[0:05:53, 0:06:13]: Oh, that one it's the book that we uh [0:06:13, 0:06:33]: And black out of the year you know about the city out of the city parts. [0:06:33, 0:06:46]: Yeah, I would have to go. And at this time we're delighted to have with us this evening Pastor Um [0:09:36, 0:09:48]: Our bishop Richard Whiphart from New Hope Ministries and his beautiful wife. We appreciate both of them being here and we'd like to ask the bishop if he would come up and open us with our invitation. [0:09:50, 0:09:54]: We'll follow that by pledging the American flag. [0:09:56, 0:10:00]: I'm honored to be here today and thank you so much for having me, Mayor Neal. [0:10:00, 0:10:05]: Let us pray. Most eternal God in heaven, we thank you today for your grace and for your mercy. [0:10:06, 0:10:26]: I thank you today, God, for this great city of Stockbridge. We pray that you continue to be with us. We continue to lift our mayor up before you and our council men and women. And Father, all those that undergird this county, we pray today, God, for Brother Randy, who has taken his new position on today. I pray that you continue to grace him. [0:10:26, 0:10:46]: continue to give him the strength and the fortitude that he needs to carry out his new assignment. And Father, we pray today that you would continue to be with our servicemen and women in this county, Father. So we bless you. We honor you today. We thank you for what shall be said today. And we pray that your spirit would move among us today. [0:10:46, 0:10:56]: and that you would be glorified. So we thank you and we bless you today. And we ask all of this in your precious Son, Jesus' name. Amen. [0:10:58, 0:11:12]: Of course, America. It's a republic. Nation, uncard, indivisible. [0:11:18, 0:11:24]: At this time we're gonna call on our clerk when that's a holiday and ask her if she would please to call her own. [0:11:24, 0:11:29]: Councilman Alexander. Present. Councilman Blount. Present. [0:11:30, 0:11:33]: Fair deal. Present. Fair Pro Camp 4. Present. [0:11:34, 0:11:34]: And [0:11:36, 0:11:49]: Let the record reflect. Councilwoman Gantt. Councilwoman Robinson. Present. Mayor Neal, you have a form. Thank you. At this time I need a motion to adopt to adopt the agenda for the evening. [0:11:50, 0:11:53]: Mayor Neal, I make a motion to adopt the agenda. [0:11:53, 0:12:05]: Thank you. Second. We have a motion from Ms. Robinson and a second from um Pro Tem Ford to adopt and approve the minutes. All in favor? Agenda. [0:12:06, 0:12:07]: Oh my god. [0:12:08, 0:12:17]: Okay, thank you. At this time we will review minutes, um not to vote on them tonight, just to review minutes of the following meetings. Um [0:12:18, 0:12:22]: And those are from eight three, august third. [0:12:22, 0:12:24]: Um August the fourth. [0:12:25, 0:12:26]: August fourteenth. [0:12:28, 0:12:31]: From our retreat on august seventeenth. [0:12:32, 0:12:35]: uh and from our retreat on august eighteenth [0:12:35, 0:12:42]: and a work session meeting on august twenty ninth. We will be voting on those at the next meeting. [0:12:43, 0:12:51]: At this time I'm gonna ask our clerk if we've had anyone who's signed up to um come and make a public comment. [0:12:51, 0:13:11]: Aaron, no comments. Okay, we'll move on. Tonight we have uh four items under new business. The first one is going to be presented by our public works director, Deshus Aaron. That will be council consideration to approve the twenty seventeen local maintenance improvement grant list. [0:13:11, 0:13:13]: Of streets for resurfacing. [0:13:14, 0:13:31]: Mayor Neal and Council are come before you tonight asking for your approval of the city's 2017 LMIG uh street resurfacing in the amount of eight hundred and thirty-seven thousand five hundred and forty six dollars. Currently the the city is running behind on the LMIG and that. [0:13:32, 0:13:41]: Two thousand seventeen should have already been done, but when I got here we were struggling to get two thousand sixteen out. So one of the things that's gonna come before you is [0:13:42, 0:14:02]: And November we're going to come asking you to approve the two thousand eighteen L meag list. Funding is available. I had talked to Linda before she left because when we send in this request on by January the first, twenty eighteen, they want to know that twenty seventeen was completed and what's the cost gonna be for [0:14:01, 0:14:21]: twenty and eighteen. So we're asking for your approval tonight of a list of streets that were submitted to you. Because streets were chosen based on a ratings from the engineering firm, the street review that they completed, I think two or three years ago, and that's the list that we're following. So tonight we're coming before you asking that you approve. [0:14:21, 0:14:24]: about twenty seventeen ALME list. [0:14:27, 0:14:30]: Is there a motion to approve? [0:14:33, 0:14:34]: Yeah, mayor. [0:14:35, 0:14:47]: I'll make a motion to approve the proposed list for 2017 uh El Make Local Maintenance Improvement Grant for the streets that uh Mr. Deschus is uh presenting to us. [0:14:48, 0:14:49]: Do I hear a second? [0:14:50, 0:14:50]: Thank you. [0:14:51, 0:14:54]: Have a motion and a second. Is there discussion? [0:14:56, 0:15:16]: Just uh if I could ask a simple question. Um the area that I live in in all truth transparency I live in uh off of Peach Drive in Winslow and Eagles Landing and uh the campground road extension is in process and there are several neighborhoods that kind of surround us. Uh are there any considerations? [0:15:16, 0:15:36]: being taken uh in place for those particular communities or some communication or coordination between what we're doing and that roadway which is running through the city limits at some point since I represent all of the residents in that area as well that I'm trying to look at [0:15:36, 0:15:56]: Look out for. Well what's gonna happen is once we do the two thousand eighteen list, then we'll reevaluate the roads. We've been undone fifteen miles since I got here resurfacing. Uh industry standards suggest that you should reevaluate your roads every five years. So we'll be coming up on a five year term and we'll do another evaluation. [0:15:56, 0:16:11]: and we'll go from there as far as which streets get resurfaced. Because by following a engineer or a professional opinion on the roads, it takes sub subjectivity out of it and politics out of it. It gets the roads that really need to be resurfaced, redone. [0:16:11, 0:16:31]: Yeah, just to follow up, I'm just saying that um I know in in the particular community with which I dwell I don't border the road, my street has not personal street that I live on has not been impacted, but as the residents uh as a council member who lives in that particular area, right now the entire street [0:16:31, 0:16:51]: is just torn up where they're uh intersecting Wembrook Drive with Campground Road Extension. So I just want to make sure that whatever we do that we're fair to those residents and that we take a look at what what the impact is and have some communications uh with the county on uh on co in coordination [0:16:51, 0:16:52]: [1012.5, 1014.0]: Yes. Thank you. [0:16:55, 0:16:59]: Okay, we have another question, this one from Mr Blount. [0:16:59, 0:17:08]: Baron, how you doing? I'm doing it. Uh the question is uh when when this uh when the L Meg uh list comes out, is that is it usually this late in the year or is it [0:17:09, 0:17:14]: Well, what normally happens is the list is due by January first of of the year. [0:17:15, 0:17:18]: And when I got here I started in December two thousand and sixteen. [0:17:19, 0:17:21]: The sixteen lists should have already been done. [0:17:22, 0:17:27]: And you should have been submitting information for two thousand seventeen to get done, but [0:17:28, 0:17:42]: Like I say I got here late and we had two thousand and sixteen, we hadn't had that done, so we got that done. So now we're coming up on two thousand seventeen, we want to get that done and then we'll be moving to two thousand eighteen, which catches us up with DOT. [0:17:43, 0:18:02]: But I'm saying as far as the projects because if it was supposed to be presented in January first, which you just then the eighteenth should be January first also? Eighteen will be January the first of this year. We'll let'em know this is what what you see in there's a list of streets and what the cost analysis is, what the s [0:18:02, 0:18:19]: probably cost would be to do those roles on that list we send it to DOT. Okay, I was just curious because for everybody that could be streaming, how would we catch up in three months if the n new list come out in January? What actually is gonna happen is we'll probably do [0:18:19, 0:18:30]: two thousand seventeen and twenty eighteen together. So that way we're caught up. Then when we're going into twenty and nineteen we'll be up to date. We'll be sending them two thousand and nineteen information. [0:18:30, 0:18:31]: Thank you. [0:18:33, 0:18:37]: Okay, we have a motion, we have a second, we've had discussion. [0:18:38, 0:18:39]: Any other discussion? [0:18:40, 0:18:41]: All right, all in favor? [0:18:44, 0:18:47]: Eh? Anybos? [0:18:48, 0:18:51]: Did we get a filed vote? We did. Okay. [0:18:52, 0:18:56]: I need to let the red girl reflect that Councilwoman Gantt is in attendance. Okay. [0:18:57, 0:19:05]: All right, we're moving on to uh the item number two. Um and this is also being presented by Mr. Aaron. [0:19:06, 0:19:26]: Yes, madam mayor. Uh we come before you tonight asking for your approval on some stormwater projects we had bidded out and uh site environmental was the lowest bidder. Site engineering I mean was the lowest bidder. Uh these are some projects that have been on the drawing board for approximately seven to eight years and we're just moving [0:19:26, 0:19:33]: forward with it and one of the things is it's coming out of stormwater fund balance because stormwater wasn't allocated in the funded in [0:19:33, 0:19:42]: the previous flies, so we're coming out of Stormwater Fond balance and the cost is two hundred and sixty seven thousand five hundred and fifteen dollars. [0:19:43, 0:19:47]: All right, you've heard this presentation. Do I hear a motion? [0:19:49, 0:19:52]: Yes, ma'am. I move that we approve. [0:19:54, 0:19:55]: I think present. [0:19:57, 0:20:04]: Second. Okay, we have a motion and a second for item number two under new business. Um is there a discussion? [0:20:07, 0:20:15]: There is no discussion, then we'll move forward. This um Mr. Aaron has told us is coming out of stormwater fund balance. [0:20:15, 0:20:18]: Do um at this time, all in favour? [0:20:20, 0:20:28]: I had a I had a question. Okay, let's put this on the vote on hold. We have one last question. Yeah, I'm sorry, I should have thought about this earlier. Um [0:20:28, 0:20:48]: When you we take this out of fund balance, what do you have any idea what the balance would be after you do that? Is it take is it take all without a zero or no sir it doesn't. When I had talked to Linda we we reviewed the funding for this, it takes us down to about two hundred and fifty thousand and that was one of the reasons why we were going forward with the stormwater rate evaluation. [0:20:48, 0:21:01]: So that we could stay current because you got em employees funded out of stormwater and things of that nature. So we were accumulating all this cash when we didn't have a active stormwater program going. [0:21:02, 0:21:07]: So now we're starting to use those resources to do some stormwater projects. All right, thank you very much. Appreciate it. [0:21:07, 0:21:09]: Okay. Uh [0:21:09, 0:21:12]: Then in that case we'll go ahead and vote all in favor. [0:21:14, 0:21:33]: All right, thank you so much. Now we're moving on to item three, council consideration to approve purchase of chipper not to exceed seventy one thousand nine hundred and fifty dollars. This is coming, I believe, out of fixed asset. It is a fixed asset. It's coming out of general fund fund balance. Is that correct? Yes, madam mayor. [0:21:33, 0:21:35]: Okay. Um [0:21:36, 0:21:52]: Do I hear a motion? Yes. I make a motion to accept the recommendation of Mr Aaron uh to purchase this chipper because uh during a storm um we were uh in need of this particular uh piece of equipment going forward. [0:21:53, 0:22:00]: All right, we have a motion. Do I hear a second? Second. We have a motion and a second. Is there discussion on the item? [0:22:02, 0:22:05]: Mm. Have a question by Mr. Blount. [0:22:05, 0:22:13]: on on this chipper, um just for clarity, when we when we do um because we're still in in the process of doing our budget amendments [0:22:14, 0:22:21]: Um these these items have already been discussed and I just wanted to know this is coming out of the general fund. [0:22:21, 0:22:22]: Yes. [0:22:22, 0:22:24]: Fine balance. Yes, I think. [0:22:24, 0:22:27]: 'Cause this is a public w works asset. [0:22:29, 0:22:34]: Fixed assets come out of the general fund balance, I believe. Is that correct? [0:22:39, 0:22:43]: No well it depends on for which department it is. If it was a uh [0:22:44, 0:22:49]: a water or sewer project like the one that's coming up, it'll come out of that that fund balance for water and sewer. [0:22:50, 0:22:56]: Okay. Uh we have a motion. We have a second. We've had our discussion. All in favor? [0:22:58, 0:23:00]: Okay, thank you for your vote. [0:23:01, 0:23:03]: We're moving on to item number four. [0:23:03, 0:23:04]: Um [0:23:04, 0:23:11]: Council consideration to approve purchase of a pump for Smith Barnes lift station not to exceed thirteen thousand [0:23:12, 0:23:20]: Four hundred and forty four dollars. This I believe uh is coming out of water and sewer fund balance, is that correct? Yes, madam mayor. [0:23:21, 0:23:21]: Okay. [0:23:22, 0:23:25]: Uh do I hear a motion? [0:23:25, 0:23:27]: We have a motion to a hear second. [0:23:27, 0:23:27]: Okay. [0:23:28, 0:23:31]: Have a motion in a second. Do we have discussion? [0:23:32, 0:23:38]: Okay, thank you. Um on the new businesses today said this is required to be a budget amendment. [0:23:39, 0:23:51]: I mean I is it already budgeted before or is it something we don't have to amend our budget? This would come out of the the next uh quarterly budget amendments, this item would the cost for this item would come out of that. [0:23:51, 0:23:53]: We'll do it in the next budget amendment. [0:23:55, 0:24:01]: So we're not vote you don't want us to vote on this? Yes, ma'am. What what we're gonna do is [0:24:01, 0:24:15]: We got some funding. We're gonna take money from different line items, but we wanna reimburse it so that we'll have money available in in those funds that cost centers that we're currently gonna be taking this money from. [0:24:17, 0:24:26]: Okay.'Cause this is an item that we need to get kinda quick'cause we'll be running with just one pump in that station and if that pump's failed then we run into trouble. [0:24:26, 0:24:32]: I think y'all have already talked about this um i in a previous meeting. [0:24:32, 0:24:33]: Did we not? [0:24:33, 0:24:53]: No. No, not about this. Okay. I think it was a chipper that we talked about in the previous meeting. All right. Okay. I have a question though, right? I I mean I I know the necessity for it. The issue I guess we're going to ask is about if you budget on the luggage to know where the [0:24:53, 0:24:55]: Right now, this [0:24:56, 0:24:59]: Right now. [0:25:00, 0:25:01]: Where [0:25:02, 0:25:11]: Maybe maybe there is, but one of the concerns Mr. Holtzinger had is if he has another issue and he has to spend money [0:25:11, 0:25:17]: to repair or replace something, he'll run out of funding'cause this is gonna come from his regular operating budget. [0:25:18, 0:25:29]: And so he just wanna do a budget amendment from the water and sewer fund balance to replace that thirteen thousand four hundred and forty four dollars in his operating budget that he's spending for this pump. [0:25:36, 0:25:40]: It's like sixteen thousand dollars when I talk to him for his equipment. [0:25:43, 0:25:47]: Okay. Uh any other discussion on item four? [0:25:47, 0:25:48]: Yes. [0:25:48, 0:26:04]: I just I just I think what we want to make sure and I'm one hundred percent behind what you're doing so the public understands what is going on and I think you've kind of capsulized it into an email is that both of these pumps have actually exceeded the life [0:26:04, 0:26:19]: that they were programmed to do at this point. So really both of them have outlived their useful years and you're being proactive now uh I mean we're responding to that need is that correct? Yes, sir. [0:26:22, 0:26:24]: Okay. Any other comments? [0:26:25, 0:26:26]: All in favor? [0:26:28, 0:26:30]: Okay, thank you very much. [0:26:30, 0:26:40]: Um we'll leave new business, go on to discussion item, uh council discussion for task order number six, HVAC evaluation. [0:26:40, 0:26:43]: Presented by Dashus Aaron again. [0:26:43, 0:26:57]: Yes, madam mayor. I just come tonight, just want to get uh counsel's comments and concerns. As you know, we've had all kinda issues with the HVAC system here in this building and since June of two thousand and thirteen [0:26:57, 0:27:04]: We spent seventy five thousand ninety five dollars and seventy one cents in maintenance and repairs on on this [0:27:04, 0:27:09]: equipment and in the last month we put in three compressors [0:27:09, 0:27:10]: in this unit. [0:27:11, 0:27:25]: And I just want some guidance and direction. Maybe I could meet with the city manager to seek his opinion as well as what do we want to do to move forward. Do we we had our own call, one of our own call engineering firms had a HVAC [0:27:25, 0:27:29]: engineer come out and look at the system and he found some issues with [0:27:29, 0:27:31]: the system and I just want [0:27:32, 0:27:42]: council's opinion and how how would you like to move forward? Would you like to continue to go it go in the direction we're going in, is repair as necessary, or we look at [0:27:42, 0:27:48]: doing a complete evaluation and maybe we have to replace the system or rehab the system, but [0:27:49, 0:27:55]: But I just need some guidance as to what direction council would like to go in reference to the HVAC system here. [0:27:56, 0:27:56]: Mayor. [0:27:59, 0:28:01]: Okay. Uh Ms. Robinson. [0:28:01, 0:28:07]: I don't want to continue to pass. Um, I want it to be taken care of so if you can get with [0:28:07, 0:28:20]: Mr. Knighton and you all discussed that, but hopefully my colleagues agree that just continue to patch, we're just wasting money when we can just go ahead and take care of it now. And that's my thoughts on that. [0:28:21, 0:28:21]: I think her [0:28:23, 0:28:25]: Okay, any other comments? [0:28:25, 0:28:45]: Yes. Okay. Mr. Ford. Yeah. No, so there's there was an al allocation in SPLOS. I have to get with finance to see how much money is available, what funding is available. There was some fund [0:28:45, 0:28:51]: funding for building maintenance and the air conditioning system. So I would have to get with her to see how much money is available. [0:28:52, 0:28:56]: Oh, okay. That'd be something good for us to know how much that would be and of course how much it would cost to [0:28:56, 0:28:58]: to overhaul the entire system. [0:28:58, 0:29:03]: Yes, I think. Okay, thank you. So we'll bring this back for further discussion later. [0:29:03, 0:29:05]: Is that good? Okay. [0:29:05, 0:29:09]: Any any other comments about uh number item number five? [0:29:10, 0:29:12]: Well I d I'm I'm a little confused here. [0:29:13, 0:29:16]: The the the I can I s am I recognized? [0:29:17, 0:29:28]: I just wanna make so was it your intent just to discuss this tonight or you just kinda wanna see where we a are at because I'm with Councilwoman Robinson about fixing this problem? [0:29:29, 0:29:49]: once and for all. And then I think, you know, we've seen with our audit um that we have funding available, um uh a year and a half worth of reserve funds and then we have balance in all of these various accounts. So I'm under the opinion that we fix the problem uh [0:29:48, 0:30:00]: once and for all and I I believe financially you stated to us that you uh want to move forward with uh with doing something uh permanent for this. [0:30:01, 0:30:14]: Yes, sir, we do, but I still would like to defer and meet with the city manager to get his input on that because this is gonna possibly be a major expenditure. And and I just wanna tap into his wisdom and knowledge as well. So [0:30:14, 0:30:17]: I think our city manager would like to make a comment. [0:30:24, 0:30:24]: [1826.4, 1831.0]: There we go. Thank you, Madam Mayor and uh and the council. I I certainly would want to [0:30:31, 0:30:45]: uh meet with the public works director to evaluate the system to determine what needs to be done, if a full scale evaluation would need to be done in order to determine if it can be completely repaired. [0:30:46, 0:30:50]: with uh a relatively uh minor assessment [0:30:50, 0:31:06]: um versus uh having a full scale overhaul of the system which would obviously cost quite a bit more m bit more funding. Um and and I hear the sentiments of the council is to ensure that it is repaired completely [0:31:06, 0:31:11]: and not uh continue to uh place band aids on the on the system. [0:31:11, 0:31:22]: and uh uh continue to have to revisit it.
