The uh item before you tonight is what you uh discussed back in June on June tenth. This is the final version for us to send to um ARC and we have sent the copy, all we need now is your signature. [0:30:40, 0:30:45]: Okay. All right, you have heard the presentation in our public hearing. [0:30:47, 0:31:07]: Have we already voted on this earlier? No w actually you had a public hearing on june tenth for comments and this is just the final with those comments and the changes that we made to go to ARC. Okay, do we need any vote on this too? Yes, ma'am, just on the final. Okay, thank you. Ma May O'Neill, just a correction on that was July. [0:31:07, 0:31:22]: July 6th. Okay. Okay. All right. At this time you've heard the request from Ms. Moore. We will need a motion and a second to transmit this document to the uh ARC. Do I have a motion? The public hearing, Mayor Neal. [0:31:23, 0:31:24]: Well, okay. [0:31:25, 0:31:29]: Okay, gotcha. Okay. [0:31:30, 0:31:40]: Anyone in the room that has a comment we'll start with those who are um supportive of this issue. Anyone in the room that would like to speak. [0:31:43, 0:31:48]: Okay. Anyone in the room opposing the item that would like to speak? [0:31:50, 0:31:55]: Since we are not hearing from anyone we can go forward with our vote. [0:31:56, 0:32:07]: We're going to close it on this one item and we've we've got several items. Miss Moore, we're going to take'em one at a time. So we're closing the public hearing on this one item and at this time uh we're going to vote. [0:32:08, 0:32:09]: We have a motion. [0:32:10, 0:32:11]: And a [0:32:11, 0:32:14]: We have a motion and a second already. [0:32:14, 0:32:24]: I'll second that. I don't know if there was a second before. Originally the Alexander motioned that. I'll second that. Okay. We have a motion and a second. Is there any discussion? Yes. [0:32:24, 0:32:39]: I would simply like for the benefit of the citizens who were not here that we could just kinda talk about what it is that we're sending so uh you know, citizens who were not at the previous meeting could have an idea of what we're doing. [0:32:40, 0:33:00]: So yeah, short term work plan is um an outline of projects that the City of Stockbridge proposes to do for the next five years. It is a combination of SPLOSS funds as well as general fund dollars as well as grant funds all together as it's assigned to specific projects and part of those [0:32:59, 0:33:19]: Projects will come from the CIP. The others are items that Mayor and Council have adopted in terms of agenda items going forward, and all of those items is a part of the short short term work program that we submit to the state in terms of our objectives for the next five years. Is it possible for you maybe list a couple of the projects? Um is that too much? [0:33:19, 0:33:22]: Is that do you have that available? [0:33:24, 0:33:25]: Mm. [0:33:25, 0:33:33]: Manuel. Uh uh I'm sorry, real quick. I think so a lot of the projects, just in case they can't find them, uh on that July [0:33:34, 0:33:46]: um meeting that can be found online as well in our minutes as well as they can go to the online site, website version and go and and r review that. [0:33:46, 0:33:57]: Finding reminding our audience listening or watching us uh online, always you can find all the documents following a meeting online that would list such projects. [0:33:57, 0:34:16]: Some of the items that we talked about was Splashpad, uh monies for the the business association being restarted. There were a couple of public works projects that were on that list, uh C D B G projects, so it was an outlay of several items that the city would like to do in the next five years. [0:34:18, 0:34:19]: Okay. [0:34:23, 0:34:28]: Okay, we have a motion, we have a second, we've had discussion. Is there any other discussion? [0:34:28, 0:34:48]: May uh Mayor approach him forward. Out of curiosity, between July and now, have there been any additional comments from the community that you looked at or received and that may have changed something at all? No, as a matter of fact, in July was the time that we actually had distributed the information from the county as well as to our citizens, we actually put it up for everyone to see. [0:34:48, 0:35:08]: And when we came in July, it was that point in time where we went actually item by item through the entire document. And since that time we have not gotten any additional comments from any citizens. We had one clarification from the state, but it was just a comment and we did make those corrections and send it back to the state. Okay, thank you, appreciate it. [0:35:09, 0:35:10]: Okay. [0:35:10, 0:35:14]: Um at this time, do you have a comment? Our city manager, Mr Knighton. [0:35:18, 0:35:31]: phone with what Camilla said, I believe your your hearing uh a few months ago was a transmittal hearing to the state. You're now adopting uh the item after it's been reviewed by the state and those items have been addressed. So this would be constitute the adoption hearing. [0:35:31, 0:35:40]: Okay. All right. At this time we have a uh motion, we have a second, and we've concluded our discussion. All in favor? [0:35:41, 0:36:01]: Thank you so much. Okay, we're ending the public hearing on um the first resolution. The s second uh item we're going to in uh another public hearing on this item is for ordinance uh regarding landscape update. And this too will be presented by Camilla Moore, our community development. [0:36:01, 0:36:21]: Development director. Yes, thank you, Mayor. At our last uh meeting uh we took time to go over the landscape ordinance, asked for comments before we sent it to the planning uh zone advisory board. Uh we went back to the zone advisory board with no comments or changes. So what we have before you tonight is the final adoption of the landscape ordinance that would take a [0:36:21, 0:36:24]: effect once you adopt it tonight. [0:36:24, 0:36:37]: Okay, at this time um uh for our public um purpose of our public hearing, if anyone has a comment for or against, we'll hear four comments first. [0:36:38, 0:36:40]: There any comments? [0:36:41, 0:36:46]: No um no comments there. How about anybody opposing? [0:36:48, 0:36:50]: The landscape ordinance update. [0:36:52, 0:36:56]: Okay. In that case, is there any discussion from the dais? [0:36:57, 0:36:57]: Yes. [0:36:58, 0:37:06]: Okay, Mr. Alexander. Again, for the purposes of informing the public who was not here previously, uh we talked about um [0:37:07, 0:37:27]: uh what this was going to mean and for the tremendous work that been done and the feedback from the community. Uh Miss Moore has been very instrumental in uh making sure that we stay focused on the highway one hundred thirty eight corridor and this is another in a series of moves that we've made to ensure that the city [0:37:27, 0:37:47]: citizens have a corridor that they can be proud of uh in terms of upgraded uh landscaping, the requirement in terms of the amount of trees or shrubs uh along Highway one hundred thirty eight and then I think we uh looked at it in terms of uh what ground cover looks like as well. [0:37:47, 0:37:55]: because we wanted to tighten that up to make sure that we uh put the best f our best foot forward. Is that correct, Ms. Mr. Yes sir, that is correct. [0:37:56, 0:38:16]: Okay. We've had um uh discussion. Any further discussion? I just want to commend uh Miss Moore for her hard work in doing this. Um this uh actually will bring economic development into our community and it's just not about the beautification. Um it will bring jobs because people want to come to an area um [0:38:16, 0:38:25]: um that they know that they're gonna um strive in their business. So I wish wanna thank you so very much for um the hard work that you're doing in this aspect. [0:38:26, 0:38:33]: Okay, at this time um if there are no further comments from the dais I'll ask for um [0:38:33, 0:38:38]: For a vote. All in favor? Mayor Neil. Beg your pardon? [0:38:39, 0:38:44]: Maybe I'm not sure. No, that was another one. [0:38:45, 0:38:47]: A second movement. [0:38:47, 0:38:48]: We have a motion, a second. [0:38:49, 0:38:53]: We ha already had our discussion, so at this point all in favor. [0:38:55, 0:39:15]: Okay, we're going to leave this hearing at this time and we're going to move into another hearing and this will be regarding an ordinance for the highway corridor overlay update. This too will be con uh presented by Camilla Moore, our community development director. Ms. Moore. Again, this is an item that we brought before you at your last meeting together. [0:39:15, 0:39:35]: This particular ordinance deals with your div the development standards along our corridors. So we pretty much adopted what Henry County had done, but then we added to it to make it more specific to the city of Stockbridge. So what we [0:39:35, 0:39:55]: Have before you tonight is the ordinance that deal would address all of our corridors for the city of Stockbridge, and it will become effective tonight, which means that when a development comes in tomorrow, if they want to bring a truck stop or something undesirable, they will not be able to bring it along our corridors because we prohibit it. Whereas prior to this [0:39:55, 0:40:02]: Those type of developments could have come along our corridors with the truck traffic, so this would preclude that from happening. [0:40:03, 0:40:18]: Thank you. Uh okay, for the purpose of the audience input, if there is anyone in the audience that would like to speak for or against, we'll begin with anyone that might have a comment for the highway car to overlay update project. [0:40:19, 0:40:21]: Okay. Anyone opposed? [0:40:24, 0:40:28]: Okay, we have no one to speak, so at this time um [0:40:29, 0:40:31]: Is there a motion to move forward? [0:40:31, 0:40:35]: Yes, so move okay. [0:40:35, 0:40:39]: I second. All right, we have a motion. We have a second. Is there discussion? [0:40:39, 0:40:40]: Yes. [0:40:41, 0:41:01]: Mr. Alexander. Again, for the benefit of the citizens who stand forward. The one significant thing about what we're doing here now is that we're adding cohesiveness with Henry County, because Henry County already passed this ordinance for all of our highway corridors, so there will be cohesively. [0:41:01, 0:41:21]: consistency between what we do and what they do along our major highway corridors like Highway 138 that intersects um Eagles Landing, Hudson Bridge, Jodico, all of those intersections. You know, just like um now where you may drive down um Rock Quarry or Walsh Steel [0:41:20, 0:41:40]: Stevens where this part might be cut or that part might be cut or there may be differences in the standards. These kind of sew all of those together. And then I think I commend Miss Moore once again because she didn't just take exactly what they put forward, she tailored what this magnificent [0:41:40, 0:41:54]: us and document and even enhanced it even more specific for the city of Stockbridge. So we took what they had which was a great document and enhanced it so that this would pass. We will be the first city [0:41:55, 0:42:04]: in Henry County to adopt this so we'll have cohesion between us and Henry County uh like never before. So thank you again. [0:42:05, 0:42:09]: Okay, we have a motion, we have a second. Is there any other discussion? [0:42:09, 0:42:20]: Yes, actually it's really a comment. I want to tell you, Miss Moore, thank you for your efforts and thank you for leading the charge on this and getting us in tack and straightening this out. You're a great asset to the staff here. Outstanding. Appreciate it. [0:42:21, 0:42:23]: Okay. Any other comments? [0:42:23, 0:42:25]: If not, all in favor. [0:42:27, 0:42:28]: Thank you for your vote. [0:42:29, 0:42:49]: All right, now then we're going to uh exit our uh public hearing and we're going to move on with our agenda starting with new business and this is another ordinance that we'll be discussing and it's regarding clothing bins in the city. It too will be presented by Miss Moore Community Development. [0:42:49, 0:42:50]: Director. [0:42:50, 0:43:10]: Mayor and Council, what we have before you tonight is a way to control the number of bins, clothing bins that we've seen all over the city. Um we haven't up to this point been able to regulate them and they just seem to just drop them everywhere. Uh you can drive through a shopping center, sometimes you'll see two or three. They don't even come. [0:43:10, 0:43:21]: come back and pick'em up. So a lot of times as you drive by I sent all of you a couple of pictures where the clothing and everything had just spilled out. So what this ordinance does, it will regulate [0:43:21, 0:43:41]: where those beans are located and how they are to be located. It requires that they will register with our office so that we will know for sure who's supposed to have'em and where they're supposed to be located. And it also will limit the cluster. So it limits the number of beans that you can have together. So, you know, hopefully uh within a week or so [0:43:41, 0:44:01]: So we should see a big difference in the city of Stockbridge in terms of these BNs. We're going to notify as many of the BNs because a lot of them don't even have contact information on them, but the ones that do, we're going to notify them that they have to bring them in to register, otherwise public works will pick them up. And for those that don't register, we will pick them up. [0:44:03, 0:44:11]: Okay. Any comments or questions of Ms. Moore? Uh Mr. Ford. Yes, uh I'll wait till she's done here in a second. [0:44:13, 0:44:33]: I'm sorry. A clarification. If you d if they don't have any registration or phone number on them, what's gonna happen? You are you're gonna let the I guess the code enforcement will let you know onto the public works, public works director or directors folks who go out there, pick these item ups and dispose of them somewhere. Correct. And those are the logistics that uh the city manager and Dacious and I are gonna have to work out. [0:44:33, 0:44:53]: Okay. But we do intend on removing them because it as of tomorrow they're in violation. We will give them a period of time to come into compliance and then for all of those that don't, if they don't have any way that we can find them or locate them, then we're just going to remove them. So the minute details still need to be worked out with the staff on what we would do with this is [0:44:53, 0:45:01]: what it amounts to but I know you're gonna come up with a great solution and you'll be able to let us know when you come up with that so we know exactly how this is being done. That's correct. Really appreciate that thank you. [0:45:02, 0:45:03]: Okay. Any other comments? [0:45:05, 0:45:09]: Uh okay. At this time do we wanna take a vote on this? Do I hear a motion? [0:45:09, 0:45:11]: Yeah. [0:45:11, 0:45:14]: I move that we approve the ordinance. Um [0:45:15, 0:45:18]: Uh in regards to the clothing bins in the city. [0:45:18, 0:45:24]: All right, we have a motion by Miss Gantt. Do I hear a second? Second. I have a motion and a second. [0:45:25, 0:45:27]: Uh how about further discussion? [0:45:28, 0:45:31]: Any more discussion? If not, all in favor. [0:45:32, 0:45:34]: Thank you so much for your vote. [0:45:35, 0:45:55]: At this time we're going to have council consideration for authorization to use the Ted Strickland Community Center Friday, december fifteenth for a holiday give back event. This will be presented by Councilwoman Robinson. Yes, thank you, Mayor. Um I wanted to come before my colleagues and the citizens because I wanted [0:45:55, 0:46:15]: to make use to use the Texas Strickland building. Last year I gave a give back to our downtown community. It was very successful. In doing so I had to go out to different restaurants and partner with different nonprofits in order to do this. [0:46:15, 0:46:35]: And I had to go actually into their territory to do it. And I just felt that as a council person, this is something that I'm doing, giving back for our citizens, which is a positive thing that I wanted to do that this year at the Ted Strickland building. So I'm asking my colleagues if we can um have use of the if I can have use of the Ted Strickland building. [0:46:35, 0:46:55]: Because this year I'm going to partner again with the um Dream of Dream Achievers, which is a 5013C. And in doing so, it's going to be a holiday event to where everyone that enters they have to give a um uh Christmas gift. They have to bring a gift in order to enter. Um and so they bring to [0:46:55, 0:47:15]: Toys, they bring clothing. Um so it's just an added piece that I just wanted to so I didn't have to be running around to different locations and do it here. It's gonna be on a Friday evening. There's no other events that are planned. Um so I just wanted to get approval um from the council. And just to express a little further, um I attended a [0:47:15, 0:47:35]: a Divine Nine meeting. Um and and attending that Divine Nine meeting, we have a lot of sororities, fraternities here in our community that we need to utilize. They're wanting to do a lot here in our community um but they don't have the actual resources here in the city of Stockbridge. Um I'm aware of different things [0:47:35, 0:47:55]: buildings that we have that we can do things further in the future um such as tutoring, things that we're wanting to do, tutoring aspect that we can use them so that way they can give back to our community as well. So once I met with all of them, um it wasn't just a particular group, I met with all of them so that way we can come to [0:47:55, 0:48:09]: to a plan on how we can better service our citizens here in Stockbridge. Um in doing that, um I had the attorney to meet with one of the groups that I partnered with last year, which was the um the Kappas. [0:48:10, 0:48:30]: um we met with them and just got an idea of since they partnered with me the previous year, how can we all work together? And that prompted me to actually attend the Divine Nine meeting where the all of the leaders were in a meeting so that way they can understand what we're trying to do in Stockbridge and they're all willing to be on [0:48:29, 0:48:49]: on one accord to be supportive. Um and when I was there, even with our youth council, we had some um even with the Kappa League, they actually stated that they would knowing that with our youth council going to North Carolina, they have already stated that they would also give um five hundred dollars that would go [0:48:49, 0:49:09]: toward um our youth to be in attendance um at National League of Cities. So with this partnership, it's a lot of opportunity that we can do for our young people right here in our community and having them doing a lot of things within our community. So again, it's just not one particular group, it's a it's the entire group of the [0:49:09, 0:49:18]: divine nine to bring them in our community, to utilize them to um of their service um within our community knowing that that's a non profit. [0:49:19, 0:49:19]: No, no. [0:49:20, 0:49:29]: Yes, ma'am. I move that we approve the use of the Test Trickland Community Center for the holiday give back event on december fifteenth, twenty seventeen. [0:49:29, 0:49:32]: Okay, we have a motion by Ms. Gantt. Do I hear a second? Second. [0:49:33, 0:49:37]: Have a second by Mr. Alexander. Any discussion? [0:49:38, 0:49:58]: Discussion. Mr. Ford. So clarification is basically you mentioned entering this you enter it with a toy to get in, but is it is it clothes or food involved with this at all? Uh how I mean what other things are we looking at giving back or giving away or distributing what other can you explain for the money. Yes, I can. Um what we did last [0:49:58, 0:50:18]: Last year um Mayor Pro Tem we actually gave um clothing which is um coats and s um blankets. Um that's for things that I was asking for, but um with the group that's partnered with me I got a lot more. I received toys and everything. So this year that is what they're looking for as well. The same items which is the um [0:50:18, 0:50:23]: Um, blankets, toys and c um coats for the winter. [0:50:25, 0:50:45]: Okay. Um uh one other thing please. And and somehow we when we gather those things then we have to distribute to the people coming in. Do we just somehow how do we distribute it to them? That's what they will do. That's the partnership. We're gonna work together with them for it's um the city. That's nothing that the city needs to do um because the partnership they're gonna all work together. [0:50:45, 0:50:56]: we're gonna take care of that. But it again it will be a Christmas gathering um event so that way um'cause that's what they do at the end of the year, so that's why we're partnering um to do this together. [0:50:56, 0:50:59]: All right, so be it. Okay, we have a question on Mr. Blount. [0:51:00, 0:51:02]: Yeah, when I asked when I was gonna [0:51:02, 0:51:05]: Asked a question. I I think Mayor Pro Team kinda [0:51:05, 0:51:22]: Jumped it for me. I was gonna ask how was it gonna be disseminated? Uh I know that with the Noel in November, which is on the eighteenth, is g that stuff is going to connect the hemory and that was gonna be my question. How is it gonna be disseminated? I know it it's not dealing with connected hemory, I just wanted that was the same question I had on. [0:51:24, 0:51:26]: Okay. Um [0:51:26, 0:51:32]: If we have finished with our questions and discussion, all in favor, please raise your hand. [0:51:32, 0:51:47]: Thank you so much for your vote. All right, we're moving on to item number six, resolution to appoint member to the Main Street Advisory Board to fill a vacancy, and this will be presented by our staff person, Kira Harris Braggs, our Main Street program manager. [0:51:48, 0:51:49]: Miss Braggs. [0:51:55, 0:52:15]: Good evening, Madam Mayor, Councilmember. I come before you this evening with the intent of filling a vacated position on the Main Street Advisory Board. The position is the business owner or operator whose establishment is outside the Main Street District position. This particular position has a two-year term. [0:52:15, 0:52:29]: But because this person would be filling a vacated position, um they would continue that position through december twenty seventeen and then their own term would begin january twenty eighteen and end on december thirty first, twenty. [0:52:29, 0:52:30]: I mean, yeah. [0:52:30, 0:52:33]: December twenty first, um, twenty nineteen. [0:52:35, 0:52:37]: Okay, and do do you have a name? [0:52:38, 0:52:58]: Um we have three applicants that were received, Alisanya Cato, who is the owner of OTEC Agricultural Recycling, Tamara Isbell, Accountant and Project Coordinator for Site Engineering Incorporated, and Diana Foster, who is the owner of Cova Beauty. [0:52:58, 0:53:04]: And it is staff recommendation that Miss Diana Foster, owner of Cova Beauty, be appointed to the position. [0:53:05, 0:53:17]: So a second. Okay, hold on just a second. Um we've heard uh the recommendation at this point. Um do I hear a motion? [0:53:17, 0:53:25]: So move. Yes, I accept if Diana Foster is cob Cobra Beauty uh to m to the Main Street board. [0:53:26, 0:53:33]: Okay, we have a motion. Do I hear a second? A second. Have a motion and a second. Is there discussion? [0:53:35, 0:53:38]: There is no discussion, then all in favor, please raise your hand. [0:53:40, 0:54:00]: Thank you so much. I'd like to make a comment too. It's wonderful when we have people to offer to serve on boards and I want to thank everyone and I'm sure you did a lot of vetting and we just appreciate everyone that offers to help the city and we hope that we can capture them in some other way, the ones that we're [0:54:00, 0:54:02]: not chosen. Thank you so much. [0:54:04, 0:54:06]: Okay. At this time, um [0:54:07, 0:54:27]: We're going to move on to item number seven and we're asking our public works director to come forth along with um uh Dashus uh Aaron along with our city manager uh manager Randy Knighton and they are going to together or separately I'm not sure present um an up [0:54:27, 0:54:34]: update on the H VAC evaluation and we're looking forward to this report. [0:54:35, 0:54:37]: Uh good evening, Madam Mayor and Council. [0:54:38, 0:54:58]: On October 5th, Mr. Knighton and I met with Greg Ferguson, a HVAC engineer, Aubrey McStay, a mechanical engineer, and Prince Princely Durfo with Carter and Sloop, a project manager concerning the HVAC system here at City Hall. And one of the recurring things that kept coming up was the installation for this building. [0:54:58, 0:55:18]: Is inappropriate. It does not, the design does not work for this building. And we've been informed that we're going to continue to have problems with it unless we do something differently. Even last month, we've installed three condensers in this air conditioning unit. And their recommendation is that the city [0:55:18, 0:55:19]: [3320.2, 3328.1]: And they gave us a a budgetary figure of three hundred and fifty thousand dollars to replace the unit here at City Hall. [0:55:29, 0:55:49]: Yes. Um Yeah, we did we met as Desh has mentioned and essentially uh the consensus of the gentlemen who we met with, uh the mechanical engineers and and uh HVAC uh engineers, um, was that uh the system I'm sorry, we can't hear you. Okay. [0:55:54, 0:56:07]: Okay, I'm sorry. Um that the system uh was not designed uh uh in the most prudent fashion for this building given its size and given its layout. The interior [0:56:08, 0:56:17]: um infrastructure or apparatus of the system, the air handlers, um, the duct work, those are good and those are in order. [0:56:17, 0:56:30]: is the exterior apparatus, the actual units outside, um, that are problematic. Um the piping is underground and obviously it has refrigerant and coolant and that tends to [0:56:30, 0:56:31]: Um [0:56:31, 0:56:33]: Coalesce together. [0:56:33, 0:56:38]: And so the design does not provide optimum uh air conditioning and heating. [0:56:39, 0:56:42]: uh for uh our particular uh uh building. [0:56:42, 0:56:48]: Um we have, as Desh just mentioned, uh there have been uh three condensers uh have been replaced during the course of this year. [0:56:49, 0:56:55]: They told us um specifically that we will continue to have problems if the major issue is not addressed. [0:56:55, 0:57:15]: Um and based upon their experience and recent experience on similarly sized buildings and what they have seen in this system, um the broad estimate is about three hundred and fifty thousand dollars to address the system. Now the other parts of the system itself uh should continue to function and function well [0:57:15, 0:57:18]: if the outside apparatus is addressed. [0:57:21, 0:57:24]: Okay, you have heard the report. [0:57:24, 0:57:27]: And do we have any? [0:57:28, 0:57:31]: Oh let me ask you this before we go any further. [0:57:33, 0:57:46]: Is there any funding available in our budget to take care of this emergency item? There is not specific funding allocated uh for this particular repair. [0:57:46, 0:57:54]: So I understand that there is some nominal SPLOSS funding that could put could potentially be used but would not cover the bulk of the three hundred and fifty thousand dollars. [0:57:54, 0:58:14]: Uh therefore, um if uh there in council if you all are um agreement we would have to seek the funding source which would right now uh need to come from uh likely need to come from fund balance. We'll obviously try to look at some other funding sources that would not impact fund balance, but for something like this this [0:58:14, 0:58:26]: which is unexpected and not a part of this year's budget, uh that would be an option. Secondly, let me mention also um because I did ask um th how long the the system repair would take [0:58:26, 0:58:41]: uh they were um fairly clear that uh a system repair once we gave them the go ahead, again if it's your desire to do so, would take approximately sixty days, sixty to seventy five days. Um so um [0:58:42, 0:58:53]: That's the information that's before you that we uh were able to garner from our meeting with them. Um and uh obviously we seek your direction in that regard. Let me mention one other item. [0:58:54, 0:58:56]: uh the Merle Manders uh Center. [0:58:56, 0:59:01]: uh will need some further evaluation as well in terms of that HVAC system. [0:59:01, 0:59:11]: Uh, they have run into some problems there from time to time. In our conversation with the gentleman we met with, um, they uh indicated that they would need to further explore [0:59:12, 0:59:15]: the system there to give us a better assessment [0:59:15, 0:59:21]: of what if any repairs need to be uh made there. But it is it is my understanding [0:59:21, 0:59:24]: It will prop that center w the system. [0:59:24, 0:59:27]: would also need to be addressed at some point here in the future. [0:59:28, 0:59:33]: Okay. You've heard the report. Um is there [0:59:34, 0:59:46]: Maybe we'll have some comment tonight before we make a motion. If anybody has any questions, let's let's allow that. Um so let's start down the end with Ms. Robinson. Thank you, Mayor. [0:59:47, 0:59:47]: I guess [0:59:48, 0:59:48]: [3589.3, 3590.5]: Do we do RF? [0:59:50, 0:59:54]: P did we put that out? We did that just so we can [0:59:54, 1:00:14]: Well what are we what we did we had one of our on call engineers get together with the the people in their firm which was a HBAC engineer and a mechanical engineer just to do a general overview of the system at City Hall since we were having so many problems with it. I'm pretty sure everybody's aware probably the last four or five years is all [1:00:14, 1:00:19]: always being air either on or off. And we've been bringing in temporary [1:00:20, 1:00:40]: our air conditioning units and one of the things we want to do is get to the bottom of it and figure out a way to resolve it once and for all because we've already spent seventy two thousand dollars in like the last four years in repairs. And from the information that was presented to us, we're going to continue to spend money patchworking and trying to keep [1:00:40, 1:00:48]: it operational and their recommendation was it just the system that was installed wasn't designed for a facility like this. [1:00:48, 1:01:01]: Okay. And and will you be able to let us know what we have with SPLOS and what uh so if we can have that that would help as well. I will get those specific figures for you. I have a a general idea but I'll get those specific figures for you. [1:01:02, 1:01:02]: Okay. [1:01:03, 1:01:10]: Thank you. Any other questions? Yes, Mary. Okay, we'll go f uh first to Mr. Blount and then to Miss Stant. [1:01:11, 1:01:12]: Mr. Daciously. [1:01:13, 1:01:16]: If this is approved and obviously we're gonna [1:01:16, 1:01:19]: identify the funding for this'cause it's a need. [1:01:19, 1:01:23]: Um, we was told s on several occasions that [1:01:24, 1:01:26]: The system was going offline. [1:01:27, 1:01:28]: With that [1:01:28, 1:01:32]: also with the new system HVAC system would that [1:01:33, 1:01:35]: computer uh system B [1:01:36, 1:01:38]: In conjunction with this repair. [1:01:38, 1:01:58]: That we don't have we have to worry about it going offline? Because we we wasn't we wasn't being told it was actually this HVAC system, but it was the computer system because it got so hot it was going offline. No, sir the the computer what the computer software is just like if you bought Microsoft for those they have updates, either you're satisfied [1:01:58, 1:02:18]: With the current version of Excel or Word you're using, or you upgrade to get a couple of additional features. The software is not the major issue, it's the components of the system itself, such as the compressor, condensers, and things of that nature. It's not the software. Well, that's my concern is that we spend three hundred and fifty thousand dollars, will we still be dealing with [1:02:18, 1:02:38]: No sir, you still can use the same software you had, but it's just whether you want the the upgrades. It might be an upgrade that add a feature that doesn't really enhance the use of the system, but it's just the latest version of that software. [1:02:38, 1:02:53]: on what it's gonna cost to complete the system and get what it takes because we p spend three hundred and fifty thousand dollars. We want the software that we still won't go offline because the first day we walk in it's hot in here and we spent three hundred and fifty thousand dollars [1:02:53, 1:02:55]: That's not gonna be a good look for us other citizens. [1:02:56, 1:03:16]: Well, one of the things that they did meant they're gonna do a complete evaluation and they're gonna come back with a recommendation and a RFP and what's needed to actually get this system to where we need it to be. And this is a task order authorizing them to move forward with their evaluation of of this facility and the [1:03:16, 1:03:30]: Dorm Merrill Manders as well. Then where the three hundred and fifty thousand dollars come from then if we're gonna get an additional information on it. That that was just a budgetary figure when Mr. Knight and I asked them about how much would it cost to replace the system? [1:03:31, 1:03:45]: Right. When we when we discussed that figure, uh, Councilman Blount, um it was my understanding that the three hundred fifty thousand dollars was a broad figure based on other similar type situations and facilities that they've seen where conditions are virtually the same. [1:03:45, 1:03:48]: So it was my understanding that three hundred fifty thousand dollars was all inclusive. [1:03:49, 1:04:04]: And and in terms of ensuring that the system and the um uh computer apparatus are synced, obviously we would want to make sure that that happens. It was my understanding that the three hundred and fifty was a broad figure that they felt fairly comfortable with in terms of an estimate. [1:04:06, 1:04:26]: Okay. Any other questions? Yes. Uh not more so than a comment. Seems like the wrong size air conditioning units were placed within our our building and so to me it's more of an installation issue from the get go of whatever company place the ARC units [1:04:26, 1:04:37]: here in the city lim in in the the building. And this is a fairly new building. Um so I if you're asking for counsel to give some type of directive on which way to go [1:04:38, 1:04:40]: Um we can't be in the heat again. [1:04:40, 1:05:00]: And we don't want the patch up work spending seventy five thousand here and there. I think it's best that we go ahead and move forward, in my opinion, to get that RFP and find out what that total estimate will be and and have um the accounting department look at the numbers and see where we can shift monies from whether it's plastic [1:05:00, 1:05:20]: or or general funds or w where is it coming from? Okay. And um but I I know that it's a necessity and it's a need and there's no need for us to continue dumping money into a pit if it's not gonna solve the entire solution. Um I also would probably later on I'm gonna I I would like to know [1:05:20, 1:05:22]: why the equipment was installed [1:05:23, 1:05:35]: the way it was when it wasn't the proper equipment to be installed in the first place. And that's something maybe legal needs to look at. Um but for now, um we we can't [1:05:35, 1:05:40]: I I hear it rattling as we speak. But we've got to get get this issue resolved. [1:05:42, 1:06:02]: Okay. Um are there other questions? Mr. Forward. Yes, thank you, Mayor. I appreciate it. I concur with uh with previous comments that have been made, uh but obviously the three hundred fifty K is the estimate it could go higher actually, if if that you know, you would hope not, and hope that's all inclusive with the with the actual automation system, computer system upgrade, things of this nature. But [1:06:02, 1:06:22]: But uh um and I would imagine it's it's it's far too late to try to go after the initial company, I'm assuming that install this because way past a warranty on this. I would say so it's really uh something that we just gonna have to kinda suck up and and and take care of regardless can it can uh w who our fault it may be. [1:06:22, 1:06:24]: Um [1:06:25, 1:06:28]: obviously it's something we need to get done and and uh so um [1:06:29, 1:06:40]: Mm. But an RP is necessary I would think to get an idea to to make sure we have a good good as uh we we're able to get a the best price for what we need done and and the right funding source. [1:06:41, 1:06:44]: And to justify this as well as I guess what's going to happen with mural manners as well. [1:06:45, 1:07:05]: Well the first thing would be to move forward with a task order that was issued with a price tag of sixty-four thousand dollars, eight hundred sixty-four thousand eight hundred dollars to design and evaluate this system as as well as the mural manners will be included in that. But one of the concerns I had, like I say, every other week we've got [1:07:05, 1:07:10]: out strictly or somebody out here looking at it and we've all been in this room where it's been extremely hot. [1:07:10, 1:07:30]: And I'm just looking for a solution as I told Mr Knighton to rectify this permanently. So we're not always coming back to say, Well, we gotta add this or we gotta add that because every time you spend seven or eight thousand dollars when they come out here to repair something and the engineer tells you that because of the stress under the system you're gonna continue to repair [1:07:30, 1:07:42]: replace parts and and that's where we are. This building is I think nine years old the system is and he taught us there is no it shouldn't be having this kind of issues at nine years old. [1:07:43, 1:08:03]: Okay. We've had lots of questions. I have one more question from Mr. Elvis. Doing what we need to do uh to go with the best possible option which is to replace. Once we go with the replacement so that we don't end up in a position [1:08:03, 1:08:18]: where uh we've invested in a new system, obviously that should come with some protections or some type of warranty or something to get us at least a couple of years where we don't have any breakdown bills or such. [1:08:18, 1:08:28]: Is that customary or is that not in the commercial? The warranty will be c it's customary and we will i we'll insist upon having a warranty on that system. [1:08:28, 1:08:47]: Okay. Thank you. Okay. We've had a lot of questions and answers. Uh at this time do I hear a motion to approve the task order request for HVAC evaluation presented uh by So moved. Okay, we have a motion by Mr. Ford. Do I hear a second? A second. [1:08:48, 1:08:52]: Have a motion and a second by Ms. Gamp. Is there further discussion? [1:08:53, 1:08:54]: If not [1:08:57, 1:09:06]: I thought this was a discussion item, we're gonna come back with the final amount that is needed. I didn't think this was a item we were voting on tonight. Is y you all looking for a vote on it tonight? [1:09:07, 1:09:18]: The the task order that was presented could be voted on tonight, which was sixty four thousand dollars for additional assessment and especially the the Merle Manders um [1:09:19, 1:09:19]: [4160.3, 4169.0]: Um now if it is the board's desire for us to bring back additional information or provide that to you in the interim, we can certainly do that. [1:09:29, 1:09:49]: It the only thing I'm just concerned about is the is the f is the final amounts rather than come before and then then we have to come back and then adjust make adjustments that we just come back with that one that final amount and then the task order would give us that final amount. Is that correct? Yes the task order will authorize them to move forward with the design or the replacement. You [1:09:49, 1:10:04]: unit for this facility and the Merrill Manders. And once we get that information then a system is designed, then we'll go out for bid with that system and and then we'll have a actual price on what it's gonna cost to replace the system here and in Merrill Manders. [1:10:05, 1:10:05]: Okay. [1:10:06, 1:10:10]: So we have a motion and a second for a task order. [1:10:12, 1:10:15]: Have we had our motion in our six? Yeah. [1:10:16, 1:10:22]: Yes, we've got that. So we've had our discussion. Anybody else have a comment before we call for the vote? [1:10:23, 1:10:25]: Okay. All in favor? [1:10:26, 1:10:32]: Okay, we've approved the task order for the H VAC evaluation. Thank you so much. Thank you very much. [1:10:33, 1:10:53]: At this time that concludes our items on our agenda. Uh we'll go to our city manager to ask if he has any comments. Um just that um I certainly want to express my appreciation for staff uh and and and obviously the mayor and counsel in the past two weeks as I've become acclimated here as the city manager. Um I have been uh in several meetings. [1:10:53, 1:11:13]: meetings um with several people over the past two weeks and have a meeting scheduled this week uh with the city manager of McDonough and City Manager of Locust Grove as well, as well as I've reached out to um the county uh manager uh Sherry Matthews. So um uh we are we are poised to move forward in a number of areas and we look forward to the opportunities before us. [1:11:13, 1:11:21]: uh including uh uh a number of the items that you mentioned here, but also uh looking forward to a comprehensive plan moving forward here in the next several months as well. [1:11:22, 1:11:23]: Thank you. [1:11:24, 1:11:33]: Any comments from our city clerk, Vanessa Holliday? Yes, Mayor. Uh I just wanted to remind everyone that um registering to vote [1:11:34, 1:11:54]: in the twenty seventeen municipal election ends tomorrow. So if you have not registered to vote or changed your address with the um elections office in Henry County, tomorrow is the deadline for that. And also that early voting for our municipal election starts on October sixteenth. [1:11:54, 1:11:58]: And that first week we'll be at the Henry County elections office. [1:11:58, 1:12:01]: Um the sixteenth through the twentieth. [1:12:03, 1:12:13]: Okay. We would uh also like to mention that anyone interested in voting in the municipal election can find all of that information on our website. Is that correct? [1:12:14, 1:12:15]: Okay. Um [1:12:16, 1:12:22]: At this time I will start with Mr. Alexander and come down, uh if anybody on the council has a comment. [1:12:23, 1:12:24]: Uh I do. [1:12:24, 1:12:44]: I would just like to thank everybody for tuning in and I'm hoping that we're up and running tonight and that we are actually uh broadcasting live. I heard we had some issues uh with that and we want to apologize if that was not available. That is not our intent. I want to um thank once again uh the the com community development staff. [1:12:44, 1:13:04]: for the outstanding work that they're doing putting together the vision that the county uh that the city has outlined in all areas of the city in terms of uh updating our zoning requirements to make them sufficient uh and some of the best standards uh in metro Atlanta fulfilling the vision [1:13:04, 1:13:24]: statement to be to make Stockbridge um one of the best cities, uh the best city uh in Metro Atlanta. That is something that we endeavor for uh on a daily basis. Uh I do want to speak to one specific issue and that is that I keep hearing and available is about the issue of public safety. [1:13:24, 1:13:44]: Uh I hear you uh when you say that um you know things are going on in the community, that there is some concern about uh crime in the community, and believe me, every night that I lay my head on the pillow I I want to make sure that we're doing everything possible in order to do so, in order to make the community [1:13:44, 1:14:04]: As safe as possible. That's good to see Ms. Chandra Lewis here tonight from the Henry County DA's office, who is doing a tremendous job in making sure that we prosecute to the fullest individuals who are responsible for crime or committing crimes in our community. [1:14:04, 1:14:24]: community, especially uh against women and children. I I just wanted to make sure that uh we thank the men and women out there who are working every single day uh to commute to keep the community safe and to know uh personally speaking my for myself I ran that uh I wanted to see the streets uh with the Stock Ridge police [1:14:24, 1:14:44]: Department. I still believe that to this very day to do whatever it would take in order to improve public safety uh in the community. It will take the will of the council in order to do that once the information is reviewed uh from our feasibility study, uh if that is the will. That is not to indicate that Henry County. [1:14:44, 1:15:04]: County is not doing the very best that they can. It is just my firm belief is if we put offices on the street here in Stockbridge, it only supplements and makes the entire county stronger, uh, which is that is my uh primary belief. So I really believe in that and that please understand that we review the [1:15:04, 1:15:24]: These statistics every day and Henry County is still and Stockbridge is still one of the safest places uh in Metro Atlanta. But that is not to acknowledge that there are issues that come with growth. Uh we cause we are a growth community and that uh this council is focused on making sure that we uh keep the sit s the street. [1:15:24, 1:15:27]: streets of Stockbridge as safe as possible. Thank you. [1:15:28, 1:15:29]: Mr. Bright. [1:15:30, 1:15:50]: Yeah, I just want to thank everyone for coming out and uh a great opportunity to give back to the community. We're gonna it's gonna be on uh November the uh eighteenth is uh no Noel in November. It's gonna be at the Murray Mandelis uh Conference Center. Um and it's a toy drive and those toys are gonna be given to uh Connect and Henry, every toy that's collected. [1:15:50, 1:16:06]: given to Connect the Henry and it's gonna facilitate uh giving toys to um all citizens of Henry County. Um so that's gonna be November the eighteenth, no well in November and uh it's a good opportunity to give back to the communities and um let's make a child smile on Christmas morning. [1:16:08, 1:16:28]: Uh Mr. Forward. Thank you, Mayor. I appreciate it. Uh as you well know folks, we did a proclamation earlier for breast cancer awareness month, so I'm gonna say to you, real men wear pink and I'll be wearing pink during the course of the the month and I challenge all the other fellows out here to do the same thing. And I'm gonna put a little splash of green in my pink from time to time as well. Okay. Special reason for that as well. [1:16:28, 1:16:48]: Yeah Okay. Outs outside of that Hispanic and Bridge Fest. Outstanding week ago last Saturday. Look forward to another outstanding event next year as we do this once again. And I wanna pr thank everybody for the staff and and all the organizations that participated in that. The vendors had a great time and a great deal and it was safe. A safe, good time and look forward to [1:16:47, 1:16:56]: successes in the future. On that note, citizens, thank you for tuning in. Continue to keep the faith with us as we continue to move the city forward. God bless you all. Thank you. [1:16:56, 1:17:16]: Ms. Gantt. Um, thank everyone for your continued support. Um, we couldn't do this without our staff, from our community development director to our clerk to our our city manager, our legal Mr Williams, Kira did an excellent job at the mix and mingle with Main Street um and the D D A uh [1:17:16, 1:17:36]: A couple a few weeks ago it was excellent. Thank you. And to our public works director and as well as HR. It is a tremendous effort to put everything together to make the city run. And I just want to say thank you to our staff and our admin team here that we have, as well as my colleagues. [1:17:36, 1:17:41]: You guys are doing a wonderful job and I thank the citizens for their continued support and prayers. [1:17:42, 1:18:02]: Ms. Robinson. Yes, thank you, Mayor. Um I just want to thank my colleagues again for um ign um allowing this opportunity to give back to the community on December the fifteenth. Also since our um DA's office is here, we're gonna be looking for you um to be out in our community as well. Um because you do it now, but just continue with that. [1:18:02, 1:18:22]: with our young people because um I'm also looking into hopefully having a GED program here in the city of Stockbridge. So we're looking at a lot of avenues so that way we can help our students. We have uh people going to McDonough, Locust Grove, Hampton. We need them here, right here in our own community. So um just want to thank again [1:18:22, 1:18:30]: again my colleagues. Also we have an upcoming um breast cancer um luncheon that is gonna be held. Um [1:18:31, 1:18:51]: On October the nineteenth, I'm sorry I should know this, from noon until three. So I just wanted to say that and also the first ever um we're gonna have our pretty and pink breast cancer walk. It's a love walk and it is free, so we need everyone to come out, be supportive of this event. It's for a great cause and it's something that we're doing here in [1:18:51, 1:19:11]: stop bridge to bring awareness and we want our entire community to be involved. We want our entire community to be involved so if we have flyers or if you go on our um webpage you'll be able to get that information but we need everyone's participation. This is a free event that will be held at Clark Park and that's gonna be Saturday, October the twenty first. [1:19:11, 1:19:14]: Um beginning at eight A. M. [1:19:14, 1:19:34]: and registration starts at seven. So we need everyone to come out and support that event. And again to staff, thank you all so very much for um Bridge Fest, Hispanic Fest. It was awesome. I mean I've got a lot of great reviews from that. So we're just want to continue to be um unified in our community and we couldn't do it as council [1:19:34, 1:19:39]: with our staff, without our staff and our community involvement. So again wanna thank everyone. [1:19:41, 1:19:49]: All right, thank you so much. Um, I'm looking at our attorney. I believe that we have an executive session need. Could you tell us what those items are? [1:19:49, 1:19:55]: The next exception for uh litigation personnel for the [1:19:55, 1:20:02]: Do I hear a motion? Man, no, I move that we go into executive session for personnel, litigation and real estate. [1:20:03, 1:20:09]: Do I hear a second? Second. We have a motion and we have a second. Um all in favor? [1:20:10, 1:20:11]: All right, thank you. [1:20:40, 1:20:40]: [4841.5, 4847.1]: Yeah. [1:20:48, 1:20:54]: Uh [1:20:55, 1:21:10]: And uh share that and then going on. And then going on and then would have been uh wasted energy. [1:21:20, 1:21:25]: [4887.0, 4890.8]: Yeah, you call it. [1:22:06, 1:22:20]: [4945.0, 4952.4]: I think they want to do that. [1:22:45, 1:23:05]: [4985.6, 4993.4]: Okay, I don't know. [1:23:20, 1:23:29]: Okay. [1:23:40, 1:23:54]: [5041.9, 5044.2]: [1:24:20, 1:24:20]: [5063.1, 5064.6]: Oh yeah, [1:25:13, 1:25:15]: [5166.5, 5167.4]: All right. [1:37:44, 1:37:50]: [7892.0, 7895.0]: [2:13:45, 2:13:48]: [8055.0, 8056.8]: [2:23:52, 2:23:55]: [8650.1, 8650.7]: [2:28:15, 2:28:16]: [8897.5, 8900.5]: Well yeah. [2:28:22, 2:28:25]: [8921.5, 8929.0]: Well if you put on the look at this. [2:28:49, 2:29:05]: I like that. [2:29:41, 2:29:43]: It is not very good [2:29:45, 2:29:52]: I don't know. [2:29:52, 2:29:59]: [9310.0, 9315.2]: [2:35:50, 2:35:51]: [9406.2, 9417.5]: [2:37:37, 2:37:40]: [9460.6, 9477.1]: Okay. Okay, all right. Okay. That'd be fine.'Cause I got I have some things first thing in the morning anyway. So so that early at noon or at l early afternoon would be better. [2:38:06, 2:38:25]: Can we rent to the restaurant? Uh probably bad. [2:38:45, 2:38:50]: Yeah. [2:38:52, 2:38:52]: Thanks. [2:39:07, 2:39:10]: So you're gonna wait you're gonna wait for it to come back then? You gonna wait for it to come back? [2:39:12, 2:39:15]: Well it's up to you. [2:39:18, 2:39:25]: At this time we're returning from the executive session. I need a motion to end the executive session, please. [2:39:28, 2:39:30]: We have a motion. Do I hear a second? Second. [2:39:31, 2:39:32]: Is there any discussion? [2:39:33, 2:39:37]: If not, all in favor to end the executive session. [2:39:38, 2:39:43]: Thank you very much. Now I need a motion to reconvene the meeting in the chamber. [2:39:44, 2:39:47]: So moved. We have a motion by Mr. Ford. [2:39:48, 2:39:49]: Do I hear a second? [2:39:49, 2:39:50]: Thank you. [2:39:50, 2:40:10]: We have a motion and a second to reconvene the meeting. At this time, is there business from the executive session? Oh, we've got a vote. All in favor? Sorry, I'm rushing you. Um thank you. Uh at this time we're going to hear from our attorney to present an item and then we'll need a motion. [2:40:10, 2:40:12]: [9612.9, 9629.3]: Madam Mayor, uh based on the discussion in executive session, a motion would be in order to approve the amended and restated development agreement by and between the estate of Gwai El Chen and Marital Trusts, Trustee Yi Chen, and the City of Stockbridge. [2:40:29, 2:40:30]: So move. [2:40:31, 2:40:33]: Second. I hear a second. Second. [2:40:33, 2:40:35]: We have a motion. We have a second. [2:40:36, 2:40:37]: Is there discussion? [2:40:39, 2:40:41]: No discussion. All in favor? [2:40:42, 2:40:43]: Thank you for your vote. [2:40:44, 2:40:57]: If there is no other mayor, I just want to state for the record, just in just to avoid any confusion, that um you had recused yourself from the discussion on that matter. [2:40:58, 2:41:00]: Uh yes, that is correct. [2:41:01, 2:41:04]: Any other comments before [2:41:04, 2:41:10]: Uh the clerk. Oh, that is correct. Let me flip back over. [2:41:13, 2:41:17]: We'd like for everyone to know that there was a um [2:41:19, 2:41:24]: a change. Uh Madam Clerk, would you read that for us, read it into the minutes? [2:41:26, 2:41:46]: All right. This is regarding the breast cancer awareness walk that's taking place on Saturday, October twenty first at Clark Park. There was an originally I'm sorry, there was originally a charge for a registration fee in the amount of twenty five dollars. That event no longer has a charge. This is a free event. There is no registration charge. There is registration required for [2:41:46, 2:42:01]: the event but there is no fee. Okay. Everyone understand that. The October 21st breast cancer awareness walk, there is registration, but there is no cost. Thank you for reading that into the record. Anything else? [2:42:02, 2:42:04]: Do I hear a motion that the meeting adjourn? [2:42:05, 2:42:06]: So moved. [2:42:06, 2:42:09]: We have a motion by Mayor Pro Tem Ford. Do I hear a second? [2:42:10, 2:42:11]: A second. [2:42:11, 2:42:14]: We have a second by Miss Gantt. Any discussion? [2:42:16, 2:42:18]: No discussion. All in favor? [2:42:19, 2:42:22]: Thank you for your vote. Thank you for your attendance. [2:42:40, 2:42:42]:
