[0:03:15, 0:03:17]: Can you all hear me? Jonesman Alexander. [0:03:17, 0:03:19]: President. [0:03:19, 0:03:21]: Councilman Alexander, yes. [0:03:22, 0:03:22]: Present. [0:03:24, 0:03:25]: Councilwoman Barber. [0:03:27, 0:03:28]: Councilman Blount. [0:03:29, 0:03:30]: Present. [0:03:30, 0:03:32]: Councilwoman Gantt. [0:03:32, 0:03:32]: Present. [0:03:33, 0:03:34]: Mayor Pro Tem Thomas. [0:03:35, 0:03:35]: Present. [0:03:35, 0:03:38]: Mayor Ford, you have a quorum. Thank you, appreciate it. Um [0:03:39, 0:03:42]: Council, I need a motion to adopt the agenda, please. [0:03:44, 0:03:44]: So move [0:03:45, 0:03:46]: All right. Is it a second? [0:03:47, 0:03:48]: A second. [0:03:48, 0:03:50]: There we go. All in favor, please indicate. [0:03:51, 0:03:54]: Uh Unanimous. Okay. Appreciate that. [0:03:54, 0:03:56]: New business. [0:03:56, 0:04:04]: Council consideration to approve H. J. Russell change order in the amount of seven hundred ninety-four thousand dollars, three hundred and thirty-two. [0:04:05, 0:04:13]: And funny source will be SPLOS 4, presented by Mr. Knighton and Mike Williams, our attorney Williams, please go right ahead. [0:04:14, 0:04:20]: So I I believe all the council members have been briefed on this particular item. [0:04:20, 0:04:29]: Uh you all approved the underlying uh change to the contract uh a number of uh c couple of council meetings ago via resolution. [0:04:30, 0:04:33]: However, when it was presented to the council there's just a [0:04:33, 0:04:39]: uh mistake in how it was how it was presented in that there uh we do not have [0:04:39, 0:04:45]: an allowance uh section in the contract price with HJ Russell. So that [0:04:45, 0:04:47]: seven hundred plus thousand dollar figure. [0:04:48, 0:04:59]: um isn't included. And so that resolution needs to uh be replaced with a new resolution that authorizes a change order with the funds coming out of SWOSS. [0:05:01, 0:05:04]: Okay. Thank you, Mr. Williams. Ms. Knight, do you have anything to add right now, sir? [0:05:08, 0:05:26]: Uh not at the moment. Um as it was acknowledged, um this was uh we acknowledge and a mistake has been made. This was a mistake in the ma manner in which it was uh presented, given uh the fact that um that allowance um was in some earlier documents but was not in the last and final offer. [0:05:26, 0:05:28]: And that is the one that we need to be governed by. [0:05:30, 0:05:30]: Great. [0:05:31, 0:05:35]: You can never mention. [0:05:35, 0:05:35]: Yeah. [0:05:36, 0:05:37]: Let's go right here, sir. [0:05:38, 0:05:45]: Uh Mr. Williams, uh Mr. Knighton, I'm trying to get a better understanding uh from [0:05:46, 0:05:51]: The last legislation, as you mentioned um at the previous meeting. [0:05:51, 0:05:57]: And now here's another piece of legislation. Now my understanding of [0:05:57, 0:05:58]: Contracts. [0:05:59, 0:06:03]: Uh I I thought it was standard to have [0:06:03, 0:06:04]: Um [0:06:04, 0:06:07]: in the contract a contingency [0:06:08, 0:06:13]: and uh a change order uh line item. [0:06:13, 0:06:15]: And one supports the other one. [0:06:16, 0:06:18]: So I'm a I'm a little confused as to [0:06:19, 0:06:21]: The mistake [0:06:22, 0:06:25]: When you know, change orders and contingencies [0:06:25, 0:06:28]: or standard uh in the contract. So [0:06:30, 0:06:37]: I need a little bit more explanation how you said it was a mistake. Um what what what was the mistake? [0:06:40, 0:06:43]: So when it was presented [0:06:43, 0:06:46]: І вас презента [0:06:47, 0:06:50]: Built into the contract price was an allowance. [0:06:50, 0:06:55]: Um in the initial bid that was provided by H J Russell. [0:06:55, 0:06:57]: Um they did include [0:06:58, 0:07:01]: Approximately seven hundred thousand dollars. [0:07:01, 0:07:12]: um in in an owner's allowance and and typically that is for things like changes in materials, enhancements, upgrades, things that aren't [0:07:12, 0:07:13]: Um [0:07:14, 0:07:34]: necessary for the project, but would be enhancements to the project. And those would be solely within the discretion of the owner, in this case the city, in terms of whether or not the city wanted to include those types of items. So because that was solely within the control of the city and and based on some of the negotiations [0:07:34, 0:07:34]: [455.0, 461.9]: Um with them uh the uh decision was made and and recommended and the council approved. [0:07:42, 0:07:45]: A contract price that did not include allowances. [0:07:46, 0:07:49]: And so that that's what the initial uh [0:07:49, 0:07:51]: uh contract provided for but [0:07:52, 0:07:59]: Uh when the when it was presented it was presented uh to the council for the change order as if the allowances were part of the [0:08:00, 0:08:02]: the uh contract price and that was a mistake. [0:08:06, 0:08:10]: I I'm gonna yield and let someone ask some questions, but for me though [0:08:11, 0:08:15]: Uh it it's still not making a whole lot of sense. Um [0:08:16, 0:08:25]: You know, I have a little I'm a little familiar with change orders, um, and I've done some research since then. And what I've found that the change orders. [0:08:25, 0:08:31]: or append to the original contract and become part of the of the said contract. [0:08:31, 0:08:33]: And continuency is a provision. [0:08:34, 0:08:39]: uh that is budgeted uh to be used to pay the cost of change orders. [0:08:39, 0:08:58]: And it's and normally it's a it's a certain percentage, 10% uh uh or 15% uh of that. So this is where I'm a little confused. Um all of this should have been in the original contract as far as uh change orders and contingency. [0:08:59, 0:09:00]: But [0:09:00, 0:09:03]: I'm I'm I'm lost on the [0:09:03, 0:09:13]: on the mistake. That that's where I'm really lost, but I I yield and let someone else uh answer a question, but it's I'm I'm still lost with the explanation. [0:09:13, 0:09:15]: Of the mistake. [0:09:17, 0:09:21]: Okay, uh Miss Gann. I'm sorry, I saw Miss Gann's hat first. H hand first. Go ahead. [0:09:21, 0:09:23]: Um well [0:09:23, 0:09:32]: But Mayor, I just want to make the motion to approve the resolution. And I know that we'll have discussion after that. So I wanted to go ahead and make the motion first. All right, go ahead. [0:09:33, 0:09:38]: I would like to make the motion to approve the resolution. There's because we had already thought it about it. There's a second. [0:09:40, 0:09:40]: Is there a second? [0:09:44, 0:09:48]: Right now, Ms. Gand, doesn't seem like your colleagues wanna make a second ten, and I can't do that. Thank you. Okay. [0:09:49, 0:09:50]: Mr. Alexander. [0:09:51, 0:09:58]: Uh yes. I just want to completely understand before we move forward. And my discussion with the staff. [0:09:58, 0:10:18]: Uh and I understand where Carlson Thomas is coming from because I was totally confused. And this conversation took multiple questions for me to kind of understand what was really going on. What really happened is the mistake was made on our end and this particular portion was left out of the contract. And that was the mistake. [0:10:18, 0:10:21]: uh on our side is what I [0:10:22, 0:10:29]: begin to understand after I ask a series of questions. And I think that would be very helpful to everyone. [0:10:29, 0:10:40]: If we could just really state what really happened, which is this a uh allowance amount was supposed to be in the contract. It w the contract was reviewed. [0:10:40, 0:10:49]: Uh it was a oversight on our part that we did not make sure that this was in the original contract, and that's where we are now. Is that correct, Mr. Knighton? [0:10:50, 0:11:03]: This was the and and hopefully I can answer your question this way. When HJ Russell had provided uh a bid um for the uh amphitheater project, there was an allowance included. [0:11:03, 0:11:08]: When they went and back and f and provided their best and final off offer. [0:11:09, 0:11:11]: It was not included. [0:11:12, 0:11:15]: And so when this was brought to the council a couple weeks ago. [0:11:15, 0:11:22]: It was with the understanding that that um allowance was still uh a part of [0:11:22, 0:11:25]: The overall contract by H. J. Russell. [0:11:25, 0:11:26]: And it was not. [0:11:27, 0:11:32]: And um what governs the amphitheatre construction. [0:11:33, 0:11:35]: Is the document, the ultimate contract. [0:11:36, 0:11:40]: Line that does not have that in the actual overall contract document. [0:11:41, 0:11:44]: The actual bid proposal is in them and shows an allowance. [0:11:44, 0:11:47]: But when they made their best and final offer, it did not contain that. [0:11:48, 0:11:53]: And that is the that is the one that we have to be governed by, which do not contain that all. [0:11:54, 0:11:55]: Okay. [0:11:55, 0:11:59]: Uh all right, now Xander that that solves that for you. Miss Barber, please. [0:11:59, 0:12:03]: Um okay, so that best and final offer. [0:12:04, 0:12:05]: Um contract. [0:12:06, 0:12:11]: I asked for a copy of that. I did not get that. The only copy I have is the original one. [0:12:12, 0:12:12]: Um [0:12:15, 0:12:16]: You're right, it's document. [0:12:17, 0:12:17]: Fine. [0:12:19, 0:12:20]: I'm deeply concerned. [0:12:22, 0:12:23]: Yeah. [0:12:23, 0:12:27]: about where we are. Um couple of things though. [0:12:29, 0:12:30]: This still has to be [0:12:30, 0:12:32]: Approved by the council or [0:12:33, 0:12:33]: Rejected. [0:12:34, 0:12:34]: That's correct. [0:12:35, 0:12:41]: I wanna know um what is our splash for balance. Is Mr. Wiggins able to give us [0:12:41, 0:12:42]: I am [0:12:45, 0:12:48]: What's the what was the question again? [0:12:48, 0:12:49]: It's just a vision. [0:12:50, 0:12:54]: balance of our spos for like right now. [0:12:56, 0:12:58]: Well we have left um [0:12:59, 0:13:00]: Overall [0:13:02, 0:13:05]: Um s I'm looking at it's like eleven point five million. [0:13:07, 0:13:08]: This is plus four, sir. [0:13:09, 0:13:10]: It's splash four. [0:13:10, 0:13:11]: That's what's left. [0:13:13, 0:13:13]: Okay. [0:13:14, 0:13:14]: Uh [0:13:14, 0:13:15]: I do that. [0:13:16, 0:13:18]: But that's spread out a month. Um [0:13:19, 0:13:24]: Numerous uh projects. Right, right. I yeah, I don't want to give that impression that that is what's available. [0:13:24, 0:13:25]: Right. [0:13:28, 0:13:29]: I couldn't hear Councilman Barber. [0:13:30, 0:13:32]: Oh it's available. [0:13:33, 0:13:33]: Right. [0:13:34, 0:13:40]: From my my latest recollection of SWAST for and what is called what is the uh Sun Trust account. [0:13:40, 0:13:45]: There was about um eight uh million dollars in that account. [0:13:46, 0:13:47]: Сикс мільян ович. [0:13:48, 0:13:53]: Or so about, yeah, just under six or about six, close to six million. [0:13:53, 0:13:56]: or so had been um accounted for, in other words, committed. [0:13:57, 0:13:58]: Uh, to projects. [0:13:59, 0:14:05]: And then you have the Reefs Creek Trail project, which is about 1.2 million. So then you get a balance of thereabouts and I'm [0:14:06, 0:14:16]: I hope it's okay. I'm talking round figures here, just you know, based on that. So then you have a balance left of about eight hundred a little probably a little over eight hundred plus thousand dollars in that. [0:14:19, 0:14:19]: There's [0:14:20, 0:14:29]: One more go right ahead, Ms. Barb. Go ahead. Um, so I know that the council previously approved [0:14:29, 0:14:30]: Teckin Woods. [0:14:31, 0:14:31]: As a [0:14:32, 0:14:34]: Professional service consultant. [0:14:34, 0:14:38]: I think it would be a good idea for us to include them on the ampathe. [0:14:39, 0:14:41]: We need another set of eyes here. [0:14:41, 0:14:43]: There's a lot going on. [0:14:43, 0:14:46]: And just so that we cover our bases. [0:14:46, 0:14:48]: Um they are experts. [0:14:48, 0:14:49]: Oh [0:14:50, 0:14:51]: Okay. [0:14:51, 0:14:52]: That's all. [0:14:53, 0:14:54]: Uh Mr. Mayor. [0:14:54, 0:14:55]: Yeah, yes, yes, sir. [0:14:56, 0:14:59]: I would I would agree with that because [0:14:59, 0:15:04]: When you indicate that a mistake was made when it should not have been [0:15:04, 0:15:08]: I I have an issue with that. But let me ask this question here. [0:15:08, 0:15:20]: Um as you alluded to, Mr. Williams, a couple um a couple of months ago, we legislated uh seven hundred and sixty-some thousand dollars uh change order. [0:15:21, 0:15:27]: And I hear we are we're being asked today to legislate uh 794. [0:15:28, 0:15:30]: So now uh do we rescind? [0:15:31, 0:15:43]: first legislation because if you pull both of those up and which both of them if we approve this today, uh technically and legally, we have legislated uh 1.5 plus. [0:15:44, 0:15:47]: Oh uh can you can you respond to that? [0:15:47, 0:15:53]: Y yes, sir. The the the resolution that was adopted several meetings back [0:15:53, 0:16:13]: for the original change order was actually only for about a thirty six thousand dollar change order. And and that's that's why this this was it was part of the reason why it was a mistake because that uh was the the difference, if you will, between the total change order amount of um that you have before you today and what [0:16:13, 0:16:28]: was incorrectly understood to be available in the allowance. And so um so this resolution would rescind that um and then approve the overall seven hundred and ninety uh thousand dollar change [0:16:28, 0:16:29]: uh change order. [0:16:30, 0:16:32]: Okay. Um Mayor. [0:16:33, 0:16:40]: Yeah, one standby, Mr. Butt. Go ahead. Okay, I I I wanna, you know, sort of continue on this line. Um [0:16:41, 0:16:45]: We received the document, Mr. Knight, and what I detected was [0:16:46, 0:16:48]: Nineteen chain daughters. [0:16:49, 0:16:52]: And for me, that's not a unheard of. [0:16:53, 0:16:56]: А де стежо прогрес. [0:16:57, 0:16:57]: Um [0:16:59, 0:17:04]: And I know we cannot predict the future as far as uh unknown, unseen. [0:17:05, 0:17:07]: But I'm a little concerned, um [0:17:09, 0:17:11]: With this whole process of change orders. [0:17:12, 0:17:15]: Um listen now, can you sort of speak to [0:17:16, 0:17:21]: What happened? I mean, how how how could we come at this stage have nineteen change orders already? [0:17:22, 0:17:23]: Well this [0:17:23, 0:17:30]: I mentioned this the I think you're referring to the overall document that was provided um to the council. I think some by [0:17:30, 0:17:34]: Um a a link and some in paper form, I believe. [0:17:34, 0:17:45]: Which had a total of nineteen on there. Now several of them have not had any action on them at all or have a zero balance, so to speak. So when the contractor goes through [0:17:45, 0:17:53]: The um and and part of it was the the contractor's log. In other words, the contractor keeps a list of everything. [0:17:53, 0:18:02]: All of them may not amount to a change order or is something that we consider or may be pending. And many of them or some of them had zero line items on them. [0:18:02, 0:18:07]: And so the total nineteen is less than that in actuality, however. [0:18:07, 0:18:22]: When you s when the project begins to deal with unsuitable soils and deal with the pond loc relocations and so forth to handle the uh impervious runoff from parking and so forth, all of this was contained in there because essentially one thing [0:18:23, 0:18:26]: And oftentimes one thing begets another begets another. [0:18:26, 0:18:29]: In other words, the soils maybe get a change in the parking area. [0:18:29, 0:18:39]: And then the water line has to be removed, it has to be moved. And then something else has to be installed and it affects sanitary sewer and on and on and on. And so you then you get this package of things. [0:18:39, 0:18:46]: that that are a totality, if you will, of uh something that originally [0:18:46, 0:18:50]: um started this overall change order. Things have to be moved. [0:18:50, 0:18:53]: Um lines have to be uh placed. [0:18:54, 0:19:00]: Um ponds have to be uh uh redesigned and so forth. And so all of that that was contained. [0:19:00, 0:19:02]: in this package [0:19:02, 0:19:22]: um uh speak to everything that had to happen as a result of that. And it was deemed to be appropriate to bring it to you that way and to show you everything that had happened as a result of um the change order, which contains everything in for this particular change order. Lastly and I know Mr. Blount won't ask a question, but lastly. [0:19:22, 0:19:26]: Can you respond to uh Councilwoman Barber's [0:19:26, 0:19:30]: Suggestion of Kek and Wood because I I I would agree with that. Can you respond to that? [0:19:31, 0:19:35]: Yeah, sure, sure. I'll be glad to. Um Kegan Wood as you know was hired as um uh [0:19:35, 0:19:39]: having the project management role um with uh the city. [0:19:39, 0:19:41]: They have and I'm glad to report. [0:19:41, 0:19:48]: Um they were instrumental in developing uh a grant proposal uh for the city through ARC. [0:19:48, 0:20:00]: And we've been actually recommended for approval for that grant. We just found out in the last, I guess, ten days to two weeks. We've been recommended for approval. It's not come to uh the end because another body has to approve it, I believe, in August. [0:20:01, 0:20:05]: Or a hundred and fifty thousand dollar grant that would help us with some pedestrian [0:20:05, 0:20:06]: Fantastic. [0:20:06, 0:20:07]: Connectivity. [0:20:07, 0:20:11]: Um uh mainly within the downtown area. [0:20:11, 0:20:16]: And that's through ARC. And so they were instrument instrumental in that. They also were working with us. [0:20:16, 0:20:22]: uh in preparing um application and uh connecting us with the right people on the quiet zone. [0:20:23, 0:20:31]: uh proposal there for um Love Street. And obviously as a result of pandemic, we weren't able to have our public meeting that we had scheduled and so forth. [0:20:31, 0:20:35]: And so they they have been working with us in those areas. [0:20:36, 0:20:56]: um we uh they they could um uh uh be uh brought in to provide a role um with the amphitheater if if um absolutely necessary. Um we do have both TSW and uh well have HJ Russell is the contractor but TSW obviously [0:20:56, 0:21:00]: reviews a number of things in their role because they designed the amphitheater. [0:21:00, 0:21:12]: And obviously they know the ins and outs of it and have made uh recommendations, suggestions, uh even uh you know, some recent middles that they have uh required and so forth. [0:21:13, 0:21:15]: And so they've been operating in that role as well. [0:21:16, 0:21:17]: Thank you. [0:21:18, 0:21:22]: Is that it, Mayor Pro Tem? Thank you, Mayor. That is it. Uh Councilman Blount, please. [0:21:23, 0:21:24]: Mr. Blount, go ahead. [0:21:25, 0:21:26]: Yeah, can everybody hear me? [0:21:26, 0:21:27]: Yeah, we got you. Go ahead. [0:21:29, 0:21:30]: Yeah. Uh my [0:21:30, 0:21:33]: And I'm listening to everybody's concern I and I [0:21:33, 0:21:34]: I agree with these concerns. [0:21:35, 0:21:40]: One of the concerns I have is that we got a major capital improvement project going on. [0:21:40, 0:21:44]: And one of the questions that has been on the table for me [0:21:44, 0:21:47]: And I think of my other colleagues is uh [0:21:47, 0:21:49]: We was been told all we need to do [0:21:50, 0:21:52]: Uh, all we're gonna do is be adding [0:21:53, 0:21:56]: an amendment to something that was already been approved. [0:21:56, 0:21:58]: throughout the contract. [0:21:58, 0:21:59]: with the seven hundred plus. [0:22:00, 0:22:05]: uh dollars, all we're gonna be doing is amending that and adding this amount. [0:22:05, 0:22:08]: And now we find ourselves having a special call meeting. [0:22:09, 0:22:16]: because that information is incorrect. And that question itself has been on the table for quite a w for quite a while. [0:22:17, 0:22:19]: Uh, we need to make sh you know, I'm [0:22:20, 0:22:20]: If you don't [0:22:20, 0:22:27]: understand where the problem is, then how do you understand where the corrective for the future? We got so much going on with this city that [0:22:27, 0:22:32]: We I I've never built an amphitheater before in my life and I keep saying that. [0:22:32, 0:22:35]: And I don't know if any of my colleagues been at the amphitheater before. [0:22:35, 0:22:42]: And so when we sat here and we started to ask staff and ask you all and ask legal and ask everybody for information. [0:22:43, 0:22:45]: We expect that information to be correct. [0:22:46, 0:22:47]: Because [0:22:47, 0:22:51]: We're elected to do a certain job, but you all are hired to do a certain job. [0:22:52, 0:22:57]: And to have a special call meeting on a question that has been on the table for so long. [0:22:57, 0:22:59]: That to me is unacceptable. [0:23:00, 0:23:06]: You know, I got other things to do with my day than take a three o'clock special call meeting on something that's already been on the table. [0:23:07, 0:23:12]: And these are the kind of things that we can't continue to go down this road and whatever we need to do to correct that. [0:23:12, 0:23:14]: Then we need to correct it because [0:23:15, 0:23:19]: Things has to be in order because we have other things that we're gonna be doing in this city. [0:23:20, 0:23:23]: And if we're gonna go back and keep s uh saying, Hey, we made a mistake. [0:23:24, 0:23:26]: We can make mistakes because we don't know. [0:23:26, 0:23:30]: We're paying you all staff and and turning everybody else to know. [0:23:30, 0:23:33]: And but this this is a question that's been on the table for so long. [0:23:34, 0:23:35]: That's my concern. [0:23:36, 0:23:43]: This isn't just something we asked and then we're coming right back. This question was on the table. I always ask questions prior to meetings. [0:23:44, 0:23:46]: And I asked this question. [0:23:46, 0:23:48]: Even in a meeting with you, Mr. Knighton. [0:23:49, 0:24:02]: uh uh about these very questions pertaining to this change order and I was setting my mind that we all was heading down the right path and all this was over. Now we're coming back saying a mistake was made and we need to do it this [0:24:02, 0:24:05]: Is it a point of not reading out the contract? [0:24:05, 0:24:07]: Understand the contract. [0:24:07, 0:24:11]: Oh, I'm just trying to figure out how to w you know, I don't want to get into that on this. [0:24:12, 0:24:14]: But we all gotta come together and start saying [0:24:14, 0:24:24]: How do we identify the road that we're going down and how do how do we make this thing work work more smoother with elected officials and staff and our city attorney? [0:24:26, 0:24:27]: Is Ms. Alexander? [0:24:28, 0:24:47]: Uh yes. I wanted to just uh go ahead and concur with uh Councilwoman Barber and Mayor Pro Tem Thomas about uh Kekinwood and their involvement. Uh the parties which are uh TSW and HJ Russell, they are interested parties. [0:24:47, 0:25:07]: Uh Kekin would be would be able to come in as an independent arbiter of what is going on and they would be a third party working on our behalf solely. Of course, we have a staff member who was working on our behalf, but we ended up in this particular situation of staff. So this extra set of eyes would be [0:25:07, 0:25:12]: uh deemed worthy because it does seem like we have find ourselves in this position repeatedly. [0:25:14, 0:25:27]: All right. Uh Mr Knighton, uh for you, sir. Uh in reference to it seems like we have a we haven't voted on it, but I guess uh in reference it seemed like general consensus to have Kekanwood join us, how would that how would that fit into that? Obviously they need to [0:25:27, 0:25:34]: They will have to be paid a certain percentage or certain amount. How's that how's that figure factor into all this? Well having them actually do. [0:25:35, 0:25:47]: Right. They they have um staff members who obviously uh you know have hourly rates and so forth that they provide. They do provide project management uh experience as well as a host of other things that they provide, a fairly large [0:25:47, 0:25:50]: Uh and well respected firm. Obviously we hired them. [0:25:51, 0:25:55]: And um they uh would have the ability [0:25:55, 0:25:57]: to um provide [0:25:57, 0:26:01]: If someone mentioned another pair of eyes or [0:26:01, 0:26:02]: uh Siren A [0:26:03, 0:26:04]: uh review [0:26:04, 0:26:06]: capacity, if you will. [0:26:06, 0:26:12]: Um to um provide that um again additional [0:26:12, 0:26:15]: uh set of eyes, if you will, for this particular project. [0:26:16, 0:26:19]: Would they need extra s would they need extra space in City Hall? They just meet with you. [0:26:20, 0:26:22]: How would they how would they go about doing this? [0:26:22, 0:26:31]: Uh no, likely likely not. They would they would be integrated into uh any um uh oversight or review processes that we would have. [0:26:31, 0:26:36]: Um obviously they have people who uh can come on site uh with and in and [0:26:37, 0:26:39]: Review things on site if needed. [0:26:39, 0:26:44]: But they can also review documents and so forth. So I don't think they would n necessarily have a place here in City Hall. [0:26:45, 0:26:47]: All right, Ms. Gann, go ahead, please. [0:26:47, 0:26:53]: Thank you, uh Mayor. Question d have we taken into consideration the cost of this? Do we add cost? [0:26:54, 0:26:58]: Already. Um, I don't have any objection to curc keck on wood. [0:26:59, 0:27:00]: Just wanna know [0:27:00, 0:27:00]: You know [0:27:01, 0:27:03]: Here we are with a a change order and we were [0:27:04, 0:27:07]: From my understanding and this is what I thought, I thought that [0:27:07, 0:27:13]: Council had been uh spoken to in regards to what has taken place already. [0:27:13, 0:27:17]: Um, that there weren't any objections. That's why I made the motion that I made. [0:27:17, 0:27:22]: Um and that uh although we have a question in regards to [0:27:23, 0:27:26]: um the change order and it not being in the contract. [0:27:27, 0:27:30]: So there are two parts to my question. The first question is [0:27:31, 0:27:32]: Whether or not when we [0:27:33, 0:27:41]: Planned out for this project for the amphitheater, did that 700,000 of those conditions, even though it wasn't in the contract and we thought that they were. [0:27:41, 0:27:43]: Did we consider that? [0:27:43, 0:27:48]: as part of our estimate on what it's costing to build the amphitheater. That's number one. [0:27:48, 0:27:49]: And number two [0:27:50, 0:27:51]: Now that we're adding [0:27:51, 0:27:54]: or talking about adding keck and wood. [0:27:55, 0:28:01]: It would I think it would be irresponsible of us to vote on something that we don't know what actual dollar amount to yet. [0:28:01, 0:28:04]: What exactly would be the dollar amount? [0:28:04, 0:28:05]: Um [0:28:05, 0:28:07]: for a project manager of sort. [0:28:10, 0:28:26]: Ms. Knight, can you handle that? I I I couldn't tell you um immediately right offhand. And some of that may be fluid because uh depending on how many documents they would have to review, that kind of thing, over a period of time with the next six plus months or so of the project. So I couldn't tell you exactly. [0:28:27, 0:28:45]: Um you could put some type of cap on it. And then if they exceed a cap, then you come back and review it at some other point in time if they reach that cap. But I couldn't tell you exactly right now, exactly what that would be. I I probably have a scale of magnitude, but I couldn't tell you exactly because [0:28:45, 0:28:49]: А лот would be dependent upon you know how many hours they spend. [0:28:49, 0:28:54]: Um and what does occur in terms of the rest of the construction of the amphitheatre? [0:28:56, 0:29:02]: Okay, that if I'm if I understand right, that was the answer to the second part. You still had a first part. The first one was [0:29:02, 0:29:07]: I'm sorry. The first part of your question. [0:29:07, 0:29:10]: I think it r related to the amount um [0:29:10, 0:29:12]: Uh when you approved it originally. [0:29:13, 0:29:16]: Yeah. [0:29:16, 0:29:22]: When we did we take into consideration, even though it's not in the contract, the amount that's placed [0:29:22, 0:29:25]: that we're expecting for our amphitheater. [0:29:26, 0:29:34]: Is that seven hundred thousand dollars? Because we were told at the meeting that this was already in there. We do realize that it was a mistake. [0:29:34, 0:29:35]: However [0:29:36, 0:29:38]: Did we take that amount into consideration? [0:29:39, 0:29:41]: In general for the amphitheater. [0:29:44, 0:29:52]: Because if we don't from my will the project continue or will we be at a halt? What what's going on if this is not approved today? [0:29:53, 0:29:57]: The pro the essentially the project would be at a halt if it's not approved. [0:29:57, 0:29:58]: Um [0:29:59, 0:30:03]: Uh and meaning this has to happen in order for the project can to continue. [0:30:03, 0:30:07]: Um and that was I think stated previously at uh the previous meeting. [0:30:08, 0:30:11]: Um and obviously uh we're here related to [0:30:11, 0:30:14]: the item before you which is the fact that [0:30:14, 0:30:17]: The allowance was not contained in the original contract. [0:30:17, 0:30:23]: And and there there are two different questions in as part of that. The the first is [0:30:23, 0:30:26]: Did did you take it into consideration? [0:30:26, 0:30:28]: Initially am uh [0:30:28, 0:30:33]: The the the answer is basically yes. That the the the seven hundred thousand dollars [0:30:34, 0:30:36]: was removed from the original [0:30:37, 0:30:41]: bid because it was thought to be that those would be optional items. [0:30:42, 0:30:44]: You know, y you know, additional [0:30:44, 0:30:52]: you know, quality finishings and and things of that sort which would the y'all would have or the city would have total control over. [0:30:52, 0:30:57]: Um and am not aren't necessarily required for the the final [0:30:57, 0:31:01]: Amphitheater and so to the to from that perspective it was taken into account. [0:31:02, 0:31:05]: And the contract price was reduced because of that. [0:31:05, 0:31:06]: Um [0:31:06, 0:31:16]: And uh and also related to that because the the initial plans from the architect were of of sufficient quality that it was deemed that those things wouldn't necessarily [0:31:16, 0:31:20]: be, you know, critical for the project, those additional enhancements, if you will. [0:31:21, 0:31:22]: Now the [0:31:22, 0:31:31]: If had you left that in there, then the total contract price originally would have been seven hundred thousand dollars higher than what you approved. [0:31:32, 0:31:35]: And and you could have done that, but the original contract price would have been higher. [0:31:36, 0:31:56]: The the you know the second piece of that is this change order is for unknown conditions, things problems with the soil and and all the stuff that you've been briefed on, which are required to move the project forward. These are things that were not foreseen originally and and therefore, you know, you would have ha been dealing [0:31:56, 0:32:00]: dealing with these regardless whether or not the um [0:32:00, 0:32:01]: The the uh [0:32:02, 0:32:06]: of the allowance portion was in the original contract or not. These are just unknown [0:32:07, 0:32:08]: And and that [0:32:08, 0:32:08]: In [0:32:09, 0:32:13]: If you don't approve this, then yes, we as city manager said, we're at a standstill. [0:32:14, 0:32:18]: Oh stand by please. Miss Barber, you were next. [0:32:18, 0:32:19]: Ms. Barber? [0:32:20, 0:32:20]: How you? [0:32:21, 0:32:23]: You yield. All right. Customer Alexander, go ahead. [0:32:27, 0:32:47]: Sorry about that. Uh in in regards to the initial comments by uh Councilwoman Barber, uh in we have talked about having project managers, or you know, Henry County has their own splotch projects manager that independent that manages these projects. This is this is not just [0:32:47, 0:32:51]: just a good idea for the amphitheater, it's a good idea in general. [0:32:51, 0:33:01]: But when we move on to the Cultural Arts Center and we move on to the Youth Senior Center to have a consultant on the outside with independent eyes. [0:33:02, 0:33:22]: To watch over these projects. That's something that we probab should probably implement as an umbrella policy for all capital projects. So this is not the first time that we've actually broached this subject of having somebody come in. We just didn't move forward with acting on having an independent set of eyes. But uh in regards to this. [0:33:22, 0:33:42]: And our upcoming discussion, this would be a great idea for every single capital improvement project that that we would move forward with. I think at this particular point, I think we do want to move forward with um the approval because we don't want the project to uh come to uh [0:33:42, 0:33:50]: uh to a halt and we want uh the the project to move forward. So I would make a motion that we move forward with [0:33:50, 0:34:04]: the amount requested by staff with the addition of Kekin Wood as the uh in as a consultant to be brought on uh over this capital improvement project. I'll make that motion now. [0:34:06, 0:34:07]: Sir a second. [0:34:07, 0:34:08]: Second that. [0:34:08, 0:34:14]: It's not a second that. Uh further discussion, I think Mayor Pro Tem, you have something you need to say, sir? [0:34:14, 0:34:21]: Yes, I was really pretty much gonna say what our councilman Alexander said. Uh first let me just say um [0:34:21, 0:34:30]: You know, Kekka Wood is already on board, they've already been hired. But secondly, let me say uh it's incumbent upon us to ask questions. [0:34:30, 0:34:31]: To earn. [0:34:32, 0:34:35]: Uh and not to uh make these mistakes again. [0:34:36, 0:34:39]: I I think you cannot put a dollar mine on experience. [0:34:39, 0:34:43]: And and and it and it seems and it shows that [0:34:43, 0:34:49]: Uh it was a lack of experience somewhere uh for these mistakes to be made. [0:34:49, 0:35:03]: So I I I don't have a problem in in in drilling questions because we as a council, uh I'm about learning, I'm about information, and we all need to be about that. Uh and as you said, Mr. Alexander. [0:35:03, 0:35:23]: That will be projects for the rest of this year, that will be project next year, that will be projects in the future. And we need to learn and we need to make sure that you know the simple mistakes are not made. Now, change artists when you're dealing with unknowns, I I get that part. That's why I know that in an [0:35:23, 0:35:25]: original contract. [0:35:25, 0:35:37]: There are allowances, there are line items for contingencies and change orders. And those line items uh takes in all of those unknown. [0:35:37, 0:35:45]: So that is the problem that I have. Now I don't want to stop your project, but I just want to voice my concerns and I think you cannot put a dollar amount period. [0:35:46, 0:35:49]: Uh but I think we have to learn from this. We have to grow from this. [0:35:49, 0:35:54]: And I think uh kicking wood coming on, I I think it is a good move, but um [0:35:55, 0:36:00]: Hey, let's let's ask questions, let's learn. We can't go back or we can't make the same mistakes. [0:36:01, 0:36:10]: So uh I'm I'm in favor of uh of a proving uh I I still have a problem, but I don't want to stop the progress. It's it's just a hard lesson to learn. [0:36:10, 0:36:23]: Councilwoman Gann, go ahead, please. Thank you. Well, I'm glad we agreeing to move forward. I don't want to halt the project, but I do still have a concern. I am for a separate project manager. I've always talked about that. [0:36:24, 0:36:30]: That I think we all the council can agree. My only concern about this is [0:36:31, 0:36:40]: What that dollar amount is. And if if we don't have an estimate on how much their hourly costs are, um, Mayor Pro Tem Thomas stated that. [0:36:40, 0:36:44]: Kekin Wood has already been hired. If they have, then can someone give me [0:36:45, 0:36:48]: what their their price is, right? [0:36:48, 0:36:57]: I don't what I don't want to do is go on this blind. I w I need some kind of estimate of what they think it would cost to be the project manager over. [0:36:57, 0:37:07]: this project another separate set of eyes. I agree with Councilman Alexander on that. Um we do have other capital projects that we're gonna want um to pursue. [0:37:08, 0:37:16]: And I think that it that would be a great idea. It's just I don't want to be irresponsible and say, oh, let's just hire someone. [0:37:16, 0:37:18]: And we don't have a dollar amount. [0:37:18, 0:37:20]: It's not budgeted for, it's not a line item. [0:37:21, 0:37:22]: So if it is, let me know. [0:37:23, 0:37:24]: You've changed me. [0:37:24, 0:37:27]: Okay, Mr. Knight, I'm I'm assuming can you ask yes, sir? [0:37:29, 0:37:39]: I'm I'm without having a contract in front of me, I couldn't answer that specifically. What I would offer then is um if the council were so inclined [0:37:40, 0:37:56]: is um if their um review project management and so forth would not exceed a certain amount, if it does, then we would bring it back to the council for your review. For instance, if we put a dollar amount of say 15,000 or something like that. [0:37:56, 0:38:04]: Um and and I'm I'm I'm using that because I don't want it to be too high without having come without having all of the information in front of me right now. [0:38:04, 0:38:11]: And then without having come to come back to you if it's gonna be something uh much more than that, or we see that it's gonna be more much more than that. [0:38:12, 0:38:22]: That way, if you were so inclined, they could begin providing that particular service. And then as we progressed, we would see what that would ultimately use. [0:38:23, 0:38:30]: Okay, stand by one. Ms. Dan, go ahead. Just part of your question. Yes, this is part of my question. So do we have [0:38:33, 0:38:45]: Do we have an estimate on what the cost would be so that we can maybe put that in there as a con you know, as as a cap on the amount that we're willing to spend? That's my only concern. If it's a minimal amount. [0:38:45, 0:38:58]: If it's fifteen thousand or twenty y'all thinking it won't cost that much, then fine. I I don't know. I don't know how much it costs for a project. Maybe I think it would I think it would probably be more than that ultimately for the next six to eight months of the project. [0:38:58, 0:39:03]: What I'm saying is if we wanted to put a relatively a minimal amount, if you will, or a or a [0:39:04, 0:39:06]: moderate amount, if you would. [0:39:06, 0:39:16]: Um, you wouldn't be approving that carte blanche, but you would understand that we would be coming back to you and say, okay, now we understand exactly after a period of time what it's going to take. [0:39:17, 0:39:23]: Um that's that's the only thing that I would mention there. And what does Kek and Wood do for us now with the amphitheater? [0:39:25, 0:39:26]: Nothing at the moment. [0:39:26, 0:39:29]: So they're not hired for us right now. [0:39:30, 0:39:33]: for the amphitheater. I mean Mayor Pro Tem just stated that they were hired [0:39:34, 0:39:38]: with us. I know what project exactly are they doing so we can let the citizens know. [0:39:38, 0:39:46]: Right. I I mentioned the the grant proposal that they provided through ARC, which we've been recommended for approval for for a hundred and twenty five thousand hundred [0:39:46, 0:39:48]: Hundred and fifty thousand, I believe it is. [0:39:49, 0:39:52]: um dollars for um that bicycle pedestrian item. [0:39:52, 0:39:55]: And then the other one is um they were working with us on the um [0:39:55, 0:39:56]: Quiet zone. [0:39:57, 0:40:03]: And we've made some progress there. Of course, you know, things had to stop because of the pandemic and we couldn't have the public meeting that we were planning to have. [0:40:04, 0:40:09]: Okay. So they have done some things for us. They do have project management capability, there's no question about that. [0:40:10, 0:40:10]: Okay. [0:40:13, 0:40:24]: All right, so you don't have an idea just yet how much it would be. You don't say fifteen and twenty thousand. So if this passes this motion passes, you'll have to get back to us with some type of figure for us to accept, I would imagine. [0:40:25, 0:40:33]: Well well they would if you were to pass it in that regard, they would begin. We would we would we would uh have them come on board and begin. [0:40:33, 0:40:53]: And obviously they would be able to go ahead and move forward in that regard. And once they, you know, get closer to that particular figure or even before, we bring it back to you and say, okay, this what this is what it looks like in terms of the amount of activity and time hours spent on a project and uh let you know that um [0:40:53, 0:41:13]: You know, that's what it looks like at that point. I would again emphasize it it really is not possible to say what that's going to look like over a period of time because you don't know what you're going to encounter in terms of the overall construction and how much time they may have to spend or who they may have to bring in from their team. They've got a vast team of planners. [0:41:13, 0:41:13]: [2474.5, 2480.5]: engineers and that kind of thing, obviously, uh so but you don't know exactly what that would look like. [0:41:21, 0:41:23]: All right. Mr. Blount with with specificity. [0:41:24, 0:41:25]: Okay, thank you, Mr. Blount. [0:41:26, 0:41:31]: Yeah, I'm I'm in agreement with all this. Uh in in in terms in Keckenwood, uh [0:41:31, 0:41:34]: Mr. Knight, my concern is this is it's cost, but [0:41:34, 0:41:37]: But I think we I think some of that cost can be [0:41:37, 0:41:40]: levy, if you if you will. [0:41:40, 0:41:45]: I I don't want the city to start getting into a place where we're hiring a whole bunch of people to do the same job. [0:41:46, 0:41:50]: When we talk about a third party coming in taking the interest of the city. [0:41:50, 0:41:53]: Those things should be put in place for the fr from going forward. [0:41:54, 0:41:55]: Um, because we can't say [0:41:56, 0:41:59]: put these put Kekinwood in place, which I'm in agreement with. [0:42:00, 0:42:01]: When we've already got [0:42:01, 0:42:04]: people two or three entities are already there. [0:42:05, 0:42:13]: You know, we we gotta shorten that down to pe just putting people in place that's got the the a third party that's got the interest of the city to oversee these projects. [0:42:14, 0:42:17]: And then we're not looking at this wild array of costs. [0:42:17, 0:42:18]: We're looking at [0:42:19, 0:42:23]: bringing that down, but we got people in place looking out for the interests of the city. [0:42:23, 0:42:28]: You know, because I I you know, when we talk about project managers, we're looking at [0:42:28, 0:42:31]: I think T S W or somebody uh or other entities got [0:42:31, 0:42:33]: A part of that and [0:42:33, 0:42:35]: And we're talking about uh uh [0:42:36, 0:42:41]: Does Charles Abbott or or Pap is I don't know who all got project managers on this on this project. [0:42:41, 0:42:45]: I just don't wanna see a whole bunch of people getting paid for the same job when we need to have [0:42:46, 0:42:50]: Something set in place just to cover the city. People in place just to cover the city. [0:42:51, 0:42:56]: Mr. Alexander I would I'm sorry, I'm sorry. I'm sorry, Mr. Go ahead, please sir. Go ahead and spot. [0:42:57, 0:43:06]: Yeah, I would I would in order to try to address that, uh if Kek and Will were brought in, they would have a different role, uh they would be placed in a different role and there wouldn't be a specific duplication. [0:43:06, 0:43:08]: as it comes to that specifically. [0:43:08, 0:43:13]: in the role that I would envision that um you have alluded to that they would play. [0:43:14, 0:43:22]: All right, Mr. Azzan, go ahead, please. Uh this is what I'm gonna say, and I'm gonna bring it right back to you, Mr. Knight. Listen, this is just plain and simple. [0:43:22, 0:43:23]: We are you. [0:43:24, 0:43:25]: As a top flight professional. [0:43:26, 0:43:33]: You have a twenty five thousand dollar discretion. We need you to make some decisions. Everything shouldn't have to come back to us. [0:43:34, 0:43:44]: So I'm gonna amend my motion and put on your spending limit, which the council has already granted you, up to twenty-five thousand dollars to um [0:43:44, 0:43:57]: for to bring on Kekinwood, obviously you will make the determination, but you already have that authority. I shouldn't even have to repeat that, but I'm going to add that since that is what has been required of us. [0:43:57, 0:44:13]: So uh you have the authority with which to act on any a matter up to twenty five thousand dollars. If you think fifteen thousand is where we need to start at, that's what we can start at. But you're placing a arbitrary number when we already giving you the authority to do twenty five thousand. [0:44:14, 0:44:24]: Right. I I I could appreciate that, Councilman Alexander. There are certain things, even though I have the uh discretion up to a certain amount, there's certain things that I would want the councils [0:44:24, 0:44:30]: um acknowledgement, if you will, uh given the sensitivity of the matter, including this particular matter. [0:44:31, 0:44:34]: Certainly. Um I would want the council's um uh [0:44:34, 0:44:53]: Acknowledgement, if you will. 25,000 is a reasonable figure, but uh under uh my authority, I think. Um, but uh obviously we would have to update you on how things progress. Um and it could be 25,000 handles it. I think it it uh that may be cutting a little bit short, but we'll have to see as uh things progress. [0:44:53, 0:45:05]: How about we make it not to exceed your spending authority on this particular issue? And we have to trust you as a professional that if it's fifteen thousand that's necessary, that's what you're going to do. [0:45:06, 0:45:13]: Okay, uh Councilman Alexander, how about this? How about we restate restate your motion, make sure the clerks got it right and we all understand, please. [0:45:14, 0:45:23]: Yes, I want to uh make this motion so that the city manager has the authority to act up to his spending limit to make this determination. [0:45:23, 0:45:35]: of course, uh of his spending limit of twenty five thousand dollars. But of course, if it only requires fifteen thousand, that's what he would do. He will make the in the decision in the best interest of the city. [0:45:36, 0:45:37]: A second. [0:45:37, 0:45:38]: That's right. [0:45:38, 0:45:42]: Okay, seconded by actually uh councilwoman Gantt, she spoke up first. [0:45:42, 0:45:47]: Uh uh clerk, I guess you understand that. You got that? I did, thank you. [0:45:47, 0:45:50]: And Mr. Williams, that is a proper motion. Is that correct? [0:45:52, 0:45:53]: Was that a proper motion? [0:45:54, 0:45:57]: Yes, sir. Okay, good. Now, any further discussion on this motion? [0:45:57, 0:45:59]: Councilwoman uh Barber, please. [0:46:00, 0:46:03]: Um with the complexity of this project. [0:46:03, 0:46:06]: Um I want to hear directly. [0:46:07, 0:46:09]: From the contractors. [0:46:09, 0:46:13]: So when you all come to speak with us about the amphitheater. [0:46:13, 0:46:15]: I want to hear from HJ Russell. [0:46:16, 0:46:25]: I want to hear from Kegan Woods. I don't know what role Abbott plays in this, but I want to hear from the experts. [0:46:26, 0:46:34]: So make that um be a part of um the expectations as we bring technicalities on board with you. [0:46:36, 0:46:43]: Okay. Mr. Mayor. Yes, sir. Mayor Potem. Uh I'm I'm gonna agree with that, but I will say that um [0:46:43, 0:46:51]: I I think no well, Abbott is not the engineer record number one. Uh so they shouldn't have, you know, that involvement in this. [0:46:51, 0:46:52]: Um [0:46:53, 0:46:54]: I do believe that [0:46:55, 0:47:02]: Fifteen to twenty-five is is too low. I know that's the motion and I know it's been stuck but that's on on the table. [0:47:02, 0:47:03]: Um [0:47:03, 0:47:22]: probably gonna take about fifty thousand for this over the next month until it's completed. Uh but I do agree with Mr. Knighton and his assumption that uh he will bring things back to us just to keep us informed. I I do like that Mr. Knighton. I don't have a problem with you coming back so [0:47:23, 0:47:34]: If we go over that twenty-five thousand, I would appreciate it, you know, coming back and just say, well, okay, it's over twenty-five thousand. Right. I'll need an additional twenty-five thousand or happy. [0:47:34, 0:47:39]: Uh but I I just think that that's pretty low uh for the completion of this project. [0:47:40, 0:47:43]: Right. Councilwoman Gantt, did you have something else you need to say, ma'am? [0:47:44, 0:48:00]: No, not not at this time. Um Councilman Alexander actually made the statement, which is my my biggest concern was we had we needed a cap. I don't know when this council would vote on something and not actually have a dollar amount or figure. [0:48:00, 0:48:14]: Um, I think that would be irresponsible for me to do what's but the best interest of the citizens in this city is to just say, hey, we're gonna hire some people and we don't know how much it's gonna cost yet. Let's all vote for it. [0:48:14, 0:48:16]: When do we do that? [0:48:16, 0:48:36]: Okay. When would we ever do that? That's irrespon irresponsible. And so we cannot, we do have to have a dollar amount. And now that Councilman Alexander gave that dollar amount and that cap, if we have to amend it later on, so be it. But we need to be responsible. [0:48:36, 0:48:37]: Can't just go in blind. [0:48:38, 0:48:39]: And I'm okay with that. [0:48:39, 0:48:40]: Right. [0:48:40, 0:48:53]: Are there any further comments? And if not, oh yes, Councilwoman Barber, please. I just want to make sure that Kekin Woods, have we agreed that Kekin Woods, a representative from HJ Russell? [0:48:54, 0:48:56]: We'll be ending or [0:48:56, 0:48:59]: Maybe with these meetings, I can speak to this. [0:49:00, 0:49:05]: So I don't I don't know if we need to vote on that, but I've imagined uh Mr. Night hears you. [0:49:05, 0:49:08]: You should be able to make that happen, I would imagine. Ms. Knighton? [0:49:12, 0:49:12]: Yes. [0:49:13, 0:49:14]: Okay. [0:49:14, 0:49:15]: All right. [0:49:15, 0:49:19]: If that's the if that's the case, no other questions, all in favor of motion, please indicate. [0:49:20, 0:49:22]: Uh all favor motion. All right. Unanimous. [0:49:22, 0:49:23]: Good deal. [0:49:23, 0:49:31]: Appreciate it. Okay, now we'll move on. Uh council consideration to approve T Splash's proposed project list. Mr. Knighton, please. Um [0:49:32, 0:49:32]: I'm sorry. [0:49:33, 0:49:37]: Mayor Ford. Yes, ma'am. That vote was for [0:49:37, 0:49:40]: taking wood, but you still don't have [0:49:40, 0:49:54]: Although you know what that's why you're the clerk that's why you're the clerk, man. Okay. I I interpreted uh I did too. I interpreted councilman's motion as to include the overall amount [0:49:54, 0:50:00]: With the condition that Tekken would be involved as project manager with a cap not to exceed twenty five thousand. [0:50:00, 0:50:03]: Yes. Absolutely. Yes. [0:50:05, 0:50:09]: Is that the way that can we do that again then please? Because that's not the way that it [0:50:10, 0:50:16]: was present. So you didn't get all that, I guess. All right. [0:50:16, 0:50:17]: We can try this again. [0:50:18, 0:50:24]: Ms. Let me have my seat for a good. I had to grab my pan. Mr. Knight. [0:50:25, 0:50:31]: Uh I make the motion to accept the mount as well. Mr Snight, what's on your mind, sir? [0:50:32, 0:50:46]: I just wanted to I I understand the uh sentiments of the council. I just wanna make sure that and I don't think there's anything in the Ket and Wood agreement that would prohibit this at all. I just wanted to make sure that if there is any modification needed in accordance with what you are [0:50:46, 0:50:48]: Um approving. [0:50:49, 0:50:52]: that that can be made with the agreement with Ket and Lewis. [0:50:53, 0:50:53]: Okay. [0:50:54, 0:50:54]: All right. [0:50:55, 0:50:57]: Mr. Alexander, let's try this again. Go write it, please. [0:50:57, 0:51:02]: I want to make this motion to accept the amount as recommended by staff. [0:51:03, 0:51:15]: uh to move the amphitheater project forward with a twenty-five dollar twenty-five thousand dollar spending limit uh to add kicking wood to the project to be brought back to us. [0:51:16, 0:51:29]: If it t should exceed that. Also adding the reporting requirements that uh H J Russell and Kekin Wood would be coming back and that will be the reporting requirements added to this uh motion. [0:51:30, 0:51:31]: Right zero second. [0:51:32, 0:51:33]: Got it. [0:51:33, 0:51:41]: Miss Barber, you second. You second is Miss Barber. Okay. Now any more further discussion? If not, all in favor of motion, please indicate. [0:51:42, 0:51:45]: All right, unanimous. Okay. [0:51:45, 0:51:48]: Is it? Clark, everybody everybody voted for it. [0:51:50, 0:51:50]: Yes. [0:51:51, 0:51:55]: What Vanessa everybody is it was a go, every everybody is unanimous. [0:51:55, 0:52:03]: Okay, good. Thank you. You're welcome. Next thing. Council consideration of T Splash proposed project list. Mr. Knighton, please. [0:52:06, 0:52:26]: Yes, uh Mayor and Council, thank you. I'll try to run through this uh based on uh most recent information that we received around 12 noon, one o'clock. Um I had uh also provided you with uh the draft uh Henry County project list, uh probably [0:52:26, 0:52:32]: About close to one o'clock uh this afternoon, you may or may not have had a chance to to see it. As soon as I got it, I sent it to you. [0:52:32, 0:52:52]: But I wanted to mention, obviously, as we discussed at the last meeting, Henry County is proposing a transportation splost, which could raise an estimated$204 million for road projects, sidewalks, trails, resurfacing, et cetera. [0:52:52, 0:52:55]: There is a special call meeting uh tomorrow. [0:52:55, 0:53:04]: Uh at six o'clock p.m. uh at Henry County government offices. Uh as a matter of protocol for this meeting, of course, all of the cities. [0:53:04, 0:53:08]: have been invited uh to attend as well as the county. [0:53:08, 0:53:11]: You don't necessarily have to have a quorum there. [0:53:12, 0:53:16]: Uh there will be a discussion and it will basically be uh a b a discussion of [0:53:17, 0:53:21]: uh potential project lists uh provided by the county and also [0:53:22, 0:53:25]: uh the cities and a potential discussion of [0:53:26, 0:53:27]: uh intergovernmental agreements. [0:53:28, 0:53:42]: Uh you will not uh uh be at this meeting, you're not intended to make any speci any definite decisions, but the discussions have to be had on potential projects and also uh a potential uh [0:53:43, 0:53:45]: uh intergovernmental agreement. [0:53:45, 0:53:50]: You would if you are so inclined and the other cities are so inclined. [0:53:50, 0:53:54]: Would have to approve an I G by July thirty first. [0:53:55, 0:54:01]: Um and then uh if that were to all come to fruition, Henry County then would [0:54:02, 0:54:02]: Um [0:54:03, 0:54:07]: have a meeting, approve that and it has to go uh to the electors. [0:54:08, 0:54:11]: uh the elections office to be placed on the ballot uh for november. [0:54:12, 0:54:17]: Again, the overall proposed total is two hundred and four million dollars. As a matter of protocol for that meeting tomorrow. [0:54:17, 0:54:23]: Uh everyone will be socially distanced. They've asked how many people from their respective cities plan to attend. [0:54:23, 0:54:27]: Everyone will be socially distanced, expected to wear masks. [0:54:27, 0:54:32]: Um uh my understanding is that the meeting will be televised as well. [0:54:32, 0:54:34]: uh for the general public. [0:54:35, 0:54:39]: Um and that uh everyone can assemble as early as [0:54:39, 0:54:40]: Uh five thirty. [0:54:41, 0:54:46]: Uh in terms of uh the proposed project list. [0:54:46, 0:54:51]: Um that I provided to you and I want to be able to see if we can pull that up on the screen. [0:54:57, 0:54:58]: Yes, um [0:55:05, 0:55:11]: That's that's actually let's well since we've got it up, let's do this. Let's look at this. This actually is the Henry County project list. [0:55:12, 0:55:16]: um for your information because you may not have had a chance to to go um and look at it. [0:55:17, 0:55:23]: And Eugene, if you can hear me, can you go down just a little bit more on that project list? This is Henry County's, again, the draft project list. [0:55:24, 0:55:25]: For Henry County. [0:55:25, 0:55:41]: All right. Um you can see uh most notably the Rock Quarry Road widening, thirty-two million dollars. Uh you've got uh State Road 81 widening at$23 million, Jonesboro Road widening from I-75 to North Mount Caramel at 35 million. [0:55:42, 0:55:47]: And those three projects make up the bulk of what you're looking at from Henry County's perspective. [0:55:47, 0:55:51]: Now, if you go down further, obviously there are a number of resurfacing projects, I believe. [0:55:52, 0:55:54]: They likely divided those up by [0:55:54, 0:55:59]: By districts and actually on the entire spreadsheet that I provided to you. [0:55:59, 0:56:07]: Um, you can go in and click on those and see what those resurfacing projects are per district. But as you can see, there are three. [0:56:07, 0:56:15]: basically three projects that uh are um it's significant in terms of um they uh [0:56:16, 0:56:17]: connectivity and also [0:56:17, 0:56:25]: In terms of the amount of that$204 million, and it adds up to$143 million. [0:56:25, 0:56:30]: For Henry County share, and they took that off of seventy percent. [0:56:30, 0:56:31]: Okay. [0:56:31, 0:56:35]: Took that off of seventy percent of that total of two hundred and four. [0:56:35, 0:56:37]: Million dollars. [0:56:37, 0:56:43]: Um so um anyway, uh you can take a look at that and um obviously see [0:56:43, 0:56:46]: What um what is there for Henry Camp? [0:56:46, 0:56:50]: And again, I I do want to couch this by saying this as well. [0:56:50, 0:56:51]: The [0:56:51, 0:56:54]: Uh, this is a staff recommendation to Henry Downey. [0:56:55, 0:57:01]: uh a staff recommendation uh from henry county to its board of commissioners. [0:57:01, 0:57:09]: They will need to review this tomorrow. They may make some decisions tomorrow. I understand they've got a meeting tomorrow to discuss this. So there may be some changes to this. [0:57:09, 0:57:19]: from Henry County, but this was was uh provided to us uh this afternoon um from the staff recommendation their staff recommendation and I wanted to make sure you received it. [0:57:20, 0:57:22]: Mr. Knight in reference to um [0:57:23, 0:57:34]: to the resurfacing portion of this. And and of course in the city of Stockbridge, both uh Commissioner Two, Four and Five, that's Clemens uh Thomas and and uh [0:57:35, 0:57:37]: homes have um [0:57:37, 0:57:53]: parts of Stockbridge and if you look at uh uh uh district five for resurfacing it's 146 the other two districts have six six million now and I'm thinking I'm sorry I just pulled up that district five so you can take a look at [0:57:53, 0:57:54]: Okay. [0:57:55, 0:58:03]: You see that? Everybody see that? Yeah, I see. So there's only one that I see. Well, you got East Atlanta, O'Connor, okay. [0:58:04, 0:58:17]: All right. So really Walt Stevens is on there, but there's probably some other road. There are some other roads, of course, in our and district five, there's city primary city roads that that we may have to negotiate for. But okay. That's what I was just kind of nailed down on. [0:58:17, 0:58:21]: And of course whatever district four has or district two has in reference to those roads as well. [0:58:22, 0:58:26]: There's the district four list, Mayor Ford. I brought brought up the district four list. [0:58:26, 0:58:27]: Good. [0:58:29, 0:58:31]: Okay, it's East Hay Hudson Bridge, okay. [0:58:36, 0:58:37]: All right. [0:58:38, 0:58:40]: And it's a good list. [0:58:40, 0:58:41]: I'm sorry. [0:58:41, 0:58:45]: I didn't see Flippin' Road on District Five's list. [0:58:45, 0:58:46]: No, you didn't. [0:58:47, 0:58:49]: No, you no, it's not on there. [0:58:50, 0:58:50]: Um [0:58:51, 0:58:52]: Mr. Knighton. [0:58:53, 0:58:53]: Yes, sir. [0:58:54, 0:58:59]: Well I I know, uh Mr. Alexander, you look familiar with this. You know those uh homeowners own [0:59:00, 0:59:02]: I believe that's banks. [0:59:02, 0:59:04]: Well um Summer Hill. [0:59:05, 0:59:07]: I I didn't see the thing in reference to [0:59:08, 0:59:10]: Uh what they have been asking for. [0:59:10, 0:59:16]: The sidewalks, yeah. That's district four. Which is you're looking at district four's uh proposed list. [0:59:17, 0:59:18]: Yeah, this you're in front of me. [0:59:20, 0:59:25]: Yeah, we'll need to bring that up with Commissioner Thomas to about that because those homeowners have been [0:59:25, 0:59:28]: out front wanting uh sidewalks over there. [0:59:29, 0:59:29]: Mr. Rick. [0:59:30, 0:59:36]: Yeah, I think someone asked for district two. District two proposed list is uh in front of you as well. [0:59:41, 0:59:44]: So it seems as though that for us that might be chamber road. [0:59:45, 0:59:47]: Part no, uh maybe that's now that's we've done, isn't it? [0:59:48, 0:59:55]: Well it's just right outside the Jodico project. So Chambers Road. It's like right there where [0:59:55, 0:59:59]: The uh Jodico project would end going to Jonesboro Road. Yeah. [1:00:00, 1:00:03]: Yeah, Mount Olive Church ready now somewhere. Right, right. [1:00:05, 1:00:10]: In in regards to Walt Stevens, we were already listed in the twenty ten [1:00:11, 1:00:15]: S D S agreement as well as Splash List. What [1:00:16, 1:00:26]: So is this in addition to that? Because money was supposedly set aside, I wanna say, at that point in time it it's not there anymore? I don't see it. [1:00:26, 1:00:34]: Yeah, it's it's not on here and I have not seen it in any I thought I saw it. Go back to the district five, right? [1:00:34, 1:00:37]: Yeah. Well Stevens is on there. [1:00:37, 1:00:46]: Well, Stevens is on there, but there's a list that w there's projects that were already on in the S V S in twenty ten, Mr. Knight, and I believe I sent you an email. [1:00:47, 1:00:49]: Mm-hmm. Um in regards to that list. [1:00:49, 1:01:00]: And it had listed all the spliced four projects that had already been done. And out of that splice four projects, it also listed those things that had not been done. [1:01:00, 1:01:12]: yet um that had money was set aside for on from the counties part that was supposed to go towards these road projects and have not. So my question is [1:01:13, 1:01:22]: Uh is it gonna be m this in addition to those projects that have not yet been completed? How does the money been shifted or or where are we with that? Because [1:01:23, 1:01:31]: They were are these roads were already listed in the past and money was already allocated for things prior to T squats even coming up. [1:01:32, 1:01:41]: And I think that is a and obviously we're just looking at this list, you know, got it around one o'clock, so remember hadn't had a chance to go through it, but I think that's a legitimate question to ask of the county. [1:01:45, 1:01:45]: Okay. [1:01:46, 1:01:47]: We'll make sure we do that tomorrow. [1:01:50, 1:01:53]: Um, let me see if I can find it real quick for y'all. [1:01:56, 1:01:57]: Yeah, go ahead, Mr. Alexander. [1:01:57, 1:02:01]: Is Mr. Knighton done with his presentation? I I I don't know, sir, are you um [1:02:01, 1:02:04]: Yes, I'm thinking he's willing to handle any questions you may have for him. [1:02:05, 1:02:07]: Yes, uh this is what I will [1:02:07, 1:02:10]: Uh as far as the public is concerned. [1:02:10, 1:02:30]: We s we we you know, we use jargon like T splast and we expect people to understand what is the T S PLOS. People first of all, people need to know the T Spl what is it? It's a transportation splost. This money has to be spent on transportation. I'm gonna uh couch it how I want you to make uh [1:02:30, 1:02:33]: A presentation to my question. Give me just one second. [1:02:33, 1:02:37]: I would like for you to talk about the overall [1:02:37, 1:02:40]: City comprehensive plan. [1:02:41, 1:02:42]: Ту с то старт ви. [1:02:43, 1:02:49]: as it relates to how T sploss could complement it. [1:02:49, 1:03:09]: And the regular SPLOSS program. So people understand how the T SPLOS fits in with the overall city comprehensive plan and the regular SPLOS. This is an addition to proposition, not in place of those. So people understand. Well, I look at [1:03:09, 1:03:29]: This list, I don't see Rock Quarry Road on there. Okay, we got Rock Quarry Road already covered. I don't see Highway 42 on there. Well, guess what? We got Highway 42 already covered. G Dots already got that covered. So talk about in totality how what an excellent job this entire council. [1:03:29, 1:03:49]: City has done on transportation because all of these projects, people don't really know that Highway 42 is gonna be widened from McDonald's to Stockbridge. It's gonna be widened from Walmart of North Henry Boulevard all the way to 675. Rock Quarry Road is gonna be widened, right? People need to understand. [1:03:49, 1:03:57]: We've got these taken care of, and they need to understand that this T-SPLOST is in addition to and allows us to be able to. [1:03:57, 1:03:58]: Oh [1:03:58, 1:04:10]: uh complete these sidewalks and infrastructure programs to enhance the city in every single way. So if you can kind of talk about that and break it down in layman's terms, that would be great. [1:04:12, 1:04:13]: Right? [1:04:13, 1:04:17]: Um for the general public, there are generally uh different [1:04:17, 1:04:37]: um planning processes or documents that exist. One is a comprehensive plan which basically deals with land use, commercial areas, industrial areas, residential areas, mixed use development areas, and so forth. And you try to put those pieces of the post puzzle together in order for a city to [1:04:37, 1:04:41]: Grow or expand in a fashion that is sustainable. [1:04:41, 1:04:49]: and uh provides protection for potential residential areas and provides um commercial corridors, things of that nature. [1:04:50, 1:05:03]: Um and also we have a couple of overlay districts, which speaks to design, which the council has approved because you want a certain look and quality in the city of Stockbridge. Then you have what's called a comprehensive transportation plan. [1:05:03, 1:05:05]: This was something that was most recently done. [1:05:06, 1:05:07]: uh via the um [1:05:08, 1:05:28]: Uh, Henry County through the vetting process, uh, through input from citizens, most recently in 2016. There are certain projects out of that comprehensive transportation plan that took a look at the entire network of transportation throughout Henry County, certain projects from that plan that will undoubtedly be on this proposed transportation. [1:05:28, 1:05:37]: Transportation SPLOSS proposal. And again, a T-SPLOS is a transportation special purpose local option sales tax. [1:05:37, 1:05:57]: It's one cent on the dollar when you buy goods and services and so forth. The traditional SPLOST is a special purpose local option sales tax. You can use those funds for capital projects, for instance. You know, parks, for instance. You can use them on civic projects, a cultural arts. [1:05:57, 1:06:17]: Center or an amphitheater. You can use those to build a public works facility. That's more of your traditional SPLOST. The transportation spLost obviously is roads, trails, paths, resurfacing, enhancing the overall transportation and connectivity network. All of this in turn [1:06:17, 1:06:18]: Terms of uh [1:06:18, 1:06:22]: Land use and transportation should all fit together. [1:06:23, 1:06:24]: In a nice puzzle. [1:06:24, 1:06:28]: And provide the sustainability and the quality of life ultimately. [1:06:28, 1:06:32]: That people would want to see uh in any community. [1:06:33, 1:06:52]: Well yes, I certainly appreciate that. And and again, uh for the purpose of the public so you understand. In the regular splots, we have the council, this fine council and mayor, sit down and put together a plan so that we could bring you uh in our proposed capital projects list. [1:06:52, 1:06:55]: Uh you know, the amphitheater. [1:06:55, 1:07:15]: The Cultural Arts Center and the proposed Youth and Senior Center. Those programs it should be covered uh through the regular SPLOSS uh program. And then in addition to that, as Mr. Knighton said, we reached out for grants. We're in the process of getting a grant. Kicking wood helped out with the uh [1:07:15, 1:07:34]: Transportation grant that will hopefully bring us some funding for multi-use trails. Now the city in 2016 passed a master trail plan covering the entire city in its in total in its totality. So as as a pip as the puzzle fits together, the public should understand. [1:07:35, 1:07:55]: That the amphitheater will be completed, the cultural arts center will be completed, the youth senior center or recreation center will be created. This is a part of the total comprehensive plan. But we need connectivity between all of these particular entities. It is with great pleasure that I say we're [1:07:55, 1:08:15]: We're gonna complete the Martin Luther King Senior Heritage Trail. Uh, and we're gonna complete a so many projects on this proposed project list over in that Tide Street area, sidewalks on Tide Street. We're gonna have sidewalks on Wilson Avenue, Curb and Gutter, all of the above, complementing what we're [1:08:15, 1:08:35]: all doing. This council has done a great job and the city has done a great job with this project list. The one the couple of projects that I would like for us to see us consider uh is the East Atlanta Road Extension, which is a major road project which will take uh Rock Quarry Road and connect it directly [1:08:35, 1:08:55]: To East Atlanta Road. It will provide great uh egress to the city uh from both sides of the amphitheater and connecting seamlessly uh the Fairview area down to the P. Mont Henry uh area as well. And I know subsequent uh in my area which I dwell, uh [1:08:54, 1:08:58]: Uh we had the campground road extension that was completed. [1:08:58, 1:09:18]: Now, many assistant citizens put together a petition of one thousand plus people that signed it that said and it did they wanted sidewalks along this roadway. This needs to be a city and county joint project. The city needs to set aside some monies uh to complete those sidewalks. We're not just talking [1:09:18, 1:09:38]: About campground in Winslow at Eagles Landing. We're talking about campground in the new subdivision, which is Winding Creek and all the what all of Stockbridge City limits because campground runs through a large portion of the Stockbridge City limits. Henry County is taking care of all of campground. We're not able to take we're [1:09:38, 1:09:58]: We need to step up. They I gotta say, we were talking about just last week, what is Henry County doing? Uh the side of Jodeco, Commissioner Thomas, kudos to her. Have you ever been down Jodoko Road? They're planting trees in the middle of Jodeco Road with shrubbery. It's beautiful. The beautification is happening. [1:09:58, 1:10:12]: step up our game to meet that on the campground part of that because they're doing it right now and they're cutting our parts uh as well on a weekly basis. They cut the part that's in the city limits all of Campground Road extension. [1:10:13, 1:10:14]: All right, thank you. [1:10:15, 1:10:23]: Um any other comments from Mr. Knighton in reference to uh the list he just proposed or show tentative list. [1:10:26, 1:10:38]: other comments. So obviously we'll be talking about this tomorrow uh with the county and all the other four cities. And uh it starts at six o'clock so I would hope that everybody arrives probably somewhere around five thirty if possible. [1:10:38, 1:10:50]: This aspect. Uh Mayor Pro Tem, go ahead, sir. Uh I was just gonna ask Mr. Night, do we need a motion to approve of the this list? It seemed like it's already been done, but I'm just asking, do we need any kind of [1:10:50, 1:10:52]: uh legislation on this list. [1:10:56, 1:11:08]: You're you're muted, Ms. Knight. You're muted. I I would think it's a it's a it's a tent of proposed list. It's a proposed list. I we're not going to I will tell you what I what Ms. Knight mentioned and what I've also heard earlier today as well as that this is a discussion. [1:11:09, 1:11:13]: Uh uh the chances we're not gonna be making final decisions tomorrow anyway. We're gonna discuss everything. [1:11:14, 1:11:16]: And so we'll have we'll have the time to go back and [1:11:16, 1:11:31]: besides discuss this, go back among ourselves after we have this meeting tomorrow to finalize our final proposal on this. But that was primarily intent. It's discussion, not re really we're gonna make any final decision tomorrow. Unless of course the council decides, hey, this is what this is our final decision, period. [1:11:31, 1:11:48]: But uh I'll let Mr. Knighton answer the question so you can ask him directly. I'm okay with that. Okay. I I I do and I would mention to the council as um the respective cities and the county provide what would be their project list, this would be a list that I would be providing. [1:11:49, 1:11:53]: as a potential project list for uh the city of Stockbridge. [1:11:53, 1:12:00]: Um and so I I do want to make sure that you are aware of that. That doesn't necessarily necessarily mean that it's the final list. [1:12:01, 1:12:06]: But this is a list that we believe uh contains viable projects uh for the city. [1:12:07, 1:12:10]: Ms. Barber, go ahead, please. [1:12:10, 1:12:14]: I already know about flipping road then. Are you able to add flipping road on there or [1:12:15, 1:12:16]: We're just gonna [1:12:16, 1:12:18]: Leave that to the county. [1:12:18, 1:12:27]: How are we handling that? Flipping road, as I remember, is a county road. And when I say county road, a county road in terms of county responsibility for maintenance per the current. [1:12:28, 1:12:30]: service delivery strategy. [1:12:30, 1:12:38]: Um and but you go in and out. Yeah, it does. It does, just like you know, as I mentioned, Walt or um [1:12:39, 1:12:40]: Wall Stevens and Rock Bory. [1:12:41, 1:12:48]: Uh, to those particular items. I mean, for something like Flippin' Road, and I'm assuming you're talking about sidewalks for Flippin' Road. [1:12:49, 1:12:49]: Councilwoman. [1:12:50, 1:13:00]: Yes. Council sidewalks with Logan Road? I think I think that is the kind of project that could lend itself to joint support from the county and the city. [1:13:01, 1:13:04]: And I think that, you know, it should be couched that way. [1:13:04, 1:13:11]: Um obviously uh citizens are not concerned about jurisdictional lines when they're travel trying to travel from point A to point B. [1:13:12, 1:13:14]: And because it is multi jurisdictional [1:13:14, 1:13:20]: Um it could lend itself to uh some cost sharing between Henry County and the city of Stockwood. [1:13:20, 1:13:25]: And if if that is what you would like to see or propose, then we certainly can do that. [1:13:25, 1:13:26]: I would. [1:13:27, 1:13:29]: Okay. Uh Mr. Aznan, go ahead now. [1:13:29, 1:13:45]: Yeah, the the uh in in addition, I know I took a lot of time. I'm sorry, I apologize. But in terms of um what we're doing, I think the one weakness in this list is the East Atlanta Road extension. Because when p you're talking about transportation project. [1:13:45, 1:13:50]: I'm one hundred percent on board with every trail and sidewalk that's on there. [1:13:50, 1:13:54]: But people are gonna look at it and say, Where's the road project? [1:13:55, 1:13:58]: Where's the road project in the transportation splash? [1:13:59, 1:14:03]: That's where the East Atlanta Road Extension comes in. It's the major road project. [1:14:03, 1:14:05]: through downtown. [1:14:05, 1:14:25]: And again, I s you know the list is very it's tentative. It could change. So I think we should add other, I think we should add the other projects to the list. We may not um it's just like the comprehensive plan. You want to put potential projects on there because if the county sees their project, they might be able [1:14:25, 1:14:41]: able to act on a project uh in regards to it as well. They already have four million dollars that they owe us in regards to how Councilwoman Gantt mentioned they have four million dollars that they owe us on East Atlanta Road extension that was approved by voters on Splash 4. [1:14:41, 1:14:43]: They have two million dollars. [1:14:44, 1:14:47]: For flipping road as you exit east. [1:14:47, 1:14:48]: As you exit, um [1:14:49, 1:14:52]: Reeves Creek Trail on the flippin' road side, that's in the county. [1:14:53, 1:14:55]: That portion from of [1:14:55, 1:14:57]: Flipping the the Reese Creek Trail. [1:14:57, 1:15:16]: to Walt Stevens Road, all of that is 100% Henry County. Our city limits, if you go from uh North Henry Boulevard right to before right to right after uh Reeves Creek Trail, all of that goes into the county. If you recall, we actually had the annex [1:15:16, 1:15:36]: The parking lot of Reed's Creek Trail into the city limits because previously it was not in the city limits. So the city limits was extended down to the trail, and the trailhead of Flippin' Road was actually annexed into the city. So from Reed's Creek Trail all the way to Flippin', all the way to Walt Stevens Road, none of that is in the city. [1:15:36, 1:15:52]: city limits. But I would say that Henry County owes those citizens in that area, including Stockbridge Tuck tax players, two million dollars because they voted and approved for two million dollars in sidewalks slash trails to be put on uh flipping road there. [1:15:55, 1:16:01]: There's a projected list. Oh, go ahead, Mr. Knight. I guess you've put that up so everybody can see. You can you can see that. I'm assuming everybody can see that. [1:16:02, 1:16:03]: List. [1:16:03, 1:16:09]: Yes. Okay, good. All right. It's small. Is it yes? All right, let's see what we can do. [1:16:13, 1:16:14]: But yeah. [1:16:15, 1:16:16]: Does it better? [1:16:16, 1:16:18]: Yeah. That's better. Okay. [1:16:22, 1:16:29]: Yeah, as in and as I think uh Councilman Alexander alluded to, there are a number of items on here related to trails and and [1:16:30, 1:16:39]: And all of those were a part of the um uh trail plan that was adopted in twenty seventeen. So we tried to take those items that had already been [1:16:39, 1:16:48]: uh vetted via citizen review and obviously adopted by uh the city council. There were a couple of other items that we did uh provide on here as well. [1:16:49, 1:16:55]: Um uh toward the to um which related to um areas that did not currently have [1:16:55, 1:16:59]: sidewalks and curtain gutter and so forth. [1:16:59, 1:17:02]: Uh you can see that at the the top of the list, the first item [1:17:02, 1:17:10]: And then also Davison Parkway areas that frequently have a lot of pedestrian travel to have resurfacing on those roads and sidewalks. [1:17:11, 1:17:16]: And then the uh the other items down the list, many of whom are part of the trail plan. [1:17:16, 1:17:21]: The other items I would mention to you very quickly, Country Club Drive, obviously there's uh been some uh [1:17:22, 1:17:34]: concern there about uh enhancements and then Burke and Love Street, uh which may be a little bit high uh in those estimates I would acknowledge. However, part of that was trying to ensure that there would be [1:17:34, 1:17:39]: uh the ability for ability for pedestrians to move in and around the downtown area. [1:17:39, 1:17:44]: amphitheater connected to the potential um uh cultural arts center. [1:17:44, 1:17:48]: And so that was um part of the reason uh for that. [1:17:50, 1:17:50]: Right. [1:17:53, 1:18:02]: So we got several, he's got so we have several items on there reference to ML King Senior Heritage Trail, several off uh spurs per se on our list as well. [1:18:03, 1:18:05]: Of course, while Stevens is on there. [1:18:06, 1:18:10]: Tyshree sidewalks and extension for Reese Creek Trail. [1:18:13, 1:18:20]: You know, earlier in our conversation we talked about uh Campground Road and Flippin' Road, which all part going out of the city and all part of District Four. [1:18:21, 1:18:26]: Uh it's Vivian Thomas and so I'm pretty sure we can probably work out something with her if need be. [1:18:26, 1:18:32]: And then uh any thoughts about uh from the council about Patrick Henry Parkway? Any thoughts about that? [1:18:32, 1:18:33]: Concerns about that at all? [1:18:36, 1:18:37]: It's in district four as well. [1:18:41, 1:18:50]: No concerns? Well well, I think that uh Patrick Henry Parkway is a vital thoroughfare. I think that uh you know, right now as we talk about right of way maintenance, Henry County [1:18:51, 1:19:11]: Uh a lot of that Patrick Henry Parkway is in the city limits of Stockbridge and the grass is cut and maintained along that Jo uh Georgia Power all the way to Johtoco Jodico Road. I mean that is that is one of the things that they do uh consistently. I'm I'm hopeful that we'll have a major project in the area. [1:19:11, 1:19:16]: that will have actually enhance it. And as you know, the Oaks at Eagles Landing [1:19:16, 1:19:18]: Синьо [1:19:18, 1:19:38]: Senior community is going to be there. As part of Patrick Henry Parkway, we added the requirement that any new development would have to construct a 10-foot-wide multi-use path. So along that frontage, along Patrick Henry Parkway, they will have to add a 10-foot-wide multi-use path and the hotel. [1:19:38, 1:19:58]: Tell uh the true by Hilton will have to add the 10-foot-wide uh multi-use path as well. I have concern for that particular area, but I'm I'm thinking that uh new development will actually take care of that for us if we're patient, that they'll add the uh trails and the infrastructure along Patrick Hill. [1:19:58, 1:20:07]: Henry Parkway for us uh at their cost because uh there's a rumor that there's a major recreation facility gonna go in that area as well. So [1:20:08, 1:20:08]: We shall see. [1:20:09, 1:20:09]: All right. [1:20:10, 1:20:13]: You know, comments about Patrick Hinn, anybody thought about that? Anybody else? [1:20:13, 1:20:18]: Well, I I do have a comment on something else, but I wouldn't after you finish it to Patrick Henry. [1:20:20, 1:20:20]: Go right in. [1:20:21, 1:20:34]: Well, I I do wanna just for food for thought, just want to put this out to the council. Uh as you know, um there's been this conversation about closing uh Nolan. Uh there's been some conversation about [1:20:34, 1:20:35]: Um [1:20:36, 1:20:36]: A [1:20:37, 1:20:40]: Extending Nolan out to McCain Creek. [1:20:40, 1:20:43]: Uh a traffic light at McCain Creek. [1:20:43, 1:20:47]: Uh, that would also uh help out for the traffic. [1:20:47, 1:20:49]: Uh for the uh art center. [1:20:49, 1:20:52]: Uh, I just wanted to put that on the table. [1:20:52, 1:21:02]: just to get some conversation, if not today, maybe at another time. So just to be clear, um a conversation about a traffic light on North Henry at McCain Creek. [1:21:03, 1:21:12]: Also, that would relieve uh if Nolan Street is closed, that would give uh citizens coming from [1:21:12, 1:21:14]: Anywhere south of North Henry. [1:21:15, 1:21:18]: Um a way to uh access out. [1:21:18, 1:21:35]: uh with a traffic light there at McCain Creek. So I just want to put that on the table and I don't want to get too deep into a conversation today. I know we've been here for a while today already, but uh we would like to get it into a conversation at some point in time uh about this. [1:21:35, 1:21:36]: Right. [1:21:36, 1:21:37]: So be it. [1:21:38, 1:21:55]: Any other comments uh from mister from Mr. Knight in reference to the proposed tentative draft list here. T splash list. Just in information for informational purposes, flippin' road consists of um and I agree well, flip and road is a concern. It has been a concern. [1:21:56, 1:22:04]: And traffic is growing. There's a new subdivision coming up. I believe several of us went to the county meeting. I remember going and speaking about. [1:22:05, 1:22:15]: this in regards to overcrowding of our schools as well as the traffic and the impact of traffic and what that's going to look like with this new subdivision coming up. [1:22:15, 1:22:16]: Mm-hmm. [1:22:16, 1:22:17]: Flip and road. [1:22:18, 1:22:19]: Consists of three [1:22:20, 1:22:23]: Districts, district two. [1:22:24, 1:22:31]: District four and district five and a portion of the city, just so the citizens can be informed. [1:22:31, 1:22:33]: Of what it will take. [1:22:33, 1:22:34]: To [1:22:35, 1:22:36]: have improvements done. [1:22:37, 1:22:39]: All the way down Flipper Road. [1:22:39, 1:22:41]: It would take a joint effort. [1:22:41, 1:22:42]: between district two [1:22:43, 1:22:45]: Four, five, and the city. [1:22:45, 1:22:49]: Um and I just want and and I want everyone to know that. [1:22:49, 1:22:52]: Um it is flip and road is considered county's responsibility. [1:22:53, 1:22:57]: I don't see it on the list. I don't know if we've had anything or any plans for improvements. [1:22:58, 1:22:59]: But four. [1:22:59, 1:23:05]: You know, since then I do know that one of the challenges peop people were asking about widening the road. [1:23:06, 1:23:08]: One of the challenges is there's a bridge there. [1:23:09, 1:23:09]: Um [1:23:10, 1:23:16]: that if you pass it you'll say, Oh, okay, I get I get it now. Um there's a under prep pass there. [1:23:16, 1:23:19]: Um that would be of challenge and very costly. [1:23:19, 1:23:25]: So, you know, sidewalks, a lot of people are going the walking that road at night. It has become very dangerous. [1:23:26, 1:23:29]: Um, and is something that I am concerned about as well. [1:23:29, 1:23:30]: Um [1:23:31, 1:23:45]: I would love to see the trails connect like Councilman Alexander discussed earlier. I think that's one of our future plans. It would be awesome. Um, I live right here off of Walt Stevens. You go a little bit further down and you see the Lake Spivey Trail. [1:23:46, 1:23:58]: over that could easily be connected to what our vision of of what we the way we want our city all the way to Reeves Creek and continue on. I do see on this list that there are [1:23:59, 1:23:59]: Three. [1:24:00, 1:24:05]: projects, I don't know why they're separated. The M L King Singer Heritage Trail, it looks like they're [1:24:05, 1:24:25]: I mean they're right by each other. Floyd Chapel, Greenfront, and then the remaining of the Heritage Trail. I don't know why it's not lumped together in that way, but I know that that is a uh something that we all want done for our downtown. But I just wanted to give that comment so that people are aware of what districts Flippin' Road is in. [1:24:25, 1:24:25]: Yeah. [1:24:26, 1:24:30]: Um and so we will need the help and cooperation of our county commissioners. [1:24:31, 1:24:32]: Uh. [1:24:33, 1:24:50]: Councilwoman stand by. Go ahead, Mr. Knight. Stand by. Real quick, Councilman Gantt, the reason why they were listed uh separately, although they essentially linked together, is because that's the way they were listed in the uh bicycle, pedestrian trail plan. They specifically were listed separately. So I went ahead and listed them separately since they were uh listed separately in that plan. [1:24:51, 1:24:51]: Thank you. [1:24:52, 1:24:53]: Mr. Alzheimer's, go ahead, sir. [1:24:53, 1:25:01]: Yes, uh in in regards to Councilwoman Gantt, I think that is a very uh uh excellent point and I think that's something that we should bring up. [1:25:01, 1:25:08]: uh at the meeting tomorrow night. That's this is a joint meeting. Now I do understand the Henry County in their comprehensive plan. [1:25:09, 1:25:29]: do has do have a plan to widen flip and rope the entirety of it. But that will require a total effort on everybody's part and a partnership with G DOT. Should the T supplots pass, there's a two billion dollar deficit here in Henry County. And we go to them with the two two hundred million dollars in projects that we're moving forward. We [1:25:29, 1:25:49]: expect that we have skin in the game and they will help us move forward. But this is an excellent thing that we should bring up tomorrow at that meeting. We have all of those commissioners there and they could discuss easily what what uh funding mechanism that they expect to bring to bear in order to widen Flipman Road because it [1:25:49, 1:25:54]: is in their comprehensive plan and an extension down uh to Jonesboro Road. [1:25:54, 1:26:14]: It should be noted on the new Broeder Farm development, it will be required to build a 10-foot multi-use path along all of the frontage on Walt Stevens Road. That is one of the requirements. So the in their master trail plan and their overlay, it covers all of the major thoroughfares. So when they build Broder Farm, they will have [1:26:14, 1:26:20]: have to build a ten foot path along all of that portion along Walt Stevens Road. [1:26:21, 1:26:30]: Mr. Mayor. Go right ahead, sir. Mayor Fortin. I I do wanna echo that too, but I do just wanna uh say tonight and some of the other staff that that may not know. [1:26:31, 1:26:46]: at least five, maybe six uh subdivisions um on uh flipping that's in the city of Stockbridge. I'm not sure what the brothers farm, but uh seemed that a traffic light probably gonna be needed there. [1:26:46, 1:26:51]: Um there are times when you cannot get out on flipping. [1:26:51, 1:27:01]: So uh I just started just putting all this into the mix for the conversation. And with this 300 plus unit coming at the voters farm, uh it's gonna be hell. [1:27:02, 1:27:02]: It is. [1:27:03, 1:27:15]: Yeah, yeah, absolutely. I I agree with that.'Cause I live right around the corner from there. Myself and Dan live in Monarch Village and we go down that way all the time to get to the highway. Or get to cover it all the time. [1:27:15, 1:27:20]: Yeah, you know it's it's about five or six seven million that's in the city limits down there. Yeah, I understand. [1:27:21, 1:27:21]: I understand. [1:27:21, 1:27:30]: I would, if I may, Mayor, I and I certainly understand uh the sentiments of the council as it relates to that uh very large subdivision, but I would offer this. [1:27:30, 1:27:33]: Um Henry County approved that subdivision. [1:27:34, 1:27:38]: And we should seek to find out what remedy they are going to provide. [1:27:38, 1:27:40]: [5261.3, 5268.9]: Again, I'm not saying that it you know it couldn't lend itself to some type of joint project, but Henry County is the one who approved that and therefore [1:27:49, 1:27:50]: In my view [1:27:50, 1:27:55]: We certainly would want to find out what the uh transportation enhancements are. [1:27:55, 1:27:58]: uh to provide relief for that uh uh and handle [1:27:59, 1:28:01]: uh the transportation network for that subdivision. [1:28:02, 1:28:08]: Good point. We need to do that as well. All right. Any more questions for Mr. Knight and a discussion we need to have about the project list here? [1:28:10, 1:28:15]: No, I'm good. If if not, uh I well I and let me ask this. How about um [1:28:15, 1:28:17]: Uh Mr Blount, you got anything, sir? [1:28:18, 1:28:20]: Yeah, just real quick uh [1:28:20, 1:28:23]: When you look at the project list, you look at when we talked about [1:28:23, 1:28:27]: Uh, the wising of Rock Quarry Road, we talked about monies that that was uh [1:28:28, 1:28:31]: previously allocated for Rock Rock Quarter Road. [1:28:31, 1:28:33]: Because they've already done the um [1:28:34, 1:28:39]: They've already done the uh uh survey on Rock Square World and the D uh G dot [1:28:39, 1:28:44]: has already had their meetings in the in the Henry County uh portion with the Iraqi they've had their [1:28:44, 1:28:45]: Meetings. [1:28:45, 1:28:48]: Um, I I'd like to find out if this project [1:28:49, 1:28:53]: is gonna be ready to go move go ahead and move forward with this T-SPLOST. [1:28:53, 1:28:56]: Virges being a process because of so much money. [1:28:56, 1:28:59]: uh trying to w widen the whole flippin' road. [1:28:59, 1:29:06]: Will this floss itself go ahead and move forward with the project of widening rock quarry road, which is well needed right now? [1:29:07, 1:29:09]: It's been needed for quite a while and and have [1:29:09, 1:29:15]: to have such a uh important road that uh road that was going to the emergency room or the hospital. [1:29:15, 1:29:19]: The only uh you know, the hospital that's in the county i in in in the city limits [1:29:19, 1:29:23]: in the county area, we need to go ahead and get that done because it's it's it's [1:29:23, 1:29:27]: has become a hazard for a long time and the project has already started, but [1:29:27, 1:29:29]: Will this would this tea splot finish it? [1:29:30, 1:29:35]: And then you start whatever needs to be allocated and and state funding or whatever need to happen. [1:29:36, 1:29:39]: For uh flip and road because they put the cop [1:29:39, 1:29:41]: caught before the horse, if you will, because [1:29:42, 1:29:44]: You know, there's hundreds of th there's been [1:29:45, 1:29:47]: Several people that have been asking [1:29:47, 1:29:51]: about but prior to uh them approving this uh [1:29:51, 1:29:55]: this project over on flip a road, what are you gonna do with the infrastructure? [1:29:55, 1:29:57]: What are you gonna do about the infrastructure? [1:29:57, 1:30:00]: And not one time they they they've addressed that prior to [1:30:01, 1:30:07]: uh something substantially substantiated to the people that they're gonna move forward to with anything prior to uh [1:30:07, 1:30:11]: approving this project. So I I like to see Rock Court Rose and [1:30:11, 1:30:15]: This project already been started to go ahead and and and finish it with the cheese block. [1:30:16, 1:30:19]: I appreciate it. Miss Alexander, you got something else, sir? [1:30:19, 1:30:39]: Yeah, I do because uh actually I saw this posting. They're having a meeting tomorrow in in response to Councilman Blount. There there actually is a meeting tomorrow from uh four, I think from four to seven uh at the office at the same time on Rock Quarry Road, so citizens can give input and I would I'm I plan on go [1:30:39, 1:30:47]: Going myself as well. Right. I believe it's I believe it may be four to eight, but somewhere in that time frame tomorrow. That is correct, Councilman Alexander. That's right. [1:30:48, 1:30:51]: Councilwoman Barb Councilwoman Barb, you got anything else you want to add at all? [1:31:00, 1:31:01]: Housewoman Barber. [1:31:01, 1:31:03]: So you have to need that? [1:31:03, 1:31:04]: Had [1:31:05, 1:31:06]: Okay. [1:31:06, 1:31:10]: All right. If there are no other comments then uh Mayor, Mayor got a question. [1:31:10, 1:31:12]: Yes, sir. [1:31:12, 1:31:15]: I'm sorry, I was clear but I throat I I thought I had no beef. [1:31:15, 1:31:20]: Uh this meeting is saying about Rock Quarry Road uh [1:31:20, 1:31:21]: It's tomorrow. What time? [1:31:23, 1:31:25]: I believe it is four to eight. [1:31:25, 1:31:28]: Like I believe it's an open house from four to eight. [1:31:29, 1:31:30]: At Henry County Government. [1:31:32, 1:31:33]: Now what is this meeting? [1:31:34, 1:31:37]: gonna be about prior to the meetings they've already had. That's what I'm trying to figure out. [1:31:39, 1:31:46]: I don't know specifically, I'd assume that it would prelude the construction of the project, but I don't know I'll [1:31:46, 1:31:50]: Seek to find some information out to you and provide that to you by email. [1:31:50, 1:31:55]: And the reason I'm asking because G Dot had already put out the mappings and everything on a potential [1:31:55, 1:31:59]: Turnaround, turn uh turnabouts and all that because uh when they had the one over uh [1:32:00, 1:32:05]: Uh they showed the the how much right away they're gonna have to acquire throughout the whole project. [1:32:05, 1:32:10]: And and as far as I'm understanding they I don't know if they've started acquiring right away. I know they've done the survey. [1:32:12, 1:32:13]: All right. All right. Uh [1:32:14, 1:32:21]: Mr. I mean, excuse me, um Mr. Knight, so you're gonna check out check it out further and see what you can find out and give us sentence a message, I guess? I will, yes. [1:32:21, 1:32:34]: Okay. Ms. Alexander, go ahead, sir. Yeah, yeah, just a little bit more information on it. From what I read, uh the meeting is gonna be for the property owners because uh they can see uh understand and have discussion. [1:32:34, 1:32:37]: on what the impact of the um [1:32:37, 1:32:39]: acquisitions are going to be [1:32:40, 1:32:42]: And for the general public at large. [1:32:43, 1:32:44]: Okay. [1:32:44, 1:32:45]: Are there other comments? [1:32:46, 1:32:54]: And if not, I'd like to have a motion to adjourn our special call meeting. Yes, may I may adjust to Mr. Al Ms uh Mr. Alexander real quick. [1:32:54, 1:32:57]: Those are the meetings that G Dot has already had. [1:32:57, 1:33:00]: In fact they the some properties are only gonna have five feet. [1:33:01, 1:33:05]: Ha the roadway is gonna be only five feet from I'm saying those meetings is I [1:33:05, 1:33:07]: This is where I'm saying they stop. [1:33:07, 1:33:13]: And I'm trying to figure out how they're gonna pick up and complete the project'cause those meetings have already been had. [1:33:13, 1:33:15]: All those beatings are how much right away [1:33:15, 1:33:21]: Each subdivision are gonna have taken away from them where the turnabout's gonna be, where the potential lights gonna be. [1:33:22, 1:33:22]: Uh [1:33:22, 1:33:27]: Surveying what uh lands uh what what areas need to be uh right away acquisition. [1:33:27, 1:33:28]: All of this has been done. [1:33:29, 1:33:35]: And see to go over this again just prolongs the project. Are they gonna take this th T splash [1:33:35, 1:33:46]: And move that's what I'd like to know if they're gonna move forward was already on the table and now work on flipping road and all these other things that we just talked about. If not, then then I just don't want the county sitting here stalling projects. [1:33:47, 1:33:51]: once again, that they can now move forward with because some m groundwork have already been done. [1:33:52, 1:34:05]: Well, I I would hope that uh they I mean they have made a strong indication with the thirty two million dollars uh on the T-SPLOST and I'm hoping that the commissioners would actually approve that on the final list. [1:34:05, 1:34:07]: If so, then they'll have the money. [1:34:07, 1:34:13]: Because once the T splash is approved, it'll go into effect, I think, within April and they'll start collecting the money on it. [1:34:15, 1:34:19]: Once again, miss night and see what you can find out. Let us know before the meeting tomorrow, sir. [1:34:21, 1:34:36]: I will I will do that, sir. Absolutely. And I think, you know, G DOT oftentimes will have multiple meetings to ensure that stakeholders are given an ample opportunity to provide comments on a particular project, but it certainly will provide you with additional information on tomorrow evening's meeting. [1:34:36, 1:34:37]: All right. [1:34:37, 1:34:39]: Once again, okay, Miss Gantt. [1:34:39, 1:34:43]: Okay, real quick, Mr Knighton. Um, if you could [1:34:44, 1:34:55]: Send us that list. I think those are new wish the different districts and their potential possible road projects if you haven't already for tomorrow. [1:34:55, 1:35:01]: I'm sorry, you're talking about the Henry County list? The Henry County list. Yes, I did send that to you earlier. Um [1:35:01, 1:35:07]: Earlier this afternoon, I probably hadn't had a chance to look at it. Um, but uh yeah, it all of that is contained there. [1:35:07, 1:35:12]: And it's a spreadsheet so you can go down to each tab for each district in their resurfacing project. [1:35:13, 1:35:26]: Okay. So those are just resurfacing and maintenance projects. On on the district list, there's the there's the main list with the road projects that they've got. Okay. And then they're yeah, the district lists mainly have resurfacing. Yes, that's correct. [1:35:26, 1:35:34]: So and by the way, everybody, I did pull up the City of Stockbridge twenty ten list from the county. Um [1:35:35, 1:35:48]: SDS agreement and they were using SPLOSS funds for those. And two other projects that that have not been completed is um with the city of Stockbridge that were the counter responsibility was Mount Zion Road. [1:35:49, 1:35:51]: And Walt Stevens wrote. [1:35:51, 1:35:54]: And so the money was allocated for those back. [1:35:55, 1:35:58]: It looks like in 2010 through Splost, just so you know. [1:35:58, 1:36:04]: And I'll forward that to you. I'll forward it over to you. I don't have a dollar amount allocated on here. [1:36:04, 1:36:05]: I'll pour you what I have. [1:36:06, 1:36:09]: Okay. Thank you. Appreciate that. Also mayor. [1:36:09, 1:36:09]: Yes, sir. [1:36:10, 1:36:10]: Mayor. [1:36:10, 1:36:20]: Go right in. You remember that they did the right away, they did the survey with the one point two million dollars that came in. Remember that it was uh one point two million dollars. Remember they [1:36:21, 1:36:22]: Uh when uh Commissioner uh [1:36:23, 1:36:24]: A press [1:36:24, 1:36:27]: when Blake uh Prince was in there, he was trying to get [1:36:27, 1:36:31]: The city of stock bridge to put skin in the game for those for those purposes, but [1:36:31, 1:36:35]: the uh with monies that came in I think the state uh would uh [1:36:35, 1:36:39]: Here we kind of DOT somebody to bought me money, I think it was one point two million dollars. [1:36:40, 1:36:43]: All the preliminaries on that was already done with that money. [1:36:43, 1:36:44]: And the survey. [1:36:45, 1:36:47]: Good job. Gotcha. [1:36:47, 1:36:48]: Anything else? [1:36:50, 1:36:53]: All right. If not, I'd like to make uh have a motion to adjourn the meeting, please. [1:36:54, 1:36:55]: So move. [1:36:55, 1:36:56]: Is there a second? [1:36:56, 1:36:59]: Second. All right. All in favor, please indicate. [1:36:59, 1:37:00]: Yeah. [1:37:00, 1:37:01]: All right. [1:37:01, 1:37:05]: Meetings adjourned. I'll see you all tomorrow. Evening. Thank you. [1:37:05, 1:37:06]: Thanks. [1:37:06, 1:37:07]: Take safe. [1:37:07, 1:37:08]: Yes, absolutely. Stay safe now. [1:37:11, 1:37:13]: Stay safe, that's right. [1:37:42, 1:37:45]:
