[0:13:41, 0:13:53]: Uh C C McGee is a breast cancer survivor. Could you come up? And ladies, or if there happens to be a gentleman in the area, if is anybody else that is a breast cancer survivor, please come on up if you are. Okay. [0:14:44, 0:15:03]: Whereas hundreds of thousands of Americans will be diagnosed with breast cancer this year and tens of thousands will lose their battle with this disease. Although both women and men can have breast cancer, women are higher r at a higher risk. On October the sixth, a dear friend was just diagnosed with stage three cancer that spread to her lymph nodes. [0:16:47, 0:17:07]: Early detection and knowing your body can help save your life. So women and men, please make sure you put it on your calendars to get yourself checked and encourage one another to get yourself checked. And thank you, Counsel and Mayor Protel. So this next proclamation uh deals with uh [0:18:41, 0:18:45]: deals with uh National Domestic Violence Awareness Month. [0:18:46, 0:18:48]: Okay. So for this [0:18:48, 0:18:51]: It's Christy, will you come up forward for me please? [0:18:55, 0:19:05]: Ladies and gentlemen, this is uh Christy Tucker Sims. I'm gonna have her uh I'm gonna read this, have her up here with me, and then there's uh another uh document that I'll read in just a little bit. [0:19:07, 0:19:09]: Come on, let's get to kinda get close in the middle. [0:19:09, 0:19:10]: All right, here we go. [0:19:11, 0:19:31]: Whereas the physical and emotional scars of domestic violence can cast a long shadow. Too many individuals, regardless of age, ability, sex, sexual orientation, gender identity, circumstance, or race, face the pain and fear of domestic violence. And whereas during National Domestic Violence Awareness Month we shine a light on this violation of the basic human rights. [0:19:31, 0:19:51]: to be free from violence and abuse, pledged to ensure every victim of domestic violence knows they are not alone and foster supportive communities that help survivors seek justice and enjoy full and healthy lives. Whereas over the past two decades, rates of domestic violence against females are have dropped by nearly three quarters, but there is still much work to be done. [0:19:51, 0:20:11]: Built on the progress we have made. Nearly one in four women and one in seven men have suffered from domestic violence by an intimate partner. And whereas we must continue to recognize survivors who experience disapportionate rates of domestic violence and who have been placed at the margins of generations, including women of color, Native Americans, individuals with disappointment. [0:20:11, 0:20:26]: disabilities, members of the LGBT community, immigrants and older adults. Whereas our nation character is tested whenever this injustice is tolerated, when anyone is targeted by someone they place in their trust. We have a responsibility to speak up. [0:20:26, 0:20:46]: We have a role to play in building a bright and safe future for each other and for future generations. Whereas this month we commit to standing with survivors of domestic violence and to and to our doing our utmost to extend hope and healing to all who need it. [0:21:50, 0:22:10]: Now I'm I'm gonna let Ms Ms. Sims uh talk to you just a bit, but it's a letter of commendation dated today. As elected officials of the city of Stockbridge, Georgia, it's our pleasure and duty to recognize individuals who are doing great things in the Stockbridge community. Christy Tucker Sims is a voting mother of two whose life was forever changed on April twenty eighth, twenty thirteen. [0:22:09, 0:22:29]: was assaulted by her boyfriend with industrial gray surfuric acid, which burned her over twenty percent of her body and sent her to a in a coma for two months. Christy has undergone thirteen reconstructive surgeries and has been on a long, durous journey to rebuild her life and the lives of her two children. Despite her personal struggles, Chrissy has amazing courage. [0:22:29, 0:22:49]: When she could have easily fallen back into the shadows, Chrissy decided to become a voice. Chrissy chose to become an advocate and support other survivors of domestic violence. Christie established a foundation that is dedicated to the mission and preventing domestic violence and serving as a resource for victims to help them find the support they need. The Stockbridge City Council commends. [0:22:49, 0:23:01]: For you Christie and your courage, for your fortitude and your willingness to share your personal story with the world and for advocating against domestic violence. Each one of the council members along myself signed this particular letter of accommodation. [0:23:05, 0:23:15]: Thank you. [0:23:16, 0:23:21]: Um you might I wanna bring my family up here that I'm gonna be able to do that. My whole family. Sure. Absolutely. [0:23:23, 0:23:34]: Um, primarily because I didn't I d there's no way I would have been able to do all the things that I've done in the past three years, um, in a in a broken state. I've been in a broken state in the past three years without my family. [0:23:34, 0:23:36]: Um I am honored. [0:23:37, 0:23:39]: And I am humbled by this [0:23:39, 0:23:40]: Um proclamation. [0:23:46, 0:24:06]: To the entire city council, um, Elton Alexander for making this happen. Mayor, constituents and friends, thank you so much. I have one thing I really want to make sure that happens. I think that bre this is breast cancer awareness and domestic violence month, and I think both of these issues are a little too important to be in the same month. We have eleven other months. [0:24:06, 0:24:20]: to choose from. And more women kill are killed via domestic violence, believe it or not, than breast cancer. And millions are killed from breast cancer and and it's like it gets overshadowed because of the stigma attached to domestic violence. I am [0:24:20, 0:24:40]: I am walking and living proof that it can happen to anybody. I am an educated woman. I am a woman who was a wife for a long time, a mother, and it happened to me anyway. People listen to me because I look and and and and I'm a reflection of everybody in this room, so they pay attention and I walk around with the scars for the rest of my life. Um but these are two very relevant issues and I think I'm gonna try to work on [0:24:40, 0:24:51]: on that, making sure that they get their own month. So I want to thank my family, my mother Elaine, my brother Anthony, my sister in law Jennifer and my niece and nephew because I would not have been able to do any of this without them. Whereas the governor of the state of Georgia has proclaimed the day of Sunday, November 6, 2016, as Retired Educators Day in Georgia. And whereas more than one hundred and eighteen thousand retired educators in Georgia, twenty six thousand plus of whom are members of the Georgia Retired Educators Association, whereas the retired educators of Georgia have donated [0:27:42, 0:28:02]: thousand hours of volunteer service to make invaluable contributions to the welfare of the respective communities across the state. And whereas it is appropriate that a day be designated for citizens to express their appreciation for the contributions that retired educators have made and continue to make for the betterment of human lives and for society. And whereas [0:28:02, 0:28:22]: Local churches will recognize those lasting contributions made by retired educators in this community. Whereas the mayor and the city council of the city of Stockbridge wish to show their support for retired educators in the city of Stockbridge, now therefore I be it proclaimed by the City of Stockbridge, Georgia, acting through its mayor, Pro Tem Anthony S. Um we're on a a mission at Dutchtown to get more community. [0:33:02, 0:33:16]: community and parental involvement in our schools so that you can see what really takes place and all the awesome things that takes place at the school, but we can't do it without the community, we can't do it without our parents and we really appreciate you always being there for us. So [0:35:41, 0:35:50]: keep doing great things at National We're trying to do our part in this land and thank you for everybody on the on the council city's membership. [0:38:10, 0:38:27]: All right, so we'll move on with the uh old business and the actually the first item for old business actually deals with a resolution to approve the city of Stockbridge becoming a partner with Henry County Schools, partners and education program. And that'll be presented by Councilwoman uh Lakeisha Gantt. Ma'am? [0:38:28, 0:38:31]: Um I've actually brought this up [0:38:32, 0:38:32]: Uh [0:38:33, 0:38:53]: last month at some time and uh w we again we at that time we discussed that it took a village to raise um you know the students here uh and our youth here in our city. So um I spoke to Henry County Board of Education um and [0:38:53, 0:38:58]: One of the things that we could do is something that we just did. [0:38:58, 0:39:06]: um that we've been doing is become partners in education with those schools that have um [0:39:07, 0:39:09]: Video stop bridge. [0:39:10, 0:39:10]: Mm. [0:39:11, 0:39:31]: residents in those schools. And so um I ask that we approve this resolution. It's something that we're doing already anyway. We go out and read to the uh students, um whether we're doing volunteer service or giving back as we've done today. Um it's a great example of what we do and how [0:39:31, 0:39:43]: how we care. We are actually the first city to do it. So I would that's it here in Henry County. So I would challenge other cities to become partners as well. Um I like people to know that [0:39:44, 0:39:47]: Education is key. Um [0:39:48, 0:40:03]: When it comes to your property values, when it comes to um where people want to live in the environment, it's all about education. And so everyone, including you as citizens, [0:40:03, 0:40:23]: can go out and volunteer some of your time, even if you don't have students there. I just ask that, you know, you continue to uplift and pray for our youth and continue to show your support, whether that's saving and clipping box stocks or giving back or joining organizations. Um so just wanted to reach out and do that and and hope [0:40:23, 0:40:26]: that we will approve this resolution tonight. [0:40:27, 0:40:31]: Thank you. What um [0:42:47, 0:42:56]: I mean, precautions are we're gonna be able to put in place so that we don't wind up with a situation where we have residents with thousand dollar r um [0:42:57, 0:43:17]: water bills and we have this same issue. So, you know, I don't know whether it was the same company or what the precautions were, but we just don't want to go down that road where we're having people having these bills and we have contentious situation where, you know, the meter reader over there was like you know [0:43:17, 0:43:33]: It c i it has to be a leak and this and that and I've been on the other end of that where the leak wasn't my fault and I had to go back through a lot of this. So could you kinda talk about that? Would there be a trial period uh for s these disputes or [0:43:33, 0:43:45]: to make sure that these meters are reading correctly and could you talk about what you know about this situation possibly in other areas where these meters have been incorrect. Yeah, good question. Um [0:43:46, 0:44:06]: We have. We've done quite a bit of research in other jur jurisdictions, other municipalities, uh locally alone. Uh Henry County has Henry County Water Authority. They've been they've transitioned into automated water meters for about a year plus, a couple of years now. Um City of McDonough has recently made the changeover as well, and there's a number of jurisdictions who have [0:44:06, 0:44:26]: been in place, we've had them in place for several years without any issues. So I know you're speaking of obviously in the Cab County and City of Atlanta. I know they've had some challenges there. There are safeguards in place and we've had some of those conversations. Some of that was revealed as came out during the um the question and answer period. We interviewed all of the all of the um vendors that submitted [0:44:26, 0:44:28]: proposals of those top three. [0:44:28, 0:44:45]: Um and there are safeguards that they can you can gauge against that. The nice thing about the um the software that you utilize is it is a continuously it it continuously checks. So one of the great things about the automated water meters from the very beginning is it gives us an opportunity to actually um [0:44:46, 0:45:06]: view and see usage on a daily or n and if you choose to monitor it that way on an hourly basis. So if we start to see anomalies, we can immediately isolate that one that one area and we'll actually able to send a crew out and identify there's an area where you know you are constantly at at one level and all of a sudden we suddenly see a spike. [0:45:06, 0:45:09]: then we would initially we would immediately go out there and send a crew out. [0:45:09, 0:45:29]: to be able to identify what the source of this leak is. So what's happened in the past is someone may have a leak and by the time they come to us, by the time they recognize, they don't find out until you know, they may get a leak the day after their meter have been read. So it may run for twenty plus days. And so then there's all that water's been wasted. Now this will give us an opportunity [0:45:29, 0:45:49]: to be able to identify those leaks far earlier in the process. You know, and and and subsequently as well. So we should never have because we're monitoring it on a regular basis, we should never have those anomalies where we're coming up with thousand dollar bills if the normal bill is fifty, sixty dollars. That should never be the case. Like I said, I believe there are [0:45:49, 0:46:09]: the way the software is is crafted, there are safeguards to help prevent that because of the monitoring. So yeah, we feel confident that we won't be dealing and again I don't know the specifics on what led to those other jurisdictions, but we feel confident in in in the the specs that were drawn up, the way they were drawn up, and even in speaking other jurisdictions that um [0:46:09, 0:46:14]: the system that would be selected will be one that will be will have those safeguards in place. But [0:46:24, 0:46:40]: seeing that this has happened in other jurisdictions, I want the onus placed on us to prove that this water was used. Before we start trying to, you know, go down that route where people were being turned off and all that. I I don't know what we could do to look at a policy that says [0:46:41, 0:47:01]: Somebody has this you know, it may not s it might not suppose to happen, but it did happen. Right. Okay. They say the bill is a thousand dollars where you use this on the first, second, third, fourth, fifth, whatever, where that water got used to putting the onus on us to prove that before we go down that line of uh comments. [0:47:01, 0:47:07]: collections and all of that.'Cause it's [0:47:08, 0:47:28]: Every week we may have two or three different issues as it relates to utility billing and issues that may come up in regards to leaks or whatever it may be. And you know, the approach that we take i is certainly one where we go all we do all that we can on our end to help guide them through the process, help them identify because quite often the leaks will occur [0:47:28, 0:47:48]: and they won't be the city responsibility but they'll be if they're between the meter and the house and they may be the the the homeowner's responsibility. So even in those cases will assist just helping them to identify the locations or for them to come out and you know in those cases like that it's still back on on them to make the make the repairs. But you know so we do all that we can. I mean we have uh I can't tell [0:47:47, 0:47:48]: [2869.1, 2887.0]: I try to pass them along whenever I get'em accolades I get about the water department and you know their how well they do from a customer service standpoint, dealing with um dealing with a lot of our citizens. So they do a good job as far as going out there and finding, identifying leak sources and trying to work with citizens if we have situations where [0:48:07, 0:48:27]: we have exuberant bills that may have been calls over a time um frame. There's an opportunity to even appeal and you can get it reduced based on'cause often if it's a leak your there's a mechanism in place that we have where you can go back, get the repairs done, submit those receipts back in and we can take off your sewer costs from in in those cases. So and then go back and make [0:48:27, 0:48:42]: make adjustments to the bill. So we do that on a regular basis. Do you know anything about the insurance for these leaks too or something like that? I saw that in the city of Atlanta where they had like they offered them insurance in case something did happen on their side of the meal. [0:48:42, 0:49:02]: Yeah, there is a group out there that's doing um insurance for homeowners should their lines break. We've looked into it at one point. Um there are some jurisdictions that have done it, have looked into it, and that's something we may all go back and explore. Um I remember being approached um last year at some point. Uh you know, and I've heard mixed remote. [0:49:02, 0:49:09]: Reviews, quite frankly. You know, some saying, Yeah, it's a great program, others saying, nah, I'm not so sure about it. Um this matter comes up uh in light of [0:49:40, 0:50:00]: some recent events where members of council speak in public and answer questions primarily of the media. And I and the question was raised when a council member speaks, um should there be some consideration? [0:49:59, 0:50:19]: requirement that they uh add the caveat that they're making their own personal opinion as opposed to the opinions of the entire council. Um w in our code of conduct we have a provision related to speaking with one voice where [0:50:19, 0:50:23]: With that decision. [0:50:24, 0:50:31]: Um if a member of council disagrees, they can express their disagreement. Um [0:50:32, 0:50:38]: still go forth and say that that's the decision of council. We're gonna move forward with it. I would have done something different, but [0:50:39, 0:50:49]: The council chose this route and that's the route we're gonna go in. And that's the suggestion for speaking with one voice when it becomes an issue of something that the council did. [0:50:50, 0:51:10]: But when it's something that s perhaps another political body did or if it's just a matter of uh a situation um in current affairs that individual members of council want to make their opinions known, they should be allowed to do that. There's still a First Amendment issue. [0:51:10, 0:51:10]: But [0:51:12, 0:51:23]: at what point should the council consider encouraging members of the council to express that it's their personal opinion and not necessarily the opinion of the entire council. [0:51:24, 0:51:44]: So that's where we are. We can make some amendments to the code of conduct if that's your will. Um really in two parts. Um you have the current version of the code of conduct with you um in your packet. And on page two uh under section four quick [0:51:44, 0:51:58]: tips we can add language to that. Um making it clear that when you're expressing your independent perspective, this is part D, that you make it clear that it's your independent perspective unless the council has [0:51:59, 0:52:04]: jointly said we all agree with whatever the viewpoint is. [0:52:04, 0:52:24]: And then by the same token in on the very last page where it references speaking with one voice, you add similar language to that that whenever you're expressing a personal opinion on a matter that does not involve a council action that you make the [0:52:24, 0:52:44]: same uh disclaimer that you're speaking as you know you're um you're making your own opinion known and not the necessarily the opinion of the entire council. So that is what's on the table for consideration for your discussion and before we bring anything back for an actual [0:52:44, 0:52:50]: We just want to hear from you to determine whether that's something the council wants to do. [0:54:17, 0:54:29]: and accomplishing things that need to be done for the city to put the city on the right path. I've been trying to get these zoning issues [0:54:40, 0:54:46]: uh on the agenda as far as uh fixing these businesses on highway one hundred thirty eight. Um [0:55:59, 0:56:02]: I believe that when we go out and we speak to the public [0:56:02, 0:56:22]: I don't believe this to be petty because I believe that when we speak and we s want to speak of our own uh personal opinions, then it should be stated as such. If I'm gonna go out and speak of my own opinion as j uh John Blount, then that should be my own opinion. But if I'm gonna go out and I'm gonna to speak as Councilman John Blount, then I have [0:56:22, 0:56:34]: repercussions for my whole coun all my council members in what I say and what I do. Because I'm put I put myself in a position to either build collaborative efforts or burn bridges. [0:56:35, 0:56:55]: So this is what I this is why I asked our city of attorney to draw something up that we understand that when we're in the public's eye representing the city council, we're representing the city council and not individual uh ideas and not individual comments should individual comments can affect [0:56:55, 0:57:00]: uh outcomes with different individuals. I'm not about what's petty to me [0:57:01, 0:57:06]: is when we go out there and we start to do petty things with people but it represents the council. [0:57:06, 0:57:20]: We got serious business to do in this city and I believe that in order to get that serious business done, that we have to act like we're serious and professional before the public. This is not to infringe on anybody's uh right of freedom of speech. [0:57:21, 0:57:40]: Because anything you say in any capacity, in any job, in anywhere, you have the right to say it. But everything we say and do do have repercussions behind them. So it's not to say to remove any freedom of speech. But I believe that if we go out there as a city council and we put our own opinions out there and it becomes divisive. [0:57:41, 0:57:55]: that it's not the it's not the opinion of the council, it's your own personal opinion. I think we should stand alone when it comes to any negativity or anything that can can be divisive for this city. [1:06:22, 1:06:38]: I can't require that media member to run the disclaimer. So how do we work that? How I mean, I get interviewed by Channel Eleven and Channel Eleven runs a story. I talk to them. I can't require Channel Eleven to say to run that disclaimer. So how do we enforce this? [1:06:39, 1:06:39]: Well, [1:06:40, 1:06:44]: You know, the the issue is, you know, if you make the disclaimer [1:06:45, 1:06:48]: Then you've done your part. You can't force [1:06:49, 1:06:54]: channel two, channel eleven or any media to to um [1:06:55, 1:07:07]: to broadcast every part of an interview. I think you all understand that. It would that would be a a fact issue that would come up if a complaint were ever made. Well did you make the disclaimer if [1:07:08, 1:07:20]: you know, the particular council member says, Yes I did, then it would be a matter of looking at the whole transcript and and even requesting, you know, the entire interview to prove that. That's all that would be. [1:07:22, 1:07:42]: I guess I want to s be clear what I'm saying. Um when council states one to another what we're going to do, how we're going to do it, we need to do it that way. Okay? So if we speak in a setting [1:07:42, 1:07:50]: um pup you know, privately or whatever, and we're saying this is how we're gonna move forward. This is the person that's going to speak for the city. [1:07:52, 1:07:56]: I believe that we all should adhere to what we all agreed upon. [1:07:57, 1:08:17]: And not just take it upon ourselves individually, you know, and have a disclaimer and say, I'm gonna run and say it, you know, this way. But if we all agree that's where I stand, I don't have a problem with everyone being able to sp but if we are sitting together as a team, as council, so we can move forward as one together. It was indeed an honor for us to be able to uh honor Miss Uh Christy Sims Tucker because she's been she's an international advocate and a for awareness on domestic violence. She's been honored all over the world for her coming. [1:10:28, 1:10:30]: Courageous uh stances. [1:10:31, 1:10:51]: and her support uh and encouragement of other victims of domestic violence. The only place that she has not been honored was in Henry County and the incident took place right here in Henry County. I wanted to write that tonight and I'm glad this council did move forward with making that right and uh to honor [1:10:51, 1:10:52]: Um [1:10:52, 1:11:12]: And breast cancer awareness month, those are the types of things that we can do uh from this council to act in a positive uh direction to make sure that we are um doing the right thing and putting the right foot forward for the community. Um you know, I just want to add uh further that um you know [1:11:12, 1:11:31]: know, I do agree with Miss Robinson when she said that um you know that we uh we speak as one body, but again, we can't violate the constitution when you are guaranteed the freedom of speech. The freedom of speech guarantees you the right to be able to show dissent. [1:11:32, 1:11:42]: the council agrees to do something on one task. The official spokesperson might is the mayor of Tem. The official post spokesperson is is agree, is the city manager. [1:11:42, 1:11:45]: But if one council member wants to go out [1:11:45, 1:11:49]: And that prouncil member wants to give their opinion, they have the right to do that. [1:11:49, 1:11:55]: And um I'm a First Amendment advocate every day of the week and I will always do that. [1:11:55, 1:12:01]: I do want to see, as I said earlier, for us to move on some serious items. [1:12:01, 1:12:21]: We've been talking about downtown redevelopment for quite some time now. I want to see those activities move forward in in in the most expeditious way possible. We talked about um enterprise we talked about uh enterprise zones, we talked about uh job tax credits to attract business to downtown, we talked [1:12:21, 1:12:29]: About branding. We talk about moving things to the next level in terms of cleanliness. I want to see us take [1:12:29, 1:12:49]: Uh our sidewalks in our community and uh power wash them, clean them on a regular basis, our walkways and our past, add beautification to this downtown area, all the above because you know what? Our citizens deserve that. We deserve the community that can be top notch that we are proud of each and every [1:12:49, 1:13:01]: every day. And I call on each and one every one of you to join us in this effort to move the city forward and congratulate all the members who uh were accepted tonight on the zoning advisory board. [1:13:03, 1:13:03]: Cover them below. [1:13:07, 1:13:21]: Once again I'd like to thank everyone for coming out too and I truly believe that uh in order to move this city forward, I agree with Councilman Alexander that we do talk about a lot, but I also believe that in order to talk about anything we have to talk to people. [1:13:22, 1:13:33]: So when we talk about things we talk to people also, and this is why I I w want to reiterate that it's not petty to me on the image and perception that we put out there to the public. [1:13:33, 1:13:38]: Because I've always told and taught that perception can be sometimes greater than the truth. [1:13:38, 1:13:43]: So we have to be cautious on the perception that we put out there that we don't find ourselves [1:13:43, 1:13:52]: as a city in a uh in a conundrum that we don't need to be dealing with when there's so much serious things need to be done in this city. Um [1:13:52, 1:13:57]: Being the chairman of the Community Relations Committee, uh I wanted to update that we have uh [1:13:58, 1:14:18]: that we've seen uh more community volunteering involvement in the city and some of the volunteers are sitting here even tonight and I thank you all for your uh participation. But we would like to see that even grow in the more so I've been dealing with uh staff, the event staff and I've talked to several church leaders about uh moving forward enhancing [1:14:17, 1:14:37]: involvement of different community uh of the community to get involved and volunteering because I believe that as a whole we want to be involved as community. We just have to make sure that we reach out to the community and and and get that going. Uh I'm working with our assistant uh mayor and uh to mayor and counselor to set up a uh celebratory event to promote uh celebrate [1:14:37, 1:14:49]: those willing to volunteer for the uh their services to the city of Stockbridge. Uh I'm working t with the administration of uh Stockbridge Elementary and uh Smith Bornes Elementary School to help them to [1:14:49, 1:15:09]: uh promote events uh to mo promote social and academic enhancement for their students. Uh we do a uh we I w I'm promoting uh motivational speaking, uh reading to the students. Uh I've also uh elected and uh I have a partner with uh uh uh company that has a gaming truck that we have uh the gaming truck [1:15:09, 1:15:29]: And activities for the top readers during the time of the session for the reading. And what this is going to do while encouraging and motivating and identifying other students that are lacking in various areas, because I believe that when you see someone doing something, you say, Hey, I want to be a part of that, though those students will jump on board and we'll also identify those students that need more help. [1:15:29, 1:15:49]: help in this those different areas. So this collaborative effort with the uh elementary schools is really going well. Uh as a council we have uh approved the proceedings, uh we approved that to have a youth council under the uh uh committed uh uh relations uh committee and so uh this past uh week uh [1:15:49, 1:16:09]: along with uh Neat uh Councilwoman Neat Robinson, we attended a uh uh Georgia Municipal Association Youth Conference in Macon, Georgia. Uh as a community relations uh chairman I would be giving uh my recommendations uh per GMA uh conference training to uh the other board members Councilman Neat Robinson. [1:16:09, 1:16:29]: And then Councilman Elton Alexander because when they first started to spearhead this uh project uh to have a youth council um and to learn more and more about it now, knowing more than I know, um I think that the city will be going in a in an awesome direction with that implementation of a youth council, and then I think it'd be great for our students. And also as Councilman Blount said, I'm excited about our youth council that is up that's going to be cut moving forward really. [1:17:56, 1:18:16]: Real quickly and very soon, so that way our young people will know that here in the city of Stockbridge we have a lot of positive things that we're going to be able to provide for them. So I'm definitely excited about that. And also on our announcements, I've noticed that we do not have on here in honor of breast cancer. [1:18:16, 1:18:25]: Or awareness mock, the city of Stockbridge presents pretty in pink, which you can submit a hundred-word or less. [1:18:26, 1:18:46]: Submit a hundred words or less nominating a breast cancer survivor to be acknowledged and invited to our special luncheon. Um you can please submit those entries to eReception at the city of Stockbridge, Georgia, G A dot gov by October the fourteenth. And the event [1:18:45, 1:19:05]: will be held on october the twentieth at ten o'clock AM at a private location. So um to get any any further information, please contact um City Hall um so that way you can ex speak with our events coordinator so that way they can provide um more information for that. [0:07:29, 0:07:49]: to re uh open the issue of bringing Boys and Girls Club um of Atlanta to Stockbridge. I've done some research. There's a uh current a Facebook page that's pretty old um and actually talked to some of the uh previous um officials who were in that steering [0:07:49, 0:07:53]: committee several years ago and I think that uh [0:07:53, 0:08:13]: with this new board, DDA board and new council, I think this is a great time to begin those negotiations and start starting the research. I know nothing's gonna be bricks are not gonna be laid anytime soon, but um you know we gotta start that process of talking and find out, you know, the committees that were, you know, part of it before what [0:08:13, 0:08:29]: had they gotten to, what were some of the issues as to why that it did not happen and and just start discussing um how can we move forward then. Uh in the past we've seen some uh our marketing efforts haven't been as as robust as we like them to be. If you drive up and down the interstate you see uh signs from various cities and uh incorporating inviting them in. [0:29:51, 0:30:11]: Letting them know that they have a welcome environment. Uh we endeavor to do that at the city of Stockbridge, um led by Miss Harris Bragg in terms of redeveloping our downtown area and having a cohesive marketing strategy uh for our city. Finally having one piece that says this is why you should visit Stockbridge, uh highlighting [0:30:11, 0:30:31]: our Martin Luther King Senior Heritage Trail highlighting all of our city parks and events that we have here in the city. So I want to commend Miss Harris Bragg for our championing this cause and let you know that today how many of you all have been around and you you know how many of y'all know where Merrill Manners Conference Center is and you know what we'll finally have a [0:30:31, 0:30:44]: sign to show you where Merrill Mandis Conference Center is and where um you know our city parks are uh uh uh wayfinding signs like you see in other cities to direct you there. As I stated before, I made um a presentation to Mayor Pro Tem and Council at your August workshop workshop session. And what we wanted to definitely push forward as a Main Street priority is the establishment of [0:31:37, 0:31:56]: historic preservation ordinance. As I mentioned at that particular presentation, one of the four components of Main Street is historic preservation. And historic preservation ethic or a city having a historic preservation ethic is key to that particular component of Main Street. [0:31:57, 0:32:17]: Um by establishing a historic preservation ordinance, we would also put in place a historic preservation commission. Once that commission has been established, we will be better able to maintain design guidelines in the historic district, establish a historic district, and also be eligible for federal [0:32:17, 0:32:22]: um and local funding available to historic preservation efforts. [0:32:22, 0:32:40]: So it is my staff recommendation that we move forward with establishing a historic preservation ordinance, which will in turn um make us eligible to become a certified local government, which again enables us to be eligible for um funding on levels that we are not able to apply for at this time. [0:33:22, 0:33:42]: history is all across this city but without the without having an entity or a program put in place and have these uh um everyone work toward that goal to uh to preserve the history, we first of all we identify the history, we preserve it and then we get funding and also to promote the the history in Stockbridge. Stockbridge is a unique place to live and I move here to live. [0:33:42, 0:34:02]: And to learn what I've learned over the twelve years living here in Stockbridge has been astronomical. So I I I I commend you for the what you're doing right now with these programs coming forward because uh not just looking for outside funding but we're gonna have we'll we'll have inside funding for these programs and you all will be very surprised on the history of the [0:34:02, 0:34:05]: see their stock race, but you all will know pretty soon. Just one more since we got this nice crowd here tonight, we need some volunteers for the historic preservation board and we need some of these citizens to step up because uh you know what we're trying to do as a council is like like Councilman Blount said is to embrace the history. There's a great beautiful piece where uh they do like um outside yoga events and fitness events at the old Fourth War Park and different areas in the city of Atlanta. I've had several residents come to me and say, Why don't we have something like [0:36:12, 0:36:31]: like that here in our area. An outdoor event where we'll have fitness uh experts, uh yoga instructors uh instructing free classes for the community. Uh we'll um have a DJ out there if the council so approves and it's just a coming together of the community because um [0:36:32, 0:36:52]: We just we need to make sure that we're living healthy lives and that we're living as long as we possibly can uh through using exercise and nutrition. Uh Stockbridge has great facilities, parks, we have a walking trail, uh, and park areas that we need to take advantage of that don't cost us anything to [0:36:52, 0:37:12]: live a healthier lifestyles and ha to learn from these experts what you can do even when you're sitting in your office chair during the day when you don't have much time in order to partake in exercise and activity. I'm calling on the council to approve uh this measure out of council initiative funds that were set aside earlier in transfer uh [0:37:12, 0:37:32]: to um a different account uh so we could approve it as a hold. The money was budgeted uh for this fiscal year. Uh what uh we'll have is that uh we'll have uh t shirts how however uh many that we can afford from the four hundred dollar uh allotment that will say uh Stockbridge active and city of Stock [0:37:32, 0:37:45]: Stockbridge only. That's the only uh print that they will have on them for participants that come and uh partake with us in making sure that we uh we understand that we're living healthy and productive lives in the city of Stockbridge. And at the time there were discussion about RM in our current ordinance requires that there certain amenities be placed with RM developments, multifamily developments. And some of those uh are more active uh type things like [0:41:05, 0:41:25]: Like uh I think one of them is uh tennis courts are allowed, uh softball diamonds, football soccer fields, things of that. And when the applicant came in, uh the applicant was saying that this is a senior housing thing. So the applicant wanted the uh council to consider some other more senior housing appropriate amenities that we [0:41:24, 0:41:27]: weren't listed in the code at the time. [0:41:27, 0:41:47]: It was to be a formality that these would be approved uh by uh staff at the time when it came in through plan review. And but we wanted to bring it in front uh the council tonight and say that the proposed amenities that were discussed at the time of the zoning in twenty fifteen are what has been [0:41:47, 0:42:07]: recommended. I have the site plan to show you also what these are. And those items are specifically a community room and gathering area, about 1,500 square foot inside the building, an equipped computer center and library of 250 square feet, an equipped fitness center, a senior recreation sized pool, a community [0:42:07, 0:42:27]: Community garden area, equipment playground, and equipment in a playground area, and then a covered pavilion. These site amenities that were requested to be approved by the council at that time were not listed as approved amenities. So I'm bringing it forth again to get approval from the council. It's recommendation from staff. This is what was [0:42:27, 0:42:37]: discussed at the present time and then again it meets the requirements of what was proposed and placed as a condition of zoning at the time. [0:42:39, 0:42:42]: I'm also bringing up right now the site plan of the site. [0:42:42, 0:42:43]: Which shows [0:42:45, 0:42:47]: where the items again would be laid out. I'm not sure that the code states Olympic size, but it does say a certain size pool. So this is the one that they brought uh [0:45:15, 0:45:35]: at that time and said this is what they would be able to fit on their site. So yes. Okay, so what I'm understanding is you and I want the po is that there's lists maybe of twenty such items. You choose five of'em. We choose the the f you the staff recommends five or how does that how do we how do they generally choose? They they come up with a site plan and say these are the five [0:45:35, 0:45:48]: The ordinance sets certain requirements based upon the zoning density. Uh if if you h s hit certain threshold of density you you have to add more amenities. [0:45:48, 0:45:50]: Again, um [0:45:50, 0:46:03]: these were items that were discussed at that time and said these would be the ones that would be acceptable as uh alternatives. So what the developer has done is designed based upon these alternatives. [0:46:03, 0:46:12]: and has included these alternatives which would meet the code as it's written if these were alternatives written in the original code. [0:46:14, 0:46:21]: Okay. Yes sir. You know, this one was a little bit unique in that it is solely a while it is [0:47:09, 0:47:29]: zoned RM, but it's solely for senior senior housing. So there were certain things that likely would not be realistic to have in that in that in this particular zoning. So went through the list, they presented the list, kinda went back and forth on what was acceptable we from a staff standpoint felt was an acceptable list of amenities produced [0:47:29, 0:47:49]: this. Typically what would happen and I think in and subsequent to this rezoning, usually this is just simply fleshed out at the um at the at the staff level. But it just so happened that the verbiage that was included was to go back to mayor and council. I you know at every typically it would be whether it's city or county to go back [0:47:49, 0:48:09]: back and be addressed and and fleshed out during the um at the staff just to make sure that what they're proposing is are those acceptable amenity items. In this case the verbiage is got the way it got listed on the way it was stated was come back and bring it back before the uh mayor and council. So at this point they're they're sitting on go ready to go. [0:48:09, 0:48:10]: But for [0:48:11, 0:48:28]: the final amenities to be approved. Again, we've looked at it and we're fine with them and just w and we were ready to go ahead and and approve them as a staff. As we went back through and looked at the amendments it actually did reflect go back to the council. That's why we came back and brought it on to the to the council for a should be no more than what, seven no more than seventy two. It's it's using uh federal funds to uh develop this, so it would be very uh it would be uh [0:49:32, 0:49:44]: governed by the ind the the federal government would regulate exactly who goes in there and how they're cared for and um that's why there were size changes to the rooms and whatnot because they wanted to take the [0:49:44, 0:50:00]: uh space for everyone sitting in the rooms to move them all out into the open space. So that room would just be uh for uh living and then you'd spend your time out with all the other seniors. So it's designed entirely for senior use. I don't want to have amenities or things going on with this project just to have words down on paper, but it's not suitable. Everything is not suitable together. So they've had they have some track record on what they've done in the past, what they've done, they've developed these these um type structures before. So again that was a concern. We did not want this to be one of those ones that transitioned back to uh from a what started out as a senior develop um community to a non senior development community. So um like I said we've we've seen some other [0:51:44, 0:51:52]: it's it's comparable to what we've seen some from some other um senior developments and I'm certainly trust their market research as far as what's going to be needed. Um unfortunately that net never materialized and the owner of the three parcels still remained the owner of three separate parcels, but the individual that brought this forth in the zoning who had the development agreement brought forward [0:57:23, 0:57:28]: is no longer part of this situation. So you have three separate parcel owners [0:57:28, 0:57:33]: and a development agreement with another individual that's no longer in the equation. [0:57:33, 0:57:49]: So that being the case, the city has looked at this and said the way to release the property owners from those requirements is to revert these properties back to the original zoning that it was prior to this rezoning of two thousand seven. Applicant came and wanted to do a bed and breakfast on this parcel. The unique thing about this, this had a development agreement that we just talked about on these three parcels of land for a bed and breakfast. [1:07:34, 1:07:46]: breakfast. That that development agreement could not be uh followed through on and so to have this zoned to a bed and breakfast, the property needed to have appropriate zoning. [1:07:47, 1:08:02]: Um the appropriate zoning for this property it would be C three. Our code as it is presently written does not have the term or definition bed and breakfast. So staff would staff is looking at bed and breakfast to be a hotel. [1:08:03, 1:08:23]: That's the closest that we have with that. To have a hotel it has to be in a C three zoning. That's the heaviest commercial that we have. C three also allows for a lot of other uses, commercial uses that might not be advantageous to put in that area. Um heavy automobile chain you know, things like [1:08:23, 1:08:30]: that uh working on engines and things. So what when this came through for ZAB, uh [1:08:30, 1:08:39]: And this came through just in July. It was recommended to have approval of this with six conditions, and I will go through these six conditions. [1:08:39, 1:08:48]: One, the only allowable C three use on the subject property shall be limited to bed and breakfast, which eliminates that concern that I just mentioned. [1:08:49, 1:08:56]: Uh two, the number of bedrooms shall be limited to six. That's the number of bedrooms that's currently in the building as it exists. [1:08:56, 1:09:12]: Use of the subject property for recreational activities and weddings shall be permitted. Staff does have a concern about the term recreational activities and we believe that maybe social events or another term should be used instead of recreational activities. [1:09:13, 1:09:30]: four. Sixty feet of right away from the center line of old conjures is required to have preserved to the site side along the subject properties frontage, any new facilities shall have a building setback line based upon the preserved right of way line location, and I'll explain that with a diagram. [1:09:30, 1:09:50]: Any new development on the site will require improvements to or replacement of the existing driveway. Any new or relocated curb cut onto on cup onto old Kiners Road shall be located in such a required buffer as preserved and at the minimum intersection site distance is met per the road's posted speed limit. The developer owner shall coordinate with the city of [1:09:50, 1:10:10]: Stockbridge and Henry County DOT concerning requirements related to the relocation of the driveway and any additional requirements that may be required along the relocation of the driveway, including but not limited to providing a buffer, constructing an acceleration taper, deceleration lane, etcetera. What number five says basically is if there's any site improvements or changes. [1:10:10, 1:10:18]: changes to the external side of the site or the building and the driveway changes, it needs to get all approvals that are required in the code. [1:10:18, 1:10:20]: I mean it's long winded, but that's what it says. [1:10:21, 1:10:32]: And number six, for any commercial development of the site aside from the bed and breakfast, there may be additional excess related requirements imposed by the City of Stockbridge and the Henry County. [1:22:52, 1:23:12]: It was uh written by Henry County the report was written by Henry County Planning Staff and they recommended denial of the four items that were requested by the applicant. I will read these off and then I have a diagram which explains these in more detail and we'll we'll go into a larger explanation. The first one is reduce the [1:23:12, 1:23:17]: perimeter buffer requirement from fifty foot to forty foot, as was mentioned earlier. [1:23:17, 1:23:27]: two, reduce the required parking from one space per unit plus one per two employees to the existing number of spaces. No additional spaces are proposed by the applicant. [1:23:28, 1:23:31]: Three, eliminate the loading space requirement. [1:23:31, 1:23:39]: Four, eliminate the stream's buffer requirement and impervious surface setback. Allow the state's requirement of twenty-five foot to govern. [1:23:41, 1:23:54]: What the applicant is doing is because this is C three with the intent of a hotel, there are conditions in our building codes that set certain thresholds and certain requirements. [1:23:54, 1:24:04]: Being that we don't have bed and breakfast in our code, she's asking for relief of some of these which is m which are more conducive or would be more conducive to the use that she is proposing. [1:24:05, 1:24:12]: So that being said, again bear with me as I flip around here and change to this diagram here. [1:24:18, 1:24:19]: Okay, here we go. [1:24:21, 1:24:22]: This here [1:24:23, 1:24:24]: Is [1:24:25, 1:24:30]: the site as it lays out presently. It's that same triangle piece as we saw. [1:24:31, 1:24:32]: earlier. [1:24:53, 1:24:58]: The building as it sits on the lot presently is forty foot from the property line. [1:24:59, 1:25:06]: So for the applicant to continue the use of the building as it sits, they would need a variance two forty foot. [1:25:06, 1:25:12]: And staff believes that's a reasonable request for that. You can't up and move the building ten feet. It just it's hard to do that. [1:25:13, 1:25:24]: The second one that is reduce the parking required. This is the existing drive that's to the building as it sits on the site. Remember it's a six [1:25:24, 1:25:27]: Approximately a six bedroom house, frame house. [1:25:28, 1:25:40]: There are parking spaces along in here for a few parking there. I think there's two or three along in here. There's a garage here that you could put two or three in, and there would be two parking spaces right in this area. [1:25:41, 1:25:43]: So that's a total of, I believe, six [1:25:44, 1:25:54]: par six parking spaces. And the applicant is here to explain this in more detail. The applicant's looking for a request of that because again they're not looking to do any changes to the site. [1:25:54, 1:26:09]: They're looking to keep it a residential atmosphere and whatnot. Staff does have a concern with that because in discussions with the applicant, if this is going to be used as a bed and breakfast and an events site, social events site, you could have [1:26:09, 1:26:11]: Hundred people at this site? [1:26:11, 1:26:12]: Where would they park? [1:26:13, 1:26:30]: Well the applicant has worked with surrounding communities, the church across the street, with publics, and with the Cochrane Park down the road, so people could park and walk to this area. Okay? Or be shuttled in or however it may be. Now my concern with the shuttling in was there's no [1:26:30, 1:26:31]: Turn around. [1:26:32, 1:26:34]: If you're using the existing drive, there's no turnaround. [1:26:35, 1:26:42]: So that would need to be addressed. Also, the sidewalk as shown on this gray line here ends right at this point. [1:26:43, 1:26:51]: Now there is a gate right here on the site and there is a a trail that goes through this site through the backyard into the frame house. [1:26:52, 1:26:59]: But still if even if the individuals parked off site, that is a long walk to this facility. [1:26:59, 1:27:08]: So staff has a has a concern that there is no parking sp on this site, but you don't want to end up putting [1:27:08, 1:27:14]: parking for a hundred people either because then you're taking away the residential feel of the bed and breakfast. [1:27:15, 1:27:18]: So what staff is shown here is in this area here where the circle is [1:27:19, 1:27:22]: This is an open space area which does flood. [1:27:23, 1:27:36]: when there is water through here, it all gathers in this area and then comes down this drainage and into here. There could be maybe design some type of turnaround area, drop off area that would be more conducive to the social event type [1:27:37, 1:27:44]: issues. I talked with the applicant about that today and the applicant has some concerns with that and I'll let her address those uh with you directly. [1:27:45, 1:27:47]: So that was item number two. [1:27:47, 1:27:50]: Item number three is eliminate the loading space requirement. [1:27:51, 1:27:56]: A hotel requires a loading space to deliver the foods and all the things to go. [1:27:56, 1:28:13]: I'm not sure this building necessarily needs one because uh but it would need area for cars to come in, turn around and whatnot, which again would lead back to the drop off expansion area, would be a good use. And then the last but not least is number four, and that's right here. [1:28:13, 1:28:22]: There's a metal building existing on the site and the applicant has some ideas of maybe putting this into uh making this another um [1:28:22, 1:28:42]: use for w uh a bedroom or something, the honeymoon suite or something, it would need some significant upgrades that would need to meet building and fire codes. Those are not a concern of city council. That would have to be addressed through the planning and zoning or for b the building department. But this building as it sits is not seventy five feet away from [1:28:43, 1:28:44]: The lake. [1:28:44, 1:29:04]: Our code requires it to be. So for it to be used or upgraded to add in maybe a a restroom or something and put in make it nice and cozy inside, it is twenty-five feet approximately, which is out of the state requirements. They're asking for us to be lenient on that seventy-five foot to just stay within the requirements. [1:29:04, 1:29:09]: requirements of the state. And again, staff believes that is a reasonable request. [1:29:09, 1:29:20]: Keep in mind that all of these requests by the applicant are only allowed or only would be permitted if the applicant does no external development on the site. [1:29:21, 1:29:23]: So if the if they decide to [1:29:24, 1:29:25]: Add another wing to the building. [1:29:26, 1:29:27]: They lose all of these [1:29:28, 1:29:34]: variances. If they decide to, you know, add uh f something else to the site. [1:29:34, 1:29:40]: the turnarounds and drop off and expansion expansion areas and maybe uh [1:29:41, 1:30:01]: made paving or impervious areas would not trip the threshold of losing these variances because it would be part of the the agreement with tonight. So these are the four items that are brought before you tonight. And again we'll need some discussion on this. I realize this is the first time we've gone in depth on this. This might be an item that you could we could answer as much as possible tonight. In our previous conversation, I believe you did allude to the fact that there w there would uh be some re you have two facilities, there's one in Morro, right, and then there's one here, and that um you would not be using this [1:30:49, 1:30:55]: particular location for receptions, I think, or or one of the above. Could you c talk about that a little bit? [1:30:56, 1:30:56]: Yes. [1:30:57, 1:30:57]: Um [1:30:58, 1:31:04]: You are correct in what you recall. Uh let me say this that our long term goal [1:31:05, 1:31:06]: is to [1:31:07, 1:31:27]: lease property at the public shopping centre located directly next to this property to be able to host receptions. That's our long term goal. Uh during the interim at least a year or two really it hinges on the success of um us doing events on the facility. And [1:31:27, 1:31:47]: Events really we're specifically targeting weddings because we currently do weddings at our facility in Morro, but they're all conducted inside. So this will give us an outdoor opportunity to extend to our clients. So we're primarily looking to really test the [1:31:47, 1:32:07]: event side the bed and breakfast is a go is totally different from the event side in in my opinion. Um so for weddings these clients will only come to the property, will not enter into the house or anything at all. They will come to the property, uh there's an area, cazebo area [1:32:07, 1:32:27]: uh located closely to the lake is where the wedding will be held on grounds. We'll be able to specify we've been in business for 13 years, doing events for a long time. One thing we do know about events, one thing we have learned is to put some controls in place. [1:32:27, 1:32:47]: So for those booking this facility for weddings, we will specifically indicate up front and ask the client to indicate on their invitations or whatnot, there will be walking involved. So people can kind of make a decision early on whether they want to participate or whether they will wait. [1:32:47, 1:33:07]: Back at the facility to join the crowd for the reception. So, yes, reception will be currently held in Morrow at our facility there, which is about 20,000 square feet of space. So to make the transition easy for our clients, we wanted to handle the [1:33:07, 1:33:27]: the transportation piece to get them from one location to another'cause typically for weddings you lose people if they're having to travel on their own if the wedding is in one location and ceremon uh excuse me reception is in another. So that's how the busing comes into place. We're trying to handle [1:33:27, 1:33:32]: that piece and make it a little um smoother for the client. [1:33:34, 1:33:38]: My my question you s you say you've been for thirteen years have you done [1:33:38, 1:33:41]: Bed and breakfast for thirteen years or events for thirteen years? [1:33:42, 1:34:02]: We've done events w we're officially an event center and a tr traditional travel agency is what the business is. So we haven't directly done bed and breakfastes, but on the travel side, um we often deal with bed and breakfastes and other hotel [1:34:02, 1:34:22]: accommodations as well. Also we're kind of unique from some other event centers because we do both travel and we do events and we mix travel and events together a lot in what we do. For for an example, in the weddings that we currently offer, we don't only rent the facility [1:34:22, 1:34:42]: to our clients, but we're full service. We take care of everything they need for the facilities, dressing it with linens, decorations. We also do some outside things. We take care of their limo, we accommodate them on their uh wedding night, uh, and we partner with hotels and go in and deal with them in dress rooms. And again, it it the primary use of the property will be a bed and breakfast. Actually, we will be I will be residing on property as well to be an innkeeper. We plan on offering that assistance. Also, we plan on doing some small shuttling, and I'm saying small shuttling a minivan, something that can fit into the driveway of the bed and breath. So we have gone around publics. Uh also what we've done though is talk with other businesses there um on that property, the auto one and the parking lot sits empty actually most of the time. We've been in touch with the property owners and the property owners are leasing the space to Publix, but Publix has a condition in their lease that requires them to come back to them and get some agreement if they're gonna allow other people to part. So the businesses though in that shopping center that are located on the end of where our property is located. How close is the additional neighbors surrounding this property? The people that will be attending the event again will we will not drive on to the property to drop those people off. We'll be driving over to the church, that parking lot directly across the street from the property to drop these people. And they will walk [2:04:21, 2:04:24]: haven't fixed anything there. [2:20:47, 2:20:52]: Staff was requested uh there was a quest to staff to uh [2:20:52, 2:20:53]: Look at [2:20:53, 2:20:57]: the creation of an overlay for Georgia High one hundred thirty eight. [2:20:58, 2:21:01]: And staff had contacted several companies [2:21:01, 2:21:02]: Uh to [2:21:02, 2:21:09]: come up with a uh we s we we put together uh an RFP and contacted some companies to give a [2:21:09, 2:21:13]: uh presentation or proposal on developing this overlay. [2:21:13, 2:21:14]: The plan is [2:21:15, 2:21:33]: intended to be in similar scope to the existing Clayton County 138 overlay and would focus on setting a higher level of design and aesthetic standards for future development in the area. The end product wo or may include design guidelines and a zoning code which would be used to implement the guidelines. [2:21:33, 2:21:42]: Please note that this is not a budgeted project and therefore the proposals did not have a specific time date. They were basically set for how many months they could be completed. [2:21:43, 2:21:53]: Well the map that I'm showing you right now would show shows the area in red here, which is on North Henry, and one thirty eight where it splits, right here is the Walmart. It would include this area. [2:21:54, 2:21:59]: This part of one hundred thirty eight is actually in Henry County. [2:21:59, 2:22:01]: And then Clayton County. [2:22:01, 2:22:04]: And then City Stockbridge. [2:22:04, 2:22:11]: then Henry County, then Clayton County. So it would only include the area that is in Dash area. [2:22:12, 2:22:32]: Now keep in mind that the staff is working on um putting together a an RFP for our comprehensive land use plan, which would include items and considerations of overlay. It is due by the states by uh the due date is in twenty eighteen. [2:22:32, 2:22:52]: And this would typically an overlay such as this would typically be a component of the comprehensive land use plan. So my recommendation of staff is to do this as a comprehensive land use plan, make this a component of it, and I believe that you would get a much better [2:22:52, 2:23:12]: better return on the investment of that because this overlay on its own for these two smaller areas is is a large uh sum i uh f to to complete. If you put it as part of a larger project, then I believe it could be rolled into that for a much better cost and come for [2:23:12, 2:23:32]: At the same amount of time. There are about 30 to 50 properties that would be part of, and that's an estimate. I did a brief count on them. That would be included in the overlay as it sits. And the majority of those properties are already built out. So when you take that into consideration, there's a smaller [2:23:31, 2:23:51]: Amount of properties left to be developed. So the overlay is intended for when those properties would be redeveloped or when there would be rezonings on properties. We did have a rezoning uh some shortly on this little triangle piece right here that was the hotel and restaurant. [2:23:52, 2:24:06]: It was either this year or early last year, and we were able to utilize the Clayton County overlay and put a myriad of conditions on it that basically would have been part of our overlay, would it have been in place at that time. [2:24:07, 2:24:18]: I'd be more than happy to answer any questions you may have about this. Again, my staff's recommendation is to make this part of the comprehensive land use plan that we're going to be working on uh shortly. [2:24:18, 2:24:19]: That's not go ahead, sir. [2:24:37, 2:24:53]: This uh component goes a long way in that direction of doing that, establishing what type of businesses are allowed, um, the zonings, the requirements, uh, even uh multi use path requirement uh along this uh corridor. [2:25:00, 2:25:10]: Because with all due respect we've been waiting on the comprehensive plan for far too long. This needs to be segmented out because Highway one hundred thirty eight is at a critical mass. [2:25:12, 2:25:21]: Any longer, any wait any time longer, uh there's another Dollar General, okay, there's another pawn shop, there's another tire shop, I mean there's another tire shop. [2:25:22, 2:25:42]: The date for that to happen is tomorrow if we don't do anything about it. And we waited far too long to raise these standards. This section on Highway 138 needs to be pulled out and we need to move forward. That is ground zero for infiltration of the type of things that we not want to see in this community. [2:25:42, 2:25:50]: and we're losing the battle right now. This helps us to to to hold the line where it is and to turn it around. [2:25:50, 2:26:10]: Because when the tire shop shuts down, uh the development standards probably won't allow for another one to open up. When the pawn shop shuts down, it'll require a better development to be established in that particular area. And will also require aesthetics uh standards uh to be built in in that area. [2:26:10, 2:26:11]: This particular area. [2:26:12, 2:26:25]: Meaning you just can't come in and throw up uh any kind of building that you want. You have to have strict standards that allowed uh for the this particular area. Um this is critical mass to me. [2:26:26, 2:26:32]: I I think that, you know, when we talked earlier this year about the parcel could you point out that parcel one more time, Mr. Hall? [2:26:36, 2:26:56]: Right where their hand is. Right where the hand is. We have absolutely no standards established for that. We made up the standards on the fly and they agreed to uh adhere to those standards. Today, if something else wanted to come there, we'd have to walk back through that entire process once again. Today I'm calling on counsel. [2:26:56, 2:27:14]: Council to move forward with establishing new standards, as all of us said, that we wanted a new start bridge. This is a new era, this is a new time. This is where you started right here. You start by laying down the foundation to decide what you allow in your community today. I'd like to know to get feedback from the the rest of the council because I know we sat here uh for at least you know almost an hour debating about the hotel, what it was supposed to look like, uh what we're s what is supposed to be contributed to that. [2:27:41, 2:28:01]: All of the things that we want stockbridge to look like and how and and the definition of all those would be in this overlay. If we wait on a comprehensive plan we could be waiting for another year. We could be doing another two years. Why? Or we won't we want to do that when we can go ahead and move forward with this. Uh I think Clayton County has [2:28:01, 2:28:02]: Yeah. [2:28:03, 2:28:19]: Uh they've already s set their standards on their side of this border with what's going on. If you look in front of uh the Golden Corral uh restaurant that's on uh that stretch of Highway one thirty eight, they have a eight foot multi use path already in front of it. [2:28:19, 2:28:39]: that was new development that was established in the area, their code required that a eight foot path be put in front of it. But some someone today could come and open up a new business along Highway thirty eight one thirty eight on our side, they wouldn't have to do that because there aren't any requirements as far as ours concerned in terms of [2:28:39, 2:28:59]: of making the area improvements. Clayton County is also working on a community improvement district, a CID, in order to strengthen this area and have private contractors maintain the grass, maintain the media, and maybe even add security like they do over at Camp Creek market. [2:28:59, 2:29:05]: place. They have a C I D over there that encompasses all of the above and includes a security force. [2:29:06, 2:29:26]: uh in addition to supplement uh the police department paid for by the businesses, not by the city uh themselves. We have seen that we are a little we are behind. They've already have their CID standards in place. They already have their um uh overlay in place. We gotta start making steps [2:29:26, 2:29:36]: And I don't think at this point we can afford to wait much longer. We drive down North Hemory Boulevard every day. It's unacceptable. So we're in the process of now deciding whether we're going to work with the DCA to write our comprehensive plan or whether we're going to put it out to bid as an RFP for another firm. [2:30:09, 2:30:20]: firm to do the uh the project for us and uh the overlay would be part of that. Are these RFPs are these proposed uh companies here that we have the four here? [2:30:20, 2:30:40]: The the companies that are listed in here have no uh relationship to the comprehensive land use plan. What's put in this is just for the overlay. Yeah, that's what I'm saying. I am speaking specifically on the overlay, not the comprehensive land use plan. I have received RFPs pro I I have received proposals from each of these firms. [2:32:40, 2:32:44]: We're in a unique area. So now we because we've had a lot of discussions about [2:32:44, 2:32:58]: how this is gonna look, how that's gonna look. They have to come back and we discuss again how this gonna so that component is important because it touched it cuts down a lot of time. It absolutely is important. If you look at time and m time, time is money when you look at [2:32:58, 2:33:00]: what you have to produce and what you have to do. So [2:33:01, 2:33:05]: Are we cutting down a lot of time by getting the overlay done in four months? [2:33:05, 2:33:10]: versus waiting on the comprehensive plan because all it whatever happens gonna cost money. [2:33:11, 2:33:20]: Either we equ either money gonna gonna be a cost because of time or money gonna be a cost because of implementation uh putting money in place to do something. So either way you look it's it's [2:33:20, 2:33:28]: It's it's time, it's efforts. We got a staff sitting here right now, I'm pretty sure they would rather be home right now. So everything is has a cost to it. [2:33:29, 2:33:41]: You know, I mean with all due respect. You you you see what I'm saying? So I'm not talking about it. I understand exactly what you're saying. My point is that an overlay is a major component of the comprehensive plan. [2:33:41, 2:33:49]: w it's putting the cart for the horse. Now we might uh the council believes that this is an important item that needs to be done as soon as possible. I understand that and I respect that. [2:33:49, 2:33:51]: But we're going to have to re look at it [2:33:51, 2:33:53]: again anyway. [2:33:53, 2:33:56]: We're going to write it, do it, and then re look at it again, write it and do it again. [2:33:57, 2:34:11]: Back to back. So part of the comprehensive land use plan is to look at all of the overlays, look at all of the zoning, look at comprehensively how the cities set their goals and objectives and how they want to grow in the next twenty years. [2:34:12, 2:34:21]: Where is that going to go? This is one tiny component of how we're going to grow in twenty years. So I'm not against it. This is a very valuable thing that needs to be done. [2:34:21, 2:34:27]: I'm just trying to again give my professional opinion of how it should be done to make it most efficient [2:34:28, 2:34:48]: for first of all the finances and what the citizens are going to look at. We're going to have to have public hearings, we're going to have to look at what the city council was, we're going to have to do this. It's a very comprehensive approach for this overlap. But then we're going to have to do it again. So I just want to make sure you're aware of this, that we're going to revisit it next year. We're going to go forward. The comprehensive plan it on on one hundred thirty eight. Is that [2:34:48, 2:34:58]: d because you're dealing with uh Henry County and Clayton. No, when I say comprehensive plan, it's the overall design goals for the whole city for the next twenty years. [2:34:59, 2:35:08]: But what I'm asking is with the comprehensive plan that you were talking about, what we have to also if we're gonna look at that area, what we have to do in the intergovernment agreements [2:35:08, 2:35:28]: with those with the county, Clayton County and in uh Henry County. It's not an intergovernmental agreement. What it is is since it's comprehensive, we would be involving them in our process to get their input on how we would design that area for the next twenty years. We also do that for Henry County's plan. We also do that for Clayton County's plan. We get input [2:35:28, 2:35:36]: Clayton County is on a different schedule than we are, but all of Henry County is required to have it done by 2018. [2:35:36, 2:35:48]: So that means uh Hampton, Locust Grove, you know, all the other cities. Um go ahead. Okay. That's a good have a go ahead and so [2:35:48, 2:36:07]: I I understand what you are saying, but I disagree in that I understand just like you do how these comprehensive plans work. Two thousand and eighteen is when the plan's gonna be ready. That don't mean you're gonna do anything. It just means the plan has to be ready and submitted. There's no timetable to [2:36:07, 2:36:21]: uh you know, some of the projects, uh this project could be done in two thousand and twenty, this project could be done in two thousand and twenty two or whatever the case may be, as we label out what we're gonna do in the comprehensive plan. [2:36:22, 2:36:26]: those projects could be laid out over time. Whereas we could do this right now. [2:36:27, 2:36:31]: We could do this in four months, put the first piece of the puzzle in place. [2:36:31, 2:36:33]: Yes, we will have to [2:36:33, 2:36:40]: As you said, we'll have to look at all the areas in the entire city. Yes we would. But at some point [2:36:40, 2:36:43]: We need to work on the areas that are most critical. [2:36:43, 2:36:47]: That's why I'm pointing to Highway one hundred thirty eight right now because it's critical. [2:36:48, 2:36:57]: Eagles Landing, not quite Eagles Landing, you know. We don't need to look at Eagles Landing like we look at Highway one thirty eight. Because if we do [2:36:58, 2:37:13]: we're gonna lose Highway one hundred eight. We don't have that time to wait that we do or or to uh compose the plan for the entire city on uh all of these areas.'Cause we can't work on all of'em at the same time anyway. But [2:37:13, 2:37:24]: We've been talking about this and before I got on this council I heard you get up at this podium and pro and we've been talking about these same issues here uh beforehand. [2:37:24, 2:37:38]: We haven't gotten anything done with all due respect. I want this timetable put on this so we can get something done. That's what I want. I'm wanting to get something done. We were supposed to have zoning code rewrites done when I was sitting out there. [2:37:38, 2:37:58]: I'm up here now. I don't mean to throw you all up under the bus, but I'm tired of waiting and I want to get back if I may say that that zoning code has been completed and and staff has been working hard on the items that have been brought up. I disagree. We've had some drone we've had some zoning uh we had some zoning updates. We went to a zoning advisor. [2:37:58, 2:38:18]: Board, but we have not went over all of these areas in the city. We still have that designation where the family dollar is in front of uh Red Oak. We have not changed those zoning, those where where a business a commercial business could go in front of that particular property. We were supposed to sit down and look at uh you know what we were gonna do. [2:38:18, 2:38:38]: do with all of these particular zoning areas in the city, designate them downtown as well. We still don't have those things in the place. Again, we got to look at downtown, we got to look at all areas of the city. I'm calling on us to move forward with the most critical time sensitive area in the city, which is [2:38:38, 2:38:42]: [9523.6, 9524.6]: Also they have the [2:38:45, 2:38:45]: [9526.4, 9535.9]: A way that we can um'cause I do better when I see the task hours and you know, the the fees, what's like phase one, what that consists of. It's not set up that way. So um I I [2:39:47, 2:39:51]: I mean w we had Clayton County here, um at that town hall, so [2:39:52, 2:39:57]: I guess we just wanna try to see what we need to do, how we need to get there. Um, if it's, you know [2:39:58, 2:40:01]: feasible timing wise, if that's something we can do, um [2:40:02, 2:40:16]: I guess reaching out, having conversation or what, but I know we did have a town hall earlier on this week when we came um and we were talking about the one hundred thirty eight. We were talking about the C I D or this the area. [2:40:17, 2:40:20]: I guess I'm I'm confused at a couple things that have been [2:40:20, 2:40:21]: Brought up and [2:40:21, 2:40:26]: I'll reserve my comments to uh a later time and a later date. [2:40:26, 2:40:30]: But um as C I D again and we discussed this a C I D is not a [2:40:31, 2:40:39]: an issue that's brought forward by the city. This is something that's brought forward and and and spearheaded by the the [2:40:40, 2:40:46]: Right. The private sector. Right. And I understand that I was just saying that, but w is still pertaining to the one hundred thirty eight. [2:40:47, 2:41:07]: Because we were saying that was of importance and we wanted to make sure our focus is there. However we got there. We just know that was our main concern to work on that. You you see what I'm saying? Mayor if I if I could jump in. Yeah, go right. Yeah, and you're right. I mean there's been a number of a lot of conversation in regards specifically to one hundred thirty eight. Um [2:41:07, 2:41:27]: There's a couple points. And you're right. Mr. Hall's correct. We've had the C I D, you've had the we've had the town hall meetings on how the how a C I D functions and that is a a function of the private industry. They drive that and we certainly can we've um made it known that that's certainly our intent to assist with that process. Um [2:41:27, 2:41:30]: to jump back to Councilman Alexander if I may. [2:41:30, 2:41:37]: You're right, there have been a number of things that have been noted that have been discussed by this council and and former councils. [2:41:37, 2:41:38]: Um [2:41:40, 2:41:45]: But you have to understand that there is a sequence and a timing and a prioritization of things. [2:41:46, 2:41:47]: As stated. [2:41:49, 2:42:09]: This what was you know, we've had this conversation. The one one thirty eight overlay, we budgeted a certain amount of funds for professional services consulting, things of those nature. Those things we've exceeded that budget because we did some additional things. We did the annexation study, we did the zoning code study, we did the master trail plan, all those things came out of that. This wasn't a designated [2:42:09, 2:42:20]: item as was stated when the budget was passed last year. Now mind you, when the new council came on board, these are items that were absolutely that have been have been discussed. [2:42:20, 2:42:23]: And so what we've done at this point is put the proposals together [2:42:23, 2:42:36]: to show the council. But it's not a matter of saying we're just not going to do it because we're not going to do it. But and there's no funding associated with it. That's part of the conversation presumably tonight. Um that this is a desire of the council. And again [2:42:38, 2:42:43]: Our role here is to provide our professional opinions. That's you know [2:42:43, 2:43:03]: that's that's what we're here for, to let you know what we thy w we what we think is the the the uh uh uh a prudent manner of how to how to proceed. Um certainly and it is that can we go and take this step prior to going that step? Absolutely we can. And I think that's been stated tonight. The next step in that process would be [2:43:03, 2:43:10]: identifying appropriate funding for that. And I think that's that's kind of the the the point of our statement. But I think it's [2:43:10, 2:43:12]: You know, to say that [2:43:12, 2:43:32]: we're not getting things done. I mean I think we've just got b back from having a retreat, we went back and delineated all of the accomplishments that have been done. You know, the one of the things I I I I take solace in is um when we have the Citizens Academy, I often ask, you know, one of the standard questions it with with folks is how many staff members do you think we have here in the city of Stock? [2:43:32, 2:43:44]: Bridge and usually the answer is about one hundred and twenty, hundred and fifty, you know, two hundred in some cases. And they're they're blown away when tell them it's seventy people and it and it really is. I mean that we we do operate and function in a very lean capacity. [2:43:45, 2:44:05]: A large parti a large reason for that is because we don't have property taxes certainly. Um so that does s limit uh some things we can do we have funding for to do. But again, staff is here to carry out the wishes and goals and and and and and and and objectives as stated by the council, but we also have responsibility to let you know and give you our opinion. [2:44:05, 2:44:21]: opinions on uh you know how we think a process should go, but at the end of the day, it's you all responsibility to set that course of action and we figure out how to get it done. And that's you know, we're not deviating that, we're not trying to stir you away from that in any way, shape or form. [2:44:22, 2:44:42]: issue tonight will be if this is the direction the council wants to go in, then the next co comment would need to be well how do we how do we how do we look at funding? I would think that would be the direction and but the thing about it is budget. So I would think as we continue down the road with budget for the budget of twenty seventeen this would be have to be part of the conversation on how do you fund this because right now the way I [2:44:42, 2:44:47]: stands, even if we want to do this now and get it going now, where would the money come from? Well it it's not budgeted. [2:44:47, 2:44:51]: So we would have to get it in the budget first before we do some massive type of [2:44:51, 2:44:54]: budget amendment and and maybe mess something up. So [2:44:54, 2:44:57]: Uh that's my thoughts on it. I think if we can do this without [2:44:58, 2:45:10]: being part of the comprehensive plan initially and get moving on it, probably a good thing to do. But funding, how we refund it. That comes from our conversation as we develop the the plan for twenty seventeen. I think that's probably the best way to [2:45:10, 2:45:17]: to to approach this. That's just my simple comment. But uh I mean I don't know if everybody would be agreeable to that in that aspect. [2:45:18, 2:45:18]: Um [2:45:18, 2:45:24]: But what not. But this is a discussion uh process here. But any other comments, yes sir. [2:45:24, 2:45:44]: If we might be able to have Miss Neighbors come up and kinda talk to us about it. She did send me an email about it. Of course, uh this was not a budgetary item, but uh of course we we do have um fund balance uh that we could take this allotment from. I suggested to Miss Um Neighbors maybe we would look at [2:45:44, 2:46:04]: maybe doing um uh fund balance adjustment this time and then actually allocating the money reallocating the money in the twenty seventeen budget by advance. Her recommendation was to take the money from fund balance. But my recommend my considerations were in my non accounting mind was to say [2:46:04, 2:46:24]: We would advance the money to ourselves out of fund balance, but put a line in the budget budget for two thousand and seventeen uh replenishing the fund budget fund balance. Okay, so did one one second please. So you're mentioning that did you have a comment that you wanna uh since you uh you brought you up here, you have a comment to that? Well either way it's gonna come out [2:46:24, 2:46:31]: a fund balance if it's not budgeted unless we go ahead and put it in the twenty seventeen a line item there [2:46:31, 2:46:33]: That will pay for it. It was it was made prior to us coming into office and with this council and aggressive not only as a newly [2:47:38, 2:47:52]: elected it has been but the uh the incumbents have been pretty aggressive on what we want to do in the city. So uh you know there's means to make this because we've talked about overlays since I've been in office. And if there's uh and I know it's a separate it's a [2:47:52, 2:48:04]: it's a component outside of the comprehensive plan. Um but it's definitely been talked since I've been in office and I'm I'm understanding it's been talked prior to it. So if there's something that could be done to make [2:48:04, 2:48:17]: make this happen because w it is concerns of uh I think it's a consensus of the s of the council and it is concern of all of us. And I think the right thing to do is put it in twenty seventeen budget and you know it just becomes part of our systematic budgeting. [2:48:18, 2:48:19]: I agree totally with that. [2:48:21, 2:48:22]: Yeah. [2:48:23, 2:48:43]: No comments, you have no comments? Any other comments, sir? Well, I I just want to confirm what was just said. We th that it is okay if we could start about it now and then put that line in the twenty seventeen budget to we take the money initially from the fund balance. You can say to do that. And then we would pay for it out of a twenty seventeen budget. Right, right.
