, 1:28:52]: That's a if that's the right verbiage. And Madam Chair, the the the [1:28:52, 1:29:02]: If if he makes that motion then we can add that to the final motion to approve it up or down. So you you don't have to vote separately on that. Okay. Okay. Add that condition. [1:29:03, 1:29:03]: All right. [1:29:04, 1:29:04]: All right. [1:29:05, 1:29:06]: Um any [1:29:06, 1:29:07]: Any other [1:29:08, 1:29:27]: Questions. Madam Chair, I did have one other question uh of the applicant, which is uh if the a fifth condition is that it's for a convenience store only as part of the C one, would you be okay with that condition? Yes. Okay. Thank you so much. Um [1:29:27, 1:29:29]: Oh did you have a question? [1:29:30, 1:29:32]: No, come back, please. Come back. [1:29:32, 1:29:33]: Miss Robinson. [1:29:35, 1:29:45]: I mean I'm fine with us adding all of that, knowing that we have uh control of that. But please understand we're trying to do beautification [1:29:45, 1:29:58]: efforts in our city and we have code enforcement and it's gonna be something that we're gonna be strongly and I just wanna say this so that you will hear it from all of us. It's gonna be something that we're really, really, really gonna be [1:29:58, 1:30:18]: you know, pushing. So I mean you're standing before us saying what you're capable of doing and we're gonna be looking for that. Our expectations are very high. And I I completely agree and I expect you guys to have those expectations. Stockbridge is a beautiful city and we are new, roughly a year and a half, so I'm so sorry [1:30:18, 1:30:35]: if we did not you know honestly we didn't know that's such an important thing and he's here now. I understand. You're gonna be the one in charge. I know you have college students but we're here what we're seeing and it's not satisfactory. So [1:30:35, 1:30:44]: Our expectations are high and we're gonna hold you there. We did get about five hundred percent of the next one. Okay. Yes. We will not give you guys any reason to complain. [1:30:45, 1:30:52]: Okay, thank you. Um I'm gonna ask um Mr. Williams, our attorney, to restate the motions. [1:30:53, 1:31:00]: Well yes ma'am, if if you'll f formally close the hearing um first and then I can restate the motion. [1:31:00, 1:31:04]: All right. At this time we will close the hearing. [1:31:05, 1:31:06]: I saw a hand go up. [1:31:10, 1:31:17]: Too too late? Okay. Uh if you would please Mr. Williams uh read the um [1:31:18, 1:31:26]: So Madam Chair, uh if the council is amenable to the the rezoning then a motion would be in order to accept the recommendation [1:31:26, 1:31:29]: of the zoning advisory board to [1:31:29, 1:31:35]: uh provide for rezoning of the property to C one general commercial with the following conditions. [1:31:36, 1:31:56]: Number one, pending variance from the minimum front yard setback for the existing single family structure notwithstanding any new structures shall meet the minimum front yard setback whether by ordinance or by variance. Number two, any new structure shall be brick, stone, or stucco on all sides. The architectural design of all proposed building plans shall meet the [1:31:56, 1:32:16]: Number three, dump dumpster shall be placed on a concrete patent enclosed on three sides. The enclosure shall be constructed constructed of brick, stone, stucco, or any combination thereof, provided it is consistent with the primary structure and shall not exceed [1:32:16, 1:32:24]: a height of eight feet. Number four, the site shall be rezoned C one uh general commercial [1:32:24, 1:32:27]: to provide for a convenience store use only. [1:32:28, 1:32:29]: And number five. [1:32:30, 1:32:30]: The [1:32:31, 1:32:36]: zoning is conditioned on the demolition of the existing building and the construction of the new [1:32:36, 1:32:39]: building to provide for the approved zoning use. [1:32:40, 1:32:41]: So moved. [1:32:41, 1:32:45]: Okay, we have a motion by Pro Tem Four. Do I hear a second? [1:32:47, 1:32:49]: Do I hear a second? [1:32:51, 1:32:57]: I'm sorry, I'm not getting a second, so the Madam Chair. Um [1:32:57, 1:33:00]: If the the council is not um [1:33:01, 1:33:04]: inclined to approve this rezoning [1:33:04, 1:33:11]: uh it will be appropriate to ask the applicant to consider withdrawing the application prior to a final vote. [1:33:12, 1:33:19]: In doing so they would be allowed to bring back a r another rezoning proposal in the future, otherwise they would have to wait a year. [1:33:19, 1:33:20]: Mm-hmm. [1:33:21, 1:33:22]: Um [1:33:23, 1:33:37]: Did you hear what the attorney said? You have a choice at this point. You can withdraw your application tonight and work with our uh community development staff person. [1:33:37, 1:33:40]: to see if you can work something out. [1:33:40, 1:33:43]: Change the zoning and come back again. [1:33:44, 1:34:00]: Or the other alternative, if we actually take a vote tonight, you will be assured that it will be twelve months before you can return asking for another opportunity for a zoning change. [1:34:01, 1:34:07]: So I think all of us are are sort of recommending if you'll withdraw it tonight. [1:34:07, 1:34:14]: And work with our community development person, you might stand a better chance. Is that what our attorney's telling us? [1:34:17, 1:34:20]: Okay. The applicant has chosen to withdraw. [1:34:23, 1:34:28]: Do we need a motion? Just everything's good. All right. Thank you so much. [1:34:28, 1:34:30]: Thank you, Mayor and Council. Thank you. [1:34:32, 1:34:35]: Okay, that ends our um public hearing. [1:34:36, 1:34:37]: So at this point [1:34:38, 1:34:41]: We are going to move to item nine. [1:34:41, 1:34:47]: And that is a task order for WWTP improvements. [1:34:47, 1:34:49]: Uh phase one. [1:34:49, 1:34:51]: And this is gonna be presented by [1:34:51, 1:34:54]: Deshaus Allen, our public works director. [1:34:58, 1:35:09]: Yes, Madam Mayor and Council. I come to you tonight asking for your approval of a task order to uh begin this construction of the new headworks for the wastewater treatment plant. [1:35:09, 1:35:13]: This was identified in flip three or four funding. [1:35:13, 1:35:18]: And so it has been identified but this is one of the p improvements we need to make. [1:35:18, 1:35:33]: us attached order from Carter and Sloop in an amount not to exceed ninety five thousand three hundred dollars. But like I said, this is a necessary improvement that needs to be done at the wastewater plant. It'll be part of the presentation we give later on, but we're asking mayor and council's approval. [1:35:34, 1:35:36]: All right, council. Um [1:35:38, 1:35:42]: We have heard the presentation. Do I hear a motion? [1:35:42, 1:35:43]: To support this. [1:35:44, 1:35:45]: Their shisses. [1:35:46, 1:35:47]: Yeah. [1:35:47, 1:35:49]: Can we have a question first? [1:35:50, 1:36:01]: Okay. I'll make a motion that uh task order uh for the uh WWTP improvements phase one is approved. [1:36:02, 1:36:08]: Okay, we have a motion and a second. Is there discussion at this time? Yes, I have one discussion question. [1:36:08, 1:36:16]: Now, I understand that uh where we are now is at the goal level. Is that correct in terms of our overall rating? Is that true? [1:36:16, 1:36:20]: Uh well gold is the award that they give out annually but we're [1:36:21, 1:36:39]: between gold and platinum. So i this gonna help us move toward platinum, is what you say? No, sir, it it it's not'cause sometimes plat those things are something we can't control. But what we're doing is this is like as I'll tell later on, wastewater treatment plant system is like [1:36:40, 1:37:00]: Like the circulatory system. Your heart is you might as well associate with the lift stations. They're pumping the wastewater and the and the sewer mains are like veins and the force manes are like arteries. They get it down to the wastewater treatment plant. The head works that we need to replace and upgrade is twenty five years old. So it collects everything there, screens out the bad impure. [1:37:00, 1:37:13]: grit and and sticks and bricks and other things like that before it sends it to the treatment process where it goes into basins and settle out other fine particulate matter. But this this piece of equipment is over twenty five years old. [1:37:13, 1:37:24]: Now this is what brings everything into the wastewater plant. Now if this fails, you get no treatment at all. It's gonna go directly into the creek, then you're dealing with EPD and EPA. [1:37:24, 1:37:30]: But this is a piece of equipment that has served its purpose and it needs to be replaced and upgraded. [1:37:30, 1:37:33]: Thank you. To keep the plant functioning in the manner that it is now. [1:37:34, 1:37:35]: Okay. [1:37:35, 1:37:35]: Thank you. [1:37:36, 1:37:37]: Uh any other questions? [1:37:39, 1:37:43]: Okay. It uh in that case I'll call for the vote. All in favor? [1:37:45, 1:37:47]: All right, thank you. Appreciate Mr Aaron. [1:37:48, 1:37:49]: Uh [1:37:50, 1:37:58]: At this time we're going to ask our attorney to present again and this will be number ten, new car wash. [1:37:58, 1:38:00]: uh recycle water. [1:38:01, 1:38:11]: Madam Mayor, members of the council, um if I could just provide general commentary for uh agenda item ten as well as eleven because it's the same commentary. [1:38:12, 1:38:17]: Um these two ordinances um we've been notified by uh the state EPD [1:38:18, 1:38:22]: um that we are required to adopt the ordinances and um [1:38:22, 1:38:27]: You will hear me come before you multiple times over the coming years. This is one of my [1:38:28, 1:38:32]: pet peeves as a city attorney when the state tells us we have to adopt ordinances [1:38:32, 1:38:37]: Um and they tell every jurisdiction you must adopt this or otherwise you won't be in compliance with [1:38:37, 1:38:40]: you're uh uh permitting um [1:38:41, 1:38:43]: uh licenses and things like that. And so this was [1:38:44, 1:38:49]: Um another example and my preference would be that they would just adopt the state law [1:38:49, 1:38:50]: That applies to this so [1:38:50, 1:38:51]: We wouldn't all have to [1:38:52, 1:38:53]: Go to this exercise. [1:38:54, 1:38:56]: Um having said all that, um [1:38:56, 1:39:00]: Both of these ordinances are reasonable and I will describe them [1:39:01, 1:39:04]: um briefly and then uh recommend your approval. [1:39:05, 1:39:11]: Um the first one requires that all new car washes adopt a water recycling system. [1:39:11, 1:39:19]: Uh most uh state of the art car washes do that anyway and and but this uh would would require that they recycle their water [1:39:19, 1:39:21]: So as not to waste it and and [1:39:21, 1:39:21]: Yes. [1:39:22, 1:39:29]: Um what they forwarded to us applies to all car washes constructed after January one, twenty eleven, obviously [1:39:30, 1:39:32]: that wouldn't really apply in our cases. [1:39:32, 1:39:37]: But for all future um car washes that would be the requirement. [1:39:38, 1:39:46]: Um and then a minimum of fifty percent of their water would have to be recycled and and I believe the industry standard is a little bit higher than that. [1:39:46, 1:39:52]: Uh so that's the f the the first uh ordinance. It's very simple. You have to recycle your water. Yes, sir. [1:39:53, 1:39:53]: Mm. [1:39:54, 1:39:55]: Um yes. [1:39:55, 1:39:59]: Thank you. Uh wanna make sure I understand there, uh Mr. Williams. [1:39:59, 1:40:10]: If uh you say all new car washes, so if a car wash is is is operated right now and doesn't fit this requirement, is it grant is does it mean it's grandfathered in? Okay, I just want to make sure of that. Okay, thank you. [1:40:10, 1:40:23]: Okay, so does that conclude your comment about ordinance one attain? All right. Um Okay, I have a motion by Mr. Alexander. Do I hear a second? [1:40:24, 1:40:30]: Have a second then, Ms. Robinson. So all in favor uh whoops, sorry, how about some discussion? [1:40:32, 1:40:35]: No discussion. Okay. All in favor? [1:40:37, 1:40:46]: Thank you. Okay, let's go to item eleven. The the the second uh ordinance is again it's one of those reasonable ordinances. [1:40:46, 1:40:51]: Um but this has a greater impact on the public. So I'd like to read [1:40:51, 1:40:55]: the the five prohibitions, just so that the public is aware of [1:40:55, 1:40:58]: of what the new requirements would be and and [1:40:58, 1:41:06]: Th these apply statewide, so you can't run away from these restrictions. Every county or every city has adopted something comparable to this world will have [1:41:07, 1:41:09]: um in the near future. [1:41:10, 1:41:11]: Um but it it [1:41:11, 1:41:17]: provides to amend our water use restrictions um to a [1:41:17, 1:41:21]: uh establish prohibitions on the waste of water. [1:41:21, 1:41:24]: specifically five types of waste of water. [1:41:25, 1:41:28]: And and I'll just read. It says the following uses [1:41:28, 1:41:31]: are a waste or unreasonable use or method [1:41:31, 1:41:33]: of use of water and are prohibited. [1:41:34, 1:41:34]: Number one. [1:41:35, 1:41:43]: Allowing water to escape from any premises onto a public right of way such as streets and sidewalks or upon any other person's property. So [1:41:43, 1:41:51]: Just think you're washing your car in your driveway and water's just running down the driveway into the right of way. That would be prohibited. [1:41:52, 1:42:03]: Number two, operating an irrigation system or other lawn or landscaping watering device during rain. And I'm sure everyone has seen this before where it's raining cats and dogs and your neighbors' sprinklers are on. [1:42:04, 1:42:05]: That would be prohibited. [1:42:06, 1:42:13]: Number three, operating an irrigation system or other lawn or landscaping watering device that has any broken or missing sprinkler heads. [1:42:13, 1:42:14]: Um [1:42:15, 1:42:18]: That just, you know, speaks for itself. [1:42:18, 1:42:19]: Number four. [1:42:19, 1:42:26]: failing to repair a controllable leak including a broken sprinkler head or a leaking valve or a leaking outdoor faucet [1:42:26, 1:42:32]: or a service line league or any other visible outside water leaks on premises owned, leased or managed by that person. [1:42:33, 1:42:34]: within thirty days. [1:42:35, 1:42:37]: Um and you know this is really [1:42:37, 1:42:43]: you know, occasionally you've seen examples of this where uh you've got a a leak that just goes on and on. [1:42:44, 1:42:46]: Um so again that speaks for itself. [1:42:46, 1:42:48]: And then the fifth prohibition is [1:42:48, 1:42:55]: Washing any vehicle with a hose and not having a water shut off nozzle or allowing water to run continuously from a hose [1:42:55, 1:42:57]: while washing in a vehicle is also prohibited. [1:42:58, 1:42:58]: So [1:42:59, 1:43:02]: That's you know, again the person in their in their yard washing their car. [1:43:03, 1:43:04]: You know. [1:43:04, 1:43:08]: Lather rinse, cut the water off, lather rinse, cut the water off. It's just [1:43:08, 1:43:10]: You know, basic kind of common sense. [1:43:11, 1:43:18]: There are some exceptions. Um I'm not gonna really go through those'cause they don't really apply to sort of your general person. [1:43:18, 1:43:20]: um i in the public but [1:43:21, 1:43:29]: Um th these will be available for review. Again, th this is the statewide standard that every city and every jurisdiction is being requested to adopt. [1:43:29, 1:43:33]: And having said all that, unless there are any questions, a motion would be in order to approve. [1:43:33, 1:43:34]: Do I hear a motion? [1:43:35, 1:43:36]: Question. [1:43:36, 1:43:39]: Okay, question. [1:43:41, 1:43:57]: What's the fine or how do you f how do you enforce this? So what's the is there a fine associated? Is this this up to us to have our code enforcement guys to do this or I mean really? Well I'll speak to code enforcement first. Um it would be subject to typical code enforcement just like anything else. [1:43:57, 1:44:02]: Um and the police, you know, and I know that's another discussion, but they could enforce this as as well. [1:44:03, 1:44:05]: The fine, uh I'm suggesting [1:44:06, 1:44:08]: um that our regular uh city [1:44:08, 1:44:13]: fine would be in place which is a it's our general fine which is uh [1:44:13, 1:44:18]: up to a thousand dollars and and as provided by the court and what they will do is [1:44:18, 1:44:21]: they will match this to comparable [1:44:21, 1:44:23]: things that we already have in place. So typically [1:44:24, 1:44:27]: the judge and I don't want to speak for the judge who's not here, but [1:44:27, 1:44:36]: But typically what they would do is it'd be, you know, a hundred dollar fine or two hundred dollar fine for the first offense and then that would stack up over time, depending on the severity. [1:44:37, 1:44:44]: Um, if you can imagine someone letting, you know, ten thousand gallons of water loose, maybe that's a higher fine than someone who just [1:44:44, 1:44:48]: you know, forgot to turn their sprinklers off and it started raining and they went and cut it off. [1:44:49, 1:44:50]: So the they'll [1:44:51, 1:44:51]: We don't [1:44:52, 1:44:58]: We haven't been provided with any uh information about how other jurisdictions are really enforcing this and some of these are [1:45:00, 1:45:07]: just judgment call type deals, you know. Someone's washing their car and you've got a a stream of water going down their driveway or [1:45:07, 1:45:14]: Is that something that the police or the code enforcement are gonna see and recognize that they need to go stop or not? And [1:45:15, 1:45:20]: So that they're it's a judgment call. I can't give you a a a really great answer to it, but [1:45:20, 1:45:27]: Um as far as the fine it would be our general fine which is up to a thousand dollars, but I doubt that that would ever be the case. [1:45:28, 1:45:30]: Okay. [1:45:30, 1:45:36]: All right, are there other questions? I have a question. Mr. This is [1:45:37, 1:45:40]: Kinda concerns me with that a uh A one. [1:45:41, 1:45:43]: Um we're actually um [1:45:44, 1:45:47]: Are you talking about washing your cars in the driveway? [1:45:48, 1:45:53]: So if you watch your car in your driveway and there's a slant and it goes into the street [1:45:55, 1:46:04]: Yes, sir. In in fact, well the state is doing a recommendation, this is not a uh they're not requiring this is a requirement. They're requiring our jurisdictions to adopt this ordinance. [1:46:05, 1:46:06]: Really? Yes sir. [1:46:09, 1:46:12]: So to get around that, you know, if I'm [1:46:13, 1:46:15]: If I was concerned and and [1:46:15, 1:46:20]: To be honest, I don't know how much enforcement of that is gonna take place. And let's just just be honest with each other. [1:46:21, 1:46:23]: How often do you see people [1:46:23, 1:46:27]: check in car washing on a Saturday afternoon. [1:46:27, 1:46:34]: But even if they were, if I was concerned about that, I would be more likely to just take my car to a local car wash and wash it there. [1:46:35, 1:46:35]: That's [1:46:36, 1:46:41]: And and I think that's part of what they're probably trying to push because at least there the water's being [1:46:41, 1:46:45]: recycled and and you have the other ordinance coming into play. [1:46:46, 1:46:49]: It just I I asked what because you used the term recommend. [1:46:50, 1:46:58]: And that's why I asked, was it so you're saying now that it is it's uh it's a mandate from the state? Yeah, I I if if I said recommend I mispoke. [1:46:59, 1:47:00]: The state is [1:47:00, 1:47:02]: telling you to adopt this ordinance. [1:47:04, 1:47:08]: Okay. We've concluded our questions. I think do I hear a motion? [1:47:09, 1:47:10]: Tomu. [1:47:11, 1:47:12]: Second. [1:47:13, 1:47:14]: Okay, we have a lotion. [1:47:14, 1:47:21]: uh by Mr. Alexander and a uh second by um Pro Tem Ford. All in favor? [1:47:24, 1:47:25]: We have one opposed. [1:47:26, 1:47:27]: Or abstaining. [1:47:28, 1:47:31]: Okay, we will have one abstaining. [1:47:31, 1:47:32]: Thank you so much. [1:47:33, 1:47:35]: We'll move on to item twelve. [1:47:35, 1:47:40]: Um and this is gonna be presented by Miss McGee from the Romander Center. [1:47:46, 1:47:47]: Oh, sorry. [1:47:48, 1:47:50]: Just left you out. [1:47:52, 1:48:09]: Mr. Riley is our procurement officer and a a really good one. We like having you on our staff. Thank you, Madam Mayor. Good evening, Madam Mayor and Council. We have before you a request of approval uh request approval of the lowest responsive bidder. [1:48:09, 1:48:15]: For the conference center and events, we put out our official solicitation, seventeen IT D [1:48:16, 1:48:19]: O three one four one seven dash DRR [1:48:19, 1:48:27]: for technical production lights and sound services so that we don't have to go out each and every um [1:48:27, 1:48:30]: every year doing the same type of [1:48:31, 1:48:32]: Procurement [1:48:32, 1:48:38]: And having Miss McGee go out for our production, lighting, sound, rigging and our staffing. [1:48:39, 1:48:48]: in which we have the Sounds of Summer, Bridge Fest and Holiday Fest. So we come before you asking for a not to exceed amount [1:48:48, 1:48:55]: in twenty five thousand eight hundred and twenty five dollars with RCS productions out of Atlanta. [1:48:57, 1:49:02]: Okay, we have heard the recommendation. CC, do you have any comments you want to make? [1:49:04, 1:49:14]: I would just like to say good afternoon good evening, Mayor and Council. We look through the RPs and the proposals and we feel that we have chosen the best [1:49:14, 1:49:17]: sound company that presented. [1:49:17, 1:49:20]: And we had they have a lot of experience. [1:49:20, 1:49:24]: And we would like to recommend that this service is um [1:49:24, 1:49:26]: received well by the mayor and council. [1:49:27, 1:49:29]: All right, do I hear a motion? [1:49:29, 1:49:30]: Question. [1:49:30, 1:49:32]: Okay, we have a question first. [1:49:32, 1:49:52]: A as far as the whole process is concerned, obviously um we've been doing this well a la carte I guess just as we go along. So what is it is there significant savings that we're looking to obtain uh by doing it in this manner, or we have some numbers that we might be able to talk about. Uh [1:49:52, 1:49:57]: uh well this by doing it in the RFP form that'll save us X amount of dollars. [1:50:03, 1:50:23]: Uh yes. Councilman Alexander. The savings come from staff time as well as administrative costs. Plus, have we do anything else outside of these particular concerts? Like at one time we were talking about Independence Day concert. We have the actual figures that it's gonna that it's gonna take to actually [1:50:23, 1:50:43]: Actually do and perform and have the stage, the lighting, all everything that it is to pull off this show. So now we have concrete numbers to come before you each and every time so that you could know what it's gonna cost. Now we don't have estimation or guesstimations. Now we have actual factual numbers that we could put forward every [1:50:42, 1:50:53]: time we actually uh do any type of um event. We have a company on staff and it's known and Miss McGee has done business with them for the last [1:50:55, 1:51:00]: Two years. Two years. Um several years. This is a sound company that we worked with last year. [1:51:01, 1:51:05]: And what Mr Um Riley is referring to as far as savings [1:51:06, 1:51:08]: Each we have to put out a proposal [1:51:08, 1:51:11]: based on the budget that is approved [1:51:11, 1:51:12]: That we can [1:51:13, 1:51:13]: Spare. [1:51:14, 1:51:16]: to make the concert production work. [1:51:17, 1:51:19]: the beats that we do have [1:51:19, 1:51:23]: actually exceed what our budget for each show would cost. [1:51:23, 1:51:25]: But the company that [1:51:25, 1:51:26]: That we chose [1:51:27, 1:51:30]: has agreed to work within our budget standards. [1:51:32, 1:51:46]: Less fall of but so this is the company that we worked with last year previously that did such a good job and that uh you're recommending them and this comes with the lighting, the stage the stage and all of that, Kurt. Yes. Okay, great. [1:51:47, 1:51:53]: Uh hey. Other questions. Ms. Robinson. Um does this include the lighting for [1:51:54, 1:51:58]: Um Bridge Fest featuring Hispanic Fests for the both stages or [1:51:59, 1:51:59]: No. [1:52:00, 1:52:05]: Currently our budget only covers the the whole budget for Bridge Fest. [1:52:05, 1:52:08]: only covers um the one stage. [1:52:09, 1:52:13]: I have been advised that the Hispanic Affairs Organization [1:52:14, 1:52:15]: is planning to come [1:52:16, 1:52:19]: for so that they can participate, but that would be on a different agenda. [1:52:20, 1:52:35]: But as of right now, what Mr. Riley has compiled is what actual stage sound production load in and load out production and engineering from several companies. And this company is who we recommend to use. [1:52:36, 1:52:41]: Okay, so you're saying we're gonna be you're gonna be coming back for that particular event. [1:52:41, 1:52:42]: for that stage. [1:52:43, 1:52:48]: Currently in our budget we do not have enough money in the Bridge Fest budget. [1:52:48, 1:52:51]: to cover two stages at this time. [1:52:53, 1:52:55]: Any other questions? [1:52:55, 1:53:05]: Thank you. Okay. Now maybe I must have missed something. This is l no more than twenty five thousand for one year, uh yearly or event. This is a year uh contract, correct? [1:53:06, 1:53:15]: Okay, and this this covers all the events. There's gonna be six, seven events that they will cover under this this umbrella of twenty five thousand uh twenty five thousand. Is that correct? [1:53:15, 1:53:17]: No, but it only carves [1:53:17, 1:53:24]: Yeah, it sounds a summer concert. Okay, right now we have two. We've got two scheduled. Okay. Mm-hmm. Go ahead. Bridge pass. Three. [1:53:24, 1:53:31]: Without his Spanish and holiday festival. Plus four four different events. So it's only three. [1:53:32, 1:53:34]: You say holiday fest. That's in December, right? [1:53:34, 1:53:34]: Yes sir. [1:53:35, 1:53:37]: Bridge Fests in October and two concerts. [1:53:37, 1:53:38]: That's what we [1:53:40, 1:53:41]: Total four. [1:53:41, 1:53:44]: That's why one that's why I want to ask total force. Two costs right now plan. [1:53:45, 1:53:51]: Okay, it's total four. So this is twenty five thousand, no more than twenty five thousand, whatnot, for four different events. Yes. Okay. Thank you. [1:53:52, 1:53:56]: Okay. Any other questions? If not, do I hear a motion? [1:53:58, 1:54:01]: Yes ma'am. I'm I'd like to make a motion that we accept the [1:54:02, 1:54:05]: Copper Center and Events uh contract, uh [1:54:05, 1:54:10]: Not to see twenty five thousand eight hundred and twenty five dollars with R C S production. [1:54:11, 1:54:15]: Okay, we hear the motion by Pro Tem Ford. Do you hear a second? [1:54:16, 1:54:17]: Certainly. [1:54:17, 1:54:21]: Here is second by Mr. Alexander, all in any discussion. [1:54:23, 1:54:24]: No discussion. [1:54:25, 1:54:26]: Oh sorry. [1:54:26, 1:54:30]: Did see you. I'm sorry, ma'am. Okay. I'm my concern is [1:54:30, 1:54:31]: I mean [1:54:31, 1:54:32]: We're featuring [1:54:33, 1:54:35]: So I I just don't wanna have [1:54:35, 1:54:38]: If we're featuring something and we're not accommodating. [1:54:38, 1:54:44]: um to assist in that matter. So that's why I was hoping that that would have been included in this. [1:54:45, 1:55:05]: So that way it would have been brought to council as one cost. Um so that's the only concern that I have because it was brought to our attention for as that stage and they did not have lighting at all. And they were a big Forest Bridgefest and they brought a lot. So I hopefully we'll be able to work with [1:55:05, 1:55:08]: with them and not just have them in a stage that does not have lighting. [1:55:09, 1:55:10]: Because that was a concern. [1:55:12, 1:55:32]: Secondary comment. Well I thought, you know, at one point might um there was some consideration to have having both the Bridge Fest and the Spanish Fest to be able to use the same stage to incorporate the event into one. But that that's a discussion and I'm open to if they want to, you know, that that's a discussion. [1:55:32, 1:55:43]: discussion we need to sit down and have a talk with them. If they're demanding their own if they just wanna have their own stage, then that's something that we will probably need to sit down and talk to them about if that's the case then. [1:55:44, 1:55:46]: Is that something that we [1:55:46, 1:55:51]: the conference center will be open to because they're they're okay with that. But I just [1:55:51, 1:55:59]: before council because I don't want to approve something and then leave something lacking when possibly we can include that now. [1:56:00, 1:56:10]: Um, it was an option for them last year. They chose to have a different stage because they wanted to feature more artists all day long. [1:56:10, 1:56:17]: and it wasn't feasible to have as many acts that they wanted to be featured on the main stage. [1:56:18, 1:56:23]: I'm still operating with the same budget that I had for Bridge Fest for the past several years. [1:56:24, 1:56:36]: adding Hispanifest last year. It was not any additional monies to cover what they did. So we actually helped them get sponsorship to in order to cover the cost that they wanted. [1:56:36, 1:56:42]: to make happen and we're definitely open to receive that but I don't have any [1:56:42, 1:56:45]: additional money in the Bridge Best budget [1:56:45, 1:56:49]: If I do add another stage, then that depletes [1:56:50, 1:56:50]: Well. [1:56:50, 1:56:53]: The actual cost is four bridge best. [1:56:54, 1:56:55]: [7015.5, 7017.1]: ten thousand dollars. [1:56:57, 1:57:02]: So um I'm open for a discussion to figure out how to make it work. [1:57:02, 1:57:05]: But I'm only operating with what I have at this time. [1:57:07, 1:57:10]: Okay. We have um a motion. [1:57:11, 1:57:14]: In a second, and we have had discussion. [1:57:14, 1:57:17]: Um at this time I'll call for the vote. [1:57:18, 1:57:19]: All in favor? [1:57:22, 1:57:36]: Okay, thank you so much. And I would suggest a follow up conversation. Right. Okay. Thank you. Um mayor and council. Thank you. [1:57:36, 1:57:42]: At this time we're going into a discussion mode and we um [1:57:42, 1:57:55]: some questions have been asked by some of our council members and and have resulted in um the next few items that are gonna be called. One is an update on the branding situation. [1:57:56, 1:57:57]: Branding contract. [1:57:59, 1:58:03]: And that's gonna be handled by our procurement specialist, Mr. Riley. [1:58:03, 1:58:07]: with assist from um our main street director. [1:58:08, 1:58:14]: Good afternoon, Madam Mayor and Council. I'm here for the random update. [1:58:14, 1:58:30]: It's a quick update because we had uh several contract issues going on, so and we got those resolved. We have the contract in house. We actually got the contract signed by the contract on Friday. So now it's sitting on the city attorney's [1:58:31, 1:58:36]: uh desk and now everything is going forward. We actually have the [1:58:37, 1:58:39]: uh kickoff meeting scheduled for next week. [1:58:42, 1:58:42]: Okay. [1:58:43, 1:58:45]: Uh Miss Braggus, do you have anything to add? [1:58:47, 1:59:07]: No. Okay. Did that satisfy your questions? Well, I w uh could you talk about it? I mean there's probably people watching and there's people actually sitting here too that uh want to know what we're talking about. So if we could kind of get a little bit of uh in feel on what exactly the [1:59:07, 1:59:17]: This is gonna cover. I know we've talked about wayfinding signage and that type of thing in the past so people could actually find our attractions like Merrill Manders Conference Center. [1:59:20, 1:59:25]: Good evening, Mayor and Council. Um with regret with regards to the branding initiative [1:59:25, 1:59:31]: Um we are now contracted with a company that will lead that particular exercise. [1:59:31, 1:59:41]: Um this company will make suggestions with regard to um what the brand will be with regard to the look and feel and the [1:59:41, 1:59:47]: um community spirit that is generated with regard to the brand ex branding exercise here in the city of Stockbridge. [1:59:48, 1:59:57]: And then they will make recommendations with regard to things like wayfinding, um, collateral materials that promote the city. You mentioned the billboard campaign. [1:59:58, 2:00:01]: That is the type of thing that they would work with us on. [2:00:01, 2:00:04]: to develop if we wanted to use that in the future at some point. [2:00:05, 2:00:05]: Um [2:00:06, 2:00:13]: Again, um Mr. Riley stated that we will be meeting with the branding company at a later date. I think he said next week. [2:00:13, 2:00:14]: Um [2:00:14, 2:00:22]: that will give us the parameters of what um we're we'll be sitting down to talk with them about the parameters with which we'll be working. [2:00:22, 2:00:28]: and um what we expect from them with regard to the results coming from that branding exercise. [2:00:29, 2:00:29]: Well uh [2:00:30, 2:00:32]: Any other questions? Yes, follow up, please. [2:00:33, 2:00:53]: In terms of actual application, when I think some of the signage uh that we've been waiting for for uh like at Reed's Creek Trail and different places around the city, how soon if this process worked its way through the through the system, we're going to be looking at an application [2:00:53, 2:01:12]: actual um you know getting the signage in place at these attractions. How w what are we looking at? Um it will depend on how long the process takes. And again they will be making the recommendations and I think that we're looking at a three to six month process depending on [2:01:12, 2:01:13]: Um [2:01:13, 2:01:14]: How [2:01:14, 2:01:27]: um engaged we can get the community to participate. This is something that doesn't happen overnight. It's something that takes a series of community meetings. We have to get stakeholders together in order to participate in this branding exercise. [2:01:27, 2:01:32]: once that portion of the branding initiative has been completed [2:01:32, 2:01:35]: Then they will make the recommendations with regard to what signage [2:01:35, 2:01:38]: where it needs to be placed and that sort of thing. [2:01:38, 2:01:48]: And then budget will have to be decided with regard to what our priorities are with regard to signage. And not only signage, we also have to look at the collateral materials that'll be produced with this. [2:01:49, 2:01:51]: um business cards, stationary [2:01:51, 2:01:52]: Templates. [2:01:52, 2:01:54]: All of those things have to be um [2:01:55, 2:01:57]: put into a phasing system so that [2:01:57, 2:02:01]: we will be able to implement these things on a [2:02:01, 2:02:02]: um phased out basis. [2:02:03, 2:02:05]: If signage is the priority of the council [2:02:05, 2:02:13]: then we will let the branding company know that and they will make those recommendations and then we will be f be able to follow those recommendations accordingly. [2:02:13, 2:02:19]: So Mr. O'Reilly, can we have this company submit a timeline [2:02:19, 2:02:24]: with the proposal that they actually do that we can actually hold them to. [2:02:25, 2:02:39]: Yes, sir. They actually have a project deliverable and on that th what you're asking for is a project schedule. Once we have the kick off meeting next week, we will actually have that in hand as well as have it distribute to council. [2:02:39, 2:02:40]: Thank you, sir. [2:02:41, 2:02:42]: Do I hear other questions? [2:02:43, 2:02:53]: If not, we'll move from item thirteen on to item fourteen regarding the M L K Senior Tourism Master Plan. [2:02:53, 2:02:57]: And we're gonna hear an update on that from [2:02:57, 2:03:01]: Councilman Alexander and this Kira Harris Braggs, our main street director. [2:03:02, 2:03:10]: Well, I will probably let Miss Harris Bragg uh lead off on what we're trying to do. I think in speaking with um [2:03:11, 2:03:25]: the C V B and the meetings that we've had with them and over it is my desire to move the process forward to actually uh have uh um a solid tourism [2:03:25, 2:03:31]: project or program together that we can actually feature [2:03:31, 2:03:34]: the the the King family legacy. [2:03:34, 2:03:36]: uh in a substantial way. [2:03:36, 2:03:37]: uh in the city. [2:03:37, 2:03:57]: Uh as the Main Street Director obviously uh you've been uh very focused on this in terms of uh our downtown area and then we you'll be able to talk about the RSV program, but it is my desire to as part of all of what we're doing is to establish a solid king [2:03:57, 2:04:16]: family legacy program uh in terms of a tourism pack practice partnering with um uh partners in the city such as Floyd Chapel Baptist Church, uh Red Oak Baptist Church to actually have those burial sites become uh tourism ready. [2:04:18, 2:04:24]: Okay. Um, you know, as Councilman Alexander has mentioned, um there are several [2:04:25, 2:04:29]: um historic sites that are related to the King legacy that are within [2:04:29, 2:04:33]: the city of Stockbridge's boundaries and then also an unincorporated [2:04:33, 2:04:34]: Henry County. Um [2:04:34, 2:04:39]: unincorporated Stock Bridge in Henry County if we want to also include Rocky Mount Baptist Church. [2:04:40, 2:04:41]: in these um [2:04:41, 2:04:42]: tourism plans. [2:04:43, 2:04:44]: Um there are some [2:04:44, 2:04:49]: things that we are trying to iron out. We have recently met with [2:04:49, 2:04:51]: Um the pastor [2:04:51, 2:04:53]: of Floyd Chapel Baptist Church. [2:04:54, 2:04:56]: to um talk about some of the [2:04:56, 2:05:02]: ideas that um we want to put in place. We talked with Pastor Cochrane [2:05:03, 2:05:05]: Um and we had representation [2:05:05, 2:05:07]: The city manager was there, I was there. [2:05:08, 2:05:11]: Um Councilwoman Robinson was there along with [2:05:11, 2:05:13]: our uh Camilla Moore, our [2:05:13, 2:05:15]: um administration and [2:05:16, 2:05:19]: community development director was there as well. [2:05:19, 2:05:20]: And [2:05:21, 2:05:21]: We [2:05:21, 2:05:23]: sat down to listen to what [2:05:24, 2:05:26]: The church has planned. [2:05:27, 2:05:28]: For themselves. [2:05:28, 2:05:32]: And that has to be considered foremost before [2:05:32, 2:05:34]: We try to step in. [2:05:34, 2:05:35]: And [2:05:35, 2:05:38]: tell them what we want to do with regard to [2:05:39, 2:05:41]: that site because it is still an active church. [2:05:42, 2:05:44]: They have services there and they have [2:05:45, 2:05:47]: А коммуніти та they serve. [2:05:47, 2:05:48]: in that area. [2:05:48, 2:05:54]: So we cannot just go in and tell them what we want to do until there is a consensus [2:05:54, 2:05:55]: As to what [2:05:55, 2:05:56]: Their plans are [2:05:56, 2:06:00]: and what the city of Stockbridge's plans are and how we can [2:06:00, 2:06:02]: um bring those two items together. [2:06:03, 2:06:05]: There's also the issue that because they are [2:06:06, 2:06:07]: An active church. [2:06:07, 2:06:08]: Um [2:06:08, 2:06:11]: with regard to what we can and can't do. [2:06:11, 2:06:13]: With regard to our relationship [2:06:13, 2:06:15]: with the church. [2:06:15, 2:06:18]: So these are things that are going to have to be discussed. [2:06:18, 2:06:22]: And um I am planning to meet with our city attorney. [2:06:23, 2:06:24]: to discuss further. [2:06:24, 2:06:28]: what it is that we can and can't do with regard to the Floyd Chapel [2:06:29, 2:06:31]: portion of the tourism project. [2:06:31, 2:06:32]: Development. [2:06:32, 2:06:33]: Um [2:06:33, 2:06:35]: It was recently stated that [2:06:35, 2:06:38]: We're at ground zero in reference to [2:06:39, 2:06:40]: Our [2:06:40, 2:06:45]: efforts with regard to cities tourism and uh Martin Luther King Senior [2:06:45, 2:06:46]: Heritage. But [2:06:46, 2:06:51]: I respectfully disagree with that particular sentiment because we have put [2:06:51, 2:06:54]: initial items in place to move this [2:06:54, 2:06:57]: particular aspect of tourism development forward. [2:06:59, 2:07:00]: For example [2:07:00, 2:07:03]: We have alerted the state tourism department. [2:07:03, 2:07:07]: to the existence of the King Senior legacy here in Stockbridge. [2:07:07, 2:07:10]: bringing state tourism product development team here. [2:07:10, 2:07:14]: two stock bridge for a tour of the proposed historic sites and development. [2:07:15, 2:07:19]: We've had the state tourism product development team provide us with recommendations. [2:07:19, 2:07:22]: And those recommendations were provided to [2:07:22, 2:07:25]: Mayor and Council when we hosted a meet and greet [2:07:25, 2:07:28]: through the Stockbridge Main Street program to announce those. [2:07:28, 2:07:30]: proposals to everyone. [2:07:30, 2:07:42]: Um I have additional copies of that. That's the report here everyone should have. Mine is well dovetailed and used, um, because this is the basis of our plan that we're working with. [2:07:42, 2:07:47]: Um we've applied for and received the Tourism Product Development Grant. [2:07:47, 2:07:48]: Um from the state. [2:07:49, 2:07:51]: We have been pitching this particular history. [2:07:52, 2:07:58]: to our Convention and Visitors Bureau, respected historic preservation publications and have articles printed about [2:07:59, 2:08:00]: Um our history here. [2:08:01, 2:08:03]: Local news mediums have been alerted and placing [2:08:04, 2:08:06]: Um the history of our program. [2:08:06, 2:08:08]: And the history of [2:08:08, 2:08:09]: this particular [2:08:09, 2:08:13]: um bit of our history on our social media outlets. [2:08:13, 2:08:18]: We placed the marker at Floyd Chapel Baptist Church and we have also [2:08:18, 2:08:24]: um place banners along the street that has been renamed in MLK Senior's honor. [2:08:24, 2:08:30]: which were reordered at the beginning of this year. We have had some issues with those particular banners. [2:08:30, 2:08:33]: And they were reordered at the beginning of this year. [2:08:33, 2:08:37]: And we've had some problems with the manufacturer, but they are supposed to be [2:08:37, 2:08:38]: um delivered to me. [2:08:38, 2:08:40]: within the next two weeks. [2:08:40, 2:08:46]: Um so they will we will be replacing those banners along Martin Luther King Senior Heritage Trail. [2:08:46, 2:08:48]: We have commissioned an artist. [2:08:48, 2:08:49]: To develop [2:08:49, 2:08:55]: Educational materials about MLK Senior that will be shared with elementary level students. [2:08:55, 2:08:58]: And we are also working with a sign fabricator. [2:08:58, 2:09:00]: sign fabricator locally [2:09:00, 2:09:05]: for the placement of interpretive signage along the MLK Senior Heritage Trail. So [2:09:05, 2:09:08]: There are things that are in place [2:09:08, 2:09:11]: as a portion of this overall strategy. [2:09:11, 2:09:14]: Um this history's been here for over eighty years. [2:09:14, 2:09:17]: But it's only now being seen. [2:09:17, 2:09:20]: as an important thread in this community's fabric. [2:09:21, 2:09:23]: So it is not that we are not [2:09:23, 2:09:28]: planning. It is not that we are not trying to push this particular [2:09:28, 2:09:35]: um project forward. But there are some infrastructure type things that need to be developed [2:09:35, 2:09:36]: before [2:09:36, 2:09:37]: We can [2:09:37, 2:09:42]: say that we have an outright plan that we are ready to move forward with. So that is gonna take [2:09:42, 2:09:46]: not just my Main Street program, the Main Street Advisory Board. [2:09:46, 2:09:53]: But we're also going to be looking to council representatives and community representatives, especially those from [2:09:53, 2:09:56]: Floyd Chapel Baptist Church because again [2:09:56, 2:09:58]: That is a privately owned property. [2:09:59, 2:09:59]: That [2:09:59, 2:10:01]: We're trying to develop a partnership. [2:10:01, 2:10:03]: or working relationship work. [2:10:03, 2:10:04]: with the best. So [2:10:04, 2:10:08]: I will need some additional counselling from our city attorney with regard to [2:10:08, 2:10:11]: how we can move that plan forward, but it is in the works. [2:10:13, 2:10:14]: Any questions? [2:10:15, 2:10:15]: Yeah. [2:10:16, 2:10:36]: Yeah, thank you, sir. First of all, I want to thank you for the presentation. Things outstanding and and things are moving in that aspect. At least we're we're taking steps there. In reference to your conversation with the attorney, my assumption is that's that you're looking at developing a contract that will allow us to do certain things to the through through the the the banner not the banner, but the actual uh [2:10:36, 2:10:47]: uh s uh markers marker that's there in the ground or round it or something with the church, is that what we're looking at trying to do, establish some type of contract with them to allow us to do certain things? Is that what we're talking about? Well we have already [2:10:47, 2:10:50]: receive permission from them to have the marker placed there. Right. [2:10:51, 2:10:51]: But [2:10:51, 2:11:00]: Um when you talk about developing a tourism site, you have to have more than just a marker. You want people to be able to experience [2:11:00, 2:11:03]: The history when they arrived to the destination. [2:11:03, 2:11:03]: This was just [2:11:04, 2:11:06]: Step one, phase one of brink [2:11:07, 2:11:10]: developing this into a actual tourism site. [2:11:10, 2:11:11]: Um [2:11:11, 2:11:13]: Again, this is a active church and [2:11:14, 2:11:34]: if we're going to set up tours, if we're going to have a place for people to visit, there has to be some discussion with the church as to what that is going to actually be and what they're prepared to do. I know that they have plans for building another sanctuary. Um once that happens, perhaps that is a site that can be open to the public on a [2:11:34, 2:11:38]: regular basis, but those are the things that have to be explored further. [2:11:38, 2:11:42]: Um my staff and I have been [2:11:42, 2:11:43]: um talking to [2:11:43, 2:11:45]: churches in and around the area. [2:11:46, 2:11:49]: that have tours set up in those particular churches. [2:11:50, 2:11:57]: the first African Baptist Church in um Macon, Georgia, the Tappas Monastery Monastery here in um Conyers. [2:11:58, 2:11:58]: Uh we have a [2:11:59, 2:11:59]: When [2:11:59, 2:12:05]: talking to these professionals that have established church museums, church tours. [2:12:05, 2:12:07]: to see where we can t what [2:12:08, 2:12:10]: we need to do in order to [2:12:10, 2:12:11]: advise the church. [2:12:12, 2:12:16]: as to the steps that they can take to make these types of things happen. [2:12:16, 2:12:18]: But until we have [2:12:18, 2:12:20]: Um I guess a more [2:12:20, 2:12:22]: clearly defined relationship. [2:12:22, 2:12:23]: We [2:12:24, 2:12:25]: Cannot move. [2:12:25, 2:12:26]: forward with [2:12:26, 2:12:28]: everything that we want to do. For example [2:12:29, 2:12:31]: Um there is a grant that's available that's a [2:12:32, 2:12:34]: federal grant through the civil rights um [2:12:35, 2:12:38]: civil rights funding through the federal system. [2:12:38, 2:12:40]: And that is an opportunity. [2:12:40, 2:12:40]: The [2:12:41, 2:12:44]: we would love to have and take advantage of, but at this point [2:12:44, 2:12:46]: We're not ready for that because [2:12:47, 2:12:49]: Number one of the criteria is [2:12:49, 2:12:52]: the site has to be on the National Historic Register. [2:12:52, 2:12:56]: Well, that's not something that the city can necessarily do. [2:12:56, 2:12:58]: for property that does we do not own. [2:12:58, 2:13:01]: So that is something that we would have to [2:13:01, 2:13:02]: Um [2:13:02, 2:13:03]: B in [2:13:03, 2:13:10]: I guess, agreement with the church if that's something that they even want to move forward with. They might not want to be on the register. I would think that they could. [2:13:10, 2:13:12]: But those are the types of things. [2:13:12, 2:13:16]: that are still under investigation, that we're trying to establish [2:13:16, 2:13:19]: before we start moving forward with trying to [2:13:19, 2:13:20]: Get funding. [2:13:20, 2:13:22]: trying to create tours. [2:13:22, 2:13:25]: trying to do the things that people see as [2:13:26, 2:13:28]: tourism sites or tourism attractions. [2:13:28, 2:13:31]: There's foundation work that needs to be done first. [2:13:31, 2:13:51]: Thank you for that. And I know the Mr Williams will greatly help you on that. He's you know, so tighten that up. Uh curiosity question in reference to banners. You said that uh you had to order some more. Is it th they'll begin weather worn, torn or whatnot? What that's what's happening with'em? Yes. Okay, so they're not durable enough or or just the material that was used was a um [2:13:51, 2:13:58]: fabric material that was um not as weather ready as we had anticipated it to be. [2:13:58, 2:14:02]: I ordered those banners um through the Safeguard um corporation. [2:14:02, 2:14:04]: And um actually [2:14:04, 2:14:10]: talked with them at the National Main Street Conference. They had they were a vendor and I talked with them further about [2:14:10, 2:14:14]: um the fabric that was used for our particular banners. [2:14:14, 2:14:18]: If you've noticed the ones that are in the downtown area that say historic district [2:14:19, 2:14:20]: have been replaced. [2:14:21, 2:14:35]: It's the MLK senior ones that um did not arrive in the shipment when they sent them to us. So I had to reorder those. So what you reordered is the same is it better quality, more durable quality? Okay. All right, got it. Thank you. [2:14:35, 2:14:36]: Mayor. [2:14:36, 2:14:38]: Okay. Uh Ms. Robinson. [2:14:38, 2:14:45]: Yes. Thank you, Kira, um, for your presentation. Also just want to let the council know that um [2:14:46, 2:14:52]: It was start of conversation and a lot of times to me th that was lack of [2:14:52, 2:14:57]: So now the beginning of this process of bringing in the attorney, like you said. [2:14:57, 2:15:12]: what can and cannot because there was some in this meeting there was some unknowns. Um so now that we know i to me and I guess to me just being honest sometimes you put the cart before the horse and now communicating [2:15:13, 2:15:25]: We are aware of a lot of the unknowns at between the city and the church. And I think that's where it was lacking and now that if um Michael we can get you involved and then that would be [2:15:26, 2:15:30]: really helpful, um, because like I said, the meeting left [2:15:30, 2:15:50]: Pastor Cochrane very very optim you know, very excited knowing that the communication is now going forth with the church in the city. So with that being stated, hopefully we can cure it can set up you know more meetings that are upcoming. And then Michael, if it's a possibility to include other counselors. [2:15:50, 2:16:02]: council so that way everyone will be aware of what's going on, what is re what is needed to h uh help Main Street get, you know, where we need to be in this.'Cause I think it's gonna take [2:16:03, 2:16:05]: a big effort. Um [2:16:05, 2:16:06]: to get this done. [2:16:07, 2:16:12]: And I think it can be done um if we have all the council involved and their input as well. [2:16:13, 2:16:22]: And I do thank you for those comments because you've hit the nail right on the head. Um this is a very prestigious family that has roots here in our community. [2:16:23, 2:16:25]: They are very protective and rightly so. [2:16:25, 2:16:29]: of the reputation and how their name is treated. [2:16:29, 2:16:30]: in the public. [2:16:31, 2:16:34]: And so we want to do this the right way. [2:16:34, 2:16:36]: And we want to make sure that we do it well. [2:16:36, 2:16:39]: And so I have truly um [2:16:39, 2:16:42]: enjoyed your participation with this because [2:16:42, 2:16:43]: Um [2:16:43, 2:16:48]: Like you said, it's gonna take all of us really to put this together if we wanna do it the right way. [2:16:51, 2:17:11]: Okay. Any other comments or questions? Yes, just one uh if we might be able to. Uh in terms of you said um that we were notified and the state made circu certain recommendations to us already at this point. And of course we got uh Mr Williams coming on board the V and [2:17:10, 2:17:15]: engaged uh firmly in the process. Um [2:17:15, 2:17:35]: What what it what else is it that we as a council can do to make sure that the ball just keeps rolling uh in terms of uh moving these initiatives along so the public can identify these these sites. So what is it that we can do um to help hit these [2:17:35, 2:17:55]: uh state stand standard recommendations and some of the things I think like Miss Count well Councilwoman Robinson was working with Lloyd Champell on is you know partnering to had sidewalks or multi use paths to make it um you know attainable for people to come in and be able to walk the situ walk there [2:17:55, 2:18:15]: benches and all of that. And I think that's something that we need to nail down with the church so uh we can partner with them and and and see what's what what's possible so we can get the ball rolling. But the state recommendations that were provided to [2:18:15, 2:18:17]: to us by the um State Tourism Department. [2:18:18, 2:18:18]: Um [2:18:18, 2:18:31]: And as far as what we need, um, the council is going to have to start contemplating funding for these types of things. Um there will need to be money set aside for [2:18:31, 2:18:40]: matching fund grants. Um there will also be monies that need to be set aside if we are going to develop a collection around this particular [2:18:40, 2:18:41]: um history. [2:18:42, 2:18:51]: Um we're gonna have to collect artifacts. Those are the types of things that in the not right now, but in the future you all are going to have to start to contemplate. [2:18:51, 2:18:56]: um collateral materials and things like that are all gonna be a part of that. [2:18:56, 2:19:00]: And all of this is also wrapped into the whole branding initiative. [2:19:00, 2:19:04]: And the RSVP program that I'll be talking to you all in the next agenda item. [2:19:04, 2:19:05]: Um [2:19:05, 2:19:09]: Those are the types of um things that we're going to have to start contemplating. [2:19:09, 2:19:10]: Um [2:19:10, 2:19:14]: At one time there was discussion about the Main Street program having [2:19:14, 2:19:17]: a welcome centre established in the Main Street district. [2:19:17, 2:19:20]: This was supposed to be one of our SPLAS projects. [2:19:20, 2:19:25]: And I would like to see us move forward with that because once we establish a welcome centre [2:19:26, 2:19:28]: We can also highlight this history. [2:19:28, 2:19:35]: in our welcome center, Main Street program office, downtown office downtown development office, whatever it is that you want to call it. [2:19:35, 2:19:37]: But we do need to have [2:19:37, 2:19:44]: a place that can serve as a repository and a location for people that come into our community as visitors. [2:19:45, 2:19:45]: And [2:19:45, 2:19:51]: The community itself come in to learn more about this history, especially when we have [2:19:51, 2:19:55]: Um the church is still an active church, so it's not accessible to the public. [2:19:55, 2:20:01]: on a twenty four seven basis. We need to have some place where they will be able to go [2:20:01, 2:20:03]: um when they are in the area. [2:20:05, 2:20:06]: A any further questions? [2:20:07, 2:20:11]: No. Okay, so are we gonna you're gonna talk about the RSDP now? [2:20:11, 2:20:13]: I can if you are alone. Go right into that. [2:20:14, 2:20:15]: Yeah. Right in that, please. [2:20:16, 2:20:21]: Um discussion my item number four was the um downtown master plan update. [2:20:21, 2:20:41]: Um as I've mentioned to you all before, um in twenty eleven the Georgia Downtown Renaissance Renaissance Partnership, which consists of the Georgia Municipal Association, the Georgia Cities Foundation, and the University of Georgia's Carl Vincent Institute, um put together a partnership that also developed um [2:20:41, 2:20:50]: a program called the Renaissance Strategic Visiting and Planning Program or RSVP program. This is a program where only [2:20:50, 2:20:52]: Um select cities. [2:20:52, 2:20:57]: are chosen from across the state of Georgia in which to participate in this program. [2:20:58, 2:21:01]: It's highly competitive and a prestigious program to be a part of. [2:21:02, 2:21:03]: And I'm happy to announce [2:21:04, 2:21:08]: that the city of Stockbridge was chosen to be a part of this program. [2:21:08, 2:21:11]: along with the city of Ringold and the City of Jessup, Georgia. [2:21:12, 2:21:13]: A tu jest. [2:21:18, 2:21:22]: With this programme we will be able to work with [2:21:22, 2:21:29]: a group of seasoned professionals that their specialty is downtown development. That's all that they do. [2:21:29, 2:21:31]: They come into communities. [2:21:31, 2:21:32]: And they work with [2:21:33, 2:21:33]: Um [2:21:34, 2:21:36]: citizens, city leadership. [2:21:37, 2:21:44]: and all of those stakeholders who want to be a part of the discussion to make a downtown more viable [2:21:44, 2:21:45]: More inviting. [2:21:46, 2:21:49]: And what it is that we want to see here in the city of Stockbridge. [2:21:50, 2:21:57]: Um we will we just found out that we were accepted into this program so that we will be meeting with [2:21:57, 2:22:02]: the um partner programs to see exactly what our timeline will be. [2:22:02, 2:22:14]: and when we will be able to roll out this program. It is my um desire to try to get this rolled out um with the kickoff meeting sometime in June or July. [2:22:14, 2:22:15]: But [2:22:15, 2:22:17]: I have to work with the [2:22:17, 2:22:21]: um timeline that is given to me by the partnering organisations. [2:22:21, 2:22:24]: Uh once I have that timeline established [2:22:24, 2:22:27]: Um I will report back to you all to let you know um [2:22:28, 2:22:30]: what that is going to look like. [2:22:30, 2:22:32]: And of course we would want [2:22:32, 2:22:36]: our council members to be active in this particular process. [2:22:36, 2:22:48]: Uh we will be looking to the Main Street Advisory Board and the Downtown Development Authority to be a part of this process as well as looking to community stakeholders and citizens to be a part of this as well. [2:22:49, 2:22:55]: We are hoping that this particular planning and visioning will also be able to dovetail [2:22:55, 2:22:58]: Від тис убінь компрегенси план. [2:22:58, 2:23:01]: so that there will be a downtown specific plan. [2:23:01, 2:23:04]: with in that particular comprehensive plan. [2:23:05, 2:23:25]: Okay. Uh Mayor, you're back? Okay, I'm back. Are we still on Martin Luther King? R S V Pate. Okay. All right. Council behind the questions. Okay. Council behind questions for care. Yes, I do. In terms of uh obviously we would have to have some matching funding, is there when was the when will the actual award [2:23:25, 2:23:37]: uh of the funding the announcers that time. Once I meet with them for them to give us the timeline and how mu we can receive up to nine thousand dollars from the Georgia Cities Foundation. [2:23:37, 2:23:50]: And then um they will let us know. It depends on the extent of the project. Um a lot of our work has already actually been done. Um the Main Street program, as you all know, because most of you have attended our meet and greets. [2:23:50, 2:23:54]: We put a lot of work into already trying to get a vision for our downtown. [2:23:54, 2:23:58]: So some of that work has already been done. We've also worked with [2:23:58, 2:24:02]: the um Office of Downtown Development's Design Um Studio. [2:24:02, 2:24:09]: to create some facade planning for our downtown quarter, the Martin Luther King Senior Heritage Trail. [2:24:09, 2:24:14]: and the Birch Street corridor. So some of those things have already been done, so we're kind of [2:24:14, 2:24:15]: ahead of the game. [2:24:15, 2:24:21]: um with regard to the planning. So I'm thinking that our timeline is gonna be a little bit narrower. [2:24:21, 2:24:41]: than some of the other cities working with this. But as soon as I know I will let you know. So those graphics have already been completed by the downtown design? Are those available for us to take a look at? We've done facade and I had them at our last meet and greet um on the big posters, but I'd be happy to share those with you. Farm Beautiful was one of [2:24:41, 2:24:46]: of those um Barn Beautiful for those of you who don't know is one of our newest businesses that we'll be hosting. [2:24:47, 2:24:50]: A ribbon cutting in two weeks, so you're all invited. [2:24:50, 2:24:51]: But um anyway [2:24:51, 2:24:59]: Um, their facade was created by the downtown design studio. They didn't take all of the elements, but that is an example of one of the [2:24:59, 2:25:04]: um design plans that we've already put together. We've created that whole block [2:25:04, 2:25:08]: The design studio is gonna be coming in for the second half of the block, so [2:25:08, 2:25:12]: um from mid um Martin Luther King Senior Heritage Trail. [2:25:12, 2:25:14]: over to the um [2:25:14, 2:25:17]: old fire station is going to be contemplated through their design studio. [2:25:18, 2:25:19]: Oh thank you. [2:25:19, 2:25:19]: Mm-hmm. [2:25:21, 2:25:22]: Any other questions? [2:25:22, 2:25:42]: I just would like to make a comment um for the co my colleagues. I just hope that we can move forward on identifying a place for our welcome center.'Cause I really truly believe once we b move forward on that, a lot of things will start to come into play. So hopefully like you said, if that's PLOS, whatever. [2:25:42, 2:25:50]: I just hopefully that that could be something we can move on fairly quickly um in getting that done because that's very important. [2:25:50, 2:25:54]: um to have when we're asking businesses to move in our downtown [2:25:55, 2:25:58]: We just need that in place, like right now. [2:25:58, 2:26:10]: And if you are familiar with some of the other cities in our area like Locust Grove, like Hampton, like McDonough, um where I've worked previously, the Welcome Center doesn't just serve people that are visiting the community [2:26:10, 2:26:14]: it serves those business owners who are already located and it's [2:26:14, 2:26:16]: essential to business retention. [2:26:19, 2:26:27]: All right. Any other questions on that subject? If not, we're going to move on to item number fifteen. Thank you very much. Mm-hmm. Thank you, Kira. [2:26:28, 2:26:31]: And we're gonna have a splash update presented by [2:26:31, 2:26:33]: Um our [2:26:33, 2:26:34]: Treasurer. [2:26:34, 2:26:40]: and uh public works director with some lead from councilman alexander. [2:26:43, 2:26:44]: Are you all ready? [2:26:45, 2:26:48]: Linda? Yeah. Okay, he's coming first. [2:26:48, 2:26:51]: Okay, while they come up [2:26:51, 2:26:52]: Um [2:26:52, 2:26:53]: I think [2:26:53, 2:26:57]: It is incumbent upon us as a council [2:26:57, 2:26:59]: And as the city to [2:27:00, 2:27:20]: to move forward with splotch projects um that have been on the books, uh that have been uh out there for quite some time. Uh we've talked about uh green space acquisition plans, we've talked about um you know parks and recreation, we talked about [2:27:19, 2:27:39]: out um you know, splash path for the children, possible aquatic center, those types of things, um uh or or a pool or those types of things for our citizens so that we could move forward. You know, it was you know, as I read uh the Henry Harold here uh locally I I printed out a article [2:27:39, 2:27:40]: Um [2:27:41, 2:28:01]: for us all to read whereas you know the city of McDonough has you know their program that they're rolling out they're investing millions of dollars in local parks, one point three million dollars in Alexander Park, five hundred thousand dollars uh in the new Jonesboro Road Park. They have a comprehensive program that they're hitting the [2:28:01, 2:28:21]: ground running and there are cities all around of us. This is really a competition. It really is in terms of serving and being able to provide the best possible services that we possibly can for the citizens as we move along. Originally the special needs program that we were implementing [2:28:21, 2:28:38]: in the city was d being done under spLOS and then those funds were replaced by C D V G funds uh to be able to fund those particular programs. But as we look around and we have this cash reserve in our SPLOS department [2:28:38, 2:28:58]: And in our spLOS areas, we need to make some concrete decisions as the council uh with the timeline to prioritize the projects so that that we can actually move them out uh in in due course and that they don't sit um uh for an undue period of time. There wasn't [2:28:58, 2:29:18]: discussion uh previously uh in a retreat about actually bringing on a SPLOSS projects manager who could actually manage the process for us to make sure that we uh continue to roll along uh with the projects as they came along. And we uh as a council have [2:29:18, 2:29:38]: have to make some solid decisions on what we're going to prioritize. Councilwoman Robinson just really mentioned you know one of the potential projects which is the Main Street uh office and uh what we want to do with that. There's a lot of things that are kinda hanging that we [2:29:38, 2:29:58]: need to put on a timeline. I think last uh meeting we established that we're gonna actually have an administrative type of function where we have the projects actually listed in our books, but we really need to come up with a priority plan uh as we move along. [2:29:58, 2:30:18]: With the council making those decisions for the actual SPLOSS projects and in the order that we're going to roll them off in. I know we need to have the the public works facility that's already uh moving forward. We've seen the rendering with that, but all of the projects uh need to be determined. We talked about [2:30:18, 2:30:19]: Well. [2:30:19, 2:30:39]: Uh you know we've already passed a master trail plan uh program for the city that has to be funded. Uh as we talked about uh the MLK senior legacy, the MLK Senior Heritage Trail, we don't have the sidewalk or the multi use trail which would be my preference has not been [2:30:39, 2:30:59]: Finished at this point, and it needs to go all the way to Rock Quarry Road. That's something that we should probably take a look at in doing in this particular project. But I just kind of wanted to lead off of that in terms of letting the citizens know the SPLOS program is working, it's generating millions of [2:30:59, 2:31:19]: dollars for Henry County and is generating millions of dollars uh for the city of Stockbridge. We can make some of these projects happen that we want to happen. We just gotta put our foot on the gas and we gotta be able to do it in a in a organized function uh to keep the projects rolling. Thank you. [2:31:21, 2:31:22]: Mr. Aaron. [2:31:22, 2:31:24]: Yes, good evening again, Madam Mayor and Council. [2:31:25, 2:31:33]: Um well one of the things I don't know about the other supplies projects, but I know in public works that we're moving forward with projects that have been identified [2:31:34, 2:31:53]: And this is a list of our splots projects that were identified in wastewater that we're moving forward with. Uh the one we came for tonight, asking for the upgrades of the headworks at the wastewater treatment plant. That's in process. We're also I'm sorry. Um do you have extra copies? [2:32:05, 2:32:07]: Pani Przewodnicząca. [2:32:12, 2:32:29]: Talk about that. But uh the SPAS projects as far as public works, we are moving forward with them. But a lot of these projects gonna are not gonna be the projects that everybody go wow about. Mm-hmm. But they're needed. When you talk about economic development or industries and businesses coming to your city [2:32:29, 2:32:35]: If you don't have the infrastructure to support those, they're gonna look elsewhere for places that have the infrastructure in place. [2:32:35, 2:32:37]: Yeah, the parts look nice, we're gonna do those. [2:32:37, 2:32:39]: Builders look nice, but [2:32:39, 2:32:41]: You've got to have infrastructure in place. [2:32:42, 2:32:43]: That's proven every day. [2:32:44, 2:32:49]: And one of the things like I say you just approved tonight is to upgrade the head work set and wastewater treatment plant. [2:32:49, 2:33:02]: Next things we're gonna be coming for you asking we got test orders ready to move forward with is to upgrade our filters and our UV system at the wastewater plant. This is the final stage of treatment before we discharge into the waters of the state. [2:33:03, 2:33:07]: And that water's got to meet certain criteria in order for us to put it back into [2:33:07, 2:33:10]: that creep. If it don't, we're out of compliance. [2:33:10, 2:33:12]: And so that's gonna be very important. [2:33:13, 2:33:16]: And also we're gonna come back to you asking [2:33:16, 2:33:18]: approval of task orders to upgrade our skater system. [2:33:19, 2:33:21]: A lot of things we're doing manually now. [2:33:21, 2:33:23]: And we're way behind the time. [2:33:24, 2:33:30]: You know, day as far as gone when the person comes in and and change the way or move away here, move that. You can do it at home from [2:33:31, 2:33:37]: from a computer. Or something happens a piece of equipment goes down, you get a notice. If not, you find it a week [2:33:38, 2:33:41]: A week later, a couple of days later when you come back to work, if you come in on [2:33:42, 2:33:50]: leave on Friday and come back on Monday, you don't get a warning or notice on Saturday and Sunday. We have people that come in but outside of those hours [2:33:51, 2:33:53]: So a skater would really help with that. [2:33:53, 2:34:03]: And also with our wastewater treatment chemical feed system, that's old and aged. We've got to replace and upgrade that. So we're gonna be coming back to you with that item. [2:34:04, 2:34:07]: Then we got some splash water projects we're working on. [2:34:08, 2:34:22]: Yep, Let's so water superintendent and I have had conversations with Fayette County Water System. We have two wells over there by Reed Creek Trail that is on property that Fayette County purchased as part of a wetland mitigation. [2:34:23, 2:34:29]: And so we've had conversations with them, we're working on agreement to allow us to test those well to see if they're gonna be a part of the cities. [2:34:29, 2:34:49]: uh water system. You allocated three million dollars for a new water treatment plant. So well we gotta get those two sources over there tested first before we move forward with that. We also uh replacing our meters, all of our meters with the AMI. That's moving forward. We should start by the end of this month. We also we got over seven hundred plastic [2:34:49, 2:35:01]: plastic services in our distribution system that cause us problems constantly. We're having leaks at those at those locations. So one of the things we're gonna come back to with a task force is to replace all of those. [2:35:01, 2:35:02]: Because [2:35:02, 2:35:04]: It's really a problem for the system. [2:35:05, 2:35:11]: Then also we're gonna come back with you for the water system. We got test waters being developed to upgrade our skater system so we [2:35:12, 2:35:13]: Go from manual to automated. [2:35:14, 2:35:19]: And we also gonna ask you to approve passports to map our distribution system. [2:35:20, 2:35:29]: to develop a hydraulic model of our water system. So when a company wanna come and locate and stock bridge, that's one of the first things you ask, how much sewer capacity you have. [2:35:29, 2:35:46]: how much water capacity you have, what water pressure, what size water mains you have. If you don't know all that information it's not readily available, they're gonna go on to their companies are looking at ways to disqualify you. And those are some of the things that they use to disqualify you from consideration. [2:35:46, 2:35:48]: Then the next thing we're gonna come back is [2:35:48, 2:35:53]: our have established a backflow prevention and cross connection control programme. [2:35:53, 2:35:56]: The city of Stockbridge currently right now requires [2:35:57, 2:35:59]: New businesses, commercial. [2:35:59, 2:36:02]: putting back four prevention devices. [2:36:02, 2:36:03]: But they don't monitor it. [2:36:03, 2:36:06]: So we don't know if they function or not. [2:36:06, 2:36:17]: So we can have a potential contamination problem out there in our distribution system because the Stockbridge City of Stockbridge has nothing on its in its ordinance that says they're required to test these annually. [2:36:18, 2:36:38]: and submit those test results back to us. They don't do that. So we're gonna be coming forward, and I said these are not glamorous items, but they're needed items. So we're gonna be coming back to you with that. As far as our roads and bridges and sidewalks, we're currently maintaining the LMIG has helped us. We had uh two million dollars [2:36:38, 2:36:45]: allocated. So far we spent about a million two on L Mid resurfacing and things of that nature. [2:36:46, 2:36:52]: We've also uh got a sidewalk project on Davis Road. Eventually we're gonna have to decide whether we're gonna move forward with it or [2:36:52, 2:36:53]: Yeah. [2:36:53, 2:37:04]: go in another area and also in two thousand and nineteen that'll be five years since you had your road assessment. So we're gonna need another road assessment. We set aside fifty thousand dollars for that. [2:37:05, 2:37:07]: The In and Off Splash Parks and Recoration Projects. [2:37:08, 2:37:14]: Just taking down a multiplex building, that's gonna be a decision that has to be made, what goes back on that space. [2:37:15, 2:37:16]: And then we also [2:37:17, 2:37:25]: Recreation water f facility, you talked about a splash pad. A lot of people are getting in the splash pad. They just built a couple and make them deep county. You gotta decide if that's [2:37:26, 2:37:28]: That's a project we want to move forward with. [2:37:29, 2:37:34]: You know, where is it gonna be located? Which one of your parts are you gonna locate it? [2:37:34, 2:37:36]: And then with that new park equipment. [2:37:36, 2:37:41]: Well, we've done several lighting projects with Georgia Power, upgrading lighting in our parks. [2:37:41, 2:37:42]: Uh [2:37:42, 2:37:43]: Donald and I met [2:37:44, 2:37:49]: last week with some people about the inclusive playground at Clark Park, so that's moving forward. [2:37:50, 2:37:51]: [9472.1, 9474.2]: It was sealed what on Monday? [2:37:54, 2:37:57]: Frida Friday or Monday, so that's moving forward. [2:37:58, 2:38:01]: And then we've got the public works facility. [2:38:02, 2:38:11]: We're moving forward with that. Uh tonight I was hoping we got the agenda amended to add the task order for Pond to continue proceeding with the documents. [2:38:11, 2:38:31]: prepare the construction documents'cause our goal is to have that b building bid it out October one. And so if m mayor and council are agreeable, we'd like for you to move forward that task order so we can keep moving. Because one of the things I don't want to say get sit idle with projects. Mm-hmm. We're constantly pushing [2:38:31, 2:38:33]: I I've heard what you say, Councilman Alexander that [2:38:34, 2:38:41]: the council is aggressive. We're aggressive. We want to keep pushing to move forward because if you don't then things just language and you [2:38:42, 2:38:44]: You get too scattered in different directions but [2:38:45, 2:38:48]: We want to approve that tonight so we can move forward with [2:38:48, 2:38:54]: Getting that building built and designed.'Cause like I said, October first we're gonna be breaking ground on that building. [2:38:54, 2:39:06]: I think three years is long enough, it's too long. You've got people that public works are that scattered at two different facilities. So it's time to bring everybody under one roof cause. When you get people scattered in [2:39:06, 2:39:12]: it it creates disharmony because everybody's not there with each other, you don't get a chance to fellowship and and talk and things like that. [2:39:13, 2:39:17]: And then the last thing I'll talk about is our storm water management. [2:39:17, 2:39:23]: There was nothing allocated in in the spots for stormwater. And there are some projects that need to be done. [2:39:23, 2:39:28]: And right now we're using our fund balance that was accumulated in the stormwater. [2:39:29, 2:39:30]: uh utility. [2:39:30, 2:39:33]: And so one of the things we ask you tonight also is [2:39:34, 2:39:35]: a task order from [2:39:35, 2:39:38]: ecologic which is to do a analysis [2:39:38, 2:39:40]: of our stormwater utility fees. [2:39:41, 2:39:46]: 'Cause when they first did the utility they said city of Stockbridge fees were some of the lowest in the state. [2:39:47, 2:39:53]: And so if we're gonna keep operating it like a business and it's being able to pay for itself [2:39:53, 2:40:02]: and also set aside money for improvement, then we've got to have a rate review. We've got to have that done. So those are two things tonight that we're asking from [2:40:03, 2:40:05]: Os plus perspective is [2:40:05, 2:40:07]: One is the pond. [2:40:07, 2:40:13]: task order that will you'll allow us to move forward, to keep moving forward with the design of the public works administration building. [2:40:14, 2:40:16]: And other things, the task order from ecologic to [2:40:17, 2:40:19]: uh review our stormwater. [2:40:19, 2:40:20]: Please. [2:40:20, 2:40:24]: But uh I I understand what you're saying about squash. We wanna move forward but [2:40:25, 2:40:35]: We wanna have projects identified and like I said, a lot of the public works projects are not the glamorous things that everybody gets to see. Mm-hmm. They're things that are much needed. [2:40:35, 2:40:38]: And we're moving forward with those very diligently. [2:40:38, 2:40:41]: We're pushing every day to get these projects done. [2:40:41, 2:40:46]: And so the money's there and one of the things like I said last time when I gave a presentation [2:40:46, 2:40:48]: We're using the pay as we go. [2:40:48, 2:40:53]: You know, I don't know if the city wanna get into debt borrowing money to pay for it because [2:40:53, 2:40:57]: revenues are are not coming in as expected in a lot of places with spots. [2:40:57, 2:41:00]: You know, it's just an estimate of how much revenue we're gonna receive. [2:41:01, 2:41:03]: And we gotta be mindful of that as as we [2:41:03, 2:41:09]: take on these projects and we're trying to make sure that we stay within the confines of the money that we have. [2:41:09, 2:41:20]: 'Cause we don't wanna overextend or over commit ourselves to to doing projects. But the ones that we have identified we're moving forward with them, we're gonna be bringing a lot of things before you. [2:41:21, 2:41:26]: And we're gonna be asking for your support because they're much in needed. And we're gonna move forward, we're gonna get [2:41:26, 2:41:29]: The list of projects that were given to me when I got here [2:41:29, 2:41:30]: We're gonna get those done. [2:41:31, 2:41:35]: But I've I've gotta have your support when I bring it to you saying these are the things we need. [2:41:36, 2:41:37]: No questions? [2:41:38, 2:41:40]: Okay. Mayor. [2:41:41, 2:42:01]: Um I will say with this council, everything that's on the list and normally when public work stands before us, we're very supportive uh because we know the importance of it. Um but there's other things that we uh require as well, so hopefully we can work together to make sure that things that we're looking to have done and to assist [2:42:01, 2:42:20]: making sure that you get what you need done as well. Um for is the Swas Parks and Recreation Project, Clark Park, um says we're moving a lot of some of our events over there. Um it was on there to redo the walking trail. Was that uh on the list? [2:42:20, 2:42:40]: Jeff Greenway and his and his staff have done some paving over there sidewalks and things, uh replacing those actual walking trail because sometimes when you walk and it's not the it's some dips in it. [2:42:40, 2:42:42]: something that we discussed. [2:42:42, 2:42:46]: uh when we get ready to do the uh b the walk in October. [2:42:46, 2:42:54]: And it just needs to be resurfaced. So I didn't know if that was a part of this, if that was on the SPLOSS. [2:42:54, 2:42:59]: Renovations piece for West Park Park. [2:42:59, 2:43:15]: the uh set aside you have for the new parks and things like that, we'll look at that. But that wasn't on the list that I received when I I got here. But we'll look at that if that's something we need to move forward with. That shouldn't be nothing that takes a lot of time to get prepared. [2:43:15, 2:43:20]: Okay. Uh that was a good report. Any other questions, comments? [2:43:25, 2:43:39]: and also at Gardner Park um that really uh lights it up. But that that there in the works. Also uh we're putting out a bid for resurfacing the tennis courts, which part of it. [2:43:40, 2:44:00]: Absolutely that was good. Uh w question about um you know, I've been over doing all my tours of the park and everything. About the dog park. Wha wha wha how m what do we need to do to to get the dog park to be an exemplary uh dog park in this area where we got grass and [2:43:59, 2:44:17]: In there the the f everything in there, the fountains are working, all the above. Not sure'cause I haven't been updated since I asked the question previously. We're working on a fountain but one of the things I'll tell if you go to any doll park pretty much in the state of Georgia, there is no grass. We just built one in Perry before I left. [2:44:18, 2:44:19]: You know what the main foc [2:44:19, 2:44:27]: Focus the other people like about it? It has shade. It has trees over it. Their dogs can get out there and dig and dig up dirt and things like that. [2:44:27, 2:44:32]: They're not gonna be manicured like a park. When you got a place where animals are constantly using a restroom [2:44:32, 2:44:35]: is not going to be conducive to growing grass. [2:44:35, 2:44:42]: So the main thing people like is they have a place for their animal to go outside and be able to run and things like that. They're not looking at it for [2:44:43, 2:44:51]: the status of grass and things like that. They want water, they want a fence so their animals don't get out, but it's mainly a place for their pet to run. [2:44:52, 2:45:01]: It's not it's not about brass. I I got pictures of the one in Perry, I got one I took in uh when I went to Jeffrey'cause I was telling my leisure services director. [2:45:01, 2:45:02]: The other's pretty much sand. [2:45:03, 2:45:13]: You know, you're not really gonna grow grass. Go to most dog parks, you're not gonna see a lot of grass anyway because when you clean a dog park area [2:45:13, 2:45:21]: It's easy to identify where you need to clean. You go grass in the dog park area, you're gonna find a bunch of sick dogs around uh the city. [2:45:21, 2:45:23]: But that's what dogs do. Dogs dig. [2:45:23, 2:45:43]: Well when I was talking to the pet owners that were there, they were complaining that their dogs were going home filthy because there was no grass. That's what I'm hearing from the pet owners as the feedback was that of course they don't expect it to be manicured like a golf course, but they did expect there to be some grass there. [2:45:43, 2:46:03]: And also, and when I say, you know, w what we want it to look good, there could be particular areas in the park outside the fence. Like the area outside the fence is kind of filled with weeds, it's kind of unsightly. Those types of things is where you put, you know, the beautification or the mulch or what have you. [2:46:03, 2:46:23]: you outside to make it attractive uh b upon entry to the area and that you know we do and then the other thing that I was talking was just in terms of the overall you know the the exercise equipment and stuff for the pets in there so that when they got in there that it was an attractive uh area for [2:46:23, 2:46:43]: for them to be in. I don't expect it to be manicured like a golf course, but the feedback that I was getting when I was walking through there was they were complaining that especially that there were drainage issues uh as well that dealt with that that it was muddy in there. Well one of the things you gotta look at though i is partly wet [2:46:43, 2:46:49]: where you have the the dog is not the best available property or location you could have put a dog park. [2:46:50, 2:46:53]: And those are gonna be some of the issues any time it rains that you're dealing with. [2:46:53, 2:46:56]: Because it's it's not an area that drains real well, but [2:46:56, 2:47:01]: We'll take a look at the outside and things of that nature, but as I say, on the inside [2:47:02, 2:47:03]: Dolls won't be dogs. [2:47:03, 2:47:23]: Yeah, they're gonna be dogs. I appreciate that. And the un the un one thing the gentleman told me that was there that had been there, he said one of the drains he had noticed was carved up. It had dirt on top of it, it was caked in, it was actually buried because he had been coming for so long, but he had actually seen that. [2:47:23, 2:47:25]: Yes, we'll we'll take a look at those. [2:47:27, 2:47:34]: All right. But I need to ask you that if I can get a consensus or a gr that we can move forward with the pond [2:47:35, 2:47:40]: task order and the task order to review and revise our stormwater fees. [2:47:43, 2:47:45]: Is there a cost? [2:47:45, 2:47:53]: Yes, ma'am, with with the uh pond. I said that part of the building with pond is um [2:47:55, 2:47:56]: Yeah. [2:48:00, 2:48:03]: A hundred and seventy two thousand seven hundred and sixty dollars. [2:48:06, 2:48:09]: Where would that money come from, Linda? [2:48:10, 2:48:10]: [10093.8, 10096.8]: So would is this coming as an amendment? [2:48:17, 2:48:22]: In order to move this forward or it's just already in there. It's just second phase. Okay. [2:48:25, 2:48:33]: design, the rendering of the and then that's just do you need the architectural part of it next to move forward to the construction part I think. [2:48:33, 2:48:46]: Yes. Okay, so this is the natural order of progression to make sure you finish one thing you started. So would you state exactly what you want to us to approve and we'll get you a motion? [2:48:46, 2:48:50]: That if uh Mayor Council will approve the task order from Pond Company. [2:48:51, 2:48:53]: in the amount of [2:48:54, 2:48:59]: A hundred and seventy eight thousand nine hundred and twenty dollars. [2:49:00, 2:49:01]: So moving. [2:49:02, 2:49:02]: Take it [2:49:02, 2:49:08]: And can we have a motion by um Councilman Alexander in a second by Pro Tem Ford? [2:49:08, 2:49:10]: Is there any discussion on this? [2:49:11, 2:49:13]: Okay. All in favor? [2:49:16, 2:49:22]: All right, thank you. And the next one is for documents. [2:49:22, 2:49:25]: DMC sixteen five. [2:49:25, 2:49:30]: Oh that's twenty four thousand dollars. Twenty four thousand dollars for ecologic to do the stormwater. [2:49:30, 2:49:32]: fee assessment and revision. [2:49:33, 2:49:34]: Mm-hmm. [2:49:35, 2:49:42]: Sir. Last page before questions. The last way it talks about stormwater management. [2:49:42, 2:49:50]: So move. Second. All right. We have another motion by Councilman Alexander with the second by Pro Tem Ford. [2:49:51, 2:49:54]: And um is there any discussion on that? [2:49:55, 2:50:15]: Yes, I I I think what we want to make clear here is what Mr Aaron said earlier so the public would know is that we have some of the lowest stormwater fees uh in the state. So we are trying to stay competitive and make the program be fair, but you know, developers should pay [2:50:15, 2:50:21]: their fair share of what's coming to the community, so we need to make sure that we're charging appropriately. [2:50:22, 2:50:23]: Okay. [2:50:25, 2:50:27]: This ecological planning um [2:50:27, 2:50:28]: Did it the first time. [2:50:29, 2:50:32]: They said that uh of course our fees were really low and [2:50:33, 2:50:39]: Um they needed to study the impervious was the last time it was done is two thousand and four. [2:50:39, 2:50:43]: Well that's when they assessed. Yeah, two thousand and four it was initially done. [2:50:43, 2:50:50]: And and um we're about half we're about half what Henry County, I think McDonough. [2:50:52, 2:51:03]: Right. So we'll we're way up below our our neighbors. Well thank you. [2:51:05, 2:51:06]: Okay. [2:51:06, 2:51:16]: Um earlier Dusty you were talking about your well I believe in that's near the Reese Creek Trail that's that's on land owned by Fayette County, is that correct? [2:51:16, 2:51:17]: Yes. [2:51:18, 2:51:38]: Do we have some type of agreement with them, a written agreement to d uh do business with them on this or we just verbally talk to them about things? We've met with'em, we've had two meetings, so we're in the process of drafting something that will allow us to go in and test those wells and see if there would be viable sources to add to the city's water supply. And we've also there's a geologist [2:51:38, 2:51:51]: that the city has worked with in the past for locating additional sources. Am I I'm assuming that Mr Williams is involved with you in th with this? We're we're not to that stage yet. They're gonna draft something and when they do then we'll give it to Mr Williams for his review. [2:51:52, 2:51:52]: But [2:51:52, 2:52:04]: The ball is in their court, it's on their property, they own it. So we're just waiting to get the document from them. [2:52:05, 2:52:25]: Yeah, we we've had to go back and forth with the Corps. Like I said, Fed County had to buy some some property to mitigate some wetland issues when they built their reservoir. So it just happens to be in Henry County. And so there are some steps you have to go through with the Corps of Engineers to get permission to do certain things. We worked through that and so now we've we've got things [2:52:25, 2:52:45]: One of the thing about one of the thing about the dog part, if you don't mind, uh we our present doll part has a lot of shade. He does have a lot of shade in that aspect. So I mean if we work and get everything else done, it should work out to be a fantastic thing. Okay? We'll we'll take care of it. Okay, I know you will. Thank you. [2:52:45, 2:52:47]: What you I'm sort of. [2:52:48, 2:52:53]: We've done all this stuff we needed to do with the Corps of Engineers. That's been done. [2:52:53, 2:53:06]: I'm talking that's been done and the problem has been is that we haven't aggressively moved toward what we need to do with those whales. This has been talked about the stuff with the Corps of Engineers has been done over a year. [2:53:06, 2:53:07]: At least [2:53:08, 2:53:25]: Well, we just had a conversation with the Corps of Engineers and they outlined to us I guess the person might have changed that y'all were dealing with it's a new person that we're talking with. And there's certain guidelines that they're requiring us to follow it and and Fayette County don't want to get in trouble with the Corps of Engineers so [2:53:26, 2:53:32]: They're the ones that are calling the shot saying, Well, you need to do this, this and that before we'll agree to it because it's their property. [2:53:33, 2:53:34]: Yeah, I think that vote. [2:53:35, 2:53:55]: I thought everything was already lined up which we was told because when we went through the process of retaining the Corps of Engineer, we was told that everything was already through and all they had to do is like you said, test the wells and see which one if we could use one or or both of them. They've changed directors over there, he's the new direct over the water system. He wants everything assessed. [2:53:55, 2:54:15]: certain way. And his board is not gonna approve it if he's he's and he's he's let us know that on several occasions. So so you understand what we're talking about here. Fed County does own this and they purchased it for mitigation credits. So losing this particular property or acting in [2:54:14, 2:54:34]: inappropriately could affect development inside of their county. So when they purchased this credit that allowed them to do a particular project that they were working on. That's why it's outside their boundaries because this is what they require. So for us to understand they're gonna do their due diligence and they're gonna take their time [2:54:34, 2:54:44]: time to make sure because if they don't then they could suffer um you know repercussions behind not following the process of mitigation. [2:54:44, 2:54:46]: Okay, any other comments? [2:54:47, 2:54:48]: Mayor Neal. [2:54:48, 2:54:55]: Yes. We have a vote for the pond company, but I don't have a vote for the ecological planning group. [2:54:55, 2:55:02]: Okay we didn't vote. We didn't vote. We did we had the motion but we didn't vote. That was they've been discussing for thirty minutes. [2:55:02, 2:55:10]: Okay. We've been discussing so long we forgot what we were doing. Okay, at this time uh we're ready for our vote. All in favor? [2:55:10, 2:55:12]: This is for the uh [2:55:12, 2:55:20]: I need a motion and a second. We need a motion and a second. Somebody just needs to make the motion and a second. [2:55:20, 2:55:21]: Exactly. [2:55:22, 2:55:37]: Oh we already did that. But we already did. You did for the pawn company, but not for the same two people. The same two people made the motion both times in the second. Okay. All in favor? [2:55:39, 2:55:40]: Okay. It's [2:55:41, 2:55:45]: Go forth and go to work. Looks like you got approval. Thank you. [2:55:45, 2:55:55]: Mayor Neal, one more thing. Um I have been presented by uh our Main Street manager, Kira Brax. There is a project scheduled for the branding. [2:55:56, 2:55:57]: That you wanted me to just do. [2:56:01, 2:56:02]: Thank you. [2:56:10, 2:56:15]: Good, this is good. Keep on time, yeah. [2:56:17, 2:56:18]: Okay. [2:56:20, 2:56:26]: We uh have finished are we all finished on the splast. You still got more. [2:56:26, 2:56:38]: This is a little unusual because usually we do it at the quarterly and so I went all the way through uh this week simply because we had some a lot of movement on this cloth. [2:56:38, 2:56:40]: Um they [2:56:40, 2:56:44]: AMI water meters, we just got a invoice for um [2:56:44, 2:56:48]: Six hundred and something thousand dollars, so they're ready to move. [2:56:48, 2:56:50]: And I wanted the numbers to show [2:56:50, 2:56:52]: Up uh here. [2:56:53, 2:56:55]: So you have the latest numbers. [2:56:55, 2:56:56]: Um [2:56:57, 2:57:01]: You can see the summary is actually a schedule that goes in the audit. Um [2:57:02, 2:57:02]: That is [2:57:03, 2:57:05]: uh the schedule of expenditures. [2:57:06, 2:57:09]: And you'll see the first section is sploss three. [2:57:10, 2:57:11]: Um [2:57:12, 2:57:18]: I I wasn't part of the projections so I don't really know where they came from, but they were way overstated and [2:57:19, 2:57:25]: We only collected um eighteen million dollars. I'm sorry. Do you have that as a handout? [2:57:25, 2:57:31]: I know previously we d we were talking about getting monitors, but I I can't see that. [2:57:31, 2:57:37]: And I don't know if my other c colleagues see that. I mean if not, it's little print, if we can have a handout. [2:57:38, 2:57:41]: Um I can provide that tomorrow or tonight. [2:57:41, 2:57:42]: Um [2:57:42, 2:57:48]: I mean I didn't really realize that I was gonna have to do the complete financial update because it's not [2:57:48, 2:57:51]: I mean like I said, I brought it th all the way through today so y'all would [2:57:52, 2:57:58]: um be able to see it. But what I d did want to say is we spent um [2:57:59, 2:58:03]: It's gonna be close to a million dollars on the supplement for [2:58:03, 2:58:05]: The pa the road paving [2:58:05, 2:58:07]: That was subsidized with L Ming. [2:58:08, 2:58:11]: Um we still have to do the striping on those streets. [2:58:12, 2:58:17]: And I did want to mention the uh water meters that that's [2:58:17, 2:58:20]: Almost a million dollars what we have invoices for. [2:58:20, 2:58:22]: We also um [2:58:24, 2:58:29]: Got some invoices for uh you know, the Willow Springs. [2:58:30, 2:58:30]: And what is it? [2:58:31, 2:58:36]: And um South Winds. South winds. Those punk stations. So we uh finished [2:58:37, 2:58:42]: the soul which was the first part of it. Now we're moving uh forward with the all south. [2:58:43, 2:58:53]: So the invoices are coming in, but I'll just um give you these tomorrow but I'll tell you quick bullets that so far um [2:58:53, 2:58:55]: On these last three [2:58:58, 2:59:05]: We have collected uh eighteen million dollars, eighteen million three hundred and thirty three thousand thirty two. [2:59:06, 2:59:06]: That's the [2:59:07, 2:59:08]: Cumulative uh [2:59:08, 2:59:12]: revenues which of course we're not receiving any more of those. [2:59:12, 2:59:14]: That's it that's sunseted. [2:59:14, 2:59:17]: And we also had um [2:59:19, 2:59:20]: We've spent [2:59:22, 2:59:25]: fifteen million seventy six thousand [2:59:25, 2:59:28]: And the categories that we still have money left to go in [2:59:29, 2:59:31]: We have three million dollars left there. [2:59:31, 2:59:34]: We have the GIS update of the water sewer. [2:59:35, 2:59:37]: And that's some of the stuff he po he pointed on. [2:59:38, 2:59:38]: The [2:59:39, 2:59:39]: The [2:59:40, 2:59:43]: approval that you gave him tonight to move forward with the headworks. [2:59:44, 2:59:47]: That is at eight hundred and eighty seven thousand, so [2:59:47, 2:59:50]: Um this will really help him [2:59:50, 2:59:53]: move on the projects that he's been waiting on. [2:59:54, 2:59:55]: Um [2:59:56, 3:00:00]: So we ha in SLOS three we have three million dollars. [3:00:01, 3:00:03]: That pretty much has been [3:00:03, 3:00:05]: uh, you know, earmark or whatever. [3:00:05, 3:00:08]: We moved last year some money to repair [3:00:09, 3:00:17]: Uh Merle Manders, it's in uh needs kitchen equipment. Um sound. What is it? The sound. [3:00:18, 3:00:21]: Sound, yes. Um what else? [3:00:22, 3:00:24]: Some of them are electrical. [3:00:24, 3:00:30]: So we moved some of the Sploss three money around that was for renovation and it was approved last year to do that. [3:00:31, 3:00:32]: Um [3:00:32, 3:00:34]: And then it's loss four. [3:00:34, 3:00:38]: between the bond money that we got, which was six million dollars [3:00:40, 3:00:45]: So far we have collected fourteen million three hundred and twenty six thousand [3:00:45, 3:00:48]: Uh five hundred and forty five dollars. [3:00:49, 3:00:50]: So we're ready. [3:00:50, 3:00:53]: We're ready to roll out with these projects that he's [3:00:53, 3:00:56]: That that's why hi it's important for him to be able to pass [3:00:57, 3:00:58]: these task orders so we can [3:00:59, 3:01:02]: you know, start moving on these projects that were [3:01:02, 3:01:06]: uh passed on the referendum for the spLOS projects. [3:01:06, 3:01:12]: Um this will help him and so you know on the parks and recreation [3:01:12, 3:01:13]: Um [3:01:14, 3:01:18]: for new park equipment because we were able to leverage a C D B G [3:01:19, 3:01:21]: Um for the ADA um [3:01:21, 3:01:22]: Equipment. [3:01:23, 3:01:25]: We have spent [3:01:25, 3:01:31]: We have uh sploss on uh was a million dollars for new park equipment. [3:01:31, 3:01:37]: Which could be used for the trail or whatever, um, as far as the park [3:01:37, 3:01:40]: We did the lights in Gardner. [3:01:40, 3:01:42]: And Clark Park. [3:01:42, 3:01:43]: Um [3:01:44, 3:01:47]: So, you know, we ha if there's projects that need to be done. [3:01:47, 3:01:50]: You know, we're in a position if like I said it [3:01:50, 3:01:51]: You can help him. [3:01:51, 3:01:53]: push the task orders. [3:01:53, 3:01:54]: Forward [3:01:54, 3:01:56]: Then he can just keep rolling. [3:01:57, 3:01:58]: Let me ask you a question, please. [3:01:59, 3:02:07]: Mr. Alexander. In terms of what we're doing in terms of the special needs equipment, even'cause we got the C D B G funds. [3:02:07, 3:02:08]: Yeah. [3:02:08, 3:02:28]: Is it possible that we have the m left over money we could enhance what we're doing with the special needs? Because, you know, I see what McDonough has done. They did something very elaborate and we kind of did something very basic and there's a lot more space for equipment in these two events. [3:02:28, 3:02:35]: at Reeves Creek. I think that was a great addition and um that was part of this. So um [3:02:36, 3:02:38]: So the flight is, you know [3:02:38, 3:02:41]: Other than the projects that he's talked about. [3:02:41, 3:02:42]: And that we have [3:02:42, 3:02:44]: you know, delineated here. [3:02:45, 3:02:47]: We have enough money to do, you know [3:02:48, 3:02:50]: projects that are, you know [3:02:52, 3:03:00]: Dear to y'all sort. Absolutely. Let's move forward. But the only thing I would just make sure is that [3:03:00, 3:03:06]: We do it collaboratively where we know what projects are, you know,'cause [3:03:06, 3:03:08]: Uh if it gets added and we have [3:03:08, 3:03:14]: you know, other things. We we just need to make sure we do it methodically and everybody's involved. [3:03:14, 3:03:20]: And everybody decides that that's the right thing to do. So we we are we're in good shape. [3:03:20, 3:03:28]: One last question if I could. [3:03:28, 3:03:45]: Ask your questions succinctly and let's move on. Okay, absolutely. Uh the Davis Roadside Walk project that you mentioned, we've had the all the required meetings at this point. When can we get an RFP out for that or when can we move forward with it? [3:03:47, 3:03:48]: The [3:03:48, 3:04:08]: Where we are on the Davis Road project, we're in the easement acquisition stage. There are approximately forty easements that we had to acquire. We've only been able to acquire three. We've sent multiple communications and we're trying to get the property owners to sit down [3:04:08, 3:04:09]: And then [3:04:09, 3:04:15]: uh sign over easements. Um part of the difficulty is the value of these easements is so low [3:04:15, 3:04:22]: that we aren't in a position of saying, Oh, we need to come back and consider condemnation or eminent domain to get these so [3:04:23, 3:04:36]: where you know, my recommendation is to to can continue the process of trying to acquire these easements um but within another month or two w we will have to sit down at staff level and and make a decision on [3:04:36, 3:04:45]: how uh fruitful it is to continue down sort of a path where we're just not able to get people to engage with the city. But we've reached out to [3:04:45, 3:04:48]: the residents multiple times uh [3:04:48, 3:04:49]: And so [3:04:49, 3:04:51]: Among the alternatives [3:04:51, 3:05:11]: You know, obviously you could consider not going forward with that. You can consider redesigning the uh easement or the the project so that as much as possible of of the uh sidewalks are inside the the right of way and don't require as much acquisition from the property owners. [3:05:11, 3:05:25]: We have to consider but but we're not really at that stage now. We're still just in the acquisition stage. And once we're at the point where we have the the required uh easements, then we'll go to the uh [3:05:26, 3:05:27]: uh the construction stage. [3:05:28, 3:05:34]: I I think what the attorney is trying to say there have been multiple meetings with the homeowners. [3:05:35, 3:05:36]: And um [3:05:36, 3:05:46]: This is one of those projects. It's just gonna take a little bit of time and a little bit of patience. But if we can be patient where we have to be, we'll eventually get success. [3:05:47, 3:05:50]: Okay. All right. Uh any more supplies? [3:05:51, 3:05:53]: project information updates. [3:05:53, 3:05:54]: Not at the same time. [3:05:55, 3:05:57]: Okay. Anything else y'all have to bring us? [3:06:00, 3:06:02]: Are you going to um [3:06:02, 3:06:05]: Stay with us then and let's move on out of spots. [3:06:05, 3:06:09]: to the uh grass cutting and beautification, those issues. [3:06:09, 3:06:10]: Yes. [3:06:10, 3:06:11]: Okay. [3:06:11, 3:06:31]: Uh if I would. Okay, that's kinda one I'd have brought up too. Last year we em we we went ahead and we I think we added some extra money to the budget. We had the teams out cutting almost every day. And um I don't want to see us take a step backwards in terms of what we're doing and what's [3:06:31, 3:06:51]: right away as I drive down Rock Quarry Road. I've noticed that we haven't cut it as frequently as we were uh in previous years. Uh the area right there at Rock Quarry and North Henry Boulevard where we keep our sign banner, uh those particular areas. I'm not sure, you know, I guess Jeff [3:06:51, 3:06:56]: Greenway was in charge of what we were doing last year. I just want to at least [3:06:56, 3:07:16]: uh duplicate what we were doing last year and maybe even add a little bit more to that if we could because we did put an extra thirty thousand dollars in the budget for uh expressway maintenance but in terms of uh overall maintenance and we've been focusing on economic development [3:07:16, 3:07:36]: is that uh I think what the county does is they have it on a rotating basis that they hit the um the commercial corridors on an ongoing basis. I see we do a lot of work along Tie Street and along the railroad and a lot of that but some of the issues that I'm not seeing us getting [3:07:36, 3:07:56]: Done on a very uh uh basis and and the growing season did come. I know you guys are out there working. I'm not trying to beat up on you. I just want to make sure that you talked about the contractors, maybe you see state workers. Whatever we need to do to support you to to get the grass cutting, because that is something that I what I'm driving. [3:07:56, 3:08:04]: driving down that road that I see and I know specifically like in downtown there are boundary areas where um [3:08:04, 3:08:16]: right where Norfolk Southern is, uh their area. Whether or not we could maintain that or not, I'm not real sure, but whatever we can do uh in that little it just [3:08:17, 3:08:22]: What we can do to do what we did last year and maybe add a little bit more to it. [3:08:22, 3:08:25]: Well well one of the things you got going on downtown is [3:08:25, 3:08:39]: You've got a contractor that comes in, I think twice a year, replenish mulch and things like that. They're scheduled to come out before the Memorial March. But one of the things I I I saw in the email that it needs to be on point. Then we need to increase the frequency. [3:08:39, 3:08:42]: Which that contractor comes in and does the work. [3:08:42, 3:09:02]: Excuse me I wanna interject there. I thought that we had actually moved to a quarterly. I thought we spoken with uh the previous city manager and we were supposed to move to a quarterly refreshing because the half year was not and that's kinda where we look like we're we're looking now. I didn't know whether we needed some more money to do [3:09:02, 3:09:14]: that with or what we needed to do. I'll I'll follow up on that tomorrow. And one of the things with Rock Foreign too is also you got a lot of surveying and things going on on that road, you know, as they prepare to widen and then locate utilities. [3:09:15, 3:09:21]: And one of the things we're not on it as frequent because you don't want to disturb those markets they have on up rock for you. So [3:09:21, 3:09:30]: That's one of the but on the other roads they're out all the time. Uh East Atlanta, they're cutting the edges. North Henry, I see'em out all the time. In fact it was on it today. [3:09:30, 3:09:31]: I think [3:09:31, 3:09:35]: For the staff that they have and the equipment that they have, they do an excellent job. [3:09:35, 3:09:38]: But it all depends on when you go look at it. You know, it's [3:09:39, 3:09:44]: If they're on a two week schedule, then sometimes it it's gonna beat'em before that two weeks get here. [3:09:45, 3:09:46]: There's there's no way around that. [3:09:47, 3:09:49]: You know, just like sometimes your your own yard. [3:09:50, 3:09:53]: Mine's at home. Sometimes I get more rain, it grows faster. [3:09:53, 3:09:58]: You know, I might not cut it every two weeks'cause sometimes but these guys are there every two weeks. [3:09:58, 3:10:07]: And sometimes l even I I ride down something like Walt Stevens. They done been through their picked up paper and somebody decided they want to throw a bag of trash out of their car on Monday. [3:10:07, 3:10:09]: And not schedule to come back till the following Monday. [3:10:10, 3:10:23]: You know, y it it's never gonna be a a hundred percent. There's no way I don't care if we had a million people doing it, it still wouldn't be a hundred percent. But with the staff you have, I'll put Stockbridge up against any city as far as [3:10:23, 3:10:28]: Right away maintenance and things of that nature. Those guys are out there picking up papers. [3:10:28, 3:10:31]: paper daily. You got a bath for pretty much [3:10:32, 3:10:33]: Like eight peaks. [3:10:34, 3:10:35]: better doing that. [3:10:36, 3:10:40]: And and I'll talk with Jeff about his staff is sufficient for what what he's doing. [3:10:41, 3:10:47]: And and like I say, if you're gonna add additional staff, you're talking equipment, I'd rather leverage that with contractors than [3:10:47, 3:10:50]: You might hire somebody then I I gotta buy the equipment. [3:10:50, 3:10:51]: As well. [3:10:51, 3:11:11]: Well that's what I'm I I've seen uh last week they had um some prison crews the county like so I guess they contracted with somebody working along Fairview Road. They were updating the mulch and they were pulling weeds and everything like that. Uh that's the kind of thing. Is there any update on that? [3:11:11, 3:11:22]: I know the mayor was kinda working on that uh as well. Is there any update that's a little bit of a I had a conversation with the mayor on that and one of the things about the prison inmates [3:11:23, 3:11:28]: You know, before I left here, I hate to keep referring to that. We met with one of the wards at one of the local prisons. [3:11:29, 3:11:33]: And the Houston County was complaining about they weren't getting a number of in inmates. [3:11:33, 3:11:38]: But because of the new sentence guideline, a lot of people that normally could go out [3:11:38, 3:11:39]: They can't. [3:11:40, 3:11:41]: And most of the inmates they come. [3:11:42, 3:11:43]: They come to the county. [3:11:43, 3:11:47]: And if you got inmates, you gotta have a guard that you pay for. [3:11:47, 3:11:49]: towards those inmates. [3:11:49, 3:11:53]: You know, on the average I think you spend like thirty thousand dollars a year for a guy to watch. [3:11:54, 3:11:54]: inmates. [3:11:55, 3:12:03]: Then it gotta be certain weather conditions. If it's too hot, then not gonna work. If it's too cold, it's not gonna work. You gotta provide food for it's a whole lot of stuff that goes along with that. [3:12:04, 3:12:08]: You know, it's just not you go to the jail and you get ten inmates and they come out and do a lot of work. [3:12:09, 3:12:19]: There's a whole procedure and process you have to go through to secure those inmates. But nine out of ten times if inmates are gonna be had, they're gonna be working for the county. You're not gonna find too many inmates working. [3:12:19, 3:12:24]: within the city because the county has access to'em. Especially here you don't have [3:12:24, 3:12:27]: your own police department, so you're gonna have to find somebody [3:12:28, 3:12:32]: That's a post office certified the supervisor those inmates. Just [3:12:33, 3:12:34]: We're working on it. [3:12:36, 3:12:40]: Yeah. I just want to chime in. Um we do have a contract. [3:12:41, 3:12:43]: Who is keeping [3:12:44, 3:13:01]: on top of that with the high grove, with the contractors that we have. Because with the flowers, they're beautiful, but you don't have the water, the sprinklers working, any of that, and they're dying. So it to me is like we're paying for something for them to die and then we continue to pay. [3:13:01, 3:13:11]: And then you have to keep maintaining that. Um, and that's just one that I noticed just coming in when I do come into City Hall and I'm like, I don't understand that part. [3:13:11, 3:13:15]: And not only that, now it's prom season [3:13:15, 3:13:18]: Um and we have people visiting our downtown. [3:13:18, 3:13:23]: And I noticed not even just with prom season when we just had our event during Cities Week. [3:13:23, 3:13:38]: when we're having events, how is that maintained to say, Okay, we got an event uh a upcoming event, we need to have this edge, we need to have it groomed because we are gonna have visitors coming into our city. [3:13:38, 3:13:46]: Are you talking about from a staff perspective or vendor perspective? Well, I'm talking for as the upkeep with high grove. [3:13:47, 3:13:48]: With the flowers. [3:13:49, 3:14:01]: Is that staff?'Cause I know the uh my city attorney, I sent him the you know, the emails and I don't know if he gets it out to who whoever he gets it out to to s stay on top of it. So would that be you? [3:14:01, 3:14:20]: Um I haven't seen anything to that but I would prefer to have it. But one of the things you gotta keep in mind is I think up until a month ago there was no outdoor water. You was under that drought restriction. So there was nothing they could do as far as irrigating or water or anything. But it but it's n there now to my understanding. Yeah, it's been about a month since they [3:14:21, 3:14:41]: So have we reached out to them? I mean, is that somet but you you're not aware of it, I guess? I don't know who was managing the contract. I've I've never seen the contract we have. You should have that contract, correct? You should be the person. Or no? Yeah, I I should but I don't have that in my possession but I'll follow up tomorrow and shoot. [3:14:41, 3:14:43]: Please. [3:14:43, 3:14:44]: Please. [3:14:45, 3:14:45]: Thank you. [3:14:45, 3:15:05]: Okay. Any other questions on that issue? Yeah, just one more. And I know you're tired already. But in terms of you we just implemented the Camellia Garden and I want to ask you about this question. The Camellia Garden in the um in the municipal park. Is it possible to extend [3:15:05, 3:15:18]: that down in in the area across from where in front of Stockbridge Elementary to to cancer to that is no, not this year. Not this year. [3:15:20, 3:15:21]: Okay. [3:15:21, 3:15:25]: Okay. Let's move on. Uh Mr. Alexander has [3:15:25, 3:15:26]: I'm not. [3:15:27, 3:15:33]: gonna take about five minutes on this issue, so talk fast. This is about Boys and Girls Club. [3:15:34, 3:15:44]: Yeah, I'll just I'll I'll try to cut this one short real quick. But we've had uh it as a council we've engaged the Boys and Girls Club of Metro Atlanta [3:15:45, 3:15:50]: uh to attempt to bring a youth facility to the city of Stockbridge. [3:15:50, 3:16:01]: Uh the we had a meeting, um a conference call. Uh Mayor Pro Tem participated in that. The Mayor uh participated in that. Um w w [3:16:01, 3:16:21]: I'm sorry. It was was it the mayor, it was Councilwoman Robinson that participated in it. I thought so. I I just want to make sure that my timing was right. We talked with CEO Missy Dugan and the Boys and Girls Club. They were very excited with us uh because they said they were no longer they were not partnering with anybody at this time except [3:16:21, 3:16:25]: And they gave us guidelines. [3:16:25, 3:16:45]: uh in order to uh have those steps uh completed that we would need in order to bring a facility to the city of Stockbridge. At that time we did not have uh uh Miss Moore or community sir development director in place. Now with Miss Moore in place as the community [3:16:45, 3:17:05]: Community Development Director, if this council so desired, uh Miss Moore could actually be in charge of uh implementing and completing the guide and the steps that we would need in order to do so. I think in brief conversations with Moore, Miss Moore, she recommended um or [3:17:05, 3:17:25]: discussed possibly as one of the alternatives, the city actually building the facility, owning the facility as we would, and then actually just have the Boys and Girls Club of Metro Atlanta come in and actually run the programs for us. Because you know it's kind of like their slogan says between three [3:17:25, 3:17:45]: and seven are more are the most dangerous times in children's lives and we just completely lack those services in the city of Stockbridge. As someone who had personal knowledge of that, uh my uh my wife who I'm widowed from uh worked for them for twenty years. I saw it up close [3:17:45, 3:18:05]: at the Warren Holyfield Boys and Girls Club and I saw the impact that their people had on citizens down in Byrne Street in the Grand Park area where they impacted citizens' lives and the kids' lives in that community because we can run a truck try to run the program ourselves. [3:18:05, 3:18:25]: Or hire somebody else to do it, but nobody can quite do it like the Boys and Girls Club of Metro Atlanta. And as we sit down and we work on the SPLOSS projects, and that's kind of why I included that tonight, I would like for it to be a priority if it's the will of this council for us to do everything that we can [3:18:25, 3:18:30]: Yeah, including using professional staff in order to bring that boys and girls club [3:18:30, 3:18:50]: uh here to the city of Stockbridge. Ms. Treasurer just outlined us we're doing well in terms of funding, in terms of uh building that youth facility. I know we've had discussions about what we're gonna do with the multiplex facility. All of those have to be factored in. But the one th common thing is this [3:18:50, 3:18:58]: This council has to make some decisions. We have to decide to put our youth first and move forward. [3:18:59, 3:19:02]: Thank you for those comments. Any other comments? [3:19:02, 3:19:22]: on that issue. Yes, Mr. Yeah, I would think that uh what we would need to do is sit down uh provided that uh it's the will of the council, sit down with uh with Miss Moore and and lay out some uh information and and have her do some lay work on this with all the many duties that she has, provided that uh we have a consensus on that. But I think it'd be a good idea to start there. [3:19:22, 3:19:37]: as you mentioned earlier. And I was on that conference call a little while ago but uh but it's uh it's a good idea, something that we can uh definitely look into, I would think. Thank you. I just wanna say something real quick. Uh Mr. [3:19:39, 3:19:47]: Yes. Um Mayor, I asked our um intern to give you a copy of the pamphlet. Okay. So I just want to make sure you have it. [3:19:47, 3:19:48]: I read it this afternoon. [3:19:49, 3:19:52]: All right, Mr. Blount. [3:19:53, 3:19:58]: We are putting our youth first. Uh when I see Miss uh Councilwoman Robertson work with the high schools [3:19:59, 3:20:02]: When I see councilman uh Pro Tem Ford work with the high schools. [3:20:03, 3:20:06]: I'm working with the elementary schools here, Smith Barnes, uh [3:20:07, 3:20:11]: I just went over to uh Red Oak and I'm working with Startbridge Elementary School. So we are [3:20:12, 3:20:32]: working with our youth. We are getting involved. We are working closely with our youth right now. What do you do when you don't have a facility? See I don't ever want us to get in that mindset that you don't feed the homeless if you're not in church. Feed the homeless even if you're not in church. That means if you don't have a building, still do the work. And I thank you all for the work that you all are doing out there. [3:20:32, 3:20:50]: And I see you out there on the ground running and that's what we all are. We're called to serve. And so we are serving our youth. We need a facility and I believe we're gonna get a facility. But this council th there are members on this council that are on the ground running, and I think you are because people are out there saying, Thank you. [3:20:52, 3:20:58]: Okay. Um we will end that number seventeen, Stop Rich Boys and Girls Club. [3:20:58, 3:21:04]: And at this time if we have any new comments that we haven't already said tonight. [3:21:04, 3:21:08]: from our council members. We'll start with Mr. Alexander and [3:21:08, 3:21:11]: You have some speak and if you don't we'll move on. [3:21:12, 3:21:25]: I'd just like to thank everybody for participating and um again availing themselves of the process and know that we work um every single day in order to uh make Stockbridge better together. [3:21:28, 3:21:30]: I just want to say we're tasked to serve as citizens. [3:21:31, 3:21:34]: And that's what we're here to do, serve the citizens. [3:21:35, 3:21:55]: Yes, uh happy mother's day mothers. Okay, it's next Sunday, a week from Sunday anyway. Saving Mother's Day to you. And uh do something special for your mother if she's w is still with ya. And of course she's not, just honor her and and uh in a special way. And uh continue to keep the faith and keep engaged with us as we continue to [3:21:55, 3:22:00]: look and move the city forward. God bless you all. Thank you. Mr. Robinson. Yes Mayor. [3:22:00, 3:22:20]: Just want to say thank you to our citizens who are very patient, waited. Um there was a lot of progress made tonight. Um our staff did an excellent job bringing information so that way we can continue to move the city forward. We have to have the information. And also I missed our last work session because I had a planned vacation. [3:22:20, 3:22:40]: Um that I um explained to my colleagues in latter part of twenty sixteen that I would be out. But um it's just good to be back to know that we're still doing a lot of productive things for the city. So again to the staff, thank you so much for your patience, a lot of good information tonight. Um and I really [3:22:40, 3:22:45]: And to our attorney [3:22:45, 3:23:01]: I really appreciate you. Um just giving up your time, um, your knowledge for our youth. I mean, I I n know you have children and I really do appreciate it. Um, the blessings will come because you're just just a willing vessel and I really do appreciate you. [3:23:03, 3:23:06]: Okay. At this time um [3:23:06, 3:23:12]: I'm gonna call to your attention some um upcoming meetings uh that are uh happening. [3:23:13, 3:23:14]: And um [3:23:15, 3:23:17]: meeting we'll be having a meeting at City Hall. [3:23:17, 3:23:19]: Unless otherwise [3:23:19, 3:23:23]: uh about all city business will be held here. [3:23:23, 3:23:30]: Memorial March is coming up on Monday, May twenty ninth. If you know any veterans [3:23:30, 3:23:33]: That you want to recommend that they participate in this? [3:23:34, 3:23:40]: Oh, let me just ask a question of staff. Who's in charge of the Memorial March? [3:23:41, 3:23:53]: C C okay. If if anyone out in the viewing audience um has anyone that they would like to get engaged to as a veteran, please have them call the city hall. [3:23:54, 3:23:56]: And we'll put them in touch with the right person. [3:23:57, 3:23:57]: Um [3:23:57, 3:24:01]: That will be um on May twenty ninth, so [3:24:01, 3:24:05]: Get your red, white and blue ready and let's be ready for the march. [3:24:06, 3:24:13]: Also uh our council work session that will be coming up on May thirtieth. Actually that's uh [3:24:14, 3:24:15]: Day of that one. [3:24:15, 3:24:22]: and then um some community meetings, a non profit social mixer. Um [3:24:23, 3:24:26]: that is hosted by councilwoman Gantt. [3:24:26, 3:24:29]: And that date has yet to be determined. [3:24:29, 3:24:41]: And also one of the old and uh treasured uh celebrations in Stockbridge is the carrying the Hambrick Day over behind the food depot area and that's always a lot of fun. [3:24:42, 3:24:42]: Um [3:24:43, 3:24:47]: I I need to ask our uh attorney at this time if we have uh executive [3:24:48, 3:24:58]: session items. Uh yes, ma'am, a brief uh item to cover litigation, personnel and real estate, so a motion to go into executive session for those items would be in order. [3:24:59, 3:25:07]: Okay, do I hear a motion? Mayor Okay. I apologize. Can I add one more announcement? Okay, sure. And then we'll come back to the motion. I'll apologize. Okay. [3:25:07, 3:25:11]: I just wanna thank everyone. We had a awesome cities week. [3:25:11, 3:25:31]: Um staff did a awesome job. So we had an awesome Cities Week for twenty seventeen and I want to thank our clerk. Um she did an outstanding job. Um she wore a lot of hats, she made it happen. Also our Main Street did an awesome job, so I just wanna thank everyone, even the staff that took part in that. Um [3:25:31, 3:25:35]: Thank you all so much for coming together as a team to make it happen for our city. [3:25:36, 3:25:40]: Okay, the stam I'll entertain a motion to go into executive [3:25:41, 3:25:42]: Executive session. [3:25:42, 3:25:46]: for uh litigation personnel and real estate. [3:25:46, 3:25:47]: So move. [3:25:48, 3:25:55]: But okay, I have a motion by Pro Tem Ford and a second by Councilman Councilwoman Robinson. [3:25:57, 3:26:02]: Any discussion? Okay. Um all in favor? [3:26:03, 3:26:05]: Okay, sounds good. [3:26:16, 3:26:17]: I'm sure let me have that. [3:26:18, 3:26:22]: No, no. [3:26:24, 3:26:27]: We did learn a lot, but didn't we? [3:27:05, 3:27:12]: I'm on. Let me replace his. We have some inside too. [3:27:15, 3:27:15]: Yeah. [3:27:30, 3:27:47]: [12468.6, 12488.6]: Oh [3:28:08, 3:28:25]: [12515.0, 12525.0]: [3:28:47, 3:28:55]: So [3:29:00, 3:29:10]: [12555.0, 12569.3]: [3:30:00, 3:30:12]: [12614.7, 12632.3]: I'm not gonna do that. I was actually not here while we're doing it. [3:30:33, 3:30:40]: Oh yeah, I don't know what I'm doing. [3:30:42, 3:30:51]: [12652.6, 12659.0]: Um [3:31:00, 3:31:03]: But I don't know. [3:31:05, 3:31:06]: [12670.9, 12680.0]: Yeah, [3:31:35, 3:31:40]: Okay. [3:31:45, 3:32:02]: [12731.3, 12736.5]: Oh I think. [3:32:41, 3:32:44]: Yeah. [3:32:45, 3:32:48]: Oh and um now [3:32:51, 3:32:53]: [12778.2, 12781.5]: Yeah, yeah. [3:33:07, 3:33:08]: I don't know. [3:33:25, 3:33:26]: Uh yeah. [3:33:27, 3:33:30]: [12849.6, 12850.4]: Yeah. [3:34:20, 3:34:25]: All right, I'll see you. [3:34:27, 3:34:29]: Yeah. [3:34:30, 3:34:30]: Uh [3:34:32, 3:34:34]: Oh. [3:36:55, 3:36:57]: Probably [3:36:58, 3:37:00]: [13084.4, 13089.8]: [3:39:09, 3:39:13]: So [4:38:49, 4:38:56]: I'm okay with that. We go whatever we need to do. And then we did we decide that I'm sorry. We we [4:39:00, 4:39:03]: Oh we're about to be recording. We are recording. [4:39:22, 4:39:23]: Yeah, yeah.
