[0:11:58, 0:12:01]: Yes, we're gonna open Ms. Chairman, you gonna open the public hearing? [0:12:02, 0:12:05]: Or do you want me want me first read this? I think you should first read it. [0:12:06, 0:12:07]: Okay. [0:12:07, 0:12:27]: Old business rezoning case number RZ20202 deferred from the December 17, 2020 meeting. Neil Koble requests the rezoning of certain property from RA Residential Agricultural District to R3 Single Family Residential District to allow for the development of a single [0:12:27, 0:12:47]: Family residential subdivision. The property is located in land lot 29 of District 7 within the Stockbridge city limits along the southeast corner of Brandon Road and North Salem Drive. It contains 73.71 total acres, which previously consisted of five parcels. The planning commission approved the recombination. [0:12:47, 0:13:04]: of the five parcels to form just one parcel at its last meeting on December 17, 2020. This occurred via recombination plat case number RC202003, which had the same applicant as this rezoning case. [0:13:04, 0:13:22]: For the record, the parcels were as follows seven thirty two Brandon Road, that's parcel number O eight eight, O two O four, nine O. Six six six six six six six four Brandon Road, that's parcel number O eight eight hyphen O two O five O [0:13:23, 0:13:26]: And parcel at six one eight, Brandon Road. [0:13:27, 0:13:31]: That's parcel number O eight eight hyphen O two O five one O [0:13:32, 0:13:46]: A large parcel on Brandon Road with parcel number 088, hyphen 0204-9005, and a small parcel on North Salem Drive, uh parcel number 088-0204-5000. [0:13:48, 0:13:49]: Alright. [0:13:50, 0:13:53]: Uh Miss uh Logan, were there any staff comments on this? [0:13:55, 0:14:02]: I have a PowerPoint presentation. Were you gonna open a public hearing? Oh no, you I'm sorry, you're gonna open that after make a presentation. [0:14:02, 0:14:09]: I think we should hear this the the the uh staff comment first what the what they what they're recommending. [0:14:09, 0:14:10]: Okay. [0:14:11, 0:14:12]: So you ready for my presentation? [0:14:13, 0:14:13]: Yes. [0:14:13, 0:14:14]: Okay. [0:14:14, 0:14:16]: So I need to share my screen. [0:14:17, 0:14:18]: Yes. [0:14:18, 0:14:19]: Okay, um [0:14:20, 0:14:22]: I don't know whether you can see that now. [0:14:23, 0:14:23]: Pardon me? [0:14:24, 0:14:27]: I have my I have my presentation open. [0:14:28, 0:14:28]: C [0:14:31, 0:14:31]: Oh [0:14:35, 0:14:37]: Click that share button that screen button at the bottom, Linda. [0:14:38, 0:14:41]: I don't not see a share button because [0:14:42, 0:14:43]: You don't see her. [0:14:44, 0:14:46]: Do not see any share button. [0:14:46, 0:14:49]: Move your mouse down close to the bottom and it'll pop up the bottom bar. [0:14:58, 0:15:02]: You see that arrow at the bottom, um Ms. Logan? Pardon me? [0:15:02, 0:15:03]: Yes, okay. [0:15:04, 0:15:08]: All right, let's see if this works. All right. Can everyone see this? [0:15:10, 0:15:11]: Not visible yet. [0:15:12, 0:15:15]: Well I clicked on the oh oh here's one more step. Here we go. [0:15:15, 0:15:16]: There we go. All right. [0:15:18, 0:15:20]: All right, how about now? Can everyone see that? [0:15:20, 0:15:21]: Yes. [0:15:21, 0:15:37]: All right, I have to move this out of the way. All right, so this is the cover uh sheet that um has a RZ202002 rezoning case from RA to R3 for proposed subdivision Brandon Road at North Salem Drive. [0:15:38, 0:15:43]: Uh some of you have seen this at the last meeting, but I've made some changes and added some new slides. [0:15:43, 0:16:00]: Here is the city's 2020 zoning map. I'm bringing this up to show the location of this property, which is here in yellow. It is at the eastern, southeastern edge of the Stockbridge city limits. [0:16:01, 0:16:11]: And here is an enlargement. This is the property right here. This is this is Brandon Road north and south. And uh North Salem Drive is here. [0:16:11, 0:16:17]: Uh we have some other subdivisions, a Clark Meadows subdivision here, Moss Point subdivision here. [0:16:18, 0:16:21]: Um this is an enlargement of the property. [0:16:21, 0:16:22]: It shows the [0:16:23, 0:16:26]: Five parcels that recently were combined. [0:16:27, 0:16:27]: No. [0:16:28, 0:16:33]: Okay, there's an aerial photo here, uh showing how it looks from above. [0:16:37, 0:16:43]: And uh some more aerial photos. These were shows the property with the previous parcels. [0:16:43, 0:16:44]: And um [0:16:45, 0:16:46]: These are all the land the [0:16:47, 0:16:50]: Tax IDs if anyone needs to look up [0:16:51, 0:16:54]: particular property that shows up on the tax assessor website. [0:16:54, 0:16:57]: And another enlargement of the site. [0:16:57, 0:17:03]: This is what the applicant submitted, the um this is the survey of a property from the the surveyor. [0:17:04, 0:17:19]: This is another aerial photo. Actually, the applicant's attorney provided this to us and that the site is here. And I know that it's tiny, but it shows all the um surrounding subdivisions. Again, Clark Meadows here across the street from the site. [0:17:19, 0:17:20]: Most point. [0:17:21, 0:17:22]: Subdivision here. [0:17:22, 0:17:26]: There's a few others. The summit at Eagles Landing here. [0:17:26, 0:17:27]: Um [0:17:28, 0:17:30]: Highlands at Eagles Landing. [0:17:30, 0:17:31]: Here. [0:17:31, 0:17:32]: Um [0:17:32, 0:17:33]: Crown walk. [0:17:34, 0:17:36]: And a couple others. [0:17:37, 0:17:38]: Can't can't read that. [0:17:40, 0:17:41]: Okay, let's move on. [0:17:42, 0:17:42]: Um [0:17:43, 0:17:48]: Surrounding land uses, we have scattered single family homes. Um [0:17:49, 0:17:54]: Country acre subdivision to the southeast, more single family homes, some vacant land. [0:17:55, 0:17:55]: Um [0:17:57, 0:17:59]: You're probably all familiar with the area. [0:18:00, 0:18:01]: Okay. [0:18:02, 0:18:18]: So the rezoning quest, again, the applicant is Neil Koble. Attorney is Battle Law representing him. Agent is More Bas Consulting, the traffic engineer who is with us, Mark Akampora. He prepared a traffic impact study. Developers Liberty Communities LLC. [0:18:19, 0:18:31]: The request is to rezone the subject property, include the five previous parcels from R A to R3 to allow for development subdivision. The proposed name is the reserve at Hickory Hills. [0:18:32, 0:18:48]: Okay, I just read the uh five parcels to you. Uh uh we have posted the rezoning signs. We first posted on October twenty-sixth last year. Um case was deferred a couple of times. We have posted some new signs uh recently. [0:18:50, 0:18:55]: Actually may come down here. These these are the signs. Here's the one on North Salem uh Drive. [0:18:56, 0:19:02]: And this is a one at um seven thirty two Brandon Road um near the [0:19:02, 0:19:05]: Near the uh silo. It's front of it. [0:19:06, 0:19:10]: And then uh the one further down near near Mo across from Moss Point subdivision. [0:19:12, 0:19:13]: Okay. [0:19:13, 0:19:14]: Let's see. [0:19:15, 0:19:24]: Some of this I've covered already. So again, surrounding land uses rural residential, minor agricultural, several subdivisions, some vacant land. Um [0:19:24, 0:19:33]: The surrounding zoning, we have PD in Clark Meadow Meadows. That's split between R2 and R3. Moss Point is zone R2. [0:19:33, 0:19:39]: Um we have R three around the subject property. The future landing's designation is low density residential. [0:19:40, 0:19:44]: That allows a density of one point two five to two dwelling units per acre. [0:19:45, 0:20:00]: So uh zoning history, there were no previous rezoning cases. Uh the property, the the parcel 732 Brandon Road was annexed into the city in 2004. The existing cell tower was present at that time. [0:20:01, 0:20:16]: So the applicant has proposed to rezone the property to R three, uh the single family residential. The R three allows smaller lots as part of a planned development on public sewer. Minimum lot requirements in R three are twelve thousand square feet. [0:20:16, 0:20:23]: And seventy feet uh seventy five feet wide. Minimum house size one thousand fifty square feet. [0:20:24, 0:20:29]: So this property has seventy three point seven one acres according to tax assessor record. [0:20:29, 0:20:45]: There is a floodplain near the center and a small pond which exists. North Salem Drive to the north is narrow and curvy. Let's see. So the cell tower is present. There are some rural residential, small agricultural uses. [0:20:45, 0:20:53]: The tower was built, you know, by Sprintcom and ATT ATT Colocus' equipment at the present time. [0:20:54, 0:20:56]: All right, let's move down here. [0:20:56, 0:20:57]: So [0:20:58, 0:21:18]: This latest site plan that's submitted to us, uh, this is what it looks like. There had there were a few changes. Um currently the uh proposal is to have the access to the subdivision off Brandon Road be here um toward the southwest corner of the site. [0:21:18, 0:21:23]: Uh south Sprayberry Road is right here, just for your reference. So this is south of that. [0:21:25, 0:21:27]: Um okay and [0:21:27, 0:21:40]: Let me just mention there will be a proposal to to have two amenity areas uh inside the site. One is a main central uh amenity area here and the other one will be around existing fund. [0:21:41, 0:21:44]: Here's a this is from the applicant just a [0:21:44, 0:21:49]: a general idea uh what it would look what it would look like. I have some other pictures coming up. [0:21:51, 0:21:55]: Now that this is an enlargement of the site plan. This is the entrance area. [0:21:56, 0:22:16]: And uh there will be uh tree plantings along the road and a bullet boulevard style entrance here in the front, a a monument sign, um uh acceleration and deceleration lanes or are for to be installed to facilitate left and right turns. [0:22:16, 0:22:17]: Yeah. [0:22:17, 0:22:18]: Um [0:22:19, 0:22:20]: Okay. [0:22:21, 0:22:28]: This is an enlargement of the uh this site plan data is is an enlargement of what was on the site plan. [0:22:29, 0:22:40]: up here this these boxes up here just give boxes give all the the statistics of the lot sizes and the the unit sizes um [0:22:41, 0:22:44]: So I have that summarized actually in here. [0:22:45, 0:23:05]: Uh so number of lots and homes. The current proposal is to build 139 lots and 139 homes. Um, if you recall at the last meeting, it was 147 lots and 147 homes. That has been reduced in order to allow for a large centralized uh amenity. [0:23:05, 0:23:08]: area near the center of the property. [0:23:08, 0:23:21]: Uh overall density is 1.89 dwelling units per acre. Now that compares with the the future land use designation of the property, which allows up to two units per acre. So this is within [0:23:21, 0:23:35]: uh that requirement. Now net density means um 3.09. This means after after you subtract the or to account for several uh floodplain areas that are on the property where homes cannot be built. [0:23:36, 0:23:54]: So the home size is applicants proposing to build uh 2,000 square foot homes, even though our three district allows homes that are about half that size, 1,050 square feet. So so these homes will be almost double of that of the minimum size that is required. [0:23:55, 0:24:15]: Average lot size 14,0086. And this is this is a little bit larger than the minimum requirement of 12,000 uh square feet. There are some lots that are the minimum size, however, there are about half of the lots um that would [0:24:15, 0:24:27]: would be between 15,000 and 20,000 square feet, so much larger. Now in particular, the 11 lots, there are 11 lots adjacent to Brandon Road. Let me go back here to the site plan. [0:24:28, 0:24:31]: So you can see here Brand this is Brandon Road here on the left. [0:24:31, 0:24:34]: So these lots from from here. [0:24:34, 0:24:50]: all the way up to here is ele 11 lots. So these lots here gonna be um at least 15,000 square feet. The ones here in the corner is gonna be a little bit larger. Uh let's see back back here. [0:24:51, 0:25:02]: Ah, so eleven lots and all lots will be at least seventy five feet wide and would have the following yard setbacks fifty feet in the front, ten feet at the side and forty feet in the rear. [0:25:02, 0:25:10]: Here is a new slide that I just received today. This is a diag these are diagrams comparing the lot sizes. [0:25:10, 0:25:27]: comparisons made between the proposed subdivision on Brandon Road versus what is shown um across the street in Clark Meadows. So this first diagram, I know it's small, it's hard to see, but these are [0:25:27, 0:25:28]: They um [0:25:28, 0:25:34]: Proposed a lot sizes for this subdivision and this is um [0:25:34, 0:25:42]: This is Clark Meadows across the street. And then these is this these have been superimposed on top of each other. The Clark Meadows in the [0:25:42, 0:25:45]: uh pink shaded area and the green is the [0:25:46, 0:25:48]: Uh Brandon Road subdivision. [0:25:51, 0:25:54]: Okay, so back on the uh amenities. So [0:25:55, 0:25:56]: Wow. [0:25:56, 0:26:00]: The community center, I can let me go back to [0:26:01, 0:26:02]: Yeah, there's [0:26:02, 0:26:11]: So again, these are going to be located in here, the central community center here, uh community center, amenity area, and then the pond area here. [0:26:12, 0:26:23]: Okay, so as far as the actual facilities in them, the community center minute the area would be located near the center of the site, would include a swimming pool with a shade structure. [0:26:23, 0:26:30]: pavilion an open lawn open lawn area, a walking trail, a playground, and a fire print fire pit. [0:26:31, 0:26:34]: Plus a parking lot with forty-seven parking spaces. [0:26:35, 0:26:35]: Um [0:26:37, 0:26:38]: Let me see. I thought I had [0:26:41, 0:26:41]: Oh. [0:26:42, 0:26:45]: Okay, here, in a l in enlargement of that. [0:26:45, 0:26:46]: Right here. [0:26:46, 0:26:49]: This is an enlargement and this is what what it would look like. [0:26:50, 0:26:56]: open space is it would be a grass lawn area and then these these facilities pavil pavilion [0:26:56, 0:27:00]: Fire pit fire pit, playgrounds, a pool with two thousand square feet. [0:27:00, 0:27:02]: A shade structure. [0:27:02, 0:27:06]: And it will be a parking lot here for forty-seven uh cars. [0:27:07, 0:27:13]: Okay, and then uh the pond amenity area at the southwest corner. [0:27:13, 0:27:23]: uh would include a walking trail go to toward the pond, a pavilion, and something called boche ball courts, a fire pit, and a male kiosk. [0:27:24, 0:27:25]: All right, so [0:27:26, 0:27:27]: This is what that would look like. [0:27:28, 0:27:28]: Um [0:27:29, 0:27:35]: So wetlands area, the pond, uh the oh there is a dock in the pond that would remain. [0:27:35, 0:27:41]: Uh again a pavilion fire pit pit, bochi ball courts, and a male kiosk. [0:27:41, 0:27:44]: Uh I have uh see some [0:27:44, 0:27:50]: pictures here from the applicant. Uh again, this is the central amenity cent center. Um [0:27:52, 0:27:57]: Uh these are enlargers. Buffer area buffer area at the entrance showing the planted trees. [0:27:57, 0:28:02]: These are examples of types of trees, bald cypress, cherry laurel, um [0:28:03, 0:28:09]: Cryptomeria, uh Eastern Red Cedar, and Magnolia. [0:28:10, 0:28:14]: Um and this shows the reserve at Hickory Hills, a monument sign. [0:28:16, 0:28:20]: Here's an example of what a playground would look like in the in the center of the property. [0:28:21, 0:28:25]: Uh it's an example of what a fire pit would look like. [0:28:25, 0:28:29]: And this is a bochi ball court. I was not familiar with that, but this is a [0:28:30, 0:28:33]: um, photograph that was provided to me. [0:28:33, 0:28:36]: Bocce ball, it's lawn bowling for us old timers. [0:28:36, 0:28:38]: Oh, lawn bowling? [0:28:38, 0:28:40]: Yes, or bocce ball. [0:28:41, 0:28:43]: What is the objective in this game, briefly? [0:28:45, 0:28:48]: Um, kinda like shovel board, only with round balls. [0:28:49, 0:28:49]: Okay. [0:28:50, 0:28:53]: You try to knock your other opponent out of the goal zone. [0:28:54, 0:28:55]: Okay. [0:28:56, 0:29:12]: All right. Um, so again, we received uh or not I'm sorry, I received a copy of the traffic impact study. I understand that it was presented to the community on um there's a community meeting held on on January twenty-first. [0:29:12, 0:29:19]: Uh the day after this study was completed. This is the cover page or or the the title page. [0:29:19, 0:29:23]: Uh Mark and Kampura, traffic engineer, was a [0:29:23, 0:29:25]: author, he's here with us tonight. [0:29:26, 0:29:46]: So um I I have correct me if I'm wrong, Mr. Akinpora, but I I have uh summarized what I saw in the report. Um so this the study was based on the originally proposed 147 new homes. Traffic counts were taken on January 27 at this proposed subdivision entrance during morning and afternoon. [0:29:46, 0:29:55]: Afternoon peak hours. Intersection analysis were made, two intersections at Brandon Road and North Salem Drive, and Brandon Road and Sprayberry Drive. [0:29:55, 0:30:02]: There were some adjustment factors used to account for the um coronavirus pandemic and school not being open. [0:30:03, 0:30:23]: And uh consideration was made of county and state requirements, planned transportation improvements of the city and travel pattern changes in the foreseeable future due to the pandemic. Uh there was a uh noted that um funding, there was funding already approved for widening of US Highway um 23 or highway four. [0:30:23, 0:30:25]: forty two in the area. [0:30:26, 0:30:37]: Uh let's see the key findings. Existing traffic operation vicinity, the term excellent was used, uh service levels A. [0:30:37, 0:30:39]: For the I A [0:30:39, 0:30:44]: for Brandon Road and A and B for the intersection turning movements. [0:30:45, 0:30:46]: Із вот аса. [0:30:46, 0:30:52]: Traffic volume growth vicinity has been minimal in recent years. This is expected to continue. [0:30:52, 0:31:12]: Um again now this is based on 147 units in the subdivision. It would generate 109 new morning peak hour trips, 147 afternoon peak hour trips, and 1482 total daily trips. Only minor traffic increases and intersection delays are expected due to the subdivision. [0:31:12, 0:31:27]: Um now Henry County and Georgia TOT would require that acceleration decelerations lay deceleration lanes be installed at the entrance. And of course, the site plan does show that those uh would be provided provided. [0:31:28, 0:31:28]: Um [0:31:28, 0:31:36]: The study said that no other traffic improvements are needed now or in the near future after the subdivision is built, if the subdivision is built. [0:31:38, 0:31:39]: Uh let's see. [0:31:39, 0:31:45]: All right, so now we come to our staff analysis, suitability of proposed subdivision. [0:31:45, 0:31:59]: Uh it's unlikely property would develop into additional rural residential or agricultural uses due to its location. A subdivision would be a reasonable use of the property due to proximity of several other subdivisions. [0:32:00, 0:32:02]: adjacent to and surrounding the property. [0:32:02, 0:32:07]: A subdivision would meet the density requirements of the property's future land use plan. [0:32:07, 0:32:11]: Now what about the suitability of the requested R three district? [0:32:12, 0:32:30]: Um the applicant will be able to develop a uh proposed subdivision on under R three if extend if extends a public sewer line to the subject property. And in fact there was a letter from Henry County uh water, uh which um water authority which uh requires that that extension of public sewer. [0:32:31, 0:32:40]: Your R three district would allow the subdivision to have lot sizes that are comparable to Clark Meadows and Moss Point subdivisions, which do have so sewer lines. [0:32:41, 0:32:52]: Okay, let's see. Suitability of site plan. It would have a s traditional design. No secondary access would be provided. This was initially considered, but um [0:32:52, 0:33:01]: due to safety hazards and the narrow curry characteristics of the road, that was eliminated. Um we did contact our um cities [0:33:01, 0:33:05]: A fire marshal who said he was fine with just one access into the property. [0:33:06, 0:33:11]: Existing pond would be preserved and used as a focal point for several amenities. [0:33:11, 0:33:25]: Applicant is proposing to build many larger lots and homes than are required in our three district. In fact, about half of the lots would have more than the minimum required required size of 12,000 square feet. [0:33:25, 0:33:31]: And eleven lots uh fronting Brand Road would have at least fifteen thousand square feet to mirror. [0:33:31, 0:33:35]: what the Clark Meadows Cell Division has across the street. [0:33:35, 0:33:42]: All of the homes would meet the minimum requirement of two thousand square feet, making them almost double the size of the R three district requirement of [0:33:42, 0:33:44]: thousand fifty square feet. [0:33:44, 0:33:54]: Impacts on adjacent properties, a fence should be installed along the northern side of the property as a protection against the adjacent rural residential and agriculture uses. [0:33:56, 0:34:16]: Impacts on public schools. So the applicant obtained a letter from Henry County Schools McDonald District Office on October 5, 2020. And it stated that uh projections for additional classroom space would be would be based on two new students per resident. This was an average. [0:34:16, 0:34:18]: And twenty five students per classroom. [0:34:18, 0:34:25]: So um uh if for the proposed 139 homes, eleven new classrooms would be needed. [0:34:25, 0:34:37]: to serve an estimated 278 new students. However, the cost of the classrooms would likely be offset by the additional school taxes that the subdivision residents would be required to pay. [0:34:38, 0:34:49]: Impacts on adjacent streets. Um again the traffic study projected excellent operations in the vicinity. Um and that turn turn lanes of course are required. [0:34:49, 0:34:55]: And uh sidewalks sh side sidewalks should be installed on at least one side of each internal street. [0:34:56, 0:35:02]: Um utilities again, the uh w water would be sufficient, but a sewer line extension is required. [0:35:04, 0:35:17]: Okay. So um staff recommendations. Um planning and zoning staff recommends approval of requests that are three district subject to the following uh conditions. Do you want me to read all these, Mr. Abdullah? [0:35:18, 0:35:18]: Um [0:35:19, 0:35:22]: So number one regarding the site plan. [0:35:22, 0:35:28]: Subdivision shall be developed in accordance with the submitted revised site plan received by City of Stockbridge. [0:35:28, 0:35:33]: Department of Community Development entitled Conceptual Site Plan Slash Brandon Road Track. [0:35:34, 0:35:46]: comprising sheet number one point one, which was prepared by Morebast Consulting on December fourth, twenty twenty, which uh comprises the second revision on February 17th. [0:35:47, 0:35:53]: twenty twenty one after the first res revision was repaired on January fifteenth, twenty twenty one. [0:35:53, 0:35:58]: Said plan is conceptual only and must meet or exceed the requirements of the zoning resolution. [0:35:59, 0:36:01]: And these conditions prior to the approval of a land. [0:36:02, 0:36:03]: A disturbance permit. [0:36:04, 0:36:09]: In the event that the recommended conditions of zoning cause the approved site plan to be substantially different. [0:36:10, 0:36:13]: The applicant shall be required to complete the concept review procedure. [0:36:14, 0:36:16]: prior to application for a land disturbance permit. [0:36:17, 0:36:19]: Unless otherwise noted herein [0:36:20, 0:36:25]: Compliance with all conditions shall be in place prior to the issuance of the first certificate of occupancy. [0:36:26, 0:36:39]: So uh number two, second condition, uh number two regarding the subdivision design, a the developer shall construct an off-site sanitary sewer line extension to the property at the developer's expense. [0:36:39, 0:36:42]: In cooperation with the Hindu County Water and Suit Authority. [0:36:42, 0:36:47]: This may require that the developer acquire any needed easements, also at the developer's expense. [0:36:48, 0:36:53]: B the subdivision entrance from Brandon Road Road shall be located south of Spray Brake Drive. [0:36:54, 0:37:02]: It shall be boulevard style with monument signage located outside of the public right away. Such signage shall incorporate a water feature in its design. [0:37:02, 0:37:13]: C, the developer shall construct acceleration and deceleration lanes and sidewalks at the entrance to the subdivision in compliance with Henry County and Georgia DOT specifications. [0:37:15, 0:37:21]: Next slide D, the developer shall comply with all requirements of the city's subdivision ordinance. [0:37:21, 0:37:26]: E a maximum of one hundred thirty nine lots and a hundred thirty nine single family detached homes. [0:37:27, 0:37:28]: shall be constructed on the property. [0:37:29, 0:37:34]: F all lots that are located adjacent to Brandon Road shall have at least fifteen thousand square feet. [0:37:35, 0:37:41]: G, a homeowners association shall be established or a property management company shall be secured. [0:37:41, 0:37:44]: For the purpose of maintaining all common areas of the site. [0:37:45, 0:37:49]: So uh the third condition regarding landscape design [0:37:49, 0:37:53]: A a fence which is wooden or vinyl coated chain link. [0:37:53, 0:37:57]: shall be constructed along the northern boundary of the property. [0:37:57, 0:38:02]: B a minimum of twenty percent of the site shall be preserved as open space. [0:38:02, 0:38:07]: The existing floodplain area, pond, and other open space areas shall be preserved. [0:38:07, 0:38:12]: And they shall include walking paths that are constructed of pervious materials. [0:38:12, 0:38:22]: C, the subdivision shall contain both a community center amenity area near the center of the site and a pond amenity center which encompasses the existing pond. [0:38:23, 0:38:38]: D, the proposed community center amenity area shall include a minimum of the filing amenities, a two thousand square foot swimming pool with a shade structure, a pavilion, an open lawn, a walking trail, a playground, and a fire pit fire pit. [0:38:38, 0:38:41]: Plus a parking lot with forty seven parking spaces. [0:38:42, 0:38:51]: E. The proposed pond amenity area shall include a minimum of the following amenities, a walking trail, a pavilion, boche ball courts, [0:38:51, 0:38:56]: parentheses or a similar type of act active recre aggregational facility. [0:38:57, 0:39:02]: A fire pit and a central mail kiosk with a vehic vehicle pull off area. [0:39:03, 0:39:08]: Next slide F the proposed amenities shall be installed or constructed. [0:39:08, 0:39:10]: After fifty percent of the [0:39:11, 0:39:17]: Dwelling units have been constructed and before any land disturbance permits are issued for the development of additional lots. [0:39:17, 0:39:30]: G, the developer shall provide a minimum fifty-foot-wide buffer around the perimeter of the property boundary, with the exception of areas that are required for access or utility connections. [0:39:30, 0:39:33]: H the developer shall provide a landscaping plan. [0:39:33, 0:39:39]: Which shall comply with the requirements of the city city's landscaping buffers and tree protection ordinance. [0:39:40, 0:39:47]: I sidewalks that are at least four feet wide shall be installed along at least one side of each internal subdivision street. [0:39:48, 0:39:51]: J all disturbed areas of the residential lot shall be sodded. [0:39:52, 0:39:55]: Except for areas where landscaping is present or installed. [0:39:55, 0:40:03]: And and condition number four regarding architectural design: A, all homes shall have a two-car garage at a minimum. [0:40:04, 0:40:13]: All homes shall have a minimum of 2,000 square feet of heated space. C. All homes shall have brick exteriors on all four sides. [0:40:13, 0:40:22]: D, all homes shall have exteriors which further comply with the architectural standards of city ordinance number OR one eight hyphen four five two. [0:40:25, 0:40:40]: Okay, and condition number five regarding procedural matters. A the applicant or developer shall submit a subdivision application for review and approval by the Planning Commission after the rezoning of the property is approved. [0:40:41, 0:40:53]: B, an official subdivision plaque shall be approved by the city and recorded with the Henry County Superior Court before any land disturbance or billing permits may be issued by the city to develop the subdivision. [0:40:53, 0:40:54]: And see, he [0:40:54, 0:41:14]: In compliance with section 12.12.003A of the city's zoning code, expirate which is known as expiration of approvals, the zoning classification of the property may revert back to RA or to some other zoning classification after a period of 18 months. [0:41:14, 0:41:27]: If the mayor and city council chooses, if substantial progress has not been achieved in the construction of the subdivision whereby the first inspection is carried out. And that was my last slide. [0:41:32, 0:41:33]: Any questions? [0:41:39, 0:41:40]: This is Dave Planchon. [0:41:42, 0:41:47]: There are a couple of questions I have that I didn't see answered in here. The first one is regarding utilities. [0:41:48, 0:41:53]: Is it going to be an all electric subdivision or are they going to also bring in natural gas? [0:41:55, 0:42:00]: Also, are the utilities going to be underground or like power lines gonna be overhead? [0:42:01, 0:42:06]: I have not heard about that. Maybe the applicant or Miss Bell can answer that. [0:42:09, 0:42:29]: Good evening, Michelle Battle with Battle Law, One West Court Square, Decatur, Georgia, 30030. To my knowledge, the um utilities will be um underground. Um, if that is uh different, um Steve Moore um is on the line and can correct me on that. Um with regards to I think you're you're [0:42:29, 0:42:36]: Your first question was the utilities being underground. And I I must confess I don't remember the second one. [0:42:37, 0:42:41]: If it will be an all electric community or electric and natural gas. [0:42:41, 0:42:42]: Um [0:42:43, 0:42:57]: I will have to add let Steve answer that. I was gonna assume that it would be um electric, but um Steve Michelle, Michelle, this is Jane Strickland, yeah. It's uh all utilities will be underground and it it will be in all electric uh development. [0:42:58, 0:42:59]: Right. Thank you, Jane. [0:42:59, 0:43:04]: Yes, ma'am. Okay. The next question I have is regarding the pond. [0:43:05, 0:43:12]: Um re um and how the water is fed into the pond and what is used, what's the method of retaining the water in the pond? [0:43:15, 0:43:18]: Um my name is Steve Moore with Moor Bass Consulting. Uh [0:43:19, 0:43:26]: The pond right now is uh based on the topography and our review is spring fed currently. [0:43:26, 0:43:28]: Um so we would [0:43:28, 0:43:48]: Basically, our plan is to not touch the pond with any construction other than what's associated with the amenity. We've like the dock that was shown on the exhibit that Ms. Logan showed. Um, but short of that, we don't plan on any development around the lake and we'll apply all appropriate road control measures to protect the lake to [0:43:48, 0:43:58]: keep it clean during construction and after construction. But the plan is to leave the lake in its natural state, both in the way it receives water and releases water. [0:43:59, 0:44:19]: And we're not going to add water to it. Did you say it was spring fed? It based on the topography, that's what it appears. There's not a live stream that feeds because if it if it's flow fed um off of the surrounding elevated land, changing the the land with uh you know asphalt driveway pavement is going to change the flow into it. I just [0:44:19, 0:44:28]: Just don't want it to flood I E dry up because the the supply goes away. Understood. No, uh we would there there is uh [0:44:29, 0:44:40]: There uh we'll have all of our stormwater, any stormwater that's generated from our development will be collected in the streets, in a piping system and moved away from that lake to another to another uh area. [0:44:40, 0:44:40]: Okay. [0:44:42, 0:44:43]: Very good. [0:44:44, 0:44:46]: Uh, I have a question on your traffic study. [0:44:47, 0:44:47]: Um [0:44:48, 0:44:48]: Uh [0:44:48, 0:44:58]: We'd be happy to answer any questions. I did have a presentation or at least some statements I wanted to make, but are we doing just answering questions now and then I'll do my presentation later? [0:44:58, 0:45:00]: I just want to make sure I'm understanding. [0:45:00, 0:45:01]: How we're gonna proceed. [0:45:02, 0:45:02]: Mm. [0:45:03, 0:45:04]: That would be up to the chairman. [0:45:07, 0:45:07]: Okay. [0:45:07, 0:45:07]: Go ahead. [0:45:09, 0:45:13]: Sorry. Uh the the traffic study, uh the guy was supposed to be standing by for that. [0:45:14, 0:45:18]: I I would like for him to talk about the traffic study. [0:45:19, 0:45:19]: And [0:45:20, 0:45:24]: What did encompass and what actually did he do for a traffic study? [0:45:24, 0:45:26]: And how many days? [0:45:26, 0:45:27]: At least study for that. [0:45:31, 0:45:31]: Can you hear me? [0:45:32, 0:45:34]: This is Mark Akampora. Yeah, I can hear you. [0:45:35, 0:45:38]: Okay. Yes, I'm the traffic engineer who did the traffic study. [0:45:39, 0:45:40]: Um [0:45:40, 0:45:44]: This the procedure I followed is a pretty standard procedure. [0:45:44, 0:45:51]: Um to do traffic impact studies just to give you a little bit of background of me f first of all. I've been practicing traffic engineering. [0:45:51, 0:46:09]: in Georgia for a little over thirty years. I've done about 1,700 of these type of traffic studies in Georgia. I am a professional engineer in the state of Georgia and this is what my business is. I've been in business on my own uh for a little over nineteen years. [0:46:09, 0:46:12]: Um and I'm located in midtown Atlanta, Georgia. [0:46:13, 0:46:16]: The the traffic study is done according to um [0:46:17, 0:46:22]: traffic engineering standards, both internationally and nationally accepted standards and also those accepted [0:46:23, 0:46:36]: uh by Georgia DOT and by Henry County. I didn't find any separate or different City of Stockbridge traffic engineering study requirements that were different than Henry County. So I followed those standards. [0:46:36, 0:46:37]: Um [0:46:37, 0:46:39]: The traffic study included doing [0:46:39, 0:46:42]: intersection turning movement counts. [0:46:42, 0:46:45]: during the morning and evening peak time periods. [0:46:45, 0:46:50]: The counts in the morning were done from seven o'clock in the morning till nine o'clock in the morning. [0:46:51, 0:46:56]: in the aft or in the evening they were done from four o'clock PM to six o'clock PM. [0:46:56, 0:47:00]: Um and then from those two hour count p each [0:47:00, 0:47:02]: count two hour count period. [0:47:02, 0:47:06]: I compiled the four highest fifteen minute intervals. [0:47:06, 0:47:08]: in each time period to identify [0:47:08, 0:47:12]: the peak hour, which is the single highest out one hour. [0:47:12, 0:47:15]: In the morning in the single highest one hour. [0:47:15, 0:47:17]: in the evening period. [0:47:17, 0:47:21]: I also did a twenty four hour bi directional traffic count. [0:47:21, 0:47:23]: On Brandon Road. [0:47:23, 0:47:25]: There is a Georgia D O T [0:47:25, 0:47:29]: Um traffic count station on Brandon Road, not far from here. [0:47:29, 0:47:31]: Uh I I [0:47:31, 0:47:35]: Obtain the Georgia DOT historic ta traffic count data. [0:47:35, 0:47:37]: At that traffic count station. [0:47:38, 0:47:43]: from twenty fifteen through twenty nineteen, which is the last year that that data's available. [0:47:44, 0:47:47]: All of the DOT traffic count data obviously then is [0:47:47, 0:47:49]: pre pandemic. [0:47:49, 0:47:50]: I compared [0:47:50, 0:47:54]: the twenty four hour count that I did for this study [0:47:54, 0:47:57]: With the twenty nineteen traffic count. [0:47:57, 0:48:01]: uh Georgia DOT traffic count and the counts before that. [0:48:01, 0:48:03]: And comparing the two. [0:48:03, 0:48:05]: I identified [0:48:05, 0:48:09]: And applied a twenty five percent adjustment increase. [0:48:09, 0:48:12]: adjustment to the tra turning movement traffic counts. [0:48:12, 0:48:18]: that I had counted for the study, which would offset any drop in traffic volumes. [0:48:18, 0:48:19]: that was seen [0:48:20, 0:48:24]: Um between the traffic counts and the historic Georgia DOT traffic counts. [0:48:25, 0:48:26]: I took those counts. [0:48:27, 0:48:30]: Um and I ran an operational analysis. [0:48:30, 0:48:38]: I I and again I could go into as much detail as you want. I'll just kind of keep it as an overview, but I'll get as technical as you'd like me to. [0:48:38, 0:48:41]: I did an operational analysis using synchro software. [0:48:42, 0:48:46]: the high r high rate capacity manual methodology, which are the standard procedures. [0:48:47, 0:48:50]: that are recognized by Georgia D O T and Henry County. [0:48:51, 0:48:54]: Um again that I did not identify any separate or different [0:48:55, 0:48:57]: standards to be used by the city of Stockbridge. [0:48:57, 0:48:59]: The analysis at [0:48:59, 0:49:05]: the intersections. I y I I evaluated Brandon Road at North Salem and at Sprayberry. [0:49:06, 0:49:10]: and the levels of service, the intersection. Each intersection gets a level of service. [0:49:11, 0:49:15]: for each approach or controlled movement and the overall intersection. [0:49:15, 0:49:20]: In the morning peak hour, all of the levels of service were level of service A. [0:49:20, 0:49:26]: And a level of service to to take a step back as like a letter grade comparable to the letter grades in school. [0:49:26, 0:49:34]: So a level of service A is excellent, but very low delay. And then there's a B, C, D, E, and F. And typically E and F. [0:49:35, 0:49:38]: are considered unacceptable A, B, C, and D. [0:49:38, 0:49:40]: are considered in the acceptable range. [0:49:41, 0:49:42]: At these intersections. [0:49:42, 0:49:46]: All of the levels of service were level of service A in the morning. [0:49:47, 0:49:49]: And in the afternoon it was a mix of A's and B's. [0:49:50, 0:49:52]: So the operations were considered. [0:49:52, 0:49:53]: Exac excellent. [0:49:54, 0:49:54]: Um [0:49:55, 0:50:04]: And then I I then added the traffic that's generated by that will be generated by this project. And I did use the one hundred and forty seven homes. [0:50:04, 0:50:05]: Um [0:50:06, 0:50:10]: And I in order to determine how much traffic the project will generate, I used [0:50:11, 0:50:15]: standard Institute of Transportation Engineers trip generation. [0:50:15, 0:50:21]: Um those are rates and and equations that are developed by counting comparable subdivisions. [0:50:21, 0:50:23]: Throughout the United States. [0:50:23, 0:50:27]: I took that data, I applied it to the hundred and forty seven. [0:50:27, 0:50:30]: originally proposed homes which [0:50:30, 0:50:32]: From that I identified [0:50:32, 0:50:33]: The morning highest [0:50:34, 0:50:36]: Entering and exiting traffic volumes. [0:50:36, 0:50:40]: the after the evening highest entering exiting traffic volumes. [0:50:40, 0:50:43]: and the twenty four hour entering entering and exiting traffic vibe. [0:50:44, 0:50:45]: I assign those trips. [0:50:46, 0:50:48]: to the project access. [0:50:48, 0:50:50]: And to [0:50:50, 0:50:52]: The um the two counted intersections. [0:50:53, 0:50:53]: Um [0:50:54, 0:50:57]: add I added those then to the original count. [0:50:57, 0:50:59]: And then re ran the analysis. [0:51:00, 0:51:03]: And the analysis showed and and let me just interject one other piece. [0:51:03, 0:51:07]: Typically there's also a no build analysis. [0:51:07, 0:51:11]: What I would typically do is apply a growth factor. [0:51:11, 0:51:13]: to the counted volumes. [0:51:13, 0:51:19]: for certain years, typically for a subdivision like this, I would extrapolate out about five years into the future. [0:51:19, 0:51:23]: And then and then do an analysis without the subdivision. [0:51:23, 0:51:25]: And then add the subdivision trips. [0:51:25, 0:51:27]: In this particular case. [0:51:27, 0:51:31]: In my traffic study I identified that the historic [0:51:31, 0:51:41]: growth trend on Brandon Road was between twenty fifteen and twenty nineteen was negative six point eight percent. And that's all pre-pandemic. That is not [0:51:42, 0:51:45]: including the adjustment factor that I applied for the pandemic. [0:51:46, 0:51:48]: So there was a negative six point eight percent. [0:51:48, 0:51:52]: uh decreasing volume and the last year of growth [0:51:52, 0:51:58]: from the Georgia DOT counts from twenty eighteen to twenty nineteen was a flat zero point zero percent. [0:51:58, 0:52:09]: And so considering that the historic trend was negative and the last year was zero, I did not apply a background growth factor to count for other growth and development in the area. [0:52:09, 0:52:11]: Um based on that historic trend. [0:52:12, 0:52:12]: Um [0:52:13, 0:52:21]: And I will add this, there is a lot of ample remaining capacity on these roads. So even if there are other small projects that are being developed. [0:52:21, 0:52:22]: in the area. [0:52:23, 0:52:24]: D these roads are [0:52:25, 0:52:28]: uh currently operating very well under capacity. [0:52:29, 0:52:30]: So in any case, I [0:52:31, 0:52:34]: Um added the project's traffic to the counted intersections. [0:52:34, 0:52:36]: And also to the [0:52:36, 0:52:37]: Um [0:52:37, 0:52:39]: Entrance to the project. [0:52:39, 0:52:43]: And then I re ran that operational analysis. [0:52:43, 0:52:46]: And as with the existing condition. [0:52:46, 0:52:59]: Um all of the levels of steps service were excellent. They were all there remained all level of service A's in the morning and in the afternoon or evening there were all a mix of levels of service A and level of service B. [0:52:59, 0:53:02]: I did one other additional analysis. [0:53:03, 0:53:04]: And that is to determine the [0:53:05, 0:53:09]: Requirements for left and right turn lanes on Brandon Road. [0:53:09, 0:53:11]: to serve the project access. [0:53:11, 0:53:22]: Henry County Code. I I again I did not see a specific section. I did research the City of Stockbridge ordinances. Um the Sto Stockbridge ordinances referred to [0:53:22, 0:53:27]: Um Georgia DOT and Henry County regulations as best as I could find. [0:53:27, 0:53:30]: Therefore I use the Henry County [0:53:30, 0:53:33]: Unified land development code. [0:53:33, 0:53:35]: То ран май аналізис. [0:53:35, 0:53:43]: The unit the Henry County Code requires for a subdivision given these circumstances, type of road, type of project, size of project. [0:53:43, 0:53:46]: There the the county code requires [0:53:46, 0:53:51]: A northbound deceleration lane on Brandon Road. [0:53:51, 0:53:58]: The Henry County Code then requ refers to the Georgia DOT regulations for driveway and encroachment control. [0:53:58, 0:54:01]: to identify if left turn lanes are required. [0:54:01, 0:54:06]: So I then use the Georgia DOT left turn lane standards as set forth. [0:54:07, 0:54:09]: And their regulations for drive land control. [0:54:09, 0:54:21]: Encroachment control, which we typically refer to as the driveway manual, latest version, um revision five point zero. I did that analysis and identified that a southbound left turn lane. [0:54:21, 0:54:25]: was or is will be required for this project. [0:54:25, 0:54:29]: Um and therefore my traffic study recommended based on that analysis. [0:54:29, 0:54:32]: that a northbound right turn lane and a southbound left turn lane. [0:54:33, 0:54:36]: be added on Brandon Road to serve the project. [0:54:36, 0:54:38]: I also recommend that the project have [0:54:38, 0:54:44]: one outbound lane and one inbound lane and that the outbound lane beside street stops are controlled. [0:54:45, 0:54:51]: Um, and that's the extent of my recommendations. I'd be happy to answer any specific technical questions besides that. [0:54:52, 0:54:56]: I ha I have a a couple of questions and I'm gonna keep it plain. [0:54:56, 0:54:58]: And simple. Now we both are engineers. I'm a [0:54:59, 0:55:02]: Licensed third class power engineer for the state of Georgia. [0:55:03, 0:55:05]: Uh my expertise is not in your field. [0:55:06, 0:55:08]: Minds is in facility. [0:55:09, 0:55:14]: And I I listen to everything you say, but but I wanna keep it plain where other people can understand. [0:55:15, 0:55:18]: what you're saying and I'm gonna put these two questions to you. [0:55:19, 0:55:22]: How many days did you do the study? That's number one. [0:55:24, 0:55:26]: Excuse me. And did you do any studies? [0:55:27, 0:55:29]: On the weekends and Fridays. [0:55:31, 0:55:36]: Um, so to answer the second question first, no. I did not do weekends or Fridays. [0:55:36, 0:55:41]: Standards for traffic impact studies are to do weekdays. [0:55:41, 0:55:56]: And we typically count on a Tuesday or Wednesday or Thursday. I did the counts on one day and then like I said, I did the twenty-four hour count for twenty-four hour period and I compared those with the Georgia DOT traffic counts. [0:55:56, 0:55:58]: That were also on Brandon Road. [0:55:58, 0:56:12]: So I could see how my counts compared to those typical conditions in the Georgia DOT counts. And I did apply an adjustment factor, an increase of twenty-five percent from the counts to adjust my counts. [0:56:12, 0:56:15]: to the Georgia DOT counts, which would [0:56:15, 0:56:16]: somewhat offset. [0:56:17, 0:56:26]: any pandemic or anything like that. We did we typically don't do a Friday or weekend counts because typically the AM and PM weekdays [0:56:26, 0:56:29]: are the time periods of the highest impact. [0:56:29, 0:56:31]: We will do different time periods. [0:56:31, 0:56:40]: For different types of development. For example, if I'm doing a shopping center, I'll I'll typically do a Saturday afternoon peak. If I'm doing a church, [0:56:40, 0:56:48]: I'll do a Sunday morning. So it depends on the type of development, but for residential subdivisions, the time that they generate and have the highest impact. [0:56:49, 0:56:51]: typically consistent with the time of the roads. [0:56:52, 0:56:59]: peaking, which is typically that seven to nine o'clock in the morning on a weekday and four o'clock to six o'clock on a weekday. [0:56:59, 0:57:03]: Did we did we compensate for the school being out? [0:57:05, 0:57:09]: traveling that road. Well and and the traffic on Friday is totally different. [0:57:10, 0:57:12]: From the weekday traffic. [0:57:12, 0:57:13]: Are you aware of that? [0:57:14, 0:57:20]: Well th yes. That fr traffic generally on Friday afternoons is [0:57:20, 0:57:27]: a little bit different. Um and depending on the location, that sometimes is the single worst time of day. [0:57:27, 0:57:31]: Uh I'm not sure if that's true on necessarily on Brandon Road. Um [0:57:32, 0:57:37]: And if it is, I could uh you know, if there's some unusual thing that's happening on Brandon Road on a [0:57:38, 0:57:43]: on a Friday or some other time period, I'd be happy to listen to what that might be. But [0:57:43, 0:57:46]: Like I said, typically the morning. [0:57:46, 0:57:54]: Two hours captured from seven to nine captures the worst time period of a morning a weekday morning and and [0:57:55, 0:57:57]: The other thing is you don't necessarily wanna [0:57:58, 0:58:03]: Analyze and design the absolute worst to give a general non technical answer, but [0:58:03, 0:58:18]: You d we don't design shopping mall parking lots for and pandemic changed all this anyway, but for the day after Thanksgiving, because that would mean that three hundred and sixty days of the year, there'd be a lot of extra asphalt that would just remain empty. [0:58:19, 0:58:19]: And so [0:58:20, 0:58:23]: The standard is not to look at the absolute worst. [0:58:23, 0:58:24]: In this case. [0:58:25, 0:58:28]: We generally are capturing the absolute worst. [0:58:28, 0:58:32]: Now if there's an atypical condition on a Friday that I'm unaware of. [0:58:32, 0:58:36]: I'd be happy to hear that and and address that if that's appropriate. [0:58:36, 0:58:44]: But typically and and from my understanding of of how here, those morning and a evening, weekday time periods. [0:58:44, 0:58:45]: should capture [0:58:45, 0:58:47]: And and let me and let me add one other thing. [0:58:47, 0:58:51]: We're operating here at level of service A and level of service B. [0:58:52, 0:58:52]: Which is [0:58:53, 0:58:55]: B it's excellent. [0:58:55, 0:58:56]: Yeah, so [0:58:56, 0:59:00]: E even honestly, and I'm gonna throw out a number that just [0:59:00, 0:59:01]: If if the traffic [0:59:01, 0:59:06]: doubled out there, I still think you'd be an acceptable traffic operations. [0:59:06, 0:59:08]: So I would be very surprised. [0:59:08, 0:59:14]: Mm, maybe you'll surprise me if traffic volumes on other time periods were more [0:59:14, 0:59:17]: than double the peak time periods that I counted. [0:59:18, 0:59:18]: But [0:59:18, 0:59:21]: You you really have enough capacity to double those volumes. [0:59:22, 0:59:27]: [3567.3, 3572.4]: an additional new lane being added on Brandon Road at the access. [0:59:32, 0:59:36]: to serve the left turning and right turning traffic turning into the project. [0:59:37, 0:59:42]: Now I understand some of the basics of what you're talking about, but what you're gonna have to do is keep it [0:59:42, 0:59:44]: On a level that to communicate. [0:59:44, 0:59:47]: The community can understand what you're talking about. [0:59:48, 0:59:51]: And the problem I'm gonna say again on Friday. [0:59:52, 0:59:54]: in the weekends it's questionable. [0:59:54, 0:59:56]: But I would like for the community [0:59:57, 0:59:59]: To let them tell you. [0:59:59, 1:00:01]: what the traffic is like. [1:00:01, 1:00:03]: I don't live out there. I've been out there. [1:00:04, 1:00:05]: And I know [1:00:05, 1:00:07]: The traffic is terrible. [1:00:07, 1:00:09]: on Fridays in the weekend. [1:00:10, 1:00:14]: So when you talking about getting a accurate account of what's going on. [1:00:15, 1:00:17]: I wouldn't agree with you because [1:00:18, 1:00:22]: If I was living over there and I'm trying to get to my house on Fridays and and the weekends. [1:00:24, 1:00:26]: That's a whole different story from [1:00:26, 1:00:30]: The times and the dates that you expressing to me. [1:00:30, 1:00:32]: What you do as far as [1:00:32, 1:00:34]: Traffic evaluation. [1:00:35, 1:00:45]: Can I ask you this? Is the traffic bad on Friday on Brandon Road? Or are you just talking about in general on [1:00:45, 1:00:51]: On the busy thoroughly. The traffic is bad. Everybody's trying to get home. It's bumper to bumper. [1:00:51, 1:00:54]: Uh, that's why I asked you those questions, because [1:00:55, 1:01:00]: you're dealing with a uh area that's nice at the time that you're doing your evaluation. [1:01:01, 1:01:03]: But I would like for you to hear from the community. [1:01:04, 1:01:07]: In terms of what I'm saying to you right now. [1:01:07, 1:01:11]: they may be expressing the same concern as what I'm speaking about. [1:01:13, 1:01:20]: Sure. Well I I would I welcome any feedback on that. And if there's if there's some other condition or time period. [1:01:20, 1:01:24]: Where there is a problem, remember, my study is on Brandon Road, so [1:01:25, 1:01:37]: I understand that roads might get congested, you know, you know, down near the interchanges at I seventy five or something like that. But I if the question is if is there's an a problem [1:01:37, 1:01:50]: at another time period on Brandon Road that I might be missing, some other period of congestion or some unusual activity. Typically I look to see what's around there that might cause some other type of [1:01:50, 1:01:51]: problem that [1:01:52, 1:01:56]: should be addressed, but I I welcome any feedback from the neighborhood. [1:01:56, 1:01:59]: Um if if there's some other time period that [1:02:00, 1:02:01]: should be should be looked at. [1:02:02, 1:02:05]: I think they'll be on they'll be on it uh on with us. [1:02:06, 1:02:08]: So I think that's the time to hear from them. [1:02:09, 1:02:11]: Well okay. Well well first of all [1:02:11, 1:02:18]: Let's let's let's uh I believe Miss Logan has uh already presented what the staff uh opinion is. [1:02:19, 1:02:24]: And we might as well open it up to uh the community to the community to see hear what they had to say. [1:02:25, 1:02:28]: uh with reference to this uh zoning matter. [1:02:30, 1:02:43]: Uh Mr. Abdullah, is it will the applicant be able to make their statement? Because we haven't been able to make our our presentation. It's been in and out. So why don't we do this? Let's stop right here, let the applicant make their presentation and then we'll pick up with the community. [1:02:43, 1:02:46]: Thank you. I appreciate that. All right, go ahead. [1:02:46, 1:03:06]: Yes. Again, Michelle Battle with Battle Law, One West Court Square, Decatur, Georgia, 30030. At the last meeting that we had, there were quite a few people with a quite a few issues and challenges that we had with regards to this project. And we took those issues very seriously. We went back and had two [1:03:06, 1:03:26]: community meetings um in order uh to um work towards addressing the issues that have been raised. Um what you saw from the revisions to the site plan, and I would um I I wanna ask Linda right now, well actually I will. Linda, if you wouldn't mind putting your PowerPoint back up, there are a couple of slides that I would like to emphasize. [1:03:26, 1:03:46]: With regards to the things that we modified since the last we spoke to you all, we went back, we revisited the site plan. There were some issues with regards to amenity areas. We also addressed issues with regards to product type. [1:03:46, 1:04:06]: And we also addressed the issues with regards to traffic. With regards to the number of units, we went from 147 units to 139 lots. And we did that in part to allow us to expand the amenity package for the project, but also [1:04:06, 1:04:26]: Also, we wanted to make it clear that we were willing to make compromise with regards to this development. We also wanted to make sure that we were in line with the two communities that are within the city limits of Stockbridge that have frontage on Brandon. [1:04:26, 1:04:46]: And Road, which would be Moss Point, and the Clark Meadows community. Clark Meadows is the closest in alignment with what we are proposing for development on this site. And we thought that it was imperative that we look and at the [1:04:46, 1:05:06]: The development of the Clark Meadows community, particularly in light of the fact that 14 of those homes were developed at an R2 standard, but the balance of the 142 homes located within that community were developed under R three standards, although [1:05:06, 1:05:26]: The entirety of the project at that time was zoned plan development, which is a discontinued land use designation or zoning designation in the city. So in fact, the majority of the Clark Meadows community is actually zoned R3. [1:05:26, 1:05:41]: When we looked at and did the comparison to uh the Clark Metals project, there were some um differences that we wanted to point out. And Linda, can you please put your if if you can't put your screen back up, I can at least put I I have it up right now. Um [1:05:43, 1:05:44]: Let me see. [1:05:44, 1:05:50]: Arrow at the bottom of the page. Uh put put your mouse in. I didn't know that it got disconnected. Can you see that now? [1:05:51, 1:05:52]: Um it's coming up. [1:05:53, 1:05:58]: Okay. Um so if we can go to [1:05:59, 1:06:02]: your slide ten. Let's start there. [1:06:02, 1:06:05]: Slide ten. Okay, let's go back up here. [1:06:10, 1:06:11]: This one. [1:06:12, 1:06:12]: Dan. [1:06:13, 1:06:14]: That's ten. [1:06:14, 1:06:21]: It's coming, I guess. Just click on it one more time. There you go. There you go, right there. Ten. Uh all right. Um [1:06:22, 1:06:25]: Gotcha. Linda, right at the top of your screen it says slideshow. [1:06:27, 1:06:31]: Um if you see that at the top there, can you go to s where it says slideshow? [1:06:31, 1:06:32]: Oh [1:06:33, 1:06:35]: I don't see that. In the banner. [1:06:35, 1:06:36]: The banner at the top. [1:06:37, 1:06:40]: I see the banner at the top, but it doesn't say slideshow. [1:06:41, 1:06:55]: Um okay, I'll I'll live with what we've got. It's it's you can yeah, you can enlarge it so that it would be larger if you click on if you click on slideshow right after out on beneath the brown banner at the top. [1:06:56, 1:06:58]: It says home. [1:06:58, 1:07:01]: Insert design transitions and then slideshow. [1:07:01, 1:07:06]: No, I think Miss Battle wants to uh enlarge that photo for clarity's sake. [1:07:06, 1:07:08]: I understand, but I I don't see any of those [1:07:09, 1:07:10]: On your actual power point. [1:07:11, 1:07:13]: On the PowerPoint, okay. [1:07:13, 1:07:15]: Up top. Very top. [1:07:15, 1:07:16]: Oh, okay on the [1:07:16, 1:07:17]: Orange bar. [1:07:18, 1:07:19]: Just below the orange bar. [1:07:20, 1:07:23]: Right. There's a a you can click on it where it says slideshow. [1:07:27, 1:07:30]: Hmm. Oh, okay. All right here. [1:07:31, 1:07:36]: Okay. Click on slideshow. And from the beginning. From beginning. [1:07:36, 1:07:41]: From beginning. And and you actually hit where it says from current slide. Yeah. From current slide. [1:07:42, 1:07:42]: Right. [1:07:42, 1:07:44]: From crunch. Oops. Yeah, the second one. [1:07:45, 1:07:46]: Wait, it went on. [1:07:46, 1:07:47]: I don't know what happened. [1:07:48, 1:07:49]: You're still there. [1:07:49, 1:08:04]: Yeah, but this is too big. Okay. Okay. Nope. That's fine. Just keep just keep going. Just slide down to the next slide. There's a little thing at the bottom where you can click and it'll move it to the next slide. Oh, I'm just no, I'm just scrolling my map. There you there you go. Keep scrolling. All right. Is this the one you want? [1:08:05, 1:08:09]: Uh n next one. Keep going. The next one. Keep going. Keep going. [1:08:10, 1:08:11]: I'll tell you when to stop. Just keep going. [1:08:15, 1:08:18]: That one. There you go. Okay. Okay. [1:08:18, 1:08:19]: No, go back. [1:08:19, 1:08:20]: Mm-hmm. [1:08:21, 1:08:24]: What what what kind of slide are you looking for? [1:08:24, 1:08:35]: Yeah, I wanted the slide that showed the aerial with the wording on it, which was slide ten. You you've moved well past slide ten now. Yeah, this one right here. [1:08:36, 1:08:37]: This is slide ten. [1:08:38, 1:08:38]: Mm. [1:08:39, 1:08:47]: No, that's uh that one. That one right there is what I've seen. That's what I thought. Aerial photo aerial photo of surrounding subdivisions. [1:08:48, 1:09:08]: That's it. There you go. It it just popped on my screen late. Okay. So when we look at um the aerial, what you'll see here is the Clark Meadows subdivision um has a minimum lot width of 60 feet on its lots. The minimum lot area is 7,260 square feet. Um [1:09:08, 1:09:28]: The lot frontage, the ones that have frontage that are actually at the R2 designation are 15,000 square foot lots with a minimum of 75 foot wide. And you know what's interesting about Clark Meadows is that [1:09:28, 1:09:48]: That in comparison to what we are proposing, and I think that you know there's been uh clearly a desire by this community um to up the ante. It's not to simply re-umestablish what has already been done, but to actually move up a level. Um, we believe that we have done that. Um, we have duplicated some of the things that [1:09:48, 1:10:02]: they um have within their community, but we have also um in um improved in our opinion some of the things that they have in their community. And Linda, I I hate to ask you, but it may be easier. Would it be possible for me to just share my screen? [1:10:04, 1:10:06]: Would that be is that allowable? [1:10:06, 1:10:08]: You want to, certainly. [1:10:08, 1:10:09]: Okay. [1:10:12, 1:10:15]: 'Cause I wanna move to the screen where we had the comparison of the two. [1:10:16, 1:10:19]: And I've got that pulled up. Um Oh, your diagrams? [1:10:19, 1:10:24]: I got that. So if if everybody can see that, one of the things that we wanted to point out [1:10:24, 1:10:44]: um is the difference between the lots in the two communities. When we look at the lots that we are proposing, our minimum lot size is our minimum lot size is 12,000 square feet. We do have 15,000 square feet square foot units along Brandon. [1:10:44, 1:11:04]: Road, but we have increased and you can see the difference in the sizing of the lots. Our lots will all be 75 foot wide. All of our lots will be a minimum of 75 foot wide. And the majority of our lots are at least 100. In order to achieve that, it has to be a minimum of 75 foot wide. [1:11:04, 1:11:12]: And 160 feet deep. So that creates a 12,000 square foot lot. [1:11:13, 1:11:33]: Additionally, we have a 10-foot side yard setback on our lots. So there will actually be a 20-foot um space between the homes, between the buildable envelopes on the home. So there's actually 20 feet between the homes here. [1:11:33, 1:11:49]: based on a 10-foot side yard setback on each side. Additionally, we are holding to a 40-foot rear side, rear setback on the homes. When we then move over to Clark Meadows, you can see a drastic difference in our opinion. [1:11:50, 1:12:10]: In Clark Meadows, um, they have a 60-foot wide lot minimum, and I'm going to show you their plat, which also shows um how many of those homes um abide by that configuration. But they are basically 60 by 125 feet, and they actually obtained a variance at the time. [1:12:10, 1:12:30]: That this community was developed, that only provides for a 10-foot separation between the homes. So, in fact, their side yard setback is five feet on each side. That's why they have so little room that one of their residents who sent me an email talked about, you know, um [1:12:29, 1:12:49]: There's so little room between their communities. Well, that's because their side yard setback is only five feet on each side. So they've got 10 feet behind between their homes. We'll have 20 feet behind between our homes. Um, and then when you just look at the size of our lots, when we're just talking about the minimum lots, and remember, Linda indicated. [1:12:49, 1:12:56]: In her presentation, that over 50% of our lots are in that. [1:12:56, 1:13:16]: are larger than 14,000 square feet. And so you can see that um when we superimpose the Clark Meadow lots into our lots, our lots are significantly larger um in size um than the lots that you are seeing with um the Clark Meadow subdivision. And we actually went and pulled um [1:13:16, 1:13:36]: The approved plat for the Clark Meadows subdivision. And you can see here where it talks about the setbacks. Under R3, it says 10 feet between houses here. We can also look at the dimensional requirements for that community. And the gross [1:13:36, 1:13:56]: Density for Clark Meadows is 2.74 units per acre. 2.74 units per acre. Our gross density is under two units per acre. When we look at the overall density [1:13:56, 1:14:16]: And that was for the 142 lots at 51.76 acres, looking at the overall project here based on the information provided on the front page of their requirements. Their gross density for the R2 was at 1.6, but for the R3 portion, for the 120 [1:14:16, 1:14:36]: They're at three units per acre, which gave them a gross of 2.74 and a net density of 3.25 on their project. Should also be noted that they obtained a number of variances, which allowed them to reduce their lot width. [1:14:36, 1:14:56]: To 60 feet on the smaller lots. They stayed at 75 feet on the bigger lots. And then there were also variances obtained to their rear setbacks as well. So and then one final point, when we look at [1:14:56, 1:15:16]: At their house size requirements, their house sizes were minimum of 16,000 square feet, 18,000 square feet, a fourth of them, no less than 1900 square feet for a fourth of them, and then 2,000 square feet for a fourth of them. But when you look at their overall layout, you can see [1:15:16, 1:15:36]: See that all of the lots are basically 60 feet by 125 feet. And that's consistent throughout their community. Some of the lots may be slightly bigger, slightly smaller, but the mass majority of them are that 60 by 125 feet. So we believe that with [1:15:36, 1:15:56]: With the modifications that we've made to our site plan, we have clearly provided a lot that is larger in size, that has more width between the lots, more space between the lots. The market certainly drove what those houses would look like, even though they're [1:15:56, 1:16:16]: Their minimum lot requirements, sorry, house requirements, they exceeded. We believe that the market will also push what is demanded on this site as well. We agreed to four-sided brick homes, which was not in play when we first came to you all, but we have agreed to a four-sided brick home. [1:16:16, 1:16:36]: Additionally, we added two amenity areas. Clark Meadows has one. We now have two amenity areas, including a swimming pool that was added as one of the amenities, along with two fire pits. We also have the open field space and I don't know if [1:16:36, 1:16:56]: Linda, um, I won't ask you to go back to the site pan, but we had an open field space along with the walking trails, um a pavilion, a shade area for the area around the pool. We have the dock. So we have two rather significant um amenity areas that we have also included. We then also included additional landscape. [1:16:56, 1:17:16]: Along the front of the property, that landscaping will be maintained by the Homeowners Association. We have no problem placing a condition that that will be maintained by the Homeowners Association for the improvements along Brandon Road that were added. We also added sidewalks along. [1:17:16, 1:17:31]: the entire frontage um on Brandon Road. That was also a request that was made. And so we added those sidewalks along the front along Brandon Road. We initially had access off of North Salem. [1:17:31, 1:17:51]: Um even though that um portion is not in the city limits uh along North Salem Road, we did hear uh the cries of that um community to um not have that open. So um we removed that access point um which we had shown you on the last um set of plans. Um there were issues um [1:17:51, 1:18:11]: With the buffers. So we expanded the buffers from 30 feet around the perimeter to 50 feet around the perimeter, and we added a fence along the north side to protect those with larger home sizes on that side that expressed some concerns. We believe that, you know. [1:18:11, 1:18:12]: When you look at [1:18:13, 1:18:33]: this project. I know that change is not um often welcome. You know, uh people feel that you know the traffic is already um um uh difficult for them at times. Um we believe that the traffic study um indicates that there is room for growth and development along that corridor. Um we certainly [1:18:33, 1:18:53]: Hear what the comments are. We talked, and I think that the traffic engineer also indicated that even if we doubled the amount of traffic, we still would be performing at an acceptable level. That being said, to the extent that additional information may be gathered, I'm sure that we can work with that. [1:18:53, 1:18:54]: But meanwhile [1:18:55, 1:19:15]: What we do know is that we have made every provision to ensure that this project is comparable with the other subdivisions, both Clark Meadows and certainly Moss Point, to allow for a product that will be comparable if not above the levels [1:19:15, 1:19:35]: Of when you're looking at the lot sizes of the Clark Meadows community. We also would like to indicate that at the end of the day, we know that there are some who, no matter what we do, we will simply not be able to satisfy. They would prefer that everything stay in the RA standard. [1:19:34, 1:19:54]: Standard. We are bringing sewer to this property, so there is really no need to have the extended larger lots that you see in the surrounding area. There's a mixture, and there has to be a mixture of lots and unit sizes. The lots that are in the jurisdictional boundaries of Stockbridge. [1:19:54, 1:20:14]: We are consistent with. And so we would ask and respectfully request for a recommendation of approval on our application. We know that the price points on these homes will be higher than what we initially started at because we now have a four-sided brick project. So we are in that 300 and [1:20:14, 1:20:34]: um$50,000 range$325 to$350 with the homes as a starting price point. We know that we have room for people to ask for additional improvements to their home, to ask for larger sizes on their homes, to ask for additional amenity features that would go with their homes. [1:20:34, 1:20:45]: which will allow for um the upsell um with regards to the lots, which will also allow for higher price points. But we also had a um [1:20:45, 1:21:05]: An appraiser that was in in attendance at our meeting, at the last meeting, in order to answer questions with regards to price points in the area. We believe that we are in a reasonable price point based on what the market is bearing at this time. But we did by agreeing to the four-sided brick homes allow for that. [1:21:05, 1:21:25]: Price point to be pushed up. And for the community, we believe at the end of the day we have a fabulous community that we want to develop that is actually improved because of the comments that we receive and the modifications that we have made. So with that, we are here to answer any questions. [1:21:25, 1:21:37]: questions. We do have our engineer, Steve Moore, with Moore Bass here. Um you've already spoken with our um uh traffic engineer and um again we are here to answer any further questions that you may have. Thank you. [1:21:44, 1:21:54]: Well I think at at at this point we wanna open it up to public comment because I see that we have uh some members of the community that have joined us. [1:21:54, 1:22:07]: Mr. Mr. Abdullah, if I may, this is Randy Knighton. Yes. I just wanted to make one comment, sir, if if I could. Apparently my IT uh the IT folks told us that there was a problem there for a moment. [1:22:07, 1:22:13]: But I see people, I see about ten attendees on our call now. They're able to connect via [1:22:13, 1:22:15]: Zoom apparently for a moment [1:22:15, 1:22:19]: They were unable to connect through the main Zoom [1:22:19, 1:22:26]: link. We are streaming on Facebook Live and apparently a lot number of people are on there. But I do see a number of attendees now who have been able to connect. [1:22:27, 1:22:29]: Um, to the main Zoom feed. [1:22:29, 1:22:31]: I just wanted to make that announcement, sir. [1:22:31, 1:22:32]: That's fine, that's fine. I appreciate that. [1:22:34, 1:22:38]: So those persons who are in attendance who have a question from the community [1:22:38, 1:22:44]: Uh please provide us with your name, your address, and uh your comment. [1:22:45, 1:22:46]: No question. [1:22:51, 1:22:52]: Hello? [1:22:57, 1:23:00]: Are there any members of the community in attendance? [1:23:03, 1:23:12]: Would you like them to raise their hands if they had a comment or question? Yeah, I mean raise a hand or uh acknowledge that someone Lions family just came on. [1:23:12, 1:23:18]: We have two attendants. I'm not no let me say I'm not seeing any hands raised. I see thirty two participants. [1:23:18, 1:23:21]: Wait, let me get finished. I see thirty two participants. [1:23:21, 1:23:27]: But I don't see any hands raised. But uh Miss Lyons, uh Mr Lyons, go ahead with your question or comment. [1:23:29, 1:23:32]: All right, I'm unmute him for I'm uh uh unmute him, sorry. [1:23:34, 1:23:41]: Thank you. And I know there are a lot of people that are still trying to get in that since we expected to be able to log in at six thirty, but I I appreciate you. [1:23:42, 1:23:45]: letting us in at this point and having a a chance to speak. [1:23:45, 1:23:49]: Um I I live on North Salem with my husband and I know [1:23:50, 1:23:52]: Most of the folks around me. [1:23:52, 1:23:52]: Um [1:23:54, 1:23:55]: We like that they've [1:23:55, 1:23:57]: The builder has offered [1:23:57, 1:23:59]: A lot of the improvements that he's made. [1:24:00, 1:24:05]: But we're s we've still more or less discussed in all of the previous meetings that [1:24:06, 1:24:07]: Henry County. [1:24:07, 1:24:14]: The in the infrastructure that is set up is not prepared for another community of this size on Brennan Road right now. [1:24:15, 1:24:21]: There there's no improvements to plant to im improve it at any time soon either. So [1:24:21, 1:24:24]: You have the concerns about increased traffic. [1:24:25, 1:24:26]: Uh the fact that there's [1:24:27, 1:24:28]: Low [1:24:30, 1:24:32]: I'm I'm trying to think of the proper word. There's a [1:24:32, 1:24:35]: The loc local police are not travelling the [1:24:35, 1:24:39]: Nor Salem much at all because of the type of the road that is. [1:24:39, 1:24:42]: So we're not getting the the visibility from [1:24:43, 1:24:45]: uh the local police as far as [1:24:45, 1:24:48]: No, inc increased density will will bring more crime. [1:24:49, 1:24:51]: Uh no matter how nice the houses are and [1:24:52, 1:24:54]: Whoever lives in them. [1:24:54, 1:24:55]: uh [1:24:55, 1:24:57]: have the concerns with [1:24:57, 1:25:01]: More children being a a large neighborhood, it's gonna be full of families. [1:25:02, 1:25:03]: Got one school there. [1:25:04, 1:25:10]: The school isn't prepared to add on immediately either, so you might have to worry about overcrowding the [1:25:10, 1:25:13]: COVID isn't gonna be around forever and [1:25:14, 1:25:14]: Yeah. [1:25:14, 1:25:20]: classrooms are gonna be more than full once the kids all get back in into their classrooms again. [1:25:20, 1:25:23]: Uh you also that's still also a two lane road. [1:25:24, 1:25:26]: Yeah, there's an egress for [1:25:26, 1:25:32]: If the new community would be built for them to turn in and turn out, that's still a two lane road. That's [1:25:32, 1:25:33]: gonna be [1:25:33, 1:25:38]: An increase of at least three hundred cars a day passing back and forth in front of that school. [1:25:39, 1:25:39]: And [1:25:40, 1:25:46]: the area where the other two subdivisions are as well as North Salem Drive, that's gonna make it [1:25:46, 1:25:48]: very difficult for anyone. [1:25:49, 1:25:50]: Coming and going. [1:25:50, 1:25:52]: On a daily basis. [1:25:52, 1:25:53]: Uh [1:25:54, 1:25:54]: Yeah. [1:25:55, 1:25:57]: It's just all all around. It's [1:25:58, 1:26:00]: It's a bad idea. [1:26:00, 1:26:04]: The that area is not ready for that jump in growth. [1:26:04, 1:26:05]: And [1:26:05, 1:26:08]: Overall the comparisons in [1:26:08, 1:26:09]: This [1:26:09, 1:26:13]: offering have been comparing the area to Stockbridge. [1:26:14, 1:26:14]: Are [1:26:15, 1:26:16]: Our main [1:26:18, 1:26:18]: Oh. [1:26:18, 1:26:21]: Our community is really more rural. [1:26:21, 1:26:21]: Bed. [1:26:21, 1:26:24]: city and that's the way we like it. [1:26:24, 1:26:26]: Со іфрот із гана кам. [1:26:27, 1:26:35]: Let it come either at a little smaller pace or let the houses be spaced farther apart so we can keep that rural feel that we have. [1:26:36, 1:26:40]: That we've had for the last twenty plus years in that area. [1:26:41, 1:26:41]: And [1:26:42, 1:26:46]: That's that's what we wanna keep. We wanna keep that type of community and that type of feel. [1:26:47, 1:26:49]: 'cause that's what we moved there for. [1:26:49, 1:26:49]: And [1:26:50, 1:26:52]: That's why a lot of the people that live there have [1:26:52, 1:26:54]: been there for decades plus. [1:26:55, 1:27:00]: 'Cause they like the way the community feels as it is. They don't want it to turn into stock bridge. [1:27:06, 1:27:08]: That it mislined. [1:27:08, 1:27:09]: Yes, sir. Thank you. [1:27:10, 1:27:10]: Okay. [1:27:12, 1:27:17]: Are there any other uh participants out there vapor? I don't see a hand. I don't see any hands. Would you kindly [1:27:18, 1:27:20]: Karen Robinson has her hand up. [1:27:20, 1:27:21]: Who? [1:27:21, 1:27:22]: Karen Robinson. [1:27:23, 1:27:25]: Okay, Miss Robinson, go ahead. [1:27:26, 1:27:27]: Karen Robbins, thank you. [1:27:28, 1:27:28]: Um [1:27:30, 1:27:36]: I understand there's gonna be a development at the intersection of East Lake Parkway. [1:27:36, 1:27:37]: And Springdale Road. [1:27:38, 1:27:40]: Springdale Road comes into Brennan Road. [1:27:41, 1:27:46]: So when that um that's supposed to be a quite a large complex when it's finished. [1:27:46, 1:27:48]: And I um [1:27:49, 1:27:59]: You know, I think that needs to be taken into consideration'cause there will be traffic coming off. Yeah, I mean, raise a hand or uh acknowledge that someone Lions family just came on. [1:27:59, 1:28:06]: Hello. Ms. Robbins. Can you hear me? Yes. Can you hear me? All right. Yeah, are you yeah, go ahead. [1:28:06, 1:28:08]: Okay, other people are talking. [1:28:08, 1:28:12]: Um and also I would like to know when [1:28:12, 1:28:15]: This piece of land was uh [1:28:17, 1:28:21]: Incorporated into the city of Stockbridge. I never recall a [1:28:22, 1:28:24]: Sign saying that was happening. [1:28:25, 1:28:26]: О [1:28:26, 1:28:29]: Anything. I would like to know what year that was that [1:28:30, 1:28:35]: That land became city of Stockbridge. I can answer that. It was annexed of the city in two thousand four. [1:28:36, 1:28:38]: All right, thank you. [1:28:38, 1:28:45]: And um I will still think that there should be an environmental study done about water runoff. [1:28:46, 1:28:51]: The water tables have changed in this county due to a lot of construction. [1:28:51, 1:28:56]: And it's been a problem in the past and even when it rains heavily. [1:28:57, 1:29:06]: The pavement on North Salem fills up with water very easily and it's can it's treacherous at times during a heavy rain just to drive down the street. [1:29:07, 1:29:08]: So our [1:29:08, 1:29:09]: Um [1:29:10, 1:29:15]: I really think, you know, some kind of study needs to be done about the water runoff. Thank you. [1:29:17, 1:29:19]: I thank you, Miss Robbins. [1:29:20, 1:29:22]: Are there any other hands up out there? [1:29:22, 1:29:23]: We have Mark Jones. [1:29:27, 1:29:27]: Jones? [1:29:29, 1:29:32]: Mr. Jones, Mr. or Mrs. Jones, would you speak up? [1:29:39, 1:29:49]: Mr. or Mrs. Jones. They are allowed to talk, but they're not they're still on mute, Mark Jones. Mr. Jones, would you kindly unmute yourself so that we can hear you? [1:29:54, 1:29:57]: Jones family, would you unmute yourself so that we can hear you? [1:29:58, 1:30:05]: I would just like to say the format is different on our screen, or at least on my screen. I don't see the participants on here at all. [1:30:05, 1:30:08]: So I don't see them I don't see them either. So [1:30:08, 1:30:09]: Uh [1:30:09, 1:30:11]: format is we have another um [1:30:12, 1:30:14]: Marty Vern and Greg Ferry. [1:30:15, 1:30:17]: They have their hand raised as well. [1:30:18, 1:30:19]: Yes, there's three of us here. [1:30:20, 1:30:31]: Um yeah, so matter of fact, Mark Jones, I don't know what's happening there, but he has a presentation that the community got together and uh we would like for him to do that. Anyway, I would like to say that uh [1:30:32, 1:30:40]: One of our main concerns is uh that this a subdivision of this size going in on this piece of property. [1:30:40, 1:30:45]: Um is not uh comparable to those in our community. [1:30:45, 1:30:52]: The extensive uh report that they were talking about that the man gave at the uh last community meeting. [1:30:53, 1:30:53]: Uh [1:30:54, 1:30:55]: That was [1:30:56, 1:30:59]: Тринав мер радис анво. [1:31:00, 1:31:07]: West on west of Brenner Road. Nothing to the east, nothing to the south, nothing to the north. [1:31:07, 1:31:11]: And our community is all in that direction. [1:31:11, 1:31:15]: from from this piece of property. This piece of property is on the very [1:31:16, 1:31:19]: uh western edge of our little community. [1:31:19, 1:31:39]: And this is the only piece of property that is annexed in the city of Stockbridge. We are rural. We're rural in the Henry County, and all of our properties are larger properties. The subdivision slammed up right next to the ones that they're comparing to is larger lots. Further south. [1:31:39, 1:31:41]: [5501.7, 5521.7]: As larger lots. There's uh about at least six subdivisions in our community that all have lots that are larger lots, and that's the way our community has been. This is not comparable with our community. It's comparable with the city of Stockbridge, three miles and three and a half miles out to the to the west, but it's not. [1:32:01, 1:32:18]: not in with our community. And I think that's what you're what's really getting everybody the most. Uh it's just too many houses, too many cars, too many people for the schools, the roads, the infrastructure. It it's too much to bring into this area. [1:32:18, 1:32:29]: And uh seeing it all the time with the ones that have come in uh over the years. And we've got this big one that Karen Robinson just talking about that's gonna be bringing traffic to us as well. [1:32:31, 1:32:33]: Which community do you reside in? [1:32:33, 1:32:38]: Um why not make a presentation uh for from the behalf of the community? [1:32:39, 1:32:42]: We'd like more hold on for a minute. [1:32:43, 1:32:49]: We're Marty Verner and which community do you reside in? We live on North Stalin Drive. [1:32:50, 1:32:52]: Which community do you reside in? [1:32:52, 1:33:12]: I live in Westminster. Our little community is not a name to it. We've been here since we've lived here for thirty three years. [1:33:12, 1:33:28]: years and it's been like this and the new subdivisions that have come in have also been larger lots. Okay. Am I able to make a presentation? I think that will kind of clarify clarify some things. We'll let it let Mark speak. Mark has our presentation along with the rest of our community. [1:33:28, 1:33:37]: Yes. Yes, uh yes. That would be best to for you to listen to him because we all kind of got our thoughts together and he's got the presentation. [1:33:38, 1:33:42]: All right, go ahead, sir. Can I share my screen? Go ahead, share your screen. [1:33:45, 1:33:45]: Sir. [1:33:46, 1:33:47]: Yes, I'm sharing up. [1:33:48, 1:33:50]: Okay, can all see my screen? [1:33:50, 1:33:52]: Yes. Can you hear me okay? [1:33:52, 1:33:54]: Yes. Okay. [1:33:54, 1:33:56]: Hello, my name is Mark Jones. [1:33:57, 1:34:06]: And um this is um reference to the presentation to the Stock Bridge uh Planning and Zoning members. Uh this is by the local community members and today is the 25th. [1:34:11, 1:34:12]: Page. [1:34:13, 1:34:15]: Okay, the community requests that the [1:34:15, 1:34:19]: Stockbridge planning and zoning board members would vote no to the rezoning. [1:34:20, 1:34:24]: Reasons uh the R three zoning is out of character with the surrounding area. [1:34:25, 1:34:28]: You know, Clark Metal is only parcel with less than [1:34:28, 1:34:30]: A half acre of land. [1:34:30, 1:34:37]: The thirty nine new hundred and thirty nine new homes on seventy three acres is just too dense of a development for that parcel. [1:34:38, 1:34:42]: Additional homes will require will overpopulate the mostly rural area. [1:34:43, 1:34:45]: The home values would be decreased. [1:34:46, 1:34:53]: The concerns we have with Battle's Law proposal, the initial community meeting with Battle Law said that they stated that there were thirty-five members. [1:34:54, 1:34:55]: We're in favor of the development. [1:34:55, 1:34:56]: However [1:34:56, 1:35:00]: The members who actually attended the meeting said the majority was against the proposal. [1:35:01, 1:35:04]: No, the traffic study was conducted was not beneficial. [1:35:04, 1:35:07]: It was completed during time when school was out. [1:35:08, 1:35:11]: And like the gentleman had said, there's only one data point that was taken. [1:35:12, 1:35:15]: And the weekend Friday and weekend was not even considered. [1:35:16, 1:35:19]: Initial proposal was for a home to be a non brick. [1:35:20, 1:35:21]: Front entry garages. [1:35:22, 1:35:24]: You know, three point one net density per acre. [1:35:26, 1:35:28]: Of the seventy three acres platform. [1:35:29, 1:35:32]: They have listed only forty seven acres actually can be developed. [1:35:33, 1:35:40]: Which leads to the very low small lot size, which also leads to twenty feet per you know, between the houses. [1:35:41, 1:35:47]: The last community meeting was held with the two days notice and without any signs on the road. This is really not acceptable. [1:35:48, 1:35:54]: And the comp comparisons were within a three mile radius, but that only included the stock bridge side. [1:35:55, 1:35:57]: The community concerns is excess of traffic. [1:35:57, 1:35:58]: On North Salem Road. [1:35:59, 1:36:02]: You know, battle laws suggest that the community should [1:36:02, 1:36:04]: Contract the city of Madonna. [1:36:04, 1:36:05]: To address the issue. [1:36:06, 1:36:08]: They got built in and stock a stock page. [1:36:09, 1:36:10]: But McGonna [1:36:11, 1:36:13]: Needs to address the issues with the road. [1:36:14, 1:36:17]: There's excessive traffic on Brandon Road as it is. [1:36:18, 1:36:24]: Uh uh entry deceleration lane and a possible future traffic light was the so-called proposed solution. [1:36:26, 1:36:29]: You know, drainage is also an issue that affects North Salem Road. [1:36:30, 1:36:34]: And it will increase with the uh defense with the uh with the dense development. [1:36:35, 1:36:39]: You know, portion of the parcel is in the in the floodplain. [1:36:40, 1:36:43]: No, the engineering study is supposed to address the issue. [1:36:44, 1:36:47]: You know, but obviously there's no guarantee to fix it. [1:36:48, 1:36:54]: And they're also you know overcrowding the school system, you know, to build more classrooms with trailers to accommodate. [1:36:54, 1:36:55]: Increase students. [1:36:58, 1:37:02]: The characteristics of the area, most of the areas have one or more acre lot. [1:37:03, 1:37:04]: Lost point. [1:37:05, 1:37:06]: Which is on Brandon Road. [1:37:06, 1:37:08]: Brandon in States. [1:37:08, 1:37:09]: Which is on Brandon Road. [1:37:10, 1:37:12]: Westminster, which is on North Salem. [1:37:13, 1:37:14]: Wildwood Street [1:37:14, 1:37:17]: No, intersecting the intersects brain of road. [1:37:17, 1:37:22]: White oak, you know, has its entry on campground, but the land is east of Brandon Estates. [1:37:23, 1:37:28]: as well as country acres. Now all these are surrounding areas have one or more acre lots. [1:37:29, 1:37:33]: And you can kind of see this is a pro proposed uh new development. [1:37:34, 1:37:36]: And the area that's around it. [1:37:37, 1:37:38]: No, mostly you have [1:37:38, 1:37:39]: Large a lot. [1:37:40, 1:37:46]: Now the characteristics according to Noted by Battle, the proposed subdivision, the reserve of Hickory Hills. [1:37:47, 1:37:51]: Needs the R3 zoning. The lot width is seventy-five feet. [1:37:52, 1:37:56]: You know, um, but the other surrounding subdivisions, Clark Meadows. [1:37:57, 1:38:04]: Which I'm not sure um the last I checked it was P D, but that that um is is not valid now, but [1:38:05, 1:38:07]: Crown Walk, which is next to it, is R two. [1:38:08, 1:38:10]: has a lot width of 125 feet. [1:38:12, 1:38:13]: They have thirty lots and they're on septic. [1:38:14, 1:38:15]: Moss point. [1:38:15, 1:38:16]: It's R two. [1:38:17, 1:38:19]: Their lot width is 100 feet. [1:38:20, 1:38:24]: And has this type of of of density and they're hundred and uh twenty five lots. [1:38:25, 1:38:28]: And then she also had shown that the summits in the highlands. [1:38:29, 1:38:30]: But [1:38:30, 1:38:35]: That entry is on highway forty two and that shouldn't even be considered in the discussion. [1:38:37, 1:38:42]: So Clark Meadows is right here and you can see how small the locks are there. [1:38:43, 1:38:50]: This this these entries on here is on 42, so that shouldn't be considered. You can see that the larger, you know, crown walk. [1:38:51, 1:38:53]: And Ma's point, they're on larger [1:38:54, 1:38:54]: Lot. [1:38:55, 1:38:56]: This is the new proposed area. [1:38:58, 1:39:00]: So if you look at the overall density [1:39:01, 1:39:03]: This is the part they're talking about. [1:39:03, 1:39:04]: Going to R three. [1:39:05, 1:39:06]: This is our two. [1:39:08, 1:39:13]: This is I'm not sure exactly what this new Clark McMells, but you can see all this is Stockbridge. [1:39:14, 1:39:16]: But this is the surrounding area. [1:39:18, 1:39:19]: So this is not. [1:39:21, 1:39:22]: Compatible with R three. [1:39:25, 1:39:27]: No, the person they say should be system. [1:39:28, 1:39:32]: With a zoning in the area. There's no current R three zoning. [1:39:32, 1:39:38]: If unless the Clark Meadows has has been changed. East of Brandon Road, you know, should be acre lot. [1:39:39, 1:39:42]: The parcel of land was grandfathered in as being stockridge, however [1:39:43, 1:39:44]: You know, it should be [1:39:45, 1:39:46]: А за с аджасен зон. [1:39:47, 1:39:48]: As like I said before. [1:39:48, 1:39:50]: All this around the area. [1:39:51, 1:39:52]: A large lot. [1:39:54, 1:39:56]: So the housing density has its place. [1:39:57, 1:40:01]: No, the dense housing should be on property that has adequate road infrastructure. [1:40:02, 1:40:04]: That supports the amount of traffic. [1:40:05, 1:40:07]: And rural housing should be on property. [1:40:07, 1:40:09]: That handles a certain amount of local traffic. [1:40:12, 1:40:14]: Community Delft Development Request [1:40:15, 1:40:18]: At least three quarters acre to a to a acre lot size. [1:40:19, 1:40:21]: Which is not R three, but R one or R two. [1:40:23, 1:40:26]: Now I do appreciate they uh did up the [1:40:26, 1:40:28]: Um the the criteria [1:40:28, 1:40:30]: To make all four side brick. [1:40:31, 1:40:33]: You know, a stone on the main level. [1:40:34, 1:40:39]: But their concession was only some of them would have side entry garages. [1:40:40, 1:40:46]: Uh but we prefer that you know all of them because most of the areas in our in the area do have side entry garages. [1:40:46, 1:40:48]: No, they're custom built, no houses. [1:40:49, 1:40:53]: You're on septic sanitation, no sewer lines to be installed. [1:40:54, 1:40:58]: Uh, because by installing sewer, you know, you are going to disrupt [1:40:58, 1:41:01]: Um the area even as it is now. [1:41:02, 1:41:06]: And we would like to to have the optional basements as the train permits. [1:41:06, 1:41:08]: This is what the community development [1:41:08, 1:41:09]: Request. [1:41:10, 1:41:15]: You know, we would prevent uh proposal would be homes with larger still. [1:41:15, 1:41:16]: A still deserve. [1:41:17, 1:41:21]: You know, homes with large lots are selling over asking price. [1:41:22, 1:41:29]: You know, homes with large lots, you know, priced in a three hundred to five hundred price range would be ex would be ac acceptable. [1:41:30, 1:41:37]: And remember, there's only forty-seven acres of developable land that is suited for custom built homes, not large subdivisions. [1:41:39, 1:41:44]: And we would prefer a builder with a niche to build homes within the characteristics of the area. [1:41:45, 1:41:47]: На но Либері ком'юнтиз. [1:41:48, 1:41:50]: When they'd restart to them, you know. [1:41:50, 1:41:53]: They do not have any. [1:41:53, 1:41:54]: Fully brick. [1:41:54, 1:42:00]: homes. The if you look at if you look at research, you know, the Liberty properties, what they have done [1:42:01, 1:42:04]: Um they would not fulfill any of these new proposals. [1:42:05, 1:42:09]: So my other question is what guarantees once the zoning has has passed. [1:42:10, 1:42:12]: And hopefully it does not go to to [1:42:12, 1:42:12]: R three. [1:42:13, 1:42:17]: How can the developer be held accountable for the proposal by the community? [1:42:18, 1:42:20]: Can the builder be vetted before they start? [1:42:21, 1:42:25]: You know, how can we prevent the builder from switching to a rental property later? [1:42:26, 1:42:29]: You know, how can we avoid a subdivision that's being started? [1:42:29, 1:42:33]: And several years later completed by another builder with different priorities. [1:42:34, 1:42:40]: And if it is gonna be built, something is gonna be built there, is a senior property development possible? [1:42:40, 1:42:42]: You know, that would lessen amount of cars. [1:42:43, 1:42:46]: And also would have no no effect on the schools. [1:42:48, 1:42:53]: Well, in conclusion, the community surrounding the parcel would like to kindly re uh request [1:42:53, 1:42:56]: Let the planning zone member board members to vote no. [1:42:57, 1:42:58]: to the RA [1:42:58, 1:43:00]: to R three zoning requests. [1:43:01, 1:43:07]: We understand the development will happen sooner than later, but the type of development needs to be harmonious with the area. [1:43:08, 1:43:09]: And to enhance the area. [1:43:10, 1:43:11]: And not to degrade the area. [1:43:13, 1:43:17]: I want to thank you to Linda Logan for listening and replying to promptly to my request. [1:43:18, 1:43:25]: Thank you, Mr. Abdullah, for requesting that community have input uh before the board members voted. I appreciate that. [1:43:26, 1:43:30]: Thank you, Mr. Dumas and Mrs. Wallace uh for your support as well. [1:43:31, 1:43:36]: And uh thank you for the community members, you know, that helped me uh put all this together. [1:43:40, 1:43:44]: And again, I think for the on the behalf of the you know community. [1:43:44, 1:43:45]: Um [1:43:46, 1:43:47]: We [1:43:47, 1:43:51]: The then the lot sizes with the houses being twenty feet apart. [1:43:53, 1:43:53]: Um [1:43:54, 1:43:56]: That is not the type of development [1:43:57, 1:43:58]: Да, ви а за комніти [1:43:59, 1:44:00]: want in this area. [1:44:01, 1:44:05]: And would be and that would not be beneficial to this area at all at all. [1:44:05, 1:44:07]: As you can see going back to here. [1:44:09, 1:44:11]: The whole area around here [1:44:12, 1:44:15]: It's R A, maybe even R one or R two. [1:44:15, 1:44:19]: But R three for this part is just really totally encroachment. [1:44:19, 1:44:20]: And is not [1:44:21, 1:44:21]: Something [1:44:22, 1:44:23]: That this area [1:44:24, 1:44:25]: Would benefit [1:44:25, 1:44:26]: This area. [1:44:26, 1:44:30]: Now all the development as far as stock bridge is concerned. [1:44:30, 1:44:35]: You know, you need to have the road structure in place to handle that type of dense development. [1:44:36, 1:44:38]: And what you're having here. [1:44:39, 1:44:41]: With a traffic study that was not. [1:44:41, 1:44:43]: very um [1:44:44, 1:44:51]: No, I was thorough, but it was it was not at the right time because as two no two or three years later down the road. [1:44:52, 1:44:57]: That traffic study, even at a twenty five percent increase, as the d the gentleman had said. [1:44:58, 1:45:00]: Um with just one data point. [1:45:00, 1:45:01]: Із на [1:45:01, 1:45:03]: Very good practice study at this time. [1:45:04, 1:45:07]: And the traffic is going to be very much impacted. [1:45:08, 1:45:08]: Bye. [1:45:08, 1:45:10]: this type of development. [1:45:10, 1:45:12]: So I would suggest that [1:45:13, 1:45:14]: You find a a builder. [1:45:15, 1:45:17]: That would be able to [1:45:17, 1:45:19]: Make things [1:45:19, 1:45:20]: Request [1:45:22, 1:45:26]: And be able to, you know, in that way we be harmonious. [1:45:27, 1:45:30]: with the area, but uh but like I said. [1:45:30, 1:45:31]: In conclusion. [1:45:31, 1:45:33]: Please vote no. [1:45:33, 1:45:38]: to the R A to R three. That's a big jump, going from R A to R three. [1:45:38, 1:45:39]: We kindly [1:45:39, 1:45:41]: And respectfully request. [1:45:41, 1:45:43]: That the board members would vote. [1:45:44, 1:45:45]: No for this proposal. [1:45:46, 1:45:47]: And I would stop sharing my screen. [1:45:50, 1:45:52]: All right, thank you very much for your presentation. [1:45:54, 1:45:55]: I can p. [1:46:00, 1:46:04]: Uh is there anyone else with that uh the total community? [1:46:05, 1:46:06]: We have a Linda Kerr. [1:46:07, 1:46:09]: But her hand raised. [1:46:15, 1:46:17]: Please unmute yourself, Linda. [1:46:20, 1:46:21]: What any words? [1:46:24, 1:46:25]: Is it on now? [1:46:27, 1:46:29]: Yeah, sure, Linda. [1:46:30, 1:46:38]: Um I'm uh I live in St. Andrews at Rockport, lived here for twenty three years. And this has [1:46:40, 1:46:49]: This has been an excellent place to live and I would like my property value to remain high. [1:46:49, 1:46:51]: Um this could be one there. [1:46:53, 1:47:11]: This has been an extra safe letter time and I would like my property value to the main high. So I'm asking that you vote no on R3 zoning. Thank you. This could be an extra safe letter time. All right, thank you, Ms. Kerr. [1:47:15, 1:47:16]: Is there anyone else out there? [1:47:18, 1:47:19]: Anyone else? [1:47:21, 1:47:22]: Uh, Miss Battle. [1:47:23, 1:47:27]: Mr. Abdullah, thank you. Would I be giving you a big Barber Fleshman has her hand raised. [1:47:28, 1:47:32]: Who is this now? Barber Fleshman has her hand raised. [1:47:32, 1:47:33]: All right, Miss Flexman, go ahead. [1:47:35, 1:47:36]: Miss Battle, just bear with us for it. [1:47:39, 1:47:39]: Go ahead. [1:47:42, 1:47:42]: Okay. [1:47:43, 1:47:45]: Who has a hand raised? [1:47:45, 1:47:48]: No, you need to speak a little louder so I can hear you. I can't hear you. [1:47:48, 1:47:49]: You can't hear me? [1:47:50, 1:47:53]: I can hear you now. What's your name? Name and address. [1:47:53, 1:48:02]: Far okay, I live at ten twenty-six Brandon Road. I have nine acres. We moved here in nineteen eighty nine, so thirty years ago. [1:48:02, 1:48:03]: And [1:48:04, 1:48:24]: What the traffic study is really inadequate. They built that school down there. I never objected to anything being built on Brandon Road, but it got so bad with the school that I can't hardly get out of my driveway during school hours. And my neighbor on the other side of me, she's been here about as long as I have. She had eight acres. [1:48:24, 1:48:42]: Oh, has eight acres. And then she moved the other side of me. She got six acres. But um so she was trying to turn in her driveway and people were trying to run over her, blow the horn. She couldn't even turn in her driveway. Same thing with me. We almost get rear-ended. The traffic is ridiculous without this other subdivision. [1:48:42, 1:49:02]: And the the traffic study, he said it would be uh fourteen hundred and eighty-two trips, extra trips a day. And he also said an additional lane would be required. Whose property is that gonna take if they have to put additional lane in there? Because Brandon Road is a two-lane road and there's uh Clark Meadows one side and the new proposed subdivision on the other. So where is an extra [1:49:02, 1:49:06]: extra lane gonna go then I don't even know where the ingress and egress lanes would be. [1:49:07, 1:49:07]: Um [1:49:09, 1:49:13]: The houses, you know, we would prefer they were at least uh [1:49:13, 1:49:20]: Twenty five hundred, three thousand square feet. And we had told Miss Battle that the two thousand uh square feet was not big enough. [1:49:20, 1:49:29]: Um, the Ms. Logan said that the school said they would need eleven more classrooms. Um, everybody's school taxes will go up to take care of that. [1:49:30, 1:49:31]: And uh [1:49:31, 1:49:45]: Like I said, we first moved out here, there weren't any subdivisions on Brown Road, to my knowledge. And that St. Andrews at Rockport got started a long time ago. And then I think the builder built like three houses in there and never finished them. They set just [1:49:46, 1:49:53]: uh you know, empty for years, uncompleted. And then years later somebody finally went in there and finished the subdivision. [1:49:53, 1:50:12]: and and built it out. And then on the other side of me on Brandon Road, I can't remember the subdivision. I think there are five hundred thousand dollar homes in there. But that land was sold, the infrastructure was put in, and then the builder went belly up and the that that land sat there empty for years and it turned into a trash dump. [1:50:13, 1:50:24]: So um I've been I put the uh meeting information with the zoning so people would know it. I put it on uh Wildwood next door or something like that. [1:50:24, 1:50:30]: And I got contacted by Elton Alexander. He told me that I wasn't woke. [1:50:30, 1:50:33]: And that I didn't like diversity. [1:50:33, 1:50:39]: And uh he he would be the deciding factor or whether or not this subdivision gets approved. [1:50:39, 1:50:46]: And so I don't like his comments and all of us around here are not trying to you know [1:50:46, 1:50:49]: Uh stop any diversity. Um we [1:50:50, 1:51:10]: Don't object to the right improvements being for this area. But I think you sir were the one that said she wouldn't want this subdivision being built down the road from you. Or was one of the members that said that initially. And that's how we feel about it. If you want to put something in there, we don't want the status quo. We want something better. And let's let's you know let's have some higher [1:51:11, 1:51:12]: Value houses come in. [1:51:13, 1:51:14]: High end houses, yeah. [1:51:15, 1:51:16]: High end houses. [1:51:16, 1:51:18]: So that's my comment. So thank you for listening. [1:51:19, 1:51:21]: All right, thank you, Ms. Fleshman. [1:51:21, 1:51:22]: Yes, thank you. [1:51:23, 1:51:25]: There's a Mr Richard Gill. [1:51:26, 1:51:28]: I hope I pronounced that name correctly. [1:51:28, 1:51:32]: It was a great opportun great uh [1:51:32, 1:51:33]: Uh [1:51:33, 1:51:34]: Well great job. [1:51:35, 1:51:38]: I'm sorry. Yeah, it was a good chance. Let me uh can you hear me? [1:51:39, 1:51:40]: Yes. [1:51:40, 1:51:50]: Okay. So I live in the Westminster subdivision. I've been here for fifteen years. My attraction to this area was the fact that there was um a larger [1:51:51, 1:51:54]: building structures that were in this area and I knew that my [1:51:54, 1:51:58]: My resident that I was building on an acre plus lot was going to [1:51:58, 1:52:02]: Increase in value because all of the other opportunities in this area. [1:52:03, 1:52:04]: We're at that level or [1:52:04, 1:52:05]: Or even greater [1:52:06, 1:52:08]: From the standpoint of purchasing land. [1:52:08, 1:52:09]: Um [1:52:09, 1:52:23]: I've got to tell you that um I was shocked when the uh neighborhood went in across the street from where North Salem meets Brennan Road. Uh all of the uh the the the [1:52:25, 1:52:29]: High density, I guess, neighborhood that was put there. [1:52:29, 1:52:36]: put a lot of cars and struct and uh additional trips up and down Brandon Road, which [1:52:40, 1:52:41]: You know, back in the day. [1:52:41, 1:52:45]: It's okay to travel up Brown to Brandon Road either way. [1:52:45, 1:52:50]: without having a whole lot of complication, but now that you've got that neighborhood in [1:52:50, 1:52:54]: You go to the one in of Brandon Road, where it meets on the on the south side. [1:52:55, 1:52:56]: Of uh forty two. [1:52:57, 1:52:58]: You have cars backed up. [1:52:59, 1:53:01]: for eight or nine deep. [1:53:01, 1:53:03]: trying to get on that uh [1:53:05, 1:53:08]: angled uh stop sign there to get back on forty two. [1:53:09, 1:53:15]: And a constant basis. People are not they're afraid to get back on 42. There's you've got the two lanes. [1:53:15, 1:53:19]: Uh starting up for forty two heading into uh [1:53:20, 1:53:25]: uh heading into Stockbridge on the northbound lanes, and you've got the single lane going south. [1:53:26, 1:53:28]: And then you've got the l stop light at the other end. [1:53:29, 1:53:31]: And you've constantly got traffic backed up there. [1:53:32, 1:53:34]: Eight or nine or ten deep cars. [1:53:34, 1:53:40]: The roads are just not manageable for the increase of cars and trips that you're talking about. [1:53:40, 1:53:42]: fulfilling in this this development. [1:53:43, 1:53:44]: And then you've got [1:53:44, 1:53:46]: Brennan, you've got North Salem Road. [1:53:46, 1:53:48]: Now let me tell you about North Salem Road. [1:53:48, 1:53:52]: I've been here fifteen years and that that road is washed out twice. [1:53:53, 1:53:56]: With just the number of cars that are coming from [1:53:56, 1:53:58]: Uh the east side. [1:53:58, 1:54:01]: Or the west side going to the east side to Union Grove High School. [1:54:02, 1:54:05]: Let me tell you, it's washed out twice and it's going to wash out again. [1:54:06, 1:54:09]: The roads are already deteriorating to the point to where they got potholes. [1:54:10, 1:54:17]: developing and you go and put this subdivision in with another three four hundred and fifty cars potentially traveling up. [1:54:17, 1:54:18]: North Salem Road. [1:54:19, 1:54:21]: And you're gonna increase the the uh [1:54:21, 1:54:24]: The resurfacing requirements for that road. [1:54:24, 1:54:27]: And the fact that that road is so narrow. [1:54:27, 1:54:28]: That you can't get. [1:54:29, 1:54:34]: But wonder sometimes you have to stop to let them the other lane pass. [1:54:34, 1:54:36]: So that you can continue down the road. [1:54:36, 1:54:37]: Because the uh [1:54:38, 1:54:39]: Resident trash cans. [1:54:40, 1:54:41]: That are being dumped. [1:54:41, 1:54:44]: on their day of being emptied. [1:54:44, 1:54:47]: Are next to the road and that you don't have any room to get by. [1:54:48, 1:54:52]: So any kind of traffic up and down that road that's larger than a normal sedan. [1:54:53, 1:54:55]: Is gonna have to work its way in slow motion. [1:54:56, 1:54:57]: to to pass each other. [1:54:58, 1:54:58]: And [1:54:58, 1:55:00]: I'll tell you right now, last year [1:55:01, 1:55:04]: I drive a suburban, so I carry up a lot of that that roadway. [1:55:05, 1:55:08]: I got accosted by somebody coming out of that big neighborhood. [1:55:08, 1:55:10]: That you approved across the street from [1:55:11, 1:55:12]: Where Brian wrote. [1:55:12, 1:55:16]: Or where North Salem meets Brandon Road because they wanted to go around me. [1:55:16, 1:55:20]: And they couldn't go around me. I wasn't going fast enough, but I was doing speed limit. [1:55:21, 1:55:22]: Because it's a dangerous road. [1:55:23, 1:55:24]: If you get going too fast. [1:55:25, 1:55:26]: And the gentleman [1:55:26, 1:55:33]: Ended up running off the road to go around me, stopped in front of me, jumped out of his car, and acted like he had a gun in his pocket. [1:55:34, 1:55:35]: Now you tell me [1:55:35, 1:55:36]: How that's safe. [1:55:39, 1:55:44]: When people buy the right kind of structured homes and they have to live in the right kind of economy to [1:55:44, 1:55:47]: That's the that's that we've we've got in this area. [1:55:48, 1:55:50]: That's the kind of living that we wanted. [1:55:51, 1:55:55]: And for that to be in our our neighborhood now is a disgrace. [1:55:56, 1:55:58]: should not be part of our lifestyle. [1:55:59, 1:56:01]: And so the other thing I want to bring about. [1:56:03, 1:56:14]: that I feel like is something that you need to be able to use is the resurfacing structure of all of the Henry County Roads. If you're scared about lawsuits and other things being put in here because of the [1:56:15, 1:56:17]: You know, failing to approve. [1:56:17, 1:56:21]: Take'em up and let them pay for the resurfacing of the roads, they're continue to be [1:56:22, 1:56:26]: used by all of this traffic that's coming in from these high density neighborhoods. [1:56:27, 1:56:32]: And let them be a part of paying up our solution and uh driving [1:56:32, 1:56:37]: uh dollars to the bottom line to help pay to pay for all of that. So [1:56:37, 1:56:42]: That's what I've got to say. I appreciate your time. I appreciate you giving us the opportunity to [1:56:43, 1:56:46]: To speak our minds and give you an opportunity to understand. [1:56:46, 1:56:47]: Why we're here? [1:56:47, 1:56:49]: Why I came here. [1:56:49, 1:56:50]: And what we're looking for. [1:56:51, 1:56:54]: I know it's gotta be developed. I don't have a problem with development. [1:56:54, 1:57:00]: What I have a problem with is the development that increases or reduces the safety of my family. [1:57:01, 1:57:08]: my family's kids, the families around me, and their families, and the the the the the fact that [1:57:08, 1:57:10]: You don't see the standard. [1:57:11, 1:57:15]: right now because of the pandemic of the r of the traffic report [1:57:16, 1:57:19]: Вот усі із апандемік реляти аналізи. [1:57:20, 1:57:24]: And it's not anywhere close to what it what was true before. [1:57:24, 1:57:25]: The pandemic. [1:57:26, 1:57:27]: Thank you for your time. [1:57:28, 1:57:29]: I thank you, Mr. Gill. [1:57:30, 1:57:32]: Anyone else out there? [1:57:32, 1:57:34]: There was a Danny Kilpatrick. [1:57:34, 1:57:37]: That had their hand raised. Kilpatrick. [1:57:38, 1:57:40]: Mr. Kilpatrick, would you proceed? [1:57:40, 1:57:45]: Hi. Um I'm speaking on the behalf of the Kilpatrix. I'm under Martin Jones's um [1:57:46, 1:57:50]: log in because it was extremely difficult to get in. Um I don't know if you guys are taking [1:57:50, 1:57:56]: uh records of that. But please understand that has not been very user friendly for the community to [1:57:56, 1:57:58]: uh voice or opinion [1:57:58, 1:58:05]: Um, like we would normally do if we had a board commissioner meeting where we would be present and you could see the numbers in in person. [1:58:05, 1:58:07]: Um everyone else is actually. [1:58:07, 1:58:14]: Uh, stated all the facts that uh we are deeply opposed to this project, and it's not because we're opposed to growth, but [1:58:14, 1:58:16]: It is a reckless [1:58:16, 1:58:17]: Uh [1:58:17, 1:58:21]: impact that uh this developer has proposed [1:58:21, 1:58:26]: Uh, we've done lots of research on this develop developer, and they have also put [1:58:27, 1:58:28]: Ларджер лот. [1:58:28, 1:58:30]: larger homes in other communities. [1:58:30, 1:58:35]: What is being proposed in this community is not commensurate with what we have here. [1:58:35, 1:58:38]: And so and it has also been brought up that [1:58:38, 1:58:40]: The city of Stockbridge. [1:58:40, 1:58:41]: And McDonna [1:58:41, 1:58:48]: Um, are intersecting with each other. And so the impact of what your decision is going to affect many in the community. [1:58:49, 1:58:53]: And you do not have the right data to make that decision today. [1:58:53, 1:58:54]: If you [1:58:54, 1:58:58]: push forward with this decision without that data, that is gonna be a poor decision. [1:58:59, 1:59:04]: We would recommend if you do not have the data to push this off till you get the right am amount of data. [1:59:04, 1:59:08]: Uh we have also contacted the uh superintendent of the schools. [1:59:09, 1:59:10]: Um and they have um [1:59:11, 1:59:12]: spoken to us about [1:59:12, 1:59:14]: The growth and development of this area. [1:59:15, 1:59:20]: That this infrastructure for the educational system will not be commensurate with this particular property. [1:59:20, 1:59:23]: So what we're trying to explain is that [1:59:23, 1:59:31]: Again, we're not opposed to growth, but if putting that amount a hundred and plus hundred and fifty plus homes in that area. [1:59:31, 1:59:33]: It's just going to um [1:59:33, 1:59:35]: Reaped disaster for our area and [1:59:36, 1:59:39]: The individuals that are proposing this, you don't have to live here. [1:59:39, 1:59:45]: So you don't have to to understand that we're gonna have to be here with that and that makes people move. [1:59:45, 1:59:47]: And that makes people want to go to other areas. [1:59:48, 1:59:56]: We don't want to move because we have really built our house to to live here for forever. So um [1:59:57, 2:00:03]: I just wanted to voice our concerns. Um, it has been extremely difficult to get our opposition to you guys. [2:00:04, 2:00:05]: А the emails have been coming back. [2:00:06, 2:00:13]: Just wanted to put that on record. And we were not aware that this was gonna be a Facebook live presentation. We were prepared for Zoom, so we were [2:00:13, 2:00:17]: Uh waiting for that, not uh and we weren't able to to join. [2:00:17, 2:00:18]: And um [2:00:19, 2:00:21]: You know, now I'm under Mark Jones's [2:00:21, 2:00:22]: presentation. So [2:00:23, 2:00:27]: Um, thank you for hearing us out. Um, and we hope that you vote no. [2:00:28, 2:00:30]: Thank you, Ms. Patrick. Kill Patrick, is that? [2:00:31, 2:00:31]: Thank you. [2:00:33, 2:00:35]: Uh anyone else out there? [2:00:39, 2:00:41]: Anyone else? Miss Wallace, you see anyone else? [2:00:42, 2:00:47]: Um Mark Jones has his hand up again and so does Mr. Um Gill. [2:00:48, 2:00:50]: Mr. Gill I think he just finished. [2:00:51, 2:00:52]: Yeah. But [2:00:52, 2:00:54]: Okay, all hands are down now. [2:00:54, 2:00:55]: All hands are down. [2:00:57, 2:01:00]: That being the case, we're gonna close the uh public um [2:01:01, 2:01:02]: Response, pardon me. [2:01:03, 2:01:23]: I'm sorry, Mr. Doell, do I get a any opportunity? This is Michelle Battle. Do I get any opportunity? All right. Well go I'll make it. I'll make it brief. No, no, go ahead. Okay. Um I I wanted to um respond to a couple of things. Um, number one, um, this property is um the last uh property at the end of uh the [2:01:23, 2:01:43]: City of Stockbridge off of Brandon Road on this portion of Brandon Road. Um we are uh in terms of uh the surrounding uh property owners, um particularly those who have um raised opposition tonight, um with no disrespect, they are um in unincorporated um [2:01:43, 2:02:03]: Henry County, um, which obviously has a board of commissioners and a planning commission that directs um their zoning and planning decisions. With regards to this piece of property, um, the land use designation um indicates um up to two units per acre. And I think there's a misnomer that when [2:02:03, 2:02:23]: people think two units per acre that means that each lot has to be uh you know 2700 square feet or some uh 27,000 square feet or something of that nature. Um that is in fact not the case. Um the two units um we are slightly over we know we're actually under two units per acre now um for this site that is based [2:02:23, 2:02:43]: On the gross density. We are consistent with the subdivisions that are located within the jurisdictional boundaries of the city of Stockbridge. The Clark Meadows subdivision has been the latest development. It was developed in 2007, and they are a [2:02:43, 2:03:03]: combination of R2 and R three that's in their plat. You can see that very clearly. The Moss Point community does have lots that are at a designation without looking any further. They are at a designation [2:03:03, 2:03:23]: of the R2. They are minimum lot area, yes, of 18,000 square feet. Their density is 1.99 units per acre, and we are now at 1.89 units per acre. So we are actually less in density than the Moss Point community. We have [2:03:23, 2:03:43]: To look at those communities that are located within the jurisdictional boundaries of the city. And so therefore we are consistent with those that are under your guidance and command. The 2007 Clark Meadows community, we have tried to improve upon what was built there. [2:03:42, 2:04:02]: Um we again have lots that are larger than their lots. Um we have uh four-sided brick homes, which are comparable to what they have in their communities. Um we have a wider breadth between the homes, as we've already pointed out. Um our price points will be consistent with what is in their community, and we know that the city. [2:04:02, 2:04:22]: Of Stockbridge is seeking to grow. They want to grow in a manner that is responsive to its citizenry. We know that the people who live in the Clark Meadows community are very pleased with their community, with how it functions and operates and how it [2:04:22, 2:04:42]: It looks and we heard from them very clearly that they wanted something that was no less comparable to what they have in their community, which is why we went back and we improved upon the amenity areas. We improved some of the things that they did indicate were um problematic to the terms of the closeness of the homes. And so instead [2:04:42, 2:05:02]: Instead of being 10 feet apart, our units are 20 feet apart. Our lots are wider than their lots. Our lots are bigger than their lots. So we believe that we have done everything that is consistent and desirable by the city of Stockbridge for its residents and citizens. That doesn't mean that those [2:05:02, 2:05:22]: Who are surrounding have no voice. But I think it is important to note that the vast majority of those, if not almost all, of those who commented tonight live within unincorporated um uh Henry County. And we have had uh two meetings um with regards to this project, they were all very well attended. [2:05:22, 2:05:42]: We did provide a copy of that information and the Zoom calls to the staff, and I believe that they have had an opportunity to review them. With regards to the traffic study, yes, we provided that traffic study, but it should be noted that zonings cannot be denied solely based on traffic-related issues. [2:05:42, 2:06:02]: traffic issues there we have spoken with um the city uh sorry um henry county um that is responsible for the mass majority of Brandon Road and also for um uh North Salem Road North Salem Road is not a city street um the county has its responsibilities we have raised those issues [2:06:02, 2:06:22]: um with them that the community has had about North Salem Road. A lot of the drainage issues that they have are because there are no detention features along there. There's no stormwater features along there. We will have all of that within our community. We are entitled to be able to bring sewer into this community. So this will [2:06:22, 2:06:42]: Be a sewered community similar to uh Clark Meadows, which comes at great expense to us to bring sewer into this project. So, with all due respect, we are asking again for a recommendation of approval based on the conditions provided by staff. Again, we are consistent with the land use plan um that has been promulgated. [2:06:42, 2:06:56]: by the city. And we are certainly consistent in less than the density that is already existing within the city of Stockbridge for the both Moss Point and Clark Meadows. Thank you. [2:06:56, 2:07:04]: Let me ask you this. Um, what kind of response did you get from Clark Meadows and uh Moss Point, I guess? Those those are the adjoining communities, correct? [2:07:05, 2:07:25]: Yes, sir. Um, when the the last meeting, and I've never said that we had 35 people in support, I'm not sure where that statement came from, but um on those um meetings, um we did have individuals that were on the call from there. Um we didn't take a poll of who was supportive or who was not. Um there was a lot of discussion about not being [2:07:25, 2:07:45]: Being less than Park Meadows in terms of the house style. There was someone who made a comment about the width between the homes. And so that was one of the things we wanted to make sure that we pointed out because we had to examine why their homes were so close together. We now know that they that there was. [2:07:44, 2:08:04]: Of variance that was obtained at the time that those homes were built that allowed them to be no more than 10 feet apart. And so that was one of the issues. We did receive some comments about the amenity areas. And so that's why we included the pool because there were comments. Well, you know, we have a pool, we have this, we have that. So we went back. We lost some lots. [2:08:04, 2:08:24]: Lots to drop the lot density and to beef up our amenity area such that we actually have two large amenity areas versus um Clark Meadows that only has one. And well, I didn't really hear anybody from Moss Point that I can recall. I don't mean to discount anyone, but I don't recall on that those. [2:08:24, 2:08:44]: Those calls, anyone directly from Moss Point speaking out. But I have driven through the communities. I know that in Moss Point, for example, they have homes that have some brick fronts, hardy plank sides on a number of their homes. So these homes will be, again, all four-sided brick, which is what was consistent with the Clark Meadows community. [2:08:44, 2:08:55]: community and what had been requested. And so we tried to honor the request that came um to make sure that we were no less than um the Clark Meadows and and the Moss Point communities. [2:08:55, 2:08:56]: Yeah. [2:08:58, 2:08:59]: Miss Nelson. [2:09:01, 2:09:03]: Mr Nelson, are you making a comment? [2:09:03, 2:09:06]: Yes, sir. I would like to um can you hear me? [2:09:07, 2:09:08]: Sure, yes I can. Okay. [2:09:09, 2:09:09]: Um [2:09:10, 2:09:10]: I [2:09:11, 2:09:12]: Want to say that I am uh [2:09:13, 2:09:24]: Definitely not an architect, um, but I really appreciate the comments that Mr. Dumas made. Um, the questions he asked broke it down so that someone who's not an architect could kind of understand what was going on. [2:09:24, 2:09:25]: Uh-oh. [2:09:25, 2:09:27]: So I've heard I've listened to all the comments tonight. [2:09:28, 2:09:38]: Um, I've read um a lot of the emails. I know someone was saying that um some of the emails may not have been sent, but uh Miss Linda did send out a lot of emails and I read over all the emails that were sent out. [2:09:39, 2:09:39]: Mm. [2:09:40, 2:09:54]: And I have to say, um, I'm I I'm just not convinced um that that that the issues about um congestion and um the issues that congestion would bring, any environmental issues, I I'm just not [2:09:54, 2:10:01]: I'm convinced that you know enough has been done to make sure that all the communities concerns are taken care of. [2:10:01, 2:10:09]: Um, so you know, I I we can discuss how we're gonna move further, but at this point I'm just not convinced that this is the best thing. [2:10:09, 2:10:16]: Um, to bring into stop bridge because of you know some of the things that haven't been done. And that's based on some of the questions that Mr. Doom has asked. [2:10:17, 2:10:37]: And a lot of the concerns that the community is bringing in, um, you know, the the the people got these homes and they were thinking it was going to be a certain way. And it just seems like some of the changes that that is gonna come is gonna be completely different than what they hadn't had envisioned when they had moved into the community. And you know, I'm all for growth and progress, um, but you [2:10:36, 2:10:41]: you know, you you I I just haven't been convinced that this is the best thing to bring into this area. [2:10:42, 2:10:50]: How do you feel about the fact that most of the people who made negative comments about the development are in unincorporated Henry County and not in Stockbridge? [2:10:51, 2:11:08]: And I and I saw that and I know that's a challenge for Henry County because, well, particular specifically for Stockbridge, because the way that it is, you know, you have places that are right next to Stockbridge that are uncomfortable. But that goes back to a um, you know, there's some comments that some people haven't been. [2:11:08, 2:11:14]: heard like they wanted to, you know, they thought it was going to be one meeting and it wasn't, and they've sent stuff and [2:11:14, 2:11:22]: Um it that we what weren't able to be heard. So I I'm I'm just not convinced that everybody was heard and that this is the best thing for the city. [2:11:23, 2:11:23]: All right. [2:11:25, 2:11:26]: Uh Miss Wallace? [2:11:28, 2:11:31]: Yeah, I I first I wanna say to Miss uh Miss Fleischmann. [2:11:32, 2:11:36]: The comment that you made about Elted Alexander um [2:11:36, 2:11:40]: Місте Александра газ е престол сам. [2:11:41, 2:11:44]: That same sentiment to me, and it was very much unappreciated. [2:11:45, 2:11:46]: Um [2:11:46, 2:11:51]: It has t to me that that was very inappropriate to say [2:11:51, 2:11:53]: You weren't uh [2:11:53, 2:11:55]: Pretty much he was calling you a racist without saying it. [2:11:56, 2:11:57]: Um [2:11:58, 2:12:00]: As far as this community goes. [2:12:00, 2:12:07]: This meeting, there would probably be at least forty additional people on this meeting. [2:12:07, 2:12:12]: If the technical side had been um properly addressed. [2:12:12, 2:12:13]: Um [2:12:13, 2:12:17]: There's probably many people, and I've heard from people who have. [2:12:18, 2:12:22]: phone me. Um don't know how to get my phone number, but they have [2:12:22, 2:12:24]: And they've sent me emails. [2:12:24, 2:12:30]: And they've tried to reach out to me um in different means who actually do live in that area. [2:12:30, 2:12:35]: And although some of the people on this call uh in unincorporated [2:12:36, 2:12:39]: Those people who have tried to reach out to me. [2:12:40, 2:12:46]: more or less are within the Stockbridge city limits and their sentiments are exactly the same. [2:12:46, 2:12:47]: Um [2:12:47, 2:12:54]: Ms. Nelson is is dead on for me. Um, I agree with her and in her statement. [2:12:55, 2:12:56]: And um [2:12:56, 2:13:03]: We're really here to support our city, but the our priority is to make sure our citizens are comfortable. [2:13:04, 2:13:06]: And that their rights are not being stepped on. [2:13:06, 2:13:07]: And they're protected. [2:13:08, 2:13:10]: And and at this point. [2:13:10, 2:13:12]: I agree with Miss Nelson. [2:13:12, 2:13:14]: I am not конst. [2:13:15, 2:13:16]: that um [2:13:16, 2:13:20]: That traffic study, and I don't try to discredit anyone. [2:13:21, 2:13:21]: Because [2:13:22, 2:13:23]: I have [2:13:23, 2:13:25]: Since this project has started [2:13:26, 2:13:30]: have rolled out there in the mornings when the schools are are open. [2:13:31, 2:13:32]: The buses are running. [2:13:33, 2:13:34]: It's not at full capacity. [2:13:35, 2:13:38]: But I've also spoken with people in the community. [2:13:39, 2:13:42]: And their description of the traffic. [2:13:43, 2:13:46]: До знак компетик стаді стається. [2:13:49, 2:13:51]: So um at this point [2:13:53, 2:13:57]: Аж кантсі м'яс бин конвіст да десь. [2:13:57, 2:14:00]: exact for this particular area. [2:14:01, 2:14:04]: And I know we will vote on it later, but [2:14:04, 2:14:09]: I'm willing to listen to any comments from the board members and and [2:14:09, 2:14:11]: Taking consideration what [2:14:11, 2:14:13]: But the other members [2:14:13, 2:14:14]: Who are [2:14:15, 2:14:18]: Some are engineers, some have expertise in law. [2:14:19, 2:14:22]: Uh, some have expertise in real estate have to say. [2:14:23, 2:14:24]: And we can talk this out, uh [2:14:26, 2:14:35]: tonight and try to find some type of solution or resolution for this community because this community is really stressed out and they're hurting because of [2:14:36, 2:14:38]: the potential or the probability of [2:14:38, 2:14:43]: Грот із конаком. А хав ареанек сто май. [2:14:43, 2:14:45]: That's under Henry County and [2:14:46, 2:14:48]: They're pretty much doing the same thing. [2:14:49, 2:14:49]: And [2:14:50, 2:14:55]: I had no voice in it because I live in Stockbridge and not unincorporated. [2:14:55, 2:14:59]: So it it makes um it's it's disheartening. [2:14:59, 2:15:05]: when you're the actual people who live in those areas and you actually are feeling the impact. [2:15:06, 2:15:08]: of what's being done around you. [2:15:09, 2:15:11]: So I'll yield back to Miss Abdullah. [2:15:11, 2:15:12]: Mr. Platchard. [2:15:14, 2:15:15]: Mr. Platchard. [2:15:17, 2:15:18]: Yeah. [2:15:19, 2:15:19]: Mr Platchard. [2:15:20, 2:15:21]: Can you [2:15:24, 2:15:27]: What about is Dumas is d Mr. Dumas? [2:15:28, 2:15:32]: Yeah, sorry, it wasn't unmuting. I was trying to [2:15:32, 2:15:35]: You have any comments? Do you have any comments? [2:15:35, 2:15:38]: Um I'm just a big sponge right now. [2:15:38, 2:15:43]: soaking everybody's opinions in. Um, I would I kind of wanted to know from the [2:15:43, 2:15:47]: neighborhood if anybody was not against this development. [2:15:50, 2:15:54]: Because it it's easy to be against something when it's gonna interrupt your [2:15:55, 2:15:58]: ten acres you've been on for thirty years and and [2:15:58, 2:16:03]: You wanna keep it that way, well, it ain't gonna stay that way. You just have to get used to it. [2:16:04, 2:16:06]: But I just wonder if there was anybody around [2:16:06, 2:16:10]: who lives in one of the adjacent neighborhoods who actually was not [2:16:10, 2:16:12]: Afraid of this development. [2:16:16, 2:16:18]: Mr. Dumas, are you available? [2:16:19, 2:16:20]: I am, but I'm [2:16:20, 2:16:22]: I don't think you can hear me. [2:16:23, 2:16:26]: I can hear you. I can't see you. You do hear me. [2:16:26, 2:16:31]: Okay. Yes, I do. All right. Let me start by [2:16:32, 2:16:45]: Well first of all, let me just uh give Mr. Thibodeau his credits. Uh Miss Nelson had indicated that I made some comments. Uh it was actually Mr. Thibodeau and I think he deserves the credit for that, not me. [2:16:46, 2:16:48]: Oh I apologize. No problem. [2:16:48, 2:16:51]: Let me start by saying thank you. [2:16:52, 2:16:54]: to the citizens. [2:16:55, 2:16:56]: Who have [2:16:58, 2:17:05]: spoken out, they have made their voices heard. Um I've sat on this commission. [2:17:06, 2:17:13]: since its inception. And Mr. Chairman, you y I think you and I are the longest two uh members on this commission. [2:17:13, 2:17:14]: That's correct. [2:17:14, 2:17:20]: And it's very rare that when we have matters before us. [2:17:21, 2:17:25]: that we get this much public input. [2:17:25, 2:17:43]: Most of the times when we have matters before the board, it's only the applicant and the staff. And we have to make decisions in that vacuum with very little input in most cases. Not all, but most cases, with very little input from the community. [2:17:44, 2:17:56]: And I just want to thank you, all of you. I've I sat in on one of these Zoom meetings that was held by Battle Law. I've I've gotten your emails. I've read them. [2:17:57, 2:18:10]: And I just want you to know that when I first received my initial notification of this project, this proposed project, um I took the opportunity to ride out. [2:18:10, 2:18:23]: And and take a look for myself, which is what I do anyway. And Mr. Abdullah, you may recall that I made a phone call to you and you were doing work from home and we couldn't talk. But I had a lot of the same concerns. [2:18:24, 2:18:36]: that the community has uh that I've listened to and some of the same concerns that that I have, I had from day one, even before I heard from you all. [2:18:36, 2:18:40]: Um, but I do want you to know one thing. [2:18:42, 2:18:47]: The planning commission's vote, however it goes, is not the final vote. [2:18:48, 2:18:50]: The uh [2:18:50, 2:18:53]: Governing authority, the City Council of Stockbridge. [2:18:53, 2:18:58]: Mm-hmm. Will make the final decision up or down on this project. [2:19:04, 2:19:06]: I hope they listen to us. [2:19:07, 2:19:10]: They often do, sometimes they don't. [2:19:11, 2:19:13]: But I I just felt it important. [2:19:13, 2:19:22]: To let you know that your fight is not over, because our decision is not the final decision. It's only a recommendation to the council. [2:19:23, 2:19:24]: That's correct. [2:19:24, 2:19:32]: Then I'd like to say thank you to Mr. Cabelli, the developer and his staff and his [2:19:33, 2:19:37]: professional people that he's employed to work with him. Um [2:19:40, 2:19:44]: It it means something that someone wants to do business. [2:19:46, 2:19:50]: in and with the city of Stockbridge. I don't take that lightly. [2:19:52, 2:20:07]: And I appreciate what you all are doing. I I recognize and I've observed the flexibility that I've seen in making some adjustments and trying to address the concerns that you're hearing from people. Um [2:20:09, 2:20:13]: And I don't take that lightly as well. I appreciate [2:20:14, 2:20:16]: What you've done thus far. [2:20:19, 2:20:38]: And I sense that from the conversations that that you would like for for us to narrow our focus strictly on jurisdictional principles and focus on the communities that that lie to the west of this parcel in question. [2:20:42, 2:20:44]: But my concept of community [2:20:45, 2:21:01]: transcends imaginary jurisdiction alliance. I have to consider the whole community, uh those people to the west, those people to the north, those people to the south, and those people to the east. [2:21:03, 2:21:04]: They are all neighbors. [2:21:05, 2:21:08]: We all neighbors and to me it [2:21:09, 2:21:11]: It's like Brandon Road. [2:21:12, 2:21:15]: Could very well be the modern day Jericho Road. [2:21:16, 2:21:20]: And for us, I think we have to decide. [2:21:21, 2:21:23]: Do we want to function like the priest? [2:21:24, 2:21:27]: Do we want to function like the Levite? [2:21:28, 2:21:30]: Or do we want to function like the Samaritan? [2:21:33, 2:21:35]: And with that, I'm prepared to vote. [2:21:36, 2:21:40]: Thank you. Well thank you, Mr. Domus. I got a few comments. Um [2:21:41, 2:21:42]: Initially [2:21:43, 2:21:47]: I thought this would be easy. Why? Because they wanted to go from a um [2:21:48, 2:21:50]: uh RA to um [2:21:51, 2:21:53]: I believe it's a R four or R three. [2:21:54, 2:21:59]: It was had to be an R four because uh they uh ha have increased the lot size. [2:22:00, 2:22:06]: Uh to go from an R A to uh to a R four. That's horrible. That's spot zoning. [2:22:07, 2:22:17]: That would be spot zoning. In other words, you have a particular parcel of land that is uh uh not in compatibility with the adjoining piece of property and you just dropped [2:22:17, 2:22:21]: a rocket ship down in the neighborhood. That's what it would be Tanamount too. [2:22:22, 2:22:26]: And so they've adjusted that and they've gone from from R four to an R three. [2:22:26, 2:22:30]: Which makes it a little more palatable because uh uh [2:22:31, 2:22:34]: the c the uh subdivision across is R two and R three. [2:22:35, 2:22:37]: And so that's a doable concept. [2:22:37, 2:22:38]: In terms of zoning. [2:22:40, 2:22:50]: However, when you look at the uh the uh comprehensive zoning, one of the first things they point out in one point zero four zero zero purpose and intent. The purpose and intent of the zoning code is one [2:22:51, 2:22:55]: To promote health, safety, aesthetics, convenience, order, prosperity, and the general welfare. [2:22:55, 2:22:59]: Of the present and future residents of the city of Stockrid. [2:23:01, 2:23:02]: Remember that. [2:23:03, 2:23:08]: To promote the health, safety, aesthetics, convenience, order, prosperity, and general welfare [2:23:08, 2:23:11]: of the present and future residents of the city of Stockbridge. [2:23:11, 2:23:13]: B minimize congestion. [2:23:14, 2:23:15]: On the public streets. [2:23:17, 2:23:19]: Minimize congestion on the public streets. [2:23:20, 2:23:26]: Uh prevent overcrowding of land, avoiding both undue concentration of population and urban sprawl. [2:23:30, 2:23:31]: They got me. [2:23:32, 2:23:33]: They got me. [2:23:35, 2:23:38]: And so with those uh provisions in mind. [2:23:40, 2:23:42]: Well the project is a nice project. [2:23:42, 2:23:45]: Uh it creates a bit of hostility. [2:23:46, 2:23:51]: Because the things that I just cited to you, they're not being met. And they they they they probably can be met. [2:23:52, 2:23:53]: They probably can't be met. [2:23:54, 2:23:55]: Um [2:23:55, 2:23:57]: One of the things I thought the you know, uh [2:23:58, 2:24:03]: uh unincorporated stock breed, but unincorporated stock breeds is adjacent to uh [2:24:03, 2:24:08]: Uh uh unembra uh unicovery Hen County is adjacent to Stockbridge. [2:24:09, 2:24:15]: And I would think that if they were engaged in some kind of development that they would consider the residents of Stock Ridge proper. [2:24:18, 2:24:19]: And so uh [2:24:21, 2:24:22]: I would be [2:24:23, 2:24:32]: r I'd be reluctant to support something like this. So I mean the people have made I've got a stack of emails that I've printed out and read. [2:24:33, 2:24:36]: Almost a bookful of emails. [2:24:36, 2:24:43]: on a regular basis, that doesn't account the telephone calls that I received. And how they got my telephone number and email is beyond me. [2:24:43, 2:24:47]: But I've gotten emails every day from different people about this project. [2:24:48, 2:24:50]: And you have to take that in consideration. [2:24:50, 2:24:59]: These people are being adversely impacted. At least that's their concept. I don't know if it whether it's actual or not, but they believe they're being adversely impacted by this development. [2:25:00, 2:25:04]: And as uh members of the planning commission, I think we have to take [2:25:04, 2:25:05]: Um [2:25:05, 2:25:08]: their position and consideration. It just not [2:25:10, 2:25:12]: Completely disregard their position. [2:25:12, 2:25:19]: You know, uh as Mr. Doom has pointed out, ours is only a recommendation. It's not found, it's the city council that will make the found decision on this. [2:25:21, 2:25:22]: And so with that in mind. [2:25:23, 2:25:24]: Um [2:25:27, 2:25:35]: I'd like to entertain a motion. This is Dave Planchin. Let me just add one thing. Sure. The property owner itself. [2:25:35, 2:25:40]: Will always have the option to request it to be de annexed from the city of Stockbridge. [2:25:42, 2:25:44]: Correct. They have they have that option. [2:25:46, 2:25:49]: Correct. I mean, like I say, it's not over. [2:25:49, 2:25:50]: It's not over. [2:25:51, 2:25:52]: So [2:25:53, 2:25:55]: With that in mind, I entertain emotion. [2:25:55, 2:26:00]: I motion to deny this proposal at this particular time. [2:26:00, 2:26:02]: I don't feel like it's fitting for. [2:26:02, 2:26:03]: Our community. [2:26:04, 2:26:05]: And I second it. [2:26:07, 2:26:18]: All right, it's been moved by Miss Wallace and second by Mr. Thibodeau that the application be denied for uh the uh zoning of uh of uh what is the number? [2:26:27, 2:26:35]: What is it? RZ 2020 O two, Brandon Road redesign re-rezoning application uh then to deny. [2:26:37, 2:26:40]: Um all those in favor, let it be known by the sign of aye. [2:26:41, 2:26:41]: Right. [2:26:42, 2:26:43]: Those opposed? [2:26:44, 2:26:48]: Hearing none, the eyes have the motion is carried, the application is denied. [2:26:51, 2:26:53]: Any other business? [2:26:57, 2:27:03]: Uh Mr. Abdula, uh this is Randy Knighton, city manager, if I may, make one announcement. Sure. [2:27:03, 2:27:13]: Thank you, sir. And all all as always, thank you to the Planning Commission for your great service. And of course, we appreciate the citizens and their input tonight. [2:27:14, 2:27:17]: I would like to uh mention to the Planning Commission and to those listening. [2:27:18, 2:27:21]: That on uh Tuesday evening the city council did confirm. [2:27:21, 2:27:25]: Uh my recommendation for a new community development director. [2:27:26, 2:27:28]: By the name of Breca Johnson. [2:27:28, 2:27:33]: She has extensive experience. Uh began much of her career in Henry County. [2:27:33, 2:27:36]: І за плана ОН і плана Тут Henry County was also. [2:27:37, 2:27:39]: Uh planning director at the city of Morrow. [2:27:39, 2:27:41]: And uh her most recent [2:27:42, 2:27:43]: Now position. [2:27:43, 2:27:46]: А з асистент коммуніти девелмент директор for [2:27:47, 2:27:48]: Clayton County. [2:27:48, 2:28:00]: Uh she has tremendous experience, um highly recommended, and I'm sure you will enjoy working with her. I look forward to her uh starting soon, uh probably sometime in mid-March. [2:28:00, 2:28:10]: And uh we look forward to uh the experience and knowledge, expertise that she will bring to the city of Stockbridge. And we look forward to you having an opportunity to meet her soon. [2:28:11, 2:28:13]: Thank you. Appreciate that. Appreciate that. [2:28:13, 2:28:14]: I think. [2:28:15, 2:28:18]: Having no other business, may I have a motion to adjourn? [2:28:21, 2:28:22]: Motion to adjourn. [2:28:23, 2:28:24]: And I second it. [2:28:25, 2:28:31]: Uh Ms. Wallace moves to adjourn the meeting. Mr. Thibodeau seconds. All those in favor, let it be known by the sign of aye. [2:28:32, 2:28:34]: Aye. Aye. Those opposed. [2:28:35, 2:28:37]: The eyes have it, the the motion is carried. [2:28:37, 2:28:46]: Thank you all. And um really appreciate everyone's input in this regard because this has been a really, really interesting piece. [2:28:46, 2:28:48]: They come before us. [2:28:48, 2:28:53]: Uh never have we had this much uh uh community input. [2:28:53, 2:28:59]: uh on a matter like this and i'm sure if we were meeting physically uh it would be jam packed out there. [2:29:00, 2:29:05]: And so uh for that reason I think we've been kind of blessed. But I can assure you that I have [2:29:07, 2:29:10]: ton of emails every day. [2:29:11, 2:29:15]: opposing this and how they got my email address and telephone number telephone number. [2:29:16, 2:29:18]: They've called less several times. I just don't [2:29:18, 2:29:20]: Respond. They just leave messages. [2:29:20, 2:29:38]: But uh I didn't think that was a good idea. Who so whoever gave them our per personal emails and telephone number, uh, you know, that that was really uh a a poor decision. But be that as it may, the people made themselves heard. And um I think our obligations with the people and I think we serve them. [2:29:39, 2:29:40]: And with that said. [2:29:40, 2:29:50]: I actually had a lot of concerns about the phone calls as well, and I actually reached out to uh Mr. Knight and asked him about the appropriateness of me responding. [2:29:50, 2:29:56]: And um definitely received guidance from him and the city attorney, which is much appreciated because [2:29:57, 2:30:06]: With the planning board, one thing that we are always fixed on is staying above board. And something that we definitely want to keep mindful. [2:30:07, 2:30:15]: Um like I was advised, citizens can talk to us about whatever they want to, but we have to be very careful and stay within the [2:30:15, 2:30:21]: Our our uh lanes when we're speaking to citizens because we don't want a preconcession that [2:30:22, 2:30:26]: Um decisions were made prior to the meeting and we actually [2:30:27, 2:30:40]: are able to hear the petitioner out and listen to both sides and clearly understand what's being put in front of us. But I definitely hope and pray that if there's another matter that comes in front of us that [2:30:40, 2:30:45]: Whomever may be involved at the citizen reach out as the Brandon Road residents did. [2:30:45, 2:30:56]: And let us get their true opinions. And and that way when it's all said and done, they know they've done their work and they know they were able to put their their story out there where we can hear it. [2:30:56, 2:31:02]: Stuckbridge is a great place to be and we want to keep it that way. And we certainly appreciate all the citizens. [2:31:02, 2:31:06]: Well one of the things, uh someone uh I don't know if Mr. Planchard [2:31:07, 2:31:10]: Brought up a ex parte uh encounter. [2:31:10, 2:31:24]: An ex parte encounter is when one side meets with a judge or other side without the benefit of having the opposition present. That is an ex parte meeting. Generally they're illegal, especially in the judicial arena. [2:31:24, 2:31:29]: But uh um again, I mean this was a good exercise all around. [2:31:30, 2:31:33]: All around. And like I said, I got [2:31:34, 2:31:42]: A book of emails. I mean, every day. Uh in fact the guy who said he wanna thank me, I have no idea who he is, but he did send me an email. [2:31:43, 2:31:49]: He had sent me an email, you know. So you know. Brilliant. He thanked us all. [2:31:50, 2:31:58]: Uh but uh beat it as it may. Emails are fine because you don't have to respond to them. I don't respond to'em. I don't confirm one with [2:31:58, 2:32:06]: Yep. A telephone call or somebody wants to have conversation with you about an issue is off the record. That's a no no. No that's a no no. [2:32:07, 2:32:11]: That is I remind them of that too. Yeah. Yeah. Well [2:32:12, 2:32:23]: I uh my policy is that uh I don't wanna respond to anything like that because you can probably say something that you didn't mean to say or they get the impression that you supporting them when you're not. [2:32:23, 2:32:35]: Uh, etcetera. So I don't respond to the telephone calls, I don't respond to the emails. But I do ex I I don't have any choice but to accept'em because they're there. Yeah. But uh [2:32:35, 2:32:38]: Miss Abdullah and you know. [2:32:39, 2:32:48]: You guys are very open. You have that open door approach to where if we have questions that we can come to you and and receive the clarification that we need. [2:32:48, 2:32:50]: And I definitely did. [2:32:50, 2:32:56]: depend on you all to get that clarification. So much appreciation is is a both out of the [2:32:58, 2:33:01]: Mr. Knight, may I ask you a question, please? [2:33:03, 2:33:04]: Mr. Knight. Yes, sir. [2:33:05, 2:33:09]: Um the issue about Councilman Alexander. [2:33:11, 2:33:21]: Uh that that that behavior is inappropriate for a councilman, you know. I mean I I um we're um I I've I've heard the comments uh that were rendered tonight. [2:33:22, 2:33:27]: Um and I will have the appropriate conversations. Obviously I don't want to get into anything [2:33:27, 2:33:33]: uh here with respect No, no, I'm just saying I'm just I just wanted to bring it out that that was [2:33:34, 2:33:36]: I inappropriate. In fact, that's him calling me right now. [2:33:37, 2:33:37]: And I've [2:33:38, 2:33:42]: I've heard the c I've heard I've heard the conversations this evening and uh the appropriate [2:33:42, 2:33:45]: Discussions and conversations uh will be had. [2:33:46, 2:33:46]: Okay. [2:33:47, 2:33:52]: Hey, all right. We had a good round. I think it was a good exercise. I mean, I think we did the citizens good, so [2:33:53, 2:33:54]: Good night. [2:33:55, 2:33:57]: Thank you. Bye bye.
