[0:14:20, 0:14:40]: It is a good idea, please, to remember the decorum of the chamber. So please if you would do that. At this time, we're going to call on Pastor Robert Willey. If he will come forth from Trinity Lakeside Church and have our invocation. And I would like to remind all of you, we'll stand for the invocation. [0:14:40, 0:14:45]: and then we will remain standing for the pledge to the U.S. flag. [0:14:45, 0:14:46]: Pastor Willie. [0:14:48, 0:14:50]: Let us pray. And we thank you for the governments that you've put into place across the land. We thank you, Father, for those elected officials that serve so well. [0:15:08, 0:15:12]: We thank you for the community that's represented here tonight also. [0:15:12, 0:15:25]: And Father, we give you all the praise and all the glory for all the accomplishments and the leadership and the direction of this fine city of Stockbridge. This day, Father, we ask that you [0:15:25, 0:15:36]: Bless this agenda that we have. Father, it's a very busy agenda. We ask that those that do the presentation and the organization and administration of this agenda [0:15:37, 0:15:51]: Lead, guide, and direct, and those involved in discussions speak with love and understanding and wisdom. Father, we thank you for all that you do for us. In Jesus' name and all God's children said. Amen. [0:15:52, 0:15:54]: Please join us for the pledge. [0:15:55, 0:16:08]: I pledge allegiance to the flag of the United States of America and to the republic for which it stands. One nation, under God, indivisible, with liberty and justice for all. [0:16:09, 0:16:10]: Thank you. [0:16:13, 0:16:21]: At this time we're gonna ask our clerk if she will, uh Vanessa Holliday, for our roll call. Councilman Alexander. [0:16:21, 0:16:32]: Present. Councilman Blount. Mayor Neal. Present. Mayor Pro Tam Ford. Present. Councilwoman Gantt. Present. Councilwoman Robinson. Present. Mayor Neal, you have a quorum. [0:16:33, 0:16:37]: Thank you. At this time I need a motion to adopt the agenda. [0:16:40, 0:16:46]: We have no motion. I think we do have some changes to the agenda, so I'll ask to address those first. [0:16:46, 0:16:47]: Mayor Nell. [0:16:48, 0:16:53]: I ask that we um table the discussion 13, 14, and 15. [0:16:55, 0:16:57]: I make a I would like to make a motion that we [0:16:58, 0:17:00]: And item number two. [0:17:01, 0:17:13]: Okay, we have a discussion to um table thirteen, discussion items thirteen, fourteen, and fifteen, and then go back to the two. Item number two. Sorry. Item number two. [0:17:13, 0:17:17]: The motion is to table item number two, thirteen, fourteen, and fifteen. [0:17:18, 0:17:21]: Okay, and th is that item number two under old business. [0:17:22, 0:17:35]: Um yes. Yes. Okay. All right. We've heard that motion. Uh do uh I hear a second. All right, we have a motion and a second to adopt the agenda with those four changes. Is that correct? [0:17:40, 0:17:45]: uh guys uh the first is the uh station [0:17:45, 0:17:50]: Um all business for the man I have system. [0:17:53, 0:17:55]: Okay, do I hear a motion? [0:18:00, 0:18:04]: So the second one is uh more than the council. [0:18:06, 0:18:08]: Okay. Do I hear a motion for both of those? [0:18:09, 0:18:10]: I second. [0:18:11, 0:18:18]: Down here I've got to have a motion first. Oh, I make a motion to amend the agenda to add the resolution to approve the health awareness. [0:18:19, 0:18:22]: We already have a motion on the floor by Councilwoman Gantt. [0:18:23, 0:18:26]: If you want to include that Councilwoman Gann in your motion. [0:18:26, 0:18:32]: To do what? If you want to include what attorney Williams has d described in your motion. [0:18:33, 0:18:41]: Okay. Um uh yes. I'd like to mend my m amend my motion then. I'd like to remove items number two [0:18:43, 0:19:01]: Thirteen four thirteen, fourteen, and fifteen and add a m um and amend the motion to add onto the agenda number one, resolution to approve health and wellness vendor, Atlanta Health Systems, and number two, ordinance to establish youth council advisory board. [0:19:02, 0:19:15]: I'll second that as well. All right. We have a motion and a second for a changed agenda. You've heard the changes to it. We have a motion and a second. Is there discussion? Yes. [0:19:15, 0:19:35]: All right, Mr. Alexander. I reserve that we have five minutes to speak on any item. And that is five minutes that I choose to select uh to speak at this time. Uh item number three. No, no, we have a motion and uh we're having discussion, but we're gonna finish this motion. [0:19:35, 0:19:55]: So if you want to speak, let's do that after we have the discussion. Right. I'm choosing to this this is the discussion. Okay. All right, go for it. Right. I was just making making sure that we clarify the rules that there's five minutes uh on each any discussion item that is to be brought up. Uh first of all the item the item [0:19:55, 0:20:15]: Items that uh we removed from the agenda number thirteen. Number thirteen was a uh as an item that we wanted to that I wanted to bring to the table to have a discussion at some point on a appropriate honor to honor our former president, which is uh Barack. [0:20:15, 0:20:20]: Uh Obama. Uh I'm not sure if you're not a little bit more. [0:20:21, 0:20:22]: Okay. [0:20:23, 0:20:32]: I ask you not to do that now, but hold on, let's get look at our attorney and see if we can get this straight. Does he have the right to enduring this discussion to continue? [0:20:35, 0:20:43]: about our discussion item without the five minutes correct to speak about our motion or on [0:20:44, 0:20:46]: Okay. Madam Clerk, are you timing? [0:20:47, 0:20:50]: Yes. Okay, you may continue. [0:20:50, 0:21:10]: Okay, item number thirteen was uh for the council and to establish a committee to honor our former president uh Barack Obama. Uh whether that would be with a the naming of a road, uh that committee would be a select committee at which point they would uh get together and they would [0:21:10, 0:21:30]: would choose the appropriate road or appropriate highway which uh to honor the president. I've already spoken with counc with uh state legislature Sandra Scott and Miss Scott has already informed of us uh as long as the council agreed and that there was an appropriate process that that that we could honor. [0:21:30, 0:21:35]: uh President Obama with the dedication of a road project. [0:21:36, 0:21:56]: Uh item number fourteen, which is uh appropriate honor uh for Dr. Martin Luther King for Martin Luther King Sr. Daddy King was actually born here in the city of Stockbridge. Uh I I think most of us were appropriately touched and at the honor at the state capitol, at the state capitol. [0:21:56, 0:22:16]: Capitol, uh they unveiled a statue for Dr. Martin Luther King, which was long overdue. Uh it is a time that we appropriately honor uh the King family legacy here in Stockbridge, whether that be with a statue, a monument, or a facility named in his honor. [0:22:16, 0:22:36]: Uh it has also been suggested and discussed amongst this council that we would name a a potential youth uh senior center uh for Dr. for Daddy King, uh appropriately honor him in the Tye Street area. Uh we have recently acquired a pro acquired a property at Second Street [0:22:36, 0:22:56]: and Tigh Street with which uh a four-acre parcel that uh we could potentially um uh use to establish the youth center uh for our kids, a project that is long overdue because right now in order for us kids to attend a youth facility they have to travel outside the city to Fairview. [0:22:56, 0:23:04]: Or to another county recreation center. And that we deserve that. Great cities provide those services right here for their. [0:23:04, 0:23:16]: uh their chosen and for their children. We our kids deserve those types of facilities right here in the city limits and they should not have to go outside the city limits in order to do so. [0:23:17, 0:23:37]: Thank you. Okay. The last item uh was the supplier diversity policy. Uh Henry County and Commissioner D. Clemens has taken the lead on this particular item and they had uh you know they're awarding making sure that women and disadvantaged businesses are included in this process. And uh the city of Star Trek. [0:23:37, 0:23:57]: We introduced that policy last year. I thought we had actually passed it, and at some point we need to follow suit and do the right thing to make sure disadvantaged businesses and women-owned businesses have a seat at the table at the city of Stockbridge, and that is through making sure that we have an appropriate policy in place. [0:23:57, 0:24:07]: to make sure that city contracts uh do not exclude small business. And those were the items uh that were uh that uh I choose to discuss tonight. Thank you so much. [0:24:07, 0:24:18]: Thank you. We're gonna go forward at this time now and we're gonna vote on the amended agenda. All in favor? Any any other comments? [0:24:18, 0:24:38]: Um Mayor um Mayor L forward. Thank you. I just want to make sure that that uh my understanding is we did not agree to any type of name of any specific building uh thus far that I recall other than a Carrie May Hammer building which we've had a lot of discussion about. That's one thing. Number two is that uh I I think uh uh when reference to [0:24:38, 0:24:45]: This is not the appropriate time I believe to talk about that. Is that is that correct attorney? Or not? [0:24:57, 0:25:02]: Yeah, but I don't think we just Okay. Okay, but all right. It can be discussed. [0:25:03, 0:25:04]: Okay. [0:25:05, 0:25:15]: All right, so be it. Anyway, I just wanted to verify the fact that uh I don't think we came up with a specific name per se that I recall at this time. Anyway, thank you. [0:25:15, 0:25:17]: Mayor Neill. Um all right, Ms. Gantt. [0:25:18, 0:25:18]: Um [0:25:19, 0:25:26]: Not only have we not come up with a specific name, we just what we did was we purchased a piece of property and we don't have [0:25:26, 0:25:46]: We haven't discussed what we're gonna do with the property. We haven't voted on anything. That's number one. And the only reason I asked that we remove those items from the agenda because this is a meeting, we have twelve agenda items already and there were discussion items, but there was no material to back up the information. And I thought that maybe the council [0:25:46, 0:26:01]: whether we did a at one of our mini retreats or at one of our work sessions when we received more information on each topic that we would then discuss it without just talking about it, you know, without having any definite research on it. [0:26:01, 0:26:04]: That's all. [0:26:04, 0:26:06]: Any further comments? [0:26:06, 0:26:16]: Yes. The how much time did I have left, Miss Holiday? I have thirty seconds or twenty seconds or no, it's we're six six twelve and they began at six oh seven. I mean six oh six, excuse me. [0:26:17, 0:26:19]: Mm I'm saying my personal time, how much [0:26:19, 0:26:22]: Was six oh six to six eleven. [0:26:22, 0:26:31]: Yes, I've already done okay. Correct. Thank you. Okay, thank you. At this time then we'll go forward. All in favor, please raise your hand for the amended budget. [0:26:32, 0:26:50]: Thank you very much. Now we're going to go forward and we're going to adopt minutes from the following meetings from September 7th, September 14, and September 25th. Do I have a motion to approve those minutes? [0:26:51, 0:26:59]: So moved. We have a motion to approve. Do you hear a second? Second. All right, we have a motion and a second. Any discussion on the minutes? [0:27:00, 0:27:03]: If not, all in favor, please raise your hand. [0:27:04, 0:27:05]: Thank you. [0:27:06, 0:27:12]: At this time we're going to ask our clerk if we have any uh one [0:27:13, 0:27:33]: That signed up for three minute comments. There are no public comments. Okay, no public comments tonight. We'll move forward then with our old business and we're going to have an update tonight on our mu municipal court building renovation and that's going to be given by uh Deshius Aaron, our public works director. [0:27:33, 0:27:34]: Yeah. [0:27:34, 0:27:38]: Is any input coming from our city manager or is it all coming from you? [0:27:38, 0:27:56]: Y'all together gonna do it. Okay. Good evening, Madam Mayor and Council. S since we've completed a waterproofing project at City Hall and the Munus Municipal Court building, we've had two significant rain events. We haven't had any water intrusions into those buildings, so we're still monitoring and [0:27:57, 0:28:06]: We'll move forward as mayor and council dictate. The city manager and I had a conversation concerning the building earlier today, if you'd like to speak on that. [0:28:12, 0:28:30]: in council. We did speak about that and we've had some significant rain events since uh last we met and the water intrusion appears to be um um stayed at this point um and so we would like to move forward with hiring an industrial hygienist [0:28:31, 0:28:51]: to take a look at uh what it would uh take in terms of cost and time to rehabilitate the building, in other words to remove some of the mold debris that's accumulated in the building. We think we're in a fairly safe place. I think um we'll we'll go ahead if with your consent uh to go ahead and um [0:28:51, 0:29:11]: solicit uh industrial hygienist to take a look at what it would take and then hopefully uh as we continue to monitor any potential water intrusion into the building uh we would be in a position by January or so to begin uh the process of uh making those needed uh renovations based on the mold accumulated. [0:29:11, 0:29:11]: Yeah. [0:29:13, 0:29:33]: Okay, I hope those out in the audience will understand we have had uh some water issues off and on for a long time over at our court building and that has been addressed in several ways to assure that before any renovation is done, all of the water intrusion has been completely stopped. [0:29:33, 0:29:39]: So we're moving forward with a great deal of caution. I think that's what they're trying to share with us tonight. [0:29:41, 0:29:44]: Um okay that is item one. [0:29:45, 0:29:48]: Ant, could you open that for me real quick? [0:29:48, 0:30:06]: Excuse me. At this time um we are going to also um we don't have anything other than just to update, so we don't have anything to vote on with that one. Okay? So everybody good with that? Just wanted to share with you the plan going forward. [0:30:09, 0:30:16]: Would you make that comment loud enough for them to hear? Yes. I d I just wanted to mention that we just wanted to share with you our plan going forward. [0:30:18, 0:30:23]: Thank you. Okay, thank you so much for that. Uh item number two. [0:30:24, 0:30:33]: Council consideration to approve facilities use policy and that's gonna be presented. That was one of the ones we took off, sorry. [0:30:34, 0:30:36]: My cough distracted me there for a minute. [0:30:37, 0:30:50]: At this time we're going into public hearing and we're gonna start with uh a rezoning item number three and that will be presented to us by our community development director, Camilla Moore. [0:31:00, 0:31:03]: Mayor. [0:31:19, 0:31:22]: Good evening, Mayor, Member of Council. [0:31:23, 0:31:43]: Uh staff brings before you tonight a couple of rezoning cases. The first case that we bring before you tonight is RZ1719S. The applicant is postponed uh Passer Parn and Williams Lennox. They live at 10366 Tar Court, Jonesboro, Georgia. The location of this proposed rezoning [0:31:43, 0:32:03]: is 121 Rock Quarry Road. Landlot 62, 12th District. Their requests are rezoned from R in multifamily residential to R3 single family residential. The proposed use is single family. The current land use is undeveloped. The future land use is high density residential. Lot size is 0.504 acres. [0:32:02, 0:32:17]: Road access will accord road. The zoning history was zone RM multifamily back in February 2017, which was consistent with the future land use map. This is an area view of the subject property. [0:32:18, 0:32:19]: The next slide. [0:32:20, 0:32:28]: This is um more this parcel right here at the corner where you see the little trailer is actually the subject site. [0:32:31, 0:32:34]: This is a view from the south. [0:32:35, 0:32:35]: Okay. [0:32:37, 0:32:48]: This is our zoning map. As you can see, most of the um land use in the back of it is pretty much a residential and acqua across the street you actually have the rock, the quarry. [0:32:51, 0:33:11]: Mix them up. This particular lot, according to the resident, um, they want to live close to the hospital. It's an elderly couple. And so the site was cleared and what they would like to do at this point in time is to build a single family resident, which would allow them to be close to the hospital. [0:33:11, 0:33:31]: Uh it's multifamily, so what we're doing, we're doing a down zoning, which means that we're bringing it more into residential character. Staff, Henry County recommend approval with no condition. The city um start with staff, which is us recommended approval with conditions, and then the ZAB recommend approval with conditions, and all of these are in your package. [0:33:30, 0:33:31]: Yeah. [0:33:34, 0:33:36]: I am question. [0:33:37, 0:33:39]: Hey, do I have any [0:33:39, 0:33:40]: Question. [0:33:40, 0:33:42]: Got a question. Okay. [0:33:42, 0:33:49]: Miss Robinson. Thank you, Mayor. Uh Miss Moore, behind there, what is is that a business or [0:33:50, 0:33:51]: a resident. [0:33:51, 0:33:58]: It's actually a resident. Is that a resident? It it's multifamily all behind it. That's an apartment complex. [0:33:58, 0:34:01]: Okay, where the red truck is, I see. [0:34:01, 0:34:02]: Um [0:34:03, 0:34:09]: Like utility buildings in the back on wood once you Actually what's in red. [0:34:10, 0:34:15]: I'm looking at the picture on the area. Let's see. [0:34:18, 0:34:29]: Look at that picture. Okay, right there behind it is um somebody's to the side is a residence and is somebody stored right there? Is it they actually have storage on the site. It's a storage on the site. [0:34:30, 0:34:32]: But it is a residence. [0:34:35, 0:34:46]: There used to be a house there and they tore it down. Okay. And then back behind it was where some people stored items. Mayor Neal. Uh I'm sorry. Miss Gam. All right, do you have a question? Okay. [0:34:46, 0:35:00]: I would like to make a motion that we approve the rezoning of RZ's dash seventeen dash nineteen dash S w with the conditions that were recommended. Oh I'm sorry, it's public hearing. Public hearing. Sorry. [0:35:01, 0:35:02]: I have a question. [0:35:02, 0:35:02]: Okay. [0:35:03, 0:35:23]: You have a question, Mr. Yeah, is the applicant here? Yes, which she opens it up I think he's gonna come up. Okay, because uh my only issue is is that they're aware of what is coming. Uh there is a project that's gonna widen this road to four lanes. Um it's gonna be an extremely busy corridor. [0:35:23, 0:35:43]: Um right out in front of um where this is located at and that um you know in terms of a place uh a quiet place to be, it definitely will not be. And um I just want to hear from them and I'm sure we will, that uh [0:35:43, 0:36:03]: This i ev the future land use map around a cost for what designation here? Multifamily. It'll be multifamily all all around them. They will be there and they will be fronting this four lane highway with a median and and all of that. And I just wanna as long as they're [0:36:03, 0:36:13]: Okay and they're aware that uh this is gonna be the case'cause from here to where where the hospital is is is is what, maybe a maybe a mile or two? [0:36:14, 0:36:16]: Okay. All right. [0:36:16, 0:36:19]: Okay. Any other comments or questions? [0:36:20, 0:36:26]: Okay, at this time uh do I hear a motion to approve? Open it up, open it up. [0:36:27, 0:36:40]: Still need to open to open it up for those that want to hear it. Does support it. Um sorry. Okay. Since this is a public hearing, I'm gonna start over here. Anyone [0:36:41, 0:36:42]: Opposing [0:36:42, 0:36:44]: this project. [0:36:46, 0:36:48]: Anyone opposing the project? [0:36:49, 0:36:53]: Anyone want to be for the project? [0:36:53, 0:36:55]: Okay. All right. [0:36:57, 0:36:58]: You would come up, sir? [0:37:08, 0:37:09]: Thank you, Mayor. [0:37:12, 0:37:16]: Uh distinguished members, uh Mayor, Mayor Potem [0:37:16, 0:37:26]: Uh, members of the council. I'm William Lennox. Uh a little bit about myself. I'm a retired, uh, partially disabled military veteran. [0:37:27, 0:37:30]: And um I've lived in Clayton County [0:37:30, 0:37:36]: for quite a few years. I retired back in nineteen eighty eight and I understand some of you are veterans also. [0:37:36, 0:37:38]: And thank you for your service. [0:37:39, 0:37:59]: I'd like to say that uh I'm well aware that it's going to be a four lane highway out there. I also know that I've positioned our proposed property, our home to be as far back as possible, uh leaving the front area uh continually open. There is access not only [0:37:59, 0:38:02]: on Rockfury, but there's access on South Lee Street also. [0:38:03, 0:38:05]: Uh as far as the noise goes. [0:38:06, 0:38:24]: Well, I had a d very difficult time hearing everything that was being said in here, even with the speakers. So noise doesn't bother me. I've eaten in the rice patties of Vietnam. I've had grenades being thrown at me, and the biggest thing that bothers me is too much quiet. [0:38:25, 0:38:27]: I I want to say that [0:38:28, 0:38:34]: In the past and and the way we we decided upon this parcel was my son went into the military. [0:38:35, 0:38:36]: And um [0:38:37, 0:38:45]: Before he was to be deployed, he had decided that he wanted us to be somewhere closer in case he didn't return. [0:38:46, 0:38:47]: Um [0:38:48, 0:38:50]: So that we can be taken care of. [0:38:51, 0:38:54]: Well, he selected this parcel because it was affordable. [0:38:55, 0:39:04]: And it was in the area and it's about three mile radius is everything we will ever need to be a happy family. [0:39:04, 0:39:07]: Unfortunately he was killed. [0:39:07, 0:39:10]: before uh he got the opportunity to finish. [0:39:12, 0:39:15]: We would like to fulfill his dream. [0:39:15, 0:39:19]: We'd also like to live in Stockbridge, Georgia. [0:39:19, 0:39:22]: And we'd like to live at that piece of property. [0:39:23, 0:39:43]: We also have a dream to continue to fulfill what he did before he passed away, not only being a member of the military as a combat medic, but he was a mentor of disadvantaged youths through the martial arts program. As you can see, I'm in my martial arts clothes because I had to take a break from teaching and and head back this way. [0:39:43, 0:39:46]: I don't move like I used to, but I still move pretty good. [0:39:47, 0:39:49]: I do want to say though [0:39:49, 0:39:52]: that in order to continue his mentoring [0:39:53, 0:40:01]: One of the things that we do, we have our school right off of Rock Quarry, about 1.2 miles north, or uh actually south of here. [0:40:01, 0:40:06]: And in that school we mentor many youths that are [0:40:09, 0:40:11]: We'll call them at risk. [0:40:11, 0:40:20]: We've had some that and when it youths, uh twenty-two-year-olds that used to be gangbangers that are now assistant instructors. [0:40:20, 0:40:29]: We've spent that time and we've given to the community and we ask that the community understand what we truly want to do. [0:40:29, 0:40:32]: We want to be here as part of this community. [0:40:33, 0:40:35]: And to represent [0:40:36, 0:40:38]: our son's legacy to all. [0:40:39, 0:40:59]: Not only by living in this community, but one of the things we want to do is hopefully we'll be able to open up a portion of our property, the portion towards Rock Quarry, which is so noisy, and make a garden plot out of it. And then so teach our students how to utilize farming. [0:40:59, 0:41:01]: to help others and give to the poor. [0:41:02, 0:41:09]: Whether we'll fulfill that right now, I'm not sure. I'm not sure how much the county's even gonna take of our frontage. [0:41:10, 0:41:26]: But I know I've got enough for a house and I've got enough for a small house that I can make that has good accessibility, that my two old artificial knees can make it up and down. I'm not gonna have a a duplex or a d a double story. It's gonna be single. [0:41:26, 0:41:27]: Right. [0:41:28, 0:41:31]: But the main thing is our son wanted us to be there. [0:41:32, 0:41:39]: And since he couldn't fulfil it, I ask that you allow us to fulfill his dream. Thank you. [0:41:39, 0:41:40]: Thank you, sir. [0:41:45, 0:41:50]: At this time, uh since we have no objections, do I hear a motion? [0:41:51, 0:41:53]: Mayor Neil. Oh here. Yes, ma'am, Miss Gantt. [0:41:54, 0:42:07]: I move that we approve the rezoning RZ-17-19-S with the conditions that were given by our planning and zoning committee support. [0:42:07, 0:42:13]: Okay, we have a motion. We have a second by Mr. Alexander. Is there further discussion from the council? [0:42:13, 0:42:17]: If not, all in favor, please raise your hand. [0:42:18, 0:42:20]: All right, thank you very much. [0:42:20, 0:42:40]: Okay, we have another rezoning item and we're gonna also ask Ms. Uh Moore if she'll present the Yes ma'am. The next item for your consideration tonight is RZ1720-S and it has a companion case for variance which is VR 1719S. The applicant is Diane Miller who lives at 804 Rum Hill. [0:42:40, 0:43:00]: Comey, Stockbridge, Georgia. The agent is Philip Logan. The location is 103 Carrie May Lane, Landlot 36, District 12. Their initial request was rezoning from R three to C2. Parcel numbers S twenty O three O one O. Proposed use is for a restaurant. [0:43:00, 0:43:20]: The current land use is rezoning, which is vacant, a variety for a single-family home, and a vacant commercial building. Those are the current uses. Future land use is medium density residential. Lot size is 0.277 acres and 666 acres. The road access is Carrie Main Lane. [0:43:20, 0:43:24]: which is a local road and 2nd Street, which is a local road. [0:43:24, 0:43:32]: We have a couple of pictures for you. This is an area view of the subject site and as you can see it's drawn in orange. [0:43:33, 0:43:37]: The next slide. This is the current view of the current [0:43:39, 0:43:44]: views. And all of us know this is the little restaurant that used to be a part of Sidebridge. Next one. [0:43:46, 0:43:48]: This is another view. [0:43:48, 0:43:49]: From the rear. [0:43:52, 0:43:56]: This is another view so that you can see that it's heavily residential. [0:43:57, 0:43:57]: Yes sir. [0:43:59, 0:44:02]: Henry County recommended approval from [0:44:03, 0:44:23]: R3 to C2 commercial. Staff did not agree with that recommendation. And the reason is why is that we don't like the spot zone. When you have a residential community, we're very hesitant to recommend that you bring in a commercial zoning from a land use perspective in the middle of a residential district. [0:44:23, 0:44:43]: So what staff and the planning commission decide to do, we actually are recommending that you rezone from R3 to R3 with conditional use permit that would allow the operation of this particular facility as a restaurant in this historic area. And we also approve [0:44:42, 0:44:57]: the variances that are attached because it is an existing structure. We actually need for the variances to be approved as well in order to bring this property into compliance with the development standards. And those are the recommendations from staff. [0:44:57, 0:44:58]: Okay. [0:44:59, 0:45:01]: Um our attorney. [0:45:01, 0:45:04]: To be clear, if you approve [0:45:05, 0:45:17]: zoning then item six will no longer be necessary because the variances requested in item six would be com uh part of the rezoning in this matter. [0:45:17, 0:45:37]: Okay. So you've heard that comment from the attorney. If this is approved, item six that follows would not be necessary. Okay. Uh question. A question down from Ms. Robinson. I just want to make sure that this structure will remain um as a honor because I've spoken with the person and [0:45:37, 0:45:52]: To my understanding it's gonna remain for Miss Carrie May in her her name, correct? Yes ma'am, it's one of the r conditions that we require is that it be placed on historic registry. And as it is placed on historic registry, it will be placed under that name. [0:45:53, 0:46:00]: Okay, any other questions? Yes. Okay, uh first let me get Mr. Alexander and then we'll come to Mr. Blount. [0:46:01, 0:46:21]: Uh I obviously this uh is a project that we would like to see uh come to fruition in the city um uh helping to restore and to make this project uh restore some of the history of Stockbridge. I did have some questions um in terms of uh uh the business [0:46:21, 0:46:22]: It's cell. [0:46:22, 0:46:31]: And uh I I guess they would probably be more appropriate for the applicant to answer because uh I don't know if there's been any type of [0:46:31, 0:46:51]: traffic study or anything about going through the area about the sustainability because I I understand what you're doing because what you're doing is that this will apply only to this business, only to this owner, because otherwise it will be opened up for anybody to repeat this in a residential area. [0:46:51, 0:47:11]: But what are your thoughts um are behind the number of variances that are required? Um and then um for instance uh during the business uh as far as a historic thing uh a piece of property like this, uh making it ADA compliant, uh a no [0:47:11, 0:47:31]: is from serving on the zoning board you have to have a certain amount of parking and in terms of um uh handicap access parking as well uh in terms of paving the parking lot and all of that could you discuss that a little bit correct as you know um uh for an item to be placed on historic register it could either be the site or the [0:47:31, 0:47:51]: building. And from my understanding because some modifications may have to be made to the building, the historic um entity hi the state of Georgia will allow certain modifications as long as it keeps its natural character. And from my understanding the applicant proposes to retain as much of its physical presence [0:47:51, 0:48:07]: as it's currently it is today, uh, to make sure that it can get on the the registry. The reason why the variances are such is that over time, I think it's been vacant for about ten or fifteen years, in order to not have to treat it as a new development. [0:48:08, 0:48:16]: then we will need to give some variances. And yes, we will have to have ADA accessibility because that is required. [0:48:16, 0:48:36]: Okay, one other question. Maybe I could ask this to the attorney uh as as well, and I mean you probably could answer better than he could, about this not opening up um the can of worms, which is then the next person says, Well, you did it for this applicant, why don't you do it for me? Well that's why we do you [0:48:36, 0:48:56]: Use permits and we're in the process of what a use permit does, it ties it to the use rather than changing your land use in terms of what is your land use is supposed to be. And in those instances like this, and in other cases where we don't want to open up the door to change the land use, which would be inconsistent. [0:48:56, 0:49:16]: To what is on the ground, then what staff will do is that we will bring your recommendation to have a conditional use permit that will overlay the land. And it only stays with that use. So for instance, if she goes out of business next week or next year, it will revert or convert back to what it [0:49:16, 0:49:28]: I'm used to hearing from the applicant in these hearings. Is it possible to hear from the applicant in these hearing? [0:49:29, 0:49:31]: Okay, Mr. Blount. [0:49:32, 0:49:52]: I'm um be brief. I'm excited about the this and I'm I'm I'm uh actually excited about if you will that it's gonna be um is on the the historic registry because what we've talked about in building the carame handbrick whatever building that whatever we multi-use or whatever we do and on that site the [0:49:52, 0:50:12]: this actually gives a piece, a historical piece of her her legacy and her life in in the city of Stockbridge, that it can say this is the facility that you can go to and this is where it uh arrived from this right here. And so I I I'm uh I'm excited about that and I and I like that we put uh components in place to [0:50:12, 0:50:24]: to uh not only guard us, protect protect us from future land use that want to come in because they see this that we and and also with the uh with the uh historic registry piece. So uh I'm I'm definitely uh definitely in for that. [0:50:25, 0:50:36]: Okay, at this time uh we're gonna ask uh if anyone is opposing this um conditional use permit. Anyone in the audience opposed? [0:50:38, 0:50:40]: Anyone in the audience for this? [0:50:41, 0:50:44]: Ms. Miller, would you like to come up and talk to us a minute? [0:50:46, 0:50:47]: Mm. [0:50:50, 0:51:10]: Good evening, Mayor, Council, and neighbors. My name is Diane D. Miller. I live here in the city of Stockbridge. I have had the pleasure and the honor of doing so for the last sixteen years or so. And uh during this time I have come to uh learn a lot about our historic district and understanding [0:51:09, 0:51:20]: the Carrie May Hambrick legacy. Um so I stand before you asking for this permission uh to both um [0:51:20, 0:51:40]: repair and beautify the cafe and and return it back to being a vibrant part of the community. I I am hopeful that uh I am able to just do a a small part of what Miss Carrie May was able to do in and doing my service as part of the community. I believe in community service. I I deal with a lot [0:51:40, 0:51:48]: lot of things here and this is just one other way to to be a part of and I'm I'm very excited. I hope that you also will see this as something that we can move forward with. [0:51:50, 0:51:54]: Thank you so much, uh Ms. Miller. Any other um [0:51:55, 0:51:58]: Comment from you or from Ms. Moore before I call for a motion? [0:51:59, 0:52:19]: I didn't know if they had a couple of questions. Anyone else up here have a question? Yes. Thank you, Miss Miller, for coming up. I just I appreciate it. And um, you know what you do a lot of work in the community. I I definitely want to see you be successful and whatever we can do to help you uh to be successful. My questions were only concerns about the community. [0:52:19, 0:52:39]: because of what is going on and we want to do what's necessary to make you successful uh because we don't want you to go over there and then and and then have to uh be what it is. With times changing and everything, tell us a little bit about your um your vision for what you want to see and this to be able to operate as a success. [0:52:39, 0:52:59]: Well I've I've already had conversation with the Georgia State Historic Preservation and they're excited about something like this in the area. I'm not trying to make it some hipster place. I'd like it to be uh continue to be a community center. Um again I I did [0:52:59, 0:53:19]: not have the pleasure of knowing Miss Carrie May. However, there is not one person that has um spent time here in Stockbridge during the time when she was alive that doesn't have wonderful things to say about her. Even now that the building is not operating as a cafe, on any given day you go by there and there's usually somebody hanging out around there. [0:53:19, 0:53:26]: So um I'm I'm hopeful that I can bring the same thing. I'm not concerned about um [0:53:26, 0:53:46]: You know whether or not we'll be able to make this successful monetarily, uh, I I believe people coming through this area as they start to get excited about our historic district will will have a a good down-home experience for them. Um I and I definitely want it to be someplace that the people of the community still feel [0:53:46, 0:53:50]: that they can be a part of. I mean that that is the intention. [0:53:50, 0:53:51]: Thank you. [0:53:52, 0:54:12]: Okay. At this time uh we have a question here from Mr. Ford. Actually, thank you, Mayor. It's not really a question, it's just a sense uh Ms. Miller, I appreciate the fact you're doing this. I think this will be a great thing for the community whatnot and the historical aspect and I look forward to the success of this. Absolutely. It's gonna do great things for our historical [0:54:12, 0:54:19]: district. I hope so. And good things for you and and everybody around the city media area. Thank you. Appreciate it. Any other comments? [0:54:19, 0:54:34]: Okay. Uh in that case I'll call for uh a motion. Do I hear a motion to approve uh the rezoning RZ dash seventeen dash twenty dash s uh s uh conditional use permit? Manil. [0:54:34, 0:54:47]: I move that we approve the r the um rezoning RZ-1720-S with the conditional use permit. Second. Okay, we have a motion and a second from Mr. Blount. Is there discussion? [0:54:48, 0:54:52]: With no discussion, we'll move on for the vote. All in favor? [0:54:53, 0:55:13]: The variants. You need to include the companion. I'm sorry, to include the variants. To include the variants. Yes. Yes. Yes. Okay. I was told that it was just automatic. Right. We're fine. Okay. We're good. Okay. All right. Thank you for your vote. That means that we're removing item number six as [0:55:13, 0:55:33]: a result of that so if you would council move mark out item number six at this time we're going to go to another rezoning um in remaining in public hearing and that's going to be rezoning from CNC fence presented by Miss Camilla yes ma'am this is the last rezoning application before you take [0:55:33, 0:55:53]: Tonight. RC 1721-S. The applicant is C and C Fence. Address is 2680 Highway 42 North, McDonough, Georgia, 30253. The agent is Brent H. Moore, Land Engineering and Development. [0:55:53, 0:56:13]: Property is Highway 42, immediate south of 268 or Highway 42 North, Landlock 1 and 2 of the 7th District, and Land Lot 1 and 2 of the District. The applicant is requested to rezon it from C2 general commercial to C3 heavy commercial. The proposed use is outside storage. [0:56:13, 0:56:20]: Current land use is undeveloped. The future land use is commercial C2. [0:56:20, 0:56:40]: Uh this applicant has come before you tonight asking that uh mayor and council consider the rezoning from R two to R three for heavy commercial so that it could be an outstorage outdoor storage facility. Uh Henry County recommended approval. However, uh the ZAB and the staff recommends denial. [0:56:40, 0:56:53]: for the current reasons. As you can look at this particular map, which is the location of the site, we've also provided you an additional map for you to look at. [0:56:54, 0:57:14]: This particular parcel is surrounded by a lot of residential development. Um and the concern that we had about recommended approval for this particular use is that again you're changing in the land use. You're going from a C2 commercial to a heavy commercial in a private [0:57:14, 0:57:34]: Primary residential community that's heavy residential. The other issue is that on the map that I've given you, when we talk to the people from the subdivision right across the street, their concern was the 18-wheelers coming in and turning in. I think we've circled that on your map, turning in right across from the end. [0:57:34, 0:57:44]: entry to their subdivision. So because of that, the ZAB and the planning staff has recommended denial. The next slide. [0:57:45, 0:57:57]: This is uh area view from the north which shows you the condition of Highway 42. We're going to show you another angle of the property. [0:57:58, 0:58:01]: Another to the next. From the south. [0:58:03, 0:58:14]: This is just a land use map. As you can see, most of it around it is residential, other than the commercial parcels that are supposed to be along the parkway. [0:58:15, 0:58:35]: Next slide. So that's it. What staff has done, should you choose to approve it, we have uh given some conditions because we don't feel that it should be uh approved with any conditions, but our recommendation is denial, primarily because of the location, two because of the request. [0:58:35, 0:58:43]: of the neighborhoods that it be denied, three because of the land use that basically does not call for anything other than C two. [0:58:44, 0:58:50]: Would you like to present to the council what those conditions are so that they're in your book? [0:58:50, 0:58:52]: Would you read them into the record? [0:58:54, 0:58:56]: Okay, let's see [0:58:59, 0:59:01]: I think I gave you all my copies. [0:59:05, 0:59:06]: [3552.5, 3572.5]: Okay, condition number one is to agree to the site plan. Condition number two, no more than sixty-five percent of the property. Condition number three, the outside storage can only be incidental to the primary. Condition number four is that it prohibits modular building or shipping control. [0:59:32, 0:59:41]: containers to be used. Condition number five, seventy five foot. Mayor, I'm sorry. Can we follow you? You had the papers. [0:59:41, 0:59:47]: Okay. Do you have those papers? I'm trying to follow you since we're just now getting these. So I wanna [0:59:47, 1:00:02]: They're not in your book. They should be in your book under the tab as a part of the clerk's agenda. Okay, because I was given this. So it's in a book. Okay, look in your notebook. Okay. Tab number five. Tab number five. Thank you. Page two is the conditions. [1:00:09, 1:00:29]: The only changes in those conditions are that we for what I'm reading you is that we made some changes based on our conversation with the applicant. Okay? And I will make those uh there was a change in number two. We initially said 25% of the property, and then we went up to 65%. [1:00:29, 1:00:30]: Five percent. [1:00:33, 1:00:48]: On number five, we really believe that it should be a hundred and fifty foot buffer, but from talking to the applicant, we made some adjustments to 75 in certain locations or next to residential and then still left a hundred foot buffer in the peripheral. [1:00:48, 1:00:53]: I'm sorry. They had tab number five. [1:00:53, 1:00:56]: I'm looking at tab number five. [1:00:56, 1:00:59]: RZ 17-21-S. [1:01:12, 1:01:13]: Okay. [1:01:14, 1:01:16]: And you went from number one, correct? [1:01:16, 1:01:25]: Yes, ma'am. The only changes in what you're reading and what I'm presenting tonight is the number two, instead of twenty-five percent, we put sixty-five. [1:01:26, 1:01:31]: In number five, we went from one fifty to seventy-five and a hundred. [1:01:34, 1:01:40]: And then number ten, to make sure that all the GDOT requirements are complied with. [1:01:46, 1:01:48]: Ten is new. [1:01:48, 1:01:49]: Mm-hmm. [1:01:51, 1:02:01]: is compliance with uh GDOT transportation requirements which include eight um acceleration, deceleration and turn lanes if needed. [1:02:04, 1:02:24]: Okay, you've heard the Oh I just wanted to finish. Um we the neighborhood across the street here, to the right across, um they're the ones who have the concern about the 18 wheelers. The ones in the back are the ones that are concerned about the noise that they say they're currently receiving. [1:02:24, 1:02:25]: Even if you're going to be able to [1:02:25, 1:02:27]: And what are those neighborhoods? [1:02:28, 1:02:29]: Um [1:02:30, 1:02:43]: Park side and lake view. Yes ma'am. Lake View. Okay. All right. Um do you have anything else, Miss Moore? Uh have questions unless they have questions. Okay. I have a question. Mr. Blount? [1:02:43, 1:02:44]: We have a question. [1:02:46, 1:02:50]: Yes, um on this property w what size [1:02:51, 1:02:56]: are they operating on now that and then what size is this that's gonna be added to? [1:02:56, 1:03:14]: Uh this acres I'm gonna let him speak when he comes up. Um but their property is the building right adjacent to it and then they want to acquire I think it's ten acres additionally to do the expansion. And our opinion based on that was just not to do spot zoning. [1:03:14, 1:03:21]: The reason I'm asking uh is you say he the uh um person is here? The reason I'm asking because [1:03:21, 1:03:41]: When we have residents, uh, such as Windsong and we have other residents that um I think it's uh Wow Wind, when you have an existing facility and then you build a subdivision that create uh and then those people move into those subdivisions that knowing that there's a potential for creation of s noise. [1:03:41, 1:03:54]: or whatever, then there's nothing we can do about that. Actually, but when you actually have uh when you actually have a subdivision already established and then we do rezoning that could create [1:03:54, 1:04:14]: something for a neighborhood, then that's where I kind of th that's where I'm at is trying because I'm looking at uh the first property, the one that's uh uh a little north, if you look at the di the one that's sitting next to it, you're looking at about eleven parcels that's butted up against the property that they're trying to uh bring in for the variances. [1:04:14, 1:04:25]: And so I'm I want to dig in and find out what are we actually creating for those neighborhoods because I don't I I wouldn't want to create a situation that's that doesn't already exist. [1:04:25, 1:04:32]: Right. I I think what we try to share with the applicant is that um I think this property was purchased in two thousand and ten. [1:04:33, 1:04:53]: Two thousand and ten. A lot of these neighborhoods are older than that. Um so you know, whoever was here probably should not have allowed this to occur right there. So our opinion is that if you have a situation, do you want to compound it more so for the residents or do you want to mitigate what's there? So our recommendation is not to [1:04:53, 1:05:00]: to make it any worse from the residents that are there, but see how it can be mitigated. So that's why [1:05:01, 1:05:02]: And maybe recommended. [1:05:02, 1:05:13]: This go ahead the other part of it is when you're coming down Eagles Landing to make a right turn, coming from Eagles Landing from the Interstate, to make a right turn on forty two, there has to be [1:05:13, 1:05:16]: a U-turn in order to get to this property. [1:05:17, 1:05:19]: And that U turn [1:05:20, 1:05:35]: There has to be a y there's no direct cut into the property. Well on this piece they're actually on this piece they're on this piece they're actually asking for a new curb cut which would be directly across from the curb cut to the subdivision across the street. [1:05:37, 1:05:51]: Okay. That's yes. We have another question down here from um Miss Robinson. Right. Um Miss Thank you, Mayor. Miss Moore, so there's a subdivision across and we're talking going [1:05:52, 1:06:04]: Toward McDonough. And there's a subdivision right there and with a tip of where you can do a U turn and then there's another street that I guess they're gonna be cut and like a dirt road now. [1:06:04, 1:06:12]: Well there is a path that's if you can see on if you look, you see there's you see the little looks like a little dirt road right in there. [1:06:13, 1:06:14]: That's where [1:06:15, 1:06:16]: Right. [1:06:17, 1:06:18]: See if I could blow it out. [1:06:19, 1:06:39]: Initially this property was supposed to have been developed for something else. Um because uh one part on the back side was supposed to be the expansion of phase three of that subdivision. And this piece was supposed to be designed for a commercial um piece of property or commercial development. So they had already done [1:06:39, 1:06:42]: and the road improvements right across. [1:06:44, 1:07:04]: Now let me blow it up. Any other questions? Mr. Ford. Yes, I was wondering, um, is there such a thing as some type of sound barriers like you having along the highway, but something more beautiful in a sense that it can be aesthetically that would complement anything like that? Well, I I think we put in there about the only thing that you can do. We asked for um [1:07:04, 1:07:24]: Fencing that's solid. Uh should you approve it? Maybe burns, but you know, I just don't know. You know, sound is one of those things. I mean if you have a forklift that's beeping, I mean I don't know how much sound there there is an easement, a utility easement in between, but we've gotten calls from the neighborhood on the backside that [1:07:24, 1:07:44]: complains about whatever noise they hear. I don't know what noise they're actually hearing from the existing use. We I have just gotten calls that complain about the noise. And so whatever that is, I mean I don't know. The applicant may be able to speak more in terms of the particular noise that's being emitted at this point in time. [1:07:44, 1:07:56]: We've just gotten complaints from the subdivision behind them in regards to the noise that they particularly that row of houses in the back, they complain. But I you know, that's about [1:07:56, 1:08:16]: It in your experience is is there such thing as having sound berries that would be adequate that you think might even work if they're uh wanna you know see whether or not there's something they can build? I'm just asking, you know. I mean we can look at sound berries like they have along two eighty five. I it may be cost prohibitive for him to kinda, you know, invest in that. But yeah, you can always have [1:08:16, 1:08:22]: have sound bears developed to try to emit the noise. [1:08:23, 1:08:43]: We've got another question from Mr. Alexander. No, no, and no. This is uh a situation where we've been tasked already. I'm a area I I live in this area. I know it very, very, very well. And the citizens who live in that community which is part of Stockbridge is their eagle [1:08:43, 1:09:03]: Landing area have passed all of us with doing better. One of the reasons that we're we have what we're facing, which is um you know the potential breakup of our city, is that they in the past we have allowed such things as this to go along. You hit it right on the head, Miss Morris. [1:09:03, 1:09:07]: when you said it was supposed to be part of the subdivision. Somehow [1:09:07, 1:09:26]: That project fell through. What would we look like going and approving this measure knowing that the citizens of that area have already told us that they wanted to increase the zoning standards? That's not what we should be doing. And as a area resident who lives [1:09:26, 1:09:46]: couple of miles away from there, I would be totally against any of this uh moving forward because we're trying to set a higher standard. And I would like to ask uh Miss Moore, we recently passed the highway corridor plan. Uh tell me how that particularly I'm against uh um impacts this and [1:09:46, 1:09:51]: And uh as a real area resident I'm I'm not for this at all. [1:09:52, 1:10:12]: Well, uh the intent of the uh Howard Corridor plans that you adopted in Henry County is to make your corridors appealing, uh such that the type of commercial development that you would see along those corridors would be the type of industries that would make people want to relocate the stock road. [1:10:12, 1:10:28]: And so that's why they took great emphasis to prevent certain uses like this from coming along major corridors. And that was the intent for both Henry County and the City of Start Bridge. [1:10:29, 1:10:31]: Are there other questions from the council? [1:10:32, 1:10:48]: If they're not, we're again in public hearing, so we're gonna ask anyone in the audience uh uh who is opposing this ordinance or this rezoning rather, please make it be known if you're opposed. [1:10:48, 1:10:51]: Um would you like to come to the podium? [1:10:52, 1:10:53]: We have one person who [1:10:55, 1:10:59]: Have another one back here, okay? We'll let you come one at a time. [1:11:02, 1:11:05]: Madam Clerk, do we have a limit on the time? [1:11:05, 1:11:07]: No. Okay. Help you. [1:11:07, 1:11:27]: I have been a resident of uh the city of Stockbridge for seventeen years and lived in the subdivision of Parkerside and um it is Jan Howard. Uh it is uh my property values have already deteriorated fifty thousand dollars since I moved there in two thousand one. Uh they will also go down further. [1:11:27, 1:11:30]: that was supposed to have been a subdivision in that area. [1:11:30, 1:11:37]: And the traffic in the morning is a gridlock, nonstop. And I frequently travel that [1:11:37, 1:11:57]: uh route going to McDonough or I come south and go towards Stockbridge. And it's always a nightmare. And I I can turn in my subdivision but having um people cut through my subdivision to get uh to go forty two south. It's already an impediment for children in the area and for the residents that walk their dogs. And it's also you [1:11:57, 1:12:17]: can hear noise from uh Eagles Landing Church when they have football games. So if you can hear the noise from there, what do you think it's gonna be with those big eighteen wheelers or uh whatever they're putting in? I'm totally against it because our our area has gone downhill and s as someone raised at our HOA meeting, our property values in McDonough [1:12:17, 1:12:26]: um they're worth twenty thousand dollars more than they are in the city of Stockbridge. And this will only make it deteriorate further and it will not encourage people to move to Stockbridge. [1:12:27, 1:12:29]: Thank you, Ms. Howard. [1:12:30, 1:12:31]: And we have a [1:12:33, 1:12:49]: Okay, we'll just put you in for a ditto. How about that? Okay, thank you so much. Um all right now at this time we're gonna ask for anyone who is in favor of this rezoning to please come to the microphone and identify yourself by name. [1:12:58, 1:12:59]: Have a room. [1:12:59, 1:13:09]: Good evening. Good evening. My name is Brent Moy. I'm with Land Engineering and Development. We're a civil engineering firm here local to Henry County. Um hopefully I can [1:13:10, 1:13:30]: address your questions, answer some of the concerns raised. Miss Linda Clark is here also. I'm going to give her an opportunity to speak to. I've been hired by CNC Fence to represent them, assist them with coming up with a solution of what to do with this property. [1:13:31, 1:13:47]: CNC Fence purchased the adjacent property, the property to the north that zoned M1, used to be the Plymark facility. They purchased that location in 2010, February 2010, and have operated there since. [1:13:48, 1:13:57]: They currently have approximately 50 employees. Of those forty of them live in Henry County. [1:13:57, 1:14:10]: Um of those, about half of those live in the city of limits of Stockbridge. So they are a um you know active small business in this community. Um when they came to me um [1:14:10, 1:14:13]: Their need right now is to store [1:14:15, 1:14:28]: Limited use items. So these are items that they do not use on a daily basis, but that they do have a need to store at their location. Their desire is to stay in this location. [1:14:29, 1:14:48]: The opportunity to purchase 13 acres came up this year, and so they purchased the parcel we're requesting to rezone, which is 10 acres, and the adjacent three acre parcel between that parcel and the church. So it's a total of 13 acres. We came in, met with the zoning department, and requested our zoning [1:14:49, 1:14:53]: for the ten acre tract. And and [1:14:53, 1:15:06]: What we are requesting for that 10-acre tract is, um, as Ms. Moore stated, C3 for storage only. The property is currently C2. [1:15:07, 1:15:23]: The only reason we want are requesting C three at all is it is the lowest zoning classification in the city that will allow outside storage. So if we were allowed to do it in C2, we're not. And and that's why we're requesting the C three. [1:15:25, 1:15:32]: That gives us a unique opportunity right now, a unique opportunity to have input on what goes there. [1:15:32, 1:15:37]: if we the handout that came out to you a minute ago was from me. [1:15:37, 1:15:40]: And it's I'm going to go through a couple of those items. [1:15:41, 1:15:49]: I didn't know we had to have it on a computer. I thought we could have an overhead, so I printed those real quick this afternoon so that you could look at them. [1:15:49, 1:15:54]: One of the handouts says current permitted uses on it and it's got some [1:15:55, 1:15:56]: Is this one? [1:15:58, 1:16:00]: If you want to look at it with me. [1:16:02, 1:16:03]: So it's [1:16:03, 1:16:23]: current permitted uses and this is what's allowed currently at this location with no I mean it'll have to go through development review, it'll have to go through permitting with the permitting department. But currently on this property as a C2 zoning you could have a service station. I just highlighted a few of these in red. [1:16:23, 1:16:25]: A package store. [1:16:26, 1:16:46]: Taxi office, nursery school with the appropriate state licensing, a car wash, shopping centers, bus terminals, pet shops, pawn shops, any any other of these uses, restaurant and as such with drive-through. So the unique opportunity [1:16:46, 1:16:48]: opportunity that we have today [1:16:49, 1:17:05]: is to propose a use and to approve a use that is actually an intended use. We're not here asking for some speculative zoning. Um we're asking to s specifically for what they need the property to be used for. [1:17:11, 1:17:15]: I'm just reading through my notes real quick. I apologize. Um [1:17:16, 1:17:36]: If you are willing to approve those, I want to go through the conditions real quick. Ms. Moore and I have been communicating. She gave us her initial recommended conditions. We sent her back a response and she just handed me a a another round of those edits. And so I've looked through them and I'd like to go through those real quick. [1:17:36, 1:17:42]: I just want to emphasize the fact that that we're not asking for [1:17:43, 1:18:02]: a C three that is all of C three and everything that is C three. We just need the storage. It's still gonna be in all intents and purposes C two but allow storage of these materials. I do not have this electronically to put on the overhead, but I did bring [1:18:03, 1:18:14]: some pictures of what those materials are, but I only have one copy. But I'm happy to hand those around. And written on the back of them is what they are. Temporary fencing. [1:18:15, 1:18:25]: It's you can hold it up. It's sections of fencing that are put up around construction sites and other locations temporarily so they go out on a job and then they come back. [1:18:27, 1:18:28]: Traffic barriers. [1:18:29, 1:18:32]: used on road projects. They're sent out [1:18:33, 1:18:41]: for a project for an extended period of time, then they come back for an extended period of time, and then they go back out. They're not an everyday use item. [1:18:42, 1:18:53]: pedestrian barriers for events around the square, Peachtree Road Race, where you want to direct pedestrian traffic. These are the types of items that [1:18:53, 1:19:00]: They currently store on their existing facility and it's getting crowded, so they want a place to store those long term. [1:19:01, 1:19:06]: Before I get into conditions, I want to address a couple of questions from the councilman. [1:19:09, 1:19:15]: at that site and if you look at the layout the sketch that I handed you on eleven by seventeen [1:19:16, 1:19:36]: the D cell lane, the median, the road improvements for DOT, they are all already constructed. They were pro part of the DOT widening project that came through there and and improved 42. In meeting with Ms. Clark earlier today, I was not aware of this, but when they originally [1:19:36, 1:19:43]: purchased their current location, they could turn left into their facility. And now [1:19:43, 1:20:03]: Anybody that comes into their facility has to be northbound on 42. So they're currently having to do a U-turn. Semi trucks, if they can't make that, have to go to Jotoko Road and put traffic on Jotoko Road or all the way to Jonesboro to get in this northbound lane to come back to that property located. [1:20:03, 1:20:06]: adjacent. So [1:20:07, 1:20:08]: Currently now. [1:20:09, 1:20:25]: There is no driveway into the property, but everything up to the right-of-way is constructed. It would we would not even have to pull a permit from DOT. We've already talked to the district office. We could simply just connect to their existing asphalt and put a driveway in. [1:20:27, 1:20:33]: So that would, in my mind, looking at it as an engineer, address some of the [1:20:33, 1:20:45]: issue with any traffic coming into their site could turn left into this driveway and would not have to do a U-turn. So it it may actually provide some relief we would hope. [1:20:45, 1:20:46]: Um [1:20:48, 1:20:53]: That was the biggest concern and then you ask another question. What was your second question about [1:20:54, 1:21:02]: Um well I was concerned about what what is what is the size that you are operating in now. Okay, yes I have that answer acres that you I have that answer. Yes, sir. [1:21:03, 1:21:06]: So currently their location is 6.6 acres. [1:21:07, 1:21:21]: with building, parking and everything. They have just expanded the parking lot in front of their site to what do we add, eighteen parking spaces to in in front of their site to accommodate the employees they have now. [1:21:23, 1:21:43]: My concern with this, if you don't mind me doing a follow-up mayor, is when you look at this thirteen acres that is and a partial of it is butted up to the parking lot, you're not asking for a partial. You're asking to rezone thirteen acres. Ten. Ten. Well even ten acres. I I just want to be over the size of the operations that you're doing. [1:21:43, 1:21:52]: [4913.1, 4929.2]: Miss Moore and I went back and forth about she's up to sixty five percent. We were asking when we did our layout with buffers and everything, we came up with seven acres of usable area once we accommodated the buffers and [1:22:09, 1:22:13]: um you know grading and detention pond and everything. [1:22:14, 1:22:19]: Now with the sixty five percent it would be six and a half acres. So we would be going from six point six to [1:22:20, 1:22:25]: thirteen acres total. We'd add another six and a half acres to their facility. [1:22:26, 1:22:29]: So we would be able to use six and a half of the ten acres. [1:22:29, 1:22:31]: That's there. The rest would be buffers. [1:22:32, 1:22:32]: And [1:22:34, 1:22:34]: Other [1:22:35, 1:22:36]: appurtenances. [1:22:36, 1:22:36]: Um [1:22:37, 1:22:57]: I'm going to do this really quickly. If you have a question, by all means I'm happy for you to interrupt me. Item one, dealing with the site plan, we had requested one edit to the terminology in it, simply to say that if it's approved, that it be per the approved conditions, not the conditions in that document. [1:22:57, 1:23:06]: before it was edited. Item two has been revised. We're now in agreement with the 65%. Item three [1:23:07, 1:23:10]: is dealing with the future building. [1:23:10, 1:23:20]: When we came in and did the pre-submittal meeting and sat down with Ms. Moore, we were wrestling with how do we accommodate the requirement that [1:23:20, 1:23:38]: um outside storage be located in the side and rear setbacks. So what we had proposed was to show a future building to establish those setbacks and then that would give us the limits of where we could work with. After that meeting, Miss Moore communicated with me and said [1:23:39, 1:23:45]: she felt that it needed to be built now. So that's an item that's up for your input also. [1:23:45, 1:24:00]: We prefer not to build a building. I don't know if it limits this or not completely to being unusable or it m i we don't have that answer. It's we haven't had time to digest all of that. We would request [1:24:01, 1:24:03]: That we and the way we've [1:24:04, 1:24:07]: We resubmitted our edit the way that that submitted [1:24:08, 1:24:14]: would allow us to build per the site plan, not with a future building, not build the building now. [1:24:15, 1:24:15]: Um [1:24:16, 1:24:17]: Item four. [1:24:18, 1:24:36]: deals with no containers and we're we fully agree with that. Item five we agree with now that it's been edited to 75 feet, we're we we can make that happen. We had responded fifty feet but we're s we can work with 75 along the residential. So [1:24:36, 1:24:37]: The landscape [1:24:38, 1:24:45]: uh code that was just adopted in August. Between commercial and residential requires a fifty foot buffer. [1:24:46, 1:25:06]: And you're able to condition us to an additional twenty-five feet through this process. So we're willing to agree to the twenty-five feet. Part of that is the fencing, which I believe is item six, which talks about the height of a fence. We're open to conversation about the type of that fence. I don't know anything about sound. [1:25:06, 1:25:09]: berries on the highway. But we talked about [1:25:10, 1:25:22]: solid wood fence, fence with slats, different types of fence product today as we were getting prepared for this meeting. So we're we're willing to entertain type of fence to help provide sound barrier to that also. [1:25:23, 1:25:26]: And we're willing to agree that it to the additional 25 feet. [1:25:27, 1:25:29]: Item seven is an item that [1:25:30, 1:25:35]: I need clarification on it stipulates impervious dust-free surface. [1:25:37, 1:25:41]: Impervious means paved. We would prefer not to pave six acres. [1:25:42, 1:25:43]: We would want [1:25:44, 1:25:51]: There are products out there that can provide a dust-free surface. Department of Defense has a um [1:25:52, 1:26:05]: Uh a unicide a unified facility code that approves dust-free applications of different polymers, um some stuff called soil, cement, soil glue, things you you do to the land to make it not [1:26:06, 1:26:10]: Create dust. We would want some clarification. [1:26:10, 1:26:16]: We don't wanna pave it is our only concern. We're more than happy to do what's needed to make it dust free. [1:26:16, 1:26:18]: Um item eight and item nine. [1:26:19, 1:26:27]: um we were in full agreement with. So I'm gonna turn it over to Miss Clark and let her speak on behalf of her and her husband and and their business for a moment. [1:26:29, 1:26:38]: Thank you. Thank you for letting me speak. Um when we purchased this property, we purchased it with a lot of things in mind and being good neighbors was one of them. [1:26:39, 1:26:59]: I don't know if you've seen it, but you can see that there's a lot of trees. The setback in the front, we wouldn't touch those trees. We don't want anybody to know we're storing anything there. We just need the the land to be able to move materials up there that are in excess. We're running out of room. The tractor trailer. [1:26:59, 1:27:11]: trailers I'm not sure where that came from, but we have tractor trailers that come in each day now that have to make that U turn. Nobody asked our permission when that medium was built. It'd probably have been years in planning. [1:27:11, 1:27:31]: So it's an unfortunate thing, but everybody has to U-turn. I've had a couple of people that have had accidents from cars coming over that hill when they're making the turn in the mornings and it's dark. Um but we're trying to be good neighbors with this. We really want to make it work, but we need the storage. And this was a perfect opportunity when we purchased [1:27:31, 1:27:34]: this property because it adjoins ours. [1:27:34, 1:27:39]: And if you have any questions, I'll be glad to answer any of them. I got a question maybe. [1:27:39, 1:27:41]: We have a question by Mr. Blount. [1:27:42, 1:27:44]: Where's the material that [1:27:44, 1:28:04]: is being stored now. Right now it's stacked very high in my yard. And to me that's more of a safety issue for my people. And I'd rather take that material and have it more sorted out and not twenty feet tall. The uh s the thirteen acres that are being purchased [1:28:04, 1:28:11]: But you're saying about six, six and a half that is be gonna be used. Has that already been discussed with Ms. Moore? [1:28:11, 1:28:16]: I think she understands that through the 65%, don't she? Yes. I think so. [1:28:20, 1:28:22]: And we're asking them to change that. [1:28:25, 1:28:33]: The reason I asked that because if you s uh where did a hundred and fifty feet uh fifty foot um fifty feet wood it undisturbed, where did that come from? [1:28:33, 1:28:34]: What we [1:28:37, 1:28:38]: Me for the mic then. [1:28:39, 1:28:59]: The reason why staff initially had recommended greater buffers was because there was so much residential around it. And we already had complaints about the noise. So what we were attempting to do was to give a greater buffer that we hope would have mitigated some of the noise should you approve it. However, when we [1:28:59, 1:29:12]: sat down and talked, they asked if we would be amenable to reducing the 150. So that's why I went from 150 to 75 adjacent to certain areas and then 100 adjacent to certain areas. [1:29:14, 1:29:17]: Are there questions from anyone else? [1:29:19, 1:29:39]: Uh Mr Ford. Yes. I I think in my little simple mind, I guess what it amounts to the the residents around the area, at least from the ones that the couple that have been here are concerned about the noise. Noise from the forklifts picking things up, dropping things down, vehicles, eighteen wheelers coming in there, which you already said there are eighteen wheelers coming in there now. That's why [1:29:39, 1:29:45]: I asked about the buffer is issue, whether or not that was something to work with or not. And uh so [1:29:45, 1:30:05]: That might be helpful. But I guess I got two of the points I wanna make. One is actually for Camilla in this aspect, is that uh we've heard a couple of folks uh come forward said that they w don't want this to happen. You said you got some phone calls. Is there any way that we can have a more extensive uh visit with those communities and get uh yay or nay from [1:30:05, 1:30:20]: from more folks or something like that. Is that possible to do something like that? To to find out whether or not how how much of a smelling is this? I mean we can ask uh both communities to have a HOA and we can, you know, go back out. I mean sure. [1:30:20, 1:30:23]: Right. Can I can I add some [1:30:24, 1:30:24]: Um [1:30:26, 1:30:38]: We reached out to Century Homes or Century Communities that manages Parkside and we were supposed to get an email of who their board board of their HOA was, but we didn't get the email. [1:30:38, 1:30:49]: So we weren't able to find out who that was. We did speak to and I'm gonna look up his name because I did speak to him on the phone twice, um, the head of the board for Lakeview. [1:30:50, 1:30:50]: Um [1:30:51, 1:31:11]: Oh, what what was his name? Doctor Arcot. I did speak to Dr Arcot and it was just a short time frame and and we discussed maybe setting up an informational meeting to kind of talk to them about it, but we weren't able to set that up in time. But you're asking would be w would we be willing to? Would the city be willing to? Who are you you wanting to [1:31:11, 1:31:31]: Well what I'm asking this in a sense um uh it's it's gonna lead into another question or comment I'm gonna ask the the attorney in just a second. I just want to make sure that we make a good solid decision in this aspect. I was just wondering about the amount of folks that are really honestly uh phone calls, got a couple people said no. Okay, yes, but those two three communities [1:31:31, 1:31:44]: You may have what 300 people, 400 people? Just kind of curious. Just a curiosity to make sure that we do the right thing here. I mean it it may be very obvious. It may be very obvious, but just want to double check. Which brings me to another question to Mr. Williams. [1:31:44, 1:31:50]: What's what's the status? We deny it tonight, what happens? We d we postpone it, what happens? What what what options do we have here? [1:31:51, 1:32:11]: You have a number of options. You could table it in in order to allow further discussions, maybe allow the staff to meet with the HOA. If you deny it, then the subject property would not be eligible for rezoning for another year. Okay. So they'd have to wait. And so typically in those situations if it appears [1:32:11, 1:32:31]: appears that there will be a denial, the applicant is given the opportunity to withdraw the application. So that that's basically where we are. So either table it to allow further discussions or I don't know what the will of the council looks like, but again if if it looks like a denial to give them the chance to withdraw it. [1:32:31, 1:32:34]: the custom area. Okay. Thank you. Appreciate it. [1:32:35, 1:32:55]: Okay. We have um obviously um need to make a decision here whether you want to go forward or you want us to table it until we can um find out how many complaints we're getting from these neighborhoods, that kind of thing. Uh do you all want to have a conversation? We'll give you a moment or two to discuss. [1:32:55, 1:32:56]: Decide what to do. [1:32:58, 1:33:03]: Are there any other comments I have left? Yes. [1:33:04, 1:33:24]: Okay, please go ahead, Mr. Alex. Go ahead. Thank you. I would like to um Mayor Pro Tem um thank you for bringing that up because I would like to actually um because it says eight to five and I do want to make a good decision here. Can we hear from our um city manager? [1:33:24, 1:33:30]: um your thoughts on what you see with this since we've asked our attorney as well. [1:33:30, 1:33:50]: Yeah, it it seemed that um you know there are a number of questions and I think Mayor Prochin Ford mentioned perhaps some further conversations with surrounding residents. Typically, um in zoning cases, if there is an opportunity uh to work with surrounding property owners, in this case the subdivisions, [1:33:50, 1:34:10]: to mitigate uh any potential impacts of the uh zoning item or location, then that would be advisable and uh there would be an opportunity for perhaps the applicant and the residents to come to or to reach [1:34:10, 1:34:30]: some concessions, if you will, on the proposal that might lead to more support from the residents. It may not, but time would allow for an opportunity for further discussions to take place. You are introducing or proposing a a C3 zoning into an area that is primarily residential. [1:34:30, 1:34:36]: Even though it the proposal is to heavily buffer it, um there is the concern about um [1:34:36, 1:34:45]: uh the continued proliferation of non-residential zoning in an area that is primarily residential. [1:34:48, 1:35:00]: Okay. Uh any other comments from the council? Yes. All right, Mr. Alexander. I would remind the council that the staff has recommended denial. [1:35:00, 1:35:05]: It is it is unequivocal denial that has been recommended by staff. [1:35:06, 1:35:26]: We have already been to numerous town halls in the Eagles Landing area and they have told us that they do not want this type of development uh in their area and we need to acquiesce to the will of the people. As someone who lives in the area, I can tell you I if you go on [1:35:26, 1:35:46]: Next door, if you go on social media, if you go in these communities, they will tell you this is not what they want to see in that community. If you're there with them every day, and we we apparently need to spend a little bit more time there because they don't want to see this. I mean it's pretty clear. And we always pot our [1:35:46, 1:36:06]: ourself on listening to the attorney and to the recommendation of staff. Staff recommends denial. I would I would simply say let's move in that direction uh to deny it. I would that's that's the way that I would vote because of the recommendation of staff and where we are now. I would make a motion to deny this request. [1:36:06, 1:36:08]: Um moving forward. [1:36:09, 1:36:13]: We're we're not there yet. Just a minute. Mayor Neil. [1:36:13, 1:36:15]: Uh Miss Gaint. [1:36:16, 1:36:36]: I guess my biggest concern as well, um I concur with Councilman Alexander. Uh m one of my biggest concerns is um that our future land use has stated that the the zoning will be for C one and C two. Um, you know, of course we have moratoriums on certain things in the stores. [1:36:35, 1:36:55]: and things that were listed on C two already. Um so I'm comfortable with what our future land use map is and my largest concern is that it is surrounding these subdivisions and although there may be tractor trailers coming in and out now we would include and increase [1:36:55, 1:37:15]: the amount of tractor trailers and noise along with other heavy equipment if we were to allow this to take place. And I just think that the on that that road by those subdivisions, um I I don't think it's a good idea, so I will be d asking I will be agreeing to deny it based off of staff recognition. [1:37:15, 1:37:16]: Recommendation. [1:37:19, 1:37:20]: Anyone else have a comment? [1:37:22, 1:37:28]: Mr. Attorney, um do you recommend that they have the right to withdraw this at this time? [1:37:28, 1:37:30]: [5851.8, 5857.1]: They can either withdraw, we can table or we can go forward with the with a vote. [1:37:38, 1:37:40]: Before we go forward with the vote. [1:37:41, 1:37:43]: Are you interested in [1:37:43, 1:37:45]: withdrawing it for the moment. [1:37:47, 1:37:52]: I don't think we're interested in withdrawing it. We would be interested in tabling it to [1:37:53, 1:37:57]: allow time to meet with those neighboring subdivisions. [1:37:57, 1:37:58]: And [1:37:59, 1:38:09]: potentially convince them that this is a less impactive use than all of those C2 uses that you have no control that'll have a fifty foot buffer. [1:38:09, 1:38:15]: with you know limited protection from noise and light and sound and everything else. So [1:38:16, 1:38:19]: Our request would be to to table it at this time. [1:38:20, 1:38:38]: Is there a recommendation from the panel to table or allow the applicant to table for the I make a motion to deny. It is not up to the applicant to tell us whether we can table or not. It is up to us to make the recommendation. I make the recommendation to deny this request. [1:38:41, 1:38:42]: Do I hear a sec? [1:38:43, 1:38:43]: Yeah of course. [1:38:44, 1:38:47]: Um Mr. Blount has a question before we go forward. [1:38:48, 1:38:51]: J just so you be clear on what we're doing here. [1:38:51, 1:38:52]: Um [1:38:53, 1:38:57]: If you den if you re withdraw it, you can do your own. [1:38:58, 1:39:01]: analysis of the community. Because at this point [1:39:02, 1:39:10]: It looked like it looked like the vote was gonna be no. But if w you withdraw, you can do your own analysis and then bring it back like this never happened. [1:39:14, 1:39:19]: Okay. Well we would choose to withdraw it, but there's a motion. I don't know that you can interrupt the motion. [1:39:20, 1:39:30]: Is that is that okay? All right, what about we have a motion down here? There hasn't been a second yet. Okay. All right, so the applicant is asking to withdraw. [1:39:30, 1:39:34]: And we are saying yes. Is that correct? Ms. Moore, is that within the [1:39:34, 1:39:53]: You would have to make someone would have to you have to deal with this motion and then someone would have to make a a motion to accept the withdrawal request. Okay. I withdraw my request. All right, you've withdrawn your motion. Is there someone that would s um ask uh to allow them to withdraw? [1:39:53, 1:40:09]: They just withdraw. Uh Miss G I ask that they can withdraw their original. Right. Miss Robinson has asked that the applicant have the uh right to withdraw. Do I hear a second to that? Second. We have a motion and a second to withdraw. [1:40:09, 1:40:11]: Um is there. [1:40:12, 1:40:17]: Point of water. Is that appropriate? I mean they don't that's not how this works, right? I mean [1:40:17, 1:40:24]: I i it's a little bit of semantics, but you're basically uh it's a vote to accept their withdrawal. Okay. Okay? [1:40:25, 1:40:31]: All right, uh any discussion? All right, all in favor of allowing the applicant to withdraw. [1:40:33, 1:40:36]: Okay, it's unanimous. Thank you. Appreciate that. [1:40:45, 1:40:53]: Okay, and just a reminder, we withdrew uh number six earlier. That's been marked off, so we'll go to number seven. [1:40:53, 1:41:08]: And this is going to be our first public hearing on the proposed 2018 budget presented by, I believe, our city manager tonight in the absence of our lead accountant who has had a death in her family. [1:41:09, 1:41:12]: So we'll turn that over to Mr. Randy Knighton. [1:41:15, 1:41:35]: Yes, Mayor and Council. I am here to present to you the proposed 2018 budget. The proposed budget is here located at City Hall and as well is located on the city's website and we certainly encourage any questions from the council. [1:41:35, 1:41:55]: Council and/or the public to be made to uh the city manager's office. We'd be glad to uh entertain any questions from the public regarding the proposed budget. There will be two more hearings uh before the budget uh is uh adopted. Uh bring your attention to just a couple of things uh uh including with the proposed [1:41:55, 1:42:15]: budget is also a proposed organizational chart as well. The budget essentially is and many of the items are carried over from the 2017 budget. There are some differences in terms of some proposals going forward, including a few positions in particular. [1:42:18, 1:42:38]: in particular to address some of the new responsibilities of the City of Stockbridge, including uh the permitting uh that will uh we will assume and have assumed uh from Henry County. Uh obviously there's some personnel support needed there in um uh the planning department as well. [1:42:38, 1:42:58]: as the Public Works Department. I would also mention too that there is a proposal in this budget to request an assistant city manager position. After taking a look and evaluating the organization, this proposal comes forward not only to [1:42:58, 1:43:14]: to prepare for or to handle the present duties of administration and executive branch, but also looking forward in terms of future responsibilities and many of the initiatives that the city hopes to accomplish in the coming years. [1:43:14, 1:43:34]: Um so with that uh I would uh conclude unless there are any questions from the council and certainly I encourage any questions, uh be glad to meet with any council person and members of the public. Uh we want to make sure that the budget as proposed uh is provided clarity um uh to the public. [1:43:34, 1:43:38]: uh as we proceed through the next couple of public hearings. [1:43:40, 1:43:55]: Okay. Um we have heard from our city manager regarding the the uh twenty eighteen budget. This is the first of several readings and presentations of the budget. Do we have any questions from our council at this time? [1:43:58, 1:44:18]: I was waiting I do. Okay, Mr. Alexander. So Mr could you give us a update on where we are in terms of we were supposed to task with doing a competitive survey on what the salaries look like and where we are in that process so we can appropriately budget competitive uh pay. [1:44:18, 1:44:21]: RFP is out now. It is prepared to come back worse. [1:44:22, 1:44:35]: It's already in, right. It's already been received back, so the staff will be evaluating the proposals that'll be received. And I believe that'll actually uh that process in um earnest will begin in December probably after the evaluations are done. [1:44:38, 1:44:40]: Yes. Yes. [1:44:41, 1:45:01]: And secondarily to that I had uh I just wanted for public knowledge I had asked um that we possibly consider um some type of um budgetary item to look at uh what we would do uh for the Eagles Landing community um in the discussions that [1:45:01, 1:45:21]: that we've had with them and uh that has been made public. They had asked for uh the things that they had discussed was maybe having a park in the in the Eagles Landing area, um maybe a library branch, those are the things that they have brought up. Uh we have had uh on our retreat discussion I proposed a South [1:45:21, 1:45:39]: Stockbridge Park which would be in the Eagles Landing area that would take the consensus of the council in order to do so. Uh is there is there is there an opportunity for us to have a discussion could to consider possibly funding a park uh in the Eagles Landing area? [1:45:39, 1:45:59]: Well that's certainly left up to the mayor and council, the council's consideration. Um point of order. Mr. Blount, if you'd like to comment. Yeah, point of order because one of the things that w has been discussed is that we as a council, anything pertaining monetarily or whatever budgeting that we need to do for any community, whether it's though the Eagles Landing area or any area of stop [1:45:59, 1:46:19]: which all all citizens are are important, that those things need to be discussed by council and then brought forward to the public and then voted on. So I think that anything pertaining to any planning that we're going to be doing, pertaining to any budget amendments or any budgeting for any community, any community in the city of Stockbridge, it needs to be done behind closed doors. [1:46:19, 1:46:28]: doors, bring it out to the public, let'em know what we discuss and it's a council as a whole to bring that forward, being transparent with the public and then we vote on it. [1:46:29, 1:46:49]: Okay, we appreciate that comment. Are there other comments from other council members? Mr. Ford. Yes. Yes, uh Randy, listen, on the uh wire diagram here of the organizational chart, it's it it's in yellow, says assistant city manager. Now I I'm my thought process that's not a that's not really a specific just a new position. I thought [1:46:49, 1:47:09]: that would the responsibilities of that citizen manager be tagged to a different to to an already existing position. Is that accurate or not? That is not in the way it is currently proposed. Okay. That is currently proposed as a new position that would provide administrative and executive support and provide some [1:47:09, 1:47:13]: some oversight of certain departments. That is how it is currently proposed. [1:47:15, 1:47:35]: Are there other questions? I'm just thinking, okay, so okay, then I'm I'm maybe I'm off base. I just assumed and I guess I assumed wrong that uh the assistant city manager would be someone that is currently or a position that is currently in the diagram and they would have additional duties in this aspect. [1:47:35, 1:47:41]: for a completely full different individual. All right. And um [1:47:42, 1:47:56]: As at um late and I guess I need to thoroughly read the the job description in this aspect, how that fits in to that, I guess, in a sense. But anyway, I I just uh I assume something differently. Okay. And and certainly Mayor Pro Tem we can have further discussions about that. Thank you. Appreciate it. [1:47:57, 1:47:58]: Yes. [1:47:58, 1:48:14]: Uh Mr. I like saying For clarification, I'm I just want to make sure we're the question was answered. I think Mr. Blount injected, but I want to make sure that the the point is clarified in that it at the will of this council. [1:48:14, 1:48:30]: as a whole we can have a discussion during this budgetary point, whether it's the capital projects or not, about a potential park in the um in the Eagles Landing area if it is the will of the council. Is that correct? [1:48:31, 1:48:36]: Certainly if it's the will of the council you can discuss any particular matter. Thank you. [1:48:36, 1:48:37]: Mr. Blount. [1:48:38, 1:48:41]: I would ask our city attorney, due to what we are [1:48:42, 1:48:52]: dealing with at this time. Would you recommend that we discuss any particular areas, especially those areas of Eagles Landing when it comes to budgeting or those things that we would do as a council? [1:48:53, 1:49:08]: Well everything you do has to be d done as as the will of the entire council. The only thing I would caution you on is if you're looking at a park or anything that would require acquisition of real estate that that be discussed in the executive session. [1:49:08, 1:49:15]: Particular problem. Thank you. Okay. We've heard some discussion. Is there anything else um that we need to do? [1:49:15, 1:49:20]: Anybody have a comment before we close out on the budget presentation? [1:49:21, 1:49:30]: All right, thank you so much Mr. Knighton for that presentation and you'll be bringing more back to us. Uh how many times do we present this to the public? [1:49:31, 1:49:51]: Two more times. So we'll have two more times for the public also to ask questions if they choose to. At this time we're gonna leave the public hearing section of our meeting. We're going into new business. We're going to item number eight. Council consistently. Mayor Neal. Yes, ma'am. We we didn't call for anyone to come [1:49:51, 1:50:07]: forward from the public. Oh, that's a good good point. Thank you for calling that to my attention. If anyone in the audience has any uh negative or positive feelings about the presentation from Mr. Knighton, uh please let that be known at this time. [1:50:10, 1:50:17]: Seeing no hands go up, we will move out of our uh public hearing into our new business. [1:50:18, 1:50:36]: At this time, item number eight, council consideration to approve resolution urging the Georgia General Assembly to oppose deannexation legislation to create new municipalities. This will be presented by our attorney, Michael Williams. [1:50:36, 1:50:56]: Good evening, Mayor and Council. You have in your uh packet a resolution which is identical to the resolution that all the cities in the State of Georgia are adopting relative to the creation of new cities. Um all the cities um are in the process of ad of adopting this resolution. It basically [1:50:56, 1:51:16]: uh calls on the General Assembly not to allow for any new cities that are created using cities or the property of existing cities and it calls on them to do it in a manner consistent with the legislative policies adopted by the the Georgia Municipal Association this past year. [1:51:16, 1:51:30]: summer. So far we've received a number of uh fully adopted resolutions from several of other cities and we would just be doing the same. So we're recommending approval. [1:51:31, 1:51:40]: Okay, uh you've heard the presentation by our attorney, Mr. Williams. Um do uh I hear a motion. So moved. [1:51:41, 1:51:57]: We have a motion. Do I hear second? Second. We have a motion and a second from Mr. Ford. Um is there discussion on this item? Have we yes. I've I've Mr. Gardner of East Point said that they had passed uh the resolution. Have we received theirs yet? We've we have, okay. [1:51:58, 1:52:03]: Okay, we've had that comment made. Any other discussion? [1:52:03, 1:52:06]: If not, all in favor? [1:52:07, 1:52:27]: Okay, thank you for your vote. We're going to now take I'm putting in uh the two items that we amended into the budget. We're going to call them item 8A. That would be the one on the resolution to approve health and wellness vendor Atlanta Health Systems in the amount of um$35,000. [1:52:27, 1:52:27]: [6751.3, 6754.6]: I'll take it if you want me to. [1:52:35, 1:52:40]: Okay. Um Madam uh Mayor [1:52:40, 1:53:00]: When you all adopted the uh health insurance and dental coverage policies earlier in the year, um it was intended that you would have approved the selection of the contractor for the city's wellness program. Um that they weren't specifically named and because the [1:53:00, 1:53:17]: contract exceeds the current ten thousand dollar limitation for the city manager. I recommend it just to cover all of our bases out of an abundance of caution that you all formally approved the city's vendor which is Atlanta Health Systems for the Wellness Program. [1:53:18, 1:53:25]: So this is just uh the more of an administrative step to make sure that you are in agreement as to the vendor. [1:53:26, 1:53:32]: Okay, thank you for that presentation. Do um I hear a motion to move that forward. [1:53:33, 1:53:41]: So move, Mayor. All right, we have a motion by Ms. Gantt. Do I hear a second? Second. We have a motion and a second. Is there any discussion? Yes. [1:53:42, 1:53:53]: Mr. Williams, would it be appropriate at some point for us to consider actually raising that limit back to where we had it previously uh with the new city manager at some point? [1:53:53, 1:53:54]: Um [1:53:55, 1:54:15]: I would in part defer that um to the city manager. I think when you all made the change, I I was on record as saying that the 10,000 was in line with other cities of of our size. Um that's really a judgment call for the council to make in in conjunction with the city manager. I I would defer to whatever y'all decide. [1:54:15, 1:54:16]: [6857.2, 6858.1]: Okay. [1:54:19, 1:54:21]: Okay. Any other discussion? [1:54:22, 1:54:26]: We have a motion. We have a second. Discussion has ended. All in favor? [1:54:28, 1:54:40]: Thank you for the vote. We're going to move on now. We're calling the next item that was amended in 8B Ordinance to Establish Youth Council Advisory Board. [1:54:41, 1:55:01]: Madam Mayor, um in a previous vote of the council, I want to say back in February or March, you all adopted uh or established an ad hoc advisory committee for the youth uh council program. And this was a committee of eight persons who helped you [1:55:01, 1:55:21]: establish the program, develop the curriculum, develop a budget, and they were also responsible for choosing the initial uh participants in the program, which they did. And the program's been up and running for uh well since then. Um in order to address some confusion and to [1:55:21, 1:55:41]: resolve any uh lingering concerns about what the committee is responsible for doing and and what the city council um's relationship with the committee is, it was suggested that we go ahead and formalize the Youth Council Advisory Committee and formally establish [1:55:41, 1:56:01]: a member of the council to serve as a representative of that committee. So what this does by ordinance is it formally creates the youth council advisory committee and I'm just looking at exhibit A. It's just two pages. So it creates it as a nine member committee with eight volunteer members [1:56:01, 1:56:05]: members and then the ninth uh member is a member of the city council. [1:56:06, 1:56:26]: Um this kind of tracks very similarly to the composition or the the uh membership uh provisions of our zoning advisory board. So I just kind of use that as as a model. Um so the members are appointed for two-year terms. Um the terms as it's presented are not staggered. I'm not sure. [1:56:26, 1:56:46]: that that's necessary uh for this um but that's something if if there's one change you might want to make you might want to have staggered terms um members can be removed uh by a vote of the a majority of mayor and council that's similar to all the other boards that you have the primary qualifications is that they be residents [1:56:46, 1:57:02]: of the city of Stockbridge and that they pass a criminal background check. That's consistent with what you have already voted on. Establishes a quorum of five of the nine members is a quorum. It allows them to choose their officers. [1:57:03, 1:57:17]: Then on the next page, they can establish their own meeting schedule, but we ask that they establish at least an annual meeting schedule for purposes of the Open Records Act or Open Meetings Act. [1:57:18, 1:57:38]: They can establish their bylaws, but the bylaws would be subject to approval of the mayor and council. Then the last piece, we kind of lay out what their actual duties are, because I know there's been some confusion as to what does the youth advisory committee do. Uh so there are really three things. [1:57:38, 1:57:47]: And the first is they prepare and recommend for adoption each year by the City of Stockbridge a curriculum and a budget for the youth council program. [1:57:47, 1:57:52]: Second thing is they review, evaluate, and select youth candidates for participation in the program. [1:57:53, 1:57:58]: And a third is that they monitor and provide oversight of the youth council program throughout the year. [1:57:58, 1:58:18]: Um and then it provides for staff, the city staff is authorized to provide information and to assist the youth council advisory committee. That's just a general authorization. It's not specific about uh particular people. So the intent of this is to kind of formalize the youth council advisory committee. [1:58:18, 1:58:38]: It's also suggested that we just as a formality you reappoint all eight of the current serving members and then the ordinance provides that Councilwoman Neat Robinson who has already been working the most uh the closest with the committee be named as the council representative. So [1:58:38, 1:58:51]: This was done in consultation with several members of the uh mayor and council uh along with um city manager. We kind of met together to discuss what would be a a good way to [1:58:52, 1:59:01]: you know, to clarify what the intent of the youth council advisory committee would be. So this is our recommendation for approval by the mayor and council. [1:59:02, 1:59:15]: Okay, thank you for that presentation. Do I hear a motion to accept the uh ordinance to establish youth council advisory board? Do I hear a motion? Have a motion. Do I hear a second? [1:59:16, 1:59:22]: So a motion second for Mr. Blount. Is there any discussion on this? Mayor. [1:59:22, 1:59:25]: Yes ma'am. [1:59:25, 1:59:26]: Um [1:59:27, 1:59:47]: Not that I'm against it. I'm just not prepared to vote on it tonight because we just got it tonight. I do have a couple of questions in regards to it. Um for the sake of time, I really don't wanna ask a bunch of questions tonight and have to do due diligence and look at other the way other youth councils are are ran and re [1:59:47, 2:00:05]: regards to whether or not they, you know, have the border or all those different types of things. Not that I'm um disagreeing with it. I just I'm not comfortable tonight voting on it. I I just don't know. I there's m I wanna a I have some questions about it. That's all. [2:00:06, 2:00:12]: Okay, we have a motion and we have a second. We've had discussion. Any other discussion? [2:00:13, 2:00:15]: If not, all in favor? [2:00:16, 2:00:16]: Mm-hmm. [2:00:17, 2:00:20]: Okay, it's a 4-1 vote. Thank you so much. [2:00:21, 2:00:22]: Abstain. [2:00:24, 2:00:27]: Okay. At this time uh we're gonna [2:00:28, 2:00:48]: Uh let me ask uh a question of our attorney and our clerk real quick. Is it out of would it be out of order if I'd uh skip down to one item in discussion and um take care of that so we can let one of our folks in our audience who's been here all night waiting to make probably [2:00:48, 2:01:01]: Maybe just a few comments. Everybody okay with that? In that case we're gonna call up Mr. Steve Cash to come and tell us some good news about the Leader in Me program. [2:01:12, 2:01:14]: Good evening. [2:01:15, 2:01:28]: Now I don't go to bed that early. I'm not that old. I'm aging. But I could have hung in there with y'all. Uh thank you so much. Uh thank you, Councilman, for allowing me to be on the agenda tonight. Absolutely. [2:01:28, 2:01:29]: Um [2:01:30, 2:01:31]: Mayor Neil [2:01:32, 2:01:32]: Uh [2:01:33, 2:01:35]: Councilman Ford, congratulations. [2:01:35, 2:01:44]: Uh [2:01:44, 2:01:45]: Ms. Robinson. [2:01:46, 2:01:52]: And Mr. Blount, thank you so much for allowing me to to to address you on this tonight. Uh as you know [2:01:53, 2:02:06]: Um I guess a couple of months ago I came to before you requesting that you consider again allowing uh fifty five hundred dollars to come to the Leader in Me uh initiative at Cotton Indian Elementary School. [2:02:06, 2:02:17]: Uh I'm back again. I understand that this is the time that uh uh during this budget session when y'all recommended me to come back uh to talk further on that. So [2:02:18, 2:02:26]: If okay, I'm gonna to uh make this pretty short. It's gonna be to the point and uh you're gonna be uh delighted what you see. [2:03:01, 2:03:05]: And Mr. Thomas, congratulations. Uh we'll see you coming back. [2:03:09, 2:03:29]: What you have before you in your file are three documents. One is a letter I just recently sent to the school board and to the new school superintendent. The second document uh is an analysis of the last our 2016 CC RPI test, and I'll tell you more about that. And then the first [2:03:29, 2:03:33]: final document which is uh two pages uh [2:03:36, 2:03:42]: is the actual documents that depict the scores for all Henry County elementary schools. [2:03:47, 2:03:55]: We'll st we'll start off and I'm gonna just read that letter to you so I don't uh vary too much off a subject, which I tend to do sometimes. [2:03:56, 2:04:13]: Here County Board of Education members, our pilot leader in May School, Cotton Indian Elementary School, ended its downward spiral and increased its CCRPI score. CCRPI uh stands for College and Career Readiness Performance Index. [2:04:14, 2:04:30]: from a system wide low of fifty-two point three, which is failing, to almost pass at fifty-nine point nine after dropping six points uh last year. This barely missed our goal set at eight points to pass for the first time since twenty fourteen. [2:04:31, 2:04:39]: Wishing someone could have uh s found one tenth of a point would have been very helpful to to get that pass and score. [2:04:39, 2:04:56]: While not achieving their goal scoring a 7.6 increase, we are so very proud of Principal Lisa Travis, Kayla Holmes, Assistant Principal, and the CE teachers and staff for commitment and ability to reverse their unacceptable trend. [2:04:58, 2:05:10]: Miss Travis, a thirty-three year veteran, was just promoted to principal when she was transferred to Cotton Inion Elementary in twenty fourteen. This is not too bad, not too shabby. After moving it up from last [2:05:11, 2:05:21]: to 10th and third grade milestones ELA developing and above results, 23rd to 5th ELA proficient and above. [2:05:21, 2:05:25]: Math developing and above from twenty-third to fifth. [2:05:25, 2:05:45]: and math proficient above from 22nd to 5th, we knew a change was coming on the CCRPI. Cotton Indian Elementary had the fifth highest CC RPI increase in the district. Not to forget that Cotton Indian had 115 discipline occurrences for the first two months of 2016. [2:05:45, 2:05:52]: while experiencing only fourteen the first two months of twenty seventeen. What a difference that is. [2:05:55, 2:06:04]: After you review the analysis, uh you will see that the district has four failing schools and five within just a few points of failing the most recent CCRPI. [2:06:04, 2:06:24]: Franklin Covey has requested that we apply to a known leadership foundation for grants that would pay the bulk of the cost to implement the Leader and Me in four or five of these schools. We're talking about$80,000 plus awarded to each school. Our organization attempted to facilitate this last year with seven schools. [2:06:24, 2:06:44]: in the north end of the county, but could not get any interest from uh key personnel at the school board. So we try again. We have two weeks to apply and we have someone that could assist us in the application process. You have any thoughts, I asked. If anything, we could go ahead and apply. Uh we would have one year to implement [2:06:44, 2:06:55]: if awarded. It would take each school about two hours to complete the app. I know there are principals, especially on the north end of the county, that would welcome these this initiative. [2:06:56, 2:07:15]: So I'm not gonna read the rest of the letter letter. What what I was asking the school board is to consider recognizing Cotton Indian elementary staff on what they've been able to do in just a short one and a half year uh through implementation of the leader in me. So you go to the second document. [2:07:21, 2:07:26]: And again, Stoppridge Elementary is not included due to its a K through third grade. [2:07:27, 2:07:36]: third grade status. So the next three lines it tells you uh in those particular years fifteen, sixteen and seventeen [2:07:38, 2:07:45]: First being twenty fifteen showing forty-eight percent, thirteen out of twenty-seven elementary scored D or less. [2:07:47, 2:07:49]: Of the thirteen scored F. [2:07:49, 2:07:59]: And then 2016, 67%, 18 or 17 elementary schools scored D or less of the 13 to scored F. [2:08:00, 2:08:11]: And then this last uh year, 56%, 15 out of 27 elementary school schools scored D or less in 2017. Of the 15, four scored F. [2:08:13, 2:08:33]: So the next line, failure below sixty or four schools, Cotton Indian, Oakland, Walnut Creek, and Tussahall. Uh remembering Cotton Indian, uh after going down uh six points year before last, they came back up almost eight points. So the bleeding has stopped there big time. So within five points of four. [2:08:33, 2:08:42]: failing are Wesley Lake, Smith Barnes, Unity Grove, Locust Grove, Red Oak. They scored D. They're let they're within five points of failing. [2:08:43, 2:08:50]: And drop one letter grade or Austin Road, Warnock Creek, Rock Springs, Red Oak, Tussahow, New Hope, Oakland, Rocky Creek. [2:08:52, 2:08:58]: Turn the page over, you'll see those who dropped in score, which are thirteen schools by by percentage points. [2:09:00, 2:09:07]: And then the next uh grouping has twelve schools uh who inc increase their scores by percentage points. [2:09:10, 2:09:11]: So [2:09:12, 2:09:21]: Under that, you go to the next line and it shows you 2016-17, how many A's were made, how many B's, no A's were made. [2:09:22, 2:09:35]: from all the twenty-seven schools, three Bs, nine Cs, and eleven D's and four F's. And you can uh uh look at those in fifteen and sixteen and fourteen and seventeen and compare those. [2:09:39, 2:09:40]: On the final page [2:09:41, 2:09:42]: Documents. [2:09:47, 2:09:48]: Yeah. [2:09:48, 2:10:08]: includes the complete list of the schools and that first page includes uh those schools that uh represent the uh probably the Stockbridge area. I'm not sure if any uh Henry County or Stockbridge residents go to Woodland or maybe there's another school or two there that you can identify that Stockbridge uh city students do not go to. But that [2:10:08, 2:10:14]: That includes all the scores uh from from uh twenty twelve. [2:10:16, 2:10:20]: through twenty seventeen on the CCRPI exams. [2:10:22, 2:10:25]: So without any further [2:10:25, 2:10:28]: time I'm going to turn it back over to you. [2:10:28, 2:10:29]: Mayor. [2:10:30, 2:10:43]: Yes, Ms. Robinson. Thank you, Mayor. Um, I just want to let everyone on the panel and our guests know that I sit on this board for the Leader in Me program, so I would need to recuse myself for any discussion or a vote. [2:10:45, 2:10:47]: Uh yes, Mr. Blount has a question. [2:10:48, 2:10:50]: Good, how you doing? [2:11:02, 2:11:22]: I'm sorry my microphone went off. Give me looking for those um um reports or anything that's because I think you would you're here tonight because uh you was maybe been solicited by Mr. Alexander, but prior to that to get some kind of um something from you all showing uh the progress of [2:11:22, 2:11:27]: what's going on at Cotton Indian Elementary because uh when I look at [2:11:29, 2:11:49]: The leader in me, and I've talked to several principals and and uh Title I instructors that are in the schools, um, and we we talk about programs like the PBIS program, which uh Fairview was the um um pilot school for that, and I've seen the PBIS program grow uh and there are components in the PBI. [2:11:48, 2:11:55]: program that that are that they're implementing from different other uh programs. [2:11:56, 2:11:58]: What I'm trying what I'm getting at is that [2:11:59, 2:12:06]: The consensus from all the other schools was a component of sustainability through finances with Leader and me. [2:12:08, 2:12:28]: And when I look at take for instance in Stockbridge, the reason you don't show a showing for Stockbridge Elementary is because Smith Barnes, when you look at the stats or the increase, Smith Barnes and Stockbridge Elementary are combined as one elementary school in which we look at it. They're kind of they're actually on a upward, upward bound. [2:12:27, 2:12:47]: When I look at the sta Scott Scottin Union was uh graded around the lower as one of the lower schools when it came to grades. And so if the concern is there then we I I would like to have seen some some kind of evidence of of of progress or something given to the council because we have [2:12:47, 2:13:07]: given funding to uh leader and me. And this not to discount leader me by any means in turn, but as as a as taxpayer funds go, we need, you know, I I would like I would like to have seen something from you all prior to being solicited to come. This something to show the uh us that what [2:13:07, 2:13:16]: what what leader me is actually doing. I I I'm sorry, I I I I think I don't un I I probably don't understand any question because what I just shared with you is nothing but [2:13:17, 2:13:37]: climbing from last to fifth in math proficiency, uh climbing the last to fifth to English language arts. Uh uh discipline occurrences for the first two months last year compared to this year down eighty eight percent. C C R P I score going up almost eight percent. I don't know what else [2:13:37, 2:13:57]: that I can give give you. But with all due respect, Mr. Cash, what I'm saying is is that these schools that you're talking about, even Cotton Indian, uh, they have mentoring programs come in, they have other entities coming in. So to show that you're proficient and and that you have that leader in me is proficient in in in making this [2:13:57, 2:14:00]: i in making these things happen. [2:14:01, 2:14:21]: I would think that we would get something tangible from you showing the progression of what's going on in the schools because we can say that it can be a culmination of things, but actually those programs that are being funded, that we would get something from t to the council showing since we have fun done some funding for you to show that the parts of this that's a [2:14:21, 2:14:40]: that are viable, this is why we are viable with these efforts because leader and me are are doing this or doing that and show something to us because we it could be a combination of things that make that that that's which is a good thing that's up in there, you know, getting the grace up. But I'm saying that if there's a commitment from the city [2:14:40, 2:14:45]: for any funding to any entity we would like to see anything of progression [2:14:45, 2:14:59]: of of what what the funding is doing. I I don't know how to to answer that with respect to m Mr. Cash, let me jump in here and say I think that um the reason maybe Mr. Blount is not um [2:14:59, 2:15:19]: He he needs more information. He hasn't seen it visually with his own eyes like a lot of people have. And I would suggest that maybe you invite Mr. Blount to come over uh working with the principal and sit in on one of the uh school council meetings and or a tour uh like some of us have been [2:15:19, 2:15:39]: own to see the improvement in the children and I think that would be a real good thing that m Mr. Blount loves the kids and is very active at Stockbridge Elementary and I think he will be blown away when he sees the improvement on discipline and the leadership skills of the kids and maybe that [2:15:39, 2:15:47]: would be helpful. So maybe the whole council might like to go. I can speak for myself. [2:15:47, 2:16:04]: When I go get my car worked on and I get a itemize of what they did, all I know need to know is my car is running. And so when it's running, but I get a itemize of what they what they've done. And that's all I'm saying. I don't need to be a cotton Indian to to to to see what's going on. These are the chief indicators that every school goes by. [2:16:04, 2:16:24]: Every school goes by these indicators here. It's a state report card. At this point, what I'm saying is uh Mr. Cash right here, what I'm saying is is that when you have Stockbridge Elementary and Smith Bourns that are heading in an upward position that are not a part of leader me. And so I'm looking at the PBIS PBIS program that are [2:16:24, 2:16:37]: and the mentoring programs that are going through these schools. And what I be what I'm saying may not be popular with the mayor nor yourself, but what I'm saying is is that the consensus that I'm getting from the the schools is the financial commitment [2:16:37, 2:16:57]: that PB that the leader in me requ uh is asking for versus those schools that are progressing that don't have the leader in me, but they do have other mentoring programs and PBIS that are entangled in it. And so I don't need to be at the school to know what's going on. Well the the the the principal, Lisa Travis, she she attributes the whole turnaround in the culture [2:16:57, 2:16:58]: to later in May. [2:17:00, 2:17:11]: Mayor Neil. She and also the we have a a hard working board and our board of directors they committed and paid for over fifty thousand dollars. [2:17:13, 2:17:15]: From their own pockets for this to work. [2:17:15, 2:17:18]: The only only funding public funding that came [2:17:19, 2:17:33]: toward this initiative was from the fifty five hundred last year from y'all. And uh as far as ongoing, uh once Leader to Me is in the school, it's in the school forever as long as the Board of Education allows it to be. Uh so [2:17:35, 2:17:38]: As far as as as as money [2:17:39, 2:17:47]: Um in the future going to Cotton India there won't be any. And so as far as public money coming from from the city of Macdonald. [2:17:48, 2:17:52]: This all goes toward uh future schools also. So [2:17:53, 2:18:13]: Uh Ms. Gantt. Mr. Cash, thank you for your hard work and efforts to help improve the school system. Um I guess uh my question is, where is the Hamburg County Board of Education on this? What type of support is the leader of me receiving from that billion dollar budget that they have and and what are [2:18:12, 2:18:26]: the leader me future plans. We're we're not getting any support per se. We've we're we've gotten some uh thank yous for doing this, but there's not been any uh uh uh personal uh besides Ms. Edwards. [2:18:26, 2:18:39]: personal that away that a way to go or there's not many uh individual monetary offers toward uh leader and me from any of the board of members. Uh we didn't have uh [2:18:40, 2:18:55]: Uh through administration the last couple of years we've not had a lot of support uh from them from them either. But here we go. We've changed the school round, we've changed the culture and we've paid for it and we've gotten results. So [2:18:56, 2:18:57]: We're not stopping. [2:18:59, 2:19:00]: Thank you. [2:19:00, 2:19:04]: Any other questions? Yes. Mr. Alexander. [2:19:04, 2:19:24]: Uh Mr. Cass, I just want to thank you for just being a dynamic, caring citizen and activist in the community that rolled up your sleeves when you saw a problem and you dove in. I'm sitting here looking at the same information that you just presented. [2:19:24, 2:19:33]: The college and career readiness is the grading scale every school in Georgia is graded on. [2:19:34, 2:19:54]: You have brought to us documents indicating a significant increase in a calendar years uh increase on this particular program. Uh the reason that I'd invited Mr. Cash to uh attend the meeting tonight is because you know overall [2:19:54, 2:20:00]: looking at our cities and and looking at Henry County in general, this is the stopbridge city council. [2:20:02, 2:20:12]: We're accountable for the s to the citizens of Stockbridge. Stockbridge has some of the lowest performing schools in the system. [2:20:12, 2:20:20]: As a council, we have an opportunity with demonstrated results to impact [2:20:20, 2:20:32]: schools in our ca in our city tremendously with a program that has shown success not just at Cotton Indian El Elementary but all throughout America. [2:20:32, 2:20:35]: We can say that the school system [2:20:36, 2:20:56]: who with all due respect uh is working and they have a a large budget, but that budget has not generated the results here uh in the city of Stockbridge. Uh t uh in terms of us, if we decide to implement this program as a council [2:20:56, 2:21:16]: as a whole. Uh could you talk about what do you expect similar results at the other schools and uh talk about the Stockbridge situation. What i i'm with the best knowledge that you have right now, would they be on this list too if they were create or what if they had all of the grades would they be on [2:21:16, 2:21:27]: on this list too. Um would they be on the failing list too? Or or right there at it. It it'd be hard to determine that with Stour Ridge Elementary you're talking about. [2:21:28, 2:21:33]: I'm sorry. Yes, that's good. Since since the one first threat grade through third grade [2:21:33, 2:21:48]: I I couldn't answer that to to be to be it i i I know that Smith Barnes is not doing so well. However they did they did pull it up a few points. But they're still within five points of failing. Um schools um [2:21:49, 2:22:09]: across America are initiating this and it's by Franklin Cobray's teaching seven habits of highly successful people. Schools all over America are are are changing their culture from being uh uh negative to positive to being uh defeated to [2:22:09, 2:22:10]: successful. [2:22:10, 2:22:11]: Um [2:22:12, 2:22:15]: When when businesses and new [2:22:16, 2:22:24]: residents look at a community, one of the first things they ask about or hire your schools. They look directly at the CCRPI scores. [2:22:25, 2:22:36]: If I wanted to move to Henry move to Stockbridge or if I wanted to move uh a business to Stockbridge and have my employees live close here, and I'm talking about a good business, a big business. [2:22:36, 2:22:48]: I wouldn't want my kids to go to these schools. Why would I want to put my kids in a failing school? Why would I want my put my keys in an inf kids in an inferior school? So businesses now are looking at private schools. [2:22:49, 2:23:00]: when they are looking at a targeting an area. So that's what I want to do. I've been here in in North Henry all my life. I've been in Stalbridge all my life. I don't want to let our schools defeat our community. [2:23:01, 2:23:05]: That's why my board and I have worked so hard. [2:23:05, 2:23:06]: To do something. [2:23:09, 2:23:10]: We're just asking your help. [2:23:11, 2:23:13]: A a follow up if I could. [2:23:13, 2:23:33]: That's a follow-up. Oh, sorry. With with with with the number I saw your presentation at the Board of Commissioners uh meeting, and that's what prompted me to invite you here. And the numbers were very good. I'm encouraged by what I'm seeing today. Now you also um uh uh work with the uh Henry C council for [2:23:33, 2:23:53]: quality growth. Talk about how this affects the real estate market and the numbers that you talked about in terms of housing permits being down and how how is that affecting the city of Stockbridge compared to let's say if you live in a a different district where the schools are better? [2:23:53, 2:24:01]: All right, we'll compare it to Ola or Union Grove. Mm-hmm. Everybody wants to live in the Ola Ola Union Grove areas. And why is that? [2:24:01, 2:24:03]: Go to school. [2:24:05, 2:24:06]: They have the best schools. [2:24:07, 2:24:08]: And that's not just [2:24:09, 2:24:11]: for Henry County, that that happens everywhere. [2:24:12, 2:24:20]: That happens everywhere. I wanna put I wanna locate in a lo in a place where my kids can get the best education. [2:24:21, 2:24:24]: Okay, we've got another question from Mr. Blount. [2:24:25, 2:24:37]: Mr. Cash, trust me, the work that you're doing, I definitely appreciate it. Anything you do, anything that anyone does for our kids. As a council member, because you've done a presentation with the commissioners, [2:24:37, 2:24:40]: Yet you haven't got any funding from the county. Is that correct? [2:24:41, 2:24:59]: No, but there's some individual uh commissioners that are giving. And you said even the school with uh the school board, their budget that they have, yet you've got no uh commitment from the school board. No. So this is w as a as a s as an elected official at the city of Stockbridge. [2:25:00, 2:25:20]: When we start to look at those things that are in the county, whether it's for our kids or anyone, I'm for our children, we have to look at when we cross over the line in budgeting those things that that the county should be budgeting. [2:25:20, 2:25:40]: should be budgeting it. It should be flourishing. It should be as successful as it can be. So don't don't don't look at me that I'm good. I'm only saying as an elected official, I caution myself without public input on any projects that we do that would cross the line from the city of Stockbridge into the county projects that should be funded by the [2:25:40, 2:25:41]: the county. [2:25:41, 2:26:01]: And these stats are showing, then I would solicit that those people that are at Cotton Indian, when you sit down with that principal, say have those those uh parents to go down and say, hey, this thing is successful. Why aren't you fun funding it? Go to those uh instead of me going to Cotton Indian, have the people at Cotton Indian go down to the school board and say, hey, my child. [2:26:01, 2:26:06]: is learning. I don't want to see this removed. Those are the people that should get involved. [2:26:07, 2:26:27]: You you see what I'm saying? Oh we're not gonna have it removed from Cotton Indiana. We're good there. We're just trying to get it in additional schools. And uh we do have a new school board uh administrator, superintendent. Uh she's come from Cobb County and she's familiar with Leader Me. They have ten Leader Me schools in Cobb County. So we do have a breath of fresh air that we're gonna be speaking with on. [2:26:27, 2:26:29]: I think you'll see some difference there. [2:26:30, 2:26:50]: But I I I hear you. I hear you. Mr. Forward. Yeah, Mr. Cass, on that note, um, and referencing new superintendent, hopefully that'll be put some new br uh breath into the the process with the school system will possibly help out. But you're looking for fifty five hundred dollars if I got this right, sometime between now where we prove it tonight or later, sometime before the end of the school, excuse me, end of the fiscal year. Yes. [2:26:49, 2:27:00]: implement for next calendar year, is that correct? That's correct. Mr. Knighton, if if we were going to do that, where would that come?'Cause right now I don't think it's even programmed in our budget at this point. Is that correct? [2:27:01, 2:27:02]: Where would that fifty five hundred dollars come from? [2:27:03, 2:27:05]: If we did it. We decided to do that. [2:27:05, 2:27:11]: Do you have any idea? I don't I know I just asked the question, so I don't know if I caught you off guard. I'm sorry about that. I'm just kinda curious. [2:27:14, 2:27:19]: General fund type stuff here. That would have to come from general fund, somewhere in general fund. Uh-huh. [2:27:20, 2:27:30]: And how would that uh how would that adjust? You have to adjust the if we did s did that that would have to adjust the budget and and something like that to make that happen. If we decided to do that. Okay. [2:27:31, 2:27:51]: Alrighty. And thank you, sir. And back to you, Mr. Cass. So in reference to the new superintendent, you have any idea when you may we'll make a presentation to that superintendent and the rest of those board members about uh possibly them getting on board on this? You have any idea when you may do that? We're working on that now. That letter went out uh th last Thursday. Uh-huh. And the new [2:27:51, 2:28:11]: superintendent just started I think it was Wednesday she was sworn in so she knows that we're we're we're ready to meet with her as soon as possible. She already knows. I wish you suspected that'd be helpful that'd be helpful for us yeah in making this type of decision uh if if they step up to the board and you know hit that ball down there and and give you some money some funding. But anyway thank you. [2:28:11, 2:28:12]: Yeah. [2:28:13, 2:28:33]: Thank you, Mr. Cash. As always. Thank you. I appreciate each and every one of you. I really do. I I know that you're a progressive crew. I I know that you have a wide, wide vision, not narrow vision, to see what needs to come to Henry County, especially our north end. Thank you so much. Thanks, sir. Thank you. Okay, we're gonna go back now to item nine. [2:28:33, 2:28:41]: So uh council consideration to approve development projects policy presented by our attorney Michael Williams. [2:28:42, 2:29:02]: Madam Mayor, um you may wish uh to table this because it's my fault you don't have a written document in front of you, but uh there's some been some discussion about um what we can do to help avoid any inadvert inadvertent release of information pertaining to development projects or to avoid any [2:29:02, 2:29:22]: the undue political involvement in the development process and that pertains not only to our mayor and council but elected officials from other jurisdictions. And so what was discussed with having a policy that essentially says this, that the city staff is directed not to release any information to council members pertaining [2:29:22, 2:29:42]: to pending development applications or development inquiries unless a vote on such matters is required of the mayor and council. In such cases all information shall be relayed to the entire mayor and council concurrently. So that's in a nutshell what the policy would do. I know you don't have it written in front of you, but if you can vote essentially on that direction. [2:29:42, 2:29:48]: or if you want to see it in writing and vote on it at the next council meeting, we'd be happy to do that for you. [2:29:48, 2:29:50]: What what are your wishes, Council? [2:29:52, 2:29:53]: I would like to move on. [2:29:54, 2:30:05]: Okay, we have uh at least one person who's interested in moving forward on that. Um so let me let me ask this. Uh do I have a motion to move forward? [2:30:07, 2:30:16]: I motion that we move forward with uh getting uh if we have a discussion on it to have a better understanding of what your what it encompasses. I I [2:30:17, 2:30:27]: Regret that we don't have uh anything in our packet today. It was uh but I would like to uh if we have any questions pertaining to it, to find out get in more detail what we uh discussing here. [2:30:29, 2:30:33]: I tell you what, I'll second that for the time being. I'll second that. Let's second the motion. [2:30:34, 2:30:34]: All right. [2:30:35, 2:30:37]: Okay, do we have any discussion? [2:30:37, 2:30:38]: Oh she made [2:30:39, 2:30:41]: No, no, what's the motion? [2:30:42, 2:30:43]: The motion is that we move forward. [2:30:43, 2:30:46]: He made a motion to move forward. [2:30:47, 2:30:47]: But [2:30:47, 2:30:51]: To to be clear, would that be to adopt that directive? [2:30:54, 2:31:08]: I'm putting the motion out that we move forward for the discussion on it because you don't have anything in our packet. Um I don't I wouldn't want us to move forward with any th for us voting on it until w everybody has a clear understanding of what we're discussing. That's fair. [2:31:09, 2:31:20]: So could we call that we're gonna table it and you're gonna bring it back to us? Yeah. Could we just remove that motion and you just [2:31:20, 2:31:40]: have informed us and you'll be back with it at the next meeting. Yes ma'am is that good? Is everybody okay with the second he withdraws his motion? Okay. So be it. Okay, that's just tabled. Okay. Uh number ten, council consideration to fill vacancies on the planning commission, formally known as the zoning advisory board. This will be present [2:31:40, 2:31:44]: Presented by Camilla Moore, Community Development Director. [2:31:44, 2:31:45]: Maybe. [2:31:47, 2:31:52]: Because that is a motion to table, right? To eleven twenty eight item to be heard. We have a first and a second. [2:31:54, 2:31:57]: Okay, do y'all want to consider it that way or do we need that motion? [2:31:58, 2:32:03]: really don't need that. We will bring it back whether uh it sounds like that's what your will is. [2:32:04, 2:32:13]: And you were willing to withdraw your motion. Well the motion wasn't to approve or disapprove, just to move forward with discussion. So it wasn't uh it wasn't in the motion to pack to uh approve or disapprove. [2:32:13, 2:32:33]: Everybody okay, the motion's gone away. Y'all have taken off the table, okay? And it's uh tabled at the do at the direction of the council until we hear back from our attorney at our next meeting. Okay, so Ms. Moore, lead us on to item number 10. [2:32:33, 2:32:35]: [9155.2, 9175.2]: As relates to the ZAB Planning Commission, as you know, Dr. Hannah has um gone on to Germany uh and we have her vacancy, but when I looked at the composition of the board, there really should have been six and you only had five. So what I'm asking Mayor and Councillor to do is to approve two vacancies. Um and the next [2:32:55, 2:33:12]: names that I bring before you I've looked at the resumes and we really thank everybody that sent in their resumes and hopefully we can put some of these folks on a new board, Board of Appeals that I will bring it to you. But the two names that I bring before you tonight is Mr. Harold Thibodeau and Kimberly Braggs. [2:33:14, 2:33:18]: What was the last name of Kimberly? Bragg's B-R-A-G-G. [2:33:19, 2:33:20]: And um [2:33:21, 2:33:35]: At the next meeting, I'm gonna bring to Mayor and Council, consider staggered terms so that the board members will serve a certain number of years that will coincide with your election cycle. So to be f [2:33:35, 2:33:37]: Three and three. Mayor. [2:33:38, 2:33:40]: With an effective date started in January. [2:33:41, 2:33:43]: Three names here. I'm sorry, ma'am. [2:33:43, 2:34:03]: We can uh there's two vacancies and those are the two that I'm bringing forward in terms of a recommendation and hopefully the third person will be on the new board of appeals that we will bring forward. Okay. Um please tell Mr. Blount just one second. You have two vacancies. [2:34:03, 2:34:23]: And you've brought us two names, but you also want to add a six position. No ma'am, right now your board is made of five when it should constitute six. I don't know how you ended up with five, but your your ZAB should have been six all the time. So you've always been one short. [2:34:23, 2:34:37]: Dr. Hannah left that took you down to four. So what I'm asking you tonight is to replace Dr. Hannah and the position that you should have had in the first place to bring it back up to six where it should have been in the first place. [2:34:37, 2:34:44]: Okay. Okay. I think is everybody on with that? Okay. Do we have a motion to [2:34:45, 2:34:49]: You're gonna make a motion. [2:34:49, 2:34:56]: The council consideration to fill the vacancies with the recommendations from Ms. Camilla Moore on the uh planning commission. [2:34:57, 2:35:14]: My second. Okay, we have a motion and a second to uh fill vacancies on the planning and com um planning commission and we've heard those names, uh Harold Thibodeau and Kim Kimberly Bratt. Bragg, B-R-A-G-G is. Oh Bragg, I'm sorry. [2:35:15, 2:35:18]: And do we have a second? [2:35:18, 2:35:26]: To the motion. We have um motion and a second. A second. Okay, so sorry. [2:35:27, 2:35:31]: Okay. All right. Uh and do we have any discussion? [2:35:32, 2:35:52]: Yes. Is there pro it might be appropriate to take all three of'em just to have a alternate alternate or something at this point? Well we we only have two, but what I would like to do I noticed that when you brought over your ZAB, you didn't bring over Board of Appeals. Um and so I would like to create that Board of Appeals to actually deal with the appeal. [2:35:52, 2:36:12]: when someone don't like what the planning commission has done and don't necessarily like what you've done, um, to actually have another board. And what I would like to do is the third person, Mr. Wilburn, uh to be one of those to be considered for that Board of Appeals. Good follow-up. I it's I mean it's I guess how the I thought we were the appeals process. [2:36:12, 2:36:32]: So why would mean well actually it doesn't. It doesn't really speak to that. That was one of the things that me and Mr. Williams looked at. And the re in most jurisdictions, traditionally, your appeals board is an independent body because while you have the file authority, you're asking someone to appeal back to you who [2:36:32, 2:36:52]: Have just made a decision. So, for instance, if I bring you a case and you deny it, you're now asking the applicant to come back before you after you've already denied it. Whereas a separate appeals board, let's say that the planning commission denied it and you denied it, it gives an independent body of individuals that they can go before. [2:36:52, 2:36:59]: before to actually hear the appeal. I'm just a little confused maybe. Why would I want to does this board have the power to [2:37:00, 2:37:16]: change the direction of the council or is it after we've made a decision? In in the zoning the state actually gives a part of state charters and governing bodies an appeal board that can actually hear appeals. [2:37:18, 2:37:25]: I I'm not for allowing some counsel to be able to over other well, I'd like for us to be the final step. I mean [2:37:26, 2:37:46]: Well, I mean again, you can make yourself the final step, but again, if I brought a case to you tonight and you denied it, you're asking me to come back before you to appeal it to you. Now if you've already denied it unless something's really changed, you're gonna overwrite your own decision. Is there's nothing to say that you can't do it, count? [2:37:46, 2:38:06]: I'm just saying traditionally and typically you have an independent body of individuals. And there are only certain things that they can appeal now. Let me clarify that. It's it's not that they can appeal everything. They what they're limited to, they're limited to what they can appeal. Okay, hold on just a minute. [2:38:06, 2:38:17]: a question down here from Ms. Gan. I I just recommend that we talk about other uh appeal process and all that later. If we can just go to the motion and go on to the next thing on the agenda, that would be great. [2:38:17, 2:38:18]: Mr. Blank. [2:38:18, 2:38:38]: No, that's that was it. I'm just wanted to stick to the item we're okay. We've heard the motion in the second. We've had obviously a long discussion. Uh we have the two names, Mr. Harold Thibodeau, Kimberly Bragg, uh to fill these vacancies on the Planning Commission. Uh with no further discussion, all in favor. [2:38:40, 2:39:00]: All right, thank you for your vote. Now then we're going to move on to item 11, Council consideration to approve uh the Stockbridge 2017 LMIG project qualities, um, quantities, sorry, splice for$69300,438. [2:39:00, 2:39:12]: And G Dot for$265,676.20. This will be presented by our public works director, Defus Aaron. [2:39:12, 2:39:32]: Uh Mayor O'Neill and Council, I'm coming before you tonight asking you to approve the actual list of 2018. You approved the 2017. When I first got here, the city was running behind. I got here in December of last year. When we submitted our request to GDOT, our 2016 list should have been completed. [2:39:32, 2:39:44]: But it hadn't, so we actually did the 2016 when I first got here. So if we approve the 2018 tonight, that gets us back on the cycle that GDOT would like for us to be on. [2:39:45, 2:39:48]: Okay, you've heard the presentation. Do I hear a motion? [2:39:48, 2:39:58]: Mayor Nell. Yes, ma'am. I move that we approve the um proposal for the um tw 2018 LMIG. [2:39:59, 2:40:01]: We serve. All right, we have a motion. Do I hear a second? [2:40:02, 2:40:22]: I second that. We have a second. Is there discussion on the LMIG? I have one question. In terms of uh Hudson Bridge and Eagles Landing Park, are those county roles that wouldn't apply? Because Hudson Bridge is in really bad shape. Is that on the list or how do we get that on the road? Well Hudson Bridge is a [2:40:22, 2:40:42]: County maintained road I guess through your service delivery strategy, uh Henry County took some some of those roads, so that would be an issue with Henry County. Okay, so it'd be Henry County. Yes. And then uh one about the the the the the Winslow and Eagles Landing community, which is my community with all due respect to uh [2:40:42, 2:41:02]: transparency. Uh they're doing the campground road extension through there. So has there been any coordination with the county and these L Mig to'cause they're talking about that project being finished now within the next twelve months. So we don't want them to, you know, finish the road project and we don't have any funding dedicated to [2:41:01, 2:41:21]: uh those particular roads. I do not live beyond that road but the Wimbrook Road crosses it. Um is that um is that could could can some consideration be paid to that. We can always look at doing a change order if something needs to be added. We did that in two thousand with the two thousand sixteen list but we're [2:41:21, 2:41:33]: working off a list that the city had prepared, had all the roles rated, so we're working off that list. But if there are some roles that we need to look at while we're doing this project, we can do that as a change order. Thank you. [2:41:34, 2:41:39]: Okay, we've had a motion, second, and discussion. Any all right, Mr. Blount. [2:41:39, 2:41:49]: Mr. Dacius, uh, real quick, with this number that you have on it, would that number increase with any private uh with with with uh any private entities that would increase this number? [2:41:50, 2:42:00]: Excuse me sir. The work on here, would that number increase with any uh if we did some additional roads, but this is what the actual cost would be to do those roads? [2:42:02, 2:42:07]: It's five miles a road, it's a list of roads that should be in your package. [2:42:09, 2:42:14]: And with the 2017 and 18 you actually get ten miles of of roads resurfaced. [2:42:16, 2:42:22]: Okay, we've had a motion, we've had a second, we've had discussion. Um all in favor? [2:42:23, 2:42:26]: Thank you for your vote. Thank you, Mr. Aaron. [2:42:27, 2:42:42]: All right, item number twelve, council consideration to select vendor to complete the city's comprehensive plan update in the amount of ninety-seven thousand five hundred. This is gonna be presented by Donald Riley, our procurement specialist. [2:42:43, 2:43:03]: Mr. Raleigh. Yes. Good evening, Madam Mayor and Council members. I'm here for the request for approval of a proposal in the amount of$97,500 with the collaborative firm LLC in collaboration with Pond LLC, Atlanta Joy. [2:43:03, 2:43:23]: for the purchase for the purchase of professional services for a comprehensive plan. This is for one year with two one-year renewals. In accordance with the Stockbridge Procurement Code, Section 3.30.080C request for approval of a competitive COP [2:43:23, 2:43:26]: proposal shall be approved by the City Council. [2:43:27, 2:43:47]: The funding for this is out of the Planning and Development Services Professional Services account. We had two vendors to propose and this will help us become in compliance with the Henry County 2030 Unified Plan and Atlanta Regional Commission comprehensive. [2:43:47, 2:44:02]: plan for 2040. The correction to this is the actual bid number. The bid number is 17RFP 071717-DRR. [2:44:03, 2:44:08]: All right, you've heard the presentation. Do I hear a motion to move forward? [2:44:09, 2:44:11]: So so move. [2:44:11, 2:44:15]: Second. Okay, we have a motion and we have a second. Is there any discussion? [2:44:16, 2:44:20]: No discussion, then we'll call for the vote. All in favor? [2:44:21, 2:44:33]: All right, thank you very much. It looks like um it's nine thirty. We have spent three and a half. Oh, eight thirty. Oh didn't change the clock, I thought. [2:44:33, 2:44:51]: All right, it's 8 30, so we we've been here two and a half hours. Uh but we have finished our agenda for the evening, except I need to ask our attorney, do we have executive session items? Yes, ma'am, for personnel, litigation, and real estate. All right. Um [2:44:51, 2:44:59]: Let me before we go there, uh let me ask just real quick if our city manager has any la last minute comments. [2:44:59, 2:45:02]: Um I have no further comments. [2:45:02, 2:45:07]: No comments. All right, how about from our city clerk? No comments. [2:45:08, 2:45:13]: I'm gonna pray that we have no comments coming down the council. Do we have any roll. [2:45:15, 2:45:15]: One [2:45:16, 2:45:36]: All right. No comments. So great. Thank you. I always do. I just want to thank everybody for tuning uh tuning in or being able to watch it uh at some point and all the people that participated uh on tonight. Uh I want to just further say that um to uh we we attended a fabulous meeting at the state [2:45:36, 2:45:56]: Capitol in regards to the proposed uh city of Eagles Landing. I want to thank all of those citizens that took the time uh and their own vehicles down to the state capitol and everybody, the staff did an absolutely fabulous job. Uh there will be a press release on uh the [2:45:56, 2:46:16]: The uh feasibility study that verifies what the council said in terms of the damage that would be done to the city of Stockbridge. And I also want the Eagles Landing Committee uh and the citizens in their area which I am a part of to understand I'm listening. We have heard you and uh we have heard [2:46:15, 2:46:30]: those concerns and we believe that we could talk with you, work with you as Mr. Alvers says, and that we just need to listen to each other and w w w work out the differences and keep our city together. Thank you so much. [2:46:31, 2:46:34]: Okay. Any other comments from council members? [2:46:35, 2:46:36]: Mr. Blythe. [2:46:37, 2:46:57]: On the um I just want to make a quick uh announcement. On November 18th, we're gonna have no well in November. It's a toy drive for uh it's for toy drive for um low income families and those kids that are looking for a toy under the tree. So it's a toy drive on November 18th at the Murray Manders Conference Center at 111 uh Davis Road. Uh [2:46:57, 2:47:09]: Uh and I would ask everyone uh to come out, bring a toy for a child and uh let's make a child smile on Christmas. Uh and I just November the eighteenth at uh I think it starts at six o'clock, no well in November. [2:47:09, 2:47:29]: Thank you, Mr. Blount. Any other comments going down the dais? Yes, Mayor, thank you. I want to echo the uh comments in the sense that uh Councilman Alexander just mentioned about the support from the citizens that attended the uh our actual briefing to the uh Senate committee at the State House uh last past week. So I think it was great. [2:47:29, 2:47:49]: that uh we were there, folks were there to support the city's position, and of course we got a chance to listen to the opposition in this aspect as well. So hopefully in the long run that it'll work out for the best for the citizens overall and that we can come to some viable uh resolution that makes sense and has and in a sense of for the city and the entire [2:47:49, 2:48:09]: community period. On that note I want to tell folks we had an outstanding Veterans Day luncheon and parade this past week within the last week here. So it's a great event. It was our biggest event thus far for our parade participants. Well over 650 I think participants were in that. So we have a bright [2:48:09, 2:48:29]: future for that parade and that activity itself. And uh I want to also thank the citizens deep from my heart and I'm really humbled by the fact that uh you went out to the voting booth and you actually uh elected me, give me the next mayor of the city of Stockbridge. I I really appreciate that. Thank that thank you for that. And uh but obviously I have a big task. [2:48:29, 2:48:49]: to uh to stand up to the standards and to work with the council and listen to you citizens as we move the city forward. I'm up for the task. I know you'll keep me on task in that aspect. I would imagine I'll probably get bald and greater fat uh greater faster, but that's all right. I'll I'll make it work. As long as I'm healthy, I'll be all right. And so will the council. [2:48:49, 2:49:09]: So thank you for your support and hopefully God that that overall that we'll be able to satisfy the requirements from the majority of the people most of the time. And uh we and constantly uh we'll be hearing from you and obviously be hearing from us and and God willing will do good things and and move the city forward. I really appreciate your efforts on that and and the support that you've given me and I I won't [2:49:09, 2:49:29]: want to let you down. And along with the council, of course, I have to work with the council to make things work. The other thing is happy Thanksgiving to everybody. Enjoy your holidays with your family, your friends, your loved ones, and uh enjoy yourselves and enjoy the and get as you get ready for the the holiday season in a sense. So and uh continue to believe in us and believe in the city and as we move it forward. [2:49:29, 2:49:30]: God bless you all. Thank you. [2:49:30, 2:49:45]: Thank you, Mr. Ford. Uh Ms. Gantt or Miss Um Robinson. Either one have any comments? I just want to thank everyone for their support. Um another four years. I'm excited about that. I love to serve and um have a great Thanksgiving. [2:49:47, 2:50:07]: Ms. Robinson. Yes, thank you, Mayor. Just want to thank everyone for coming to the Capitol to stand with the City of Stockbridge. We also, again, like my other colleagues said, we were listening to what the opposition was stating. So we were listening, and we're here to serve the entire city. [2:50:07, 2:50:27]: City of Stockbridge citizens. So whatever we can do, please come to our meetings so that way we can hear your voice because your voice needs to be heard. Also, lastly, we would ask that the council and our citizens would pray for our youth council as we travel to Charlotte, North Carolina. [2:50:27, 2:50:47]: To attend National League of Cities, which will be the first that Stockbridge in history will be taking youth to attend this awesome national conference. So we're excited about that. We'll leave out on Wednesday, so definitely keep us in your prayers as we take our kids for this awesome opportunity to see things. [2:50:47, 2:51:07]: things on a national level um in government. So it's a great opportunity. So again, thank you for staff. We did have our executive assistant to start, so we just want to welcome her for coming aboard to be a part of the team.
