I am a certified public manager. So it was actually a very, very good program. [0:10:01, 0:10:08]: uh getting to understand how the city of Stockbridge works and functions. So I very well enjoyed the uh process. [0:10:09, 0:10:10]: Harry Bailey. [0:10:12, 0:10:18]: Oh, you want you want you wanna take her for her? Okay. Do you want any comment for her? No, oh no, okay. All right. [0:10:26, 0:10:30]: The barber. Okay. There you go. Congratulations, by the way. [0:10:35, 0:10:39]: Yeah, okay. You want no comments? Okay. [0:10:40, 0:10:40]: Thank you very much. [0:10:42, 0:10:48]: Phyllis Burlet? Is that how you pronounce it? Okay, great. Congratulations to you as well. [0:10:50, 0:11:03]: Wanna make good comments? Um just wanna say I've been uh uh resident of Stockbridge for about fourteen years now and as a single parent raising a child I just wanted to know more about my community, how things work, and how I can participate in making things better. [0:11:07, 0:11:12]: Ocio Camacho? Aye, I got it right. [0:11:14, 0:11:15]: For you? You guys were there. Thank you for everything. It was really a wonderful experience. [0:11:31, 0:11:32]: Miss Katie Dunn. [0:11:33, 0:11:34]: All right. [0:11:35, 0:11:37]: Yeah. Okay. [0:11:37, 0:11:48]: Yeah. And um make a comment? That's fine. Um [0:11:49, 0:11:53]: Doctor Renita Hannah, a good doctor down here. [0:11:58, 0:12:00]: No, no, you're not so much more than that. [0:12:00, 0:12:18]: This has been an excellent uh opportunity and I will let more people know about it, uh, to do this because I learned a lot. Met everybody in the um whole Stockbridge um uh employees and um and department heads and the chief of the police and everything. It was just awesome. [0:12:18, 0:12:28]: And I feel like a Stockbridge employee. I'm out of tip for so much stuff. People think I'm part of the board or something. I am one of'em, but thank you. [0:12:30, 0:12:31]: Yeah. [0:12:31, 0:12:33]: Is okay. [0:12:35, 0:12:36]: Okay. [0:12:37, 0:12:38]: And [0:12:38, 0:12:43]: And this is Cobberts. Clobberitz? I I probably didn't pronounce it right and she's not here. Okay. [0:12:44, 0:12:45]: And [0:12:48, 0:12:49]: Oxabla Martin. [0:12:51, 0:12:52]: Okay. [0:12:53, 0:12:58]: Okay, and Nicholas Mercer. Neither. [0:12:58, 0:13:01]: Ah. [0:13:02, 0:13:09]: [794.3, 796.2]: Yeah you're not short on words either, though. [0:13:18, 0:13:25]: Everybody, I just wanted to say I am an employee of the city of Stockbridge and I love it here. It's a great culture. [0:13:26, 0:13:33]: But I didn't know what I didn't know until I went through the Citizens Academy. And that's why I think it's so important for everyone to [0:13:34, 0:13:43]: take the opportunity to go through. You learn so much about how everything works together and I'm actually very proud of our municipality. We have great water. [0:13:45, 0:13:50]: And I'm very impressed with everyone's presentation. So thank you and I hope you all give it a shot. [0:13:54, 0:13:56]: And I have here Judy Neal. [0:14:03, 0:14:17]: I just like to say always knowledge is power and we learned a lot and we really enjoyed meeting all the staff people. So it was a great opportunity and I too would be advocating for everyone to do it, to participate. [0:14:20, 0:14:27]: Now I I don't know you I have to ask you what is your name? [0:14:36, 0:14:40]: Your last but you're not the least, okay? Okay. For Victoria King here. [0:14:45, 0:15:03]: Um I just wanna say thank you for this opportunity to be able to learn about my city, my community and um all the things that we can do and to help this city get better. So thank you so much. [0:15:08, 0:15:15]: So if you don't mind going back here, please. [0:15:30, 0:15:36]: Uh [0:15:39, 0:15:45]: Yeah, well, uh [0:15:48, 0:16:08]: Well what about those five twice? [0:16:08, 0:16:28]: Is it a one if I think okay? [0:16:28, 0:16:29]: [991.3, 996.0]: Okay, if everyone can have their certificates open facing this way, of course. [0:16:40, 0:16:46]: Um I need kinda got you way out here. I need for y'all kinda bunch in. Yeah. [0:16:50, 0:16:53]: It was upside down, yeah. Okay. [0:16:53, 0:16:59]: All right, one three, one, two, three. One more, one, two, three. [0:17:01, 0:17:05]: That's good to me. Congratulations. [0:17:32, 0:17:38]: Ceremonial? Thank you very much. [0:17:39, 0:17:41]: That's the exact one. [0:17:45, 0:17:46]: Thank you. [0:17:51, 0:17:51]: Mm. [0:17:54, 0:17:58]: Next on item is uh old business. It says uh public hearing. [0:17:59, 0:18:08]: Resolution to approve the short term work program and capital improvement element annual update and adoption and amendment to the Henry County Comprehensive Plan. [0:18:09, 0:18:13]: This public hearing was actually held on the uh eighth of august two thousand sixteen. [0:18:14, 0:18:18]: Tonight's uh agenda item will be presented by Mr Michael Harris, the city manager. [0:18:18, 0:18:19]: Thank you, sir. [0:18:20, 0:18:30]: Evening Mayor, COTEM, Council members. Um as you recall, we've discussed this a couple of times and we've submitted we made our submittal, our initial submittal to ARC and DCA. [0:18:31, 0:18:42]: about a little over a month ago. I've been waiting back to get their comments back. Um they submitted comments back. We've made some revisions to the plan. And I can share with you the only revisions that were made were in regards to items [0:18:43, 0:19:03]: Seven, eight, and nine and it was nothing changed with the exception of the funding source. Um we were going to use impact fees for our GIS. However, after speaking with them, they had some some reservations about that. So we'll be utilizing our impact fee funds for the new water treatment facility and the new water main construction and utilize [0:19:03, 0:19:06]: PLOS four funds for some of the GIS mapping that we um [0:19:07, 0:19:16]: we've already identified so that was the only revision that took place. Once we submitted that back to the DCA, they approved our plan. [0:19:17, 0:19:37]: And as noted previously, you know, we need to have the plan approved and in place prior to October thirty first. So as soon as if if again if the council approves this plan tonight, we will move forward with the adoption resolution. That'll be sent to the ARC, Lana Regional Commission, who will in turn send it over to DCA and they'll have full record of our of our meeting compliance [0:19:37, 0:19:45]: for this re for this for this particular item um which will help us to make sure we retain our qualified local government status. [0:19:45, 0:19:59]: Um just as a note, there were no external comments received from any of the jurisdictions or agencies. So again we're pleased to have once again made our deadline as it relates to the submittal of our short term work program and capital improvement element. [0:19:59, 0:20:01]: I'd be happy to address any questions the Council may have. [0:20:03, 0:20:06]: Council, any questions at all in reference to his presentation? [0:20:10, 0:20:12]: Okay. Well I see none. [0:20:12, 0:20:13]: Okay. [0:20:14, 0:20:20]: So it says here public hearing, we have to have have to have another public hearing on this. Okay. Open them up for them. All right. [0:20:20, 0:20:22]: I'd like to open that up. [0:20:22, 0:20:23]: Um [0:20:23, 0:20:26]: Public hearing. Uh all four. [0:20:27, 0:20:40]: Anybody wants to make any comments in reference for this particular short term work program, the capital improvement annual update? And anybody for that wants to speak, I'll start on my very my left. Okay. Anyone over here at all? [0:20:41, 0:20:42]: But in the middle. [0:20:43, 0:20:48]: Only one individual on the very right. Okay, so if there are no commissaire, anybody against [0:20:48, 0:20:53]: um this capital work short term work program. Once again I'll start on my left. [0:20:55, 0:20:56]: In the middle. [0:20:58, 0:21:01]: Alright. Okay. So no comments one one way or the other? [0:21:02, 0:21:03]: That closes the public hearing? [0:21:04, 0:21:04]: Aspects, sir. [0:21:05, 0:21:07]: We're good, Mr. Attorney? [0:21:08, 0:21:10]: Yes, Mayor. [0:21:10, 0:21:23]: I have one question. On the short term work p program item number two, the swimming pool splash pat feasibility study, that uh the fifty thousand dollars comes from the general funds or is it coming out of splash funds? [0:21:26, 0:21:39]: I think we we had the f feasibility study identified from SPLOS funds. We can surely make that adjustment prior to sending it in. We weren't sure what that cost was gonna run over. It would likely be SPLOSS plus general fund. [0:21:39, 0:21:42]: We can add Splos as a funding source as well. [0:21:42, 0:21:49]: So do we need to change it here as plus last time? As as noted, okay. [0:21:49, 0:21:59]: All right, Mayor Pro Temp up go ahead. Any other questions? No, I'd just like to make a motion. Okay, go back. I'd like to make a motion to move forward to approve the resolution for the short term rote program. [0:22:00, 0:22:03]: Work program and capital improvement elements annual update. [0:22:04, 0:22:04]: Is there a second? [0:22:05, 0:22:05]: A second. [0:22:06, 0:22:07]: Okay, any further discussion? [0:22:08, 0:22:09]: All in favor, please indicate. [0:22:10, 0:22:12]: Thank you. [0:22:15, 0:22:20]: Uh next item is a resolution to amend the city code's code of conduct policy. [0:22:21, 0:22:21]: My clients, please. [0:22:22, 0:22:28]: Good evening, Mr. Mayor Pro Tem. Council, uh you have in your packet uh the revised uh code of conduct [0:22:28, 0:22:32]: Um as discussed from the last council meeting. [0:22:32, 0:22:39]: There were two virtually identical changes made. Uh the first is on the second page under four. [0:22:39, 0:22:41]: Um forty. [0:22:41, 0:22:44]: What was added was the clause. [0:22:44, 0:22:51]: And be clear stating that you are not speaking for the entire council if you have not been authorized by the entire council to do so. [0:22:51, 0:22:53]: So that's on the second page and then [0:22:54, 0:22:58]: on the second to the last page in that uh second paragraph [0:22:59, 0:23:00]: virtually the same. [0:23:00, 0:23:04]: language was added is the last sentence of that paragraph [0:23:05, 0:23:07]: Two titled Speak with One Voice. [0:23:08, 0:23:20]: And it states, in addition, when speaking on matters of public concern that do not involve actions of the uh council, if you offer your own opinion, be clear in stating that you are not speaking for the entire council if you have not been authorized to do so. [0:23:20, 0:23:26]: Those were the only changes. So it's ready for that problem. [0:23:26, 0:23:28]: Mayor Purchas. Yes, ma'am. Go right ahead. [0:23:28, 0:23:33]: I move that we approve the City of Stockbridge conduct as it's been revised. [0:23:34, 0:23:38]: Is there a second? Second. Okay, and for the discussion? Yes. Go right ahead, please. [0:23:38, 0:23:58]: Okay, I think we got some clarification uh for the public if you were at the last meeting pretty much. And I think what we really got some clarification on was that this uh does not infringe upon uh your First Amendment rights. It would guarantee any council member up here to be able to speak freely as the [0:23:58, 0:24:05]: they wish to do so. And uh in my in my particular case before joining the zoning advisory board [0:24:06, 0:24:23]: There was a statement that was put forward that I worked out with you uh and the city as well to state uh even on social media or any pages where you added a statement. Is that what we're moving forward with as well? Because that statement just generally says any statements that we post um [0:24:24, 0:24:39]: uh genuinely reflect our own opinions and I think that would probably be required of everybody at this point. Very similar. All you all this does is require that you preface comments [0:24:39, 0:24:44]: with a disclaimer saying you're speaking on your your own behalf and not necessarily on behalf of the city. [0:24:45, 0:25:05]: Right. So what I'm saying is that what we dr what we drilled down on at that point when we had this discussion previously was that each person was to put or I was at that time, which was to put a small statement saying uh on their communications that uh that this statement like [0:25:04, 0:25:20]: for your Facebook or whatever, just put a statement in that section. Um I in my case it was the about section to say what you uh these statements represent um what I'm about to say. So I would think that each person would be required to do that at this point. [0:25:21, 0:25:31]: D that yeah, that's what what's spelled out of this code of confidence. We'll have to go and put a statement on their on their on their pages then pretty much. Okay. Thank you. Though I'm uh I've been in compliance with that too. [0:25:31, 0:25:32]: [1532.5, 1533.8]: Yes, Mayor. [0:25:34, 0:25:43]: I'm a little concerned about that because on the Facebook pages, I don't know if people just go and read your about section. I'm thinking more so that [0:25:44, 0:25:47]: upon a statement, let's say um [0:25:47, 0:26:07]: you may voice your opinion. My my take on this is what I I thought the council's intent was. If a council member uh made a statement um and was very vocal about their opinion of other politics or or other people running for candidate positions or whatever, that they would put a disclaimer [0:26:07, 0:26:27]: stating that this is solely their own opinion within that statement. If they don't do that, then I mean you putting it in the about section, d no one's gonna read that but it's not just always up there, basically. So if you're writing something to that extent um and you're talking about the city of Stockbridge or talking [0:26:27, 0:26:30]: [1590.2, 1596.1]: You know, there should be something saying, This is my opinion, this is not the opinion of the city of Stockbridge. [0:26:37, 0:26:57]: So this would apply to any public statements if you're in the community speaking, um, you know presumably online. Every time you express your [0:26:57, 0:26:58]: Your own opinion. [0:26:58, 0:27:03]: on something you make it clear that you're not speaking on behalf of the whole council. Right. [0:27:05, 0:27:07]: Okay, any further comments? [0:27:07, 0:27:12]: We have a motion on the floor to accept the advised code of conduct. [0:27:12, 0:27:13]: All in favor, please indicate. [0:27:14, 0:27:16]: Okay it's unanimous. Thank you very much, sir. [0:27:17, 0:27:29]: Okay, item number four deals with a resolution to request approval of recommended approval of the Water Treatment Department RFP twenty one six oh seven-twenty two. [0:27:30, 0:27:43]: Automated water metering infrastructure project for an amount of one million seven hundred and eighteen uh sev one million seven seven hundred eighteen thousand two hundred and twenty eight dollars with the Ferguson Ener Enterprises incorporated. [0:27:43, 0:27:50]: DBA Ferguson Wild Waterworks, College Park, Georgia to provide implementation of the automated metering infrastructure. [0:27:51, 0:27:56]: AMI system upon execution of contract commencing november twenty sixteen at three. [0:27:57, 0:27:58]: Renewable options. [0:27:58, 0:28:02]: Presented by uh Mr. Harris and Don Riley. [0:28:03, 0:28:23]: Good evening again. Um this was an item that we previously discussed, um project that we've been excited about. We've been working on for over a year to to actually bring to fruition. Um a lot of lay work has gone into getting to this point. Um again as discussed in the previous in the previous meeting, um we've gone through and done [0:28:23, 0:28:40]: an exhaustive amount of research in other jurisdictions to see how their how their when they've made the transition from their standard meters that have to involve being actually physically manually read to going to make the transition to automated um automatically read meters. [0:28:41, 0:28:44]: sent out the RFP, we received [0:28:45, 0:29:05]: I'm three proposals back. Those all three of those firms were um proposals were analyzed, reviewed by a committee, all the firms were interviewed, and the recommendation from the um staff in the group that actually did the review was to come back with as stated Ferguson Waterworks in the amount of one point six [0:29:04, 0:29:05]: Yeah. [0:29:06, 0:29:21]: Um I I know there's been some comments that have been raised, especially in light of some of the other municipalities and jurisdictions out there in regards to the the the reliability of these meters, but you know that's something we really took into into a f into account as we were um researching this issue. [0:29:22, 0:29:35]: Um a couple of key points to note. Um you know any unusual usage pattern will be flagged in the system with an automatic alert to the system administrator and that's monitored on a twenty-four hour basis. [0:29:35, 0:29:55]: Um there's four systems of coverage and they will be available twenty four hours a day, field technician, system administrator, customer service, and the vendor themselves. So we think there are a number of layers of of oversight to help prevent issues that have happened in some other jurisdictions. And again, just to tout some of the advantages of this, certainly from a manpower standpoint [0:29:55, 0:30:15]: it's uh uh it's it's evident you know not having to have someone physically go out there and walk the site um and walk each each residence, but certainly from a um a water usage standpoint as well, this will give us the ability to be able to capture and identify leaks andor potential leaks, you know, far in advance of whether or having to wait till the bill comes out. [0:30:14, 0:30:34]: and see there's uh there's uh excessive usage. So you know we certainly feel comfortable and feel excited about the fact that you know the the revenues that'll be gained um and the losses that won't occur because of this new technology. And again these step in the right direction of an enhancing and goes follows back into suit with what's been stated by the council of being more [0:30:34, 0:30:42]: more proactive in our approach and being more efficient in how we operate, how we run into government. So myself, Mr. Riley, you want to add? [0:30:43, 0:30:48]: So any questions you may have, we're here to ask answer about the product or about the proce process. [0:30:48, 0:30:50]: Mayor Putin. Yes, Mayor. We'll write ahead, please. [0:30:50, 0:30:56]: I move that we requ um approve the water treatment department R F number two oh one six oh seven. [0:30:57, 0:31:04]: Well, with Ferguson Enterprises in the amount of one million seven hundred and eighteen thousand two hundred and twenty eight dollars. [0:31:05, 0:31:06]: For a second. [0:31:06, 0:31:07]: Okay. [0:31:07, 0:31:27]: Okay. Discussion. Yes. Correct, please. I just many of you were not here last time during the discussion. So as the residents understand, there were some there's been a lot of media talking, especially up in the DeKav County area where residents were getting thousand dollar bills and stuff like that. We wanted to make sure that we assure you that the [0:31:27, 0:31:30]: city is gonna be on your side. And we wanna make sure that [0:31:31, 0:31:51]: whatever we do that uh in my my opinion as well to be able to uh put forth that we will not be in a position where we're shedding people's water off falsely when the bill was not correct. So we're gonna uh it is my endeavor to us to go the extra step so that we can make sure that these bills are accurate and I think that uh [0:31:51, 0:32:11]: the city manager relayed to us last time that this system is very effective and that imagine this when you receive a call uh from uh the city uh water works department saying you probably have a leak because they they're they're is that sensitive that they know that your water usage has increased that much so that before [0:32:11, 0:32:21]: before the bill gets to two three hundred dollars they're calling you, being proactive, saying you probably need to check your usage is way up or you might even be able to get a notification [0:32:21, 0:32:41]: If you set the amount at seventy five dollars or forty five dollars or forty dollars, you can actually these systems now can actually get to the point where they might be able to give you a text message that say, You've reached your threshold now to kinda give you a warning. That's where we're trying to go to be best in class. This is a really a great system. [0:32:42, 0:32:43]: Okay. Any further comments? [0:32:44, 0:32:49]: Okay. We have a motion on the floor and uh second seconded. So all in favor of the motion please indicate. [0:32:50, 0:32:52]: Okay, Zunanus. Thank you very much. [0:32:54, 0:32:56]: New business, item number five. [0:32:57, 0:33:02]: Council consideration for resolution two statewide contract sewer treatment department. [0:33:03, 0:33:17]: SWC dash nine nine nine and SPD dash zero zero zero zero one oh zero one oh two excuse me dash zero zero one zero an amount of seventy two seventy two thousand four hundred fifty eight dollars with environmental products Atlanta, Georgia. [0:33:18, 0:33:19]: For the purchase of a one [0:33:20, 0:33:21]: Raptor Ramjet [0:33:22, 0:33:23]: Trailer Jetter. [0:33:23, 0:33:28]: This is a one time purchase. Mr. Harris, please. And Mr. Riley. [0:33:28, 0:33:41]: Thank you again. Um again this is another one what we discussed previously. Um this is a sewer jetter piece of equipment that'll be used by our wastewater um department to help clear lines, clean lines. Um [0:33:42, 0:34:00]: piece that's gone through a quite a bit of analysis and and Mr. Riley and Mr. Holtzinger are here as well to kinda speak on any specifics in regards to the um the system. But it should be noted that this we were able to utilize state contract um for the bid on this and there was actually I think a three percent discount that Donald was able to also um [0:34:00, 0:34:12]: uh utilize in this case. So again, piece of equipment has certainly will uh aid our wastewater department in addressing blockages, which is one of their primary issues that they have to deal with on a regular basis. [0:34:13, 0:34:14]: Um so again. [0:34:15, 0:34:29]: We're be able to utilize fund balance from our wastewater treatment uh wastewater department, utilize funds from that source. And I did, I was I was errant in not mentioning that the previous the water meters, that's gonna be from SPLOSS funds. I did want to make sure that was made publicly. [0:34:29, 0:34:36]: Um but again piece of equipment that we've gone through, we've um analyzed and um felt that this would be a [0:34:36, 0:34:48]: a tremendous aid in assisting our wastewater department in operating in a more efficient manner. So everything that we're bringing down and kinda keeping in the same vein as the water meters, you know, we are striving to [0:34:48, 0:34:54]: operate in as in in as effective and efficient manner as possible. And this is another piece of equipment that will do that. [0:34:54, 0:35:03]: Appreciate it. Any specific questions you have, I will certainly have to defer to Mr. Holds and your own. Come on up, Brad. Just in case. Yeah, take your time. [0:35:04, 0:35:06]: Help for any questions at all. [0:35:07, 0:35:10]: Okay. Well did you have anything you want to add to Brad at all? [0:35:12, 0:35:13]: Come on up, come to the mic, please. [0:35:16, 0:35:36]: This is a piece of equipment that we currently have, but the one we have is ten plus years old. Uh it help us be it helps us be proactive rather than reactive. Uh the piece of equipment we currently have now, we use it to clear like m Harris said, to clear lines, to clean lines, but right now we [0:35:36, 0:35:45]: we won't use it to clean lines because it's kinda at the end of its life and we're scared to use it for that, that it might go down, then we won't have it to [0:35:46, 0:35:48]: to clear a blockage if one comes up. [0:35:49, 0:35:52]: So this new piece of equipment is something that is needed. [0:35:52, 0:35:52]: And [0:35:53, 0:35:57]: Well probably good for ten plus years just like the one we have. All right. Thank you, sir. Appreciate it. [0:35:58, 0:35:58]: [2159.2, 2163.8]: Questions and concerns. Okay, we've got a motion on the floor and a seconded. All in favor of the motion please indicate. [0:36:04, 0:36:07]: Okay. Is it now there? Thank you, gentlemen, I appreciate it. [0:36:08, 0:36:10]: Uh next item [0:36:12, 0:36:13]: I'm sorry, did we not make a motion? [0:36:14, 0:36:34]: Okay, I'm sorry. Whoa, whoa, whoa, whoa, okay. Excuse me, excuse me. Give me straight. Um I'm on automatic pilot here. Okay. I need a motion. I'm sorry. I need a motion. Mayor Portel. Yes, ma'am I move that we approve the uh resolution for the statewide contract sewer treatment number SWC 999 SPG, um and the amount of [0:36:34, 0:36:38]: All right, so [0:36:38, 0:36:44]: Now is there any further discussion? All right. Okay, now we have motion and second. So all in favor, please indicate. All right. [0:36:44, 0:36:47]: All right, good. We now pass it in absolute. All right. [0:36:48, 0:36:49]: Yes, so keep me straight. [0:36:50, 0:36:55]: I'm surprised our attorney didn't catch Mr Williams. You didn't catch that, sir. [0:36:55, 0:36:55]: Yeah. [0:36:56, 0:37:07]: Number six, council consideration for a resolution to proclaim the week of november seventh, twenty sixteen through november thirteenth, two thousand sixteenth as kindness works passing on week. Mr Harris, please. [0:37:08, 0:37:10]: Once again that's I think that [0:37:10, 0:37:25]: Timing is is is wonderful in that you pass an amendment to our code of conduct in the same time we're doing a kindness resolution. So it's amazing how things all tie together. Okay. Um this is something that we've celebrated over the years. Um it's uh [0:37:25, 0:37:28]: Again, it's proclaiming the week of November seventh. [0:37:28, 0:37:31]: through November thirteenth as kindness works, pass it on. [0:37:31, 0:37:32]: And um [0:37:33, 0:37:53]: Again, this is something that's been started, has been going on long a a long tradition here in the city. Um it's typically um showcased by blue ribbons you'll see and pinwheels that will display out um as well as some signage along City Hall and City property. So something we certainly believe and um it's been fostered over the years, not just in city [0:37:53, 0:38:13]: Stockbridge, but throughout the um Henry County. I know um former attorney Buddy Welch and his family have been have been strong proponents of this, been strong advocates for this um proclamation as well. So we ask that the council um again, once again, make the declaration and proclaiming that week as Kindness Works Pass It On week. All right. I do need a [0:38:13, 0:38:14]: May I put it. [0:38:15, 0:38:17]: Go ahead, please. [0:38:20, 0:38:26]: Mayor Purto. I move that we approve the um kindness works, pass it on we on and [0:38:26, 0:38:30]: from November seventh, twenty sixteen through November thirteenth, twenty sixteen. [0:38:31, 0:38:31]: Second. [0:38:32, 0:38:33]: Okay, good deal. Any further discussion? [0:38:34, 0:38:35]: Okay, all favor please indicate. [0:38:36, 0:38:38]: All right, ladies. Great. [0:38:40, 0:38:45]: Item number seven, council consideration for approval of ordinance two thousand seventeen meeting schedule. [0:38:46, 0:39:06]: Vanessa Holliday, our city clerk, will present this. Before you is the proposed meeting schedule for 2017, both the regular council meeting and also the work session meetings. The change to the work session meetings uh is for two days. [0:39:06, 0:39:10]: Uh one because in October where you'll see at asterisk [0:39:11, 0:39:22]: is for um Halloween. If we if we had it on that day it would be Halloween. So it was moved up a week. And then for December it was moved up a week. [0:39:23, 0:39:25]: not to clash with the Christmas holiday. [0:39:25, 0:39:25]: Okay. [0:39:26, 0:39:30]: All right. Is there a motion to accept these proposed [0:39:32, 0:39:32]: Well [0:39:33, 0:39:39]: We we can have discussion now, we can have it after m a motion is made. We so is there a motion to accept uh [0:39:39, 0:39:45]: This particular proposed dates, please. Mayor Putin. Yes, ma'am. I move that we accept the um [0:39:46, 0:39:47]: Proposed uh [0:39:48, 0:39:52]: Ca meeting twenty seventeen meeting schedule presented by m [0:39:52, 0:39:54]: Vanessa Hillary. [0:39:54, 0:39:55]: But [0:39:55, 0:39:55]: Oh. [0:39:56, 0:39:56]: Okay. [0:39:57, 0:39:58]: Which second do you take? [0:39:58, 0:40:03]: Excuse me. Which second do you take? Okay. Now discussion. [0:40:04, 0:40:04]: Yes. [0:40:05, 0:40:25]: Go ahead. Go right ahead, please. I'm sorry. Yes, I mean I just I think we've had this discussion before, just like today, we have an awesome event going on outside here today. And instead of being outside being able to enjoy this time with the citizens, fellowship and the community community and getting to know the people out there, uh we we have this [0:40:25, 0:40:45]: is what the planning process is for. So we do plan on bringing back Tasty Tuesday. I believe there's a consensus on that. So basically we're going to have these conflicts reemerge. So maybe uh maybe we should look at that to see what other conflicts there are coming up throughout the year. [0:40:45, 0:40:51]: [2451.6, 2456.5]: You know, at eight o'clock we have this great event going on outside and we're we're [0:40:57, 0:41:17]: Uh we could have changed the meeting to a different date. Uh are there any other potential conflicts out there that exist like this and is there a possibility that we might be able to move the meeting to Monday or once we find out um what we're gonna do uh on the tas on the on the Tuesday or with any other events that mean. [0:41:16, 0:41:17]: [2478.6, 2488.5]: Councilman Alexander, I did take a look at the schedule but it was my understanding from what has been discussed regarding the food truck Tuesday was that it would not be every Tuesday. [0:41:29, 0:41:30]: In twenty seventeen [0:41:31, 0:41:42]: So the work session is one Tuesday out of the month. So I did take that into consideration. Okay. Thank you. Go right in, uh Mr. Blott. Um my take on that. [0:41:42, 0:41:43]: Is that uh [0:41:45, 0:41:54]: Because we can't adjust our schedule with a progressive council with events. I don't believe in doing that because what happens if we come up with another great idea [0:41:54, 0:41:56]: Do we adjust the schedule then? [0:41:56, 0:41:59]: Whether that in. We was elected to serve the people and I think [0:41:59, 0:42:01]: For me personally. [0:42:01, 0:42:03]: Sitting here serving the people. [0:42:03, 0:42:07]: of Stockbridge and and that's my take on it as a whole. [0:42:07, 0:42:10]: uh taste we we're here on Tuesday once a month. [0:42:12, 0:42:13]: And [0:42:14, 0:42:18]: I think we should I I believe that we should be able to take once a month out of the [0:42:18, 0:42:23]: our off our calendar still continue to serve the people regardless of what event we have going on. [0:42:23, 0:42:26]: Can you comment on this member? [0:42:26, 0:42:26]: Um [0:42:27, 0:42:27]: Um [0:42:28, 0:42:48]: Myself and Madame Clerk has this had this conversation as we learned in GMA, um you can always um change the schedule, just provide the public with a twenty four hour notice. Um I think it's twenty four or forty eight hour notice, and then that way we can make the changes as it comes. So I mean [0:42:48, 0:43:08]: We're definitely here to serve everyone, but we definitely want to make sure if we do make the change, if we change it from a Monday or or Tuesday to a Wednesday, then we can just let the public know um with well enough notice. But we were taught that in GMA that that can happen because it's up to the council. We just need to make the public aware in advance [0:43:08, 0:43:11]: So that way preparation can be made. So that to me [0:43:11, 0:43:23]: I would just say go go you know, play it as it comes up. You know, we know when it comes up, you know, that first of the month, then we can make the changes and that's what I just suggest. Okay. Any further discussion? [0:43:23, 0:43:30]: Can we have a motion on the floor to accept the proposed twenty seventeen meeting dates as they are published in front of you? [0:43:30, 0:43:33]: It's been uh seconded as well. All in favor of motion, please indicate? [0:43:35, 0:43:42]: Okay, I'll so I'll oppose. No one opposes was unanimous, right? May I have a may I have the vote again, please? [0:43:42, 0:43:47]: Excuse me. May I have the boat again, please? All all but may I approach and make sure we can adjust that. [0:43:48, 0:43:59]: We uh w I wanna make the make sure that we're talking about what's here. And this has nothing to do with T C Tuesdays. It was stated that as it's presented. That's what I said. As it's presented. [0:43:59, 0:44:00]: So [0:44:00, 0:44:07]: All in favor of the motion as as has been stated and as is what you see in front of you. Please indicate if you're in favor of this proposed meeting date. [0:44:08, 0:44:08]: Okay. [0:44:09, 0:44:12]: I see nanascists. Thank you. Thank you. [0:44:14, 0:44:27]: All right, uh what's next here? Okay, we'll d yeah, council consideration resolution informative ethics board we're gonna move we're gonna do that after the uh executive session. So what's next would be the council consideration for resolution [0:44:27, 0:44:31]: of soliciting for non profits, Mr Williams, please. [0:44:31, 0:44:38]: Yes, sir. You have in front of you a proposed ordinance that would provide a permitting process for nonprofits [0:44:39, 0:44:51]: This arose um from a situation a few weeks ago. We had a uh group uh soliciting in the right of way. Um they were asked to come get a permit, but [0:44:52, 0:44:59]: under our current ordinance, non profits are exempt from uh having to apply for a license. [0:45:00, 0:45:00]: Um [0:45:00, 0:45:09]: The reason for this is is twofold. One to have a mechanism so we know where people are out soliciting and two there's a safety component. [0:45:09, 0:45:13]: that I'll uh describe once I walk through the the ordinance. [0:45:13, 0:45:18]: Um but if if I may I'd like to just kinda highlight them the salient points. [0:45:18, 0:45:30]: Um the first thing is we require everybody who's soliciting in the city to get a permit, but for non profits it's proposed that the permit be issued without charge. [0:45:30, 0:45:31]: Um [0:45:31, 0:45:36]: then of course they go through the normal permitting process. [0:45:36, 0:45:41]: Um we provide in this um a couple of safety oriented features. One [0:45:41, 0:45:42]: Um [0:45:42, 0:45:43]: In the case of [0:45:44, 0:45:46]: persons under eighteen years of age. [0:45:47, 0:45:56]: No permit would be issued for a person under eighteen years of age if the non profit activities will occur within fifteen feet of a right of way. [0:45:57, 0:46:01]: The the reason for that is we don't want children in the middle of the road. [0:46:01, 0:46:03]: uh soliciting for funds. [0:46:04, 0:46:04]: Um [0:46:06, 0:46:12]: The the second piece is we have a and this is on the last page and on that subsection five. [0:46:12, 0:46:15]: We have a provision in here that says [0:46:15, 0:46:26]: if you are conducting uh non profit activities within fifteen feet of a public right of way, you're not allowed to do it in any way that would impede traffic. [0:46:26, 0:46:45]: uh nor are you allowed to be um in the travel lanes. You are allowed to walk up and down the side of the travel lane as as you see and and what comes to mind are are the the annual um boot drives that you see the fire department out there for or you you may see the [0:46:45, 0:46:52]: the uh the shriners out there, that sort of thing. That that would be acceptable as long as they are not impeding the flow of traffic. [0:46:53, 0:46:54]: Um but then [0:46:54, 0:46:59]: As it relates to that, you're not allowed to exchange or sell anything. [0:46:59, 0:47:02]: Um if you're in the right of way. So [0:47:03, 0:47:06]: Um no sales or gifts to vehicle occupants would be permitted. [0:47:07, 0:47:12]: All this is to prevent any delaying or slowing of traffic or impeding of traffic. [0:47:15, 0:47:16]: The [0:47:17, 0:47:20]: permit would allow solicitations between [0:47:21, 0:47:23]: Ten AM and seven PM. [0:47:23, 0:47:24]: And only [0:47:25, 0:47:26]: Uh and for any single [0:47:27, 0:47:27]: non profit. [0:47:28, 0:47:33]: not more than ten permits would be available for any given time. [0:47:33, 0:47:43]: Um so you couldn't have more than ten people out soliciting in one location. Again, the point of that is is sort of a safety type feature. Um [0:47:44, 0:47:47]: And then the last piece of that is [0:47:47, 0:48:07]: uh you would not allow more than five opportunities to solicit in the right of way or within the right of way in any given year. So the idea being you don't want this to be sort of a regular thing for any one organization to be out in in the right of way soliciting [0:48:08, 0:48:13]: Um and that's more of it's it's uh both a safety and an administrative type feature. [0:48:13, 0:48:22]: You know, all this is designed to kind of give the s the city some ability to make sure that we're not clogging the uh the roadways or [0:48:22, 0:48:26]: or the intersections with with non profit activities. [0:48:27, 0:48:34]: So that that is basically it. This is sort of a similar ordinance that you you see in a number of jurisdictions around the state. [0:48:35, 0:48:35]: Um [0:48:36, 0:48:46]: And again it comes up in the mind primarily for safety, making sure the kids aren't out there. And then aga again to make sure we don't have any major traffic issues. [0:48:47, 0:48:47]: Uh [0:48:49, 0:49:09]: Any questions from the council at this point? I think uh well I think this is probably a good idea because it's uh in response to what we've seen uh in our right of ways with uh kids literally in the middle of the road diving cars. I've seen it and I think I've registered this numerous times at uh [0:49:09, 0:49:10]: This will be [0:49:10, 0:49:13]: um an issue in terms of the safety. [0:49:13, 0:49:33]: And I think we're ver being very proactive here in doing that. And I I think what you just said was pretty much a lot of municipalities uh around us uh kinda do the same thing'cause I've seen kids out uh on Mount Zion Parkway and one hundred thirty eight or even North Henry Boulevard out in the middle of the traffic. I j I just would [0:49:33, 0:49:53]: wouldn't imagine how a a parent could d would do that, but I see it happen all the time. So I I'm I'm in support of this and I just want to hear you say you said that uh pretty much that this is something that's pretty standard. But at the same time just one other question that I might have about that as far as uh churches and uh organizations as far as [0:49:53, 0:50:13]: that um uh as far as their fundraising or anything like that, are they excluded or are they included in this too as well? They're any non profit organization, so we kinda treat'em all the same, whether it's a church or a school or or you know, sort of the traditional charities that you see, we treat them all the same. [0:50:13, 0:50:14]: Okay. Thank you. [0:50:16, 0:50:20]: Mm, Madam Clerk, you had a question? I I do. As far as um [0:50:21, 0:50:24]: If some of these groups don't if they don't come in and get a permit. [0:50:25, 0:50:27]: And they are out soliciting. [0:50:28, 0:50:30]: Code enforcement then, I guess would be the agent or [0:50:31, 0:50:32]: The speaker. [0:50:33, 0:50:38]: And that that's what happened the in the the instance I described before, code enforcement went out. [0:50:39, 0:50:45]: and issued a warning said they had to come in and apply for a permit, but there was no process for that. [0:50:45, 0:50:47]: Because they were non profit. [0:50:47, 0:50:49]: Labour attorney. [0:50:49, 0:50:50]: Yes ma'am, go line it. [0:50:50, 0:50:53]: Uh I have a c couple of questions. The first one [0:50:53, 0:50:54]: Is this for [0:50:55, 0:51:05]: nonprofits trying to sell in the right away or is it just nonprofits soliciting period? It it applies everywhere. There are specific provisions for [0:51:05, 0:51:14]: Within the right of way. So but still if if people wanted to go door to door or whatever, they would still have to get a permit. So I guess my concern is you have Girl Scout? [0:51:14, 0:51:34]: Because the number's ten. And you have Girl Scouts, Boy Scouts that might have these groups that may be at a store frontage that we need to take into consideration. You have band uh groups, cheerleading groups that might have more than ten or twelve that we need to take into consideration. And I think we just need to kind of look at that a little bit. [0:51:34, 0:51:54]: little bit more. Um even limiting them to selling on the street in the right of ways, I'm okay for telling them they can't be in the right of ways, period. Um, you know, because that means that you have twenty different or you can have twenty different organizations, they can come five times. That's a lot of times for different organizations to come out of there. That's a hundred times. [0:51:54, 0:52:05]: we've seen these organizations in the middle of our streets. So I'm okay me personally, um, for safety purposes. Um [0:52:06, 0:52:26]: to enhance safety and the quality of living, um, that we you know, we can eliminate them being in the right of ways altogether. But when I look at my children who are brownies and Girl Scouts and they have troops and they might have twelve or thirteen girls and they're doing a fundraiser in Walmart parking lot. [0:52:27, 0:52:30]: And even though they're spread out, they're at that one location. [0:52:30, 0:52:42]: then that they would be violating this rule. And so, you know, and then the Girl Scouts have their own system where they have to do certain things. So I think maybe we should look into that a little bit. Just a little bit. [0:52:43, 0:52:44]: Mayor Protein. [0:52:44, 0:52:48]: Sir, go write it, please. My understanding when reading this, this was for [0:52:48, 0:53:02]: Uh private property is private property is excluded from this right in one. [0:53:02, 0:53:05]: Um and we require [0:53:05, 0:53:08]: Some of the things I didn't go through but um are [0:53:09, 0:53:17]: very similar to what you have in our traditional solicitation ordinances. If you're gonna be on private property you have to have the permission of the property owner [0:53:17, 0:53:25]: and and you know, if if you're going door to door, if they say no solicitations you gotta leave, that kind of thing. That is in here and that's kind of straightforward stuff. [0:53:26, 0:53:27]: Um [0:53:27, 0:53:36]: So so the answer to your question, this would apply sort of city wide. It just has some specific carve outs for if you're gonna be in the right of way. These are the rules. [0:53:36, 0:53:41]: Um but but to answer the councilwoman's question, I mean we we can go back and look at [0:53:42, 0:53:45]: It a number limitation because it's you know ten is [0:53:45, 0:53:48]: admittedly just arbitrary, just [0:53:49, 0:54:00]: Um we can change that. We can do a carp out of you know, ten adults with some number of children would not have to be permitted, that kind of thing. We can adjust it accordingly. [0:54:02, 0:54:22]: Well let me can I ask this question then? What would be what would you like to see? I mean for ten's not but what number are you looking at? Well actually my concern isn't um a non profit soliciting more so than they are um you know if they got a permit, that's great. My concern is them soliciting in the [0:54:22, 0:54:29]: right aways at the street corners, at the street lights. Um if we could eliminate that and say no soliciting at the right of ways [0:54:29, 0:54:39]: then uh you know, a non profit organization soliciting and have a permit to s to to um solicit, I I don't have a per particular number. [0:54:39, 0:54:50]: Sure. Well I just in response to that, you know, as your attorney I would certainly support no solicitation in the right of way as well because of liability and all those sorts of things. [0:54:51, 0:54:54]: Um I'm just sort of acknowledging [0:54:55, 0:54:56]: what you sort of the [0:54:57, 0:55:01]: kind of history where you'll have organizations that will come to you and ask for this. [0:55:02, 0:55:09]: Um and when the fire department's allowed to do it but we don't allow right you know, someone else to do it then do you have an issue. So [0:55:10, 0:55:16]: this was meant to be kind of a compromise to allow for that for certain safety purposes. [0:55:17, 0:55:19]: Okay. Any further comments? [0:55:19, 0:55:23]: Yes. Go right here please. And and then under the initial reading [0:55:24, 0:55:44]: I'm I'm I think maybe if we're talking about doing this everywhere, it might be a little bit of government overreach versus the right of ways themselves. Because when you're talking about infringing upon private property rights and that sort of thing, that might be a little different. I think my issue that I brought forth dealt [0:55:44, 0:56:04]: with kids being in the right of way and and what have you. So I mean if it if the uh you know I the churches are out there they got signs out, you know, trying to attract somebody to the bake sale, you know what I mean? That kind of thing. Is that is that's their property. But the right of way might be a little different. So I might ask for [0:56:04, 0:56:19]: Well I'm happy to bring it back and get your input offline. All right. So otherwise on that note it seems like it might no need to make a motion here because we're not going to accept it at this point. Okay. Any more comments? All right. [0:56:19, 0:56:21]: Thank you sir. Thank you. Okay. [0:56:23, 0:56:27]: Okay, Adam number ten, El Mig Pavine. Mr. Harris, please. [0:56:30, 0:56:34]: Thank you again. Um again appreciate the council considering this on [0:56:35, 0:56:42]: relatively short notice and and the reason we asked is because again this is re somewhat time sensitive and wanted to make sure we try to get [0:56:42, 0:57:02]: these contracts, establish an up and going while we have decent weather. So that's the that's the principal goal before we want to bring it um at this time. Um similar what we've done in the past years, every year we've tried to make it a point to increase the amount of paving that we're doing. We're paving just under three miles this year. Um and we [0:57:02, 0:57:07]: We use our El Mig local maintenance improvement. [0:57:08, 0:57:28]: program, grant funds and as noted previously we've actually we our our our our allotment increased this past year from one hundred eighty two thousand to two hundred and thirty nine thousand. So we use those funds to leverage how much we can how much pavement we can do and we supplement that with our SPLOS funds. [0:57:28, 0:57:33]: uh money from Splas Four to utilize to be able to pay that much more so [0:57:34, 0:57:52]: One thing I did want to stress and and in discussing this was um people often ask how are the streets selected. If you recall back two years ago we went through and did a full assessment of all the streets in the city of Stockbridge, did a full grading assessment, had a firm come in, assessed all the condition of all of our streets, and we utilize that [0:57:52, 0:58:00]: document to determine which streets are selected for resurfacing. So we're going from the worst to the best. So we're taking the top [0:58:01, 0:58:01]: [3482.5, 3490.9]: The lowest graded roads are the ones that are selected. So that's what we did last year. Would be very successful. We're doing the exact same process this year. We do make some [0:58:11, 0:58:25]: um exceptions as relates to certain roads if they didn't quite if they're not quite at that that same within that tier that we're we're we're trying to reach in in in one particular year, if there's just a few roads b um below there. [0:58:25, 0:58:45]: we'll we'll take that into consideration if we're working if we're doing like two or three roads in a subdivision and there's another road in the subdivision that hadn't been done but need to be done about another year, we'll take that into account so we're not going through and doing a full mobilization this year and then having to go back and do another a whole full new mobilization for that one street the next year. So we went through and you know kind of [0:58:45, 0:58:47]: comprehensively looked at the plan to make sure we're [0:58:47, 0:59:01]: trying to be as efficient in the process as possible. So I just want to make sure for the for the general public's benefit that they understood that's what the process was. But in this case we we um w put the bids out and this and this was uh not a proposal but an invitation to bid. [0:59:02, 0:59:22]: um based on unit prices. That was prepared by our engineering consultant. We received five proposals. One was deemed to be non responsive and of those four um you'll see the lowest bid was from Blanc construction. And I want to note that no con no relation to Councilman Blanc. But yeah so Blanc construction [0:59:22, 0:59:35]: construction was the was the low bidder in this case and we've also our staff, um Mr. Riley and our engineering consultant reviewed all the bids that were received. We've also gone through and done um solicited [0:59:36, 0:59:50]: Um check references for blank section and the references we've received have all been very positive. I personally have worked with them in in in in a past life and have nothing but good experiences with them. So feel confident with their ability to be able to come in and do the work in a timely basis. So [0:59:50, 1:00:02]: Um asking for consideration from the council to allow us to move forward approving the bid for the seven hundred and four thousand three hundred and eighty dollars to Blanc construction to begin work on our resurfacing. [1:00:03, 1:00:04]: Annual resurfacing. [1:00:05, 1:00:17]: Okay, counsel. Now I yes, sir. Now going o over this process you did a good job of explaining to the citizens how we did grade the roads and everybody got a chance to see that. [1:00:18, 1:00:20]: But I didn't hear the part about [1:00:20, 1:00:36]: citizen involvement, which is if I'm uh wan if I'm sitting out here in the audience and I think my road probably should be on there, is there a list or is there some way that I can give feedback to say, okay, well I think my my my road should be on the list. [1:00:37, 1:00:57]: Yeah, you know, on occasion we will get requests from from residents and and the nice thing about the document is it's it's in it's empirically done. I mean so it's based on simply on numbers on a formula that they use, that GDOT also uses. Um so typically we can ask them, if they'll say, Hey, can you give me an idea of when our road will be done? Now we can go back and [1:00:57, 1:01:17]: can say, well, you know, we're averaging about three miles per year. So based on that, it looks like you may be um be able to resurfaced in two years or in three years. Well why is that? Well because we have search and such um roads that are in much worse condition. And usually when we start naming those roads like, yeah, yeah, that one is pretty bad. Yeah, that one is pretty bad. So [1:01:17, 1:01:37]: Now there are some roads um and Councilwoman Robinson and I have had this conversation that based on our service delivery strategy agreement, while some of it portions of it is are in the city of Stockbridge, portions are in Henry County as well, but based on our service delivery strategy and our that agreement, the the county is responsible for the maintenance of the road, East Atlanta Road being [1:01:37, 1:01:57]: that one that that segment that's in in the city. So we've been working with the county on those roads that that there is a great desire for us to move forward with. So we're asking them, they're kind of working with them to move it up on their list as well. So we've been having some of those conversations. But again those are roads that are um per our agreement are maintained by the county and they they have the same they've gone through the same [1:01:57, 1:02:17]: They've done assessments on their roads as well, and so they'll come back and say, Well, yeah, here's kind of where it sits. Like, yeah, we get that. However, we need it moved up, and this is the reason why. Yes, ma'am, go right ahead, please. I move that we approve Blount Construction Company Inc. in the amount of seven hundred and four thousand three hundred and eighty dollars and ninety cents for the resurfacing of the road. [1:02:17, 1:02:18]: There's a second. [1:02:19, 1:02:20]: There you go. [1:02:20, 1:02:21]: Mr. Blount. [1:02:21, 1:02:25]: Seconds that or the plu construction, no relationship. [1:02:25, 1:02:28]: Had to had to say that, right. Any further discussion? [1:02:29, 1:02:33]: All in favor please indicate. Okay, it's unanimous. Thank you. [1:02:36, 1:02:41]: Stockbridge business of excellent program, Councilman Blount, sir. [1:02:42, 1:02:45]: Yeah, I'm um I'm pretty excited about uh [1:02:45, 1:02:48]: Bringing this uh program to Stockbridge and [1:02:49, 1:03:03]: It's called the Stockbridge uh Business of Excellence program and what it's gonna do it's gonna it's a program that's gonna will di is designed to have businesses partner with uh with the city of Startbridge in a collaborative airport to elevate their awareness of the standard of uh [1:03:04, 1:03:08]: a business and how we want our business to operate in the city limits. [1:03:09, 1:03:29]: Um this is in the early stages. I talked to uh Miss Kira Braggs uh and'cause I want to collaborate with her pertaining to this and what she has in place for uh uh Main Street and I've talked to uh city uh manager uh on uh a couple of occasions, Mr. uh Harris. And we're gonna come together with a program [1:03:28, 1:03:48]: that we can and assistant that we can uh op uh offer to these businesses, whether it's in advertising, uh uh signage or something, we just want these businesses to collaborate with the city to say, hey, I'm willing to be a business of excellence with the city to stop bridging up my standards and raise the standards of how we operate. Many times I went up through the city and I went to businesses [1:03:48, 1:04:01]: And you know, you can tell if you you know, you're you're in a Q T versus in a sictoe. You can tell if you're in church's chicken versus uh uh a uh um [1:04:02, 1:04:03]: Chick fil A. [1:04:03, 1:04:23]: And we just want the business to collaborate with the city and say, Hey, I'm re ready to partner with the city and raise our standards of how we operate in the city. It's nothing forced upon the businesses, is if you want to be a part of it or not, but in that because who who d who wouldn't want free advertisement? Who wouldn't want to say, Hey, I'm a part of something that's that's uh that's moving the city forward? So [1:04:23, 1:04:34]: So this is a program that I'm excited about and I'm uh working uh with the uh w with the main street like I said and we're putting the components together to make this uh make this work for the city of Stockbridge. [1:04:35, 1:04:38]: Thank you. Anybody have any questions or concerns? [1:04:39, 1:04:49]: Okay I'm I'm I'm a little confused. Uh we um obviously this sounds like a great idea, but I guess I don't have anything in my book. [1:04:49, 1:04:51]: on it or is there [1:04:51, 1:04:57]: Some more to come that we should expect there,'cause I I don't know, was there supposed to be something in here on that? [1:04:57, 1:05:02]: No, no, you you don't Mr. Alexander, you don't have anything in your book because [1:05:02, 1:05:06]: uh many times in in on this council which has been unique [1:05:06, 1:05:26]: is that we have to let our ideas come forward and then come to fruition. Uh and so that's that's what I'm trying to do now is bring this idea forward so everyone will know what I'm doing and I and I'm and I want to see it come to fruition. That's why you don't see it in the uh book at this time because as I just told you it it is. It is in a stage and I I think I [1:05:26, 1:05:41]: I spoken with you one time before that, you know, when we are putting something together, w if I can't bring you the whole package I'm not gonna bring you something partially because I think every plan to success is to h have a whole plan together and that's what I'm gonna bring together for the city to see. [1:05:43, 1:05:49]: Okay, any further comments or questions? Well I have a I I have a question, I guess. Um [1:05:49, 1:05:51]: Michael, uh I guess [1:05:51, 1:06:11]: Since I don't know all of it, I just wanna know when you're saying business of excellence because that tied in with our beautification, how we you know we were talking about putting signs with the business with the you know, that's up to par. So I don't know if yours is just business involvement or'cause I don't want it to be clashing what, something that we're already [1:06:11, 1:06:20]: already'cause that's what we're doing for signs in there, you know, for the beautification to g award them for being up to par. [1:06:20, 1:06:38]: This this this works in collaboration with anything we're gonna be doing. It it it's not just the outside beautifications, it's the way you handle your customers. It's the way you produce your business to the customers, it's the way you operate as a business. Take it up to another level because trust me with the with the h uh uh [1:06:39, 1:06:47]: What what we're doing in this city, you're gonna have to up your game in the city of Stockbridge if you wanna be operating the city of Stockbridge because competition is coming. [1:06:49, 1:06:50]: [4011.5, 4031.5]: One second. Go right here, sir. So so I understand, is there gonna be like a this is like a a reward and recognition program? Is that w where we're going toward or is that what we're trying to go toward? Recognition and reward for them, like a business of excellence, a month sign or something like that out above their business, or it to give you well where we're at right now, uh [1:07:11, 1:07:20]: uh Councilman Alexander, if you're gonna be a part of the citiz uh it it's like when you go buy an a used car. This used car can look just like that used car. [1:07:21, 1:07:28]: But on this used car they say it's a certified used car. So what makes it different? And what makes it different is that people have paid attention to detail. [1:07:28, 1:07:48]: And they've made it and they and they put that sign on it to say, Hey, this car is worth buying although they're identical. You can have businesses here in Stockbridge that say, Hey, I wanna be a part of that program. But what does that entail? That entail what we're putting together to say, hey, if you're gonna be a part of the business of excellence in Stockbridge, those components that we're putting together is gonna be an agreement and a collaborative effort to bring [1:07:48, 1:08:07]: bringing those businesses together to say, hey, this is how we're gonna operate. How that's gonna look, that's what I'm gonna bring forward. Those are the things that we're working on right now to say to stand up a stock bridge or working a business. Too many times I've I've went in through the throughout the city, whether it's fast food or whether it's a city uh whether it's uh uh dying in [1:08:08, 1:08:15]: And some of the times we just see that that that we're are we those business are taking the citizens for granted. [1:08:15, 1:08:34]: So we have to say we we're watching you and w and if you wanna be a part of this, then up your standard of how you operate. Become a part of it. We're not forcing any business to be a part of it, but it means something if you are to that business and to that advertising to say, Hey, I see the vision of Stockbridge, I see where the city's going. I wanna be a part of that. [1:08:35, 1:08:36]: And that's what it's all about. [1:08:36, 1:08:39]: Council Councilwoman uh Gantt. [1:08:39, 1:08:59]: Uh Councilman Blount, I just want you to know that I think that's an excellent idea um to hold the businesses accountable to the type of the quality of life and living that we want here in Stockbridge. And that doesn't include that includes although I I get what you're saying, it includes facades and the way the bill [1:08:59, 1:09:18]: what the business looks on the outside. But it also looks what the way it's presented in the inside as well. And whether that's updating and and the customer service and the experience in general. So whatever you do, I look forward to reading that policy and if there's anything I can do to help I would love to participate. [1:09:19, 1:09:24]: Mayor Potiam? Yes, Mayor Burrelly, please. That is a wonderful idea. Thank you, Councilwoman Gantt. [1:09:24, 1:09:31]: It would be awesome if we can collaborate so that way we can put this together as one. That that would be awesome. [1:09:32, 1:09:34]: Panie Przewodniczący. [1:09:34, 1:09:49]: Okay. So this is actually for discussion, some more to come on this particular topic and subject as you get some data and information together for the council. Okay. Good deal. On that note, item number eleven is Stockbridge Youth Advisory Council. This also says you, Councilman Blount. [1:09:49, 1:09:52]: Um we're s seeking um [1:09:52, 1:09:55]: Uh spearheaded by Council uh woman uh [1:09:56, 1:09:59]: Councilwoman Robertson and we're we're seeking uh [1:09:59, 1:10:04]: I think uh Councilman uh Councilman Alexander and Councilwoman Robinson we're seeking to [1:10:05, 1:10:08]: start a youth council here in uh [1:10:09, 1:10:11]: in the city of Stockbridge. [1:10:11, 1:10:12]: And uh [1:10:13, 1:10:21]: One of the things that I wanted to bring forward is about a youth council, uh about the uh youth advisory is that we're seeking a youth advisory for that uh [1:10:22, 1:10:27]: um board and uh councilwoman Robertson and I went to uh [1:10:27, 1:10:30]: a uh c youth conference down in Macon, Georgia. [1:10:31, 1:10:32]: And I [1:10:33, 1:10:37]: my recommendations as the uh community relations committee uh chair [1:10:38, 1:10:55]: If that's the where everyone agreed for it to go through is before we move on it, first thing I would like to see is uh uh a package that's showing who's gonna manage the program uh here at the city, who's gonna actually manage it at the city uh level here in in the city of Startbridge with the uh [1:10:55, 1:10:59]: Um and what is our actual focus because we have different [1:11:00, 1:11:20]: Uh different organizations have started youth programs in different ways, whether it's G Caps or Youth Council or Youth Advisories. Uh uh when we talk about Dorothy County, uh they started youth advisory but they was dealing with middle schools. Uh some youth advisory boards they deal with uh ninth of uh tenth. [1:11:19, 1:11:24]: through uh twelfth grade. So it's different components and different ways of starting it. So [1:11:24, 1:11:44]: I would like for that to come forward and I and and how uh realistic how can we facilitate this uh this with uh this program, how can we facilitate it? Uh I think that we need to get with our city manager and see what city employees are gonna be are gonna buy into the that that's gonna buy you have to be bought into the program. [1:11:44, 1:11:54]: Meaning that when you started this U programme one thing that Councilwoman Robinson and I learned is that it's gonna take a lot of time and efforts. So what part of the city [1:11:54, 1:12:02]: uh um employees uh that we're gonna be able to have to uh help facilitate this and uh are we willing to uh [1:12:02, 1:12:04]: uh move uh [1:12:05, 1:12:09]: Uh we're willing to move in a way that we're we have a plan in place. Um [1:12:10, 1:12:15]: There's nothing tangible that we have to say how we're going to [1:12:16, 1:12:21]: do our youth advisory board. And that's what I want to see [1:12:21, 1:12:41]: Give me something to show on how we're gonna do it. I know how they they can be started, I know how they could be operated, I know different facets of it because we learnt that. But I know that they want to put our signature on our youth council, uh slash youth advisor blower slash youth council. So I like to know how we're gonna do it because if you don't have those plans and [1:12:41, 1:12:43]: in place what's gonna happen is [1:12:44, 1:13:04]: is that if you don't have the curriculum in place for the year for that, then you're gonna forever have a program that you do not know how you're gonna fund this and fund that without having a plan in place. I'm for doing whatever we can do for the youth, but for its funding and for us having a plan, you don't bring youth in [1:13:04, 1:13:18]: and then get a program. You have a program and then you bring the youth. And so that's and this is not a belittlement of them, trust me, I know that they're working hard on it. It's just right now I'm saying that this is what I'm seeing on a youth commit uh uh public relations committee uh [1:13:18, 1:13:20]: uh Chairman. Um [1:13:21, 1:13:23]: Everything we do have to be budgeted. [1:13:24, 1:13:44]: It has to be budgeted and I don't want to see us going throughout the year amending budgets for any program, whether it's a youth program or any program that we're doing. I don't want us to go out through the year amending budgets for something we haven't planned for. And that's all I'm bringing it f that's why I'm bringing this forward now to say we need to have make sure we have a plan. [1:13:44, 1:13:46]: Yeah. [1:13:48, 1:13:49]: I thank you. [1:13:50, 1:13:51]: Well may Commissar go right here, please. [1:13:52, 1:14:12]: Well, I think uh ladies and gentlemen, I think that um one of the priorities in the city for forever and a day has to bring it bring bring quality services to our youth. Um I believe one hundred percent in the direction of the Georgia Municipal Association and the amount of [1:14:12, 1:14:32]: work that my colleague uh councilwoman Neat Robinson has put into this program. Uh she and I uh talked about it on numerous occasions about exactly what we wanted to do for our youth. Uh Councilman Councilman Blount and uh Councilwoman Robinson attended GMA training so we will understand that. Um [1:14:31, 1:14:51]: I'm calling on the council to fund this program at the level that we were supposed to fund it at at ten thousand dollars originally as we go through this budget process because we can do a lot of things. We can talk about what we want to do for our youth or we can put our money where our mouth is and we can develop a great perspective. [1:14:51, 1:15:07]: program which Miss Robinson is fully uh in support of. Uh the time is far past due for us to move forward. We're doing something great for our youth. And I'll turn it over to my colleague Miss Robinson to fill in all of the details because they're very detailed. [1:15:07, 1:15:15]: Thank you for that. Ms. Robs, go right ahead. Um yes, it's it's it's a lot of work. [1:15:15, 1:15:17]: But you have to [1:15:18, 1:15:27]: You have to plan and you have to reach out to people, you have to get out in the community and you have to talk with them to see who is ready to help. [1:15:28, 1:15:48]: so we can establish our youth council. I have provided each council um and Mayor Pro Tem showing with the Stockbridge High School PTO president. He has outlined um if if he's stating that he's willing and able to take the lead. If so, um he's familiar with a lot of the other programs that are held [1:15:48, 1:15:50]: [4550.6, 4555.7]: And again he has a lot of parents, um some parents that are part of the C D C. [1:15:55, 1:16:15]: Um he has outlined stating how he can start being a part of the youth advisory board by developing um develop a draft charter um which includes the bylaws that I think our myself, um our executive assistant and our attorney have already started working on. It's probably been over a month or so now that we [1:16:15, 1:16:35]: do have a a layout and also um created plan create planned events, mentoring, volunteering, leadership, providing um shadowing and shadowing and when I was saying that here at City Hall we have staff that I kinda reached out to and just said, you know, if we need you, can you [1:16:35, 1:16:55]: help you know not saying fully eight hour shift but something just your expertise to assist a young person I received positive feedback from that um so I'm you know thank you for that as well for the staff. Also he stated on here to set projected first year membership number to outline how many schools [1:16:55, 1:17:15]: scholars that we want to have. I mentioned earlier to uh my colleagues that we wanted to do fifteen um and then start the application process. However, we wanted to start the application process first for the advisory board because we want to set that up in place so that way they can establish again the bylaws, get with the attorney [1:17:15, 1:17:17]: [4637.5, 4644.8]: So that way we can sit down and say what we're gonna do based on the documents or bylaws that we've already started with. [1:17:25, 1:17:45]: um the partnerships with the schools we've already started that. So a lot I've reached out to the Dutchtown principal, the Eagles Landing principal, Stockbridge High School principal. I've reached out, um I have someone at Union Grove. These are our four schools. Um we have a coach at Union Grove who is um [1:17:45, 1:17:53]: um uh speaker for the youth. He's willing to participate and assist us. I also um handed counsel [1:17:53, 1:18:13]: a letter from a community leader who um in their church they're willing to um come in and assist. They have a computer lab there at their church, so they're willing to open that up. They're just waiting. So I did provide that. And also we have a business leader who is out in the community [1:18:13, 1:18:33]: community that I've also provided to counsel stating that with music he's willing to assist our young people if they want to get into music. Um so we have others we have other bus restaurants owners that I've spoken with. So it's just a matter of us sitting down um with our attorney, go ahead and establishing [1:18:33, 1:18:53]: a letter so that way we can get it out to those who are willing and ready to be a part of the advisory team so that way we can move forward. And when we started this early on this year, we said we were going to have it done by April. We're almost into November. So a lot of the legwork has been done. We just have to sit down and [1:18:53, 1:18:55]: And just so people will know [1:18:55, 1:19:15]: I have been the liaison for Stockbridge High School and a youth program for numerous years. So being a liaison means it's not a eight hour shift. It's just a matter of being that middle person to be the contact to counsel or and the school. So it it doesn't entail a lot of work and I can stand here [1:19:15, 1:19:35]: here and sit here and tell you I'm not overwhelmed. It's it's something that you need someone to be that liaison so that when counsel, as we learned in the um GMA training, we have to remove ourselves so it won't be political. Because once you start something with the young people, it cannot be political. [1:19:35, 1:19:47]: They have to continue on and once they start they're ready. And we also learn that it goes from what we discussed would be tenth, eleventh, and twelfth grade um that we're willing to do. [1:19:47, 1:20:07]: And we also have some that are sitting here know that we have leaf um youth leadership, Henry. A lot of the kids that once they complete that program, they don't have anything to do. So they're coming up to us now and a lot of parents are saying what what is Stockbridge gonna offer so that way my child will be able to be out in their own community and that's what we're [1:20:07, 1:20:27]: trying to do is bring our kids back to their own community and then outside of that once we establish that because so many of the students go to school with each other but they don't live in the city limits. So some kids may go to Woodland but they went to middle school together and when they went to Woodland they [1:20:27, 1:20:47]: don't live in our city limits, so now they'll be a part of McDonough, part of their youth council. So what I stated was in McDonough, Hampton and Locus Grove, we're gonna collaborate to come together as one once we get everything established so that way our kids could be together, do different things together. And when we're [1:20:47, 1:20:52]: we're talking about our budget, my main concern is we have food trucks [1:20:52, 1:21:12]: We have concerts. We can allow our students to take one of those events and call it their own. We already have it in our budget, so that way we're not spending additional funds. We have other leadership programs, even just say we went to Make and B um Make and Bib for the Youth Council. We can still do that. [1:21:12, 1:21:32]: that with our kids, but it has to be in the budget. And we have to understand we have to have chaperones which are gonna be the advisory team. Plus they'll need parent volunteers. So when we're stating we're gonna put everything in for our youth, to me that should be our focus going in and not like Councilman Blount said [1:21:32, 1:21:51]: changing, amending the budget when we're giving one opportunity for one group twenty, twenty five thousand dollars, but then we're limiting our youth with just a small amount of five thousand dollars when we can do better. Because that's basically what we're talking about is our youth and that's why I stand on that. [1:21:51, 1:21:52]: May approach you. [1:21:53, 1:21:56]: One second, please. Councilmember McGann. [1:21:56, 1:22:02]: Um thank you, Mayor Pratim. I think that the entire council agrees [1:22:02, 1:22:22]: on the majority of all issues that we want great quality of living, we want um certain things to start getting done and we also want to do things for our youth. And I think that's across the board. Um I think I don't know based off of what's been said tonight where we're [1:22:22, 1:22:40]: going with our youth council. I'm not against the youth council. I think that um if we you know do the ten thousand dollar budget or whatever the budget may be, um once we sit down and discuss it, but right now I'm getting a whole broad range of topics and [1:22:40, 1:23:00]: I it sounds like we need to do some discussion with amongst ourselves on what this youth council's gonna look like, whether it's fifteen, whether it's ten, and what they'll be doing and what's the objective of the youth youth council in general. Because I heard music group, I heard um computer [1:23:00, 1:23:12]: lab someone offers, there's certain different components and I I guess my concern is is us getting a little bit more organized with it and then bringing it back and saying this is how we're gonna do it. [1:23:14, 1:23:20]: Mayor Pro Tem this this is exactly what I'm trying to present right now. [1:23:20, 1:23:23]: You have all these different components. [1:23:24, 1:23:30]: You have all these different components within themselves they are good ideas. I'm not knocking that. [1:23:31, 1:23:35]: But what is the plan for the city of Stockbridge with all of these ideas? [1:23:36, 1:23:50]: With all of these ideas, you can com you can compare this to okay, food trucks, you can compare it to whatever. I'm not sitting here trying to put our ch kids last. I'm sitting here saying I want a plan that's put in place to succeed. [1:23:50, 1:23:54]: And when we talk about all these different components, what does that look like? [1:23:55, 1:24:05]: Because you can't sit here and continue to talk we can say all these components, but what does it look like for the city of Stockbridge? What is that we can contangibly hold up and say [1:24:05, 1:24:20]: Because we was told that when we talk about GMA which students for Georgia Municipal Association, these are trainings that we go by. And that training, first of all, two things that told us that it's gonna take a lot of work and one of the things that really should resonate with us is that you gotta have a plan. [1:24:21, 1:24:28]: You gotta have a plan for these kids. You gotta have a curriculum. You gotta say from this month to that month what you're doing. [1:24:29, 1:24:49]: Now you can do that once you get the advisory board on board, but prior to that, we as a council have to look at this, look at what plan you have in place and say, Okay, we we agree with this. Go ahead and get your advisory board, tweak it how you have to tweak it, do what you have to do. But we can't sit here and say all of these different components and say now because [1:24:49, 1:24:55]: we d want a plan in place that I I'm on board with having a youth advisory board. [1:24:55, 1:24:56]: But what does it look like? [1:24:57, 1:25:02]: What does that look like? What does that look like? [1:25:04, 1:25:05]: I think [1:25:05, 1:25:07]: You want to go this way? Okay. No problem. [1:25:08, 1:25:15]: See, ladies and gentlemen, we can talk about this for a long time, but this is what it really comes down to. [1:25:16, 1:25:19]: If you have twenty five thousand dollars for your food trucks [1:25:19, 1:25:23]: And the budget for the youth council was ten thousand and it was slashed to five. [1:25:24, 1:25:27]: You can say that you're putting the kids first all that you want to. [1:25:28, 1:25:30]: But that's not where you're putting your money at. [1:25:30, 1:25:32]: And that's what it really comes down to. [1:25:33, 1:25:34]: I just heard [1:25:34, 1:25:50]: Um it said up here on this dais that we're gonna bring everything together on the business of excellent program. We didn't have very many details on that as well. But this program here, the details are already laid out. We don't have to reinvent the wheel. [1:25:50, 1:25:57]: Councilman Blount and Miss Robinson went to GMA training. That GMA training, they written a book on it. [1:25:57, 1:26:07]: And you know what, whatever we do for our students, we can tailor it, but tonight our endeavor is to move forward with the youth advisory board. [1:26:07, 1:26:20]: Just like you said earlier, Mr Blount, we're not trying to do all of this ourselves. We are professionals in our community, at the different high schools, the counselors who are willing to help us. We're gonna let them [1:26:20, 1:26:40]: put the program together. But first of all, right now what we what you're proposing that we do is that we uh we put the we we we uh don't put the board out there yet and we put the program together. I want the professionals to put the program together. And I think that's what Miss Robinson has endeavored to do is that she's reached out to all of the schools and you [1:26:40, 1:26:48]: youths around here and got experts at the table who have buy in in the community. Is that what you meant, Miss Rose? [1:26:49, 1:27:08]: Well you say. What what we got here? We're only supposed to talk twice on these on this note and I haven't said anything yet, so allow me to get my my two cents in for whatever it may be worth. First of all, ladies and gentlemen, when it comes to the budget amount, we're gonna talk about these specific budget issues here shortly. Uh as um [1:27:09, 1:27:29]: Our uh city manager informed me as in our current position I have to present you all uh a balanced budget, if I understand it's right by the first of November. So this this ordeal about how much money what what who's getting what, I gotta sit down and I gotta present that to you and we'll have more discussion about that across the board for everything. [1:27:28, 1:27:48]: of course we'll have it with the public as well. Number two wanna mention is that the resolution that's before you actually talks about uh is is for the people to adults to be part of the youth council advisory board, those individuals. But what it doesn't say how many are we looking for, it doesn't say that, but it does say that's what is before you for a vote tonight. [1:27:48, 1:27:52]: Okay. And the funding issue will come later, very quickly, within the next week. [1:27:53, 1:27:57]: Okay, on the funding issue and all those things to deal with the budget for two thousand seventeen. [1:27:58, 1:28:12]: But if what I understand though is that uh if if we approve the youth council advisory board, those members, wh however how many members we can get,'cause it doesn't say a specific number, those individuals will be tagged with the development of the program. [1:28:12, 1:28:16]: All right, that's what I understand. Okay, and that aspect. [1:28:16, 1:28:36]: And then somehow there may be some oversight or liaison from the council excuse me, not necessarily a council member, but from the city staff is what I'm thinking is supposed to happen. A liaison per se to work with that youth council. And as we go down this road, once this passes, if that's the case, then we'll have obviously further conversation and discussion about [1:28:36, 1:28:37]: about this issue. [1:28:37, 1:28:38]: Now [1:28:38, 1:28:47]: Really it should be two two two times unless we we alter that. Is anything and I think you gentlemen have gone twice already. Anyone else need to say anything down here? [1:28:47, 1:28:50]: [5330.2, 5331.5]: Okay. [1:28:51, 1:28:58]: When we do an advisory council or any kind of council board we would have more a little bit more detailed information on how we would handle [1:28:58, 1:29:01]: our application process in in this sense [1:29:01, 1:29:02]: We're dealing with youth. [1:29:03, 1:29:11]: So uh you know, you're you're dealing with some liability, you're dealing with outside people and you are also dealing with um [1:29:13, 1:29:16]: People who did not go to the training. The [1:29:16, 1:29:18]: our colleagues went too. [1:29:19, 1:29:35]: And so there was a reason why they invited those count the municipalities to that training is because they started up like in McDonough Cam, she started up the youth program and then thereafter, you know, you have other people helping. [1:29:35, 1:29:36]: But [1:29:37, 1:29:50]: they they've organized this, they got a curriculum together and then the advisory council maybe tweaked or helped with the events and and different things. So my concern is looking a little bit more into the process [1:29:51, 1:29:59]: and what that entails and what we're who we're looking for because there uh uh um Councilman Robinson did hand us out [1:30:00, 1:30:15]: um a couple of pages here but you know uh we don't know that particular person's qualifications. Not saying that is not a good person. You just you don't know different things. And right now I'm saying that the information that we have [1:30:15, 1:30:21]: is is broad and we probably need to get a little bit more information, a little be a little bit more detailed. [1:30:21, 1:30:37]: Um Mr. Williams. It's only my simple assumption that um any adults that will be part of this would have to go through or a background check or something like that. Do we have to do that? [1:30:38, 1:30:42]: Okay. And that's typically something that the clerk would conduct, is that correct? [1:30:43, 1:30:44]: I submit it to the court. [1:30:44, 1:30:45]: Okay. [1:30:46, 1:30:56]: Um all right. So that would have to be done. So even if we selected anybody, before they can they before they do anything with any children, we'll have to submit their names to the court and and make sure that comes back [1:30:56, 1:31:00]: positive per se. Yes, sir. In that aspect. Okay. [1:31:00, 1:31:03]: All right, thank you. Yes ma'am. I do. [1:31:04, 1:31:07]: Again, some may say that this hasn't been uh [1:31:08, 1:31:21]: a conversation. As I stated, we're very organized because for months now I've spoken with the attorney. Um we're very well aware of what it's gonna take. Um councilwoman Gantt you've been out [1:31:22, 1:31:22]: Um so [1:31:23, 1:31:24]: No [1:31:24, 1:31:33]: you know, thing to you but we've already had these conversations. So the thing is what I want us to do is we need to communicate better. [1:31:34, 1:31:54]: because the information is out there. Um we're stating that we're just now receiving this information, but the previous time we had a conversation we continue to say we don't have anything. So then when I bring information to show that people are willing and ready to work this [1:31:54, 1:32:10]: Then we say we don't know anything about these people but the work has been done to show you that that we do have people out there that are ready to be involved in our community but we just can't continue to say we need to wait. [1:32:10, 1:32:12]: We've been waiting since April. [1:32:13, 1:32:25]: And we sat down as a council at our retreat and we stated that well excuse me, in January that we were gonna do this, have this done by April. And it didn't happen. So here we are again [1:32:26, 1:32:27]: We're in October. [1:32:28, 1:32:48]: So I don't understand what else you all want when I'm trying to show you that we have people that are ready to fill out the application so that way we can begin the process. We learned in GMA, um Councilman Blount, he was there the first day, the second day he was [1:32:47, 1:32:54]: wasn't there, but it showed the students interacting, showed them doing the classes. [1:32:54, 1:32:59]: All of that was shown to show you exactly what it entails. [1:33:00, 1:33:02]: So th the event was for two days. [1:33:04, 1:33:07]: So I don't know w uh uh we just have to communicate better. [1:33:07, 1:33:16]: Because we have to move forward for the young people. Ladies and gentlemen, hold on a second. Okay, everybody spoke at least twice, all right. [1:33:16, 1:33:33]: The resolution before you deals with uh directing the staff to advertise and receive application for persons to serve on the as the uh youth council advisory board, these are adults that you're seeking out. Okay? That is the actual document before you. I'm gonna ask the council for a motion to um [1:33:34, 1:33:37]: I'll do that. To accept this resolution. [1:33:37, 1:33:40]: I'll make a motion to approve [1:33:41, 1:33:52]: The resolution directing staff to advertise and receive applications for persons to serve on the Youth Advisory Council board which is before us tonight. Sir Second. [1:33:52, 1:34:02]: Now and I don't actually out I'm supposed to ask for discussion. We already really discussed this. All right. We can dis I'll I'll I tell you what. We'll go one more round. [1:34:02, 1:34:05]: One more round if need be. All right, go ahead, Mr. Blount. [1:34:05, 1:34:08]: I want to discuss because I want to make it clear to everyone here [1:34:08, 1:34:10]: And everyone that is watching. [1:34:11, 1:34:14]: The GMA had two days of training. [1:34:15, 1:34:18]: The first day gave us all the details we needed to know. [1:34:19, 1:34:24]: as peop as whoever was gonna start the program gave us all the details. [1:34:25, 1:34:28]: The second day gave us it was for the students. [1:34:29, 1:34:36]: And commit uh uh Councilwoman Gantt I'm say Councilwoman Robinson elected to stay for the second day. [1:34:37, 1:34:39]: When we was active GMAs [1:34:41, 1:34:44]: The information that we were we was given [1:34:45, 1:34:47]: I brought it to [1:34:47, 1:34:58]: My councilwoman uh councilman Alexander, I brought it to Councilwoman Neat Robinson on what I w uh what I would advise us to do per hour training at GMAs. [1:34:59, 1:35:04]: And if we're not gonna operate per our training at GMA and bring that together [1:35:05, 1:35:07]: Council Malay Alexander wasn't there. [1:35:08, 1:35:26]: And when you talk about comparing comparing uh uh a stopbridge this uh uh stop bridge uh business of excellence program with what they're trying to do, you gotta adm you gotta understand something. I'm not asking anyone to vote on anything tonight. I only brought the to your attention that this is gonna be happening. [1:35:27, 1:35:47]: When I sit here be before my colleagues and we gotta sit here and go back and forth to put a perception that there's some here that that are less knowledgeable, there's some here that don't that don't wanna do what the GMA says. We can use those things when it pertains to what we want to do, but the actuality and honest truth to what's going on is that I got the training. [1:35:47, 1:35:48]: Yeah. [1:35:49, 1:35:55]: And I made my recommendations for how we need to start this. And if an if I don't have anything tangible in front of me [1:35:56, 1:35:58]: To tell me how this pro program's supposed to be ran? [1:35:59, 1:36:00]: Everybody got ideas. [1:36:01, 1:36:02]: But only plans work. [1:36:04, 1:36:05]: Right. [1:36:05, 1:36:06]: Anybody else? [1:36:07, 1:36:26]: There's a motion on the floor. Yes. All right, it's been seconded. All in favor of the resolution before you direct the staff to advertise and receive application of a person to serve on youth council and please end the game. Do I get to say? Excuse me. Do I get to say something? Oh I'm sorry. I thought you were done. Oh no. I'm so sorry. Go right ahead. Yes, because you said we get one by one. Yes you did. I said it. Go right ahead, please. [1:36:27, 1:36:34]: Councilman Blount, if I said anything to make it seem or appear that you didn't get [1:36:35, 1:36:36]: The knowledge. [1:36:38, 1:36:58]: What we had for the second day that reason why I stayed is because Madam Clerk made a request to the organizers if we can sit in. So we had a special pass so that way we can sit in with the interactions with the students and speak with them. [1:36:58, 1:37:00]: Getting their feedback. [1:37:00, 1:37:06]: on w how they've interacted with their youth council. [1:37:06, 1:37:17]: So we actually had the opportunity to speak directly with the young people. That was for the second day. We're the only one with Stockbridge, we're given that opportunity. [1:37:17, 1:37:30]: So that's why I stay. So I just want to make that clear. Um again, we have people in the schools. I just said it's a PTO president who [1:37:30, 1:37:42]: is leading the parents, knowing what is going on in the schools, they're willing to come out and provide assistance with our young people in our community. [1:37:43, 1:37:50]: All we have to do is invite them in. And I think the only way we can invite them in is to begin the process. [1:37:50, 1:37:59]: We can't continue to go back and forth, but I just wanna say is once we put it out, we just need to begin the process. [1:38:00, 1:38:00]: Thank you. [1:38:02, 1:38:03]: All right. [1:38:04, 1:38:04]: On that note. [1:38:05, 1:38:21]: There is a resolution before us council directing the staff to advertise and receive applications for persons who serve, which need to be adults, on a youth council advisory board. And if this passes, those individuals that come forward will automatically have to agree to a background check because they'll be dealing with children. [1:38:22, 1:38:24]: Okay, that's an automatic thing that has to happen. [1:38:24, 1:38:29]: So it's been uh motion's been made, it's been seconded. All in favor of the motion, please indicate. [1:38:30, 1:38:31]: Opposed. [1:38:32, 1:38:34]: Okay, three two it passes. Thank you. [1:38:34, 1:38:35]: Now. [1:38:35, 1:38:37]: City Manager, your comments please. [1:38:39, 1:38:46]: Uh just wanted to make the council aware that you know a lot of the efforts um [1:38:47, 1:39:05]: here in Stockbridge the increased efficiency and beautification have not gone without notice and I think those efforts are starting to pay dividends in that. We've gotten some inquiries, a number of inquiries as of recent from filming companies but want to do some filming here in the city. So over the course of the next couple of days and weeks will be [1:39:05, 1:39:14]: There's a couple they need to talk um with the council in regards to, but um we're excited about the prospect that it holds over the next couple of weeks and months. [1:39:15, 1:39:16]: Okay, thank you. [1:39:17, 1:39:18]: Customer center. [1:39:19, 1:39:22]: Well thank you, city manager. That was that's outstanding. [1:39:22, 1:39:42]: We want to be Hollywood South too. So I I just want to thank everybody for coming out and let you know that every day that this council takes this job uh extremely serious and we're about moving the city of Stockbridge forward in every way possible. We had a great finance meeting last week chaired by Councilwoman Gay. [1:39:42, 1:40:02]: Gantt where we got down to business and we were talking about what we needed to do uh in terms of the city budget and financing. I always like I said want to make sure that we uh put our youth first and I think Mayor Pro Ten will do a great job reviewing that with uh the city manager uh as well to make sure we do. That was some great discussion. [1:40:02, 1:40:22]: Discussions. Uh there's been some talk about you know moving things forward uh uh during this season. I want to let you know things are moving forward. You know, design is about to begin or RP possibly going out for uh the design of the amphitheater here uh in the city hall area, possibly a master plan for uh the entire [1:40:22, 1:40:42]: So we can uh beautify the area. And Miss Robinson is always doing a great job of making sure that we stay on top of the things that we want to do. Uh Mr. Harris Bragg has just announced that there's a new business uh coming down downtown Brown uh Barn Beautiful and the things are happening here in [1:40:42, 1:41:00]: the city and are coming along. Things are moving in the right direction, ladies and gentlemen, and the budget is sound because we do have money in the bank. Thank you, ladies and gentlemen, for all of your support with everything we do and this youth council program is going to be very successful for this city. Thank you so much. [1:41:00, 1:41:01]: Half from the blood. [1:41:02, 1:41:04]: Yeah, I'd like to thank everybody for coming and um [1:41:06, 1:41:18]: This council is is really is an aggressive and progressive council and we're are moving a lot of things forward. We may not agree on on some issues but that doesn't mean we're not gonna see progress in this city. [1:41:18, 1:41:25]: Um we're gonna see it e each and every day. And this council is putting ourselves in position to be successful. [1:41:26, 1:41:26]: Um [1:41:27, 1:41:47]: We have some amazing things coming up and I just would uh like the citizens to just take notice around the city because in the even within the next few weeks we got a lot of a lot of things going on. We're gonna tear down the uh Carrie May Hammer building and I'm excited to see what uh what the design looked to put uh rebuilding uh for that uh facility and spot right there. I think [1:41:47, 1:41:51]: Thank each and every council member up here for uh they have a heart for the city. [1:41:51, 1:42:05]: We may not have uh collaborate on everything uh and when we speak but I believe everyone up here has a heart for the city and I think they was we all was elected to uh serve the citizens and I think that's that's our first mindset. [1:42:05, 1:42:13]: And I just appreciate everyone for coming out and just uh look forward to uh look forward to what the future's gonna bring for the city of Stanford. [1:42:13, 1:42:14]: Castlewoman can't. [1:42:15, 1:42:25]: I just wanna thank everyone for coming out tonight. Um and especially thank the staff and admin team. You guys have done a great job. Um [1:42:26, 1:42:41]: We couldn't do what we do without you. Our job is to vote on the issues and your job is to give us that advice and tell us which way how to get where we want to go. And I thank you guys for everything you do. Um [1:42:42, 1:42:55]: Especially um Mr Harris who has had to deal with a lot, a lot, and with changes going up and down and he's just been a phenomenal leader here and I just wanna say thanks to that. [1:42:59, 1:43:19]: We we um and and also to our clerk um who has done an excellent job at keeping us on track and keeping us together. That it's a totally different department and if you don't have um if you don't know a lot about government, you know that the clerk's office is off on their own pretty much and she holds it down. [1:43:19, 1:43:25]: And I can just say I just really appreciate Vanessa Holiday as well. Thank you. [1:43:26, 1:43:46]: We we don't do that a enough. We don't do that enough because it takes a village to run this city. It takes the employer employees to run this city.
